THIS IS A VERY DIFFERENT LOOKING DAIS THAN I'VE SEEN IN YEARS PAST, AND I WISH YOU ALL THE VERY BEST OVER THE NEXT SEVERAL YEARS.

I AM COMING TODAY AS A RESIDENT OF NORTHWEST PARKLAND, ALSO KNOWN AS THE WEDGE AT OUR LAST MEETING WHERE ONLY THREE OF YOU WERE THERE, ALTHOUGH IN SLIGHTLY DIFFERENT SEATS, AT LEAST ONE OF YOU WAS IN A SLIGHTLY DIFFERENT SEATS.

BUT WE HAVE TWO NEW MEMBERS OF THE COMMISSION, AND I AM HERE AS A RESIDENT OF THE WEDGE, AND I WANT TO CONTINUE BRINGING UP THE ISSUE THAT WAS DISCUSSED AT THE MEETING IN OCTOBER.

IT WAS A SIGNIFICANT CONVERSATION.

IT WAS A CONVERSATION THAT WAS A LONG TIME COMING.

WE SIT HERE NOW IN THE MIDDLE OF NOVEMBER, A MONTH LATER, AND ON BEHALF OF THE WEDGE RESIDENTS, I AM ASKING AND PLEADING WITH THIS COMMISSION AND THIS CITY TO NOT TAKE YOUR FOOT OFF THE GAS WHEN IT COMES TO DEALING WITH LENNAR AS A DEVELOPER.

I WAS TRYING TO THINK OF AN APPROPRIATE ANALOGY FOR THE SEVEN YEAR EXPERIENCE THAT I AND MANY, MANY OTHER RESIDENTS IN THE CITY HAVE BEEN DEALING WITH LENNAR.

A GOOD ANALOGY FOR IT.

AND THE BEST ONE THAT I COULD COME UP WITH WAS THE MOVIE FINDING NEMO, WHICH I ASSUME SEVERAL OF YOU MUST BE FAMILIAR WITH.

I KNOW SEVERAL OF YOU HAVE CHILDREN, AND AS A PARENT OF THREE CHILDREN, I'VE SEEN THE MOVIE APPROXIMATELY EIGHT HUNDRED AND THIRTY TWO THOUSAND TIMES.

THERE'S A CHARACTER IN THE MOVIE NAMED DORY, AND DORY HAS A 30 SECOND MEMORY, AND EVERY 30 SECONDS, DORY IS SAYING, HI, IT'S NICE TO MEET YOU.

THAT IS THE BEST ANALOGY I HAVE FOR LANNAR IF DORY WERE AN EVIL FISH INSTEAD OF A NORMAL FISH.

LANNAR WILL TELL YOU THINGS AND THEY WILL MAKE YOU PROMISES, AND THEN 30 SECONDS LATER, WE'LL FORGET THAT THEY'VE DONE IT.

SO I AM ASKING THAT THIS COMMISSION NOT TAKE YOUR FOOT OFF THE GAS, CONTINUE TO PUSH AND CONTINUE TO DO WHAT YOU CAN AND WHAT THE CITY STAFF CAN DO TO ENSURE THAT LANNAR ACTUALLY FOLLOWS THROUGH ON THINGS IN THIS COMMUNITY.

THEY STILL HAVE DEVELOPMENTS UNDER CONSTRUCTION, THEY ARE STILL DROPPING THE BALL ON A DAILY BASIS.

THERE ARE STILL COMPLAINTS COMING FROM EVERY SINGLE IN OUR COMMUNITY AS COMPARED TO EVERY OTHER DEVELOPER IN THE HISTORY OF THIS CITY.

IT IS A UNIQUE EXPERIENCE.

AND I HOPE THAT WHEN ALL IS SAID AND DONE AND LENNAR FINALLY IS FINISHED IN THIS CITY, THAT THE STORY OF LENNAR IN THIS CITY WILL NOT BE THE SAME STORY THAT LENNAR HAS HAD IN COMMUNITIES IN DADE COUNTY, WHERE AT THE END OF THE DAY, THEY LEFT WITH EVERYBODY'S MONEY AND LEFT EVERYBODY ELSE HOLDING THE BAG.

I'M ACTUALLY HERE FOR A DIFFERENT REASON AND WHICH IS REGARDS TO RYAN HOLMES, THE DEVELOPMENT CLOSEST TO WHERE I LIVE.

WHEN THE CITY AND THE PLANNING AND ZONING BOARD PASSED THE DEVELOPMENT, THE APPROVAL OF THAT EXCUSE ME, THAT DEVELOPMENT WAS TALKING ABOUT NO TRAFFIC, NO CONSTRUCTION TRAFFIC ON PARKSIDE DRIVE AND NOT THE END OF LAST WEEK.

THEY I WAS BEING TAILED BY A CONSTRUCTION TRUCK THAT WAS SPEEDING DOWN PARKSIDE DRIVE AND PUT ITS FOOT ON THE GAS RIGHT AS WE PASSED THE SCHOOL OUT OF THE SCHOOL ZONE.

NOW, IT IS A 30 MILE AN HOUR SCHOOL ZONE AREA.

I WAS TWENTY TWENTY FIVE MILES AN HOUR, RIGHT, 20 MILES AN HOUR.

AND HE WAS PUSHING, PUSHING, PUSHING.

WE WENT I WENT IN TO TALK TO RYAN HOLMES.

THE PEOPLE THERE, THEY WERE AWARE THAT THERE'S SUPPOSED TO BE NO CONSTRUCTION TRAFFIC ON THERE.

AND IT WAS A LARGE, HEAVY DUTY PICKUP TRUCK, BUT RIGGED FOR THE CONSTRUCTION SITE.

SO TO ECHO WHAT NATHANIEL WAS SAYING IS THAT IT'S VERY IMPORTANT FOR US.

AND I KNOW WE FOCUS ON IT.

AND, YOU KNOW, WE REALLY HOPE THAT YOU GUYS AS A GROUP STILL PUSH THAT PUSH BACK ON THEM WITH HOLDING THEM TO THEIR COMMITMENTS, BECAUSE THERE'S NO NEED FOR THAT KIND OF TRAFFIC, ESPECIALLY WITH THE WAY HILLSBOROUGH AND LOCKES ARE SET UP NOW.

I WOULD LIKE TO GO ON RECORD SAYING THAT I WOULD LIKE LENNAR TO BE HELD ACCOUNTABLE FOR THE WORK THAT THEY HAVE DONE BEFORE, ALLOWING THEM ADDITIONAL PROJECTS TO SIGN ON THE FRONT OF THE NEIGHBORHOOD IS CAVING BACKWARDS INTO THE WATERFALL.

THERE IS NO SIGN ON THE BACK OF THE NEIGHBORHOOD THE LANDSCAPING IS SUBPAR.

WELL, I DO NOT PERSONALLY HAVE A LARGE DRAINAGE PROBLEM AT THIS TIME.

MUCH OF THE NEIGHBORHOOD DOES, WHICH RESULTS IN MOLDY SIDEWALKS THAT COULD BE A SLIP AND FALL ISSUE.

THERE ARE NO LIGHTS ON AT THE CLUBHOUSE PARKING LOT.

I WALK TO GET MY MAIL LAST NIGHT AND FELT VERY UNSAFE.

THE CLUBHOUSE PARKING IS FULL OF PARKING LOTS FULL OF TRASH.

A NEWLY BUILT MAILBOX PLATFORM IS CONSTANTLY WITH SITTING WATER, NOT JUST FROM THE STORM AND THE SLAB IS NOT PAINTED OR FINISHED.

THERE ARE STAINS EVERYWHERE.

I'M HAPPY TO PROVIDE PICTURES IF DESIRED.

THERE ARE WIDESPREAD ISSUES WITH IMPROPERLY INSTALLED CENTRAL AIR CONDITIONING DUCTS AND ATTIC INSULATION RELATED ISSUES CAUSING WATER DAMAGE AND MOLD, AS WELL AS POOR TO NO SIDE YARD DRAINAGE.

AC DEFECTS.

WE FOUND THAT OUR ATTIC AC DUCTS WERE NOT PROPERLY SEALED WHERE THEY CONNECT TO THE MIXING BOXES AND VENTS, WHICH HAS RESULTED IN COLD AIR LEAKING DIRECTLY INTO THE ATTIC.

THERE ARE ALSO IMPROPER ATTIC INSULATION ISSUES THAT ARE WIDESPREAD AND WELL DOCUMENTED AS CAUSING SIGNIFICANT AMOUNTS OF CONDENSATION TO FORM ON DUCTS AND MIXING BOXES IN THE ATTIC IN GENERAL.

THE CONDENSATION POOLS AND ULTIMATELY MOLD CAUSES MOLD TO GROW.

WE'VE SHOWN LENNAR WRITTEN REPORTS BY THIRD PARTY COMPANIES DETAILING THE DEFECTS, AS WELL AS THERMAL IMAGES FROM A HOME INSPECTOR SHOWING THE AC AIR LEAKS.

FIFTY FOUR DEGREE AIR BLOWING DIRECTLY INTO ONE HUNDRED PLUS DEGREE.

HOT, HUMID ATTIC CREATES MASSIVE CONDENSATION.

WE'VE ALSO SHOWN LENNAR VIDEO FROM THE INSPECTOR RUNNING HIS HAND ACROSS THE DUCTING AND ENDING UP WITH WATER DRIPPING OFF HIS HANDS.

LENNAR SENT THEIR OWN INSPECTOR WHO CONFIRMED THE ISSUES.

AND THEY STILL HAVE NOTHING DONE NOTHING.

OTHER NEIGHBORS IN THE COMMUNITY WITH THE SAME PROBLEM HAVE BEEN TOLD THEY ARE CAUSING THE CONDENSATION ISSUES BY KEEPING THEIR THERMOSTATS BELOW SEVENTY FIVE DEGREES.

SO THERE IS NOTHING TO FIX.

WE HAVE MOLD THAT HAS GROWN BECAUSE OF THE CONDENSATION ISSUE.

LENNAR'S ANSWER IN ONE LOCATION WAS TO SCRAPE THE MOLD OFF AND PAINT OVER THE SPOT WHERE IT WAS GROWING WHILE DOING NOTHING TO REMEDIATE THE BUILDER DEFECT, CAUSING THE CONDENSATION MOISTURE IN THE FIRST PLACE.

LARGE NUMBERS OF AND L ENNAR GENERALLY HAS DONE LITTLE TO NOTHING TO PERMANENTLY RESOLVE THESE ISSUES.

WE'VE HAD WARRANTY TICKETS OPEN FOR MANY OF THESE ISSUES FOR OVER A YEAR AND HAVE ESCALATED TO MANAGEMENT WITHIN LENNAR WITH ZERO PROGRESS.

THIS LACK OF ACTION ISN'T LIMITED TO THE AC ISSUES.

WE HAVE OVER 70 WARRANTY TICKETS OPEN WITH LENNAR AND IF WE DON'T HARASS OUR CUSTOMER CARE REP DAILY BY VOICE AND TEXT, NOTHING GETS DONE.

BY CHASING THEM DAILY, WE CAN GET ONE OR TWO MINOR ISSUES FIXED PER MONTH.

ANOTHER WIDESPREAD ISSUE WITH YARDS, DEGRADING OF THE SOIL IS NOT STEEP ENOUGH TO ACTIVELY DRAIN WATER TO THE FRONT AND SIDE YARDS.

THE SOIL ALSO DOES NOT ALLOW WATER TO PERCOLATE DOWN INTO THE SOIL.

WE HAVE LITERALLY MUDDY SWAMPS ON OUR SIDE YARDS, MOST OF THE YEAR.

THE FRONT YARD GRADES ARE ALSO BELOW THE SIDEWALKS, WHICH ACTS LIKE A DAM AND CAUSES WATER TO POOL AND SIT IN THE FRONT YARDS, AS WELL AS THE UNDERGROUND UTILITY BOXES ARE ALMOST ALWAYS COMPLETELY FLOODED WITH WATER.

THIS IS NOT ONLY COSMETICALLY AND FUNCTIONALLY HORRENDOUS, I DREAD BRINGING MY GARBAGE CANS FROM THE BACK TO FRONT YARDS AS I KNOW I'LL BE A MUDDY, MUDDY MESS WHEN I'M DONE.

BUT IT'S ALSO A HEALTH HAZARD.

STANDING WATER AND SOIL ACTIVELY BREEDS BACTERIA, MOSQUITOES AND OTHER INSECTS THAT ARE HEALTH HAZARDS.

CHILDREN AND PETS BECOME A MUDDY MESS GOING THROUGH THEM, AND A HANDFUL OF SWAMP BACTERIA INTO EYES, NOSE OR MOUTH IS ALL IT TAKES TO MAKE THEM SICK.

I'M TRULY DISGUSTED THAT WHEN I BOUGHT A HIGH END HOME IN A BEAUTIFUL CITY LIKE PARKLAND AND HAVING TO APPEAL FOR HELP TO GET MOLD AND WATER OUT OF MY HOUSE AS WELL AS MY SIDE YARD, LENNAR MUST BE SEVERELY PENALIZED AND HELD ACCOUNTABLE TO RESOLVE THESE HEALTH HAZARDS AND HONOR THEIR WARRANTY AND OBLIGATIONS TO THE CITY AND HOMEOWNERS THAT OUR HOMES WILL NOT ENDANGER OUR HEALTH.

THE CITY OF PARKLAND WILL EARN A HORRIBLE REPUTATION OR PEOPLE WILL AVOID MOVING HERE AND WHEN IT BECOMES GENERALLY KNOWN THAT THOUSANDS OF LENNAR HOMES IN THE CITY ARE HEALTH HAZARDS, DO WE WANT PARKLAND TO BE THE NEW CHINESE DRYWALL OF REAL ESTATE? I AM ASKING THE CITY OF PARKLAND TO IMMEDIATELY ISSUE A STOP WORK ORDER ON ALL LENNAR PROJECTS WITHIN THE CITY UNTIL ALL OF THESE BUILDER DEFECTS ARE PROPERLY REMEDIATED AND EXISTING LENNAR BUILT COMMUNITIES.

AND HE'S ATTACHED A BUNCH OF PICTURES THAT I'LL PUT IN THE RECORD.

ALL RIGHT, DEAR MAYOR AND CITY COMMISSION, THIS IS FROM COLBALT COURT I HOPE THIS EMAIL FINDS YOU WELL AND EVERYONE IS SAFE AND AT GOOD HEALTH THESE DAYS.

AS THE COMMISSION MEETING WILL TAKE PLACE TONIGHT, I WAS ENCOURAGED TO SHARE IMPRESSIONS AND FEEDBACK AS WELL AS CONCERNS FOR THIS GATHERING SO WE CAN VOICE AS A PARKLAND CITIZEN.

MY SPECIFIC COMMENTS ARE RELATED TO THE COMMUNITY, AND LENNAR AS A DEVELOPER.

I SUMMARIZED THE BULLET POINTS TO KEEP IT SHORT, BUT IT SHOULD PROVIDE AN OVERVIEW OF THE CHALLENGES WE AS RESIDENTS OF THIS COMMUNITY FACE.

FROM DAY ONE WE MOVED INTO THIS COMMUNITY DECEMBER 2017 AS ONE OF THE FIRST ONES.

WE HAD ONGOING ISSUES EITHER WITH OUR HOME OR THE COMMUNITY BEING MANAGED THROUGH LENNAR .

I CAN STATE AFTER OVER 60 ISSUES, SOME OF THEM BEING SEVERE, WINDOW LEAKS, MOLD, GARAGE DOOR LEAKS, KITCHENS.

IT TOOK US OVER TWO YEARS TO SETTLE IN.

SOME OF THEM EVEN HAD HEALTH IMPACTS ON MY WIFE'S WELL-BEING.

LENNAR WAS ABSOLUTELY DIFFICULT TO WORK WITH AND ALWAYS PUT THE CUSTOMER AS THE NOT KNOWLEDGEABLE ENTITY TO ARGUE AGAINST TO THE LEVELS OF EVEN INSULTING ONE.

DRAINAGE.

FLORIDA IS A WET CLIMATE, AND WITH THE RECENT RAINY WEATHER FOR A LONGER DURATION, OUR GREEN AREAS AROUND THE HOME ARE NOT WALKABLE AS IT SOAKED WITH WATER.

THERE'S NO PROPER DRAINAGE.

SIDEWALKS.

THE DRAINAGE CREATES ISSUES AND STAINS ON THE SIDEWALKS WHERE HOA PUTS THE CLEANLINESS OF THOSE ON THE HOMEOWNERS, EVEN THOUGH IT IS JUST LACK OF PROPER ENGINEERING BY LENNAR.

THE COMMUNITY IS SOLD AS LUXURY HOMES, BUT MAINTENANCE IS AT ITS LOWEST LEVELS, AND WE NEVER EXPERIENCED A COMMUNITY/HOA.

SIDEWALKS, ROAD DEBRIS, LANDSCAPING, SIGNAGE FALLING APART, ET CETERA.

TREES FALLING DOWN WITH EVERY MINOR STORM, LANDSCAPING IS NOT PROPERLY PLANTING TREES, AS THEY ARE ALWAYS FALLING DOWN WITH MINOR STORMS. CLUBHOUSE IS STILL NOT COMPLETED AND GETS DELAYED.

LENNAR IS CLEARLY DRIVEN BY SHAREHOLDER VALUE, CUSTOMER SERVICE IS NONEXISTENT.

EVERYTHING HAS BEEN TAILORED TOWARD LENNAR BENEFIT FROM WARRANTY QUESTIONS, LOW QUALITY HOMES AND CRAFTSMANSHIP TO INCREASE PROFIT MARGINS, NOT ACCOUNTABLE AND URGENT MATTERS.

IN SUMMARY, IT IS A PERFECT MARKETING FACADE OF LUXURY HOMES, BUT AT THE END, ONE BUYS MORE HAZARD.

HOW DOES THIS EVEN COMPLY WITH THE FLORIDA BUILDING CODE? OVERALL, THESE ARE HIGHLIGHTS WORTH MENTIONING, BUT THERE ARE DEFINITELY MORE.

IN CONCLUSION, IF WE HAD A CHOICE TODAY, I WOULD RECONSIDER MY CURRENT HOME AND NEVER CONSIDER AND RECOMMEND LENNAR ANYWHERE IN THE COUNTRY.

WE BUILT OUR HOME WITH THEM AND MOVED IN IN NOVEMBER 2018.

SINCE WE HAVE HAD NOTHING BUT ISSUES WITH OUR HOME, YOU MAY HAVE SOMETHING ON RECORD WITH US REGARDING A HUGE LEAK/FLOOD THAT WE HAD IN JANUARY 2019.

LENNAR HAD TO COMPLETELY RIP OUT OUR BACKYARD AND FLOORING ON THE MAIN LEVEL AND BRING DOWN THE STUCCO AND RE WATERPROOF.

FAST FORWARD TO OCTOBER 2019 WHEN WE HAD OUR INSPECTION.

INSPECTION REPORT INCLUDED AREAS OF MOLD AND AIR CONDITIONING ISSUES.

WHY WERE THEY ALLOWED TO SELF-REPORT WITH TRACK RECORD IS BEYOND ME.

WE FEED HELP.

THEY WON'T FIX HOUSES AND BLAME HOMEOWNERS FOR KEEPING TEMPERATURE UNDER 76.

ACCEPT ME THEY SAID SORRY HOUSE OF WARRANTY.

ONE SIDED ARBITRATION.

THE ONLY THING THEY CARE ABOUT IS SELLING HOUSE.

WE DID THIS ON WEEKLY BASIS BECAUSE IT'S IMPORTANT.
