>> BUT I AM REALLY HOPING HE WILL TAKE THIS SERIOUSLY. I HAVE ALL OF THESE COMMENTS WHICH I'M HAPPY TO LEAVE WITH YOU IF YOU WANT TO PERUSE WHAT EVERYONE WROTE.

IF YOU HAVE ANY QUESTIONS, >> THANK YOU. DURING PUBLIC COMMENT WE DON'T

RESPOND UNTIL LATER. >> MAY HELAGIS WITH YOU? >> YOU CAN HAVE IT TO THE CLERK

>> THANK YOU >> THANK YOU. NEXT ON THE LIST I HAVE PATTY

MANDEL. >> THANK YOU FOR GIVING US THE TIME TO I HAVE BEEN A LONGTIME RESIDENT OF PARKLAND AND I HAVE GONE TO PARKLAND SINCE IT'S BEEN OPEN WITH MANY DOGS.

IN NOVEMBER I STARTED GOING AGAIN WITH MY SON'S DOGS TOTALLY OBLIVIOUS TO WHAT WAS HAPPENING AND I WAS IN THE BIG PARK, AND MY 10-YEAR-OLD GRAND GIRL LAB WAS ATTACKED BY ONE OF

[00:05:05]

I SCREAMED SO LOUD. I MEAN, LITERALLY I GOT THE DOG TO STOP AND I THOUGHT I LOST MY VOICE. AND I SAID GET CONTROL OF YOUR DOG AND HE STARTED LAUGHING AND THOUGHT IT WAS FUNNY. HE SAYS GET CONTROL OF YOURSELF.

HE STARTS LAUGHING. AND I WAS JUST SHAKEN UP AND I TOOK MY DOGS AND THEY SAID IT'S HAPPENED BEFORE. IT'S HAPPENED TO OUR DOGS AND DON'T YOU SEE HOW EMPTY THE PARK IS BECAUSE EVERYONE IS ON THE OTHER SIDE. SO I SEE YOU ARE TRYING TO DO SOMETHING ABOUT IT, WHICH IS GREAT, BUT I WILL SAY THAT I FEEL SOMETHING TERRIBLE IS GOING TO HAPPEN. THEY ARE GOING TO MESS WITH THE WRONG PERSON AT THE WRONG TIME, AND THERE IS ãI AM ANTI-GUN, BUT THERE'S LOTS OF PEOPLE WHO WALK AROUND WITH GUNS.

I WOULD LIKE TO SEE SOMETHING DONE BEFORE SOMETHING TERRIBLE HAPPENS BECAUSE THESE DOGS ã YOU WANT BLOOD AND WANT TO START A LIVER? I MADE A REPORT, I SPOKE TO THE PARK RANGER. I SENT HIM PHOTOS AND HE SENT IT TO THE CHIEF OF POLICE.

CALL ME BACK. THEY ASSURED ME A REPORT WAS MADE AND NOW THERE'S BEEN NO REPORTS.SO PEOPLE ARE SAYING THESE GUYS KNOW SOMEBODY. WHO? WHAT ARE YOU TALKING ABOUT? THEY KNOW SOMEONE SO THEY CAN BRING VICIOUS DOGS AND EVERYONE ELSE IS ON THE OTHER SIDE AFRAID OF THEM? SOMETHING IS NOT RIGHT HERE.

I EVEN WROTE A LONG LETTER TO THE PARK RANGER SUGGESTING THEY SEND UNMARKED CARS AND POLICE BECAUSE THESE GUYS ARE GOING TO SEE THE POLICE AND THEIR DOGS ARE GOING TO BE ON LEASHES.

SO I JUST THINK IT'S MORE SERIOUS THAN WELL SINCE WE DON'T HAVE ANY RECORDS LET'S START ALL OVER AND TWICE THEY HAVE TO MAKE BLOOD. WHY ARE WE GIVING THEM A SECOND CHANCE? WHY? IF THIS IS A VICIOUS DOG THAT IS ATTACKED HOW MANY PEOPLE? HOW MANY PEOPLE'S TALKS? OKAY.

I GOT THEM TO STOP BECAUSE I SCREAMED SO LOUD. NOT EVERYONE IS SO LUCKY.

BUT I LOVE MY DOGS AS MUCH AS MY CHILDREN, AND I WOULD PROTECT THEM THE SAME.

AND I SAID SOME PRETTY FOUL THINGS TO THIS GUY. EVERYONE ELSE TOLD ME THEIR EXPERIENCE. THAT WAS THREE MONTHS AGO. I'D LIKE TO KNOW WHAT THE PARK RANGER AND THE POLICE CHIEF DIDN'T PUT MY COMPLAINTS IN WRITING AND PHOTOS AND WHY MOST IMPORTANTLY THEY WENT AND INTERVIEWED THEM AND YOU ALL REALLY NEED TO READ THIS.

IT'S IN THE PARKLAND FACEBOOK, THE PARKLAND COMMUNITY AND UBOSI ALL THE PEOPLE.

IT'S NOT A FEW PEOPLE. AND YET THE POLICE WENT AND INTERVIEWED THE OWNERS OF THE DOGS AND THEN CAME TO A CONCLUSION THAT IN WRITING. AND THEY DIDN'T TALK TO ANY OF US. MAKE YOUR OWN CONCLUSIONS, BUT PLEASE READ THAT IT'S PARKLAND COMMUNITY TO SEE HOW MANY PEOPLE HAVE HAD THIS AND TELL ME IF YOU STILL WANT TO WAIT FOR BLOOD TWICE AND START ALL OVER. THEY HAVE PICTURES AND VET

BILLS. >> THANK YOU. RONALD BALSAMO?

>> I GO TO THE PARK ALL OF THE TIME. >> NAME AND ADDRESS.

>> BALSAMO ã >> PLEASE INTO THE MICROPHONE >> MARK BALSAMO.

111 SAY WILL PASS. I'VE BEEN GOING TO THE PARK SINCE IT'S BEEN OPENED.

AND I HAVE WITNESSED THIS. WHAT GETS ME IS THEY LAUGH. THEY HAVE AN UNSUSPECTING GIRL THAT COMES WALKING AROUND THE CORNER AND THOSE TWO DOBERMANS, THEY LUNGED AT THEM.

>> IF YOU DON'T MIND, IF YOU COULD PLEASE SPEAK INTO THE MICROPHONE

>> THEY LUNGED AT THEM AND THEY LAUGH. I SAW ONE WOMAN, SHE WAS AT HER WITS END. SHE WAS TREMBLING, CRYING, THIS WAS ALL THE WAY AT THE EAST END OF THE PARK. I YELLED AT THEM. USED TO KNOW THEM AND I SAID HOW DID YOU DO THAT? WHAT IF THAT WAS YOUR WIFE? WHAT WOULD YOU HAVE DONE IF SOMEBODY HAD DONE THAT AND LEFT AT YOUR WIFE? I SAW THE GIRL OVER BY THE WATER FOUNTAIN AND SHE SAYS THEY ARE LUCKY MY HUSBAND WASN'T HERE.

THEY ARE LITTLE GUYS LIKE ME. THEY ARE NOT BIG GUYS. MY HUSBAND WAS HERE? THEY WOULD NOT BE STANDING THERE, THOSE GUYS. SHE SAID SOMEBODY HAS TO DO SOMETHING. IT'S A WRONG SITUATION AND IT NEEDS TO BE CORRECTED.

THERE'S NO REMORSE. THEY ARE IN DENIAL. I WAS THERE THE OTHER DAY LAST WEEK WHEN THEY CALL THE COPS AND I SAID, YOU KNOW ãBECAUSE THEY KNEW ABOUT THE WEBPAGE.

THEY KNEW WHAT WAS GOING ON, THESE TWO GUYS. EMORY FRIEDLANDER AND THE OTHER GUY BRETT. I SAID LET ME TRY ONE MORE TIME.

SO I WALK AROUND, AND I MADE EYE CONTACT AND I SAID IT DIDN'T HAVE TO COME TO THIS.

I SAID, LOOK AT THIS PLACE. IT WAS EMPTY. EMPTY.

THE OTHER SIDE WAS OVERFLOWING. HE SAID, 20 MINUTES AGO ãI WAS TALKING TO HER FOR 30 MINUTES.

[00:10:17]

I SAID, YOU ARE SO FULL OF IT. I SAID I'VE BEEN HERE HALF AN HOUR ON THE OTHER SIDE.

THERE'S NOBODY HERE. THEY DON'T COME HERE. THERE ARE NOTES IN THE FACEBOOK PAGE. I PASSED BY AND I SEE THEM THERE, I KEEP GOING.

I WON'T GET OUT OF MY CAR. I WON'T PUT MY DOG IN THAT ENVIRONMENT.

WE GO ON THE OTHER SIDE, AND SOMETHING'S GOT TO BE DONE. IT'S JUST NOT RIGHT.

THAT'S IT. I'VE SEEN IT, WHATEVER THEY TELL YOU ON ALL OF THOSE PAGES AND THOSE ENTRIES, IT'S ALL TRUE. I'VE SEEN IT.

>> THANK YOU. ANYBODY ELSE FROM THE PUBLIC LIKE TO SPEAK ON A NON-AGENDA ITEM? SEEING NO ONE FROM THE PUBLIC I AM CLOSING TO THE PUBLIC AN OPENING TO THE COMMISSION. BEFORE WE GO DOWN TO THE COMMISSION I'M GOING TO MAKE ONE COMMENT AND THEN I'M GOING TO ASK CAPTAIN MULLIGAN TO COME DOWN TO GET HIS UPDATE LITTLE EARLIER THAN NORMAL. MY FIRST COMMENT IS WE HAVE PUBLIC RECORDS LAWS AS ELECTED OFFICIALS, SO IF YOU EVER WANT TO CONTACT US, WE ARE HAPPY TO PROVIDE OUR EMAIL ADDRESSES.

THAT IS WHERE OUR COMMUNICATION NEEDS TO BE BECAUSE IT NEEDS TO BE ABLE TO BE TRACKED.

SO I'M NOT SURE ãI THINK I POSTED MINE ONCE ON THAT FACEBOOK PAGE.

WE ARE NOT SUPPOSED TO BE ENGAGING ONLINE. WE ARE SUPPOSED TO BE ENGAGING THROUGH OUR PUBLIC RECORDS WITH OUR EMAIL. SO PLEASE ALWAYS FEEL FREE TO EMAIL US, EVERYONE ON THIS DAY IS EXTREMELY RECEPTIVE AND RESPONSIVE, SO I JUST ENCOURAGE ãYOU CAN GET THEM FROM OUR CLERK, IT'S ON OUR WEBSITE, I PUT IT REGULARLY AS DOES EVERY

[Item 10]

MEMBER OF OUR COMMISSION PUTS IT REGULARLY OUT THERE. IT'S VERY ACCESSIBLE.

THANK YOU. WITH THAT, I WILL INVITE CAPTAIN MULLIGAN DOWN TO MAKE

HIS UPDATE A LITTLE EARLIER ON IN THE AGENDA. >> CHRIS MULLIGAN CAPTAIN AND THE SHERIFF'S OFFICE IN THE PARKLAND DIVISION. TO ADDRESS THE CONCERNS ABOUT THE DOG AND THE DOG PARK. SPENT ABIT OF A MISCOMMUNICATION.

THERE ARE REPORTS. WE'VE BEEN OUT THERE A NUMBER OF TIMES AND HAD TAKEN REPORTS.

THE PARK RANGERS HAVE TAKEN REPORTS. INITIALLY WILL BE LOOKED INTO IT SOME OF THOSE REPORTS WERE MISLABELED, SO THERE ARE SEVERAL REPORT AND WE HAVE IDENTIFIED THE ISSUES AND WE ARE WELL AWARE WE HAVE MET WITH MANY OF THE PERSONS INVOLVED.

SO IN TERMS OF WHAT DO WE DO TO ADDRESS THIS MOVING FORWARD? AS MENTIONED, WE ARE WORKING WITH THE CITY MANAGER AND THE CITY ATTORNEY TO REVISE THE ORDINANCE TO ALLOW FOR A DISCIPLINARY PROCESS WHERE WE WOULD IDENTIFY THE DOGS WHO ARE PERSISTENT ABUSERS AND SET UP SOME SORT OF A PROGRESSIVE DISCIPLINE ON THEM TO ULTIMATELY BE ABLE TO REMOVE THEM FROM THE PARK PERMANENTLY. ADDITIONALLY SOME INTERNAL PROCESSES HAVE BEEN REVIEWED.

NOW ALL OF THE DEPUTIES WILL BE TAKING REPORTS AS WE GO FORWARD.

IF YOU HAVE LOOKED AT THE WAY THE ORDINANCE IS WRITTEN IN THE PAST I GAVE YOU THE IMPRESSION THE PARK RANGERS WERE THE LEAD SO THERE WAS A LITTLE BIT OF CONFUSION THERE ON OUR PART.

WE HAVE ADDRESSED THAT. DEPUTIES WILL NOT BE THE LEAD ON THAT AND THEY WILL BE TAKEN REPORTS FOR ANY OF THESE ISSUES AND ONCE WE IDENTIFY A DOG IS BEHAVED IN AN AGGRESSIVE MANNER WE WILL ADDRESS THAT AND WE WILL MOVE FORWARD TO DOING WHATEVER WE NEED TO DO IN REGARDS TO THE ORDINANCE. AND JUST TO ãIF WE ARE GOING TO DO COMMENTS ALL THE WAY FROM THE BEGINNING, I WANTED TO GIVE YOU AN UPDATE ON WHAT'S BEEN GOING ON SINCE WE MET LAST.

WE RECENTLY HAD A FEW RESIDENTIAL BURGLARIES. OUT OF THIS, WE HAD A COUPLE ON THE EAST SIDE AND WE ARE FORTUNATE WE MADE THREE ARRESTS AND WE CLEARED THE SPARKLERS UP WITH ARRESTS AND WE CONTINUE TO LOOK INTO THE OTHER ONGOING ACTIVE INVESTIGATIONS.

THE LAST THING I'D LIKE TO LEAVE YOU GUYS WITH THIS AS YOU KNOW, MY RIGHT HAND IS LEAVING AND ON THE 15TH HE WILL BECOME CAPTAIN HEIGHTMAN AND I WANTED TO TAKE AN OPPORTUNITY JUST IN FRONT OF ALL OF YOU GUYS TO PERSONALLY THANK FRANK FOR EVERYTHING HE'S DONE FOR ME FOR THE LAST YEAR. HE'S BEEN AN IMPORTANT PERSON AND AS I MENTIONED ON ONE OCCASION, HE IS PULLED ME BACK OFF THE EDGE A FEW TIMES, AND I REALLY APPRECIATE THAT.

I'M GOING TO MISS HIM AND I WISH HIM WELL AS WE MOVE FORWRD.

FOR ALL YOUR SUPPORT OVER THE LAST COUPLE OF YEARS I AM VERY PROUD OF EVERYTHING WE'VE BEEN ABLE TO DO AND PROUD OF ALL THE DEPUTIES AND OUR STAFF. WHEN I GOT HERE IT WAS VERY CHALLENGING TIMES. WE STILL DEAL WITH OUR CHALLENGES BUT AM VERY PROUD OF WHAT WE'VE BEEN ABLE TO ACCOMPLISH. I'M VERY HAPPY THAT I HAVE THIS OPPORTUNITY. IT WAS BITTERSWEET BECAUSE I WASN'T EXPECTING IT.

I WAS EXPECTING TO BE ABLE TO LEAVE THE CITY, BUT I'M EXCITED.

[00:15:01]

IF YOU NEED ANYTHING, I'M ALWAYS HERE. I'M NOT TOO FAR.

I THINK YOU WILL HAVE MY PHONE NUMBER. I'M ALWAYS HERE FOR YOU.

THANK YOU. >> FRANK, WE JUST WANT TO SAY, I MEAN, YOU HAVE BEEN A ROCK IN THE TIME YOU HAVE BEEN HERE. YOU HAVE BEEN AMAZING. YOUR DEMEANOR HAS ALWAYS BEEN SO CALM. I DON'T KNOW IF THAT'S HOW YOU WERE ALWAYS FEELING INSIDE BOOK, THAT'S WHAT YOU PROJECTED TO US. YOU HAVE BEEN HERE DURING THE CRUCIAL TIMES DURING OUR CITY AND WE APPRECIATE THE WORK YOU'VE DONE AND THE COMMUNITY ENGAGEMENT YOU'VE DONE AND YOU HAVE JUST BEEN GREAT. APPARENTLY SOMEONE ELSE NOTICED THAT AND THAT'S WHY YOU ARE BEING ELEVATED SOMEWHERE ELSE, BUT WE ARE GOING TO MISS YOU.

[Item 5 (Part 2 of 2)]

YOU HAVE BEEN VERY IMPORTANT PART OF THE CITY. WE APPRECIATE IT.> THANK

YOU. >> THANK YOU. AND WITH THAT, WE WILL CONTINUE WITH COMMISSION COMMENTS. I WILL BEGIN WITH COMMISSIONER WALKER.

>> OKAY. THANK YOU, MAYOR. I JUST WANT TO ECHO WHAT THE MAYOR SAID, CAPTAIN. CONGRATULATIONS, AND YOU WILL BE MISSED.

WELL DESERVED. I ALSO WANTED TO THANK CHIEF MCNALLY.

HE WAS OFFICIALLY SWORN IN AS THE CORAL SPRINGS PARKLAND FIRE CHIEF TODAY.

IT WAS A GREAT CEREMONY AND I WAS GLAD I WAS ABLE TO BE THERE AND CONGRATULATIONS ALSO WELL-DESERVED TO YOU AS WELL. SO I GUESS IT WAS ãIT WAS JUST AFTER OUR LAST MEETING I WENT TO BROWARD DAYS, WHICH WAS ã IT'S A CONFERENCE FOR ELECTED ã BROWARD ELECTED OFFICIALS.

IT GIVES US A CHANCE TO ãIT WAS IN TALLAHASSEE, SO IT GIVES US A CHANCE TO TALK WITH ANOTHER. THERE IS SOME SPEAKERS WE GET TO SEE.

WE HAVE AN OPPORTUNITY TO SPEAK TO REPRESENTATIVES. IT WAS A GREAT EXPERIENCE.

IT WAS MY FIRST TIME THERE.T WAS GREAT TO SEE HOW THINGS OPERATED.

THEY GAVE ME AN OPPORTUNITY TO SPEAK TO ELECTED OFFICIALS AND OTHER CITIES.

WE HAD AN OPPORTUNITY TO SPEAK TO SOME REPRESENTATIVES TO TALK ABOUT SOME OF THE APPROPRIATIONS THAT WE HAVE IN, AND I WANTED TO GIVE A BIG SHOUT OUT TO VICE MAYOR MEYERSON WHEN WE HAD AN OPPORTUNITY TO MEET WITH ONE OF THE REPRESENTATIVES, HE GAVE A GREAT CASE ON OUR BEHALF, AND HOPEFULLY THOSE APPROPRIATIONS RIGHT NOW ãIT LOOKS LIKE SOME WILL BE COMING TO US. SOME WORK TO GO FOR THE FINAL BUDGET BUT KUDOS TO VICE MAYOR MEYERSON. HE GAVE A GOOD CASE AND THAT WORK.

WE WILL SEE IF IT GIVES HER BECAUSE THIS STARTS, THAT STARTS, IT'S A BIG ENDEAVOR TO GET THINGS DONE. ONE OF THE GREAT THINGS I WAS ABLE TO DO, I WAS ABLE TO ACTUALLY SIT IN ãI THINK IT WAS THE PRE-K-12 INNOVATION COMMITTEE.

THAT WAS THE COMMITTEE THAT WAS HEARING THE ALYSSA LAW. I ACTUALLY HAD AN OPPORTUNITY TO SPEAK FOR A MINUTE, AND IT WAS GREAT TO SEE HOW THAT MOVED ãTHAT PAST AND THAT PHASE AND MOVED TO THE NEXT. KUDOS TO REPRESENTATIVE GOTTLIEB AND DALY WHO WERE THE SPONSORS OF THE BILL AND OBVIOUSLY LORI ALTAF FOR TRYING TO GET THAT PASSED IN FLORIDA.

SO THAT'S IT ABOUT THE BROWARD DAYS. I WANTED TO ãWHEN WE HAD THE YOGA FOR LIFE, THAT WAS A GREAT EVENT. IT RAISED A LOT OF MONEY FOR A LOT OF GOOD ORGANIZATIONS. CERTAINLY NOT AS FLEXIBLE AS I USED TO BE, BUT IT WAS STILL A GOOD TIME TO WATCH EVERYBODY DO PUSH-UPS AND THE DOG OR WHATEVER THOSE MOVES ARE CALLED. BUT THAT WAS ONLY MY SECOND TIME DOING YOGA.

DOWNWARD DOG. THERE YOU GO. AND THEN THIS PAST WEEKEND WAS THE SCOUT EAGLE RUN, THE 5K WHICH WAS A BLAST. I HAD BEEN TELLING EVERYBODY ABOUT THE RUN. THE RUN RAISES MONEY FOR GREAT CAUSES.

ONE OF THE THINGS THEY DO IS THEY SEND CHILDREN TO CAMPS OVER THE SUMMER, AND THAT'S A FANTASTIC IDEA BECAUSE IT GIVES KIDS SOMETHING TO REMEMBER, AND THEY TRIED TO SEND THE SAME KIDS YEAR AFTER YEAR AND EVERY YEAR THEY TRY TO ADD ON MORE AND MORE KIDS.

I THINK THAT'S A FANTASTIC IDEA, AND IT'S GREAT FOR THE KIDS.

I THINK THEY SAID LAST YEAR THEY SENT 54 KIDS TO CAMP AND THEY ARE LOOKING TO DO THE SAME AGAIN THIS YEAR AND TRY TO DOUBLE THAT. SO THAT'S A GREAT CAUSE, AND THE RACE WAS A LOT OF FUN AS A FATHER OF FIVE KIDS, SOMETIMES I LIKE TO BRAG OF MY OWN, AND

[00:20:05]

MY FIVE-YEAR-OLD RAN THE RACE. HE BEAT ME BY ALMOST 5 MINUTES. HE RAN IT IN 31 MINUTES AND SOME CHANGE WHICH IS JUST UNBELIEVABLE. HE KEPT STOPPING AND TURNING AROUND AND LOOKING FOR ME, AND FINALLY I'M JUST LIKE STAY WITH EVERYBODY ELSE AND JUST WAIT FOR ME AT THE END BECAUSE I DID NOT WANT TO SLOW HIM DOWN. EVERY TIME I WAS RUNNING PEOPLE ARE LIKE HE'S ALL THE WAY UP THERE. WHAT ARE YOU DOING BACK THERE? AND I JUST ABSOLUTELY COULD NOT KEEP UP. THAT WAS GREAT TO SEE.

ALSO, THE EAGLE REGIMEN, THEY WORK SO HARD, SO IT'S GREAT TO SEE WHEN THEY GET TO DO FUN THINGS. THEY GOT TO BE ON FOX & FRIENDS AT THE SUPER BOWL.

THEY WERE ON FROM 9:00 UNTIL ALMOST 10:00. THEY HELPED INTRODUCE THE GUY WHO SUNG THE NATIONAL ANTHEM. THEY WERE BEHIND EVERYBODY WHILE THEY WERE TALKING.

THEY GOT AN OPPORTUNITY TO DO LITTLE PERFORMANCES A COUPLE OF TIMES THROUGHOUT THAT HOUR.

THAT WAS A GREAT EXPERIENE. THE KIDS LOVED IT. AGAIN, THE EAGLE REGIMEN.

THEY WORK HARDER THAN MOST HIGH SCHOOL SPORTS, CLUBS, WHATEVER. SO IT'S GREAT TO SEE WHEN THEY HAVE OPPORTUNITIES TO DO GOOD THINGS. AND THEN FINALLY, I JUST WANTED TO THANK ANTHONY RIZZO, HIS FOUNDATION AND ALL THE SPONSORS THAT HELPED GET THE LIGHTS AT THE STONEMAN DOUGLAS BASEBALL. WE WERE THERE THE OTHER NIGHT WHEN THEY UNVEILED THE LIGHTS.

IT WAS GREAT TO SEE WHEN THEY HIT HOME RUNS I ASSUME THEY ARE GOING TO SPARKLE.

THEY HAD DIFFERENT COLORS AND THEY FLASHED. IT WAS REALLY COOL.

SO HOPEFULLY PEOPLE GET TO GO OUT AND WATCH THE GAMES. I THINK YOU SAID THEIR FIRST GAME WAS TUESDAY. SO THAT WILL BE AWESOME IF PEOPLE CAN GO OUT THERE AND SHOW SUPPORT. NOW THEY WILL BE PLAYING AT NIGHT UNDER BRAND-NEW LIGHTS.

AND THAT'S ALL I HAVE. THANK YOU. >> COMMISSIONER CUTLER?

>> THANK YOU, MA'AM. I WOULD ALSO LIKE TO MIRROR SOME OF COMMISSIONER WALKER'S COMMENTS. I WANT TO CONGRATULATE LIEUTENANT TO CAPTAIN HEIGHTMAN WHO IS OUT RIGHT NOW IN THE HALLWAY TALKING TO SOME OF OUR RESIDENTS.

IT'S A WELL DESERVED PROMOTION. HE HAS BEEN REALLY AN OUTSTANDING MEMBER OF THE TEAM HERE IN THE CITY, AND HE'S GOING TO BE VERY MUCH MISSED. I HAD AN OPPORTUNITY TODAY TO ATTEND THE CHANGE OF THE GUARD, THE TRANSFER OF COMMAND FOR CHIEF BABBITT NICK AND CHIEF MCNALLY. I WANT TO CONGRATULATE BOTH OF YOU FOR MOVING UP AND MOVING ON BUT I ALSO WANT TO CONGRATULATE YOU BECAUSE IT WAS VERY EVIDENT TO EVERYONE IN THE ROOM DURING THAT CEREMONY THAT THERE IS A LOT OF LOVE AND A LOT OF RESPECT BY EVERY ONE OF THE MEMBERS OF YOUR TEAM AND ALL THE OTHER PEOPLE THAT SURROUND YOUR TEAM INCLUDING YOUR POLICE FORCE, YOUR ADMINISTRATIVE PEOPLE AND ALL OF THAT. IT COMES FROM LEADERSHIP.

IT COMES FROM PEOPLE WHO CARE ABOUT THE PEOPLE THAT SERVE UNDERNEATH THEM.

I AM FIRMLY CONVINCED THAT YOU ARE GOING TO DO A SPECTACULAR JOB, AND I AM VERY, VERY PROUD OF YOU FOR ALL THAT YOU HAVE DONE BEFORE AND ALL THAT I KNOW YOU'RE GOING TO DO IN THE FUTURE. SO FROM THE BOTTOM OF MY HEART I REALLY APPRECIATE EVERYTHING YOU ARE DOING AND WAIT TO STEP UP. LAST NIGHT, I HAD AN OPPORTUNITY TO ATTEND THE BIG PICTURE RESILIENCE PROJECT IT WAS A RECEPTION ãTHIS IS A SPONSORSHIP DONE BY BLOOMBERG. IT'S THE POWER OF ART SERIES AWARD-WINNING PHOTOJOURNALIST AND CW GRIFFIN AND THEIR TEAM TO HELP A BUNCH OF LOCAL CITIZENS CAPTURE IMAGES AND STORIES OF THE COMMUNITY TRYING TO CHANNEL THE IDEA OF RESILIENCE THROUGH THESE PHOTOGRAPHS AND EVERYTHING. THE SERIES IS GOING TO BE DISPLAYED ON FEBRUARY 14 SO WE WILL GET AN OPPORTUNITY TO SEE THAT. OKAY.

I KNOW. OUR BODY IS LISTENING. MONDAY NIGHT WAS THE LIGHTING AND DEDICATION OF THE BALLFIELD OUT AT MSD AS COMMISSIONER WALKER SAID.

IT'S REALLY A NEAT PROCESS THAT THEY WENT THROUGH BECAUSE THEY HAD THE LIGHTS ON TIMERS AND THEY FLASHED THEM AROUND THE FIELD AND WHEN THEY LOOK THEM UP IT WAS VERY EVIDENT WE WOULD ALL BE ABLE TO SEE SOME NIGHTTIME BASEBALL OUT THERE AND THE RIZZO FAMILY AND ANTHONY RIZZO WHO ACTUALLY SHOWED UP AND HELPED WITH THE FIELD DEDICATION THAT IS NOT DEDICATED IN HIS NAME COULD NOT BE MORE OF A GENTLEMAN. THEY COULD NOT BE MORE OF AN OUTSTANDING FAMILY AND MEMBERS OF OUR COMMUNITY AND WE REALLY APPRECIATE WHAT THEY'VE DONE

[00:25:05]

FOR OUR COMMUNITY. SUNDAY GREAT WEATHER AT THE FARMERS MARKET.

I WANT TO GIVE KUDOS TO OUR STAFF FOR THEIR HARD WORK AND DEDICATION AT THE FARMERS MARKET BECAUSE IT WAS AMAZING. I ALSO WAS AT THE RUN FOR BEAGLE AND WATCHED RICH'S SON KICK HIS BUTT. IT WAS REALLY GREAT. I WANT TO THANK THE CITIZENS FOR COMING OUT TO THE COVERED BRIDGE PARK PUBLIC OUTREACH MEETING THAT WE HAD.

I KNOW WE ARE TRYING TO CONTINUE THE PROCESS OF BEAUTIFYING OUR CITY AND ALLOWING FOR PEOPLE TO PARTICIPATE AND PARTAKE IN PARKS ALL AROUND THE CITY.

BUT WE REALLY DO APPRECIATE THE INPUT OF OUR CITIZENS AND SO ALL OF THOSE PEOPLE THAT SHOWED UP, I'M REALLY GRATEFUL FOR THEM COMING OUT AND EXPRESSING THEMSELVES.

ON THE 26TH, I HAD THE OPPORTUNITY ALSO TO PARTICIPATE IN THE YOGA FOR LIFE EVENT.

I AM STILL SORE. I'M NOT GOING TO SAY ANYTHING MORE ABOUT THAT.

AND THEN ON JANUARY 16, WE ALSO HAD AN OPPORTUNITY TO ONCE AGAIN BE AT THE CORAL SPRINGS MUSEUM FOR THE PEACE AND LOVE RECEPTION THAT WAS PRINTED BY ROBERTO BEHAR AND ROSARIO MARQUART. THEY ARE GOING TO BE PUTTING UP A BILLBOARD ON THE CORNER OF SAMPLE AND SPORTS PLEX DRIVE. IT'S GOING TO BE SPECTACULAR, AND THE MESSAGE THAT THEY ARE CONVEYING BY THE BOARD AND THE MESSAGE THAT THEY GAVE AT THIS OCCASION IS ONE OF PEACE AND LOVE, AND IT'S GOING TO REALLY RESONATE, I THINK, WITH A LOT OF PEOPLE.

FINALLY, TWO MORE THINGS. I WANT TO CONGRATULATE THE DECA PROGRAM.

THEY HAVE OVER 200 KIDS THAT ARE GOING TO THE STATE COMPETITION WHIH IS UNBELIEVABLE THIS YEAR. THIS IS THE MOST KIDS THAT THEY'VE EVER HAD IN THE COMPETITION GO ON TO STATES AND IT STARTED OFF MANY YEARS AGO. MY WIFE HAS BEEN TEACHING THE PROGRAM NOW FOR 15 GOING ON 16 YEARS. IT STARTED OFF WITH 13 KIDS GOING TO THE STATE COMPETITION, AND THEY SHARE A BUS WITH ANOTHER SCHOOL.

AND NOW MSD HAS FIVE BUSES OF ITS OWN GOING UP TO THE STATE COMPETITION, WHICH IS PRETTY AMAZING. AND FINALLY, AS WE APPROACH FEBRUARY 14, THERE IS GOING TO BE A COMMUNITY COMMEMORATION. I ENCOURAGE ANYONE THAT IS INTERESTED IN KNOWING SOME OF THE PROGRAMMING THAT'S GOING TO BE GOING ON AT THE TIME TO LOOK@THECITYOFPARKLAND.ORG, OUR WEBSITE HAS AT THE VERY TOP A BUTTON THAT WILL GIVE YOU A LOT OF INFORMATION ABOUT WHAT'S GOING ON THAT DAY. IT'S GOING MANY DIFFERENT EVENTS.

SPONSORED BY BOTH THE CITY AND OTHER ORGANIZATIONS.HERE'S GOING TO BE COMMEMORATION CEREMONAT THE AMP AND DAVID SAT FROM 5:00 UNTIL 5:30. IT'S ABOUT TIME THE BIG PICTURE RESILIENCE PROJECT WILL BE PRESENTED. I WILL LEAVE YOU WITH MY LAST THOUGHT BEING THAT JUST LIKE I SAID IN MY LAST COMMENT AT THE LAST MEETING, THIS IS A TIME AS WE APPROACH FEBRUARY 14 THAT MANY PEOPLE WILL BE REFLECTING BACK, AND I ENCOURAGE YOU TO PLEASE TALK TO YOUR FRIENDS, YOUR FAMILY MEMBERS, SEEK ANY HELP OR GUIDANCE THE EAGLES HAVEN WHO WILL BE PRESENTIN SOME INFORMATION TONIGHT WILL BE HERE.

I ENCOURAGE YOU TO CALL 211. I ENCOURAGE YOU THAT IF YOU ARE FEELING DOWN OR IF YOU ARE FEELING ANY KIND OF ANXIETY AS WE APPROACH THAT TIMEFRAME, TO PLEASE TAKE CARE OF YOURSELF.

THANK YOU VERY MUCH. >> COMMISSIONER KAGAN. >> THANK YOU.

I HAVE TO SAY ECHO THE SENTIMENTS OF MY COLLEAGUES, AND I HAVE TO TELL YOU COMMISSIONER WALKER, WHEN YOU ARE TALKING ABOUT WATCHING HAYES RUN IN FRONT OF YOU AND PARTICIPATE IN THAT, TO ME THAT'S WHAT PARKLAND AND OUR FAMILIES AND OUR COMMUNITY IS ALL ABOUT, AND I LOVED HEARING YOU SHARE THAT AND SHARE THAT FEELING.

SO THANK YOU FOR THAT. I WOULD ALSO LIKE TO RECOGNIZE LIEUTENANT HEIGHTMAN BEING CAPTAIN.E'S IN THE BACK. AND I WOULD ALSO LIKE TO THANK CAPTAIN MULLIGAN, WHO TOOK US ON A TOUR OF THE REAL CRIME CENTER, AND I WAS WITH OUR CITY MANAGER, AND ONE OF MY COLLEAGUES, COMMISSIONER WALKER, AND THAT WAS A VERY UNIQUE EXPERIENCE, AND I AM VERY GLAD THAT THEY HAVE STARTED THAT SYSTEM HERE IN BROWARD COUNTY.

MENTIONED, AND I THINK ALSO COMMISSIONER CUTLER, THE LADY AT THE FIELD MNDAY NIGHT AT THE SCHOOL WAS VERY WARMING. IT FELT WONDERFUL. ANTHONY RIZZO AND HIS FAMILY

[00:30:12]

WERE SO GENUINE AND SO KIND, AND YOU COULD WATCH THE LOOK ON THE KIDS'S BASIS AND THE FAMILIES OF HOW HAPPY THEY WERE ABOUT THE ANTHONY RIZZO FIELD AND WHAT IT MEANT TO THEM TO BE THERE, AND JUST SEEING THOSE SMILEY FACES ON THIS KIDS MEANT A GREAT DEAL, NOT ONLY TO ME BUT I'M SURE EVERYBODY ELSE THAT WAS PRESENT, AND IT WAS REALLY BEAUTIFUL, AND THE COLORS AND THE LIGHTS REALLY MADE A VERY NICE PRESENTATION. FARMERS MARKET, THE WEATHER RIGHT NOW IS OUTSTANDING. EVERYBODY KEEPS TALKING ABOUT HOW WE HAVE THE ABSOLUTE BEST FARMERS MARKET, AND I REALLY BELIEVE THAT WE DO. AND SITTING IN THE CORNER OVER THERE IS OUR NEW CHIEF, CHIEF MCNALLY. AND AS EVERYBODY SAID, I AM SO HAPPY THAT YOU ARE SITTING IN THAT SEAT AND VERY PROUD THAT YOU ARE HERE TO PROTECT OUR COMMUNITY AND KEEP OUR RESIDENTS SAFE AND VERY HAPPY THAT YOU ARE HERE AND RIGHT BEFORE THE MEETING WE HAD A LITTLE TALK, AND CHIEF MCNALLY ACTUALLY STARTED IN PARKLAND, AND YOUR HOME. SO VERY HAPPY TO HAVE YOU HOME IN PARKLAND.

COMMISSIONER CUTLER MENTIONED DECA, AND I DON'T KNOW IF YOU KNEW THAT I WAS ONE OF THE VERY FIRST MENTORS AT DECA WHEN THE PROGRAM STARTED AND DECA ALSO OFFERS INTERNSHIPS IN THE SUMMER. SO IF YOU HAVE ANY OR YOU KNOW OF ANY 11TH GRADERS THAT ARE IN THE PROGRAM THERE GREAT INTERNSHIP PROGRAMS THAT A LOT OF THE LOCAL BUSINESSES GET TOGETHER AND HIRE THE KIDS, AND IT'S A WONDERFUL EXPERIENCE FOR THEM.

I AM ACTUALLY IN THE PROCESS OF WITH DECA AND INVEST IN A VOLUNTEER AND TEACH THE INSURANCE COURSE EVERY YEAR I THINK FOR THE LAST 12 OR 13 YEARS.

IT'S A REALLY NICE EXPERIENCE FOR THE KIDS AND BERNIE AS WELL.

I WANT TO REMIND ALL OF THE PARENTS THAT THERE'S ALSO A LOT OF SCHOLARSHIPS OUT THERE THAT THE KIDS MAY NOT BE AWARE OF OR ARE NOT PAYING ATTENTION TO, BUT THE CITY OF PARKLAND OFFERS SCHOLARSHIPS AND IF YOUR CHILD IS A DECA INGVES STUDENT, THERE ARE TREMENDOUS AMOUNT OF SCHOLARSHIP OPPORTUNITIES AND PLEASE DON'T LET THAT PASS YOU BY.

AND IN MY MAIL CAME MY CITY OF PARKLAND SURVEY. HAS ANYBODY SEEN THIS? IT'S EASY TO FIND BECAUSE IT'S A DIFFERENT COLOR. AND WE CARE AND WE REALLY WANT TO KNOW WHAT THE RESIDENTS THINK, WHAT THE RESIDENTS FEEL AND WHAT INTERESTS THE RESIDENTS HAVE AND WHAT WE WANT TO DO IN THE CITY OF PARKLAND. O PLEASE OPEN YOUR MAIL FILL OUT THE SURVEY AND SEND IT BACK. BECAUSEIT REALLY HELPS US TO DO AND TO SERVE THE CITIZENS OF OUR COMMUNITY AND DO THE THINGS THAT THEY REALLY WANT TO DO.

AND HAVE A GOOD EVENING. >> THANK YOU. VICE MAYOR LARISON.

>> I AM GOING TO TRY TO BE BRIEF, BUT A LOT OF THE STUFF I'M GOING TO BE REPETITIVE ABOUT. SO FIRST THING SINCE OUR LAST MEETING WE HAD THE FAMILY FUNFEST CARNIVAL, A GREAT EVENT.CHRISTINE, YOU AND YOUR PEOPLE DID FANTASTIC.

A LOT OF COMMENTS I GOT FROM RESIDENTS SOME OF THE NEW RIDES IN THE FOOD THAT WAS THERE, EVERYBODY HAD A FANTASTIC TIME. I DID GO ALSO TO THE REAL CRIME CENTER WITH CAPTAIN MULLIGAN AND CAPTAIN RIZZO. WE TOOK A LOOK AND HE EXPLAINED EXACTLY WHAT WAS GOING ON.

SOME OF THE THINGS THAT THEY WERE DOING AND EXTREMELY IMPRESSIVE.

I DON'T WANT TO GET INTO ALL THE DETAILS, BUT IT'S VERY IMPRESSIVE.

SOME OF THE THINGS THEY HAVE BEEN ABLE TO DO NOT JUST ONLY FOR THE SCHOOLS BUT TO SOLVE CRIMES IN REAL TIME BY TAKING A LOOK AT VIDEOS AND HASHING THEM TOGETHER.

SO THAT'S A GREAT WAY TO HELP SOLVE CRIMES AND IT'S GREAT FOR THE COMMUNITY.

AS COMMISSIONER WALKER AND I WE WERE UP AT BROWARD DAYS, WE DID HAVE A CHANCE TO PROVIDE TESTIMONY AT SOME OF THE COMMITTEES. MEET WITH LEGISLATORS OBVIOUSLY REGARDING APPROPRIATIONS BUT JUST TO REMIND EVERYBODY THERE ARE MANY BILLS OUT THERE THAT ARE STILL CONTINUING TO MOVE AND ARE ERODING OUR ABILITY TO OPERATE AS A LOCAL GOVERNANCE.

SO I'VE BEEN KEEPING AN EYE ON THEM AND WATCHING THEM AND ENCOURAGE YOU ALL IN MY COLLEAGUES TO KEEP AN EYE ON THOSE AND ANYTHING WE CAN DO TO HELP DEFEAT THEM WOULD BE GREAT. COMMISSIONER CUTLER AND I ALSO WENT TO THE INDIAN PRINCES CHILI COOKOFF. IT'S AMAZING TO SEE SOME OF THE BOOTHS THAT THEY HAVE AND TASTE SOME OF THE CHILI. SOME OF THE CHILI WAS JUST AMAZING

[00:35:06]

>> AND THEN SOME. >> BUT JUST THE EFFORT THAT EVERYBODY PUTS IN, IT WAS FANTASTIC. COMMISSIONER WALKER AND I ALSO ATTENDED THE CELEBRATE LITERACY WEEK. I ENJOY READING TO THE KIDS, WHETHER IT BE IN ELEMENTARY SCHOOL OR MIDDLE SCHOOL, SOME GREAT ATTENTION, GREAT FOCUS. SO I'M GLAD I HAD THE OPPORTUNITY. ALSO PARTICIPATED IN THE BEAGLE RUN.

HAYES WAS WAY AHEAD OF ME SO I DIDN'T HAVE A CHANCE TO SEE HIM AND AT THE END OF THE RACE, COMMISSIONER CUTLER'S WIFE PASSED ME AS SHE FLEW BY ME AND SAID, SEE YOU LATER.

BUT I DID FINISH. AND AGAIN, JUST TO MENTION THAT THE PROCEEDS OF THAT RACE GO AS SCOTT'S MOM HAD MENTIONED THAT WHAT THEY ARE DOING IS THEY ARE SENDING KIDS TO CAMP THAT HAVE BEEN AFFECTED BY GUN VIOLENCE. SO THAT'S KIND OF VERY POWERFUL.

OBVIOUSLY, LAST YEAR THEY HAD 54 AND THIS YEAR THEY ARE TRYING TO DOUBLE IT AND CONTINUE TO SUSTAIN THAT SO KIDS CAN GO EVERY YEAR. SO IT'S A GREAT OPPORTUNITY FOR KIDS. I WANTED TO THINK ANNALISE AND OF THE LIGHTS THAT ARE NOW UP WITH FPL AT THE CORNER OF PARKSIDE AND HILLSBOROUGH WHEN THE PROJECT STARTED OUT WE SAW THERE HE DID SOME LIGHT QUICKLY. THERE WAS A RESPONSE THAT WAS OUT THERE AND I THINK WITHIN THE TIMEFRAME OR EVEN BEFORE THE TIMEFRAME THEY EXPECTED, THEY PUT THEM UP. I ALSO HAD AN OPPORTUNITY TO TEST OUR PARKLAND APP AND I ENCOURAGE RESIDENTS TO USE IT WHEN THEY SEE SOMETHING. I WAS AT THE PICKLE BALL COURTS AND I WANTED TO GET A DRINK OF WATER AND THE FOUNTAIN WASN'T WORKING SO I TOOK A PICTURE OF THE FOUNTAIN AND WENT THROUGH THE PROCESS JUST TO SEE HOW IT WAS WORKING AS OPPOSED TO CALLING NANCY SAYING THERE WAS A PROBLEM. IT WORKS GREAT.

THERE'S A TIMELY RESPONSE, AND I BELIEVE ãBILL IS NOT HERE, IS HE? NO. I BELIEVE THE FOUNTAIN ãI SPOKE WITH BRIAN AND THE FOUNTAIN WILL BE REPAIRED WITHIN THE NEXT COUPLE OF DAYS. IT'S A GREAT WAY FOR RESIDENTS WHO HAVE CONCERNS TO UTILIZE THAT AND THEY SAY I CAN'T GET TO THE RIGHT DEPARTMENT OR THE RIGHT NUMBER BUT IS A GREAT OPPORTUNITY. I ALSO WANT TO CONGRATULATE THE CORAL SPRINGS PARKLAND FIRE DEPARTMENT, SPECIFICALLY RYAN HEMPHILL FOR HIS VIDEOGRAPHY OF DOCUMENTARY ENTITLED ALBERT'S STORY. IT ENCAPSULATES OR ADDRESSES CANCER AND THE DEVASTATING IMPACT ON THE LIVES OF FAMILIES AND FIRST RESPONDERS AND HOW ACTION HAS BEEN TAKEN BY THE DEPARTMENT TO IMPROVE SYSTEMS AND PROCEDURES TO REDUCE EXPOSURES TO CARCINOGENIC ã CARCINOGENS. IF YOU HAVEN'T WATCHED IT IT'S AN AMAZING VIDEO TO WATCH. THIS JUST KIND OF REITERATES GOING BACK ãBY THE WAY THIS WAS RYAN SMITH MA. IT GOES BACK TO CONGRATULATING JEAN MCNALLY ON WHEN YOU LOOK AT CORAL SPRINGS PARKLAND FIRE DEPARTMENT THEY ARE THERE. THEY HAD HIS FAMILY THERE.

IT'S JUST ONE COHESIVE FAMILY UNIT, AND I THINK THAT'S ãWE ARE BLESSED AND IT'S A GREAT OPPORTUNITY FOR THEM TO SERVE OUR COMMUNITY SO THANK YOU AGAIN.

CHIEF, CONGRATULATIONS. ALSO WANT TO CONGRATULATE LIEUTENANT HEIGHTMAN ON HIS PROMOTION, SO CONGRATULATIONS TO HIM. I DID GO TO THE YOGA FOR LIFE, ALTHOUGH I DIDN'T STRETCH MYSELF SO I WASN'T IN AS MUCH PAIN, AND I ALSO WANT TO TAKE A MOMENT OF PERSONAL PRIVILEGE TO PCONGRATULATE MY SON GARRETT WH WAS APPOINTED BY COMMISSIONER TO SERVE ON THE BROWARD COUNTY BOARD FOR INDIVIDUALS WITH DISABILITIES.

THE INTERESTING PART OF THAT IS IN 2009, GARRETT WAS RECOGNIZED BY THE BOARD AS THEIR STUDENT ADVOCATE OF THE YEAR AND KIND OF FOLLOWING IN HIS FOOTSTEPS I WAS RECOGNIZED BY THEM IN 2011 AS THEIR VOLUNTEER OF THE YEAR. SO THOSE ARE MY COMMENTS. THANK YOU

[00:40:07]

>> I AM GOING TO TRY AND NOT BE REDUNDANT. I AGREE WITH ALL OF THE PLACES EVERYBODY WENT AND HOW GREAT ALL OF THE ACTIVITIES WERE. ONE OF THE THINGS THAT WASN'T BROUGHT UP THAT I WOULD REALLY LIKE TO THANK STAFF FOR IS THE MLK CELEBRATION WAS PHENOMENAL THIS YEAR. I ACTUALLY HAD ãNANCY WAS THERE WHEN A LONGTIME RESIDENT OF PARKLAND WHO HAS COME EVERY YEAR TO OUR MLK DAY CELEBRATIONS AND SHE SAID SHE WAS SO PROUD OF THE ONE WE DID THIS YEAR. AND WE IMMEDIATELY ãI IMMEDIATELY SIGNED UP TO BE ON THE COMMITTEE FOR NEXT YEAR. O YOU ARE WELCOME.

AND I ATTENDED ASTON GARDENS ã THEY ADDED A DOG PARK TO ASTON GARDENS AND IT WAS SO ADORABLE BECAUSE SOME OF THE ELDERLY AND THE ANIMALS PLAY A REALLY IMPORTANT ROLE IN EMOTIONAL SUPPORT AND COMPANIONSHIP FOR THE ELDERLY, AND IT WAS A BIG TREAT FOR EVEN THE PEOPLE WHO DID NOT HAVE DOGS TO SEE ALL OF THE OTHER DOGS RUNNING AROUND. I THINK IT'S REALLY CUTE THAT THEY DID THAT AND SOMETHING THAT MAKES IT EVEN MORE PET FRIENDLY OVER AT ASTON GARDENS.

THEY HAVE A THERAPY DOG THERE REGULARLY AS WELL. SO I THINK IT'S A NICE POSITIVE ADDITION TO THE COMMUNITY. SO I WAS ALSO UP IN TALLAHASSEE, BUT I WAITED A WEEK BEFORE BROWARD DAYS AND I WANT TO COMMEND COMMISSIONER WALKER AND VICE MAYOR MAYOR HUDSON AND I DID IT WHEN I WAS THERE THE WEEK BEFORE IN A DIFFERENT COMMITTEE WE SPOKE ON ALYSSA'S LAW THAT WOULD BE ADDING PANIC BUTTONS IN THE SCHOOLS.

THERE WAS A LITTLE BIT OF A DISCREPANCY BETWEEN THE SENATE BILL AND THE HOUSE BILL.

THE HOSPITAL WAS USING AN APP WITH A FUNDING OF $8 MILLION FOR THE PROGRAM AND THE SENATE BILL WAS REQUIRING IT TO BE HARDWIRED. WHILE I WAS THERE THE AMENDMENT WAS MADE FOR THE SENATE BILL TO MIRROR THE HOSPITAL. SO THE PROBLEM IN TALLAHASSEE IS THE TWO BILLS HAVE TO MIRROR EACH OTHER IN ORDER FOR THEM TO MOVE FORWARD.

AND HAVING THE PANIC BUTTONS ã PANIC ALARMS AS PART OF AN APP IS MUCH LESS EXPENSIVE.

IT'S ALSO EASIER BECAUSE YOU DON'T HAVE TO GO ACROSS THE ROOM.

SO IT SEEMS TO BE FLYING THROUGH COMMITTEES. I BELIEVE LORI IS UP THERE TODAY. HER LEADERSHIP ON THIS ISSUE HAS BEEN NOTHING SHORT OF REMARKABLE. I BELIEVE IT PASSED ITS COMMITTEE TODAY AS WELL.

SO IT LOOKS LIKE IT'S WELL ON ITS WAY. WHILE I WAS UP THERE I ALSO MET WITH SENATE PRESIDENT DEL MANNO AND SENATOR ROB BRADLEY. HE IS IN CHARGE OF APPROPRIATIONS. THEY MENTION OUR APPROPRIATIONS AND SENATOR BRADLEY A SPECIAL REALLY LIKE THE INVASIVE PROJECT OUT BY THE EVERGLADES. AND SO HOPEFULLY THOSE WILL BE MOVING FORWARD. I ALSO BATHED IN SUPPORT OF A BILL THAT WOULD ALLOW CITIES TO BAN SMOKING IN PARKS. WE ARE CURRENTLY PREEMPTED BY STATE STATUTE FROM BANNING SMOKING IN THE PARKS. SO WHEN THERE WAS AN OPPORTUNITY TO SAY YES, I TOOK THE OPPORTUNITY AND I TRIED ãI RAN FROM ONE PLACE TO ANOTHER SO I WEIGHED IN SUPPORT OF THAT. HOPEFULLY IT WILL GAIN TRACTION BECAUSE THERE ARE CERTAIN THINGS THAT REALLY LOCAL DECISION-MAKING IS JUST A BETTER PLACE FOR AND I WOULD THINK WHETHER OR NOT TO BAN SMOKING IN THE PARKS WOULD BE ONE OF THOSE THINGS.

ADDITIONALLY, I WAS UP IN D.C. AT THE U.S. CONFERENCE OF MAYORS.

ONE OF THE GREAT THINGS WE HAD HIS EYE COCHAIRED THE SMALL CITIES FORUM AND THE SHARE THIS MEETING WE MADE IT ALL ABOUT GRANTS. SMALL CITIES OFTEN ARE AT A DISADVANTAGE IN APPLYING FOR GRANTS. IT CAN BE QUITE A CUMBERSOME PROCESS. SO THE GOAL HERE WAS TO MAKE IT EASIER FOR SMALL CITIES TO ACCESS GRANTS. I GAVE NANCY THE PDF OF THE SMALL CITIES GRANTS, THE AMERICAN FLOOD COALITION ACTUALLY PUT TOGETHER A GREAT SPREADSHEET, A BOOKLET OF CRAMPS THAT REALLY ARE GEARED TOWARDS SMALLER CITIES TO MITIGATE FLOODING.

ADDITIONALLY FROM THE FEDERAL GOVERNMENT WE HAD ANTHONY FOTI THERE FROM THE US DEPARTMENT OF COMMERCE WE HAD ANGELA FROM THE ECONOMIC DEVELOPMENT ADMINISTRATION AND WE ALSO HAD BRIAN BORLICK. THERE IS A RESOURCE FOR US. I KNOW WE ARE HIRING A GRANTS MANAGER SHORTLY SO WE ARE REALLY TRYING TO MAKE SURE THAT WE ARE LEVERAGING THE RESOURCES IN OUR CITY TO MAKE SURE THAT WE CAN REMAIN A FISCALLY RESPONSIBLE AND SOUND CITY AND LOOKING FOR GRANT OPPORTUNITIES WHEREVER THEY MAY BE. ADDITIONALLY, WHEN I WAS IN D.C., I HAD THE HONOR OF BEING INVITED WITH THE MAYOR'S FROM THE CONFERENCE OF MAYORS TO THE WHITE HOUSE AND THEN I HAD THE ADDITIONAL HONOR OF BEING INVITED TO STAND BEHIND THE PRESIDENT WHEN HE WAS SIGNING HR 2476 WHICH IS SECURING AMERICA NONPROFIT ORGANIZATIONS AGAINST TERRORISM ACT. WITH ALL OF THE SERVICE THAT WE HAVE GOING ON IN THE CAPITAL THESE DAYS, IT WAS AN HONOR TO BE THERE FOR THE SIGNING OF AN ACT THAT WAS A TRUE BIPARTISAN

[00:45:09]

ACT. OUR CONGRESSMAN TED DEUTCH WAS ONE OF THE COSPONSORS OF IT.

WHAT IT DOES IS IT PROVIDES $375 MILLION IN GRANTS OVER FIVE YEARS FOR HARDENING SECURITY TRAINING AND OTHER ACTIVITIES FOR FAITH INSTITUTIONS OR NONPROFITS THAT COULD BE A TARGET FOR A TERRORIST ATTACK. SO THE BEAUTY OF HAVING BEEN THERE IS ON MONDAY FOLLOWING THAT, I FOLLOWED UP WITH THE INTERGOVERNMENTAL AFFAIRS PEOPLE AT THE WHITE HOUSE, AND THEY GAVE ME ALL THE INFORMATION ON HOW TO APPLY FOR THESE GRANTS. AND THOSE GRANTS ãTHAT INFORMATION I PROVIDED TO THE NEVADA, PARKLAND AND THEY ALSO HAVE THE INFORMATION OF ANY OF THE SUPPORT THEY NEED IN APPLYING FOR THOSE GRANTS, SO THOSE ARE THINGS THAT HOPEFULLY THEY WILL BE ABLE TO BRING RESOURCES BACK TO THEIR FACILITIES. ADDITIONALLY, WHEN I WAS UP THERE ON THE 50TH ANNIVERSARY OF OUR DAY IS COMING UP AND THERE IS A NATIONAL ãEVENTS ARE GOING ON THROUGHOUT THE NATION AND THE CITY OF PARKLAND IS GOING TO WORK ON OUR EVENTS AND WE CAN BE ADDING THAT TO ALL OF THE EVENTS GOING ON NATIONWIDE.

ADDITIONALLY, TODAY I WAS AT THE SCHOOL AND COMMUNITY SAFETY TASK FORCE FROM THE BROWARD LEAGUE OF CITIES. WE HAD ONE OF OUR UPDATES AFTER A COUPLE OF MONTHS.

SOME OF THE THINGS THAT ARE OF INTEREST WERE THEY ARE STILL PUSHING FOR MORE FUNDING FOR SROS SO THAT THE CITIES WE DON'T HAVE DONOR CITIES AND CITIES THAT ARE NOT PAYING THEIR FAIR SHARE AS FAR AS SROS GO. THERE WAS AN UPDATE ON THE NEW RADIO SYSTEM, APPARENTLY THEY ARE EXPECTING THE LAST TOWER TO BE HOPEFULLY UP SOMETIME IN MARCH. I'M NOT SURE HOW ACCURATE THAT IS.

RIGHT NOW THEY ARE DOING BETA TESTING AND TRAINING IN ORDER TO MOVE THE RADIO SYSTEMS, THE RADIOS OVER TO THE NEW SYSTEM. THERE WAS ALSO TALK ABOUT THE NEED FOR MENTAL HEALTH RESOURCES FOR THOSE WHO ãI'M PRETTY SURE EVERYBODY IS AWARE, THERE WAS A DEATH BY SUICIDE BY A DEERFIELD BEACH HIGH SCHOOL ATHLETE WHO WAS ON HIS WAY TO GEORGIA TECH AND THAT REALLY SHOOK THAT COMMUNITY UP. SPECIALLY BECAUSE HERE IS A KID WHO MADE IT, AND IT'S VERY HARD TO SEE SOMEONE WHO LOOKS BY ALL MEANS SOMEONE WHO HAS MADE IT AND THEY DIE BY SUICIDE.ND THEN ADDITIONALLY, THERE WAS ANOTHER DEATH AMONG THE FOOTBALL TEAM THERE. WE HAD A LOT OF TALK TODAY ABOUT WHAT IS BEING DONE TO DO MORE MENTAL HEALTH SUPPORT IN THE SCHOOLS. THE SCHOOL BOARD RECEIVED MONEY FROM THE STATE FOR 151 POSITIONS WITH GUIDANCE COUNSELORS, MENTAL HEALTH, AND SO FORTH, THEY HAVE FILLED 70 SO FAR AND THEY ARE CONTINUING TO FILL THEM AND THEY ARE LOOKING TO CONNECT THE SCHOOL MENTAL HEALTH COUNSELORS AND GUIDANCE COUNSELORS WITH COMMUNITY RESOURCES SOMEWHERE THERE'S A GAP IN RESOURCES, THAT CAN BE FILLED.

ADDITIONALLY, THIS TASK FORCE IS REALLY PUSHING THE COUNTY INSTITUTIONS TO BE REALLY BE MORE AGGRESSIVE ON PUSHING FOR TELE-MENTAL HEALTH. WE HAVE BEEN HAVING SEVERAL STUDENTS HAVE GONE OFF TO COLLEGE WHO ARE SAYING HOW DO I ACCESS THE RESOURCES? AND TELE-MENTAL HEALTH WITH THE KIDS TODAY THEY ARE MORE LIKELY TO LOOK AT THE PHONE AND FEEL MORE COMFORTABLE ON YOUR PHONE OR ON YOUR COMPUTER AN ACTUALLY ACROSS FROM SOMEONE.

AS ALSO IF SOMEONE HAS A BARRIER TO DO TRANSPORTATION OR SOMETHING, THEY CAN THEN ACCESS WHAT THEY NEED. IT IS BEING DONE IN OTHER AREAS OF THE STATE, SO WE NEED TO REALLY BE MAKING A PUSH HERE FOR THAT AND ESPECIALLY GIVEN WHAT OUR COMMUNITY HAS BEEN THROUGH, THIS SHOULD BE AN AREA WHERE WE PUSH THAT. SO THAT'S ONE OF THE THINGS THIS TASK FORCE IS PUSHING ON THE OTHER MEMBERS OF THE COUNTY ON.

ADDITIONALLY, ON FEBRUARY 18-19, THE NATIONAL THREAT ASSESSMENT CENTER FROM THE SECRET SERVICE WILL BE IN THE MIAMI FIELD OFFICE DOING THE TRAINING.

THEY HAD HAD AN ABBREVIATED TRAINING THERE ãI DON'T KNOW IF THAT WAS SEVEN OR EIGHT MONTHS AGO ãIT'S THE MOST AMAZING TRAINING ON THREAT ASSESSMENTS, HOW TO IDENTIFY THREATS, HOW TO COMMUNICATE THREATS AND HOW TO MANAGE THEM. AND THEY HAVE BEEN GOING ALL OVER THE COUNTRY WITH THE SPIRIT AND IT'S A FREE EVENT, SO I'M HOPING THAT MEMBERS FROM DSO AND THE SCHOOL BOARD WILL BE ATTENDING THIS INFORMATION HAS GONE OUT TO ALL OF THEM SO I HOPE THAT THEY WILL BE TAKING ADVANTAGE OF THIS OPPORTUNITY TO LEARN FROM THE BEST, THE SECRET SERVICE IS AS GOOD AS IT GETS. SO WITH FEBRUARY 14 COMING UP, IT'S VERY HARD TO BELIEVE THAT IT IS ALREADY NEXT WEEK. I ENCOURAGE EVERYBODY TO GO LOOK AT OUR CITY WEBSITE. THERE'S THE RED BUTTON AT THE TOP WHERE YOU CAN FIND OUT EVERYTHING THAT'S GOING ON THAT DAY. IT'S VERY IMPORTANT THAT WE REALLY PAY ATTENTION TO THE PEOPLE WE ARE SURROUNDED BY AND HOW EVERYONE IS DOING.

[00:50:03]

THAT'S ONE OF THE REASONS SARAH FROM JAFCO IS HERE AND I ASKED HER IF SHE WOULD BE INTERESTED IN GIVING A PRESENTATION ON EAGLES AVON. WE REALLY NEED TO BE AS A COMMUNITY ENCOURAGING PEOPLE TO ATTEND SOMETIMES YOU DON'T ALWAYS IDENTIFY WHEN SOMETHING IS GOING ON SO IT'S IMPORTANT THAT EVERYONE IS AARE OF WHAT TO LOOK FOR.

AND IN ALL OF US WHEN WE TALK ABOUT THE TRAGEDY, I WANT TO MAKE SURE THAT WE NEVER FORGET THE 17 LIVES THAT WERE TAKEN THAT DAY WITH ALL THAT'S GOING ON, I THINK ONE OF THE MOST IMPORTANT THINGS TO THOSE FAMILIES ãI MEAN, WITH ALL OF THE ADVOCACY AND THE WONDERFUL WORK THEY ARE DOING AND WITH ALL OF THE PAIN THEY ARE IN, I WANT TO MAKE SURE THAT THEY REALIZE THAT WE AS A COMMISSION AND WE AS A COMMUNITY NEVER FORGET THEIR LOVED ONES.

AND WITH THAT I WOULD JUST LIKE TO GO THROUGH THE NAMES REALLY QUICKLY.

ALYSSA ALAN DUFF, SCOTT BEAGLE, MARTIN 2K, NICHOLAS, JAMIE GARTENBERG, CHRIS DIXON, LUKE HOYER GINA MONTALTO ALAINA PETTY MEADOW POLLOCK, HELENA RAMSEY ALEX SHAKTER PETER WEIGHING. I WOULD JUST ASK EVERYBODY TO KEEP THE FAMILIES IN YOUR PRAYERS AND WE ARE GOING TO DO WITH THIS COMMUNITY ALWAYS DOES AND WE ARE GOING TO BE HERE FOR

[Item 6]

ONE ANOTHER WE ARE GOING TO SUPPORT ONE ANOTHER BECAUSE THAT IS WHAT THIS COMMUNITY DOES. WE SHOW UP FOR ONE ANOTHER. AND WITH THAT, WE WILL GO ON TO THE NEXT AGENDA ITEM. NEXT IS THE APPROVAL OF THE AGENDA.

>> MOTION TO APPROVE. >> SECOND. >> I HAVE A MOTION BY VICE MAYOR MEYERSON AND THE SECOND BY COMMISSIONER WALKER.

>> WEDNESDAY COMMISSIONER KAGAN HAS NOT COME BACK AND I WANT TO MAKE SURE THAT SHE'S OKAY.

OKAY. I JUST WANT TO MAKE SURE SHE'S OKAY.

[Consent Agenda]

>> THEY ARE TENDING TO HER >> NEXT ON THE AGENDA IS THE CONSENT AGENDA.

IT'S A RESOLUTION. IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON THIS CONSENT AGENDA ITEM ITS RESOLUTION NUMBER 2020 005 4050 YEAR CD TB GRANT AGREEMENT.

PLEASE COME FORWARD. SEEING NO ONE FROM THE PUBLIC I AM CLOSING TO THE PUBLIC AND

OPENING TO THE COMMISSION. >> MOTION TO APPROVE >> SECOND.

I HAVE A MOTION BY VICE MAYOR MAYORSON AND A SECOND BY COMMISSINER CUTLER.

[Item 8]

WE ARE ONTO THE REGULAR AGENDA AND THE FIRST ITEM IS A PRESENTATION FROM EAGLES'

HAVEN. >> ARE WE GOING TO DO THE VIDEO TO START?

>> I THINK THAT WOULD BE A GREAT WAY TO START ESPECIALLY SINCE IT'S A TRIBUTE TO THE

VICTIMS. >> JUST A LITTLE INTRODUCTION. AS PART OF OUR COMMUNITY OUTREACH WE CREATE A VIDEO EVERY YEAR TO HIGHLIGHT THE PROGRAMS THAT JAFCO SERVES AND THAT'S THE AGENCY THAT'S POWERING EAGLES' HAVEN WITH THE SUPPORT OF THE CHILDREN'S SERVICES COUNCIL, SO WE WERE FORTUNATE ENOUGH TO HAVE ONE OF OUR STUDENTS AND CLIENT WAS WILLING TO SHARE HIS STORY. IT'S ABOUT FOUR MINUTES AND I'D LIKE TO SHARE THAT WITH YOU.

IT'S VERY MOVING.

[00:57:15]

SO WE ARE FINISHING OUR 10TH MONTH AT EAGLES' HAVEN. WE OPENED ON MARCH 26 AND SINCE THAT TIME, 2400 PEOPLE HAVE WALKED THROUGH OUR DOORS, WHICH WERE VERY HAPPY ABOUT BECAUSE EVERY PERSON THAT COMES TO THE DOOR IS SOMEONE THAT WE TRIED TO CONNECT WITH THE DIFFERENT WAYS, AND THE GOAL FOR EVERY CHILD AND PARENT AND TEACHER THAT WALKS TO THE DOOR IS IF THEY MAE A CONNECTION THAT AT SOME POINT LATER OR EVEN NOW IN THEIR LIVES WHEN THEY ARE STRUGGLING THAT THEY WILL COME BACK AND TAKE ADVANTAGE OF THAT CONNECTION AND GET SOME HELP.

SO WE ARE THERE AS THE VICE MAYOR LOVES TO TELL ME EIGHT DAYS A WEEK.

WE ARE OPEN. THAT'S WHAT THE DOOR SAYS THAT WE ARE OPEN EVERY DAY.

PEOPLE WALK IN AND THERE'S NO CHARGE. THEY CAN COME IN JUST TO TAKE A TOUR AND PAPER HEADING. WE ARE VERY LOW-KEY. THERE'S NO THERAPY ASPECT THAT GOES ON. EVERYBODY JUST SAYS HELLO, HOW ARE YOU, COME IN AND LOOK AROUND. AND THEN WE KIND OF SEE HOW WE CAN ENGAGE THEM IN ANY POSSIBLE WAY, WHETHER THROUGH A WELLNESS ACTIVITY, YOGA, OU CAN PRACTICE YOUR YOGA.

KICKBOXING THE OTHER DAY WE HAD SO MANY PEOPLE KICKBOXING WE WERE OVERFULL AND HAD TO GO OUT TO THE PARKING LOT AND DO IT. WE DO MEDITATION, ART, ALL KINDS OF ART.

AND THE ART INTERESTINGLY IS THE MOST WELL ATTENDED, ANYTHING TO DO WITH ART.AND WE HAVE KIDS AND TEACHERS AND PARENTS ALL IN THE SAME ROOM TOGETHER, MULTI-GENERATIONS SO IT'S WONDERFUL. 72 OF THE 2400 PEOPLE THAT HAVE COME IN AND HAVE BEEN AN IMMEDIATE LIFE-THREATENING CRISIS AND AS YOU SAW IN THE VIDEO, WE FEEL THAT WE ACTIVELY AND DIRECTLY AVERTED TWO DOZEN SUICIDES IN THE COMMUNITY FOR PEOPLE WHO CAME IN WITH A PLAN, THAT WE WERE ABLE TO ãEVEN THOUGH WE ARE NOT SUPPOSED TO BE DOING THERAPY OUR TEAM WHEN IT AND THEN WE CONNECT THEM SS - WITH DIFFERENT SERVICE PROVIDERS IN THE COMMUNITY.

SO 168 FAMILIES CURRENTLY IN THE COMMUNITY ARE RECEIVING SERVICES IN THEIR HOME FROM OUR NAVIGATORS SOCIAL WORKERS. NEITHER OF THE FAMILIES WHO RECEIVED ãTHEY WERE AFFECTED BY THE SHOOTING BUT MANY OF THEM HAVE OTHER ISSUES AND THEY HAD ISSUES BEFORE THE SHOOTING AND ISSUES SINCE AND THE SHOOTING EXACERBTED EVERYTHING IN THE HOME BUT IT'S MUCH MORE COMPLICATED THAN JUST THE SHOOTING, WHICH IS REALLY WHAT WE HAVE BEEN DOING AT JAFCO FOR 27 YEARS SO THAT'S WHY IT WAS A GOOD FIT. WE'VE BEEN WORKING WITH

[01:00:01]

FAMILIES THAT HAVE ALL KINDS OF ISSUES. SO OUR SUPPORT GROUPS ARE FOR TEACHERS AND FOR PARENTS AND FOR STUDENTS THERE'S ALWAYS SOMETHING GOING ON AND PEOPLE CAN ALSO WALK IN INDIIDUALLY. ONE OF OUR GOALS THIS YEAR IS TO MAKE SURE THAT WE CONNECT WITH ALL OF THIS 17 FAMILIES WHO ARE DIRECTLY AFFECTED AND ALSO TH 17 FAMILIES WHO HAD INJURIES, SO WE'VE BEEN HAVING SPECIAL AND PRIVATE THEY'RE NOT ON OUR WEBSITE.

WE HAD MODELS A SPA DAY WITH MASSAGE FOR THE MOMS AND RIGHT NOW WE ARE OVER HALF ãWE HAVE REACHED OVER HALF OF THE VICTIMS FAMILIES WHERE WE HAVE A PERSONAL CONNECTION AND WE ARE SEEING AN INCREASE ONE IS TELLING ME OTHER AND THEY ARE COMING IN.

BECAUSE I AGREE WITH YOU THAT THOSE FAMILIES ARE AT HIGH RISK AND THEY ARE ADVOCATING BUT WHAT WE SEEN IN OTHER COMMUNITIES IS THEY ADVOCATE, ADVOCATE FOR EVERYONE.

AND THEN ONE DAY, IT'S OVER AND WE HAVE HAD THAT SITUATION TWICE ALREADY WITH PEOPLE COME TO SPEAK TO OUR COMMUNITY AND THEY TOOK THEIR LIVES WHEN THEY WENT BACK TO THEIR COMMUNITY.

TODAY, WE WERE AT THE SCHOOL. WE DID AN ACTIVITY WITH 100 OF THE DECA STUDENTS SO THEY KNOW ABOUT EAGLES HAVEN. WE DECIDED TO DO A DAY OF MEDITATION AND WELLNESS SO WE ARE GOING TO HAVE QUIET MEDITATION CLASSES GOING BACK TO BACK AND BREATHING.

WE ARE ALSO GOING TO HAVE MASSAGE THERAPISTS THERE FOR FREE SO EVERYBODY SHOULD COME TO THAT. IT'S GOING TO BE GOING ON ALL DAY.

WE ARE GOING TO BE DOING ARTWORK OUTSIDE AND ALSO ESSENTIAL OILS, WHICH PEOPLE REALLY LIKE BECAUSE THAT'S ALL RELAXATION, THINGS ãTHERE'S GOING TO BE FOOD THERE SO PEOPLE WILL HAVE A DIFFERENT TYPE OF ACTIVITY TO COME TO. SO THAT IS PRETTY MUCH AN UPDATE ON WHAT'S HAPPENING AND JUST PLEASE ãI KNOW THAT THE MAYOR AND THE VICE MAYOR ARE VERY OFTEN AND SOME OF YOU HAVE COME BY BUT PLEASE ãI THINK AS LEADERS IN THE COMMUNITY IF YOU ARE THERE AND YOU PUT ON SOCIAL MEDIA YOU ARE THERE AND OTHER PEOPLE ARE SAYING THAT I THINK WE ALSO HAVE TO LEAD BY EXAMPLE SO WE WANT PEOPLE TO GET HELP AS LEADERS IN THE COMMUNITY.

WE HAVE TO MAKE IT OKAY TO GET HELP AND JUST SAY I'M HERE TO GET HELP.

I APPEARED DOING A SUPPORT GROUP. I AM HERE DOING A WELLNESS ACTIVITY SO THAT WE CAN GET ã WE CAN MAKE IT ACCEPTABLE FOR PEOPLE.

THAT'S ãWE REALLY APPRECIATE YOUR SUPPORT FROM DAY ONE AND I WILL NEVER FORGET THAT.

IT'S BEEN A LITTLE BIT CRAZY. IT'S OPEN NOW. AND WE REALLY JUST APPRECIATE THE TRUST THAT THE CITY PLACED IN US TO BE ABLE TO DO THIS. IT'S A VERY BIG RESPONSIBILITY AND I TELL MY STAFF THAT EVERY SINGLE PERSON THAT WALKS IN THE DOOR, OUR JOB IS TO TRY TO SAVE LIVES AND WE ARE VERY AWARE OF THE HUGE RESPONSIBILITY THAT WE HAVE IN THE COMMUNITY AND WE PRAY EVERY DAY. WE HAVE NOT HAD A SUICIDE SINCE WE OPENED AND IT'S DIRECTLY

RELATED AND THAT'S OUR GOAL. SO THANK YOU SO MUCH. >> THANK YOU FOR BEING HERE.

I JUST WANT TO REITERATE. SO WHILE YOU DON'T DO THERAPY, PER SE, AT EAGLES HAVEN, PEOPLE SHOULD GO THERE BECAUSE IF THEY ARE IN NEED OF ADDITIONAL RESOURCES, YOU ARE LICENSED

CASEWORKER >> WE ARE ALL THERAPIST >> THEY ARE ALL THERAPISTS THERE AND THE PEOPLE WHO COME THERE WILL BE DIRECTED TO WHERE THEY NEED TO GO.

I THINK THAT'S SOMETHING THAT'S NOT AS UNDERSTOOD IN THE COMMUNITY AS IT COULD OR SHOULD BE AND SO ãAND WE WILL DO THE CRISIS WORK IF THE PERSON IS IN CRISIS, BUT WE DON'T WANT TO MAKE IT A THERAPY CENTER BECAUSE WE DON'T LET PEOPLE TO BE AFRAID BECAUSE PEOPLE ARE AFRAID AND THERE ARE PEOPLE THAT WE ARE MEETING TODAY THAT SINCE THE DAY OF ãSINCE 2014 HAVE NOT SPOKEN ABOUT IT TO ANYONE. AND TO OPEN UP THE CONVERSATION IS SO FRIGHTENING. SO THEY CAN COME IN AND JUST RELAX AND TAKE A YOGA CLSS UNTIL THEY ARE READY WE DON'T START TO PUSH THE THERAPY IF SOMEONE COMES IN AND THEY ARE READY WE WILL NOT JUST SAY HERE'S A REFERRAL FOR A THERAPIST.

WE WILL MAKE SURE THAT BEFORE THEY LEAVE THAT THEY ãTHEY CRISIS HAS CALMED DOWN AND THAT WE MAKE SURE THAT THAT APPOINTMENT IS A REAL APPOINTMENT.

WE MAKE IT WITH THEM SITTING THERE AND WE FOLLOW UP WITH THE THERAPIST AND WE WILL CALL THEM TO MAKE SURE THAT THEY WENT. IT'S NOT JUST A PIECE OF PAPER. AND ESPECIALLY FOR THE TEENS.

WE HAVE TO BE VERY COOL ABOUT WHAT WE'RE DOING BECAUSE IF NOT THEY WILL COME.

THEY JUST COME IN THERE AND DO THEIR HOMEWORK. THEY JUST WALKING LIKE THEY OWN THE PLACE. PAND THERE'S BEEN MANY TIMES THAT THE SPACE IS FULL WHERE WE ARE OVER CAPACITY. WE ARE HAPPY ABOUT THAT. SO IF YOU LOOK ON THE APP STORE

[01:05:08]

THERE'S A EAGLES' HAVEN AND YOU SHOULD ALL HAVE IT. EVERY MORNING YOU WILL JUST LOOK AND YOU CAN SEE ALL OF THE CLASSES THAT ARE THERE AND JUST SHOW UP.

YOU CAN SIGN UP FOR. IT'S REALLY EASY. IF YOU WANT TO COME IN FOR A

CLASS AND JUST HANG OUT. >> PLEASURE WEBSITE IS ALWAYS UPDATED

>> THE WEBSITE IS UPDATED BUT THE APP IS THE EASIEST WAY TO DO THAT.

>> AND JUST TO ADD ON TO THAT, THERE WERE CASES WITH SANDY HOOK AND THEIR RESILIENCE AND UNAWARE SOME PEOPLE WOULD SHOW UP EVERY DAY FOR TWO YEARS AND THEY WOULD JUST SIT THERE AND WORK ON THEIR COMPUTER AND THEN ALL OF A SUDDEN ONE DAY THEY WERE READY.

IT'S JUST REALLY IMPORTANT. THAT SOMEBODY GET IN TOUCH WITH ME YESTERDAY AND I TOLD HIM TO GET IN TOUCH WITH YOU. SO IT'S IMPORTANT THAT WE AS A COMMISSION MAKE SURE WE TALK TO PEOPLE WE REALLY PROMOTE THAT THEY TAKE CARE OF THEMSELVES AND ACTIVELY GO TO EAGLES HAVEN

>> WE HAVE HAD FRIENDS COMING WITH SOMEONE THEY ARE WORRIED ABOUT AND THEY PICKED THEM UP AND PUT THEM IN THE CAR AND BRING THEM IN. AND THAT'S OKAY TO DO.

DON'T BE AFRAID TO CONFRONT SOMEONE THAT YOU LOVE THAT THEY NEED SOMETHING.

THE OTHER NICE THING IS FORTUNATELY THERE'VE BEEN OTHER WELLNESS CENTERS THAT HAVE OPENED SINCE US AND THERE'S A LITTLE COMMUNITY THAT'S OCCURRED ãTHAT'S BEEN CREATED AND WE HELPED PITTSBURGH ERS - COMMUNITY OPENED THEIR CENTER. THEY CAME IN AND CONSULTED WITH THEM AND WE ALL TEACH EACH OTHER WHAT TO DO AND WHAT NOT TO DO.

SO IT'S SADLY SOMETHING THAT'S GOING TO BE SOMETHING POSITIVE THAT'S HAPPENING.

ALL GOOD THINGS >> I WANT TO PERSONALLY THANK YOU.

MY WIFE AND SEVERAL OF THE TEACHERS HAVE TAKEN THE OPPORTUNITY TO GO AND PARTICIPATE IN THE YOGA.T'S WONDERFUL. IT'S OPEN ARMS, NO PRESSURE.

AND I KNOW THAT THEY ARE FINDING SOME COMFORT IN GOING THERE AND KIND OF WORKING THROUGH SOME OF THOSE ISSUES. SO THANK YOU VERY MUCH FOR DOING WHAT YOU DO.

>> I APPRECIATE IT. >> THANK YOU SO MUCH FOR COMING OUT TONIGHT

>> I APPRECIATE IT SINCE I KNOW YOU HAD A BOARD MEETING >> NEXT ON THE AGENDA IS ITEM 8B. ORDINANCE 2019 ZERO 17 PROHIBITION OF THE SALE OF USE OF THE CITY OF PARKLAND, FLORIDA PROHIBITING THE SALE AND PURCHASE OF PAPER GENERATING DEVICES UNDER 21 YEARS OF AGE AND WERE HAVING BAKING WITHIN MUNICIPAL BUILDINGS AND ON THE GROUNDS OF CITY PARKS. PROVIDING FOR PUBLICATIONS AND

SEVERABILITY AND PROVIDING AN EFFECTIVE DATE >> THE SECOND READING OF THE ORDINANCE THAT WAS REQUESTED I THINK THE CITY OF PARKLAND WAS TO DEVELOP THE MOST EXTENSIVE SET OF REGULATIONS THAT THEY COULD. THERE WAS ãAGAIN, THERE WAS CONCERN BY SOME CITIES WITH REGARD TO THE 21-YEAR-OLD AGE. YOU KNOW THE FEDERAL GOVERNMENT HAS WEIGHED IN ON THAT. AND I BELIEVE PEMBROKE PINES IS WAITING FOR AN ATTORNEY GENERAL'S OPINION. BUT I THINK BASED UPON WHAT THE FEDERAL GOVERNMENT DID, BECAUSE THERE ARE SEPARATE STATE ISSUES THERE AND THE HEALTH CONCERNS RAISED I THINK OUR COMMISSION DECIDED TO MOVE FORWARD WITH IT BASED UPON VERY SPECIFIC LANGUAGE IN THE STATUTE THAT ALLOWED US TO BE MORE RESTRICTIVE THAN THE STATE LAW. NOTWITHSTANDING A SEPARATE LAW INDICATING THAT YOU HAVE TO TREAT 18-YEAR-OLDS AND 21-YEAR-OLDS THE SAME.

SO THIS IS THE ORDINANCE. IT'S EXPENSIVE, IT DEALS WITH BOTH THE SALE AND THE PURCHASE AND USE AND ALSO DEALS WITH USE AND THE CITY FACILITIES THEY ARE REGULATING IT.

IT'S EXPENSIVE AND IT'S AN AGGRESSIVE RESPONSE TO A REAL HEALTH CONCERN.

>> OKAY. SO I AM GOING TO STATE I BROUGHT THIS FORWARD IN AUGUST.

I WANTED TO ãI'VE SEEN OTHER AREAS DOING IT RAISE THE AGE TO PURCHASE VAPING ITEMS TO 21.

AND AT THE TIME, ANDY WANTED TO CHECK TO MAKE SURE ãI GUESS PEMBROKE PINES HAD DONE SOMETHING SIMILAR AND WE WANTED TO MAKE SURE IT WAS OKAY WITH THE ATTORNEY GENERAL BUT NOW ANDY IS SAYING GIVEN WHAT'S HAPPENING ON THE FEDERAL LEVEL HE FEELS WE ARE ON STRONG GROUND BECAUSE PROHIBITING VAPING WE ARE ALLOWED ãWE HAVE NOT BEEN PRINTED ON THAT SO WE WOULD LIKE TO TAKE ADVANTAGE OF THAT. THIS WILL RAISE ãYOU CANNOT PURCHASE ANY BABY PRODUCTS WITHIN THE CITY OF PARKLAND IF YOU ARE UNDER THE AGE OF 21.

[01:10:06]

AND THERE IS NO ãTHERE WILL BE NO VAPING ALLOWED IN THE PARKS OR IN ANY OF OUR MUNICIPAL

BUILDINGS >> NO USE BY ANYONE UNDER 21 AND YOU HAVE TO HAVE A SIGN INDICATING YOU'RE NOT SUPPOSED TO STOP IT WE TRY TO HIT EVERY ANGLE.

>> THAT'S GREAT.AND CONSIDERING THIS IT IS BECOMING MORE AND MORE OF AN EPIDEMIC THROUGHOUT THE COUNTRY, I THINK IT'S GOOD WE ARE DOING THIS. WITH THAT I WILL OPEN IT UP TO THE PUBLIC. THIS IS ON SECOND READING. ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON THIS AGENDA ITEM, COME FORWARD SEEING NO ONE FROM THE PUBLIC I

AM CLOSING TO THE PUBLIC AN OPENING TO THE COMMISSION >> MOTION TO APPROVE

>> SECOND >> OF A MOTION BY COMMISSIONER CUTLER AND A SECOND BY VICE MAYOR MAYORSON. ROLL CALL, PLEASE.

>> PLEASE SHOW IT PASSES UNANIMOUSLY. NEXT ON THE AGENDA IS ITEM 8C ORDINANCE 20 2001 ANNEXING THE BEASLEY PARCEL INTO THE CITY OF PARKLAND SECOND READING.

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA PROVIDING FOR THE ANNEXATION INTO THE CORPORATE LIMITS OF THE CITY OF PARKLAND OF APPROXIMATELY 25 ACRES LOCATED IN THE NORTHEAST CORNER OF NOB HILL ROAD AND HILLSBOROUGH BOULEVARD IMITATING PROVISIONS FOR IMPLEMENTATION IN FILINGS WITH THE APPROPRIATE GOVERNMENTAL AGENCIES. PROVIDING FOR INCLUSION IN THE CITY CODE PROVIDING FOR SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE.

>> SO IN THE HISTORY ON THIS IS DURING OUR STRATEGIC PLANNING BUDGETING BACK IN THE SUMMER OF 2018, IT WAS BROUGHT UP THAT SINCE WE HAD THE 12 ACRES NEXT TO THIS PROPERTY WHEN I LOOKED INTO PURCHASING THE BEASLEY PROPERTY. THAT WAS CLOSED ON IN DECEMBER, BUT THAT'S UNINCORPORATED PROPERTIES BEFORE THE CITY TO BE ABLE TO DO ANYTHING WHETHER WE HAVE TO MAKE SURE IT'S WITHIN OUR CITY LIMITS AND THE ONLY WAY THAT CAN BE DONE IS

THROUGH AN ANNEXATION BILL. >> YES. >> AND SO WE HAVE TO MAKE SURE THAT THIS IS JUST TO APPROVE THAT PROCESS SO THAT THEN IT CAN GO AND HOPEFULLY BE APPROVED BY THE LEGISLATURE. AND WITH THAT I WILL OPEN TO THE PUBLIC IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON THE SUBJECT ITEM, PLEASE COME FORWARD.

SEEING NO ONE FROM THE PUBLIC I'M CLOSING TO THE PUBLIC AN OPENING TO THE COMMISSION

>> MOTION TO APPROVE >> JUST TO FOLLOW UP, SO ONCE THIS IS SIGNED, WE CAN SEND IT

DIRECTLY TO THE DELEGATION AND HAVE THEM ã >> THEY DID TO HOLD A HEARING

>> UP IN TALLAHASSEE. IT'S UNUSUAL BUT WE ARE TRYING TO MOVE IT SO WE CAN GET IT IN

BY SEPTEMBER 15. >> HOPING THEY WILL HAVE A HEARING

>> I SPOKE TO A REPRESENTATIVE JONES AND HE SAID AS SOON AS YOU HAVE IT SIGNED SEND IT TO

HIM AND HE WILL TRY TO GET A HEARING FOR >> THEY ARE ALL AWARE OF IT.

>> OKAY. >> SECOND. >> COMMISSIONER WALKER AND ROLL CALL, PLEASE.

SEND IT RIGHT TO OUR STATE REP. 8D IS THE CITY CLERK SELECTION. COMMISSIONER KAGAN WAS NOT FEELING WELL AND IN AN ABUNDANCE OF CAUTION SHE IS BEING LOOKED AT.

DO WE WANT TO PROCEED WITH THIS? GIVEN THAT SHE'S NOT HERE?

I'M NOT SURE I FEEL COMFORTABLE WITH THAT. >> THAT IS UP TO YOU.

>> LET'S TABLE IT >> AND WE NEED A CAR BUT I DON'T FEEL COMFORTABLE IF WE ARE NOT ALL OF US HERE SINCE THIS IS OUR DECISION AND THE CLERK WORKS FOR ALL FIVE OF US.

DOES THAT MEAN YOU A GREAT COMBAT >> MOTION TO TABLE

>> UNTIL THE NEXT MEETING >> ARE YOU OKAY WITH THAT, STEPHANIE?

>> SHE'S DOING A GREAT JOB. SEE WE HAVE SUCH CONFIDENCE IN YOU THAT THERE WAS NOT EVEN A HESITATION. LET'S MOTION TO DEFER TO THE NEXT MEETING

>> SECOND. >> I HAVE A MOTION BY VICE MAYOR MAYORSON AND A SECOND BY COMMISSIONER CUTLER. ROLL CALL?

>> PLEASE SHOW IT PASSES UNANIMOUSLY THAT WE WILL BE DEFERRING THIS TO THE NEXT MEETING. COULD WE MAKE SURE TO NOTIFY ALL OF THE APPLICANTS TOMORROW TO LET THEM KNOW THERE WAS A MEDICAL EMERGENCY AND THAT'S WHY WE WEREN'T ABLE ãWE DIDN'T WANT TO MOVE FORWARD WITHOUT A FULL DAY US. THANK YOU VERY MUCH.

NEXT ON THE AGENDA ARE COMMENTS BY THE CORAL SPRINGS PARKLAND FIRE DEPARTMENT AND OUR

[Item 9]

[01:15:04]

BRAND-NEW CHIEF WHO JUST GOT SWORN IN TODAY, MIKE MCNALLY. AND FOR THOSE WHO MIGHT NOT KNOW, I MET MIKE 18-ISH YEARS AGO WHEN HE WAS PART OF THE PARKLAND PUBLIC SAFETY DEPARTMENT. SO JUST FOR THE HISTORICAL REFERENCE, PARKLAND NEVER HAD ITS OWN POLICE DEPARTMENT. WE HAD A PARKLAND PUBLIC SAFETY DEPARTMENT WHICH MEANS THEY

WERE PUBLIC SAFETY AND FIRE. >> I GOT TO LIVE WITH CAPTAIN MULLIGAN AND I GOT TO DO THE

FIRE STUFF >> I KNOW HE'S THE FIRE ONE. >> YES.

I STARTED IN FIRE 93. IN THE PUBLIC SAFETY OFFICER IN 2001, SO IT'S BEEN A HECK OF A JOURNEY. I HAVE ENJOYED WORKING WITH STAFF OVER THE LAST SIX YEARS THOUGH I MAY NOT BE PRESENT AT ALL THE MEETINGS BECAUSE OF OTHER OBLIGATIONS WE ARE IN THE PROCESS OF SELECTING OUR DEPUTY CHIEF AND DOING INTERVIEWS TOMORROW WE WILL HAVE TWO DEPUTIES CHIEFS SO YOU WILL HAVE SOMEONE APPOINTED TO YOU GUYS REAL SOON MY GOAL IS TO HAVE THOSE SELECTED BY FRIDAY AFTERNOON SO THAT WAY WE DON'T HAVE ANY HICCUPS IN THE ROAD.

IT'S A GREAT HONOR TO BE HERE BEFORE YOU. IT'S BEEN AN AMAZING JOURNEY WORKING WITH STAFF AND WORKING WITH CITY MANAGER. WE HAVE A GREAT RELATIONSHIP.

YOU HAVE AN AMAZING DEPARTMENT. I'M NOT SAYING THAT BECAUSE I'VE BEEN PART OF IT, BUT WE DO. THE DEPARTMENT IS IN GREAT HANDS AND NOT BECAUSE IT'S ME.

IT'S BECAUSE IT'S OUR ORGANIZATION. I SAID THIS OPENLY.

THE SHIP IS SAILING. WE HAVE AN AMAZING RELATIONSHIP WITH CAPTAIN MULLIGAN I WAS HOPING TO CONGRATULATE CAPTAIN HEIGHTMAN. IT'S CRUCIAL IN YEARS PAST THERE WERE BATTLES BETWEEN POLICE AND FIRE BUT IN OUR CASE IT HASN'T HAPPENED BETWEEN OUR POLICE DEPARTMENT AND THE SHERIFF'S OFFICE SO WE LOOK FORWARD TO CONTINUING ON THAT RELATIONSHIP AS THAT PERTAINS. I COME BEFORE YOU TO JUST GIVE A BRIEF UPDATE ON THE CORONAVIRUS. IT'S SOMETHING WE ARE MONITORING OUR EMERGENCY MANAGER ALEX FALCONE OUR EMS CHIEF AND WE ARE MONITORING ON A DAILY BASIS.

I WOULD TO GIVE YOU A QUICK UPDATE ON IT. IT'S CONSIDERED THE TITLE IS 2019 THE CORONAVIRUS. IT'S ORIGINATED ãIT WAS FIRST DETECTED IN THE WUHAN AREA AND CHINA. IT CAUSES A RESPIRATORY ILLNESS IN PEOPLE AND CAN SPREAD FROM PERSON TO PERSON. SO SOME OF THE SIGNS AND SYMPTOMS AS MILD TO SEVERE RESPIRATORY ILLNESS WITH SYMPTOMS OF FEVER. MAIN FACTOR IS FLULIKE SYMPTOMS AND A COUGH OR SHORTNESS OF BREATH. SO KIND OF GIVE YOU ãI PULLED STATS WHEN WE FIRST CAME IN BECAUSE STOCKS WHICH ARE BEING MONITORED YOU CAN FIND UPDATED STUFF ON JOHN HOPKINS WORLD MAP. BUT WHAT I PULLED WHAT PERTAINS TO THE UNITED STATES AND CURRENTLY THERE STILL ARE NO CASES IN FLORIDA.

THERE ARE 12 TOTAL CASES IN THE UNITED STATES THAT HAVE CONFIRMED.

THEY HAVE SET UP 20 AIRPORTS THAT ARE MAIN SCREENING AIRPORTS FOR PEOPLE AND A COUPLE OF MILITARY BASES FOR QUARANTINE IF NECESSARY FOR A 14 DAY PERIOD FOR ANYBODY SUSPECTED OF IT UNTIL THEY CAN GET CONFIRMATION OF THOSE RESULTS.

THE EASIEST THING IS ã PREVENTATIVE MEASURES IS THAT WHAT YOU DO WITH THE FLU SO WASHING YOUR HANDS, AVOID CLOSE CONTACT WITH SICK PEOPLE. IF YOU ARE IN CONTACT OR HAVE TRAVELED TO CHINA OR THE DISTRICT IN THE AREA TO MONITOR THAT CLOSELY.

STAY HOME IF YOU ARE SICK AND COVER YOUR MOUTH WINDOWS WHEN YOU COUGH OR SNEEZE.

IF THE SAME TYPE OF PREVENTATIVE THINGS THAT WE RECOMMEND FROM THE FLU ANYWAY.

THE CDC HAS GREAT INFORMATION TO PUT OUT. WE ARE IN THE PROCESS OF EVALUATING SOME MORE STUFF COMING IN AND WE ARE GOING TO BE PUSHING STUFF OUT.

I'M WORKING WITH TODD ON OUR CITY PIO WILL BE THE LEAD FOR THIS NOT THE FIRE DEPARTMENT OR THE POLICE DEPARTMENT. ANYTHING WE PUSH UP THROUGH OUR SOCIAL MEDIA HE WILL KNOW ABOUT IT AND THEN YOU WILL BE SHARING THAT INFORMATION. ANY QUESTIONS?

>> GREAT JOB. >> I HAD A CALL FROM THE STATE OF FLORIDA THE OTHER DAY.

JULIE IS THE DIRECTOR UNDER THE CFO AND A COUPLE OF OTHERS CONGRATULATING ME AND THEY SAID IF THERE'S ANYTHING WE CAN DO LET ME KNOW. I SAID HOW ABOUT YOU KEEP THE

CORONAVIRUS OUT OF FLORIDA SO I DON'T DEAL WITH THE PANDEMIC. >> THEN YOU COULD HANDLE IT.

THANK YOU SO MUCH. >> THANK YOU. >> COMMENTS BY THE CITY

[Item 11]

MANAGER? >> YES, I JUST WANTED TO LET YOU KNOW THAT ONE OF OUR TASKS FROM THE C.P.S. REPORT WAS TO HIRE A PUBLIC SAFETY ADVISOR TO LOOK AT BOTH OUR POLICE AND FIRE SERVICES AND TO HELP GUIDE. WE WERE VERY UNSUCCESSFUL, UNFORTUNATELY, WITH THE FORMAL RFP PROCESS. WE ONLY RECEIVED ONE APPLICANT

[01:20:02]

AND THE COMMITTEE AND WE REVIEWED THAT APPLICANT AND THEY FELT THAT THEY WEREN'T QUALIFIED FOR THE TYPE OF WORK THAT WE WERE LOOKING FOR. SO WHAT I WOULD LIKE TO DO TO MOVE FORWARD IS LOOK AT HIRING A PART-TIME PUBLIC SAFETY ADVISOR IS ACTUALLY A PART-TIME POSITION AND PAY THEM HOURLY. I BELIEVE WE WILL HAVE MORE SUCCESS THAT WAY.

I'M JUST LETTING YOU KNOW IF YOU DON'T OBJECT, I'D LIKE TO MOVE FORWARD WITH THAT

>> I THINK THAT'S THE BETTER WAY TO GO. >> THANK YOU.

THAT'S IT. >> COMMENTS BY THE CITY ATTORNEY?

>> NO COMMENTS OTHER THAN ANTHONY WILL COVER FOR ME AT THE NEXT MEETING.

>> OKAY. THANK YOU VERY MUCH. AND WITH THAT DO WE HAVE A

MOTION TO ADJOURN? >> SO MOVED. >> ANYONE ELSE?

>> SECOND.
