>> GOOD EVENING, EVERYBODY. I WOULD LIKE TO CALL THIS REGULAR COMMISSION MEETING TO ORDER.

PLEASE RISE FOR THE PLEDGE.

ALLEGIANCE]. >> ROLL CALL.

[4. Approval of Minutes]

>> NEXT WE HAVE APPROVAL OF MINUTES. WE HAVE THE MINUTES FROM JUNE 2020. AND THE MINUTES MEETING JULY 8, 2020

AT 7 P.M. >> MOTION TO APPROVE. >> SECOND.

A MOTION BY COMMISSIONER KAGAN AND SECOND BY VICE MAYOR.

SIGNIFY BY SAYING YEA. ANYONE OPPOSED. IT PASSES UNANIMOUSLY.

[5. Comments from the Public on Non-Agenda Items]

NEXT ON THE AGENDA ARE THE COMMENTS ON THE PUBLIC ON A NONAGENDA ITEM. ANYONE FROM THE PUBLIC LIKE TO SPEAK ON NONAGENDA ITEM, PLEASE RAISE YOUR HAND, YOU WILL BE RECOGNIZED AND GIVEN THREE MINUTES TO SPEAK. ANYONE FROM THE PUBLIC? NONAGENDA ITEM. SEEING NO ONE FROM THE PUBLIC, I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION.

I WILL BEGIN WITH COMMISSIONER CUTLER. >> THANK YOU MAYOR.

I'M GOING TO MOVE MY SCREENS AROUND HERE SO I CAN GET TO MY NOTES.

I APPRECIATE THE OPPORTUNITY TO GO FIRST.

I WANT TO EXPRESS MY CONDOLENCES TO THE FAMILY OF GIFFORD.

HE WAS OUR PLUMBING CHIEF AND A BEAUTIFUL STORY WITH A MAN WITH 17 NAMES AND INSPIRATION TO US ALL. HE WILL BE MISSED.

I WANT TO EXPRESS MY CONDOLENCES TO IT LIEUTENANT ALL VANTEFER WHO DIED AFTER TESTING POSITIVE FOR COVID.

ON THE UP SIDE I LIKE TO CONGRATULATE YOU FOR WINNING YOUR RACE TO THE STATE HOUSE BY -- BY ALL MEASURES AFTER A LANDSLIDE VICTORY. VERY GOOD. AND I WOULD ALSO LIKE TO EXPRESS MIGRATION TO BOB MAYERSON FOR THE 2020 HOME HERO AWARD THAT HE GOT AT THE PORT OF THE LEAGUE OF CITIES.

HE'S HELPING OURITY TREMENDOUSLY. I WANTED TO EXPRESS AND WISH LOTS OF LUCK TO THE PARENTS, TEACHERS, ADMINISTRATORS ALL GOING BACK TO SCHOOL, WHICH BRINGS ME TO THIS MESSAGE. WE'RE LIVING THROUGH UNPRECEDENTED TIMES.

THE STRESS OF OUR COMMUNITY HAS FELT SINCE FEBRUARY 14, 2018 WITH THE SHOOTING AT MSD HAS BEEN COMPOUNDED RELENTLESSLY OVER PARTICIPANTS OF GUN LAWS AND THE DEBATE OVER THE LEADERSHIP OF OUR COUNTRY. AFTER THAT STRESS OF A GLOBAL PANDEMIC, ACCOMPANIED BY ISOLATION AND QUARANTINES AND MASSITES OR CLAUSTROPHOBIA AND BUSINESS LOSSES AND RIOTS AND DEMONSTRATIONS FOR RACIAL EQUALITY AND INJUSTICE AND NOT TO MENTION NEAR-MISS HURRICANES AND PREDICTIONS FOR ATLANTA HURRICANE SEASONS. COMPOUND THE STRESS WE FELT OVER THE THREE YEARS. IT IS NO WONDER THAT PEOPLE ARE ON EDGE.

IT IS VERY IMPORTANT FOR US TO MANAGE OURSELVES DURING THESE UNPRECEDENTED TIMES AND HELP IN PRODUCTIVE WAYS.

WE HAVE TO REMIND OURSELVES THAT WE CAN'T CONTROL THE WORLD AND THE PROBLEMS BUT WE DO CONTROL OUR CHOICES.

WITH LOVE BASED DECISIONS, WE NOT ONLY MAKE OUR LIVES BETTER BUT WE MAKE THE WORLD AT LARGE A BETTER PLACE.

THIS WAS PRETTY EASY TO SAY OF COURSE BUT COPING WITH THE STRESS

[00:05:03]

MAY NOT BE SO EASY FOR OURSELVES AND OUR CHILDREN.

MAN TIMES WE HAVE SAID THAT YOU'RE NOT ALONE. OUR COMMUNITY HAS PRODUCED AMAZING PEOPLE AND HELPING ORGANIZATIONS THAT ARE OUT THIS FOR THE ASKING. IN ADDITION, RESILIENCY CENTER AND COMMUNITY ASSISTANCE THROUGH MEMORIAL HEALTH AND THE EVER PRESENT BROWARD 211, I ENCOURAGE ANYONE OVERWHELMED TO REACH OUT. ANY OF THESE OR OTHER AVAILABLE SERVICES COULD HELP YOU OR SOMEONE THAT YOU KNOW THAT NEEDS HELP GET TO THE RIGHT PLACE. THE CITY WEBSITE HAS ALL OF THE AVAILABLE LINKS NECESSARY TO DO THAT.

I MENTIONED THE NEED FOR LOVE BASED DECISIONS.

LET'S CONTINUE TO DO THAT. WE HAVE A STRONG COMMUNITY, ONE THAT HAS RALLIED TOGETHER THAT SHOWS WE WILL MOVE AS NECESSARY TO KEEP OUR CHILDREN AND COMMUNITIES SAFE.

LET'S REMIND OURSELVES THAT WE NEED TO KEEP DOING THAT.

I WAS REMINDED BY MY WIFE SHARON HOW DIFFICULT THIS IS FOR EVERYONE. IN THE SCHOOL SETTING THERE'S NO WAY TO DESCRIBE HOW UNNATURAL THIS DISTANCE LEARNING IS FOR THE TEACHERS AND KIDS. MAYBE IT IS BECAUSE IT IS SO NEW AND MAYBE BECAUSE OF THE LACK OF HUMAN INTERACTION. THERE'S ALWAYS ANXIETY AT THE BEGINNING OF EVERY SCHOOL YEAR. THERE'S NO SHAME IN STARTING THIS NEW SCHOOL YEAR ONLINE AND IN THE BEING IN YOUR CLASSROOMS WITH YOUR TR FRIENDS IS A STRUGGLE.

THIS SCHOOL THING, ALL OF THESE ISSUES HAVE ONE THING IN COMMON.

WE'RE ALL DEALING WITH THEM TOGETHER. I ENCOURAGE YOU TO KEEP AN OPEN MIND AND HEART AND RESPECT AND DIGNITY FOR EVERYONE.

WE WILL GET THROUGH THIS. IT TOO SHALL PASS.

PARKLAND IS AN AMAZING AND WONDERFUL MACE WITH AMENITIES AND SERVICES. WE ARE PARKLAND, STRONG, PROUD COMPASSIONATE AND RESILIENT. THANK YOU, MAYOR.

>> THANK YOU. >> COMMISSIONER KAGAN.

>> THANK YOU, MAYOR. I LIKE TO START OFF BY SAYING, CHRISTINE, I AM SO THRILLED FOR YOU AND HAPPY FOR OUR STATE AND RESIDENTS AND EVERYTHING YOU HAVE DONE IN OUR COMMUNITY AND WORKING FOR THE LAST SEVEN YEARS. I'M SO PROUD AND SO THRILLED FOR YOU THAT -- THAT -- THAT I -- I AM SPEAKING TO YOU NOT ONLY AS A COLLEAGUE BUT AS A FRIEND. IF I WAS IN CHAMBERS WITH YOU, I WOULD BE STANDING UP AND CLAPPING.

VERY HAPPY. I WOULD ALSO LIKE TO CONGRATULATE SHERIFF TONY AS WELL AS BOB ON THE 2020 HOME RULE. THAT'S A VERY WONDERFUL ACCOMPLISHMENT. THERE'S SO MANY THINGS, LET'S FACE IT, GOING ON IN THE WORLD. SO MANY THINGS THAT ARE FLUID AND ONE DAY WE HEAR BAD NEWS AND ONE DAY OUR NUMBERS ARE UP AND THEN DOWN AND ONE THING I'M CERTAIN OF IS THAT WE HAVE AN INCREDIBLE CITY WITH INCREDIBLE PEOPLE AND AMAZING KIDS AND A GREAT FUTURE. I WAS THINKING ABOUT WHAT THE VIRUS MEANS AND ANOTHER WAY TO THINK ABOUT IT.

THE VIRUS DOES NOT MEAN THAT WE DON'T HAVE TO BE SOCIAL.

WE CAN BE VERY SOCIAL DURING THE PANDEMIC. BUT WE HAVE TO BE PHYSICALLY DISTANT. SO I JUST WANT EVERYBODY TO THINK OF ALL OF THE WAYS THAT WE'RE DOING NOW AND ALL OF THE THINGS THAT WE'RE EXPERIENCING BY BEING SOCIAL AND BEING DISTANT.

SO THINK ABOUT THE PEOPLE THAT YOU -- THAT YOU HAVEN'T TALKED TO IN A WHILE THAT YOU'RE TALKING TO MORE OR THE PEOPLE YOU WOULDN'T NECESSARILY BE FACE TIMING WITH, FRIENDS, FAMILY, CO-WORKERS. I'M TRYING TO CHANGE THE WAY TO THINK ABOUT IT. WE CAN BE VERY SOCIAL BUT WE HAVE TO BE CAREFUL WITH DISTANCE AND WE SHOULDN'T MIX THE TWO.

THE REASON I BRING THAT UP, TODAY IS THE FIRST DAY OF SCHOOL AND IT BRINGS A TOTALLY DIFFERENT FIRST DAY OF SCHOOL THAT WE WOULDN'T IMAGINE FOR ANY CHILDREN OR TEACHERS OR ADMINISTRATORS AND PEOPLE THAT WORK IN THE SCHOOL SYSTEM AND THE FAMILIES THAT NOW HAVE TO STAY A HELP THEIR CHILDREN WITH VIRTUAL LEARNING AND THE TEACHERS ADAPTING. SO LET'S LOOK AT IT DIFFERENTLY. LET'S BE SOCIAL. BUT DISTANT.

IT IS A DIFFERENT MIND-SET. I'VE BEEN THINKING ABOUT THAT A LOT AND IT IS SOMETHING I WANTED IT TO SHARE.

I WOULD LIKE TO LET EVERYBODY KNOW I'M VERY HAPPY WITH THE

[00:10:03]

WAY THAT COMMUNICATION IS GOING. WITH THE DEVELOPER AND THE THREE PARCELS THAT ARE IN THE WEDGE RIGHT NOW.

AND JANUARY 1ST IS SOMETHING THAT WE'VE BEEN TALKING ABOUT FOR QUITE SOMETIME. AND ALL THROUGH PARTIAL COMBINED ARE APPROXIMATELY 69 ACRES AND THE CONVERSATION HAS BEEN STARTED AND IS GOING VERY WELL. I WANT TO THANK ALL OF THE RESIDENTS AND MY COLLEAGUES FOR PARTICIPATING IN THAT. SOMETHING WE MAY NOT BE THINKING ABOUT AND THERE'S SO MANY THINGS TO THINK ABOUT RIGHT NOW, WE'RE IN HURRICANE SEASON. THERE ARE A LOT OF ACTIVE THINGS GOING ON OUT THERE. I DON'T WANT YOU TO THINK ABOUT IT BECAUSE OF ALL OF THE OTHER THINGS GOING ON.

PLEASE REMEMBER TO GET WHAT YOU NEED SUPPLY-WISE, CHECK YOUR HOME AND MAKE SURE THAT YOU HAVE YOUR INSURANCE DOCUMENTS, ESPECIALLY THAT YOU HAVE -- AN EMERGENCY PLAN WITH EVERYTHING THAT IS GOING ON OTHER THAN A DIFFERENT EMERGENCY PLAN FOR YOUR FAMILY THAT MAY LIVE WITH YOU OR WITHOUT YOU AND PEOPLE THAT MAY NEED MEDICAL HELP. THERE'S A LOT OF THINGS RELATING TO THAT. AND THE NORMAL THINGS THAT WE WOULD NORMALLY BE THINKING ABOUT ARE NOT.

SO DON'T FORGET ABOUT THOSE LITTLE THINGS THAT WE SHOULD BE THINKING ABOUT LIKE -- LIKE SEALING OR WINDOWS AND MAKING SURE OUR HOMES ARE SECURE AND ALL OF THOSE THINGS THAT WOULD BE A NORMAL CONVERSATION THAT MANY OF US ARE NOT EVEN ADDRESSING RIGHT NOW. I JUST WANTED TO PUT THAT REMINDER OUT THERE. I ALSO WANTED TO THANK DAVID GOTT WHO IS THE PRESIDENT. WE HE A CONVERSATION. WE HAD SEVERAL CONVERSATIONS ABOUT THINGS GOING ON AT CCDC AND IT HAS BEEN A PLEASURE TALKING WITH DAVID AND HEARING WHAT THE RESIDENTS OF CCDC WANTS AND WHAT IS IMPORTANT TO THEM AND GETTING THE INPUT FROM DAVID IN THE COMMUNITY, VERY SIMILAR TO HOW WE COMMUNICATE WITH OUR HOAS AND THE BAY AND ALL OF THE OTHER ASSOCIATIONS. BUT ONE THING THAT STOOD OUT IN MY MIND WHEN I SPOKE WITH DAVID AND I HAVE TO SHARE IT, IS HE SAID THAT IF THE COMMUNICATION HE HAD WITH THE STAFF HAS BEEN OUTSTANDING. AND THAT MAKES ME FEEL SO GOOD.

I THINK OUR STAFF IS OUTSTANDING. I THINK OUR TEAM IS OUTSTANDING. THE COMMUNICATION HE HAD AND [INDISCERNIBLE] AND EVERYBODY IN OUR STAFF, AND PEOPLE NEED TO KNOW, AND TO HEAR THESE THINGS RIGHT NOW BECAUSE WITH ALL OF THE NOISE THAT IS GOING ON IN THE WORLD, WE CAN'T FORGET WHAT IS REALLY IMPORTANT AND THAT'S -- THAT'S BEING KIND NO ONE ANOTHER, RECOGNIZING PEOPLE FOR THE GOOD THINGS THEY'VE DONE AND THE GOOD WORK THEY'VE DONE AND KEEPING IN COMMUNICATION OPEN, WHICH IS SO IMPORTANT RIGHT NOW.

I HOPE EVERYBODY HAD A GREAT DAY TODAY WITH -- WITH NEW SCHOOLS AND NEW STORIES, WHETHER AT COLLEGE OR AT HOME.

I HOPE EVERYONE'S FAMILIES ARE WELL. MAYOR,

CONGRATULATIONS. >> THANK YOU. >> COMMISSIONER

WALKER? >> THANK YOU. I WANT TO SAY CONGRATULATIONS TO YOU. YOU KNOW, AS COMMISSIONER CUTLER POINTED OUT, HUGE WIN, VERY EXCITING.

AND CONGRATULATIONS TO YOU BOB, YOU'RE ALWAYS WORKING TIRELESSLY FOR THE CITY. I APPRECIATE THAT AND OBVIOUSLY OTHERS

NOTICE IT AS WELL. >> WE HAD A DRIVE-IN. IT WAS GREAT.

WHERE COMMISSIONER KAGAN BROUGHT UP WHERE WE CAN BE PHYSICALLY DISTANT AND NOT SOCIAL AND SOCIAL AT THE SAME TIME, THE DRIVE-I IS A PERFECT EXAMPLE OF THAT. KUDOS TO WHOEVER PICKED THE TITLE. IT WAS FANTASTIC. I GOT SO MANY COMPLIMENTS FROM PEOPLE SAYING WHOEVER PICKED THE MONEY NEEDS A RAISE. KUDOS TO PICKING THAT PARTICULAR MONEY.

TODAY WAS THE FIRST DAY OF SCHOOL. I KNOW IT WAS DIFFERENT. BUT I SPOKE TO A LOT OF PEOPLE TODAY AND -- THERE WAS A COUPLE OF HICK UPS WHICH THERE ALWAYS WILL BE IN THE FIRST DAY OF SCHOOL, BUT THE TEACHERS AND ADMINISTRATORS, THEY WORKED SO HARD TO MAKE SURE THIS SCHOOL YEAR IS GOING TO BE SUCCESSFUL. I APPRECIATE THAT. MY KID ENJOYED EVERY MOMENT. THEY GO OUTSIDE AND DO RECESS AND WHAT HAVE YOU. IT WAS A GREAT EXPERIENCE FOR THE KIDS. I ALSO WANT TO CONGRATULATE SHERIFF TONY AND DEBBIE HICKSON ON THEIR WINS. THAT'S A POSITIVE STEP

[00:15:01]

FOR BROWARD COUNTY. LASTLY I WANTED TO MENTION WE HAD A TENSION MEETING ON MONDAY AND WE REVIEWED, WELL, THE LAST MEETING WE REVIEWED THE FIRST QUARTER REPORT, OBVIOUSLY THE FIRST QUARTER WAS NOT AS GOOD AS THIS PAST QUARTER. FIRST QUARTER WAS PRETTY BAD.

THIS QUARTER IS LATE. WE'RE AHEAD. IT OBVIOUSLY DOES NOT INCLUDE JULY WHICH IS ACCOUNTANTS SAID WAS ANOTHER GOOD MONTH.

WE APPROVED THE BUDGET. THE BUDGET IS -- IS 1500 DOLLARS LOWER THAN WHAT WAS SPENT LAST YEAR.

SO WE'LL CERTAINLY IN OUR BUDGET MEETING WE TALKED ABOUT EARLIER, THAT'S 1500 DOLLARS SO THAT MINIMALLY WILL SAVE THE PENSION.

THAT'S ALL I HAVE FOR TONIGHT. AGAIN CONGRATULATIONS

MAYOR. >> THANK YOU COMMISSIONER WALKER.

>> THANK YOU, MAYOR. I'M GOING TO START OFF BY CONGRATULATING THE MAYOR, NOT JUST BECAUSE SHE WON HER ELECTION BUT BECAUSE SHE'S A HERO AND WAS RECOGNIZED AT THE MEETING AND I BELIEVE I HAD ASKED FOR [INDISCERNIBLE] TO COME DOWN.

MAYBE AT A COMMISSION MEETING SOON WE WOULD BE HONORED.

THE WORK YOU'VE DONE IN TALLAHASSEE FIGHTING FOR HOME RULE. I APPRECIATE IT. IT IS GOING TO BE KIND OF MIXED EMOTIONS, YOU BEING UP THERE AND NOT HERE.

I KNOW YOU'VE ALWAYS GOT THE BEST INTERESTS OF OUR COMMUNITY AND I KNOW YUILL DO A FANTASTIC JOB IN TALLAHASSEE.

I'M GOING TO MISS YOU. THE THEY ARE THING, TODAY WAS THE OPENING DAY OF SCHOOL. I MADE IT AROUND TO RIVER GLADES, WEST GLADES AND PARK AND MET WITH THE PRINCIPALS AND HAD POSITIVE CONVERSATIONS. OBVIOUSLY WE KNOW IT IS THE FIRST DAY. ONE OF THE THINGS THAT THEY DIDN'T HAVE THIS YEAR THAT WE HAD IN THE PAST, WAS TRAFFIC PROBLEMS. WE DO KNOW THAT THERE WAS SOME GLITCHES WHICH FROM MY UNDERSTANDING, THEY'RE WORKING ON. SOME PEOPLE DIDN'T HAVE PASS CODES AND I THINK THAT IS SETTLED OUT IN THE LAST COUPLE OF DAYS. FINALLY I WANTED TO -- IN THE ELECTION PROCESS, CONGRATULATE SHERIFF TONY, DEBBIE HICKSON AS WELL AS, I DON'T KNOW IF IT IS SETTLED YET, BUT JOE SCOTT.

SUPERVISOR OF ELECTIONS. HE'S A PARKLAND RESIDENT. CONGRATULATIONS TO JOE ON -- ON WHAT AT THIS POINT IN TOO MANY SEEMS TO BE A VICTORY. I DO WANT TO MAKE THE COMMISSION AWARE AND I SPOKE TO NANCY ABOUT IT.

I BELIEVE SHE WROTE A LETTER TO THE COUNTY. HILLSBOROUGH ROAD FROM 441 TO PARKSIDE, BUT NOT THE NEW ADDITION. THE SIDEWALKS HAVE BEEN DETERIORATING AND THE ROOT BARRIERS HAVE BEEN ENCROACHING ON THE SIDEWALK. THEY CAME UP WITH A TEMPORARY PLAN TO PUT THE CAR. I HAD A LOT OF COMPLAINTS FROM RESIDENTS ABOUT NOT ONLY THE LOOK OF IT AND THE FEEL OF IT.

NANCY I KNOWER IS FORM HATING A LETTER TO THE COUNTY TO SEE IF NUMBER ONES IT ON THE -- IF IT IS ON THE PLAN, BUT HOPEFULLY WE GET THAT PUSHED UP WHICH INCLUDES BIKE LANES.

ESPECIALLY DURING COVID, PEOPLE ARE USING THEIR BIKES.

THOSE ARE MY COMMENTS. >> THANK YOU. >> THANK YOU EVERYBODY FOR YOUR KIND WORD. I WOULD ALSO LIKE TO CONGRATULATE VICE MAYOR MAYERSOHN ON BEING NAMED A HOME RULE HERO BY THE FLORIDA LEAGUE OF CITIES.

THOSE OF YOU WHO DON'T KNOW VICE MAYOR PL MAYERSOHN HAS TRAVELED TO ADVOCATE FOR THE CITIZENS OF THE COUNTY P COUNTY. I AM GRATEFUL IT WAS FORMALLY RECOGNIZED BY THE FLORIDA LEAGUE OF CITIES. I WOULD LIKE TO UPDATE EVERYBODY ON THE DISCUSSIONS THAT WE HAD WITH THE COUNTY REGARDING THE COVID SITUATION. TODAY'S NUMBERS ARE SHOWING ANOTHER POSITIVE TREND. THE PERCENT POSITIVE OF TESTING, THE THREE-DAY AVERAGE WAS 7.4 PERCENT, SO THAT

[00:20:02]

OVER THE LAST 14 DAYS, AS WITH THE -- WITH THE ROLLING AVERAGE HAS DECLINED FROM 9.0 PERCENT TO 7.4 PERCENT OF POSITIVE TESTING, PERCENT POSITIVE TESTING. LAST WEEK, THE MAYORS WERE ON CALL WITH THE COUNTY BECAUSE SEVERAL RESTAURANTS WERE CONCERNED THEY DIDN'T HAVE A 9:30 FEEDING AND THIS WAS EFFECTING THEIR ABILITY TO AT LEAST BREAK EVEN. THEN THE SECOND PHONE CALL, MAJORITY OF MAYORS WERE IN FAVOR OF RESTAURANTS WITH THE SECOND 9:30 FEEDING. THE COUNTY WAS GOING TO CONTINUE TO MONITOR THE COVID DATA TO SEE WHETHER OR NOT THEY WOULD ALLOW THAT. I WANTED EVERYBODY TO KNOW THAT -- THAT -- THAT YOUR CITIES ARE ADVOCATING FOR -- FOR -- FOR HAVING THE BUSINESSES OPEN AND KEEPING OUR COMMUNITY SAFE.

I WOULD LIKE TO REMIND EVERYBODY THAT WHILE IT IS GREAT THAT WE HAVE NUMBERS GOING IN A VERY POSITIVE DIRECTION, THAT'S ONLY HAPPENING BECAUSE -- BECAUSE PEOPLE ARE -- ARE WEARING THEIR MASKS IN PUBLIC. MAKING SURE THAT THEY'RE FOLLOWING ALL PRECAUTIONS, KEEPING PHYSICALLY DISTANT. I ENCOURAGE EVERYBODY TO CONTINUE DOING THIS BECAUSE IT IS WORKING. I APPRECIATE EVERYBODY IN THE CITY AND ALL OF OUR BUSINESS OWNERS, IF YOU GO TO ANY RESTAURANTS, ONLY SEEING VERY POSITIVE EXPERIENCES WITH THE -- WITH THE COMPLIANCE. WE REALLY APPRECIATE IT BECAUSE SAFETY IS FIRST AND MAKING SURE THAT WE ALL GET OUT THERE AND SUPPORT ONE ANOTHER AND OUR BUSINESSES.

ADDITIONALLY, I WOULD LIKE TO CONGRATULATE SHERIFF TONY ON HIS -- HIS ELECTION YESTERDAY. VERY PROUD OF HIM.

I WOULD LIKE TO CONGRATULATE PARKLAND RESIDENTS, JOE SCOTT, HE'S UP BY POINT 30 PERCENT OF THE VOTE. IT LOOKS LIKE HE HAS WON. WE CONGRATULATE HIM BY THE SUPERVISOR OF ELECTIONS AND CONGRATULATE DEBBY HIXSON FOR COMING IN FIRST PLACE AND MAKING IT TO THE RUNOFFS IN NOVEMBER.

TODAY WAS THE FIRST DAY OF SCHOOL. IT WAS SO INTERESTING BECAUSE NORMALLY WHEN I PUT MY MESSAGE OUT ON SOCIAL MEDIA ABOUT THE FIRST DAY OF SCHOOL, I MENTION THE SCHOOL ZONES, TO BE CAREFUL OF KID ON THEIR BIKES AND WALKING TO SCHOOL.

IT WAS VERY DIFFERENT THIS YEAR. I HAVE TO SAY I'M SO PROUD OF ALL OF THE FAMILIES, THE TEACHERS, THE STAFF AND ADMINISTRATORS FOR REALLY FOCUSING ON MAKING THIS FIRST DAY OF SCHOOL AND THIS -- THIS ODD START TO THE SCHOOL YEAR AS POSITIVE AS IT CAN BE FOR THE STUDENTS. IT IS -- IT HAS BEEN WONDERFUL TO SEE EVERYBODY REALLY PUTTING THEIR BEST FOOT FORWARD TO BE SOLUTION ORIENTED AND MAKING SURE THAT IN THIS STRANGE TIME THAT WE'RE LIVING IN RIGHT NOW THAT OUR STUDENTS AND CHILDREN HAVE THE BEST EXPERIENCE POSSIBLE UNDER THE CIRCUMSTANCES. I WANTED TO APPLAUD EVERYBODY FOR THAT AND THANK YOU FOR WORKING TOGETHER TO MAKE THE REST OF NOT SO PERFECT SITUATION. WITH THAT, WE HAVE A FULL AGENDA.

[6. Approval of The Agenda]

I'LL GET TO THE AGENDA. NEXT IS THE APPROVAL OF THE AGENDA. THE ONLY THING I WOULD LIKE TO DO IS TO REQUEST THAT WE MOVE ITEM 8H. ITEM 8H WITH THE COMMUNITY CHURCH PHASE TWO TO MOVE THAT UP TO THE BEGINNING OF THE

REGULAR AGENDA. >> CAN I SAY 8S AND HG FOLLOWING THAT POSSIBILITY. SO WE'LL DO IT FIRST AND SECOND.

>> I MAKE MOTION TO APPROVE. >> SECOND.

SECOND. >> I HAVE A MOTION BY MAYERSOHN AND SECOND

BY KAGAN. IN FAVOR SIGNIFY. >> YEA.

>> ANYONE OPPOSED. PLEASE SHOW IT PASSES UNANIMOUSLY.

[7. Consent Agenda]

NEXT ON THE AGENDA IS THE CONSENT AGENDA. ITEM 7, ABCDEF AND G.

IS ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON ANY OF THESE CONSENT AGENDA ITEMS, PLEASE RAISE YOUR HAND AND YOU'LL BE CALLED ON AND YOU'LL BE ALLOWED TO SPEAK FOR THREE MINUTES ON ANY OF THESE CONSENT AGENDA ITEMS. SEEING NO ONE FROM THE

PUBLIC -- OH. PABLO STANLEY. >> DOES THAT INCLUDE

[00:25:03]

THE -- THE COASTAL COMMUNITY CHURCH? >> NO, THAT'S ITS OWN AGENDA ITEM. THESE ARE ONLY IF -- THIS IS ONLY FOR THE CONSENT AGENDA. COASTAL IS PART OF THE REGULAR AGENDA.

>> I PASS. >> I'M CLOSING TO THE PUBLIC AND OPENING TO

THE COMMISSION. >> MOTION TO APPROVE. >> SECOND.

>> MOTION BY MAYERSOHN AND SECOND BY WALKER AND ROLL CALL PLEASE.

[8. Regular Agenda]

THEN THE REGULAR AGENDA. >> RESOLUTION 2020-036, COMMERCIAL COMMUNITY CHURCH PHASE TWO.

THE CITY COMMISSION OF THE PARKLAND FLORIDA APPROVING A SITE PLAN AMENDMENT AND COMMUNITY APPEARANCE BOARD APPLICATION FOR PHASE TWO OF THE COASTAL COMMUNITY CHURCH, INCLUDING ADDITIONAL WARSHIP AND ANCILLARY SPACES GENERALLY LOCATED EAST OF UNIVERSITY DRIVE AND NORTH OF HOLMBERG PROVIDING FOR AN EFFECTIVE DATE. I'LL TURN THIS OVER TO OUR PLANNING AND

ZONING DIRECTOR. >> STILL CAN'T HEAR YOU.

>> GOOD EVENING. I'M MICHELLE MELBOURNE.

THE PRESENTATION TONIGHT IS FOR THE PHASE BETWEEN COASTAL COMMUNITY CHURCH. THIS IS AN AMENDMENT AND COMMUNITY APPEARANCE BOARD APPROVAL FOR PHASE TWO WHICH WILL INCLUDE A LARGER WORSHIP AREA AND ANCILLARY USES. NEXT SLIDE, PLEASE.

SO HERE YOU CAN SEE WHERE THE PHASE TWO DEVELOPMENT WOULD BE LOCATED. IT IS NORTH OF THE EXISTING PLACE OF WORSHIP. WE HAVE 16,000 SQUARE FEET ON ONE STORY AND SEARCH AND ACCESSORY CHILDCARE SPACES AND 144 PARKING SPACES.

WHAT THE CHURCH IS PROPOSING IS TWO-STORY ADDITION.

IT WILL HAVE A LARGER WORSHIP AREA AND WE WILL APPRECIATE THE OLD WORSHIP AREAS AND WILL PROVIDE 252 PARKING SPACES, 257 PARKING SPACES WITH 252 SPACES ARE REQUIRED.

THEY'RE GOING TO BE INCLUDING ADDITIONAL DRIVEWAY ON THE NORTH END OF THE SITE. IF THIS IS APPROVED BY THE COMMISSION, THE APPLICANT WILL BE BACK BEFORE YOU TO ASK FOR AN AMENDMENT TO THE PLAT TO AMEND THE LINE TO -- TO PROVIDE FOR THE NORTHERN PLANE OF ACCESS. WE NOTE ON THE PLAT WILL REMAIN THE SAME.

THIS IS APPROVED THREE YEARS AGO. THIS HAS BEEN REVIEWED BY OUR REVIEW PROFESSIONAL AND LANDSCAPE CONSULTANT.

TO THAT END, I LIKE IT TALK ABOUT LANDSCAPING.

THAT WAS PART OF QUITE A BIT OF DISCUSSION DURING PHASE ONE AND CAME UP AGAIN AS PART OF PHASE TWO APPROVAL AS WELL PIP WENT BACK AND LISTENED TO THE MINUTES, NOT MINUTES BUT THE AUDIO OF THE MINUTE FROM 2017 AND BASICALLY WHAT IT WAS, THERE WAS A REPRESENTATION SHOWN IN THE FWRAVG OF BRUSH HAND ESCAPING THAT IT WAS -- IT WOULD APPEAR LIKE THAT AFTER SIX OR SEVEN YEARS UNDER OPTIMAL CONDITIONS. I HAVE TO STRESS THE WORD OPTIMAL.

THERE WAS DISCUSSION WITH THE APPLICANT. AND WHAT WAS ASKED AT THAT TIME WAS TO INCREASE THE HEIGHT OF THE STRUCTURE FROM 34 INCHES TO 26 INCHES FOR THREE GALLONS TO SEVEN GALLONERS PER PLANT AND ALSO TO PUT IN TEN-FOOT FLOWERING TREES WHICH THE APPLICANT AGREED TO AT THAT TIME. THE PLANNING AND ZONIN BOARD FOR PHASE TWO, THE APPLICANT OFFERED TO PUT IN AN

[00:30:02]

ADDITIONAL ROW OF HEDGES TO ADD ANOTHER LAYER OF HLANDSCAPILANDSCAP.

ON THE LINE IS OUR LANDSCAPING CONSULTANT.

WHAT HAS GONE ON AND HOW THE MATURATION HAS BEEN PROGRESSING.

THIS WAS WHAT WAS APPROVED OR REPRESENTED AT THE MEETING THREE YEARS AGO. I'M GOING TO ASK PATTY OR JILL TO PLEASE WITH YOUR PERMISSION, PLEASE SAY A FEW WORD ABOUT YOUR FINDINGS OF THE LANDSCAPING TO DATE.

>> I'M NOT SURE THEY'RE ON THE MEETING.

I THOUGHT I SAW ONE OF THEM. BE THAT AS IT MAY, WENT THROUGH ALL OF THAT. BE THAT AS IT MAY.

>> CAN YOU HEAR ME? I WAS HAVING TROUBLE UNMUTING.

>> WE CAN HEAR YOU. GO AHEAD. >> SURE.

I'M ON THE CALL BUT FOR SOME REASON SHE'S IN THE ABLE TO -- ABLE TO SPEAK UNLESS THERE'S SOME -- SHE'S [INDISCERNIBLE].

I DON'T KNOW IF THERE'S SOMETHING TECHNICALLY THAT COULD BE DONE SO SHE COULD SPEAK TO IT. WE HAVE LOOKED AT YOU KNOW, WHAT WAS APPROVED, THE THREE YEARS AGO AND WE WENT AND MEASURED EVERYTHING AND WE ACTUALLY TOOK PHOTOS OF WHAT IT LOOKS LIKE NOW. I DID SEND SOME OF THOSE TO YOU. I DON'T KNOW IF YOU HAVE ANY OF THEM IN

YOUR COMPUTER. >> I DO NOT. >> YOU DON'T.

MAYBE I'LL E-MAIL IT TO YOU. IT LOOKS QUITE DIFFERENT. WE'VE BEEN WORKING WITH THE CHURCH AND THE OBJECT WAS TO HAVE EVERYTHING LOOK LUSH WITHIN FIVE YEARS INSTEAD OF SIX TO SEVEN YEARS THAT WAS SHOWN ON THE ORIGINAL RENDER ERING WHAT WE DID IS TAKE PHOTOS. THE PLANTING THAT HAS BEEN IN HAS BEEN IN FOR A LITTLE LESS THAN TWO YEARS.

THEY HAD TROUBLE GETTING IRRIGATION TO THE SITE AND FPNL TO HOOK UP THEIR IRRIGATION CONNECTION. SO IN A LITTLE LESS THAN TWO YEARS, THEY'VE GROWN QUITE A BIT.

WHAT I DID SEND YOU AND I'LL RESEND IT IN A MINUTE WAS PHOTOS OF THE TREES THAT ARE SUPPOSED TO BE TEN FEET AND NOW THEY'RE 12 BY 12. THE HEDGES, YOU KNOW THAT WENT FROM THREE GALLONS TO SEVEN GALLONS WAS SUPPOSED TO BE 24 INCHES TO 36 INCHES AND NOW 38 INCHES TO 44 INCHES. THE TREE RESPECT LIKE 20 BY 20 NOW. THAT'S WHY IT IS GOING TO BE KIND OF IMPORTANT IF -- IF MAYBE -- YOU KNOW, GIVE ME A MINUTE TO

RESEND YOU THOSE PHOTOS. >> IT WON'T HELP THE MEETING. GO AHEAD AND SUMMARIZE.

>> BASICALLY THEY DID WHAT THEY ASKED THEM TO DO.

WHAT IS IN THERE NOW EXCEEDS THE CODE. IT IS MUCH LARGER NOW.

AND THEY'RE DOING GOOD MAINTENANCE. WE'VE BEEN CHECKING IN ON IT. WE BELIEVE THEY MET THEIR -- WHAT WE ASKED THEM TO DO THREE YEARS AGO. AND INITIALLY, AND ALSO IN PHASE TWO WE HAD THEM ADD ADDITIONAL FIVE CLUSTERS OF OTHER TREES TO ENHANCE THAT BUFFER WHERE WE KIND OF SAW THERE MAY BE A FEW GAPS HERE AND THERE.

THEN THEY WERE BUILDING. THEY -- YOU KNOW, THEY

HAVE AGREED TO DO THAT. >> ALL RIGHT.

IF WE COULD GO BACK PLEASE TO THE POWERPOINT PRESENTATION SO IF I COULD SUMMARIZE. THE STAFF IS RECOMMENDING APPROVAL OF THIS. WE FIND IT MEETS ALL OF THE TECHNICAL REQUIREMENTS OF THE CODE.

WE HAVE IN THE STAFF REPORT WHICH WILL BE IN THE POWERPOINT IF IT COMES UP AGAIN AND IF WE GO TOWARD THE END OF IT PLEASE, ALL OF THE STAFF RECOMMENDATIONS ARE CONDITIONS OF APPROVAL TO GO ALONG WITH IT. WE'RE GETTING THERE. PLANNING AND ZONING REVIEWED THIS, JULY 23RD MEETING AND RECOMMENDED APPROVAL.

IT WAS VOTED ON WITH A 7-0. I SHOULD ALSO ADD AT THIS TIME THAT THERE WAS A CONCERN THAT WAS RAISED BY A NEIGHBOR CONCERNING NOISE, THE APPLICANT'S REPRESENTATIVE M

[00:35:01]

MR. MOSKOVAC IS THERE. THE NEXT SLIDE WILL SHOW CONDITIONS OF APPROVAL THAT WE'RE RECOMMENDING SHOULD YOU VOTE -- CONDITIONS OF APPROVAL SHOULD YOU VOTE TO APPROVE THIS. BASICALLY YOU READ ALL CONDITIONS ON WHAT ORIGINALLY WAS IN FULL FORCE AND EFFECT UNLESS AMENDED HERE. THIS WAS A CONDITION IN THE ORIGINAL APPROVAL THAT ELIMINATED OR THAT PROVIDED FOR A ROADWAY WITH NO PARKING. THEY'RE REQUESTING ELIMINATION OF THAT TO ACCOMMODATE SLF-PARKING. WE WILL ALWAYS CONTINUE TO MONITOR THE PARKING TO MAKE HEUER IT IS COMPLIANT WITH THE APPROVED SITE PLAN AND NO ADDITIONAL WALL SIGNAGE AS PART OF THE APPROVAL. THERE'S AN ARTISTIC SEA LOGO.

IT IS NOT PART OF THE APPROVAL THAT -- THAT IS BEFORE YOU THIS EVENING. NUMBER FIVE OF COURSE IS -- IS PRIOR TO THE ISSUANCE OF THE ENGINEERING PERMIT. THEN THE LIGHTING PLAN TO ENSURE IT IS IN COMPLIANCE WITH CODE. THE NEXT SLIDE CONTINUES WITH THE ADDITION OF THE YOU FEEL FROM.

THERE SHOULD BE REVISED EASEMENTS AND THE CITY INCLUDING THE IMPROVEMENT. THIS IS CERTAIN RIGHT-OF-WAY AND EGRESS AND INGRESS EASEMENTS ALONG THE DRIVE.

ENGINEERING HAS NO PROBLEM ALLOWING THOSE ENCROACHMENTS.

HAVING SAID THAT, IF WE NEED TO USE THOSE EASEMENTS, THE APPLICANT WILL REMOVE IMPROVEMENTS THEY HAVE THERE AT NO COST TO THE CITY. NONVEHICULAR ACCESS LINE WILL BE APPROVED AND THEY WILL BE BACK FOR YOU. AND WE RECOMMEND THEY NOT TRAVEL IN OR OUTSIDE. AND RESPECT OF FOUR NEIGHBORING PROPERTIES. THERE'S A TECHNICAL THAT OUR ENGINEERS PREPARED AND COMPLIES WITH THOSE CONDITIONS.

NUMBER 10, PRIOR TO LANDSCAPE INSPECTION FOR PHASE TWO AND THAT IS THE SIGNOFF OF THE DESIGN. AWL OUTSTANDING MAINTENANCE, AND THE DESIGN MATERIALS FOR PHASE ONE WOULD BE ADDRESSED BY THE CITY ARBORIST. THAT'S WORKING WITH THE APPLICANT TO ADDRESS. NUMBER 11, LANDSCAPE AND MAINTAIN PERIMETER BUFFERS. NEXT SLIDE, PRIOR TO ISSUANCE OF THE FIRST BUILDING PERMIT, APPLICANT ENTERS INTO A COMMITTEE OF LANDSCAPING AND PROFESSIONAL MAINTENANCE OF THE LANDSCAPING PROVIDED ON THE PREVIOUS SLIDE.

THEY APPROVE TO THE LANDSCAPING ON A PERIODIC AND REGULAR BASIS TO MAKE SURE IT IS WITH THE SITE PLAN AND IF IT IS NOT GROWING AT NORMAL RATE IT SHALL BE REPLACED OR OTHERWISE ADDRESSED. THEY DON'T COMPLY WITH THE REQUIREMENT AND WILL BE A REQUIREMENT OF THE SITE PLAN AND SHALL BE ENFORCEABLE AND THE APPLICANT IS RESPONSIBLE FOR ALL COSTS.

THAT CONCLUDES MY PRESENTATION. I KNOW MR. MOSSKOVAC IS ON THE CALL AND OTHERS FROM THE COASTAL COMMUNITY CHURCH. THEY MAY WANT TO ADD TO THAT.

>> MR. MOSSKOVAC, COMMENTS? >> CAN YOU HEAR ME?

>> YES. >> I WOULD ASK THAT -- IF THE CITY CLERK AND THE PRESENTATION [INDISCERNIBLE]. FIRST OF ALL, THE MEMBER OF THE COMMISSION, MICHAEL MOSSKOVAC AND THE COASTAL COMMUNITY CHURCH AND THEY'RE HERE THIS EVENING NOT TO MAKE A PRESENTATION BUT TO ASK QUESTIONS THAT THE COMMISSION MAY HAVE AND SEABROOKE ARCHITECTURE AND ROSANNA AND THE CIVIL ENGINEER AND LANDSCAPE ARCHITECT AND REPRESENTING [INDISCERNIBLE]. MADAM MAYOR, I WANT TO THANK YOU FOR MOVING THIS ITEM UP EARLY. VERY MUCH APPRECIATE IT.

>> ALL RIGHT. SO -- SO -- THAT'S NOT -- THAT'S THE NEXT SLIDE. VERY QUICKLY, THIS IS THE EXISTING BUILDING, THIS IS THE NATURAL PHOTOGRAPH OF THE EXISTING BUILDING AS

[00:40:04]

WAS APPROVED THREE YEARS AGO. NOW FOR THE SECOND PART. THE PURPOSE OF THE SECOND SLIDE IS TO SHOW TO THE COMMISSION WHERE THE EXISTING BUILDING IS AND YOU SEE THE ORANGE LINE OF THE DEMARCATION HERE AND TO THE RIGHT OF THE ONGOING EXISTING BUILDING. TO THE LEFT OF THE ORANGE LINE WERE NEW ADDITION THAT NO [INDISCERNIBLE] IN DESCRIBING TO YOU IN HER REPORT AND HER ORAL PRESENTATION THIS -- THIS -- ALL RIGHT, YOU TAKE AWAY ALL THE SLIDES, PLEASE.

SO WE ACCEPT THE STAFF REPORT. WE ACCEPT THE STAFF RECOMMENDATIONS, ALL OF THEM. THE PROJECT MEETS OR EXCEEDS YOUR CODE. LET ME ADDRESS IF I CAN, IN CASE ANY MEMBERS OF THE COMMISSION HAVE THAT ISSUE OF SOUND AND ONE COMPLAINT BY ONE RESIDENT ABOUT THAT. LET ME MENTION THE DIFFERENCE BETWEEN [INDISCERNIBLE]. FIRST OF ALL THE WALL.

THE WALL UPDATES TO 50 PERCENT THICKER THAN THE WALLS IN PHASE ONE. THE WALLS IN PHASE TWO ARE 12 INCHES THICK AND PHASE ONE THEY'RE EIGHT INCHES THICK. IN ADDITION THE WALLS IN PHASE TWO ARE SOLID POURED CONCRETE. THE WALLS IN PHASE ONE ARE HOLLOWED LOTS. ANYONE THAT KNOWS ANYTHING ABOUT DISRUPTION AND WILL UNDERSTAND THE DIFFERENCE IN SOUND TRANSLATION. THERE'S ALSO GOING TO BE SPRAY INSULATION ON THE UNDERSIDE OF THE ROOF DECK AND LASTLY WE'RE GOING TO -- TO -- GOING TO [INDISCERNIBLE] WITHIN THE BUILDING ARE GOING TO BE INSTALLED. DIFFERENTLY THEY'RE GOING TO POINT SOUTH AWAY FROM THE HOUSING WHICH IS ALSO DIFFERENT THAN EXISTING PHASE ONE. WE AHEAD THOSE CHANGES.

WE HAVE NEVER BEEN IN OPPOSITION TO YOUR CODE REQUIREMENTS ON SOUND AND [INDISCERNIBLE] CAME OUT ON ONE OR TWO OCCASIONS TO CHECK IT. NEVERTHELESS, WE MADE THE CHANGES IN ORDER TO HOPEFULLY ADDRESS THE ISSUE AS WE GROW TO A LARGER CONGREGATION SO IT WOULD NOT OCCUR. WITH THAT -- THAT FINISHES OUR PRESENTATION. OBVIOUSLY, THEY COULD HAVE TWO MINUTES AT THE END TO ADDRESS ANY COMMENTS.

THANK YOU VERY MUCH FOR YOUR TIME. >> WITH THAT I WILL OPEN TO THE PUBLIC. ILL BELIEVE ALLISON, WE HAD SOME PUBLIC COMMIT SUBMITTED BY E-MAIL. WOULD YOU LIKE TO READ

THOSE INTO THE RECORD, PLEASE? >> OKAY.

FIRST, GOOD AFTERNOON, MY NAME IS SAVANNAH HYATT AND I WAS IN THE RANCH DIRECTLY BEHIND THE COMMUNITY CHURCH. MY FAMILY AND I HAVE LOVED THE CHURCH BEING PART OF THE COMMUNITY. WE ATTEND THE SERVICES. IT IS A GREAT EXPERIENCE.

I PERSONALLY HAVE SERVED AS A VOLUNTEER FOR THE WEEKEND SERVICES AND THE MINISTRY. WE HAVE NEVER EXPERIENCED ISSUES WITH THEM BEING THERE. THEY RESPECTED OUR PRIVACY AND HAVE BEEN A HUGE ASSET TO THE COMM COMMUNITY. WE SUPPORT THE EXPANSION OF THE

CHURCH FACILITY. >> THIS IS SUSANNE HAMILTON.

TO WHOM THIS MAY CONCERN, I APPROVE AND SUPPORT THE EXPANSION OF THIS AMAZING CHURCH. THE CHURCH HAS BEEN A HUGE BLESSING TO THE COMMUNITY AND OUR FAMILIES.

THEY'RE PRESENT AT ALL EVENTS AND BELIEVE IN SUPPORTING AMENITIES THAT THEY'RE A PART O. OUR COMMUNITY HAS BENEFITED SO MUCH FROM THIS CHURCH. COMMUNITY IS NOT JUST IN THEIR NAME. IT IS GENERALLY WHAT THEY DO.

COASTAL HAS PROVIDED A PLACE FOR MY WHOLE FAMILY TO MAKE FRIENDS AND MAKE A DIFFERENCE. I'M WHO I AM TODAY BECAUSE OF PEOPLE IN THE CHURCH. THEIR EXPANSION IS MORE ROOM TO WHAT THEY HAVE BEEN DOING FOR YEARS. I CAN'T WAIT TO SEE THE COMMUNITY EVENTS, WEDDINGS, OUTREACH, ET CETERA THAT TAKE PLACE

IN THE BUILDING. >> BRETT AX. GOOD AFTERNOON, OUR FAMILY MOVED TO PARKLAND IN 2015 WHEN OUR KID WERE STARTING OUT IN ELEMENTARY SCHOOL AND WANTED A FAMILY FRIENDLY MACE.

WE HAVE BEEN -- WE HAVE BEEN -- WE HAVE SEEN SO MANY POSITIVE CHANGES THAT CAME TO THE CITY. THE ADDITION OF COASTAL COMMUNITY CHURCH IS CLEARLY ONE OF THE THINGS THAT PASSED THROUGH THE COMMUNITY. OUR FAMILY HAS BEEN PART OF THE CHURCH SINCE NOVEMBER 2018. OUR FAMILY ATTENDS

[00:45:07]

THEIR WEEKEND SERVICES AND OUR NEW TEENAGE SERVICES AND ATTEND THE MID WEEK YOUTH GROUP. OUR COMMUNITY IS FORTUNATE TO HAVE A SAFE NURTURING PLACE THAT ALL PEOPLE, INCLUDING TEENAGERS CAN GATHER AND CONNECT IN A POSITIVE WAY.

OUR PARKLAND COMMUNITY IS STRONGER FOR THEIR PRESENCE AND LOOK

FORWARD TO THIS IN THE YEARS TO COME. >> THIS IS FROM ANDREW LEAKE. I'M WRITING FOR THE EXPANSION, BUILDING OF THE COASTAL COMMUNITY CHURCH. WE MOVED TO PARKLAND WITHOUT FRIENDS OR CONNECTIONS IN THE CITY.

IMMEDIATELY UPON THE COASTAL COMMUNITY CHURCH, THEY MADE US WELCOME AND INCLUDED US AS PART OF THE FAMILY.

THEY HAVE AMAZING CHILDREN AND MINISTRIES.

OUR KIDS FOUND A PLACE TO BELONG. THIS CHURCH IS VERY ACTIVE AND PARTICIPATION IN THE CITY EVENTS LIKE THE HALLOWEEN PARK EVENT. WE FEEL COMFORTABLE THAT OUR DONATIONS ARE BEING UTILIZED WELL AT THE CHARITABLE EVENTS AND HELP THE COMMUNITY IN THE PANDEMIC AND SUPPORTING OTHER HURTING NEIGHBORHOODS.

OUR KID HAVE BECOME ACTIVE IN GIVING BACK TO THE COMMUNITY AND VOLUNTEERING ACTIVITIES PRIOVIDED BY THE CHURCH.

SO MANY PEOPLE ARE JOINING. THE SPACE WILL ALLOW THE CHURCH TO ACCOMMODATE GROWTH AND FURTHER SUPPORT.

THANK YOU. APPRECIATE YOUR TIME. >> THIS IS FROM BRIAN AND SHERILYNN MCMILLAN. TO WHOM IT MAY CONCERN, MY FAMILY MOVED HERE IN 2020. WE MOVED HERE AND WE HAD THE CHURCH AND IT WAS LAUNCHING A CHURCH IN PARTLAND.

WE WERE PARENTS OF SEVEN CHILDREN. WE INSTANTLY FOUND AT HOME AT THE CHURCH. WE FOUND A SAFE PLACE FOR OUR CHILDREN TO ENGAGE IN RELATIONSHIPS THAT MOVE BEYOND THE WALLS OF THE BUILDING. THEY HAD OPPORTUNITIES FOR MY WIFE AND I AS WELL TO PREVAIL AND KNOW MORE ABOUT THE COMMUNITY.

THE CHURCH SHARED IN THE PAIN AND TRAGEDY THROUGH THE YEARS AND HELPED US THROUGH THE EVENTS. KEEP IN MIND WE DID NOT LIVE HERE DURING THAT, BUT THE CHILDREN PARTICIPATING AND HELPING TO HEAL OUR COMMUNITY. COASTAL COMMUNITY CHURCH HAS NOT ONLY BROUGHT US CLOSER TO THE COMMUNITY AND [INDISCERNIBLE] SELFLESSLY. WE PARTICIPATED IN MAIN EVENTS AND SERVING FOOD AND HOT CHOCOLATE.

WE REACHED OUT TO COMMUNITIES LIKE COLLIER AND NEED THAT SOME OF US CONSIDER SECONDARY. IMAGINE OTHER CITIES AROUND PARKLAND. THEY SERVE THOSE IN MUCH WORSE SITUATIONS.

COASTAL COMMUNITY CHURCH IS NOT [INDISCERNIBLE] BUT AWESOME REPRESENTATION OF SOUTH FLORIDA. IT REPRESENTS THE BEST OF THE COMMUNITY. I REALIZE THEY FOCUS MORE ON HOW THE COMMUNITY IS GROWING. THE NEED TO EXPAND THE BUILDING IS REALLY INDICATIVE OF A COMMUNITY WANTING TO BE A PART OF SERVING THE NEEDS OF OTHERS. THE RELATIONAL NEED OF MANY.

THANK YOU. MELISSA AND SHAUN. WE'RE WRITING IN SUPPORT OF THE BUILDING EXPANSION. IT IS OUR UNDERSTANDING THAT THE CHAUFRN MET ALL REQUIREMENTS OF THE PLANNING AND ZONING BOARD AND HAVE PLANS TO BUILD AN AESTHETIC STRUCTURE ALONGSIDE THE BUILDING. THE COASTAL COMMUNITY CHURCH IS MORE THAN JUST A CHURCH IN THE CITY LIMITS.

SINCE PLANTING THEMSELVES AND OPENING THEIR DOORS, THEY IMMERSED THEMSELVES IN THE COMMUNITY AND ALL RESIDENTS OF PARKLAND.

WE HAVE SEEN THIS FIRST HAND IN THE INTERFAITH SERVICES HELD IN THE DAYS AFTER FOOD AND BACKPACK DRIVES. COASTAL COMMUNITY CHURCH IS A PLACE FOR ALL OF OUR TO WELCOME. THE GROWTH AND NEED COULD IMPROVE THE POPULARITY AND NEED OF RELIGIOUS SERVICES AND

[00:50:01]

PARKLAND COMMUNITIES AND AN EASIER [INDISCERNIBLE].

THE LAST ONE, IT IS PABLO STANLEY. I'M A PARKLAND RESIDENT OF FOUR-PLUS YEARS. WE LIVE IN THE [INDISCERNIBLE] DEVELOPMENT. OUR CITY COMMISSION AND THE COASTAL COMMUNITY CHURCH. AS A PARKLAND RESIDENT, WE FOUND IT CHALLENGING TO FIND A RIGHT CHURCH IN THE AREA. WE WERE GLAD TO DISCOVER COASTAL COMMUNITY. THEY PROVIDED OUTREACH PROGRAMS AND TO VOLUNTEER IN THE COMMUNITY. WE BELIEVE THAT THE BEST PART OF PARKLAND IS THE INCLUSION OF THE DIVERSE OPPORTUNITIES. THEY PROVIDE OPPORTUNITIES AND ALREADY CONSIDERED GREAT PARTNERS TO THE CITY.

THEY ACTIVITY SUPPORT OUR FUNDS TO THE HIGH SCHOOL.

WE APPRECIATED WHAT ROLE THEY PLAYED IN RESPONSE TO THE SCHOOL SHOOTING AND ONGOING SUPPORT. THE ONLY THING THAT NEEDS IMPROVEMENT WITH THE CHURCH IS ADDITIONAL SPACE FOR GROWTH. CURRENTLY THE CHURCH HAS TO HAVE MULTIPLE SERVICES THAT CREATE PHYSICAL/SAFETY CHALLENGES BETWEEN SERVICES. THIS EXPANSION WOULD HAVE DIRECT DELIVERY OF THE SERVICES. THERE'S JUST EXTRA WORDING ON THE BOTTOM.

>> OKAY. THEN IS THERE ANYBODY IN ADDITION ON -- ON WHO IS HERE IN THE PUBLIC WHO WOULD LIKE TO SPEAK ON THIS

AGENDA ITEM? MR. GOTT. >> GOOD EVENING, MAYOR. I JUST WANTED TO TALK VERY BRIEFLY.

I HAVE -- I HAVE TWO DIVERGENT INTERESTS ON THIS ISSUE.

ONE IS I'M THE PRESIDENT OF THE HOMEOWNERS ASSOCIATION AND THE PARKLAND COUNTRY CLUB WHICH IS IMMEDIATELY ACROSS THE STREET FROM THE COASTAL COMMUNITY CHURCH.

TO THAT END I WILL TELL YOU THAT IN THE TWO-PLUS YEARS OF OPERATION, WE HAVE NO NEGATIVE COMMENTS FROM THE RESIDENTS AND HOMEOWNERS RELATIVE TO THE CHURCH AND THEIR ACTIVITIES.

THE WAY THEY RAN THEIR TRAFFIC CONTROL IS EXCEPTIONAL.

I FEEL THEY'VE DONE A GREAT JOB AND KEPT THE PROMISES THAT THEY WOULD MAKE TO THE COMMUNITY. THAT'S MY OFFICIAL COMMENTS. PERSONALLY, I ATTEND COASTAL COMMUNITY CHURCH AND I WANT TO SAY THAT I THINK THE STAFF DID AN EXCEPTIONAL JOB. I THINK ALL OF THEIR -- OF THEIR -- OF THEIR CONDITIONS ARE APPROPRIATE. I ATTENDED PLANNING AND ZONING AND SPOKE IN SUPPORT OF THE PROJECT THERE AS WELL.

THEY WERE PASSED UNANIMOUSLY. I WOULD ENCOURAGE THE COMMISSION TO FOLLOW PLANNING AND ZONING AND PASS THIS.

IT IS MY INTENTION THAT BOT OF THE COMMUNITIES NEIGHBOR AND AS PARKLAND GROWS, WE'RE GOING TO HAVE DEVELOPMENT.

THINGS ARE GOING TO BE BUILT AND THESE ARE THE KIND OF NEIGHBORS WE SHOULD HAVE. THANK YOU FOR YOUR TIME.

>> THANK YOU. >> ANYBODY ELSE? SEEING NOT ONLY, I'M GOING TO CLOSE THE PUBLIC AND OPEN FOR THE COMMISSION.

I'M GOING TO START BY SAYING, JUST AS THE LAST TIME THE COMMISSION AND THE CITY WERE SUPPORTIVE OF THE INITIAL BUILDING OF THE COMMUNITY CHURCH. I'M IN FAVOR OF THIS PHASE, ESPECIALLY WITH THE ENHANCED LANDSCAPING AND THE WALLS AND MAKING SURE THAT -- THAT THE SERVICES ARE INSIDE AND THAT THE NOISE IS NOT -- IS NOT A DISTURBANCE TO THE NEIGHBORS. ON A SEPARATE NOTE I WOULD LIKE TO THANK THE CHURCH FOR ALL OF THE WORK THEY DO IN THE COMMUNITY AND THEY HAVE DONE SINCE FEBRUARY 14TH AND NOT JUST WITH FEBRUARY 14TH RELATED EVENTS. YOU KNOW, I DON'T THINK THERE'S SUCH A THING AS HAVING TOO MUCH FAITH IN ANY COMMUNITY.

THEY HAVE BEEN A GOOD PARTNER AS HAS EVERY RELIGIOUS INSTITUTION IN OUR COMMUNITY. IT IS ONE OF THE THINGS THAT MAKES OUR CITY SO SPECIAL IS THAT THEY'RE ALL DIFFERENT PLACES TO WORSHIP AND YET THEY ALL COME TOGETHER EVERY YEAR TO HELP US

[00:55:02]

COMMEMORATE. THEY WORK THROUGH THE YEAR TO SUPPORT OUR COMMUNITY IN ALL SORTS OF DIFFERENT WAYS.

I WANTED TO ADD THAT. THEY'RE A GOOD NEIGHBOR.

I APPRECIATE THE WORK STAFF DID WITH THE APPLICANT TO MAKE SURE THAT THE LANDSCAPING IS ENHANCED AND LUSH WHICH IS -- WHICH IS VERY PARKLAND-LIKE. I LOOK FORWARD TO BEING THE GROWTH OF -- OF A WONDERFUL MEMBER OF OUR COMMUNITY. ANYBODY ELSE FROM THE COMMISSION HAVE ANY COMMENTS? COMMISSIONER KAGAN?

>> THANK YOU, MAYOR. I AGREE WITH EVERYTHING YOU SAID.

I THINK THAT COASTAL COMMUNITY IS AN INTEGRAL PART OF OUR COMMUNITY. I LOVE THE FACT IT IS GROWING AND I LOVE THE FACT THAT [INDISCERNIBLE]. IT IS SO IMPORTANT.

IT WAS WONDERFUL TO HEAR WHAT THE RESIDENTS SAID ABOUT COASTAL COMMUNITY AND HOW THEY FEEL ABOUT COASTAL COMMUNITY.

THEY HAVE GIVEN BACK TO OUR COMMUNITY IN SO MANY DIFFERENT WAYS.

I ALSO LIKE TO THANK PNZ BECAUSE OUR BOARD DID A TREMENDOUS JOB WITH MAKING RECOMMENDATIONS AND WORKING WITH THE CHURCH AND OUR STAFF. I THINK THAT THIS IS WONDERFUL THAT IT IS GROWING. I CAN'T WAIT TO SEE MORE ACTIVITIES AND WHEN WE WILL BE SOCIAL TOGETHER INSTEAD OF JUST PHYSICALLY DISTANT. I DO SUPPORT THIS. THANK YOU.

>> THANK YOU. ANYBODY ELSE? >> COMMISSIONER WALK

PERSON >> JUST ECHO WHAT YOU SAID.

COASTAL COMMUNITY IS A GREAT PARTNER FOR THE CITY OF PARKLAND AND THEY DID A GREAT JOB WITH THE REVIEW. I'M 100 PERCENT IN

FAVOR OF APPROVING THIS. >> THANK YOU.

>> VICE MAYOR? >> PERSONALLY I WANT TO THANK STAFF AS WELL AS COASTAL COMMUNITY CHURCH, TJ AND SHAYLA THAT THEY DO A GREAT JOB, ESPECIALLY DURING COVID, ZOOM MEETINGS. THEY REALLY HAVE A WAY OF BRINGING OUT THE BEST IN ALL OF HUMANITY AND I WANT TO PERSONALLY THANK THEM ON THAT NOTE. I LISTENED TO THE NNZ MINUTES, THEY WERE THOROUGH WITH THE QUESTIONS.

I KNOW SOME OF THEIR ISSUES, I KNOW THEY -- IT IS -- THEY ASKED ABOUT VERIFYING THIS AND THE MONUMENT SIGN AND I BELIEVE IT IS NOW PERMANENT. THAT'S SOMETHING THAT WAS A CONCERN.

I KNOW THE CONCERN AND QUESTION ABOUT THE LIGHTS.

I BELIEVE MOSSKOVAC MENTIONED THAT. THAT'S IN THE AN ISSUE. I ALSO WANT TO SAY I APPRECIATE THE -- THE -- I'LL CALL IT THE LUSH LANDSCAPING AS THE MAYOR HAD MENTIONED AND I BELIEVE ALSO ON THE -- ON THE PNZ MEETINGS PATTY MENTIONED THE LANDSCAPING AND ALSO GROWING IN VERY NICELY. WE CONTINUE TO WORK WITH COASTAL COMMUNITY CHURCH. HONOR IT. I'M SURE THEY'RE NOT ONLY GOING TO BE GREAT PARTNERS. IT IS GOING TO LOOK LIKE A BEAUTIFUL PIECE ON UNIVERSITY DRIVE. THANK YOU GUYS FOR

MAKING THIS HAPPEN. >> COMMISSIONER CUTLER?

>> I WANT TOING COE THE SENTIMENTS OF MY FELLOW COMMISSIONERS AND MAYORS. I HAD THE OPPORTUNITY TO ATTEND THE SERVICES THERE AND -- AND IT IS -- IT IS WELCOMING. IT IS WARM.

THEY DO A REALLY GOOD JOB OF REACHING OUT TO THE COMMUNITY.

HERE EXCELLENT PARTNERS IN THE COMMUNITY AND YOU KNOW, I DID HAVE SOME CONCERNS WHEN I HEARD IT WAS GOING TO BE A TWO-STORY BUILDING RELATIVE TO THE LANDSCAPING ISSUES AND THINGS LIKE THAT. I'VE SEEN THE RENDERINGS AND TALKED TO THE PEOPLE INVOLVED AND SPOKE WITH THE PNC PEOPLE AND THEY'RE CONFIDENT THAT BASED ON WHAT THEY'RE PUTTING IN, IT SEEMS LIKE IT IS GOING TO WORK WELL IN OUR COMMUNITY AND BE PARKLAND-LIKE. I'M EXCITED FOR THEM THAT -- THAT -- THAT THIS SOUNDS VERY MUCH LIKE IT WILL MOVE FORWARD.

>> ANYBODY MOTION. >> MOTION TO APPROVE. >> I'M GOING TO GO WITH VICE MAYOR, MOTION MADE BY VICE MAYOR AND SECOND BY KAGAN. ROLL CALL.

>> PLEASE SHOW IT PASSES UNANIMOUSLY. >> ITEM 8.

[01:00:01]

>> THANK YOU AND GOOD NIGHT. >> YES, RESOLUTION 2020045. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND FLORIDA APPROVING A CLEARANCE BOARD APPLICATION TO AMEND THE CONDITIONS OF APPROVAL AND THE RESOLUTION 2012-59 TO PERMIT THE SUBSTITUTION OF ENHANCED LANDSCAPE IN PLACE OF THE FACADE ENHANCEMENT REQUIREMENTS. LOOK TO THE ROAD AND EAST SIDE OF PARKSIDE DRIVE. AND PROVIDING FOR CONFLICT AND EFFECTIVE DATE. ONCE AGAIN, I TURN THIS OVER TO MICHELLE.

>> THANK YOU. THE REQUEST IS AS NANCY STATED IT.

IT IS SHOWN HERE ON THE SCREEN. THE NEXT SLIDE SHOWS YOU THE GENERAL LOCATION WHICH IS NORTH OF HILLSBOROUGH BOULEVARD THERE, JUST EAST OF PARKSIDE DRIVE.

NEXT SLIDE. SO ON JULY 11, 2012. THEY ADOPTED 2012/59 AND THAT HAD CONDITIONS OF A SITE PLAN THAT WAS PREVIOUSLY APPROVED AND THE MODIFICATIONS PERMITTED A TRAILER TO REMAIN ON THE SITE BUT IT REQUIRED ENHANCEMENT SO THAT BASICALLY THE SKIN ON THE OUTSIDE OF THE TRAILER WOULD MIRROR WHAT WAS ON THE PERMANENT STRUCTURE, THE MAIN STRUCTURE ON THE SITE. THERE YOU SEE THE LANDSCAPING.

IT FITS THE CHARACTER OF AIR AND WE SCREEN THE MODULAR.

THE ARCHITECTURE WILL RESEMBLE A FEATURE ON THE MAIN BUILDING, GIVE IT A MORE SUBSTANTIAL AND ENHANCED APPEARANCE.

NEXT SLIDE. HERE YOU SEE PICTURE OF IT AS IT EXISTS TODAY. NEXT SLIDE. SPECIFICALLY THE SCOPE IS THE SCREENING OF THE MODULAR AND THAT WAS REFERENCED IN A PRIOR SLIDE AND THE PROPOSED SCREENING IS THE METAL MESH THAT WAS SUPPOSED TO BE HUNG. THE IMAGE OF COURSE IS A PICTURE OF IT. REQUEST FOR MODIFICATION.

ONE MORE. HERE WE GO. YOU SEE THIS ON THE SMALL INSIDE IN THE UPPER INSET ON THE UPPER CORNER AND TO COMPLETELY SCREEN IT AND INSTEAD OF PROVIDING THE MESH ON THE BUILDING AS ORIGINALLY APPROVED. NEXT SLIDE.

SO THIS IS A REQUEST FOR -- FOR A CHANGE TO A CONDITION OF APPROVAL. IT IS A POLICY DECISION.

IT DOESN'T REST WITH A TECHNICAL REQUIREMENT OF THE CODE.

WE DON'T HAVE A STAFF RECOMMENDATION OF APPROVAL OR DENIAL AND AGAIN AS A POLICY DECISION AND UP TO THE PLEASURE OF THE COMMISSION. SHOULD YOU DECIDE TO APPROVE THE REQUEST BEFORE YOU WHICH IS TO SWAP OUT THE MESH ON THE OUTSIDE OF THE MODULAR AND REPLACE IT. WE HAVE PROVIDED CONDITIONS THAT WE WOULD ASK THAT YOU CONSIDER AS PART OF THAT APPROVAL AND WANT TO BE PLANNING IT AND FOUR FEET, AND THE INSTALLATION AND THAT THERE WILL BE IRRIGATION PROVIDED AS APPROVED BY THE CITY'S LANDSCAPE ARCHITECT AS A LANDSCAPE CONSULTANT. ALL CONDITIONS OF APPROVAL NOT MODIFIED BY THIS RESOLUTION REMAINS IN FULL FORCE AND EFFECT.

A THIRD RECOMMENDATION IS THE OWNER SHALL LANDSCAPE CORNER AREAS. THE FOURTH IS THEY WILL HAVE A RIGHT TO INSPECT ON REGULAR BASIS AS WE INCLUDE IN THE RECOMMENDATIONS.

WE SEE IT IS NOT GOING PROPERLY IN WHAT WE CONSIDER A NORMAL RATE AND A LANDSCAPE PROFESSIONAL CONSIDERS A NORMAL RATE AND HASN'T BEEN TENDED TO, IT NEEDS BETTER CARE AND WE REQUIRE THEM AT ADDITIONAL LANDSCAPING IF IT IS NOT GOING APPROPRIATELY.

NEXT SLIDE. SO COMPLY OF COURSE WOULD CONSTITUTE A VIOLATION. THE QUESTION OF COURSE IS WHEN DO THEY HAVE TO DO THIS. THE APPLICANT IS WAITING FOR A PERMANENT, FINAL CERTIFICATE OF OCCUPANCY ON THE IMPROVEMENTS THEY MADE ON THE SITE. THEY'RE OPERATING ON TEMPORARY RIGHT NOW WHICH HAS BEEN EXTENDED I BELIEVE BECAUSE OF THE EXECUTIVE DISORDER DUE TO THE PANDEMIC.

THAT'S GOING TO EXPIRE IN SHORT ORDER. IT IS SELF-IMPOSED TO GET THIS DONE QUICKLY. THAT CONCLUDES MY PRESENTATION.

I'LL BE HAPPY TO ANSWER QUESTIONS. I BELIEVE THOSE -- THOSE -- THOSE ARE ON THE CALL. I CAN SEE THEM.

>> THANK YOU, MICHELLE. >> ANYBODY FROM THE PUBLIC HAVE ANYTHING THEY WOULD LIKE TO SAY ON THIS ITEM?

[01:05:08]

SEEING NO ONE FROM THE PUBLIC I'M CLOSE TO GET PUBLIC AND OPENING TO THE COMMISSION. I'LL ECHO MANY SAME SENTIMENTS THAT I MENTIONED IN OUR LAST ITEM. THE HABAB IS AMAZING SUPPORTIVE INSTITUTION IN OUR COMMUNITY. THE WORK THEY DO HERE IN MANY WAYS, GETTING VERY EMOTIONAL ABOUT IT, HAS BEEN WONDERFUL. OUTREACH AND WORK THEY DO FOR SO MANY.

THEIR NEW BUILDING IS BEAUTIFUL, FOR THOSE THAT HAVEN'T SEEN IT, THEY HAVE A BEAUTIFUL SCULPTURE INSIDE DEDICATED TO THE STILMAN-DOUGLAS TRAGEDY. PUTTING THE PLANTINGS IN ARE BETTER THAN MESH FENCE. I'M 100 PERCENT IN SUPPORT OF THIS ITEM. I WANT TO THANK BOTH RABBIS FOR ALL OF THE

WORK THEY DO IN THE COMMUNITY. >> THANK YOU.

>> ANYBODY ELSE ON THE COMMISSION LIKE TO SAY ANYTHING?

>> VICE MAYOR, MAYERSOHN? >> YEP, FIRST OF ALL, THIS IS IN MY -- IN MY DISTRICT. I'VE WALKED PAST IT ALMOST EVERY DAY. AND NUMBER ONE, NOBODY HAS SAID A WORD OR I HAVEN'T HEARD A WORD. I ASKED IF ANYBODY HAS COMPLAINED ABOUT THE [INDISCERNIBLE]. NUMBER TWO, IT IS THE COLOR ITSELF BLENDS INTO THE GENERAL BUILDING. IT IS MY UNDERSTANDING THAT THIS IS GOING TO BE A -- A -- A TEMPORARY STRUCTURE, HOW LONG IT IS TEMPORARY, WHO KNOWS? BUT THE INCENTIVE IS TO BUILD ON AND MAKE OBVIOUSLY THE PROPERTY NEXT DOOR BUT FOR IT TO EXPAND NOT ONLY THEIR BUILDING BUT THEIR MEMBERSHIP AS WELL. I THINK THE PLANTING DOES A NICE JOB IN ACCESSING IT AND COVERING IT. SO I'M SUPPORTIVE OF THIS. I REMEMBER I WAS ON TMZ AT THE TIME THIS CAME FORWARD. CERTAINLY REMEMBERING THE MESH.

IT WAS BEAUTIFUL. I THINK IT WAS IMPORTED FROM ISRAEL.

AGAIN THE HEDGING WILL DO A NICE JOB. I'M SUPPORTIVE.

>> THANK YOU. ANYBODY ELSE. >> COMMISSIONER

KAGAN. >> THANK YOU. HI, RABBIS.

WITHOUT A MASK ON AND PHYSICALLY DISTANT. IT WORKS.

I FEEL THE HABAB IS IN SUPPORT OF THE CITY. YOU DO WONDERFUL THINGS THE COURT IS BEAUTIFUL AND WHAT IS MORE BEAUTIFUL IS WHAT YOU GIVE BACK TO OUR COMMUNITY. I THINK RIGHT NOW THAT ANYTHING THAT WE CAN DO TO -- TO -- TO MAKE OTHERS FEEL BETTER AND HELP EACH OTHER IN A TIME LIKE THIS IS WHAT WE DO.

AND I'M IN FULL SUPPORT OF THIS. BEAUTIFUL.

>> THANK YOU. >> ANYBODY ELSE? CUTLER?

>> I WANT TO SAY THAT -- THAT YOU KNOW, THIS -- THIS PIECE OF HAND IS VERY UNIQUE IN OUR CITY. I DON'T THINK THAT WE HAVE ANOTHER PIECE OF LAND THAT ACTUALLY IS A ISLAND THAT IS SURROUNDED BY ROADWAYS AND -- AND THIS IS A VERY UNIQUE SITUATION IN TERMS OF WHERE THEY ARE. I WOULD CERTAINLY ECHO EVERYONE IN REGARDS TO -- TO -- TO -- TO THESE GUYS, HAVE BEEN AMAZING. AMAZING FOR THE COMMUNITY AND THE PEOPLE IN THE COMMUNITY. ALWAYS GIVING BACK.

IT IS CERTAINLY A SITUATION UNIQUE TO PARKLAND AND IF IT WAS THE OLD DAYS AND YOU PUT A TRAILER THERE, PEOPLE WOULD GET UPSET. I DROVE BY THERE THE OTHER DAY.

I HAD TO LOOK THREE TIMES BEFORE I COULD SEE THE EDGE OF IT.

IT DOES -- AS -- AS COMMISSIONER POINTED OUT, IT DOES BLEND IN WELL WITH THE REST OF THE BUILDING AND EVERYTHING.

ONCE YOU PUT THE LANDSCAPING IN AND IT GROWS LUSH AROUND IT.

I HONESTLY CAN'T SEE ANYBODY REALLY COMPLAINING ABOUT IT.

[01:10:01]

YOU CERTAINLY HAVE MY VOTE FOR IT AS WELL. >> COMMISSIONER WALKER. I WANT TO ECHO MY COLLEAGUES.

YOU KNOW, TREMENDOUS PARTNER FOR THE COMMUNITY AND I'M IN

FULL SUPPORT. >> THANK YOU VERY MUCH.

MOTION. >> MOTION TO APPROVE. >> I HAVE A MOTION BY VICE MAYORSON AND SECOND. ROLL CALL PLEASE.

VERY WELCOME. HAVE A GOOD NIGHT. >> ITEM 8A ON THE

AGENDA. >> YES, RESOLUTION 2020.

CITYWIDE SECURITY UPGRADES. A RESOLUTION OF THE CITY OF PARKLAND FLORIDA ARE APPROVING THE COMMITTEE'S REIGNING AND AUTHORIZING THE DIRECTOR WITH MORRIS COMMUNICATIONS FOR A SECURITY UPGRADE PROVIDING FOR EXECUTION, PROVIDING FOR SUCCESSIVE DATES. I'LL TURN THIS OVER TO

BILL EVANS OUR PUBLIC WORKS DIRECTOR. >> HERE WE ARE WITH SPEAK ON THIS AGENDA ITEM? SEEING NO ONE FROM THE PUBLIC, I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION.

>> COMMISSIONER WALKER. I LOOKED AT IN, IT ADDRESSES OUR CONCERNS. I THINK THE STAFF HAS DONE A GOOD JOB PREPARING IT. LOOKS GOOD TO ME.

>> MOTION TO APPROVE. >> SECOND. SECOND.

>> I HAVE A MOTION BY CUTLER AND SECOND BY KAGAN.

ROLL CALL, PLEASE. >> COMMISSIONER CUTLER.

>> YES.

UNANIMOUSLY. 8B. >> 2020014.

THE MID YEAR BUDGET AMENDMENT. SECOND READING.

ORDINANCE OF THE CITY OF FLORIDA, AMENDING ORDINANCE 2019016 AND ADOPTING THE BUDGET FOR THE CITY OF PARKLAND AND PROVIDING FOR FUNDING THAT -- THAT IS REALLOCATING EXPENDITURE TO THE CAPITAL IMPROVEMENT PROJECT FUND AND PROVIDED ACCESSIBILITY AND PROVIDING FOR AN EFFECTIVE DATE. JUST AS THE TITLE STATES, IT IS TRANSFERRING INTO THE INFRASTRUCTURE FUND AND THAT WAS TO COVER THE SHORT FALLS FOR FIELDS ONE AND TWO.

THIS IS THE SECOND READING. >> THANK YOU.

THIS IS THE SECOND READING. IT WAS APPROVED ON FIRST READING. I'LL OPEN TO THE PUBLIC.

ANYONE IN THE PUBLIC LIKE TO SPEAK ON THIS ITEM IN.

>> COMMISSIONER WALKER SECOND BY VICE MAYOR MAYERSOHN, ROLL CALL.

PASSES UNANIMOUSLY. 8C. >> THE ROUND ABOUT FEATURE. AND OUR CITY ENGINEER IS GOING TO -- TO

PROVIDE A PRESENTATION ON THIS ITEM. >> CAN YOU HEAR ME

[01:15:02]

OAY? >> YES. >> THIS IS THE IMPROVEMENTS. THIS IS AFTER THE GOLF AND COUNTRY CLUB.

THE NEXT SLIDE YOU'LL SEE EXISTING CONDITIONS.

THEY'VE BACKUP VEHICLES. THEY HAVE THE NORTH BOUND WITH THE TRAFFIC. THE COMMISSION WILL MOVE TO THE ROUND ABOUT FOR THE DESIGN HERE ON THE NEXT SLIDE. THESE ARE SIMILAR IN SIZE AND WE HAVE HOME GUARD ROAD IN PARKSIDE. AND YOU'LL SEE HERE WHEN -- WHEN THE TRAFFIC THAT IS APPROACHING THE ROUND ABOUT HAS TO YIELD FOR THE TRAFFIC THAT IS IN THE ROUND ABOUT.

THE NEXT SLIDE, I'LL TALK ABOUT THE ROUND ABOUT.

WE WORKED WITH BROWARD COUNTY AND 90 PERCENT DESIGN.

WE HAVE THE COUNTY SUGGESTING APPROVAL ON THE GEOMETRY ON THIS LAYOUT. WE HAVE COORDINATED TO THE ENTRANCE OF THE COMMITTEE AND NOT ONLY FOR THE DESIGN OF THE ROUND ABOUT BUT ALSO THE FEATURES THAT ARE GOING TO BE IN THE CENTER.

NEXT SLIDE, THERE'S SOME -- SOME IMPACT ON THE WAY WE TRY TO DO IS SPACE THE PROJECT SO THAT IN ALL TIME WE'RE GOING TO HAVE THE DRIVE. WE WANTED TO MAKE SURE THAT THE MAJORITY OF THE CONSTRUCTION IS GOING TO HAPPEN [INDISCERNIBLE].

WE HAVE THE LANDSCAPE AND THE TREESCAPE. >> THE NEXT SLIDE, WE ACTUALLY HIRED ONE PEOPLE. WE LOOKED AT THE FEATURES. THE NEXT SLIDE YOU'RE GOING TO SEE THE OPTION ONE. THIS IS A RENDERING OF THE CONTACT FEATURE

[01:20:04]

THAT OUR ARCHITECTS CAME UP. THE FIRST FEATURE IS THE -- IS THE FOUNTAIN OPTION. THIS IS A MUCH LOWER OPTION AND THE MINI FEATURE IS TWO FOUNTAINS THAT TIE IN AND THE FEATURE THAT WE HAVE [INDISCERNIBLE].

THEY ALSO HAVE THE STONE THAT WE HAVE TO PARKLANDS AND ALSO PLAYS A LITTLE WAY TO A DIFFERENT WALL ELEVATION.

THE SECOND OPTION THIS IS MORE VERTICAL OPTION.

THEY ALSO HAVE THE FEATURES, SO AGAIN WE'RE TRYING TO KEEP THE PARKLAND LIGHT FIELD AND ALSO TIE IN AND COMPLEMENT THE ENTRANCE. AND THE NEXT SLIDE, I'M GOING TO TALK A LITTLE BIT ABOUT THE PUBLIC OUTREACH. SO WE HAVE THE INFORMATION AND FEATURES ON THE WEBSITE ON JULY 8TH.

THE RESIDENTS WERE ABLE TO ACCEPT THE PAGE AND THEY PROVIDE THEIR INFORMATION AND THEN LET US KNOW WHICH OPTION THEY LIKE BEST.

AS WELL AS ANY FEEDBACK. THEN WE HAD THE TWO OPTIONS ON JULY 23RD, 2020. PUBLIC INPUT.

AS OF TODAY THE LINKS ARE OPEN. THE RESIDENTS CAN STILL VOTE AFTER TODAY. WE HAVE 242 VOTES FAVORING THE [INDISCERNIBLE] OPTION AND FAVORING THE TRELLIS. JUST AS THE SUMMARY, BOARD MEMBERS LIKED BOTH OPTIONS AND SEEM TO FAVOR OPTION NUMBER TWO WHICH WAS A TRELLIS. THEY WANTED TO MAKE SURE EVERY OPTION THAT WAS SELECTED WE KEEP THE SAME MATERIALS AND THE CALLERS TO COMPLEMENT THE ENTRANCE. THAT WAS THE FEELING

FROM -- FROM THE BOARD MEMBERS. >> THE NEXT SLIDE, THE MILESTONES AND I BRING IT FOR DISCUSSION AND SELECTION BY THE CITY COMMISSION. THE ONES WE SELECTED, WE'RE GOING FORWARD WITH THE [INDISCERNIBLE]. WE'RE GOING TO WORK ON THE CONSTRUCTION FOR THE FUTURE AS WELL AS THE ROUND ABOUT.

WE HOPE IT FOR LATER THIS YEAR AND HAVE IT COMPLETED BY FALL NEXT YEAR. THE SCREEN ON THE NEXT SLIDE, I'LL LEAVE THE TWO OPTIONS. I'M GOING TO HELP THE COMMISSION FOR DISCUSSION SO WE CAN GO TO A FEATURE AND MOVING FORWARD WITH

THIS. THANK YOU. >> WITH THAT IF THERE'S ANYBODY FROM THE PUBLIC THAT WOULD LIKE TO SPEAK ON THIS AGENDA ITEM, PLEASE LET ME KNOW. YOU WILL HAVE THREE

MINUTES TO SPEAK. MR. GOTT. >> APPRECIATE YOUR TIME. ON BEHALF OF THE BOARD OF DIRECTORS AND THE 178 HOMEOWNERS, I FEEL COMPELLED TO SPEAK AND THANK STAFF AT ALL LEVELS FOR THEIR ENGAGEMENT. EARLY ON IN THE PROCESS, LISTENING TO OUR CONCERNS AND TAKING THEM SERIOUSLY.

IT IS AN EXAMPLE OF NOT JUST GOOD BUT GREAT GOVERNMENT.

STAFF IS TO BE COMMENDED. I WANTED TO SAY IT

[01:25:02]

PUBLICLY. THIS IS A GREAT EXAMPLE OF HOW GOVERNMENT SHOULD WORK IN MY OPINION. THE ROUND ABOUTS, WE HAVE FIVE. WE KNOW HOW THEY WORK. WE DON'T HAVE ANY TROUBLE NAVIGATING THEM. I HAVE SUBMITTED TO THE COMMISSIONERS A LETTER OF INTENT IF YOU WILL, RELATIVE TO CERTAIN MAINTENANCE OBLIGATIONS ON THE ROUND ABOUT.

I DO WANT YOU TO KNOW THAT -- THAT WAS PASSED BY MY ENTIRE BOARD OF DIRECTORS AND WE'RE UNIFIED AND THE VOTE WAS UNANIMOUS.

YOU SEND THAT LETTER TO THE COMMISSION. WE HAVE THE CITY ATTORNEY PASS THE AGREEMENT AND PASS IT THROUGH THE BOARD BUT WE SEE NO [INDISCERNIBLE] OF DOING THAT.

FINALLY, I AM THANKFUL THAT THE STAFF IS WORKING WITH US ON THE CONSTRUCTION PLANNING. WE'LL GET COMPLAINTS DURING THE CONSTRUCTION. IT IS THE NATURE OF CONSTRUCTION.

WE'RE GOING -- WE -- WE WORKED WITH STAFF TO COME UP WITH A PLAN THAT WE THINK IS RIGHT. WE HAVE OWNERSHIP IN IT. WE DON'T JUST BANG ON THE CITY, WE HELP YOU FIX IT. THANK YOU AGAIN FOR YOUR -- FOR YOUR STAFF'S HARD WORK AND FOR THE COMMISSION'S TIME.

THANK YOU. ANYBODY ELSE WITH COMMENTS.

I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION AND I WOULD LIKE TO START OFF BY INDIANINGING STAFF AND THANKING DAVID AND -- AND THE CDCCHOA FOR ALL WORKING TOGETHER TO MAKE SURE THIS PROJECT NOT ONLY SUITS THE TRAFFIC NEEDS OF THE CITY BUT ALSO BLENDS IN WITH THE LOOK OF PARKLAND AND IS ALSO ACTS ALMOST AS AN EXTENSION. ALL MELDED TOGETHER BEAUTIFULLY. I WOULD BE IN FAVOR OF THE -- OF THE FOUNTAIN OPTION. MY ONLY CONCERN IS ALIZE, IF YOU COULD GO THROUGH THIS, IS HOW TIGHT IS THIS ROUND ABOUT? I ONLY BRING THAT UP BECAUSE SOMETIMES THREE ROUND ABOUTS SEEM VERY TIGHT AND CAUSE MORE CONFUSION FOR PEOPLE ON HOW TO NAVIGATE AND NUMBER TWO, I WOULD ASK THAT THE CITY ALSO HAVE -- A COMMUNICATION OUT TO THE PUBLIC ON -- ON HOW TO NAVIGATE A

ROUND ABOUT IN THE CITY OF PARKLAND. >> I LOOKED TO SEE IF WE COULD PUT SOMETHING OUT THERE DURING CONSTRUCTION.

THEY HAVE SEVERAL OF THOSE AND REMINDING EVERYONE OF HOW TO NAVIGATE A ROUND ABOUT. AS FAR AS HOW TIGHT IT IS, AS FAR AS FIVE, LIKE I SAID, IT IS VERY SIMILAR TO WHAT WE HAVE ON [INDISCERNIBLE] ROAD. THIS IS A ONE-LANE ROUND ABOUT. THE LANE -- THE LANE IN THE ROUND ABOUT ITSELF, IT IS ON THE CIRCLE, THEY'RE ACTUALLY A LITTLE WIDER THAN THE REGULAR LANE. SO THEY'RE ABOUT 15 FEET WIDE INSTEAD OF 12 FEET. WE HAVE BEEN COORDINATING WITH THE COUNTY TO MAKE SURE THAT'S THE -- THE ONLY [INDISCERNIBLE] OF THE ROUND ABOUT AND THE EMERGENCY VEHICLES CAN NAVIGATE AND -- AND ALSO THE [INDISCERNIBLE] CAN OPERATE AS WELL WITHOUT THE [INDISCERNIBLE].

>> SO IT WON'T HAVE ANY -- IT WON'T IMPEDE THE EMERGENCY

VEHICLES? >> IT HAS BEEN ALLOWED TO ACCOMMODATE

THE VEHICLES. >> THE FIRE DEPARTMENT SIGNED OFF

ON THAT? >> WE HAVEN'T HAD THEM SIGN OFF, BUT IT WAS DESIGNED TO ACCOMMODATE A TRUCK THAT IS EQUIVALENT TO

A FIRE TRUCK. >> I WANT TO MAKE SURE THAT WE HAVE THE FIRE DEPARTMENT'S INPUT ON THIS AND MAKE SURE THAT IT WON'T BE IN ANY WAY SHAPE OR FORM WITH A RESPONSE TIME IN THE ROUND ABOUT. I WOULD LIKE TO REMIND EVERYBODY FROM THE MEETING, THIS WAS SOMETHING THAT HAS BEEN DISCUSSED FOR A LONG TIME, THE STOP SIGNS AT THE ENTRANCE WERE TO BE TEMPORARY.

THEY IMPEDE THE TRAFFIC FLOW. STUDIES HAVE SHOWN THAT ROUND ABOUTS ARE MUCH SAFER ANYWAYS BECAUSE IT IS EASIER TO GO THROUGH A LIGHT THAN A ROUND ABOUT. I PREFER THE FOUNTAIN

[01:30:10]

OPTION. IT WILL BE WORKED WITH THE ASSOCIATION?

>> CORRECT. >> IF WE COULD BE ASSURE THAT IT WILL NOT DELAY THE EMERGENCY VEHICLES AND ADD IT RESPONSE TIME FOR NAVIGATING THAT. ANYONE ELSE FROM THE COMMISSION.

COMMISSIONER CUTLER. >> I WANT TO THANK THE STAFF FOR THEIR OUTREACH. I SPOKE TO MR. DOTH AND HE COULD NOT PRAISE YOU ENOUGH FOR YOUR COMMUNICATION WITH THE RESIDENTS.

I KNOW THAT COMMISSIONER KAGAN MENTIONED THAT EARLIER. IT IS GREAT TO HEAR THAT WE'RE DOING THE KIND OF GOVERNMENTAL ACTIVITY THAT WE'RE SUPPOSED TO BE DOING BY REACHING OUT TO EVERYBODY AND MAKING SURE THEY'RE ON BOARD WITH THE PROJECT WE'RE TRYING TO ACCOMPLISH. MY ONE COMMENT IS -- IF YOU'RE A BIKER. YOU'RE GOING TO HAVE TO ACCOMMODATE THE CIRCLE WITH THE VEHICLES THAT MAY BE COMING INTO IT.

AND WHAT I WOULD LIKE TO SEE IS -- IS SOME SORT OF EITHER SIGNAGE OR SOMETHING THAT DIRECTS BICYCLIST TO CROSSOVER IN THE LEAD UP TO THAT AND THEY GO TO THE CIRCLE AND THEY GO OVER TO THE SIDEWALK ON THE WEST SIDE OF THE ROAD AND THERE BY AVOID ANY KIND OF CIRCLE CONFRONTATION THAT THEY MIGHT BE ENCOUNTERING. THERE ARE LOTS AND LOTS OF PEOPLE THAT ARE EXPERT BICYCLIST AND THEY KNOW THOUSAND NAVIGATE THESE THINGS.

I SEE MORE BICYCLISTS IN THE LATER AFTERNOON HOURS AND WE START TO DEAL WITH DUST. NAVIGATING THE CIRCLE WITH CARS, WITH THEIR HEADLIGHTS ON GIVES ME SOME CONCERN FOR SAFETY PURPOSES.

OTHER THAN THAT, I -- I THINK IT IS A GREAT DESIGN.

BOTH THE DESIGNS, I'M IN FAVOR OF THE FOUNTAIN MYSELF.

I THINK IT MIRRORS A LOT OF THE FOUNTAIN FEATURES PARTICULARLY ON EITHER SIDE OF THE ENTRYWAY THERE. GREAT JOB.

>> THANK YOU. >> COMMISSIONER WALKER?

>> I WANT TO ECHO WHAT EVERYBODY ELSE SAID.

I'M IN FAVOR OF THE FOUNTAIN FEATURE AS WELL.

IT DEFINITELY BLENDS IN MORE WITH THE -- WITH THE PGCC.

SO THAT'S THE POSITION I WOULD TAKE. >> COMMISSIONER

KAGAN. >> I APOLOGIZE FOR STEPPING AWAY.

I HAD A PUPPY PROBLEM GOING ON A MINUTE AGO. I AGREE WITH OPTION O ONE. WHAT I THOUGHT WAS SPECIAL WAS THE COMMUNE CAUTION WITH THE RESIDENTS AND OUTREACH AND THEIR INPUT AND THEM REALLY SHARING WHAT THEY WANTED TO SEE IN OUR COMMUNITY AND OUR HOME.

I THOUGHT THAT WAS INCREDIBLE AND I LOVED OPTION ONE AS WELL.

EVEN -- EVEN WHEN PARKLAND GOLF AND COUNTRY CLUB AND I SPOKE WITH MANY RESIDENTS AND THEY SHARED HOW HAPPY THEY WERE WITH OPTION ONE. IT HAS THAT PARKLAND FEEL.

THE OTHER THING I WANTED TO BRING UP, I KNOW THERE WAS CONCERN WITH THE LIGHTING THAT WAS IN FRONT OF PARKLAND GOLF.

I SPOKE WITH WANDA ABOUT IT AND THE POSSIBILITY OF MOVING THE TWO LIGHTS AT THE ENTRANCE AND THE OPTION OF PUTTING IN LIGHTING INSIDE OF THE ROUND ABOUT AND THAT WOULD MATCH WHAT PGCC HAS IN THE FRONT. I WANTED TO MAKE SURE I MENTIONED THAT AND I DIDN'T KNOW IF DAVID HAD INPUT THEY WANTED TO SHARE IN REGARDS TO

[01:35:04]

THAT BUT THAT WAS ALSO SOMETHING THAT THE RESIDENTS REALLY

WANTED. >> VICE MAYOR MAYERSOHN.

>> I'M IN FAVOR OF OPTION ONE AS WELL. I WANT TO THANK YOU FOR POINTING OUT THE CONCERN REGARDING THE FIRE SAFETY.

I THINK THERE WAS ABOUT NAVIGATION WITH THE ROUND ABOUT.

AND I WANT TO HAVE IT WITH THIS ROUND ABOUT AND POSSIBLY OR ROUND ABOUTS THEY HAD IN THE CITY. MAYBE EVEN THAT POINT STANDING THE 40-FOOT TRAILER THAT MIGHT BE DROPPING OFF PRODUCT TO THE PUBLIC AND USING UNIVERSITY DRIVE AS OPPOSED TO OTHER

ACCESSES. THOSE ARE MY COMMENTS. >> I LIKE TO REMIND EVERYBODY IN THE MEETING THAT THE MAJORITY OF THE COST OF THIS HAS BEEN PROVIDED FOR IN THE -- IN THE ORIGINAL AGREEMENT WITH THE DEVELOPER. AT LEAST THE CITY

PORTION IS APPROXIMATELY 200,000. >> YES.

THE NEXT IXT ITEM ON THE AGENDA IS GOING TO BE AN AGREEMENT FOR A ROUND ABOUT. AND THE ROUND ABOUT CONSTRUCTION ITSELF.

THE CITY'S BUDGET FOR THE FUTURE ITSELF. ANYBODY HAVE A MOTION.

>> MOTION BY KAGAN AND THEN SECOND BY CUTLER.

RESOLUTION OF THE CITY OF PARKLAND FLORIDA PROVING THE AGREEMENT AND RELATING TO CONDITIONS TO THE DEVELOPMENT OF PARKLAND GOLF AND COUNTRY CLUB. AUTHORIZED THE APPROPRIATE CITY OFFICIALS TO EXECUTE THE AGREEMENT.

PROVIDING ACCESSIBILITY AND FOR AN EFFECTIVE DATE.

AND OUR CITY ATTORNEY. >> THANK YOU, NANCY, AND COMMISSION.

THIS IS -- THIS IS -- THIS IS THE OTHER VERY IMPORTANT PART OF THE ROUND ABOUT DISCUSSION BECAUSE THIS IS -- THIS IS -- THIS IS -- THIS IS -- THEY GAVE AWAY THE ENDING ON THAT.

THIS IS THE WAY IT WAS PAID FOR. THIS WAS A TERRIFIC ACHIEVEMENT BY NANCY AND STAFF. TO WORK WITH COBRA WAS OUT AND WHAT BASICALLY -- AND THAT MAKES IT COMPLETED AND ALL OF THE SIGNIFICANT OFF SITE IMPROVEMENTS EXCEPT FOR THE OBLIGATION ON THE TRAFFIC LIGHT. THAT OBLIGATION ON THE TRAFFIC LIGHT WAS CONTINGENT ON THE WARRANT FOR THE TRAFFIC LIGHT BEING MET AT 95 PERCENT COMPLETION.

95 PERCENT OF THE COS HAD BEEN ISSUED FOR THE DEVELOPMENT.

THAT ENDS IN NOVEMBER. THEY TRIED TO WORK THIS OUT AND THEY SPEAK TO ANYTHING REGARDING THE CONDITIONS.

WE'RE AGREEING THEY'RE SATISFYING 28, 29 AND THE EXPANSION OF UNIVERSITY DRIVE FOR WHICH THERE IS NO RIGHT-OF-WAY.

IN RETURN FOR THE PAVEMENT OF 498,000 DOLLARS, 493,000 DOLLARS, EXCUSE ME, WHICH WOULD GO TOWARDS THE ROUND ABOUT.

THIS IS ALMOST TURNING SOMETHING INTO NOTHING.

THIS WOULD HAVE GONE AWAY AND THE BOND WE'RE AGREED TO RELEASE WOULD BE RELEASED AT THE TIME PERIOD.

[01:40:10]

THIS IS MAKING ROUND ABOUT POSSIBLE. WE RECOMMEND THE AGREEMENT. IT IS REALLY -- IT IS GOOD WORK BY STAFF, NANCY AND THE STAFF TO GET THIS DONE AND GET THIS PAYMENT MADE.

>> WITH THAT I WILL OPEN TO THE PUBLIC. NO ONE FROM THE PUBLIC I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSIONERS.

>> MOTION TO APPROVE. MOTION BY CUTLER AND MAYORSON.

ROLL CALL.

PASSES UNANIMOUSLY. >> THE WATER PLAN UPDATE.

AN ORDINANCE ADOPTING THE CITY OF PARKLAND TEN-YEAR WATER SUPPLY UPDATE AND THE COMPREHENSIVE PLAN INFRASTRUCTURE ELEMENT TO INCLUDE PROVISIONS REQUIRED FOR THE WATER SUPPLY PLAN UPDATE, PROVIDING FOR TRANSMITTAL TO THE STATE PLANNING AGENCY AND PROVIDING FOR COMPLEX AND SEPARATABILITY AND PROVIDING FOR EFFECTIVE SPACE. I'LL TURN IT OVER TO

MICHELLE. >> THANK YOU VERY MUCH.

>> THIS IS THE PLAN. THE TEN-YEAR WATER SUPPLY PLAN IS SOMETHING WE'RE STATUTORILY REQUIRED TO PREPARE AND EVERY TIME THE DISTRICT UPDATES THE LOWER EAST COAST WATER SUPPLY PLAN, WE HAVE 18 MONTHS TO UPDATE OURS. OBVIOUSLY WE'RE NOT A PROVIDER OF WATER DIRECTLY. WE RELY ON ENTITIES AND PARK LLAND PROVIDERS. WE BASICALLY PREPARE THE INFORMATION AND PUT IT IN THE WATER SUPPLY PLAN.

THIS IS THE PLANNING AND ZONING BOARD, THERE'S NOT THAT MUCH YOU CAN DO FOR IT OR TO IT. WE DID SEND A DRAFT UP TO THE STATE AS COURTESY REVIEW TO REFLECT THE INFORMATION AS IT SHOULD. WE GOT WORD BACK THAT THEY FIND IT ACCEPTABLE. THIS IS A TRANSMITTAL THAT WAS INDICATED. IT WAS POINTED OUT TO ME BY CUTLER AND DETAILED IN POLICY 43.3 AND IT WAS AN OVERSIGHT ON OUR PART AND WE WILL CORRECT THAT AS SOON AS WE SEND IT OUT.

THAT'S MY PRESENTATION AND I'LL BE HAPPY TO ANSWER QUESTIONS.

>> WITH THAT, I WOULD LIKE TO OPEN TO THE PUBLIC, IF ANYONE

WANTS TO SPEAK, PLEASE RAISE YOUR HAND. >> CLOSE TO THE

PUBLIC AND OPEN TO COMMISSION. >> MOTION TO APPROVE.

>> SECOND. >> MOTION BY VICE MAYOR MAYERSOHN.

>> COMMISSION CUTLER.

PASSES UNANIMOUSLY. >> ITEM 8F. >> ORDINANCE NUMBER 2020003, COMPREHENSIVE PLAN AMENDMENT FIRST READING.

IN ORDER FOR THE CITY COMMISSION OF THE CITY OF PARKLAND FLORIDA AND THE COMPREHENSIVE PLAN AND THE FUTURE LAND USE ELEMENT, REMAIN CONSISTENCY WITH THE BROWARD PLAN AND TRANSPORTATION ELEMENT AND ELEMENTS SHALL REMAIN COMPLIANT WITH THE FLORIDA LAWS AND REQUIRE ANNUAL UPDATE TO THE CAPITAL IMPROVEMENT PLAN AND ESTABLISH COMPLIANCE WITH PROVISIONS OF THE THIRD AMENDMENT AND BE STATED IN A LOCAL AGREEMENT. PROVIDING THE LAND AGENCY AND TRANSMITTAL AND THE BROWARD COUNCIL FOR RECERTIFICATION AND PROVIDING FOR CONFLICTS AND

PROVIDING FOR AN EFFECTIVE DATE. >> WE HAVE A POWERPOINT, BUT I'LL SUMMARIZE THIS AS WELL, SINCE WE HAVE SUCH A LONG AGENDA. WE UPDATED THE H COMPREHENSIVE PLAN.

WE FOUND ERRORS. THAT WAS CLEAN-UP AND HOUSEKEEPING.

WE'RE REQUIRED TO UPDATE TO INCLUDE PROVISIONS TO BE

[01:45:04]

CONSISTENT WITH -- WITH THE STATE. BUT ISSUE I WANTED TO POINT OUT IS SOME MONTHS AGO WE UPDATED THE PLANNED RESIDENTIAL DEVELOPMENT OF PRD STANDARD.

I WANTED TO MAKE SURE WE HAD POLICIES IN THERE AND MAKE SURE IT WAS IRONCLAD. THAT'S WHAT THIS IS. BACK ON MARCH 12TH WAS

RECOMMENDED UNANIMOUSLY. >> THAT'S CORRECT.

ANYONE LIKE TO SPEAK, RAISE YOUR HAND. I'M CLOSING TO THE

PUBLIC AND OPENING TO THE COMMISSION. >> MOTION TO APPROVE.

MOTION BY WALKER AND SECOND BY CUTLER, ROLL CALL PLEASE.

INCREASED PUBLIC SAFETY IMPACT AN INCREASING IMPACT FEE AND INCREASING THE LIBRARY IMPACT FEE AND THE GENERAL GOVERNMENT FACILITIES IMPACT FEE. REVISING LANGUAGE TO COMPLY WITH THE FLORIDA STATUTE AND WITH RESPECT TO THE IMPLEMENTATION OF IMPACT FEES AND PROVISIONS FOR INCLUSION IN THE CITY CODE AND PROVIDING FOR ENFORCEMENT AND PROVIDING FOR

ACCESSIBILITY AND AN EFFECTIVE DATE. >> THANK YOU, THIS IS THE FIRST READING OF THE ORDINANCE. THEY REQUIRE CONSULTANT FOR ANY CHANGE IN THE IMPACT FEES TO DO A STUDY AND A STUDY WAS DONE BY CONSULTANTS AND WE HAVE VILLARREAL HERE TO -- TO PROVIDE A BRIEF PRESENTATION BECAUSE IT IS IMPORTANT THEY'RE PERMITTED BEING SUPPORTED BY A STUDY TO REFLECT THE FEES REPRESENT THE COST TO THE CITY BASED ON NEW DEVELOPMENT TO THE CITY AND BASED ON THE RATIONAL NEXUS THAT THE DEVELOPMENT WILL BENEFIT FROM THE PAYMENT OF THE FEES.

IT IS NOT JUST -- NOT A TAX. IT IS A FEE THAT IMPACTS THE DEVELOPMENT AND THE MONEY IS SPENT TO MITIGATE THAT AND THE CITY WILL SPEND THE MONEY IN A WAY THAT ALSO BENEFITS THE RESIDENTS OF THE DEVELOPMENT THAT IS GOING TO OCCUR. THEY'RE GOING TO DISCUSS THE METHODOLOGY THAT SUPPORTED THE FEES THAT -- THAT WERE DETERMINED AS BEING REASONABLE AND -- AND EFFICIENT UNDER THE LAW BY HIS FIRM AS THE CONSULTANT. WE REVIEWED IT AND

CONCUR. A BRIEF PRESENTATION. >> ABSOLUTELY.

THANKS. I'M CARLOS VILLARREAL AND THE LEAD AUTHOR OF THE CITY. I WAS THE FOUR-YEAR COMMISSION A YEAR AGO TO GET YOU INTRODUCTION TO THE FEES AND I AM HEAR FOR A HIGH LEVEL REVIEW OF THE STUDY AND ANSWER QUESTIONS YOU MAY HAVE. HE GAVE A GREAT INTRODUCTION AND JUST SO WE'RE ON THE SAME PAGE, IMPACT FEES ARE FEES THAT START TO NEW DEVELOPMENT THAT FUND FACILITIES THAT SERVE THAT DEVELOPMENT.

THEY AREN'T ONGOING FEES AND MAINTENANCE AND OPERATION.

SO -- SO IN FLORIDA THE IMPACT FEE STATUTES AND

[01:50:03]

GUIDELINES AND IMPLEMENTING FEES, AND THE PROPORTIONAL AND REASONABLY CONNECTED TO THE IMPACT AND NEW DEVELOPMENT.

THE FEE REVENUE NEEDS TO BE SPENT ON -- ON THE MANAGERS IN THAT DEVELOPMENT AS WELL. IN THIS FEE STUDY, IT IS COMPRISED BY THE SERVICE DOCUMENTATION. WE EVALUATE ANY FORWARD-LOOKING FACILITY PLANNING THAT THEY HAVE DONE. IN THIS CASE, WE USED COMMON METHODOLOGIES AND I'LL GIVE YOU A QUICK OVERVIEW OF EACH ONE. THE FIRST WE USE IS FOR GOVERNMENT AND PARK FACILITY IMPACT FEES AND WHAT WE CALL THE EXISTING STANDARD METHODOLOGY. HERE'S WHAT WE CALL LOOKING AT THE INVESTMENT FACILITIES AND RELATE THAT TO THE SERVICE POPULATION TO DETERMINE -- YOU THINK ABOUT IT AS EXISTING INVESTMENT PER CAPITA THAT HAS BEEN PROVIDED PER DATE. IN THE SECOND METHODOLOGY, YOU WANT TO ACHIEVE A HIGHER FACILITY STANDARD.

THAT'S THEIR SHARE OF THE STANDARD OF FEES BUT IT CAN'T FULLY FUND THE FACILITY. THIS WAS IN THE LIBRARY FEES.

THIS WILL GENERATE 4 MILLION DOLLARS IN REVENUE AND 1.6 MILLION COMES FROM ANOTHER FUNDING SOURCE THAT REPRESENTS EXISTING DEVELOPMENT SHARE OF THE HIGHER STANDARD.

THAT WAS A BRIEF OVERVIEW. THE FEES ARE

PROPORTIONAL AND SO ON. >> ANYBODY LIKE TO SPEAK ON THIS ITEM, PLEASE RAISE YOUR HAND.

>> ANYONE FROM THE PUBLIC. I'M CLOSING TO THE

PUDGE AND OPEN TO THE COMMISSION. >> IF YOU COULD SHARE WHO PAYS THAT FEE AND ALSO ANYTHING THAT WOULD HAPPEN IF SOMEBODY BUYS THE LOTS AND THE RANCHES AND -- AND HOW THAT FEE IS

[INDISCERNIBLE]. >> THE FEE IS PAID AT THE TIME OF THE BUILDING PERMIT. THAT'S THE EARLIEST THE FEE COULD BE IMPOSED UNDER THE FLORIDA LAW. WHEN THE HOUSE IS FINISHED, THAT FEE IS PAID. THE FEE IS PAID WHEN

[01:55:01]

THEY APPLY FOR THE BUILDING PERMIT. WHAT HAPPENS IN THE COMMERCIAL TRANSACTION BETWEEN THE DEVELOPER AND THE -- AND THE -- THE END BUYER, WE HAVE IN CONTROL OVER. WE MAKE THE DEVELOPER PAY FOR IT AT THE TIME OF THE BUILDING PERMIT, NOT AT THE TIME OF THE CERTIFICATE OF OCCUPANCY.

>> EXACTLY, THAT'S WHAT I WANTED TO -- >> THIS IS NOT IMPOSED ON THE EXISTING RESIDENT. NO.

THIS IS IMPOSED ON THE DEVELOPER. >> THANK YOU.

>> MOTION TO APPROVE. >> SECOND. >> ROLL CALL.

US WITH ANY TRANSITION. >> MOTION TO APPROVE.

THE PARKLAND BAY ENTRANCE AND FEATURES. THE CITY COMMISSION OF PARKLAND FLORIDA, APPROVING THE CLEARANCE BOARD APPLICATION PERTAINING TO THE PARKLAND BAY FEATURES AND SIGNAGE WITHIN THE BOULEVARD AND WEST OF KNOXVILLE AND PROVIDING FOR AN AFFECTIVE DATE. I WILL TURN THIS OVER TO MICHELLE.

>> CAN YOU HEAR ME? >> UH-HUH. >> GREAT, I WASN'T SURE. SO WE HAVE THREE APPLICATIONS BEFORE YOU ON THE AGENDA THIS EVENING. THIS IS A CAV FOR THE PARKLAND BAY ENTRANCE AND FOLLOWING THAT WILL BE A REQUEST TO MODIFY THE CONDITIONS AND TIME FRAMES AND APPROVAL FOR THE ENTRY FEATURE AND FOLLOWING THAT WILL BE -- WILL BE A REVOKABLE LICENSE AGREEMENT. I KNOW THAT THE ATTORNEY FOR THE APPLICANT AND [INDISCERNIBLE] FROM THE STUDIO, AND I KNOW LINDSEY HAS A PRESENTATION AND RATHER THAN DO A DUPLICATE PRESENTATION, WITH YOUR PERMISSION I WILL

MAKE HER PRESENTATION. >> FINE. THANK YOU.

>> THIS IS DENNIS. CAN I SPEAK? >> YES.

LINDSEY IS GOING TO HELP US WITH THE SLIDES.

QUICKLY. DO -- LINDSEY DO WE HAVE THOSE UP.

>> NEXT THE CITY, I WILL BRING IT UP. >> THANK YOU.

[02:00:01]

THANK YOU. >> WHILE WE'RE PULLING THAT UP, A LITTLE REVIEW. AND WHEN WE WERE DOING THE SITE PLANNING FOR PARKLAND BAY, WE DID THE SITE PLAN. WE HAD IT -- WE GOT THE SCREEN. LET ME SLIDE IT UP. COULD WE GO TO THE NEXT SLIDE, PLEASE. THIS IS REVIEW OF THINGS THAT WERE DONE.

THIS IS THE COMPANY. WE WE RECEIVED REVIEW.

WE HAD THE LOTS AND COMMON AREAS AND THE CAV APPROVAL FOR EVERYTHING EXCEPT THIS ENTRANCE. WHAT HAPPENED WAS WE PROCESSED THE SITE PLANS FOR THE CAV AT THE SAME TIME.

IT WAS A CONCERN WITH THE CAV DESIGN OF THE CLUBHOUSE AT THE TIME AND WE PULLED THAT OUT AS -- AS ALSO PULLED OUT THE OTHER CAV ITEMS AND THEN WE REMITTED THE C.A.B. FOR THE CLUBHOUSE AND THE HOUSE MODELS AND FOR THE OTHER COMMON AREAS BUT DID NOT RESUBMIT THE C.A.B. FOR THE ENTRY FEATURE. THE SITE PLAN WAS APPROVED PREVIOUSLY BUT THE C.A.B. WAS NOT.

YOU MAY ALSO RECALL THAT -- LET'S GO TO THE NEXT SLIDE.

IT WILL BE EASIER TO DO WITH THE PICTURES. IF YOU'RE LOOKING AT THE SLIDE ON THE RIGHT, YOU SEE HOW HILLSBOROUGH BOULEVARD BASICALLY ENDS AT THE ENTRANCE TO PARKLAND BAY AND AFTER THAT, THERE'S A SMALL AREA LEADING TO A SMALL PARKING LOT THAT PEOPLE USE IF THEY WANT IT RIDE A BIKE OVER BY THE LEVY AND THAT SORT OF THING. THE ROAD RIGHT-OF-WAY AS YOU SEE OUTLINED IN RED ON THAT DRAWING ON THE LOWER RIGHT. SO WHAT THAT MEANS IS THAT SOME OF THE IMPROVEMENTS WE'RE PUTTING IN HAVE TO BE APPROVED BY BROWARD COUNTY. BECAUSE THEY'RE IN THE STANDARD GOVERNMENTS, MEANING IT IS NOT JUST PLAIN ASPHALT AND DECORATIVE MATERIALS AND ANYTHING YOU'RE DOING, YOU HAVE TO HAVE THAT APPROVED BY BROWARD COUNTY. WE APPLIED FOR THE PERMIT FOR THE WORK THAT WILL GO IN THE COUNTY RIGHT-OF-WAY BUT THE COUNTY CANNOT ISSUE US THE PERMIT FOR THAT WORK UNTIL THE REVOKABLE LICENSE AGREEMENT IS APPROVED BY THE CITY AND ON TO THE COUNTY. THEN THE AGREEMENT GOES ON THE COUNTY COMMISSION AGENDA. IT IS THE STANDARD FORM LOCAL LICENSE AGREEMENT AND MADE NO CHANGES AND THOSE ARE TO REFLECT THE LOCATIONS AND NAMES OF THE PARTIES AND SO ON. IF WE COULD GO TO THE NEXT SLIDE, PLEASE. SO AGAIN, THIS IS WHAT YOU'RE SEEING.

THIS IS THE AREA THAT -- THAT -- WHERE THE WORK IS BEING DONE THAT IS THE SUBJECT OF THE COUNTY REVOKABLE LICENSE AGREEMENT.

THAT'S THE AREA OUTLINED IN BLACK. VERY SIMILAR TO WHAT YOU WERE TALKING ABOUT EARLIER ON THE AGENDA WITH THE -- WITH THE ROUND ABOUT THAT YOU'RE GOING TO HAVE IN FRONT OF PGCC, THE HOA HERE WILL MAINTAIN THE AREA UNDER THE REVOKABLE LICENSE AGREEMENT WHICH IS THE STANDARD WAY IT HAS BEEN DONE AT THEITY OF PARKLAND WHEN WE'RE WORKING IN A COUNTY RIGHT OF WAY.

SOMETIMES WE'RE DEALING WITH LANDSCAPING AND OTHER TIMES WE'RE DEALING WITH MORE THAN THAT LIKE WE ARE HERE.

IS THAT THE LAST SL SLIDE? I THINK WE HAVE ONE MORE. THIS IS WHAT IT LOOKS LIKE.

AGAIN, I DON'T THINK WE HAD ISSUES OF THE APPEARANCE OF IT, AT HE'S NO ONE HAS INDICATED ANY. AND SOME OF THIS IS IN THE COUNTY RIGHT-OF-WAY AND THAT'S WHY IT HAS TO BE APPROVED BY THE COUNTY AS WELL AS THE CITY.

WHAT WE HAVE PROPOSED TO DO AND I KNOW I'M TALKING ABOUT I GUESS ITEMS 8, K, LM. AND A BUNCH OF THINGS GOING ON AT THE SAME TIME. WE'RE POSTING AN ALL RIGHT OF CREDIT IN THE AMOUNT OF 50,000 DOLLARS TO GUARANTEE COMPLETION OF THE WORK AND BASICALLY THE WORK IS WHAT YOU SEE WITH THIS WALL AND SIGN AND SO ON. BY THE WAY, IT IS MY UNDERSTANDING THAT -- THAT A LOT OF THE LANDSCAPE ASPECTS WERE INCLUDED IN THE SITE PLAN AND THOSE WERE REVIEWED AND APPROVED AND THEN WE'RE INCORPORATING THEM AGAIN INTO THE C.A.P. REVIEW.

AS YOU KNOW THE BUILDING PERMITS ARE BEING HELD.

IT IS OUR UNDERSTANDING THAT THE DISAGREEMENT IS THIS EVENING AND WE WILL POST A LETTER OF CREDIT IMMEDIATELY AND THEN PERMITS CAN BE ISSUED. WE WILL FOLLOW THIS UP WITH THE COUNTY. THE COUNTY ENGINEERING DEPARTMENT HAS ALREADY LOOKED AT THE -- THE -- THE IMPROVEMENTS THAT WE'RE PROPOSING IN THE RIGHT-OF-WAY AND THEY INDICATED AS SOON AS THE LICENSE

[02:05:02]

AGREEMENT IS PROPOSED THEY WILL ISSUE A PERMIT.

IN TALKING WITH SWANY JOHNSON IT APPEARS THAT THE MAIN PERMITS, IF NOT ALL OF THE PERMITS ARE ISSUED BY THE COUNTY FOR THIS IMPROVEMENT BECAUSE IT IS IN THE COUNTY RIGHT-OF-WAY.

HAVING SAID THAT, IF YOU HAVE ANY QUESTIONS, I'LL BE

HAPPY TO ANSWER. THANK YOU VERY MUCH. >> I WILL OPEN TO THE PUBLIC AND IF ANYONE FROM THE PUBLIC HAS QUESTIONS ON ITEM, I GUESS WE'RE GOING WITH 8K FIRST. PLEASE RAISE YOUR HAND AND WE'LL CALL ON YOU. SEEING NO ONE FROM THE PUBLIC I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION. SO ANDY WE'RE GOING TO

TAKE THESE ONE AT A TIME, RIGHT? >> IF I MAY, NOW THAT THE UNDERLYING AGREEMENTS ITEM 8 ON THE AGENDA AND WE HAD OPPORTUNITY TO REVISIT THE LANGUAGE AND ON THE EXISTING ITEMS EK AND L AND SPECIFICALLY THE SECOND TO LAST WHEREAS CLAUSE AND IT STATES THE CITY SHALL ISSUE PERMITS IN COORDINATION AND IN CONJUNCTION WITH THE COUNTY. AS MR. MILI STATED, THEY WILL ISSUE A PERMIT FOR THE RIGHT-OF-WAY.

TO FOR ITEMS 8K AND 8L, THAT SECOND TO THE LAST WHEREAS CLAUSE, I RECOMMEND BE DELETED AND YOU APPROVE IT

WITH THAT AMENDMENT. THANK YOU. >> THANK YOU FOR THAT CLARIFICATION. 8K IS ABOUT THE ENTRY FEATURES AND SIGNAGE? IT IS NOT ANY -- ANY MODIFICATION TO THE TIME FRAME.

>> 8K AND 8L ARE CORRESPONDING ITEMS AND THE KEY TIME FRAME THAT YOU'LL SEE IS IN 8L MADAM MAYOR IN THE CONDITIONS TWO AND THREE AND THEN IN ITEM 8M AS WELL, THEY'RE ALSO RESTATED IN THE UNDERLYING AGREEMENTS THAT GOVERN THE CONSTRUCTION.

>> OKAY. THANK YOU. >> ANYONE ON THE COMMISSION WITH QUESTIONS AND COMMENTS?

KAGAN? >> I THINK I WANT TO SAY THAT THE LOOK OF THE -- OF THE -- OF IT IS VERY PRETTY. I SPOKEN TO RESIDENTS AND THEY DO WANT THIS DONE AS QUICKLY AS POSSIBLE, SO THEY CAN ENJOY DRIVING INTO THEIR COMMUNITY AND SEEING SOMETHING BEAUTIFUL. HOWEVER, THERE'S A LITTLE BIT OF CONCERN ABOUT THE STACKING AROUND THE ROUND ABOUT WHEN YOU ENTER PARKLAND BAY AND SOMETHING WE TALKED. I LIKE TO GET AN UPDATE ON WHERE WE ARE AND WHAT IS GOING ON WITH THE STACKING.

ALSO THERE WAS SOMETHING THAT WAS STATED THAT -- THAT THE PERMITS, ANTHONY I JUST WANT YOU TO BE A LITTLE CLEARER WITH THIS. IF THESE ITEMS ARE APPROVED, ARE YOU SAYING THAT YOU'RE RECOMMENDING THAT THE PERMITS BE ISSUED OR

-- OR -- OR NEW BUYERS OR NOT? >> NO.

THE SECOND TO LAST WHEREAS CLAUSE IN BOTH ITEMS K AND L STATE THE CITY SHALL ISSUE PERMITS IN CONJUNCTION WITH THE COUNTY.

I'M RECOMMENDING THAT BE REMOVED TO FURTHER CLARIFY THAT THEY'RE NOT TIED TOGETHER AND THAT THE COUNTY IS THE ONE WITH THE JURISDICTION OF THE RYE OFWAY IF THE ENTRY FEATURE ONLY.

I THINK THE PROBABLY INTENT OF THE LANGUAGE WOULD SPEAK TO THE ENTRY FEATURE AND THEY WOULD ISSUE A PERMIT AND IT IS CLEARLY NOT NECESSARY NOW. THE COUNTY HAS THE JURISDICTION.

>> CAN WE GET UPDATE ON WHAT IS HAPPENING WITH THE STACKING IN

THE FRONT. DONNA, YOU THERE. >> WE'RE LOOKING AT

[02:10:04]

IT IN TERMS OF OTHER PROPERTIES THAT MAY COME ONLINE.

>> I KNOW THERE'S VERY GOOD IMPROVEMENTS THAT WE'VE BEEN WORKING ON WITH THE RESIDENTS. I DO FEEL THAT WE NEED TO HAVE MORE OPEN COMMUNICATION WITH -- WITH THE RESIDENTS AND LENORE. I DO KNOW THAT THEY -- THEY -- THIS DID A -- A VERY BIG PUSH TO GET THE FIRE FEATURE FIX IN THE FRONT WHICH WAS IMPORTANT TO THE RESIDENTS. I'M LEARNING IT WAS 80 PERCENT DONE. WE KNOW IF THAT WAS NOT COMPLETED AS WELL.

I THINK IT IS IMPORTANT WE LET THE RESIDENTS KNOW WHAT IS GOING ON WITH -- WITH EVERYTHING RELATED TO THAT ENTRYWAY BECAUSE WHEN THEY DRIVE HOME THEY WANT TO FEEL THE BEAUTY OF THAT COMMUNITY. YOU HAVE THE LINEAR PARK AND THE ENTRY FEATURE. I KNOW THAT THEIR GOAL AS -- IF YOU WANT EVERYTHING DONE AS QUICKLY AS POSSIBLE. WE HAVE ABOUT 300 THAT HAVE BEEN ISSUED. AND THE RESIDENTS ARE EAGER TO GET INVOLVED WITH WHAT IS GOING ON IN THE COMMUNITY. I THINK IT WAS 50 PERCENT THAT THEY WOULD ALLOW A BOARD MEMBER TO BE ON THE BOARD OF PARKLAND BAY. I WANTED TO KNOW WHERE WE WERE WITH THAT

NUMBER AS WELL. >> I KNOW THAT'S SOMETHING THAT WE'VE BEEN SPEAKING ABOUT. I KNOW WE TALKED WITH THE FOLKS THAT HANDLE THE HOMEOWNERS ASSOCIATION TRANSITIONS AND ALL OF THAT. I DON'T HAVE A -- A REPORT FOR YOU THIS EVENING ON THAT. AGAIN, I WAS LARGELY FOCUSING ON GETTING THIS -- THIS -- THIS ENTRY FEATURE COMPLETED.

BUT CERTAINLY THAT'S SOMETHING WE CAN GET BACK TO YOU ON.

>> THAT WOULD BE IMPORTANT FOR THE RESIDENTS TO KNOW BECAUSE COMMUNICATION IS KEY. THE COMPLETION IS VERY IMPORTANT FOR THE RESIDENTS OF PARKLAND BAY.

>> UNDERSTOOD. >> I DON'T KNOW WHO TO DIRECT THIS TO, WHETHER IT IS ANTHONY. IS IT IN THE 8L OR COULD SOMEBODY EXPLAIN THE FULL ISSUE WITH -- WITH WHY PERMITS HAVE BEEN STOPPED FOR NOW?

>> I THINK THERE WAS A CONDITION IN THE ORIGINAL APPROVAL.

I DO NOT HAVE IT IN FRONT OF ME. >> I CAN SPEAK TO THAT. THEY WERE SUPPOSED TO HAVE THIS DONE BY I BELIEVE IT WAS THE 50TH PERMIT AND -- AND THEY DID NOT MAKE

THAT. >> SO THEY WERE SUPPOSED TO HAVE THIS

DONE BY THE 50TH AND WHERE ARE THEY NOW IN >> I DON'T HAVE THE

EXACT NUMBER BUT IT IS FAR BEYOND 50, MAYOR. >> PARDON ME.

>> THERE'S 300COS BUT ALSO SOME OF THE COS ARE BASED ON HOMES THAT ARE NOT -- NOT ACTUALLY PURPOSED YET. THERE'S APPROXIMATELY

300COS. >> OKAY. THAT IS WHAT IS COMING UP IN 8L, THEY WANT AN ABILITY TO GET THE PERMITS GOING AGAIN.

I WANT TO MAKE SURE IT IS NOT PART OF THE 8K. WANT TO BE CHEER.

>> IT IS PART OF L. >> 8K IS THE WALL AND SIGNAGE.

STRICTLY -- L TALKS ABOUT THE ABILITY TO GET PERMITS.

>> ANY OTHER MEMBERS OF THE COMMISSIONS HAVE COMMENTS AND

QUEST QUESTIONS? >> I KNOW CAHILL HAS BEEN INVOLVED IN PARKLAND BAY AND WHAT IS GOING ON.

IF SOME WAY, I DON'T WANT TO VIOLATE SUNSHINE OR WHATEVER MAY BE. IF THOSE COMMENTS GO TO NANCY, SOME QUESTIONS SHE ASKS DENNIS AND WE GET THE INFORMATION AND THE

NEXT MEETING. >> ANY OTHER COMMENTS IN

>? >> ANY OTHER INFORMATION WE GET, WE

WILL PROVIDE TO NANCY AS SOON AS WE GET IT. >> THANK YOU.

MOTION TO APPROVE THE -- THE APPROVE. >> MOTION, SECOND.

>> ROLL CALL.

[02:15:18]

UNANIMOUSLY, 8L. >> REQUEST TO MODIFY CONDITIONS AND TIME FRAMES IN PARKLAND BAY ENTRY FEATURES. ORDINANCE OF THE CITY COMMISSION OF THE SEA OF PARKLAND FLORIDA AND PARKLAND, 2018-14 AND RESOLUTION 2018-54 HAVE MODIFIED CONDITIONS OF APPROVAL IN THE REQUIRED TIME FRAMES FOR THE COMPLETION OF THE PARKLAND SPACE AND COMMUNITY ENTRANCE AND SIGNAGE IN THE ROUND ABOUT, LOCATED NORTH OF HILLSBOROUGH BOULEVARD AND NOB HILL ROAD. THIS IS THE TIME FRAMES AND THE CORRESPONDING ORDINANCE THAT THE MAYOR REFERENCED

BEFORE. >> I WOULD LIKE FURTHER CLARIFICATION ON THIS ITEM. BECAUSE THEY WERE SUPPOSED TO HAVE THIS FEATURE FINISHED BY THE 50TH PERMIT. THEY'RE WAY OVER THAT.

>> WE'RE NO LONGER TALKING ABOUT PERMITS. WE'RE TALKING ABOUT POSTING THAT AND THAT WITHIN SIX MONTHS OF THE DAY THAT WE GET THE PERMIT FROM THE COUNTY AND I THINK THEY CLARIFIED, THERE'S NO PERMIT FROM THE CITY AND COUNTY. SIX MONTHS FROM THE DATE WE GET THE PERMIT FROM THE COUNTY WE WILL COMPLETE THE SIGN AND LANDSCAPING AND ALL THAT THAT GOES AROUND.

ASK WHAT WE'RE DOING. IF WE DON'T COMPLETE IT, THEN A LETTER OF CREDIT IS -- IS AVAILABLE TO BE FORFEITED TO THE CITY.

THAT'S WHY WE'RE POSTING IT. WE HAVE ALREADY FILED THE PLANS WITH THE COUNTY AND WE ALREADY GOT -- GOTTEN THEIR TECHNICAL REVIEW. THEY SAY THEY CAN'T ISSUE THE PERMIT UNTIL THE NEXT ITEM WHICH IS M APPROVED BY THE CITY AND FORWARDED ON TO

THE COUNCIL. >> THROUGH THIS PROCESS, UNTIL THIS IS COMPLETED, THERE WILL BE NO MORE BUILDING PERMITS ISSUED, IS

THAT CORRECT? >> AS SOON AS WE POST THIS LETTER OF CREDIT, PERMITS WILL BE ISSUED. IF YOU DON'T ISSUE A PERMIT, THERE'S NO REASON FOR US TO POST A LETTER OF CREDIT.

>> WHAT WE'RE VOTING ON HERE IS THAT THE ENTRY FEATURE WON'T BE FINISHED. THERE WILL BE A LETTER OF CREDIT POSTED AND THEY CAN BUILD IN FURTHER VIOLATION OF THE BUILDING.

IF WE DON'T APPROVE ITEM L, WE WON'T POST A LETTER OF CREDIT AND WE'LL BUILD AN ENTRY FEATURE AFTER THE COUNTY GIVES US A PERMIT TO DO SO. THAT'S WHY WE'RE DOING THIS.

KEEP IN MIND, WHEN THIS THING FIRST CAME UP, WHEN I FIRST GOT A CALL ABOUT THIS, THEY SAID THE SITE PLAN FOR THIS WAS APPROVED.

THE C.A.B. WAS NOT. NOBODY REALIZED THAT UNTIL AFTER THE DEADLINE FOR COMPLETION. I NOTICED IN THE BACKUP THERE WAS PREVIOUS AMENDMENTS TO THIS ORDINANCE, RESOLUTIONS. I THOUGHT THAT SOME OF THESE OTHER TIME FRAMES HAVE BEEN CHANGED. FOR EXAMPLE, THE 50 BUILDING PERMIT TIME FRAME. I KNOW THAT TIME FRAME FOR THE CLUBHOUSE WAS CHANGED WHEN WE DID THAT.

THE BOTTOM LINE IS WE'RE POSTING 50,000 DOLLAR BOND.

IF THIS IS NOT APPROVED, WE WON'T POST BOND AND IT WON'T GET BUILT FASTER. YOU COULD CONTINUE TO WITHHOLD OUR BUILDING PERMITS BUT I DON'T BELIEVE THAT RESULT IS GOING TO BE THAT THIS

WALL AND SIGN ARE BOTH [INDISCERNIBLE]. >> TO BE INCREDIBLY FRANK, I'VE NOW BEEN ON THIS DIAS FOR OVER SEVEN YEARS AND THIS IS AN UNFORTUNATE AND ALL TOO COMMON MODE OF OPERATION THAT AMENITY

[02:20:05]

THAT IS ARE AGREED TO WITHIN A CERTAIN TIME FRAME DON'T EVER GET BUILT IN THAT TIME FRAME. WE ARE CONSTANTLY IN THE POSITION OF BEING ASKED TO MAKE EXCEPTIONS AND MAKE AMENDMENTS AND PERSONALLY I'M NOT UNDERSTANDING WHY AFTER SEVEN YEARS THAT WE'RE STILL HAVING THE SAME PROCEDURAL PROCESS ISSUES IN -- IN -- IN THESE AREAS. I'M NOT GOING TO SUPPORT ANYTHING TONIGHT THAT IS GOING TO FURTHER ALLOW BUILDING PERMITS TO BE HAPPENING WHEN THE AMENITIES ARE NOT IN PLACE. THIS HAPPENS ONCE TOO OFTEN AND IT -- NOTHING SEEMS TO BE STOPPING IT FROM HAPPENING.

AND EVERY TIME IT IS A MEA CULPA AND THIS IS SOME REASON FOR IT AND MY PATIENCE HAS WORN THIN ON THIS. AND I THINK IT IS IMPORTANT THAT -- THAT -- THAT THE AGREEMENTS THAT ARE MADE IN THE BEGINNING AND THE AMENITY THAT IS ARE COMMITTED TO IN A CERTAIN TIME FRAME NEED TO BE BUILT WITHIN THAT TIME

FRAME. >> MAY I UNDERSTAND YOUR POINT.

I DON'T KNOW THAT IT DOES THE RESIDENTS OF PARKLAND BAY ANY GOOD FOR US TO TAKE LONGER TO FINISH BUILDING HOUSES.

SOMEBODY SAID FINISH BUILDING THE HOUSES AND THE ENTRY FEATURE

AND FINISH THE PROJECT. >> MR. MEALY I AGREE WITH YOU. THAT'S WHY I BELIEVE THE AMENITY SHOULD HAVE BEEN BUILT A LONG TIME AND NOT WAIT UNTIL THIS POINT IN TIME. ANYONE ELSE COMMENTS? VICE MAYOR.

>> WHEN -- WHEN WILL THIS BE GOING AND I SAY, IF WE APPROVE, OR IF WE DON'T APPROVE, BUT -- BUT WE GO THROUGH THE PROCESS OF WHEN THIS GETS ON THE TIME FRAME ON A COUNTY AGENDA, IF THEY APPROVE IT AND TO WHAT POINT WOULD YOU -- WOULD YOU GET APPROVAL

FROM THE COUNTY TO START BUILDING? >> SO THE -- THE -- AFTER TONIGHT, THIS -- THIS IS -- IF YOUR ITEM 8M, THE NEXT ITEM, THE LICENSE AGREEMENT, THAT'S THE ONE THAT HAS TO GO TO THE COUNTY. THAT ITEM IS APPROVED TONIGHT AND WE FORWARD IT ON TO THE COUNTY AND PRELIMINARILY THE COUNTY ENGINEERING DIVISION HAS SAID ONCE THEY -- WE HAVE SUBMITTED IT AND THEY CHECKED IT TO MAKE SURE IT IS PROPERLY EXECUTED AND EVERYTHING THAT THEY WILL ISSUE US THE PERMIT.

I CANNOT GUARANTEE THAT WILL HAPPEN. BUT THAT'S WHAT THEY SAID SO FAR. THE WORST CASE SCENARIO, THEY DON'T GIVE IT TO US UNTIL AFTER THE COUNTY COMMISSION.

IT WILL PROBABLY BE ABOUT 45 DAYS FROM NOW TO GET ON THE COUNTY COMMISSION. IF THEY'RE WILLING TO ISSUE THE PERMIT ONCE THEY SEE IT IS THERE AND EXECUTED AND WE COULD HAVE THE PERMIT

MUCH SOONER. >> 180 DAYS IS THAT FLEXIBLE?

HAVING IT IN 90 DAYS TO BUILD IT. >> WE BELIEVE THAT'S THE AMOUNT OF TIME WE WILL NEED. KEEP IN MIND WE'RE BUILDING IN THE COUNTY RIGHT-OF-WAY. THE COUNTY HAS TO COME OUT AND INSPECT ALL OF THIS. I CAN'T GUARANTEE THAT

THEY CAN DO IT ANY FASTER. >> OKAY .

>> COMMISSIONER KAGAN. >> SO THIS IS -- THIS IS -- THIS IS VERY FRUSTRATING. IT IS FRUSTRATING BECAUSE -- BECAUSE THIS IS SOMETHING THAT SOMETHING NEEDS TO HAPPEN THAT I WOULD LIKE TO PREVENT CONTINUING TO HAPPEN.

I CAN TELL YOU I KNOW THE RESIDENTS IN PARKLAND BAY VERY MUCH WANT A FEATURE AND THAT ROUND ABOUT DONE. IT IS VERY IMPORTANT TO THEM. ALTHOUGH THEY'RE EXTREMELY FRUSTRATED WITH THINGS THAT ARE GOING ON RIGHT NOW. SO I'M WONDERING IF THERE'S A WAY THAT WE CAN COME UP WITH A COMPROMISE WHERE MAYBE WHERE -- WHERE WE'RE ALL A LITTLE HAPPY AND SAD, OR ALL IN AGREEMENT IN ONE WAY AND NOT SO MUCH IN AGREEMENT IN ANOTHER WAY. I DON'T THINK THAT 50,000 DOLLARS IS -- IS ENOUGH OF AN AMOUNT OF MONEY FOR THE DELAYS THAT -- THAT HAVE HAPPENED, BASED ON THIS. I'M -- I'M UNDER THE UNDERSTANDING AND CORRECT ME IF I'M WRONG THAT THE REASON THIS HAPPENED, IS THIS SLIPPED THROUGH THE CRACKS OF BEING SUBMITTED WHEN EVERYTHING ELSE WAS SUBMITTED.

IT THAT CORRECT? >> YES, WHAT HAPPENED WAS ORIGINALLY THE SITE PLAN PACKAGE WAS SUBMITTED. REMEMBER THAT PARKLAND HAS A SITUATION THAT IS A LITTLE DIFFERENT THAN MOST CITIES.

[02:25:03]

WE HAVE A SEPARATE SITE PLAN FOR ALL OF THE LOTS AND THE STREETS AND YOU HAVE A SEPARATE ONE FOR THE CLUBHOUSE.

YOU HAVE A SEPARATE ONE FOR THE LINEAR PARK AND SEPARATE ONE FOR THE ENTRY FEATURE. EACH OF THOSE ITEMS NOT ONLY HAS A SITE PLAN BUT ALSO A C.A.B.. AS I MENTIONED EARLIER ALL OF THAT WAS SUBMITTED BY W.C.I. AND COMMISSIONER, I KNOW YOU REMEMBER THE CONCERN ABOUT THE CLUBHOUSE DESIGN BECAUSE I REMEMBER YOU TELLING ME ABOUT IT. YOU LIKE THE WAY IT LOOKS. WE PULLED ALL OF THAT OUT AND WE RESUBMITTED THE CLUBHOUSE AND EVERYTHING ELSE BUT FOR SOME REASON, EVEN THOUGH THE SITE PLAN FOR THE ENTRY FEATURE WAS SUBMITTED THE C.A.B. WAS NOT. KEEP IN MIND THE C.A.B. IS AN APPEARANCE OF THE WALL AND THE SIGN. THAT'S ALL IT IS.

SO YES, IT IS TRUE THAT -- THAT SLIPPED THROUGH THE CRACKS, THROUGH EVERYONE'S CRACKS, NOT JUST OURS. AND NOW HERE WE ARE.

SO, YES, WE WANT TO BUILD A WALL TOO. WE WANT TO BUILD A SIGN TOO. WE WANT PEOPLE TO KNOW WE'RE THERE.

BUT IT GOT TO BE BUILT IN THE COUNTY RIGHT-OF-WAY BECAUSE

HILLSBOROUGH BOULEVARD ENDS AT THIS POINT. >> I DON'T WANT TO STOP THE PROCESS OF -- OF THE ENTRYWAY BECAUSE OF THE IMPORTANCE THAT IT IS TO THE RESIDENCE. BUT I ALSO DON'T WANT TO -- TO SAY, OH, NOW YOU CAN -- YOU CAN JUST HAVE YOUR BUILDING PERMITS BACK BECAUSE OF ALL OF THE DELAYS ANDER 0 AND A LOT OF THE CONSTRUCTION ISSUES I KNOW WE'RE WORKING ON BUT NOT TO THE LEVEL THAT IS -- IS STANDARD THAT IS ACCEPTED IN PARKLAND. SO HOW DO WE COME UP WITH -- WITH SANDY, ANTHONY, DENNIS, A MIDDLE GROUND TO WHERE WE COULD CONTINUE WITH THE [INDISCERNIBLE] AND WORK TOWARD RESOLVING EVERYTHING ELSE BECAUSE THIS IS SOMETHING THAT -- THAT IS VERY IMPORTANT TO THE RESIDENTS. THEY WANT THAT AREA DONE.

THEY WANT IT TO LOOK GOOD. AND THEY'RE ALSO CONCERNED ABOUT -- ABOUT THE DELAYS WITH THE CLUBHOUSE.

WHERE ARE WE WITH THE CLUBHOUSE AS WELL? >> ACTUALLY, I HAD -- I HAD TWO MORE SLIDES THAT I DID NOT SHOW. ONE OF THEM IS SHOWING YOU THE PROGRESS ON -- ON THE CLUBHOUSE CONSTRUCTION THAT IS VERY FAR ALONG AND THE REST OF THE RECREATION AMENITIES AND THAT'S WITHIN THE TIME FRAME THAT WAS PROVIDED WHEN THE -- WHEN THE -- WHEN THE ORDINANCE WAS SUBMITTED IN 2018. WE DO NOT BELIEVE WE'LL HAVE ANY PROBLEM FINISHING THAT WITHIN THAT TIME FRAME.

>> WHAT CAN WE -- WHAT CAN WE, ANDY, ANTHONY, WHAT CAN WE DO TO COME UP WITH SOME SORT OF COMPROMISE THAT CAN

WORK WELL FOR EVERYBODY? >> WELL, CAN YOU HEAR ME? WELL, IT IS -- OBVIOUSLY, YOU HAVE THE AUTHORITY, OF -- BASED UPON THE ORIGINAL PERMITS CONDITION OF NOT GRANTING PERMITS. THE REST, IS UP TO WHAT AGREEMENT YOU COULD MAKE. POSTING A BOND AND FORFEITURE OF 50,000 DOLLARS. THEY WOULD FORFEIT THE 50,000 DOLLARS AND WOULD BUILD THE FEATURE.

AND WOULD BE SUFFICIENT. WE CAN WORK ANYTHING OUT. YOU CAN HAVE THE BOND AND YOU CAN HAVE SOME OTHER PERMIT CONDITION IF YOU LIKE. AND IT IS A MATTER OF AGREEMENT AFTER THAT. ALTHOUGH WE HAVE THE ULTIMATE AUTHORITY.

UNDER OUR PRESENT -- OUR PRESENT CONDITIONS CAN -- CANNOT -- CAN WITHHOLD THE PERMITS. IT IS WHATEVER THEY'RE WILLING TO AGREE TO.

>> CAN I ADD SOMETHING? WITH THESE VIRTUAL MEETINGS, I'M ALONE BUT COMMUNICATING WITH MY CLIENTS VIA TEXT.

WE'RE ALL LISTENING TO THIS. WE CAME UP WITH THE 50,000 DOLLARS AMOUNT. IT EXCEEDED THE COST. NORMALLY YOU POST A BOND FOR SOMETHING. 50,000 IS SIGNIFICANTLY MORE THAN IT WILL COST TO DO IT BUT IF WE GET THIS APPROVED TONIGHT.

WE'LL INCREASE THE LETTER AMOUNT FROM 50 TO 75,000.

JUST THAT. WE SUBSTITUTE ONE FOR ANOTHER.

>> CAN WITH ADD A TIME CONDITION. I DON'T WANT TO SAY, OKAY. LET'S START RELEASING PERMITS.

I LIKE A CONDITION WITH THE PERMIT, JUST A LITTLE MORE TIME SO

[02:30:05]

WE CAN SEE PROGRESS. SO I'M MORE COMFORTABLE WITH THE I KNOW THE RESIDENTS WANT THINGS TO PROGRESS AND WANT TO HAVE OPEN COMMUNICATION WITH LENORE AND MOVE FORWARD. I DON'T WANT TO SAY HERE GO.

SO -- SO I APPRECIATE THE 75,000. BUT I WOULD ALSO LIKE TO -- TO HAVE A LIMIT WITH -- WITH THE PERMIT AS TIME GOES OR POSSIBLY BASED ON THE -- ON THE -- IF YOU'RE ABLE TO COMMUNICATE WITH YOUR COLLEAGUES NOW, AT 300 COS HOW MANY CLOSINGS DO WE HAVE AND HOW DO WE GET A BOARD MEMBER, A RESIDENT ON TO THE BOARD THAT -- THAT WOULD HELP ENHANCE THE COMMUNICATION THAT WE'RE LACKING WITH THE RESIDENTS. I THINK THAT WOULD BE

A REALLY BIG STEP FORWARD. >> I'M AT DISADVANTAGE BECAUSE I'M HERE TO TALK ABOUT A WALL AND ENTRY FEATURE AND I KNOW YOU HAVE OTHER CONCERNS AND WE WILL TRY TO ADDRESS THEM. I DON'T HAVE THE ABILITY TO ADDRESS THINGS LIKE PUTTING SOMEONE ON BOARD OF DIRECTORS AS PART OF

THE MEETING. >> HOW CAN WE -- I APPRECIATE THE 75,000 BUT JUST TO SAY, OKAY NOW WE'RE GOING TO OPEN UP PERMITS AGAIN AND TART BUILDING WHEN WE HAVE YOU KNOW OTHER CONCERNS THAT WE WANT TO -- TO ADDRESS. KNOW THINGS ARE SEPARATE.

WE SERVE OUR RESIDENTS AND REPRESENT OUR RESIDENTS AND WE WANT THE GOOD STRONG RELATIONSHIP AND BEAUTIFUL COMMUNITIES.

WE WANT HAPPY RESIDENTS AT PARKLAND BAY AS WELL.

>> COMMISSIONER WALKER. THE ORIGINAL AGREEMENT SAID, THIS FEATURE HAD TO BE BUILT AFTER 50 PERMITS, CORRECT?

>> YEAH. SO THERE'S 300COS WHICH IS 300 PERMITS, I ASSUME. THEY ALREADY GONE WELL BEYOND THE 50.

THEY'RE AT 300. WE'VE ALREADY GIVEN A LOT OF SLACK TO LEHNER. WE SHOULD HAVE STOPPED ISSUING PERMITS AFTER

50. >> THE NUMBER IS 100, NOT 50, I'VE BEEN

ADVISED BY TEXT MESSAGING. >> 100 WHICH IS STILL -- 300 IS STILL LARGER THAN A HUNDRED, WE SHOULD HAVE STOPPED ISSUING PERMITS AT 100. AND WHILE I CERTAINLY DON'T WANT TO STOP CONSTRUCTION. I DON'T THINK THE FEATURE, THIS HAS ANY ISSUE ON THE FEATURE BECAUSE OBVIOUSLY, YOU NEED TO GET THE FEATURE DONE TO START GETTING PERMITS.

I GUESS IT IS A MATTER OF WHAT ARE WE WILLING TO DO TO ALLOW LEHNER TO GET PERMITS IF WE'RE SO INCLINED WITHOUT HAVING THIS BUILT. I UNDERSTAND CONSTRUCTION DELAYS AND THAT HAPPENS. SOUND LIKE PARKLAND HAS BEEN GENEROUS IN ISSUING EXTRA PERMITS THAN WE SHOULD HAVE. THE EXTRA 75,000 OR EXTRA 25,000 IS -- IS -- YOU KNOW -- IS A GOOD START BUT I THINK WHAT COMMISSIONER KAGAN IS SAYING, MAYBE, OKAY, THE LETTER OF CREDIT I'M NOT SURE 75,000. MAYBE WE SAY, OKAY DO ANOTHER 50 PERMITS. HOW MANY MORE PERMITS DO YOU NEED, YOU KNOW, I THINK COMMISSIONER KAGAN WAS ALLUDING TO THE FACT THAT YOU HAVE HOMES THAT ARE BUILT AND IN THE SOLD. DO WE KNOW WHAT THAT NUMBER IS? IF WE KNOW THAT NUMBER, HOW MANY PERMITS DO YOU NEED TO WHERE THESE HOMES WILL GET SOLD.

>> WE HAVE THE AGREEMENT. THIS IS SOMETHING WE TALKD ABOUT MANY MANY TIMES WITH STAFF. WE LOOK AT COS, THAT'S WHEN A HOUSE IS DONE. WE LOOK AT PERMITS ISSUED.

THAT'S WHEN YOU ACTUALLY ISSUE A PERMIT AND THAT'S THE NUMBERS WE'VE BEEN TALKING ABOUT TONIGHT. WE ALSO LOOK AT HOW

[02:35:04]

MANY APPLICATIONS WE HAVE ON FILE. WE HAVE, THIS IS AN ONGOING SITUATION EVERY MONTH, MORE COS, PERMITS AND APPLICATIONS. WHEN YOU STOP ISSUING THE PERMITS, IT IS GOING TO STOP THE FLOW OF THAT MATERIAL GOING THROUGH.

THE REASON WE'RE POSTING THE LETTER OF CREDIT IS TO GUARANTEE THAT WE'RE GOING TO BUILD A SIGN AND A WALL.

I KNOW WHEN WE WERE TALKING ABOUT CLUBHOUSES AND I HEARD THE VERY IMPORTANT CONCERNS THAT PEOPLE SAID, I BOUGHT HERE.

I PAY A RECREATION, I PAY HOMEOWNERS FOR RECREATIONAL AMENITIES. I DON'T HAVE THEM. I HAVE NO RECOMMENDATION TO DO. THAT I UNDERSTOOD. I'M HAVING A HARDER TIME UNDERSTANDING THE SEVERITY OF THE ISSUE WITH A WALL AND SIGN.

I KNOW EVERYBODY WANTS IT. WE WANT IT TOO.

WE'RE BUILDING IT IN THE COUNTY RIGHT-OF-WAY.

THIS IS NOT A SIMPLE SITUATION, THIS IS NOT WHERE WE GET A PERMIT WITH THE CITY AND PUT IT UP. I KNOW WHEN MY LAW PARTNER NEGOTIATED THE AGREEMENT WITH ANTHONY THE COUNTY ATTORNEY, WE SAID, WE CAN'T CHANGE ANYTHING. THIS IS THE COUNTY'S STANDARD FORM. WE DO IT THEIR WAY. WE MADE IT WORK.

IT IS NOT EASY. >> COMMISSIONER WALKER IS NOT FINISHED

YET. >> IS IT POSSIBLE TO SAY WE'LL ALLOW YOU TO BE ISSUED ANOTHER X AMOUNT OF PERMITS BECAUSE YOU MENTIONED 45 DAYS TO WHERE -- TO WHERE YOU THOUGHT THERE WOULD BE SOME --

SOME PROGRESS WITH BROWARD COUNTY. >> 45 DAYS TO HAVE A PERMIT ISSUED. WHAT I'M HEARING HERE IS SIGNAGE.

>> I'M LOOKING FOR PROGRESS. DEFINITIVE PROGRESS

THAT SAYS OKAY, >> IF WE GET THE PERMIT AND DON'T GO IN FRONT OF BROWARD COUNTY, WE MAY DO IT FASTER.

MAYBE IF WE ONLY ISSUE X AMOUNT OF PERMITS, WE COULD MOVE THAT PROCESS UP FASTER LIKE THE COMMISSIONER ALLUDED TO.

>> THIS HAS TO GO IN THE COUNTY COMMISSION AGENDA.

IT WILL PROBABLY TAKE 45 DAYS TO GET ON THE AENDA.

THE COUNTY ENGINEERING DEPARTMENT HAS TOLD OUR -- OUR FIELD PEOPLE, OUR CONSTRUCTION PEOPLE THAT WHEN THEY RECEIVE THIS AGREEMENT SIGNED BY THE CITY THAT THEY WILL ISSUE US A PERMIT. I'M NOT SURE THEY'RE GOING TO DO THAT BECAUSE NORMALLY THESE AGREEMENTS HAVE TO GO TO THE COUNTY COMMISSION AND NORMALLY THEY WOULDN'T ISSUE THE PERMIT UNTIL AFTER IT GOES THERE. SO FAR THEY TOLD US THEY WOULD ISSUE IT AS SOON AS THEY SEE THE MATERIALS FROM TONIGHT.

AT ANY RATE, IF THEY DO THAT, WE'LL BE ABLE TO BUILD IT FASTER.

THE WAY THE AGREEMENT READS, WHEN WE GET THE PERMITS WE MUST COMPLETE IN SIX MONTHS. THEY GET THE PERMITS

SOONER, THEY COMPLETE SOONER. >> I HAVE ANOTHER TEXT MESSAGE HERE. I'M REALLY TRYING TO WRAP THIS UP NOW.

I KNOW IT IS GETTING LATE. WE OFFERED THE 75,000 DOLLARS. WE GET ANOTHER 150 PERMITS DURING THIS SIX MONTH TIME FRAME. I THINK THAT WILL WORK FOR US.

>> ARE YOU FINISHED? >> YES. >> KAGAN.

>> THANK YOU. I THANK YOU COMMISSIONER WALKER FOR YOUR COMMENTS I APPRECIATE WHAT YOU SAID.

THIS IS THE WAY I'M SEEING IT. I'M SEEING THAT -- THAT -- THAT YOU WANT ONE THING THE RESIDENTS WANT AND

COMPLETION OF THAT AREA. >> WHAT I WOULD LIKE TO DO IS I THINK IT WOULD BE FAIR SINCE YOU'RE IN A COMPROMISING MOOD AND SO IS LEHNER, FOR THE 70,000 DOLLAR BOND AND THE RESIDENTS DON'T WANT TO HOLD THE PERMIT BUT 150 PERMITS IN THAT AMOUNT OF TIME, I THINK IS TOO MUCH.

[02:40:06]

IF THINGS COMPLETED A MORE TIMELY BASIS, I WOULD BE MORE OPEN TO SAY, HERE WE GO. LET'S ISSUE NEW PERMITS.

I THINK ON THE SIDE OF CAUTION MAYBE WE COULD COMPROMISE AT POSSIBLY 75 PERMITS. HOWEVER, WITH THAT 75 PERMITS AND THE 75,000 I WOULD LIKE TO KNOW ABOUT THOSE 3COS AND HOW MANY ARE [INDISCERNIBLE] HOMES AND IF WE MET THE CRITERIA BECAUSE WE TRIED TO GET ACCURATE INFORMATION TODAY AND WE COULD NOT GET THE INFORMATION OF HOW MANY ACTUAL CLOSINGS OF RESIDENTS ARE THERE WE DON'T WANT TO HOLD THIS UP. I ALSO JUST CAN'T SAY, MY COLLEAGUES WOULD SAY OPEN THE DOOR AND HERE WE GO.

>> WHERE ARE WE BASED ON 225 TOTAL HOMES WITH 300 COS ISSUED AND THERE'S SPEC HOMES OUT THERE AND THE AGREEMENT WAS 50 PERCENT ON HAVING SOMEBODY ON THAT BOARD BUT WE CAN'T GET AN ACTUAL NUMBER AS TO HOW MANY ACTUAL CLOSINGS THERE WERE.

>> I'M LISTENING TO YOUR QUESTION AND TEXTING HERE.

I DON'T HAVE AN ANSWER TO THAT YET. TEXTING BACK AND

FORTH. >> I KNOW THE COUNTY COULD DELAY.

I KNOW WE'RE TALKING ABOUT MULTIPLE THINGS AT MULTIPLE TIMES AND OPENING UP COMMUNICATION AND COMPLETING THINGS IN A

TIMELY FASHION. >> ARE YOU DONE, COMMISSIONER KAGAN?

>> IF I COULD JUST JUMP IN. I HEARD QUITE A FEW THINGS GOING ON. NUMBER ONE, THEY DO NOT HAVE -- THEY HAVE 300 COS. THAT WASN'T GENEROSITY.

THAT'S LACK OF OVERSIGHT. NO REASON TO HAVE THAT MANY COS. COMMISSIONER KAGAN YOU SEEM TO BE TALKING ABOUT GETTING A BOARD MEMBER ON THE BOARD AND FROM WHAT I HEARD FROM OTHER DEVELOPMENTS WHERE THERE'S ONE BOARD MEMBER FROM THE COMMUNITY AND THE REST IS LEHNER AND THEY DON'T LISTEN TO THE ONE FROM THE COMMUNITY.

I DON'T UNDERSTAND HOW APPROVAL OR PERMITS HOW THAT HAS AN EFFECT BETWEEN THE BRUILDER AND COMMUNITY. NOTHING STOPS THE BUILDER AND THE COMMUNICATION GOING BACK AND FORTH.

IF THAT'S YOUR DISTRICT, IF YOU LIKE TO FACILITATE THAT COMMUNICATION I THINK THAT WOULD BE A GOOD THING TO DO.

I'M GOING TO GO BACK, WE SHOULDN'T EVEN BE IN THIS POSITION AGAIN. SEVEN YEARS THAT I'VE BEEN UP HERE.

WE'RE CONSTANTLY IN THIS POSITION. IT IS NOT JUST ABOUT WHETHER OR NOT THE RESIDENTS HAVE A POOL OR WHETHER THEY HAVE A PLACE TO GO. THIS IS ABOUT AN AGREEMENT THAT WAS MADE. THIS IS ABOUT AN AGREEMENT THAT WAS VOTED ON BY THE COMMISSION AND AGREED TO FROM BOTH PARTIES.

I THINK WE NEED TO STICK TO THE AGREEMENT.

AS IT IS THERE'S 360 COS WHICH IS MORE THAN THE PERMITS THAT WERE ALLOWED. I'M NOT IN FAVOR OF ANY COMPROMISE ON THAT

NOW. COMMISSIONER CUTLER. >> I'VE LISTENED TO EVERYBODY AND CANDIDLY, I HAVE TO AGREE WITH THE MAYOR.

I'M NOT REALLY INCLINED -- THEY ARE TO COMPROMISE ON THIS ISSUE. THE ONLY COMPROMISE I COULD THINK OF RELATIVE TO THAT IS FIGURING OUT THE STEPS NECESSARY FOR YOU TO GET YOUR CLEARANCE AND BUILD THIS THING THROUGH -- THROUGH THE -- THROUGH THE COUNTY AND ONLY ISSUE A LIMITED NUMBER OF PERMITS IF EACH STEP IS COMPLIED WITH. AS SOON AS THEY'RE NOT COMPLIED WITH, WE'RE SHUTTING DOWN THE PERMITS AGAIN.

BECAUSE IT SEEMS LIKE -- FOR THESE KIND OF PROJECTS THE ONLY THING THEY LISTEN TO IS STOPPING THE CONSTRUCTION.

[02:45:02]

NOTWITHSTANDING THEY PUT 50, 75,000 DOLLARS UP, IF YOU SELL A HOME FOR A MILLION BUCKS, IT IS NOTHING. UNLESS WE HAVE

SOMETHING ALONG THOSE LINES I AGREE. >> SO I'M NOT A FAN OF DOING THINGS THAT ARE NOT THE WAY THE COMMUNITY WOULD LIKE TO SEE. THE RESIDENTS HAVE A VOICE.

I LIKE TO FIND A WAY TO WORK OUT A WAY THAT EVERYBODY COULD BE COMFORTABLE WHERE WE PROCEED WITH -- WITH THE DEVELOPMENT OF THE SIGN AND THE ENTRYWAY. KEEP IN MIND THE PERMITS HAVEN'T BEEN ISSUED FOR QUITE SOMETIME. CAN YOU TELL US HOW

LONG THAT HAS BEEN? >> [INDISCERNIBLE] BACK IN THE APRIL, MAY

TIME FRAME. >> AND WANDA HAS BEEN WORKING CLOSELY WITH THE RESIDENTS OF PARKLAND BAY AS WELL AS [INDISCERNIBLE] AND MYSELF. THE RESIDENTS WILL BE EXTREMELY UPSET IF WE DON'T MAKE SOME STEPS IN THE DIRECTION THAT WILL MAKE THEM FEEL COMFORTABLE GOING TO THEIR COMMUNITY AND THEY'RE SPENDING A LOT OF MONEY ON THEIR HOMES AND TRYING TO COMPLETE THINGS AND THEY HAVE SOMETHING POSITIVE TO LOOK AT WHEN THEY DRIVE INTO THEIR NEIGHBORHOOD. I LIKE TO FIND A WAY TO -- TO GET THAT AREA DONE BECAUSE THAT IS VERY IMPORTANT TO -- TO THE LOOK AND FEEL

OF WHEN YOU ENTER INTO PARKLAND BAY. >> ALSO FOR CLARIFICATION PURPOSES, 552 HOMES IN THE COMMUNITY IF WE'RE GOING BASED ON THE -- I DON'T HAVE THE COMPS BUT IF IT IS 300 OR SUBTRACT THAT THAT MEANS THERE'S 352 REMAINING PERMITS OUT TH THERE. I KNOW THEY REQUESTED THEM. I WANT TO ASK YOU CONSIDER THOSE.

>> WE KEEP TALKING ABOUT GETTING THE ENTRY FEATURE DONE BUT -- BUT -- BUT IF WE TELL THEM NO MORE FEATURES BEFORE THE ENTRY FEATURE IS DONE, THAT WILL GET IT DONE FASTER, WE SAY THEY GET 150 PERMITS, WE GET 150 PERMITS THAT WOULD MEAN 70 MORE PERMITS. 150. I MEAN THAT DOESN'T GIVE THEM ANY PENALTY FOR -- FOR -- FOR THE POSITION WE'RE IN NOW.

WITH THOSE PERMITS THEY'LL CONTINUE MOVING FORWARD.

TO GET IT DONE THE FASTEST FOR THE RESIDENTS IS NOT ISSUE ANY MORE PERMITS. THAT'S WHAT LEHNER WANTS AND NEEDS.

I'M NOT SAYING I WANT TO GO THAT FAR BUT THAT'S WHAT WE'LL GET THE ENTRY FEE IN THE BACK PERIOD. IF WE WANT TO COMPROMISE, I'M OKAY DOING A COMPROMISE AND -- AND -- AND GIVING IN TO LEHNER A LITTLE BIT, EVEN THOUGH IT SEEMS TO ME WE ALWAYS GIVE INTO LEHNER. I'VE ONLY BEEN ON THE COMMISSION FOR TWO YEARS BUT -- BUT IT SEEMS THAT -- THAT -- THAT -- THAT WHAT HAS HAPPENED. SO TO ME GETTING THE ENTRY FEE.

IN THE SPIRIT OF COMPROMISE AND NEGOTIATION, TO BE A GOOD NEIGHBOR WITH LEHNER AND A GOOD PARTNER, I WOULD BE WILLING TO ENTERTAIN SMETHING BUT IF WE KEEP TALKING ABOUT THE NEED TO GET THE ENTRY FEATURE DONE SOONER RATHER THAN LATER, OUR ONLY OPTION IS TO NOT ALLOW ANYMORE PERMITS BECAUSE THAT WILL POSITIVELY GET THE ENTRY FEATURE DONE FASTER.

>> I LIKE TO JUMP IN THERE AS A MATTER OF CLARIFICATION ON COMMISSIONER'S WALKER'S COMMENTS. THEY ALWAYS LINK THE FEATURES AND WHATEVER AMENITIES TO COS. SO THE PROBLEM ON THE COMMISSION WAS IN SEVEN YEARS AGO WITH MARA LAGO WHEN IS WHEN

[02:50:01]

STACY AND I FIRST BEGAN AND YOU HAD PEOPLE READY TO CLOSE ON THEIR HOMES AND THEY WERE CAUGHT IN A HORRIBLE SITUATION WHERE PEOPLE NEEDED TO MOVE IN. IF WE STOPPED THE COS, THEY COULDN'T GET IN. THEREFORE, WE WERE KIND OF FORCED TO COMPROMISE FOR THE BENEFIT OF THE RESIDENTS.

THEN THE COMMISSION SINCE THEN LINKED BUILDING PERMITS TO AMENITIES FOR THE VERY REASON, IF A BUILDING PERMIT IS NOT ISSUED, THERE'S NO HARM TO ANYBODY WHO IS -- NEEDS TO MOVE IN AT THAT TIME. THEY HAVEN'T EVEN BUILT.

I WANTED TO CLARIFY THE DIFFERENCE OF HOW THAT IMPROVEMENT THAT WAS MADE THAT THE AMENITIES ARE NOW LINKED TO THE BUILDING PERMITS AND NO LONGER THE COS SO WE'RE NO LONGER PUT IN THAT POSITION. VERY DIFFERENT SITUATION.

THANK YOU FOR CLARIFYING THAT. >> THANK YOU.

THAT MAKES MORE SENSE. OBVIOUSLY, BEING LINKED TO COS YOU HAVE

NO CHOICE. >> RIGHT. >> RESIDENTS CAN'T MOVE IN BUT BEING LINKED TO BUILDING PERMITS GIVES THE CITY THE ABILITY TO HOLD THE DEVELOPER'S ACCOUNTABLE.

>> IT WAS SEVEN YEARS AGO WE HAD THE ISSUE AND WE INHERITED THAT LINK TO COS. I THINK THAT'S A GOOD POLICY.

>> YES, ABSOLUTELY, FOR SURE. AGAIN, MY POSITION IS I WOULD LOVE TO SEE PROGRESS. I WANT LEHNER TO CONTINUE TO BUILD THE HOMES. THE ENTRY FEATURE IS GOING TO BE BUILT IN SOME WAY. I'M GOING TO INITIATE SOME AMOUNT OF PERMITS IN THE -- IN THE NATURE OF COMPROMISE.

IT WOULDN'T BE 150 IN MY OPINION. >> COMMISSIONER

KAGAN. >> GETTING BACK TO ALL OF THAT.

WANTING TO CONTINUE WITH -- WITH PROGRESS. I DO WANT TO HAVE THAT ENTRY FEATURE APPROVED BECAUSE -- BECAUSE -- BECAUSE -- BECAUSE WE HAVE STEPS, THEY CAN'T GO TO THE [INDISCERNIBLE] UNTIL WE APPROVE THE ENTRY FEATURE AND THE TIME FRAME OF 180 DAYS COULD BE LESS AND IF IT IS NOT, THEN LEHNER WILL PAY FOR THAT.

AND THE RESIDENTS REALLY WANT THE COMMUNITY TO BE DO NOT AND WE HAVE BEEN HOLDING PERMITS FOR -- FOR THREE MONTHS NOW.

THAT DIDN'T MAKE ANYBODY MOVE ANY MORE QUICKLY.

HOW ABOUT COMPROMISE OF 75,000 AND ISSUANCE OF 50 BUILDING PERMITS AND IF -- AND IF LEHNER DOES NOT MEET THAT TIME FRAME THEN THERE WILL BE NO MORE NEGOTIATION ON THAT. THAT GIVES EVERYBODY A LITTLE WIGGLE ROOM. IT WILL ALLOW THE ENTRY FEATURE TO MOVE FORWARD. IT WILL SHOW GOOD FAITH ON LEHNER'S SIDE, BECAUSE THEY'LL WORK HARD TO CONTINUE WITH THAT PERMITTING PROCESS. AS THE MAY EXPLAINED THAT WAS AN ISSUE SEVEN YEARS AGO WHICH IS WHY WE DID SWITCH FROM COS TO PERMITS.

THE RESIDENTS WANT THE COMMUNITY DONE AS QUICKLY AS POSSIBLE.

IS THAT SOMETHING THAT EVERYBODY IS -- IS WILLING TO CONSIDER?

>> COMMISSIONER WALKER. >> I WANTED TO MAKE SURE FOR MY OWN UNDERSTANDING. WE ALREADY APPROVED THE ENTRY FEE. OKAY. AND THEN THE NEXT AM WOULD BE TO APPROVE THE -- THE REVOKABLE LICENSE WHICH THEY NEED TO GET THE PERMIT. SO THIS ITEM WE'RE TALKING ABOUT NOW REALLY -- REALLY ONLY HAS TO DO WITH -- WITH DO WE WANT TO ALLOW ADDITIONAL PERMITS OR NOT? THE ENTRY FEATURE HAS ALREADY BEEN APPROVED AND I'M NOT GOING TO BE PRESUMPTUOUS, BUT I ASSUME WILL APPROVE THE REVOKABLE LICENSE SO THAT THEY CAN PROCEED WITH THEIR PERMIT WITH THE COUNTY. SO RIGHT NOW WE'RE TALKING ABOUT HOW MANY IF ANY PERMITS WE'RE WILLING TO ALLOW LEHNER TO START BEFORE THE FEATURE IS COMPLETE, BECAUSE IT IS ALREADY MOVING FORWARD. I WOULD BE HAPPY TO HEAR FROM SOMEONE ELSE IN THEIR OPINION. OBVIOUSLY THE MAYOR HAS BEEN CLEAR AND I SHE'S SAYING. I ALSO WANT TO SEE. I LIKE THE COMPROMISE STACY, COMMISSIONER KAGAN. I THINK -- I'M WILLING TO DO SOMETHING. YOU KNOW IN THE ABSENCE OF KEEPING PROGRESS GOING FORWARD. BUT IT WOULD ONLY BE

[02:55:02]

PROGRESS IN BUILDING THE HOMES, NOT ENTRY FEES.

IT IS HOW MANY HOMES ARE WE ALLOWING LEHNER TO CONTINUE TO BUILD.

THIS REALLY HAD NOTHING TO DO WITH THE SIGN FEATURE AT ALL.

THAT'S ALL I HAVE. >> COULD I SAY SOMETHING?

>> YES. I'M GOING TO GO BACK TO A COUPLE OF THE QUESTIONS. I THINK IT WAS -- IT MIGHT HAVE BEEN COMMISSIONER CUTLER THAT MENTIONED A THRESHOLD OR POINTS ALONG THE WAY. LIKE WHEN WE DID THE -- WHEN WE DID THOSE KIND OF THRESHOLDS FOR THE CLUBHOUSE AT MARA LAGO.

THERE WE MUST HAVE HAD TEN OR 15 DIFFERENT INSPECTIONS IN THE COURSE OF BUILDING THE BUILDING. THERE WAS SOMETHING TO HAVE THE THRESHOLD ON. WITH THIS SIGN, THERE'S THE ISSUANCE OF THE PERMIT AND THE FINAL INSPECTION. THERE'S NOT A LOT OF STEPS TO THIS. I DON'T HAVE A LOT OF THRESHOLDS TO GIVE YOU. I HEARD THE DISCUSSION.

I THINK WALKER CHARACTERIZED IT. THE ITEM YOU APPROVED, APPROVES THE APPEARANCE AND THE WALL AND SIGN AND THAT'S THE C.A.B. AND THE ITEM IN N WOULD ALLOW US TO APPROVE IT IN THE COUNTY RIGHT-OF-WAY, AS LONG AS THE COUNTY APPROVES IT, WHICH I BELIEVE THEY WILL. THEY'RE USING THEIR FORM. THIS ITEM IS SOLELY THE ISSUE OF -- OF CAN PERMITS BE ISSUED AND WHAT ARE THE TERMS TO DO SO? SO EARLIER, I MEAN -- I --

[03:04:48]

>>> INSTEAD OF CONTINUING THE BACK AND FORTH FOR ANOTHER 30 MINUTES, WHY DON'T WE MAKE A

MOTION TO SEE WHERE THIS GOES. >> 75 THOUSAND DOLLARS. AND -- $75,000 AND EVERYTHING

[03:05:06]

HAS TO BE DONE WITHIN THE ALLOTTED TIMEFRAME. IS THERE ANYTHING ELSE I WOULD HAVE TO THROW IN WITH THAT IT'S BEEN QUITE SOME TIME SINCE I MENTIONED IT SO I WANT TO STATE A RECOMMENDATION. AND FRANKLY THIS CONVERSATION, MAKES ME FEEL THAT IS THE RIGHT

WAY TO GO. >> THAT'S FINE. SO WE GO 50-75 AND YOU ARE ADDING THE CONDITION THAT, NO MORE THAN 50 BUILDING PERMITS WILL BE ISSUED FROM THE DATE OF

THE EXECUTION AGREEMENT, UNTIL IT IS COMPLETED. >> CORRECT.

>> AND THE DELETION OF THE SECOND TO LAST ONE. >> DOES ANYONE WANT TO SECOND

THE MOTION? >> SO THE MOTION FAILS FOR LACK OF A SECOND MOTION.

>> DOES ANYONE WANT TO SPEAK FROM THE PUBLIC. I WILL OPEN IT TO THE PUBLIC.

DOES ANYONE WANT TO SPEAK ON THIS AGENDA ITEM. I SEE NO ONE SO I WILL CLOSE IT

TO THE PUBLIC AND REOPEN FOR THE COMMISSION. >> SO ANTHONY, HOW DO WE MOVE FORWARD -- RIGHT DO WE HAVE TO MOVE FORWARD IF WE DON'T WANT TO GIVE THEM ANY ADDITIONAL

PERMITS? >> IF YOU DON'T WANT TO GIVE THEM ANY ADDITIONAL PERMITS I GUESS THE ANSWER IS NO. ALTHOUGH I WOULD WANT THE CONDITIONS WITH THE 30 DAYS.

BUT I THINK THAT WOULD BE COVERED. >> MAYOR, THIS IS DENNIS NEELY, IF THERE IS NO DESIRE TO APPROVE MY SUGGESTION IS TO JUST MOVE ON.

>> YOU KNOW, I WOULD BE WILLING TO COMPROMISE WITH GIVING THEM 25 PERMITS BUT NO MORE THAN THAT, THIS IS SO WE CAN AT LEAST TRY TO HAVE SOME SORT OF COMPROMISE BECAUSE, I AGREE WITH YOU MAYER THAT THE ONLY WAY TO DO THIS IS TO NOT ALLOW ANY OTHER PERMITS.

BUT STACY HAS HAD THE OPPORTUNITY TO SPEAK'S I MAKE THE SAME MOTION I MAKE THE SAME MOTION. IN MIND WITH THE SAME ISSUE AND WITH THE CREDIT BEING ISSUED.

>> I WOULD SECOND THAT. >> JUST A MINUTE DENNIS WOULD HAVE TO AGREE.

CAN I MAKE ONE MORE SUGGESTION, I WANT TO DEFER TO STACY BUT AND THEN I WOULD SAY ANOTHER 25 PERMITS OR WHETHER WE DO ALL 50 PERMITS UPON THE BEGINNING OF CONSTRUCTION.

THAT WAY WE CAN GET THE TEACHER BUILT FASTER. THE SECOND YOU START CONSTRUCTION, IF WE ARE TRYING TO DO THIS AS QUICKLY AS POSSIBLE, IF WE TIE INTO THE

BEGINNING, WE WILL HAVE MORE ENTHUSIASM. >> MAYER DID YOU WANT ME TOO

RESPOND? >> I THINK IF WE APPROVE SOMETHING YOU HAVE TO AGREE TO

IT. >> IT IS IN AGREEMENT THAT WE HAVE TO SIGN SO YES.

I GOT ANOTHER TEXT MESSAGE, THIS IS AFTER WE POST THE LETTER OF CREDIT.

[03:10:02]

THIS IS WHEN WE START CONSTRUCTION AND NOTHING ELSE UNTIL WE COMPLETE.

THE $75,000 LETTER OF CREDIT IS A REACH. I HAVE BEEN ASKED TO SUGGEST THAT WE GO BACK TO 50,000. AND 25 WHEN THEY START. THAT IS WHAT I HAVE BEEN ASKED

TO PUT OUT THERE. >> I MEAN, AS FAR AS THE LEADED OF CREDIT, IF YOU WILL GET IT DONE IN TIME, THE AMOUNT SHOULD BE IRRELEVANT. TO ME THE LETTER OF CREDIT, IS AN EXTRA LAYER OF YOU SAYING YOU WILL GET IT DONE IN THAT TIMEFRAME.

OTHERWISE THE TIMEFRAME WE WERE GIVEN DOESN'T MEAN THAT MUCH. I WOULD MAKE A MOTION, THAT WE STAY WITH THE 75,000, LET'S BE HONEST, I'M NOT SURE IF IT'S THAT MUCH.

AND I WOULD BE WILLING TO DO THE $25,000 TODAY, AND THE BALANCE ONCE IT IS FINISHED, SO I WILL

MAKE A MOTION FOR THAT. >> I WOULD SECOND THE MOTION AND SAY TO MY COLLEAGUES THANK YOU FOR US WORKING COLLECTIVELY AS A TEAM, BECAUSE THAT IS WHAT MATTERS.

I THINK THE RESIDENTS WOULD REALLY APPRECIATE THAT. AND I APPRECIATE THAT VERY MUCH.

>> I WOULD JUST LIKE TO MAKE A COMMENT I KNOW WE HAVE A MOTION A SECOND, THE RESIDENCE ASKED FOR MORE COMMUNICATION, THEY DIDN'T ASK FOR MORE HOUSING. THEY ARE FOR GETTING EVERYTHING DONE AND THE BUILDER OUT. THEY DON'T WANT TO HOLD UP THINGS GETTING DONE BUT THEY DO WANT AND THIS IS SOMETHING THAT WE HAVE TALKED ABOUT DILIGENTLY. THE COMMUNICATION AND THE BOARD HAVING THINGS HANDLED ON A MUCH MORE DETAILED LEVEL WHEN SOMEONE CLOSES ON THEIR HOME AND I HAVE A FEELING BASED ON WHAT WE HAVE SAID TONIGHT, AND BASED ON US COLLECTIVELY WORKING TOGETHER, I

THINK THAT DENNIS CAN HEAR WHAT WE ARE SAYING. >> WELL FIRST OF ALL, I NEED TO KNOW FROM A PROCEDURAL STANDPOINT, THE CITY ATTORNEY I HAD A PENDING MOTION WITH A SECOND, DO I WITHDRAW MY MOTION SO THE MOTION IS NOW ON THE TABLE.

>> THE MOTION BY WALKER, IF HE HAS A MOTION AND A SECOND, HIS AMENDED MOTION IS SUPERIOR TO

THE SECOND PAIR. >> SO THE SECOND QUESTION I HAVE IS THAT WITH HIM AND HIS CLIENT

SO, WE ARE NOT MAKING A SUPERLATIVE VOTE HERE. >> MAYER, WOULD YOU LIKE ME TOO

RESPOND? >> WE WOULD BE OKAY WITH THE MOTION AS IT STANDS.

WE POST THE LETTER OF CREDIT, AS SOON AS WE POSTED, 25 PERMITS WILL BE ISSUED.

ONCE WE START CONSTRUCTION, ANOTHER 25 PERMITS WILL BE ISSUED.

AND THEN UNTIL IT IS COMPLETE. >> WHAT DOES THE START OF CONSTRUCTION MEAN?

>> NORMALLY IT IS WHEN YOU ISSUE THE PERMIT AND YOU PUT SOMETHING OUT ON THE FIELD.

THIS IS IN A SITUATION WHERE I HAVE TEN DIFFERENT BUILDING INSPECTIONS THAT I CAN PULL OUT.

>> I'M JUST ASKING. >> ON GLASS THAT'S RIGHT I'M SAYING WITH MOBILIZATION YOU PUT THE EQUIPMENT OUT THERE. SO WE HAVE A MOTION BY COMMISSIONER WALKER AND A SECOND

PERIOD. >> SORRY TO INTERRUPT. FOR CLARIFICATION YOUR MOTION

INCLUDES THE REMOVAL OF THE SECOND. >>

>> I'M NOT LETTING IT GO. >> THANK YOU. >> THANK YOU FOR LOOKING OUT.

>> DO A ROLL CALL WALKER. >> VICE MAYOR. >> ABSOLUTELY NOT.

>> THE MOTION PASSES 4-1. ITEM EM. -- RESOLUTION NUMBER 2020 THE

[03:15:01]

LICENSE AGREEMENT AND DEVELOPMENT AGREEMENT AND MAINTENANCE AGREEMENT.

THE RESOLUTION OF THE CITY COMMISSION APPROVING A DEVELOPMENT AGREEMENT WITH THE COMMUNITY FOR COMPLETION OF THE FEATURE WITHIN THE COUNTY RIGHT OF THE INTERSECTION OF HILLSBORO BOULEVARD APPROVING A REVOCABLE LICENSE AGREEMENT FOR THE COUNTY AND THE HOMEOWNERS ASSOCIATION OF A ROUNDABOUT LICENSE AREA FOR LANDSCAPING IRRIGATION AND RELATED AUTHORIZING EXECUTION

FOR THE AGREEMENT. >> ALRIGHT, WITH THAT I WILL OPEN TO THE PUBLIC IF ANYONE

FROM THE PUBLIC WOULD LIKE TO SPEAK. >> ANTHONY YOU HAVE YOUR HAND

UP. >> I DO, BUT I WILL WAIT UNTIL YOU CLOSE IT TO THE PUBLIC.

JANE SEEN NO ONE FROM THE PUBLIC EYE WILL CLOSE IT AND OPEN IT TO THE COMMISSION.

>> . >> THANK YOU. I JUST WANTED TO, BASED ON THE PREVIOUS ASSIGNMENT -- ITEM THERE IS A FEATURE THAT PROVIDES FOR A $50,000 LETTER OF CREDIT.

SO IF YOU WERE GOING TO MOVE RECOMMEND YOU DO SO WITH CONDITIONS THAT IT IS INCREASED

TO $75,000. >> COMMISSIONER? >> APPROVE WITH WHAT ANTHONY

JUST SAID. >> I SECOND PERIOD. >> A MOTION BY WALKER AND WE

WILL CALL THE ROLE. >> >> TO CONFIRM THERE IS NO CLAUSE

WE NEED TO REMOVE. >> YES, SIR. SHOW THAT IT PASSES ANONYMOUSLY.

[9. Comments by the Broward Sheriff's Office]

NEXT ON THE ITEM COMMENTS. >> GOOD EVENING. >> MY APOLOGIES.

AS YOU GUYS KNOW, ON AUGUST 9, WE HAD SEVERAL WE IMPLEMENTED AN OUTLINE THAT WE WERE GOING DUTCH ARE GOING TO USED TO ADDRESS THE ISSUES. WE RENEWED OUR SOCIAL MEDIA CAMPAIGN TO REMIND RESIDENTS TO LOCK THEIR DOORS. WE HAVEN'T HAD ANYTHING FURTHER SINCE THAT PATROL. ALSO, WE HAD AN ARMED ROBBERY FLASHLIGHT.

THANKS TO INVESTIGATING, I WOULD LIKE TO SPECIFICALLY RECOMMEND -- SHUT OUT GERMANY JOHNSON.

THEY WERE ABLE TO IDENTIFY LOCATE THE CAR THEY MADE THREE ARRESTS AND WERE ABLE TO IDENTIFY THE SUSPECTS INVOLVED. EXCELLENT WORK DONE BY THOSE GUYS.

>> LASTLY I WANTED TO TALK ABOUT AN ISSUE WE HAVE GOING ON ON AUGUST 29, THE TARGET DATE WE HAD OUR FIRST PODCAST. IT WILL BE CALLED ON THE BEAT HOSTED BY ME.

HOPEFULLY AT SOME POINT WE WILL HAVE ALL OF YOU AS GUESTS. THE INTENT OF ON THE BEAT AS MANY OF YOU HAVE ALLUDED TO EARLIER IN YOUR REMARKS, HOW CAN WE STAY SOCIAL DISTANCE, SO THIS IS AN OPPORTUNITY FOR US TO DO THINGS DIFFERENT AS WE MOVE FORWARD, AND AS I MENTIONED.

BEING SOCIAL BUT MAINTAINING OU& SOCIAL DISTANCING. >> THANK YOU VERY MUCH AND I'M GLAD GUYS HAVE MOVED ALONG WITH THAT, I KNOW WE HAD A DISCUSSION TWO MONTHS ABOUT THE IDEA OF DOING THESE TOWN HALL THINGS. I THINK IT IS GREAT THAT YOU ARE WORKING ON TARGETING THE OUTREACH TO THE RESIDENCE. I THINK IT IS IMPORTANT, ESPECIALLY IN THE CIRCUMSTANCES WE ARE IN. I THINK THE RESIDENTS REALLY APPRECIATE THAT.
