NONAGENDA ITEMS. IF THERE'S SOMEONE FROM THE PUBLIC WHO WOULD LIKE TO SPEAK ON A NONAGENDA ITEM PLEASE RAISE YOUR HAND. I HAVE FIVE PEOPLE WHO HAVE ALREADY SIGNED UP. SO I WILL START WITH THEM. THE FIRST PERSON I HAVE IS LYNN FINOLO.

>> I WOULD LIKE TO TAKE THIS OPPORTUNITY TO THANK THE MAYOR FOR HER OUTSTANDING SERVICE TO THE CITY. PARKLAND RESIDENTS HAVE HAD A SERIES OF MAYORS UNDER WHOSE STEWARD SHIP THE CITY HAS GROWN OR MATURED WHILE MAINTAINING ITS SMALL TOWN FEEL AND VALUES. ALL OF THE PREVIOUS MAYORS WERE FACED WITH BOTH

[00:05:03]

OPPORTUNITIES AND CHALLENGES. THAT BEING SAID, ONLY THE MAYOR WAS FACED WITH THE UNIMAGINABLE TRAGEDY THAT STRUCK STONE MANHATTAN AND WAS BROADCAST AROUND THE -- STONEMAN DOUGLAS AND WAS BROADCAST AROUND THE WORLD.

THE MAYOR CONTINUES TO DISPLAY THESE SAME QUALITIES THAT HELP LEAD THE CITY OUT OF THE DARKNESS AND TOWARD THE LIGHT. PARKLAND MAY NEVER FULLY RECOVER, BUT UNDER THE MAYOR'S LEADERSHIP OUR CITY HAS MADE PROGRESS IN THE RIGHT DIRECTION. MAYOR HAVE BEEN RESPONSIBLE FOR MANY ACCOMPLISHMENTS AS OUR CITY CONTINUES TO GROW AND EVOLVE. SO MARRY BEFORE YOU PASS JIM AND I WANT TO SAY THANK YOU FOR ALL HAVE YOU DONE. WE WILL CONFIDENT YOU HAVE GREAT ACHIEVEMENT AS FLORIDA STATE ACHIEVEMENT FOR DISTRICT 96.

ONE LAST THING, BEFORE I GO, HAPPY BIRTHDAY. THANK YOU.

>> THANK YOU. >> MAYOR ARE ON THE ON THE CALL.

YOU SIGNED UP BUT I DON'T SEE HER ON THE CALL. MIMI BRIGHT.

>> CHRISTINE, GET READY. >> OH, GOD. >> IT MIGHT HAVE BEEN AROUND THIS TIME MAYBE A BIT EARLIER IN THE YEAR IN THE YEAR.

I WAS RECENTLY FILED CANDIDATE FOR CITY COMMISSION AND SHE WAS A REPORTER FOR PARKLAND LIVE COVERING CITY GOVERNMENT. I REMEMBER VIVIDLY IT WAS THE CITY'S STRATEGIC PLANNING MEETING AND WE WERE LITERALLY THE ONLY TWO PEOPLE IN THE WORLD OF THE ROOM OBSERVING. NO ONE ELSE EXCEPT US AND THE COMMISSION. DURING BREAKS WE NATURALLY STUCK UP A CONVERSATION AND I'M SO GRATEFUL FOR THAT DAY. WEENT ONLY DID A TALENTED REPORTER WALK INTO MY LIFE BUT SOMEONE WHO WOULD BECOME A VERY DEAR CLOSE FRIEND SOMEONE WHO I WOULD GROW TO ADMIRE AND LOVE HER MORE AND MORE EACH DAY.

BUT BEFORE I GO ON I WOULD BE REMISS IF I DIDN'T GIVE A HUGE SHOUT FROM THE TOP OF MY LUNGS HAPPY BIRTHDAY, CHRISTINE AT SOME POINT IN THIS MEETING SOMEONE HAS TO SING. WHILE WE ARE TO ACKNOWLEDGE YOU HOW FITTING IS THAT IT WE ARE ABLE TO ZOOM CRASH THIS VERY UNUSUAL-TYPE OF BIRTHDAY CELEBRATION.

>> BUT THEN AGAIN, IT IS 2020. I HOPE YOUR DAY WAS WONDERFUL THAT THIS EVENING'S MEETING BRINGS YOU AS MUCH JOY AS A MEETING CAN BRING AND THAT THE YEAR AHEAD OF YOU IS A CELEBRATION OF THE MANY THINGS YOU WILL ACCOMPLISH. WHILE THE STATE OF FLORIDA IS LUCKY TO HAVE YOU SERVE AS A STATE REPRESENTATIVE AND I'M SURE YOU WILL BE DOING SOME AMAZING THINGS AND CAN'T WAIT TO SEE THE CITY OF PARKLAND WILL BE EXPERIENCING A TREMENDOUS LOSS. I DON'T THINK THE CITY HAS HAD A MAYOR IN ITS HISTORY THAT HAS HAD THE CONCERNS AND, KNOWLEDGE, COMMITMENT AND PASSION THAT YOU HAVE.

AND AGAIN THIS GOES BACK TO 2003, WHEN YOU'RE LEARNING AS A REPORTER FOR PARKLAND LIFE STARTED. THE DEPTH AND BREADTH OF YOUR KNOWLEDGE HAS OUTLASTED THE TENURE OF THE ELECTED OFFICIALS, CITY MANAGERS, AND CITY STAFF.

I DON'T THINK THERE'S ANYONE IN THE ENTIRE CITY THAT CAN TRULY PROVIDE A COMPREHENSIVE ACCOUNT OF THE LAST 20 YEARS AS WELL AS YOU AND THAT HISTORY WILL BE LOST TONIGHT. WHILE I KNOW YOU'RE MOVING ON, I HOPE THAT THOSE WHO ARE REMAINING ON THE DESK WILL CONTINUE TO SEEK YOUR ADVICE NOT ONLY ON THE HISTORIC PERSPECTIVE BUT BEING AN EFFECTIVE ELECTIVE OFFICIAL IS ABOUT MEETINGS IN TALLAHASSEE WITH THE SCHOOL BOARD W NEIGHBORING CITIES AND OF COURSE ALL THE CEREMONIAL THINGS SUCH AS YOUTH SPORTS, FARMERS MARKETS AND LOCAL EVENTS ARE FUN AND NICE FOR PICTURES BUT THE REAL WORK OF AN ELECTED OFFICIAL GOES FAR BEYOND THAT. AND YOU HAVE MANAGED TO EFFECTIVELY HOLD BOTH ROLES AND HOPE THAT THE CURRENT AND FUTURE ELECTED OFFICIALS FOR THE CITY HOLD YOU AS A ROLE MODEL FOR THAT BALANCE. THERE'S A QUOTE FROM C.S.

LEWIS THAT REALLY EMBODIES THE PERSON THAT YOU ARE. INTEG IS HOW ONE ACTS WHEN NO ONE IS WATCHINGFUL HAVE YOU REPRESENTED THE CITY OF PARKLAND WITH GREAT HONOR, RESPECT, AND LED US THROUGH THE DEEPEST AND DARKEST OF TIMES AND AT THE SAME TIME, HAVE HELPED THE CITY CELEBRATE ALL THAT MAKES IT SPECIAL.

AS A RESIDENT, I WILL MISS YOUR REPRESENTATION AT THE CITY LEVEL BUT I'M SO EXCITED AND THRILLED TO SEE WHAT YOU ACCOMPLISH AT THE STATE LEVEL AND I'M REALLY

GRATEFUL AND PROUD TO CALL YOU MY FRIEND. >> THANK YOU.

[00:10:02]

CAN SOMEONE PASS HER A KLEENEX. >> I'M FINE.

I'M FINE. >> COMMISSIONER BECKY TOOELE NEXT ON THE LINE.

I CAN'T HEAR YOU BECKY. >> SORRY, CHRISTY. >> I'M HERE TONIGHT BECAUSE SEVEN OR EIGHT YEARS AGO I MET AFTERWARDS I'LL INTRODUCE YOU TO EVERYBODY.

I HAVE BEEN A COMMISSIONER FOR 13 YEARS AT THAT TIME AND THAT WAS A HAPPY TIME FOR ME BECAUSE CHRISTINE AND I HAD BECOME VERY GOOD FRIENDS AND, YOU KNOW, IT'S IMPORTANT FOR A CITY COMMISSIONER TO HAVE SOMEBODY IN ANOTHER CITY BECAUSE WE ALL WORK TOGETHER FOR ONE COMMON GOAL TO RUN THINGS ACROSS THAT MAY HAPPEN IN MY CITY THAT MAY HAPPEN IN YOUR CITY. CHRISTINE, YOU HAVE DONE A GREAT JOB. KRISTEN JACOBS WAS A VERY GOOD FRIEND OF MINE AND I CAN'T THANK OF ANYBODY -- AND I CAN'T THINK OF ANYBODY THAT I WOULD LIKE TO HAVE HER REPLACED BUT YOU. AND I KNOW YOU WILL DO A FANTASTIC JOB.

I'LL MISS SEEING YOU AROUND BUT YOU KNOW I'M A PHONE CALL AWAY.

AND I JUST THINK YOU'RE GOING TO DO A GREAT JOB AND I'M REALLY HAPPY, AND, ON THE SLIDE, HAPPY BIRTHDAY BUT YOU GOT A LONG WAY TO CATCH UP TO ME.

TAKE CARE, DO A GOOD JOB, BECAUSE YOU WILL BE GETTING PHONE CALLS FROM ME AND TO THOSE THAT ARE RUNNING FOR ELECTION IN PARKLAND I WISH YOU ALL GOOD LUCK.

WHOEVER GETS MAYOR THEY GOT SOMETHING TO LIVE UP TO. I WORK WITH PAST MARTS IN PARKLAND WE HAVE ALWAYS WORKED TOGETHER AND I ENJOYED WORKING WITH

CHRISTINE. THANK YOU. >> THANK YOU BETSY.

>>> NEXT ON THE LIST SPEAKERS LIST IS ELLIOT LAZAWICK.

>> THANK YOU, MAYOR HUNSCHOFSKY. >> ELON THE LAZOWICK 8400 TROTTERS LANE IN THE RANCHES NEIGHBORHOOD. I WANTED TO BRING TO YOUR ATTENTION, AS WELL AS THE OTHER COMMISSIONERS I THINK WE FINALLY HAVE REACHED A POINT WHERE THE DRAINAGE CANALS IN THE RANCHES HAVE FAILED.

ONE OF THE HOMES THAT WE HAVE ALSO ON TROTTERS LANE AT 9060 WE HAVE A YOUNG MOTHER IN THERE WITH THREE SMALL CHILDREN AND A SEPTIC SYSTEM HAS FAILED.

THE REASON IT HAS FAILED IS BECAUSE THE WATER HAS NOWHERE TO GO ANY MORE.

THIS WAS A PROPERTY IT'S A BRAND NEW SEPTIC SYSTEM WHAT WE'VE HAD TO DO FOR THE LAST MONTH IS EVERY TWO WEEKS HAVE A COMPANY COME OUT AND PUMP OUT THE SEPTIC TANK JUST TO GET THE WATER OUT OF IT. WITHIN TWO WEEKS HE HAS TO COME BACK AGAIN BECAUSE THE WATER IS RIGHT BACK IN. THEY CAN'T FLUSH THEIR TOILETS, THEY CAN'T TAKE SHOWERS. IT'S DEFINITELY AN ISSUE THAT HAS FINALLY, I THINK, WE PASSED THE MAINTENANCE DOWN THE ROAD AS FAR AS WE CAN, KIND OF LIKE THE CITY OF FORT LAUDERDALE, FINALLY THE SYSTEM HAS KIND OF GIVEN WAY. WHAT'S SCARY IT REALLY HASN'T EVEN RAINED THAT BAD IN THE LAST MONTH AND IT'S REALLY GETTING REALLY BAD OUT HERE.

I WENT DOWN BY THE PUMP STATION LAST WEEKEND AND EVEN THE DRAINAGE CANAL RIGHT IN FRONT OF THE PUMP IT LOOKS LIKE ABOUT THREE FOOT OF MUCK ALL THE WAY THROUGH OUR CANALS OUT HERE. I'M CERTAINLY NOT A CIVIL ENGINEER, BUT IT'S LIKE IF YOU TOOK YOUR BATHTUB AND FILLED IT WITH THREE FEET OF DIRT THERE'S NOWHERE FOR THE WATER TO GO IN THE BATHTUB IT'S GOING TO FLOOD OUT INTO THE YARDS.

WHAT'S HAPPENING IS IT'S FLOODING INTO OUR YARDS. I KNOW WE HAVE STUDIES OUT THERE AND ALL THAT GOOD STUFF AND YOU ALL DO A GREAT JOB AND I DON'T KNOW HOW Y'ALL DO IT. BUT AT THIS POINT WE JUST NEED PUBLIC WORKS TO DREDGE THE CANALS AGAIN. THEY USED TO DO IT, I DON'T UNDERSTAND WHY IT STOPPED.

UP UNTIL ABOUT 15, 20 YEARS AGO THE CANALS WERE DREDGED ABOUT EVERY TWO TO THREE YEARS AND THAT SEEMED TO REALLY HELP THE SITUATION. I DON'T KNOW IF IT WAS A BUDGETARY ISSUE OR WHAT THEY HAVEN'T BEEN DREDGED. WHAT'S REALLY SAD IS I COME UP 10 FEET OVER OUR CANAL AND SEE WOODY'S CANAL AND WOODY TELLS ME HE CLEANSE IT EVERY YEAR AND THE -- HE CLEANS IT EVERY YEAR AND THE WATER TABLE IS LITERALLY THREE FEET LOWER, 10 FEET ON THE OTHER SIDE OF THE CANAL. I THINK WE REALLY HAVE AN EMERGENCY OUT HERE. I KNOW SOME OF MY OTHER FRIENDS OUT HERE IN THE

[00:15:03]

NEIGHBORHOOD ARE ALSO, EVERYBODY IS STARTING TO GET REALLY RILED UP BECAUSE I THINK WE FINALLY HAVE THE CANALS HAVE FAILED AND WE REALLY NEED THE COMMISSION AND NEW MAYOR AND THE CITY MANAGER'S HELP NOW TO MAYBE SOME TYPE OF EMERGENCY ORDER

TO GET THESE CANALS CLEANED OUT. >> OKAY, THANK YOU.

DO YOU HAVE THE INFORMATION? OUR ASSISTANT CITY MANAGER WILL BE IN TOUCH

MR. LAZAWICK. >> THANK YOU. >> THANK YOU.

>>> HAND RAISED. I SEE NEIL VOGEL. >> THANK YOU.

CHRISTINE, FIRST OF ALL, HAPPY, HAPPY BIRTHDAY. FACEBOOK GIVES US ALL THE ABILITY TO KNOW BIRTHDAYS AND WE WISH YOU THE HAPPIEST OF HAPPY BIRTHDAYS YOU MADE US PROUD TO BE RESIDENTS OF THIS GREAT CITY AND YOU CERTAINLY SET THE B BAR EXTRAORDINARILY HIGH. PERSONALLY YOU HAVE BEEN MORE THAN KIND.

YOU HONORED ME BY NOMINATING ME TO SERVE ON THE PLANNING AND ZONING BOARD TO WHICH I WILL ALWAYS BE GRATEFUL. OF COURSE I WILL -- CHRISTINE, THANK YOU FOR A

JOB TRULY WELL DONE AND APPRECIATED. >> THANK YOU, NEIL.

>> NATHANIEL CLUTCHBERG. >> THANK YOU, MAYOR, IT'S NICE TO SEV AGAIN.

I USED TO SPEND MANY A WEDNESDAY NIGHT AT COMMISSION MEETINGS BECAUSE I HAD NOTHING BETTER TO DO WITH MY TIME AND THE LAST MONTH OR SO WE'VE BEEN COUNTING BALLOTS IN THE UPCOMING ELECTION AND I DRAG MYSELF AWAY TO COME AND SPEAK FOR A MINUTE TONIGHT. FIRST OF ALL, CHRISTINE, HAPPY BIRTHDAY.

IT WAS SEVEN YEARS AGO TONIGHT, ACTUALLY, THAT I MET YOU FOR THE FIRST AT A WONDERFUL EVENT AT DOUGLAS HIGH SCHOOL PUT ON BY THE SCHOOL BOARD WHO AS WE WERE IN THE PROCESS OF MOVING TO PARKLAND DECIDED THAT THE POSSIBILITY WOULD BE THAT OUR CHILDREN WOULD BE GOING TO SCHOOL IN DEERFIELD BEACH.

SO THAT WAS THE GREAT WAY TO HAVE MY FIRST INTRODUCTION TO YOU AND FOR THE LAUGH SEVEN YEARS HAVE SHOWN YOU TO BE ONE OF MY CLOSEST FRIENDS AND AN AMAZING FRIEND TO MY FAMILY. AND I WANTED TO IN THE SHORT TIME THAT I HAVE TONIGHT TELL A STORY THAT I HAVE NEVER TOLD BEFORE, WHICH IS, I TITLE IT AS "HOW CHRISTINE HUNSCHOFSKY SAVED MY FAMILY'S LIFE, LITERALLY." THREE YEARS AGO IN HURRICANE IRMA MY FAMILY AND I DECIDED WE WERE GOING TO LEAVE PARKLAND AND GO TO GEORGIA TO AVOID THE HURRICANE THAT WAS GOING TO MAKE A B LINE FOR OUR CITY HERE IN PARKLAND. INSTEAD IT MADE A B LINE FOR NORTHWEST GEORGIA WHERE WE HAD FOUND A HOME IN THE MOUNTAINS TO STAY. AND AFTER ABOUT 24 STRAIGHT HOURS OF HURRICANE BATTERING AGAINST A VERY OLD HOME IN THE MOUNTAINS WE WERE STAYING IN WE DECIDED IT WAS GOING TO BE TIME TO LEAVE BECAUSE THE POWER WENT OUT AND THERE WAS NO PHONE, THERE WAS NO ELECTRICITY, THERE WAS NO WATER IN THE HOUSE. SO WE DECIDED TO GET IN OUR VAN AND TRAVEL BACK TO BROWARD COUNTY. WHEN WE DID, I FOUND OUT THAT A TREE HAD HIT THE CAR AND IT HAD FLOODED OUT AND WE HAD NO BATTERY. SO I SAID ALL RIGHT, WE'LL WALK DOWN THE SIDE OF THE MOUNTAIN AND FIND SOME HELP TO GET OUT OF THERE GET A NEW BATTERY, GET A JUMP SOMETHING ALONG THOSE LINES. EASY WALKED THE TWO MILES DOWN THE MOUNTAIN I REALIZED THAT THERE WERE TREES THAT WERE ABOUT FOOT AND A HALF IN DIE METER THAT HAD CROSSED OVER ALL OF THE ROADS LEAVING THE SIDE OF THAT MOUNTAIN. SO EVEN IF THAT CAR WAS GOING TO WORK WE WERE GOING TO BE STUCK THERE. SO I EVENTUALLY MADE IT DOWN THE SIDE OF THE MOUNTAIN, STILL HAD NO CELL SIGNAL AND FOUND AN OPEN DOLLAR GENERAL STORE.

HAD MY CELL PHONE WITH ME AND GOT ONE BAR. SO I STARTED FRANKLY -- FRANTICALLY TEXTING EVERY PERSON WHO I KNEW THAT MY FAMILY WAS TRAPPED ON THE SIDE OF THE MOUNTAIN IN GEORGIA WHICH IS ABOUT AS FAR AWAY FROM PARKLAND AS I THINK ANY PLACE ON THE PLANET OR AT LEAST IT FELT THAT WAY THAT DAY.

AND I HAD ONE BAR OF SIGNAL. I DIDN'T THINK ANY SIGNALS GOT THROUGH TO ANYBODY.

BUT ONE OF THE TEXTS THAT I SENT WAS TO CHRISTINE AND THE TEXT WAS "HELP.

[00:20:03]

TRAPPED ON THE SIDE OF A MOUNTAIN IN GEORGIA HERE'S THE ADDRESS DON'T KNOW WHAT ANYBODY CAN DO." SO I GOT SOME JUMPER CABLES AT THE DOLLAR GENERAL WENT WALKED BACK UP THE MOUNTAIN THINKING TO MYSELF THAT EVEN IF I FOUND SOMEBODY TO JUMP MY CAR I WAS STILL GOING TO BE STUCK THERE. AND WE FOUND SOMEONE TO JUMP THE CAR WE WERE PACKING OURSELVES UP KNOWING THAT THERE PROBABLY WAS NO WAY OF GETTING OFF THE SIDE OF THE MOUNTAIN AND THE NEXT THING I HEAR IS A VERY LARGE TRUCK COMING UP THE MOUNTAIN AND BUZZSAWS. AND A TRUCK PULLS INTO THE DRIVEWAY WHERE WE ARE AFTER HAVING HACKED THROUGH TREE THAT'S ARE ABOUT A FOOT AND A HALF IN DIAMETER AND IT'S THE COUNTY EMERGENCY SERVICES VEHICLE.

I SAID HOW DID YOU EVEN KNOW THAT WE WERE TRAPPED UP HERE? AND I WAS TOLD THAT SOME VERY FRANTIC LADY FROM WHERE WE LIVED HAD CALLED SAYING THAT SHE HAD FRIENDS THAT WERE TRAPPED ON THE MOUNTAIN AND TO PLEASE COME SAVE US.

AND AS I SIT HERE TODAY ON OCTOBER 21ST, YOUR BIRTHDAY, SEVEN YEARS TO THE DAY AFTER I MET YOU, I CAN SAY WITHOUT ABSOLUTE CERTAINTY THAT BUT FOR WHAT CHRISTINE DID MY FAMILY AND I WOULD STILL BE STUCK ON THE SIDE OF A MOUNTAIN IN GEORGIA AS SOME SKELETONS AT THIS POINT. SO I THANK GOD EVERY DAY FOR THE FACT THAT SEVEN YEARS AGO THAT I MET YOU AND I KNOW THAT FOR MYSELF AND ON BEHALF OF MY FAMILY IT HAS BEEN A TRUE PLEASURE GETTING TO KNOW YOU AND YOUR FAMILY AND YOU TRULY ARE SOME OF OUR CLOSEST FRIENDS. AND WE LOVE YOU. SO HAPPY BIRTHDAY CHRISTINE.

>> THANK YOU NATHANIEL. >> I HAVE MORE TO THAT STORY.

>> NO, I DON'T WANT TO HEAR MORE. I SEE MAYOR ROGERS IS ON THE

PHONE. >> HAPPY BIRTHDAY CHRISTINE. >> HELLO, MAYOR.

>> HOW ARE YOU? >> I'M DOING WELL, THANK YOU.

>> WELL, THANK YOU FOR RECOGNIZING ME BUT I WAS HAVING COMPUTER PROBLEMS AND BOY I WAS READY TO CRY. I JUST NEEDED A REASON TO JUST CRY.

BUT I'M SO HAPPY FOR YOU AND I AM SO YOUR COMMUNITY DID YOU PROUD THEY'RE SENDING YOU TO THE NEXT LEVEL AND A NEW JOURNEY AND THAT WILL TRULY BENEFIT YOUR CITY.

I HOPE THEY KNOW HOW MUCH YOU LOVE PARKLAND, HOW MUCH YOU LOVE YOUR COMMUNITY AND THIS IS JUST ANOTHER JOURNEY FOR YOU AND YOUR CITY THAT YOU HAVE SERVED IN FOR SO LONG WITH BENEFIT FROM YOUR SERVICE. AS A MAYOR OF BROWARD COUNTY I WILL SAY I MISS YOU AND MISS THAT YOUNG LADY THAT STORMED INTO MY OFFICE IN TALLAHASSEET ADVOCATING FOR HER CITY OF PARKLAND AND I THINK IF I RECALL IT HAD TO

DO ANNEXATION. >> YES. >> RIGHT.

YOU HAVE JUST BEEN A BLESSING TO . WE FORMED THIS CENTRAL BROAD MAYORS JUST HAVING CHATS AND TALKING ABOUT THINGS WE CAN'T TALK TO OTHER COLLEAGUES JUST BECAUSE WE ARE NOT WITH THE SAME CITY. SO THAT WAS TRULY BENEFICIAL TO ME COMING BACK FROM TALLAHASSEE IN A DIFFERENT POSITION AND YOU ARE GOING TO HAVE A NICE TIME IN TALLAHASSEE. IT'S MORE PARTISAN THAN YOUR CITY COMMISSION, RIGHT, BUT THAT'S WHERE THE LEGISLATIONS ARE MADE, THAT'S WHERE THE FUNDING WILL COME BACK DOWN TO YOUR CITY AND ALSO TO BROWARD COUNTY. SO I'M GOING TO STAY CLOSE TO YOU YOUNG LADY.

OKAY, YOU CAN'T LEAVE ME NOW, ALL RIGHT. BUT WE KNOW YOU WILL DO WELL IN REPRESENTING YOUR CITY AND BROWARD COUNTY AND I JUST WANT TO SAY I COULD NOT MISS THIS MEETING. I WANTED TO BE HERE FOR YOU BECAUSE YOU DESERVE THE ACCOLADES FROM YOUR COMMUNITY AND FROM FAMILIES AND THOSE THAT HAVE WORKED WITH YOU AND THAT YOU HAVE SERVED WITH. WHAT WE WOULD LIKE FOR THEM TO KNOW THAT OUTSIDE OF PARKLAND YOU'RE ALWAYS TALKING ABOUT PARKLAND AND IT'S ALL ABOUT REPRESENTATION AND SERVICE LEADERSHIP AND YOU HAVE DEMONSTRATED THEM. YOUNG LADY LOOKING FORWARD TO, WOULDING WITH YOU IN OUR REVERSE CAPACITY.

IN OUR REVERSE CAPITAL. -- CAPACITY. WE EXPECT TO HAVE THAT FIERCE VOICE IN TALLAHASSEE ON BEHALF OF ALL OF US. I THANK YOU, LOVE YOU, HAPPY BIRTHDAY AND THANK YOU VERY MUCH MAYOR HAZEL ROGERS, I APPRECIATE IT.

THANK YOU FOR BEING HERE. MAYOR ROGERS WAS A STATE REP PRIOR AND PARKLAND HAD MANY

[00:25:03]

YEARS AGO AN ISSUE THAT WE NEEDED TO GET AN ANNEXATION BILL ON AND SHE HELPED US OUT IMMENSELY AND I PROMISED HER THEN I WOULD NEVER FORGET AND WE'VE BEEN IN TOUCH EVER SINCE. GOOD FRIENDS. I APPRECIATE YOUR SERVICE AND ALSO YOUR SUPPORT FOR OUR CITY IN OUR TIME OF NEED.

I'M TALKING TO THE MAYOR THEY WOULD STILL SAY KEEP IT DOWN. I WILL MISS THOSE TALKS.

PERHAPS WE'LL CONTINUE TO HAVE THEM ABOUT THINGS THAT ARE GOING ON IN THE STATE.

YOU'VE DONE SO MANY GREAT THINGS FOR THE CITY OF PARKLAND FROM SITTING IN THE AUDIENCE GOSH IT MUST HAVE BEEN ABOUT 15 YEARS AGO WRITING FOR PARKLAND "LIFE" MAGAZINE DOING FARAK RAT REPORTING OF EVERYTHING THAT WAS ABOUT THE CITY OF PARKLAND TO BECOMING ONE OF THE MOST KNOWLEDGEABLE PEOPLE ABOUT THE INS AND THE OUTS OF THE CITY OF PARKLAND OVER THESE LAST FEW YEARS. YOUR PASSION FOR THE RESIDENTS THAT YOU REPRESENT IS UNEQUALED AND UNPARALLELLED.

YOU WORK SO HARD FOR THE PEOPLE AND YOU REALLY DO IT FROM A PLACE OF THE HEART AND FROM A PLACE OF CARING. IT'S ALMOST LIKE IT'S NOT EVEN WORKING FOR YOU.

YOU KIND OF THRIVE ON SITTING AT MEETINGS UNTIL 1:00 IN THE MORNING TO TALK ABOUT SCHOOL BOUNDARIES AND THE LIKE. I ALWAYS KNEW WHEN WE WORKED

[00:40:03]

TOGETHER I HAD THE ABILITY TO PULL A HOUDINI BECAUSE I KNEW YOU WOULD BE THERE RIGHT TILL THE VERY END TAKING NOTES AND DOING YOUR THING.

CONGRATULATIONS I KNOW YOU ARE GOING TO DO GREAT THINGS UP IN TALLAHASSEE AND FOR THE STATE. I LOOK FORWARD TO CONTINUING TO WORK WITH YOU IN THE FUTURE AND I JUST WISH YOU ALL GREAT SUCCESS AS YOU MOVE FORWARD.

THANK YOU FOR EVERYTHING YOU HAVE DONE FOR THE CITY OF PARKLAND.

>> THANK YOU, MICHAEL. I APPRECIATE THAT. FOR THOSE WHO MIGHT NOT KNOW, THOSE OF US WHO WOULD SIT AT COMMISSION MEETINGS BACK IN 2003 WE WERE THE ONE THAT'S CAME UP WITH THE HOUDINI NAME THAT MICHAEL HAS SO LOVINGLY EMBRACED OVER THE YEARS. THANK YOU. FRANK.

>> THANK YOU VERY MUCH FOR CALLING ON ME. I STEPPED OUT OF THE CORAL SPRINGS COMMISSIONER MEETING TO JUST SAY THANK YOU VERY MUCH.

I SERVE UNDER YOU IN THE COMMISSION AS THE CORAL SPRINGS PARKLAND FIRE CHIEF AND IT WAS ALWAYS A GREAT HONOR TO SERVE WITH YOU AND SERVE FOR YOU.

YOU ARE A GREAT PARTNER. YOU ALWAYS LOOKED OUT FOR WHAT WAS BEST FOR YOUR COMMUNITY NO MATTER WHAT. I KNOW YOU'RE GOING TO CONTINUE TO DO GREAT WORK.

I LOOK FORWARD TO WORKING WITH YOU IN THE FUTURE. I KNOW THIS ISN'T IT'S NOT A GOOD-BYE IT'S MOVING TO A DIFFERENT POSITION. I JUST WANTED TO SAY THANK YOU FOR EVERYTHING THAT YOU HAVE DONE, YOU WILL CONTINUE TO DO.

I TRULY RESPECT YOU AND I TRULY HONOR OUR FRIENDSHIP AND CHERISH IT AND ALSO HAPPY BIRTHDAY AND HOPE YOU ARE ENJOYING YOUR DAY AND YOU CERTAINLY DESERVE ALL

THE ACCOLADES. >> THANK YOU VERY MUCH, FRANK AND I APPRECIATE ALL THE WORK YOU DO. NEXT IS NINA. NINA.

>> DO I SEE NINA. OKAY. NINA'S HAND IS UP BUT I

DON'T SEE HER. NINA. >> HELLO.

>> CAN YOU HEAR ME NOW? >> I CAN HEAR YOU NOW. >> I COMPLETELY FORGET THAT I MUTED. SORRY -- FORGOT THAT I MUTED.

HI, I'M NINA. IT'S LATE AT NIGHT AND I'M A MOM IT'S KIND OF AWKWARD TIME. SO MAYOR CHRISTINE, AS ONE OF THE RECIPIENTS OF YOUR MOUNTAIN RESCUE IN ELIJA GEORGIA MY FAMILY HAS TO THANK YOU AS WELL.

I DON'T THINK WE WOULD HAVE BEEN STUCK ON THE MOUNTAIN LIKE NATHANIEL DOES, BUT YOU KNOW, TERRY AND I WOULD HAVE GOTTEN US HOME SAFELY BUT YOU GOT US THERE SAFELY AND THANK YOU FOR RESCUING YOU AND THANK YOU FOR PREVENTING NATHANIEL FROM HAVING HEART ATTACK ON THE SIDE OF THE MOUNTAIN WHICH WAS A REAL POSSIBILITY AS WELL.

I MOVE TO PARKLAND WE MOVED TO PARKLAND SEVEN YEARS AGO AND WE HAD A LITTLE BABY GIRL AT THE TIME AND WE MET NATHANIEL HE SAID HEY, YOU NEED TO HEAR ABOUT MY FRIEND CHRISTINE. YOU KNOW SHE'S REALLY SOMETHING AND SHE'S GOING PLACES AND SHE REALLY HAS THE BEST INTEREST OF OUR CITY AT HEART AND JUST YOU HAVE TO MEET HER. THE THING IS I DIDN'T MEET YOU BECAUSE I WAS BUSY BEING A MOM TO A TODDLER. I WAS NOT AT ANY MEETINGS OR ANYTHING BUT ALMOST FOUR YEARS AGO TODAY ON OCTOBER 25TH, I TOOK MY THEN FOUR-YEAR-OLD DAUGHTER TO THE P-REC TO DO EARLY VOTING AND WE VOTED TOGETHER FOR MAYOR CHRISTINE YOU CAN'T SEE THAT PICTURE. I HAVE SENT IT TO YOU THOUGH.

MY FOUR-YEAR-OLD DAUGHTER POSED WITH YOUR PLACARD AND WE HAD ONE SIGNED IN OUR YARD WHICH WAS BEFORE IT WENT AGAINST OUR H.O.A. RULES.

BUT WE SUPPORTED YOU AND AS A MOM OF A YOUNG GIRL IT'S SO IMPORTANT TO SEE WOMEN IN POLITICS AND TO SEE WOMEN AS LEADERS. SO FOUR YEARS AGO WE GOT TO GO TOGETHER AND MY DAUGHTER CAME INTO THE BOOTH AND WE VOTED FOR YOU TO BE OUR MAYOR. WE'RE SO PROUD TO SEND YOU ON TO TALLAHASSEE TO STILL REPRESENT US AND WE'RE GOING TO MISS YOU. AND I STILL DON'T KNOW HOW TO PRONOUNCE YOUR LAST NAME SO YOU WILL ALWAYS BE MAYOR FISH STICKS TO ME BECAUSE I STILL DON'T KNOW WHAT IT IS. BUT WE LOVE YOU SO MUCH AND MAYOR FISH STICKS THANK YOU FOR BEING SUCH A GOOD ROLE MODELS FOR ALL OF PARKLAND BUT FOR ESPECIALLY THE GIRLS WHO ARE ALL LOOKING UP TO YOU AND WATCHING YOU. SO HAPPY BIRTHDAY.

[00:45:03]

>> THANK YOU NINA. APPRECIATE IT. >> KEN WEBSTER.

>> HI, CHRISTINE CAN YOU HEAR ME. >> YES.

HI, KEN. >> SO I HAD TO GET ON AND ACTUALLY SAY THANK YOU TO YOU JOE EXPRESSED HIS THANKS ON BEHALF OF PARKLAND BUDDY SPORTS I WANT TO DO THE SAME. I GOT INVOLVED IN THAT ORGANIZATION PROBABLY OVER A DECADE AGO AND YOU HAVE BEEN AT EVERY EVENT AND SUPPORTED US ALL THROUGHOUT.

BUT I'VE GOTTEN TO KNOW YOU PERSONALLY OVER THE YEARS AND I HAVE LOVED OUR CONVERSATIONS WHETHER IT'S THINGS ABOUT THE CITY OR EVEN HAVING AN OPPORTUNITY TO TALK TO YOUR SON AND GIVE HIM SOME COUNCIL -- SOME COUNSEL IN TERMS OF THE WALL STREET WORLD. SO I JUST AGAIN WANT TO SAY THANK YOU AND HAPPY BIRTHDAY TO YOU IT'S A SAD TIME IN TERMS OF YOU MOVING ON AND HAVE ALWAYS APPRECIATED AS ONE OF THE PEOPLE SAID IT'S BEEN IN GOOD TIMES AND BAD. I'VE STOOD NEXT TO YOU IN THE MOST HORRIBLE OF CIRCUMSTANCES AND ALSO IN SOME OF THE BEST THAT PARKLAND HAS TO OFFER. AND IT'S COMFORTING, I THINK FOR ALL OF US TO KNOW THAT YOU HAVE ALWAYS BEEN THERE. AND SO AGAIN, WISH YOU ALL THE BEST AND YOU WILL BE A GREAT REPRESENTATIVE MOVING ON FOR US AND THANK YOU SO MUCH FOR ALL YOU HAVE DONE FOR MY FAMILY, FOR ME, AND PARKLAND BUDDY SPORTS AND FOR EVERYBODY IN PARKLAND.

SO THANK YOU. >> THANK YOU SO MUCH, KEN. APPRECIATE THAT.

SEEING NOBODY ELSE FROM THE PUBLIC I'M GOING TO CLOSE TO THE PUBLIC AND I WILL OPEN TO THE COMMISSION FOR COMMENTS AND I WILL START WITH COMMISSIONER CUTLER.

>> THANK YOU VERY MUCH, CHRISTINE. AS EVERYONE ELSE HAS DONE I ALSO WOULD LIKE TO WISH YOU A VERY HAPPY BIRTHDAY. MANY HAPPY RETURNS.

AS YOU MAY HAVE NOTICED EARLY VOTING HAS STARTED AND I WANT TO WISH ALL THE CANDIDATES THE BEST OF LUCK. I'M GRATEFUL TO OUR CITIZENS FOR ALLOWING ME TO SERVE FOR ANOTHER TERM WITHOUT OPPOSITION. THE FACT THAT EARLY VOTING HAS STARTED REMINDS ME OF THE VERY LONG HOURS THAT YOU AND I SPENT IN 2016 AT THE P-REC HOLDING UP SIGNS HANDING OUT CAMPAIGN LITERATURE AND MEETING MANY OF OUR NEIGHBORS FOR THE FIRST TIME. IN THOSE DAYS I BELIEVE THAT GAINING A SEAT ON THE COMMISSION WOULD TAKE UP MY TIME WITH ISSUES DEALING PREDOMINANTLY WITH NEW DEVELOPMENT IN THE CITY ASSISTING IN MAINTAINING INFRASTRUCTURE AND SETTING POLICIES FOR THE CONTINUED SERVICE AND FUTURE NEEDS OF OUR RESIDENTS. LITTLE DID WE KNOW BACK THEN THAT THE ENSUING YEARS WE WERE GOING TO STRUGGLE WITH FLOODS, HURRICANES AND THIS WILL BE YOUR LAST OFFICIAL MEETING AS PARKLAND MAYOR I WANT TO EXPRESS MY GRATITUDE TO YOU FOR SEEING US THROUGH THE LAST FOUR EXTREMELY DIFFICULT YEARS. THE FLORIDA LEAGUE OF CITIES IN A SMALL TOWN LIKE PARKLAND THE PEOPLE THAT WE SERVE ARE FRINDS AND OUR NEIGHBORS. WE GOVERN ON THE MOST IMMEDIATE AND CLOSEST LEVEL WITH OUR CITIZENS THEREFORE WE HAVE TO KNOW THAT WE HAVE A -- EVERYTHING THAT YOU HAVE DONE IN THE LAST FOUR YEARS HAS DEMONSTRATED THAT YOU HAVE EMBODIED THAT SENTIMENT. I'VE LISTENED TO YOUR SPEECH SEVERAL TIMES SINCE THEN BECAUSE THESE WORDS HAVE CERTAINLY RES THE NECESSITATED WITH ME AND THEY RING VERY TRUE. I HAVE WATCHED HOW YOU HAVE MODELLED THOSE WORDS I WILL BE THE FIRST OR VOTE THE SAME WAY THAT YOU DID. TO FULFILL YOUR ROLE AND TO GOVERN AND TO SHOW UP. IT IS NOT THE ROLE OF US AS COMMISSIONERS TO ALWAYS AGREE WITH EACH OTHER BUT TO SHOW UP AND DO THE WORK AS YOU SAID IN THAT SPEECH.

NOW YOU ARE GOING TO BE LEAVING TO US WORK ON A LARGER STAGE BUT DOING SO IN A ROLE THAT WILL ENABLE YOU TO CONTINUE TO SERVE THIS COMMUNITY THAT YOU OBVIOUSLY LOVE. I KNOW THAT YOU WILL CONTINUE TO ENDEAVOR ALL OF

[00:50:03]

YOUR CONSTITUENTS WITH A GREAT UNDERSTANDING OF WHAT IT TAKES TO GOVERN LOCALLY AND TO WORK ON THE CLOSEST POSSIBLE LEVEL WITH THE RESIDENTS.

I'M VERY PROUD OF THAT YOU HAVE ACCOMPLISHED THAT WE HAVE ACCOMPLISHED THE TOGETHER. I LEARNED A GREAT DEAL FROM YOU AND I'M HAPPY TO KNOW THAT WE WILL HAVE YOUR TENACITY YOUR DEDICATION AND COMPASSION FIGHTING FOR US IN TALLAHASSEE AND I AM VERY PROUD TO HAVE SERVED ON THIS COMMISSION WITH YOU.

THANK YOU, CHRISTINE. >> THANK YOU, COMMISSIONER KEGIAN.

>> MANY TIMES I HAVE TRIED TO WRITE SOMETHING DOWN OF WHAT I WANTED TO SAY TO YOU AND EVERY TIME I WRITE SOMETHING DOWN I THINK OF SOMETHING ELSE IN MY HEAD AND I DECIDED I'M NOT WRITING ANYTHING DOWN I'M JUST GOING TO SPEAK FROM MY HEART. I WILL NEVER FORGET THE FIRST TIME WE MET AND WERE CAMPAIGNING TOGETHER ON OPPOSITE SIDES. WE MET EACH OTHER WE SAID OH MY GOD IT'S SO WEIRD THAT WE'RE MEETING THIS WAY. WE TALKED AND WE CHATTED AND FAST FORWARD SEVERAL MONTHS LATER WE WERE CANDIDATES FOR THE COMMISSION AND WE STARTED TOGETHER AND IT WAS A VERY, VERY EXCITING TIME FOR BOTH OF US AND I THINK WE PROBABLY DENY KNOW WHAT WE WERE GETTING INTO. ALL THE JOURNALISM THAT YOU DID ABOUT SHARING TO THE CITY OF PARKLAND BUT WE LEARNED A LOT AND I LEARNED A LOT FROM YOU AND IT'S BEEN A VERY INTERESTING MANY YEARS WORKING TOGETHER BEING FRIENDS, EXPERIENCING EXPERIENCING SO MANY THINGS WHEN WE STARTED WE WERE IN A CITY THAT WAS RATED ONE OF THE MOST AMAZING CITIES NUMBER ONE CITY TO LIVE IN.

THEN YOU BECAME MAYOR AND I REMEMBER WORKING WITH YOU AND RALLYING THE TROOPS AND BEING THERE WATCHING YOU THRIVE AND DO SO MANY AMAZING THINGS SEE WHAT YOU HAVE DONE IN OUR COMMUNITY THROUGH THE STORM, THROUGH THE SHOOTING THROUGH THE PANDEMIC. I CAN'T IMAGINE THE WEIGHT THAT YOU HAD ON YOUR SHOULDERS DURING ALL OF THOSE TIMES. NO MATTER WHAT HAPPENED AND NO MATTER WHAT WAS GOING ON YOU HELD IT TOGETHER. YOU ARE THE VOICE OF REASON.

YOU'RE THE VOICE OF WISDOM. EVEN WHEN WE MIGHT HAVE LOOKED AT THINGS DIFFERENTLY. I ALWAYS KNEW WE WERE ALL IT IN FOR THE RIGHT REASONS AND I AM SO PROUD OF WHAT YOU HAVE DONE THE THINGS THAT YOU HAVE BROUGHT TO OUR COMMUNITY, THE DISCUSSIONS THAT YOU SHARED ABOUT PARKLAND LOOK THE AT ALL OF THESE INCREDIBLE THINGS THAT YOU'VE DONE AND ACCOMPLISHED AND HOW PEOPLE FEEL ABOUT YOU THAT SAYS EVERYTHING I AM SO PROUD TO HAVE SERVED WITH YOU.

I AM SO PROUD TO CALL YOU A FRIEND. I JUST HAVE TO SHARE MY FAVORITE MOMENT WITH YOU. WAS WHEN WE WERE TALKING ABOUT OUR WEDDINGS AND YOU SHOWED ME THE MOST MAGNIFICENT PICTURES I HAD EVER SEEN IN MY LEAF OF YOUR WEDDING. IT MADE ME FEEL SO SPECIAL THAT YOU WOULD SHARE SOMETHING LIKE THAT WITH ME. HEARING WHAT EVERYBODY IS SAYING ABOUT YOU EVERYBODY IS SAYING THAT ABOUT YOU. SO THAT, THAT JUST SHOWS SO MUCH ABOUT WHO YOU ARE WHAT YOU REPRESENT AND WHAT YOU WILL CONTINUE TO DO IN TALLAHASSEE AND I AM SO THRILLED THAT YOU ARE GOING TO BE HERE FOR PARKLAND GOING FORWARD BECAUSE I CAN'T IMAGINE A PARKLAND WITHOUT CHRISTINE. I WISH YOU AN EXTREMELY HAPPY BIRTHDAY I HOPE YOU HAD SOME TIME TO HAVE SOME TIME AND REST AND HAVE A GREAT DAY CELEBRATE WITH YOUR FAMILY BECAUSE YOU SUCH AN AMAZING FAMILY.

BOYS YOUR MOM, YOUR DAD HONIS, PEACHES, AND I AM SO PROUD OF YOU AND I KNOW THAT YOU ARE GOING TO CONTINUE TO DO GREAT THINGS AND I WISH YOU AN AMAZING BIRTHDAY AND I CAN'T WAIT TO SEE WHAT COMES NEXT. I'M THRILLED TO HAVE BEEN

SERVING WITH YOU AND WISH YOU ONLY THE BEST. >> THANK YOU, STACEY.

>> COMMISSIONER WALKER. >> YEAH, OBVIOUSLY, HAPPY BIRTHDAY MAYOR AND TO LISTEN

[00:55:08]

TO ALL THE STORIES THAT EVERYBODY IS TELLING. THE THING THAT STRIKES ME THE MOST IS EVERYONE TALKS ABOUT HOW MUCH YOU LOVE PARKLAND, YOU KNOW THAT IS UNQUESTIONED. EVERY EVENT WHETHER IT'S A SPORTING EVENT A COMMUNITY EVENT, A CHARITY EVENT YOU'RE ALWAYS THERE YOU ALWAYS HAVE A SMILE, YOU ALWAYS ARE WILLING AND HAPPY TO TALK TO EVERYBODY. IT'S REALLY AMAZING TO SEE

HOW ACCESSIBLE HAVE BEEN TO THE RESIDENTS OF PARKLAND. >> YOU ARE ONE OF THE REASONS THAT MADE ME WANT TO DO WHAT I AM DOING TODAY. IT HAS BEEN AN ABSOLUTE HONOR TO SERVE WITH YOU. I'M EXCITED TO SEE WHAT YOU ARE GOING TO DO AT THE STATE LEVEL. SO MANY MORE PEOPLE SO THERE IS GOING TO BE SO MANY MORE PEOPLE ON YOUR NEXT BIRTHDAY THAT WILL HAVE SUCH AMAZING THINGS TO SAY YOU ABOUT.

I'M HAPPY TO COLE MY FRIENDS AND I WISH YOU ALL THE BEST. THANK YOU RICH.

VICE MAYOR. I WILL TRY TO BE BRIEF. BUT FIRST OF ALL I DO WANT TO WISH YOU A HAPPY BIRTHDAY. I HOPE IT WAS A GREAT DAY.

>> WHEN I FIRST MET YOU WHEN YOU WERE COVERING THE COMMISSION I KNEW YOU WERE DESTINE FOR GREATNESS BECAUSE YOU KNEW IN BELIEVING TO OUR CITY.

THAT'S VENDSING MACHINES YOU BROUGHT YOUR KIDS WHEN YOU COVERED THE COMMISSION MEETINGS. THIS IS A PERSON DUSTIN FOR -- GUESTIN FOR GREATNESS.

FROM A PUBLIC SERVICE PERSPECTIVE HAVE YOU BEEN AN EXTRAORDINARY LEADER FOR THIS CITY NOT ONLY SERVING AS MAYOR BUT AS A COMMISSIONER.

ALSO I DON'T WANT THAT TO OVERSHADOW YOUR SEVEN YEARS OF COMMUNITY INVOLVEMENT SERVING AS MEMBER OF OUR E.A.B. I BELIEVE YOU SERVED AS CHAIR FOR A COUPLE OF YEARS, THE PROGRAMS THAT YOU SPEARHEADED, THE ANTI-BULLYING PROGRAM AND OUR CITY SCHOLARSHIP PROGRAM. IF IT WASN'T FOR YOUR LEADERSHIP ON THOSE ADVISORY BOARDS SOME OF THOSE THINGS PROBABLY WOULD NOT HAVE HAPPENED. SO I WANT TO THANK YOU FOR THAT.

FROM A PERSONAL PERSPECTIVE YOU HAVE BEEN A GREAT FRIEND A MENTOR AND A SUPPORTER AND I CHERISH THE MOMENT THAT'S WE'VE HAD AND I WILL CONTINUE TO CHERISH YOU EVEN YOU ARE NOT LEAVING PARKLAND. FOR ME, IT'S A BITTERSWEET MOMENT. I KNOW YOU ARE GOING TO HAVE BUT I WILL MISS YOU AS I SAID BEFORE THE GOOD PART IS THAT NOW WE CAN TALK WITHOUT HAVING THE EFFECTS OF SUNSHINE LAW SO I GUESS THAT'S THE BONUS. I'M GOING TO BE BRIEF IN MY THANK YOU, THANK YOU, CHRISTINE, FOR EVERYTHING THAT YOU HAVE DONE FOR THE CITY FOR ALL OF US HERE ON THE CITY STAFFER AND TO THE RESIDENTS OF PARKLAND.

THANK YOU WE GREATLY APPRECIATE IT AND WE WISH YOU BEST OF SUCCESS AND WE KNOW THAT YOU WILL ALWAYS BE WITH US AND PROVIDING THIS INFORMATION THANK YOU AGAIN.

>> THANK YOU, BOB. I APPRECIATE IT. I'M PROBABLY GOING TO BE LONGER THAN ALL OF YOU THIS TIME. I JUST WANT TO THANK EVERYBODY WHO TOOK THE TIME OUT FOR YOUR KIND WORDS. IT'S REALLY SURREAL TO BE HERE FOR MY LAST COMMISSION MEETING AS MAYOR ON MY BIRTHDAY.

AS A KID WHO GREW UP IN BOSTON IN THE 70S AND 80S, I WAS A CITY KID, A DAUGHTER OF IMMIGRANTS AND A CHILD OF DIVORCE. I NEVER IMAGINED THE JOURNEY I WOULD TAKE. THE COMMON THREAD THROUGHOUT HAS BEEN MY SEARCH FOR SENSE OF COMMUNITY, A SENSE OF HOME, AND A SENSE OF PURPOSE.

AND WHEN I LOOK BACK NONE OF THIS WOULD HAVE BEEN EVEN REMOTELY POSSIBLE WITHOUT ALL THE PEOPLE WHO HELPED ME IN MY JOURNEY FROM MY FAMILY TO FRIENDS TO TEACHERS TO NEIGHBORS I FEEL SO BLESSED TO HAVE ALWAYS HAD PEOPLE TO SHOW UP FOR ME IN MY MOST DIFFICULT TIMES AND IN THE MOST UNEXPECTED WAYS. I OWE SO MUCH TO EACH AND EVERY ONE OF THEM. WE MOVED HERE 20 YEARS AGO I REMEMBER OUR CAN CORE

[01:00:01]

REALTOR WE LOOKED AT LIKE OVER 80 HOMES BEFORE WE CHOSE OUR HOME IN PARKLAND.

IT WAS IMPORTANT TO ME THAT THE PLACE WE WOULD CALL HOME IS A PLACE WE WOULD STAY AND A PLACE WHERE WE COULD SET DOWN OUR ROOTS. WHEN WE CAME HERE BECAUSE OF MY HUSBAND'S JOB OUR OLDEST WAS 2 AND I WAS PREGNANT WITH OUR YOUNGEST.

COMING FROM A SMALL FAMILY IT WAS IMPORTANT FOR ME TO HAVE THAT PLACE TO CALL HOME AND THAT SENSE OF AN EXTENDED FAMILY. I AM SO GRATEFUL TO THE MOMS THAT I MET THAT FIRST MONTH WE MOVED HERE OVER 20 YEARS AGO.

THEY WERE FROM THE PARKLAND COCONUT CREEK MOMS CLUB. I WENT TO MY FIRST PLAY DATE AND THEY ARE STILL SOME OF MY FRIENDS TODAY. OUR CHILDREN HAVE SENSE GRADUATED COLLEGE AND THEY'RE OUT IN THE REAL WORLD.

OVER THE YEARS I WANTED TO BECOMING A 95 THE COMMUNITY BECAUSE THIS WAS GOING TO BE OUR HOME. AT MARY HEALTH OF CHRISTIANS ON MY H.O.A. BOARD WHICH I MUST SAY IS VERY GOOD PRACTICE FOR BECOMING A COMMISSIONER.

I COACHED SOCCER, I CAN COACHED LITTLE LEAGUE I ATTENDED COMMISSION MEETINGS FOR 10 YEARS. WE HAD THAT CREW WITH OUR ARRANGED SEATING IN THE BACK. I AM SERVING ON OUR EDUCATION ADVISORY BOARD FOR SEVEN YEARS BEFORE RUNNING COMMISSIONER ALL THESE 20 YEARS I HAVE MET THE MOST FOOTBALL PEOPLE IN THIS COMMUNITY. PEOPLE WHO HAVE BECOME BECOME LIKE FAMILY NECHT MY CHOSEN FAMILY, AND SO MANY WONDERFUL PEOPLE WHO ARE JUST WONDERFULLY COMMITTED TO MAKING A DIFFERENCE SOME IN SMALL WAYS SOME IN BIG WAYS. DO WE HAVE SOME NEGATIVE NELLIES IN PARKLAND OF COURSE WE DO. EVERY PLACE HAS. THAT BUT I ESPECIALLY TODAY WANT TO REMIND PEOPLE THAT DON'T LISTEN TO THE LOUDNESS OR SOME OF THE BEHIND THE SCENES MALICIOUSNESS DON'T LET IT FOOL YOU. WE HAVE SOME OF THE MOST WONDERFUL PEOPLE LIVING IN THIS CITY WHO QUIETLY AND UNASSUMINGLY SHOW UP FOR FRIENDS AND STRANGERS ALIKE AND THEY WORK TO MAKE A DIFFERENCE AND MAKE THIS CITY THE BEST PLACE IT CAN BE. WE HAVE SO MANY WHO VOLUNTEER THEIR TIME, THEIR TALENT AND THEIR TREASURE TO HELP OTHERS AND MAKE THEY CITY FEEL LIKE A HOME TO THOSE WHO HAVE BEEN HERE FOR 30 YEARS THE SAME WAY THOSE WHO HAVE JUST ARRIVED. WHETHER IT'S PEOPLE AT OUR HOUSES OF WORSHIP, OUR ADVISORY BOARD MEMBERS, OR SO MANY LOUT OUR COMMUNITY WHO VOLUNTEER BY -- OR SO MANY THROUGHOUT OUR COMMUNITY WHO VOLUNTEER BY COACHING AND SHOWING UP TO HELP NEIGHBORHOODS OR STRANGERS IN NEED. I ALWAYS SAY THAT A CITY IS ITS STREETS AND ITS BUILDINGS AND ITS FACILITIES BUT THE COMMUNITY IS THE PEOPLE. WHILE I'M PROUD OF MUCH OF THE WORK FROM THESE PAST YEARS SUCH AS ADDING CLASSROOMS AT RIVER GLADES AND RENOVATING EXPANDING THE LIBRARY DON'T WORRY I WON'T GO THROUGH MY WHOLE LIST. MY FAVORITE INTERACTIONS HAVE BEEN BEING OUT IN THE COMMUNITY WITH THE RESIDENTS AND WORKING WITH OUR STUDENTS. WHETHER IT WAS SPEAKING AT THE NATIONAL HONOR SOCIETY TO REMIND THE STUDENTS THAT THEY ARE MORE THAN A NUMBER THEY ARE MORE THAN A G.P.A.

THEY ARE MORE THAN AN S.A.T. SCORE OR TALKING ABOUT LOCAL GOVERNMENT AT OUR GOVERNMENT DAY AND THEN FIELDING ALL THE QUESTIONS THAT I GET FROM THE EIGHT-YEAR-OLDS AND THE THIRD GRADERS. TO ATTENDING COMMUNITY EVENTS BEING CONNECTED TO THE PEOPLE OF THIS COMMUNITY HAS BEEN THE ABSOLUTE BEST PART OF LIVING HERE.

IT WILL CONTINUE TO BE BEST PART OF LIVING HERE. FEBRUARY 14TH, 2018, WAS DEFINITELY THE WORST DAY IN OUR CITY. 17 LIVES WERE TAKEN, 17 WERE INJURED, AND THOUSANDS WERE TRAUMATIZED. IT WAS WONDERFUL TO SEE FROM HOW SO MANY FROM AROUND THE STATE AND COUNTRY CAME TO ASSIST US IN OUR TIME OF NEED AND IT WAS HEART WARMING TO SEE OUR OWN COMMUNITY BE THERE FOR ONE ANOTHER. HOWEVER, SO MANY LIVES WILL NEVER BE THE SAME AND FOR THE REST OF MY LIFE I WILL ALWAYS REMEMBER THE 17 NAMES OF ALISSA, SCOTT, MARTIN DUE KAY, NICHOLAS DORAT, ERIN FOOIS, JAMIE GUTTENBERG, CHRIS HICKSON, LUKE HOYER, KARLA, GINA ROSE, JOAQUIN OLIVER, OWE LANEA PETTY, HELENA RAMSEY, ALEX SHAFTER, CARMEN AND PETER WANG. FOR THE REST OF MY LIVING DAYS I WILL ALWAYS REMEMBER THEM AND I WILL ALWAYS REMEMBER THE TRAGEDY THAT HAS SO IMPACTED OUR COMMUNITY AND THE FAMILIES THAT HAVE LOST SO MUCH. I COULDN'T HAVE DONE ANY OF THE WORK I DID WITHOUT SOME REALLY SPECIAL PEOPLE BEHIND ME I WOULD JUST LIKE TO GIVE THEM A SHOUTOUT WHO NO ONE LIKE EVER SEES ANYWHERE, BECAUSE I TRIED TO PROTECT

[01:05:07]

THEM FROM SOCIAL MEDIA, FROM THE GLARING EYE AND REALIZE THAT THEY DIDN'T SIGN UP FOR THIS, I DID. TO MY HUSBAND HANAS WHO HAS SUPPORTED ME ALWAYS.

WHO ALWAYS SAID GO GET 'EM AND WHO ALWAYS TRUSTED ME TO BE ABLE TO MAKE THE DIFFERENCE THAT I WANTED TO MAKE. HE WAS ALWAYS BEHIND ME IN THE SHADOWS, ENCOURAGING ME AND SUPPORTING ME. AND ALWAYS SHOWING UP FOR ME AND PROUDLY SUPPORTING ME WHENEVER HE, WHENEVER I NEEDED IT.

IT'S NOT OFTEN THAT YOU GET TO HAVE A HUSBAND WHO APPRECIATES A STRONG WILLED WOMAN. AND I WILL ALWAYS BE GRATEFUL FOR HIS RESPECT, APPRECIATION AND LOVE. TO MY BOYS MICHAEL AND JOHN, UM, AS BOB MENTIONED THEY WERE COMING HERE WHEN THEY WERE REALLY LITTLE AND I WAS COVERING IN THESE COMMISSION MEETINGS FOR PARKLAND "LIFE" MAGAZINE. DIDN'T ALWAYS PLAN THE DINNERS WELL AND SOMETIMES THE VENTING MACHINE BECAME OUR DINNER FOR THE EVENING.

-- VENDING MACHINE BECAME OUR DINNER FOR THE EVENING. MY BOYS HAVE YOU SEEN ME STRUGGLE AND YOU HAVE SEEN ME TRY TO DO MY BEST. I KNOW THEY DON'T THINK I'M THE COOLEST PARENT BECAUSE THEIR UNCLE MIKE GETS THAT DESIGNATION IN OUR FAMILY.

BUT THEIR PATIENCE WITH ME AND THEM TELLING ME HOW PROUD THEY ARE OF ME HAS MEANT THE WORLD TO ME. THEY ARE MY PRIDE AND JOY. TO MY PARENTS WHO HAVE COME DOWN TO CAMPAIGN FOR ME AND ALWAYS PROUDLY AND UNCONDITIONALLY LOVED ME AND RAISE ME TO KNOW ABOUT I CAN BE TRUE TO WHO I AM, THAT I HAVE A DUTY TO MAKE A DIFFERENCE IN THIS WORLD AND THAT I SHOULD PRESS FORWARD EVEN WHEN I PRAYED FOR THAT I WANT TO THANK THEM. TO MY FRIENDS AND I DON'T KNOW WHAT I I'VE DONE IN MY LIFE TO BE SO BLESSED TO BE SURROUNDED BY SO MANY WONDERFUL FRIENDS WHO HAVE LIFTED ME WHEN I HAVE NEEDED IT WHO HAVE SURROUNDED ME WHEN I DIDN'T HAVE LIKE MAYBE THE STRENGTH I THOUGHT I NEED WHO HAVE ACCEPTED ME WITH LOVE AND ENCOURAGEMENT ALWAYS. I COULDN'T DO WHAT I DO. MY LIFE WOULDN'T BE AS RICH AS IT IS WITHOUT THEM. TO ALL THE STUDENTS WHO HAVE WRITTEN TO ME, TALKED TO ME, SHARED THEIR IDEAS WITH MEV THE YEARS. THE ONES WHO COME TO ME TO INTRODUCE THEIR PARENTS TO ME AND WE'RE SO PROUD BECAUSE THE STUDENTS KNEW ME BUT THEIR PARENTS DIDN'T. HAVE YOU ALL GIVEN ME SUCH HOPE FOR THE PRESENT AND FOR OUR FUTURE. TO ALL THE RESIDENTS WHO SENT ME KIND MESSAGES AND NOTES IN THE DIFFICULT DAYS TO LET ME KNOW THAT YOU WERE THERE FOR ME AND TO THE LET ME KNOW HOW MUCH YOU LOVE OUR CITY. YOU HAVE NO IDEA HOW MUCH YOU HAVE HELPED ME. TO ALL MY WONDERFUL COLLEAGUES THANK YOU FOR ALL THE WORK YOU HAVE DONE ALL THESE YEARS ON BEHALF OF THE CITY.

I KNOW YOU WILL CONTINUE TO DO WONDERFUL THINGS FOR THE RESIDENTS BECAUSE I KNOW HOW MUCH YOU CARE. THEN FINALLY, TODAY IS NOT ONLY MY BIRTHDAY AND MY LAST DAY AS OFFICIALLY PRESIDING OVER A MEETING AS MAYOR BUT IT'S ALSO UNITY DAY AND HOW FITTING IS THAT IN THE CLIMATE THAT WE LIVE IN RIGHT NOW.

IT'S A DAY TO SHOW WE ARE UNITED FOR KINDNESS, ACCEPTANCE, AND INCLUSION.

AND I BRING THIS UP BECAUSE IT IS SO EASY THESE DAYS WITH SOCIAL MEDIA AND TELEVISION TO GET CAUGHT UP IN THE NOISE AND FOCUS ON WHAT OUR DIFFERENCES ARE.

AND YET THERE IS SO MUCH WE HAVE IN COMMON AND I WISH AND I HOPE FOR EVERYONE IN OUR COMMUNITY THAT WE CAN CONTINUE TO FOCUS ON WHAT KEEPS US TOGETHER.

WHAT WE HAVE THAT'S SIMILAR AND WHERE WE CAN WORK TOGETHER.

THIS COMMUNITY IS ONLY STRONG BECAUSE OF THE WONDERFUL RESIDENTS WE HAVE WHO DECIDED TO BECOME FULL OF PURPOSE AND KINDNESS AND SHOW GRACE TOWARDS ONE ANOTHER. I SCEV WITH ALL THAT'S GOING ON IN THE WORLD TAKE THOSE MOMENTS TO REALLY APPRECIATE WHERE WE ARE. HOPEFULLY EVERY DAY IS UNITY DAY. TO THE RESIDENTS OF PARKLAND I WANT TO THANK YOU SO MUCH FOR ALLOWING ME TO SERVE AS YOUR MAYOR. IT HAS BEEN A JOB I HAVE TAKEN SERIOUSLY AND IT HAS BEEN THE HONOR OF A LIFETIME TO SERVE AS YOUR MAYOR AND I LOOK FORWARD TO UNCANNING TO SERVE YOU IN THE FUTURE AS YOUR DISTRICT 96 REPRESENTATIVE. WITH THAT, THOSE ARE MY LENGTHY COMMENTS FOR THE EVENING AND WE WILL GET ONTO THE AGENDA. NEXT ON THE AGENDA IS THE

CONSENT AGENDA. WE HAVE CAN CONSENT IT IS A A, B, C.

IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK TO ANY OF THESE AGENDA ITEMS PLEASE RAISE YOUR HAND. SEE NO ONE FROM THE PUBLIC I'M CLOSING TO THE PUBLIC

AND OPENING TO THE COMMISSION. >> MOTION TO APPROVE.

>> SECOND. >> I HAVE A MOTION BY VICE MAYOR DE BLASIOSON AND SECOND BY COMMISSIONER WALKER. ROLL CALL PLEASE.

[9. Regular Agenda]

ITEM 9 A REMOVED. 9 B. >> ORDER INSURANCE 2020-016 ORDINANCE TO APPROVE SYNTHETIC TURF. AN ORDINANCE TO THE CITY COMMISSION OF THE CITY OF PARKLAND AMENDING ARTICLE 95 LANDSCAPING AND VEGETATION SECTION 95-520 TO DEFINE SYNTHETIC TURF CREATING A NEW SECTION 95-1 TO PROVIDE REGULATIONS FOR IN-- INS INSTALLATION TO PROVIDE FOR AND IDENTIFICATION OF SYNTHETIC TURF AREAS. PROVIDING FOR IMPLEMENTATION AND EFFECTIVE DATE.

>> I WILL TURN THIS OVE TO MICHELLE WHO WILL DO A QUICK RECAP OF THIS CODE.

>> MICHELLE WE CAN'T HEAR YOU. >> OKAY, THERE WE GO.

LET ME TRY AGAIN. THANK YOU VERY MUCH. FOR THE RECORD MICHELLE PLANNING AND ZONING DIRECTOR. MAYOR MUCH SUCCESS TO YOU AND HAPPY BIRTHDAY.

>> THANK YOU. >> SO I WILL MAKE A QUICK SUMMARY OF THIS ORDINANCE.

WE HAVE PREPARED THIS ORDINANCE IN RESPONSE TO REQUEST FROM THE CITIZENS THERE INSTANCES PARTICULARLY IN THE BACKYARDS WHEN THE BACKYARDS ARE BUILT OUT WITH PORCHES AND PATTIOS, SWIMMING POOLS, SUMMER KITCHENS AND PERGOLAS THAT NEED TO BE SODDED BUT THEY ARE NOT BIG ENOUGH TO BE PROPERLY MOWED OR CARE FOR THIS ILL TAKE CARE OF THAT BY ALLOWING SYNTHETIC TURF IN RESIDENTIAL AREAS IN THE SIDE AND REAR YARD FOR A MAXIMUM OF 10% COVERAGE FOR THE ENTIRE PARTIAL AND COMMERCIAL AREAS IT WILL BE ALLOWED ON A VERY LIMITED BASIS WITHIN A COMMERCIAL PROPERTY WOULD FIRST HAVE TO COME BEFORE THE COMMISSION. SO AGAIN THIS IS IN RESPONSE TO CITIZEN REQUESTS AND CONCERNS. IT HAS BEEN VELVETED BY THE CITY'S ENGINEER, THE ENGINEERING DEPARTMENT TO ENSURE THAT WE ADDRESS MATTERS RELATED TO FLOODING AND WHAT HAVE YOU. IT WAS RECOMMENDED UNANIMOUSLY WITH THREE CHANGES THAT WERE REQUESTED AND I WILL JUST GO THROUGH THIS QUICKLY. FIRST WAS A CHANGE THAT WAS RECOMMENDED IN SECTION G THAT NOT JUST SINGLE FAMILY BE PERMITTED TO DO THIS AND COMMUNITY APPEARANCE BOARD THIS ISSUE WAS RAISED BY BOARD MEMBER NEIL VOGEL. I WANT TO CORRECT AND CLARIFY THE STAFF REPORT. IN THE STAFF REPORT IT GIVES THE IMPRESSION HE MADE THAT REQUEST AS A PRESIDENT AND IT NOT AS SUCH. HE INDICATED AS AN EXAMPLE THAT HERON BAY HAS SOMETHING OTHER THAN BUT HE NOT SPEAKING ON BEHALF OF HERON BAY IN ANY OFFICIAL CAPACITY. HAVING SAID THAT HOWEVER, THE BROORD -- THE SECOND WAS THE ORDINANCE SHOULD INCLUDE A SETBACK.

THE BOARD MEMBER POINTEDDED FOUGHT THERE'S NO BARRIER SUCH AS A FENCE OR A HEDGE THAT THE SEPARATES SYNTHETIC TURF FROM NATURAL GAS THAT IT COULD BE DAMAGED BY SOMEONE MOWING THE LAWN OR SOMETHING. SO THE BOARD SUPPORTED THAT CHANGE AND THE THIRD WAS A CONCERN RAISED BY CHAIRMAN THAT WE INCLUDE SOME LANGUAGE TO ENSURE THAT THE TURF IS ANCHORED THAT ETC. HURRICANE RESISTANT.

DECIDES TO ADOPT THESE- RECOMMENDATIONS BY THE BOARD WE WILL BE SURE TO CHANGE THE ORDINANCE BETWEEN FIRST AND SECOND READING IT WILL NOT AFFECT THE TITLE OR ADVERTISING WE WILL CONTINUE THAT BEFORE IT COMES BACK TO YOU.

THAT CONCLUDES MY PRESENTATION. I'LL BE HAPPY TO ANSWER ANY

QUESTIONS. >> COMMISSIONER KAGAN. >> WHAT PERCENTAGE OF THE

PROPERTY CAN BE THE ARTIFICIAL SYNTHETIC TURF? >> 10%.

>> 10%, THANK YOU.

>> I'M GOING TO OPEN TO THE PUBLIC IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK

ON THIS AGENDA ITEM PLEASE RAISE YOUR HANDS. >> SEE NO ONE FROM THE PUBLIC I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION.

>> MOTION TO APPROVAL. >> I HAVE A MOTION MAYOR. >> EXCUSE ME, IS THAT A

[01:15:08]

MOTION TO INCLUDE THE RECOMMENDATIONS BY THE P.N.Z. BOARD.

>> IS IT COMMISSIONER KAGAN? >> YES. >> YES.

>> SECOND. >> IN THE SECOND AS WELL. >> YES.

>> ROLL CALL PLEASE.

UNANIMOUSLY. ITEM 9 C IS THE WEDGE PROPERTY DRAINAGE

DISCUSSION. >> THANK YOU, MAYOR. FIRST OF ALL, HAPPY BIRTHDAY AND CONGRATULATIONS AS WELL FROM STAFF AND ALL YOUR ENDUVS IN FUTURE IN TALLAHASSEE -- ENDEAVORS IN THE FUTURE IN TALLAHASSEE. THE LAST MEETING WAS TO LOOK INTO THE DRAINAGE OF THE PARKLAND BAY COMMUNITY AND PROVIDE A REPORT ON THE DRAINAGE CONDITIONS IN THOSE COMMUNITIES AND WHY THOSE DRAINAGE CONDITIONS WERE ALLOWED TO CONTINUE FROM THE MAR-A-LAGO COMMUNITY. SO BEFORE WE GET INTO THE DIRECT REQUEST OF THE COMMISSION WE WANTED TO PROVIDE SOME INFORMATION ON THE COMMUNITY DRAINAGE SYSTEM. WE'RE GOING TO TALK BRIEFLY ABOUT THE DRAINAGE SYSTEMS THEIR DESIGN AND CONSTRUCTION.

WE WILL GET INTO WHAT YOU TYPICALLY EXPECT WHEN IT RAINS IN YOUR COMMUNITY.

WE WILL THEN TALK ABOUT THE STAKEHOLDERS ROLES AND RESPONSIBILITY.

WE THIS THEN WE HAVE HEARD FROM THESE COMMUNITIES IT WILL GIVE THE COMMISSION AN UPDATE PROGRESS IN WHAT OUR NEXT STEPS LOOK LIKE. NEXT SLIDE.

THANK YOU. SO THE COMMUNITY AS YOU KNOW IS PREDOMINANTLY BUILT OUT THERE ARE ONLY TWO IN THE COMMUNITY. IT'S ABOUT 70% OCCUPIED IN PARKLAND PAY IT'S ABOUT 56% OCCUPIED. OUR DRAINAGE SYSTEM DESIGN AND REQUIREMENTS. THE SOUTH FLORIDA LINE DISTRICT IN NORTH SPRINGS IMPROVEMENT DISTRICT SETS THE CRITERIA FOR THESE COMMUNITIES THEY ESTABLISH MINIMUM ROADWAYS BUILDING ELEVATION THEY ALSO DETERMINE CONTROL ELEVATIONS AND A RATE AT WHICH EXCESS RUNOFF IS ALLOWED TO BE WITH THE COMMUNITIES.

THE COMMUNICATE SYSTEM IS THEN DESIGNED BY THE DEVELOPER TO MEET OR EXCEED THE STORM WATER REQUIREMENTS THE CITY THEN REFUSED IN COMPLIANCE AS WELL AS THE DISTRICTS REQUIREMENTS. IT'S INTERESTING THAT THE CITY OF PARKLAND CANNOT ISSUE A PERMIT TO CONSTRUCT ANY INFRASTRUCTURE UNTIL SOUTH FLORIDA APPROVES THE DESIGN FOR THE SYSTEM. SO HOW DOES IT WORK? SO YOUR SYSTEM WHICH IS WHAT YOU SEE WHICH IS YOUR YARDS, ROADS, CATCH BECAUSIN THE PIPES AND THE LAKES IN YOUR COMMUNITY ALL FLOW TO A SECONDARY SYSTEM LIKE THE CANAL AND ULTIMATELY THAT SECONDARY SYSTEM DRAINS INTO A PRIMARY SYSTEM WHICH IS OUR MAIN CANAL UPON HILLSBOROUGH. NEXT SLIDE. OKAY TO HERE'S A PICTURE OF YOUR TYPICAL COMMUNITY DRAINAGE. WHAT YOU HAVE IS THE WATER FROM YOUR ROOF AND HOMES A DRAIN TO THE LOCKS IN THE COMMUNITY AND THEN THAT WATER DRAINS BACK TO THE LAKE OR IT FLOWS TO YOUR STREET SYSTEMS WHICH IS MADE UP OF CATCH BECAUSINS AND IN THAT ROADSIDE DRAINAGE ALSO FLOWS INTO THE LAKES.

NEXT SLIDE. SO MARGOT LAGO AFTER THE LEAVES IN MAR-A-LAGO IT DISCHARGES. THEN IT MAKES IT TO THE -- REFERENCE THAT'S ON HILLSBOROUGH. NEXT SLIDE OR UP -- THERE IS A DISCHARGE CONTROL BUT ALSO ALLOWS WATER TO LEAVE THE COMMUNITY IN THE WATER MANAGEMENT DISTRICT.

THEY FLOW SOUTH INTO THE BAY THERE'S A PUMP STATION THAT THEY CONTROL TO KEEPS STORM

WATER MOVING. NEXT SLIDE. >> SO YOUR COMMUNITY SYSTEM

[01:20:06]

IS TO PROTECT YOUR HOME FROM FLOODING. IT'S TO MAKE SURE THAT WE'RE KEEPING YOUR HOME SAFE SO THE ROADWAYS AND DRIVEWAYS ARE ALL PART OF THE COMMUNITY TRAINING. I JUST WANT TO POINT OUT THAT A LOT OF THE INFORMATION THAT I WILL BE TALKING ABOUT IS COMING FROM THE WATER MANAGEMENT DISTRICT. AFTER A HEAVY RAIN WATER IN THE STREETS AND SWELLS AND

YARDS. >> IF YOU HAVE FOUR TO SIX INCHES OF RAIN IN A 24-HOUR PERIOD YOU WOULDN'T BE SEEING ANY WATER IN THE YARDS.

FOR YOUR ROAD THE HIGHEST ELEVATION OF THE ROAD SHOULD BE DRY AND YOU WILL BE ABLE TO DRIVE. NEXT SLIDE PLEASE. IN THE RAIN OF SEVEN TO 10 INCHES IN A THREE-DAY PERIOD AT THAT POINT YOUR ROAD WOULD BE FLOODED BUT YOUR BUILDING WOULD BE DRY. NEXT SLIDE, PLEASE. IN 10 TO 20 INCHES OR MORE RAINFALL THAT'S MORE LIKE WHAT YOU DO SEE IN A HURRICANE YOU WOULD EXPECT TO SEE TO SEE. FLOOD FACTOR HOW MUCH WATER YOU ARE GOING TO SEE STANDING IN YOUR COMMUNITY. SO ONE OF THEM IN THE LAKES CANALS AND THE GROUNDWATER DURING THE SUMMER WE VERY A LOT OF RAIN ESPECIALLY FALLING THE HEAVY RAINS.

WATER MAY TAKE A LITTLE BIT LONGER TO SUBSIDE. FIRST OF ALL THE TYPE OF SOIL. SOME ARE A LITTLE BIT BETTER THAN OTHERS.

IF YOU LIVE ON THE BEACH YOU HAVE YOUR NATIVE SOIL IS A LOT OF STAND.

AND THE SAND IS GREAT. HERE WE HAVE A LOT OF -- ALSO WE HAVE ROT.

ANOTHER IS INTENSITY OF AS I SPOKE ABOUT. NEXT SLIDE, PLEASE.

THEN YOU WANT TO HAVE SO HOW MUCH PURPOSE AREA HAVE YOU IN YOUR LOT IN YOUR COMMUNITY. SO HOW BIG IS THE HOUSE ON THAT LOT, THAT ALL CONTRIBUTES TO HOW FAST YOUR SOIL GETS SATURATED. LASTLY WE HAVE IRRIGATION.

>> PERFECT. SO LET'S GET INTO THE ROLES AND RESPONSIBILITY.

THE FIRST PHASE IS WE MOVE INTO PERMITTING. WHEN WE GET TO PERMITTING THE CITY ISSUES TWO PERMITS RELATED TO HOME AND DRAINAGE AND THE SITE. THE FIRST IS THE SITE DEVELOPMENT PERMIT THIS BASICALLY RECOVERS YOUR ROADS -- IN YOUR PERMIT IS USUALLY ISSUED AT THE BUILDING PROCESS IN THAT PROCESS THE ENGINEERING DEPARTMENT IS CHECK IN FOR SIDEWALKS THEY CHECK IN FOR YOUR DRIVEWAY FOR PERMITTING. AGAIN WE REVIEW FOR COMPLIANCE NOT ONLY WITH ALSO DURING THAT TIME A PERFORMANCE BOND IS PUT IN PLACE FOR THE COMMUNITIES AND THAT PERFORMANCE BOND COVERS THE ROADWAYS AND INFRASTRUCTURE IN THE PRIVATE RIGHTS OF WAYS. NOW LET'S GET INTO CONSTRUCTION WE MOVE INTO CONSTRUCTION THE CITY TURNS INTO THE INSPECTION PORTION OF THE PROJECT.

THE CITY REQUIRES PROGRESS INSPECTIONS WHICH ARE IN COMPLIANCE WITH ANY APPROVED PERMITS. NOW THIS IS A KEY FACTOR THE REPRESENTATIVE WAS TIPICLY AN INSPECTOR AS WELL IS ALSO -- AND THE SITE DEVELOPMENT PERMIT THERE IS OVER 20 PROGRESS INSPECTIONS THEY RANGE FROM DRAINAGE INFRASTRUCTURE TO PAVEMENT SO ANY CONCRETE INSPECTIONS. THEY USUALLY ENDS UP BEING YOU KNOW 80 TO 100 INSPECTION BY THE TIME WE'RE DONE JUST GIVEN THE SIZE OF THESE PROJECTS.

NOW WE'LL GET INTO THE HOME BUILDING THE LOT HOME PERMITS.

OUR PROGRESS INSPECTIONS ARE SIDEWALKS, DRIVEWAYS, AND LOT GRADING.

[01:25:04]

NEXT SLIDE. ONCE YOU GET OUT OF CONSTRUCTION WE GET INTO THE CLOSURE OF THE DEVELOPMENTS THE ENGINEER OF RECORD AND PUNCH LIST IS GENERATED HE HAS TO CERTIFY THE SIGHT. SO HE CERTIFIED THE SITE THAT IT'S BILLED ACCORDING TO THE PLANS AND TO HIS SPECIFICATIONS DURING CONSTRUCTION.

ONCE YOU GET OUT OF THAT CERTIFICATION AND THE WARRANTY BOND IS PUT IN PLACE FOR TWO YEARS AND A PERFORMANCE BOND IS RELEASED.

EVERYTHING LISTED HERE IS DICTATED. NEXT START.

NEXT SLIDE. WHILE WE ARE CLOSING OUT THE HOME SITES.

THE HOME SITES TO THE CITY FOR REVIEW. THE CITY GOES OUT AND DOES A FIELD INSPECTION TO VERIFY THAT THE OVERALL LOT IS IN COMPLIANCE.

THE LOT PERMIT IS CLOSED OUT AND THE CITY ISSUES A CERTIFICATE.

NEXT SLIDE, NOW THE LET'S GET INTO ONCE WE FINISH CLOSEOUT AND THE COMMUNITY IS NOW IN FOR MAINTENANCE. SO DURING CONSTRUCTION, OF THE SITE ITSELF, ANY MAINTENANCE IS USUALLY HANDLED BY THE ENGINEER OF RECORD AND THE DEVELOPER.

AND PASSES ONTO THE H.O.A. OR A COMBINATION OF H.O.A. AND HOMEOWNERS WE TALKED ABOUT THE LOCK SITE IT'S A LITTLE BIT DIFFERENT WHEN WE MENTION THE SEALS.

>> WHAT ARE THE CONCERNS THAT THE CITY RECEIVED. THERE WAS SURFACE MOISTURE IN THE SIDE YARD, MOISTURE ON THE SIDEWALK. IT WAS HAPPENING MAINLY ON THE WESTSIDE OF THE COMMUNITY. WHAT THEY LOOK LIKE IS THAT THE SIDE YARDS WERE CONSTANTLY WET SO WET IF YOU WALK YOU WOULD BASICALLY SINK INTO THE YARD. THESE ARE TWO PICTURES OF ONE OF THE HOUSES IN MAR-A-LAGO WHEN THAT CONDITION WAS HAPPENING. NEXT SLIDE PLEASE.

>> THE WAY IT WAS ADDRESSED MAR-A-LAGO LOOKED AT THE DIFFERENT AREAS IN THE COMMUNITY AND USED THE ONE TO DETERMINE WHICH ONES REQUIRED ADDITIONAL DRAINAGE.

THEY PROPOSED AN UNDERGROUND DRAINAGE SYSTEM IN CONNECTION THEY ALSO PROPOSED THAT SAND WAS IMPORTANT TO MIX THE SOIL AND IMPROVE IT.

NEXT SLIDE, PLEASE. SO LESSON THAT'S WERE LEARNED FROM MAR-A-LAGO.

AFTER THAT THE BUILDING ELEVATIONS ON THIS COMMUNITY WERE SET HIGH ELEVATIONS TO ALLOW FOR THE LOTS TO BE GRADED A LITTLE BIT MORE DRASTICALLY AND THAT WOULD HELP WITH THE CONVEYANCE FROM THE SIDE YARD. THAT WAS ALSO THE PUMP STATION NUMBER THREE THAT WAS CONSTRUCTED HELPED MOVE THE WATER OUT OF THIS COMMUNITY MORE EFFICIENTLY IN CASE OF EMERGENCY. THEY MADE CHANGES TO REQUIRE 15 FEET MINIMUM SITE SET BACK REQUIREMENT BETWEEN HOMES TO ALLOW BETTER CAN CONVEYANCE OF RUNOFF IN BETWEEN THE YARDS. NOW I'M GOING TO TALK ABOUT WHAT WE HAVE HEARD. THE CONCERN WE HEARD IS MOISTURE IS IN THE SIDE YARD, MOISTURE IN THE SIDE WALKS AND DRIVEWAYS. WE ALSO HEARD THAT BECAUSE OF THE MOISTURE THE LANDS HAVE BEEN IMPACT WORD THIS IS HAPPENING AT MULTIPLE LOCATI. AS FAR AS WHAT IT LOOKS LIKE WE HAVE VISIT SOME OF THE YARDS THERE IS SOME MOISTURE BUT IT'S NOT AS EXTREME AS YOU SAW IN MAR-A-LAGO.

AND THE SIDEWALKS AND DRIVEWAYS THEY HAVE THAT -- NEXT THERE IS SIMILAR CONCERNS. THEY HAVE MOISTURE IN THE SIDE YARDS, MOISTURE IN THE SIDEWALKS AND DRIVEWAYS, AND A LITTLE BIT DIFFERENT CONDITION HERE THAT IS HAPPENING -- WHERE YOU HAVE THAT MOISTURE OUT ON THE ROADWAY.

THIS IS HAPPENING -- WHAT IT LOOKS LIKE BUT THEY'RE NOT AS EXTREME AS THEY SAW IN MAR-A-LAGO AND THE SIDEWALKS AND DRIVEWAYS HAVE THE SAME CONDITION.

[01:30:10]

>> NEXT PLEASE. >> TALK ABOUT THE UPDATE. SO WITH REGARDS TO THE SIDEWALK IN THE COMMUNITY THIS CONCERN HAS BEEN BROUGHT TO THE ATTENTION OF THE DEVELOPER SEVERAL TIMES AS EARLY AS THE BEGINNING OF AUGUST THE CITY WENT AHEAD WE HAVE STOPPED ALL SECOND LIFTS OF ASPHALT BEING PLACED IN THOSE LOCATION UNTIL A RESOLUTION HAS BEEN IDENTIFIED AND PROVIDED TO THE CITY.

THE DEVELOPER HAS BEEN NOTIFIED OF ANY MAINTENANCE RESPONSIBILITY THEY HAVE IN ANY OF THE IMPACTED AREAS. WITH REGARDS TO THE LOCK SURFACE MOISTURE CONCERNS IN BOTH THOSE COMMUNITIES AS WE MENTIONED BEFORE -- TO TRY TO ADJUST THE STRUGGLING IRRIGATION SO THEY ARE IRRIGATING LESS IN THE YARDS TO HELP WITH THE CONDITION. WITH REGARDS TO PARKLAND LAKE HOUSE LANE THEY HAVE GONE AHEAD AND SENATE MAJORITY LEADER TESTING PROGRAM FOR THAT ROADWAY -- ON THIS BLOCK AT PRESENT TIME THE CITY IS REVIEWING A TESTING PROGRAM.

NEXT SLIDE. OUR NEXT STEPS IS THEY'RE GOING TO PROVIDE AS THE CITY ADDITIONAL CONSTRUCTION MONITORING IN THE COMMUNITIES WE ARE EXPLORING IF THERE'S ANY DEPARTMENTAL POLICIES AND IF THERE IS ANY CITY CODE CHANGES THAT WE CAN DO MOVING FORWARD. NEXT SLIDE. IN RESPONSE TO THE DIRECT REQUEST OF THE COMMISSION -- EVERY PROJECT IN OUR CITY IS DIFFERENT.

AND DESIGN IN ITSELF -- AND MAKE EACH COMMUNITY DESIGN UNIQUE FROM WHAT WE SPOKE ABOUT EARLIER REGARDING SOILS, REGARDING THE LAY OUT OF THE COMMUNITY AND REGARDING OVERALL DESIGN ITSELF. THE CITY WILL CONTINUE TO BRING THE CONCERNS TO THE COMMUNITY TO THE DEVELOPER AS WE GET 'EM.

HOWEVER, THE DEVELOPER AND THE ENGINEERS THEY MUST TAKE THE LEAD ON ANY PROPOSED SOLUTION. WE ARE HERE FOR ANY QUESTIONS.

>> COMMISSIONER WALKER. >> IN ONE OF THE SLIDES YOU TALKED ABOUT HOW IN MAR-A-LAGO YOU DID A 50-50 SOIL MIX IN BETWEEN I GUESS IN BETWEEN THE HOMES BECAUSE THEY WERE SO CLOSE TOGETHER. IS THAT SOMETHING THAT WE BROUGHT THAT OUT. DID WE JUST LEARN THAT OR DID WE BRING THAT KNOWLEDGE

TO THEM? >> SO SO WITH REGARDS WITH THE 50-50 SOIL MIX THAT WAS ACTUALLY LET'S GO BACK TO MAR-A-LAGO FOR A MINUTE. IN MARIO LAG -- MARIO LAG OH WERE ITEMS BROUGHT LOSE A SOLUTION TO WHAT HE SAW IN MAR-A-LAGO AT THAT TIME.

SO THAT'S 50-50 SOIL MIX WAS PART OF HIS SOLUTION. NOW WE GOT TO THE ADDITIONAL COMMUNITIES IN SCOTT AND PARKLAND BAY. THE ENGINEER IN RECORD IS THE SAME FOR A COUPLE COMMUNITIES. WE TOOK INTO CONSIDERATION WHAT HAPPENED IN THE PREVIOUS COMMUNITY. OUR DESIGN THAT WE'RE BRINGING FORWARD FOR THESE COMMUNITIES IS GOING TO TAKE INTO ACCOUNT WE'RE GOING TO INCLUDE AN AGGRESSIVE YARD WE'RE GOING TO INCLUDE ALREADY PREESTABLISHED YARD DRAINS AND THEY ALSO TOOK INTO ACCOUNT BOTH COMMUNITIES.

>> WHEN WE DO OUR INSPECTIONS HAD YOU TALKED ABOUT I GUESS EARLY ON YOU

DO 20 INSPECTIONS. >> YES. >> WHEN YOU FIRST TALK ABOUT THE ROADS AND THE SIDEWALKS OR THE LOTS. BUT YOU SAID IN REALITY IT'S

80 TO 100 INSPECTIONS. >> YES. >> ARE YOU INSPECTING EVERY LOT? BECAUSE OBVIOUSLY YOU WOULDN'T BE ABLE TO INSPECT EVERY LOT IF YOU'RE ONLY DOING EVEN IF YOU DO AS MANY AS 100 INFORMATIONS.

CORRECT. WHAT EXACTLY ARE YOU INSPECTING?

>> NO PROBLEM. SO THE 20 INSPECTIONS I DIDN'T WANT TO BRING ALL 20.

BUT THE 20 THEY GO FROM THE PIPE MATERIAL THEMSELVES TO THE JOINTS WHEN THE PARKS ARE PUT TOGETHER THOSE INSPECTIONS KIND OF REPEAT THEMSELVES IF YOU GO FROM STREET TO STREET AND FROM BLOCK TO BLOCK AND FROM LOT TO LOT.

>> THAT IS RELATED TO THE OVERALL SITE DEVELOPMENT PERMIT.

[01:35:04]

IT WOULD BE THE ROADS. NOT NECESSARILY THE INDIVIDUAL LOT.

WHEN IT COMES TO THE INDIVIDUAL LOT WHAT WHAT WE ARE INVESTIGATING IS THE

DRIVEWAYS AND THE SIDEWALKS ON BOTH LOTS. >> SO THAT'S THE SECOND SET

OF INSPECTIONS. >> YES. THAT'S CORRECT.

>> WE ALSO INSPECT THE PITCH. >> THAT IS CORRECT, THAT IS

CORRECT. >> WHATEVER IS ON THE PLANS WE'RE SEEING THAT THOSE PITCHES ARE CORRECT. IT SEEMS THAT A LOT OF THE AREAS THAT WERE HAVING A PROBLEMS THE ROADS ARE PITCHED SO WE'RE GETTING A LOT OF WATER BUILD UP AND IT'S NOT ROLLING DEPENDING ON WHICH WAY IT'S GOING. WHICH WOULD BE THE LOW POINT WHICH WOULD BE AT THE SIDEWALK WHERE IT NEEDS ARE ARE METS FROM THE HOMES TO

THE ROAD. >> WHEN IT PITCHES IT'S GOT TO PITCH IN FOUR DIRECTIONS

NOT JUST TWO. >> I WANT TO KEEP YOU TALKING BECAUSE I LIKE THE

WAY YOU'RE ANIMATED BUT YES. >> A LITTLE HARDER WHEN YOU'RE ON ZOOM.

>> CORRECT. BUT NO WE ARE CHECKING THE PITCH ON THE SIDEWALK.

IF FOR WHATEVER REASON THERE'S A LOW POINT THAT'S WHAT WE CALL --

>> I MEAN IT SOUNDS TO ME AT LEAST IN PARKLAND BAY I WASN'T AS THE A LOT OF THINGS I WITNESSED IS WE'RE GETTING A LOT OF BUILD UP IT'S NOT.

IT'S NOT HITTING YOU KNOW THE SEWER DRAINS IT'S STAYING ON THE ROADS.

DOES THAT ANYTHING TO DO IT WITH ON THE ROADS? >> THAT'S CORRECT.

YOU ARE REFERRING TO THE ROADWAY AS WE ARE TALKING ON THE SIDEWALK AREAS.

WE DEHAVE SOME AREAS WHERE -- >> WELL, IF IT STAYS UP ON THE ROAD YOU ARE GOING TO SEE SOME ON TOP OF THE ROAD BUT WE KNOW WE'RE GETTING EXTRA IN THE SIDEWALKS BECAUSE IT'S NOT YOU KNOW IT'S NOT GOING TO DRAIN IT'S STILL GOING TO LEVEL OFF THE WATER AT SOME POINT SO IT'S NOT GOING TO DRAIN ALL THE WAY DOWN. TO OUR EARLIER POINT FROM A CITY'S PERSPECTIVE, YOU KNOW, WE'VE GOTTEN CONCERNS FROM THE RESIDENTS AND WE'VE ALSO SEEN THINGS OUT IN THE FIELD. TO GO BACK TO THE PROCESS WE TYPICALLY BRING IT TO THE DEVELOPER TO THE ENGINEER JUST BECAUSE OF THE WAY OUR CODES ARE LAID OUT THEY ARE CERTIFYING THESE PROJECTS. SO THEY HAVE TO GO AND FIND A SOLUTION.

WHEN A SOLUTION COMES BACK TO US WE HAVE TO REVIEW THAT SOLUTION.

>> I'M TOTALLY WITH YOU ON THAT. I KNOW IT'S A DIFFICULT SPOT FOR US TO TRY TO COME UP WITH A SOLUTION BECAUSE THEN IF WE GIVE A SOLUTION WE'RE ON THE HOOK FOR WHATEVER THAT SOLUTION IS. SO I UNDERSTAND THAT PHILOSOPHY AND I TEND TO AGREE WITH THAT. BECAUSE AGAIN IF WE COME UP WITH A SOLUTION THE DEVELOPER WILL COME BACK AND SAY WELL, THAT'S WHAT THE CITY TOLD ME TO DO. SO I GET LEAVING THE ENGINEERING ON RECORD HOLDING THE BAG SO TO SPEAK. BUT WE GOT TO BE ABLE TO TRY TO FIGURE OUT A WAY TO DO SOMETHING SOONER. WHEN WE DO HAVE THAT WATER BUILD UP SO POWER WASH THE SIDEWALKS SO THEY CAN BE SAFELY TRAVELED UPON BECAUSE NOW PARKLAND DAY YOU GET A LOT OF RESIDUE ON THERE QUICKLY, ESPECIALLY WHEN IT RAINS AND IT'S HOT AND WHATEVER. THE SIDEWALKS BECOME VERY SLIPPERY.

-- WHAT WE HAVE DONE IS WE WENT AHEAD AS A STAFF AND WE WENT INTO BOTH COMMUNITIES WE HAVE DOCUMENTED TRY TO FIGURE OUT WHAT IT IS THAT WE CAN COME FOR THAT CONDITION? SORE I SAID IT COULD JUST BE THAT YOU HAVE TO MAINTAIN A SIDEWALK BUT IN AREAS WHERE YOU YOU HAVE THAT BUILD UP YOU WILL HAVE TO COME UP

WITH SOMETHING IN THAT LOCATION. >> WE JUST NEED TO MAKE SURE THAT WE'RE COMMUNICATING WITH THEM EARLIER IN THE PROCESS SO THAT MAYBE WE CAN CATCH SOMETHING FASTER. INSTEAD OF MAYBE WAITING SIX MONTHS AND SAYING HEY THIS

[01:40:07]

IS GOING ON I MEAN I GUESS THAT'S MORE OF A QUESTION FOR ANTHONY WHERE, WHERE DOES THE CITY HAVE RIGHTS SAY, LOOK WE RAN INTO A PROBLEM HERE WE NEED TO FIGURE SOMETHING OUT. WE NEED TO MAYBE PUT A HOLD ON SOMETHING OR WHATEVER WHAT DO WE HAVE AS A CITY TO SAY HEY, WHOA. WE ARE NOTICING SOMETHING THAT HE HAS NOTICED THREE OTHER TIMES. AND COME UP WITH A SOLUTION BEFORE WE START DOING MORE AND RUNNING INTO LARGER AND BIGGER PROBLEMS.

>> COMMISSIONER WALKER, YOU KNOW THE CITY CERTAINLY HAS THE RIGHT TO MAKE SURE THAT THE CITY CODE PROVISIONS ARE BEING ADHERED TO AND ADDRESSING THAT WITH THE DEVELOPER THAT. THE PERMITTING CONDITIONS. THE CONDITIONS THAT ARE ON THESE PERMITS ARE BEING ADHERED TO AND A DEVELOPER ADHERES TO THEM AND YOU KNOW THE REQUIREMENTS SPECIFIED OR THE APPLICABLE OTHER WATER MANAGEMENT DISTRICTS ARE BEING ADHERED TO AND THAT THAT CAN BE THE THROUGHOUT THE PROCESS.

BUT WE CAN CERTAINLY MAKE SURE THEY ARE ADHERING TO THOSE APPLICABLE CODES OTHER REPLY APPLICABLE STANDARDS THAT APPLY TO THESE PROJECTS.

>> BOTTOM LINE THIS IS THIS ULTIMATELY STARTS AS A SAFETY ISSUE BECAUSE YOU CAN'T WALK IN YOUR BACKYARD BECAUSE YOU ARE GOING TO STEP IN THREE OR FOUR INCHES OF MUD THAT CONDITIONS TO BE A -- THAT CONTINUES TO BE A SAFETY ISSUE EVEN MORE SO THAN JUST BEING A NUISANCE OR NOT BEING ABLE TO USE THE PROPERTY THAT YOU BOUGHT.

WE TRY TO ALLEVIATE THESE PROBLEMS BEFORE WE -- BECAUSE ALL WE HAD LEFT IS TO BOND MAYBE WE WANT TO CONSIDER HAVING ADDITIONAL BONDS MORE BONDS MAYBE WE HAVE A BOND HERE OR JUST MAKE THE BOND A LITTLE HIRE BECAUSE OBVIOUSLY YOU CAN ONLY HAVE THE SAME ISSUE -- TO SAY HEY THIS ISN'T RIGHT IT HAS TO AT SOME POINT FALL ON THE CITY TO MAKE SURE WE'RE PROVIDING WHAT THE RESIDENTS EXPECT WHAT WE

EXPECT IN PARKLAND. >> ARE YOU DONE LIEUTENANT WALKER.

>> YES. >> OKAY COMMISSIONER KAGAN. >> THANK YOU, MAYOR.

I WANT TO THANK SANDI IT'S REALLY IMPORTANT THAT THE RESIDENTS AS WELL AS EVERYBODY ELSE WATCHING UNDERSTANDING HOW WATER WORKS AND HOW THINGS DEVELOP AND THINGS DRAIN AND AS WE MOVE FURTHER WEST WE ARE ON THE TIP OF THE EVERGLADES.

I HAVE ACTUALLY MET WITH SOUTH FLORIDA WATER MANAGEMENT DISTRICT IN THE PAST MULTIPLE TIMES AND WATER CHANGES AND TRAVELED FROM ONE COMMUNITY TO ANOTHER COMMUNITY TO ANOTHER COMMUNITY IT CHANGES BECAUSE LAND CHANGESED FLOOD PLAINS CHANGE AND SO DOES THE ELEVATION. IT'S VERY IMPORTANT EVERYBODY UNDERSTANDS THAT EVERY SINGLE HOUSE IN FLORIDA IS IN A FLOOD ZONE.

IF ANYBODY EVER TELLS YOU YOU'RE NOT IN A FLOOD ZONE THAT'S NOT CORRECT.

YOU CAN COULD HAVE TWO HOUSE THAT'S ARE COMPLETELY THE SAME MODEL.

SAME EXACT MODEL NEXT TO ONE ANOTHER MAYBE HAS A DIFFERENT ELEVATION AT THE FRONT OF THE HOME. BUT YOU HAVE TWO MODELS NEXT TO EACH OTHER.

ONE CAN BE IN AN -- ONE WOULD BE IN AHB FLOOD ZONE AND ONE MAY REQUIRE FLOOD INSURANCE AND ONE MAY NOT. AND THAT'S ALL BASED ON THE PITCH OF THE HOUSE.

YOU CAN HAVE A HOUSE ACROSS THE STREET FROM YOU THAT HAS A COMPLETELY DIFFERENT ELEVATION. SO, I STRONGLY RECOMMEND ANYBODY NO MATTER WHO IT IS NO MATTER WHAT FLOOD ZONE YOU ARE IN TO ALWAYS HAVE FLOOD INSURANCE, FLOOD INSURANCE IS RECOMMENDED AND SOLD THROUGH AGENCIES THROUGHOUT THE COUNTRY BUT THEY'RE ALWAYS DONE THROUGH FEMA. THERE ARE SOME INDEPENDENT COMPANIES THAT DO OFFER FLOOD INSURANCE AND WITH FEMA AND ESPECIALLY DURING

[01:45:04]

HURRICANE SEASON WHERE WE HAVE SO MUCH EXCESS RAIN, ESPECIALLY IN THE LAST FEW DAYS YOU ARE GOING TO SEE A BUILD UP OF RAIN. THAT WATER DRAINS BASED ON HOW LONG IT'S BEEN THERE WHAT TIME OF YEAR IT IS AND A COUPLE OF THINGS THAT WERE NOT MENTIONED THAT I WOULD LIKE SOME DIRECTION ON A LOT OF THESE HOMES HAVE FRENCH DRAINS AND A LOT OF HOUSES IN PARKLAND NEED FRENCH DRAINS ON THE SIDES AND I BELIEVE THEY WERE PUT INTO MAR-A-LAGO. I DON'T RECALL -- BUT I KNOW WE HAVE TALKED ABOUT THEM IN PARKLAND BAY. ANOTHER THING IS GUTTERS.

WHEN YOU HAVE GUTTERS YOU HAVE TO DETERMINE WHERE THAT WATERFALLS TO DETERMINE HOW THAT WATER DRAINS. AND YES, WE HAVE PROBLEMS IN THE COMMUNITY WITH THE FLOODING WE HAVE PROBLEMS WITH WATER. BUT WE HAVE TO COME UP WITH THE SOLUTIONS AND THE BEST WAY TO SOLVE THEM BECAUSE WHAT WE DO IS ONE COMMUNITY CAN BE COMPLETELY DIFFERENT THAN WHAT WE DO IN ANOTHER COMMUNITY BECAUSE OF WHERE THE AREA OF LAND IS. JUST LIKE IN THE RANCHES YOU HAVE A COMPLETELY DIFFERENT DRAINAGE SYSTEM THAN YOU HAVE IN CYPRESS HEAD OR YOU IN FOX RIDGE.

SO WHAT MIGHT WORK IN MAR-A-LAGO MIGHT NOT WORK IN PARKLAND BAY AND MAINTAIN WORK IN HERIN BAY BECAUSE WATER MOVES IN VERY INTERESTING WAYS.

SO THE REAL QUESTION IS WHAT'S THE SOLUTIONS, HOW DO WE FIX IT, AND LEARN FROM WHAT WE'VE DONE IN THE PAST TO MOVE FORWARD BUT ALSO HAVE AN UNDERSTANDING THAT EVERY COMMUNITY, THE WATER IS GOING TO FLOW DIFFERENTLY BECAUSE THE ELEVATION, THE DRAINAGE, AS WAS SHARED THE TYPE OF SAND AND SOIL AND MUCK IS DIFFERENT IN EVERY SINGLE COMMUNITY. IT'S DIFFERENT FROM ONE END OF TOWN TO THE OTHER END OF TOWN. SO, I'M REALLY GLAD THAT THIS WAS BROUGHT UP TONIGHT BECAUSE WHAT THIS WILL THIS WILL GIVE EVERYBODY AN OPPORTUNITY TO TAKE A DEEP DIVE TO FIGURE OUT WHAT'S GOING ON AND KNOW THAT EACH COMMUNITY NEEDS A DIFFERENT SOLUTION BECAUSE EVERY COMMUNITY IS DIFFERENT. BUT WHAT WE NEED TO DO IS LOOK BACK ON WHAT WE'VE DONE AND GO FORWARD IN THE PAST BECAUSE EVERYTHING IS DIFFERENT FROM WHEN THE IT WAS BUILT TO WHAT THE ELEVATION IS AND TO WHAT IS NEEDED. SO THERE'S A LOT OF THINGS THAT HAVE TO BE LOOKED AT AND RESEARCHED AND I HAVE TO SAY YOU HAVE DONE AN OUTSTANDING JOB WITH ALL OF THE CONVERSATIONS THAT WE HAVE HAD WITH LENNAR, WITH THE RESIDENTS, WITH THE COMMUNICATION BACK AND FORTH FROM HARLOS AND BRUCE TO THE RESIDENTS AND I THINK THAT WE'RE REALLY STARTING TO MAKE POSITIVE HEADWAY. WOULD I LIKE IT TO BE QUICKER OF COURSE. WOULD THE RESIDENTS LIKE IT TO BE QUICKER OF COURSE.

BUT WHAT'S MOST IMPORTANT IT'S DONE RIGHT AND THAT IT'S DONE SAFELY.

WHAT WE HAVE TO DO IS DO WHATEVER WE CAN TO PROTECT OUR RESIDENTS.

I WANT TO THANK YOU BOTH FOR THE RESEARCH THAT YOU HAVE DONE ON ALL OF THIS BECAUSE WHAT THIS WILL DO IS THIS WILL HELP US COME UP WITH A WIN-WIN SOLUTION FOR ALL OF THE COMMUNITIES WITH RECOGNIZING THAT EVERY SINGLE ONE OF THESE IS

DIFFERENT. SO THANK YOU. >> THANK YOU COMMISSIONER I WILL OPEN TO THE PUBLIC BEFORE WE CONTINUE. I SEE NATHANIEL HAS HAD HIS

HAND UP THE WHOLE TIME. >> THANK YOU, MAYOR. AS A LONG TIME RESIDENT IN MAR-A-LAGO THIS HAS BEEN A SITUATION THAT I HAVE LIVED SINCE BEFORE MY HOUSE WAS FINISHED AND I HAVE SOME HISTORICAL KNOWLEDGE WITH REGARDS TO THIS ISSUE AND FRANKLY GIVING LENNAR LISTS OF THINGS THAT ARE PROBLEMS IS A LITTLE BIT TOO LITTLE TOO LATE AND IN MORE CIRCUMSTANCES THAN NOT IS GOING TO END UP IN A CIRCULAR FILING. LENNAR FROM REVIEWING, YOU KNOW, INFORMATION AND REGARDS FROM THE CITY -- RECORDS OF THE CITY LENNAR WAS AWARE OF POTENTIAL SIGNIFICANT DRAINAGE ISSUES IN THE MAR-A-LAGO COMMUNITY BEFORE THE FIRST HOUSE WAS PERMITTED. THEY WERE GIVEN RECOMMENDATIONS AND THEY KNEW BETTER AND IGNORED THOSE RECOMMENDATIONS. MAR-A-LAGO SUFFERED SIGNIFICANT DRAINAGE ISSUES FOR THE FIRST SEVERAL YEARS AFTER HOMES WERE BUILT IN IT AND IT REQUIRED EXTREME EFFORT ON THE PART OF THE RESIDENTS COMING TO DOZENS OF CITY COMMISSION MEETINGS, DOZENS OF PLANNING AND ZONING MEETINGS.

CONSTANTLY BRINGING TO THE CITY'S ATTENTION THE DEFICIENCIES THAT THIS DEVELOPER ALLOWED TO HAPPEN IN THIS COMMUNITY BEFORE ANY ACTION WAS ACTUALLY TAKEN BY THE DEVELOPER. THE DEVELOPER DIDN'T PROVIDE FOR THE PUMPING STATION.

DID NOT PROVIDE FOR FRENCH DRAINS IN THE COMMUNITY UNTIL YEARS AFTER RESIDENTS

[01:50:04]

WERE LIVING UNDER WATER A GOOD CHUNK OF THE YEAR. LENNAR HAS BEEN DRAGGED BEFORE THIS COMMISSION ON EASILY A DOZEN OCCASION THAT'S I HAVE BEEN PRESENT TO BE TOLD TIME AND TIME AGAIN TO BE A GOOD CORPORATE CITIZEN.

AND THEY NOD AND THEY SAY YES, OF COURSE WE'RE GOING TO BE A GOOD CORPORATE CITIZEN AND THEY WALK OUT OF THE ROOM AND THEY LAUGH. THEY LAUGH AND THEY DO NOTHING. AND IT IS TIME IN MY OPINION AS A RESIDENT IN THIS COMMUNITY THAT WE STOP ASKING LENNAR TO BE A GOOD CORPORATE CITIZEN AND WE START MAKING LENNAR BE A GOOD CORPORATE CITIZEN. I HAVE LIVED IN CAN CORAL SPRINGS IN PARKLAND SINCE I WAS 10 YEARS OLD IN 1984. CUTE DOG, STACEY.

I HAVE LIVED IN SOUTH FLORIDA IN BROWARD COUNTY SINCE 198 4.

I HAVE NOT LIVED IN A HOUSE THAT DID NOT HAVE STANDING WATER ON THE SIDES OF IT AFTER A HEAVY RAIN. I DON'T THINK ANYBODY THAT LIVES IN THIS COMMUNITY IN THIS CITY DOES NOT EXPECT GRASS TO BE WET AFTER A HEAVY RAIN.

I DO EXPECT THAT 72 HOURS AFTER A HEAVY RAIN A NORMAL HEAVY RAINSTORM THAT THE SIDE OF MY HOUSE NOT BE QUICKSAND. THAT THE SIDEWALKS THAT WE WALK ON NOT BE A SLIP HAZARD BECAUSE OF ALGAE GROWTH BECAUSE OF STANDING WATER THAT WILL STAND ON SIDEWALKS FOR DAYS AFTER A RAINSTORM. NOW I AM NOT HERE TO SAY THAT THERE IS A DEFICIENCY IN THE CODE. I'M NOT HERE TO SAY THERE'S NOT A DEFICIENCY IN THE INSPECTIONS. I AM HERE TO SAY THAT THERE'S A DEFICIENCY IN THE DEVELOPER BUT THERE'S A DEFICIENCY IN OTHER PLACES AS WELL. AND IF THE CITY IS JUST GOING TO HAVE LENNAR GET LIFTS AND BE TOLD OF PROBLEMS AND EXPECT THEM TO DO ANYTHING ON THEIR OWN WITHOUT BEING MADE TO WE ARE ALL JUST KIDDING OURSELVES. I HAVE BEEN IN EVERY COMMUNITY IN THIS CITY. THERE IS NOT ANOTHER COMMUNITY OTHER THAN THE ONES BUILT BY LENNAR IN PARK LANNED THAT ARE ON STANDARD CITY SEWERS THAT FACE THE SAME DRAINAGE AND FLOODING ISSUES AS THE ONE THAT'S ARE IN THE -- AND THE STEREO NEEDS OR THIS CITY AND CITY COMMISSION AFTER THAT WILL ALL BE FACED SAME LINES OF RESIDENTS COMPLAINING ABOUT THE SAME THINGS THAT YOU HAVE HEARD COMPLAINTS ON SINCE 2013 AND 2014 FROM MAR-A-LAGO RESIDENTS.

AND IF NO ONE IS GOING TO DO ANYTHING ABOUT THEN SOMEBODY SHOULD JUST BE HONEST TO THE RESIDENTS AND TELL THEM THAT THEY'RE GOING TO LIVE IN THE SOMEWHAT LOST SUNKEN COMMUNITY OF ATLANTIS BECAUSE THAT'S WHAT HAS HAPPENED.

IT TOOK FORCE AND EFFORT TO GET LENNAR TO PUT IN THE MILLIONS OF DOLLARS THAT THEY HAD TO PUT IN TO MAR-A-LAGO TO FINALLY GET THE SOLUTION THAT SOLVED MOST OF THE PROBLEM. IT DIDN'T SOLVE ALL OF THE PROBLEMS. FOR YEARS EVEN AFTER THAT WE DEALT WITH SITUATIONS WHERE HEAVY RAINS WOULD CAUSE ROADWAYS TO CAVE IN WITH MASSIVE POTHOLES DUE TO DRAINAGE ISSUES.

THERE IS NO REASON THAT ANY COMMUNITY THAT IS ON A STANDARD CITY SUER SYSTEM SHOULD HAVE TO DEAL WITH THIS SITUATION. IT'S FRANKLY UP TO THE CITY TO FORCE THE ISSUE OR JUST DEAL WITH THE RESIDENTS CONSTANTLY COMING BACK AND BACK AND BACK AT YOU. SO THANK YOU VERY MUCH I APPRECIATE THE TIME.

>> THANK YOU. NEXT KAREN JOHNSON HAD HER HAND UP I WILL ASK EVERYBODY

TO KEEP THE PUBLIC COMMENTS TO THREE MINUTES, PLEASE. >> HI, EVERYONE.

I LIVED IN MAR-A-LAGO 2014 TO 2018 AND -- A LOT OF THE ISSUES THAT WE HAD IN MAR-A-LAGO WE ARE EXPERIENCING. THEY ALSO HAVE THE SAME ISSUE IN TOM PARK WITH THE MUDDY SIDES JUST TO MENTION THAT.

ABOUT YOU THE WE HAVE THAT FRENCH DRAINS PUT IN BUT VERY SIMILAR ISSUES IT LOOKS NOT REFLECTISH OF THE PICTURES. YOU CAN'T EVEN WALK YOUR DOG. THERE'S MOSS CONSTANTLY FLOWING IT'S A DANGER AND A HAZARD TO EVERYONE. SO WE HAVE GONE TO CITY MEETINGS THIS IS WHY -- I'M ALSO A REALTOR BY PROFESSION AND I HAVE A HOUSE IT'S A CASH DEAL THE PEOPLE CALLED ME UP IN A PANIC BECAUSE THEY'RE MECHANICS THEY HEARD ALL THE HOUSE ARE SANKING.

[01:55:07]

IT'S AFFECTING ALL OF US ALL VALUES ALL PROPERTIES BUT YET THE BUILDER DOESN'T LISTEN. SO WE HAVE GONE IN A NICE WAY.

WITH VERY GONE WE DON'T WANT TO GO TO PUBLIC OR SOCIAL MEDIA BECAUSE THEN IT AFFECTS ALL OF US IN OUR CITY. SO WE TRY TO APPROACH IT AND THERE'S NO WAY BECAUSE THEY'RE THE BIG BAD VOICE IN TOWN THAT HAVE CONTROL OVER EVERYTHING BECAUSE THE SAME PROBLEM THAT WAS MADE IN MAR-A-LAGO.

THERE HAS TO BE PENALTIES OBVIOUSLY WE LIVE HERE WE SEE EVERY DAY WHAT'S GOING ON. PROBLEMS JUST DON'T GO AWAY. SO 100% AGREE WITH NATHENLE.

THANK YOU. >> THANK YOU. >>.

>> I THANK YOU, MAYOR. AND CONGRATULATIONS ON YOUR NEXT ENDEAVOR.

AS THE PRESIDENT OF THE H.O.A. FOR MAR-A-LAGO STATES I KNOW NATHANIEL PRETTY MUCH SUMMED IT UP. THE ONLY THING I WANT TO ADD IS I APPRECIATE, YOU KNOW, 100 YEAR STORM AND FLOOD INSURANCE AND WHAT NOT. THAT, THAT MAY OR MAY NOT BE NECESSARY FOR YOU KNOW ALL COMMUNITIES. BUT WE DON'T HAVE A PROBLEM WITH THE SEWERS BEING BACKED UP. I THINK AT THE APPROPRIATE TIMES AS THEY LOWER THE SYSTEM THE PROBLEM IS THE SURFACE WATER SITTING ON TOP OF OUR LAWNS, SPECIFICALLY IN BETWEEN THE HOUSES, THE BACKYARDS, THE DRAINAGE FROM THE GET-GO WAS ABSOLUTELY HORRIBLE. I CANNOT USE MY BACKYARD AND I CANNOT USE MY SIDE YARDS AND EVERY TIME I GO OUT TO THE SIDE YARD MY MY SNEAK COMMERCE BACK MUDDY. I'M ONE PERSON OUT OF 520 HOMES THAT THIS HAPPENS TO.

LENNAR AND I WANT YOU TO LOOK INTO THIS IF YOU HAVEN'T ALREADY.

LENNAR AT ONE POINT WAS GOING TO PUT FRENCH DRAINS IN.

THEY MAY HAVE STARTED PUTTING FRENCH DRAINS IN BUT WE DON'T HAVE TRADITIONAL FRENCH DRAINS I THINK AT SOME POINT THEY GAVE UP ON THE TRUE FRENCH DRAINS WHICH IS THE WRAPPED WITH THE SAND AND THE ROCK. I THINK THEY GAVE UP AND THEY STARTED PUTTING IN -- ROUND SOLID PIPE THAT GOES BETWEEN THE TWO HOMES AND AT ONE OR ANOTHER SIDE OF THE END OF THAT THE FORCE OF THE WATER BUT THE PIPE REMAINS FULL OF WATER. WE HAVE MOSQUITOES WE GOT A LOT OF COMPLAINTS ABOUT BUGS AND THE GRASS IS ALWAYS WET AROUND THOSE YARDS. THEN THE YARD DRAINS GET CLOGGED UP WHEN THE LAWNS GET CUTS. WHATEVER THEY DID TO FIX THEY REALLY DIDN'T FIX. ONE LAST THING IS I DO BELIEVE AS A GENERAL CONTRACTOR BUILD ANDER WHO HAS BUILT HUNDREDS OF HOMES WHEN I WENT INTO A CITY TO BUILD IF I DIDN'T DO THE RIGHT THING I DIDN'T GET A C.O.

I BELIEVE THAT THE BUILDING DEPARTMENT, ENGINEERING DEPARTMENT HAS THE POWER THEY HAVE THE BADGE THEY HAVE THE POWER TO ENFORCE AND THEY'RE NOT DOING IT.

AND YOU HAVE YOU KNOW ONGOING PROJECTS, HAVE YOU PROJECTS COMING UP.

I WOULD SEND A MESSAGE LOUD AND CLEAR TO LEONARD -- LENNAR SINCE THEY SEEM TO BE THE BIG DEVELOPER IN THIS CITY RIGHT NOW. A MESSAGE LOUD AND CLEAR

THAT THIS WILL NOT BE TOLERATED JANUARY MORE. >> THANK YOU.

>> NATHENLE SAID IF MY TIME IS UP. >> YES.

>> THANK YOU. >> ROBIN SHAWL. THREE MINUTES PLEASE.

>> HELLO I'M ROBIN SHAWL A LOT OF YOU KNOW ME AS ROBIN FRIEDMANFUL I WAS THE FIRST PERSON TO SIGN A CONTRACT WITH LENNAR WITH MAR-A-LAGO I WAS ONE OF THE FIRST RESIDENTS TO MOVE IN. I LIVE ON CAT TAIL RUN. THIS IS NOT A PROBLEM OF THE PAST. I WAS APPALLED, I LISTENED TO THE MAYOR DEBATE A COUPLE WEEKS AGO AND I APPALLED TO HEAR THAT THE SAME PROBLEMS THAT ARE STILL OCCURRING IN MAR-A-LAGO ARE HAPPENING IN PARKLAND BAY. I REACHED OUT TO COMMISSIONER WALKER AND COMMISSIONER KAGAN TWO. WEEKS AGO I SENT PICTURES TO THE COMMISSION ER WITH THE MUCK ON THE SIDEWALKS, IN THE COMMON AREA, ALL OVER CAT TAIL RUN. I HAVE SPECIFIC ADDRESSES. MY HUSBAND SLIPPED ANOTHER DAY BECAUSE A LOT OF NEIGHBORS FALL. THE WATER DOES NOT DRAIN FROM THE SIDEWALK OR THE FRONT YARDS IT'S NOT JUST THE SIDE AND A BACK ISSUE IT'S THE FRONT YARD. I CAN POINT OUT 9190 CAT TAIL RUN, 9120, 9210.

[02:00:07]

IT IS AWFUL. I DID SEND PICTURES. I HAVE BEEN FIGHTING WITH LENNAR FOR ALMOST SEVEN YEARS IT WILL BE SEVEN YEARS IN FEBRUARY SINCE I'VE BEEN LIVING HERE. I HAVE THE FRENCH DRAINS, I GOT THEM.

BUT MY YARD IS STILL NOT DRY. I KNOW THERE WAS A TURNOVER TO THE H.O.A. I KNOW THE H.O.A. HAS BEEN TRYING TO WORK THIS OUT.

I DON'T KNOW WHAT COULD BE DONE AT THIS POINT I KNOW THERE'S A BOND OUT THERE BUT THIS ISSUE HAS NOT GONE AWAY IT'S DANGEROUS. IT'S JUST DISGUSTING.

I'M ON STEROIDS RIGHT NOW BECAUSE I'M ALLERGYIC TO MOLD AND THERE IS MOLD ALL UP AND DOWN THE STREET. IT'S A SAFETY ISSUE. IT'S A HEALTH ISSUE AND I JUST CAN'T BELIEVE THAT THEY'RE BUILDING MORE AND MORE AND MORE HOUSES AND NONE OF THIS HAS BEEN SOLVED AT THIS POINT AND I DON'T KNOW WHAT YOU CAN DO TO SOLVE A PROBLEM IN MAR-A-LAGO AND ESPECIALLY ON CAT TAIL RUN.

>> THANK YOU. SEEING NOBODY ELSE FROM THE PUBLIC I WILL CLOSE TO PUBLIC. I JUST LIKE TO MAKE A FEW COMMENTS HE ASKED FOR THIS TO BE ON THE AGAIN DID -- AGENDA TONIGHT BECAUSE WE ARE IT'S LIKE ZUV ALL OVER AGAIN -- DEJA VU ALL OVER AGAIN. TO THINK THAT HAVING A TALK WITH CARLOS AND TO TALK ABOUT -- LIKE THAT'S GONG TO MAKE A DIFFERENCE.

WE WERE HERE SEVEN YEARS AGO AND I'M NOT SURE WHY WE THINK DOING THE SAME THING OVER AND OVER AGAIN WILL YIELD A DIFFERENT RESULT. ANYBODY WHO IS SAYING THAT IT WILL IS EITHER DELUSIONAL OR ISN'T UNDERSTANDING WHAT THE ISSUE IS.

THERE HAS TO BE SOMETHING THAT THE CITY CAN DO FROM A PROCESS PERSPECTIVE, FROM A CODE PERSPECTIVE, SOMETHING THAT CAN BE DONE TO MAKE SURE THAT LENNAR ACTS LIKE A GOOD CORPORATE CITIZEN. WE WENT THROUGH THIS WHEN IT WAS THE BUILDING OF THE CLUBHOUSE AND THEY DIDN'T ADHERE TO THE TIME FRAME. THEN WE WENT SAT DOWN WITH THEM AND CAME UP WITH A TIME FRAME WITH THEM THAT THEY AGREED TO AND THEY COULDN'T KEEP UP WITH. THAT WE HAVE EXACTLY THE SAME ISSUES.

TO SAY EVERY HOUSE IS DIFFERENT AND EVERY WATER IS DIFFERENT I MEAN THAT IS ABSOLUTELY ABSURD, IN MY OPINION. BECAUSE WHY DO WE NEED ENGINEERS THEN IF WE HAVE TO GO TO EVERY HOUSE AND LOOK AT EVERY DIFFERENT SITUATION BECAUSE WE CAN'T FIGURE OUT WHAT THE DRAINAGE IS GOING TO BE LIKE.

I'M NOT AN ENGINEER BUT EVEN I CAN SAY OH I WILL JUST GO TO THIS HOUSE AND I WILL CHECK. THAT'S WHY WE HAD THESE PROCESSES IN PLACE WE SHOULD BE LEARNING FROM THE MISTAKES THAT WERE MADE IN THE PAST WITH LENNAR.

UNTIL THIS CITY AND OUR STAFF AND OUR DEPARTMENT HEADS START REALLY HOLDING THEM ACCOUNTABLE I MEAN LAST TIME LENNAR WAS IN FRONT OF US WAS IN AUGUST.

WHERE ONCE AGAIN THERE WAS AN AMENITY -- THEY WERE STILL ASKING FOR ADDITIONAL PERMITS. THE COMMENT IS THEN THAT THEY WERE BEING THREATENED.

THEY WERE NOT BEING THREATENED THEY WERE ASKED TO ADHERE.

THEY WERE ASKED TO ADHERE TO A AGREEMENT THAT THEY AGREED TO.

TO BE SAYING WELL, THIS DIDN'T WORK OUT AND THAT DIDN'T WORK OUT SO WE'RE GOING GIVE THEM ANOTHER LIST. WELL, THEY STILL HAVE A LIST FROM MAR-A-LAGO NOW FROM MAR-A-LAGO CASCADA AND FROM PARKLAND BAY IT AND KEEPS HAPPENING OVER AND OVER AGAIN. TO THINK WE'RE HAVING A DISCUSSION WITH THEM AND ANYTHING IS GOING TO CHANGE NOTHING HAS BEEN DIFFERENT IN THE SEVEN YEARS. SO, AT SOME POINT THIS CITY AND I WANTED TO BRING THIS UP AT THIS MEETING BECAUSE THERE IS ANOTHER COMMISSION AND I DON'T WANT THEM TO SAY LIKE WE'RE HEARING SOME STUFF TONIGHT LIKE THEY DON'T KNOW ANYTHING ABOUT THIS. WE DO KNOW ABOUT THIS AND WE EITHER GET BETTER SYSTEMS IN PLACE OR WE GET A BETTER STICK BECAUSE THE CARROT DIDN'T WORK SEVEN YEARS AGO AND IT'S NOT GOING TO WORK NOW. ANYBODY WHO IS TELLING YOU THE CARROT IS GOING TO WORK NOW AND THEY'RE GOING TO BE GIVEN A LIST AND DO IT HAS NOT LEARNED. WHEN SOMEBODY SHOWS WHO YOU -- YOU THEY ARE YOU BELIEVE THEM. WE ARE NOT ON THE FIRST OR THIRD TIME.

SO I AM ASKING VERY STRONGLY ONCE AGAIN AND I HAVE NOTICED LENNAR HAS NOT COME IN FRONT OF US I'M SURE THEY'RE WAITING THEIR TIME FOR THEIR PREFERED CANDIDATES TO BE UP BUT I AM HOLDING THIS CITY I'M PUTTING THE CITY ON NOTICE, I'M PUTTING THE FUTURE COMMISSION ON NOTICE AND I'M PUTTING THE RESIDENTS ON NOTICE THIS IS NOT OKAY ANY MORE AND WE CANNOT KEEP HAVING DEVELOPMENT THAT'S ARE GOING TO GET BUILD WE'RE HAVING THESE SAME ISSUES OVER AND OVER AGAIN.

THE WEDGE WE HAVE LENNAR PROBABLY COMING IN FRONT OF THE FUTURE COMMISSION FOR THE ADDITIONAL ACREAGE THAT'S OUT THERE THE 60 SOMETHING, 70 SOMETHING ACRES WHAT'S GOING TO BE DIFFERENT NEXT TIME. WHAT'S GOING TO BE DIFFERENT

[02:05:02]

NEXT TIME. THAT'S HOW WE HAVE TO START THINKING NOW OF WHAT MECHANISMS CAN BE PUT IN PLACE AS NATHANIEL SAID MAKE LENNAR BE A GOOD CORPORATE

PARTNER. COMMISSIONER WALKER. >> YOUR 100% RIGHT MAYOR.

THAT'S WHY I ASK ANTHONY WE NEED TO KNOW FROM THE CITY PERSPECTIVE WHAT TOOLS WE HAVE TO ENFORCE YOU KNOW CERTAIN THINGS TO MAKE SURE THE DEVELOPER IS DOING WHAT THEY'RE SUPPOSED TO BE DOING. AND WHEN WE COME INTO IT A SITUATION WHERE THERE'S WATER OR WHATEVER IT IS WE CAN STOP AND SAY WHOA WE GOT TO PUT THE BRAKES ON AND YOU NEED TO FIX THIS OR YOU NEED TO COME UP WITH A SOLUTION BEFORE YOU MOVE FORWARD. WE CAN'T JUST SAY OH, WELL, YOU KNOW WE ISSUED THE PERMIT SO WE GOT TO GO AHEAD AND MOVE FORWARD. WE'LL MAKE THE CHANGES LATER BECAUSE AGAIN LENNAR'S A BIG CORPORATION THEY WILL PUSH THIS ON AND ON AND ON TILL ETERNITY UNTIL WE GET SO EXHAUSTED WE GIVE UP THAT'S WHAT THEY DO.

THAT'S NOT ACCEPTABLE. WHAT TOOLS DO WE HAVE TO ENFORCE THEIR BUILDING

THINGS PROPERLY FOR THE RESIDENTS IN PARKLAND. >> VICE MAYOR DE BLASIOSON.

>> I -- VICE MAYOR, MAYORSON I WOULD LIKE TO MAKE A MOTION WE PUT A MORATORIUM ON PERMITS IN THE WEDGE FOR AT LEAST THE NEXT 180 DAYS SO WE CAN FIGURE OUT WHETHER OR NOT WHAT WE NEED TO DO, HOW WE NEED TO CHANGE OUR CODES SO WE CAN HAVE THOSE

CONVERSATIONS. THAT'S MY MOTION. >> I WILL SECOND THAT.

>> VICE MAYOR, COMMISSIONER WALKER, IF YOU WOULD, YOU KNOW I JUST WANT TO BE ABLE TO LOOK INTO THE LEGALITIES OF ALL THAT. I UNDERSTAND WHERE YOU ARE GOING WHERE THE DIRECTION IS AND I CAN ASSURE YOU I WILL BE SITTING DOWN WITH STAFF AFTER THIS MEETING TO LOOK AT ALL THE VARIOUS ENFORCEMENT MECHANISMS AND TOOLS. BUT I DON'T WANT YOU TO LEAVE HERE WITH THE UNDERSTANDING THAT MORATORIUM IS GOING TO GO IN PLACE WITHOUT, YOU KNOW, UNDERSTANDING THAT IT WILL BE ENFORCEABLE WE ARE WITHIN THE LEGAL BOUNDS OF BEING ABLE TO DO SO. I JUST WANT TO MAKE THAT COMMENT BUT I CERTAINLY HEAR

ALL OF AND YOU WHAT YOU'RE LOOKING FOR. >> SO ANTHONY IF WE HAVE A MOTION AND A SECOND CAN WE DO IT WITH YOU THEN LOOKING INTO THE LEGALITIES OF IT?

>> YEAH, I GUESS YOU CAN COULD SAY SUBJECT TO YOU KNOW SUBJECT TO CITY ATTORNEY REVIEW OF WEATHER WHETHER IT'S LEGAL AND RECOMMENDED I WOULD LIKE TO I WOULD LIKE TO HAVE A DISCUSSION WITH YOU GUYS AFTER LOOKING INTO IT.

>> SO I WOULD LIKE TO MAKE THAT MOTION WITH THE CAVEAT AS ANTHONY SAID YOU GUESS

LEGALLY ENFORCEABLE IS THAT HOW YOU WANT TO PHRASE IT? >> YEAH.

I MEAN, SUBJECT TO CITY ATTORNEY REVIEW FOR LEGALITY AND RECOMMENDATION.

>> SO SUBJECT -- GIVING THE ABILITY TO COME BACK TO YOU GUYS AND I KNOW WE HAVE AN ELECTION COMING UP BUT GIVE ME THE ABILITY TO COME BACK TO YOU GUYS IF NEEDED TO

HAVE YOU KNOW FURTHER DISCUSSION. >> OKAY.

>> I MAKE THAT. THEN I MAKE THAT MOTION. >> I WILL SECOND THAT.

AND THE SECOND. THEN WE STILL HAVE COMMENTS BY COMMISSIONER KAGAN.

>> I'M JUST A LITTLE CONFUSED ABOUT SOMETHING AND I WOULD LIKE A CLARIFICATION AND I WOULD LIKE IT RIGHT NOW, ANTHONY. SO WE'VE HAD THIS CONVERSATION PRIVATELY MULTIPLE TIMES. I'VE HAD THIS CONVERSATION WITH ANDY MULTIPLE TIMES, ANDY IS NOT ON. I HAVE SPOKEN TO SWANDAY AND NANCY. I HAVE BEEN TOLD MORE TIMES THAN I CAN COUNT THAT WE CAN'T LEGALLY DO THAT BECAUSE OF WHATEVER LEGAL JARGON YOU HAVE SHARED WITH ME OR ANDY HAS SHARED WITH ME. IN THE BEGINNING AND I WANT EVERYBODY TO UNDERSTAND THIS CLEARLY IN THE BEGINNING WHEN MAR-A-LAGO STARTED EVERYTHING WAS DONE BASEDDED ON C.O.S. WHEN IT WAS DONE BASED ON C.O.S IT HURT THE PEOPLE WHO WERE ABOUT TO MOVE, AND HAVE NO PLACE TO LIVE AND GET

[02:10:05]

THEIR CHILDREN INTO SCHOOLS. SO WE WERE AWARE THAT THERE WERE ISSUES BUT WE DIDN'T WANT TO HURT THE PEOPLE THAT WERE MOVING IN BECAUSE NOT EVERY SINGLE HOUSE HAD AN ISSUE AND PEOPLE NEEDED TO MOVE IN TO THEIR HOME. THAT WHAT'S WE WENT FROM GOING FROM C.O.S TO PERMITS BECAUSE PERMITS, IF YOU UNDERSTAND DEVELOPMENT, DO NOT AFFECT A NEW BUYER ABOUT TO CLOSE ON THEIR HOME. I'M CONFUSED BY COUNCIL RIGHT NOW AND BY STAFF BECAUSE AS THE MAYOR DID SHARE, BECAUSE WE'VE BEEN SERVING ON THE DAYAS FOR A LONG TIME TOGETHER, AS WELL AS SEVERAL OF US THAT HAVE ALL BEEN AND I THINK IT'S VERY UNFAIR TO SAY THAT THIS IS A CITY PROBLEM WHEN THIS IS SOMETHING WE HAVE BEEN TRYING TO RESOLVE FROM DAY ONE.

WE HAVE BEEN IGNORING THE RESIDENTS BECAUSE WE HAVE IGNORED THE RESIDENTS.

I DON'T WANT TO BE PUT IN A POSITION TO SAY I HAVE BEEN IGNORING THE RESIDENTS BECAUSE I HAVE BEEN OUT THERE, I SPEAK TO THE RESIDENTS, I SPEAK TO OUR TEAM, I SPEAK TO OUR LAWYERS AND I'M JUST A LITTLE CONFUSED AS TO WHY NOW YOU ARE SAYING WHY WE WESTERN GIVEN THIS AS THE GO-AHEAD SEVEN YEARS AGO, SEVEN SIX, THREE, AND ALL THE CONVERSATIONS WE'VE HAD NOW. SO IS THIS HAPPENING BECAUSE THIS IS AN ELECTION. ARE THINGS BEING SAID NOW BECAUSE THERE'S AN ELECTION I THINK THAT'S A VERY UNFAIR POSITION TO PUT THE HOMEOWNERS IN AND TO PUT EVERYBODY ELSE ON THE DAYAS IN. SO I DO FEEL THERE'S A SAFETY ISSUE THERE HAS BEEN A SAFETY ISSUE THIS HAS BEEN A CONCERN FOR MANY, MANY YEARS BUT THE THINK WHAT THIS IS BEING HANDLED RIGHT NOW I THINK IS VERY WRONG.

THIS IS BEING MADE AN ELECTION ISSUE INSTEAD OF AN ISSUE ABOUT THE RESIDENTS AND ALL OF THE GOOD THINGS THAT WE HAVE DONE THAT ARE NOT BEING ADDRESSED WHEN TO SAY THAT JUST HAVING A CONVERSATION ISN'T GOING TO SOLVE THINGS BUT A CONVERSATION STARTS THINGS GET THINGS SOLVED. SO TO SAY THAT WE HAVE DONE NOTHING FOR EIGHT YEARS THAT'S NOT FAIR. SO SAY THAT THE RESIDENTS ARE HAVING A PROBLEM OH, YES THAT'S FAIR. THAT'S BEEN SOMETHING THAT WE HAVE BEEN TRYING TO SOLVE. AND COUNCIL ACCOUNT BOTH COUNCILS WE WERE TOLD THAT WE COULD NOT COME ON THIS DAYAS WHICH IS WHAT I'M GOING TO DO RIGHT NOW AND SAY WHAT HAPPENS IN MAR-A-LAGO AND PARKLAND BAY AND WHAT HAPPENS IN 69 ACRES AND THAT WE CAN'T CO-MINGLE THEM BECAUSE IT WASN'T LEGAL.

SO NOW WHY AM I BEING TOLD THAT IT'S POTENTIALLY LEGAL WHEN I HAVE BEEN SCREAMING ABOUT THIS FOR YEARS? MY QUESTION WHY IS IT CHANGING NOW BECAUSE THERE'S

AN ELECTION? >> ANTHONY? >> THANK YOU, MAYOR.

IF I CAN JUST ADDRESS SOME OF THAT. AT LEAST SOME OF THAT WAS POINTED TOWARDS ME. OBVIOUSLY I RAISED A CONCERN ABOUT JUST DOING THAT BY MOTION COMMISSIONER KAGAN BECAUSE I LIKE TO RESEARCH AND GET INTO IT GENERALLY MORATORIUMS HAVE TO BE DONE VIA ORDINANCE FIRST. SO WHAT I WILL RECOMMEND AFTER THIS DISCUSSION IF YOU ARE GOING TO MAKE A MOTION YOU WANT THE CITY ATTORNEY'S OFFICE TO LOOK AT SOMETHING. THAT YOU ASK ME TO RESEARCH THE PROPER WAY TO DO THAT AND THE LEGALITIES OF DOING THAT AND I UNDERSTAND THAT YOU MAY HAVE HAD FORMER DISCUSSIONS I GET THAT SO BEFORE TAKING A STEP LIKE THAT I WROUL WANT TO FULLY RESEARCH. WHOEVER IS ON THE DAYAS AT THAT POINT BEFORE MOVING

FORWARD. >> OH, MY GOD. >> SO I DIDN'T WANT TO GIVE

THE IMPRESSION. >> WHAT WAS BEING ASKED. >> YOUR VOICE IS OPEN.

>> BOTTOM LINE FOR ME, IS PROTECTING THE COMMUNITY AND PROTECTING THE RESIDENTS.

BUT WHEN I HEAR ONE THING FROM ONE ATTORNEY, ONE THING FROM ANOTHER ATTORNEY, ONE THING FROM ONE CITY MANAGER, AND ONE THING FROM ANOTHER CITY MANAGER WHEN I'VE BEEN SCREAMING ABOUT THIS FOR EIGHT YEARS AND THEN I LOOK LIKE I'M NOT DOING ANYTHING THIS TO ME IS ELECTION NONSENSE AND WHEN THE BOTTOM LINE IS WE SHOULD BE LOOKING AT THE SOLUTIONS FOR THE RESIDENTS. THAT'S IT.

[02:15:03]

THE SOLUTIONS FOR THE RESIDENTS. >> THANK YOU.

COMMISSIONER KAGAN. COMMISSIONER CUTLER. >> SO, I HAVE SOME GRAY ISSUES THE LEGALLY OF MORATORIUM MOTION AS WELL. SO I THINK THAT IT WILL BE VERY PRUDENT FOR THE CITY TO ALLOW THE CITY ATTORNEY TO HAVE SOME TIME TO EVALUATE THE PROPRIETY FROM A LEGAL PERSPECTIVE OF A CITY COUNCIL MOVING FOR A BUILDING MORATORIUM THAT MAY NOT BE WITHIN OUR PURVIEW NUMBER ONE.

NUMBER TWO, YOU KNOW I THINK WE NEED TO BE SOLUTION-ORIENTED AS WELL.

IT IS VERY EVIDENT FROM THE HISTORY THAT WE'RE DEALING WITH AND THE COMMUNITIES ALL FOCUSED ON THE SAME PINDIVIDUAL DEVELOPER THAT WE'VE GOT AN ISSUE WITH THAT DEVELOPER I KNOW THAT FROM THE STANDPOINT OF CITY'S PERSPECTIVE WE'RE GOING OUT DOING OUR INSPECTIONS. YOU HAVE YOUR OTHER ENTITIES ALSO DOING THEIR INSPECTIONS AND I AM PRESUMING THAT THEY HAVE DONE THEIR DUE DILIGENCE IN REGARDS TO THOSE INSPECTIONS SO THAT IT THEN PASSES ONTO THE DEVELOPER.

BUT WE ARE STAGING OUR INSPECTIONS SO ANY TIME THROUGHOUT THOSE STAGES WE SHOULD BE FOCUSING ON ISSUES THAT WE HAVE SEEN COME BEFORE US IN THE PAST.

ENGINEERING CRIT CALLING ISSUES THAT HAVE COME BEFORE US IN THE PAST AND MAKING SURE THAT THEY ARE BEING RESOLVED TIMELY NOT WAITING FOR TWO YEARS DOWN THE ROAD WHEN WE KNOW THIS KIND OF ISSUE IS GOING TO PERCOLATE AS SOON AS WE GET LIKE A BIG RAIN OR SOMETHING LIKE THAT. SO FROM THE CITY'S PERSPECTIVE THE FIRST FOCAL POINT HAS TO BE ON INITIAL WORKING WITH THE DEVELOPER AND THE COMMUNITIES THAT ARE BEING BUILT TO MAKE SURE THAT FROM AN INSPECTION STANDPOINT WE ARE FOCUSING ON THE NEEDS THAT MAY DEVELOP DOWN THE ROAD. BECAUSE WE KNOW WHAT THOSE PROBLEMS ALREADY ARE. BEYOND THAT, WITH RESPECT TO WHAT IS ALREADY HAPPENED AND THE PEOPLE THAT ALREADY HAVE THEIR HOMES AND ARE HAVING ISSUES.

ANTHONY I HATE TO ASK YOU AGAIN, BUT THERE IS A SECONDARY LEGAL ISSUE THAT WE'RE DEALING WITH NOW AND THAT IS IN THE TIME FRAME BEFORE THE DEVELOPER HAS INTENDERED THE PROPERTY OVER TO THE H.O.A.S THEN THE TIME FRAME AFTER THAT HAS OCCURRED WHAT ARE THE CITY'S LEGAL RIGHTS VIS-A-VIS DEVELOPMENT AND/OR WHAT ARE THE RESPONSIBILITIES OF EITHER THE OWNERS WITH THE DEVELOPER OR THE HOMEOWNERS ASSOCIATIONS WITH THE DEVELOPER RELATIVE TO PROBLEMS AND ISSUES.

WHERE DO THEY GO TO AFFECTIONATE THE WARRANTY ISSUES THAT THEY HAVE.

WHERE DO THEY GO TO EFFECT IT A WHETHER OR NOT THE BOND ISSUES THEY HAVE BEEN PLACED BY THE DEVELOPER ARE FOREFITTED AND OR UTILIZED FOR PURPOSES FOR PUTTING TOGETHER THE REMEDY THAT'S THEY NEED TO FIX THESE PROBLEMS. AND AT THE END OF THE DAY, I THINK IT WOULD BE INCUMBENT UPON THE CITY AND THE CITY MANAGEMENT AND THE CITY ENGINEERING STAFF TO CALL THIS DEVELOPER TO THE TABLE AND HAVE THEM SIT DOWN IN MEETING. I I KNOW WE CAN'T PROBABLY IF WE'RE GOING TO DO A SIT DOWN CITY MANAGEMENT LEVEL CONVERSATION WITH THIS DEVELOPER. WE CAN'T DO IT OUTSIDE OF SUNSHINE IF THE REST OF THE COMMISSION IS GOING TO BE ON BOARD. BUT SOMEBODY NEEDS TO SIT DOWN WITH THEM. TELL THEM THAT THIS COMMISSION AND THE NEXT COMMISSION COMING FORWARD IS NOT GOING ROLL OVER ANY MORE ON ANYTHING THAT THEY'VE CONSIDERED MORATORIUM THAT'S THEY'VE CONSIDERED THE POSSIBILITY OF BRINGING LEGAL ACTION THEY HAVE ARE ASKED THE POSSIBILITY. THAT THESE PEOPLE HAVE FOR THE PURPOSE OF DOING REMEDYING FOR WHATEVER THE HOMEOWNERS NEED.

AND ALL OF THESE LEGAL ISSUES NEED TO BE SOMETHING HAS BEEN A PRIORITY RIGHT NOW BECAUSE LOOK AT THE RAINS WE HAVE BEEN DEALING WITH FOR TWO DAYS NOW.

BUILDINGS AND THAT WILL BE DONE REALLY MINDFUL OF THAT AND MOVING FORWARD.

I THINK IT'S SOMETHING -- THAT WOULD BE THE REALLY GOOD STICK ONE PROBLEM I SEE IT WITH IS THAT WE DO WANT THEM TO FINISH THE ROUNDABOUT IF WE'RE GOING TO PUT A MORATORIUM OF BUILDING DOES THAT MEAN THEY STOP BUILDING THAT AS WELL?

[02:20:04]

SO WE MAY NEED TO HAVE THE LANGUAGE TWEAKED AND THE MOTION TO MAKE SURE THAT THINGS THAT THEY'RE SUPPOSED TO BE BUILDING GET DONE VERSUS THE RESIDENTS AND STUFF LIKE THAT. SO I JUST WANT TO MAKE SURE THAT WE'RE CLEAR ON THAT

FROM A LEGAL PERSPECTIVE WE HAVE A GOOD UNDERSTANDING. >> VICE MAYOR.

>> MY MOTION. >> YEAH, SORRY. >> I WOULD LIKE TO PLACE A MORATORIUM ON CLEARLY BUILDING PERMITS IN THE WEDGE AREA FOR THE NEXT 180 DAYS SUBJECT TO ATTORNEY REVIEW AND THAT THE ATTORNEY BRING OPTIONS AND

RECOMMENDATIONS FORWARD THAT ARE LEGALLY SUFFICIENT. >> DO YOU WANT TO ALSO ADD TO YOUR MOTION ABOUT STAFF BRINGING ALSO OPTIONS FORWARD ABOUT FUTURE --

>> AS WELL AS OF IT BRINGING OPTIONS FORWARD. >> YES.

I WILL ABSOLUTELY SECOND THAT. >> OKAY WE HAVE A MOTION BY VICE MAYOR, AND A SECOND BY COMMISSIONER WALKER. I WILL OPEN QUICKLY TO THE PUBLIC. SEE NO ONE FROM THE PUBLIC I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION. MOTION BY THE VICE MAYOR

SECOND BY COMMISSIONER WALKER. >> MAYOR YOU DO HAVE -- ANDY

IS ON. >> SORRY I MISSED YOU ANDY. >> THAT'S OKAY.

I WAS JUST ON TO MAKE COMMENTS AT THE END. THIS WILL BE MY LAST MEETING AS WELL. I'VE HAD SOME EXPERIENCE WITH THE ISSUE OF MORATORIUMS IN THE PAST AND GENERALLY I WILL JUST SAY THIS AS A GENERAL FACTOR GENERALLY DOUG HOLT IS THAT MORATORIUMS BECAUSE THEY ARE A SERIOUS, A VERY SERIOUS ACT AND I UNDERSTAND THIS IS A SIGNIFICANT PROBLEM, I'M NOT MINIMIZING THE PROBLEM AT ALL, BUT A MORATORIUM BECAUSE WHAT YOU ARE DOING IS SAYING SOMEONE WHO HAS BEEN GIVEN APPROVAL TO DEVELOP IS NO LONGER ABLE TO DEVELOP FOR A CERTAIN PERIOD OF TIME OR OR WHO WANTS TO DEVELOP CAN'T DEVELOP GENERALLY HAVE TO BE ADOPTED WITH CERTAIN PROCEDURAL PROCESSES IN PLACE. THOSE GENERALLY ARE, AND I WILL SAY THIS AS A GENERAL MATTER THIS IS SOMETHING ANTHONY CAN REVIEW, BE HAPPY TO REVIEW WITH HIM IS THAT THEY NEED TO BE ADOPTED WITH THE SAME FORMALITY AS IF YOU WERE DOING A REZONING. SO THERE IS SIGNIFICANT FOR MALLITIES.

IT MAY BE DIFFERENCES TO FIND CERTAIN EMERGENCY CASES AND THINGS OF THAT SORT.

BUT YOU HAVE TO RECOGNIZE IT'S THE VAST, VAST MAJORITY OF CASES.

MORATORIUMS BY MOTION. GENERALLY AN IMPORTANT PREDICATE HAS TO BE LAID THROUGH A FACTUAL BASIS. THEN YOU GO THROUGH THE PROCESS OF ADOPTING IT.

SO AND GENERALLY THERE HAS TO BE A PLAN IN PLACE TO BE ADOPTED DURING THE PERIOD IT'S JUST FOR A NEED TO REVIEW THEM IN CERTAIN MATTERS.

I THINK YOU HAVE INDICATED WITH A NEED CASE TO REVIEW ALL OF YOU HAVE.

YOU WILLS HAVE TO UNDERSTAND THAT THE DEVELOPER IS GOING TO POINT TO THE FACT THAT APART OF THE SITE PLAN REVIEW PLANNING REVIEW REZONING REVIEW ESPECIALLY THE SIDE PLANNING REVIEW AND BUILDING RES.U.V. INVOLVES APPROVAL OF DRAINAGE FACILITIES THINGS OF THAT SORT. NOW IF THEY'RE NOT BEING MET IT'S A WHOLE OTHER QUESTION. MY REMP BE AMENDED TO HAVE THEM REVIEW OPTIONS FOR MORATORIUM OR IN OTHER MEANS IN ORDER TO, TO OBTAIN ACTION ON THIS.

CERTAINLY A -- AND I KNOW THE VICE MAYOR DID PUT THE SECTION.

I DON'T WANT TO GET THE HOPES UP HIGHER THAN THEY NEED TO BE AT THIS ONE SIMPLE MEETING CAN -- I THINK WE'RE JUST HONING A MESSAGE.

I MAY HAVE TAKEN COMMISSIONER WALKER. >> ALSO WITH THIS MOTION

ASKING FOR OPTIONS FROM ANTHONY. >> THAT IS WHAT'S SAID.

WE'RE ALSO ASKING FOR OPTIONS FROM STAFF AS TO WHAT'S GOING TO BE DONE

DIFFERENTLY. >> BECAUSE ANTHONY SAID WELL, MAYBE THE MORATORIUM IS NOT

AN OPTION WITH WHAT ARE OUR OPTIONS. >> THEALZ HOW I UNDERSTAND IT. I MEAN IT WAS BOB'S MOTION. IT'S BASICALLY SAYING WE'RE

[02:25:07]

NOT DOING SHOPPING LISTS AFTER WE HAVE DONE SHOPPING. I WANT TO ASK ANTHONY AND ANDY WHY WE HAVE HAD I CAN'T EVEN COUNT HOW MANY CONVERSATIONS ON THIS VERY SAME ISSUE AND BOTH OF YOU HAVE SHARED WITH ME ON MULTIPLE OCCASIONS INCLUDING WITH SWANDAY AND NANCY AND BOB, AND KAREN, THAT THIS WAS NOT EVEN AN OPTION TO DO BECAUSE WE HAVE TALKED ABOUT THIS MANY TIMES AND THAT WE WERE NOT ALLOWED TO GROUP THIS TOGETHER. SO I WANT TO KNOW WHY NOW, TONIGHT, THERE'S A CHANGE IN THAT? BECAUSE THIS IS SOMETHING THAT WE HAVE BEEN TRYING TO

RECTIFY FOR EIGHT YEARS. >> ANTHONY HASN'T BEEN HERE LONG ENOUGH TO DO THAT IT'S NOT ON HIM. WITH REGARD TO I DO NOT THINK YOU CAN LINK THE PAST ACTIONS OF THE DEVELOPER WHATEVER THEY, WITH REGARD TO THE FUTURE DEVELOPMENT OF

AS FAR AS PROHITTING THEM FROM FUTURE DEVELOPMENT OF. >> BUT YOU CANNOT --

>> IF I COULD WE'RE NOT SAYING ANYTHING IS PAST BEHAVIOR IS FUTURE WE'RE JUST SAYING IF YOU SEE A PAST PROFESSIONAL YOU DON'T KEEP LOOKING AT THE SAME PROBLEM OVER AND OVER AND KEEP TRYING TO FIX IT. THAT'S THE DIFFERENCE.

WE'RE NOT SAYING YOU CAN'T DEVELOP, WE'RE JUST SAYING WE'VE HAD THE SAME PROBLEM OVER AND OVER AGAIN FOR THE LOVE OF GOD THERE NEEDS TO BE SOMETHING THAT CAN BE PUT

IN PLACE SO THE SAME PROBLEM DOESN'T KEEP HAPPENING. >> AND I AGREE ITH THAT.

BUT THE QUESTION THAT I'M ASKING IS I POSED THIS QUESTION TO SWANDAY TO NANCY, TO BOB, TO ANDY, TO ANTHONY ON MULTIPLE OCCASIONS.

THIS EXACT TOPIC ON THESE EXACT DEVELOPMENTS OVER AND OVER AGAIN.

I'M THE ONE THAT'S BEEN TALKING TO THE RESIDENTS. COMMUNICATINGS WITH THE RESIDENTS, COMMUNICATING WITH STAFF AND I HAVE BEEN TOLD TIME AND TIME AGAIN THAT WE WERE NOT ABLE TO DO THIS AND I COULDN'T EVEN BRING IT UP.

SO I WANT TO KNOW WHY NOW IT'S OKAY? >> THE ONLY THING I CAN INDICATE TO YOU I HAVE MENTIONED IT. THAT I CANNOT BE BROUGHT UP WITHIN THE CAN CONTEXT OF A DISCUSSION OF THE FUTURE DEVELOPMENT AND I THINK WE'RE TALKING ABOUT THE PERSPECTIVE DEVELOPMENT OF THAT 80 ACRES.

AND I MENTIONED TO YOU YOU ARE CORRECT ON THAT. I WASN'T REFERRING TO THE PAST DEVELOPMENTS AND THE ISSUANCE WITH REGARDS TO THAT.

TO THE EXTENT THAT I MAKE MYSELF CLEAR I APOLOGIZE. I WAS REFERRING TO THE FACT THAT THE COMPLAINTS OF RESIDENTS WITH REGARD TO ISSUES IN THEIR CURRENT

DEVELOPMENT CANNOT BE USED AS A BASIS FOR. >> ANDY HAVE YOU BEEN VERY CLEAR FOR THE LAST SEVEN PLUS YEARS YOU CAN'T LINK THE PROBLEMS OF ONE AND PUT THE BURDEN ON A FUTURE DEVELOPMENT. I DOESN'T WEAN WE CAN'T CHANGE OUR CODES AND ORDINANCES AND PROCESSES TO MAKE IT A BETTER SITUATION.

CORRECT? >> RIGHT, ANDY? >> I HAVE BEEN ASKED WHY HASN'T IT BEEN YET IF WE'VE HAD THE ABILITY TO DO IT AND WE'VE BROUGHT IT UP

CONSTANTLY? >> THAT'S A QUESTION YOU WILL HAVE TO ASK THOSE

INDIVIDUALS. >> I WOULD LIKE TO KNOW. >> I CAN ONLY GIVE YOU THE ANSWER THAT I GAVE YOU. I THOUGHT I WAS REFERRING IT TO FOR NOT BEING SUFFICIENTLY CLEAR. WITH REGARD AS INDICATED THAT WITH REGARD TO THE LAND THAT HAS BEEN UNDER CONSIDERATION FOR THE PAST COUPLE MONTHS THE

DISCUSSIONS. >> BUT WE'RE NOT LINKING THIS THEM ON THIS.

WE HAVE HAD A MOTION AND A SECOND FOR ABOUT 20, 30 MINUTES NOW.

I WOULD LOVE TO TAKE A VOTE ON THAT WE HAVE OPEN TO THE PUBLIC ALREADY WE HAVE A MOTION BY THE VICE MAYOR AND A SECOND BY COMMISSIONER WALKER.

ROLL CALL PLEASE.

>> I'M VERY UNCOMFORTABLE WITH THIS ENTIRE MOTION AND I'M VERY UNCOMFORTABLE WITH EVERYTHING I HAVE BEEN TOLD TONIGHT. I'M VERY UNCOMFORTABLE WITH EVERYTHING THAT I HAVE DISCUSSED WITH MY CITY COUNCIL, WITH MY CITY STAFF

[02:30:04]

BECAUSE THIS HAS BEEN ASKED. I CAN'T EVEN I DON'T HAVE ENOUGH FINGERS AND TOES TO SAY HOW MANY TIMES I HAVE BROUGHT THIS UP. SENT PICTURES IN, SPOKEN TO OUR CITY ATTORNEYS. SPOKEN TO OUR STAFF ABOUT THIS.

BUT IT'S JUST VERY AWKWARD THAT THIS IS BROUGHT UP TONIGHT ON THE MAYOR'S LAST NIGHT DURING AN ELECTION AND WHY ALL OF A SUDDEN NOW THIS IS A POSSIBILITY.

WELL, IF IT CAN BE DONE THEN I SAY LET'S DO IT BUT WHAT I AM GOING TO SAY IS WHOEVER ENDS UP BEING ON THIS NEW COMMISSION BEING ON THIS NEW DAYAS THAT THINGS ARE DONE AND EXPLAINED BY THE ENTIRE STAFF MUCH MORE CLEARLY, MUCH MORE OPENLY, MUCH MORE TRANSPARENTLY, NOT ONLY WHEN WE HAVE OUR ONE ON ONES AND WE MEET WITH COUNCIL BUT WHEN WE SIT ON THE DAYAS AND I HOPE THAT GOING FORWARD WHOEVER IS HERE, AND I PLAN ON IT BEING ME, THAT THE WHOLE DIRECTION GOES IN ANOTHER DIRECTION BECAUSE I AM NOT HAPPY BECAUSE IF THERE WAS ANY WAY THAT WE COULD HAVE HELPED THESE RESIDENTS A YEAR AGO, TWO YEARS AGO, THREE YEARS AGO, FOUR YEARS AGO, EIGHT YEARS AGO WE WOULD HAVE DONE IT. SO I'M GOING TO VOTE YES BUT I NEEDED TO MAKE THAT STATEMENT BECAUSE I DON'T LIKE THE WAY THIS ALL LAID OUT.

>> WELL, SAID COMMISSIONER KAGAN SO YOU'RE A YES. >> COMMISSIONER WALKER?

>> YES. >> COMMISSIONER CUTLER. >> YES.

>> VICE MAYOR. >> I WOULD JUST LIKE TO BE VERY CLEAR, I AM NOT IN AN ELECTION RIGHT NOW. I WAS THE ONE THAT ASKED FOR THIS ITEM TO BE BROUGHT UP.

THIS IS SOMETHING THAT WE SORT OF WERE TOUCHING ON BACK IN AUGUST.

LENNAR HAS NOW NOT COME IN FRONT OF US SINCE THAT TIME. THERE WERE COMMENTS BEING MADE THERE WERE THREATS WHEN WE WERE ASKING THEM TO BE HELD TO THEIR AGREEMENT AND MY CONCERN AND THE REASON I BROUGHT THIS UP TONIGHT IS I WANT TO MAKE SURE THAT WHOEVER IS UP HERE IN THE FUTURE HAS A VERY CLEAR UNDERSTANDING A VERY THOROUGH UNDERSTANDING OF WHAT THE ISSUES ARE AND NOT SOME OF CHECK LIST THAT LENNAR KEEPS BEING GIVEN. WITH THAT I VERY STRONGLY VOTE YES FOR THIS AND SHOW THAT IT PASSES 5-0. NEXT ON THE AGENDA ARE COMMENTS BY THE BROWARD

[10. Comments by the Broward Sheriff's Office]

SHERIFF'S OFFICE.

>> MAYOR, BEFORE THE SHERIFF COMES I JUST WANT TO SAY ONE OTHER THING RELATIVE TO THE LAST ISSUE. THAT IS THAT I WOULD ENCAN COURAGE THE HOMEOWNERS TO ALSO UTILIZE ANY LEGAL RECAN COURSE THAT THEY FIND AVAILABLE TO THEMSELVES IN

ORDER TO EFFECTUATE. >> THEY HAVE BEEN. >> I JUST WANT TO MAKE SURE WE'RE WORKING HARD FROM THE CITY'S PERSPECTIVE TO DO WHAT WE CAN BUT THEY ALSO HAVE OUTSIDE EXTERNAL SOURCES AND RESOURCES THAT THEY NEED TO UTILIZE AS

WELL. >> YEAH, IT'S VERY UNFORTUNATE THAT THEY HAVE

BEEN PUT IN THAT SITUATION. BUT THEY'RE VERY AWARE. >> I AGREE.

THANK YOU.

>> FOR THE RECORD CHRIS MULLIGAN. I JUST WANTED TO START OUT TONIGHT BY MENTIONING HAD A PENDING TRANSFER IN FOR A FEW WEEKS NOW.
