>> THEIR BUSINESS MAY NOT BE LOCATED DOWN HERE, BUT IT COULD BE DOWN THE BLOCK. SO I'D LIKE TO BRING THAT UP AND FOCUS ON WHAT WE CAN DO TO HELP ALL OF OTHER BUSINESSES THAT ARE AROUND AS WELL. WITH THAT IN MIND, I ALSO WANTED TO MENTION ALL OF OUR BOARD MEMBERS.

WE HAVE THE MOST DEDICATED BOARD MEMBERS FOR OUR COMMUNITY THAT CARE AND DO SO MUCH ON A REGULAR BASIS.

WE LOOK TO THEM TO ADVISE US. WE LOOK TO THEM TO GET INFORMATION ON WHAT OUR RESIDENTS WANT AND THE THINGS THAT INTEREST OUR RESIDENTS. SO I WANT TO GIVE A REALLY BIG SHOUTOUT TO OUR BOARD MEMBERS AND BRING UP AND HAVE A DISCUSSION ITEM ABOUT DOING SOMETHING TO RECOGNIZE ALL THE PEOPLE WHO SERVE ON THE PARKLAND BOARDS.

I DON'T KNOW ABOUT ANYBODY ELSE, BUT EVERYBODY LOVED THE MOVIE IN THE PARK AND EVERYONE WANTS TO KNOW WHEN WE'RE GETTING THE NEXT MOVIE IN THE PARK. THEY LOVED THE POPCORN.

THEY LOVED COMING OUT AND IT WAS SUCH A WONDERFUL FAMILY EVENT.

I WOULD LIKE TO SEE MORE OF THAT.

I WOULD ALSO LIKE TO RECOGNIZE THE GRADUATE FROM KINDERGARTEN, MIDDLE SCHOOL, FROM HIGH SCHOOL, FROM COLLEGE AND GRADUATE SCHOOL. WE'VE HAD SO MANY WONDERFUL CELEBRATIONS. AND ALL OF OUR COMMUNITIES HAVE COME TOGETHER TO DO THE MOST WONDERFUL PARADES AND EXCITING THINGS IN EXTREMELY DIFFICULT CIRCUMSTANCES.

SO I WANT TO THANK EVERYBODY WHO HAS BEEN INVOLVED WITH THAT AND I WANT TO RECOGNIZE ALL THE PEOPLE WHO HAVE PARTICIPATED AND IT WAS WONDERFUL WHEN WE WERE AT THE PARADES WITH EVERYBODY COMING OUT AND HAVING A GREAT TIME.

SO WE NEED TO HAVE GREAT TIMES, EVEN IN DIFFICULT TIMES.

AND THESE ARE VERY DIFFICULT TIMES FOR MANY PEOPLE.

AND PEOPLE AREN'T JUST NUMBERS. THEY'RE PEOPLE.

AND EVERYBODY HAS DIFFERENT SITUATIONS THAT THEY'RE IN AND I THINK IT'S VERY IMPORTNT THAT WHEN WE LOOK AT NUMBERS AND WE TALK ABOUT NUMBERS AND ALL OF THE THINGS THAT ARE GOING ON, WE'RE REALLY TALKING ABOUT PEOPLE AND THEIR LIVES AND WHAT THEY'RE GOING THROUGH AT SOME VERY, VERY DIFFICULT TIMES.

SO ON A POSITIVE NOTE, CONGRATULATIONS, AGAIN, TO ALL THE GRADUATES. I HOPE EVERYBODY IS WELL.

AND THAT'S WHAT I'VE GOT. THANK YOU ALL.

>> THANK YOU, COMMISSIONER, KAGAN.

NEXT, COMMISSIONER WALKER. >> YES, THANK YOU MAYOR.

VERY NICE COMMENTS, COMMISSIONER KAGAN.

IT STARTS WITH US AS PARENTS, TEACHERS, COACHES, AND LEADERS TO NOT ONLY TELL OUR CHILDREN, BUT TO SHOW THEM WITH OUR BAIRVBEHAVIORS AND ACTIONS THATS PEOPLE'S HEARTS THAT MATTER.

NOT THE COLOR OF THEIR SKIN, RELIGIOUS BELIEFS OR SEXUAL ORIENTATION. EVERYBODY DESERVES A CHANCE TO SHOW YOU WHAT KIND OF A PERSON THEY ARE.

IF YOU PAINT THEM IN A CERTAIN LIGHT THAT CAN NEVER HAPPEN.

IT WAS DIFFICULT TO WATCH THE GEORGE FLOYD VEHICLE.

TOO OFTEN PEOPLE ARE NOT HELD ACCOUNTABLE, OR TO THE E EXTENT THEIR ACTIONS DEMAND. IT WAS GOOD TO HEAR NOW THAT ALL FOUR OFFICERS WERE CHARGED, SO HOPEFULLY JUSTICE WILL PREVAIL.

MANY PEOPLE DON'T SAY SOMETHING BECAUSE THOSE IN LEADERSHIP ROLES, FAR TOO MANY TIMES DO NOT ACT ON THOSE ISSUES.

WHETHER THEY ARE INTIMIDATED OR THEY DON'T FEEL THAT THEY HAVE THE AUTHORITY, IT'S THE RESPONSIBILITY OF LEADERSHIP TATOMAKE SURE THEY'RE CALLING OT AND PUNISHING WRONGS AND MAKING SURE THEY'RE SETTING THE RIGHT EXAMPLE.

I WANTED TO TALK A LITTLE BIT ABOUT SOME OF THE SERVICES.

BROWARD COUNTY HAS MADE SOME GOOD MOVES.

THEY ALLOWED GYMS TO OPEN, THEY ALLOWED THE COMMUNITY CENTERS TO OPEN. DANCE CLASSES AND SUCH.

SO THINGS ARE GETTING A LITTLE BIT MORE BACK TO NORMAL.

BUT WE NEED TO ALLOW OUR CHILDREN BACK ONTO SPORTS FIELDS. I'M CONCERNED OF THE MENTAL IMPACT THIS ISOLATION IS HAVING ON OUR CHILDREN.

THESE ARE CRUCIAL TIMES FOR OUR CHILDREN TO LEARN HOW TO INTERACT WITH OTHER CHILDREN AND ADULTS.

SO FOR ME, IT'S MORE THAN JUST PLAYING THE GAME.

IT'S THE SOCIAL INTERACTION THAT I THINK OUR CHILDREN ARE MISSING. THAT'S EXTREMELY IMPORTANT FOR THEIR GROWTH. I ALSO, AS COMMISSIONER KAGAN SAID, I WANTED TO CONGRATULATE ALL DNSD GRADUATES AND ALL THOSE MOVING UP, WHETHER YOU MOVED UP FROM PRE-K TO KINDERGARTEN, FROM

[00:05:05]

MIDDLE SCHOOL TO HIGH SCHOOL, GRADUATED COLLEGE, CONGRATULATIONS TO YOU ALL. I'M LOOKING FORWARD TO SATURDAY'S PARADE. THAT SHOULD BE A LOT OF FUN TO SEE THE MFD GRADUATES. I WANT TO CONCUR WITH COMMISSIONER KAGAN, THE DRIVE IN MOVIE THEATER WAS A LOT OF FUN.

I THINK EVERYBODY ENJOYED THE OPPORTUNITY TO GET OUT.

STILL SOCIAL DISTANCE, STAY IN THEIR CARS.

THEY GOT TO EAT SOME NICE POPCORN, IT WAS A GOOD MOVIE.

IT WAS ONE I HADN'T SEEN. SOME OF MY KIDS DID SEE THE MOVIE PREVIOUSLY BUT IT WAS ONE I DID NOT GET TO SEE.

I WANTED TO MENTION ABOUT THE SPACE X LAUNCH, THAT WAS VERY EXCITING TO SEE. IT WAS GREAT TO SEE THEM DOCKING AT THE SPACE STATION. IT WAS AN AMAZING ACCOMPLISHMENT FOR AMERICA. THAT'S ALL I HAVE.

>> THANK YOU, COMMISSIONER WALKER.

COMMISSIONER CUTLER. >> THANK YOU, MAYOR.

I LIKE MY FELLOW COMMISSIONERS WOULD LIKE TO EXTEND MY CONGRATULATIONS FOR ALL THE THINGS THAT BOTH RICH AND STACY HAVE TALKED ABOUT. I WOULD LIKE TO DELVE A LITTLE BIT DEEPER INTO THE GEORGE FLOYD SITUATION.

YOU KNOW, WE'RE GOING THROUGH A DIFFICULT TIME WITH THE PANDEMIC, BUT THIS NEW CHAPTER IN OUR STATE OF SOCIETY HAS GIVEN ME SOME THOUGHT. FIRST OF ALL, I WOULD LIKE TO EXTEND MY CONDOLENCES TO THE FAMILY OF GEORGE FLOYD.

YOU KNOW, THE GENTLEMAN THAT WAS KILLED IN MINNEAPOLIS AFTER AN OFFICER KNELT ON HIS NECK, THESE OFFICERS' ACTIONS ARE NOT CONSISTENT WITH THE TRAINING AND PROTOCOL OF THE POLICE PREFESSPROFESSION. I COMMEND THE MINNEAPOLIS POLICE CHIEF FOR HIS ACTIONS IN LEADERSHIP AND IMMEDIATELY TERMINATING THE OFFICERS INVOLVED AND EF EFFECTUATING THE ARREST OF THE OFFICER WHO WAS ON MR. FLOYD'S NECK AND THE OTHER OFFICERS THAT WERE COMPLICIT. FOR FIVE MINUTES WE WATCH A WHITE OFFICER PRESS HIS KNEE INTO A BLACK MAN'S NECK.

WHEN YOU HEAR SOMEONE CALLING FOR HELP, YOU'RE SUPPOSED TO HELP. THIS OFFICER FAILED IN THE MOST BASIC AND HUMAN SENSE. THIS INCIDENT DID NOT HAPPEN LOCALLY, IT CAN DAMAGE THE RELATIONSHIPS BETWEEN LAW ENFORCEMENT AND COMMUNITIES ACROSS THE COUNTRY.

IN FACT, BY SUNDAY, MAY 21ST, 31ST TTHERE WERE RIOTS IN THE S AND 44 CITIES AND/OR COUNTIES HAD IMPOSED CURFEWS, INCLUDING OUR OWN BROWARD COUNTY. MY FEELINGS ON THIS ARE THAT WE MUST HOLD OURSELVES TO A HIGHER STANDARD.

AND WHEN THOSE STANDARDS ARE NOT UPHELD, LEADERS MUST UNITE AND SUPPORT CORRECTIVE MEASURES. THIS IS NOT AN ISOLATED INCIDENT. IT'S ONE OF MANY INJUSTICES THAT HAVE OCCURRED ACROSS OUR COUNTRY THROUGHOUT OUR AMERICAN HISTORY.

I DO NOT CONDONE THE MURDEROUS ACTS OF THESE OFFICERS AND OTHERS THAT HAVE OCCURRED IN THE PAST.

NOR DO I THINK WE SHOULD TOLERATE SOCIAL INJUSTICE, INEQUALITY OR INDIFFERENCE OF ANYONE BASED UPON THEIR RACE, CREED, COLOR, NATIONALLALITY, ND FAITH.

I FIRMLY AGREE WITH OUR AMERICAN RIGHT TO FREE SPEECH AND ASSEMBLY. AMERICANS OF ALL COLORS HAVE FOUGHT AND DIED FOR THOSE RIGHTS.

PETER MEYERS IN HIS ARTICLE, THE LIMITS AND DANGERS OF SOCIAL DISOBEDIENCE, THE CASE OF MARTIN LUTHER KING JR. RIGHTS, AT THE HEART OF THE AMERICAN CHARACTERISTIC IS A PARADOX.

IT HAS A LONG TRADITION OF CIVIL DISOBEDIENCE.

MARTIN LUTHER KING JR., THE MOST RENOWNED ADVOCATE OF CIVIL DISOBEDIENCE ARGUED THAT CIVIL DISOBEDIENCE IS NOT LAWLESSNESS, BUT INSTEAD IS A HIGHER FORM OF LAWFULNESS.

DESIGNED TO BRING POSITIVE OR MANMADE LAW INTO CONFORMITY WITH HIGHER LAW, NATURAL OR DIVINE LAW.

HE GOES ON TO STATE THAT BROADLY DEFINED CIVIL DISOBEDIENCE DENOTES A PUBLIC NONVIOLENT AND CONSCIENTIOUS BREACH OF LAW, UNDERTAKEN WITH THE AIM OF BRINGING ABOUT A CHANGE IN THE LAWS OR GOVERNMENT POLICIES. I REPEAT A PUBLIC NONVIOLENT AND BREACH OF LAW UNDERTAKEN WITH THE AIM OF BRINGING ABOUT A CHANGE. CIVIL DISOBEDIENCE IS NOT THE EQUIVALENT OF LOOTING AND DESCRETIDESECRATION OF PROPERTY.

IT IS NOT CRIMES LIKE ASSAULT, BATTERY AND ARSON.

[00:10:03]

CIVIL DIS OBEDIENCE IS NOT AN OPPORTUNITY TO BREAK INTO SOMEONE'S LIVE LEHOOD. LIVELIHOOD.SOMEONE WHO IS STRUGO DURINGTHE PANDEMIC. SEVERAL CITIZENS HAVE REACHED OUT TO ME AND TO MY FELLOW COMICOMMISSIONERS ABOUT THE SECY OF OUR COMMUNITY. SEVERAL SOCIAL MEDIA POSTS BY MEMBERS OF OUR COMMUNITY HAVE EXPRESSED DISGUST AND DISDAIN AT MEMBERS OF THE PARKLAND COMMISSION FOR ALLOWING CITIZENS TO SME ASSEMBLE AROUND OUR COMMY TO EXPRESS THEIR FEELINGS ABOUT THE STATE OF JUSTICE IN OUR SOCIETY.

I ASSURE YOU THAT YOUR PARKLAND COMMISSIONERS AND CITY MANAGEMENT HAVE WORKED TIRELESSLY WITH LAW ENFORCEMENT TO SECURE OUR CITY AND ARE ALL ON ALERT FOR ANY POTENTIAL THREATS TO THE SAME. WE HAVE NOW HAD TWO DEMONSTRATIONS IN OUR ADJOURNING CITY CORAL SPRINGS.

TWO PEACEFUL, WELL-INTENTIONED ASSEMBLIES OF PEOPLE EXPRESSING THEIR DESIRES FOR CHANGE. I WAS BORN WHITE.

I AGREE THAT I CAN NEVER FULLY UNDERSTAND WHAT OUR BLACK AND BROWN FRIENDS AND NEIGHBORS HAVE AND CONTINUE TO GO THROUGH ON A DAILY BASIS. BUT THAT DOES NOT MEAN THAT I CANNOT OR WILL NOT FIGHT FOR WHAT IS RIGHT.

YES, I WAS BORN WHITE. I WAS ALSO BORN JEWISH.

AND THE HISTORY OF THE JEWISH PEOPLE, NOTWITHSTANDING THE COLOR OF THEIR SKIN IS ALSO FRAUGHT WITH THE CONTINUING NEED TO FIGHT FOR EQUALITY AND ACCEPTANCE.

WHILE I DO SUPPORT THE NEED AND DESIRE TO PROTEST AND SPEAK OUT AGAINST INJUSTICES THAT WE'VE RECENTLY SEEN, I REITERATE THAT IF WE DESIRE TO LIVE IN A LAWFUL AND PEACE LOVING SOCIETY, WE MUST DETERMINE TO CONDUCT OURSELVES IN THAT FASHION.

MY FRIENDS AND NEIGHBORS, WE ARE HAVE ALREADY BEEN THROUGH SO MUCH TOGETHER. LET US AGAIN LEAD THE WAY LIKE SO MANY BRAVE FAMILIES AND CHILDREN HAVE DONE IN OUR COMMUNITIES. LET US BE THE CITY THAT CONTINUES TO CONDUCT ITSELF AS AN EXAMPLE TO THE WORLD BY EMBRACING EACH OTHER AS PART OF THE HUMAN EXPERIENCE.

WE KNOW FIRST-HAND THE DESTRUCTIVENESS OF VIOLENCE AND HATE. IT HAS VISITED ITSELF UPON US AND IT IS INDISCRIMINATE. IT'S ABHORRENT AND DESTRUCTIVE AND SHOULD BE SHUNNED BY US ALL. BE KIND TO EACH OTHER.

RESPECT EACH OTHER. EMBRACE OUR DIFFERENCES.

DO NOT DIVIDE US. I CALL UPON OUR LEADERS, THE LEADERS OF GOVERNMENT, OF RELIGION, OF OUR GROUPS AND CLUBS AND ALL PEOPLE OF GOOD HEART TO OPEN A DIALOGUE FOR CHANGE BY SUPPORTING THE IDEAS OF JUSTICE WITHOUT THE INCITEMENTS TO VIOLENCE AND DESTRUCTION.

LET US EFFECTUATE A CHANGE, BUT LET US DO IT THROUGH HONEST AND OPEN NONVIOLENT DIALOGUE. IN THE COMING DAY AND WEEKS AHEAD, LET US DEMONSTRATE OUR SOLIDARITY TO THE IDEA THAT WE ARE ALL HUMAN BEINGS. THANK YOU, MAYOR.

THAT'S ALL I HAVE. >> VERY WELL SAID, COMMISSIONER CUTLER. VICE MAYOR MAYERSOHN?

>> THANK YOU, MAYOR. I, TOO, AM GOING TO ECHO THE SAME SENTIMENTS AS MY FELLOW COLLEAGUES REGARDING GEORGE FLOYD. MY HEART GOES OUT TO HIS FAMILY AND FRIENDS, THE COMMUNITY. IT'S TRAGIC.

TO THAT EXTENT, NANCY, I'D LIKE TO HAVE THE CITY EXPLORE, WHETHER IT'S YOU OR JACKIE, TO HAVE SOME IMPLICIT BIAS OR RACIAL EQUITY TRAINING THE UNITED WAY OR CSC PROVIDES THAT.

I THINK IT WOULD BE GREAT OPPORTUNITY FOR OUR STAFF TO GO THROUGH THAT TRAINING TO GET A BETTER UNDERSTANDING OF RACIAL EQUITY ISSUES. SO IF YOU CAN JUST LET US KNOW IF THAT'S A POSSIBILITY, I'D GREATLY APPRECIATE IT.

THE OTHER TRAGIC INCIDENT THAT I JUST WANT TO BRING UP AS WELL WAS DOWN IN MIAMI WHERE A 9-YEAR-OLD BOY ON THE AUTISM SPECTRUM, WAS NONVERBAL, HIS MOTHER MADE ONE ATTEMPT TO DROWN HIM, WASN'T SUCCESSFUL AND THEN CONTINUED TO MAKE A SECOND ATTEMPT THAT WAS SUCCESSFUL. THIS JUST KIND OF BRINGS OUT TO ME SOME OF THE THINGS THAT ARE GOING ON IN OUR COMMUNITY.

SOME OF THE THINGS THAT WE MAY NOT SEE IN HOMES THAT ARE OUT THERE. I WANT ALL OF US TO BE AWARE AS COMMUNITY MEMBERS TO BE ALERT AND REMEMBER WE CAN ALWAYS REACH OUT TO -- WHETHER IT'S LAW ENFORCEMENT OR 211 OR WHOEVER IT MAY BE TO GET THE RESOURCES AND HELP THAT YOU NEED.

I ALSO WANT TO CONGRATULATE SOME SILVER KNIGHT AWARD WINNERS.

STONEMAN DOUGLAS HAD TWO WINNERS AND ONE HONORABLE MENTION.

IT'S COMBINATION OF "MIAMI HERALD" AND UNITED AIRLINES, PROBABLY ONE OF THE MOST PRESTIGIOUS AWARDS FOR SENIORS.

[00:15:04]

SO ANDREA PENA WON IN THE ARTS CATEGORY.

SARAH KAUFMAN WON IN THE SPEECH CATEGORY.

AND AN HONORABLE MENTION TO JOSH RUROJOSHUA ROSENTHAL WON IN ATHLETICS. I WANT TO BRING OUT CONGRATULATIONS TO ALL OUR SENIORS.

OBVIOUSLY THOSE TRANSITIONING, WHETHER IT'S FROM FIRST TO SECOND GRADE OR ELEMENTARY TO MIDDLE SCHOOL, CONGRATULATIONS TO ALL OF THEM. ALSO, THANKS TO OUR TEACHERS AND STAFF FOR NAVIGATING THE LAST TWO MONTHS UNDER EXTREME CIRCUMSTANCES AND BEING PROFESSIONAL AND BEING ABLE TO TEACH OUR STUDENTS AND HAVE THEM LEARN.

I DON'T KNOW WHERE WE'RE GOING TO BE NEXT YEAR.

BUT THAT WILL BE AN INTERESTING DETERMINATION.

ALSO WANT TO BRING UP THAT ONE OF MY FAVORITE THINGS IS OBVIOUSLY TO READ. I READ TO A DUAL LANGUAGE CLASS AT RIVER GLADES. WHEN I WENT INTO CITY HALL LAST WEEK, I MET TWO STUDENTS WHO GAVE NEE ME THANK YOU NOTES.

I WANT TO THANK THE STUDENTS FOR THOSE NOTES.

I DON'T WANT TO NAME THEM PUBLICLY BUT THEY PROBABLY KNOW WHO THEY ARE. ON THAT READING NOTE, THE THING I THINK WE ALL LIKE TO READ IS READ FOR THE RECORD.

IF WE CAN ALL MARK IT ON OUR CALENDARS, IT'S OCTOBER 29.

WHICH IS 2020. THE BOOK IS CALLED EVELYN DELL DEL REY IS MOVING AWAY. A COUPLE OF OTHER THINGS, NANCY, JUST SOME FOLLOW UP IF YOU CAN. THE MAYOR BROUGHT FORWARD AN INITIATIVE OF AN AUTISM FRIENDLY CITY.

AND YOU CAN JUST UPDATE US AT OUR NEXT MEETING OF WHERE WE ARE ON THAT. WE TBR GREATLY APPRECIATE IT.

ALSO, I WAS TALKING WITH CSE THIS WEEK, AND IT'S MY UNDERSTANDING THAT WE ARE IN THE POSSIBILITY OF RECEIVING ABOUT $195,000 FROM A GRANT THAT I KNOW CSE WAS VERY HEAVILY INVOLVED IN IN PURSUING TO REIMBURSE US FOR SOME OF THE EXPENSES WE HAD AFTER FEBRUARY 14TH.

SO IF WE CAN JUST GET AN UPDATE FROM CSE WHERE THEY ARE ON THAT, I THINK DARRYL PROBABLY HAS INFORMATION IF WE CAN GET THAT AT OUR NEXT MEETING THAT WOULD BE APPRECIATIVE.

FINALLY, IN TALKING TO SOME OF OUR PINE TREE ESTATES RESIDENTS, THEY ARE LOOKING FOR THE POSSIBILITY OF HAVING BOTH PICKUP ON A WEEKLY BASIS, SO I'D LIKE TO SEE IF WE CAN EXPLORE WHAT OUR OPTIONS ARE WITH WASTE MANAGEMENT ON THAT.

THOSE ARE MY COMMENTS, AND THANK YOU.

>> THANK YOU VICE MAYOR, MAYERSOHN.

IT'S NICE TO SEE EVERYBODY TONIGHT.

NANCY, I JUST WANT TO CHECK WITH YOU.

WILL THIS BE OUR LAST VIRTUAL MEETING?

>> YES. >> YEAH, SO NANCY SAID THIS WILL BE OUR LAST VIRTUAL MEETING. OUR MEETING THAT'S SCHEDULED, I BELIEVE IT'S JUNE 17TH WILL BE OUR NEXT MEETING.

AND THAT WILL BE AN IN-PERSON SOCIALLY DISTANT MEETING.

I JUST WANT TO LET EVERYBODY KNOW THAT.

ENJOY OUR LAST VIRTUAL MEETING. IT'S BEEN STRANGE TO SAY THE LEAST. SO THE LAST -- TO SAY THE LAST TWO AND A HALF MONTHS HAVE BEEN STRESSFUL I THINK WOULD BE THE COMPLETE UNDERSTATEMENT. WHETHER IT'S BEEN BUSINESSES, WHETHER IT'S BEEN AT HOME. THERE'S A NEW NEW N NORMAL WE FD OURSELVES IN HAS BEEN STRESSFUL ON MANY.

PARENTS, STUDENTS, AND TEACHERS HAD TO TRANSITION TO ONLINE SCHOOLING. SCHOOLINSCHOOLING.

NOW WITH THE END OF THE SCHOOL YEAR UPON US, WE NO LONGER HAVE THE IN-PERSON CEREMONIES WE LOOK FORWARD TO EVERY YEAR.

WE DON'T HAVE THE OPPORTUNITY TO SHAKE HANDS WITH ALL THE FIFTH GRADERS AT ALL THREE ELEMENTARY SCHOOLS AS THEY CROSS THE STAGE.

THERE'S NO CHEERING AND NO SPEAKING AT THE AWARDS CEREMONY.

THERE'S BEEN NO PROMS AND NO END OF YEAR FUN CELEBRATIONS THAT THE KIDS HAVE ALWAYS LOOKED FORWARD TO AS THEY MOVE ON TO THEIR NEXT ADVENTURE. AND IT'S UNDERSTANDABLY DISAPPOINTING AND SAD FOR EVERYBODY WHO LOOKS FORWARD TO THESE MILESTONES. AND IT'S UNFORTUNATE THIS IS WHERE WE ARE. BUT I JUST WANT TO LET ALL OUR GRADUATES KNOW THAT EVEN THOUGH THINGS ARE JUST DIFFERENT THIS

[00:20:01]

YEAR AND WE CANNOT BE PHYSICALLY THERE TO CONGRATULATE YOU, THAT THIS ENTIRE COMMISSION, OUR WHOLE CITY AND OUR COMMUNITY ARE INCREDIBLY PROUD OF YOU. OVER THE YEARS, WE HAVE SEEN YOU AT CAREER DAYS. WE HAVE READ TO YOU IN SCHOOLS AS VICE M MAYOR MAYERSOHN MENTIONED.

WE GREETED YOU AT CITY HALL FOR GOVERNMENT DAY AND TAUGHT YOU ABOUT LOCAL GOVERNMENT. WE CELEBRATED YOUR ACHIEVEMENTS AT COMMISSION MEETINGS. BOY DO WE MISS THOSE, HAVING OUR CHAMBERS PACKED WITH ALL THE AWARDS FOR ALL THE WONDERFUL THINGS THE STUDENTS ARE DOINGEN OUR COMMUNITY.

WE'VE SEEN YOU VOLUNTEERING THROUGHOUT THE COMMUNITY AT DIFFERENT DRIVES AND HELPING OUT AND MAKING THE CITY A BETTER PLACE. AND WE'RE PROUD OF YOU FOR MAKING IT TO GRADUATION AND WE WISH YOU ALL THE BEST IN WHATEVER YOU'RE DOING NEXT. NO MATTER YOUR GRADUATING FROM ELEMENTARY TO MIDDLE SCHOOL, MIDDLE SCHOOL, HIGH SCHOOL, HIGH SCHOOL TO COLLEGE OR COLLEGE TO THE REAL WORLD.

TO OUR MSD GRADUATES, SPECIFICALLY, YOU WERE SUPPOSED TO HAVE YOUR GRADUATION AT THE BB&T CENTER LAST SUNDAY.

AND, UNFORTUNATELY, DUE TO THE COVID RESTRICTIONS, THAT DIDN'T TAKE PLACE. I KNOW HOW DISAPPOINTING THAT IS FOR YOU AND YOUR LOVED ONES. YOU'VE BEEN THROUGH SO MUCH.

YOU HAVE WEATHERED MORE STORMS AND CRISES THAN YOU SHOULD HAVE HAD TO WEATHER AT YOUR AGE. AND TO SAY THAT WE'RE PROUD OF YOU IS AN ABSOLUTE UNDERSTATEMENT.

YOU HAVE SHOWN FORTITUDE, YOU HAVE SHOWN LEADERSHIP, AND YOU MORE IMPORTANTLY HAVE SHOWN COMPASSION.

YOU MADE YOUR MARK AT MSD. AND YOU WILL BE GRADUATING.

SO WHATEVER THE NEXT STEPS IN YOUR JOURNEY ARE, WE WANT YOU TO KNOW YOU ARE LOVED AND YOU ARE APPRECIATED AND WE ARE INCREDIBLY PROUD OF YOU AND WE WISH YOU ALL THE BEST.

WHILE WE STILL HOPE A NORMAL GRADUATION WILL TAKE PLACE -- AS YOU MIGHT KNOW BROWARD COUNTY PUBLIC SCHOOLS HAS RENTED FACILITIES FOR LATER IN THE SUMMER IN CASE WE WILL BE ABLE TO DO THAT. WE LOOK FORWARD TO CELEBRATING YOU THIS SATURDAY WITH A CAR PARADE.

I WOULD LIKE TO THANK MS. CEFORD WHO IS YOUR BIGGEST FAN EVER. I'D LIKE TO THANK OUR CITY STAFF WHO REALLY WORKED HARD TO MAKE THIS A MEMORABLE EVENT.

I'D LIKE TO THANK THE COMMUNITY. IT HAS BEEN HEART-WARMING TO SEE HOW PEOPLE HAVE STEPPED UP TO MAKE THIS END OF YEAR SPECIAL FOR ALL THE SENIORS. THEY'VE DONE PARADES IN DIFFERENT COMMUNITIES. PEOPLE HAVE ADOPTED SENIORS AND SHOWERED THEM WITH GIFTS JUST TO LET THEM KNOW THEY'RE APPRECIATED AND HAVEN'T BEEN FORGOTTEN ABOUT.

TO ALL THOSE VOLUNTEERS, I WANT TO SAY THANK YOU BECAUSE THAT'S THE PART OF OUR COMMUNITY THAT MAKES THIS SUCH A SPECIAL PLACE TO LIVE. THANK YOU FOR THAT.

ON SADDER NOTE, I WANTED TO TALK ABOUT THE GEORGE FLOYD CASE.

MY HEART GOES OUT TO HIS FAMILY. THAT VIDEO, FOR ANYBODY WHO SAW IT -- I ACTUALLY DIDN'T LOOK AT IT RIGHT AWAY.

I HAD TO WAIT A DAY OR TWO. IT WAS HEART BREAKING.

WHEN I SEE A VIDEO LIKE THAT, I ALWAYS THINK OF HOW I WOULD FEEL IF THAT WERE MY FAMILY MEMBER. I WOULD BE FURIOUS, EIGHT MINUTES AND 36 SECONDS WATCHING THAT.

IN THIS CASE, I THINK EVEN FURTHER ABOUT HOW I WOULD FEEL IF I WAS FOLLOWED EVERY TIME -- OR WHEN I WENT SHOPPING BECAUSE I LOOKED LIKE A SUSPICIOUS PERSON.

OR IF PEOPLE CHASE ME WHILE I WAS JOGGING WITH MY CHILD IN THE STROLLER. AND SOMEBODY CALLED THE POLICE ON ME BECAUSE THEY SAW ME JOGGING WITH MY CHILD IN THE STROLLER AND DIDN'T THINK I LOOKED LIKE I BELONG.

THAT'S SOMETHING THAT HAS HAPPENED IN OUR CITY.

OR IF PEOPLE THOUGHT, YOU KNOW, IF I'M JOGGING THAT THEY HAVE A RIGHT TO TALK TO ME AND ASK ME WHAT I THINK I'M DOING THERE.

IMAGINE TRYING TO IMAGINE IF I HAD HAD THOSE EXPERIENCES IN MY LIFE AND THEN HOW WOULD I FEEL HAVING WATCHED THAT VIDEO.

EVEN THOUGH WE ARE ONE COUNTRY, EVERYBODY HAS VERY DIFFERENT EXPERIENCES IN THIS ONE UNITED COUNTRY.

AND SO IT'S VERY IMPORTANT THAT WE'RE PART OF THE SOLUTION.N MEANS LISTENING TO OTHERS AND THEIR EXPERIENCES WITH AN OPEN HEART. NOT READY WITH AN ANSWER AND NOT READY TO TELL THEM WHY IT'S NOT REALLY THE WAY THEY THINK IT IS.

[00:25:03]

BUT TO ACTUALLY LISTEN TO THOSE EXPERIENCES AND TRY AND UNDERSTAND THAT. WE HAVE MANY FRIENDS.

I HAVE FRIENDS AND NEIGHBORS IN THIS COMMUNITY WHO NEED TO HEAR FROM US AS LEADERS IN THIS COMMUNITY AND ALSO AS THEIR FRIENDS AND NEIGHBORS. THEY NEED TO KNOW THAT WE KNOW THAT WHAT THE GEORGE FLOYD VIDEO AND WHAT THE POLICE OFFICER DID TO HIM, HOW THAT AFFECTED THEM. AND THEY NEED TO HEAR THAT FROM US. AND THEY NEED TO KNOW THAT WE LOVED THEM AND THAT WE SEE THEM AND THAT WE ACKNOWLEDGE WHAT THEY'RE GOING THROUGH. IN THAT VEIN, I WOULD LIKE TO ASK THIS COMMISSION IF YOU WOULD SUPPORT THE CITY DOING A PHYSICALLY DISTANT COMMUNITY-WIDE EVENT WHERE WE ASK RESIDENTS TOMORROW NIGHT TO GO OUTSIDE THEIR HOME AT 8:00 P.M. AND THEY CAN GO OUT WITH A CANDLE, A FLASHLIGHT OR A SIGN. WHATEVER MOVES THEM.

AND IF THEY WOULD GO OUTSIDE THEIR HOME FOR EIGHT MINUTES AND 36 SECONDS AT 8:00 TOMORROW NIGHT AND MAYBE THINK ABOUT WHAT IT WOULD FEEL LIKE TO NOT BE ABLE TO BREATHE.

I FEEL THIS IS A PEACEFUL AND A COVID SAFE WAY TO SHOW SOLIDARITY WITH EVERYONE IN OUR COMMUNITY, AND ALSO TO SHINE A LINE ON RACIAL INJUSTICE. AND PEOPLE WOULD BE ABLE TO POST A PICTURE ON SOCIAL MEDIA WITH THE HASHTAG, I DON'T KNOW, SOMETHING LIKE ONE PARKLAND. SO OUR NEIGHBORS AND OUR FRIENDS IN OUR COMMUNITY KNOW THAT WE SEE THEM AND THAT WE STAND WITH THEM. SO WOULD THE MEMBERS OF THE COMMISSION BE OKAY WITH THE CITY DOING SOMETHING LIKE THAT?

>> ABSOLUTELY. >> YEP.

>> COMMISSIONER KAGAN? >> YES.

>> COULD TODD SHARE THAT ALSO ON FACEBOOK?

>> YES. >> COMMISSIONER CUTLER?

>> BEAUTIFUL, BRIGHT IDEA. >> COMMISSIONER WALKER?

>> YES. >> VICE MAYOR MAYERSOHN?

>> YES. >> OKAY, NANCY, CAN TODD GET ON THAT? THAT WOULD BE GREAT.

THAT WOULD BE GREAT. I JUST THINK IT'S VERY IMPORTANT IN TIMES LIKE THIS THAT PEOPLE KNOW THAT OUR FRIENDS KNOW THAT WE STAND WITH THEM, OUR NEIGHBORS KNOW WE STAND WITH THEM. ON A SEPARATE NOTE, I AGREE WITH WHAT EVERYBODY BEFORE ME SAID ABOUT THE DRIVE IN.

THAT WAS ABSOLUTELY AMAZING. MAYBE WE COULD DO IT EVERY TWO WEEKS. BECAUSE I THINK A LOT OF PEOPLE ARE GOING TO BE HOME THIS SUMMER IN THE CITY.

IT WOULD GREAT TO HAVE SOME PHYSICALLY DISTANT EVENT OFFERINGS FOR THEM WHEREVER WE CAN.

AS EVERYBODY I'M SURE KNOWS NOW, BROWARD COUNTY LIFTED THEIR CURFEW TODAY. UNFORTUNATELY MANY OF US FOUND OUT ABOUT IT IN THE SUNDAY SUN SENTINEL.

I HAVE BEEN TOLD NUMEROUS TIMES THAT THE COUNTY IS ADDRESSING IN AN EMERGENCY ORDER THIS WEEK THE SUPPORTS LEAGUES,T, THE BATTING CAGES AND SUMMER CAMPS. I'VE BEEN TOLD THEY'RE WORKING ON THAT FOR THIS WEEK, BUT I HAVE NOT SEEN ANYTHING.

AND AS SOON AS I DO SEE ANYTHING, I WILL BE SHARING THAT INFORMATION. I JUST WANT EVERYBODY TO KNOW.

SAPTNEXT ON THE AGENDA IS THE APPROVAL OF THE AGENDA.

[Item 6]

>> MOTION TO APPROVE. >> WHO SAID THAT?

SORRY. >> VICE MAYOR MAYERSOHN AND A SECOND FROM COMMISSIONER KAGAN, SIGNIFY BY SAYING AYE.

ANYONE OPPOSED? PLEASE SHOW IT PASSES

[Item 7]

UNANIMOUSLY. NEXT IS THE CONSENT AGENDA ITEM 7A. IT'S A RESOLUTION NUMBER 202-0025 INTERLOCAL AGREEMENT RELATED TO THE COVID-19 ENFORCEMENT. AND I WILL OPEN TO THE PUBLIC IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON THIS AGENDA ITEM. YOU CAN RAISE YOUR HAND IF YOU CLICK ON PARTICIPANTS AT THE BOTTOM.

GO TO THE RIGHT-HAND SIDE AND THERE'S A RAISE YOUR HAND FUNCTION. ANYBODY FROM THE PUBLIC LIKE TO SPEAK ON CONSENT AGENDA ITEM NUMBER 7A? SEEING NO ONE FROM THE PUBLIC, I AM CLOSING TO THE PUBLIC AND

OPENING TO THE COMMISSION. >> I HAVE A QUESTION ABOUT THE

ITEM. >> COMMISSIONER WALKER.

>> SO IS ENFORCEMENT THE RIGHT THING THAT WE SHOULD -- I MEAN, DOES THIS FOCUS ON HAVING US ENFORCE OR HAVING RESIDENTS ENFORCE THIS TO OUR BUSINESSES? SHOULD WE NOT BE HELPING OUR BUSINESSES AT THIS TIME AS OPPOSED TO SHOWING ENFORCEMENT?

[00:30:05]

WE DON'T HAVE THAT MUCH BUSINESS.

I'VE BEEN TO MANY RESTAURANTS AND STORES, AND EVERYONE SEEMS TO BE IN COMPLIANCE. I'M JUST CONCERNED THAT THIS MIGHT OPEN UP AN OPPORTUNITY FOR RESIDENTS TO BE, YOU KNOW, SAYING OH, I SAW THIS PERSON NOT DOING THIS OR I SEE THIS STORE NOT DOING THAT. SO I'M CONCERNED WITH WHAT KIND OF ENFORCEMENT, YOU KNOW, THIS IS LOOKING FOR.

>> NANCY OR ANDY DO YOU WANT TO ANSWER THAT? ANDY? ANDY HAS BEEN MUTED.

>> I AM UNMUTED? CAN YOU HEAR ME?

>> YES. >> WELL, THE WAY THE AGREEMENT READS IS THAT WE GET PAID A SET AMOUNT, NO MATTER HOW MANY CASES ARE PROSECUTED. BUT IT DOES INDICATE THAT IT'S COMPLAINT BASED AND THAT THE FUNDING FOR -- WE HAVE TO PROVIDE THEM EACH MONTH AN INVOICE INDICATING ALL THE COMPLAINTS AND OUR RESPONSE TO THEM.

AND THE FUNDS WOULD BE WITHHELD IF WE DO NOT FOLLOW UP ON COMPLAINTS. SO TO THAT EXTENT, IT DOESN'T REQUIRE US TO GO OUT AND LOOK FOR THINGS, BUT THERE IS IN ESSENCE THE ABILITY OF THE COUNTY TO SAY YOU HAVE HAD SEVEN COMPLAINTS AND DID NOTHING ABOUT THEM.

WE'RE NOT PAYING YOU THIS MONTH. OR WHATEVER THAT'S WORTH.

I THINK THAT GOES TO SOME OF THE ISSUES YOU MAY HAVE RAISED.

THE INCENTIVE FOR PAYMENT WOULD BE TO FOLLOW UP ON COMPLAINTS

MADE, YES. >> YEAH, I MEAN --

>> SO FAR TO DATE WE'VE RECEIVED VERY MINIMAL COMPLAINTS.

>> WE HAVE NOT -- YEAH. >> YEAH.

FROM AN OPERATING PERSPECTIVE, WE LOOKED AT THIS MORE LIKE A BETTER OPPORTUNITY AND JUST TO GO AHEAD AND RECORD WITHIN THEIR SYSTEM THE COMPLAINTS THAT WE DO ADDRESS.

BSO DOES GO TO COMPLAINTS WHEN THEY'RE CALLED IN.

>> RIGHT, BUT IS THAT TIED -- DO WE NEED X-AMOUNT OF

COMPLAINTS -- >> NO.

NO, WE DO NOT. >> TO ME, I'M JUST A LITTLE CONCERNED WITH, YOU KNOW, WHAT POSITION OUR BUSINESSES ARE IN RIGHT NOW. YOU KNOW, IF THIS OPENS PANDORA'S BOX SO TO SPEAK. YOU KNOW, FOR PEOPLE TO ISSUE MORE COMPLAINTS, YOU KNOW. FOR ME ENFORCEMENT RIGHT NOW IN THE SITUATION THAT OUR BUSINESSES ARE IN, THEY'RE DOING EVERYTHING THAT THEY'VE BEEN ASKED AND WE'VE ALL, EVERYBODY'S GONE TO ALL OF OUR BUSINESSES, YOU KNOW, TO DO THE BEST WE CAN TO PROMOTE THEM. I BELIEVE OUR BUSINESSES ARE DOING A GREAT JOB. THIS FEELS TO ME, YOU KNOW AS A STEP FROM BROWARD COUNTY TO, YOU KNOW, LOOK FOR US TO ENFORCE SOMETHING THAT I'M NOT SURE IS REALLY NECESSARY FOR US.

THAT'S MY FEELINGS ON THIS ONE. >> IF I COULD JUST ADD ONTO THAT. WHAT HAPPENS WITH THE MONEY IF

WE DON'T HAVE ANY ENFORCEMENT? >> THE AGREEMENT IS SILENT.

ONE BASIS FOR NOT PAYING IT IS IF THE COUNTY DETERMINES THAT DURING ANY MONTH BASED UPON THE COMPLAINTS THAT THE CITY RECEIVED THAT IT IS REPEATEDLY FAILING TO ENFORCE ANY PROVISION OF THE RESTRICTIONS OF THE EMERGENCY ORDER.

SO THAT'S THE ONE GROUNDS FOR NONPAYMENT.

>> SO THEIR ONLY GROUND FOR NONPAYMENT IS IF WE WERE TO HAVE A COMPLAINT THAT WE DON'T FOLLOW UP ON?

>> REPEATEDLY ALSO. >> REPEATEDLY.

HOW MANY COMPLAINTS HAVE WE HAD IN THE LAST -- IT'S BEEN NOW TWO AND A HALF MONTHS. AND THE ONLY REASON I BRING THIS UP IS THE RESTRICTIONS ARE BECOMING LOOSER AND LOOSER, SO I WOULD ASSUME THE MOST EXTREME COMPLAINTS WOULD HAVE BEEN EARLY ON WHEN WE HAD THE MOST STRICT RESTRICTION.

DO WE KNOW THE NUMBER OF COMPLAINTS WE'VE HAD SO FAR?

>> I KNOW WE HAVEN'T HAD A PROSECUTION IN COURT ON IT.

NANCY I DON'T -- >> LET ME -- QUESTION IS DO YOU KNOW OVERALL IN THE PAST TWO MONTHS HOW MANY COMPLAINTS WE'VE RECEIVED FROM RESIDENTS ABOUT NONADHERENCE TO THE COVID-19 CDC REQUIREMENT.

>> HE SAID CLOSE TO 10. >> OKAY.

COMMISSIONER KAGAN? >> CLOSE TO TEN IS NOT A LARGE NUMBER. AS COMMISSIONER WALKER SAID, WE HAVE BEEN IN AND OUT OF A LOT OF BUSINESSES THROUGHOUT THE CITY.

[00:35:01]

BECAUSE WE'RE TALKING ABOUT TEN, WHAT IS THE NEGATIVE OF T THIS? IF WE'RE USING AN AVERAGE OF TEN AT THE GREATEST AMOUNT OF TIME WHEN PEOPLE HAVE A CHOICE WHETHER OR NOT THEY WANT TO GO IN OR STAY OUT. IT'S BASED UPON THEM BASED ON THEIR PERSONAL FEELINGS AND NEEDS.

ANDY, IS THERE A NEGATIVE TO PASS THIS BASED ON THE NUMBERS

THAT WERE JUST SHARED WITH US? >> NOT FROM A LEGAL STANDPOINT.

IT'S A POLICY DECISION ON WHETHER YOU THINK THAT THAT -- I DON'T SEE A LARGE DOWNSIDE, I DON'T, NO.

>> THANK YOU. >> IF I COULD JUST ADD ONTO THAT, THERE'S NO ENCOURAGEMENT TO FIND COMPLAINTS? BECAUSE YOU ONLY GET PAID IF YOU DON'T FOLLOW UP ON A COMPLAINT.

YOU DON'T GET PAID MORE IF YOU HAVE MORE COMPLAINTS.

>> BUT IT ENCOURAGES US IF MAYBE IT'S A MINOR COMPLAINT, IT ENCOURAGES US TO FOLLOW THROUGH WHEN MAYBE THE COMPLAINT IS NOT NECESSARILY ONE THAT DESERVES A FINE OR A PENALTY OR WHATEVER.

BUT IT ENCOURAGES US TO FOLLOW THROUGH WITH THAT BECAUSE WE WOULD BE OVERW WITHHELD PAYMENTE DON'T FOLLOW THROUGH, AM I UNDERSTANDING THAT RIGHT, ANDY SNE.

>> BASICALLY IF THE COUNTY REASONABLY DETERMINES DURING ANY MONTH BASED UPON THE COMPLAINTS THE CITY IS REPEATEDLY FAILING TO ENFORCE ANY PROVISION OF THE RESTRICTIONS OF THE EMERGENCY ORDER. SO THAT IS THE BASIS.

IF WE HAVE A FILE THAT SHOWS THE COMPLAINT WAS MERITLESS AND THINGS OF THAT SORT, I DON'T THINK THE COUNTY WOULD FIND US.

THAT'S THE STANDARD RIGHT THERE, ENFORCEMENT.

THAT WOULD BE THEIR BASIS FOR DENIAL AND YOU HAVE TO MAKE THAT

DETERMINATION, YEAH. >> IF I COULD JUST FOLLOW UP WITH THAT, ANDY. ENFORCEMENT MIGHT JUST MEAN GOING OUT AND TALKING TO THEM, IT DOESN'T MEAN --

>> OH, YEAH. IT DOESN'T MEAN --

>> IT HAS NOTHING TO DO WITH FINES OR PROSECUTION?

>> NO. NO.

WE CAN SAY WE WENT OUT AND DID AN ENFORCEMENT ACTION.

WE INFORMED WHOEVER THAT THEY WERE VIOLATING IT.

THEY SAID THEY UNDERSTOOD AND THEY CORRECTED THE VIOLATION AND THAT'S BASICALLY -- YOU'VE -- THAT WOULD BE CONSIDERED A CASE

COMPLETED. >> JUST TO FOLLOW UP ON THAT, I BELIEVE OUR POLICY HAS BEEN TO EDUCATE AND THAT HAS BEEN THE POLICY OF THE BROWARD SHERIFF'S OFFICE.

THE FIRST AND MAYBE EVEN SECOND STEP HAS BEEN EDUCATIONAL, NOT PROSECUTORIAL OR PUNITIVE. IS THAT CORRECT? CAN I JUST GET CLARIFICATION ON THAT?

IS THAT CORRECT? >> THAT'S CORRECT.

>> YEAH. CAPTAIN MULLIGAN HAS CONFIRMED THAT THE FIRST ONE OR TWO IMLACOMPLAINTS --

PLEASE? >> I CAN HEAR BETTER, BUT -- I

DO HAVE ONE -- >> HE'S GOING TO ANSWER THE QUESTION FIRST.

>> IT'S NOT ON. OKAY, YOU'RE.

>> WE'VE GOTTEN A MINIMUM OF TWO CALLS AND CLOSE TO THE AREA OF ABOUT TEN. AND THOSE INVOLVING CALLS MOSTLY FROM NEIGHBORS COMPLAINING ABOUT THAT OR PARTIES, FOOD TRUCKS, THOSE KINDS OF THINGS. WE BE GOT OUT THERE AND THE DEPUTIES HAVE HAVE BEEN INSTRUCO EDUCATE FIRST.

WE HAVE GAINED COMPLIANCE ONCE WE WENT OUT THERE AND HAD THE

CONVERSATIONS. >> DOING THAT WOULD FOLLOW --

THAT WOULD FOLLOW WITH THIS -- >> YEAH.

>> I WOULD SAY YEAH. THAT WOULD BE CONSIDERED ACTIVE ENFORCEMENT, BY VISITING AND TALKING TO THE PERSON.

>> OKAY. OKAY.

>> THE BOTTOM LINE IS, THEY HAVE TO FOLLOW UP ANYWAY.

THERE'S NOT A NEGATIVE WITH THAT.

>> WE HAVE NOT HAD A LOT OF -- WE'VE HAD NO ADVERSARIAL

PROCEEDINGS. >> IF I COULD ADD ONTO THAT.

THE SPREAD HAS BEEN VERY, VERY MINIMAL WITHIN OUR CITY LIMITS.

AND A LOT OF THAT IS DUE TO THE FACT THAT WE ARE -- OUR COMMUNITY HAS BEEN INCREDIBLY RESPONSIBLE.

OUR BUSINESS OWNERS HAVE BEEN INCREDIBLY RESPONSIBLE AND REALLY TAKEN ALL THE SAFETY PROTOCOLS SERIOUSLY.

I SAW COMMISSIONER CUTLER'S HAND UP.

HE NEEDS TO BE UNMUTED. >> THANK YOU, MAYOR.

RICH, THE FUNDAMENTAL BASIS AS I UNDERSTAND IT IS TO CONTINUE THE IDEA OF PROTECTING US AGAINST THE PANDEMIC ASPECTS OF WHAT

[00:40:02]

WE'RE DEALING WITH. IT'S NOT DESIGNED TO DIMINISH BUSINESS COMING BACK, BUT THEY WANT TO DO IT IN A WAY THAT MAKES SURE TO PROTECT ALL OF US AS WE'RE DOING IT IN AN ORDERLY

FASHION. >> I UNDERSTAND THAT.

>> RIGHT. SO, YOU KNOW, THE PROBLEM THAT THEY'RE RUNNING INTO IS WHEN YOU OPEN BEACHES, FOR EXAMPLE, AND THEN EVERYBODY CROWDS IN AND THEY VIOLATE WHAT SHOULD BE A SLOW PROCESS OF COMING BACK TO THE NORMALITY OF THE SITUATION, THIS IS DESIGNED TO INCENTIVIZE US AS A CITY TO CONTINUE TO OPERATE IN A FASHION THAT ALLOWS US FOR US TO HAVE A TIERED PROCESS OF GETTING BACK TO NORMALITY.

AND THAT'S REALLY ALL THAT I SEE THIS DOING.

>> VICE MAYOR MAYERSOHN. >> I HAVE A QUESTION.

WE'RE STILL REQUIRED TO ENFORCE THE EMERGENCY ORDERS? IF BSO HAS A COMPLAINT -- WHEN I SAY ENFORCE, THEY WOULD ADDRESS

THAT COMPLAINT, CORRECT? >> YES, YES.

THIS IS A WAY OF GETTING REIMBURSEMENT FOR IT.

>> RIGHT. REALLY THIS IS JUST A FUNDING MECMECHANISM TO GET REINFORCED R PROVIDING THE SERVICE.

>> THAT'S WHAT IT'S MEANT TO BE. >> THEY HAVE TO DO IT ANYWAY.

SO THEY'RE GOING TO DO IT ANYWAY AS THEY'VE BEEN DOING IT.

AND IT'S BEEN WORKING. EVERYBODY'S POSITIVE AT THE BUSINESSES AND THE CAPTAINS HAVE SHARED WHAT'S BEEN GOING ON.

I DON'T SEE A NEGATIVE. >> IF I COULD JUST ADD ON, THE CONCERN IS THIS IS GOING TO MAKE THE CITY WANT TO BE MORE

PROACTIVE THANT THAN IT HAS BEE. >> THAT WASN'T MY CONCERN, THAT WAS MY QUESTION. I WANTED TO ENSURE IT'S STATUS QUO AND IT'S MORE FOR REIMBURSEMENT.

I JUST WANT TO CLARIFY THAT. THERE WERE NO STIPULATIONS THAT WE NEEDED X, Y, J, IN ORDER TO E REIMBURSED.

>> WE DON'T NEED -- >> NO, WE JUST NEED -- WHAT WE DO ANYWAY, WE NEED TO RESPOND TO COMPLAINTS.

>> YEAH. >> WHEN THERE'S AN ISSUE YOU

EDUCATE. >> YEP.

>> SPECIFICALLY PEGGED IT TO COMPLAINT.

>> GOT IT. OKAY.

>> OKAY. EVERYBODY'S QUESTIONS ANSWERED ON THAT? DO I HAVE A MOTION FROM SOMEONE?

>> MOTION TO APPROVE. >> SECOND.

>> I HAVE A MOTION BY COMMISSIONER KAGAN A SECOND BY COMMISSIONER CUTLER. ROLL CALL, PLEASE.

>> COMMISSIONER CUTLER. >> YES.

>> COMMISSIONER WALKER. >> YES.

>> COMMISSIONER KAGAN. >> YES.

>> VICE MAYOR MAYERSOHN. >> YES.

>> MAYOR HUNSCHOFSKY. >> YES, PLEASE SHOW THAT IT PASSES UNANIMOUSLY. ITEM 8A.

[Item 8]

>> IT'S NUMBER 202-0013, AN ORDINANCE PROVIDING FOR PROCESS FOR EXTENSION OF STATE OF LOCAL EMERGENCY FIRST READING.

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA AND THE CITY CODE SECTION 2-010C TO COMMIT THE CITY COMMITMENT TO EXTEND A STATE OF LOCAL EMERGENCY FOR AN ADDITIONAL 35 DAY PERIOD AND CLARIFYING THE AUTHORITY OF THE CITY COMMISSION TO TERMINATE A DECLARED STATE OF LOCAL EMERGENCY. PROVIDING FOR CONFLICT, SEVERABILITY AND AN EFFECTIVE DATE.

>> MAYOR, WHAT THIS ATTEMPTS TO DO OR SEEKS TO DO IS TO PROVIDE A PERMANENT SOLUTION -- AS YOU RECALL, WHEN THE PANDEMIC FIRST OCCURRED AND WE REALIZED WE HAD TO DO MORE THAN 30 DAYS, WHICH WAS THE MAXIMUM ALLOWED IN OUR CODE, WE PASSED AN EMERGENCY ORDINANCE ALLOWING YOU TO EXTEND IT FURTHER.

BUT THAT EMERGENCY ORDINANCE HAS A 90-DAY LIFESPAN.

IF YOU DON'T ADOPT THOSE PROVISIONS TO A PERMANENT ORDINANCE THROUGH TWO READINGS AND THE TRAPPINGS OF A REGULAR ORDINANCE IT GOES AWAY. WE FEEL WE SHOULD HAVE -- NOT THAT WE WANT TO USE IT, BUT WE SHOULD HAVE THE TOOL IN OUR CODE, WHICH WE DO NOT PRESENTLY HAVE, TO ALLOW THIS COMMISSION TO EXTEND FOR ADDITIONAL PERIODS OF UP TO 35 DAYS FOR EACH ONE.

SO YOU CAN'T JUST GO AND DECLARE IT FOR A YEAR.

BUT YOU CAN DO 35 DAY EXTENSIONS.

THE REASON WE CHOSE 35 IS BECAUSE NOT ALL MEETINGS FIT IN NEAT 30 DAY INCREMENTS. IT GIVESIO S YOU THE FLEXIBILIT.

IT'S A TOOL YOU HAVE IN CASE YOU NEED IT, TO EMPLOY IT.

[00:45:03]

>> OKAY. THANK YOU, ANDY.

AND TO CLARIFY FOR ANYBODY IN THE AUDIENCE, THIS IS NOT EXTENDING ANY STAY AT HOME PROVISIONS OR ANY KIND OF THINGS LIKE THAT. THIS IS JUST THE EMERGENCY DECLARATION WHICH WE DO ALSO DURING HURRICANE SEASON.

JUST TO BE VERY CLEAR. IS ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON THIS AGENDA ITEM? RAISE YOUR HAND AND WE'LL BRING YOU IN TO SPEAK.

SEEING NO ONE FROM THE PUBLIC, I'M CLOSING TO THE PUBLIC AND

OPENING TO THE COMMISSION. >> MOTION TO APPROVE.

>> SECOND. >> I HAVE A MOTION BY COMMISSIONER WALKER A SECOND BY COMMISSIONER KAGAN.

ROLL CALL, PLEASE. >> COMMISSIONER CUTLER.

>> YES. >> COMMISSIONER WALKER.

>> YES. >> COMMISSIONER KAGAN.

>> YES. >> VICE MAYOR MAYERSOHN.

>> YES. >> MAYOR HUNSCHOFSKY.

>> YES, PLEASE SHOW IT PASSES UNANIMOUSLY.

NEXT ON THE AGENDA IS ITEM 8B. >> YES, ORDINANCE NUMBER 20 2021 202-0012. AN ORDINANCE OF THE CITY OF COMMISSION OF PARKLAND, FLORIDA, CREATING SECTION 2-17 VACANCY OF OFFICE OF MAYOR OR CITY COMMISSIONER OF ADMINISTRATION OF THE CITY CODE TO PROVIDE PROCEDURES FOR SPECIAL ELECTIONS RELATED TO QUALIFYING PERIODS. PROVIDING FOR CONFLICTS, SEVERABILITY, INCLUSION IN THE CITY CODE AND AN EFFECTIVE DATE.

>> AS WAS MENTIONED AT OUR LAST COMMISSION MEETING, THIS IS JUST ESTABLISHING SPECIFIC PROCEDURES IN HOW THESE VACANCIES WILL BE FILLED. AND WITH THAT, I WILL OPEN TO THE PUBLIC. IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON THIS AGENDA ITEM, PLEASE RAISE YOUR HAND AND WE'LL UNMUTE YOU SO THAT YOU MAY SPEAK.

ANYBODY FROM THE PUBLIC LIKE TO SPEAK ON THIS AGENDA ITEM? SEEING NO ONE FROM THE PUBLIC I'M CLOSING TO THE PUBLIC AND

OPENING TO THE COMMISSION. >> MOMOTION TO APPROVE.

>> A MOTION BY COMMISSIONER WALKER A SECOND BY COMMISSIONER KAGAN. ROLL CALL, PLEASE.

>> COMMISSIONER CUTLER. >> YES.

>> COMMISSIONER WALKER. >> YES.

>> COMMISSIONER KAGAN. >> YES.

>> VICE MAYOR MAYERSOHN. >> YES.

>> MAYOR HUNSCHOFSKY. >> YES.

PLEASE SHOW THAT IT PASSES UNANIMOUSLY.

ITEM 8D. >> MUNICIPAL SPECIAL ELECTION TO BE HELD TO FILL THE VACANCY IN THE OFFICE OF THE MAYOR.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PLFERR PARKLAND, FLORIDA. THE SPECIAL ELECTION TO OCCUR ON JUNE 22ND, 2020 TO NOON ON FRIDAY JUNE 26TH, 2020.

PROVIDING FOR THE DAY ON WHICH THE ELECTED MAYOR SHALL TAKE OFFICE. PROVIDING FOR NOTICE, PROVIDING FOR AN EFFECTIVE DATE.

>> ANDY, DO YOU WANT TO SPEAK ON THIS ONE?

>> YES. AS A RESULT OF THE RESIGNATION OF OUR MAYOR TO SEEK OFFICE IN THE STATE HOUSE THERE WILL BE A VACANCY WAS CREATED AS OF THE DATE SET FORTH IN HER RESIGNATION LATER. UNFORTUNATELY BASED UPON THE PROCEDURE WE HAVE, WE'LL BE ABLE TO NOT HAVE TO CALL A SPECIAL ELECTION -- WHAT WE ARE CALLING IT A SPECIAL ELECTION BUT WE CAN CALL IT FOR THE DATE THAT THE NOVEMBER ELECTION IS BEING HELD.

TO DO SO WE HAVE TO ADOPT A RESOLUTION.

IT HAS TO BE COORDINATED. OUR CLERK HAS BEEN COORDINATED WITH THE SUPERVISOR OF ELECTIONS.

AND WE NEED TO CALL THE SPECIAL ELECTION AND SET UP A QUALIFYING PERIOD WHICH THIS RESOLUTION DOES.

IT SETS UP THE QUALIFYING PERIOD SET FORTH THEREIN SO THAT WE CAN AVOID THESE -- THE NEED FOR A SEPARATE ELECTION.

THE QUALIFYING INFORMATION BEGINS ON NOON JUNE 22ND AND GOES THROUGH TO NOON JUNE 25TH.

26TH, EXCUSE ME, I'M SORRY. MONDAY THROUGH FRIDAY.

>> JUST TO REITERATE THE TIMING OF THE RESIGNATION LETTER WAS DONE IN SUCH A WAY SO THAT EVEN THOUGH IT'S CALLED A SPECIAL ELECTION, IT WILL BE HAPPENING ON THE GENERAL ELECTION DAY.

>> WE WILL NOT EXPEND ANY ADDITIONAL FUNDS.

>> RIGHT, SO THERE WILL NOT BE ANY ADDITIONAL CITY FUNDS EXPENDED ON THE ELECTION. I JUST WANT TO BE VERY CLEAR WITH THAT. BUT WHAT DOES HAVE TO HAPPEN IS YOU HAVE TO SET UP A SEPARATE QUALIFYING PERIOD.

[00:50:03]

THAT QUALIFYING PERIOD IS MONDAY JUNE 22ND TO FRIDAY JUNE 26TH. THAT IS THE TIME THAT ANYBODY WHO WOULD LIKE TO RUN FOR THE MAYOR'S SEAT WOULD HAVE TO HAVE -- SUBMIT THEIR QUALIFYING DOCUMENTS IN ORDER TO BE LISTED ON THE BALLOT. AND WITH THAT, I'LL OPEN TO THE PUBLIC. IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON THIS AGENDA ITEM, PLEASE RAISE YOUR HAND.

SEEING NO ONE FROM THE PUBLIC, I'M CLOSING TO THE PUBLIC AND

OPENING TO THE COMMISSION. >> MOTION TO APPROVE.

>> SECOND. >> I HAVE A MOTION BY COMMISSIONER KAGAN, A SECOND BY VICE MAYOR MAYERSOHN, ROLL CALL

PLEASE. >> COMMISSIONER CUTLER.

>> WHAT I'D LIKE TO DO IS TO THANK THE MAYOR FOR DOING WHAT SHE DID BEFORE I GIVE MY VOTE. I THINK IT WAS A VERY MAGNANIMOUS G GESTURE ON HER PA. SHE SAVED THE CITY A LOT OF MONEY AND IT'S VERY APPRECIATED, CERTAINLY BY ME.

WITH THAT I'LL VOTE YES. >> COMMISSIONER WALKER.

>> YES. >> COMMISSIONER KAGAN.

>> YES. >> VICE MAYOR MAYERSOHN.

>> YES. >> MAYOR HUNSCHOFSKY?

>> YES. PLEASE SHOW IT PASSES UNANIMOUSLY. ITEM 9, COMMENTS BY THE BROWARD

[Item 9]

SHERIFF'S OFFICE. CAPTAIN MULLIGAN.

>> GOOD EVENING, DISTRICT CONTINUES TO SEE A REDUCTION IN CALLS FOR SERVICE AND ALONG WITH CRIME WE HAD A GOOD MONTH IN MAY. TYPICAL OF THINGS WE USUALLY DO.

WE SAW THREE CAR BURGLARIES, WE WERE VERY SATISFIED WITH THAT.

SORRY FOR THOSE OF YOU WHO WERE BURGLARIZED.

COMPARISON TO OTHER MONTHS WE HAD, WE DID A REALLY GOOD JOB.

ADDITIONALLY, WE HAD THE PROTESTS THAT WAS ON THE BORDER MONDAY NIGHT. WE WORKED WITH THE CITY OF CORAL SPRINGS. I WANT TO GIVE A BIG COMPLIMENT TO T THE WAY THEY HANDLED THAT. WE WERE BOTH OUT THERE, WE WORKED JOINTLY. AGAIN, THEY DID AN EXCELLENT JOB. I WANT TO THANK THEM FOR THAT.

I ALSO WANT TO THANK THEM AND OUR CITY STAFF FOR THEIR WORK THAT THEY'RE DOING ON SATURDAY FOR THE MST GRADUATION AS THE MAYOR MENTIONED. WE HAVE A GRADUATION PARADE ON SATURDAY. WE'RE WORKING WITH THE CORAL SPRING POLICE DEPARTMENT MAKING SURE WE CAN PROVIDE A SAFE AND SECURE GRADUATION FOR THOSE STUDENTS.

THAT'S ALL I REALLY HAVE, THANK YOU.

CAPTAIN MULLIGAN, FIRST OF ALL, I'D LIKE TO SAY THANK YOU VERY MUCH FOR ALL YOUR HARD WORK. YOU'VE BEEN VERY PROACTIVE.

YOU'VE DONE A LOT OF COMMUNITY OUTREACH BEFORE THIS COVID EXPERIENCE IN OUR CITY. AND IN RECENT DAYS, ESPECIALLY YOU'VE BEEN EXTREMELY PROACTIVE, ADDRESSING RESIDENTS' CONCERNS AND MAKING SURE THAT OUR CITY'S SAFETY COMES FIRST.

I WANT TO THANK YOU VERY MUCH FOR THAT.

AND I DID HAVE SOME QUESTIONS FOR FOR YOU IF THAT'S OKAY.

IF YOU DON'T MIND ANSWERING. GIVEN WHAT OUR NATION HAS EXPERIENCED LAST WEEK, A LOT OF QUESTIONS HAVE COME UP ABOUT THE POLICIES WITHIN THE POLICE DEPARTMENT.

IF IT'S OKAY, I WANT TODAY ASK TO ASK YOUA FEW QUESTIONS QUICK.

I KNOW THE ANSWER TO MOST OF THESE, IF NOT ALL OF THEM.

I WANT TO MAKE SURE THE PUBLIC IS ALSO AWARE OF THESE ANSWERS.

DOES CURRENT POLICY ALLOW FOR NECK RESTRAINT?

>> IT DOES NOT. WE DON'T AUTHORIZE ANY TYPE OF

NECK RESTRAINT. >> I WANT THE PUBLIC TO BE AWARE OF THAT. DO YOU HAVE DE-ESCALATION TRAINING AND IMPLICIT BIAS TRAINING AND WHAT DOES THAT LOOK

LIKE AND HOW OFTEN IS THAT DONE? >> WE DO A USE OF FORCE REVIEW EVERY YEAR IN OUR IN-SERVICE TRAINING PART OF THAT DEALS WITH THE ESCALATION TECHNIQUES. WE'VE ROLLED OUT PROGRAMS SPECIFIC TO THOSE. WE DID VERBAL DEFENSE AND INFLUENCE, WHICH IS A PROGRAM THAT WE TAUGHT ALL OF OUR DEPUTIES DURING IN SERVICE THAT TEACHES THEM HOW TO USE THEIR INTERPERSONAL COMMUNICATION SKILLS TO STABILIZE INCIDENTS AND DE-ESCALATE THEM. AGAIN, GO BACK TO FAIR AND IMPARTIAL POLICING WHICH DEALS ABOUT RECOGNIZING BIASES, IMPLICIT AND OTHERWISE AND HOW TO REMOVE THOSE FROM THE ENFORCEMENT ACTIONS WE TAKE. WE'RE CONSCIOUS OF THOSE TYPES OF THINGS. WE'RE ALWAYS LOOKING FOR PROGRAMS AND WAYS TO ADDRESS THAT.

ADDITIONALLY, IT'S A CONVERSATION WE HAVE FREQUENTLY WHEN WE TALK ABOUT USE OF FORCE AND THE THINGS THAT WE DO.

WE USE A LOT OF THESE SITUATIONS THAT GO ON THROUGHOUT THE COUNTRY IN TRAINING. WE WATCH THE VIDEOS THAT EVERYONE WATCHES AND WE CRITIQUE THEM FROM A STANDPOINT OF HOW

[00:55:03]

DOES OUR POLICY APPLY IN THESE SITUATIONS.

WHAT WOULD WE DO, WHAT SHOULDN'T WE DO IN TERMS OF BEST

PRACTICES. >> I APPRECIATE THAT.

IT'S KN GOOD TO KNOW. WHEN YOU SEE THESE THINGS GOING ON YOU DON'T JUST SAY, OKAY, THAT'S FOR SOMEBODY ELSE TO FIGURE OUT. EVEN DURING ROLL CALL THIS IS SOMETHING YOU THEN TALK ABOUT AND DISCUSS HOW IT COULD BE DONE BETTER. AND WITHIN THE POLICY GUIDELINES THAT YOU HAVE. WHAT IS THE BODY CAMERA POLICY?

>> YOU KNOW ALL THE DEPUTIES IN THE BROWARD SHERIFF'S OFFICE HAVE BODY CAMERAS. BODY CAMERAS ARE ACTIVATED.

THEY'RE IN A STANDBY MODE WHEN THE DEPUTIES ARE ON DUTY.

THE DEPUTIES ACTIVATE THE CAMERAS TO RECORD ANYTIME THEY'RE ENGAGING IN ANY TYPE OF A CITIZEN CONTACT BE IT INVESTIGATORY OR OTHERWISE. IF I GO TO YOUR HOUSE BECAUSE YOUR CAR GOT BURGLARIZED, EVEN THOUGH YOU'RE THE VICTIM, ONCE I GET THERE AND START TO INTERACT WITH YOU I ACTIVATE MY CAMERA AND THE CAMERA RUNS THROUGHOUT THE PROCESS.

THE SAME THING AS IF WE'RE DEALING WITH A SUSPECT IN REGARDS TO A CRIME. ONCE WE BEGIN THAT CONTACT WITH THAT PERSON THAT CAMERA IS ACTIVATED THROUGHOUT THE ENTIRE

CONTACT. >> THANK YOU FOR THAT.

IF YOU COULD ALSO EXPLAIN THE CURRENT USE OF FORCE POLICIES PD HOW IT ADDRESSES EXCESSIVE FORCE.

>> HOW MUCH TIME DO YOU HAVE? >> THE LAYMAN'S VERSION.

>> YEAH, SO USE OF FORCE IS A CONVERSATION THAT ISN'T EASILY CONDENSED INTO A FEW SOUND BITES. WHAT I WOULD TELL YOU IS OUR POLICY MIRROR A SUPREME COURT GUIDELINE AS WELL AS FLORIDA STATE STATUTE. WHAT WE CAN AND CAN'T DO ARE OUTLINED. SO THE BIG GOVERNING RULE THAT WE GO BY AS A SUPREME COURT DECISION CALLED GRANT VERSUS CONNOR, WHICH SET DOWN THAT ANY USE OF FORCE HAS TO BE OBJECTIVE AND REASONABLE. WHEN WE'RE REVIEWING, WHEN WE'RE EVALUATING THOSE THINGS THAT'S HOW OUR CRITERIA IS -- THAT'S HOW THE FORCE IS REVIEWED. AS AN EXAMPLE, WE LOOK AT WHAT IS THE SEVERITY OF THE CRIME. WE LOOK AT WHETHER THE PERSON WAS AN IMMEDIATE THREAT TO THE OFFICER OR CIVILIAN OR WAS THE PERSON ATTEMPTING TO FLEE. THAT'S A THREE-PART CRITERIA THE SUPREME COURT SET DOWN. IN TERMS OF EXCESSIVE FORCE, THAT'S A TRICKY WORD. BECAUSE IT'S DIFFICULT TO DEFINE WHAT EXCESSIVE FORCE IS. YOU GO BACK TO THE GRANT VERSUS CONNOR, YOU GO BACK TO USE OF FORCE POLICY.

WHEN YOU TALK ABOUT THINGS LIKE SUBJECT FACTORS, DEPUTY FACTORS.

EXAMPLE A DEPUTY WHO IS 5'4" AD 150 POUNDS DEALING WITH A SUSPECT WHO IS 6'2" AND 280 POUNDS, THEY MIGHT HAVE A DIFFERENT -- WHILE THE FORCE THEY USE, IT MIGHT BE LOOKED AT DIFFERENTLY BASED ON THOUGH THOSE THREE CRITERIA WE TALKED ABOUT. EXCESSIVE FORCE IS DIFFICULT TO DEFINE. WE KNOW WHAT IT LOOKS LIKE BUT IT USUALLY COMES AFTER THE FACT. WE HAVE A SPECIFIC SET OF GUIDELINES THAT ADDRESS WHAT LEVEL OF RESISTANCE THAT THE SUBJECT IS AT AND WHAT LEVEL OF FORCE WE CAN USE TO GAIN CONTROL. THAT'S AN IMPORTANT THING FOR PEOPLE TO UNDERSTAND. WE DON'T USE FORCE FOR THE SAKE OF USING FORCE. OUR LEVEL OF CONTROL, I WOULD RATHER CALL IT A LEVEL OF CONTROL WE EXERCISE OVER SOMEONE IS PREDICATED ON THE AMOUNT OF RESISTANCE THEY GIVE US.

>> OKAY. THANK YOU FOR THAT.

AND THEN I WAS TALKING TO CHARLES RAMSEY THE OTHER DAY.

IT WAS YESTERDAY OR THE DAY BEFORE.

ALL THE DAYS ARE MESHING TOGETHER.

ONE OF THE THINGS HE MENTIONED TO ME WAS THE ETHICS PROGRAM OUT OF NEW ORLEANS, ETHICAL POLICING IS COURAGEOUS.

AND HE BROKE IT DOWN TO ME AND EXPLAINED TO ME THAT MAINLY ONE OF THE THINGS THAT IS IMPORTANT IN THAT IS THAT THERE'S A DUTY TO INTERVENE AS PART OF YOUR USE OF FORCE POLICY.

THAT WOULD BE A POLICY THAT REQUIRES AN OFFICER TO INTERVENE IF THEY SAW ANOTHER OFFICER USING EXCESSIVE FORCE OR

VIOLATING POLICY. >> WE HAVE IN OUR POLICY IS A DUTY TO REPORT. IT'S NOT SPECIFICALLY OUTLINED IN TERMS OF INTERVENING BEFORE AN INCIDENT OCCURS.

BUT WE DO HAVE A POLICY THAT REQUIRES US TO REPORT ANY VIOLATIONS OF LAW, POLICY, DIRECTLY TO A SUPERVISOR AS

IMMEDIATELY AS POSSIBLE. >> IS THAT PERHAPS SOMETHING WE COULD LOOK INTO AS ADDING A DUTY TO INTERVENE AS PART OF THE USE OF FORCE POLICY? WHAT DO WE HAVE TO DO TO GO

ABOUT TAT? >> I'D BE HAPPY TO DISCUSS THAT

[01:00:02]

WITH TRAINING STAFF AND SEE HOW WE GET THAT ROLL.

>> IF YOU COULD DO THAT THAT WOULD BE GREAT AND IF WE COULD HAVE AN UPDATE AT A FUTURE MEETING, THAT WOULD BE GREAT, TOO. I WANT TO THANK YOU.

YOU HAVE BEEN OUR CAPTAIN FOR TWO YEARS NOW?

>> TWO YEARS IN AUGUST. >> YOU'VE BEEN REALLY SO RESPONSIVE. YOU'VE BEEN SO PRESENT IN THIS COMMUNITY. I JUST WANT TO SAY THANK YOU VERY MUCH FOR ALL THE WORK YOU DO FOR US.

WE REALLY APPRECIATE IT. >> THANK YOU.

>> VICE MAYOR MAYERSOHN? >> YES, CAPTAIN MULLIGAN, JUST SO YOU CAN KIND OF EDUCATE THE COMMUNITY.

I KNOW A LOT OF PEOPLE FREQUENT SOCIAL MEDIA AND THEY SEE CERTAIN THINGS AND THEY SAY I WONDER IF BSO KNOWS ABOUT IT.

CAN YOU JUST KIND OF GIVE US JUST A BROAD OVERVIEW OF HOW YOU

GUYS ADDRESS THAT? >> WE MONITOR OPEN SOURCE SOCIAL MEDIA LOOKING FOR THINGS THAT ARE SPECIFIC, ESPECIALLY RIGHT NOW IN THIS DAY AND AGE WHERE WE HAVE SO MANY PROTESTS POPPING UP. ONE OF THE WAYS WE'RE ABLE TO FIND OUT ABOUT THE INCIDENT -- THE PROTESTS THAT WE HAD ON MONDAY WAS THROUGH OUR SPECIAL INVESTIGATIONS DIVISION, THE INTELLIGENCE UNIT THAT FORWARDED THAT INFORMATION TO US.

WE GET IT FROM A LOT OF PEOPLE. ONE OF THE THINGS THAT WE'VE DONE, AND ALL OF YOU HAVE BEEN VERY -- WHAT'S THE WORD I'M LOOKING FOR? YOU'VE BEEN COMPLIMENTARY AS TO OUR COMMUNITY OUTREACH. WE'VE ESTABLISHED A GOOD RELATIONSHIP WITH THE COMMUNITY SO WE'RE FREQUENTLY GETTING THESE TYPES OF THINGS. EITHER THROUGH OUR OWN MONITORING OF OPEN SOURCE INFORMATION OR RESIDENTS, THAT'S HOW WE STAY AWARE OF THE DIFFERENT THINGS GOING ON.

>> APPRECIATE IT. >> ANY OTHER QUESTIONS OR COMMENTS FOR THE CAPTAIN? OKAY, THANK YOU VERY MUCH.

[Item 10]

COMMENTS BY THE CITY MANAGER. YOU'RE ON MUTE.

>> YES, THANK YOU. I WOULD JUST LIKE TO REITERATE THAT OUR NEXT MEETING IS JUNE 17TH.

AND WE ARE PLANNING TO HAVE AN IN-HOUSE COMMISSION MEET ING WITH SOCIAL DISTANCING AND MASKS IN ORDER TO HAVE THIS MEETING.

THIS MEETING WILL BEGIN AT 5:00. WE HAVE A WORKSHOP SCHEDULED, SO JUST KEEP IN MIND IT'S A 5:00 START TIME AND THEN OUR REGULAR COMMISSION MEETING WILL START AT 7:00.

THAT'S IT, THANK YOU. >> THANK YOU.

COMMENTS BY OUR CITY ATTORNEY. >> NO COMMENTS, MAYOR.

>> SURPRISE, THANK YOU ANDY. WITH THAT, SO I HAVE A MOTION TO

ADJOURN OUR MEETING. >> SO MOVED.

>> SECOND. >> I HAVE A MOTION BY COMMISSIONER CUTLER, A SECOND BY COMMISSIONER WALKER.

ALL IN FAVOR SAY AYE. OUR MI MIT
