INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. >>> ROLL CALL.

>>> COMMISSIONER STACY KAGAN. >> COMMISSIONER KEN CUTLER. >> MAYOR CHRISTINE HUNSCHOFSKY.

>> NEXT ON THE AGENDA WE HAVE THE MINUTES FROM THE REGULAR MEETING JANUARY 8, 2020 AND THE

[Item 4]

MEETING GENUINE WARY 28, 2028. A MOTION TO APPROVE. >> WE HAVE A MOTION AND ALL IN

FAVOR SIGNIFY BY SAYING AYE. >> PLEASE SHOW THAT IT PASSES UNANIMOUSLY.

[Item 5]

>> THIS IS A NON- AGENDA ITEM. IF ANYONE WOULD LIKE TO SPEAK PLEASE COME FORWARD.

I HAVE ONE NAME HERE BONNIE CASHMORE. >> I WANT TO DISCUSS AND THANK YOU FOR YOUR ATTENTION TO CHANGING THE RULES AND REGULATIONS.

THE PARK AND THE LAST YEAR HAS STARTED TO DETERIORATE. WE HAVE MANY DOGS.

I HAVE PHOTOGRAPHED EVERYTHING. THEY ARE USUALLY 20 INCHES WIDE. WE HAVE A DOG THAT WAS ENTERED LAST FALL. SHE WAS RUNNING AND SHE TRIPPED AND SMASHED INTO THE POLLS THAT

WAS HOLDING THE CEILING. >> CHILDREN RUN WITH THE DOGS. MY CONCERN IS A CHILD WILL FALL INTO ONE OF THESE HOLES. I THINK WE WILL ALL HAVE A PROBLEM IF THAT HAPPENS.

>> WE HAVE ASKED THE MAINTENANCE TO FILL THEM BUT THEY HAVEN'T DONE IT YET.

MAYBE WE NEED TO CHANGE WHO WE DO BUSINESS WITH. BUT IT IS SOMETHING WE NEED TO PAY ATTENTION TO. WE ALSO HAVE A PROBLEM WITH THE FOUNTAINS AND SOME OF THE DOGS

CAN GET UNDERNEATH. >> THERE'S A FEW OTHER THINGS THAT NEED TO BE ADDRESSED.

I HOPE THAT YOU WILL TAKE THIS UNDER CONSIDERATION. THANK YOU.

>> ANYONE ELSE FROM THE PUBLIC ON A NON- AGENDA ITEM. SEEING NO ONE I WILL OPEN.

BONNIE I JUST WON'T -- WANT TO SAY AND THIS IS NOT A BACK AND BACK AND FORTH.

WE HAVE A PARTICLE AND APPLICATIONS THAT YOU CAN DOWNLOAD ON YOUR PHONE.

IF YOU SEE SOMETHING THAT NEEDS TO BE PREPARED OR FIXED YOU CAN SEND IT TO THE PARK OR AREA RESPONSIBLE FOR IT. I ENCOURAGE EVERYONE TO DO IT BECAUSE IT IS A GREAT WAY TO

MAKE SURE YOUR CONCERNS ARE GETTING WHERE THEY NEED TO GO. >> WITH THAT I WILL OPEN TO THE COMMISSION FOR COMMENTS. I WILL START WITH COMMISSIONER STACY KAGAN.

>>> THANK YOU MAYOR. HELLO EVERYONE. I HAVE SOME CONGRATULATIONS THAT I WOULD LIKE TO DO AND THE FIRST ONE IS OUR VERY OWN VICE MAYOR. HE RECEIVED AN EXCELLENCE AWARD AND I WANT TO THANK YOU FOR YOUR SERVICE AND I AM VERY PROUD OF YOU.

ALSO AT THE EVENT THAT I ATTENDED WITH BOB, THE MAYOR AND COMMISSIONER WALKER, SPARKLING TEARS WAS NOMINATED FOR THE RISING STAR AWARD AND THEY HAVE BEEN WORKING DILIGENTLY TO RAISE MONEY TO HELP THE COMMUNITY AND DOING THINGS WITH HEALING AND THEY WERE THE ONES WHO WON THE AWARD I AM PROUD OF THE HARD WORK THEY HAVE DONE. THAT WAS LED BY STACY AND HER

TEAM SO CONGRATULATIONS TO THEM AS WELL. >> I'D ALSO LET EVERYONE KNOW WE VISITED THE NEW OPENING OF THE ASSISTED LIVING FACILITY. IT WAS ABSOLUTELY BEAUTIFUL.

I TOOK A TOUR AND I KNOW MY FELLOW COLLEAGUES WERE THERE. IT IS A VERY NICE PLACE AND IF

[00:05:05]

ANYONE FEELS LIKE TAKING A LOOK. THE DECORATIONS ARE AMAZING AND THEY APPEAR TO CARE ABOUT THE RESIDENTS AND WANT TO DO SOME GREAT THINGS OVER THERE. THERE WERE SPORTING EVENTS AND SHOUT OUT TO EVERYONE. I CAN'T BELIEVE HOW HARD THE COACHES WORK AND THE FACES ON THE CHILDREN WHEN THEY WERE RECEIVING AWARDS. IT WAS ONE OF THE MOST HEARTWARMING THINGS I HAVE SEEN AND IT PUT A SMILE ON EVERYONE'S FACE.

>> WE ALSO HAVE THE PARKLAND FIRE AWARDS AND I HAVE TO SAY THAT THE CHIEF AND HIS TEAM ARE ABSOLUTELY INCREDIBLE AS EVERYONE KNOWS. I HAVE USED YOU PERSONALLY.

THE WAY THAT YOU TREAT THE RESIDENCE AND WORK WITH ONE ANOTHER IS TRUE CONCERN AND LEADERSHIP. I WANT TO THANK YOU FOR WHAT YOU DO EVERY DAY.

ALWAYS MAKE IT HOME. YOU ARE AMAZING. WE HAVE THE LIVE RIBBON-CUTTING ON SATURDAY. I LOOK FORWARD TO SEEING EVERYONE THERE.

THAT IS ALL I HAVE. >> THANK YOU. COMMISSIONER CUTLER.

>> THANK YOU. I WOULD LIKE TO CONGRATULATE THE VICE MAYOR.

I HAD THAT ON THE TOP OF MY LIST AS WELL. >> YOU ARE RECOGNIZED BY THE

PEOPLE AND WE ARE VERY PROUD. >> I WOULD LIKE TO TELL YOU THAT I WAS FORTUNATE ENOUGH IN THE LAST COUPLE OF WEEKS TO ASSIST THE COMPETITORS IN PRACTICE ROUNDS FOR THE STATE COMPETITION IN ORLANDO. THERE ARE 219 KIDS GOING ON FIVE BUSLOADS.

IT IS THE LARGEST NUMBER OF STUDENTS THAT HAVE MADE IT TO THIS LEVEL SINCE THE LAST 15 YEARS. SO I AM WISHING THEM GOOD LUCK. I ALSO HAD THE OPPORTUNITY TO ATTEND THIS YEAR'S TROPHY PICNIC WHICH WAS AMAZING. 1200 TROPHIES WERE GIVEN OUT.

GREAT JOB BY EVERYONE. THE SPORTS CEREMONIES WERE ALSO FANTASTIC.

ON FEBRUARY 25, THE SPECIAL OLYMPICS. MY WIFE AND I HAD THE OPPORTUNITY TO BE SERVED BY THE CAPTAIN WHICH WAS WONDERFUL. THANK YOU VERY MUCH.

>> WOMEN FROM ALL OVER SOUTH FLORIDA GATHERED IN PARKLAND, TO HOLD A BIG EVENT OVER 300 WOMEN FROM ALL OVER WERE BAKING A WIDE VARIETY OF VODKA. THE EVENT WAS A JOINT EFFORT SUING THE COMMUNITY SPIRIT MIGHT LAW FIRM WAS ONE OF THE SPONSORS.

I UNDERSTAND EVERYONE HAD FUN. THERE WERE SOME AMAZING RECIPES THAT WERE SHARED.

>> I ALSO HAD THE OPPORTUNITY AND PLEASURE TO ATTEND THE FIRE DEPARTMENT'S ANNUAL AWARDS.

IT IS THE THIRD YEAR I HAVE HAD THAT OPPORTUNITY. I CAN ONLY TELL YOU LADIES AND GENTLEMEN OF THIS GROUP, YOU CONTINUE TO AMAZE ME WITH WHAT YOU HAVE DONE YEAR IN AND YEAR OUT. YOU ARE AN AMAZING AND COURAGEOUS GROUP OF PEOPLE WHO& ARE COMMUNITY MINDED. A TEAM THAT WORKS EXTREMELY WELL TOGETHER AND WE ARE PROUD OF WHAT YOU HAVE DONE. THOSE WORDS ARE VERY WELL DESERVED.

>>> THE CORONAVIRUS. I WANTED TO SPEAK BRIEFLY ABOUT THAT.

I DON'T KNOW IF THIS IS A THING THAT IS BROUGHT ON BY THE MEDIA OR WHETHER OR NOT THIS IS SOMETHING THAT WARRANT OUR ATTENTION. I DON'T KNOW IF IT WARNS US TO PANIC. I HAD AN OPPORTUNITY TO ATTEND A CHAMBER MEETING WHERE WE HAD A

[00:10:03]

DOCTOR WHO SPECIALIZES IN VIRUSES AND IMMUNIZATION TALK TO US ABOUT THE FACT THAT THE CORONAVIRUS IS SOMETHING THAT HAS BEEN AROUND FOR A LONG TIME. THIS IS A SUBSET OF THAT VIRUS.

HE TALKED ABOUT THE FACT WHEN IT COMES TO PREVENTING VIRAL INFECTIONS ESPECIALLY THOSE WHO SPREAD FROM COUGH AND SNEEZE AND SENT THOSE KINDS THINGS WHICH THIS STRAIN IS, THAT WASHING YOUR HANDS IS THE FIRST LINE OF DEFENSE FOR THIS THING. HE HAS INDICATED THAT NOW THAT WE ARE IN THE MIDST OF THIS OUTBREAK, HE WOULD STRESS THAT WE DO THAT AS WELL AS MAKE SURE TO COVER OUR MOUTHS WHEN WE COUGH AND SNEEZE. IT HAS BEEN SUGGESTED BY HIM AND ONE OF THE NURSES THAT WORK WITH HIM THAT YOU CLEAN THE SURFACES OF THE AREAS WHERE PEOPLE ARE CONSTANTLY USING THINGS LIKE COMPUTERS WHERE YOU ARE TURNING THE TERMINALS OVER TO PEOPLE SO

THAT WE ASSIST IN THE PREVENTION PROCESS. >> I GUESS THE THING THAT HE LEFT ME WITH PARTICULARLY IS IT IT'S A PROCESS WHERE WE NEED TO USE COMMON SENSE AND PROTECT OUR FAMILIES AND CHILDREN AND IF YOU FIND THAT YOU ARE SICK, GET TO A DOCTOR, STAY-AT-HOME.

DON'T GO OUT AND SHARE YOUR SICKNESS WITH OTHER PEOPLE. >> THOSE ARE MY COMMENTS.

>> COMMISSIONER WALKER. >> THANK YOU MAYOR. >>> COMMISSIONER STACY KAGAN AND KEN CUTLER PRETTY MUCH SAID WHAT I HAD TO SAY. I WANTED TO ADD WITH THE SOFTBALL AND BASEBALL CHALLENGER AND SOCCER AND PICNICS THAT TAKES A LOT OF VOLUNTEERS.

IT IS GREAT TO SEE ALL OF THE KIDS HOW HAPPY THEY ARE TO GET TROPHIES OR HANG OUT WITH THEIR FRIENDS. THAT IS WHAT IT IS ABOUT. IT IS ALL ABOUT THE KIDS.

SOMETIMES SOME OF THE COACHES FORGET THAT. CERTAINLY APPRECIATE ALL OF THEIR HARD WORK VOLUNTEERING FOR THE DIFFERENT BEINGS. I ALSO WANTED TO SPECIFIALLY SAY CONGRATULATIONS TO THE VICE MAYOR. YOU WORKED VERY HARD FOR THIS COMMUNITY. IT IS GREAT BUT I WAS THERE TO SEE YOU GET THE AWARD.

>> IT WAS REALLY SPECIAL TO SEE THAT. AND IT IS NICE TO SEE THAT OUR

COMMUNITY. >> OUT OF ALL THE OTHER COMMUNITIES WE SHOW THAT WE ARE OUT THERE DOING A LOT OF THINGS FOR A LOT OF DIFFERENT PEOPLE WHICH IS FANTASTIC TO SEE.

WE ALSO HAD A POLICE PENSION MEETING LAST WEDNESDAY. BASICALLY, EVERY YEAR THERE ARE CALCULATIONS THAT DETERMINES HOW MUCH THE CITY NEEDS TO CONTRIBUTE TO THE FUND.

WE RECEIVED $69,000 FROM CHAPTER 180 LIVE FROM THE STATE. THIS YEAR, DUE TO THE CALCULATIONS AND THE FUND NOT MEETING THE RATE, THERE IS A SHORTAGE THE CITY WILL HAVE TO PAY THIS YEAR WHICH IS $21,000 THAT INCLUDES A CREDIT THAT WE HAD FROM THE PREVIOUS YEAR.

SO AGAIN, THE ACTUAL CALCULATIONS AND THE FUND NOT MEETING PERCENTAGE THAT WE HAD CALCULATED HAVE TO FALL SHORT OF THE $1,000. I JUST WANT TO MAKE SURE YOU GUYS WERE AWARE OF THAT. I ALSO WANTED TO MENTION THE ADMINISTRATOR SHE SPOKE ABOUT RETIREMENT POTENTIALLY STARTING TO LAY THAT WORK. SO THAT IS SOMETHING WE WILL HAVE TO LOOK AT IN THE FUTURE. I HAVE ONLY BEEN ON THE BOARD FOR EIGHT YEAR END A HALF.

SHE DOES A FAIR AMOUNT OF WORK AND I KNOW SHE WORKS WITH CORAL SPRINGS ALSO.

THAT IS SOMETHING THAT ISN'T IMMEDIATE. SHE WILL COME TO US IN THE NEXT MEETING IN MAY AND SPEAK MORE ABOUT HER PLAN AND THINGS LIKE THAT.

I JUST WANTED TO INFORM YOU ON THAT PARTICULAR MEETING. THAT IS ALL I HAVE.

[00:15:01]

>> THANK YOU. >> I DID ATTEND THE BOARD. I WANT TO THANK YOU FOR YOUR SUPPORT. I WANT TO THANK YOU FOR ALL OF YOUR SUPPORT.

I WAS SWORN TO SECRECY THAT I COULD NOT TELL ANYONE SO I COULDN'T.

THAT'S WHY I COULD NOT INVITE YOU. THEY WERE NOT GOING TO TELL ME BUT THEY HAD TO BECAUSE THEY HAD CONCERNS I WOULD LEAVE HALFWAY THROUGH.

BUT THEY DON'T KNOW ME I WOULD STAY THROUGH THE WHOLE THING. >> I JUST WANT TO SAY THANK YOU AND TO PARKLAND CARES FOR THEM RECEIVING THE RISING STARS AWARD.

VERY COMPETITIVE. THE LUNCHEON HAD 650 PEOPLE TEN. THERE WERE 90 APPLICATIONS IN 13

DIFFERENT CATEGORIES. IT IS VERY COMPETITIVE. >>> JUST A COUPLE OF THINGS.

I DID ATTEND CAREER DAY AND TO ME IT IS ALWAYS INTERESTING TO SEE HOW KIDS RESPOND TO WHAT THEY WANT TO BE IN THE FUTURE. A LOT WANT TO BE PROFESSIONAL ATHLETES BUT SOME HAVE -- HAVE MORE INTERESTING CAREER. IT WAS VERY ENLIGHTENING. AND WE WANT TO GIVE A SHOUT OUT TO THE PEOPLE TO THE TREMENDOUS JOB. I KNOW IT IS A LOT OF HARD WORK AND DEDICATION TO GET THE KIDS CORRALLED UP SO THEY CAN ENJOY IT.

WE ALSO HAD THE MAYOR'S CHEST CHALLENGE. >> IT WAS A GREAT TURNOUT.

I THINK WE HAD MORE THIS YEAR THAN WE EVER HAD. JUST WATCHING THE KIDS PLAYED THE FOCUS AND THE ATTENTION THAT THEY GIVE TO THE GAME IS TRULY INCREDIBLE.

ALSO GIVEN A SHOUT OUT TO THE FIRE DEPARTMENT FOR THEIR CEREMONY AND ONE OF THE THINGS I CONTINUE TO RESIGNATION IS THE STORIES. IT IS TOUCHING BUT WHEN YOU SEE

THE FAMILIES THAT WERE AFFECTED BY THESE ACCOMMODATIONS. >> THANK YOU FOR THE WORK YOU DO

DAY IN AND DAY OUT. >> >> SOME BILLS ARE PERCOLATING IN GOING ON. I HEARD THIS MORNING THE MAY EVEN INCREASE THINGS.

I KNOW IF YOU'RE ON FACEBOOK OR WHATEVER. THIS IS IN THE SENATE AND THE HOUSE AS WELL AS ON FRIDAY. THERE'S THE HOUSE BILL THAT TALKS ABOUT VACATION RENTALS AND

IT MAY PREEMPT OUR ORDINANCE. >> THANK YOU. >> I WANTED TO START BY RECOGNIZING JUSTIN WHO WAS -- WHO PASSED AWAY SUDDENLY. WITH HIS PRACTICING WE LOST A WONDERFUL PUBLIC SERVANT AND A GOOD FRIEND. JUSTIN WAS FULL OF LIFE AND EXTREMELY PASSIONATE ABOUT PUBLIC SERVICE AND MAKING A DIFFERENCE EVERYWHERE.

OUR THOUGHTS AND PRAYERS GO OUT TO HIS FAMILY AND THE CITY. I WOULD LIKE TO ASK FOR A MOMENT

OF SILENCE. TEN. >> THANK YOU FOR THAT.

WE WILL MISS HIM. FOR THOSE WHO MAY NOT KNOW HIS CELEBRATION OF LIFE IS FRIDAY

EVENING AT 6:00 P.M. >> AS MARCH IS WOMEN'S HISTORY MONTH.

WE AS A CITY RECOGNIZED SPOT MONTH AREA. I WOULD LIKE TO RECOGNIZE THE CITY MANAGER AND MANY FEMALE DIRECT -- DIRECTORS WHO WORK TIRELESSLY.

IT HAS BEEN 100 YEARS SINCE THE WOMEN AT THE RIGHT TO VOTE. I BROUGHT THAT UP EARLIER.

IT IS IMPORTANT NO MATTER WHAT YOU POST FOR THAT WE EXERCISE THE RIGHT THAT WE HAVE IT

PICKED. >> PRIOR TO ELECTION SEASON EVERYONE SHOULD GET OUT".

[00:20:10]

>> I WOULD ALSO LIKE TO CONGRATULATE OUR VICE MAYOR WHO WAS GIVEN THE EXCELLENCE AWARD FOR GIVING BACK. FOR THOSE WHO DO NOT KNOW. BOB HAS BEEN VERY INVOLVED IN SPORTS FOR MANY YEARS. HE HAS BEEN VERY PROUD IN ADVOCATING FOR SPECIAL EDUCATION. HE IS ALSO INVOLVED IN THE STATE PTA.

HE HAS BEEN HANDLING CHILDREN'S ISSUES AND SPECIAL EDUCATION ISSUES AND BOB HAS BEEN A LEADER AND A CHAMPION IN THAT AREA. I DON'T THINK EVERYONE KNOW THE WORK HE HAS DONE.

I JUST WANT TO SAY THANK YOU BECAUSE YOU HAVE BROUGHT A LOT OF THAT TO THIS DAY.

I JUST WANTED TO CONGRATULATE YOU.

>>> BUG CORONAVIRUS NOT TO BE MISTAKEN WITH THE BEER. I JUST WANTED TO GET SOME INFORMATION ON IT. THE STATE OF FLORIDA HAS ISSUED A STATE OF EMERGENCY.

THE FIRE DEPARTMENT REMAINS IN CLOSE CONTACT WITH THE STATE AND LOCAL HEALTH OFFICIALS.

INCLUDING THE FLORIDA DEPARTMENT OF HEALTH AND THE FIRE CHIEF AND THE HOSPITAL.

AS WELL AS BOTH LOCAL GOVERNING AUTHORITIES. I URGE ALL OF OUR RESIDENTS TO VISIT THE WEBSITE AT WWW.FLORIDA.GOV. YOU WILL FIND FACTUAL INFORMATION REGARDING THE VIRUS IN OUR STATE. I DON'T KNOW WHAT ELSE IS OUT THERE. INCLUDING WAYS TO PROTECT YOURSELF.

THE RECOMMENDATIONS ARE TO WASH YOUR HANDS FOR AT LEAST 20 SECONDS BEFORE GOING TO THE BATHROOM, AFTER, COUGHING AND SNEEZING. IF SOAP AND WATER IS NOT AVAILABLE YOU SHOULD USE AN ALCOHOL -BASED SANITIZER. AVOID CONTACT WITH PEOPLE WHO ARE SICK. IF YOU ARE SICK STAY HOME. YOU CAN CALL PEOPLE.

THE BEST THING YOU CAN DO IS TO PREVENT SPREADING IT. AVOID TOUCHING YOUR EYES, NOSE AND MOUTH. AVOID FREQUENTLY TOUCHED SERVICES FOR THE CITY WILL CONTINUE TO PUT OUT INFORMATION BUT THE MOST IMPORTANT THING YOU CAN DO IS MAKE SURE YOU ARE

TAKING THE STEPS TO PREVENT THE SPREAD. >> ADDITIONALLY ON MONDAY I WAS IN RICHMOND, VIRGINIA AND I MET WITH LORI WHOSE DAUGHTER WAS SHOT TWICE AND SURVIVED THE VIRGINIA TECH SHOOTING. SHE HAS BEEN AN ADVOCATE FOR COMMUNITY SAFETY AND SPOKE TO ME ABOUT HOW SHE AND HER FAMILY AND HER DAUGHTER WORKED THROUGH THE TRAUMA.

IT IS HARD TO BELIEVE BUT ON APRIL 16, IT WILL BE 13 YEARS SINCE THE VIRGINIA TECH SHOOTING. SHE SAYS IT DOES GET BETTER. I ASKED IF SHE WOULD BE WILLING TO VISIT OUR COMMUNITY AND TALK TO SURVIVORS HERE ABOUT HER EXPERIENCE.

SHE WAS VERY GRACIOUS. SHE SAID SHE WOULD LOVE TO. I AM LOOKING INTO CONNECTING HER SO IT WILL BE DONE IN A SUPPORTIVE AND PROPER AND RESPONSIBLE WAY SO SHE CAN LET OUR FAMILIES AND OUR COMMUNITIES KNOW WHAT STEPS SHE TOOK AND WHAT WORKS FOR THEM AND HOW THEY ARE DOING. SOMETIMES WHEN PEOPLE HAVE A BAD DAY IT DOESN'T LOOK LIKE THERE'S A LIGHT AT THE END OF THE TUNNEL. TO SEE SOMEONE GO THROUGH THIS.

IT IS GREAT TO HAVE HER COME DOWN HERE. WE WILL BE PUTTING OUT THAT

INFORMATION WHEN WE HAVE IT PICKED. >> AS FAR AS THE CHALLENGE, THE BEST JOB IS BEING AROUND THE KIDS. DOING GOVERNMENT DAY AND BEING OUT AND ABOUT IN THE COMMUNITY. ONE OF MY LEAST FAVORITE CHALLENGES.

KIDS LOVE IT THE MOST BECAUSE I AM CHALLENGE. THEY ARE LINED UP AND READY TO BEAT THE MAYOR AT CHESS. THAT IS A SPECIAL THING. WE HAVE SO MANY PEOPLE VOLUNTEERING BECAUSE SO MANY PEOPLE WANT THIS COMMUNITY NOT TO BE JUST ANOTHER CITY BUT A

[00:25:02]

PLACE WHERE PEOPLE FEEL AS IF THEY ARE HOME AND WELCOME. >> THANK YOU TO THE STUDENTS WHO

COULD HAVE BEATEN ME BUT THEY WERE GENEROUS. >> THOSE ARE MY COMMENTS.

[Item 6]

WITH THAT I WOULD LIKE TO GO TO THE APPROVAL OF THE AGENDA. >> A MOTION BY THE COMMISSIONER AND A SECOND PERIOD ALL IN FAVOR SIGNIFY BY SAYING AYE. IS THERE ANYONE OPPOSED.

PLEASE SHOW THAT IT PASSES UNANIMOUSLY. >> WE HAVE THE CONSENT AGENDA

[Consent Agenda]

ITEMS A AND B. WOULD ANYONE FROM THE PUBLIC LIKE TO SPEAK.

SEEING NO ONE FROM THE PUBLIC AR CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION.

>> I HAVE A MOTION BY COMMISSIONER KEN CUTLER. >> ROLL CALL.

>> CALLING ROLE -- TRULY SHOW THAT IT PASSES UNANIMOUSLY. ITEM EIGHT A.

[Item 8]

THE COVERED BRIDGE PRESENT PARK& OUTREACH MEETING AND REVISED SEXUAL -- CONCEPTUAL RENDERINGS.

>> GOOD EVENING. WE ALL HAVE THE PRESENTATION OF THE COMPUTER.

>> SO THE AUDIENCE IS AWARE. THERE WAS A TECHNICAL UPGRADE. THIS WAS UPGRADED AND WE HAVE HAD SOME TECHNICAL ISSUES. SHE WILL BE DIRECTING US BECAUSE NORMALLY WE COULD FOLLOW.

NOW WE HAVE TO DO IT MANUALLY. >> THANK YOU. >> TONIGHT WE ARE PROVIDING AN UPDATE ON THE COVERED BRIDGE PASSIVE PARK AND A SUMMARY OF THE FEEDBACK WE RECEIVED FROM THE COMMUNITY. WE WILL ALSO PROVIDE A REVISED CONCEPTUAL RENDERINGS.

>> THE COVERED BRIDGE IS 3 ACRES IN SIZE AND LOCATED WEST OF 441 EAST OF THE COVERT BRIDGE AND

SOUTH OF THE PARKWAY. >> BACK IN AUGUST WE CAME TO THE CITY COMMISSION AND PRESENTED THIS SPIRIT GO TO THE NEXT SLIDE PLEASE. I'M SORRY I FORGOT ABOUT THAT.

>> I AM ON THE SLIDE THAT SAYS PAGE THREE I'M SORRY. >> IS SAYS MASTER PLAN ON THE

TOP LEFT. >> SO THIS IS THE CONCEPTUAL RENDERINGS THAT WAS PRESENTED TO YOU LAST YEAR. THIS IS ALSO THE ONE THAT WAS POSTED ON OUR WEBSITE FOR PUBLIC FEEDBACK. ON THE NEXT SLIDE. IT SAYS DECEMBER 4 WE WANTED TO WORK ON THE DESIGN. ONE OF THE TASK WAS TO HAVE A PUBLIC OUTREACH MEETING.

THEY REVISE THE PLAN BASED ON SOME OF THE FEEDBACK WE GOT ON THE MEETING LAST YEAR FROM THE RESIDENCE. THE CHANGE THE LAYOUT ON THE PARKING LOT.

>> WE ALSO HAD AN ADDITIONAL ONE ON THE WEST SIDE OF THE PARK. >> THIS IS ACTUALLY THE PLANT THAT WE PRESENTED AT THE MEETING WE HAD ON JANUARY 29. NEXT OUR COMMUNICATIONS DIRECTOR WILL SPEAK ABOUT THE DIFFERENT WAYS WE REACH OUT TO THE COMMUNITY AND THEN WE WILL HAVE OUR CONSULTANT TALK A LITTLE BIT ABOT THE CONCERNS WE HAVE HEARD FROM THE COMMUNITY AND WHAT WE

ARE DOING WITH THE FEEDBACK. >> OF I WANTED TO SHARE WITH YOU THE OUTREACH AND THE FEEDBACK AND GIVE YOU A LITTLE SUMMARY FOR SOME CONTEXT. IN THE LEAD UP FOR STRATEGIC PLANNING IN 2019.FOCUS GROUP WAD 30% INDICATED THEY DESIRED MORE OF A NATURAL AREA AND WALKING PATH AREA. IN DECEMBER OF LAST YEAR. WE PUT A FORM ON OUR WEBSITE SEEKING FEEDBACK. WE POSTED A LINK FOR OUR WEEKLY NEWSLETTER AND FREQUENTLY POSTED

[00:30:07]

ON SOCIAL MEDIA. WE HUNG A BANNER AT THE SITE TO DRIV TRAFFIC TO PROVIDE MORE INFORMATION. THIS WAS TO ENCOURAGE PEOPLE TO WEIGH IN AND GIVE FEEDBACK.

TO DATE WE HAVE RECEIVED 37 RESPONSES FROM THAT. I SAY TODAY.

THE FORM IS STILL ONLINE. OF THOSE 30 WERE IN FAVOR OF THE PARK AND SIX WERE AGAINST.

IN JANUARY OF THIS YEAR, WE HAD A COMMUNITY OUTREACH MEETING. WE ALSO FREQUENTLY ADVERTISE THIS ON OUR WEEKLY NEWSLETTER AND ON SOCIAL MEDIA. THIS WAS TRYING TO DRIVE AS MUCH TRAFFIC AS POSSIBLE THINK WE WANT YOUR FEEDBACK. TWENTY-FIVE PEOPLE ATTENDED.

AT THAT MEETING WE PASSED OUT A FEEDBACK FORM AND 17 PEOPLE COMPLETED THE FORM.

THREE WERE IN FAVOR OF THE PARK. BEFORE AND AFTER THE MEETING WE ALSO RECEIVED MULTIPLE E-MAILS.

WE SET UP A TENT WITH VISUAL AIDS AT OUR SNOW FEST EVENT. WE DID NOT PUT DOWN FORMAL NUMBERS BUT THE FEEDBACK WAS& FAVORABLE. THIS IS ALL IN ADDITION TO WHAT YOU HAVE HEARD FROM RESIDENTS. MORE CURRENTLY THEY ARE CREATING A PARKS AND RECREATION'S MASTER PLAN. AS PART OF THAT THEY CONDUCTED A SURVEY.

IT SHOWED 69% OF RESIDENTS INDICATED THEY USE WALKING PATHS.

36% SAID WALKING PATH SHOULD RECEIVE THE MOST ATTENTION FROM THE CITY.

THEY ESTIMATE 2,000 RESIDENTS USE THE TRAIL. THEY ALSO EVALUATES PRIOR PRIORITIES -- MY PRIORITIES. THERE WERE SEVEN ITEMS THAT MAKE THE HIGHEST PRIORITY RATINGS.

THEY WERE WALKING PATHS, NATIONAL PARKS AND PRESERVES CALL TRAILS, MOUNTAIN BIKE TRAILS AND RUNNING TRACKS. I'M NOT SURE IF WE CAN ACCOMMODATE MOUNTAIN BIKE

TRAILS. >> THEY ALSO HAD A RATING FOR PROGRAMS FOR THEIR ENJOYMENT.

>> AS FAR AS THE NUMBERS WE HAVE OVER 10,000 HOMES. 32,000 RESIDENTS.

WE RECEIVED APPROXIMATELY 68 PEOPLE ENGAGING IN THE PROCESS. THEIR CONCERNS, WERE IF YOU ARE

LOOKING AT THE SAME SLIDE THAT I AM LOOKING AT. >> ON THE LEFT SIDE YOU SEE THE FEEDBACK. THE MAJOR CONCERNS LISTED ON THE BOTTOM LEFT.

THIS IS TO INCREASE TRAFFIC, SECURITY CONCERNS. PRIVACY AND SCREENING AND PARK MAINTENANCE. ON THE LEFT SIDE IS THE FEEDBACK FORM WE DISTRIBUTED AT THE COMMUNITY OUTREACH MEETING HERE TO TALK MORE I WILL TURN THIS OVER TO KEITH AND ASSOCIATES.

THEY WILL DO A DEEPER GUIDE. >> I'M THE PRESIDENT OF THE FIRM.

I'M DOING BUSINESS AS JUST KEEP NOW. GOING TO THE NEXT LIGHT.

THIS IS FROM THE PUBLIC OUTREACH MEETING. WE HAD SOME BOARDS APPEAR JUST TO SHOW YOU SOME FEEDBACK, WE HAD SOME GREEN DOTS TO SEE WHAT THE RESIDENTS WANTED.

TO FLIP THROUGH THIS ONE AND THE SECOND SLIDE AFTER THAT AND THE THIRD SLIDE.

YOU CAN SEE WHERE THE GREEN DOTS FOCUS ON THAT NATURE. GOING TO THE FOURTH THE FOURTH SLIDE FROM THERE YOU WILL SEE THE REVISED CONCEPTUAL PLAN. THIS TAKES INTO CONSIDERATION THE CONCERNS WE HEARD THROUGHOUT THE ONLINE ENGAGEMENT AND PUBLIC OUTREACH.

STARTING WITH THE PARKING LOT IT WAS A BIG CONCERN. IT IS DEFINITELY SOMETHING WE'VE LOOKED INTO. WE REDUCE THE PARKING FROM 20 SPACES TO 18 SPACES.

OTHERS DOWN TO 14 SPACES WITH THE SPIRIT WE REDUCE THE PARKING AND MADE THE ADA PARKING SPOTS

[00:35:03]

PAVED. IT IS TO KEEP THE NATURAL LOOK AND WE DO STILL WANT TO MAKE

THIS ADA ACCESSIBLE. >> LOOKING INTO ANOTHER GREAT ELEMENT, THE NATURE PLAY AREA.

THE NUMBER SEVEN IN THE MIDDLE. A COMMENT WE HEARD WERE SOME OF THE SMALLER CHILDREN MAY RUN INTO THE PARKING LOT. THIS WILL BE ALL NATURAL. IT WILL BE A SECURE AREA.

IN THE MIDDLE IT WAS A LITTLE MORE OPEN. A COMMENT WE HEARD WAS WE WANT LARGER VEGETATION. YOU WILL SEE, A LOT MORE TREES AROUND THE PATH AND SOME BIGGER TREES IN THERE. THAT IS ONE OF THE KEY THINGS. IF YOU TAKE A STEP BACK AND LOOK THIS WAS AN INVASIVE PROJECT. THE CITY IDENTIFIED THAT OR THE STATE IDENTIFIED IT.

THIS IS REALLY GOING TO RE-ENERGIZE THE ECOSYSTEM AND BRING AN ASPECT BACK.

>> THESE ARE NATIVE TREES THROUGHOUT THE PARK. ANOTHER THING WE HEARD WAS THE VIEW. SO ON NUMBER 11 OVER THERE. WE ELEVATED THAT AND PUT ADDITIONAL SCREENING TO ELEVATE THE WESTERN AREA TO ENHANCE IT EVEN MORE.

YOU WILL SEE AN ADDITIONAL SLIDE AND CROSS SECTIONS OF THIS AS WELL.

JUMPING DOWN TO NUMBER 18. ANOTHER CONCERN WAS SOME OF THE FISHING ON THE WEST SIDE OF THE COVERED BRIDGE. NUMBER 18 THERE WE PUT A FENCE THERE TO DISCOURAGE PEOPLE FROM FISHING ON THIS SIDE AS THAT COULD GET INTO PEOPLE'S BACKYARD.

>> THAT IS THE CONCEPT AS A WHOLE. DIVING IN ON THE NEXT LIFE.

ANOTHER CONCERN WAS TRAFFIC. WE DID A TRAFFIC GENERATION STUDY.

YOU WILL SEE DURING THE WEEK, YOU WILL SEE 23 DURING THE WEEK. THAT IS 23 VEHICLES COMING IN-AND-OUT OF THE ENTRANCE DURING PEAK HOURS. THERE DOESN'T MEAN 23 CARS IT COULD BE 13 CARS GOING IN AND TEN LEAVING. THAT IS HOW WE HELP TO SIZE THE

PARKING LOT AND REDUCE THE PARKING SIZE. >> THIS IS WHERE YOU WILL SEE THE BIGGEST PEAK. THAT IS WHEN PEOPLE WANT TO WALK AROUND THE TRAILS AND HAVE A NICE DAY. WE DIDN'T REALLY REDUCE THE SIZE BEAR WE LOOKED AT THE U-TURNS.

THE DISTANCE IS TO THE EAST SPIRIT IT EXCEEDS THE STANDARDS. THE AMOUNT OF TRIPS GENERATING TO TURN TO THE PARK IS AT A MINIMAL AND YOU WON'T SEE ANY ADDITION THAT SHREK ADDITIONAL TRIPS ADDED. THE NUMBERS THAT YOU ARE SEEING HERE ARE BASED ON THE INTERNATIONAL TRAFFIC ENGINEERS WHICH IS THE NATIONAL STANDARD. IT IS TO CALCULATE FOR LARGER PARKS AND BIGGER IMPACT THAN WHAT YOU ARE SEEING HERE. THESE ARE THE TRAFFIC CONCERNS

AND YOU WILL SEE ANY ADDITIONAL TRAFFIC CONCERNS. >> THIS REALLY IDENTIFIES THE COMPONENTS. THIS IS THE FENCE AROUND THE PLAYGROUND AREA.

THE ADA ACCESSIBILITY WE WILL KEEP THIS. >> FROM A SAFETY STANDPOINT, WE

HAVE A GUEST WHO WILL GIVE YOU ADDITIONAL INFORMATION. >> GOOD EVENING.

>> SO FROM A SAFETY AND SECURITY STANDPOINT ONE THING WE HAVE TO UNDERSTAND AS WE LOOK AT THIS THERE ARE A FEW THINGS WE LOOK AT WHEN WE ARE TRYING TO DETERMINE HOW SAFE AND SECURE A PARK IS. WE BASE IT OFF CRIME PREVENTION. WE LOOK AT THE DESIGN OF THE

[00:40:05]

PARK AND HOW IT IS STRUCTURED. ARE THERE SUFFICIENT LIGHTING. WHEN YOU LOOK AT THE PARK AND ALL OF THE THINGS THEY HAVE DONE. YOU CAN SEE THEY HAVE ESTABLISHED ZONES AND THEY HAVE MOVED THE PARKING LOT. MOST OF THE ISSUES THAT WERE BROUGHT UP -- WRITE ALL OF THE ISSUES HAVE BEEN ADDRESSED INCLUDING THE SCREENING IN THE BACK. WHEN WE HAD THE MEETING FROM A SECURITY STANDPOINT IT DOES MEET THE EXPECTATIONS THAT WE WOULD EXPECT. IF YOU'RE TALKING ABOUT CRIME AND HOW THIS WILL IMPACT THE NEIGHBORHOOD THIS IS ANOTHER THING WE GOT BACK.

THE ISSUE IS DOES WHAT WE KNOW FROM THE PAST NECESSARILY PREDICT WHAT WILL HAPPEN IN THE FUTURE. THE ANSWER IS A COUPLE OF THINGS.

REALISTICALLY ARE WE COMPARING APPLES TO APPLES. AS AN EXAMPLE WON OF THE THINGS WE DID IS WE LOOKED AT THE PARK. I HAD CONVERSATIONS WITH THE CAPTAIN AND HE DID ADMIT THEY DO HAVE CRIME IN THE AREA, HE ADMITTED HE CAN'T NECESSARILY EQUATE WHAT GOES ON IN THE SURROUNDING COMMUNITIES. AS AN EXAMPLE, THIS PARK ALSO HAS AN APARTMENT COMPLEX.

WE ALL KNOW WE HAVE SEEN AND INCREASE IN CAR BURGLARIES OVER THE LAST FEW YEARS.

CORAL SPRINGS EXPERIENCING THE SAME THING. THE INCIDENTS HAPPEN AT NIGHT.

THE PARK HAS A DEFINITE EFFECT, I CAN'T TELL YOU. SOME OF THE THINGS WE LOOK THAT, IF YOU LOOK AT THE PARK, LET ME BACK UP. ONE OF THE THINGS YOU HAVE TO BEAR IN MIND WE WERE TALKING ABOUT 37 ON A PEAK DAY. WOULD YOU SAY A ROUGH GUESS ON A SATURDAY YOU MAY GET CLOSE TO 5,000 PEOPLE WITH BASEBALL AND THE OTHER THINGS.

THERE IS A SIGNIFICANT DIFFERENCE IN THE AMOUNT OF TRAFFIC THAT WILL FLOW THROUGH THE PARK. WHEN YOU COMPARE, WE CAN AGREE THAT 5,000 PEOPLE ON A PEAK DAY AND MAYBE 2,000 ON A PEAK DAY HERE. SO A BIG DIFFERENCE.

WHEN YOU COMPARE IT TO THE PREVIOUS HISTORY, WE DO KNOW THIS IS AN EXAMPLE THAT WHAT WE SAW LAST YEAR. OF THE ACTION WE CAN'T DIRECTLY SAY IF CHILDREN WERE INVOLVED.

NONE OF THOSE WERE ACCIDENTS WITH INJURIES. IF WE LOOK AT THE NUMBERS WHAT WE ARE NOT SEEING IS ACCIDENTS RELATED TO INJURIES. IF YOU LOOK AT THIS PARK FOR THE LAST THREE YEARS WE HAVEN' HAD ANY ACCIDENTS. I CAN GO BACK TO 2017.

AS YOU SEE THE AMOUNT OF USE OF THE PARK, IF YOU LOOK AT CRIME IN GENERAL BURGLARY THAT IS OUR BIGGEST ISSUE. LAST YEAR WE HAD NINE INCIDENTS TOTAL FOR THE ENTIRE PARK.

THAT IS THEFT AS WELL AS CAR BURGLARS. IT'S NOT SOMETHING WE CAN CONTROL. IT WAS PEOPLE LEAVING CELL PHONES UNATTENDED WHEN THEY PLAYED BASKETBALL. WE DID THE BIG SIGNS OUT. THE PROBLEM STILL PERSISTED.

WE DID WHAT WE COULD. WHEN YOU LOOK AT THE PARK WE HAVEN'T HAD ANY ISSUES OVER THERE. I WOULD ARGUE THAT CAN I TELL YOU THERE WILL NEVER BE AN INCIDENT AT THE PARK BUT WE HAVE TO LOOK AT THE AMOUNT OF USES WE CAN EXPECT AT THE PARK.

>> ANY QUESTIONS ON THAT. >> THINK YOU. >> GOING TO THE NEXT SLIDE.

USE ALL THE OTHER PERSPECTIVE VIEW EARLIER. THIS IS THE ENHANCE VIEW WITH THE ADDITIONAL LANDSCAPING. THIS IS THE PRIVACY BETWEEN THE RESIDENTS IN THE PARK.

>> GOING TO THE NEXT LINE YOU WILL SEE SOME OF THE CROSS-SECTIONS.

THE CITY HAS AN ORDINANCE FOR SCREENING WHICH IS WEST OF THIS AT 61ST STREET.

WE WILL CONTINUE THAT PERIMETER BUFFER. THIS IS OUT ON THE ROAD.

[00:45:06]

THIS WILL HELP TO BUFFER THE PARK IN THE STREET. YOU WILL SEE THAT IN THE CROSS-SECTION. IN THE NEXT ONE YOU WILL SEE HOW WE WILL SET UP TO SCREEN THE VEHICLES. THE FINAL CROSS-SECTION WILL BE ON THE PARKLAND SIDE WHICH IS MISSING. IT WAS A SEPARATION AND THE CITY'S LAND THERE.

THIS IS WHERE WE WILL PUT IN A CONTINUOUS EDGE TO SEPARATE THE DIFFERENCE AND THE BOUNDARIES OF THE PARK. YOU WILL SEE THE DEEP BUFFER& SECTION AS WELL WITH ALL NATURAL LANDSCAPING. ONE OF THE THINGS THAT I DOUBT FROM YOU GUYS IS THE PERIMETER BUFFERING. THIS IS WHAT WE RECOMMEND TO PUT IN FIRST.

AS YOU WILL SEE IN OUR DOCUMENTS. THIS IS THE FIRST ELEMENT THAT WILL GO INTO YOUR THE PERIMETER BURN AND LANDSCAPING. THAT IS ONE OF THE CONCERNS.

CONSTRUCTION WILL TAKE EIGHT OR NINE MONTHS. THE FIRST THINK WE WILL PUT IN

IS THIS LANDSCAPING TO GET THAT GOING. >> THAT IS ANOTHER ELEMENT THAT

WE ADDED TO THE PROJECT. WITH THAT I WILL SWITCH OVER. >>

>> THANK YOU ALEX. >> TONIGHT WE ARE LOOKING FOR DIRECTION TO MOVE FORWARD WITH THE NEXT STEP ON THIS PROJECT WHICH WOULD BE THE DESIGN DEVELOPMENT.

ONCE WE RECEIVE APPROVAL FOR THE NEXT STEP WOULD BE TO PERFORM THAT SHREK PERFORMED A SURVEY SO WE CAN DO THE DESIGN DEVELOPMENT PHASE. WE ANTICIPATE THE PERMIT BEING FINALIZED BY OCTOBER THIS YEAR WITH CONSTRUCTIONS EARLY NEXT YEAR.

>>> NOW I WILL OPEN FOR QUESTIONS. >> BEFORE WE GO TO OPEN TO THE COMMISSION I WOULD LIKE TO OPEN THIS TO THE PUBLIC. IS THERE ANYONE WHO WOULD LIKE

TO SPEAK, PLEASE COME FORWARD. >>> GOOD EVENING. >> MY NAME IS NICOLE I LIVE THAT

6,000 MANNER IN PARKLAND. >> I ATTENDED ALMOST EVERY STAFF MEETING FOR SEVEN YEARS.

IT WAS DURING THOSE TIMES I RAISE MY CONCERNS ABOUT BUILDING A NEW ELEMENTARY SCHOOL.

HE WAS ROBBED WAS PRESENT FOR MOST OF THE MEETINGS. I SMILED AND SPOKE ABOUT SPACE FOR THE TEACHERS AND SAFETY FOR THE CHILDREN. DURING COLD DRILL.

I SMILED AND SPOKE CALMLY AND WAS REASSURED THE NEW BUILDING WITH A DESIGN ALREADY APPROVED AND USED ELSEWHERE SO IT WOULD BE QUICKER AND CHEAPER. SO WHAT DID I DO I POLITELY SMILED AND ACCEPTED WHAT I WAS TOLD. WELL I AM NOT SMILING ABOUT THIS PARK. NEED I SAY WITH THE EDITION OF WHAT THIS WOULD MEAN NOW AND THE SAFETY CONCERN FOR OUR CHILDREN. I IMPLORE YOU TO STOP AND TRULY REFLECT ON THE CONSEQUENCES OF DEVELOPING A PARK THAT IS DIRECTLY ADJACENT TO THE BUSY STREET IN PARKLAND.

ALL IT WILL TAKE IS ONE ACCIDENT WITH THE CHILD TO WISH WE WOULD HAVE DECIDED DIFFERENTLY.

IN FACT JUST FOUR DAYS AFTER THE COMMUNITY INPUT MEETING FOR THE PARK A PEDESTRIAN WAS HIT AT THE PARK ENTRANCE. HERE TRAFFIC PATTERNS ARE ALREADY DIFFICULT BECAUSE CARS TURN OFF OF 441 AND HAVE TO ADJUST QUICKLY TO GET OUT OF THE RIGHT-HAND TURNING LINK.

NOW WE ARE DECREASING TURNING DISTANCE AND REACTION TIME BY MORE THAN HALF.

WE RECEIVED ASSURANCES THAT THESE ARE WITHIN STANDARDS. I FOR ONE DO NOT STRIVE TO BE STANDARD. I STRIVE TO DO MY BEST. IS PARKLAND BUYING FOR THE STANDARD CITY OF AMERICA AWARD. DO WE RELY ON THIS OR HOLD OURSELVES TO A HIGHER STANDARD.

I BEG OF YOU PLEASE THINK ABOUT THE CONSEQUENCES OF DEVELOPING A PARK ON THE BUSIEST STREET IN

PARKLAND. IT IS A SAFETY HAZARD. >> WE HAVE ADDRESSED THESE ISSUES FOR MANY TIMES OVER THE COURSE OF MY TIME HERE IN PARKLAND.

SPECIFICALLY IN 2003 THROUGH 2007 WITH THE MAYOR AND ASSISTANT CITY MANAGER AND COMMISSIONERS. WE HAD REASSURANCE THAT THE BUFFER WE HAD BEEN PROMISED FOR OVER 30 YEARS WOULD BE MAINTAINED. IT IS MY RECOLLECTION THAT THIS

[00:50:05]

MATTER WAS DISCUSSED IN M MAY 2006. I DO KNOW OTHERS HAVE DISCUSSED THIS OVER TIME AS WELL. WHY DO WE FEEL IT IS NECESSARY TO TAKE THE AREA INTO A PARKING LOT. I ASK EVERYONE TO LOOK UP. IS THERE A BENEFIT TO MAINTAINING THE AREA. THIS ATTRACTED SO MANY PARK LENDERS.

I APPRECIATE ALL EVERYONE DOES BUT IN THE IN THERE ARE STANDARDS AND COMMON SENSE.

>>> THANK YOU. >> THANK YOU FOR HAVING A WORKSHOP MEETING.

>> ACTUALLY NICOLE SET A LOT OF IT. I JUST WANTED TO ADD ONE THING ABOUT IT. HIS OFFICERS SIT IN FRONT OF THE COMMUNITY AND I HAVE PICTURES BLOCKING THE LANE OF THIS IS WESTBOUND. THERE IS AN ISSUE.

NOW WE WILL AT THE PARK. PEOPLE DO YOU TURNED AND IT WILL BE CHAOS.

YOU HAVE TO CONSIDER NOT HAVING3 THE PARKING LOT THERE AT ALL. >> THANK YOU.

>> >>> MY NAME IS DIANE. I HAVE THE SAME CONCERNS.

>> CAN YOU PLEASE SPEAK INTO THE MICROPHONE. >> I HAVE THE SAME CONCERNS AS MY NEIGHBORS. WE HAVE BEEN THERE 30 YEARS. I HAVE SEEN THE CHANGES THAT HAVE TAKEN PLACE. IN THE FRONT OF OUR PROPERTY THERE WAS A PRESERVE AND IT USED TO BE A HORSE TRAIL. FOR MANY YEARS IT WAS KEPT IN GOOD ORDER.

I HAVE SEEN IN THE LAST 15 YEARS, THE VEGETATION DIED. NO MAINTENANCE IN THE AREA, AND WE HAVE A LOT OF WILD ANIMALS BECAUSE THE AREA WAS TAKEN APART.

AND THEY HAVE COME INTO THE COMMUNITY. WE ARE SEEING MORE RACCOONS AND POSSUMS AT NIGHT. IT IS NOT A GOOD THING. ASIDE FROM THAT, THAT AREA IN FRONT OF OUR PROPERTY HAS NOT BEEN MAINTAINED NOW YOU WILL PUT ANOTHER PARK ADJACENT AND THE THAT BE MAINTAINED.E, HOW WILL- WILL IT BE THE SAME FOR THE FIRST FEW YEARS.

THEN WE WILL FORGET ABOUT IT AND NOT MAINTAIN IT. AND THEN WE WILL HAVE THE SAME SITUATION. YOU AN EVEN GO THROUGH THERE ANYMORE.

THIS IS NOW NONEXISTING. ASIDE FROM THE CONCERNS THAT MY NEIGHBORS HAVE EXPRESSED, I FEEL THE MAINTENANCE MAY FALL SHORT OVER TIME AS WELL WHICH WILL CREATE OTHER ISSUES.

>> ASIDE FROM THAT I ALSO WANTED TO ADD, WITH THE CONGESTION IN TURN AROUND, IT IS VERY DIFFICULT TO GET OUT OF OUR COMMUNITY. THAT IS BECAUSE OF THE TRAFFIC COMING IN. WE ARE RIGHT IN THE MIDDLE. TO GET OUT NOW IT IS DIFFICULT.

YOU CAN ONLY IMAGINE THERE WILL BE ONLY A FEW PARKING SPOTS BUT IF THEY'RE TRYING TO COME INTO

THIS AREA IT WILL CREATE A LOT OF ISSUES WITH. >> THANK YOU.

>> ANYONE ELSE? >> NAME AND ADDRESS. >>

>> I UNDERSTAND THE CONCERNS OF OTHERS THAT THE PRESERVE HAS A LOT TO DO WITH IT.

I HAVE BEEN THERE FOR 25 YEARS. I TAKE WALKS ALL OF THE TIME THROUGH THE TRAIL.

IT IS BEAUTIFUL. THE PRESERVE AT THE BACK WHERE THEY HAD THE EXTRA TRAIL IN HILLSBORO, THAT IS BEAUTIFUL IN COMPARISON TO WHAT IT WAS. I'M LOOKING FORWARD TO THE NEW PARK. I KNOW THE CONCERN OVER PARKING AND I DON'T KNOW HOW WE DEAL

[00:55:05]

WITH THAT BUT I CAN'T IMAGINE THERE WILL BE HUNDREDS OF PEOPLE COMING THERE.

I THINK THEY SAID 37 CARDS A PEAK TIME ON SATURDAY AND SUNDAY.

IS THAT THE WHOLE DAY? >> NO,. >> AND THAT PROBABLY IS A CONCERN. BUT FOR SAFETY BECAUSE I WALK THROUGH THEIR LIFE.

I SEE KIDS. I SEE PEOPLE BIKE WRITING. EVEN THOUGH THERE IS NO

SECURITY, THERE ARE KIDS THAT SMOKE POT. >> I KNOW A LOT OF KIDS WHO DO THINGS. WHEN THEY SEE ME COMING DAILY. I THINK THE FENCE ON THE BRIDGE

WILL THAT BE "X. >> SO IF THEY WANT TO OPEN IT. >> WHY DON'T WE LISTEN TO IT

ALL. >> THAT WAS A. >> OUR NEIGHBORHOOD IS TURNING TOO. A LOT OF YOUNG FAMILIES COMING IN.

SOME WILL BE HAVING BABIES. TALKING TO THEM I'M HAVING A GRANDSON I WOULD ENJOY TAKING

HIM THERE. >> I JUST WANT TO KNOW WHAT TO. >> ANYONE ELSE FROM THE PUBLIC?

>> HI MY NAME IS ROBERT. I LIVE ADJACENT TO THE PROPOSED PARK.

THE PARK IS A WONDERFUL CONCEPT. THE DESIGN IS NICE. THE PROBLEM IS THE PARKING.

THE PARKING WILL BRING TRAFFIC AND CREATE CONCERNS FOR THE AREAS AROUND IT.

WE ARE CONNECTED TO THE COVERED BRIDGE. THE AXIS THEREFORE ANYONE YOU CAN LITERALLY WALK INTO THE BACK OF PEOPLE'S NEIGHBORHOODS. I DON'T THINK WE HAVE THAT PARTICULAR CIRCUMSTANCE IN SOME AREAS. MY CONCERN IS THAT OVER TIME, THE PEOPLE WHO PARK THEIR CARS AND STAY THERE WILL CAMP OUT PROBABLY NOT WITH ILL INTENT BUT AT SOME POINT WILL HAVE ACCESS TO OUR NEIGHBORHOOD AND PEOPLE MAY DO SOMETHING THEY SHOULDN'T DO. IF THE PARK IS SUPPOSED TO USE -- BE USED FOR OUR COMMUNITY, I WOULD LOVE IT. MY ONLY CONCERN IS IT WOULD CREATE A PROBLEM NOT RIGHT AWAY BUT OVER TIME WITH POTENTIAL ACCIDENTS. THE TRAFFIC CONGESTION IN THE MORNING AS MENTIONED IS ALMOST LIKE IN THE MIDDLE OF THE TOWN. IT COMES DOWN FROM FOUR LANES TO TWO LANES AND PEOPLE WILL NOT BE MINDFUL OF SPEEDING. FROM THE BEGINNING IT WAS MANAGEABLE. THERE WAS A ROUNDABOUT THAT WOULD MAKE IT EASIER.

WE WILL HAVE TO BE MINDFUL OF THE TRAFFIC. WHEN YOU TURN FROM 441 GOING WEST, I WOULD AUTOMATICALLY GO TO THE RIGHT LANE BUT IF YOU ARE CONTINUING WEST THERE'S ONLY ONE LANE. PEOPLE DO THIS ALL OF THE TIME. THEY JUMP INTO THE NORTH LANE AND NOW THEY HAVE TO GO IN THE LANE TO THE LEFT BECAUSE THERE'S ONLY ONE TO THE WEST.

EVERYONE GETS CUT OFF AND IS NOT A PROBLEM BUT IT IS NOT THOUGHTLESS OR EMPTY.

THEY MAY HAVE 37 TURNS IN THE HOUR. THE FEAR IS THAT PEOPLE HAVE TO TURN IN IS THE FEAR OF PEOPLE HEADING IN THE NORTH LANE. AT THE LAST SECOND THEY DECIDE

[01:00:05]

TO TURN LEFT. IT IS PROBABLY AT THE END OF THE DAY 50 CARS.

THERE'S A TREMENDOUS AMOUNT OF TRAFFIC THAT PUTS US AT RISK. >> THANK YOU.

>> ANYONE ELSE FROM THE PUBLIC? >> GOOD EVENING. MY NAME IS BRUCE.

I DON'T HAVE ANY PREPARED REMARKS. BUT JUST A COUPLE OF THINGS.

GOING FORWARD I HOPE YOU WILL CONSIDER THIS PROCESS BECAUSE IT SEEMS LIKE THIS PROJECT IS WAY AHEAD OF ITSELF BEFORE THE COMMUNITY HAD AN OPPORTUNITY TO GET INVOLVED.

I ATTENDED THE MEETING AT THE AMPHITHEATER AND I ASKED WHO CAME UP WITH THIS PROJECT AND EVERYONE LOOKED AT EACH OTHER AND NO ONE SEEMED TO KNOW WHERE IT CAME FROM.

THEN WE HEARD THE PRIOR CITY MANAGER. >> SO THAT IS THAT.

I HOPE GOING FORWARD THESE KINDS OF THINGS WILL BE OPEN TO DISCUSSION AND THE PLANNING WILL

BE MORE ADVERTISE. >> SECONDLY, I THINK THE PEOPLE IN THE COMMUNITY MOST EFFECTIVE THEIR OPINION SHOULD BE WEIGHED MORE. SO WHILE I APPRECIATE WHAT& EVERYONE HAS TO SAY WHEN THEY WERE SURVEYED AT THE LOCAL FARMERS MARKET, I DON'T KNOW, IT SEEMS LIKE THE PEOPLE RIGHT THERE THAT LIVE THERE EVERY DAY SHOULD BE HEARD.

>> THE GREEN DOTS. THEY WERE PLACED ON THE MOST NATURAL SETTING AVAILABLE FOR US TO PUT GREEN DOTS ON. IT IS NOT MOWED GRASS. LOOK AT WHERE THEY ARE.

THIS LOOKS LIKE THE PARK. >> I WANT TO SAVE TAXPAYERS MONEY.

SPENT 60 OR $80,000 AND GIVE US SOMETHING THAT LOOKS LIKE 6 ACRES.

PUT THIS TOWARDS THE POLICE PENSION FUND. SPENT THE REST OF THE MONEY ON OTHER THINGS THAT WOULD HELP THE CITY. THIS IS A PROJECT WE DO NOT

WANT. >> THANK YOU. >>> HELLO.

MY NAME IS KIMBERLY. CAN'T I AM ONE OF THE MOST VULNERABLE HOMES TO THE PARK.

I AM THE SECOND HOUSE FROM THE BRIDGE. I CAN SEE THE BRIDGE.

I CAN WALK TO THE BRIDGE. MY KIDS GET PICKED UP AT THE BUS STOP ON THE SIDEWALK JUST BEYOND THE BRIDGE. I CAN SEE THE PARK IS A BEAUTIFUL IDEA.

I HAVE MIXED FEELINGS ABOUT THE DEVELOPMENT. I THINK IT WOULD BE NICE TO BRING MY CHILDREN THERE AND LET THEM RIDE THEIR BIKES AND WALK AROUND.

I AM VERY CONCERNED ABOUT THE PARKING LOT. I CANNOT STRESS THAT ENOUGH.

I SUPPORT MY NEIGHBORS WHO HAVE RAISED CONCERNS ABOUT THE PARKING LOT.

COMING OUT OF OUR WORK DEVELOPMENT WE HAVE A BLIND SPOT OUT OF THE RIGHT SIDE.

MAKING A LEFT TURN HIS HEART. THE IDEA THAT THE INCREASED TRAFFIC COULD PRESENT A DANGEROUS SITUATION WITH MY CHILDREN IN THE CAR KEEPS ME UP AT NIGHT.

THE FACT THAT PEOPLE CAN PARK THEIR CAR IN A PARKING LOT AND WALK THE TRAIL BEHIND OUR HOME AND SEE INTO OUR YARDS, WHAT OUR CHILDREN ARE DOING THAT KEEPS ME UP AT NIGHT.

YOU MENTIONED THAT THERE ARE 23-27 PEOPLE THAT WILL BE TURNING INTO THIS PARKING LOT AND I UNDERSTAND THOSE ARE ROUGH NUMBERS. IT ONLY TAKES ONE PERSON WITH ILL INTENTIONS, ONE PERSON TO RUIN THE LIVES OF A FAMILY. TO TAKE SOMETHING AWAY THAT CANNOT BE REPLACED. HOW MANY PEOPLE ARE GOING TO BE AFFECTED IF WE DON'T PUT IN A PARKING LOT. IF WE LEAVE THE PARKING LOT OUT NO ONE WILL MISS WHAT WAS NOT THERE. BUT IF WE PUT THE PARKING LOT IN, WE ARE INVITING THAT ONE PERSON TO COME FROM ANYWHERE INTO OUR YARD, INTO MY YARD. I CAN'T SLEEP AT NIGHT WHEN I THINK ABOUT THAT. I URGE YOU ALL TO PLEASE THINK ABOUT THAT WITH ME.

[01:05:01]

THINK ABOUT THAT WITH MY NEIGHBORS. DO NOT PUT OUR FAMILY AT UNNECESSARY RISK FOR 23-27 POSSIBLE PASSERBY'S. THINK YOU.

>> NO CLAPPING IN THE CHAMBER PLEASE. >> WITH ANYONE ELSE LIKE TO

SPEAK? >> NAME AND ADDRESS FOR THE RECORD.

>> SALLY JACKSON. >> THINK YOU. >> I AM IN THE BACK OF COUNTRY PLACE. I HAVE THREE THINGS. SECURITY, MAINTENANCE.

SECURITY, AT THE LAST MEETING WAS MENTIONED THAT NO ONE WAS GOING TO PARK AT THIS PARKING LOT AND WALK INTO YOUR COMMUNITY AND ROB YOU. WELL, WITH ALL DUE RESPECT, THAT IS WHEN WE GET FROM. THAT IS WHEN I GOT ROB. THE LAST PROPERTY THAT I'M AWARE OF WERE IN THE MIDDLE OF THE DAY. SO SECURITY IS AN ISSUE.

YOU PUT THE FENCING THERE FOR THOSE AT THE BEGINNING BUT I AM IN THE BACK.

PEOPLE COME TO MY EMBANKMENT. I HAVE AN ACRE AND A QUARTER. IT RUNS THE LENGTH OF THE CANAL.

IT HEADS NORTH. IT GOES BACK TO. THAT PRETTY MUCH OUTSIDE OF THE TWO HOMES IS MY FRONT YARD. I SPENT THE LAST 14 YEARS TALKING TO PEOPLE FISHING ON MY EMBANKMENT. MANY WITH NOT GOOD INTENTIONS. I APPROACHED THEM AND I SAID HOW ARE YOU DOING CAP YOU CUTTING THING TODAY. YOU KNOW I STRIKE CONVERSATIONS TO SEE WHERE THEY ARE FROM. 90% ARE NOT FROM PARKLAND. ON JANUARY 31, LET ME BACKTRACK A LITTLE BIT. IN THE BEGINNING OF JANUARY I HAD FIVE GUYS.

IN THEIR MID- 20S IT IS THEIR SECOND TIME BACK. THEY ARE NOT FISHING IN THE BACK FOR CATCH AND RELEASE. THEY ARE FISHING FOR MORE AND THEY ARE LOOKING FOR MORE.

THREE WEEKS LATER, I HAVE THIS GUY. I'M GOING ON A SKI TRIP.

I'M GOING TO EMPTY MY POOL BECAUSE RAIN WILL COME WHILE I AM GONE.

I HAVE AN OLD FISHING SIGNS THAT I STUCK IN MY GRASP. NO TRESPASSING NO FISHING.

SO THIS GUY IS 75 FEET OUT AND I SAY, WOW, AND HE SAYS THAT IS ILLEGAL TO PUT THE SOUND -- SIGN THERE. I SAID REALLY BECAUSE IT IS MY PROPERTY.

WE GO ON AND LONG STORY SHORT. HE IS FROM WEST DELRAY. WHAT IN GOD'S NAME IS HE DOING IN MY EMBANKMENT. THERE WERE NO CHILDREN AROUND. HE TOLD ME A BUNCH OF THINGS THAT WERE OBVIOUSLY NOT TRUE. A COUPLE OF WEEKS LATER, I PUT MASSIVE CHAINS AROUND MY GATE.

THEY HAVE BEEN TRYING TO BREAK THEM. EXTERIOR PEDESTRIAN INTERIOR PEDESTRIAN. MY SUN IS AN OFFICER IN THE NAVY STAYED WITH ME FOR A FEW MONTHS, I HAD A BOAT AND A TRAILER. THE ONLY WAY YOU CAN SEE THAT IS FROM THE PARK.

THAT IS THE ONLY ACCESSIBILITY TO MY PROPERTY. THEY WERE TRYING TO GET IN.

THANK GOD HE LEFT THE NEXT DAY. THEY ARE TRYING TO GET INTO THE HOUSE.

THEY WON'T GET ANYTHING OUT OF THE HOME. REALISTICALLY TODAY, PEOPLE DON'T ROB AT NIGHT. THEY DON'T WANT TO MURDER ANYONE THEY JUST WANT YOUR THINGS, YOUR POSSESSIONS. SO THAT IS SECURITY FOR ME. I HAVE SO MUCH ON MY EMBANKMENT.

YOU'RE PUTTING THE FENCE IN THE FRONT. CAN I HAVE ONE IN THE BACK.

BUT THAT MAY BE A DIFFERENT STORY. THE MAINTENANCE, LET'S GET INTO

THAT. >> IF WE COULD WRAP IT UP THE 3 MINUTES EXPIRED.

>> OKAY. >> SO THE MAINTENANCE HAS BEEN PARTIAL ALL THE WAY TO DATE.

UNTIL THEY REPAVE. NO ONE MAINTAINS THE PATH ON THE APARTMENT SIDE.

0 MAINTENANCE. THEY COME IN TWICE MONTHLY NO ONE PICKS UP THE TRASH.

[01:10:10]

THE GARBAGE CANS DON'T GET TURNED OFTEN ENOUGH. >> SO MAINTENANCE IS SOMETHING WE CAN FIX. THE PARKING LOT. COME ON.

I WATCH PEOPLE ALL OF THE TIME. I SIT IN THE RIGHT-HAND LANE AFTER THE LEFT-HAND TURN AND PEOPLE SIT THERE AND DO THIS TO ME BECAUSE THEY THINK I WILL CUT THEM ALL.

THEY RIDE THE LANE ALL THE WAY TO WHERE IT SAYS COUNTRY PLACE. THEN THEY MERGE IN.

I'D LAUGH AT THEM BECAUSE I AM GOING TO TAKE A RIGHT. I CHUCKLE ALL OF THE WAY UNTIL I TAKE A RIGHT. WE ARE ALL TALKING ABOUT THE U-TURN.

THE U-TURNS WILL BE IN FRONT OF OUR COMMUNITY. NOT EVERYONE GOING TO THE PARK WILL BE FROM PARKLAND. THEY WIL BE FROM COCONUT CREEK FROM ALL OF THE APARTMENTS THEY HAVE ADDED. THEY DON'T HAVE A LOT OF PARKS. THAT WILL BE FILTERING INTO OUR

PART. >> THAT IS FINE. BUT LET THEM WALK.

>> THANK YOU. >> ANYONE ELSE FROM THE PUBLIC? >> NAME AND ADDRESS.

>> ALLISON WILDE. >> I LIVE ON THE FIRST CUL-DE-SAC AS YOU COME INTO COUNTRY PLACE. I HAVE LIVED THERE SINCE NOVEMBER 1991.

I JUST WANT TO SAY, I AGREE WITH EVERYTHING I DON'T WANT TO REHASH IT ALL.

WHEN I MOVED INTO OUR HOUSE, WE HAD A COMPLETE SCREEN OF PRIVACY.

WE COULDN'T EVEN SEE THE ROOFS OF THE APARTMENTS. WE HAD THE PRESERVE IN FRONT OF OUR ENTRANCE AND THE PRESERVE IN FRONT OF BILL PARKLAND. ON THE NORTH PART WHERE THIS IS, WHERE THE PRESERVE IS. PEOPLE COULD NOT SEE OUR NEIGHBORHOOD FROM THE ROAD.

OVER THE YEARS THERE HAS BEEN MAYBE BECAUSE A LACK OF MAINTENANCE.

THEY TOOK AWAY THE ENTIRE SCREEN FROM HILLSBORO AND WE ARE LOOKING AT A STONE FACED DROP OFF FROM THE PROPERTY ON THE WEST SIDE OF THE TRAIL TO THE WATER.

WE HAVE NO BUFFER ANYMORE. I CAN SEE RIGHT INTO THE PARKING LOT AND INTO THE PARKING LOTS.

I SHOULDN'T HAVE TO DO THAT. PEOPLE CAN SEE INTO MY YARD. I HAVE WATCHED GOLF CARTS, HORSES, CHILDREN ON TRICYCLES. I USE THE TRAIL MYSELF. I AM HAPPY WITH IT.

I DON'T MIND THAT I CAN SEE THE PEOPLE. NOW YOU ARE OPENING OUR DEVELOPMENT UP FOR PEOPLE TO SEE NOT ONLY OUR HOMES, OUR BACKYARDS, WHAT WE ARE DOING ALL DAY INTO THE EVENING. YOU ARE ADVERTISING, WE ARE PUTTING A PARK HERE.

AND LOOK AT THE HOMES THAT ARE RIGHT THEY ARE EXPOSED. WE DON'T NEED A PARKING LOT.

WE DON'T NEED TO PROVIDE PARKING FOR PEOPLE. THE TRAILS ARE USED ALL OF THE TIME BY WALKERS, BIKERS, JOG JOGGERS, HORSEBACK RIDERS. THAT IS THE POINT.

THAT IS WHY WE LIVE IN PARKLAND. WE DON'T NEED TO RIDE IN OUR CARS FOR EVERYTHING.

WE DON'T WANT A PARKING LOT. WE HAVE ENOUGH ISSUES GETTING OUT OF OUR DEVELOPMENT NO MATTER WHAT TIME OF DAY. WE HAVE ISSUES BECAUSE WHAT PEOPLE WERE TALKING ABOUT.

THE BOTTLENECK AT OUR ENTRANCE AND EXIT. >> SECURITY IS THE SAME THING.

YOU ARE OPENING US UP AND SAYING TO THE REST OF THE WORLD, YOU COULDN'T SEE THAT DEVELOPMENT BEFORE BUT NOW YOU CAN. I REALLY WISH YOU WOULD GIVE THIS MORE THOUGHT.

WE DON'T WANT MORE TRAFFIC AND WE DON'T WANT PEOPLE TO SEE INTO OUR HOMES AND YARDS.

THANK YOU. >>> ANYONE ELSE FROM THE PUBLIC? >> MY HOME CAN BE SEEN ON YOUR

[01:15:04]

SITE PLAN. >> GIVE YOUR ADDRESS FOR THE RECORD.

>> >> 6010 NORTHWEST PLACE. I AM THE FIRST HOUSE.

WHEN YOU PULL UP YOU CAN SEE MY SWIMMING POOL IN MY SOLAR HEATING AND MY DOG.

YOU CAN SEE EVERYTHING. IF I WENT OUT THERE IN MY BATHROBE I WOULD BE EXPOSED.

IF I WANT TO DO ANYTHING I AM EXPOSED. YOU PUT A PARKING LOT AND IT TAKES AWAY MY PRIVACY. YOU DON'T HAVE TO WORRY ABOUT -- I HAVE GONE OVER TO THE BRIDGE AND PUT OUT FIRES, THAT THE TEENAGER SAID. I HAVE CALLED THE POLICE MANY

TIMES BECAUSE OF ATVS AND GOLF CARTS RACING AROUND. >> PEOPLE WILL REALLY COME IN IF YOU BUILD A PARKING LOT. WE HAVE LITTLE KIDS. THEY WALK ALONG THEIR.

I DON'T HAVE ANY SMALL CHILDREN ANYMORE. I AM 77-YEARS-OLD.

I HAVE BEEN THERE 90% OF THE TIME BY MYSELF. I HAVE ALWAYS FELT FAINT.

I DON'T FEEL SAFE ANYMORE. I MOVED HERE BECAUSE I WANTED THE SAFETY AND SERENITY AND PEACEFULNESS. YOU ARE TAKING IT AWAY FROM ME. AT MY AGE I HAVE TO WORRY ABOUT A PARKING LOT AND OF PLACEMENT PRIDES ITSELF ON NATURALNESS IN BEAUTY AND PARKS.

THE PEOPLE THAT USE THEIR PARKING LOT, THE PEOPLE OUT WEST WON'T DRIVE OVER THERE.

THEY HAVE THEIR PARTS OVER HERE. THE PEOPLE THAT GO THERE WILL COME FROM HILLSBORO.

WILL THEY COME FROM ACROSS THE STREET AT COUNTRY POINT, THEY WILL WALK.

THAT IS WHAT IS FOR. IT IS A WALKING PARK. IT IS PASSING.

WHY ARE WE MAKING IT NOT PASSING. WHY ARE WE PUTTING UP A PARKING LOT. WHO SAID WE NEEDED A PARKING LOT.

I DON'T CARE WHAT STUDIES THEY SAY. THIS IS PARKLAND.

WE ARE ON ONE OF THE BUSIEST CORNERS. YOU CAN TAKE ALL OF THE STATISTICS AND THINGS AND THEY CAN LOOK AT THE NUMBERS. THEY ARE LOOKING AT A MAJORITY

NOT THIS COMMUNITY. >> ANYONE ELSE FROM THE PUBLIC? >> JOANN MILLER.

SIXTY 30 NORTHWEST COURT. >> I WOULD LIKE TO ASK YOU A QUESTION?

HOW MANY OF YOU LIVE IN A GATED COMMUNITY, SHOW OF HANDS. >> THIS IS JUST A PUBLIC

MEETING. WE CAN'T ANSWER THAT. >> I WOULD HAVE TO IMAGINE THAT MOST OF YOU DO. IF YOU DO YOU DO IT BECAUSE YOU WANT SAFETY AND SECURITY.

THAT IS WHY WE WANT TO LIVE WHERE WE LIVE FOR THE SAFETY AND SECURITY.

BY PUTTING A PARKING LOT IN THE PARK YOU ARE REMOVING THE FEELING OF SAFETY AND SECURITY THAT WE HAVE. THE MEETING THAT WE HAD, THE OUTREACH MEETING WAS NOT PORTRAYED ACCURATELY. THE ROOM WAS FULL. ALMOST EVERYONE IN THE ROOM IS OPPOSED TO THE PARK OR THE PARKING LOT. IT IS VERY CLEAR THAT WE ARE MOST IMPACTED IN COUNTRY PLACE AND JUST ABOUT EVERYONE IN THE DEVELOPMENT IS OPPOSED TO IT.

IT SEEMS TO BE THE FEELING THAT WE ARE GETTING IS THIS IS A DONE DEAL.

IT IS DECIDED THAT THE PARKING LOT IS COMING AND WE ARE NOT BEING LISTENED TO.

WITH ALL DUE RESPECT WE ARE NOT WORRIED ABOUT THE CRIME IN THE PARK.

WERE WORRIED ABOUT THE CRIME IN OUR HOMES. WE ARE WORRIED ABOUT PEOPLE HAVING A CLEAR VIEW OF OUR HOMES AND BACKYARDS. NO PRIVACY AND AS IT HAS BEEN STATED, PEOPLE DRIVING THERE WON'T BE FROM PARKLAND. THEY ARE PEOPLE FROM ELSEWHERE.

ALL IT TAKES IT ONE PERSON WITH ILL INTENT. >> I WOULD LIKE TO PUT THE CITY

[01:20:17]

ON NOTICE PERIOD I FEEL LIKE WE ARE DISCUSSING THE CONCERNS OF THE SAFETY AND SECURITY AND THE TRAFFIC SITUATION. IF THERE ARE ACCIDENTS I WOULD HAVE TO SAY THE CITY SHOULD REACT RESPONSIBLE. SOMEONE COMING OUT OF THE PARK AND I FEEL THE CITY SHOULD BE ON

NOTICE PERIOD THAT IS HOW WE FEEL. >> SO IT IS VERY UPSETTING.

IT IS VERY DISTRESSING. WE WORK ALL DAY AND WE COME TO THESE MEETINGS AT NIGHT BECAUSE WE WANT YOU TO UNDERSTAND HOW SINCERE WE ARE. PLEASE DO NOT PUT IN A PARKING

LOT THANK YOU. >> ANYONE ELSE FROM THE PUBLIC ON THIS AGENDA ITEM? I SEE NO ONE ELSE I AM CLOSING TO THE PUBLIC AND OPENING UP. WOULD YOU LIKE TO ADDRESS SOME

OF THE ITEMS? >> SURE. >> I THINK ONE OF THE QUESTIONS WAS ABOUT THE GATE AND I WILL GO BACK TO THIS. THE GATE ON THE WEST SIDE AND WHETHER OR NOT IT WOULD BE A GAY THE ONLY AGENCY THAT HAS ACCESS WILL BE THIS DISTRICT.

THE FENCE WILL BE WITHIN THE PROPERTY. SO THEY NEED TO HAVE ACCESS TO THE CANAL. I THINK THAT WAS ONE OF THE QUESTIONS.

>> THIS IS ONLY RIGHT HERE. SOME OF THE OTHER CONCERNS WE HEARD MAYBE THE INCREASED CRIME.

>> I CAN'T SPEAK FOR HER SPECIFICALLY. AGAIN WHAT I CAN TELL YOU IS

THERE WON'T BE ANY CRIME. >> THIS MAY HAVE CONTRIBUTED TO THE INCIDENTS WE DISCUSSED.

WE TRIED TO PROJECT BASED ON WHAT WE KNOW HAVE OCCURRED. I WILL TELL YOU THE SIZE OF THE

PARK AND THE TRAFFIC. >> THE AMOUNT OF INCIDENTS WE MAY SEE OUR SMALLER THAN THE LARGE APPROXIMATE C. I DON'T HAVE THE NUMBERS. THE BEST I CAN TELL YOU IS THAT WHILE THERE MAY BE INSTANCES YES, BUT TO THE EXTENT THAT IT HAS BEEN PORTRAYED HERE, I DON'T

KNOW. >> PARKING OVERNIGHT WILL THAT BE ALLOWED?

>> NO. PARKING WILL NOT BE ABOUT OVERNIGHT.

THE PARKING LOT WILL BE LOCKED. >> WILL THEY GET TOLD QUICKSAND THE QUESTION WOULD BE WILL THEY CLEARED THE AREA BEFORE THEY SECURED THE PARK. THE RANGERS GET THERE THERE'S A PARK HERE AND NO ONE THERE THEY HAVE TO CONTACT US AND WE WILL ADDRESS THAT.

WE WILL CHECK TO SEE THE CONDITION OF THE CAR AND IT WILL BE DECIDED BASED ON HOW THE CITY WANTS TO HANDLE IT. NO CARDS THAT'S RIGHT CARS WILL BE LEFT OVERNIGHT.

>> WE HAVE OTHER PARKS AND NEIGHBORHOODS THAT BACK UP TO PARKS.

IS THERE ANY DATA SHOWING THAT THEY HAVE INCREASED CRIME RELATIVE TO OTHER AREAS.

>> I CAN'T TELL YOU BASED ON WHAT I KNOW, THOSE TYPES OF PLACES, THERE ARE INSTANCES BUT WHEN YOU LOOK AT THE NUMBERS OVER THE YEARS WHILE I GET IT I AM NOT THE PERSON WHO GOT BURGLARIZED. WHEN YOU SEE WHAT IS GOING ON IN OTHER COMMUNITIES.

OUR CRIME IS MINIMAL. WE HAD RESIDENTIAL BURGLARY SINCE LAST MONTH WE HAD A

DECREASE IN CRIME. >> SO AGAIN, IT IS HARD TO PREDICT THE FUTURE BUT DO THEY HAVE A DIRECT ACCESS TO THE CRIMES BEING COMMITTED IN OUTSIDE COMMUNITIES, I DON'T

[01:25:06]

KNOW. >> SO I GUESS WHAT I'M ASKING IS IF YOU LOOK ON THE MAP WHERE YOU SEE THE PARK AND PEOPLE CAN WALK FROM THE PARK INTO WHITTIER O OAKS, IS THERE MORE CRIME OR LESS CRIME THAN OTHER NEIGHBORHOODS THAT DON'T BACK UP TO THE PARK.

I CAN GET YOU SPECIFIC MEMBERS BUT OFF OF THE TOP OF MY HEAD I WOULD SAY IF ANYTHING THE COMMUNITIES YOU ARE TALKING ABOUT WE HAVEN'T HAD ANY ISSUES THAT I CAN RECALL.

>>> THE MAINTENANCE OF THE PRESERVE WAS ANOTHER THING I HAVE BEEN HERE.

WHO IS IN CHARGE OF MAINTAINING THE RESERVE? >>

>> GOOD EVENING. OUR PRESERVES ARE MAINTAINED AND IN WHAT I WOULD ALLUDE TO OUR INVASIVE REMOVAL HAS BEEN GOING ON FOR SEVERAL YEARS NOW. WE CONTINUE TO READ MOVE IT.

AND THE PATHWAYS THAT ARE IN THE COVERED BRIDGE WE TO MAINTAIN. MAYBE NOT TO THE EXTENT THE RESIDENTS HAVE ALLUDED TO BUT WE DO TRY TO MAINTAIN THE TRASH. WE EMPTY THE TRASH CANS.

WE MAINTAIN THEM. WE HAVE MOSQUITO SPRAY STATIONS AND MORE.

IF THIS PARK WAS BUILT IT WOULD BE ON A REGULAR MAINTENANCE SCHEDULE.

IT WOULD INCLUDE FERTILIZATION. IF THERE ARE MAINTENANCE ISSUES, WHO WITH THE RESIDENTS CONTACT.

I MENTIONED BEFORE THE PARKLAND APP WE HAVE AN APP THAT YOU CAN DOWNLOAD ON YOUR PHONE.

IF YOU SEE ANY ISSUES WHETHER IT IS TRASH IN THE MIDDLE OF THE STREET, BRANCHES, ANIMALS OR ANYTHING IN THE PARKS OR THE CITY YOU CAN TAKE A PICTURE AND IT WILL IDENTIFY THE LOCATION.

YOU SAY WHERE YOU WANT IT SENT AND WHAT THE ITEM IS WHETHER IT MAY BE TRASH OR SOMETHING ELSE.

IT WILL GO DIRECTLY TO THE CORRESPONDING DEPARTMENT AND YOU WILL GET AN E-MAIL GIVING YOU A NUMBER, A TRACKING NUMBER FOR YOUR COMPLAINT AND THAT WILL BE FOLLOWED UP WITH.

IF NOT YOU HAVE CONTACT INFORMATION IN A TRACKING NU NUMBER.

I THINK MAYBE WE NEED TO ASK CITY PUT OUT MORE PUSH ABOUT THE MY PARKLAND APP.

IT IS THE MOST EFFICIENT WAY IF YOU HAVE AN ISSUE TO GET IT ADDRESSED QUICKLY AND MAKE SURE

THE INFORMATION GETS TO THE CORRECT DEPARTMENT. >> IF YOU DON'T WANT TO DO THAT.

MY NAME AND PHONE NUMBER IS ON THE WEBSITE. >> THANK YOU.

>> I'M ALSO GOING TO HAVE OUR CONSULTANT TALK ABOUT THE TRAFFIC CONCERNS.

>> IF WE GO BACK TO THE SLIDE WITH THE TURNING LANE, I'M NOT SURE WHAT NUMBER IT IS FAIR JUST TO TALK ABOUT HOW TRIPS ARE GENERATED. A PEAK TRIP IS GENERATED AND HOW MANY VEHICLES COME IN-AND-OUT OF THE INTERSECTION AT ANY GIVEN HOUR.

IT IS BASED ON A NATIONAL STANDARD FOR PARK SPIRIT THIS IS A SMALL PARKS OPEN NUMBER WE ARE BASING THIS ON IS GREATER THAN WE BELIEVE IT WILL HAVE. WHEN THE NUMBER SAYS 23 TRIPS WILL BE GENERATED IN THE HIGHEST HOUR DURING THE WEEK THAT MEANS 23 VEHICLES IN-AND-OUT.

THAT MEANS 13 VEHICLES WOULD BE EXITING INTENT WOULD BE ENTERING.

BUT NUMBERS ARE NOT ALWAYS ENTERING AN EXCITING. THERE MAY BE A VEHICLE CROSSING OVER A 60 MINUTE WINDOW. SO WHEN YOU SEE 3 THINK THERE WILL BE 37 VEHICLES PARKED. AT A GIVEN TIME. THAT IS WITHOUT THE TRIPS GENERATED. THAT'S REALLY TO TELL YOU IF THE ROADS CAN HANDLE THE NEW EDITION

[01:30:03]

OF THE PARK. THESE NUMBERS IN THE 20S AND 30S.

ARE INSIGNIFICANT TO THE ROAD. THE ROAD WILL FEEL NO DIFFERENT. THE DIFFERENCE OF STANDARDS AND PARKLAND STANDARDS THAT WAS BROUGHT UP AT THE JANUARY MEETING.

WE DIDN'T LOOK AT THAT. THE SPACING ON THE ROAD TOO. AGAIN THIS EXCEEDS STANDARDS AND MEETS THE PARKLAND STANDARDS. IT DOES NOT AND IT WILL NOT CREATE ANOTHER ENTRANCE WAY.

ONE. >> OR ANY OF THE RESIDENCE. WE DID ANALYZE THE TURNING LANE.

THERE IS APPROXIMATELY 300 FEET TO THE TURNING LANE. IT EXCEEDS THE MINIMAL REQUIREMENTS IT DOESN'T JUST MEET THE MINIMAL. ALL OF THIS IS CONVERGING DOWN TO TWO LANES. IT HAS A REDUCED SPEED LIMIT AND EVERYONE SHOULD BE SLOWING DOWN.

>> I JUST WANTED TO ADD THAT THE TRAFFIC PATTERN ON THE PARK IS DIFFERENT.

WHEN YOU HAVE THE MOST CONJUNCTION IS EARLY IN THE MORNING AND LATE IN THE AFTERNOON. WHEN YOU'RE LOOKING AT THE PARK, THE PEAK TIMES WILL BE AFTER THE

PEAK HOURS. >> SO AS FAR AS BEEN CONCERNED WITH THE TRAFFIC, WE ARE REALLY SAYING THE AMOUNT OF CARS WE EXPECT IS NEGLIGIBLE WITH THE ADJACENT NEIGHBORHOOD.

IT WON'T HAVE AN IMPACT ON THE WORST TME OF THE DAY. THE USERS OF THE PARK WON'T USE

IT AT THE SAME TIME. >> SUNDAY WILL BE THE PEAK DAY. MOST PEOPLE ARE NOT WORKING ON SUNDAYS. YOU HAVE LESS TRAFFIC ON THE ROADS.

SO IT MAY LOOK HIGHER THAN 23 BUT IT IS MUCH LOWER BECAUSE IT HAS MOVED PAST IT.

>> ANY OTHER QUESTIONS? >> THE PARKING, ONE OF THE THING ABOUT THE PARKING.

IT WAS MENTIONED QUITE A BIT IS REMOVING THE PARKING LOT COMPLETELY.

RIGHT NOW THE PARK DOESN'T HAVE A PARKING LOT. IF YOU SEE HOW VEHICLES PARKED, PEOPLE JUST PULL OFF ON THE SIDE OF THE ROAD. PEOPLE ARE COMING TO THIS PARK.

RESIDENTS SEE THE PEOPLE COMING. WE HAVE SEEN PEOPLE COME. THEY PULL OFF ON THE SIDE OF THE ROAD. IT DOES CREATE ANOTHER DANGEROUS QUESTION BECAUSE IT IS A KNOWN ELEMENT. PEOPLE TAKE PICTURES THERE. THERE IS NO SAFE SPOT TO PULL OFF ON THE SIDE AND IT DOES CREATE ANOTHER DANGER. IF WE REMOVE THE PARKING LOT COMPLETELY. YOU WILL LOSE ACCESSIBILITY TO THE PARK AND THAT IS ANOTHER ELEMENT. WHEN WE REDUCE THE PARKING REMAKE GRASSY PAVERS.

WE REALLY TRY TO MAKE IT AS NATURAL AS POSSIBLE BUT ALSO ASSESSABLE TO ALL PARKING

RESIDENTS. >>> IS IT POSSIBLE TO REDUCE THE PARKING EVEN FURTHER?

>> YES. WE CAN DEFINITELY REDUCE THE PARKING IF THAT IS A REQUEST FRO THE CITY. HE CAN'T BE REDUCED AND STILL FUNCTION.

THE ONLY THING YOU WILL SEE POTENTIALLY IF YOU START TO SEE A GOOD GROUP OF RESIDENTS COMING OUT HERE ON A SUNDAY, TEAMMATE -- PEOPLE MAPLE OFF IN ORDER TO HELP ALLEVIATE THE CONCERNS.

WE CAN TAKE IT DOWN TO EIGHT PARKING SPACES OR TEN PARKING SPACES FROM THE ORIGINAL 20 PARKING SPACES. AT LEAST KEEPING THE 288 PARKING SPOTS.

>> SO BASICALLY, OUR RECOMMENDATION IS TO KEEP 14 AND THE 288.

THERE'S ALWAYS A POSSIBILITY TO REDUCE AT A LATER DATE OR INCREASE IF THERE IS A NEED.

BUT OUR RECOMMENDATION WOULD BE AT THE 16TH. >>> IF YOU HAVE POLICE IN FRONT

[01:35:03]

OF THE NEIGHBORHOOD IS THAT BLOCKING THEIR ABILITY TO GET IN-AND-OUT.

>> THAT WAS DISCUSSED THE LAST TIME THAT IT WAS PRODUCT. >> COULD YOU PUT A CAR IN THE

TURN LAYING THERE? >> THAT IS WHAT WE PREVIOUSLY DID.

>> BUT ONE THAT WOULD BE HERE NOW FOR THE PARK AS OPPOSED TO BLOCKING THE DRIVEWAY.

>> IT IS NEVER OUR INTENT TO BLOCK SOMEONE'S DRIVEWAY. >> I GET IT.

>> IF THAT WORKS THEN YES IT DOESN'T MATTER WHERE WE ARE AS LONG AS WE CAN ACCOMPLISH WHAT

WE NEED TO ACCOMPLISH. THE QUESTION IS YES. >> I'M GOING TO GO THROUGH THE

REST OF MY NOTES. ANYONE ELSE? >> COMMISSIONER WALKER YOU RAISE

YOUR HAND? >> HE WAS LOOKING LIKE HE WANTED TO TALK BUT I WILL SPEAK.

I APPRECIATE EVERYONE COMING OUT. EXPRESSING THEIR CONCERNS WITH THE PARK. I AM GLAD WE REDUCE THE PARKING LOT SPACES DOWN A LITTLE BIT.

QUITE FRANKLY I DON'T KNOW HOW MANY PEOPLE WILL USE THE PARK BUT I BELIEVE WE NEED PARKING BECAUSE WE ARE BUILDING A PARK FOR PARKLAND. IT IS IMPORTANT FOR ANY RESIDENT WHO WOULD LIKE TO USE IT CAN HAVE THE OPPORTUNITY. I THINK IT IS IMPORTANT WE HAVE ANY SPACES SO THE PARK IS OPEN TO EVERYONE. I LOVE THE DESIGN.

I THINK SOME OF THE COMPLAINT WHICH I SYMPATHIZE AND UNDERSTAND THAT THE BASES WERE REMOVED AND YOU LOST PRIVACY. THIS SHOULD ACCOMPLISH FIXING A LOT OF THE PROBLEMS THAT YOU HAVE. I BELIEVE SOME OF THE CONCERNS ARE RIGHT.

BUT IT WAS SOMETHING WE HAD TO DO AND NOW WE ARE TRYING TO REPLACE THAT SO YOU HAVE SOME OF YOUR PRIVACY BACK. I LOVE THAT WE ADD THE FENCE. THIS GIVES ADDED SECURITY.

AS FAR AS CRIME COMPARED TO WHITTIER OAKS. THERE IS NO ADDITIONAL CRIME AND THAT DOESN'T MEAN NOTHING WILL HAPPEN BECAUSE YOU CAN'T PREDICT THE FUTURE.

>> THIS IS A MUCH LARGER PART. IF YOU GO TO THE PARK IN THE LATE MORNING OR MIDDLE AFTERNOON. SOMETIMES YOU WILL SEE ANY CARS. HOW MUCH TRAFFIC WILL IT BE AT THE PARK. AGAIN, I GO BY THE EXPERTS AND WHAT YOU SAY ABOUT THE TRAFFIC PATTERN AND WHAT THE AREA CAN HANDLE. WHAT I BELIEVE OAK PARK WOULD BE USED. I THINK WE ACCOMPLISHED A LOT. THE FENCE WILL ADD SECURITY.

THE PARKING LOT. WE LOWERED IT WHICH IS GREAT. I THINK THE HANDICAPPED SPOTS ARE IMPERATIVE. I DON'T WANT TO SEE PEOPLE PARKING ON THE SIDE OF THE STREET BECAUSE THAT IS A SAFETY HAZARD. ADD IN THE VEGETATION AND THE BURNS AND THINGS OF THAT NATURE. I THINK THAT WILL GIVE THE ADDED PRIVACY.

>> I THINK IT WILL ACCOMPLISH A LOT OF THINGS. >> I DON'T HAVE ANY QUESTIONS AT

THIS POINT. >> WERE JUST THINKING ABOUT WHAT WE HEARD.

>> I'M STILL THINKING ABOUT WHAT WE HAVE HEARD FROM THE RESIDENCE AND THE EXPERTS.

I WILL SAY THIS. I HAVE HAD AN OPPORTUNITY MULTIPLE TIMES OVER THE YEARS I HAVE BEEN LIVING HERE TO SEE AND BE AT THE PARK AND RAISE MY KIDS.

I HAVE GROWN MY BIKE ON NUMEROUS OCCASIONS. WE HAVE ONE PARK IN THE ENTIRE CITY. AND THAT IS THE 6-ACRE WOOD THAT DOESN'T HAVE ANY KIND OF PARKING OTHER THAN THE BRIDGE. EVERY OTHER PARK WE HAVE PARKING LOTS AND ACCESSIBILITY.

[01:40:03]

I DON'T ENDORSE -- ANOTHER PARK HAS PARKING ON THE SIDE OF THE ROAD BUT IT IS OFF OF THE ROAD.

SO PEOPLE ARE NOT BLOCKING THE ROADWAY. YOU REALLY DON'T HAVE THE ABILITY TO PARK ON THE SIDE TO GET ACCESS BUT SAYING THAT, I DON'T KNOW WE NEED A PARK WITH

THE PARKING LOT. >> CAN WE PLEASE -- WE HAVE A DECORUM THAT WE FOLLOW HERE.

>> THE THING IS THERE'S NO REASON WE CAN'T HAVE IT READY THAT HAVE MIXED PARKS.

SOME HAVE THEM SOME DON'T. AT THE SAME TIME, WE WANT TO HAVE PLACES THAT HAVE ASSESS ABILITY FOR PEOPLE. I'M WONDERING WHETHER OR NOT IN THE DESIGN OR THE CONSTRUCTION YOU MENTIONED THE ABILITY OF PEOPLE THAT ARE NOT ABLE AS OTHER PEOPLE THAT IS PROBLEMATIC FOR ME. THAT IS ONE OF THE THINGS I'M STRUGGLING WITH.

I DON'T NECESSARILY THINK WE HAVE TO ALWAYS HAVE PARKING LOTS OR PARKS.

BUT WHEN YOU ARE TALKING ABOUT ASSESS ABILITY THAT IS WHAT I AM STRUGGLING WITH RIGHT NOW.

>> DO YOU HAVE COMMENTS? >> YES. >> I REALLY APPRECIATE YOU GUYS COMING OUT AND SHARING. I CAN FEEL WHAT YOU ARE FEELING AND I FEEL YOUR CONCERNS I DON'T WANT YOU TO THINK WE ARE NOT LISTENING. I REALLY THINK WHAT WE ARE TRYING TO DO IS IMPROVE THE PARK FOR YOU. FOR ALL OF THE RESIDENCE.

WAKE IT -- MAKE IT WHERE THE USES FOR EVERYONE. WE'RE NOT TRYING TO DRIVE PEOPLE INTO YOUR COMMUNITY OR CAUSE HARM. I FELT WHEN I LOOKED AT THEM THAT IT WAS AN IMPROVEMENT TO THE COMMUNITY. I THOUGHT THE INCREASED TREES AND SHRUBBERY WOULD FURTHER ENHANCE YOUR PRIVACY AND THE LOOK OF YOUR COMMUNITY.

WE HAVE AN INCREDIBLE STAFF THAT HAS WORKED HARD ON THIS. THEY ARE DOING WHATEVER THEY CAN TO MAKE THIS WORK IN THE BEST POSSIBLE WAY. I AGREE THE ADA COMPLIANCE IS CRUCIAL. AND I THINK EVERYONE SHOULD HAVE A RIGHT TO USE THE PARK.

I LIVE ON A LAKE. I OFTEN HAVE PEOPLE IN MY YARD FOR FISHING AND MY DOG GOES OUT.

HE STARTS BARKING HE'S A TINY PUPPY. MY HUSBAND WILL GO OUT AND TALK TO THE PEOPLE. IT IS PART OF LIVING IN A PLACE LIKE THIS.

SOMETIMES THEY LIVE IN OUR NEIGHBORHOODS SOMETIMES THEY DON'T.

IT IS A CONCERN AND, YES, I WOULD WORRY ABOUT IT. HOWEVER I DO THINK WHAT WE ARE TRYING TO DO IS ENHANCE THE COMMUNITY ENHANCE THE PROPERTY VALUES, IT WILL BE A BEAUTIFUL VISUAL PLACE. WERE GIVING YOU MORE TREES MORE ACCESS.

I DON'T KNOW WHERE THE LADY IS IN THE BACK. ABOUT THE FENCE AND MOVING THE FENCE AND EXTENDING THE FENCE IN THE BACK. IF WE'RE PUTTING PUTTING A FENCE ON THE SIDE AND FRONT. THAT MAY BE SOMETHING WE CONSIDER AS WELL.

BY UPGRADING THE PARK, YOU WILL SEE IF THIS COMES TO FRUITION THAT YOU DON'T HAVE TO WORRY ABOUT THE CLEANUP OR MAINTENANCE. I ONLY WISH IF THERE WERE ISSUES PRIOR TO NOW, YOU WOULD REACH OUT AND SAY, WE WERE WALKING IN THE PARK AND WE DIDN'T THINK IT

[01:45:12]

WAS MAINTAINED CORRECTLY. WE ARE ALL ABOUT SERVING THE COMMUNITY.

IF THE AREA IN THE BACK IF THERE WERE GARBAGE ON THE FLOOR OR YOU SAW PEOPLE YOU DIDN'T FEEL COMFORTABLE WITH, PICK UP THE PHONE. LET US KNOW.

I REALLY THINK THIS WILL BE AN ENHANCEMENT TO THE COMMUNITY. WHEN OUR STAFF SAYS TO US IT IS NOT GOING TO CAUSE AN ISSUE WITH TRAFFIC AND IT WON'T CAUSE AN ISSUE WITH SAFETY, I WILL HAVE TO TRUST IN WHAT MY CAPTAIN IS SAYING TO ME. I WOULD LIKE TO DO WHATEVER WE CAN TO ACCOMMODATE AND I ONLY HOPE YOU REALIZE OR IF THIS DOES HAPPEN, THAT WE ARE TRYING TO ENHANCE NOT HARM. WE ARE TRYING TO INCREASE THE USE FOR YOU AS WELL AND HAVE A

BEAUTIFUL AREA IN THE FRONT. THOSE ARE MY COMMENTS. >> I WOULD JUST LIKE TO -- I APPRECIATE EVERYONE COMING. I APPRECIATE THIS IS A TOPIC THAT HITS HOME FOR ALL OF YOU.

I APPRECIATE THE STAFF DOING OUTREACH. I GET THE COMMENT THE OUTREACH MAY HAVE DONE -- I SHOULD HAVE BEEN DONE SOONER. THAT WILL BE PART OF THE DIFFERENT PROCESS GOING FORWARD. I LIVE IN A GATED COMMUNITY. MY NEXT-DOOR NEIGHBOR'S CAR WAS STOLEN. CRIME DOES HAPPEN IN PARKLAND. I HAVE BEEN HERE ALMOST 20 YEARS. I REMEMBER WHEN MY KIDS WERE YOUNGER SMASH AND GRABS WORDS THE CRIME SPIRIT THERE WERE BREAK-INS WHERE STRANGERS CAME IN THE SLIDING DOORS.

THE CAPTAIN AND HIS TEAM HAVE DONE A GOOD JOB, OUR CRIME IS DOWN.

EVEN WITH THE BURGLARIES THAT ARE UP. I UNDERSTAND SECURITY IS AN ISSUE. I UNDERSTAND PARKLAND IS NOT THE SAME CITY IT WAS WHEN I MOVED HERE IN 2000. BUT I AM STILL HERE. MY KIDS ARE IN COLLEGE AND THERE ARE -- THERE STILL NO OTHER CITY I WOULD RATHER LIVE IN. NO OTHER CITY COULD GO THROUGH THE CHALLENGES WE HAVEN'T COME OUT AS WELL AS WE HAVE. THIS ISN'T TO DIMINISH THE CONCERNS. WE CANNOT GO BACK IN TIME. THE AREA WAS APPROVED BACK IN 2008. SOME PEOPLE LIKE IT. IT'S A GREAT PLACE EVERYONE WANTS TO COME IN AND SHUT THE DOOR. WHEN I MOVED INTO METAL RUN I WAS CONSIDERED NEW AND I WASN'T WELCOMED BY THE PEOPLE WHO LIVED IN CYPRUS HAD LIVED HERE PREVIOUSLY. I HOPE SINCE THEN I HAVE PROVEN MY VALUE TO THE CITY AND ITS OKAY TO LET SOMEONE LIKE ME MOVE INTO THE CITY. HAVING SAID THAT, I DON'T WANT TO INCREASE THE ANXIETY BUT WE WILL HAVE TO FIGURE OUT HOW WE CAN ACCOMMODATE AS MUCH AS POSSIBLE WHILE MAKING SURE THIS CAN BE SAFELY ACCESSED BY PEOPLE.

IT IS RIGHT NOW BEING UNSAFELY ACCESS WITH PEOPLE PARKING IN THE STREET.

PEOPLE PARKING IN FRONT OF YOUR ENTRANCEWAY TO ACCESS THE PARK. FROM SOME OF THE CONCERNS I'VE HEARD THE MAINTENANCE ON THE SECURITY IF WE COULD LOOK AT PUTTING A GATE ON THE NORTHERN PART, IS THAT SOMETHING WE CAN LOOK AT. THAT IS A SECURITY ELEMENT THAT DOESN'T EXIST NOW. I'D ALSO LIKE TO LOOK AT LOWERING FURTHER THAN THE DESIGN, THE PARKING SPOTS BECAUSE -- I WANT TO MAKE SURE OUR OTHER PARKS AND THE BOARDWALK THAT A CAR CAN'T STAY THERE OVERNIGHT. CAN YOU ADDRESS THAT, THAT PLACE

SHOULD BE LOCKED AND NO CAR SHOULD BE THERE. >> AS I SAID, THEY WILL GO THROUGH AND CLEAR THE AREA AND THEY WILL CALL US IF THERE IS A CAR THERE.

ASSUMING WE CAN'T LOCATE THE OWNER THERE'S NO PARKING AFTER DARK, THEY CAN BE TOLD.

>> I JUST WANT TO BRING ONE MORE THING UP. >> AND ONE OF OF THE SUGGESTIONS

[01:50:03]

WE HAD WAS TO REDUCE THE PARKING SPACES. WITH THE ABILITY OF INCREASING IN THE FUTURE IF WE FEEL THE NEED. WE WOULD HAVE EIGHT REGULAR PARKINGSTALLS AND TO ASSESSABLE PARKING STALLS AND THIS WILL BE OFF OF THE ADDITIONAL AREA.

>> >> THANK YOU MAYOR. >> FIRST OF ALL I WANT TO THANK THE RESIDENTS WERE COMING OUT AND VOICING THEIR OPINIONS AND CONCERNS.

I THINK WE HEAR WITH YOUR CONCERNS ARE. AND WE TAKE THEM SERIOUSLY.

ONE ISSUE I WANT TO ADDRESS IS THE CANALS. SERVING ON THE DISTRICT.

THOSE ARE SUPPOSED TO ONLY BE FOR RECREATION. THEY ARE NOT FOR RECREATIONAL USE. NO ONE SHOULD BE FISHING IN THERE.

WE HAVEN'T HAD A MEETING THIS MONTH, I HEAR WHAT YOU'RE SAYING.

WE HAVEN'T HAD A MEETING THIS MONTH. WE ARE TALKING ABOUT HOW TO ENFORCE SOME OF THOSE SCENARIOS. JUST UNDERSTAND THEY ARE NOT DESIGNED FOR RECREATIONAL USE.

>> I AM ALL ABOUT ASSESS ABILITY. WHEN YOU LOOK AT THE PARK, AND THE PRESERVE, THERE'S NO ASSESS ABILITY. MAYBE WHERE YOU HAVE A FEW

SPACES AND GRANTED YOU CAN PARK ALONG THE SIDE OF THE ROAD. >> LOOKING AT THE DESIGN AND HEARING WHAT THE RESIDENTS ARE TALKING ABOUT REGARDING PARKING, I HAVE MIXED CONCERNS LIKE IS THE PARKING IN THE RIGHT SPACE. IS THE PARKING ACCESS ASSESSABLE.

NORMALLY YOU CAN TURN RIGHT OR LEFT WHEN YOU GO OUT THERE. SAME THING WITH PINE TRAILS.

THIS YOU CAN'T. THEY CAN ONLY GO ONE WAY. YOU CAN ONLY GO TO THE WEST.

YOU CAN'T GO BACK TO THE EAST. IT DOESN'T FLOW FROM A STANDPOINT OF PUTTING A PARKING LOT AND HAVING PEOPLE ACCESS IT. THAT IS A CONCERN. I DON'T KNOW WHAT OTHER OPTIONS THERE MAY BE. THAT IS CERTAINLY SOMETHING I WOULD LIKE TO SEE.

I DEFINITELY THINK AS FAR AS STRATEGIC PLANNING. THE OTHER ONES HAVING HANDICAP SUSCEPTIBLE -- ASSESSABLE PARKING IS SOMETHING I WOULD LIKE TO SEE FORWARD.

AT THIS POINT I AGREE WITH THE COMMISSIONER I DON'T THINK WE NEED 20 SPACES.

BUT WE DO NEED SOMETHING TO BE MORE INCLUSIVE AND COMPASSIONATE.

>> IF I WANT TO TAKE MY SON AND BRING HIM TO THE PARK I DON'T HAVE ANYWHERE TO PARK.

THE ONLY SPACE I HAVE IS PARKING ACROSS THE STREET. AND THAT IS A DANGEROUS PATHWAY.

THESE ARE JUST SOME OF MY CONCERNS. I KNOW TRYING TO WORK THROUGH THIS. I THINK WE CAN GET TO A PLACE WHERE WE CAN WORK THINGS OUT BUT

THOSE ARE MY COMMENTS AT THIS TIME. >> THANK YOU.

>> WE DID LOOK AT THE LOCATION AND ALTERNATIVE LOCATIONS OFF OF THE DRIVEWAY.

THIS WAS THE BEST LOCATION. OTHERWISE WE WOULD MOVE FURTHER WEST.

>> LOOKING AT THE TRAFFIC THERE WAS A NEGLIGIBLE AMOUNT OF U-TURNS.

THERE WOULD BE VEHICLES MAKING U-TURNS. IT IS SUPPOSED TO ALLOW TEN FAMILIES FROM ALL OVER THE AREA TO COME TO THE PARK. YOU WILL HAVE TO MAKE U-TURNS.

IT DOESN'T WARRANT A CUT. WE CAN LOOK AT THAT AS SOMETHING AS A LARGE EXPENSE.

>> AGAIN AS SHE BROUGHT UP EARLIER IT IS NOT AT HOURS WHEN MOST OF THE RESIDENTS ARE GOING

[01:55:08]

TO AND FROM WORK. WHICH IS A BIG CONCERN. >> WE DID LOOK AT THIS AND ADJUST THE DRIVEWAYS SLIGHTLY FROM THE PREVIOUS DESIGN. WE DID RE- ANGLE THE PARKING AND EVEN SCREENED IT MORE. WE DID TAKE THOSE CONCERNS INTO CONSIDERATION.

>> THE REASON WHY SAY IT. I LIVE RIGHT ACROSS THE STREET. AS I EXIT TO THIS AREA.

WHEN YOU HAVE CARS MAKING A LEFT WHEN CARS ARE IT'S TOUGH TO NAVIGATE ESPECIALLY WITHOUT A TRAFFIC LIGHT OR SOME SORT OF TRAFFIC CALMING TO MY SPIRIT I DON'T KNOW WHAT THE FUTURE IS AS FAR AS THE AMOUNT OF PEOPLE WHO WILL ACCESS THE ROAD BUT THAT IS A CONCERN THAT I HAVE.

OF PUTTING A PARKING SPACE WHERE YOU MAY NOT HAVE TO PUT THE SPIRIT THERE IS A CONCERN WHERE

ONE ACCIDENT COULD BE PROBLEMATIC. >> THANK YOU.

CANCEL DID YOU JUST WANT FEEDBACK FROM US? >> WE ALSO WANT A DIRECTION TO

MOVE FORWARD. >> ANY COMMENTS ON THAT? >> I WILL MOTION TO APPROVE IF

YOU WANT TO LOWER THE PARKING SPACES,. >> AND ADD THIS TO THE NORTH.

>> I WOULD BE GOOD WITH THAT. >> I HAVE A MOTION BY COMMISSIONER WALKER.

A SECOND PIPE STACY KAGAN. CALL THE ROLL PLEASE. >> CALLING THE ROLLCALL OF THE COMMISSIONERS. JUST SO I AM CLEAR. WE ARE LIMITING IT TO EIGHT

SPACES WITH TWO ADA? >> THIS WILL LOOK AT'S ON THE NORTH SIDE AND MAKE SURE THE

CARS ARE NOT THERE AFTER THE LOCKOUT. >> COMMISSIONER STACY KAGAN.

>> YES. >> CHRISTINE HUNSCHOFSKY. >> YES.

SHOWED THAT IT PASSES 4-1. >> THANK YOU. >> NEXT ON OUR AGENDA IS ITEM 8B. RESOLUTION NUMBER 2020 -- ZERO ZERO NINE PARKS AND RECREATION ADVISORY BOARD MEMBER APPOINTMENT. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA APPOINTING BLANK TO THE PARKS AND RECREATION ADVISORY BOARD AS A FIRST AT LARGE ALTERNATE MEMBER FOR THE REMAINDER OF THE

UNEXPIRED TERM, PROVIDING FOR AN EFFECTIVE DATE. >> WE ARE PICKING THE SECOND

ALTERNATE AT LARGE NUMBER. CORRECT? >> YES.

WE ALREADY HAVE A SECOND ALTERNATE AT LARGE NUMBER. I WOULD SUGGEST WE MAKE THE SECOND NUMBER THE FIRST ALTERNATE AT LARGE NUMBER. I DON'T WANT TO JUMP THE LINE.

>> AND AS FAR AS PICKING SOMEONE, WHAT WE SEEM TO DO WHEN WE LOOK AT OUR FORM AND LOOK AT THE PEOPLE. I THINK IT IS IMPORTANT TO LOOK AT THE MAKEUP OF THE BOARD.

I WANT IT TO BE A GOOD REPRESENTATION OF THE CITY AND THE PARKS AND RACKS OF THE CITY.

I ASKED FOR A LIST OF WHO IS ON THE BOARD AND THEIR BACKGROUND. SO WE HAVE SANDRA SCHROEDER WHO HAS AN INTEREST. WE HAVE LORI WHOSE INTEREST IS IN THINGS SHE IS PUSHING FOR LIKE ACTIVITIES FOR ACTIVE ADULTS AND SENIORS. WE HAVE ERIC YOUNG WHO IS A

[02:00:01]

FORMER BASKETBALL BOARD MEMBER. WE HAVE A FORMER BASKETBALL BOARD MEMBER HERE.

MELISSA WHO IS SPORTS FOCUS WITH LITTLE LEAGUE AND THE CHALLENGES PROGRAM.

WE ALSO HAVE BOTH TACKLE FOOTBALL COORDINATE. SO I SAY THAT BECAUSE THERE ARE CERTAIN AREAS THAT ARE ALREADY WELL REPRESENTED. I HOPE WHEN WE ARE LOOKING AT THIS THAT WE LOOK TO EXPAND. THERE'S NO ONE THERE FROM LACROSSE OR SOCCER.

I WANT US TO TAKE THAT INTO CONSIDERATION SO IT'S NOT LEANING ONE WAY OR ANOTHER.

AND ONE OF THE APPLICATIONS WAS DANIEL. HE IS PART OF THE TRAVEL SOCCER PROGRAM THAT WAS IN HERE. I NOTICED WE DON'T HAVE ANY SOCCER ON THERE.

>> I'M JUST PUTTING THAT OUT THERE. >> SO DO WE NEED TO MAKE A

MOTION TO APPOINT? >> I WOULD LIKE TO MAKE AN -- EMOTION.

>> AS THE FIRST ALTERNATE. >> I WILL SECOND PICK. >> I HAVE A VOTE NOW WE CAN TO

THE ROLLCAL. >> COMMISSIONER KEN CUTLER. >> YES.

COMMISSIONER STACY KAGAN. >> YES. MAYOR CHRISTINE HUNSCHOFSKY.

>> YES. PLEASE SHOW IT UNANIMOUSLY. >> KEN CUTLER.

CAN HAPPENS AN OPPORTUNITY TO LOOK AT THINGS PRESENTED BY THE CURRENT APPLICANT.

I UNDERSTAND WHAT YOU SAID BUT WE HAVE AN APPLICANT AND DISPATCH THAT HAS A RESUME THAT IS HARD TO DISAGREE WITH. JILL THANKS AND HAVE ALL KINDS OF RECREATION SERVICES BACKGROUND GOING BACK SEVERAL YEARS INCLUDING SOME OF HER EDUCATION DEALING SPECIFICALLY WITH RECREATIONAL SERVICES. IT IS ALMOST LIKE GETTING AN OPPORTUNITY TO HIRE AN EMPLOYEE

FOR A POSITION THAT IS A VOLUNTARY POSITION. >> SHE HAS A GOOD BACKGROUND IN OVERSEEING THE BUDGET PROCESS AND MONITORING ASPECTS OF WHAT HAPPENS AND AT THE PARKS SHE HAS

WORKED AT. THIS IS A PRETTY BIG PARK. >> I THINK THE APPLICATS WE

HAVE WERE AMAZING. >> ACT COMMISSIONER I UNDERSTAND.

SHE HAS AN OUTSTANDING RESUME. WE ALSO HAVE OUTSTANDING STAFF MEMBERS.

HAVING BEEN ONE OF THE FEW PEOPLE WHO HAVE SERVED ON THE BOARD.

THE BEAUTY OF HAVING PEOPLE FROM DIFFERENT AGE GROUPS AND PERSPECTIVES ON HOW THEY ARE USED IS THAT WE ARE GETTING A GROUND VIEW OF SOMEONE WHO IS ACTUALLY EXPERIENCING THE PARK IF THAT MAKES SENSE. AS OPPOSED TO THE STAMP THEORETICAL.

>> YOU MAKE A GOOD POINT MAYOR. THAT IS HOW I SEE THE PARKS AND DIRECT.

SOMEONE WHO IS OUT THERE AND EXPERIENCING THOSE THINGS. FOR ME THAT IS WHERE BRIAN GOODMAN IS. I KNOW HE OVERLAPS WITH BASKETBALL.

HE IS CURRENTLY ON THE BOARD AND ON THE KOCH -- TRACK COACHING FOR TEAM.

HE COACHES EVERY SPORT. I ALWAYS SEE THEM OUT ON THE FIELD.

HE IS VERY INVOLVED. >> IS VERY INVOLVED IN A LOT OF TINGS.

SO HELPS WITH THE COMMUNITY AS FAR AS INVOLVEMENT. IT IS STILL SPORTS BUT IS TRYING

[02:05:06]

TO RAISE MONEY FOR CHARITIES. IT SHOWS CHARACTER. >>

>> BUT YEAH, THERE'S A LOT OF RESUMES, JAMIE, THAT'S AN IMPRESSIVE RESUME TO SAY THE LEAST BUT IT GOES BACK TO WHO IS OUT. EXPERIENCING IT AND BEING ABLE TO PROVIDE FEEDBACK. I SEE IT AS SOMEONE OUT THERE DOING WHATEVER AND INVOLVED IN IT AND PROVIDING FEEDBACK TO THE OTHER MEMBERS AND OTHER BOARD MEMBERS WHICH IN TURN PROVIDES FEEDBACK TO CHRISTINE AND BRUNO AND WHOEVER CAN IMPROVE OUR FACILITIES AND PROGRAMS.

>> I AGREE. BRIAN IS GREAT. WE THINK ALIKE ON THIS.

WE DON'T HAVE ANYONE FOR SOCCER. >> THAT WAS MY ONLY CONCERN. I WANTED TO FIGURE OUT HOW DO WE BALANCE THIS. I DON'T -- I THINK THERE WAS A POINT WHERE MANY YEARS AGO THERE WAS ONE SPORT AND THEY DOMINATED. I AM FINE EITHER WAY BUT I JUST WANT TO MAKE SURE WE HAVE A BALANCE BOARD. I THINK WE WILL GET THE BEST

FEEDBACK AND RECOMMENDATIONS FROM THE BOARD THE MORE DIVERSE. >> ALSO DIFFERENT AGES.

I HAVE SEEN AARON. THERE ARE MANY GOOD CHOICES. >> THE ONLY THING I DON'T

PERSONALLY KNOW HIM. THAT DOESN'T MEAN IT IS BAD. >> HAVING SOMEONE -- I LOVE

SOCCER. >> HOW MANY TEAMS THAT YOU GET. >> I'M ALL FOR IT.

I THINK WE ARE ALL ON THE SAME PAGE. THERE WERE YEARS AGO WHEN WE DIDN'T HAVE ANY CHOICES. WE HAVE A LOT OF GOOD CHOICES AND I APPRECIATE THE COMMENTS.

HAVING SERVED ON THE EDUCATION ADVISORY BOARD IT WAS HELPFUL TO HAVE PEOPLE WITH MANY EXPERIENCES. MY ONLY COMMENT WAS DANIEL WAS THE ONLY ONE WHO HAD SOCCER

EXPERIENCE. >> ANYBODY ELSE? >> THEY ARE ALL GOOD CHOICES.

AS I SAID, BEING IN THE CITY AND BEING ON THE BOARD, YOU WANT THE MIX AND BALANCE.

I THINK IT IS IMPORTANT TO GET THAT. WHO WE SELECT IS THE DIFFICULT DECISION. TELLING SOMEONE WE ARE NOT SELECTING THEM ESPECIALLY AS A

RESIDENT IS DIFFICULT. >> I LOOK FOR THE BALANCE BECAUSE LORI IS NOT ON THE FIELD

BUT SHE ADVOCATES LOOKING AT SENIOR PROGRAMS AND IT'S FROM A >> AND I ALSO THINK WHAT WE SHOULD DO AS A CITY, WHEN PEOPLE APPLY TO THE POSITIONS, EVEN IF THEY DON'T GET ON THE BOARD THE& SHOULD BE AWARE OF THE MEETINGS BECAUSE ALL OF THE ADVISORY BOARD ACCEPTS PUBLIC INPUT.

IT MAY BE A GOOD IDEA WHEN THE BOARD IS MEETING, THAT THE INFORMATION GOES OUT TO THE LEAGUE PRESIDENT SO THEY ARE AWARE OF WHAT IS COMING UP ON THE AGENDA.

BECAUSE THEY MAY GET BUSY BECAUSE THEIR COACHING AND VOLUNTEERING AND THEY MAY NOT BE AWARE OF SOMETHING COMING UP. JUST TO BE A LITTLE MORE INVITING UPBRINGING THE PUBLIC IN SO THEY KNOW YOU DON'T HAVE TO SIT ON THE BOARD TO HAVE A VOICE IN WHAT HAPPENS.

>> STACY KAGAN. >> I HAVE TO ADMIT WHEN I THINK THAT THE RESUMES AND THEY ARE APPLICATIONS, WHY I THINK THE SAME THING THAT COMMISSIONER CUTLER'S EYE.

I WENT RIGHT TO JAIL. NO OFFENSE TO ANYONE. I AM WELL AWARE OF HOW THE PARK IS RUN AND MAINTAIN. I READ THROUGH HER RESUME. SHE HAS AN ARRAY OF EXPERIENCE.

HER EXPERIENCE LEVEL IS WONDERFUL. I ALSO SEE THE SIDE OF HAVING

[02:10:04]

THE COACHES AND HAVING A DIVERSE BOARD. SO AS MANY RESIDENTS AS WE CAN HAVE THAT ARE REPRESENTED I THINK IS IMPORTANT. AND I GREATLY APPRECIATE ALL OF THE RESIDENTS THAT WANT TO PUT THEMSELVES OUT THERE AND VOLUNTEERED THEIR TIME AND COMMIT TO DOING THINGS TO IMPROVE THE CITY AND BE INVOLVED.

THESE ARE ALL VERY IMPORTANT. IT IS A TOUGH DECISION AND A TOUGH CALL.

THERE ARE SO MANY BENEFITS TO SO MANY PEOPLE THAT ARE OUT THERE. I DID APPOINT LORI ON THE BOARD BECAUSE I DID SEE THAT I FELT THERE NEEDED TO BE REPRESENTATION FROM EVERY AGE GROUP AND EVERY INTEREST IN THE CITY. SO I CAN SEE BOTH SIDES AND I'M

ON THE FENCE RIGHT NOW. >> DOES ANYONE HAVE A MOTION OR ANYTHING?

>> I WILL MOTION BRIAN, NO OFFENSE TO DANIEL. >> THAT IS MY MOTION.

>> I SECOND PERIOD. >> I HAVE A MOTION BY COMMISSIONER WALKER.

A ECOND BITE KEN CUTLER. CALL THE ROLL PLEASE. >> COMMISSIONER STACY KAGAN.

>> YES. >> COMMISSIONER KEN CUTLER. >> YES.

>> PLEASE SHOW THAT IT PASSES UNANIMOUSLY. >> NEXT ON THE AGENDA IS ITEM 8C THE MST MEMORIAL. THIS WAS THE ITEM YOU REQUESTED TO BE ON THE AGENDA.

>> THANK YOU MAYOR. >> I FIRST WANT TO TALK ABOUT THE ADVISORY BOARD THAT WAS APPOINTED TO WORK ON THE MEMORIAL. I WANT TO THANK EVERYONE FOR THEIR HARD WORK AND I THINK IT HAS BEEN A YEAR SINCE EVERYONE HAS BEEN WORKING ON FINDING THE RIGHT PLACE FOR THE MEMORIAL. IT IS A VERY SENSITIVE TOPIC. IT IS A TOPIC THAT I HAVE FELT FOR A LONG TIME THAT WE NEEDED TO TALK ABOUT BECAUSE IT'S NOT SOMETHING WE CAN TALK ABOUT INDIVIDUALLY. IT'S SOMETHING WE CAN ONLY TALK ABOUT ON THE DAIS.

I DON'T KNOW HOW THE REST OF MY COLLEAGUES FEEL OR WHAT THEIR VIEWPOINT IS OR FROM WHAT VANTAGE POINT THEY ARE LOOKING AT THE MEMORIAL BUT, THE PEOPLE THAT HAVE BEEN IMPORTANT -- TOUCH WITH ME, THE RESIDENCE, A LOT OF THEM FEEL STRONGLY ABOUT A MEMORIAL BEING IN THE CITY OF PARKLAND. PARKLAND WAS WHERE WE HAD THE TRAGEDY, PARKLAND IS THE EPICENTER OF WHERE THIS HAP HAPPENED. I HAVE HAD STUDENTS AND PARENTS WHO HAVE COME TO ME AND SAID, WHEN WILL YOU DO THIS. WHERE WILL IT BE.

A LOT OF THE KIDS AND FAMILIES FEEL STRONGLY ABOUT A MEMORIAL IN PINE CHARLES PARK.

I KNOW THE BOARD MET AND THERE WAS TALK ABOUT HAVING THE MEMORIAL IN THE CITY OF CORAL SPRINGS AT THE PARK ADJACENT TO WHERE THE KIDS PARK FOR SCHOOL NEAR THE WALL.

THEY ALSO LOOKED AT AN AREA IN FRONT OF THE BANK WHICH IS ON THE CORAL SPRINGS SIDE.

AND I WANT US TO REALLY TALK AND UNDERSTAND THE GRAVITY AND THE IMPORTANCE OF TALKING ABOUT THIS AND TAKING TIME TO TALK ABOUT THIS AND MAKING STRONG DECISIONS.

THE FEEDBACK I'M GETTING IS I HAVE TO REPRESENT AND PEOPLE SHOULD COME TO ME AND SPEAK TO ME. WHAT I AM HEARING FROM THE RESIDENCE IS A NEED TO DO SOMETHING AND IT NEEDS TO BE AND PARKLAND. IT NEEDS TO BE IN PARKLAND.

THE EXACT SPOT, MAY OR MAY NOT BE PINE CHARLES PARK. I KNOW THERE'S A LOT OF TWISTS AND TURNS WITH WHAT I HAVE BEEN HEARING FROM THE COMMUNITY AS TO WHETHER OR NOT THE SCHOOL BOARD

[02:15:04]

HAS THE FUNDING AND THEY ARE HOLDING THE $1 MILLION. HOW BROWARD COUNTY IS INVOLVED.

I JUST WANT TO TALK ABOUT BECAUSE I KNOW THERE'S A LOT OF STEPS.

I KNOW THIS WON'T HAPPEN OVERNIGHT. I WOULD REALLY LIKE TO TALK ABOUT THE FACT THAT THIS HAPPENED IN PARKLAND. THE DAY AFTER THE TRAGEDY.

THAT IS WHERE THE KIDS WENT. THEY WENT TO PINE CHARLES PARK. THAT IS A PLACE WE HOLD OUR EVENTS WHERE THE KIDS FEEL SAFE WHERE WE HAVE A LOT OF SPACE WHERE THERE IS PARKING.

I DON'T KNOW WHAT THE PARK WILL LOOK LIKE. I DON'T KNOW WHAT WILL BE RIGHT FOR THE FAMILY SPIRIT I DON'T KNOW WHAT THE FAMILIES WANT. I DO HAVE PERMISSION.

I DID SPEAK WITH LORI CAN'T BE HERE TONIGHT. SHE DID SHARE WITH ME SHE WOULD LIKE TO SEE THE PARK OR THE MEMORIAL WHATEVER WE WANT TO ADDRESS IT HERE IN THE CITY.

>> BECAUSE OF THAT WE NEVER GET TO DISCUSS IT. WE NEVER GET TO CONVERSE ABOUT IT. I DON'T KNOW HOW THE MAYOR FEELS.

I DON'T KNOW HOW THE COMMISSIONERS FEEL. BUT WHAT I AM HEARING FROM THE COMMUNITY, IS THAT WHATEVER WE DO WHETHER IT TAKES ONE YEAR OR TWO YEARS OR THREE YEARS TO COMPLETE, THAT WE DO IT HERE IN THE CITY OF PARKLAND. IT HAPPENED HERE AND I STRONGLY ENCOURAGE MY COLLEAGUES TO CONSIDER THAT THIS IS WHERE IT HAPPENED AND THIS IS WHERE IT SHOULD BE. WE DON'T KNOW WHAT IT WILL LOOK LIKE.

I DID HEAR THAT THEY WERE TALKING ABOUT DOING FOUNTAINS IN CORAL SPRINGS.

I GOT FEEDBACK FROM OTHER PEOPLE THAT SAID DIFFERENT THINGS. IT WASN'T WHERE THEY FELT COMFORTABLE AND THEY WANTED TO MAKE SURE WAS SAFE AND THEY WANTED TO AVOID THE NOISE OF THE

HIGHWAY. >> SO WHENEVER I SPEAK TO SOMEONE I FEEL LIKE IT IS CIRCLING BACK TO THE CITY AND PINE TRAILS PARK. I WOULD REALLY LIKE TO KNOW HOW EVERYONE FEELS IF WE CAN TRULY HAVE A DISCUSSION ON IT. THAT IS WHY I BROUGHT IT UP AND

THAT IS WHAT I WOULD LIKE TO ADDRESS IT. >> THANK YOU.

SINCE I WAS THE ONE -- I REALIZED THE COMMISSIONERS WERE IN FAVORITE OF IT BUT I'M THE ONE REPRESENTING THE CITY ON THE OFFICIAL MEMORIAL COMMITTEE. THAT IS THE COMMUNITY THAT HAS REPRESENTATION FROM THE CITY OF THEY WERE AFFECTED SINCE 45 OF THE STUDENTS ARE FROM CORAL SPRINGS. BROWARD COUNTY SCHOOLS IS REPRESENTED ON THAT BECAUSE THEY ARE THE ONES WHO HAVE BEEN GIVEN THE MONEY THROUGH THE SENATE BILL.

WE ACTUALL JUST HAD A MEETING ON MONDAY WHERE WE FOUND OUT ACCESSING THE MONEY IS DIFFERENT THAN THE STORY WE WERE ORIGINALLY TOLD. IT'S ALSO REPRESENTED BY A MEMBER OF THE FAMILIES THAT WHEN WE HAVE SOMETHING TO BRING BACK IT WILL BE BROUGHT BACK TO THE FAMILY SPIRIT I PERSONALLY -- IT HAS BEEN A DIFFICULT COMMITTEE TO SIT ON.

WE STARTED OUT BECAUSE THE MAYOR AT THE TIME WANTED TO HAVE A MEMORIAL.

IT PROBABLY TOOK FIVE MEETINGS TO FIGURE OUT WHERE EVERYONE'S ROLE WOULD BE ON THAT.

THAT BROUGHT US INTO OUR FIRST MEETING WHICH WAS ON MAY AND THE NEXT ONE WAS ON JUNE 3.

THERE WE HAD A MEETING JULY 16, AUGUST, OCTOBER, AND JANUARY AND ONE ON MONDAY.

IT HASN'T BEEN A YEAR AND IN THE BEGINNING THE MEETINGS WERE ABOUT WHERE IS THE MILLION DOLLARS. HOW DO WE ACCESS THE MILLION DOLLARS.

IT TOOK PROBABLY THREE MEETINGS OR FOUR MEETINGS BEFORE WE HEARD BACK FROM THE SCHOOLS THAT THEY WOULD BE OKAY THAT THE COMMITTEE HAS SOME SAY OVER THE MONEY. SO IF YOU WANT TO HAVE A SEPARATE DISCUSSION ABOUT THE CITY DOING THEIR OWN THING, I PERSONALLY BELIEVES THAT BELONGS IN STRATEGIC PLANNING. WHAT HAPPENED THE LAST TIME SOMETHING WASN'T RIGHT FOR A DISCUSSION ON THE MEMORIAL, THAT HAPPENED IN CORAL SPRINGS. THAT BECAME EMOTIONALLY VERY DIFFICULT AND TRAUMATIC FOR THE FAMILY MEMBERS. WHILE WE LOOK AT THIS AS A

[02:20:05]

GOVERNING BODY, THEY LOOK AT IT DIFFERENTLY. THE COMMITTEE ON MONDAY WENT TO THREE SITES AND THEY CAME BACK AND THE FAMILIES WERE NEUTRAL ON THE LOCATION SPIRIT THERE WAS A REQUEST FROM THE LANDSCAPE ARCHITECT TO COME BACK WITH SOME IDEAS OF WHAT COULD BE DONE IN SOME OF THE LOCATIONS. THIS IS A PROCESS THAT HAS BEEN COMMITTED TO BY BROWARD COUNTY AND BROWARD COUNTY SCHOOLS AND& THE CITY AND A REPRESENTATIVE FROM THE FAMILY SPIRIT AT THIS POINT, I WOULD RESPECTFULLY REQUEST THAT WE ALLOW THIS COMMUNITY TO CONTINUE ITS PROCESS UNTIL IT GETS TO A POINT WHERE THERE IS SOMETHING COMING OUT OF IT OR WE MAY NEED TO RETHINK HOW THIS WILL WORK. SINCE THIS GROUP IS NOT MEANT FOR A YEAR.

THE FIRST SIX MONTHS WERE FACT-FINDING. IT IS DIFFICULT FOR US TO MEET FROM NOVEMBER BECAUSE FOR THE FAMILIES IT IS A DIFFICULT TIME BECAUSE OF THE HOLIDAYS AND COMMEMORATION. SPIRIT WE HAVE BEEN BACK AND FORTH AS TO WHAT WILL BE THE ENTITY WHERE FUNDING WOULD BE AN ISSUE DEPENDING ON IF YOU WANT A STATUE OR IF YOU WANT SOMETHING MORE SUBSTANTIAL LIKE A COLUMBINE. YOU WILL NEED DIFFERENT SIZES OF LAND. IT WILL ALSO MEAN DIFFERENT IMPACTS FROM A FINANCIAL PERSPECTIVE. YOU NEED A VEHICLE THAT CAN SIGN THE DOCUMENTS AND ONE THAT WILL

SAY THIS IS OUR RESPONSIBILITY. >> IT WAS DISCUSSED WITH MANY FOUNDATIONS AND OTHER THINGS CAME TO A DEAD END. NOW WE ARE LOOKING AT THE CITY TAKING OWNERSHIP OF THE MUSEUM.

>> SO THERE ARE A LOT OF MOVING PARTS. IF THIS WAS SIMPLE I'M SURE OTHER MEMORIALS WOULD'VE ALREADY BEEN DONE. I WOULD ASK THIS COMMISSION UNLESS THEY WANT TO DO SOMETHING ON THEIR OWN I WOULD SUGGEST THIS GETS DISCUSSED DURING STRATEGIC PLANNING. OTHERWISE I ASKED THEY RESPECT THE WORK BEING DONE.

FOR AT LEAST A LITTLE LONGER SINCE A LOT OF THE TIME THEY WERE JUST DOING FACT-FINDING IN

RESPECT TO THE PROCESS THAT WE ALL AGREED TO. >> THIS IS NOT AN EASY PROCESS.

IN MANY WAYS IT IS FRUSTRATING. YOU THINK YOU ARE GETTING AHEAD AND WE ARE SO EXCITED TO GO TO A MEETING AND THERE ARE ROADBLOCKS. NOT ALL OF THE LOCATIONS HAVE

BEEN LOOKED AT. AGAIN THIS IS A PROCESS. >>

>> SO FIRST I WANT TO THANK THE COMMISSIONER FOR RAISING THIS AS A DISCUSSION ITEM.

I AGREE IT IS SOMETHING THAT I THINK I HAVE BEEN GETTING FEEDBACK ON.

WE NEED TO AT LEAST HAVE A DIALOGUE ON THIS. I ALSO WANT TO THANK YOU FOR BRINGING US UP TO SPEED ON WHAT& IS GOING ON RELATIVE TO THIS COMMITTEE.

AS YOU INDICATED THERE'S A LOT OF MOVING PARTS. THOSE MOVING PARTS HAVE A TENDENCY TO RAISE QUESTIONS HERE ONE OF THE MOVING PARTS IS WHERE WILL THIS BE.

I HEARD, THERE WAS DISCUSSION ABOUT IT BEING AT THE PARK OR SOMETHING LIKE THAT BECAUSE THE COMMISSION, IS THE ONE THAT PUSHED THE INITIATIVE ON THIS. SO THEY WERE LOOKING FOR

SOMETHING IN BROWER AS OPPOSED TO SOMETHING IN CORAL SPRINGS. >> AS HE INDICATED I THINK THERE'S A LOT OF TIES TO THE COMMUNITY IN THE CITY THAT WARRANT SOME SIGNIFICANT THOUGHT AS TO WHETHER WE HAVE A MEMORIAL IN THE CITY. PERSONALLY I THINK WE SHOULD.

I ALSO THINK WE SHOULD HAVE A MUSEUM. AND IF WE WERE TO TAKE THE

[02:25:09]

INITIATIVE TO DO CERTAIN PROPERTY PURCHASED WE MAY EVEN HAVE A PLACE ANOTHER PLACE THAT

COULD BE CONSIDERED. >> I AGREE WITH YOU RELATIVE TO THE IDEA IF WE AS A CITY ACTING AS COMMISSIONERS WANT TO GO ABOUT PUTTING IN A MEMORIAL ON OUR OWN IT SHOULD BE A STRATEGIC PLANNING KIND OF ITEM. AS OPPOSED TO SOMETHING WE WILL JUMP FORWARD TO AND MAKE

DECISIONS FOUR. >> YOU WOULD KNOW BETTER THAN US RELATIVE TO THE DYNAMIC YOU HAVE BEEN UNDERTAKING AS TO WHETHER OR NOT IT WILL BE FRUITFUL WHETHER OR NOT THERE WILL BE OPPORTUNITIES TO ACCESS THE FUNDING THAT IS NEEDED WHATEVER IS PLANNED.

I DON'T KNOW IF THERE HAS BEEN ANY CONCEPTUALIZATION. THAT THEY WOULD PUT FOUNTAINS IN. I DON'T KNOW BEYOND THAT IF THERE WAS ANYTHING.

>> BUT BEYOND THAT, THERE IS THE QUESTION OF MAINTENANCE AND UPKEEP OF THE PARK AND WHO IS RESPONSIBLE FOR THAT. WHAT THE DOLLAR CONSIDERATIONS WILL BE AND I RECEIVED A CALL FROM JENNIFER BEFORE THE MEETING AND SHE SAID SHE IS IN A FUNDRAISER TONIGHT AND WAS UNABLE TO ATTEND THE MEETING AND HER HUSBAND WAS UNABLE TO ATTEND.

>> THE FAMILY WANTED TO TAKE ANY DECISION-MAKING SLOWLY. >> I CERTAINLY WOULD ACQUIESCE TO AT LEAST AT A MINIMUM THE IDEA OF GETTING THEIR FEEDBACK AND HAVING THEM PRESENT TO US MAY BE ANY DISCUSSION WE HAVE TO GET THEIR FEEDBACK. I WOULD AGAIN, MY PERSONAL OPINION WOULD BE I THINK PART GOING IS THE RIGHT PLACE FOR IT. HAVING SAID THAT IN UNDERSTANDING THE DYNAMICS OF WHAT THE MONETARY PROCESS WOULD BE, I THINK I AGREE WITH YOU, WE PROBABLY SHOULD HEAR OUT WHAT THE COMMISSION GOES THROUGH THEM WITH THEIR FINDINGS ARE AND SEE

HOW IT GOES. >> IF I COULD JUST ADD THE SPECIFICS THAT CERTAIN PARTIES

HAD TO BE PART OF THE PROCESS. >> SO IF IT'S JUST GOING TO BE OUR CITY, WE WOULDN'T BE MEETING THE REQUIREMENTS. IT INCLUDED FAMILY MEMBERS. YOU HAVE TO LOOK AT THE DETAILS.

>> THE FAMILIES, TONY HAS BEEN CLEAR, THIS IS THE BURDEN AND THE FAMILY TO HAVE TO COME TO

US. >> FOR US IT MAY BE MORE GOVERNMENTAL BUT FOR THEM IT IS

DEEPLY PERSONAL. >> SO WE HAVE TO TAKE THAT INTO ACCOUNT WHEN WE DISCUSS THESE ITEMS. I HAVE TO SAY WE WEREN'T SURE HOW WE WOULD GET STARTED.

I FEEL LIKE WE HAVE GOTTEN OUR GROOVE ON NOW. WE KNOW WHERE OUR BOTTLENECKS ARE IN OUR BARRIERS ARE TO MOVE FORWARD. BUT IT IS A LONG PROCESS.

IT IS A LONG PROCESS BECAUSE IT HAS TO BE A PROCESS WHERE IT IS DONE THE RIGHT WAY NOT FURTHER TRAUMATIZING PEOPLE AND NOT SHOVING PEOPLE IN THE DIRECTON THEY ARE NOT READY FOR.

TONY HAS SAID MULTIPLE TIMES HE DOESN'T UNDERSTAND THE RUSH. HE WANTS THIS MEMORIAL TO BE AS IMPACTFUL AS THE TRAGEDY. SO I'M ASKING THIS COMMISSION TO RESPECT THE PROCESS WE HAVE RIGHT NOW. IF THE CITY WANTS TO DO SOMETHING JUST BE AWARE IT WON'T BE PART OF THE $1 MILLION. THOSE ARE REGULATED. AND I HAVE TO SAY ON A PERSONAL NOTE WHAT WAS EXTREMELY DISAPPOINTING TO ME AND I BORDERING ON CRUEL, WAS I HAD TO TALK TO SEVERAL FAMILY MEMBERS BEFORE THIS MEANING BECAUSE THEY WERE UNDER THE IMPRESSION THEY WERE GIVEN A MILLION-DOLLAR GRANT AND WE WERE DISCUSSING HOW TO SPEND THAT.

[02:30:07]

>> I DON'T KNOW WHO WAS GIVING THEM THAT INFORMATION. BUT JUST SO WE ARE ALL AWARE WHEN WE DO THINGS IT IS GREAT TO THINK OF OUR SURVIVORS AND WE SHOULD THINK OF EVERYONE.

WE NEED TO BE MINDFUL THAT ACTIONS AND THINGS WE SAY AND THINK WE MAY MEAN WELL BUT WE

HAVE TO BE MINDFUL OF HOW THEY IMPACT OTHER PEOPLE. >> LIKE I SAID THIS MEMORIAL COMMITTEE I HAVE BEEN GIVEN UPDATES. MONDAY WAS THE MOST FRUITFUL MEANING. THE LOCATIONS WERE OKAY. IF YOU WANT SOMETHING LIKE THE SCULPTURES. THAT'S EASY TO PUT SOMEWHERE BUT IF YOU WANT SOMETHING MORE SUBSTANTIAL. THAT IS DIFFICULT BECAUSE IT TAKES SOMETHING DIFFERENT.

FROM JUST AN ORGANIZATIONAL STANDPOINT WE DON'T HAVE A VEHICLE TO COLLECT MONEY.

WE ALSO NEED TO DECIDE WHAT THE ORGANIZATION WILL BE WHO WILL BE SIGNING BEST FACT-FINDING THINGS. THESE ARE ALL THINGS WE ARE WORKING THROUGH.

AS I HAVE DONE BEFORE WHEN WE HAVE INFORMATION I WILL BE HAPPY TO SHARE IT.

I HAVE NO ISSUE IF WE TALKED THIS WOULD BE THE BETTER PLACE. BUT SENATE BILL IS CLEAR ON HOW

THE MONEY WILL BE SPENT. AND OUT THE INPUT WILL BE. >> I'M SENSING YOU'RE TAKING THIS AS A PERSONAL INSULT OR ATTACK AGAINST THE COMMISSION AND THAT IS THAT IT.

>> I AM NOT TAKING THIS AS AN ATTACK. IF YOU WOULD LIKE TO HAVE IT AT STRATEGIC PLANNING YOU SHOULD CLARIFY WITH THE COMMITTEE HAS BEEN DOING.

>> I'M AWARE OF WHAT THE COMMITTEE IS DOING. I'M AWARE OF THE LIMIT.

I SHARED THAT WHEN I FIRST SPOKE. I WANT TO TAKE A STEP BACK BECAUSE FOR ME, THIS IS NOT POLITICAL. THIS IS ME REPRESENTING MY RESIDENCE. ME PRESENT -- REPRESENTING MY COMMUNITY BASED ON WHAT I HEAR.

I WASN'T GOING TO SHARE WHAT I SPOKE BECAUSE I FELT IT WAS A PRIVATE CONVERSATION.

I REALLY APPRECIATED SPEAKING WITH TONY. TONY SHARED WITH ME THAT HE WANTS THIS TO BE IN THE RIGHT PLACE. HE'S NOT SURE WHERE THAT IS BUT HE DID SHARE THAT HE DOESN'T WANT TO RUSH. I STAYED ON THE PHONE WITH HIM AND WE WENT OVER THE COLUMBINE SITE. I LISTEN TO WHAT HE SAID.

I VALUED WHAT HE SAID. >> SHE DID SAY SHE WANTED TO SEE A MEMORIAL.

>> I AM NOT CHALLENGING I KNOW HOW YOU FEEL. >> THIS IS NOT SOMETHING WE CAN TALK ABOUT OUTSIDE OF THE CHAMBERS. WHEN I HAVE RESIDENTS THAT ARE

APPROACHING ME WE REPRESENT ALL OF THE RESIDENCE. >> THIS IS PRIMARILY ABOUT THIS BUT WHEN WE ARE QUESTIONED WE& HAVE TO BE ABLE TO RESPOND TO THE OTHER PEOPLE THAT LIVE HERE.

I WANT TO BE ABLE TO LET THE OTHER PEOPLE KNOW OR WHOEVER IS INTERESTED WHERE WE ARE, WHAT WE ARE THINKING, AND DISCUSS IT. IT IS NOT A NEGATIVE. IT IS SO WE KNOW HOW WE FEEL SO WE CAN MOVE FORWARD. THE ADVISORY BOARD, THE BOARD YOU ARE ON AND I THINK YOU ARE

THE CHAIR,. >> THERE IS NO CHAIR. >> 0.

IS TO ADVISE AND SHARE EVERYTHING THAT EVERYONE FEELS. THAT DOESN'T MEAN WE CAN'T HAVE AN OPEN CANDID DISCUSSION SO WE CAN SHARE WHAT WE ARE HEARING. SO WE DO HAVE A STARTING POINT.

[02:35:05]

YOU CAN TAKE THIS BACK TO THE ADVISORY BOARD AND SHARE HOW YOUR COMMISSION FEELS BASED ON WHAT WE HEAR FROM THE RESIDENCE. THAT IS SO WE CAN MOVE FORWARD. THE FEELING OF THE RESIDENCE THE NIGHT OF THE TRAGEDY, I WAS AT THE HOTEL WITH THE FAMILIES UNTIL 4:00 A.M.

>> IT IS NOTHING COMPARED TO WHAT THE OTHER FAMILIES EXPERIENCE.

THERE STILL RESIDENCE THAT ARE SHARING WITH US. AND WE NEED TO SHARE WITH EACH OTHER. SO WE CAN FOLLOW A PROCESS AND COME TO A DECISION.

>> >> THAT IS THE POINT OF BRINGING THIS UP TONIGHT.

>> EVERYONE APPEAR HAS A DIFFERENT FORM OF COMMUNICATION. SO IT IS SHARING INFORMATION THAT WE HAVE SO WE CAN MAKE THE RIGHT DECISION WHEN THE TIME COMES.

I STILL DON'T KNOW HOW YOU FEEL. I KNOW HOW ONE PERSON FEELS BUT I DON'T KNOW HOW THE VICE MAYOR FEELS. HAVING OPEN COMMUNICATION AND DISCUSSION ABOUT IT WILL HELP THE ENTIRE PROCESS. I REALLY FEEL THAT EVERYONE HAS THE SAME GOAL AND THAT IS TO DO THE RIGHT THING AND WE DON'T KNOW WHAT THAT IS RIGHT NOW. IF WE DON'T TALK ABOUT IT WE

WILL NEVER KNOW. >> WE WILL JUST A WHERE WE ARE. >> THAT WAS THE POINT.

>> >> I FEEL LIKE WERE NOT MAKING A ROADBLOCK.

I HAVE GIVEN YOU UPDATES EVERY TIME WE HAVE HAD A MEETING. THE PROBLEM IS EVERYTHING CHANGES AT THE NEXT MEETING. WE WERE JUST TOLD ON MONDAY THAT THERE'S A DIFFERENT WAY TO DRAW OUT THE FUNDS THAT WE WERE ORIGINALLY TOLD. IT IS A PROCESS.

>> SO I CAN APPRECIATE WHAT YOU ARE SAYING STACY. I'M GLAD YOU BROUGHT IT UP.

I ALSO RESPECT WITH THE COMMITEE IS DOING AND WITH THE MAYORS DOING.

PERSONALLY AND FROM WHO I'VE SPOKEN TO THE MEMORIAL BEING IN PARKLAND THEORETICALLY, TO MEET WOULD BE THE BEST. BUT I DON'T HAVE ALL OF THE INFORMATION.

I WOULD LIKE TO SEE THE COMMITTEE CONTINUE WORKING TO SEE WHERE THE FUNDS COME FROM

AND WHAT THE FAMILY MEMBERS ARE SAYING. >> WITHOUT KNOWING WHAT THE COMMITTEE IS DOING, WHERE YOU ARE GETTING THE FUNDS HOW MUCH IT WILL COST HOW MUCH ROOM THEY NEED, THERE'S A LOT OF ANSWERS -- A LOT OF QUESTIONS THAT NEED TO BE ANSWERED.

I THINK WE OWE IT TO THE COMMITTEE TO GO THROUGH THAT PROCESS.

>> IT WOULD BE NICE, NO ONE KNOWS HOW THE COMMITTEE WILL WORK.

IF IT WERE UP TO ME AND THE PEOPLE SPEAK TO. >> THIS IS WITHOUT KNOWING THE INFORMATION. IT'S TOUGH TO SAY YES. YES I WOULD LIKE IT HERE.

BUT HAS TO GO THROUGH THE INFORMATION FIRST. >> BUT AT LEAST KNOWING THAT

INFORMATION IS SOMETHING THE MAYOR CAN BRING BACK TO SEE IT. >> THE REASON I DON'T GO INTO THE COMMUNITY WITH PRECONCEIVED NOTIONS IS I WANT TO ALLOW THE PROCESS.

I DON'T WANT TO BE HEAVY-HANDED. YOU DIDN'T MENTION WE DID LOOK AT THE AREA.

>> WE DID. >> THERE ARE OTHER AREAS WE HAVE ALSO DISCUSSED.

[02:40:02]

THERE ARE SOME LEGAL ISSUES AND QUESTIONS IF THE ENTITIES WOULD BE AVAILABLE.

I'M TRYING TO BALANCE KNOWING WHAT I HEAR IN THE COMMUNITY. IT'S NOT LIKE I'M PUSHING AN AGENDA THAT IS A COLLABORATIVE EFFORT. I AM NOT BEING HEAVY-HANDED IN

MY APPROACH. >> THAT IS WHY I'M NOT GOING TO SAY WHERE IT SHOULD BE BECAUSE I WANT TO GO IN AND I WANT TO COME TO THE COMMITTEE WITH AN OPEN MIND ON EVERYTHING.

THERE'S ALREADY BEEN A LOT OF PROGRESS IN MANY AREAS BUT WE HAVE A LONG WAY TO GO.

>> HAVE ANYONE OF YOU BEEN TO THE NORTHBAY MEMORIAL. >> THEY PUT THEIRS UP QUICKLY.

IT WAS THERE -- LIKE I WAS THERE WHEN IT OPEN. IT MEANS CERTAIN THINGS TO SOME PEOPLE AND NOT AS MUCH TO OTHERS. BUT I WOULD SUGGEST THAT YOU GO JUST TO SEE WHAT IT IS. IF IT IS SOMETHING THAT WE DECIDE WE WANT TO DO.

AS FAR AS THIS PROCESS AND LOOKING AT COLUMBINE AND OTHER COMMUNITIES THAT HAVE GONE THROUGH. THIS IS A LONG PROCESS. COLUMBINE HAD A COMMITTEE THAT

TO THREE AND HAVE YEARS -- >> IT TOOK THEM A WILD TO GET TO WHERE THE DECISIONS THAT THEY MADE. THEY WENT OUT AND THEY GOT FEEDBACK AND THEY SPOKE TO THE FAMILIES. THEY INCLUDED FIRST RESPONDERS AND PEOPLE THAT WERE INVOLVED IN

THE INCIDENT. THEY INCLUDE EVERYONE. >> TONIGHT WE HAD A COMMENT.

ONE COMMENT WAS YOU GUYS HAVE ALREADY DECIDED THIS. AND WE'RE JUST GIVING FEEDBACK.

I DON'T WANT TO BE IN THAT SITUATION. I WANT TO BE IN A SITUATION WHERE -- AND INTO THE AS A COMMITTEE THAT THE MAYOR SITS ON.

MAYBE I'M NOT THRILLED WITH THE MAKEUP OF IT BUT THAT IS PART OF THE SENATE BILL AND REQUIRED.

>> I THINK AT THIS POINT, WE GIVE TIME AND SEE WHAT HAPPENS. IN ANOTHER SIX MONTHS IF THERE IS NOT PROGRESS, IF THINGS ARE NOT MOVING, I HAD AN OPPORTUNITY TO SPEAK TO SOME FAMILY MEMBERS.

FOR THE MOST PART THEY HAVE THEIR OPINIONS AND SOME ARE DIFFERENT.

I THINK THAT TO ME IS A STRONG PIECE OF WHAT I CAN SUPPORT AND WHAT THEY ARE LOOKING TO DO.

AGAIN I'M NOT ON THE COMMITTEE MAKING THE DECISIONS. >> SO TO THAT.I WOULD LET THE COMMUNITY DO THEIR WORK. THE MAYOR CAN REPORT BACK TO US. IF IT ANY POINT WE WANT TO BRING UP STRATEGIC PLANNING FOR OUR OWN MEMORIAL OR DOING SOMETHING ELSE I AM FOR THAT AS WELL.

>> DO YOU NOT WANT TO HAVE -- I APPRECIATE EVERYONE SHARING. I FEEL THAT THE SHARING COULD BE MORE DEEP. I FEEL LIKE IT COULD BE MORE OPEN.

I STILL HAVE NO IDEA HOW THE MAYOR FEELS AND I HAVE NO IDEA HOW YOU FEEL AS VICE MAYOR.

>> I WILL GO BACK TO IF THE CITY WANTS TO DO SOMETHING THE PLACE FOR THAT IS STRATEGIC PLANNING.

IF WE WANT TO DO OUR OWN THING BECAUSE YOU ARE HEARING FROM THE RESIDENCE THAT THEY DON'T WANT TO WAIT FOR THE PROCESS THAT IS SOMETHING THE COMMISSION THINKS SHOULD BE IN STRATEGIC PLANNING.

FOR MY PART IT IS A VERY SENSITIVE ISSUE. THA IS WHY I'M TRYING TO GO IN THE WHOLE PROCESS IS POSSIBLE. I DON'T WANT TO JEOPARDIZE THE RESPECT THERE IS ON THAT

COMMITTEE. >> IF YOU WOULD LIKE TO WORK ON OUR CITY DOING SOMETHING, I

[02:45:07]

FULLY REPORT THAT. >> I WOULD LIKE TO HAVE THAT DISCUSSION BUT I WOULD LIKE TO CONTINUE ON A REGULAR BASIS IF WE CAN AND IF THIS IS ALLOWED TO HAVE A MORE DETAILED DISCUSSION DURING OUR COMMISSION MEETING SO EVERYONE IS UP TO DATE AND I INFORMED ABOUT WHAT IS CHANGING.

WE ARE NOT THE SAME COMMUNITY THAT COLUMBINE WAS CLEARLY NOT THE SAME COMMUNITY THAT SANDY HOOK WAS. WE ARE 20 YEARS LATER. AND MAYBE TO BE THE LEADERS IN HELPING THE ADVISORY COMMITTEE. I'M NOT TALKING ABOUT IN SPEED. I'M TALKING ABOUT IN UNDERSTANDING. ADVISORY BOARDS ARE THERE TO ADVISE.

I ABSOLUTELY WANT TO HEAR WHAT THEY HAVE TO SAY. IT'S IMPORTANT WE FOLLOW ALL OF

THE RULES. >> HOWEVER I THINK IT IS SOMETHING WE SHOULD BE ABLE TO

SHARE ON THIS DAIS. >> WALKER. >>

>> THE MAYOR HAS KEPT US UP TO SPEED. THIS ONE HAS HAD PROGRESS.

SHE IS ON THAT COMMITTEE. SHE REPRESENTS US. I THINK WE HAVE BEEN CLEARED TONIGHT WHERE WE STAND. SO SHE UNDERSTANDS THAT. WHAT TACTICS SHE WILL TAKE ON THE COMMUNITY AS OUR REPRESENTATIVE, THAT IS FOR HER TO DECIDE HOW SHE WANTS TO HANDLE IT. I THINK WE ARE ALL CLEAR. IF WE WANT TO DO A MEMORIAL LET'S GO AHEAD AND PUT THAT ON STRATEGIC PLANNING. I WILL SECOND THE MOTION.

CAP THAT DISCUSSION. >> >> WE CAN MAKE SURE IT IS AND HAVE THAT CONVERSATION. AT THAT POINT. FOR ME, IT IS RESPECT THE PROCESS. IT'S OKAY FOR US TO ASK FOR UPDATES.

IT IS WITHIN OUR RIGHT TO SAY IS THERE ANY UPDATES ON THIS OR THAT OR WHATEVER.

WE CAN DO THAT AS MUCH AS WE WANT. WE KNOW THEY ONLY MEET WHEN THEY MEET. I WOULD ASSUME EVERY TIME THEY HAVE MET, I'M GETTING AS MUCH INFORMATION AS WE ARE ABLE TO GET FROM THE MAYOR. AT THIS POINT I WILL LOOK FORWARD TO HAVING THE CONVERSATION AND STRATEGIC PLANNING.

>> ANYONE ELSE? >> THIS IS JUST A DISCUSSION ITEM.

>> WE WANT TO BE CLEAR IT WASN'T IN REFERENCE TO THE COMMUNITY BUT OUTSIDE OF THE GATES.

>> OKAY. >> THANK YOU. >> NEXT ON THE AGENDA COMMENTS

[Item 9]

BY THE SHERIFF'S OFFICE. >> GOOD EVENING. JUST A QUICK UPDATE.

LAST JANUARY WE HAD A COUPLE OF RESIDENTIAL BURGLARS AND WE IDENTIFIED ONE OF THE SUBJECTS.

HOPEFULLY WE WILL BE MAKING AN ARREST SHORTLY. IN REGARDS TO A BURGLARY WE HAD RECENTLY IN FEBRUARY WE ALSO ADD EVIDENCE ON THAT AS WELL. I JUST SPOKE WITH THE LAB AND WE

WILL BE GETTING THAT EXTRADITED. >> A COUPLE OF OTHER NODES. I WANTED TO THANK EVERYONE FOR

COMING OUT. THANK YOU FOR COMING OUT. >> YOU DID A GOOD JOB CAPTAIN.

>> THANK YOU EVERYONE. >> AN UPDATE ON OUR EXPLORER PROGRAM I KNOW THIS IS SOMETHING WE HAVE TALKED ABOUT FREQUENTLY. WE HAD OUR FIRST MEETING LAST THURSDAY.

[02:50:04]

WE HAVE A CONFIRMED PARTICIPANTS IN THE PROGRAM, FIVE OF THEM SHOWED UP ON THURSDAY.

IT WAS JUST A FIRST MEETING TO GET TOGETHER AND SEE HOW THINGS WOULD RUN.

THEY DID A LOT OF THINGS. BUT AS THE PROGRAM PROGRESSES I'VE ALREADY TALKED TO THE CITY MANAGER ABOUT MOVING FORWARD WITH NEW UNIFORMS. WE WILL KEEP YOU UPDATED ON THAT AS WELL. AND AGAIN JUST WHAT'S GOING ON WE HAVE HAD SOME ISSUES IN PINE TREE ESTATES. ONE THING IS THEY DON'T HAVE AN HOA.

SO IT'S DIFFICULT TO TALK TO THEM. WE TRY TO GET TO THEM AS MUCH AS WE CAN THROUGH SOCIAL MEDIA. BUT WE HAVE MET AND WE MOVED TO A MEET AND GREET WITH THE RESIDENTS SO WE PUT THAT OUT ON SOCIAL MEDIA PLATFORMS. HOPEFULLY WILL GET A NICE

TURNOUT AND WE CAN GIVE THEM SOME FACTUAL INFORMATION. >> THAT IS ALL I HAVE.

>> THANK YOU VERY MUCH. >> COMMENTS BY THE CITY MANAGER. >> I WOULD LIKE TO INFORM THE

[Item 10]

COMMISSION THAT OUR CITY CLERK ALLISON WILL BE STARTING ON MONDAY.

SO I WOULD LIKE TO TAKE THIS OPPORTUNITY TO THANK STEPHANIE FOR HELPING US OUT.

>> STEPHANIE YOU HAVE BEEN AMAZING. >>

JOINING OUR TEAM. >> THANK YOU FOR WORKING OUT THAT NEGOTIATION.

>>> COMMENTS BY THE CITY ATTORNEY. POTENTIAL COMMENT.

>> OKAY WITH THAT I WILL ACCEPT A MOTION TO ADJOURN. ALL IN FAVOR SAY AYE.
