THE NEXT PROCLAMATION IS NATIONAL STOP THE BLEED DAY.

IS EVERYBODY ON THE COMMISSION IN FAVOR OF THIS PROCLAMATION?

>> YES. >> DEFINITELY.

>> YES. >> ANYBODY OPPOSED TO IT?

>> WITH THAT I WILL CONTINUE WITH THE NEXT PROCLAMATION.

JUST SO YOU KNOW THIS PROCLAMATION COMES FROM THE WORK THAT JASON AND LUKE, BRETT AND ERIC DID WITH DIVISION CHIEF OF THE CORRAL SPRINGS FIRE DEPARTMENT.

[00:06:14]

PROCLAMATIONS. NEXT ARE COMMENTS FROM THE PUBLIC ON NON-AGENDA ITEMS. IF WE HAVE ANYBODY FROM THE PUBLIC WHO WOULD LIKE TO SPEAK ON A NON-AGENDA ITEM, PLEASE RAISE YOUR HAND SO THAT WE CAN ACKNOWLEDGE YOU AND YOU WILL HAVE THREE MINUTES TO SPEAK. WE HAD ONE MEMBER OF THE PUBLIC.

[00:10:31]

>> THOSE DRAMA KIDS ARE AMAZING AND THEY DO AMAZING THINGS.

I'M SO LOOKING FORWARD TO ON THE 29TH OUR MOVIE IN THE PARK.

I HOPETA EVERYBODY CAN JOIN US UNDERNEATH THE STARS FOR THAT NIGHT WHILE SOCIAL DISTANCING. AND A SHOUTOUT TO HERON BAY, WE HAD AN AMAZING FOOD TRUCK EVENT. PEOPLE WERE LINED UP.

IT WAS A SOLD OUT EVENT AND IT WAS WONDERFUL TO SEE SO MANY CENTS OUT SOCIAL DISTANCING. THEY DIDN'T HAVE TO COOK AND CLEAN UP FOR DINNER AND THEY WERE ABLE TO PICK UP AND GO.

I WISH EVERYBODY WELL. IT'S NICE TO SEE SO MANY PEOPLE

ON TONIGHT. >> COMMISSIONER WALKER.

>> THANK YOU MAYOR. I HAVE A FEW THINGS I WANTED TO DISCUSS, FIRST I WANTED TO MENTION I HAVE BEEN AND WILL CONTINUE VISITING OUR LOCAL BUSINESSES.

I WANT TO THANK THEM FOR THEIR HARD WORK IN KEEPING THE RESIDENTS SAFE. EVERYONE HAS TO MAKE THEIR OWN DECISIONS WHETHER OR NOT THEY WANT TO GO OUT WHETHER IT'S A RESTAURANT OR RETAIL, THOSE OPINIONS NEED TO BE RESPECTED.

OUR LOCAL BUSINESSES CERTAINLY NEED OUR SUPPORT.

I'M GLAD BROWARD COUNTY MOVED FORWARD WAY PARTIAL REOPENING.

RESIDENTS NEED PROGRESS EMOTIONALLY AND FINANCIALLY.

I BELIEVE AS LONG AS WE ALL CONTINUE TO STAY VIGILANT WITH SOCIAL DISTANCING AND GOOD HYGIENE WE CAN KEEP THE CURVE FLATTENED AND MOVE FORWARD IN A SAFE AND PRODUCTIVE WAY.

I'M EXCITED THAT THE PARKS ARE OPEN FOR OUR RESIDENTS.

I BELIEVE STRUCTURE IS IMPORTANT.

I WOULD LIKE TO SEE US UTILIZE OUR SPORTS ORGANIZATIONS TO HELP NEWS THAT AREA. ALLOWING THEM TO ORGANIZE WHILE FOLLOWING ALL THE GUIDELINES MAKES SENSE.

NO GAMES OR SCRIMMAGES BUT THEY COULD WORK ON DRILLS AND HAVE SAFE AND STRUCTURED ENVIRONMENT FOR OUR CHILDREN.

I'VE BEEN TO A LOT OF NEIGHBORING PARKS AND I'M NOT SEEING ANY ORGANIZATION AND THAT MAKES IT DIFFICULT TO HAVE PROPER SAFETY PROTOCOLS AND ACCOUNTABILITY.

I BELIEVE OUR PARENTS AND CHILDREN WANT STRUCTURE.

THIS IS SOMETHING THAT WE CAN OFFER IN OUR PARKS AND FIELDS IN A SAFE MANNER IF WE WORK CLOSELY WITH OUR LEAGUES.

BECAUSE OUR LEAGUES ARE WILLING AND ABLE TO HELP FACILITATE SAFE AND PRODUCTIVE ENVIRONMENT FOR OUR CHILDREN.

EXERCISE AND SOCIAL INTERSAX SITE TOLL GOOD PHYSICAL AND MENTAL HEALTH. I WANT TO THANK BROWARD COUNTY COMMISSIONER. HE'S BEEN GREAT KEEPING EVERYONE INFORMED. AT THE COMMISSION MEETING YESTERDAY HE WAS LEVEL HEADED AND PRAGMATIC WHILE FIGHTING FOR CONSISTENCY WITH THE RULES BROWARD COUNTY SET UPON US.

SOME OF OUR BOUTIQUES, GYMS, DOG GROOMERS E DOG PARKS, THEY CAN AND SHOULD HAVE THE ABILITY TO OPERATE MR. PRO PROVIDED THEY CAN DO SO SAFELY. SOME OF THE PLANS I'VE SEEN BY OUR GYMS SHOWS ME THAT THEY ARE TAKING THIS VERY SERIOUSLY AND THEY ARE WELL PREPARED. YESTERDAY AT THE COMMISSION MEETING HE WAS SPEAKING ABOUT HOME RULE AND I THINK THAT GETS LOST WITH MOST RESIDENTS. IT'S TIMES LIKE THIS THAT SHOWS HOW LITTLE AUTHORITY WE HAVE AS ELECTED CITY OFFICIALS.

IT'S NICE TO SEE THE COMMISSIONER TALK ABOUT HOW IT WOULD BE NICE IF SOME CITIES DID DIFFERENT THINGS BASED ON HOW THEIR CITY FEELS AND RESIDENT FEELS THEY CAN DO THINGS.

THAT WAS NICE TO HEAR. I WANTED TO CONGRATULATE ASSUME AT THE JUNCTIONURE HE'S TAKING ON THE DUTIES AND ROLES AS SECRETARY. I LOOK FORWARD TO SEEING EVERYONE FOLLOWING THE GUIDELINES.

THAT'S ALL I HAVE. >> I DON'T HAVE TO TELL YOU THAT

[00:15:07]

THIS PANDEMIC THING HAS BEEN DIFFICULT ON EVERYONE.

PEOPLE ARE DYING, THEY ARE GETTING SICK, THEY ARE LOSING THEIR JOBS, THEIR BUSINESSES, ISOLATION FROM FAMILY MEMBERS, MAYBE THIS ISN'T A CORRECT THING TO SAY BUT TO BE BLUNT IT FINKS.

I COULD NOT BE PROUDER AND HAVE MORE GRATITUDE FOR THE PEOPLE IN OUR COMMUNITY FOR WHAT THEY HAVE DONE DESPITE ALL OF THE THINGS WE'VE BEEN GOING THROUGH. I'M GOING TO OFFER UP A COUPLE OF EXAMPLES OF HOW GREAT OUR FRIEND AND NEIGHBORS ARE.

LISA AND ERIC, THEIR SON GAB IS CLASS OF 2020.

THEY SET UP A GROUP TO SHOW LOVE FOR ALL THE TEACHERS AND HAVE HAD A HUGE OUT POURING OF LOVE AND SUPPORT FROM THE MEMBERS OF OUR COMMUNITY WHO HAVE SHOWN APPRECIATION TO THE LADIES AND GENTLEMEN WHO HAVE BEEN TEACHING OUR CHILDREN.

LOTS OF PEOPLE IN OUR COMMUNITY HAVE ADOPTED GRADS AND MADE THE LOSS OF THAT VERY SPECIAL GRADUATION DAY A LITTLE BIT LESS OF A LOSS BY ACKNOWLEDGING HOW WONDERFUL AND PROUD OF THESE

SPECIAL SENIORS WE ARE. >>> THEY'VE BEEN THROUGH SO MUCH IN THESE LAST COUPLE OF YEARS AND WELL DESERVED TO GO ON AND SUCCEED WITH ALL THE LOVE AND SUPPORT WE CAN AND HAVE GIVEN THEM. I'VE SEEN SIGNS POPPING UP ALL OVER THE CITY CONGRATULATING THESE CLASS MEMBERS AND I'M VERY PROUD OF THEM. ANOTHER AMAZING COMMUNITY MEMBER SET UP A GROUP OF VOLUNTEERS TO FULFILL THE WISH LIST OF 25 LOCAL GROUP HOME KIDS AND TO HELP EASE THEIR TIME, THEIR SAFE AT HOME TIME IN THE COMING MONTHS BY SPREADING PANDEMIC LOVE. WHILE HER BEAUTIFUL DAUGHTER RACHEL MADE SURE THAT THE LITTLE LIBRARY IN FRONT OF THE P RECOMMEND WAS RESTOCKED WITH BOOKS FOR ADULTS AND KIDS.

HIS NEIGHBORS AND FRIEND DROVE BY DEMONSTRATING LOVE FOR CHASE AND HIS FAMILY. THEY CONTINUE TO BRING FOOD AND PLIES THROUGH HOPE AND AS THEY PUT TOGETHER RESCUE KITS FOR OUR ANIMAL FRIEND. I'VE HAD A CHANCE TO WATCH AS OUR DAYS ARE FILLED WITH HANGOUTS AS ORGANIZATIONS LIKE THE FRIENDSHIP JOURNEY STRIVE HAVE FUN WITH ABILITIES THROUGH PROGRAMMING THAT INCLUDES ART AND DANCE AND TRIVIA CHALLENGES AND SO MUCH MORE. THERE ARE PEOPLE WHO HAVE LED US THROUGH JOG YOGA AND MEDITATION AND EXERCISE AND DEMONSTRATION OF BEST PRACTICES TEACHING US HOW THE CREATE AND THEN USE SELF-CARE PRACTICES TO IMPACT OUR COMMUNITIES, CREATE MOVEMENTS AND CHANGE THE WORLD. I REALLY COULD GO ON AND ON BUT THE POINT I THINK IS WELL TAKEN THAT WE LIVE IN A WONDERFUL LOVING COMMUNITY. WE ARE ALL LIVING THROUGH A DIFFICULT AND CHALLENGING TIME. WE WILL ALL GET THROUGH IT TOGETHER. I WANT TO COMMEND OUR CITIZENRY FOR CONTINUING TO LISTEN AND OH BAY THE WISDOM IMPARTED BY OUR SCIENTISTS AND DOCTORS. ISOLATION IS A DIFFICULT BIT BUTT NECESSARY PART OF PROTECTING OUR FAMILIES AND NEIGHBORS, COMMUNITIES AND THE WORLD.

I KNOW I'M BEING REPETITIVE WHEN I SAY KEEP YOUR SOCIAL DISTANCING, WEAR YOUR MASK; WASH YOUR HAND AND THAT PART OF THE BATTLE IS SOMETHING WE MUST CONTINUE TO DO.

I WANT TO COMMEND THE MAYOR AND THE CITY MANAGEMENT AND MY FELLOW COMMISSIONERS AND STAFF FOR GOING TO EXTRAORDINARY LENGTHS AND MOVING SWIFTLY FACILITATE AWARENESS AND STRUCTURE TO THE PROCESS OF PROTECTING US AND OUR COMMUNITY.

IT IS VERY DIFFICULT TO SHUT ALL THE PARKS AND IT'S ALSO DIFFICULT TO CLOSE DOWN THOSE THINGS IN OUR LIVES THAT BROUGHT MEANING TO IT. AND NOW THAT WE'RE ENTERING INTO THAT NEW PHASE, THEY'VE CONTINUED TO PREPARE LOTS OF DIFFERENT RULES AND PUT INTO EFFECT ORDERS THAT WILL HOPEFULLY CONTINUE TO KEEP US SAFE.

I ONCE AGAIN EXPRESS MY PRAISE AND GRATITUDE TO THE FIRST RESPONDERS FOR THEIR PREPAREDNESS AND RESILIENCE

[00:20:01]

THROUGHOUT THIS PROCESS. IT'S BEEN A LONG ONE.

I FEAR IT MIGHT CONTINUE TO GET LONGER.

WITHOUT THE MEDICAL PROFESSIONALS, DOCTORS, NURSES, PEOPLE IN THE HOSPITAL INCLUDING ALL THE WAY DOWN TO THE JANITORS WHO ARE KEEPING US SAFE, WE COULDN'T GET THROUGH THIS.

OUR AMAZING GROCERY STORES AND ALL THE PEOPLE WHO CONTINUE TO SUPPLY WAS FOOD. THANK YOU TO THE PARENT AND IT IS IMPERATIVE THAT ALL RESIDENTS TAKE PRECAUTIONS.

THIS MEANS VIGILANT USE OF PROPERLY WORN FACIAL COVERINGS AND HONORING PHYSICAL DISTANCES AT ALL TIMES.

WE MUST TAKE THESE MEASURES TO AVOID SPREADING THIS VIRUS.

FAILURE TO DO SO COULD LEAD TO REVERTING BACK TO RESTRICTIONS.

LET CONTINUE TO SUPPORT AND PROTECT EACH OTHER.

REMEMBER THE VIRUS HAS NOT BEEN DESTROYED.

IT'S STILL OUT THERE. WE'VE FLATTENED THE CURVE SO OUR HOSPITALS WON'T BE OVERRUN BUT WE MUST REMAIN VIGILANT AND DO OUR BEST TO PREVENT THE SPREAD OF THE DISEASE.

THE BEST WAY TO PREVENT ILLNESS IS AVOID BEING EXPOSED TO THE VIRUS. DO ALL THOSE THINGS WE ALREADY KNOW HOW THE DO. WASH YOUR HAND, KEEP YOUR DISTANCES AND LISTEN TO THE SOFT STARTS THAT WE'RE GOING THROUGH SO THAT WE DON'T RUN INTO THIS AGAIN.

THANK YOU ALL FOR LISTENING AND HOPEFULLY YOU ARE ALL BEING SAFE AND REMAIN THAT WAY. THANK YOU.

>> I SITS GOOD TO SEE EVERYBODY BUT I'M ON THE PHONE.

UNFORTUNATELY A TRNA T IS NOT REPORTING.

HOPEFULLY I'LL BE BACK ONLINE SOON.

I JUST HOPE EVERYBODY IS WELL AND CONTINUING TO BE WELL AND STAYING SAFE. I WANT TO REMIND EVERYONE IF THEY HAVE NOT FILLED OUT THEIR 2020 CENSUS THEY NEED TO.

WE ARE STEADY. IF WE CAN REACH OUT TO SOME OF THE HOA'S , THE PRESIDENTS WE HAVEN'T MET IN A WHILE.

I WANT TO RECAP THE THINGS I'VE BEEN DOING.

AFOR THE PAST SEVERAL YEARS TED OPPORTUNITY TO READ IN A LANGUAGE CLASS AT EVER GLADE. THIS YEAR I COULD NOT DO THAT IN PERSON SO A RANGED THROUGH THE HELP OF THE PRINCIPAL AND MRS. JORDAN AND GUY AND WAS ABLE TO READ TO THEM VIRTUALLY.

AS TIME HAD IT, SOME OF OUR RENT DENTS HAVE NOTICED WE HAVE HAND SANITIZING STATIONS AT OUR PARKS.

WHEN I SPOKE TO NANCY, ONE OF THE THINGS I LEARNED IS WE BUILT THEM OURSELF. I WANT TO COMMEND BILL AND HIS STAFF FOR THINKING OUTSIDE OF THE BOX TO BUILD THESE SANITIZING STATIONS AND I KNOW THAT BILL AND NANCY ARE WORKING WITH SOME OF THE HOA'S THAT ARE INTERESTED IN ACQUIRING SOME OF

[00:25:03]

THOSE BOXES OR POSSIBLY AQUIRING ISTH HAND SANITIZING MATERIAL.

OBVIOUSLY AS WE KNOW RAINFALL WILL RESOLVE THESE LEVELS QUICKLY. BUT AN EDUCATIONAL PIECE WE CAN PROVIDE RESIDENTS WILL BE ON OUR SOCIAL MEDIA TO HELP THEM UNDERSTAND AND STORMWATER MANAGEMENT.

WE WANT TO CONGRATULATE MS. WALLACE.

MS. WALLACE WAS NOMINATED BY AMY NEWBERRY AND SHE WAS -- AMY'S QUOTE OR NOMINATION SHE SAYS THAT QUOTE SHE'S AN OUTSTANDING HUMAN BEING WHO HAPPENS TO BE AN OUTSTANDING EDUCATOR AND HER PASSION IS HER PROFESSION. CONGRATULATIONS TO MS. WALLACE ON BEING NOMINATED AND I PERSONALLY HAVE HAD SOME OPPORTUNITY TO DEAL WITH HER AND SHE'S AN OUTSTANDING PROFESSIONAL. ALSO THANK YOU FOR BRINGING FORWARD THAT MAY IS MENTAL HEALTH MONTH.

I'VE BEEN ON SOME WEBINARS AND SOME ZOOM CALLS REGARDING MENTAL HEALTH WITH OUR CHILDREN SERVICES COUNCIL, UNITED WAY AND I CAN TELL YOU BECAUSE OF SOCIAL DISTANCING ISOLATION, THIS IS SOMETHING ON EVERYBODY'S MIND. 211 IS IS THERE THERE AVAILABLE FOR RESOURCES. ANYBODY THAT NEED DIAL 211 AND REACH OUT. WE HAVE EAGLE'S HAVEN PROVIDING OPPORTUNITIES FOR STUDENTS IF THEY FEELA OR NEED SOME INFORMATION, THEY ARE ALWAYS THERE TO HELP AS WELL.

FINALLY THIS WEEK IS NATIONAL -- THANK YOU GUYS FOR DOING WHAT YOU DO. AND THOSE ARE MY COMMENTS.

>> THANK YOU. >> I WOULD LIKE TO BEGIN BY CONGRATULATING VICE MAYOR ON BECOMING SECRETARY OF THE BROWARD LEAGUE OF CITIES. FOR THOSE WHO DON'T KNOW.

HE'S BEEN VERY ACTIVE THE IN PROTECTING WHAT COMMISSIONER WALKER MENTIONED EARLIER. HE WAS NAMED HERO THIS YEAR.

ACTIVE IN ADVOCACY WITH THE LEAGUE IN TALLAHASSEE AND THROUGHOUT THE COUNTY AND WE APPRECIATE YOU REPRESENTING THE CITY SO WELL ON SO MANY DIFFERENT LEVELS TO MAKE SURE THAT WE DO GET TO HAVE MORE CONTROL AT HOME.

THANK YOU VICE MAYOR FOR THAT AND CONGRATULATIONS ON BECOMING A MEMBER OF THE EXECUTIVE BOARD OF THE BROWARD LEAGUE OF CITIES.

I ALSO WANTED TO MENTION EMS WEEK.

I DON'T KNOW WHERE WE WOULD BE IF WE DIDN'T HAVE THE WONDERFUL EMS AND FIRST RESPONDERS THAT WE HAVE WHO ARE CONTINUALLY WORKING HARD AND ON THE FRONT LINE TO MAKE SURE WE ARE SAFE AND THAT WE ALSO FEEL SAFE. I WANT TO THANK THEM.

IT IS ALSO PUBLIC WORKS WEEK. I WOULD LIKE TO THANK BILL EVANS AND HIS ENTIRE STAFF FOR THE WORK THAT THEY DO.

I WANT TO THANK THEM FOR ALL THE WORK THEY DO.

I WANTED TO LET THE COMMUNITY KNOW THAT THERE IS STILL SEVERAL TESTING SITES OPEN THAT DON'T HAVE WAIT TIMES.

IF YOU GO ON OUR CITY WEBSITE THERE IS A COVID 19 PAGE THAT YOU CAN ACCESS THAT LISTS ALL THE SITES, ONE OF THE NEWEST SITES BROWARD HEALTH JUST OPENED UP AT THE FESTIVAL MARKETPLACE.

YOU JUST NEED TO REGISTER AHEAD OF TIME AND YOU CAN GO THERE.

A LOT OF TESTING FACILITIES DON'T HAVE THE WAIT TIMES THAT THEY USED TO HAVE. IF YOU FEEL YOU HAVE THE SYMPTOMS AND YOU'D LIKE TO BE TESTED, PLEASE MAKE SURE THAT YOU MAKE ARRANGEMENTS TO GET TESTEDDISM WANTED TO LET

[00:30:01]

EVERYBODY KNOW THERE WILL BE NO SUMMER CAMPS IN THE SCHOOLS.

BROWARD SCHOOLS MAKESSED EARLIER THIS WEEK THEY WILL NOT HAVE THE SCHOOLS OPEN FOR THE SUMMER AND THEREFORE THE CITY CAN'T HAVE SUMMER CAMPS THERE. I DID TALK TO OUR CITY MANAGER EARLIER THIS WEEK AND NANCY YOU MENTIONED THAT WE WOULD STILL BE WORKING ON SEEING IF THEY COULD HAVE OUTDOOR CAMPS WITH SOME OF OUR VENDORS IF THE COUNTY ALLOWS US AS WE MOVE THROUGH PHASE ONE AND INTO THE NEXT PHASE. I ALSO TOMORROW THERE IS GOING TO BE ANOTHER MEETING. IT IS FRUSTRATING AT TIMES BECAUSE EACH CITY DEALING WITH A DIFFERENT SCENARIO.

WE DON'T HAVE AS MUCH DENSITY AS SOME OTHER CITIES.

WE'VE BEEN LUCKY THAT THE SPREAD HAS BEEN BEEN MINIMAL.

TOMORROW'S DISCUSSION WILL REVOLVE AROUND HOTELS, BEACHES AND GYMS. AND I WILL ALSO BE BRINGING UP THE MENTION OF THE BE THE NEXT PHASE WILL BE FOR HAVING PRACTICES ON THE FIELDS. AND ALSO THE DOG GROOMING SERVICES. THERE SEEMS TO BE A DISCONNECT SOME AREN'T AND THEY DON'T ALWAYS FEEL VERY AALIGNED.

TO BE FAIR TO BROWARD COUNTY MAKING THESE DECISIONS, THIS IS NEW TERRITORY. I WILL BE BRINGING THOSE ISSUES UP TOMORROW DURING HA MEETING AND HOPEFULLY WE'LL BE MAKING

THE NEXT STEPS ON THAT. >> I WANT TO THANK THE RESIDENT WHO HAVE DONE SO MUCH. I'D LIKE TO MENTION MICHELLE WITH THE MASKS FOR SUPERHEROS. THERE HAS BEEN A GROUP THAT STARTED WITHIN THE FIRST WEEK OR SO MAKING MASKS FOR PRETTY MUCH EVERYBODY IN THE COMMUNITY. COASTAL COMMUNITY CHURCH IS HOSTING A FOOD DRIVE. THAT IS GREAT.

THIS COMMUNITY NO MATTER WHAT TRAGEDY OR CRISIS WHETHER IT WAS A HURRICANE OR FEBRUARY 14 AND THAT COVID, OUR COMMUNITY IS ALWAYS A COMMUNITY THAT STEPS UP FOR ONE ANOTHER AND WE APPRECIATE ALL THE VOLUNTEER HOURS THAT PEOPLE ARE PUTTING IN AND ALL THE TIME THEY ARE TAKING TO TAKE CARE OF ONE ANOTHER.

FOR THOSE WHO MIGHT KNOW SOMEBODY ELDERLY,.

>> I ALSO WANTED TO MENTION WITH ALL THE NEGATIVE SIDES OF COVID, I THINK ONE OF THE MOST POSITIVE AND JOYFUL ONES HAS BEEN THE PARADES THAT WE HAD. WE HAD ONE WHERE A RESIDENT SHOWED UP AT ASTON GARDENS AND DID A PARADE.

NICELY SOCIALLY DISTANCING WAIVING.

IT'S BEEN A WAY TO CONTINUE ALONG WITH THE CELEBRATION OF THE SPECIAL MOMENTS IN PEOPLE'S LIVES AND LETTING THEM KNOW THAT PEOPLE ARE THINKING OF THEM. I SAW THAT THE WORK IS BEING DONE STILL FOR THE LIGHT ON HILLSBOROUGH NOB HE WILL ROAD.

THAT IS ON SCHEDULE FOR THE NEXT MONTH OR SO TO BE COMPLETED.

JULY OR EARLY AUGUST SO THAT IS GREAT.

WE'RE ALSO STARTING THE PROCESS WITH THE ROUND ABOUT IN FRONT OF PGCC. THAT'S BEEN SEVERAL YEARS IN THE MAKING. AND WE'RE NOW IN DISCUSSIONS WITH PARKLAND GOLF AND COUNTRY CLUB, THEIR HOA AND THERE ARE GOING TO BE FURTHER DISCUSSIONS WITH THE COMMUNITY AT LARGE SO WE'RE GETTING EVERYBODY'S INPUT IN WHAT DESIGN OF THAT ROUND ABOUT SHOULD BE. THAT SHOULD HELP A LOT WITH THE TRAFFIC ISSUE THERE IS. I WOULD LIKE TO THANK THE JEWISH FEDERATION AND MARY HELP FOR ALL THE FOOD DRIVES THEY HAVE DONE FOR THOSE LESS FORTUNATE. AND I WOULD LIKE TO ASK OUR CITY MANAGER , THE COUNTY HAS RECEIVED $340 MILLION OF CARES FUNDING THAT IS NOT GOING TO THE CITIES, BUT THE MONEY IS SUPPOSED TO BE DISTRIBUTED ON BEHALF OF THE CITIES.

AND I NOW GOURD BROWARD COUNTY IS PUTTING TOGETHER A TASK FORCE TO DETERMINE HOW IT WILL BE DISTRIBUTED.

CONTACT TRACING AND ENFORCEMENT OF THE FAZING REGULATIONS.

[00:35:02]

I WANT TO MAKE SURE THAT THE CITIES HAVE A VOICE IN HOW THAT CARES FUNDING IS BEING DISTRIBUTED.

EACH CITY HAS DIFFERENT NEEDS. AND I DON'T KNOW IF PARKLAND'S NEEDS ARE NECESSARILY IN THOSE TWO AREAS GIVEN THE LEVELS THAT WE HAVE. THERE MAY BE BETTER THINGS THAT WE COULD BE DOING SUCH AS SUPPORTING OUR SMALL BUSINESSES, SUPPORTING FAMILIES IN NEED AND SOMETHING LIKE THAT.

IF YOU COULD KEEP AN EYE ON THAT AND LET US KNOW WHAT DIRECTION THE COUNTY IS HEADING WITH THE CARES FUNDING, I WANT TO MAKE SURE THAT THE CITIES HAVE SOME SAY IN HOW THE MONEY ALLOCATED ON OUR BEHALF IS BEING SPENT. EVERYBODY HAS BEEN OUT AND ABOUT. EVEN AS THE RESTAURANTS WERE CLOSED IN THE CITY, PEOPLE WERE MAKING SURE TO FREQUENT THEM WHETHER IT WAS THE ONES ON PARKSIDE DRIVE , THE ONE AS LONG 441. THE ONES IN PARKLAND COMMONS OR EVEN RESTAURANTS OUTSIDE OF THE CITY OWNED BY PARKLAND RESIDENTS. THIS COMMISSION HAS BEEN VISIBLE AND OUT THERE MAKING SURE TO PROMOTE THESE RESTAURANTS AND I HAVE TO SAY I'VE BEEN VERY IMPRESSED WITH WHAT CITY HALL HAS DONE TO MAKE SURE THAT THE SOCIAL DISTANCING WILL BE KEPT UP AT CITY HALL AND I'VE BEEN IMPRESSED TO SEE THE WORK THAT THE SMALL BUSINESS VERSUS DONE TO MAKE SURE THAT THEY CAN OPEN SAFELY. EVERYBODY REALIZES THAT IF WE DON'T DO THIS, GET THIS RIGHT THE FIRST TIME , THE SAFE WAY, IT'S GOING TO SCARY PEOPLE SHOULD THERE BE ANY PROBLEMS IN THE FUTURE. I APPRECIATE EVERYONE TAKING THAT SERIOUSLY AND THAT'S THE END OF MY COMMENTS.

WITH THAT OUR NEXT ITEM IS THE APPROVAL OF THE AGENDA.

[Item 7]

>> MOTION TO APPROVE. >> I HAVE A MOTION, A SECOND.

ALL IN FAVOR? AYE.

>> ANYONE OPPOSED? >> PLEASE SHOW THE AGENDA HAS BEEN PASSED. NEXT ON THE AGENDA IS THE

CONSENT AGENDA. WE HAVE 8A, B AND CF. ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON ANY CONSENT AGENDA ITEMS, PLEASE RAIDS YOUR HAND SO RAISE YOUR HAND SOWE CAN CALL O.

I'M NOT SEEING ANYBODY RAISE THEIR HAND FROM THE PUBLIC.

WITH THAT I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION ON CONSENT AGENDA ITEMS 8A, B AND C.

>> MOTION TO APPROVE. >> SECOND.

>> I HAVE A MOTION AND SECOND. ROLL CALL PREVIOUS.

[Item 9]

UNANIMOUSLY. ITEM 9A ON THE REGULAR AGENDA.

>> ORDINANCE 2020-012.

>> HELLO EVERYBODY. NICE TO BE HERE WITH YOU ALL TONIGHT EVEN IF WE'RE SOCIALLY DISTANCING.

CITY CHARTER SECTION 4.06 PROVIDES IF THERE IS AN AVAILABLE ELECTION WITHIN ONE YEAR OF AN EVENT CREATING A VACANCY THAT OFFICE SHOULD BE FILLED THAT THE FIRST AVAILABLE SCHEDULED ELECTION. THERE ARE NOT SPECIFIC PROCEDURES FOR THE CONDUCT OF THAT ELECTION INCLUDING WHEN IS THE QUALIFYING PERIOD. HOW IS NOTICE PROVIDED FOR THE QUALIFYING PERIOD. SO WHAT THIS ORDINANCE DOES IS PROVIDE THOSE CONSISTENT CONDITIONS AND PROCEDURES FOR DOING SO. SO IT PROVIDES FOR A FIVE DAY QUALIFYING PERIOD CONSISTENT A REGULAR GENERAL ELECTION.

IT PROVIDES FOR NOTICE TO THE PUBLIC OF THE QUALIFYING PERIOD

[00:40:04]

SO THE PUBLIC IS ADVISED THAT THERE IS A SEAT AVAILABLE AND THE CANDIDATES CAN PARTICIPATE IN THAT.

IT PROVIDES FOR PUBLICATION AND NOTICE ON THE WEBSITE AND PAPER AND PROVIDES FOR COORDINATION WITH ELECTION OFFICE OFFICE TO MAKE SURE THE OFFICE CAN ACCOMMODATE THE PROPOSED ELECTION. IT IS -- IT'S CONSISTENT THE CHARTER PROVISION I MENTIONED AND ALSO VETTED BY THE SUPERVISOR OF ELECTIONS ATTORNEY TO MAKE SURE THEY WERE OK WITH IT. AND THAT IT FUNCTIONS PROPERLY.

ALSO THERE IS AN ATTEMPT HERE TO BE ECONOMICAL AND AVOID COSTLY STAND ALONE ELECTIONS. TO THE EXDEBIT POSSIBLE THE GOAL IS TO TO ALIGN ANY SPECIAL ELECTIONS THAT ARE NEEDED FOR

THESE VACANCIES. >> THANK YOU.

DOES ANYBODY -- I'M GOING TO OPEN TO THE PUBLIC FIRST.

IF ANYBODY FROM THE PUBLIC HAS ANY QUESTIONS ON THIS ITEM, PLEASE RAISE YOUR HAND. SEEING NO ONE FROM THE PUBLIC RAISING THEIR HAND I'M CLOSING TO THE PUBLIC AND OPENING TO THE

COMMISSION. >> THANK YOU.

MOTION TO APPROVE. >> SECOND.

>> I HAVE A MOTION AND A SECOND. ROLL CALL PLEASE.

>> YES. >> YES.

>> YES. >> YES.

>> YES. PLEASE SHOW IT PASSES UNANIMOUSLY. ITEM 9B.

>> ORDINANCE 2018-006 AMENDING THE FUTURE LAND USE MAP SECOND READING.

>> THANK YOU VERY MUCH. GOOD EVENING MAYOR AND MEMBERS OF THE COMMISSION. AFTER SO MANY MONTHS IT'S GREAT TO SEE YOU AND I LOOK FORWARD TO BEING IN THE CHAMBERS.

ANY WAY , THIS IS THE LAND USE AMENDMENT ON SECOND READING.

KATE LYNN IS HERE ALSO AND HAS A BRIEF PRESENTATION AND I'LL TURN ET OVER TO HER. WE'RE ABLE TO ANSWER ANY

QUESTIONS AFTER THAT. >> GOOD EVENING.

NICE TO SEE YOU ALL AGAIN. I'M GOING TO RUN THROUGH A QUICK PRESENTATION FOR YOU. YOU SHOULD REMEMBER THIS FROM ABOUT THIS TIME LAST YEAR. I'M GOING TO START SHARING OUR SCREEN HERE. LET ME KNOW IF THIS WORKS.

CAN EVERYONE SEE THE POWER POINT?

>> YES. THIS IS THE SECOND READING OF THE NSID. THE REQUEST IS TO CHANGE THE FUTURE LAND USE DESIGNATION FROM THE EXISTING RR10 TO CITY OF PARKLAND R3. WHAT THIS DOES IS ESSENTIALLY INCREASE THEIR DEVELOPMENT RIGHTS FROM APPROXIMATELY TWO BUILDABLE UNITS TO 75 BUILDABLE UNITS.

REMEMBER THE SITE IS WAY OUT AT THE NORTHWEST CORNER OF THE CITY THERE. HERE IS THE EXISTING FUTURE LAND USE MAP. YOU'LL SEE THE EXISTING RR10 DESIGNATION THERE. JUST AS A NOTE ALL EXISTING R3 AND THE CITY IS AGE RESTRICTED. THE HIGHEST DESIGNATION FOR NONAGE RESTRICTED PROPERTIES IS R2.

ANYTHING ABOVE R2 IS AGE RESTRICTED IN THE CITY WHICH THIS IS CONSISTENT WITH. JUST BACKGROUND SINCE THIS APPLICATION HAS BEEN IN THE WORKS FOR A WHILE NOW.

BACK IN 2018 THE APPLICANT SUBMITTED FOR THE SAME REQUEST AND WENT TO PLANNING AND ZONING. THAT VOTE WAS TO DENY AND THAT

[00:45:09]

PASSED 7-0. THE APPLICANT TALKED WITH THE CITY STAFF AND APPLICATION CAME BACK TO CITY COMMISSION A YEAR LATER FOR FIRST READING AT THE CITY COMMISSION AND APPLICATION UNANIMOUSLY PASSED 7-0. THAT WAS THE LAST VOTE.

SINCE THAT FIRST READING THE APPLICATION HAS GONE THROUGH TRADITIONAL PROCESS INCLUDING BEING TRANSMITTED TO BROWARD COUNTY AND THE STATE. IT'S DONE AT BOTH OF THOSE DEPARTMENTS AND THE APPLICANT SUBMITTED FOR A MASTER PLAN AND REZONING. THEY RECENTLY RESUBMITTED FOR A SECOND ROUND. WE STARTED LOOKING AT PROPOSED PLANS FOR THAT. WE RECOMMEND APPROVAL SUBJECT TO THE CONDITIONS LISTED ON THIS SLIDE.

THAT CONCLUDES THIS PRESENTATION.

>> MOTION TO APPROVE. >> WITH THAT I WILL OPEN TO THE PUBLIC. IF ANYBODY FROM THE PUBLIC HAS ANY QUESTIONS, PLEASE RAISE YOUR HAND AND YOU WILL HAVE THREE

MINUTES TO SPEAK. >> MAYOR , THIS IS MICHELLE.

I SHOULD MENTION THAT THE APPLICANTS REPRESENTATIVE CIRCLE ON THIS CALL IF YOU HAVE ANY QUESTIONS OF HIM.

>> OK. ANYBODY FROM THE PUBLIC?

>> SEEING NO ONE FROM THE PUBLIC I'M CLOSING FROM THE PUBLIC AND

OPENING TO THE COMMISSION. >> MOTION TO APPROVE.

>> I HAVE A MOTION. >> I'LL SECOND.

>> SECOND. ROLL CALL PLEASE.

>> HELLO. >> SORRY ABOUT THAT.

>> SOMEBODY DIDN'T PUSH A BUTTON.

>> YES. >> YES.

>> YES. >> YES.

>> NO. PLEASE SHOW THAT IT PASSES 4-1.

NEXT IS ITEM 9C. RESOLUTION 2020.021 RESOLUTION EXTENDING THE STATE OF LOCAL EMERGENCY.

THERE WAS A LOT OF MISUNDERSTANDING IN THE PUBLIC THE LAST TIME THIS WAS APPROVED. THIS IS JUST EXTENDING THE DECLARATION OF STATE OF EMERGENCY.

IT'S THE SAME THING WE DO WITH A HURRICANE.

IT ALLOWS CERTAIN POWERS TO THE CITY MANAGER IN THIS CASE.

IT HAS NOTHING TO DO WITH THE STAY AT HOME OR ANY OF THE FAZING OR ANY OF THAT. THIS IS JUST EXTENDING THE STATE OF LOCAL EMERGENCY. I JUST WANT TO BE CLEAR ABOUT WHAT IT IS WE HAVE BEFORE US. WITH THAT I WILL OPEN TO THE PUBLIC. IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON THIS ITEM, PLEASE RAISE YOUR HAND.

SEEING NO ONE FROM THE PUBLIC. I'M CLOSING TO THE PUBLIC AND

OPENING TO THE COMMISSION. >> MOTION TO APPROVE.

>> SECOND. >> I HAVE A MOTION AND A SECOND.

ROLL CALL PLEASE. >> YES.

>> YES. >> YES.

>> YES. >> YES.

EMPLOYEES SHOW THAT PASSES UNANIMOUSLY.

>> ITEM 9B BROWARD LEAGUE OF CITY APPOINTMENTS.

THIS IS WHERE WE APPOINT A BOARD MEMBER, A FIRST ALTERNATE AND A SECOND ALTERNATE TO THE BROWARD LEAGUE OF CITIES.

SINCE OUR CURRENT BOARD MEMBER IS VICE MARYLANDSON AND HE'S NOT ONLY A BOARD MEMBER AND DIRECTOR, HE'S ALSO ON THE EXECUTIVE BOARD, I WOULD WANT TO OBVIOUSLY CONTINUE TO HAVE HIM

AS OUR DIRECTOR. >> IS THAT A MOTION?

[00:50:06]

>> I HAVE TO PASS THE GAVEL. I'M PASSING THE GAVEL TO YOU.

I'M MAKING A MOTION TO APPOINT YOU AS OUR DIRECTOR.

>> SECOND. >> I'LL SECOND THAT.

>> >> SEEING WE HAVE A MOTION AND SECOND. ROLL CALL.

>> ARE YOU GOING HAVE THE FIRST AND SECOND ALTERNATES THE SAME?

>> WE'LL DO THIS FIRST. >> YES.

>> YES. >> YES CONGRATULATIONS.

>> YES AND THANK YOU ALL. >> YES.

AND ENTHUSIASTIC YES AND I PLEASE SHOWTA IT PASSES UNANIMOUSLY. NOW WE'RE LOOKING FOR OUR

ALTERNATE. >> IS ANYBODY INTERESTED IN THE ALTERNATE OR SECOND ALTERNATE POSITION.

>> I WOULD LIKE TO BE AN ALTERNATE IF ONE OF YOU WANT TO GIVE IT UP, I WOULD LIKE TO BE AN ALTERNATE.

>> I'M HAPPY FOR TO YOU TAKE THAT POSITION.

>> OK. SECOND ALTERNATE.

WOULD YOU LIKE TO CONTINUE? >> I WOULD NOMINATE COMMISSIONER

CAGEN. >> I'LL TAKE IT.

>> SECOND. >> WE HAVE AWE MOTION AND A SECOND. ROLL CALL PLEASE.

>> YES AND CONGRATULATIONS. >> YES.

>> YES. >> YES AND CONGRATULATIONS.

>> YES. PLEASE SHOW THAT IT PASSES UNANIMOUSLY. CONGRATULATIONS EVERYONE AND THANK YOU FOR EVERYBODY ISING THE CITY.

COMMISSIONER WALKER ANDING AEN , THE GOOD NEWS FOR YOU TWO IS I DON'T THINK VICE MAYORSON HAS EVER MISSED YOU SO YOU ARE SAFE.

THANK YOU FOR STEPPING UP. AND WITH THAT COMMENTS BY THE

[Item 10]

BROWARD SHERIFF'S OFFICE. >> GOOD EVENING.

HE'S MUTED. >> [INAUDIBLE] WE'RE DOING VERY GOOD. FROM A CITY STANDPOINT WE'VE SEEN A LOT OF PEOPLE ADHERING TO SOCIAL DISTANCING.

THEY ARE OUT EXERCISING. WE'RE NOT GETTING ANY CALLS ABOUT BUSINESSES BEING OVERCROWD OR ANYTHING LIKE THAT.

IN THAT RESPECT THEY ARE DOING VERY WELL.

THAT'S ALL THAT I HAVE. ANY QUESTIONS?

>> THANK YOU MAYOR. I WOULD LIKE TO COMPLEMENT CAPTAIN MULLIGAN. I HAD A RESIDENT REACH OUT TO ME ON SUNDAY THAT WAS VERY UPSET AND VERY CONCERNED AND I SENT AN EMAIL TO THE CITY AND I SENT A TEXT TO THE CAPTAIN.

LITERALLY WITHIN FIVE MINUTES THE CAPTAIN RESPONDED, CALMED THE RESIDENT DOWN. WENT WHAT I BELIEVE WAS ABOVE AND BEYOND. SHE'S SAYING THAT A RESIDENT WAS VERY HAPPY WITH YOUR RESPONSE. [INDISCERNIBLE]

[00:55:05]

. >> AND YOU DID AND IT WAS AMAZING. CAPTAIN, I JUST WANT TO REENFORCE ONE OTHER THING -- HE CAN'T HEAR YOU.

>> REALLY IMPORTANT FOR THE RESIDENTS ONO IF THEY NEED ANYTHING AND IT NOT AN EMERGENCY BUT SOMETHING THEY ARE CONCERNED ABOUT, THEY SHOULD AUTOMATICALLY CALL NONEMERGENCY NUMBER.

AND THAT IS ON OUR WEBSITE. YOU CAN SEE IT BUT A LOT OF PEOPLE FORGET THAT NUMBER. AND THAT'S A VERY EASY WAY TO MAKE CONTACT AND GET A RESPONSE THAT YOU NEED.

SO I WANTED TO THANK THE CAPTAIN.

>> THANK YOU. ANYBODY ELSE? SEEING NO ONE ELSE. THANK YOU.

[Item 11]

NEXT ON THE AGENDA ARE THE COMMENTS BY THE CITY MANAGER.

NANCY, THERE WERE SOME COMMENTS MADE BEFORE AND WE'VE BEEN GETTING COMMENTS FROM THE COMMUNITY ABOUT STATUS OF -- I KNOW WE HAD A QUESTION SOMEBODY WANTED TO PRACTICE WITH THEIR OWN STICK AND BALL. IF YOU COULD CLARIFY SOME OF WHAT IS GOING ON THERE. I'D LIKE TO HEAR WHEN IT COMES TO THE CITY ATTORNEY COMMENTS, I WOULD LIKE TO HEAR AN EXPLANATION OF WHO IS RESPONSIBLE FOR MAKING SOME OF THESE DECISIONS AND HOW CERTAIN DECISIONS SUCH AS THE DOG PARK AND THE IN ACT TO PRACTICE ON THE FIELD, WHERE THOSE DECISIONS ARE BEING MADE AND WHAT THE EXPECTATION IS OF WHEN THOSE

DECISIONS MAY CHANGE. >> YES MAYOR.

WE GO BY THE BROWARD COUNTY ORDER.

CURRENTLY BROWARD COUNTY ORDER SOUTHEAST PHASE ONE.

IN THAT PHASE ONE THE PARKS ARE CLEARLY IDENTIFIED FOR PASSIVE USE ONLY. SO I REACHED OUT TO THE COUNTY PERSONALLY TO GET A BETTER CLARIFICTION ON HOW DO YOU DEFINE PASSIVE USE. PASSIVE USE IS NOTHING THAT IS ORGANIZED. THERE WILL BE NO STRUCTURED COACHING TYPE OF PLAY. NOTHING THAT IS PLANNED ORGANIZED OR SCHEDULED. IT'S PASSIVE USE.

SO SOME PEOPLE ARE ALSO CONFUSE BID TERMINOLOGY OF EQUIPMENT.

AND THE ORDER IT STATES NO EQUIPMENT.

THAT IS REFERENCING TO TEAM EQUIPMENT OR EQUIPMENT SHARED AMONGST TEAMS. IF YOU HAVE YOUR OWN PERSONAL EQUIPMENT SUCH AS A LACROSSE STICK, YOU COULD GO OUT THERE AND THROW BALL. THAT'S CONSIDERED PASSIVE USE.

IF YOU HAVE YOUR OWN EQUIPMENT F YOU WANT TO HIT A BALL, BAT AND BALL, THAT IS WELCOMED. WE'LL ALLOW UP TO 10 PEOPLE ON A FIELD AND GEE IT NOTHING STRUCTURED.

IT'S JUST PASSIVE USE TO MAKE THAT CLEAR.

>> SO FOR EXAMPLE IF LIKE A GROUP OF NEIGHBORS WANTED TO GO OUT AND THERE WERE TEN OR LESS OF THEM, THEY COULD JUST GO OUT

AND USE THE FIELD PASSIVELY? >> YES THAT IS CORRECT.

THEY COULD. >> I JUST WANT TO BE CLEAR ON THAT. HOW ARE THE BATTING CAGES AFFECTED BY THAT? THAT WAS CLARIFIED THROUGH

BROWARD COUNTY? >> YES, WE DID GET CLARIFICATION ON THAT. THEY BELIEVE THAT THE BATTING CAGES ARE NOT FOR USE. IT'S NOT CONSIDERED PASSIVE USE.

>> OK. TOMORROW IF IT'S OK WITH THE COMMISSION DURING THE PHONE CALL THAT WE HAVE WITH THE COUNTY, I KNOW THAT THE DISCUSSION IS HOTELS, BEACHES AND GYMS, BUT I WILL BRING UP THE DOG PARK , THE DOG GROOMING, THE LOOSE PRACTICES AND THE BATTING CAGES IF THAT'S OK WITH THE

COMMISSION. >> THAT WORKS.

>> IF THAT'S OK I WILL BRING UP THOSE THING.

I WANT TO IF I COULD I KNOW IT'S CITY MANAGER COMMENTS.

THERE WAS A LOT OF HOOPLA ABOUT FORT LAUDERDALE SAYING THEY COULD HAVE GYMS AND THEY CAME OUT TODAY SAYING THE GYMS SHOULD NOT OPEN. IF THE CITY ATTORNEY WHETHER

[Item 12]

IT'S ANDY OR ANTHONY, COULD YOU EXPLAIN THE ROLE OF BROWARD

COUNTY IN THIS WHOLE PROCESS? >> WHAT WE DO ON THESE THINGS.

[01:00:08]

BROWARD COUNTY ISSUED THE ORDER TO COVER THE ENTIRE COUNTY INCORPORATED AND UNINCORPORATED. BY ITS TERMS ALSO IT PERMITS MUNICIPALITIES TO BE MORE STRICT BUT NOT LESS STRICT.

SO THEY DESCRIBE THEIR STANDARD AS THE MINIMUM STANDARDS.

AND THERE ARE A NUMBER OF DIFFERENT STANDARDS.

WHEN WE HAVE A QUESTION OBVIOUSLY I TRY AND WITH NANCY AND WE TRY TO COME ONE THE OUR INTERPRETATION OF IT.

WE FEEL CONFIDENT THAT IT'S A NO BRAINER, IT'S A SIMPLE STRAIGHTFORWARD. WE GO WITH IT.

WHEN IT'S QUESTIONABLE OR WHEN IT COMES UP, WE PARTICIPATE IN WEEKLY MEETINGS, SHE WITH HER COUNTERPART MANAGERS, ME WITH THE CITY ATTORNEYS AND COUNTY ATTORNEY.

WHEN ISSUES COME UP THERE, WE SEEK GUIDANCE FROM THE COUNTY BECAUSE IT IS THEIR ORDER AND THEY ARE THE ONES WHO WOULD HAVE AND YOU SAW THAT IN THE FORT LAUDERDALE CASE.

WHAT WE TRY TO DO IS INTERPRET BECAUSE THEY ARE THE ONES INTERPRETING IT. THAT'S THE WAY THIS WORKS.

>> DID YOU HAVE A QUESTION? >> THANK YOU VERY MUCH.

SO I DO UNDERSTAND THAT WE'RE FOLLOWING THE COUNTY IN TERMS OF MOST OF THEIR ORDINANCES. BUT THERE ARE CITIES THAT ARE TAKING THE STEP TO LOOK TO THEIR SPECIAL THE THINGS THAT THEY HAVE IN THEIR CITIES AND MAKING DECISIONS BASED UPON WHAT THEY KNOW IS BEST FOR THEIR COMMUNITY.

SO FOR EXAMPLE WE HAVE SOME PLACES THEY ARE SMALL GYMS OR SMALL SPECIAL BOUTIQUE KIND OF AREAS THAT HAVE THE ABILITY PEHAPS TO MAINTAIN THEIR PREMISES IN A WAY THAT IS IN ACCORD WITH WHAT HAS BEEN HANDED DOWN BY THE LOCAL AND STATE GOVERNMENTS RELATIVE TO THE REOPENING PROSPECTS.

SO IT MIGHT BE SOMETHING THAT WE CONSIDER IN TERMS OF ALLOWING SOME OF THESE BUSINESSES WITHIN OUR COMMUNITY TO OPEN BACK UP

AGAIN. >> I THINK CORRECT ME IF I'M WRONG BUT BROWARD COUNTY SAID NO TO THE GYMS AND THAT IS STILL A TOPIC OF DISCUSSION. IT WAS BROUGHT UP AT YESTERDAY'S

COUNTY COMMISSION MEETING. >> THEY DEFINITELY SAID NO.

WHEN IT WAS NOT CLEAR THEY SAID NO, THEY ISSUED ANOTHER ORDER TO MAKE IT CLEAR THEY SAID NO. EVEN THOUGH IT'S IN THE

GOVERNOR'S ORDER, WE KNOW THAT. >> I'VE ALSO HEARD THAT A LOT OF THE DOG PARKS ARE OPENING THROUGHOUT THE COUNTY.

AND A LOT OF THE NEIGHBORHOODS IN COULD RECALL SPRINGS I BELIEVE. I KNOW THAT THEY ARE WORKING ON THE GYMS AS WELL. BUT CAN YOU ALSO ADDRESS THAT SERIOUSLY AND I REALLY APPRECIATE YOU BRINGING UP ALL OF THOSE TOPICS. BECAUSE IF WE CAN I KNOW THAT THE DOG PARK IS SOMETHING IN OUR COMMUNITY THAT I KNOW A LOT OF PEOPLE WANT AND IF THERE IS A WAY TO DO THAT SAFELY AS WELL AS WHAT YOU MENTIOED, I THINK THAT WOULD BE GREAT.

>> NANCY CAN BRING IT UP AT HER CITY MANAGER MEETING.

>> THANK YOU BOTH. >> JUST SO EVERYBODY IS AWARE, THERE HAVE BEEN A LOT OF ISSUES BROUGHT UP AT THESE MEETINGS.

THEY JUST DON'T ALWAYS MAKE IT. THERE NEEDS TO BE A GENERAL CONSENSUS. ANDY, ONE MORE THING, IF YOU COULD ADDRESS AS MUCH AS YOU CAN ON THE PINE TREE ISSUE REALLY

QUICKLY. >> I'LL DISAPPOINT YOU WITH MY ANSWER BECAUSE I WON'T SAY A LOT ABOUT THE LITIGATION.

I WAS THINKING ABOUT IT. I'M AT 32 YEARS AS CITY ATTORNEY HERE. CERTAIN ISSUES HAVE BEEN AROUND AS LONG AS I HAVE AND THIS HAS BEEN ONE OF THEM.

AND THIS COMMISSION HAS NEVER MADE A FORMAL DECISION ON THE MATTER, ESPECIALLY ON THE ASSESSMENT AND RECONSTRUCTION.

THIS COMMISSION HASN'T MADE ANY DECISIONS.

BUT I KNOW THERE IS TALK ABOUT IT BECAUSE IT'S IMPORTANT.

FOR THAT REASON, AT THE STRATEGIC PLANNING WITH THE

[01:05:03]

COMMISSION DIGS INTO ISSUES DEEPLY AND CAN SPEND TIME ON THEM, NANCY SCHEDULED A FULL SESSION WHERE WE'RE GOING TO HAVE OUR COUNCIL COME DOWN AND MAKE PROVIDE SPECIAL NOTICES AND THINGS OF THAT SORT TO REALLY FOR THE FIRST TIME IN THAT TYPE OF ENVIRONMENT HAVE THIS COMMISSION START DIGGING INTO THAT, THOSE ISSUES. AS A PRECURSOR TO THAT THE STAFF DEVELOPED AN INFORMATION LETTER AND SURVEY TO SEND OUT FOR THE PURPOSES OF GETTING THAT INFORMATION BACK SO THAT WHEN YOU HAD THE STRATEGIC PLANNING, YOU WOULD HAVE ALL OF THAT INFORMATION BEFORE YOU SO AS YOU START THE BEGINNING OF YOUR SERIOUS DECISION MAKING PROCESS ON ASSESSMENTS, RECONSTRUCTION AND ALL OF THAT. THAT WOULD HAVE BEEN THE FIRST STEP. UNFORTUNATELY THE LETTER WENT OUT BUT UNFORTUNATELY THE STRATEGIC PLANNING HAD TO TAKE A DETOUR BECAUSE OF THE PANDEMIC. SO THAT DID NOT OCCUR.

AND IF IT BECAME A SUBJECT OF CONVERSATION THAT UNFORTUNATELY WAS THERE WARTED AS FAR AS THIS COMMISSION ACTING.

THAT'S A LITTLE HISTORY. WE HAVE BEEN EVERYBODY ISED WITH TWO LAWSUITS, ONE WITH A COUPLE OF RESIDENTS AND THE OTHER WITH MANY RESIDENT. AS TO THE LAWSUITS THEMSELVES IT'S MY PRACTICE NOT TO COMMENT ON ACTIVE LITIGATION.

WE HAVE COUNCIL HANDLING THEM. I'M GOING HAVE TO INSTRUCT COMMISSION THAT ONCE ANYTIME LITIGATION, THAT MATTERS INVOLVING THAT ARE INVOLVED IN THE LITIGATION ARE NOT TO BE THE SUBJECT OF PUBLIC COMMENT. WE HAVE THE STRONGEST RECOMMENDATION NOT TO HAVE DISCUSSION ON ANYTHING THAT EVEN TOUCHES THE MERITS OF THE CLAIMS AND THE SUBSTANCE OF THE CLAIMS. THAT'S WHERE WE ARE. I KNOW I'M DISAPPOINTING YOU ON THAT. I THOUGHT MAYBE A LITTLE HISTORY

MIGHT BE IN ORDER ON THAT. >> THANK YOU.

APPRECIATE THAT. DO YOU HAVE ANY OTHER COMMENTS?

>> I DO NOT. >> WITH THAT I WILL ENTERTAIN A

MOTION TO ADJOURN. >> MOTION TO ADJOURN.

>> SECOND. >> I HAVE A MOTION AND A SECOND.

ALL IN FAVOR? AYE.

HAVE A GOOD EVENING. >> HAVE A
