ALSO CONCERNED ABOUT THE EMOTIONAL AND MENTAL HEALTH OF YOUR CITY. THAT IS THE BOTTOM LINE FOR YOU.

YOU'VE GOT TO FIGURE OUT THOUSAND POSITION YOUR CITY FOR FLEXIBILITY AND UNCERTAINTY AND HOW TO DO YOU MAINTAIN PUBLIC CONFIDENCE AND TRUST. THIS IS WHEN YOU ARE PUT TO THE TEST BECAUSE THESE ARE STRESSFUL TIMES.

HOW DO YOU MAKE DECISIONS IN THIS CONTEXT.

FIRST, I THINK YOU KEEP YOUR EYE ON THE BALL.

THE BALL IS PUBLIC HEALTH AND SAFETY.

FINANCIALLY STABLE CITY. THE BALL IS BEING ABLE TO PLAN FOR THE FUTURE AND MOVE FORWARD. SECONDLY THINK IN PROBABILITIES.

NOBODY KNOWS, ANYBODY THAT COMES UP THERE AND SAYS IT'S GOING TO WORK THIS WAY, THEY DON'T KNOW WHAT THEY ARE TALK ABOUT SO WE CAN TALK ABOUT PROBABILITY. WHAT IS THE PROBABILITY OF THIS HAPPENING. WHAT IS THE LIKELIHOOD.

THINK OF PROBABILITIES AS MAKE THIS DECISION TONIGHT.

WE ALSO DID MESSAGING TO ALL OUR EMPLOYEES THROUGH CODE RED.

WE HAVE VERY STRICT PROTOCOLS AS YOU ARE EXPERIENCING NOW WITH MASKS, SANITATION, VIRTUAL MEETINGS AND ROOM CAPACITY.

WE ARE IN CONSTANT COMMUNICATION WITH OUR STAFF.

WE TOOK CARE OF ALL THOSE WRITTEN POLICIES FOR TELEWORK AND ALL THE SPECIAL PROGRAMS IN PLACE.

WE HAVEN'T BEEN SITTING HERE SPENDING MONEY.

WHAT WE'VE BEEN DOING IS BEING VERY CAUTIOUS AND VERY CONSERVATIVE. AND HOLDING BACK ON EXPENDITURES KNOWING WE'RE IN UNCERTAIN TIMES.

SOME OF THE THINGS I WILL LET YOU KNOW THAT WE'VE DONE IS TRAVEL AND TRAINING HAS PRETTY MUCH STOPPED.

WE'RE NOT DOING ANY ADDITIONAL EXPENSES FOR TRAINING.

WE'VE ALSO DOWNGRADED SEVERAL POSITIONS.

OUR HR YES, MA'AMIST AND PARK SUPERINTENDENT POSITIONS WERE DOWNGRADED TO AN HR ASSISTANT AND SENIOR PARK RANGER.

WE'RE LOOKING AT THE EXISTING POSITIONS AND TRYING TO SAVE WHERE WE CAN. WE ALSO HAVE A LOT OF POSITIONS

OTHER EXPENDITURES OBVIOUSLY WE DIDN'T HOST SUMMER CAMP THEREFORE WE HAVE NO SUMMER CAMP EXPENDITURES AND DIDN'T HAVE TO GO THROUGH HIRING OF THE COUNSELORS. DUE TO BEING ON STAGGERED SHIFTS WE HAD A NICE SURPLUS OF COST PER FUEL.

CROSSING GUARDS. WE DIDN'T NEED CROSSING GUARDS WITH THE SCHOOLS BEING CLOSED. AS I SAID THROUGH MANAGEMENT AND DISCUSSIONS WITH STAFF EVERYONE HAS DONE WHAT THEY CAN TO TIGHTEN THE BELT IN THEIR OPERATIONS.

FOR OUR CURRENT COMMUNITY NEEDS OBVIOUSLY SAFETY ENFORCEMENT, SENSE OF NORMALCY, BUSINESSES REOPENING AND ATHLETICS RESUMING. THAT WAS OUR FOCUS.

ALL OF THESE ITEMS WE SPENT NUMEROUS HOURS WORK ON AND

WE CAN RUN THE SCENARIOS AND TRY TO DO THE BEST WE CAN IN MAKING PROJECTIONS. THAT WAS REVENUE.

OBVIOUSLY YOU HAVE REVENUES AND EXPENSES.

YOU PUT THOSE TOGETHER AND THEN YOU'LL HAVE SHORT FALLS.

BASED ON ALL OF THE DIFFERENT SCENARIOS, THIS IS THE SHORT FALLS THE CITY COULD SEE THEMSELVES IN.

SO DEPENDING ON HOW IT FLOWS THROUGH SYSTEM, SO I WANT TO YOU UNDERSTAND THAT THE IMPACT ON SOMEONE FORECLOSING AT THE END OF THIS YEAR TECHNICALLY COULD SEE THE FINANCIAL IMPACT THROUGH THE ADJUSTMENT IN THE AD VALOREM TAXES ON THE SALE, IF THE SALE PRICE WENT DOWN WHICH IS WHAT WE SAW IN 2008 AND WE COULD HAVE A NEGATIVE IMPACT ON REVENUE.

WHAT DOES THAT MEAN JULY 8. THAT DETERMINES THE RATES THEY ARE GOING ON TRIM. TRIM GOES OUT IN AUGUST.

WE'RE ALREADY PREPARING THAT INFORMATION WITH THE TAX COLLECTOR FOR THE TRIM NOTICES. SO THAT IS WHY THEY SAY YOU CAN SET YOUR HIGHEST RATE AND GO LOWER.

ONCE YOU SET THE RATE YOU CAN'T GO HIGHER.

I'M GOING GO THROUGH NUMEROUS SCENARIOS A-- WITH THOSE SCENARIOS THE AVERAGE INCREASE TO A HOUSE 230 WOULD APPROXIMATE $62.32. AS YOU CAN SEE THROUGH BREAK DOWN IS THE VALUE OF THE HOUSE WENT UP SO THEREFORE THE RATE THEY PAY IN TAXES WILL GO UP. THAT'S WHY THE INCREASE IS INCREASING TO 2,772. THE SOLID WASTE ASSESSMENT ONLY WENT UP 70 CENTS. THAT'S WHY THAT IS MINIMAL.

WE'RE NOT PROPOSING AN INCREASE IN THE FIRE ASSESSMENT.

FOR TO US STAY AT THE 4.4 MILLS AND HOUSE ASSESSED FOR 262,000

WOULD IS V A $62 TAX INCREASE. >> WHEN I TALK ABOUT TAXES, I'M TALKING ABOUT 20% OF THE TAX BILL.

HOW DOES HAD AFFECT THE AD VALOREM REVENUE.

IF WE KEEP IT AT 4.42 CITY WILL BE ABLE TO MAINTAIN THE SAME

MILLAGE. WE'LL BE ABLE TO HAVE NO INCREASES OR DECREASES IN THE AD VALOREM.

HOW DOES THAT AFFECT THE OVERALL PICTURE IN OUR FORECAST? AGAIN, AT THE 4.4 MILLS AND THE FIRE ASSESSMENT BEING 250.

WE'VE PLANNED FOR THE SCENARIO OF A DEBT ISSUANCE.

I'M GOING TO KEEP IT IN JOUST KEEP THE MOVEMENT OF THE PROCESS CONSISTENT. IF YOU TAKE A LOOK AT THIS CHART, YOU ARE LOOKING AT $15 MILLION DEBT ISSUANCE AND THAT WOULD MR.B A LOAN FOR 15 YEARS AND AT THE TIME IS A 3.6% INTEREST RATE. IN THESE SCENARIOS WE'RE USING 1.3 MILLION FOR DEBT ISSUANCE. JUST SO YOU UNDERSTAND THAT 1.3 MILLION RIGHT NOW WE'RE NOT EXPENDING.

WE HAVE THAT MONEY WE'RE HOLDING ON TO WITH THE PLAN TO SPEND IT IN THE FUTURE. AND THAT IS ONE OF YOUR DECISIONS THAT YOU'LL BE MAKING TODAY OR ON THE 8TH.

AS WE ARE TODAY WE'RE GOING TO HAVE WE'RE PROJECTING THE SURPLUS. THROUGH THE PROCESS WE'RE SEEING LIGHT SURPLUSES AND THEN WE GO INTO THE NEGATIVE.

NOW THE OTHER SCENARIO IS A 4.2998.

THAT IS THE ROLLBACK RATED. SO THE ROLLBACK RATE IS WHERE YOU RECEIVE SAME AMOUNT OF REVENUE THAT YOU RECEIVED IN THE PRIOR YEAR. THAT MEANS A HOMEOWNER WILL NOT SEE AN INCREASE IN THEIR TAX BILL.

EVEN THOUGH THEIR VALUE WENT UP HIGHER, THEY WILL NOT GET THAT INCREASE BECAUSE THE CITY WILL RECEIVE THE SAME AMOUNT OF REVENUE. FOR THAT TO HAPPEN THE INCREASE IS 72 CENTS AND THAT IS BECAUSE OF THE SOLID WASTE ASSESSMENT BECAUSE WE LOOK AT ALL THREE OF THOSE TOGETHER.

THAT ISN'T THE CITY OF PARKLAND INCREASE, IT'S THE GARBAGE.

IN THIS SCENARIO THIS IS YOUR ROLLBACK.

THERE WOULD BE NO TAX INCREASE. IT COULD BE PUBLISHED THAT WAY.

WHAT DOES IT MEAN TO US GOING FROM A 4.4 TO A 4.2998? IN THE BUDGET WE'RE PREPARING WE WOULD HAVE TO REDUCE IT BY $545,000. AND THEN THIS CHART SHOWS YOU THE CUMULATIVE EFFECT BECAUSE WE DO OUR FORECAST SO IT ALWAYS HAS THE EFFECT OUT INTO THE FUTURE SO WE WANT TO YOU SEE THE CUMULATIVE EFFECT OVER FIVE YEARS IS $2.9 MILLION.

I LOVE AN OUTREACH PROGRAM AND FORMING A COMMITTEE THAT CAN TAKE THAT ON AND TAKE STRESS OFF OF STAFF SO WE CAN MEET WITH THESE VARYING AGE GROUPS AND SEE WHAT THEY WOULD LIKE AND HELP PUT THEM TOGETHER. BECAUSE WE HAVE SO MANY BEAUTIFUL PARKS AND THINGS THAT PEOPLE COULD WALK BIKE AND FORM THESE NICE WAYS THEY CAN SOCIAL DISTANCE WHILE BEING OUTSIDE, WHILE IMPROVING HEALTH AND EDUCATION FOR THAT.
