THE CALL REMINDED NORTHEAST THE NEED FOR INDIVIDUAL LENS AND SAFETY FOR OUR COMMUNITY MEMBERS MUST INCLUDE EVERYONE.
LAST MEETING I EXPRESSED THAT SEVERAL CITIZENS HAD REACHED OUT TO ME WITH CONCERNS ABOUT THE SECURITY OF OUR IN THE FACE OF RIOTING THAT'S OCCUR ADD CROSS THE COUNTRY AND IN ANTICIPATION OF THE TWO PEACEFUL GATHERINGS THAT WERE ABOUT TO OCCUR IN CORRAL SPRINGS AND WENT OFF WITHOUT ANY ISSUE FORS PARKLAND.
KNOW YOUR COMMISSIONERS AND CITY MANAGEMENT HAVE WORKED TIRELESSLY WITH LAW ENFORCEMENT TO SECURE OUR CITY AND ARE ALL ON ALERT FOR ANY POTENTIAL THREATS TO SAME.
OUR FRIEND AND NEIGHBORS WE HAVE BEEN THROUGH SO MUCH.
LET US AGAIN LEAD THE WAY LIKE SO MANY BRAVE FAMILIES AND CHILDREN HAVE DONE.

AND IN THE TIMES WE'RE IN RIGHT NOW, I HOPE EVERYBODY WILL TAKE A MOMENT TO FORGIVE THEMSELVES AND MAYBE HAVING NOT THE DAY THEY THOUGHT THEY SHOULD HAVE, FORGIVING THEIR NEIGHBORS FOR MAYBE NOT DOING EVERYTHING THEY WANTED THEM TO DO, THAT'S A TRUE ACT OF HOPE.
THE CHARLESTON COMMUNITY REALLY DISFLAYED REMARKABLY IN THE MIDST OF SUCH A HORRIFIC TRAGEDY.

EVERYBODY IS SO FOCUSED ON WHERE THEY HAVE TO SIT AND WHERE THEY HAVE TO STAND, THEY DON'T GET OUT OF ORDER, THAT THE TIMING IS RIGHT, THEY FORGET TO BE IN THE MOMENT AND ENJOY THE CELEBRATION.
I THINK WHAT THIS GRADUATION PARADE DID BECAUSE THERE WERE NO EXPECTATIONS, NOBODY WAS EXPECTING TO HAVE THE PERFECT PICTURE, EVERYBODY GOT TO REALLY BE IN THE MOMENT AND REALLY HONOR THIS OCCASION.

THE FRUSTRATION I THINK MANY CITIES ARE FEELING WITH THE COUNTY'S POSITION ON SOME OF THE THINGS SUCH AS THE CARES FUNDING.
THE CARES FUNDING IS FOR ANY GOVERNMENTAL ENTITY CITY OR COUNTY WITH OVER 500,000 PEOPLE.
THEY HAVE ACCESS TO THIS MONEY.
BROWARD COUNTY DOES NOT HAVE 500,000 RESIDENTS.
THEY ARE ONLY WITHIN THE COUNTY AREA.
WITHOUT THE CITIES AND LUMPING IN ALL THE INCORPORATED CITIES INTO THAT COUNTY NUMBER, THE COUNTY WOULD NOT HAVE EVEN HAD ACCESS TO THE CARES ACT MONEY.
WHAT THE CITIES ARE ASKING FOR SINCE THE COUNTY WOULD NOT HAVE RECEIVED THE MONEY WITHOUT THE HEAD COUNT FROM OUR CITIES, THEY THEN DISTRIBUTE IT ACCORDING TO THE CITY BASED ON POPULATION.
ADDITIONALLY THE COUNTY HAS A COUPLE OF CHARTER AMENDMENTS COMING UP THAT LOOK A LOT LIKE PREEDGES.
FOR EXAMPLE THE TOWER , THE 911 TOWER OVER HERE , THE NORTHWEST CORNER OF OUR CITY IS ACTUALLY ON COUNTY PROPERTY.
AND ABSOLUTELY THERE SHOULD BAY PUBLIC SAFETY TOOTLER, 911 TOWER.
WHERE THE ISSUE COMES IN IF THE COUNTY CAN DO THINGS WITHOUT LISTENING TO THE CITY OUTREACH OF THE CITY, KIND OF LIKE THE CITY DOES SOMETHING TO YOU AND WE DON'T HAVE ANY OUTREACH WITH YOUR NEIGHBORHOOD YOU GET UPSET.
IN THE CASE OF THE 911 TOWER THE COUNTY DIDN'T HAVE MUCH OF A PLAN WHERE THEY WERE GOING TO PUT IT AND THEN WHEN THEY DID THEY JUST DECIDED THAT'S WHERE IT'S GOING TO GO.
WHERE AS WE WORKED WITH THE FIRE DEPARTMENT AND MANY OTHER EXPERTS THAT SAID IT COULD HAVE BEEN LOCATED ON AN EXISTING TOUR ON THE NORTH END IN PALM BEACH COUNTY THAT WAS A COUPLE HUNDRED FEET AWAY.
SO THE IDEA OF BEING PRE-EMPTED OR AT LEAST NOT BEING PART OF THE PROCESS ISN'T BECAUSE AS A CITY WE HAVE A ANYMORISM WHEN CHILL FACTORS WE'RE ACCUSED OF OR WE DON'T WANT THE COUNTY TO HAVE PUBLIC SAFETY FOR EVERYBODY.

WE WANTED TO PROVIDE YOU WITH A BRIEF UPDATE ON THE ANTITERRORISM AND EMERGENCY ASSISTANCE PROGRAM FUNDING.
IN SHORT THIS TENDS TO BE KNOWN AS THE AEAP FUNDING.
LAST WEEK ANNOUNCEMENT WAS MADE BY THE JUSTICE DEPARTMENT THAT FUNNING IN THE AMOUNT OF $9.8 MILLION TO THE VICTIMS OF THE SHOOTING WOULD BE AWARDED.
THE FUNDS WILL FLOW THROUGH THE DEPARTMENT OF LEGAL AFFAIRS DIVISION OF VICTIM SERVICES AND CRIMINAL JUSTICE PROGRAMS. AND THEY ARE PROVIDED TO REIMBURSE AGENCIES FOR ONGOING SERVICES TO THE VICTIMS FIRST RESPONDERS ETC. HIS HAS BEEN A LENGTHY PROCESS UNLIKE ANY GRANT PROCESS I HAVE EVER SEEN OR ENCOUNTERED.
AT THIS POINT IN TIME THERE WILL BE THREE PRIMARY GRANTEES, SCHOOL BOARD, CHILDREN'S SERVICES COUNCIL AND UNITED WAY.
THE CITY OF PARKLAND WILL BE A SUBGRANTEE UNDER THE CHILDREN'S SERVICES COUNCIL.
WHEN WE FOUND OUT THAT THIS AWARD WAS POTENTIAL, THERE WAS SOME CONCERN THAT IT MIGHT HAVE TO BE ROUTED THROUGH THE STATE OF FLORIDA BUCKET WHICH WOULD REQUIRE A LEGISLATIVE SESSION.
AT THAT POINT I REACHED OUT THE ROBBY AND I'M GOING TO LET ROBBY TAKE IT FROM THERE.
IN WORKING WITH THE SERVICES COUNCIL WE WERE ABLE TO GET CLARIFICATION THE STATE OF FLORIDA COULD SUBMIT THE GRANT FOR APPROVAL WITHOUT WHAT THEY PERCEIVED AS SPENDING AUTHORITY.
WHEN THAT HAPPENED WE WERE ABLE TO FREE IT UP AND WE JUST GOT WORD TODAY THAT THE MONEY IS ACTUALLY IN THE STATE OF FLORIDA'S HANDS.
AT THIS POINT THE FLORIDA PRO SAYS IS THREE SUBGRANTEES HAVE TO MEET WITH THE ATTORNEY GENERAL'S OFFICE TYPICALLY WITH THE AEAP GRANT ANYTIME PERSON WITH REGARD TO COVERED IT'S GOING TO BE A DIFFERENT SITUATION.
THEY ARE TRYING TO SET IT UP ON ZOOM TO DO THE VIRTUAL MEETINGS.
BECAUSE THERE ARE THREE SEPARATE SUBGRANTEES AND FOR OUR PURPOSE CHILDREN'S SERVICES COUNCIL IS THE ONLY ONE WE'RE FOCUSED ON TRYING TO GET THROUGH, IF THE INDIVIDUAL SUBGRANTEES DID K DO THEIR MEETINGS WITH THE ATTORNEY GENERAL'S OFFICE THAT WILL BE A MORE EXPEDITED PROCESS.
THE CITY WILL RECEIVE FUNDS FOR PROVIDING OF LAW ENFORCEMENT IN THE AFTERMATH OF THE HIGH SCHOOL AND SO THE FUNDS WILL BE ABOUT $195,000 THAT THE CITY WILL BE RECEIVING.
NOW THAT THERE IS MORE CLARITY THE FUNDS ARE IN THE STATE OF FLORIDA.
WE'LL BE WORKING WITH INCLUDES DRIVES COORDINATE WITH THE COUNCIL ON WHAT THE APPROPRIATE PROCESS IS TO GET THE FUNDS FROM CHILDREN'S SERVICES.

AND WHAT I'M TRYING TO DO IS HAVE VERY RESPONSIBLE DEVELOPMENT FOR THE FUTURE OF PARKLAND VERSUS 15 UNITS TO THE ACRE OR 25 UNITS TO THE ACRE.
AND I HAVE MET WITH I DON'T KNOW HOW MANY RESIDENTS.
150 PLUS EMAILS WITH SUPPORTING RENEGOTIATION AND OPENING A DISCUSSION WITH THE DEVELOPER.

IN FACT IN ONE OF THE TIMES WHERE I'M GOING TO GO TO THE COUNTY, THAT IS WHAT THE CITY TRIED TO DO WITH THE DEVELOPER.

THIS DEVELOPER BROUGHT THIS PROPERTY AROUND 2015 FOR $650,000.
AND TO BE CLEAR BROWARD COUNTY HAS KNOWN FOR AT LEAST THE LAST 15-20 YEARS THEY NEED TO UPGRADE THEIR 911 SYSTEM.
THEY COULD HAVE HAD THAT WHOLE AREA IF THEY HAD PLAN ADD HEAD.
THIS GENTLEMAN BOUGHT THIS ACCUSED RANG AND INSTEAD OF LISTENING TO THE EXPERTS, BROWARD COUNTY SAID WE WANT TO PUT UP OUR OWN TOWER.
AND I GIVE CREDIT TO EVERY SINGLE MEMBER OF THE COMMISSION THAT WAS HERE AT THE TIME.
WE HAD NO PROBLEM WITH THEM PUTTING UP A TOWER.

WORKING OUT THE BEST POSSIBLE SCENARIO FOR THIS IS IN THE BEST INTEREST OF THE FUTURE OF THE CITY OF PARKLAND.

WE'RE NOT WORKING OUT WHAT IS BEST FOR PARKLAND.
