ALSO CONCERNED ABOUT THE EMOTIONAL AND MENTAL HEALTH OF YOUR CITY. THAT IS THE BOTTOM LINE FOR YOU. YOU'VE GOT TO FIGURE OUT THOUSAND POSITION YOUR CITY FOR FLEXIBILITY AND UNCERTAINTY AND HOW TO DO YOU MAINTAIN PUBLIC CONFIDENCE AND TRUST. WHAT WE'VE BEEN DOING IS BEING VERY CAUTIOUS AND VERY CONSERVATIVE. AND HOLDING BACK ON EXPENDITURES KNOWING WE'RE IN UNCERTAIN TIMES. SOME OF THE THINGS I WILL LET YOU KNOW THAT WE'VE DONE IS TRAVEL AND TRAINING HAS PRETTY MUCH STOPPED. WE'RE NOT DOING ANY ADDITIONAL EXPENSES FOR TRAINING. WE'VE ALSO DOWNGRADED SEVERAL POSITIONS. OUR HR YES, MA'AMIST AND PARK SUPERINTENDENT POSITIONS WERE DOWNGRADED TO AN HR ASSISTANT AND SENIOR PARK RANGER. WE'RE LOOKING AT THE EXISTING POSITIONS AND TRYING TO SAVE WHERE WE CAN. FOR OUR CURRENT COMMUNITY NEEDS OBVIOUSLY SAFETY ENFORCEMENT, SENSE OF NORMALCY, BUSINESSES REOPENING AND ATHLETICS RESUMING. THAT WAS OUR FOCUS. SO DEPENDING ON HOW IT FLOWS THROUGH SYSTEM, SO I WANT TO YOU UNDERSTAND THAT THE IMPACT ON SOMEONE FORECLOSING AT THE END OF THIS YEAR TECHNICALLY COULD SEE THE FINANCIAL IMPACT THROUGH THE ADJUSTMENT IN THE AD VALOREM TAXES ON THE SALE, IF THE SALE PRICE WENT DOWN WHICH IS WHAT WE SAW IN 2008 AND WE COULD HAVE A NEGATIVE IMPACT ON REVENUE. THAT DETERMINES THE RATES THEY ARE GOING ON TRIM. TRIM GOES OUT IN AUGUST. WE'RE ALREADY PREPARING THAT INFORMATION WITH THE TAX COLLECTOR FOR THE TRIM NOTICES. SO THAT IS WHY THEY SAY YOU CAN SET YOUR HIGHEST RATE AND GO LOWER. ONCE YOU SET THE RATE YOU CAN'T GO HIGHER. I'M GOING GO THROUGH NUMEROUS SCENARIOS A-- WITH THOSE SCENARIOS THE AVERAGE INCREASE TO A HOUSE 230 WOULD APPROXIMATE $62.32. AS YOU CAN SEE THROUGH BREAK DOWN IS THE VALUE OF THE HOUSE WENT UP SO THEREFORE THE RATE THEY PAY IN TAXES WILL GO UP. THAT'S WHY THE INCREASE IS INCREASING TO 2,772. THE SOLID WASTE ASSESSMENT ONLY WENT UP 70 CENTS. THAT'S WHY THAT IS MINIMAL. WE'RE NOT PROPOSING AN INCREASE IN THE FIRE ASSESSMENT. FOR TO US STAY AT THE 4.4 MILLS AND HOUSE ASSESSED FOR 262,000 WOULD IS V A $62 TAX INCREASE. >> WHEN I TALK ABOUT TAXES, I'M TALKING ABOUT 20% OF THE TAX BILL. HOW DOES HAD AFFECT THE AD VALOREM REVENUE. IF WE KEEP IT AT 4.42 CITY WILL BE ABLE TO MAINTAIN THE SAME [00:20:08] MILLAGE. WE'LL BE ABLE TO HAVE NO INCREASES OR DECREASES IN THE AD VALOREM. HOW DOES THAT AFFECT THE OVERALL PICTURE IN OUR FORECAST? AGAIN, AT THE 4.4 MILLS AND THE FIRE ASSESSMENT BEING 250. WE'VE PLANNED FOR THE SCENARIO OF A DEBT ISSUANCE. I'M GOING TO KEEP IT IN JOUST KEEP THE MOVEMENT OF THE PROCESS CONSISTENT. IF YOU TAKE A LOOK AT THIS CHART, YOU ARE LOOKING AT $15 MILLION DEBT ISSUANCE AND THAT WOULD MR.B A LOAN FOR 15 YEARS AND AT THE TIME IS A 3.6% INTEREST RATE. FOR THAT TO HAPPEN THE INCREASE IS 72 CENTS AND THAT IS BECAUSE OF THE SOLID WASTE ASSESSMENT BECAUSE WE LOOK AT ALL THREE OF THOSE TOGETHER. THAT ISN'T THE CITY OF PARKLAND INCREASE, IT'S THE GARBAGE. IN THIS SCENARIO THIS IS YOUR ROLLBACK. THERE WOULD BE NO TAX INCREASE. IT COULD BE PUBLISHED THAT WAY. WHAT DOES IT MEAN TO US GOING FROM A 4.4 TO A 4.2998? IN THE BUDGET WE'RE PREPARING WE WOULD HAVE TO REDUCE IT BY $545,000. I WANTED TO USE ANOTHER SCENARIO SINCE GAVE YOU THE SCENARIOS OF TAX DECREASE MILLAGE RATE DECREASES. HERE IS ANOTHER SCENARIO OF A MILLAGE INCREASE. MILLAGE INCREASE TO A 4.4478. THAT WOULD BE AN INCREASE OF $92.43 TO THE AVERAGE HOMEOWNER. YOU CAN SEE HOW THE AD VALOREM GOES UP. WHAT DOES THAT MEAN TO THIS CURRENT BUDGET WE'RE WORKING ON? AND THEY ARE DIFFERENT AGE GROUPS VARYING PEOPLE BUT THERE IS A WALKING GROUP THERE, IS A RUNNING GROUP, THERE IS AN EARLY MORNING GROUP, THERE IS A GROUP THAT WALKS WITH THEIR DOGS, THERE IS A GROUP THAT WALKS AN KEEP THEIR ARMS OUT AND EXERCISE LIKE THIS AND THEY SOCIAL DISTANCE. I LOVE AN OUTREACH PROGRAM AND FORMING A COMMITTEE THAT CAN TAKE THAT ON AND TAKE STRESS OFF OF STAFF SO WE CAN MEET WITH THESE VARYING AGE GROUPS AND SEE WHAT THEY WOULD LIKE AND HELP PUT THEM TOGETHER. BECAUSE WE HAVE SO MANY BEAUTIFUL PARKS AND THINGS THAT PEOPLE COULD WALK BIKE AND FORM THESE NICE WAYS THEY CAN SOCIAL DISTANCE WHILE BEING OUTSIDE, WHILE IMPROVING HEALTH AND EDUCATION FOR THAT.
