WHEREAS THE CITY OF PARKLAND IS COMMITTED TO ENSURING THE SAFETY AND SECURITY OF ALL THOSE LIVING IN AND VISITING OUR CITY, AND WHEREAS FIRE DEPARTMENTS IN THE UNITED STATES RESPONDED TO 357,000 HOME FIRES IN 2017 ACCORDING TO THE NATIONAL FIRE PROTECTION ASSOCIATION AND U.S. HOME FIRE RESULTED IN 2,630 CIVILION DEATHS AND WHEREAS COOKING IS LEADING CAUSE OF HOME FIRES IN THE UNITED STATES WHERE FIRE DEPARTMENT RESPONDED TO MORE THAN 173,200 ANNUALLY BETWEEN 2013 AND 2017 AND WHEREAS TWO OF EVERY FIVE MOMENT FIRES STARTS IN THE KITCHEN WITH 31% OF THESE FIRE RESULTING FROM UNATTENDED COOKING.

AND WHEREAS MORE HALF THE REPORT NONFATE AOL HOME COOLING OCCUR WHEN THE VICTIM TRIED TO FIGHT THE FIRE THEMSELVES.

WHEREAS THE CITY OF PARKLAND FIREFIGHTER DEDICATED TO REDUCE OCCURRENCE OF KITCHEN FIRE AND FIRE INJURY THROUGH PREVENTION AND EDUCATION, AND WHEREAS THE CITY OF PARKLAND RESIDENTS RESPONSE TOIF IS EDUCATION MEASURE AND TAKE STEP TO INCREASE SAFETY FROM FIRE AND WHEREAS THE 2020 FIRE PREVENTION WEEK THEME SERVE UP FIRE SAVE SAFETY IN THE KITCHEN WORK TO EDUCATE EVERYONE ABOUT THE ACTION THEY CAN TAKE TO KEEP THEMSELVES AND THOSE AROUND THEM IN THE KITCHEN SAFE.

NOW THEREFORE BE IT RESOLVED THAT I MAYOR DRINK TOOEN HUNSCHOFSKY AND THE CITY COMMISSION PROCLAIM THE WEEK OF OCTOBER 4TH THROUGH 2020 AS FIRE PREVENTION WEEK IN THE CITY OF PARKLAND AND ALL RESIDENT TO CHECK FOR FIRE HAZARDS.

CONTINUE THE USE OF SAFE COOKING PRACTICES.

AND SUPPORT THE MANY PUBLIC SAFETY ACTIVITIES AND EFFORTS OF THE CORAL SPRINGS PARKLAND FIRE DEPARTMENT.

THANK YOU SO MUCH. I'M THE CHAIR OF THE PARKLAND CHAMBER OF COMMERCE. NATIONAL DIALOGUE AND CRISIS HAS EMERGED AND COMMUNITIES ACROSS THE COUNTRY ARE TACKLING THE DEEP SEEDED CONSEQUENCES OF INSTITUTIONALIZED RACISM THAT PERMEATES IN PART OF OUR SOCIETY.

ALTHOUGH WE ARE NOT LOUISVILLE, PORTLAND, OR MINNEAPOLIS, MAKE NO MISTAKE, PARKLAND FLORIDA IS NOT IMMUNE TO THESE ISSUES.

I'M HERE TO TELL YOU THAT PEOPLE OF COLOR RIGHT HERE IN PARKLAND DO NOT FEEL THEY ARE SAFE. WE DON'T FEEL SAFE.

WE DON'T FEEL OUR VOICES ARE HEARD OR VALUED AS EQUALS.

AND THAT IS NOT RIGHT. IT'S UN-AMERICAN AND IT'S CERTAINLY UNPARKLAND. FOR AN ENTIRE GROUP OF PEOPLE NOT TO FEEL EQUAL. I WILL TELL YOU BRIEF STORY OF SOMETHING THAT HAPPENED TO ME. I HAVE MANY STORY.

I WILL TELL YOU BRIEF ONE OF MY DAUGHTER WHO WAS RIDING HER SKATEBOARD WHILE WALKING THE DOG IN OUR COMMUNITY.

SHE WAS FOLLOWED BY A WHITE MALE IN A VEHICLE TO THE PARK AND WAS TOLD THAT SHE COULD NOT BELONG AT THE PARK.

AND THE GENTLEMAN ASKED HER TO LEAVE.

SHE SAID WHY. >> HE SAID YOU DON'T BELONG HERE. WE CALLED THE COP.

WE INVESTIGATED. BUT I WILL YOU THAT MAKES MY FAMILY VERY, VERY UNEASY. THAT'S SOMETHING THAT HAPPENED IN PARKLAND QUITE A BIT. BECAUSE I KNOW PEOPLE HAVE BROUGHT IT TO MY ATTENTION. AND IT HAS ALSO HAPPENED TO ME ON MORE THAN ONE OCCASION. SO WITH THAT BEING SAID I'M PROUD TO SAY THAT THE PARKLAND CHAMBER OF COMMERCE WITH 100% SUPPORT OF THE ENTIRE BOARD BELIEVES THAT WE HAVE A ROLE IN MAKING THIS BETTER AND BETTER UNDERSTANDING HOW WE CAN FIX THIS PROBLEM. OUR STATED MISSION IN CHAMBER IS THIS. WE PROMOTE THE WELL-BEING OF THE PARKLAND BUSINESS COMMUNITY WHILE ENHANCING THE CITY'S QUALITY OF LIFE. WE ALSO SEEK TO FOSTER A CULTURE THAT IS WELCOMING AND PROFESSIONAL TO ALL.

WE CANNOT ACCOMPLISH THIS WITH A WHOLE SECTOR OF OUR COMMUNITY FE FEELS UNWELCOME OR UNDERVALUED.

THE PARKLAND CHAMBER OF COMMERCE WILL INITIATE FOCUS GROUPS TO BETTER UNDERSTAND HOW BLACK RESIDENTS AND BUSINESS OWNER IN PARKLAND FEEL AND TO SEEK SOLUTIONS FROM OUR ENTIRE COMMUNITY REGARDLESS OF SKIN COLOR.

WE WILL CONDUCT THE STUDY SOMETIME IN Q-4 AND WE INTEND TO SHARE THE RESULTS WITH THE CITY COMMISSIONER AS SOON AS WE HAVE THEM. I'M HERE TO ASK -- I'M HERE TO MAKE A REQUEST FOR THE CITY COMMISSION TO MAKE TIME ON THEIR UPCOMING AGENDA FOR US TO SHARE THE RESULTS OF THIS FOCUS GROUP.

IT'S ALSO OUR ASK THAT THIS COMMISSION CONSIDER SETTING ASIDE FUNDS IN THE UPCOMING STRATEGIC PLANNING EXERCISE TO FURTHER EXPLORE THIS ISSUE THAT THE FACING OUR COMMUNITY.

AS WELL AS TO PLAN TO SUPPORT MITIGATION EFFORTS AT A CITY LEVEL. THIS IS NATIONAL DIALOGUE THAT PARKLAND SHOULD NOT FAIL TO BE A PART OF.

MY COLLEAUES WHO IS ALSO ON THE BOARD WILL EXPLAIN SOME OF THE SPECIFICS OF OUR EFFORT. AND MAYOR, IF YOU WOULD ALLOW ELLIS. ELLIS; WE WILL UNMOOUT YOU AND ASK YOU TO KEEP TO THREE MINUTE TIME.

MAYOR, AS OUR CHAIR COLETT I'M ELLIS MASS I CITY ON THE PACKLAND CHAMBER BOARD AS WELL. THE CHAMBER LOOKS TO TAKE A LEAD BY PRODUCING A PILOT STUDY TO UNDERSTAND HOUR DIVERSE PARKLAND COMMUNITY FEELS ABOUT ISSUE OF RACIAL EQUALITY RIGHT HERE AT HOME. THIS CONSISTENT WITH ORGANIZATION VALUES, OF COMMUNITY OUTREACH AND INCLUSIVITY BECAUSE WE AS CHAMBER MEMBERS HAVE STRONG INDUSTRY CONTACTS. WE INTEND TO ENGAGE RESEARCH PROFESSIONAL THAT WILL HELP PRODUCE A REPORT HIGHEST PROFESSIONAL STANDARD OF THE I CENTER.

WE ANTICIPATE QUAL DAYTY AND KWAN DAYTIVE COMPONENT.

THE QUANTITATIVE PORTION WILL BE A BRIEF BUT DETAILED QUESTIONNAIRE. PROFESSIONALLY DESIGNED SEEKING RESPONSES FROM A BROAD CROSS SECTION OF PARK LANDERS OF ALL RACES ANDETTE THISITIES. THE QUALITATIVE PORTION WILL BE IN DEPTH FOCUS GROUP MODERATED BY PROFESSIONAL RESEARCHER AND FACILITATORS. WHILE THE PLANNING IN THE PROCESS OUR GOING IN THINKING TO UNDERSTAND THE THOUGHT AND FEELING OF EACH GROUP INDEPENDENTLY AND BRING THE COMMUNITY TOGETHER AS WHOLE FOR MORE IN DEPTH DIALOGUE.

WE WILL SHARE THE REPORT WITH THE COMMISSION.

AND OUR HOPE WE MAY HAVE SPECIFIC RECOMMENDATION FOR INITIATIVE THAT MIGHT IMPROVE THE COMMUNITY AND SET A GREAT EXAMPLE. THE GOAL TO PUSH THE INITIATIVE ON YOUR RADAR SCREEN SO YOU CAN SURE TO INCLUDE PLACE HOLDER FOR THIS ACTIVITY AS YOU KICK OFF STRATEGIC PLANNING PROCESS.

THE MESSAGE WE SHOULD TAKE FROM THIS AS AN ENVIRONMENTALLY PROUD CITY IS THAT WE SHOULD BE INTEGRATING MORE OF THIS KIND OF RESILIENCE INTO OUR STRATEGIC PLANNING FOR THE FUTURE AND SIT THE HOPE OF THE BROWARD LEADER OF THIS ROUNDTABLE THAT WE AS A COMMISSION CONTINUE TO PUSH FORWARD INITIATIVES TO MAKE SURE THAT HAPPENS.

BY THE TIME I CAME THEY WEREN'T CLOSE TO FINISHED AND YET THEY WERE AT THEIR LIMIT ON THE CERTIFICATE OF OCCUPANCY THAT THEY WERE ALLOWED TO HAVE AND THE TIME FRAME THAT THE CLUBHOUSE WAS SUPPOSED TO BE FINISHED. SO BEING NEW HAVING A VERY SOLUTION-ORIENTED ATTITUDE. I MET WITH TEAM OF RESIDENT.

AND WE MET WITH THE DEVELOPER AND SAT DOWN WITH STAFF AND CAME

BY AMENABLE A SCHEDULE THAT LANAR FELT THEY COULD FULLFILL AND WE COULD HAVE SET TIME WHERE THEY HAVE TO CERTAIN ITEMS DONE WHETHER THE ROOF OR CERTAIN AREA.

IF THEY DIDN'T MEET THE ITEMS, THEY WOULD BE HALTED.

UNTIL THAT WAS DONE UNTIL THEY COULD GET MORE CO'S.

I WOULD STOP THEM FROM ENROLLING STUDENTS IN SCHOOL AND MOVING INTO THEIR HOMES. S WHY WE WORKED HARD TO COME UP WITH A PLAN. SOME OF THAT PLAN WAS ADHERED TO EVENTUALLY THE CLUBHOUSE WAS BUILD.

THEN WE HAD DRAINAGE ISSUED. THE SAME DRAINAGE ISSUE YOU HEAR ABOUT IN TASCADO. YOU HEAR IN PARKLAND BAY.

THOSE DRAINAGE ISSUES WERE NOT LINKED ANY CO'S.

THEY WEREN'T LINKED TO PERMIT OR ANYTHING.

WE MET WITH RESIDENT TO FIGURE HOW THE DRAINAGE ISSUE COULD BE FIXED. APPARENTLY THERE WERE ISSUES WITH THE GRADING. THEY HAD TO PUT IN FRENCH DRAINS. THEY HAD TO PUT IN GUTERS IN SOME AREA IN SOME OF THE HOMES SOME HOMES THEY WERE TOO CLOSE TOGETHER THEY COULDN'T HAVE THE DRAINAGE BETWEEN THE HOME.

LANAR SAID IN THE END THEY DO WHAT'S RIGHT.

WE SET UP A SCHEDULE WITH LANAR, WITH THE RESIDENT OF ALL THE HOMES WE PLOTTED OUT ALL THE HOMES THAT NEEDED THE DRAINAGE ISSUES TO BE TAKEN CARE OF. AND TIME FRAME SET.

IT WASN'T LINKED TO ANY CERTIFICATES OF OCCUPANCY WASN'T LINKED TO PERMIT. I BELIEVE A YEAR OR SO THE SCHEDULE SET UP FOR TOOK SEVERAL YEARS FOR THEM TO GET PAST THE HOME. THE DRAINAGE ISSUE ARE STILL HAPPENING IN SOME AREAS. AT THE TIME THE COMMISSIONS ADAMANT THE ISSUE THAT WHICH HAVING ON LAND THERE SHOULD NOT HAPPEN EVER AGAIN IN ANY DEVELOPMENT IN OUR CITY.

WE KNEW WHAT THE ISSUES WERE AND WE KNEW WHAT THE ANSWERS WERE TO THOSE ISSUES. AND YET HERE WE ARE HEARING FROM THE SAME ISSUES. AND WE'RE HEARING THE SAME ISSUE. LEANNE IS ASKING.

TO PROVE WHEN THE COMMISSION WAS VERY CLEAR THAT SHOULDN'T BE HAPPENING AGAIN SINCE WE KNOW IT CAN HAPPEN IN THAT AREA AND WE KNOW WHAT THE REMEDY IS. THIS BRINGS ME TO THE NEXT THING. WE HAD PARKLAND BAY.

WE HAVE LANAR HERE ON I BELIEVE OUR AUGUST 19TH MEETING.

THEY HAD TO DO AN ENTRY FEATURE. BY THE 100TH PERMIT.

WHEN HE HAD ISSUES IN MAUR-A-LAGO.

NO LONGER LINK PERFORMANCE AND AMENITIES TO THE CERTIFICATES OF OCCUPANCY BECAUSE THAT PUT US IN A POSITION WHERE PEOPLE COULDN'T MOVE INTO THEIR HOMES. WE WOULD BE HARMING ANYONE THAT WOULD PURCHASE THE HOME. IN PARKLAND BAY.

LANAR WAS SUPPOSED TO FINISH THE AMENITY FEATURE.

ENTRY FEATURE BY THE 100TH PERMIT.

BY THE TIME THAT ITEM CAME TO US IN AUGUST AT OUR AUGUST MEETING.

THEY HAD ALREADY BEEN ISSUED 300 CERTIFICATES OF OCCUPANCY.

FOR SOME LISTEN THEY NOT ONLY GOT 100 PERMIT 300 CERTIFICATES OF OCCUPANCY. BEFORE THEY DID THE ENTRYWAY PART OF THE AGREEMENT. THEN LANAR ASKED US TO STILL GIVE THEM MORE PERMITS WHILE THEY WERE IN THE PROCESS OF GETTING THE ENTRY FEATURE TAKEN CARE OF.

I BRING THIS UP BECAUSE THERE'S A LOT OF INFORMATION ABOUT HOW TO DEAL WITH DEVELOPERS, AND HOW WE WILL WORK WITH PEOPLE.

WHEN I TALK ABOUT TRUST. THE CONTRACT IS AS GOOD AS THE TRUST BETWEEN THE TWO ENTERING THE CONTRACT.

I HAVE NOW DEALT WITH LANAR AND OUR RESIDENTS FOR 7 YEARS.

BECAUSE EVERY TIME THEY DO THIS THEY DON'T FINISH THE AMENITY.

A LOTTED TIME IN THE CONTRACT AND THE AGREEMENT THEY SIGNED.

AND THEN I HEAR IT'S BEING TERMED AS I AM THREATENING THEM.

HE WANTED THREE TO AN ACRE AGE UNRESTRICTED.

NOT COMPATIBLE WITH ANYONE IN THE WEDGE AREA.

THE MAJORITY OF THE COMMISSION SAID NO.

THE THREATS MADE THEY WOULD GO TO COUNTY AND GET WORKFORCE HOUSING AND I BELIEVE THAT WASSAN ATTEMPT TO FRIGHTEN UP.

WE SAID GO AHEAD. HERE WE ARE 3 AND A HALF YEARS LATER. THIS DEVELOPER OR LAND OWNER SO ADAMANT ABOUT HAVING 15 UNIT TO ACRE WORKFORCE HOUSING.

KEEP REMOVING THE ITEMS FROM THE AGENDA.

WHILE THEY ARE RESUBMITTING PLANS TO THE CITY AT THREE UNIT TO AN ACRE AGE UNRESTRICTED, WITH 11 VARIANCES.

KIND OF YOU SNIK. WE'RE THE ONLY DISTRICT WITHIN THE ORGANIZATION THAT ACTUALLY HAS DEVELOPED AND IMPLEMENTED THE STRATEGIC PLAN. THAT WAS BACK IN 2018.

WE CONTINUED THAT PROCESS IN 2019 AS WELL.

WE BUILT ON THAT. AGAIN WE'RE WORKING IN PARTNERSHIP WITH STAFF AND WITH COMMISSIONER WE ALSO WENT BACK TO THE PUBLIC AND RECEIVED FEEDBACK FROM THEM THROUGH SURVEYS THAT WE PUT OUT ON THE CITY'S WEB SITE AND THROUGH OUR OWN SOCIAL MEDIA. WORKING WITH RESIDENT AND STAFF AND THE COMMISSION. SOME OF THIS THINGS WE CAME UP AS FAR AN ISSUE. TECHNOLOGY UPGRADES, WE CURRENTLY HAVE SEVERAL ADDITIONAL LICENSE PLATE READERS WERE ABLE TO IDENTIFY. WE WORKED WITH STAFF TO PROCURE THOSE. TO CREATE THE OUTREACH PROGRAMS. AND I THINK THAT'S REALLY KIND OF WHERE WE'RE AT THIS POINT. WE HAD A LOT OF SUCCESS.

MORE SUCCESSES UNFORTUNATELY WE HAD A FEW THINGS WE WERE ABLE TO IMPLEMENT THROUGH NO FAULT OF OURS.

WE'VE GOT A LOT OF SUPPORT FOR THE STAFF.

WE GOT A LOT OF SUPPORT FROM YOU THE COMMISSIONERS AND WE HAVE TREMDUS AMOUNT OF SUPPORT FOR THE RESIDENT.

WE LOOK FORWARD TO GETTING IMMEDIATE BACK FROM THEM.

I ALSO KNOW THAT EVEN THOUGH WE BEEN IN COVID NOW AND GIVEN A LOT OF WHAT'S GOING ON IN OUR COUNTRY YOU'VE BEEN DOING OUTREACH AS WELL. WITH DIFFERENT CONSTITUENTS.

YOU HAD DRIVEWAY MEET AND AGREE. ESPECIALLY WITH PEOPLE WHO HAVE CONCERNS ABOUT WHAT THEY'VE BEEN SEEING GOING ON IN THE WORLD TODAY. THE MAKE SURE THEY GOT TO KNOW THEIR POLICE OFFICERS AND HOW THE COMFORT LEVEL.

AS COLLETTE MENTIONED EARLIER THERE'S SOME PEOPLE WHO FROM DIVERSE BACKGROUND HERE WHO LIVE IN OUR CITY.

AND THEY ARE UNEASY GIVEN THE IMAGE THEY'VE SEEN ON TELEVISION AND THINGS IN THE WORLD. EVERYONE WHO REACHED OUT AND HAD A CHANCE TO SPEAK TO YOU IS VERY IMPRESSED WITH YOU.

YOU'RE ACCESSIBILITY. YOU'RE WILLINGNESS TO LISTEN TO CONCERNS. THE INCREDIBLY COMPASSIONATE WAY YOU DO THAT. IS REALLY IMPRESSIVE.

I WANT TO BRING THAT UP. I SOMETIMES THINK A LOT OF THINGS GET SAID IN THE COMMUNITY AND WE KNOW HOW SOCIAL MEDIA AND VIDEOS ARE. I DON'T THINK PEOPLE ALWAYS KNOW WHAT IS GOING ON. ON THE GROUND.

I DON'T THINK PEOPLE SEE THE WORK THAT'S BEING DONE.

I THINK IT'S IMPORTANT ESPEIALLY WHEN WE'RE IN A COMMUNITY TALKING ABOUT CONTINUALLY REBUILDING AND WORKING ON TRUST THAT WE MAKE SURE THAT WHEN WE'RE COMMUNICATING IN PUBLIC THAT WE'RE LETTING PEOPLE KNOW WHAT IS DHULLY GOING ON. ESPECIALLY CAPTAIN MULLIGAN THE WORK YOU ARE DOING. MAYBE EVEN AT THE NEXT MEETING, YOU COULD GIVE A FURTHER UPDATE ABOUT SOME OF THE OTHER THINGS YOU'VE DONE FOR OUTREACH DURING THIS TIME IN COVID.
