I WILL GO IN A SOCIALLY DISTANCED WAY TO THE WELL TO PRESENT IT.>>> THE GINA ROSE MONTALO MEMORIAL FOUNDATION IS A 501 C-3 ORGANIZATION THAT WAS FOUNDED IN RESPONSE TO THE TRAGEDY AT MARJORY STONEMAN DOUGLAS HIGH SCHOOL IN PARKLAND ON FEBRUARY 14TH, 2018. WHEREAS THE PURPOSE OF THIS NONPROFIT IS TO AWARD SCHOLARSHIPS TO HELP STUDENTS WITH THE COST OF POST SECONDARY EDUCATION AS WELL AS MAKE CHARITABLE DONATIONS TO CAUSES THAT GINA SUPPORTED. WHEREAS THE FOUNDATION WILL ENSURE THAT GINA'S PURPOSE AND KIND SPIRIT WILL NOT BE LOST WITH HER PASSING AND THE FOUNDATION WILL INSPIRE YOUNG ADULTS TO GO ON AND ACCOMPLISH GREATNESS IN THEIR YOU LIVES AND WHEREAS THE WORK FOR THIS NONPROFIT HAS SUPPORTED PROGRAMS SUCH AS THE GIRL SCOUTS OF SOUTHEAST FLORIDA, CHALLENGE AIR FOR KIDS, AS WELL AS THE FRIENDSHIP JOURNEY'S GINA'S ART FRIENDS, AND WHEREAS DURING THE COVID-19 PANDEMIC, THIS ORGANIZATION DONATED LIFESAVING KN-95 MASKS TO FIREFIGHTERS IN PARKLAND AND CALLS ATTENTION TO THESE CAUSES AND PROVIDES A STRUCTURE IN WHICH WELL INTENDED MEMBERS OF OUR COMMUNITY CAN WORK IN A PRODUCTIVE MANNER NOW THEREFORE BE IT RESOLVED THAT I THE MAYOR AND THE CITY OF PARKLAND, CITY COMMISSION HERE BY PROCLAIM TODAY OCTOBER 21ST, 2020, AS GINA ROSE MONTALTO MEMORIAL FOUNDATION DAY IN THE CITY OF PARKLAND.

THAT BEING SAID, ONLY THE MAYOR WAS FACED WITH THE UNIMAGINABLE TRAGEDY THAT STRUCK STONE MANHATTAN AND WAS BROADCAST AROUND THE -- STONEMAN DOUGLAS AND WAS BROADCAST AROUND THE WORLD.THE MAYOR CONTINUES TO DISPLAY THESE SAME QUALITIES THAT HELP LEAD THE CITY OUT OF THE DARKNESS AND TOWARD THE LIGHT. PARKLAND MAY NEVER FULLY RECOVER, BUT UNDER THE MAYOR'S LEADERSHIP OUR CITY HAS MADE PROGRESS IN THE RIGHT DIRECTION. MAYOR HAVE BEEN RESPONSIBLE FOR MANY ACCOMPLISHMENTS AS OUR CITY CONTINUES TO GROW AND EVOLVE. SO MARRY BEFORE YOU PASS JIM AND I WANT TO SAY THANK YOU FOR ALL HAVE YOU DONE. I REMEMBER VIVIDLY IT WAS THE CITY'S STRATEGIC PLANNING MEETING AND WE WERE LITERALLY THE ONLY TWO PEOPLE IN THE WORLD OF THE ROOM OBSERVING. NO ONE ELSE EXCEPT US AND THE COMMISSION. DURING BREAKS WE NATURALLY STUCK UP A CONVERSATION AND I'M SO GRATEFUL FOR THAT DAY. WEENT ONLY DID A TALENTED REPORTER WALK INTO MY LIFE BUT SOMEONE WHO WOULD BECOME A VERY DEAR CLOSE FRIEND SOMEONE WHO I WOULD GROW TO ADMIRE AND LOVE HER MORE AND MORE EACH DAY.

I DON'T THINK THERE'S ANYONE IN THE ENTIRE CITY THAT CAN TRULY PROVIDE A COMPREHENSIVE ACCOUNT OF THE LAST 20 YEARS AS WELL AS YOU AND THAT HISTORY WILL BE LOST TONIGHT. WHILE I KNOW YOU'RE MOVING ON, I HOPE THAT THOSE WHO ARE REMAINING ON THE DESK WILL CONTINUE TO SEEK YOUR ADVICE NOT ONLY ON THE HISTORIC PERSPECTIVE BUT BEING AN EFFECTIVE ELECTIVE OFFICIAL IS ABOUT MEETINGS IN TALLAHASSEE WITH THE SCHOOL BOARD W NEIGHBORING CITIES AND OF COURSE ALL THE CEREMONIAL THINGS SUCH AS YOUTH SPORTS, FARMERS MARKETS AND LOCAL EVENTS ARE FUN AND NICE FOR PICTURES BUT THE REAL WORK OF AN ELECTED OFFICIAL GOES FAR BEYOND THAT. ONE OF THE HOMES THAT WE HAVE ALSO ON TROTTERS LANE AT 9060 WE HAVE A YOUNG MOTHER IN THERE WITH THREE SMALL CHILDREN AND A SEPTIC SYSTEM HAS FAILED.
THE REASON IT HAS FAILED IS BECAUSE THE WATER HAS NOWHERE TO GO ANY MORE.
THIS WAS A PROPERTY IT'S A BRAND NEW SEPTIC SYSTEM WHAT WE'VE HAD TO DO FOR THE LAST MONTH IS EVERY TWO WEEKS HAVE A COMPANY COME OUT AND PUMP OUT THE SEPTIC TANK JUST TO GET THE WATER OUT OF IT. WITHIN TWO WEEKS HE HAS TO COME BACK AGAIN BECAUSE THE WATER IS RIGHT BACK IN. THEY CAN'T FLUSH THEIR TOILETS, THEY CAN'T TAKE SHOWERS. IT'S DEFINITELY AN ISSUE THAT HAS FINALLY, I THINK, WE PASSED THE MAINTENANCE DOWN THE ROAD AS FAR AS WE CAN, KIND OF LIKE THE CITY OF FORT LAUDERDALE, FINALLY THE SYSTEM HAS KIND OF GIVEN WAY. WHAT'S SCARY IT REALLY HASN'T EVEN RAINED THAT BAD IN THE LAST MONTH AND IT'S REALLY GETTING REALLY BAD OUT HERE.
I WENT DOWN BY THE PUMP STATION LAST WEEKEND AND EVEN THE DRAINAGE CANAL RIGHT IN FRONT OF THE PUMP IT LOOKS LIKE ABOUT THREE FOOT OF MUCK ALL THE WAY THROUGH OUR CANALS OUT HERE. I'M CERTAINLY NOT A CIVIL ENGINEER, BUT IT'S LIKE IF YOU TOOK YOUR BATHTUB AND FILLED IT WITH THREE FEET OF DIRT THERE'S NOWHERE FOR THE WATER TO GO IN THE BATHTUB IT'S GOING TO FLOOD OUT INTO THE YARDS.
WHAT'S HAPPENING IS IT'S FLOODING INTO OUR YARDS. I KNOW WE HAVE STUDIES OUT THERE AND ALL THAT GOOD STUFF AND YOU ALL DO A GREAT JOB AND I DON'T KNOW HOW Y'ALL DO IT. BUT AT THIS POINT WE JUST NEED PUBLIC WORKS TO DREDGE THE CANALS AGAIN. THEY USED TO DO IT, I DON'T UNDERSTAND WHY IT STOPPED.

IT WAS SEVEN YEARS AGO TONIGHT, ACTUALLY, THAT I MET YOU FOR THE FIRST AT A WONDERFUL EVENT AT DOUGLAS HIGH SCHOOL PUT ON BY THE SCHOOL BOARD WHO AS WE WERE IN THE PROCESS OF MOVING TO PARKLAND DECIDED THAT THE POSSIBILITY WOULD BE THAT OUR CHILDREN WOULD BE GOING TO SCHOOL IN DEERFIELD BEACH.
SO THAT WAS THE GREAT WAY TO HAVE MY FIRST INTRODUCTION TO YOU AND FOR THE LAUGH SEVEN YEARS HAVE SHOWN YOU TO BE ONE OF MY CLOSEST FRIENDS AND AN AMAZING FRIEND TO MY FAMILY. AND I WANTED TO IN THE SHORT TIME THAT I HAVE TONIGHT TELL A STORY THAT I HAVE NEVER TOLD BEFORE, WHICH IS, I TITLE IT AS "HOW CHRISTINE HUNSCHOFSKY SAVED MY FAMILY'S LIFE, LITERALLY." THREE YEARS AGO IN HURRICANE IRMA MY FAMILY AND I DECIDED WE WERE GOING TO LEAVE PARKLAND AND GO TO GEORGIA TO AVOID THE HURRICANE THAT WAS GOING TO MAKE A B LINE FOR OUR CITY HERE IN PARKLAND. INSTEAD IT MADE A B LINE FOR NORTHWEST GEORGIA WHERE WE HAD FOUND A HOME IN THE MOUNTAINS TO STAY. AND AFTER ABOUT 24 STRAIGHT HOURS OF HURRICANE BATTERING AGAINST A VERY OLD HOME IN THE MOUNTAINS WE WERE STAYING IN WE DECIDED IT WAS GOING TO BE TIME TO LEAVE BECAUSE THE POWER WENT OUT AND THERE WAS NO PHONE, THERE WAS NO ELECTRICITY, THERE WAS NO WATER IN THE HOUSE. SO WE DECIDED TO GET IN OUR VAN AND TRAVEL BACK TO BROWARD COUNTY. WHEN WE DID, I FOUND OUT THAT A TREE HAD HIT THE CAR AND IT HAD FLOODED OUT AND WE HAD NO BATTERY. SO I SAID ALL RIGHT, WE'LL WALK DOWN THE SIDE OF THE MOUNTAIN AND FIND SOME HELP TO GET OUT OF THERE GET A NEW BATTERY, GET A JUMP SOMETHING ALONG THOSE LINES. EASY WALKED THE TWO MILES DOWN THE MOUNTAIN I REALIZED THAT THERE WERE TREES THAT WERE ABOUT FOOT AND A HALF IN DIE METER THAT HAD CROSSED OVER ALL OF THE ROADS LEAVING THE SIDE OF THAT MOUNTAIN. SO EVEN IF THAT CAR WAS GOING TO WORK WE WERE GOING TO BE STUCK THERE. SO I EVENTUALLY MADE IT DOWN THE SIDE OF THE MOUNTAIN, STILL HAD NO CELL SIGNAL AND FOUND AN OPEN DOLLAR GENERAL STORE.
HAD MY CELL PHONE WITH ME AND GOT ONE BAR. SO I STARTED FRANKLY -- FRANTICALLY TEXTING EVERY PERSON WHO I KNEW THAT MY FAMILY WAS TRAPPED ON THE SIDE OF THE MOUNTAIN IN GEORGIA WHICH IS ABOUT AS FAR AWAY FROM PARKLAND AS I THINK ANY PLACE ON THE PLANET OR AT LEAST IT FELT THAT WAY THAT DAY.
AND I HAD ONE BAR OF SIGNAL. I DIDN'T THINK ANY SIGNALS GOT THROUGH TO ANYBODY.
BUT ONE OF THE TEXTS THAT I SENT WAS TO CHRISTINE AND THE TEXT WAS "HELP.

THEY WERE FROM THE PARKLAND COCONUT CREEK MOMS CLUB. I WENT TO MY FIRST PLAY DATE AND THEY ARE STILL SOME OF MY FRIENDS TODAY. OUR CHILDREN HAVE SENSE GRADUATED COLLEGE AND THEY'RE OUT IN THE REAL WORLD.
OVER THE YEARS I WANTED TO BECOMING A 95 THE COMMUNITY BECAUSE THIS WAS GOING TO BE OUR HOME. AT MARY HEALTH OF CHRISTIANS ON MY H.O.A. BOARD WHICH I MUST SAY IS VERY GOOD PRACTICE FOR BECOMING A COMMISSIONER.
I COACHED SOCCER, I CAN COACHED LITTLE LEAGUE I ATTENDED COMMISSION MEETINGS FOR 10 YEARS. WE HAD THAT CREW WITH OUR ARRANGED SEATING IN THE BACK. I AM SERVING ON OUR EDUCATION ADVISORY BOARD FOR SEVEN YEARS BEFORE RUNNING COMMISSIONER ALL THESE 20 YEARS I HAVE MET THE MOST FOOTBALL PEOPLE IN THIS COMMUNITY. PEOPLE WHO HAVE BECOME BECOME LIKE FAMILY NECHT MY CHOSEN FAMILY, AND SO MANY WONDERFUL PEOPLE WHO ARE JUST WONDERFULLY COMMITTED TO MAKING A DIFFERENCE SOME IN SMALL WAYS SOME IN BIG WAYS. DO WE HAVE SOME NEGATIVE NELLIES IN PARKLAND OF COURSE WE DO. EVERY PLACE HAS. THAT BUT I ESPECIALLY TODAY WANT TO REMIND PEOPLE THAT DON'T LISTEN TO THE LOUDNESS OR SOME OF THE BEHIND THE SCENES MALICIOUSNESS DON'T LET IT FOOL YOU. WE HAVE SOME OF THE MOST WONDERFUL PEOPLE LIVING IN THIS CITY WHO QUIETLY AND UNASSUMINGLY SHOW UP FOR FRIENDS AND STRANGERS ALIKE AND THEY WORK TO MAKE A DIFFERENCE AND MAKE THIS CITY THE BEST PLACE IT CAN BE. WE HAVE SO MANY WHO VOLUNTEER THEIR TIME, THEIR TALENT AND THEIR TREASURE TO HELP OTHERS AND MAKE THEY CITY FEEL LIKE A HOME TO THOSE WHO HAVE BEEN HERE FOR 30 YEARS THE SAME WAY THOSE WHO HAVE JUST ARRIVED. WHETHER IT'S PEOPLE AT OUR HOUSES OF WORSHIP, OUR ADVISORY BOARD MEMBERS, OR SO MANY LOUT OUR COMMUNITY WHO VOLUNTEER BY -- OR SO MANY THROUGHOUT OUR COMMUNITY WHO VOLUNTEER BY COACHING AND SHOWING UP TO HELP NEIGHBORHOODS OR STRANGERS IN NEED. I ALWAYS SAY THAT A CITY IS ITS STREETS AND ITS BUILDINGS AND ITS FACILITIES BUT THE COMMUNITY IS THE PEOPLE. WHILE I'M PROUD OF MUCH OF THE WORK FROM THESE PAST YEARS SUCH AS ADDING CLASSROOMS AT RIVER GLADES AND RENOVATING EXPANDING THE LIBRARY DON'T WORRY I WON'T GO THROUGH MY WHOLE LIST. MY FAVORITE INTERACTIONS HAVE BEEN BEING OUT IN THE COMMUNITY WITH THE RESIDENTS AND WORKING WITH OUR STUDENTS. WHETHER IT WAS SPEAKING AT THE NATIONAL HONOR SOCIETY TO REMIND THE STUDENTS THAT THEY ARE MORE THAN A NUMBER THEY ARE MORE THAN A G.P.A.
THEY ARE MORE THAN AN S.A.T. SCORE OR TALKING ABOUT LOCAL GOVERNMENT AT OUR GOVERNMENT DAY AND THEN FIELDING ALL THE QUESTIONS THAT I GET FROM THE EIGHT-YEAR-OLDS AND THE THIRD GRADERS. TO ATTENDING COMMUNITY EVENTS BEING CONNECTED TO THE PEOPLE OF THIS COMMUNITY HAS BEEN THE ABSOLUTE BEST PART OF LIVING HERE.
IT WILL CONTINUE TO BE BEST PART OF LIVING HERE. FEBRUARY 14TH, 2018, WAS DEFINITELY THE WORST DAY IN OUR CITY. 17 LIVES WERE TAKEN, 17 WERE INJURED, AND THOUSANDS WERE TRAUMATIZED. IT WAS WONDERFUL TO SEE FROM HOW SO MANY FROM AROUND THE STATE AND COUNTRY CAME TO ASSIST US IN OUR TIME OF NEED AND IT WAS HEART WARMING TO SEE OUR OWN COMMUNITY BE THERE FOR ONE ANOTHER. HOWEVER, SO MANY LIVES WILL NEVER BE THE SAME AND FOR THE REST OF MY LIFE I WILL ALWAYS REMEMBER THE 17 NAMES OF ALISSA, SCOTT, MARTIN DUE KAY, NICHOLAS DORAT, ERIN FOOIS, JAMIE GUTTENBERG, CHRIS HICKSON, LUKE HOYER, KARLA, GINA ROSE, JOAQUIN OLIVER, OWE LANEA PETTY, HELENA RAMSEY, ALEX SHAFTER, CARMEN AND PETER WANG. FOR THE REST OF MY LIVING DAYS I WILL ALWAYS REMEMBER THEM AND I WILL ALWAYS REMEMBER THE TRAGEDY THAT HAS SO IMPACTED OUR COMMUNITY AND THE FAMILIES THAT HAVE LOST SO MUCH. WE HAVE PREPARED THIS ORDINANCE IN RESPONSE TO REQUEST FROM THE CITIZENS THERE INSTANCES PARTICULARLY IN THE BACKYARDS WHEN THE BACKYARDS ARE BUILT OUT WITH PORCHES AND PATTIOS, SWIMMING POOLS, SUMMER KITCHENS AND PERGOLAS THAT NEED TO BE SODDED BUT THEY ARE NOT BIG ENOUGH TO BE PROPERLY MOWED OR CARE FOR THIS ILL TAKE CARE OF THAT BY ALLOWING SYNTHETIC TURF IN RESIDENTIAL AREAS IN THE SIDE AND REAR YARD FOR A MAXIMUM OF 10% COVERAGE FOR THE ENTIRE PARTIAL AND COMMERCIAL AREAS IT WILL BE ALLOWED ON A VERY LIMITED BASIS WITHIN A COMMERCIAL PROPERTY WOULD FIRST HAVE TO COME BEFORE THE COMMISSION. SO AGAIN THIS IS IN RESPONSE TO CITIZEN REQUESTS AND CONCERNS. IT HAS BEEN VELVETED BY THE CITY'S ENGINEER, THE ENGINEERING DEPARTMENT TO ENSURE THAT WE ADDRESS MATTERS RELATED TO FLOODING AND WHAT HAVE YOU. OUR DRAINAGE SYSTEM DESIGN AND REQUIREMENTS. THE SOUTH FLORIDA LINE DISTRICT IN NORTH SPRINGS IMPROVEMENT DISTRICT SETS THE CRITERIA FOR THESE COMMUNITIES THEY ESTABLISH MINIMUM ROADWAYS BUILDING ELEVATION THEY ALSO DETERMINE CONTROL ELEVATIONS AND A RATE AT WHICH EXCESS RUNOFF IS ALLOWED TO BE WITH THE COMMUNITIES.
THE COMMUNICATE SYSTEM IS THEN DESIGNED BY THE DEVELOPER TO MEET OR EXCEED THE STORM WATER REQUIREMENTS THE CITY THEN REFUSED IN COMPLIANCE AS WELL AS THE DISTRICTS REQUIREMENTS. IT'S INTERESTING THAT THE CITY OF PARKLAND CANNOT ISSUE A PERMIT TO CONSTRUCT ANY INFRASTRUCTURE UNTIL SOUTH FLORIDA APPROVES THE DESIGN FOR THE SYSTEM. SO HOW DOES IT WORK? SO YOUR SYSTEM WHICH IS WHAT YOU SEE WHICH IS YOUR YARDS, ROADS, CATCH BECAUSIN THE PIPES AND THE LAKES IN YOUR COMMUNITY ALL FLOW TO A SECONDARY SYSTEM LIKE THE CANAL AND ULTIMATELY THAT SECONDARY SYSTEM DRAINS INTO A PRIMARY SYSTEM WHICH IS OUR MAIN CANAL UPON HILLSBOROUGH. THEY MADE CHANGES TO REQUIRE 15 FEET MINIMUM SITE SET BACK REQUIREMENT BETWEEN HOMES TO ALLOW BETTER CAN CONVEYANCE OF RUNOFF IN BETWEEN THE YARDS. NOW I'M GOING TO TALK ABOUT WHAT WE HAVE HEARD. THE CONCERN WE HEARD IS MOISTURE IS IN THE SIDE YARD, MOISTURE IN THE SIDE WALKS AND DRIVEWAYS. WE ALSO HEARD THAT BECAUSE OF THE MOISTURE THE LANDS HAVE BEEN IMPACT WORD THIS IS HAPPENING AT MULTIPLE LOCATI. AS FAR AS WHAT IT LOOKS LIKE WE HAVE VISIT SOME OF THE YARDS THERE IS SOME MOISTURE BUT IT'S NOT AS EXTREME AS YOU SAW IN MAR-A-LAGO.

WITH REGARDS TO THE LOCK SURFACE MOISTURE CONCERNS IN BOTH THOSE COMMUNITIES AS WE MENTIONED BEFORE -- TO TRY TO ADJUST THE STRUGGLING IRRIGATION SO THEY ARE IRRIGATING LESS IN THE YARDS TO HELP WITH THE CONDITION. WITH REGARDS TO PARKLAND LAKE HOUSE LANE THEY HAVE GONE AHEAD AND SENATE MAJORITY LEADER TESTING PROGRAM FOR THAT ROADWAY -- ON THIS BLOCK AT PRESENT TIME THE CITY IS REVIEWING A TESTING PROGRAM.

CONSTANTLY BRINGING TO THE CITY'S ATTENTION THE DEFICIENCIES THAT THIS DEVELOPER ALLOWED TO HAPPEN IN THIS COMMUNITY BEFORE ANY ACTION WAS ACTUALLY TAKEN BY THE DEVELOPER. THE DEVELOPER DIDN'T PROVIDE FOR THE PUMPING STATION.

THERE IS NOT ANOTHER COMMUNITY OTHER THAN THE ONES BUILT BY LENNAR IN PARK LANNED THAT ARE ON STANDARD CITY SEWERS THAT FACE THE SAME DRAINAGE AND FLOODING ISSUES AS THE ONE THAT'S ARE IN THE -- AND THE STEREO NEEDS OR THIS CITY AND CITY COMMISSION AFTER THAT WILL ALL BE FACED SAME LINES OF RESIDENTS COMPLAINING ABOUT THE SAME THINGS THAT YOU HAVE HEARD COMPLAINTS ON SINCE 2013 AND 2014 FROM MAR-A-LAGO RESIDENTS.
AND IF NO ONE IS GOING TO DO ANYTHING ABOUT THEN SOMEBODY SHOULD JUST BE HONEST TO THE RESIDENTS AND TELL THEM THAT THEY'RE GOING TO LIVE IN THE SOMEWHAT LOST SUNKEN COMMUNITY OF ATLANTIS BECAUSE THAT'S WHAT HAS HAPPENED.
IT TOOK FORCE AND EFFORT TO GET LENNAR TO PUT IN THE MILLIONS OF DOLLARS THAT THEY HAD TO PUT IN TO MAR-A-LAGO TO FINALLY GET THE SOLUTION THAT SOLVED MOST OF THE PROBLEM.
