SWITCHING GEARS, I RECEIVED A CALL YESTERDAY FROM ONE OF OUR BLACK RESIDENTS WHO EXPRESSED CONCERN FOR THE SAFETY OF HER DAUGHTER DOING A THING AS SIMPLE AS WALKING HER DOG.

THE CALL REMINDED NORTHEAST THE NEED FOR INDIVIDUAL LENS AND SAFETY FOR OUR COMMUNITY MEMBERS MUST INCLUDE EVERYONE.

LAST MEETING I EXPRESSED THAT SEVERAL CITIZENS HAD REACHED OUT TO ME WITH CONCERNS ABOUT THE SECURITY OF OUR IN THE FACE OF RIOTING THAT'S OCCUR ADD CROSS THE COUNTRY AND IN ANTICIPATION OF THE TWO PEACEFUL GATHERINGS THAT WERE ABOUT TO OCCUR IN CORRAL SPRINGS AND WENT OFF WITHOUT ANY ISSUE FORS PARKLAND.

KNOW YOUR COMMISSIONERS AND CITY MANAGEMENT HAVE WORKED TIRELESSLY WITH LAW ENFORCEMENT TO SECURE OUR CITY AND ARE ALL ON ALERT FOR ANY POTENTIAL THREATS TO SAME.

OUR FRIEND AND NEIGHBORS WE HAVE BEEN THROUGH SO MUCH.

LET US AGAIN LEAD THE WAY LIKE SO MANY BRAVE FAMILIES AND CHILDREN HAVE DONE.

LET US BE THE CITY THAT CONTINUES TO CONDUCT ITSELF AS AN EXAMPLE TO THE WORLD BY EMBRACING EACH OTHER AS PART OF THE HUMAN EXPERIENCE.

BUT IT IS SOMETHING THAT WE NEED TO DO.

I FOUND THAT I'M MORE IN TOUCH WITH PEOPLE THAN I THINK I'VE BEEN IN TEN YEARS.

I THINK THAT IN A WAY IT'S FORCING PEOPLE TO TALK MORE, COMMUNICATE MORE AND OPEN UP MORE.

AND THAT IS A REALLY POSITIVE THING BECAUSE TO MAKE POSITIVE CHANGE, WE HAVE TO WORK TOGETHER.

I GOT THE SAME PHONE CALL THAT COMMISSIONER RECEIVED.

IT'S A BIG STATEMENT AND A SIMPLE STATEMENT.

WE'RE ONE COMMUNITY.

WE'RE ONE FEELING OF PEOPLE ESPECIALLY IF PARKLAND THE ARE KIND, RESILIENT, GIVING, LOVING AND THOSE ARE THE THINGS THAT I THINK WE NEED TO FOCUS ON AND WE NEED TO FOCUS ON CARING FOR ONE ANOTHER.

I 42 THAT THE RESIDENTS REALLY APPRECIATE IT AND THE CHAMBER IS ALSO GETTING INVOLVED AND THEY ARE GOING TO BE WORKING WITH US TO PROMOTE.

WHAT I DON'T WANT PEOPLE TO FORGET IS WE HAVE A LOT OF BUSINESSES IN PARKLAND BUT WE ALSO HAVE A LOT OF BUSINESS OWNERS THAT LIVE IN PARKLAND THAT MAY NOT HAVE THEIR BUSINESS IN PARKLAND.

DON'T FORGET ABOUT THEM AS WELL.

LET'S SUPPORT EACH OTHER.

LET'S SUPPORT OUR ENTIRE COMMUNITY.

AND IN THE TIMES WE'RE IN RIGHT NOW, I HOPE EVERYBODY WILL TAKE A MOMENT TO FORGIVE THEMSELVES AND MAYBE HAVING NOT THE DAY THEY THOUGHT THEY SHOULD HAVE, FORGIVING THEIR NEIGHBORS FOR MAYBE NOT DOING EVERYTHING THEY WANTED THEM TO DO, THAT'S A TRUE ACT OF HOPE.

THE CHARLESTON COMMUNITY REALLY DISFLAYED REMARKABLY IN THE MIDST OF SUCH A HORRIFIC TRAGEDY.

I WANTED TO BRING ATTENTION TO THAT.

THE MSD GRADUATION PARADE WHILE THERE WERE MANY PEOPLE BEFOREHAND WHO WERE LIKE WHAT IS THIS GOING TO BE, I GOT SUCH POSITIVE REMARKS AFTERWARDS THIS SO MANY PEOPLE THOUGHT IT WAS SO MUCH BETTER THAN THEY COULD EVEN HAVE IMAGINED.

WITH A LITTLE IMAGINATION YOU NEVER KNOW WHAT CAN HAPPEN.

IT WAS NICE TO SEE PEOPLE EVEN THOUGH WE WERE PHYSICALLY DISTANT, IT FELT MORE PERSONAL THIS KIND OF A GRADUATION BECAUSE NORMALLY WE'RE SO FAR REMOVED FROM EVERYBODY.

EVERYBODY IS SO FOCUSED ON WHERE THEY HAVE TO SIT AND WHERE THEY HAVE TO STAND, THEY DON'T GET OUT OF ORDER, THAT THE TIMING IS RIGHT, THEY FORGET TO BE IN THE MOMENT AND ENJOY THE CELEBRATION.

I THINK WHAT THIS GRADUATION PARADE DID BECAUSE THERE WERE NO EXPECTATIONS, NOBODY WAS EXPECTING TO HAVE THE PERFECT PICTURE, EVERYBODY GOT TO REALLY BE IN THE MOMENT AND REALLY HONOR THIS OCCASION.

THE FRUSTRATION I THINK MANY CITIES ARE FEELING WITH THE COUNTY'S POSITION ON SOME OF THE THINGS SUCH AS THE CARES FUNDING.

THE CARES FUNDING IS FOR ANY GOVERNMENTAL ENTITY CITY OR COUNTY WITH OVER 500,000 PEOPLE.

THEY HAVE ACCESS TO THIS MONEY.

BROWARD COUNTY DOES NOT HAVE 500,000 RESIDENTS.

THEY ARE ONLY WITHIN THE COUNTY AREA.

WITHOUT THE CITIES AND LUMPING IN ALL THE INCORPORATED CITIES INTO THAT COUNTY NUMBER, THE COUNTY WOULD NOT HAVE EVEN HAD ACCESS TO THE CARES ACT MONEY.

WHAT THE CITIES ARE ASKING FOR SINCE THE COUNTY WOULD NOT HAVE RECEIVED THE MONEY WITHOUT THE HEAD COUNT FROM OUR CITIES, THEY THEN DISTRIBUTE IT ACCORDING TO THE CITY BASED ON POPULATION.

ADDITIONALLY THE COUNTY HAS A COUPLE OF CHARTER AMENDMENTS COMING UP THAT LOOK A LOT LIKE PREEDGES.

IT'S FOR PUBLIC SAFETY.

FOR EXAMPLE THE TOWER , THE 911 TOWER OVER HERE , THE NORTHWEST CORNER OF OUR CITY IS ACTUALLY ON COUNTY PROPERTY.

AND ABSOLUTELY THERE SHOULD BAY PUBLIC SAFETY TOOTLER, 911 TOWER.

WHERE THE ISSUE COMES IN IF THE COUNTY CAN DO THINGS WITHOUT LISTENING TO THE CITY OUTREACH OF THE CITY, KIND OF LIKE THE CITY DOES SOMETHING TO YOU AND WE DON'T HAVE ANY OUTREACH WITH YOUR NEIGHBORHOOD YOU GET UPSET.

IN THE CASE OF THE 911 TOWER THE COUNTY DIDN'T HAVE MUCH OF A PLAN WHERE THEY WERE GOING TO PUT IT AND THEN WHEN THEY DID THEY JUST DECIDED THAT'S WHERE IT'S GOING TO GO.

WHERE AS WE WORKED WITH THE FIRE DEPARTMENT AND MANY OTHER EXPERTS THAT SAID IT COULD HAVE BEEN LOCATED ON AN EXISTING TOUR ON THE NORTH END IN PALM BEACH COUNTY THAT WAS A COUPLE HUNDRED FEET AWAY.

SO THE IDEA OF BEING PRE-EMPTED OR AT LEAST NOT BEING PART OF THE PROCESS ISN'T BECAUSE AS A CITY WE HAVE A ANYMORISM WHEN CHILL FACTORS WE'RE ACCUSED OF OR WE DON'T WANT THE COUNTY TO HAVE PUBLIC SAFETY FOR EVERYBODY.

WE WANTED TO PROVIDE YOU WITH A BRIEF UPDATE ON THE ANTITERRORISM AND EMERGENCY ASSISTANCE PROGRAM FUNDING.

IN SHORT THIS TENDS TO BE KNOWN AS THE AEAP FUNDING.

LAST WEEK ANNOUNCEMENT WAS MADE BY THE JUSTICE DEPARTMENT THAT FUNNING IN THE AMOUNT OF $9.8 MILLION TO THE VICTIMS OF THE SHOOTING WOULD BE AWARDED.

THE FUNDS WILL FLOW THROUGH THE DEPARTMENT OF LEGAL AFFAIRS DIVISION OF VICTIM SERVICES AND CRIMINAL JUSTICE PROGRAMS. AND THEY ARE PROVIDED TO REIMBURSE AGENCIES FOR ONGOING SERVICES TO THE VICTIMS FIRST RESPONDERS ETC. HIS HAS BEEN A LENGTHY PROCESS UNLIKE ANY GRANT PROCESS I HAVE EVER SEEN OR ENCOUNTERED.

AT THIS POINT IN TIME THERE WILL BE THREE PRIMARY GRANTEES, SCHOOL BOARD, CHILDREN'S SERVICES COUNCIL AND UNITED WAY.

THE CITY OF PARKLAND WILL BE A SUBGRANTEE UNDER THE CHILDREN'S SERVICES COUNCIL.

WHEN WE FOUND OUT THAT THIS AWARD WAS POTENTIAL, THERE WAS SOME CONCERN THAT IT MIGHT HAVE TO BE ROUTED THROUGH THE STATE OF FLORIDA BUCKET WHICH WOULD REQUIRE A LEGISLATIVE SESSION.

AT THAT POINT I REACHED OUT THE ROBBY AND I'M GOING TO LET ROBBY TAKE IT FROM THERE.

IN WORKING WITH THE SERVICES COUNCIL WE WERE ABLE TO GET CLARIFICATION THE STATE OF FLORIDA COULD SUBMIT THE GRANT FOR APPROVAL WITHOUT WHAT THEY PERCEIVED AS SPENDING AUTHORITY.

I'VE SPOKEN TO A LOT OF RESIDENTS THAT HAVE A VERY BIG CONCERN WITH DENSITY.

AND WHAT I'M TRYING TO DO IS HAVE VERY RESPONSIBLE DEVELOPMENT FOR THE FUTURE OF PARKLAND VERSUS 15 UNITS TO THE ACRE OR 25 UNITS TO THE ACRE.

AND I HAVE MET WITH I DON'T KNOW HOW MANY RESIDENTS.

150 PLUS EMAILS WITH SUPPORTING RENEGOTIATION AND OPENING A DISCUSSION WITH THE DEVELOPER.

THIS DEVELOPER BROUGHT THIS PROPERTY AROUND 2015 FOR $650,000.

AND TO BE CLEAR BROWARD COUNTY HAS KNOWN FOR AT LEAST THE LAST 15-20 YEARS THEY NEED TO UPGRADE THEIR 911 SYSTEM.

2015 IS FIVE YEARS AGO.

$650,000.

THEY COULD HAVE HAD THAT WHOLE AREA IF THEY HAD PLAN ADD HEAD.

THEY DIDN'T PLAN AHEAD.

THIS GENTLEMAN BOUGHT THIS ACCUSED RANG AND INSTEAD OF LISTENING TO THE EXPERTS, BROWARD COUNTY SAID WE WANT TO PUT UP OUR OWN TOWER.

THAT WAS IN JANUARY OF 2017.

AND I GIVE CREDIT TO EVERY SINGLE MEMBER OF THE COMMISSION THAT WAS HERE AT THE TIME.

WE HAD NO PROBLEM WITH THEM PUTTING UP A TOWER.

THE BOTTOM LINE IS NOW WE REALLY NEED TO WORK COLLECTIVELY TO MOVE FORWARD AND MAKE THIS THE BEST POSSIBLE SCENARIO AND PROTECT THE FUTURE OF PARKLAND.

HAVING SOMETHING IN THE HANDS OF THE COUNTY LEAVES NO CONTROL FOR ANY OF US HERE.

WHEN THE COUNTY HAS IT, THE COUNTY MAKES DECISIONS.

NOW WHEN IT WENT BACK TO THE PLANNING COUNCIL , THE PLANNING COUNCIL SAID WELL, WE LIKE THIS IDEA.

WE'RE GOING TO OFFER YOU 1515 UNITS TO THE ACRE WITH 15% OF THAT BEING WORK FORCE OR AFFORDABLE HOUSING.

I HAVE NO PROBLEM WITH WORK FORCE OR AFFORDABLE HOUSING.

I'M A KID FROM THE STREETS OF QUEENS NEW YORK.

I GREW UP IN LOW SOCIOECONOMIC AREAS AND I BELIEVE IN WORK FORCE HOUSING AND NIBBLE PROTECTING PEOPLE.

HOWEVER, THAT IS NOT THE RIGHT SPOT FOR THIS.

I'M VERY HAPPY THE COMMISSION IS WILLING TO OPEN UP THE CONVERSATION AND TALK WITH THE DEVELOPER.

BUT MY GOAL IS TO PROTECT THE FUTURE OF THIS COMMUNITY.

AND WE REALLY HAVE TO MAKE A STAND AND KEEP DEVELOPMENT IN THE HANDS OF PARKLAND AND NOT IN THE HANDS OF OTHER PEOPLE WHATEVER WE DO, WE WANT IT TO FEEL LIKE PARKLAND.

WE WANT IT TO FIT.

WE WANT THE BENEFITS AND NOT THE BURDEN.

IF THIS DOES STAY IN THE HANDS OF THE COUNTY WE GET ALL OF THE BURDEN AND NONE OF THE BENEFITS.

THEY GET THE TAX DOLLARS, OUR SCHOOLS HAVE MORE SEATS.

OUR FIELDS ARE USED MORE.

THERE IS MORE TRAFFIC ON OUR ROADWAYS.

WORKING OUT THE BEST POSSIBLE SCENARIO FOR THIS IS IN THE BEST INTEREST OF THE FUTURE OF THE CITY OF PARKLAND.

TO BE EXTREMELY CLEAR OF THE SITUATION WE'RE IN.

WE'RE NOT WORKING OUT WHAT IS BEST FOR PARKLAND.

WE'RE WORKING OUT WHAT THE DEVELOPER IS OK WITH KNOWING THAT IF WE DON'T DO WHAT HE WANTS TO US DO , THE COUNTY WILL.

LET US BE VERY CLEAR.

IT'S NOT WHAT PARKLAND WANTS.

HE WANTS US TO INCREASE DENSITY BECAUSE HE MAKES MORE MONEY THAT WAY.

AND HIS LEVERAGE ON US IS THAT IF WE DON'T DO IT, HE KNOWS THE COUNTY WILL.

JUST WANT TO BE 100% CLEAR WHAT WE'RE REALLY TALKING ABOUT.

ALL OPTIONS SHOULD CONTINUE TO REMAIN ON THE TABLE RELATIVE TO THE IDEA OF OPENING DIALOGUE WITH THE DEVELOPER.

BUT I ALSO WANT THE PEOPLE THAT ARE CONCERNED ABOUT THIS MYSELF INCLUDED TO UNDERSTAND FULLY WHAT THAT MEANS.

BECAUSE WHAT WE'RE DEALING WITH IS NOT SOMETHING THAT THE CITY CAN JUST DO.

THERE ARE A LOT OF LEGAL RAMIFICATIONS RELATIVE TO ANNEXING A PROPERTY IN AND PART OF THAT HAS TO DO WITH WHETHER OR NOT YOU CAN GET AGREEMENT FROM THE DEVELOPER.

AND SO I AM OF A MIND THAT YES, I WOULD LIKE TO CONTINUE TO HAVE AN OPEN DISCUSSION WITH THE DEVELOPER RELATIVE TO THIS PROPERTY.

BUT I WANT OUR COMMUNITY TO UNDERSTAND THAT IF THIS DEVELOPER WON'T TALK TO US OR IF THIS DEVELOPER HAS UNREASONABLE DEMANDS UPON US RELATIVE TO THE DENSITY IN THAT AREA OR CONDITIONS THAT HE WANTS TO IMPOSE UPON IT, THEN WE'RE GOING TO COLLECTIVELY NEED TO MAKE SOME VERY MINDFUL DECISIONS RELATIVE TO WHAT HAPPENS WITH THAT PROPERTY AND WHAT THE CITY GOING TO DO ABOUT IT.

HAVING SAID THAT, I JUST WANT TO REITERATE WHAT YOU'VE SAID.

THE PEOPLE THAT ARE LIVING OUT IN THAT AREA THAT HAVE EXPRESSED THEMSELVES IN THESE EMAILS THAT I'VE READ THROUGH NEED TO UNDERSTAND THAT IF THEY HAVE A BEEF WITH THE NUMBER OF UNITS THAT ARE GOING TO GO UP IN THAT AREA, RIGHT NOW THAT BEEF SHOULD BE WITH THE COUNTY AND THEY NEED TO MAKE THEIR VOICES HEARD TO THE

BUT AS I SAID, THERE ARE LEGAL RAMIFICATIONS RELATIVE TO WHAT HAPPENS WITH THAT AND SO I ENCOURAGE PEOPLE TO DO A LITTLE BIT MORE HOMEWORK AND UNDERSTAND THE NUANCES OF THOSE THINGS AND HOW WE AS A CITY COMMISSION CAN'T JUST SNAP OUR FINGERS AND GO AHEAD AND DO THINGS LIKE ANNEX PEEP'S PROPERTY INTO THE CITY.

IF IT WAS AS EASY AS ANNEXING INTO PARKLAND WE WOULD HAVE DONE THAT.

SOMETIMES THE DEVELOPERS DON'T WANT TO NEGOTIATE IN WHAT IS THE BEST INTEREST FOR PARKLAND.

THEY WANT 20 TO THE DO WHAT IS IN THE BEST INTEREST FOR THEM.

IT'S NOT AS EASY AS LET'S ANNEX IT IN AND MAKE IT BENEFICIAL FOR PARKLAND.

YOU ALWAYS HAVE TO KEEP DIALOGUE OPEN SO TALKING TO THE DEVELOPER IS A GREAT IDEA.

IT DOESN'T MEAN WE'LL BE ABLE TO NEGOTIATE WITH THE DEVELOPER.

I JUST WANT TO MAKE IT CLEAR THAT I REALLY FEEL IT WAS A MISTAKE THAT WE DIDN'T NEGOTIATE ON THIS WHEN THIS FIRST CAME BEFORE US.

I WANTED TO THIS IS THE THIRD OR FOURTH TIME MICHELLE, HOW MANY TIMES YOU AND I HAVE TALKED ABOUT THIS IN DETAIL.

THE INCOME THRESHOLD IS 150% OF THE COUNTY'S MEDIAN INCOME LATEST REPORT THIS WAS LITTLE LESS THAN A YEAR AGO.

LATEST REPORTED AT 64,100OR HOUSEHOLD INCOME OF 96,150.

AFFORDABLE HOUSING HAS A BROADER DEFINITION.

AS COMPARED TO WORK FORCE AND CAN BE AS LOW AS 50% OF THE MEDIAN.

THEY ARE TWO DIFFERENT THINGS.

WHAT MR. YOU HAD THELE OFFERED ACCORDING TO HIS LATEST APPLICATION AT THE COUNTY WHICH DID REQUEST 25 UNITS PER ACRE HE SET ASIDE FOR WORK FORCE HOUSING NOT AFFORDABLE HOUSING.

THE 25 TO AN ACRE WAS RECOMMENDED TO NOT BE APPROVED.

THE PLANNING COUNCIL DID MAKE A RECOMMENDATION AGAINST THAT FINING IT WAS NOT COMPATIBLE.

ALTHOUGH IN AN UNUSUAL MOVE I'VE NOT SEEN THEM DO IN THE 30 YEARS I'VE BEEN DOING PLANNING WORK HERE, THEY HAD AN ALTERNATIVE THEY DIDN'T CLASSIFY ET BUT A NUMBER FOR CONSIDERATION.
