[6. Comments from the Public on Non-Agenda Items]

NEXT ON THE AGENDA ARE COMMENTS FROM THE PUBLIC.

FIRST PERSON WE SIGNED UP THE PARKLAND CHAMBER.

COLLETT. YOU HAVE THREE MINUTES TO SPEAK.

THANK YOU SO MUCH. I'M THE CHAIR OF THE PARKLAND CHAMBER OF COMMERCE. NATIONAL DIALOGUE AND CRISIS HAS EMERGED AND COMMUNITIES ACROSS THE COUNTRY ARE TACKLING THE DEEP SEEDED CONSEQUENCES OF INSTITUTIONALIZED RACISM THAT PERMEATES IN PART OF OUR SOCIETY.

ALTHOUGH WE ARE NOT LOUISVILLE, PORTLAND, OR MINNEAPOLIS, MAKE NO MISTAKE, PARKLAND FLORIDA IS NOT IMMUNE TO THESE ISSUES.

I'M HERE TO TELL YOU THAT PEOPLE OF COLOR RIGHT HERE IN PARKLAND DO NOT FEEL THEY ARE SAFE. WE DON'T FEEL SAFE.

[00:15:01]

WE DON'T FEEL OUR VOICES ARE HEARD OR VALUED AS EQUALS.

AND THAT IS NOT RIGHT. IT'S UN-AMERICAN AND IT'S CERTAINLY UNPARKLAND. FOR AN ENTIRE GROUP OF PEOPLE NOT TO FEEL EQUAL. I WILL TELL YOU BRIEF STORY OF SOMETHING THAT HAPPENED TO ME. I HAVE MANY STORY.

I WILL TELL YOU BRIEF ONE OF MY DAUGHTER WHO WAS RIDING HER SKATEBOARD WHILE WALKING THE DOG IN OUR COMMUNITY.

SHE WAS FOLLOWED BY A WHITE MALE IN A VEHICLE TO THE PARK AND WAS TOLD THAT SHE COULD NOT BELONG AT THE PARK.

AND THE GENTLEMAN ASKED HER TO LEAVE.

SHE SAID WHY. >> HE SAID YOU DON'T BELONG HERE. WE CALLED THE COP.

WE INVESTIGATED. BUT I WILL YOU THAT MAKES MY FAMILY VERY, VERY UNEASY. THAT'S SOMETHING THAT HAPPENED IN PARKLAND QUITE A BIT. BECAUSE I KNOW PEOPLE HAVE BROUGHT IT TO MY ATTENTION. AND IT HAS ALSO HAPPENED TO ME ON MORE THAN ONE OCCASION. SO WITH THAT BEING SAID I'M PROUD TO SAY THAT THE PARKLAND CHAMBER OF COMMERCE WITH 100% SUPPORT OF THE ENTIRE BOARD BELIEVES THAT WE HAVE A ROLE IN MAKING THIS BETTER AND BETTER UNDERSTANDING HOW WE CAN FIX THIS PROBLEM. OUR STATED MISSION IN CHAMBER IS THIS. WE PROMOTE THE WELL-BEING OF THE PARKLAND BUSINESS COMMUNITY WHILE ENHANCING THE CITY'S QUALITY OF LIFE. WE ALSO SEEK TO FOSTER A CULTURE THAT IS WELCOMING AND PROFESSIONAL TO ALL.

WE CANNOT ACCOMPLISH THIS WITH A WHOLE SECTOR OF OUR COMMUNITY FE FEELS UNWELCOME OR UNDERVALUED.

THE PARKLAND CHAMBER OF COMMERCE WILL INITIATE FOCUS GROUPS TO BETTER UNDERSTAND HOW BLACK RESIDENTS AND BUSINESS OWNER IN PARKLAND FEEL AND TO SEEK SOLUTIONS FROM OUR ENTIRE COMMUNITY REGARDLESS OF SKIN COLOR.

WE WILL CONDUCT THE STUDY SOMETIME IN Q-4 AND WE INTEND TO SHARE THE RESULTS WITH THE CITY COMMISSIONER AS SOON AS WE HAVE THEM. I'M HERE TO ASK -- I'M HERE TO MAKE A REQUEST FOR THE CITY COMMISSION TO MAKE TIME ON THEIR UPCOMING AGENDA FOR US TO SHARE THE RESULTS OF THIS FOCUS GROUP.

IT'S ALSO OUR ASK THAT THIS COMMISSION CONSIDER SETTING ASIDE FUNDS IN THE UPCOMING STRATEGIC PLANNING EXERCISE TO FURTHER EXPLORE THIS ISSUE THAT THE FACING OUR COMMUNITY.

AS WELL AS TO PLAN TO SUPPORT MITIGATION EFFORTS AT A CITY LEVEL. THIS IS NATIONAL DIALOGUE THAT PARKLAND SHOULD NOT FAIL TO BE A PART OF.

MY COLLEAUES WHO IS ALSO ON THE BOARD WILL EXPLAIN SOME OF THE SPECIFICS OF OUR EFFORT. AND MAYOR, IF YOU WOULD ALLOW ELLIS. ELLIS; WE WILL UNMOOUT YOU AND ASK YOU TO KEEP TO THREE MINUTE TIME.

>> ABSOLUTELY. THANK YOU VERY MUCH.

MAYOR, AS OUR CHAIR COLETT I'M ELLIS MASS I CITY ON THE PACKLAND CHAMBER BOARD AS WELL. THE CHAMBER LOOKS TO TAKE A LEAD BY PRODUCING A PILOT STUDY TO UNDERSTAND HOUR DIVERSE PARKLAND COMMUNITY FEELS ABOUT ISSUE OF RACIAL EQUALITY RIGHT HERE AT HOME. THIS CONSISTENT WITH ORGANIZATION VALUES, OF COMMUNITY OUTREACH AND INCLUSIVITY BECAUSE WE AS CHAMBER MEMBERS HAVE STRONG INDUSTRY CONTACTS. WE INTEND TO ENGAGE RESEARCH PROFESSIONAL THAT WILL HELP PRODUCE A REPORT HIGHEST PROFESSIONAL STANDARD OF THE I CENTER.

WE ANTICIPATE QUAL DAYTY AND KWAN DAYTIVE COMPONENT.

THE QUANTITATIVE PORTION WILL BE A BRIEF BUT DETAILED QUESTIONNAIRE. PROFESSIONALLY DESIGNED SEEKING RESPONSES FROM A BROAD CROSS SECTION OF PARK LANDERS OF ALL RACES ANDETTE THISITIES. THE QUALITATIVE PORTION WILL BE IN DEPTH FOCUS GROUP MODERATED BY PROFESSIONAL RESEARCHER AND FACILITATORS. WHILE THE PLANNING IN THE PROCESS OUR GOING IN THINKING TO UNDERSTAND THE THOUGHT AND FEELING OF EACH GROUP INDEPENDENTLY AND BRING THE COMMUNITY TOGETHER AS WHOLE FOR MORE IN DEPTH DIALOGUE.

WE WILL SHARE THE REPORT WITH THE COMMISSION.

AND OUR HOPE WE MAY HAVE SPECIFIC RECOMMENDATION FOR INITIATIVE THAT MIGHT IMPROVE THE COMMUNITY AND SET A GREAT EXAMPLE. THE GOAL TO PUSH THE INITIATIVE ON YOUR RADAR SCREEN SO YOU CAN SURE TO INCLUDE PLACE HOLDER FOR THIS ACTIVITY AS YOU KICK OFF STRATEGIC PLANNING PROCESS.

WE'RE HOPEFUL TO PROVIDE MORE SPECIFIC RECOMMENDATIONS.

>> THANK YOU, ELLIS. >> NEXT WE HAVE SIGNED UP LEANNE DAVID. THANK YOU EVERYONE.

I'M HERE TONIGHT TO BRING YOUR ATTENTION A LETTER THAT I HAD

[00:20:03]

ON BEHALF OF SOME OF THE RESIDENTS HERE IN PARKLAND BAY.

AND YOU CAN READ THROUGH THE LETTER.

WHAT IT HIGHLIGHTS. I WANT TO THANK YOU THAT HAVE RESPONDED. WE WANT TO BE CLEAR ABOUT WHAT THE LETTER IS AND WHAT IT IS NOT.

THE LETTER IS NOT A PREEMPTIVE STRIKE ON LANAR.

IT'S NOT US PLACING DEMANDS ON THE CITY.

THE LETTER IS NOT US COME COMPLAINING.

WHAT THE LETTER IS JUST A WAY FOR US TO COMMUNICATE TO YOU IN ONE VOICE HOW WE FEEL AND WHAT JUST SOME OF THE MAIN ISSUES ARE THAT WE'RE DEALING WITH. OUR COMMUNITY HAS GROWN AND YOU GUYS HAVE ALWAYS BEEN SO GREAT AT COMMUNICATING BACK WITH US.

BEING ON TOP OF OUR ISSUES. BUT THE MORE PEOPLE THAT WE HAVE MOVE IN IT'S LIKE THE GAME OF TELEPHONE.

WE KNOW THIS COMMISSIONER KNOWS THIS AND THE MAYOR MIGHT KNOW THAT PIECE. AND CERTAIN RESIDENTS HAVE THESE PIECES. REREALLY JUST WANT TO PUT IN WORDS JUST MAYBE THE TOP FOUR OR FIVE THINGS THAT SEEM TO BE COMING UP MOST IN CONVERSATION. IT'S NOT MEANT TO BE AN ALL ENCOMPASSING LIST. AND WE KNOW THERE MAY OR MAY NOT THINGS THAT YOU CAN D ON THERE. I DO WANT YOU TO KNOW THIS IS THE STACK OF PAPERS THAT WE RECEIVED IN JUST ABOUT 24 HOURS.

THAT WILL SHOW YOU JUST HOW STRONG OUR FEELINGS ARE HERE.

AND I WILL TELL YOU THAT THERE'S A SECOND BATCH OF LETTER THAT GOTTED DROPPED OFF TODAY. I WILL SEND AN E-MAIL SO THE LOT NUMBERS ARE ON RECORD. WE'RE ASKING FOR YOUR HELP.

WE KNOW THAT WE'RE IN ELECTION SEASON.

THERE'S SOME TURN OVER HERE. I SEE HAPPY TO SEE WE HAVE SOME OF THE PENDING NEW PEOPLE ON AS WELL.

WE JUST WANT OUR VOICE TO BE HEARD.

AND WE'RE ALSO JUST ASKING FOR A LITTLE BIT OF EXTRA HELP IN TERMS OF PERMITTING. SOME OF THE ISSUE THAT WE'VE HAD ESPECIALLY WITH DRAINAGE WERE ALSO ISSUES IN MAUR-ALAGO.

THIS HAPPENED WITH LANNARD BEFORE.

WE WOULD LIKE FOR THIS TO BE EXTRA OVERSIDE MARRY.

THE SAME PROBLEMS ARE HAPPENING. WE DON'T UNDERSTAND HOW THE THINGS CAN CONTINUE TO GO ON KNOWING THAT THEY ARE HAPPENING AT THE I THE. I WILL SAY ANYTIME I REACHED TO ANYONE RESPONSE TIME HAS BEEN AMAZING.

WE'RE GRATEFUL FOR THE HELP AND SUPPORT THAT WE'VE GOTTEN FROM SO MANY OF YOU ON HERE. I HOPE YOU WILL TAKE TIME TO READ THE LETTER AND HELP US OUT WHEREVER YOU CAN.

WE THANK YOU FOR YOUR TIME AND WHAT YOU'VE INVESTED IN BEING

NEW HERE IN THE WEDGE. >> THANK YOU.

ANYBODY ELSE ON THE CALL LIKE TO SPEAK DURING PUBLIC COMMENTS? PLEASE RAISE YOUR HAND. I DON'T SEE ANYONE ELSE ON THE CALL. ALYSON.

YOU HAVE AN E-MAIL TO READ INTO THE RECORD.

>> I DO. >> DEAR CITY OF PARKLAND CITY COUNCIL MY NAME VENUS I'M HIGH SCHOOL JUNIOR HERE AS AMBASSADOR FOR THE PROJECT. NATIONAL ORGANIZATION THAT WORKS TO ENGAGE CITIZENS LOCALLY AND EFFORTS TO SEE STRONGER LEADERSHIP TOWARD IMPROVING LIVING CONDITION.

SECOND, I WANTED TO LET MY FELLOW COMMISSIONERS KNOW THAT I ATTENDED THE BROWARD LEADERS RESILIENCY ROUNDTABLE ON OCTOBER THE 2ND. THAT IS A MEETING OF ELECTED OFFICIALS AND STAFF MEMBERS FOR MANY OF BROWARD COUNTY 31 N

[00:25:10]

MUNICIPALITIES. BUSINESS LEADER AND THE BROWARD COUNTY STAFF. BROWARD FACES A GROWING FLOOD RISK ASSOCIATED WITH RISING SEAS AND GROUND WATER LEVELS STORM SURGE AND MORE INTENSE RAINFALL EVENTS.

THE EFFECT OF CLIMATE CHANGE ON THE OCEAN AND POLAR GLACIAL REGIONS OF THE PLANET MANDATE STRONG ACTION ON RESILIENCY INCLUDE EFFORT TO REDUCE GREENHOUSE GAS EMISSIONS FOR CLIMATE CHANGE THAT'S WHAT THIS MEETING IS ABOUT.

IN ECOLOGY RESILIENCE THE CAPACITY OF AN ECO SYSTEM TO RESPOND TO DISTURBANCE BY RESISTING DAMAGE AND RECOVERING QUICKLY. WHILE OTHER LONG-TERM PRESSURINGS SUCH AS SALT WASHT INTRUES OF BUSINESS A UPPING FER ARE MORE GRADUAL. FLOOD RISK IS IMMEDIATE.

COUNTY WIDE VULNERABILITY TO FLOOD HAZARD CONTINUE BECAUSE OF THE SEA RISING. EVIDENCE INCLUDE REGIONAL SEA LEVEL RISE PROJECTION DEVELOPED BY THE SOUTHEAST FLORIDA CLIMATE CHANGE COMPACT. GROUND WATER LEVEL DATA SHOWING A FOOT OR MORE INCREASE IN COASTAL AREAS AND LAST SEVERAL EXPOSURE BASED ON CHANGE IN HYDROLOGY AND CHANGES VULNERABLE AND COASTAL AND INLAND COULDN'T. THE OVERALL IMPLICATIONS THE IMPACTS THE FUNCTIONITY OF DRAINAGE SYSTEMS WASTEWATER COLLECTION SYSTEMS SEPTIC SYSTEMS, AND WATER MANAGEMENT OPERATIONS WITH LEVEL OF SERVICE IMPLICATIONS FOR INTERCONNECTED AND ENTER DEPENDENT SYSTEMS. SUCH AS NEIGHBORHOOD DRAINAGE LIMITED TO DISCHARGE CAPACITY AND CANALS AND INCREASED FLOODING OF CRITICAL ROADWAYS AND COMMERCIAL CENTERS ARE ALL APPARENT IN SEVERAL OF OUR LAST RAIN EVENTS.

SEVERAL OF THE COUNTY STAKEHOLDER DISCUSSED THEIR POSITION AND INITIATIVES THEY ARE TAKING OR WILL BE TAKING IN THE FUTURE. MOST PARTICULARLY THOSE THAT ARE ON THE COAST WITH EMINENT FEAR OF RISING SEA LEVELS.

ACTION HAVE BEEN TAKEN BY INLAND CITY.

THOSE ARE THE EVERGLADES ARE DOING THEIR PART FOR MANAGING INVASIVES ESTABLISHING GREENWAYS AND PARKS AND JOINING EACH OTHER TO FORM COALITION WITH THE INTENT TO INITIATE JOINT CLIMATE ACTION PLANS. THE MESSAGE WE SHOULD TAKE FROM THIS AS AN ENVIRONMENTALLY PROUD CITY IS THAT WE SHOULD BE INTEGRATING MORE OF THIS KIND OF RESILIENCE INTO OUR STRATEGIC PLANNING FOR THE FUTURE AND SIT THE HOPE OF THE BROWARD LEADER OF THIS ROUNDTABLE THAT WE AS A COMMISSION CONTINUE TO PUSH FORWARD INITIATIVES TO MAKE SURE THAT HAPPENS.

SECONDARILY, I WOULD LIKE TO SPEAK A LITTLE BIT ABOUT THE CORAL SPRING PARKLAND FIRE DEPARTMENT.

UNTIL 1970 RESIDENT OF CORAL SPRINGS RELIED ON FIRE PROTECTION SERVICES FROM THE NEARBY CITY OF MARGATE.

BY THEN THE POPULATION GROWN TO 18,000 AND THE FIRE DEPARTMENTS FORMED AS VOLUNTEER ORGANIZATIO. COAL RICH DONATED THE FIRST FIRE TRUCK PUMPER THAT SECTION WATER FROM SURROUNDING CANAL BECAUSE THERE WERE NO FIRE HYDRANTS. LATER THIS CITY WOULD FUND THE COST OF FIRE STATIONS EQUIPMENT AND EXPENSES.

TEAM OF TRAINED DEDICATED VOLUNTEER RESPONDED TO CALLS OF BRUSHFIRES HOUSE FIRES AND CAR ACCIDENTS.

THEY ARRIVED IN THEIR PERSONAL CARS WHICH WERE EQUIPPED WITH A RED JUMPSUIT, COAT, PAIR OF BOOTS AND PLASTIC HELMET AND AK.

FEW MEMBERS DESIGNATED TO RETRIEVE THE TRUCK AND MEET AT THE SCENE. I MENTION THIS EARLY HISTORY IN COMMEMORATION OF THE FABBING CORAL SPRINGS PARKLAND FIRE DEPARTMENT IN CELEBRATING ITS 50TH ANNIVERSARY THIS YEAR AND I WANT TO COMMEND THEM FOR THEIR HUMBLE BEGINNINGS TO NOW HANDLING OVER 15,000 INCIDENTS ALONE LAST YEAR.

WITH 8 FIRE STATIONS AND A TREMENDOUS TEAM OF DEDICATED AWARD WINNING MEN AND WOMEN KEEPING OUR COMMUNITY SAFE.

THANKS FOR ALL THAT YOU DO AND HAPPY ANNIVERSARY.

FINALLY, AS OUR KIDS TEACHER AND ADMINISTRATORS VOLUNTEERS AND OTHER SCHOOL PERSONAL RETURN TO THE SCHOOLS, I WANT TO REMIND EVERYONE THAT THE PANDEMIC IS NOT OVER.

AS COMMISSIONER WE'RE NOT ASKED OUR OPINION ABOUT THE MEMBERS OF OUR COMMUNITY RETURNS TO SCHOOL IN THE MIDDLE OF THE COVID CRISIS. PERSONALLY IF MY CHILDREN WERE STILL IN SCHOOL, I WOULD AND I HAD A CHOICE I WOULD KEEP THEM HOME. THAT'S AN OPTION FOR MANY.

NONETHELESS THEY REQUIRED TEACHER AND STAFF RETURN.

DAYS AFTER REOPENING SCHOOLS ARE CLOSED IN NINE NEW YORK CITY HOT SPOTS IN BROOKLYN AND QUEENS. AND OTHER PLACES AROUND THE

[00:30:03]

COUNTRY. WHILE PARKLAND IS NEW YORK, AND THE SAME CARE AND PRECAUTIONS THAT WE BEEN WARNED ABOUT ARE STILL IN EFFECT WE NEED TO DO EVERYTHING WE CAN ENCOURAGE OUR CHILDREN TO BE SAFE. TELL THEM TO AVOID CLOSE CONTACT, WEAR THEIR MASKED A ALL TIME AT THE SCHOOL.

WASH THEIR HANDS-FREE KWENTLY OR USE HAND SANITIZER.

AVOID TOUCHING THEIR EYES, NOSE AND MOUTH WITH UNWASHED HANDS.

PARENTS PLEASE BE ALERT FOR SYMPTOMS. AND FOR GOODNESS SAKE IF YOUR CHILD APPEARS TO BE SICK, DON'T SEND THEM TO SCHOOL. LET'S CARE FOR EACH OTHER AND BE SAFE. I WISH YOU ALL THE BEST.

AND ENCOURAGE YOU TO CONTINUED TO LOOK OUT FOR YOURSELVES AND ONE ANOTHER. WE WILL GET THROUGH THIS TOGETHER. THANK YOU VERY MUCH, MAYOR.

THANK YOU COMMISSIONER CUTLER. COMMISSIONER KAGAN.

>> THANK YOU MAYOR. I JUST WANT TO LET EVERYBODY KNOW MY INTERNET IS A LITTLE BIT SHADY TONIGHT.

I'M SITTING OUT ON MY PATIO. IF I APPEAR DARK IT'S THE ONLY PLACE THAT I COULD GET FULL INTERNET SERVICE.

I HAVE WEIRD LIGHT AND I'M OUTSIDE.

FIRST I WOULD LIKE TO SAY CONGRATULATIONS TO MAYOR HUNSCHOFSKY VICE MAYOR MAYERSOHN.

HOMETOWN HERO SO HUGELY IMPORTANT.

AND I'M SO PROUD OF BOTH OF YOU. AND THANK YOU FOR ALL YOU DO.

I WOULD ALSO LIKE TO CONGRATULATE CHIEF MCNALLY.

I CAN'T SEE HIM DOWN THERE. BUT WHAT I CAN SAY I COULD NOT BE PROUDER OF THE FIRE DEPARTMENT THAT WE HAVE AND THE PEOPLE BE SERVE. THEY GO OUT WHEN EVERYBODY WANTS TO RUN AWAY. THEY RUN IN.

WHEN WE NEED HELP. I HAVE SEEN THEM IN ACTION.

I HAVE SEEN THEM IN TRAINING. I HAVE SEEN THEM ON RIDE-ALONGS.

AND THESE ARE THE MOST KINDEST GIVING CARING PEOPLE THAT YOU COULD POSSIBLY IMAGINE. AND AS COMMISSIONER CUTLER SAID, WE'RE STILL IN THE COVID SITUATION.

THERE'S STILL A PANDEMIC GOING ON.

WE HAVE TO MAKE SURE THAT WE STAY SAFE.

WE WEAR A MASK. WE PROTECT OURSELVES.

WE PROTECT OTHERS. ESPECIALLY NOW THAT THIS STATE IS BEING OPENED UP AND MANY PEOPLE ARE NOT READY FOR THAT.

AND MANY PEOPLE FEEL UNCOMFORTABLE.

WHAT I SAY IS DO WHATEVER YOU FEEL COMFORTABLE AND YOU FEEL THE BEST INTEREST OF YOUR FAMILY.

REMEMBER, TO PROTECT YOURSELF AND PROTECT OTHERS BECAUSE THAT WILL KEEP EVERYBODY SAFE. AND IT'S REALLY THAT SIMPLE.

>> COUPLE OF THINGS I ALSO WANT TO BRING UP.

I WANT TO THANK THE RESIDENT WHOSE FELT STRONG ENOUGH TO TALK ABOUT HOW THEY FEEL ABOUT WHAT'S GOING ON IN THEIR COMMUNITY.

AND IN THEIR NEIGHBORHOODS. I WANT TO RECOGNIZE WANDA JOHNSON OUR ASSISTANT CITY MANAGER.

SHE'S BEEN WORKING TIRELESS LEVEL WITH THE RESIDENT OF PARKLAND BAY, AND THE FOUR SEASONS.

AND SWANDAY WHEN I TELL YOU NONSTOP WITH WORKING AND DOING WHATEVER HE CAN TO HELP THE RESIDENTS, CONNECT THE DOTS ANDâ–  RESOLVE ISSUES THAT THE RESIDENTS ARE EXPERIENCING.

WE'VE BEEN WORKING VERY CLOSELY ON THIS.

AND WE'VE BEEN IN CLOSE CONTACT WITH THE RESIDENTS.

I WANT THE RESIDENTS TO FEEL COMFORTABLE TO KNOW THAT WE ARE WORKING HARD FOR YOU. AND WE CARE ABOUT YOU.

AND WE CARE ABOUT YOUR FAMILIES. AND I KNOW THAT EVERYBODY IS AT VERY HEIGHTENED LEVEL NOW WITH KID GOING BACK-TO-SCHOOL IN WITH THE PANDEMIC, BUT KNOW THAT WE ARE AN INCREDIBLE COMMUNITY.

WE HAVE INCREDIBLE PEOPLE WHO ARE IN THIS TOGETHER AND GUESS WHAT? WE'RE GOING TO GET THROUGH IT TOGETHER. I DON'T WANT ANYBODY TO FORGET THAT. BECAUSE THAT'S HUGELY, HUGELY IMPORTANT. I WOULD ALSO LIKE TO MENTION THAT I AM SO GLAD THAT ELLIS AND COLLETTE ARE HERE FROM THE CHAMBER. I SUPPORT THE INITIATIVE.

AND I'M EXCITED ABOUT WHAT YOU ARE DOING.

BECAUSE THE MORE EDUCATION THE MORE OUTREACH, THE MORE EXPLANATION THAT WE CAN GIVE TO ELIMINATE WHAT'S GOING ON AND BRING OUR COMMUNITY TOGETHER IS SO HUGELY IMPORTANT.

AND THE CHAMBER IS SO VITAL FOR WHAT'S GOING ON RIGHT NOW IN OUR COMMUNITY. BUSINESSES HELPING BUSINESSES.

PEOPLE HELPING PEOPLE. AND SHARING A VERY IMPORTANT INFORMATION IS WHAT WE NEED TO DO.

I WANT YOU TO KNOW THAT I STAND WITH YOU.

I'M PROUD OF WHAT YOU ARE DOING. AND I CAN'T WAIT TO HEAR MORE AND I'M REALLY LOOKING FORWARD TO IT.

>> AND THAT'S WHAT I HAVE TONIGHT.

I HOPE EVERYBODY IS WELL. AND IT WAS NICE SEEING EVERYBODY

TONIGHT. >> THANK YOU, COMMISSIONER

[00:35:01]

ESPECIALLY DURING THESE TIMES. WE SEE WHAT THE DIFFERENT LEVELS OF GOVERNMENT ARE TAKING OUR RIGHT AWAY.

I APPRECIATE YOU WORKING HARD FOR THAT.

I'M ALSO WANT TO SAME SENTIMENT WITH COMMISSIONER KAGAN AND CUTLER. AS FAR AS COVID.

I AM GLAD TO SEE THE PLAYGROUNDS ARE OPEN.

I'M GLAD THE LIBRARY WILL BE OPENING ON OCTOBER 14TH.

FOR BOOK BROWSING AND CHECKOUT. SCHOOLS ARE OPENING SOON.

BUT JUST BECAUSE WE OPEN UP DOESN'T MEAN IT'S OVER.

WE JUST NEED TO MAKE SURE WE STAY FOCUSED.

WE SOCIALLY DISTANCE. WE WARE OUR MASK AND STAY SAFE.

BUT I AM GLAD TO SEE THAT WE ARE MOVING NORMALCY.

BECAUSE I THINK THAT'S SOMETHING MENTALLY FOR OUR MENTAL HEALTH WE NEED TO DO SOME OF THAT. I'M LOOKING FORWARD TO MAKING SURE WE DO IT SAFELY AND WE MOVE FORWARD.

ALSO WANT TO CONGRATULATE THE FIRE DEPARTMENT ON THE 50TH ANNIVERSARY AND THAT'S ALL I HAVE TODAY.

THANK YOU. >> THANK YOU, COMMISSIONER WALKER. VICE MAYOR MAYERSOHN.

>> THANK YOU, MAYOR. I WANT TO FIRST OF ALL THANK THE MY FELLOW COMMISSIONERS FOR CONGRATULATING ME AS WELL AS THE MAYOR AND HER CONGRATULATORY COMMENTS.

I ALSO WANT TO CONGRATULATE THE MAYOR FOR BECOMING A HOME RULE HERO. IN FACT, I THINK YOUR THIRD YEAR YOU HAD THIS MAYOR OR FOUR OR MORE?

>> I DON'T REMEMBER. BUT ANYWAY, THIS IS MY FIRST YEAR. BECOMING A HOME RULE HERO.

I FOLLOWED IN YOUR FOOTSTEPS WATCHING YOU LEAD.

WATCHING YOU MAKE SURE THAT WE HAVE OUR LOCAL VOICES HERE IN PARKLAND. WE WANT TO THANK YOU FOR KIND OF MENTORING MAE ALONG THE WAY. APPRECIATE IT.

JUST A COUPLE OF BRIEF COMMENTS. ECHO THE SAME SENTIMENTS OF MY FELLOW COLLEAGUES WITH CONGRATULATING THE PARK AND FIRE DEPARTMENT ON 50TH ANNIVERSARY AS WELL AS THEIR CONCERNS FOR CANCER AWARENESS MONTH. I KNOW THAT OBVIOUSLY BEING A FIREFIGHTER SUBJECTED TO A LOT OF LOT OF DIFFERENT CARCINOGEN.

I REMEMBER WHEN WE DID OUR FIRE OPS TRAINING DEFINITELY SOMETHING THAT I DEFINITELY SUPPORT.

JUST CURIOUS IF YOU ARE DOING YOUR PASTA DINNER OR VIRTUALLY.

IF THERE'S ANYTHING THAT'S DONE VIRTUALLY, I WOULD SUPPORT IT.

APPRECIATE THAT. I DO WANT TO MENTION THAT I WILL BE -- AND I DON'T WANT TO SAY BUT I WILL BE INVOLVED IN THE PONY BAIL AND JAIL FOR TOMORROW RAINBOW ON SATURDAY.

IT'S AN OPPORTUNITY FOR MYSELF IN SUPPORT TOMORROW RAINBOW THEY HAVE BEEN A GREAT PARTNER WITH A LOT OF THE CHILDREN AT STONEMAN DOUGLAS. IT'S A GREAT OPPORTUNITY FOR PEOPLE IF THEY HAVEN'T BE OUT THERE TO SEE WHAT THEY DO REGARDING A DIFFERENT TYPE OF THERAPY.

THEY DO GREAT WORK. I KNOW WE BEEN OUT THERE.

I KNOW CUTLER WERE OUT WHEN THEY THEY DID THEIR PROGRAM.

THEY DO A GREAT JOB. AGAIN I WILL BE OUT THERE ON SATURDAY, SUNDAY AT THE EQUESTRIAN CENTER.

I AM OBVIOUSLY FAMILIAR SERVING ON THE BOARD OF CHAMBER OF SOME OF THE INITIATIVES. I LOOK FORWARD TO MOVING FORWARD THE PILOT PROGRAM AND SEEING WHAT RESPONSE WE GET.

I WANT TO MENTION THAT I BELIEVE THE CENSUS IS COMPLETED.

YES WE'RE A LITTLE BIT DISAPPOINTING THIS YEAR.

ALTHOUGH WE DID COME IN SECOND IN THE COUNTY, WE WERE TENTH IN THE STATE. ALTHOUGH WE DID EXCEED OUR RESPONSE RATE OF LAST YEAR. WE'RE AT 79.1%.

CONGRATULATIONS TO COOPER CITY. THEY WERE NUMBER ONE WITH RATE OF 84.2%. I DO HAVE TO CONGRATULATE MY FELLOW COLLEAGUE IN WINTER SPRINGS AND THEY WERE AT 79.9%.

[00:40:06]

THIS. FIRST OF ALL, GOOD LUCK TO ALL OF TEACHERS AND STUDENTS AND STAFF AND ADMINISTRATORS AND EVERYBODY GOING BACK TO IN-SCHOOL IN PERSON ON FRIDAY.

WITH THE PANDEMIC THERE'S BEEN NO GOOD ANSWERS IN A LOT OF AREAS. GOING BACK TO COOL HAS BEEN ONE OF THEM. IT'S A VERY DIFFICULT DECISION.

AND I'M GLAD THERE ARE MANY OPTIONS BEING GIVEN.

AS MANY HAVE MENTIONED ON THIS MEETING.

I WOULD LIKE TO REMIND EVERYBODY TO STILL IT'S SO VERY IMPORTANT THAT WE CONTINUE TO MASK UP WHEN IN PUBLIC.

THAT WE CONTINUE TO KEEP A PHYSICAL DISTANCE FROM THOSE OUTSIDE OF OUR HOUSEHOLD. AND TO WASH OUR HAND AND NOT TOUCH OUR FACE. THERE'S NO VACCINE FOR COVID.

IT'S VERY IMPORTANT THAT WE DO OUR PART TO KEEP OUR FAMILIES, NEIGHBORS AND OUR COMMUNITIES SAFE.

WHEN WE TALK ABOUT BUSINESSES REOPEN WE CAN REOPEN BUSINESSES ALL WE WANT. IF THE COMMUNITY DOES NOT FEEL SAFE, GOING TO THOSE BUSINESSES, THEN THEY WON'T.

IT'S IMPORTANT WE DO OUR BEST TO GET THIS VIE RUSSIAN UNDER CONTROL FOR HEALTHY COMMUNITIES AND FOR HEALTHY ECONOMY.

IT'S BREAST CANCER AWARENESS MONTH.

GO TO YOUR DOCTOR AND GET YOUR SCREENING DONE.

DURING COVID MANY PEOPLE WERE AFRAID TO GO TO DOCTOR'S OFFICES. AND THEREFORE PEOPLE DIDN'T GET THE CARE NECESSARY. I WOULD ENCOURAGE YOU TO GET THE PREVENTATIVE CARE YOU NEED. COLLETTE AND ELLIS BOTH MEMBERS.

I WANT TO THANK YOU VERY MUCH FOR YOUR EFFORT AND WHAT YOU ARE DOING. I'M NOT SURE IF YOU ARE AWARE.

NOT THIS YEAR BUT LAST YEAR STRATEGIC PLANNING.

THE VALUE OF INCLUSION AND COMPASSION WERE ADDED TO OUR CITY. WHAT YOU ARE DOING VERY MUCH ALIGNED WITH OUR CURRENT STRATEGIC PLAN ESPECIALLY FROM VALUE PERSPECTIVE. I APPRECIATE YOU PUT -- DOING THE EFFORTS. AND I LOOK FORWARD TO HEARING MORE ABOUT THE PROGRAM THAT YOU HAVE GOING FORWARD.

THANK YOU VERY MUCH. I WOULD ALSO LIKE TO THANK LEANNE FOR HER WORK IN KEEPING ALL INFORM AS WHAT IS GOING O IN PARKLAND BAY FOR BEING ON THIS MEETING THIS EVENING.

TRUST OUR FIVE LETTER THAT ARE SO VERY IMPORTANT.

AND THE DEFINITELY OF TRUST IS A FIRM BELIEF IN THE RELIABILITY, TRUTHABILITY OR STRENGTH OF SOMEONE OR SOMETHING WHETHER IT BE INTERPERSONALNAL RELATIONSHIPS OR PROFESSIONAL RELATIONSHIPS. WITHOUT TRUST THERE'S NO BASIS, NO FOUNDATION TO MOVE FORWARD TOGETHER.

AS AN ELECTED OFFICIAL, WITHOUT TRUST YOU CANNOT GOVERN WELL.

THERE CAN BE NO KINDNESS, NO COMPASSION, AND KNOW INCLUSION WITHOUT TRUST. WITH THAT.

I WOULD LIKE TO ADDRESS SOME OF THE ISSUES THAT LEANNE BROUGHT UP. AS WELL AS SEVERAL RESIDENTS FROM PARKLAND BAY HAVE BOUGHT UP.

AS WELL AS SEVERAL RESIDENT. SYSTEM OF THE ISSUE THEY HAVE MANY IN THE COMMUNITY. TO EVERYONE ON OUR STAFF AND TO EVERYONE ON OUR COMMISSION THESE ISSUE SOUND VERY FAMILIAR.

TRAIN DRAINAGE, DRAINAGE, DRAINAGE.

I'VE BEEN ON THE COMMISSION FOR OVER 7 YEAR.

WHEN I FIRST GOT ON THE COMMISSION, 2013MARU-A-LAGO PART OF DISTRICT 2. ONE OF THE FIRST ISSUE WE HAD TO DEAL WITH IN THAT DISTRICT AND IN THE COMMUNITIES THE FACT THAT LANAR WAS SUPPOSED TO COMPLETE THE CLUBHOUSE WITHIN A CERTAIN TIME FRAME AND IT WAS BASED ON THE CERTIFICATES OF OCCUPANCY.

BY THE TIME THEY GOT THE OCCUPANCY THE CLUBHOUSES SUPPOSED TO BE FINISH. BY THE TIME I CAME THEY WEREN'T CLOSE TO FINISHED AND YET THEY WERE AT THEIR LIMIT ON THE CERTIFICATE OF OCCUPANCY THAT THEY WERE ALLOWED TO HAVE AND THE TIME FRAME THAT THE CLUBHOUSE WAS SUPPOSED TO BE FINISHED. SO BEING NEW HAVING A VERY SOLUTION-ORIENTED ATTITUDE. I MET WITH TEAM OF RESIDENT.

AND WE MET WITH THE DEVELOPER AND SAT DOWN WITH STAFF AND CAME

[00:45:01]

UP WITH SCHEDULE THAT WAS AMENABLE TO EVERYONE.

BY AMENABLE A SCHEDULE THAT LANAR FELT THEY COULD FULLFILL AND WE COULD HAVE SET TIME WHERE THEY HAVE TO CERTAIN ITEMS DONE WHETHER THE ROOF OR CERTAIN AREA.

IF THEY DIDN'T MEET THE ITEMS, THEY WOULD BE HALTED.

UNTIL THAT WAS DONE UNTIL THEY COULD GET MORE CO'S.

THE REASON ONE OF THE IMPETUS THAT WE HAD TO DO THAT NUMBER ONE THE RESIDENT WANTED THEIR AMENITY.

AND NUMBER 2 WHEN YOU LEAK PERFORMANCE TO CERTIFICATE OF OCCUPANCY, CERTIFICATE OF OCCUPANCY WHEN THE HOUSE IS DONE AND PEOPLE READY TO MOVE IN. WE HAD SO MANY RESIDENTS READY TO MOVE INTO THEIR HOME. BECAUSE LANAR HAS NOT FINISHED.

I WOULD STOP THEM FROM ENROLLING STUDENTS IN SCHOOL AND MOVING INTO THEIR HOMES. S WHY WE WORKED HARD TO COME UP WITH A PLAN. SOME OF THAT PLAN WAS ADHERED TO EVENTUALLY THE CLUBHOUSE WAS BUILD.

THEN WE HAD DRAINAGE ISSUED. THE SAME DRAINAGE ISSUE YOU HEAR ABOUT IN TASCADO. YOU HEAR IN PARKLAND BAY.

THOSE DRAINAGE ISSUES WERE NOT LINKED ANY CO'S.

THEY WEREN'T LINKED TO PERMIT OR ANYTHING.

WE MET WITH RESIDENT TO FIGURE HOW THE DRAINAGE ISSUE COULD BE FIXED. APPARENTLY THERE WERE ISSUES WITH THE GRADING. THEY HAD TO PUT IN FRENCH DRAINS. THEY HAD TO PUT IN GUTERS IN SOME AREA IN SOME OF THE HOMES SOME HOMES THEY WERE TOO CLOSE TOGETHER THEY COULDN'T HAVE THE DRAINAGE BETWEEN THE HOME.

LANAR SAID IN THE END THEY DO WHAT'S RIGHT.

WE SET UP A SCHEDULE WITH LANAR, WITH THE RESIDENT OF ALL THE HOMES WE PLOTTED OUT ALL THE HOMES THAT NEEDED THE DRAINAGE ISSUES TO BE TAKEN CARE OF. AND TIME FRAME SET.

IT WASN'T LINKED TO ANY CERTIFICATES OF OCCUPANCY WASN'T LINKED TO PERMIT. I BELIEVE A YEAR OR SO THE SCHEDULE SET UP FOR TOOK SEVERAL YEARS FOR THEM TO GET PAST THE HOME. THE DRAINAGE ISSUE ARE STILL HAPPENING IN SOME AREAS. AT THE TIME THE COMMISSIONS ADAMANT THE ISSUE THAT WHICH HAVING ON LAND THERE SHOULD NOT HAPPEN EVER AGAIN IN ANY DEVELOPMENT IN OUR CITY.

WE KNEW WHAT THE ISSUES WERE AND WE KNEW WHAT THE ANSWERS WERE TO THOSE ISSUES. AND YET HERE WE ARE HEARING FROM THE SAME ISSUES. AND WE'RE HEARING THE SAME ISSUE. LEANNE IS ASKING.

TO PROVE WHEN THE COMMISSION WAS VERY CLEAR THAT SHOULDN'T BE HAPPENING AGAIN SINCE WE KNOW IT CAN HAPPEN IN THAT AREA AND WE KNOW WHAT THE REMEDY IS. THIS BRINGS ME TO THE NEXT THING. WE HAD PARKLAND BAY.

WE HAVE LANAR HERE ON I BELIEVE OUR AUGUST 19TH MEETING.

THEY HAD TO DO AN ENTRY FEATURE. BY THE 100TH PERMIT.

WHEN HE HAD ISSUES IN MAUR-A-LAGO.

NO LONGER LINK PERFORMANCE AND AMENITIES TO THE CERTIFICATES OF OCCUPANCY BECAUSE THAT PUT US IN A POSITION WHERE PEOPLE COULDN'T MOVE INTO THEIR HOMES. WE WOULD BE HARMING ANYONE THAT WOULD PURCHASE THE HOME. IN PARKLAND BAY.

LANAR WAS SUPPOSED TO FINISH THE AMENITY FEATURE.

ENTRY FEATURE BY THE 100TH PERMIT.

BY THE TIME THAT ITEM CAME TO US IN AUGUST AT OUR AUGUST MEETING.

THEY HAD ALREADY BEEN ISSUED 300 CERTIFICATES OF OCCUPANCY.

FOR SOME LISTEN THEY NOT ONLY GOT 100 PERMIT 300 CERTIFICATES OF OCCUPANCY. BEFORE THEY DID THE ENTRYWAY PART OF THE AGREEMENT. THEN LANAR ASKED US TO STILL GIVE THEM MORE PERMITS WHILE THEY WERE IN THE PROCESS OF GETTING THE ENTRY FEATURE TAKEN CARE OF.

I BRING THIS UP BECAUSE THERE'S A LOT OF INFORMATION ABOUT HOW TO DEAL WITH DEVELOPERS, AND HOW WE WILL WORK WITH PEOPLE.

WHEN I TALK ABOUT TRUST. THE CONTRACT IS AS GOOD AS THE TRUST BETWEEN THE TWO ENTERING THE CONTRACT.

I HAVE NOW DEALT WITH LANAR AND OUR RESIDENTS FOR 7 YEARS.

[00:50:04]

AND WHEN THE SAME ISSUE KEEP COMING UP.

ONLY GET RESOLVED WHEN WE HAVE THE ABILITY TO STOP THEM FROM PERMITTING. THESE ARE AGREEMENTS THAT LANAR AGREED TO PRIOR TO BUILDING. IT'S NOT THAT WE HAVE SOME ORDINANCE ON THE BOOK THEY WEREN'T AWARE OF.

IN THE CASE OF PARKLAND BAY I WAS THE ONLY ONE THAT SAID WE SHOULDN'T GIVE THEM MORE PERMITS UNTIL THEY GET THE WORK DONE.

BECAUSE EVERY TIME THEY DO THIS THEY DON'T FINISH THE AMENITY.

A LOTTED TIME IN THE CONTRACT AND THE AGREEMENT THEY SIGNED.

AND THEN I HEAR IT'S BEING TERMED AS I AM THREATENING THEM.

WHICH I CONSIDER GAS LIGHTING. IT'S ALWAYS IMPORTANT TO WORK WITH PEOPLE ALWAYS IMPORTANT TO GET THE WIN WIN WITH PEOPLE.

IT CAN'T GO TO ONE SIDE OF THE EQUATION WHILE THE RESIDENT DON'T HAVE ENTRY FEATURE THEY ARE SUPPOSED TO HAVE.

THEY ARE STILL DEALING WITH DRAINAGE ISSUE THEY SHOULD NOT BE DEALING WITH. DEALING WITH HOST OF ISSUES.

I WANT TO BE CLEAR. EYE BEEN CLEAR MY WHOLE 7-PLUS YEAR. MY JOB IS TO SERVE THE RESIDENTS. MY JOB IS ALSO TO MAKE SURE THAT THE DEVELOPERS ARE HELD ACCOUNTABLE AND OUR STAFF ARE HOLDING THE DEVELOPERS ACCOUNTABLE.

THAT IS OUR JOB. THEN SOMEONE HAS SHOWN THEY WILL NOT FOLLOW AN AGREEMENT. YOU HAVE TO ACT ACCORDINGLY.

AND AT SOME POINT EVEN IF IT'S 7 YEARS.

YOU NEED TO SEND THE MESSAGE THAT YOU NEED TO STICK TO THE AGREEMENT THAT YOU SIGNED, YOU NEED TO LIVE UP TO YOUR SIDE OF WHAT YOU SAID YOU WOULD DO. AND I JUST WANT TO MAKE THAT CLEAR. BECAUSE I'M PERSONALLY FRUSTRATED THAT WE ARE STILL IN THE POSITION WITH THESE KINDS OF DRAINAGE ISSUES IN PARKLAND BAY WHEN -- THEY ARE ALL THE SAME ISSUE. YOU CAN GO BACK AND LOOK EVERYTHING DONE IN MAUR-A-LAGO. I WILL ONLY BE AT ONE MORE PETING AFTER THIS ONE. I WAS TOLD BE MANY PEOPLE CHRISTINE YOU'RE ALMOST DONE, LET IT GO.

BUT I SAY THIS BECAUSE I KNOW WE HAVE MANY PEOPLE HERE ON THIS CALL WHO WILL BE HERE AFTER NOVEMBER 4TH.

I WANT TO REMIND EVERYONE ON THE CALL WHEN YOU SIGN UP TO SERVE THE PUBLIC WHO YOU SERVE AND YOU SERVE THE RESIDENTS.

YOU DON'T SERVE THE DEVELOPER, YOU DON'T SERVE STAFF.

YOUR DUTY IS TO MAKE SURE THAT EVERYBODY IS ADHERING TO THE AGREEMENTS THAT THEY SIGNED UP FOR.

AND JUST BECAUSE YOU WANT TO ENFORCE THE AGREEMENTS DOESN'T MEAN YOU'RE THREATENING. IT MEANS YOU ARE ASKING PEOPLE TO BE RESPONSIBLE FOR WHAT THEY'VE AGREED TO.

SEPARATELY BRING UP ONE LAST THING.

IT'S GATOR ACHE JR.S. I STARTED THE FIRST TIME THEY CAME TO COMMISSION IN JANUARY OF 2017.

AND AT THAT TIME IT WAS ABOUT 911 TOWER THAT NEEDED TO GO UP FOR BROWARD COUNTY. IT'S FIVE ACRES.

ALL THE WAY AT THE END OF LOCKS ROAD.

THE DEVELOPER AT THAT TIME SAID SINCE 911 TOWER WANTED TO GO UP, THAT HE WANTED MORE DENSITY BUT NOT JUST FOR THE FIVE ACRES, BUT FOR THE ADDITIONAL 67 POINT 6 ACRES THAT WERE IN THAT AREA.

HE WANTED THREE TO AN ACRE AGE UNRESTRICTED.

NOT COMPATIBLE WITH ANYONE IN THE WEDGE AREA.

THE MAJORITY OF THE COMMISSION SAID NO.

THE THREATS MADE THEY WOULD GO TO COUNTY AND GET WORKFORCE HOUSING AND I BELIEVE THAT WASSAN ATTEMPT TO FRIGHTEN UP.

WE SAID GO AHEAD. HERE WE ARE 3 AND A HALF YEARS LATER. THIS DEVELOPER OR LAND OWNER SO ADAMANT ABOUT HAVING 15 UNIT TO ACRE WORKFORCE HOUSING.

KEEP REMOVING THE ITEMS FROM THE AGENDA.

WHILE THEY ARE RESUBMITTING PLANS TO THE CITY AT THREE UNIT TO AN ACRE AGE UNRESTRICTED, WITH 11 VARIANCES.

THE EFFORTS THAT WE'VE DONE IN THE LAST YEAR OR SO TO TIGHTEN UP OUR CODE ARE NOW BEING SUBMITTED FOR VARIANCE.

[00:55:01]

I BRING THIS UP BECAUSE THERE'S A LOT OF TALK ABOUT THESE 15 UNITS TO AN ACRE IF THEY GET THIS APPROVAL.

I WOULD ARGUE THIS IS NEGOTIATION TACTIC.

BECAUSE IF THEY WERE ADAMANT ABOUT IT THERE WAS NOTHING STOPPING THEM FROM THE LAST THREE YEARS.

IF YOU LOOK AT THE IMPACT IN WE WERE TO KEEP IT AT 3 UNITS TO ACRE AGE RESTRICTED AND STILL HAVE THE 15 UNITS TO ACRE WORKFORCE HOUSING, THE ACTUAL IMPACT OF PEEK TRIPS THE IMPACT ON OUR SCHOOLS, WOULD BE FAR LESS THAN IF WE ALLOWED THREE UNITS TO AN ACRE AGE UNRESTRICTED IN THE WHOLE AREA.

I ONLY BRING THIS UP BECAUSE IT'S IMPORTANT WHEN WE'RE DEALING WITH ISSUES THAT WE DON'T JUST LOOK AT THEM SUPERFICIALLY AND LOOK AT THE HEADLINES.

BUT THAT WE ROLL UP SLEEVE AND DO THE PROPER ANALYSIS.

HONEST AND TRUTHFUL ANALYSIS SO WE AS A COMMISSION AND AS TEAM CAN ADVOCATE IN THE BEST INTEREST OF THE RESIDENTS.

OUR RESIDENT NEED TO BE OUR PRIORITY.

IT'S OUR DUTY TO MAKE SURE THAT WE SERVE THEM IN THE BEST WAY POSSIBLE. SOMETIMES WE HAVE TO CHOOSE BETWEEN THINGS WHERE THERE'S NO GREAT ANSWERS.

WE HAVE TO CHOOSE THE BETTER OF THE ANSWERS.

BUT IT'S IMPORTANT WHEN I GO BACK TO TRUST THAT WE COMMUNICATE HONESTLY ABOUT THE FACT AND NOT JUST THE HEADLINES.

I'M GOING TO ASK STAFF TO LOOK INTO WHAT THE DRAINAGE ISSUES ARE. I WOULD LIKE A REPORT, PRESENTATION AT OUR NEXT MEETING WHY THESE DRAINAGE ISSUE WERE ALLOWED TO CONTINUE AND PARKLAND PAY.

AFTER WE ALREADY LEARNED ABOUT THE ISSUE.

WITH THAT WE'RE ON TO REST OF AGENDA.

[7. Approval of The Agenda]

NEXT ON THE AGENDA IS APPROVAL OF THE AGENDA.

[9. Regular Agenda]

ITEM 9-5 HARVEST DRIVE COLLABORATION PROJECT.

>> THANK YOU, MAYOR. COMMISSIONERS, THIS IS A BRIEF PRESENTATION ON THE HARVEST DRIVE PROJECT.

THE ADVISORY BOARD ARE LOOKING AT DIFFERENT WAY TO ENGAGE THE COMMUNITY AS WE GO THROUGH THE COVID PROCESS.

THE BOARD MET AND DECIDED TO ASSIGN THIS PROJECT TO SHERRIE KIMMAL. HARVEST DRIVE RENNAE HERMANN THE FOUNDER IS ACTUALLY ON THE ZOOM CALL.

THEE WILL BE HERE TO ANSWER ANY QUESTIONS THAT THE COMMISSION WOULD LIKE TO HAVE. THE COMMITTEE ADVISORY BOARD PROPOSES A COLLABORATION PROJECT AND ALSO HERE TO SOLICIT FEEDBACK. PROVIDE DIRECTION TO THE COMMUNITY ADVISORY BOARD AS WE MOVE FORWARD.

>> THE HARVEST DRIVE ESTABLISHED IN 1992.

THE COMPANY'S THEME IS CHILDREN HELPING CHILDREN.

THEY FEED CHILDREN AND THAT'S THE FOCAL POINT OF THEIR ACTIVITIES. THEY HAVE 14 DISTRICT SITES AND

[01:00:04]

GET PARTICIPATION FROM MAJORITY OF THE SCHOOLS WITHIN THE COUNTY. THE STUDENT PROVIDE ASSISTANCE THROUGHOUT THE ENTIRE PROCESS. THE COMPANY OR THE CHARITY I'M SORRY IS 501-C-3 ORGANIZATION. HARD DRES DRIVE HAS A YEAR-ROUND GOAL. TEY PROVIDE RESOURCES FOR NEEDY FAMILIES IN CRISIS OR ASSISTANCE WITH FOOD AND ALL OF THE NECESSITIES FAMILIES ARE REFERRED THROUGH THE BROWARD COUNTY SCHOOL OF SOCIAL WORKER AND SOCIAL SERVICES AGENCIES.

FOOD BOX PROGRAM WHICH OUT LYESED BY THE SOCIAL WORKERS ALL

YEAR-ROUND TO FEED THE FAMILIES. >> THERE'S A PLAN THEY DO DURING THANKSGIVING. IT'S PROVIDING FOOD TO THE FAMILY DURING THAT PERIOD OF TIME.

THEY GET ASSISTANCE FROM STUDENTS BUSINESSES CHURCHES, TEMPERATURES. AND CULMINATES INTO THIS EVENT IN NOVEMBER. THERE'S APPROXIMATELY 10 TO 12 BAGS OF GROCERY HANDED OUT WITH THIS PROCESS.

WE CLAY MIDDLE. AT THIS TIME THE SCHOOL OF PARTICIPATION IS UNKNOWN DUE TO COVID.

THAT COULD CHANGE AS THE RESTRICTIONS ARE LIFTED IN SOME WAY. WE WENT AHEAD AND COLLABORATED WITH LISA HITCHCOCK AND MARJORY STONEMAN DOUGLAS.

SHE'S ONBOARD WITH PARTNERING WITH THE CITY AND WHATEVER WAY THEY CAN OR THE SCHOOL BOARD. WHAT SHE WOULD DO PROVIDE SOME FROM THE ASSOCIATION TO GO AHEAD WITH THE ITEMS. SCHOOL TO PROVIDE ALTERNATE NAILT SERVICE OUTLETS FOR THE STUDENTS.

SHE SAID WESTGLADE SERVED AS COLLECTION AND DISTRIBUTION POINT FOR THE PROCESS. INTENTION TO DO THE SAME THIS YEAR. I WILL DEPEND UPON THE SCHOOL RESTRICTIONS. IT COULD BE THE FINAL DELIVERY POINT FOR THIS PROCESS. WHAT WOULD HAPPEN THE CITY WOULD GO AHEAD AND HELP WITH COLLECTION OF FOOD IF THEY ARE ABLE TO CONTINUE BEING A DISTRIBUTION SITE.

IF THEY ARE NOT ABLE TO ACT DISTRIBUTION SIDE IT WOULD TURN OVER TO CITY AND IT WOULD SUPPLEMENT THE STAGE IN THE PROCESS. WHAT'S PROJECT COLLABORATION.

THE REQUEST IS TO BE UTILIZE UTILIZE AS COLLECTION SITE THEY COULD SERVE AS A SORT AND EVENTUALLY DISTRIBUTION.

WHAT DOES DISTRICT MEAN. IT MEANS THAT THE COLLECTION PROCESS WHAT WOULD HAPPEN YOU ACTUALLY HAVE THE FAMILY COME INTO THE WORK. THEY LINE UP IN THE CAR.

THEY OPEN THEIR TRUNKS. THEY DRIVE THROUGH.

WE ACTUALLY PROVIDE THEM WITH THE FOOD AND THEY DRIVE UP.

THIS EVENT HAPPEN DURING THE WEEK AND THEN IT WOULD -- I ZROENT OWE DON'T HAVE A DATE A THIS TIME.

WE DON'T HAVE A DATE IN PROCESS. EVERY STAGE OF WHATEVER WE DO THE CITY FACILITY IS GOING TO FOLLOW WHATEVER NECESSARY SAFETY

GUIDELINES REQUIRED. >> SO AGAIN IT'S A TWO-DAY TO THREE-DAY PROCESS. WHAT WILL HAPPEN THIS YEAR DEW TO COVID. I WILL BE A LIMITED NUMBER OF BAGS. WHATEVER WE WITH DO TO HELP THE FAMILY WE WILL. THEY WILL PROVIDE GIFT CARD FOR FAMILY TO HELP THEM PURCHASE A TURKEY DURING THE PROCESS.

DISTRIBUTION DONE THE WEEK ONCE THEY SORTED.

IN THAT SAME WEEK. AGAIN THE PROJECT COLLABORATION IS AGAIN REQUEST FOR THE CITY TO HELP WITH ADVERTISING THESE FOOD DROPS. SCHOOLS WILL DO THEIR PART TO ADVERTISE THE EVENTS. THE REQUEST ALSO COMMITTEE ADVISORY BOARD. THIS WAS BROUGHT UP BY OUR PARK AND REC DEPARTMENT. POTENTIALLY WE COULD HAVE VOLUNTEER STATIONS THAT ARE DIFFERENT.

WE HAVE COMING UP. WE HAVE TRICK-OR-TREAT AT THE END OF OCTOBER. EVENTUALLY AT FARMER'S MARKET.

[01:05:02]

NEXT SLIDE. THANK YOU.

>> BACK ON THE AGENDA. I PROVIDED SOME INFORMATION ON HARVEST DRIVE. RENNAE IS HERE AND SHE CAN CHIME IN AND PROVIDE QUESTIONS OR ANSWER TO QUESTIONS THAT YOU MIGHT HAVE. I ACTUALLY LAID OUT THE COLLABORATION AND I WILL TURN OVER TO COMMISSION TO DISCUSS AND POTENTIALLY PROVIDE WITH FEEDBACK.

AND THE VIABILITY OF THIS PROJECT AND PROVIDE DIRECTION TO COMMITTEE ADVISORY BOARD TO MOVE FORWARD.

THANK YOU. >> THANK YOU VERY MUCH.

FIRST OF ALL I WANT TO SAY HARVEST DRIVE IS AMAZING.

I HAVE BEEN AT WEST GLADE FOR I DON'T KNOW HOW MANY YEARS.

WINEBURGER IS ACTIVE THERE. IT'S FUN.

IT'S LIKE A GAME. YOU GOT TO FIND ALL THE CEREALS AND DIFFERENT THINGS AND PUT THIS THEM RIGHT PILE.

THEY CAN PUT EVERYTHING IN THE BAG TO BE SHIPPED OFF.

IT'S A WONDERFUL PROGRAM. THEY HAVE DONE SO MUCH GOOD IN BROWARD COUNTY OVER THE YEARS. AND THE VOLUNTEERS ARE AMAZING.

THE KIDS ARE L TAKE A LEADERSHIP ROLE ALSO IN THIS.

AND I'M IN FULL, FULL SUPPORT OF THIS.

ESPECIALLY GIVEN WHERE WE ARE THIS YEAR.

THERE'S MANY PEOPLE THAT DON'T HAVE EMPLOYMENT RIGHT NOW.

AS WE GO INTO THE HOLIDAY SEASON.

IT'S A DIFFICULT TIME. I THINK OF NO MATTER TIME AND NO MORE IMPORTANT TIME TO SUPPORT THE HARVEST DRIVE THAN THIS

YEAR. >> RENNAE, DO YOU WANT TO SAY

SOMETHING? >> I CAN'T HEAR YOU.

ABOUT HOW NOW. >> YES.

I WANT TO THANK YOU FOR THIS OPPORTUNITY.

LISTENING TO ALL YOU'VE TALK REALLY ENLIGHTENED ME TODAY HOW IMPORTANT THE CITY OF PARKLAND IS.

WE'VE BEEN WORKING WITH WESTGLADES MIDDLE.

HE COULD DO THIS BETTER THAN I DO NOW NOW THAT HE HAS THE GREAT INFORMATION. AND I KNOW I'VE SEEN YOU OUT THERE FOR MANY YEARS WHEN WE GO VISIT THAT SITE, BUT THE CITY OF PARKLAND HAS REALLY, REALLY COME THROUGH FOR US FOR MANY, MANY YEARS. WESTGLADES BEING MIDDLE SCHOOL BECAUSE MOST OF THE SITES ARE HIGH SCHOOLS.

WE ONLY HAVE TWO MIDDLE SCHOOLS. BUT WHAT GOES INTO THERE THE COMMUNITY YOU CAN FEEL IT. WHEN YOU WALK THROUGH THE DOORS.

AND WHEN WE WALK INTO DIFFERENT SITES WHETHER IT'S IN EAST FORT LAUDERDALE. WEST.

WHEREVER WE WALK. YOU FEEL SOMETHING.

BUT EVERY TIME WE FEEL GO INTO THAT SITE WE ALL LOOK AT EACH AND IT'S BEEN SO MANY YEARS. WE DO IT EVERY SINGLE TIME.

JUST TO SEE EVERYBODY COMING TOGETHER.

FIREFIGHTERS, THE POLICE DEPARTMENT.

PEOPLE LIKE YOU. EVERYBODY COMES TOGETHER AS THE PARKLAND COMMUNITY TO MAKE THIS HAPPEN FOR OUR FAMILY.

AS YOU KNOW OUR FAMILIES ARE REFERRED TO SOCIAL WORKERS.

EVERYONE IS SCREENED. HERE VEST DRIVE NEVER KNOWS THE PEOPLE'S NAME, EVERYTHING CONFIDENTIAL AND GOES BY NUMBERS. WE DON'T EVEN HAVE THAT INFORMATION. WE DON'T NEED THAT INFORMATION.

BUT WE COULDN'T DO IT EVER WITHOUT THE CITY OF PARKLAND.

AND EVERYTHING THEY'VE DONE. I WORKED CLOSELY WITH THE MR. BIANCI OVER THERE TO MAKE THIS POSSIBLE.

EVERY YEAR WE GO IN THERE. IT GETS BETTER AND BETTER.

AND NOT ONLY ARE THE COLLECTIONS SO GOOD IN THE CITY.

FROM CORPORATE SPONSORS, FROM PEOPLE IN THE COMMUNITY THAT JUST WANT TO SHARE KINDNESS. ESPECIALLY THIS YEAR WITH COVID.

HAVING KIDS GO OUT THERE. COLLECTED A GUARD GATE.

THE STORY THAT WE HAVE PEOPLE WOULDN'T BELIEVE THAT THIS HAPPENED IN THEIR CITY. BUT IT'S HAPPENING.

JUST LIKE YOU SAID. WE HAVE TO SHARE KINDNESS.

WE HAVE TO HAVE THAT TRUST. AND WHAT YOU SAID TONIGHT I REALLY TOOK IT INTO HEART ABOUT TRUST.

BECAUSE YOU HAVE TO TRUST. YOU HAVE TO TRUST AND IT'S SO BAD THAT IT'S FRIGHTENING TO US AND AT THIS POINT EVERY YEAR OUR WHOLE PROJECT IS IN MOTION. WE DON'T HAVE OUR ANSWERS YES.

WE DO BELIEVE RIGHT NOW THAT WE WILL BE ABLE TO USE THE WEST GLADES AND HAVE DISTRIBUTION THERE.

IT'S STILL -- IT'S STILL NOT 100% BUT A VERY GOOD CHANCE.

THAT'S WHAT WE HOPE. WE NEED ALL OF YOU.

WE NEED THE PRESS TO GO OUT THERE OUR FAMILIES ARE IN SUCH NEED. WE THANK YOU FOR THIS OPPORTUNITY. WE LOOK FORWARD TO WORKING WITH YOU. AND WHATEVER YOU CAN COLLECT FOR US IS MORE THAN WE HAD YESTERDAY.

THAT IS OUR MOTTO. >> THANK YOU SO MUCH.

[01:10:01]

THANK YOU FOR YOUR MANY YEARS OF DEDICATION TO THIS.

IT'S WONDERFUL. WONDERFUL.

>> ANYBODY ELSE FROM THE COMMISSION HAVE A COMMENT?

>> THANK YOU MAYOR. I PARTICIPATED FOR MANY YEARS AND I GRIEVE WITH EVERYTHING THAT I'M HEARING WE'RE SUCH AN AMAZING FEELING FROM THE DAYS THAT THE DELIVERY COME THE DAY WHEN THEY GROUP THE STUDENT WITH WORK WITH.

WHEN THE FAMILIES COME AND THEY ARE ABLE TO QUOTE, UNQUOTE SHOP AND PICK UP EVERYTHING THEY NEED.

IT'S REMARKABLE. AND I AM SO EXCITED TO PARTICIPATE I FEEL ANYTHING WE CAN DO AS COMMUNITY TO HELP WE SHOULD. AND I CAN'T WAIT TO BE OUT THERE PARTICIPATING. THANK YOU SO MUCH.

THIS IS SUCH AN IMPORTANT EVENT. >> THANK YOU.

>> THANK YOU SO MUCH. ANYBODY ELSE FROM THE

COMMISSION? >> COMMISSIONER CUTLER?

>> THANK YOU, MAYOR. I ALSO THINK IT'S WONDERFUL POJECT. I'M SO GLAD YOU'RE GETTING THE SCHOOLS INVOLVED AGAIN, HOPEFULLY, I KNOW THAT MISS HITCHCOCK WORKS WITH THE NATIONAL HONOR SOCIETY AND THE DEKA KIDS HAVE BEEN INVOLVED OVER A NUMBER OF YEARS WITH THE PROJECT. NO ONLY GOOD FOR THE FAMILY GETTING THE FOOD BUT THE KIDS INVOLVED IN THE PROJECT.

IT'S A REALLY GREAT LEARNING APPEARANCE FOR THEM.

I'M ALL FOR IT. I SUPPORT IT 100%.

>> THANK YOU, COMMISSIONER CUTLER.

VICE MAYOR MAYERSOHN. I AGREE WITH WHAT EVERYONE IS SAYING. YOU'VE BEEN DOING THIS A LONG TIME. IT'S GREATLY APPRECIATED.

THE ONLY THING I ASK WE LOOK AT DIFFERENT SITES POSSIBLY WHERE PEOPLE WITH DROP OFF STUFF. THERE MAY BE FAMILIES NOT GOING TO THE PHYSICAL SCHOOL, MAYBE THEY ARE AT HOME.

AT LEAST GIVE THEM THE OPPORTUNITY WHETHER IT'S TENNIS CENTER TO DROP PRODUCT OFF AND OBVIOUSLY I DON'T KNOW CORLET IS HERE BUT WORK CHAMBER TO HELP THEM PARTICIPATE AS WELL.

THANK YOU VICE MAYOR MAYERSOHN. COMMISSIONER WALKER.

>> I ECHO THAT. IT'S GREAT LEARNING EXPERIENCE FOR PEOPLE TO PARTICIPATE. IT'S OBVIOUSLY GREAT FOR THIS TIME. THERE'S A LOT OF PEOPLE IN NEED.

THIS SOUNDS LIKE A WONDERFUL PROGRAM.

LOOKING FORWARD TO SUPPORTING IT.

>> GREAT. THANK YOU, EVERYBODY.

>> HAVE YOU GOT THE DIRECTION YOU NEED?

>> I BELIEVE I HAVE. IT SOUNDS UNANIMOUS.

I MEET BACK WITH CABS ON THE 13 LITTLE AND THAT'S JUST TO PLAN THE UPCOMING EVENT THAT THE CITY HAVE TO FIGURE OUT WHAT OUR LOGISTICS WILL BE MOVING FORWARD.

>> I JUST WANT TO ADD ON TO THIS.

I BELIEVE THAT INITIAL CHARGE FROM THE COMMISSION TO THE CAB WAS ABOUT VOLUNTEER HOURS FOR THE STUDENTS IN OUR COMMUNITY.

CORRECT? >> THAT'S CORRECT.

THIS WILL BE CRITICAL TO THEM. THAT'S THE REASON WHY THEY CHOSE THE HARVEST DRIVE BECAUSE IT HAS THE STUDENT COMPONENT INTERTWINED INTO THE DIFFERENT PROCESSES.

THEY WILL BE INVOLVED IN THIS PROCESS.

TO OUR CAPACITY I WILL HAVE SPEAK TO RENNAE.

SHE SAID THEY WOULD BE INVOLVED IN THE PROCESS.

>> WE STILL HAVE VARIOUS OTHER OPPORTUNITIES AVAILABLE TO STUDENTS. I WASN'T JUST ABOUT FINDING A PROJECT FOR THEM BUT HAVING PLACE WHERE STUDENTS COULD GO ON OUR WEB SITE TO BE AWARE OF ALL THE EXISTING VOLUNTEER OPPORTUNITIES THAT EXIST IN THESY TO DATE.

>> WE DO HAVE IT UP ON OUR WEB SITE.

WE DO HAVE IT CREATED. WE HAVE IT LISTED.

I DON'T KNOW THE EXACT WEB SITE OR LINK.

>> CAN YOU THINK YOU SHOULD SHARE THE LINK WITH US.

I HAVEN'T SEEN THE LINK. >> WILL DO.

THAT WAY WHEN STUDENTS ARE COMING BECAUSE A LOT OF THEM ARE STRUGGLING GETTING SERVICE HOURS FOR COLLEGE APPLICATION AND STUFF. IF WE CAN THEN SHARE THAT LINK WITH THEM. I THINK AS WE DO ALL THINK HARD DRIVE IS AMAZE. NOT EVERYBODY IS GOING TO BE ABLE TO PARTICIPATE IN THAT. IT'S IMPORTANT THAT WE HAVE WIDE ARRAY OF VOLUNTEER OPPORTUNITIES LISTED FOR STUDENTS.

SO THAT STUDENTS HAVE THE OPPORTUNITY TO GET THOSE HOUR THEY SO DESPERATELY NEED. NEXT ON THE ITEM IS 9-B.

ITEM 9 WONDERFUL C. RESOLUTION NO 2020-065 SUBAWARD AGREEMENT BETWEEN BROWARD COUNTY AND THE CITY OF PARKLAND FOR CARES ACT FUNDING. A SESS LUGUES OF THE CITY OF COMMISSION OF THE CITY OF PARKLAND, FLORIDA APPROVING THE FORM OF SUBAWARD AGREEMENT WITH BROWARD COUNTY CARES ACT FUNDING AUTHORIZING THE APPROPRIATE CITY OFFICIAL TO EXECUTE THE FINAL SUBAWARD AGREEMENT AUTHORIZING CITY MANAGER OR DESIGNEE TO TAKE ALL THE NECESSARY STEPS TO EXECUTE ALL DOCUMENTS TO PROVIDE FOR THE CITY'S RECEIPT OF CARES ACT FUNDING FROM BROWARD COUNTY AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE AMENDMENTS TO THE SUBAWARD AGREEMENT; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICT; AND PROVIDING FOR AN EFFECTIVE DATE. AS YOU KNOW THE COUNTY ALL OF THE NEW MISS PALITY HAVE BEEN WORKING TO COME UP WITH A WAY TO DISTRIBUTE 30% OF THE TOTAL AMOUNT WE SEE FROM THE COUNTY TO THE 31 NEW NEWS PALITY. THE CITY OF PARKLAND WILL BE RECEIVING 1.5 MILLION AND OF THAT FUND IT'S BROKEN INTO SEVERAL BUCKETS. SOME OF THE UPPING BEETS FOR THE DISTRIBUTION IS OF COURSE THE PPE EXPENSES THAT THE CITY HAS ENDURED. WE ALSO HAVE MONITORING FOR NURSING HOMES. WE HAVE FUNDS FOR CLEANING AND DISINFECTING. WE HAVE SOME FOR PUBLIC INFORMATION. AND THEN WE HAVE MONIES FOR THE PUBLIC SAFETY PAYROLL AND SOME COMPLIANCE AND THEN WE ALSO THE ONE THAT EVERYONE IS PROBABLY BEEN WAITING ON THIS RESIDENTIAL ASSISTANCE AND SMALL BUSINESS ASSISTANCE PROGRAMS. NOW THESE FUNDS ARE A LITTLE BIT MORE DIFFICULT FOR CITY LIKE OURSELVES TO ACTUALLY DISTRIBUTE AND ALLOCATE.

WE'RE REFERRING NONENTITLEMENT CITY.

THAT MEANS TWO THINGS. WE HAVE POPULATION OF LESS THAN 50,000. AND IT ALSO MEANS THAT WE ARE NOT A RECIPIENT OF HUD HOUSING AND OR CDBG GRANTS FOR CERTAIN CRITERIAS FOR FINANCIAL LEVELS. A LOT OF CITY WHO MEET THE QUALIFICATIONS CURRENTLY HAVE WAYS TO DISTRIBUTE FUNDS, BUT BEING A SMALLER CITY WE HAD DEVELOPED -- TOOK US ABOUT FOUR WEEKS OF THE DILIGENT WORK COMING WITH WAYS TO DISTRIBUTE

[01:20:04]

THE FUNDING TO THE COMMUNITY AND THE SMALL BUSINESSES.

BOX ULGS WITH OIBTD CITY WE LOOK HIRING EARNEST AND YOUNG TO DISTRIBUTE THE PROGRAM FOR US. BUT WE LEARNED THAT THE COUNTY ACTUALLY WE HAVE MEETING WITH THEM TODAY AT 12:30.

THAT THEY ARE NOW OFFERING THEIR ASSISTANCE TO HELP DISTRIBUTE THE FUND ON BEHALF OF THE CITY OF PARKLAND.

WE AMENDED OUR AGENDA AND THE EXHIBITS RIGHT BEFORE THIS MEETING TO HAVE IT UPDATED. THERE'S THE AMOUNT ALLOCATED AROUND 275,000 FOR SMALL BUSINESSES.

THAT'S THE AMOUNT THAT'S AWARDED TO THE CITY.

THAT AMOUNT WILL STAY WITH THE COUNTY.

BUT IT'S SPECIFICALLY EARMARKED FOR THE CITY OF PARKLAND SMALL

BUSINESSES. >> THIS WILL BE FACILITATED THROUGH THEM. IT WILL BE ON OUR WEB SITE.

THEY WILL ADDITIONAL TECHNICAL ASSISTANCE PERSON THAT WILL HELP WALK THEM THROUGH THE PROGRAM PIECE BY PIECE.

OBVIOUSLY IF YOU GET A GRANT. THIS ISN'T A LOAN.

YOU HAVE TO SHOW PROPER JUSTIFICATION.

THAT MEANS DIFFERENT PIECES THROUGHOUT THE APPLICATION PROCESS. IF YOU HAVE SPECIFIC QUESTIONS.

I HAVE SHERRI AVAILABLE TO GO THROUGH QUESTIONS THAT YOU HAVE.

BUT THE COUNTY IS GETTING READY TO ROLL THIS OUT.

THE GAME PLAN IS NEXT WEDNESDAY TO HAVE THE CRITERIA SET UP AND ALL OF THE WAYS TO FILL OUT THE APPLICATION AND HOPING TO HAVE AN EFFECTIVE THAT FOLLOWING MONEY TO GIVE THE GRANTS TO BUSINESSES. THE OTHER ELEMENT 258,000 IS FOR MORTGAGE ASSISTANCE. THE CITY WILL MONITOR AND DISTRIBUTE THAT ONE IN THIS MORTGAGE ASSISTANCE THE DOLLARS WITNESS YOU COMPLETE THE APPLICATION WILL GO DIRECTLY TO THE FINANCIAL INSTITUTION. WE WILL NOT BE TURNING DOLLARS OVER DIRECTLY TO RESIDENTS. IT WILL GO TO THE FINANCIAL INSTITUTION. THEY NEED TO HAVE ALL PROPER SUPPORTING DOCUMENTATION FOR THE MORTGAGE ASSISTANCE PROGRAM.

ALL OF THE DOLLARS NEED TO BE SENT.

MEANING EXPENDED BY DECEMBER 10TH.

THIS DOES NOT LEAF US A VERY LONG TIME.

THEREFORE OUR WINDOW OF OPPORTUNITY FOR THE APPLICATION WILL BE FAIRLY SHORT. I AM ASKING THAT YOU ALL START TO COMMUNICATE THE OUR RESIDENTS THAT THIS COMING THEIR WAY.

TO START PULLING TOGETHER THEIR FINANCIAL INFORMATION TO START SHOWING THAT THEY HAD A LOSS OF REVENUE TO START SHOWING DOCUMENTS FOR EMPLOYEES SALARIES AND THINGS THAT WERE BEING STRUGGLED TO PAY DIFFERENT RENT ISSUES.

UTILITY BILLS. THERE'S A WHOLE ARRIVE.

PLEASE START TO COMMUNICATION THAT RESIDENT.

AGAIN I'M EXCITED TO SAY MONEY SPECIFICALLY PARKLAND.

IF WE DON'T USE ALL THIS MONEY. IT DOES GET TURNED BACK TO THE COUNTY AND THE COUNTY WILL USE IT.

FOR PROGRAMS WE GET THE FIRST CHANCE TO SPEND THE MONEY.

I'M EXCITED IT'S FOR OUR COMMUNITY.

BESIDE THE MONEY TO HELP OFF SET THE CITY OPERATING EXPENSE THIS IS SOMETHING THAT CAN GO DIRECTLY INTO OUR COMMUNITY.

IF THERE'S ANY QUESTIONS OR IF YOU WANT ANY SPECIFIC DETAILS INTO THE PROGRAM SHERRY IS HERE TO ALSO ASSIST.

>> THANK YOU NANCY. I WOULD LIKE TO START OUT BY EXPLAINING TO EVERYBODY HOW THIS MONEY CAME ABOUT.

THIS IS PART OF THE CARES FUNDING.

AND ANY CITY 500,000 OR OVER RECEIVED DIRECT FUNDING THROUGH THE FALL CARES PROGRAM. IN BROWARD COUNTY WHAT HAPPENED IS THE COUNTY COUNTED ALL OF THE POPULATIONS OF ALL THE CITIES.

AND THEN THEY GOT THE FUNDING THAT CAME THROUGH THE CARES PROGRAM. THEY RECEIVED 340 MILLION DOLLARS A LITTLE BIT MORE THAN. .

AN ONLY A THIRD OF THAT OR ACTUALLY ONLY 30% OF THAT IS ACTUALLY BEING DISTRIBUTED TO THE CITIES.

JUST SO WE ARE CLEAR ABOUT THAT. MY CONCERN WITH THE MALBUSINESS ASSISTANCE ARE THEY CHARGING SEPARATED A MINUTE STRAIGHTIVE FEE FOR THAT AS WELL. OR DO WE GET THAT WHOLE 275,000 OR IS THAT AMOUNT ALREADY MINUS A CERTAIN ADMINISTRATIVE FEED THEY HAVE CHARGED US. I DON'T RECALL THEM SAYING IT

[01:25:02]

WOULD BE ANY ADDITIONAL ADMINISTRATIVE FEE.

BECAUSE THEY USE OUR ENTIRE AMOUNT OF THE 273,855.

IS THAT WHAT YOU HEARD ALSO. >> YES, THAT'S CORRECT.

>> THANK YOU. THEY ACTUALLY YOU DON'T GET THE FUNDS. WE HAVE REQUEST THEM ON REIMBURSEMENT BASIS. ESSENTIALLY THE FUNDS NEVER COME DOWN TO US. THE 273,000-PLUS.

>> THERE'S NO ADDITIONAL ADMINISTRATIVE FEE THERE.

>> NO. WHEN WE WILL BE ABLE THE INFORM RESIDENT. I'M HESITANT TO PUT INFORMATION OUT THERE WHEN WE DON'T KNOW WHAT I TELL THE RESIDENT THEY NEED TO PUT TOGETHER. WHEN WE WILL HAVE EXACT PROGRAM

INFORMATION? >> WE WERE TOLD WEDNESDAY OF

NEXT WEEK. >> AND THEN HOW IS THAT BEING COMMUNICATED AND AGAIN LET'S BE CLEAR.

THESE ARE TWO BUSINESSES THAT ARE PHYSICALLY IN THE CITY OF

PARKLAND. >> I'LL HAVE SHERRY GIRL YOU IN.

SHE'S BEEN WORKING WITH TODD IN THE COMMUNICATIONS DEPARTMENT TO ROLL THIS OUT. THEY HAVE TO BE BRICK AND MORTAR BUSINESSES. WE'VE SEEN THEM EARLY DRAFT OF WHAT BROWARD COUNTY WILL REQUIRE AS PROGRAM CRITERIA.

THEY HAVE TO HAVE 20 -- LESS THAN 20 EMPLOYEES BE WITHIN THE CITY OF PARKLAND. THEY HAVE TO SHOW DAY ARE IMPACTED. WEDNESDAY.PRESS RELIEF NEXT ISSUED BY THE OFFICE OF SMALL BUSINESS AND ECONOMIC DEVELOPMENT. THAT ANNOUNCES THIS PROGRAM.

THEY WILL GIVE ANY HELP TECHNICAL ADVICE TO ANYONE THAT NEEDS IT. AND THEN AT THAT TIME WE WOULD LIKE TO ANNOUNCE OUR MORTGAGE ASSISTANCE PROGRAM WHICH WE AS THE CITY WILL INITIATE AND MANAGE OURSELVES.

>> IF I COULD JUST MAKE A RECOMMENDATION IF YOU HAVE SEEN WHAT THE CRITERIA ARE FOR THE BUSINESSES TO QUAL 75.

CAN WE DIRECTLY GO TO EACH ONE OF THE BUSINESSES STARTING TOMORROW AND MAKE SURE THEY HAVE THAT INFORMATION SO THEY HAVE TIME TO PREPARE THOSE DOCUMENTS? BECAUSE A LOT OF THESE SMALLER BUSINESSES ARE SO INCREDIBLY BURDENED WITH THEIR TIME AND RESOURCE RIGHT NOW TRYING TO STAY AFLOAT.

AND I'M SURE THEY COULD USE THIS HELP.

BUT THEY ARE ALSO GOING TO NEED THAT EXTRA TIME TO HAVE THAT DO ALL THAT ADMINISTRATIVE WORK TO MAKE SURE THEY CAN EVEN ACCESS THE MONEY. WHAT IS THE PLAN TO DO DIRECT

OUTREACH TO THESE BUSINESSES. >> WE CAN EASILY VISIT THE BUSINESSES. WE ONLY HAVE A FEW LOCATIONS AS YOU ALL KNOW YOU'VE BEEN OUT THERE VISITING ALL OF OUR BUSINESSES SUPPORTING THE PATRONS.

WE DEFINITELY CAN HIT THE PAVEMENT AND IF YOU WOULD LIKE WE CAN START EARLY. WE CAN DEFINITELY START THAT TOMORROW. AND OF COURSE OUR REGULAR MEANS THROUGH OUR WEB SITE WE'RE READY TO GO LIVE WITH WEB SITE AND

SOCIAL MEDIA POST. >> MOST OF OUR SMALL BUSINESSES ARE NOT CHECKING THE WEB SITE. THEY ARE NOT ON SOCIAL MEDIA BECAUSE THEY ARE WORKING. ANYTHING WE CAN DO TO E-MAIL THEM DIRECTLY. I ASSUME WE HAVE E-MAILS.

ANYTHING WE CAN DO TO CALL THEM DIRECTLY.

AND THEN IF WE CAN'T GET THROUGH THEM E-MAIL AND CALLING THEM.

GO OUT TO VISIT AND DO ALL THREE IN SOME SORT OF APPROACH.

I WANT TO MAKE SURE THEY GET THAT HEADS UP.

ON THE MORTGAGE ASSISTANCE PROGRAM DO WE HAVE MORE CONCRETE INFORMATION ABOUT WHAT WILL BE REQUIRED?

>> YES, WE DO. >> CAN WE PUT THAT OUT PUBLICLY TO GET THE DOCUMENTATION TOGETHER FOR THAT.

>> YES. THAT'S NOT A PROBLEM.

I CAN HAVE SHERRY WORK ON THAT LATER THIS WEEK.

>> WHAT WOULD BE THE MATTER OF COMMUNICATING.

NOT EVERYONE ON E-MAIL BLAST. NOT EVERYONE IS CHECKING THEIR WEB SITE. NOT EVERYBODY IS ON SOCIAL MEDIA. I THINK FOR MENTAL HEALTH PEOPLE ARE NO LONGER ON SOCIAL MEDIA RIGHT NOW.

WHAT PROCESS OF COMMUNICATING THIS.

I WANT TO MAKE SURE WOULD IT BE THE RED ALERT SYSTEM.

THE CODE RED SYSTEM. IS WHAT'S OUR BEST METHOD TO COMMUNICATE TO MAKE SURE RESIDENTS GET THIS INFORMATION?

>> ONCE AGAIN IT WAS FOCUSING ON THE SOCIAL MEDIA AND THE WEB SITE BELIEVE IT OR NOT OUR BEST WAY TO COMMUNICATE SOMETIMES WITH SIMPLE BANNERS. OUR BANNER ONE OF MORE EFFECTIVE WAYS TO COMMUNICATE THAT. I DON'T KNOW HOW MANY OF OUR RESIDENTS ARE GOING TO BE ELIGIBLE FOR THIS PROGRAM.

BUT JUST LETTING THEM KNOW THAT IT'S OUT THERE ON OUR WEBSITE.

[01:30:01]

AND TO TAKE A LOOK. BECAUSE EVERYONE CAN ACCESS A WEB SITE IF THEY HAVE THAT INTEREST.

>> IF I COULD MAKE A SUGGESTION. I WOULD RATHER BE MORE PROACTIVE ON THIS. THAN PASSIVE ON THIS.

THAT IT GOES OUT TO HOA. WE HAVE PRESIDENT'S GROUP.

WE HAVE ALL THE MANAGEMENT COMPANIES.

>> ABSOLUTELY. >> BOTH OF THEM.

MAKE SURE THEY ARE SENDING IT OUT.

ALSO PINE TREE. THEY ARE ORGANIZED.

NOW WITH COMMUNICATIONS HITTING WHOEVER THOSE COMMUNICATION HEADS ARE THERE. SAME THING IN THE RANCHES, THIS THE NOT SOMETHING THAT I WANT TO SAY LOOK WE PUT UP A BANNER ON THE WEB SITE IN IF YOU DIDN'T SEE IT TOO BAD.

SO SAD. IT IS INCUMBENT UPON US TO BE PROACTIVE AND MAKING SURE THAT WE DO EVERYTHING IN OUR POWER TO GET THAT INFORMATION OUT. AND MAYBE WE DO ONE OF THOSE CODE ALERTS. WHERE PEOPLE HAVE SIGNED UP FOR THOSE OR TEXT MESSAGES FROM THE CITY JUST TO LET THEM KNOW.

>> RIGHT. >> DOUBLY, IS THE RENTAL ASSISTANCE PROGRAM STILL AVAILABLE THROUGH THE COUNTY OR

HAS THAT ENDED ALREADY? >> I BELIEVE IT HAS ENDED.

I KNEW WHEN THEY ROLLED IT OUT IT WAS A SHORT WINDOW.

>> OKAY. >> OKAY.

THIS THE GREAT. I'M GLAD THIS MONEY IS FINALLY COMING. IT'S 30% OF ALLOCATED MONEY IS BETTER THAN 0%. I KNOW THERE'S SOME CITY HAVE EVEN MORE TROUBLE WITH COUNTY THEY ARE IN.

BUT LIKE I SAID THE SOONER WE GET THIS OUT ESPECIALLY TO SMALL BUSINESS OWNER THE BETTER. THEY NEED TIME TO GET THEIR DOCUMENTATION TOGETHER. I WANT TO MAKE SURE DAY HAVE EQUAL OPPORTUNITY TO APPLY. FOR THIS.

THE MORE HEADS UP WE CAN GIVE THEM THE BETTER.

>> THOSE ARE MY COMMENTS FOR NOW.

>> COMMISSIONER CUTLER. >> THANK YOU.

I HAVE A COUPLE OF QUESTIONS. I GUESS IT WOULD BE DIRECTED TO THE CITY ATTORNEY, PERHAPS OR MAYBE SHERRY.

THERE'S A PROVISION WITHIN THE AGREEMENT THAT TALKS ABOUT RECOUPMENT AND I HAVE SOME CONCERN RELATIVE TO THAT BECAUSE IT SEEMS TO IMPLY IN THE TERMINOLOGY THERE THAT WE HAVE SOME CONTROL OVER THE DISBURSEMENT OF THOSE MONIES.

AND YOU'RE NOW TELLING ME THAT THE LATEST INSTALLATION OF THIS IS THAT EVERYTHING IS GOING TO BE ADMINISTERED THROUGH THE COUNTY. I NEED TO MAKE SURE THAT THE TERMS OF THIS RYE COUPMENT ASPECT IS PARAGRAPH 5.7 OF THE AGREEMENT DON'T HAVE AN IMPACT UPON THE CITY.

BECAUSE I DON'T WANT THE COUNTY COMING BACK AND CLAWING MONEY BACK WHEN SOMEBODY PUTS IN APPLICATION THROUGH THE COUNTY AND THE COUNTY AERRORS IN ALLOCATING THE FUND AND TRIES TO GET MONEY BACK FROM US. IF WE'RE ADMINISTERING IT AND DOING THE DUE DILIGENCE AND WE'RE TAKING CONTROL OVER HOW THE FUNDS ARE EXPENDED AND ALL THAT.

THAT'S ONE THING. BUT IF WE'RE ALLOWING THE COUNTY TO DO ALL OF THOSE ADMINISTRATIVE THINGS AND THEN THEY SCREWUP. I DON'T WANT TO US BE ON THE HOOK AS THE CITY FOR RECOUPING FUNDS THEY MIGHT HAVE EXPENDED ON THAT. THAT'S THE FIRST THING.

IF I COULD TAKE THIS ONE. PART OF REQUIREMENT UPDATE TO EXHIBIT THAT WE ADDED TO THE CONTRACT IS THE BUDGET.

THE BUDGET AMOUNTS REDUCED BY THE AMOUNT THAT THE CITY THAT THE COUNTY GOING TO MANAGE THIS SMALL BUSINESS GRANT FOR US.

WE ARE NO LONGER ONABLIGATED FOR THOSE DOLLARS THE COUNTY IS OBLIGATED, THEIR PROCESS WILL BE ONE THAT IT WILL BE AUDITED AND THEY ARE ON THE OBLIGATION FOR THOSE FUNDS.

THAT'S ACTUALLY BENEFIT BY JOINING THE CITY COUNTY PROGRAM ON SMALL BUSINESSES, THAT'S ONE OF THE -- THAT'S IN EXHIBIT B THAT WE UPDATED IN THE AGENT FOR YOU ONCE WE DECIDED TO JUMP ON THIS PROGRAM. I JUST WANT TO BE CLEAR THAT NOT EXHIBIT E YOU HAVE ANOTHER AGREEMENT YOU KNOW WHEN YOU HAVE TWO DIFFERENT DOCUMENTS THAT HAVE DIFFERENT AGREEMENTS, AND DIFFERENCE TERMINOLOGY. I WANT TO MAKE SURE WE'RE CLEAR FROM A LEAGUE A PERSPECTIVE THAT WE'RE NOT DEALING WITH SOMETHING THAT THEY CAN COME BACK ON. THAT IS REALLY SOMETHING THAT'S

IMPORTANT. >> IN TERMS OF THE ACTUAL PERFORMANCE OF THESE THINGS, WLL THE RESIDENT OR CITIES THAT WANT TO APPLY FOR THESE THINGS JUST APPLY DIRECTLY TO THE COUNTY AND BYPASS THE CITY ALL TOGETHER SO WE'RE NOT IN THE

[01:35:05]

STREAM OF KNOWING WHAT IS GOING ON RELATIVE TO THAT.

OR HOW IS THAT GOING TO WORK? >> THEY WILL PROVIDE US UPDATES PRETTY MUCH ON A DAILY BASIS TO LET US KNOW WHERE WE STAND WITH OUR FUNDS. AND HOW MUCH HAS BEEN PULLED DOWN ON THE FUNDS. WHETHER OR NOT WE SEE DETAIL.

I'M NOT SURE WHAT TYPE OF ACCESS WE WILL HAVE.

WE WILL BE KEPT ABREAST THE ENTIRE TIME.

>> ONE OF THE OTHER ITEMS IF YOU DON'T SPEND IN ONE BUCKET.

YOU COULD TRANSFER OVER TO ANOTHER BUCKET.

THAT'S IMPORTANT TO KNOW IF WE DON'T EX-PHENOMENON -- EXPEND MONEY WE CAN PULL FROM SOMEWHERE ELSE.

>> WE WILL KEEP AN EYE ON THE A. >> THANK YOU.

YOU'RE WELCOME. THANK YOU.

>> ANYONE ELSE FROM THE COMMISSION?

>> OKAY. WITH THAT.

RESOLUTION I WILL OPEN TO PUBLIC.

IF ANYONE FROM THE PUBLIC WOULD LIKE TO SPEAK ON THIS AGENDA ITEM PLEASE RAISE YOUR HAND. SEEING NO ONE I'M CLOSING TO PUBLIC AND OPENING TO COMMISSION.

>> MOTION TO APPROVE. >> THANK YOU.

>> I HAVE A MOTION BY COMMISSIONER WALKER.

SECOND BY VICE MAYOR Mâ– AYERSOHN. ROLL CALL PLEASE.

[10. Comments by the Broward Sheriff's Office]

UNANIMOUSLY. ITEM 10.

COMMENTS FROM THE BROWARD SHERIFF'S OFFICE.

>> CAN YOU HEAR ME. >> THANK YOU.

GOOD EVENING EVERYBODY. I JUST WANTED TO TAKE A FEW MINUTES BRING YOUR ATTENTION TO REALLY -- IN THE BEGINNING OF THE YEAR ON FEBRUARY WE SAW A RASH OF RESIDENTIAL BURGLARIES. DURING ONE OF THOSE BURGLARY -- SHOWING -- THAT INFORMATION WAS ADDED INTO THE NATIONAL DADDEDA BASE.

WE WERE NOTIFIED BY SAN FRANCISCO POLICE DEPARTMENT THEY HAD MAPPED THE DNA FROM CRIMES THAT OCCURRED OUT THERE IN JULY.

IT'S AN EXAM HOW THEY CONTINUE TO BE INVESTIGATED LONG AFTER THE INCIDENCE OCCURRED. I WANT TO RECOGNIZE HER FOR THAT WORK. SHE CONTINUES TO LIAISON WITH SAN FRANCISCO BD AND SHARING INFORMATION.

THEY SHARE THERE'S. HOPEFULLY WE WILL HAVE AN OPPORTUNITY TO BRING SOME CLOSURE TO THIS.

I WOULD SAY THAT THE SUSPECT WILL NOT HONK LONGER IN THE AREA. THAT SHOULD GIVE SOME SAFE FEELING. THAT'S ALL I REALLY HAVE.

IF YOU HAVE ANY QUESTIONS. >> CAPTAIN MULL BEGAN.

THANK YOU VERY MUCH FOR THAT UPDATE.

GREAT NEWS. ONE OF THE THINGS I WANTED TO ASK YOU THIS EVENING IS TWO YEARS AGO WE DID PUBLIC SAFETY FOCUS GROUPS IN THE CITY OF PARKLAND WHERE MANY RESIDENTS WERE INVOLVED WHAT THEY WOULD LIKE TO SEE MORE OF FROM OUR POLICE SERVICES HERE. AND OUT OF THAT CAME A MULTI-FACETED STRATEGIC PLAN FROM PARKLAND.

I KNOW YOU'RE FAMILIAR WITH THE PLAN BECAUSE YOU HAVE A LOT TO DO WITH THE STRATEGIC PLAN. I DON'T KNOW THAT A LOT OF MEMBERS OF THE COMMUNITY ARE AWARE THAT WE HAVE THIS PLAN, THAT WAS KIND OF FORMED FROM RESIDENT INPUT THAT WERE DONE THROUGH THE PROFESSIONAL FOCUS GROUPS.

I SEE SIMEON IS ON THE PHONE. I KNOW HE WAS A PARTICIPATE AS WERE MANY THROUGHOUT THE CITY. EACH MEMBER OF THE COMMISSION PICKS SEVERAL PEOPLE TO PARTICIPATE.

CAME THE PLAN THAT YOU WORK PEOPLE DOWNTOWN.

I FORGET THE LADIES NAME THEY HELPED DRAFT THE PLAN.

THAT'S PUBLIC SAFETY STRATEGIC PLAN WAS BROUGHT TO THE COMMISSION AND APPROVED BY THE COMMISSION.

I KNOW WE BEEN IN COVE I NOW. THINGS ARE DIFFERENT.

I WOULD LOVE FOR YOU TO GIVE AN UPDATE ON THAT.

BECAUSE I THINK THERE'S A LOT OF INFORMATION OUT IN THE PUBLIC FIRST OF ALL I DON'T THINK A LOT OF PEOPLE ARE AWARE OF THE STRATEGIC PLAN. I DON'T THINK THEY REALIZE THAT IT WAS FOCUS BASED STRATEGIC PLAN.

IT CAME FROM THE RESIDENTS. AND I WOULD LOVE TO HAVE YOUR

[01:40:02]

UPDATE ON THAT. JUST TO KIND OF BUILD ON WHAT YOU'VE SAID A LITTLE BIT. YOU KNOW WE'RE FOCUSED GROUP ESTABLISHED AFTER THE SHOOTING. OUT OF THE FOCUS GROUP WE WERE ABLE TO RECEIVE FEEDBACK AND WORKING WITH CITY STAFF, WORKING WITH COMMISSION. PARTICIPATING IN THE CITY'S STRATEGIC PLANNING MEETINGS, WE WERE ABLE TO DEVELOP A STRATEGIC PLAN SPECIFICALLY FOR THIS DISTRICT.

KIND OF YOU SNIK. WE'RE THE ONLY DISTRICT WITHIN THE ORGANIZATION THAT ACTUALLY HAS DEVELOPED AND IMPLEMENTED THE STRATEGIC PLAN. THAT WAS BACK IN 2018.

WE CONTINUED THAT PROCESS IN 2019 AS WELL.

WE BUILT ON THAT. AGAIN WE'RE WORKING IN PARTNERSHIP WITH STAFF AND WITH COMMISSIONER WE ALSO WENT BACK TO THE PUBLIC AND RECEIVED FEEDBACK FROM THEM THROUGH SURVEYS THAT WE PUT OUT ON THE CITY'S WEB SITE AND THROUGH OUR OWN SOCIAL MEDIA. WORKING WITH RESIDENT AND STAFF AND THE COMMISSION. SOME OF THIS THINGS WE CAME UP AS FAR AN ISSUE. TECHNOLOGY UPGRADES, WE CURRENTLY HAVE SEVERAL ADDITIONAL LICENSE PLATE READERS WERE ABLE TO IDENTIFY. WE WORKED WITH STAFF TO PROCURE THOSE. AND WE ARE CONTINUING TO IMPROVE THAT ABILITY BY ADDING ANOTHER ONE HERE IN THE NEXT COUPLE OF WEEKS. WE EVALUATED OUR STAFFING AND WORK FLOW. WE WERE ABLE TO ADD ADDITIONAL STAFFING AND REALLOCATE. WE CREATE CRIME SUPPRESSION TEAM WHICH DEALS WITH RESIDENTIAL BURGLARS.

OUR PROPERTY CRIMES. BUT ALSO OTHER THINGS AS WELL.

PART OF OUR WORK FLOW PROCESS REVIEW WE'RE ABLE TO IDENTIFIED DEVELOP A MORE EFFICIENT WORK FLOW AND GET MORE VALUE OUT OF

COMMUNITY SERVICE AIDES. >> WE BROUGHT MANY RESOURCES TO CYPRESS HEAD. AND SO WE CONTINUE TO NOT ONLY PARTICIPATE IN THE LIVE VERSION BUT WE ALSO IMPLEMENTED OUR SOCIAL MEDIA PROGRAM. WE KNOW WE'RE HEAVILY INVOLVED WITH NEXT DOOR TWITTER, AND MOVING FORWARD IN 2019 SOME OF THINGS WE IDENTIFIED IN OUTREACH PROGRAMS WE TRIED TO IMPLEMENT A POLICE EXPLORER PROGRAM AT THE HIGH SCHOOL LEVEL AND TRIED TO IMPLEMENT A CITIZENS POLICE ACADEMY.

I USE THE WORD TRY COUPLE OF THINGS IMPACTED THOSE PRIMARILY COVID. SHUT US DOWN IN THE POLICE EXPLORER PROGRAM. WE HAD ABOUT 12 STUDENT WHO WEREN'T PARTICIPATING UNFORTUNATELY WE ONLY HAD ONE MEETING BEFORE COVID BASICALLY SHUT EVERYTHING DOWN.

WE WILL CONTINUE TO DEVELOP THAT AS WE GET BACK TO NORMAL.

THOSE PROGRAMS WERE NOT SUCCESSFUL.

BUT WHAT WE DID RECOGNIZE STILL A NEED TO HAVE INVOLVEMENT WITHIN THE COMMUNITY IF WE COULDN'T BE THERE PUBLICLY.

WE WOULD BE ON ZOOM MEETING. WE CONTINUED TO EL INVOLVE AND FINNED WAY BASE OFF STRATEGIC PLAN.

TO CREATE THE OUTREACH PROGRAMS. AND I THINK THAT'S REALLY KIND OF WHERE WE'RE AT THIS POINT. WE HAD A LOT OF SUCCESS.

MORE SUCCESSES UNFORTUNATELY WE HAD A FEW THINGS WE WERE ABLE TO IMPLEMENT THROUGH NO FAULT OF OURS.

WE'VE GOT A LOT OF SUPPORT FOR THE STAFF.

WE GOT A LOT OF SUPPORT FROM YOU THE COMMISSIONERS AND WE HAVE TREMDUS AMOUNT OF SUPPORT FOR THE RESIDENT.

WE LOOK FORWARD TO GETTING IMMEDIATE BACK FROM THEM.

ONE OF THINGS I ENJOY ABOUT MY POSITION I PETE WITH PEOPLE.

I GET AN OPPORTUNITY TO ASK QUESTION WHERE THEY ARE AT.

WHAT DID THEY HOW DID THEY SEE IT FITTING INTO THE COMMUNITY.

AND I WILL TELL YOU FEEDBACK THAT I GET IS ALWAYS VERY POSITIVE. TRY TO ELSE INIS OF AT OUR BUSINESS. I RUN INTO A LOT OF PEOPLE THERE. THE FEEDBACK IS VERY POSITIVE SO

FAR. >> THANKS FOR THE UPDATE.

WE LEARNED THE HARD WAY AFTER FEBRUARY 14TH 2018 THE CHALLENGE OF REBUILDING TRUST IN A COMMUNITY.

YOU HAVE DONE A PHENOMENAL JOB. YOU AND YOUR TEAM.

WITH OUTREACH. THAT MEMBERS OF THE COMMUNITY

[01:45:02]

COULD ACTUALLY MEET IN PERSON. FAMILIES COULD MEET IN PERSON.

THE PARENT COULD HAVE COMFORT LEVEL.

I ALSO KNOW THAT EVEN THOUGH WE BEEN IN COVID NOW AND GIVEN A LOT OF WHAT'S GOING ON IN OUR COUNTRY YOU'VE BEEN DOING OUTREACH AS WELL. WITH DIFFERENT CONSTITUENTS.

YOU HAD DRIVEWAY MEET AND AGREE. ESPECIALLY WITH PEOPLE WHO HAVE CONCERNS ABOUT WHAT THEY'VE BEEN SEEING GOING ON IN THE WORLD TODAY. THE MAKE SURE THEY GOT TO KNOW THEIR POLICE OFFICERS AND HOW THE COMFORT LEVEL.

AS COLLETTE MENTIONED EARLIER THERE'S SOME PEOPLE WHO FROM DIVERSE BACKGROUND HERE WHO LIVE IN OUR CITY.

AND THEY ARE UNEASY GIVEN THE IMAGE THEY'VE SEEN ON TELEVISION AND THINGS IN THE WORLD. EVERYONE WHO REACHED OUT AND HAD A CHANCE TO SPEAK TO YOU IS VERY IMPRESSED WITH YOU.

YOU'RE ACCESSIBILITY. YOU'RE WILLINGNESS TO LISTEN TO CONCERNS. THE INCREDIBLY COMPASSIONATE WAY YOU DO THAT. IS REALLY IMPRESSIVE.

I WANT TO BRING THAT UP. I SOMETIMES THINK A LOT OF THINGS GET SAID IN THE COMMUNITY AND WE KNOW HOW SOCIAL MEDIA AND VIDEOS ARE. I DON'T THINK PEOPLE ALWAYS KNOW WHAT IS GOING ON. ON THE GROUND.

I DON'T THINK PEOPLE SEE THE WORK THAT'S BEING DONE.

I THINK IT'S IMPORTANT ESPEIALLY WHEN WE'RE IN A COMMUNITY TALKING ABOUT CONTINUALLY REBUILDING AND WORKING ON TRUST THAT WE MAKE SURE THAT WHEN WE'RE COMMUNICATING IN PUBLIC THAT WE'RE LETTING PEOPLE KNOW WHAT IS DHULLY GOING ON. ESPECIALLY CAPTAIN MULLIGAN THE WORK YOU ARE DOING. MAYBE EVEN AT THE NEXT MEETING, YOU COULD GIVE A FURTHER UPDATE ABOUT SOME OF THE OTHER THINGS YOU'VE DONE FOR OUTREACH DURING THIS TIME IN COVID.

I REALLY LOVE TO HEAR THAT. I WOULD LOVE FOR THE PUBLIC TO ALSO HEAR FROM YOU. JUST SO THEY KNOW DAY HAVEN'T BEEN FORGOTTEN. AND YOUR VERSION OF COMMUNITY POLICING IS REALLY STELLAR. I JUST WANT TO SAY THANK YOU VERY MUCH FOR THE WORK YOU AND YOUR TEAM DID.

>> THANK YOU. I APPRECIATE THAT.

>> >> I KEEP MUTING MYSELF.

>> NEXT ON THE AGENDA COMMENT BY THE CITY MANAGER.

>> NO COMMENTS. THANK YOU.

>> COMMENTS BY THE CITY ATTORNEY.

>> NO COMMENTS THIS EVENING. THANK YOU.

>> I'M SURPRISED. >> OKAY.

WITH THAT DO I HAVE A MOTION TO ADJOURN?

>> SO MOVED. >> SECOND.

>> ALL IN FAVOR SIGNIFY BY SAYING AYE.

MEETING ADJOURNED.
