COMMENTS FROM THE PUBLIC ON A NON-AGENDA ITEM.

IF THERE IS ANYBODY WHO WOULD LIKE TO SPEAK ON A NON-AGENDA I'M. PLEASE COME FORWARD.

NAME AND ADDRESS FOR THE RECORD PLEASE.

>> GOOD EVENING. I'D LIKE TO SAY A FEW THINGS ABOUT THE PROPOSED ORDINANCE BY THE COUNTY REGARDING SEPTIC SYSTEMS. I WAS BORN AND RAISED IN OHIO ON A FARM WITH ASEPTICISM. NEVER HAD ANY PROBLEMS WITH IT.

I SURVIVED. OUR WATER SYSTEM WAS NOT CONTAMINATED. I'VE LIVED IN PINE TREE FOR 25 YEARS OR MORE. SEPTIC SYSTEM.

NO PROBLEM. WATER IS FINE.

MOST OF THE PEOPLE IN PINE TREE I KNOW OF KNOW THOUSAND TREAT A SEPTIC SYSTEM HAVE NO PROBLEMS. THE SCIENCE BEHIND THE PROPOSED RESOLUTION OR WHATEVER THEY ARE PROPOSED IS NOT BASED ON SCIENCE.

MY BACKGROUND IS PHARMACEUTICAL RESEARCH.

RESEARCH AND DEVELOPMENT. AND I KNOW A LITTLE BIT ABOUT PATH GENERALS. WE GET MORE PATH GENERALLIC CONTAMINATION FROM THE WILDLIFE THAN FROM ANY SEPTIC SYSTEM.

THAT GOES INTO OUR LAKES AND RIVERS.

AND YET WE SURVIVE BECAUSE WE HAVE WATER TREATMENT SYSTEMS FOR THE MUNICIPALITIES AND OUR WELL SYSTEMS ARE DEEP ENOUGH THAT THEY ARE NOT CONTAMINATED BY SURFACE WATER IN MOST CASES.

THE PURVIEW OF THIS ORDINANCE SHOULD NOT BE WITH THE COUNTY.

IT SHOULD BE WITH THE LOCAL MUNICIPALITIES.

IT WOULD BE FAR MORE SCIENTIFIC TO DO IT THAT WAY BECAUSE YOU HAVE CONTROL OVER YOUR OWN REGION.

I DON'T LIKE BEING REGULATED. ON OCCASION IT IS NECESSARY.

IF ANY OF YOU DON'T YET HAVE AN OPINION ON THIS ORDINANCE, I'D BE HAPPY TO DISCUSS IT WITH YOU AT LENGTH IN PRIVATE AT YOUR OWN CONVENIENCE. I WOULD HOPE YOU WOULD DO ALL THAT YOU CAN TO PERSUADE YOUR COUNTY COMMISSIONERS AS I AM GOING TO DO TO VOTE TO DISCARD OR NOT CONSIDER THIS RESOLUTION AT ALL. THIS ORDINANCE.

IT'S PURELY ENVIRONMENTAL ACTIVIST THAT ARE GOING NUTS.

I CAN'T PUT IT ANY OTHER WAYTA HAS BEEN.

WAYTHAN THAT. WE DON'T NEED LEGISLATION.

>> THIS IS A BROWARD COUNTY ORDINANCE THAT WOULD TAKE OUT RURAL RANCHES AND ESCAMBIA STATES EXCEPTION AND REQUIRING CONNECTIONS RESIDENTS TO CONNECT.

WE HAD A WORKSHOP PRIOR TO THIS ON IT.

THE CONSENSUS IS WE ARE NOT IN FAVOR OF THIS ORDINANCE AND VICE MAYOR WHO IS OUR REPRESENTATIVE ON THE BROWARD LEAGUE OF CITIES WILL BE COMMUNICATING THAT CONSENSUS WHEN THEY HAVE THEIR

[00:05:01]

MEETING DISCUSSING THIS ORDINANCE.

THANK YOU. ANYBODY ELSE FROM THE AUDIENCE LIKE TO SPEAK ON A NON-AGENDA ITEM.

>> THANK YOU MAYOR. NOT USED TO THAT.

IT'S USUALLY THE OTHER END. I'D LIKE TO SAY HELLO AND WELCOME TO A NEW DECADE. I FEEL VERY FORTUNATE TO BE SITTING UP HERE AND ABLE TO SERVE THE CITY OF PARKLAND IN WHICH I HAVE ENJOYED SERVING FOR MANY YEARS.

I'M VERY PROUD TO CONTINUE TO BE ABLE TO DO THIS GOING INTO THE NEW DECADE. OUR KIDS ARE BACK IN SCHOOL WHICH IS GREAT. IT WAS REALLY ENJOYABLE HAVING THE PROCLAMATIONS AND ONE WAS NEAR AND DEAR TO MY HEART WHICH WAS DRAMA. MY DAUGHTER WAS PART OF THAT PROGRAM FOR MANY YEARS. I DIDN'T GET TO THROW SNOW BALLS AT MY COLLEAGUES WHICH I WOULD HAVE ENJOYED DOING BUT I WAS HOME IN BED WITH TISSUES AND A COLD AND COUGH.

I HOPE EVERYBODY WHO HAD IT IS OVER IT.

WE'VE BEEN GETTING A LOT OF REALLY GREAT FEEDBACK FROM THE RESIDENTS ON VERY RANDOM THINGS. IF THERE ARE ANY RESIDENTS OUT THERE LISTENING I WANT TO SAY THANK YOU FOR REACHING OUT AND SHARING WITH US BECAUSE WE CAN'T SERVE YOU WITHOUT KNOWING WHAT YOUR NEEDS AND YOUR THOUGHTS ARE.

SO THAT IS GREATLY APPRECIATED. EVERYBODY WHO YOU SEE SITTING UP HERE ATTENDED SOMETHING THAT WAS DIFFICULT FOR ME TO ATTEND AND EMOTIONAL AND IT WAS THE OPENING OF PRINCESS MEADOWS PLAYGROUND.

IT WAS A VERY ENLIGHTNING HAPPY YET SAD YET REALLY AWAKENING FEELING. AND IT WAS REALLY NICE TO KNOW THAT THAT PLAYGROUND IS GOING TO BE THERE FOR SO MANY YEARS TO COME FOR CHILDREN TO LAUGH AND PLAY AND HAVE A WONDER.

TIME. I'M LOOKING FORWARD TO HEARING IF IDEAS MOVING FORWARD TO HAVE A PERMANENT MEMORIAL HERE IN THE CITY OF PARKLAND BECAUSE I FEEL THAT IS SOMETHING THAT MANY OF THE RESIDENTS WANT AND I THINK THAT WE HAVE A LOT OF OPTIONS TO LOOK FORWARD TO HEARING ABOUT. EITHER WITHIN A PARK THAT WE CURRENTLY HAVE OR A FUTURE PARK OR OTHER AREAS THAT I'M LOOKING FORWARD TO HEARING WHAT THE IDEAS OF THAT COMMITTEE ARE.

EAGLES HAVEN HAS GREAT THINGS COMING UP.

THEY ARE WORKING ON WORKSHOPS FOR MIND, BODY AND SPIRIT WHICH IS A REALLY WONDERFUL WAY TO HEAL AND PROGRESS.

MANY OF THEM REQUIRE A PREREGISTRATION.

IF YOU ARE INTERESTED IN ATTENDING YOU CAN STOP BY OR GIVE THEM A CALL AND THEY WILL BE THERE.

VICE MAYOR IS OUR REPRESENTATIVE AND I'M REALLY LOOKING FORWARD TO FINDING OUT WHAT HAPPENS AFTER THE COMMITTEE MEEKS IN TWO WEEK TONS WORKING GROUP AND THE TECHNOLOGY GROUP.

THAT IS VERY INTERESTING AND I CAN'T WAIT TO SEE WHAT THEY COME UP WITH. WE ARE LIVE STREAMING TONIGHT FOR THE FIRST TIMEFUL I WANT TO THANK YOU JEN FOR GETTING US READY. I'M A LITTLE NERVOUS BUT I'M GLAD WE HAVE THE OPPORTUNITY TO GET THE INFORMATION OUT TO EVERYBODY. I DO HAVE A QUESTION THOUGH AND I DON'T KNOW IF IT WOULD BE YOU OR NANCY TO LOOK INTO IT.

WE'RE NOT STREAMING I THINK THE PROCLAMATIONS.

[00:10:03]

I BELIEVE THAT'S CORRECT. >> AT THIS POINT WE'RE ONLY STREAMING OUR ACTUAL WORKSHOP MEETINGS AND REGULAR MEETINGS.

>> I WOULD LIKE IF WE COULD LOOK INTO THAT BECAUSE I THINK ALL OF THE FAMILIES AND PEOPLE WOULD LOVE AN OPPORTUNITY TO BE ABLE TO HOP ON THE LINK AND SHARE THIS WITH OTHER FAMILY MEMBERS AND SHARE ALL OF THE WONDERFUL THINGS THAT GO ON ON A REGULAR BASIS WITH OUR STUDENTS AND OUR TEACHERS AND OUR SCHOOLS AND OUR VOLUNTEERS. SO I KNOW WHAT A WONDERFUL STEP THIS IS GOING TO BE. I WISH YOU THE BEST.

AND THEY ARE VERY LUCKY TO HAVE YOU AND I'M VERY SAD BUT VERY HAPPY. AND BEST TO YOU.

THANK YOU. >> NORMALLY WE TALK ABOUT CITY BUSINESS. WE'LL TALK ABOUT THOSE THINGS.

I'M SURE WE'RE GOING TO DO THAT. I WANT TO FOCUS ON A BIGGER PICTURE. GIVEN WHAT OUR COMMUNITY HAS BEEN THROUGH SINCE 2018 AND THE FACT WE ARE APPROACHING 2014 AND IT IS A GIVEN. I SPOKE WITH PEOPLE THAT HAVE CONCERN ABOUT THE FUTURE OF OUR COUNTRY AND THE OUTLOOK WE FACE.

ARE WE LOOKING AT ENVIRONMENTAL CAT.S.A. NORTHEAST THAT WILL CHANGE THE WORLD IN THE FUTURE. ARE WE LOOKING AT A WAR? WILL THE ESCALATIONS BETWEEN COUNTRIES BRING ABOUT WORLD WAR THREE? WILL MY CHILDREN WHO ARE IN THE MILITARY BE SHIPPED OVERSEAS TO FIGHT.

LOTS OF QUESTIONS AND CONCERNS. THESE ARE NOT NEW QUESTIONS.

THEY ARE BEING ASKED BY NOT JUST ADULTS BUT CHILDREN AS WELL.

IN FACT STUDIES INTO THE PERCEPTIONS OF ADULTS AND CHILDREN FROM A MEDICAL AND PSYCHOLOGICAL STANDPOINT HAVE BEEN DONE REGARDING THIS KIND OF CONCERN AND DILEMMA.

HARVARD PROFESSOR STATED THE PRESENCE OF NUCLEAR WEAPONS AND THE THREAT OF NUCLEAR WAR ARE MAJOR REALITIES IN OUR SOCIETY TODAY AND WILL CONTINUE TO BE SO IN THE FUTURE.

REGARDLESS OF WHETHER THE PERCENTAGE OF YOUNGSTERS SERIOUSLY CONCERNED THIS REPRESENTS A VERY LARGE NUMBER OF YOUNGSTERS. THAT NUMBER IS LIKELY TO INCREASE. THE DATA TO DATE STRONGLY INDICATE THIS YOUNG PEOPLE ARE NOT RECEIVING SYSTEMATIC EDUCATION ABOUT THIS DIFFICULT ISSUE.

THOSE THAT ARE CONCERNED PRIMARILY FIND OUT ABOUT IT THROUGH THE MEDIA. AND THEY ARE DEEPLY TROUBLED BY WHAT THEY FIND. THEY ARE ALONE WITH THOSE FEARS.

IT IS TRUE THIS ISSUE OF THE IMMENSE DESTRUCTIVENESS OF NUCLEAR WEAPONS AND THE POSSIBILITY OF THE DESTRUCTION OF THE ENTIRE WORLD IS A CRUCIAL ISSUE.

AND MUST REMAIN IN THE FOREFRONT OF THE ISSUES CONSIDERED IN OUR DEMOCRATIC SOCIETY. THE USUAL MEDIA PRESENTATION WHETHER PRINT OR VISUAL COMPUTER OR TV OR MOVIES IS A PARTIAL AND INCOMPLETED WAY FOR YOUNG TERES TO BECOME EDUCATED ABOUT THIS ISSUE. MOST MEDIA PRESENTATION ARE NOT GENERAL DISCUSSIONS BUT NEWS ITEMS FOCUSND TO PARTICULAR SUBJECT OF THE DAY. THEY ARE OFTEN VISUALLY DRAMATIC. THIS DOES NOT PROVIDE ANY SYSTEMATIC OVERVIEW OF THE PROBLEMS OF THE ISSUES NOR DOES IT TRANSMIT TO YOUNG PEOPLE ANY SENSE OF HOW THE DEAL WITH THE ISSUES, HOW TO DISCUSS THEM WITH OTHERS OR UNDERSTAND THEM.

THE EXCEPTION TO THIS ARE MEDIA PRESENTATIONS SPECIFICALLY FOCUSED ON EDUCATION AND SOME OF THESE ARE QUITE HELPFUL BEYOND THE MEDIA MOST AREAS IN THE NUCLEAR AREAS TOUCHED UPON IN FICTION, TELEVISION, DRAMAS, VIDEO GAMES OF DESTRUCTION AND SO FORTH. THE A JUDGESTERS BECOME AWARE OF THE NUCLEAR ISSUES CONTRIBUTES TO THEIR HELPLESSNESS AND

[00:15:01]

HOPELESSNESS THERE. IS A GREAT NEED FOR MORE SYSTEMATIC EDUCATION. IT IS ESSENTIAL OUR YOUNG PEOPLE ARE NOT LEFT ALONE WITH THEIR FARE FEARS.

IT IS ESSENTIAL THEY MAKE CONTACT WITH OTHERS WHO ARE WILLING TO HEAR THEM AND SHARE THEIR CONCERNS.

EDUCATION MUST TAKE PLACE ANYWAY CONTEXT THAT IS IN AVIATIONSHIP WHICH ALLOWS BACK AND FORTH QUESTIONING AND WHICH ALSO TAKES PLACE OVER TIME. THE CONTEXT MAY BE PROVIDED BY SCHOOL, MEDIA PRESENTATIONS, FOLLOWUP DISCUSSION, PARENTS, DOCTORS, EDUCATORS AND OTHERS. WHAT IS NECESSARY FOR THOSE PROVIDING THE EDUCATION IS KNOWLEDGE OF THE ISSUE, SENSITIVITY TO THE PROCESSES OF WORKING THROUGH PAINFUL FEELINGS AND A LOCAL TONS COME TO GRIPS WITH THAT NEAR THE YOUNGSTERS ARE VOICING. THE MOST IMPORTANT COMPONENT OF EDUCATION IS MAKING YOUNGSTERS AWARE THEY ARE NOT POWERLESS, THEIR ACTIONS ARE IMPORTANT AND THEY ADMIT THEY DO MAKE A DIFFERENCE ON THIS ISSUE AS ON OTHER ISSUES IN OUR DEMOCRACY.

FROM A PSYCHOLOGICAL POINT OF VIEW, THE PSYCHOLOGICAL CO-COMMITMENTS OF PARTIAL AND INCOMPLETE AWARENESS OF THE NUCLEAR ISSUE ARE HELPLESSNESS AND HOPELESSNESS WHICH OFTEN LEAD TO INACTIVITY AND TO PARALYSIS.

IT IS ESSENTIAL TO COUNTER ACT THESE FEELINGS THROUGH EDUCATION. WE HAVE SEEN THAT IN THIS COMMUNITY. THIS COMMUNITY HAS TAKEN ACTION AFTER TRAUMA AND NOT BEEN HELPLESS OR HOPELESS.

THE COMPLEXITIES OF WHAT IS GOING ON TODAY WITH THE WORLD AND THE FEAR THESE COMPLEXITIES AND GENDER ARE NOT TO BE TAKEN LIGHTLY BY EITHER OUR CHILDREN OR THE ADULTS IN OUR COMMUNITY.

IS THIS IS PARTICULARLY TRUE IN OUR COMMUNITY AT THIS TIME.

THERE ARE A LOT OF GOOD COMMITTED HELPFUL PEOPLE IN OUR COMMUNITY THAT ARE THERE FOR YOU.

FOR THOSE SEEKING TREATMENT AND IMMEDIATE ATTENTION OR INFORMATION 24/7 CALL 211. ALSO LISTED THERE ARE LOTS OF OTHER CONTACT NUMBERS. I ENCOURAGE YOU PLEASE USE THEM.

LET'S TAKE CARE OF EACH OTHER. LET'S TAKE ON THESE CHALLENGES TO OUR FUTURE IN A KIND AND COMPASSIONATE WAY.

SPEAK TO EACH OTHER CIVILLY. TALK TO YOUR CHILDREN AND OPEN A DIALOGUE THAT WILL HELP ALAY YOUR FEARS AND THEIR OWN.

YOUR COMMISSIONERS AND THE MAYOR ARE HAPPY TO HELP IN ANY WAY POSSIBLE. DO NOT BE AFRAID TO REACH OUT THE US. PARKLAND IS A UNIQUE PLACE FOR ITS PEOPLE WHO WILL CONTINUE TO BE SHINING EXAMPLES.

THANK YOU VERY MUCH. >>

>> SAW THIS SHINING FACE AND I HAD TO SAY SOMETHING.

I'M SORRY. I WANT TO OF COURSE MIRROR EVERYTHING THAT STAYSY SAID. YOU HAVE TRULY BEEN AN OUTSTANDING MEMBER OF THE TEAM. IT'S BEEN AMAZING.

YOU'VE KEPT US ALL ON TRACK AND UP TO DATE ON EVERYTHING.

YOU'VE BEEN THERE DURING NORMAL HOURS AND DURING AFTER HOURS.

AND I AM SADDENED BY YOUR LEAVING.

I AM GLADDENED BY THE FACT THAT YOU HAVE INDICATED THIS IS A GOOD MOVE FOR YOU. AND THAT IT'S GOING TO HELP YOU IN THE FUTURE. I WISH YOU ONLY THE BEST.

AND I ENCOURAGE YOU TO REMEMBER US.

>> THANK YOU MAYOR AND COMMISSIONERS.

I WANT TO ECHO WHAT KEN AND STACY SAID.% I KNOW WE'VE ONLY BEEN WORKING TOGETHER A LITTLE OVER A YEAR.

IT FEELS LONGER THAN THAT. I'M VERY EXCITED.

THIS IS A GOOD MOVE FOR YOU. THIS IS GREAT.

YOU DESERVE IT. LOOKING FORWARD TO SEEING WHO IS

[00:20:01]

GOING TO TRY TO FILL YOUR SHOES COMING NEXT.

I WANTED TO WISH EVERYBODY A HAPPY HOLIDAY SEASON.

HOPEFULLY EVERYBODY ENJOYED THEIR TIME OFF AND I WISH EVERYBODY HAPPY NEW YEAR, LOOKING FORWARD TO A GREAT YEAR IN THE CITY OF PARKLAND. I DID GO TO SNOW FEST.

IT WAS GREAT. WE GOT TO GO DOWN THE SLIDE.

THE WEATHER WASN'T GREAT SO THE TURNOUT WASN'T HA IT NORMALLY IS WHICH IS DISAPPOINTING FOR THOSE WHO WOULD NOT ATTEND.

FOR THOSE OF US WHO WERE THERE WE GOT A LITTLE EXTRA TIME ON THE SLIDES AND EXTRA SNOWBALLS. IT'S A GIVE AND TAKE ON THAT.

I DID ATTEND THE RIBBON CUTTING FOR THE MEADOW PLAYGROUND.

THAT WAS A VERY EMOTIONAL CEREMONY.

IT'S MAZING TO SEE THE FAMILIES CONTINUE TO STAY POSITIVE.

CONTINUE TO STAY ONE OF THE THINGS AIMPRESSES ME THE MOST IS THEY ARE ALWAYS POSITIVE. NO MATTER WHAT THEY GO THROUGH, THEY CONTINUE TO STAY POSITIVE. HE HIT A LOT OF GOOD POINTS.

I THINK POSITIVITY IS SOMETHING PEOPLE TEND TO FORGET.

AS LONG AS WE STAY POSITIVE, THINGS WILL NORMALLY WORK OUT.

IT MAY NOT GO NECESSARILY IN YOUR WAY THIS TIME BUT IF WE STAY POSITIVE AND STAY FOCUSED IN DOING WHAT IS RIGHT, AT THE END OF THE DAY EVERYTHING WILL WORK OUT JUST FINE.

THAT'S BASICALLY ALL I HAVE TO SAY.

THANK YOU. >> I WANT TO WISH EVERYTHING A HAPPY NEW YEAR. I GUESS EVERYBODY CALLS 2020 THE YEAR OF THE VISION. WE'LL SEE WHAT VISIONS COME OUT OF IT. SNOW FEST I THINK WE ALL ATTENDED EXCEPT COMMISSIONER, CAN AGAN.

IT WAS A LIGHT DRIZZLE. BUT FOR THOSE WHO CAME OUT THEY ENJOYED THE ACTIVITIES. WE ALL ENJOYED GOING DOWN THE SLIDE. IT WAS UNFORTUNATE I DIDN'T GET A CHANCE TO PARTAKE IN OUR SNOWBALL FEST.

NEXT YEAR. I DID ATTEND SOME OF THE HOLIDAY CELEBRATION EVENTS THAT WERE IN THE CITY.

THERE WAS A CHRISTMAS RELATED EVENT ON CHRISTMAS EVE.

SO THEY WERE VERY WALE TENDED BY RESIDENTS.

I FOUND THEM TO BE FUN, FESTIVE AND SPIRITUAL.

SO IT WAS ENJOYABLE TO ME. I WANT TO THANK PUBLIC PARKS AND REC FOR INSTALLING THE SUN SHADE OVER THE BLEACHERS AT THE FIELD.

I ASKED FOR A CHRISTMAS PRESENT AND THEY THEY DELIVERED.

ALSO WANT TO THANK THERMOMETER RESPONDING TO THE BASKETBALL POLL ON COURT FIVE OF CAME DOWN IT WAS RUSTED AND PITTED.

THEY QUICKLY REPLACED THAT AND MOVING FORWARD THERE MIGHT BE A NEED FOR A PHASED IN REPLACEMENT PROJECT FOR SOME OF THE POLLS THAT MIGHT BE UP THERE FOR A LONG TIME.

MAYBE WE SHOULD LOOK INTO THAT. I WANT TO SAY WHEN WE WERE OUT THERE FIRST COUPLE OF NIGHTS I MENTIONED IT WAS EXTREMELY DARK ON THE CORNER AND I HEAR WE'RE GETTING A LIGHT ON THE SOUTHWEST CORNER WITHIN A VERY AUTHORITY PERIOD OF TIME THAT SOON WILL BE INSTALLED. THE FAMILY WANTED TO REMEMBER MEADOW IN A POSITIVE LIGHT AND THE PLAYGROUND CERTAINLY HAS ACCOMPLISHED THAT. A TENDED THE WASTE AND RECYCLING WORK GROUP. ONE OF THE THINGS WE DISCUSSED WAS THREE OPTIONS TO THE FORM OF GOVERNING STRUCTURE.

ONE BEING DEPENDANT. THE OTHER BEING INDEPENDENT AND THE THIRD BEING INTERLOCAL AGREEMENT WHICH TO OUR SURPRISE

[00:25:02]

MORPHED INTO BEING INDEPENDENT AND AT THE SAME TIME NOT GOING THROUGH THROUGH ANY STATE LEGISLATION.

WE ARE GOING TO LOOK AT THE OPERATION OF SOME OF THE INDEPENDENT DISTRICTS IN THE STATE.

HOW THEY WERE CREATED. WHAT POWERS THEY HAVE AS WELL AS THE LEGAL TEAM IS GOING TO KIND OF LOOK INTO THE FORM OF GOVERNANCE TO SEE THE PROS AND CONS.

THIS AFTERNOON I ATTENDED A BROWARD LEAGUE OF CITIES, BROWARD DELEGATION AND SCHOOL BOARD KIND OF WORKSHOP.

I SERVE ON THE BROWARD LEAGUE OF CITIES WORK GROUP.

AND WE TALKED ABOUT HAVING SUSTAINABLE EQUITABLE FUNDING FOR SRO. THERE SEEM TO BE POSITIVE THINGS MOVING FORWARD FROM THAT GROUP. WHEN WE GO TO TALLAHASSEE WE'RE GOING TO ARRANGE MEETINGS AND SEE IF WE CAN GET THINGS MOVING FORWARD. WE HAD THE NEXT PUERTO RICO.

I KNOW THAT SOME OF OUR COULD RECALL SPRINGS PARKLAND FIREFIGHTERS ARE OUT THERE DOWN THERE NOW.

SO I WISH THEM ONLY THE BEST AND HOPE THAT THEY ARE ABLE TO HELP THE RESIDENTS IN PUERTO RICO AND SERVE WHAT THEY NEED TO DO.

AND THEN FINALLY JEN, I'M JUST GOING TO SAY VERY BRIEFLY THANK YOU. THOSE ARE MY COMMENTS.

>> TIME FLIES. THE FARMERS MARKET WAS GREAT.

IT WAS BEAUTIFUL. I WANT TO COMPLEMENT STAFF ON THE AMAZING JOB THEY HAVE DONE WITH OUR SNOW FEST BUT ALSO WITH OUR WINTER FEST THAT WE HAD AND THE FARMERS MARKET.

THESE EVENTS THAT WE HAVE CONTINUALLY ARE A WAY FOR OUR COMMUNITY TO COME OUT FROM BEHIND THEIR DOORS FROM BEHIND THEIR GATES AND INTERACT WITH ONE ANOTHER AND CONNECT WITH ONE

ANOTHER. >> WE HAVE OUR MLK TRIBUTE COMING UP ON JANUARY TOGETHER. THERE IS AN ESSAY CONTEST OR POEM CONTEST AND VISUAL ARTS CONTEST.

ANY STUDENTS INTERESTED IN APPLYING , THE INFORMATION IS ON OUR WEBSITE AND THOSE ENTRIES ARE DUE BY JANUARY 13TH.

ADDITIONALLY ON FEBRUARY 4 WE HAVE OUR NEXT INSTALLATION OF THE BLOOMBERG PUBLIC ART PROJECT AND IT WILL BE THE BIG PICTURE RESILIENCE AND IT WILL BE PHOTOGRAPHS THAT WERE TAKEN BY MEMBERS OF OUR COMMUNITY THROUGHOUT COMMUNITY SHOWING RESILIENCE AND HEALING. THAT SHOULD BE GREAT.

THAT'S ON FEBRUARY 4TH AT 6:30 P.M.

AND THAT WILL BE AT THE COULD RECALL SPRINGS MUSEUM OF ART.

TODAY A TENDED THE BROWARD COUNTY SCHOOLS OVERSIGHT

COMMITTEE. >> ON MONDAY THE MEMORIAL COMMITTEE WHICH IS MADE UP OF REPRESENTATION FROM BROWARD COUNTY, BROWARD COUNTY SCHOOLS , THE CITY OF COULD RECALL SPRINGS , THE CITY OF PARKLAND AND THE FAMILIES HAD OUR MEETING.

THERE ARE STILL SEVERAL SITES BEING LOOKED AT.

SOME OF THEM INCLUDE TRADE WINDS PARK, NORTH COMMUNITY PARK AND AN AREA BY THE MARRIOTT. ONE OF THE BIG TOPICS THAT CAME UP THAT NEEDS TO BE ADDRESSED IS WHICH ENTITY WILL BE THE ENTITY IN CHARGE OF THE MEMORIAL, THE ONE THAT WILL BE SIGNING THINGS.

THE PLAYGROUND RIBBON CUTTING WAS BEAUTIFUL.

IT WAS JUST KIND OF REMINDING EVERYBODY THAT THE SPIRITS LIVE ONIONED THE TIME WE ARE HERE. IT'S SAD TO THINK OF THE POTENTIAL OF THE LIVES WE LOST ON FEBRUARY 14TH.

CHILDREN PLAYING ON THE PLAYGROUND.

[00:30:28]

OVER IS THE HOLIDAYS I WAS UP FOR A MUNICIPAL LEADERSHIP CONFERENCE. ONCE A YEAR THEY INVITE OFFICIALS TO JOIN THEM AT THE WHITE HOUSE FROM ALL OVER THE COUNTRY AND IT'S A GREAT WAY TO LEARN FROM SOME OF THE CHALLENGES THAT OTHER AREAS OF THE COUNTRY ARE HAVING BUT IT'S A GREAT OPPORTUNITY TO GET INFORMATION FROM THE WHITE HOUSE ON WHAT IS AVAILABLE FROM A FEDERAL LEVEL.

ONE OF THE THINGS THAT WE'RE WORKING ON AT THE U.S.

CONFERENCE OF MARRIES WITH THE SMALL CITIES IS SEEING WHAT FEDERAL GRANT OPPORTUNITIES ARE AVAILABLE TO THE SMALLER CITIES.

A LOT OF LARGER CITIES GET A LOT OF GRANTS THESE DAYS BECAUSE THEY HAVE THE PERSONNEL TO DO THE WORK AND THEY HAVE A LOT OF EXPERIENCE WITH IT. WHERE A LOT OF SMALLER CITIES ARE AT A BIG DISADVANTAGE FOR THAT.

ONE OF OUR PRIORITIES THIS YEAR IS GOING TO BE LOOKING AT HOW WE CAN GET INFORMATION TO SMALLER CITIES INCLUDING FOR EXAMPLE THE CITY OF PARKLAND OF WHAT GRANTS ARE AVAILABLE.

ESPECIALLY IN THIS DAY IN AGE ENVIRONMENTAL THINGS ARE POPULAR. THERE IS FUNDING FOR A LOT OF A COUPLE OF MONTHS AGO I BROUGHT UP AN IDEA OF THE ORDINANCE IN PARKLAND NOT ALLOWING THE SALE OF VAPING ITEMS FOR ANYONE UNDER THE AGE OF 21. WE'VE HAD SOME FEDERAL DIRECTION ON THAT. WE ALSO WANTED TO BAN VAPING IN THE PARKS. I WANT TO GET AN UPDATE FROM YOU ON WHERE YOU FEEL WE CAN PROCEED NOW WITH OUR OWN LOCAL ORDINANCE GIVEN WHAT HAS HAPPENED IN THE STATE GIVING A LITTLE MORE LOCAL CONTROL IN ADDITION TO WHAT HAS HAPPENED ON THE FEDERAL LEVEL.

>> AS YOU KNOW, WE ADOPTED ON FIRST READING ATH MOST COMP HENCE THEY'VE DEALT WITH VAPING IN PUBLIC FACILITIES.

SALE OF VAPING EQUIPMENT TO THOSE UNDER 21 AND THE USE OF VAPING. OURS EVER EXTREMELY COMPREHENSIVE. THERE WAS CONCERN IN A NUMBER OF CITIES HAVE CONCERNS. THE FEDERAL GOVERNMENT HAS WEIGHED IN ON IT. IN A MATTER EVEN THOUGH SOURCE MORE COMPREHENSIVE N. A MAN THEY'RE IS SUPPORTIVE IN THE DIRECTION WE'RE GOING. THE DECISION IN OUR STATE GOING TO DEPEND UPON THE INTERPRETATION OF AN ACT THAT SAYS YOU CAN'T DISCRIMINATE AGAINST PEOPLE BETWEEN AGE 18 AND 21 EXCEPT IN THE SALE OF ALCOHOLIC BEVERAGES.

MY FEELING IS THERE IS SUPPORT FOR THE POSITION WE'VE TAKEN.

WE WON'T KNOW UNTIL IT'S CHALLENGED.

EVEN THE ATTORNEY GENERAL'S OPINION IS NOT POSITIVE.

IT'S JUST THE OPINION OF THE ATTORNEY GENERAL'S OFFICE.

I THINK GIVEN WHAT HAS HAPPENED, I THINK IT WOULD NOT BE IMPRUDENT WITH THE CITY TO MOVE FORWARD WITH THE ORDINANCE AND SCHEDULE A SECOND READING AND SEE WHERE IT GOES AND DEAL WITH IF ANYONE WANTS TO CHALLENGE IT. I HAVE A FEELING THAT WE CAN SEE THINGS ARE MOVING IN OUR DIRECTION AT LEAST.

I THINK IT WOULD NOT BE IMPRUDENT TO MOVE FORWARD WITH

THE SECOND READING. >> I'LL ASK THAT GET PUT ON OUR FUTURE GENERAL DA FOR A SECOND READING ON THAT.

AND LAST BUT NOT LEAST JEN THANK YOU SO MUCH FOR ALL YOU'VE DONE FOR US OVER THE LAST SEVERAL YEARS.

JEN HAS BEEN OUR CLERK FOR ALMOST FIVE YEARS.

SHE'S DONE A PHENOMENAL JOB WITH THAT OFFICE, WITH OUR RECORDKEEPING, MAKING SURE ALL THE FORMS ARE FILED, OUR MINUTE VERSUS BEEN ON TIME AND VERY ON POINT.

WE APPRECIATE YOUR PROFESSIONALISM.

THE WAY YOU HAVE ORGANIZED THAT OFFICE SO WELL.

AND JUST HOW YOU SHOW UP WITH A SMILE EVERY DAY GOOD DAYS OR BAD DAYS. I WANT TO THANK YOU AND I WANT TO WISH YOU ALL THE BEST ON YOUR NEW ENDEAVORS.

THEY ARE VERY LUCK DO I HAVE YOU.

ONE LAST THING BEFORE I FORGET TO REITERATE SOME OF THE THINGS

[00:35:04]

THAT COMMISSIONER CUTLER MENTIONED AND OTHERS.

AS WEATHER SERVICE APPROACH FEBRUARY 14.

IT'S REALLY IMPORTANT THAT PEOPLE CHECK IN ON THEIR FAMILIES, THEIR NEIGHBORS, THEIR FRIENDS.

TRAUMA IS NOT SOMETHING TO MESS AROUND WITH OR TAKE LIGHTLY.

I DON'T KNOW ANYBODY WHO BREAKS THEIR ARM AND SAYS WAIT AND IT WILL GO AWAY ON ITS OWN. TRAUMA DOESN'T GO AWAY ON ITS OWN EITHER. EAG IS ALSO A FREE RESOURCE IN THIS COMMUNITY THAT CAN CONNECT PEOPLE WITH ADDITIONAL FREE RESOURCE IFS THEY ARE NEEDED. IT DOESN'T HURT ANYONE TO CHECK IN ON THEIR FAMILY MEMBERS AND FRIENDS WHICH YOU CAN'T BE AT YOUR BEST. YOU CAN'T BE STRONG IF YOU ARE NOT MAKING SURE YOU ARE GETTING THE SUPPORT THAT YOU NEED.

AND PARENTS, IT'S OUR DUTY TO MAKE SURE THAT WE ARE GIVING A POSITIVE EXAMPLE TO OUR CHILDREN ABOUT WHAT WELLNESS IS AND WHAT HEALTH IS BOTH PHYSICAL AND MENTAL.

IT IS OUR DUTY TO MAKE SURE THAT WE ARE PROVIDING THE EXAMPLE AND MAKING SURE WE'RE TAKING CARE OF OURSELF.

THANK YOU VERY MUCH. WITH THAT I WILL CLOSE.

>> I JUST HAVE ONE QUESTION RELATIVE TO ONE OF THE THINGS YOU SAID ABOUT THE MEMORIAL COMMITTEE MEETING.

YOU INDICATED THERE WERE SEVERAL DIFFERENT LOCATIONS THAT THEY WERE LOOKING AT RELATIVE TO WHERE WE WERE GOING TO PUT A

MEMORIAL. >> RIGHT.

>> AND I WOULD LIKE TO AT LEAST EXPRESS THAT MY CONCERN OR MY THOUGHT WOULD APPROXIMATE I WOULD LOVE TO SEE IT IN THE CITY

OF PARKLAND. >> I KNOW THE FAMILY MEMBERS HAVE BEEN CONSULTED ABOUT THEIR OPINION ON IT.

WE'RE WAITING FOR THE FAMILIES. >> I KNOW THAT BOB IS GOING BACK TO HIS COMMITTEE AND TALKING ABOUT THE CONSENSUS OF THIS PANEL RELATIVE TO THOSE ISSUES. I DON'T KNOW WHAT THE CONSENSUS IS ON THIS PANEL AT ALL RELATIVE TO THESE ISSUES.

WHAT YOU EXPRESSED TO IT SEEMS TO ME THERE ARE SEVERAL PLACES THEY ARE THINKING ABOUT. AND MY THOUGHT IS MY PERSONAL THOUGHT IS THAT THIS IS SOMETHING THAT HAPPENED IN THE CITY OF PARKLAND. WE HOLD A LOT OF EVENTS HERE IN THE CITY RELATIVE TO THAT. FEBRUARY 14 IS COMING UP.

I PERSONALLY THINK THAT THAT MEMORIAL SHOULD BE IN OUR CITY.

IT'S A VERY COMPLICATED SITUATION.

WHICH ENTITY BECOMES THE LEGAL ENTITY TO OBTAIN THE FUND.

THE FUNDING HAS BEEN GIVEN TO BROWARD COUNTY SCHOOLS.

WE'RE ONLY AT THE TABLE AS MUCH AS ANY OTHER PERSON OR ANY OTHER ENTITY. THERE HAVE BEEN A LOT OF VERY STICKY POINTS. SO WE ONE OF THE NUMBER ONE POINT IS WHICH ENTITY WILL BE THE SIGN OVERALL THINGS AND WHO IS WILLING TO DO WHAT. AND THE FIRST GROUP WE'RE GOING TO TO SEE WHAT THEIR FEELS ARE ARE THE FAMILY MEMBERS.

WE HAVE NOT HEARD BACK FROM THEM SO THERE HAS NOT BEEN A PUSH ANY WAY UNTIL THAT HAPPENS. IF ANYTHING CHANGES I GIVE REGULAR UPDATES AT THIS MEETING AND YOU'LL HEAR FROM ME.

WITH THAT GO ON TO THE APPROVAL OF THE AGENDA.

[Item 6]

>> MOTION TO APPROVE. >> SECOND.

>> I HAVE A MOTION AND A SECOND. ALL IN FAVOR? AYE. ANYONE OPPOSED? PASSES UNANIMOUSLY. NEXT IS THE CONSENT AGENDA ITEM

[Consent Agenda]

NUMBER 7A. I WILL OPEN TO THE PUBLIC IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ON THIS AGENDA I'M. ANYBODY FROM THE PUBLIC LIKE TO SPEAK ON THISSITE NEW MEXICO SEEING NO ONE I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION.

>> MOTION TO APPROVE. >> I HAVE AMOTION AND SECOND.

ALL IN FAVOR? ANYONE OPPOSED? SHOW IT PASSES UNANIMOUSLY. ITEM 8A ON THE REGULAR AGENDA.

[Item 8]

>> WASTE MANAGEMENT PRESENTATION.

I'M GOING TO ASK BOB TO COME UP AND PROVIDE A PRESENTATION.

>> CONGRATULATIONS. GOING TO BE A LOSS FOR US.

THANK YOU FOR HAVING ME THIS EVENING.

I WILL BE BRIEF. WASTE MANAGEMENT IS GOING TO BE INTRODUCING SOME ROUTE CHANGES COMING UP ON FEBRUARY 3 OF THIS YEAR. WHAT THAT MEANS IS THERE ARE CERTAIN COMMUNITIES WITHIN PARKLAND THAT ARE GOING TO HAVE NEW GARBAGE AND NEW RECYCLING DAYS AND NEW BULK DAYS.

[00:40:03]

SO ALL OF THIS INFORMATION -- WE HAVE PLACED DOOR HANGERS.

WE HAVE PLACED SIGNS AT THE ENTRANCES TO EACH OF THESE COMMUNITIES. WE ARE PUBLISHING AN ARTICLE IN THE SUN SENTINEL ON JANUARY 19TH.

AND CERTAINLY SOCIAL MEDIA HAS BEEN ACTIVE.

HOA'S ARE BLASTING THE COMMUNITIES WITH THIS INFORMATION. WE'RE DOING EVERYTHING WE CAN TO MAKE SURE FOLKS ARE AWARE THEIR SERVICE IS NOT GOING TO CHANGE, JUST THEIR DAY IS GOING TO CHANGE.

I STRONGLY URGE RESIDENTS IN PARKLAND TO PLEASE VISIT YOUR WEBSITE CITY OF PARKLAND.ORG FORWARD SLASH TRASH TALK WHICH IS VERY INFORMATIVE TO TALK SOME TRASH.

YOU CAN FIND OUT WHEN YOUR BULK SCHEDULE IS.

I'M HAPPY TO ANSWER ANY QUESTIONS.

THANK YOU FOR YOUR TIME. >> I JUST WANTED TO ACKNOWLEDGE WE'VE WITHIN IN CONTACT OVER THE LAST SEVERAL DAYS.

THERE HAVE BEEN MISHAPS WITH THE TRASH PICKUP IN VARIOUS LOCATIONS THROUGHOUT THE CITY. THANK YOU FOR ANY RESIDENTS WHO GOT IN TOUCH WITH ME. I MADE SURE TO FORWARD THE INFORMATION TO YOU. I APPRECIATE YOU FOLLOWING UP WITH IT AND MAKING SURE THEY CAME OUT THE NEXT DAY.

IF YOU WOULD LIKE TO EXPLAIN A LITTLE BIT SO WE UNDERSTAND GOING FORWARD WE'RE HOPING THAT THESE MISHAPS DON'T HAPPEN

AGAIN. >> THANK YOU VERY MUCH.

THE WHOLE PURPOSE OF THE ROUTE CHANGES AS I'VE EXPLAINED TO SOME OF THE RESIDENTS WITH WHOM I'VE BEEN SPEAKING IS BECAUSE THE POPULATION OF PARKLAND IS GROWING BY 450 HOMES A YEAR.

THAT HAS HAD A TRICKLE EFFECT OVER THE LAST COUPLE OF YEARS.

THE SATURDAY ROUTE IS LOPSIDED. WE ARE SERVICES MORE HOMES WITH MORE VOLUMES WITH MORE PEOPLE WITH THE SAME NUMBER OF TRUCKS AS WE ARE THE OTHER DAYS. WE CAN REALLOCATE WITH THE TRUCKS AND PUT SOME IN OTHER ROUTES.

BUT IT'S NOT ENOUGH. AND WE'RE FEELING THAT PINCH ESPECIALLY NOW AFTER THE HOLIDAYS WHEN THE VOLUME HAS INCREASED DRASTICALLY AND OBVIOUSLY ON CHRISTMAS DAY WHICH IS THE ONLY HOLIDAY OF THE YEAR WHERE THERE IS NO GARBAGE COLLECTION, NO COLLECTION OF ANY KIND THERE HAS BEEN A BACKUP.

WE ARE CATCHING UP. WE ARE ADDING AN EXTRA TRUCK IN THE INTERMEDIATE PERIOD OF TIME BETWEEN NOW AND FEBRUARY 3 BECAUSE CERTAINLY WE NEED TO MAKE SURE THAT WE DON'T LEAVE ANY GARBAGE ON THE GROUND. WE'RE PICKING UP THE GARBAGE.

THAT'S ALL WE GOT TO DO. THERE IS MUCH MORE INVOLVED THAN JUST THAT. REGARDLESS MAYOR, WE ARE AWARE OUR NEW PERSONNEL TEAM HAS ALREADY MET WITH CITY STAFF.

AND I KNOW THEY HAVE DEVOTE MEET ITH MADAM MANAGER. WE ARE GOING TO ARRANGE THAT. AND I'M PERSONALLY GOING TO BE AT THE FARMERS MARKET EVENT JANUARY 19 TO ANSWER QUESTIONS ON THAT ON RECYCLING, ANYTHING THAT PEOPLE WANT TO ASK.

BUT CERTAINLY I'M GOING TO BE THERE TO ANSWER QUESTIONS ON THE ROUTE CHANGES AND IF THEY ARE IMPACTED.

I'LL HAVE THE LIST OF COMMUNITIES THAT ARE HERE.

IT'S PART OF THE AGENDA BACKUP. GONE YOU WANT ME TO READ THEM

OUT OR PEOPLE CAN READ THEM OUT. >> I THINK THE COMMUNICATION HAS BEEN GOOD. I GOT A DOOR KNOCKER.

MY RECYCLING IS CHANGING FROM THURSDAY TO MONDAY.

THE COMMUNICATION HAS BEEN GOOD. IT'S CONTINUING TO PUSH IT OUT AND WORK WITH THE HOA'S. IF THERE IS ANY ISSUE WE KNOW PEOPLE MAY BE CONFUSED. YOU HAVE MY NUMBER.

FEEL FREE TO PASS IT ON. I'M GOING TO BE HERE BOOTS ON THE GROUND TO ATTEND TO THE NEEDS OF THE RESIDENTS.

>> YOU ARE GOING TO HAVE AN EXTRA TRUCK FOR THE WEDNESDAY

SATURDAY PICKUPS. >> BETWEEN NOW AND FEBRUARY 3.

NOW COME FEBRUARY 3 THAT EXTRA TRUCK IS GOING TO BE PERMANENT.

THAT EXTRA TRUCK IS ADDITIONAL ROUTES THAT WE'RE GOING TO HAVE AND WE'RE SECTIONING THE CITY BY VOLUME AND NUMBERS OF HOMES THAT MAKES SENSE PERTAINING TO THE GROWTH.

>> GREAT THANK YOU. >> THANK YOU MAYOR.

>> I JUST WANTED TO SHARE SOME INFORMATION WITH YOU.

I'M NOT 100 SURE THAT ALL OF THE HOA'S HAVE BEEN NOTIFIED.

I SPOKE WITH THE PRESIDENT OF HERON BAY WHO HAPPENS TO BE HERE. IF YOU WANT TO STEP OUT AND HAVE A MINUTE TO SPEAK WITH NEIL. I DON'T KNOW WHAT THE COMMUNICATION HAS BEEN. I KNOW YOU GUYS ARE TRYING AND WORKING HARD BUT MAYBE SOMETHING WAS MISSED.

IF YOU CAN SPEAK WITH NEIL ABOUT THAT I WOULD APPRECIATE IT.

>> I WOULD BE HAPPY TO. I HAVE COMMUNICATED PERSONALLY

[00:45:01]

WITH THE HOA'S OF THE >> THERE ARE A FEW HAD HERON

BAY. >> NOT A PROBLEM.

FY MISSED IT. I'LL BE HAPPY TO.

>> WE SPOKE AFTER THE MEETING THE OTHER DAY ABOUT POSSIBLY SPEAKING WITH CARROLL AND HAVING THE COMMUNITY ADVISORY BOARD HAVING MAYBE LIKE A FIELD TRIP TO LEARN A LOT MORE ABOUT WHAT IS GOING ON AND SOME MORE EDUCATION.

>> WE'D BE HAPPY TO FACILITATE THAT.

>> I HAD A CONVERSATION REGARDING YOUR COMMUNITY ADVISORY BOARD. WE MET YESTERDAY WITH STAFF TO GO OVER SOME OF THE RECYCLING INITIATIVES THAT THEY'VE COME UP WITH. AND CERTAINLY ONE OF THE ITEMS THAT WE DISCUSSED OR WE CAME UP WITH WAS A TOUR, I VISIT TO THE FACILITY TO TAKE A VIDEO AIRCRAFT LIVE VIDEO TO POST ON LINE TO BE ABLE TO SHOW THE RESIDENTS WHAT IT MEANS TO RECYCLE. SO THE SANS YES AND WE'D BE

HAPPY TO FACILITATE THAT. >> THANK YOU.

>> YOU'RE WELCOME. >> THANK YOU VERY MUCH.

>> THANK YOU VERY MUCH FOR YOUR TIME.

>> NEXT IS ITEM 8B. >> RESOLUTION 2020-004.

LARGE APPOINTMENT BECAUSE ONE OF OUR APPOINTEES.

HE HAD APPLIED FOR A PERMANENT POSITION.

NOW HE'S RESIGNED FROM THE BOARD.

DOES ANYBODY HAVE ANY DISCUSSUGGESTIONS FROM THE LIST?

>> HOLDER. >> BRIAN FOR THOSE WHO DON'T KNOW BRIAN IS THE ONE WHO STARTED THE WHOLE PARKLAND SOFTBALL LEAGUE. HE'S BEEN EXTREMELY ACCUSED TIFF AND COMMITTED. THE LEAGUE HAS DONE PHENOMENALLY WELL. HE AND HIS WIFE HAVE DONE AN AMAZING JOB AND HE WAS AT OUR LAST MEETING AND HAD APPLIED FOR THIS POSITION. ANYBODY ELSE?

>> I WOULD SECOND BRIAN. >> AND WITH THAT I WILL OPEN TO THE PUBLIC FIRST. ANYBODY FROM THE PUBLIC LIKE TO SPEAK ON THIS AGENDA ITEM? SEEING NO ONE I'M CLOSING TO THE PUBLIC AND OPENING TO THE COMMISSION.

I HAVE A MOTION AND A SECOND TO APPOINT BRIAN AS THE AT LARGE SECOND AT LARGE ALTERNATE MEMBER OF OUR PARKS AND RECREATION ADVISORY BOARD. ROLL CALL PLEASE.

>> YES,. >> YES,.

>> YES,. >> YES,.

>> YES,. >> PLEASE SHOW IT PASSES

UNANIMOUSLY. >> ITEM 8C.

>> READING ITEM 8C] >> FOR THE FALLS DEVELOPMENT CONDITION WAS IMPOSED REQUIRING THAT AN AGREEMENT WITH THE COUNTY AND THE CITY BE ENTERED INTO BEFORE THE ISSUE SHYNESS OF THE FIRST BUILDING PERMIT F. FALLS DEVELOPER HAS DILIGENTLY ATTEMPTED TO DO SO. WE MAY HAVE BEEN AGGRESSIVE IN THE CONDITION. BECAUSE IT TAKES A BIT OF TIME TO GET THOSE AGREEMENTS ENTERED INTO WITH THE COUNTY.

AND THE DEVELOPER WHO HAS SENATORS I KNOW BEEN ON TIME WITH OTHER REQUIREMENTS TO PRESENT ON THAT IN A SECOND HAS REQUESTED AN EXTENSION. WE ARE RECOMMENDING THAT AN EXTENSION BE GRANT SOD THE AGREEMENT WITH THE TRIPARTY

[00:50:04]

AGREEMENT OR THE AGREEMENT WITH THE COUNTY BE RECORDED AND APPROVED BY THE PRIOR TO THE ISSUANCE OF THE 50TH BUILDING PERMIT AND THAT THE LANDSCAPING BE COMPLETED BY THE 100TH PERMIT OR 18TH WHICHEVER DATE OCCURS FIRST.

THAT'S THE RELIEF I BELIEVE STAFF IS SATISFIED WITH THAT COMPROMISE AND RECOMMENDING THAT I'LL TURN IT OVER.

>> A COUPLE OF THINGS REAL QUICK.

AS ANDY MENTIONED, WE'VE BEEN BEFORE YOU SEVERAL TIMES OVER THE COURSE OF THE LAST YEAR. IMPLYING WITH THOSE CONDITIONS.

THE SITE PLAN FOR THE REC AREA FOR THE ENTRY FEATURES THINGS OF THAT NATURE YOU GUYS HAVE SEEN THOSE OVER THE COURSE OF THE LAST EIGHT MONTHS OR SO. A NUMBER OF OTHER CONDITIONS THE APPROVAL, EVEN THE AGREEMENT WE'RE TALKING ABOUT NOW HAS BEEN EXECUTED BY MY CLIENT AND PROVIDED TO THE CITY BUT AS ANDY SAID, UNFORTUNATELY WE'RE NOT THE SOLE INDIVIDUALS OR ENTITIES THAT NEED TO EXECUTE THAT AGREEMENT.

EARLY LAST YEAR WE SUBMITTED LANDSCAPING PLANS FOR THE LAND SKIPPING. TOOK COUNTY FOUR MONTHS TO GET BACK TO US WITH COMMENTS. THEY DID.

WE RESPONDED WITHIN THREE DAYS. WE ARE -- WE BELIEVE A WEEK OR SO AWAY FROM FINAL APPROVAL OF THOSE PLANS.

BECAUSE OF THAT PROCESS AND THE LENGTH OF TIME IT TOOK TO GET THE PLANS RIGHT FROM THE LANDSAPING STANDPOINT, AS ANDY MENTIONED THE CONDITION WAS MAYBE A LITTLE AGGRESSIVE.

THE MOD ARE ALSO GOING UP AS YOU KNOW.

HOPEFULLY THEY ARE GOING TO OPEN SHORTLY AND RYAN HOMES IS GOING TO BE READY TO PULL BUILDING PERMITS OVER THE COURSE OF LATE FIRST QUARTER, OF NEXT YEAR. WE AS THE DEVELOPERS DON'T WANT TO HOLD THEM UP. WE'RE HERE ASKING FOR HA EXTENSION. WHEN I WALKED IN THE BUILDING I WAS INFORMED THERE HAD BEEN DISCUSSION BETWEEN MY CLIENT AND SWANNED DE. IF WE CAN CHANGE THE CONDITION FROM THE 50TH BUILDING PERMIT TO THE 75TH FOR THE AGREEMENT LEAVING THE OBLIGATION TO INSTALL AT THE 100TH BUILDING PERMIT. IT'S MY UNDERSTANDING THAT THERE IS NO REAL OBJECTION TO THAT. SO HAPPY TO HAVE THAT CONVERSATION FURTHER WE ARE THE COMMISSION IF NECESSARY.

BUT AGAIN WE DON'T WANT TO BE COMING BACK TO YOU IF SALES ARE GOING INCREDIBLY WELL WHICH WE HOPE AND AS A RESULT WITH EACH SALE BUILDING PERSONALS WOULD BE PULLED.

WE'RE RUNNING INTO A PERIOD OF TIME WE EXPECT THE AGREEMENT TO BE FINALIZED WITH THE PLAN LATER THIS MONTH.

WE NEED TO GET THAT FROM THE COUNTY AND BRING IT BACK AND PUT IT IN FRONT OF THE COMMISSION FOR APPROVAL.

WE'VE EXECUTED. THE CITY WOULD EXECUTE.

WE'RE NOT LOOKING TO CHANGE THE LANDSCAPING.

JUST WANT TO HAVE TO COME BACK AND ASK FOR MORE TIME IF THE COUNTY CAUSES FURTHER DELAY. THAT'S THE Q. I WANT TO SHOW YOU SO THE PLAN BEFORE YOU IS THE SITE PLAN.

AREAS YOU CAN SEE IF YOU HAVEN'T DRIVEN OUT THERE.

I WAS OUT THERE DRIVING THROUGH COMMUNITY YESTERDAY.

A LOT OF THE ROADS ARE IN. THIS IS THE MODELS YOU ARE LOOKING AT HERE. QUITE A BIT OF THE DRAINAGE AND LAKE SYSTEM IS N. I BELIEVE WE HAVE ONE MORE LAKE TO DIG.

OVER THE COURSE OF THE NEXT COUPLE OF WEEKS THE OUT FALL

[00:55:01]

CONNECTIONS WILL BE IN PLACE AS WELL.

MOST OF THE ROUND ABOUTS ARE IN. THE PARKING AREA WHICH YOU CAN SEE AT THE TOPSIDE OF THE SCREEN FOR THE REC FACILITY IS IN.

A LOT OF THE SO WHAT THIS PLAN SHOWS EVERYTHING HIGHLIGHTED IN YELLOW, THE PARKS SITE IMPROVEMENTS.

IMPROVEMENTS WITHIN THE COMMUNITY.

AT THAT ROUND ABOUT IF YOU HAVE BEEN OUT THERE AND DRIVEN BY, GRADING HAS BEEN DONE FOR THE MONUMENTS AND THAT IS GOING TO BE UNDER CONSTRUCTION IN THE NEXT TWO WEEKS AS WELL.

PROGRESS IS GOING REALLY WELL. EVERY CONDITION OF APPROVAL IS DONE AHEAD OF SCHEDULE WITH THE EXCEPTION OF THE ONE WE'RE HERE

TO TALK TO YOU ABOUT TONIGHT. >> THANK YOU SCOTT.

>> THIS IS YOUR DISTRICT. DO YOU HAVE ANY COMMENTS OR

QUESTIONS? >> NO.

I THINK THEY'VE DONE A REALLY GOOD JOB OF GETTING THINGS DONE.

THEY GOT THE ROAD OPEN REALLY QUICKLY.

HANDLED THE CHANGE IN TRAFFIC AND GETTING THE WORD OUT.

CITY HELPED A LOT WITH THAT. I CERTAINLY DON'T HAVE ANY OBJECTION TO THEM GETTING THE EXTRA TIME ESPECIALLY WHEN STUFF IS THERE TO BE ABLE TO DO IT. THEY'VE BEEN A GOOD NEIGHBOR, I WANT TO BE A GOOD NEIGHBOR TOO AND GET IT DONE.

>> I JUST WANT TO ECHO THE SAME THING.

THEY'VE DONE A MARVELOUS JOB. THE RESIDENT ARE HAPPY.

IT'S JUST A MATTER OF PUTTING FINISHING TOUCHES ON IT AND AGAIN I'D RATHER NOT HAVE THEM COMING BACK AND BACK.

I THINK THIS GIVES THEM TIME DO IT AND I'M CONFIDENT ONCE THEY GET THAT APPROVAL THEY ARE PUTTING TOGETHER ALL THE WORK.

SO I'M SUPPORTIVE OF IT. >> I WILL OPEN TO THE PUBLIC IF ANYBODY FROM THE PUBLIC WANTS TO SPEAK ON THIS.

>> MOTION TO APPROVE. >> SECOND.

>> I HAVE A MOTION AND SECOND. ROLL CALL PLEASE.

I BELIEVE THAT OBVIOUSLY AS AMENDED WITH THE 75TH BUILDING

PERMIT FOR THE AGREEMENT. >> I DON'T HAVE ANY OBJECTION.

>> MOTION TO APPROVE AS AMENDED 75TH BUILDING PERMIT FOR GETTING THE AGREEMENT EXECUTE AND RECORDED.

THE 1ST IS STILL FOR COMPLETION OF THE LAND.

>> I HAVE A MOTION. AND A SECOND.

ROLL CALL PLEASE.

>> PLEASE SHOW THAT IT PASSES UNANIMOUSLY.

ITEM 8D. >>

>> GOOD EVENING. AT OUR LAST MEETING ON DECEMBER 18 CITY COMMISSION APPROVED THE NINTH AMENDMENT TO THE CITY'S SPORTS POLICY. AT THAT TIME THERE WAS DISCUSSION REGARDING THE EXCEPTION OF SPECIAL EVENT DEPOSIT FEES AS WELL AS CITY SERVICE FEES TO OUR RECOGNIZED SPORTS ORGANIZATIONS WHEN THEY ARE HAVING A FREE EVENT INVOLVING LEAGUE PARTICIPANTS. THIS IS REQUESTING AAPPROVAL OF THESE CHANGES AND OUR SPECIAL EVENTS GUIDELINES AND RECOMMENDATIONS LISTED IN YOUR BACKUP.

WE WOULD LIKE TO MAKE SOME MINOR AMENDMENTS TO THE CHANGES ON PAGE 3. WE WOULD LIKE TO ADD 501C IN FRONT OF THE NONPROFIT SO WE HAVE LANGUAGE CONSISTENCY THROUGHOUT DOCUMENT. LIKE WISE ON PAGE 8 IN SECTION FIVE COORDINATION OF CITY SERVICES TO ADD 501C IN FRONT OF THE WORD NONPROFIT. AND ON PAGE NINE REGARDING THE NOISE ORDINANCE SECTION. THE TIME FRAME THAT IS LISTED IN THE CITY'S ORDINANCE REGARDING THE NOISE ORDINANCE WAS CHANGED.

SO WE'RE RECOMMENDING TO ADD THE WORDS .3.

AND COMPLETELY REMOVE THAT LAST SENTENCE.

[01:00:16]

IT'S A CHARGE TO THE STAFF TO COME ONE A WRITTEN DOCUMENT OF THESE REGULATIONS. I WANT TO BE CLEAR.

I'M KIND OF WONDERING WHY WE'RE VOTING ON THESE REGULATIONS BECAUSE WE NEVER VOTED ON THE INITIAL REGULATIONS.

WE VOTED ON THE INITIAL ORDINANCE THAT ESTABLISHED REGULATIONS BUT WE DIDN'T WHAT IS IN THIS DOCUMENT WE NEVER

VOTED ON THAT. >> I WENT BACK TO THE MINUTE AND LOOKED UP THAT SPECIAL EVENTS ORDINANCE.

WE HAVE NEVER ASKED TO CHARGE THE LEAGUES FOR SPECIAL EVENTS IN THAT ORDINANCE. THAT WAS A STAFF ADMINISTRATIVE DECISION THROUGH GUIDELINES WHICH STAFF WHICH NEVER CAME TO US. SO I JUST WANT EVERYBODY TO BE CLEAR. I HAVE NO ISSUE VOTING ON THIS BUT I WANTED THE RECORD TO BE CLEAR WHERE IT CAME FROM AND IF IT IS NOW GOING TO BE THE PROCESS THAT GOING FORWARD THE COMMISSION WILL BE VOTING ON THESE GUIDELINES.

I DON'T MIND THAT BECAUSE I THINK THE INPUT THAT HAS BEEN GAINED FROM COMMISSION DISCUSSION ON THIS HAS BEEN VERY

VALID AND GOOD. >> THIS WAS BROUGHT TO MY ATTENTION. THE ONE WHO SUGGESTED IT IT WAS CITY MANAGER ESPECIALLY ON THIS IT NEEDED TO GO AND SHE ASKED MY OPINION AND I AGREED WITH HER IT SHOULD COME.

WE BOTH THOUGHT YOU SHOULD -- >> RIGHT.

BUT THE ORIGINAL ONE WAS NEVER VOTED ON BY THIS COMMISSION.

I WANT TO BE CLEAR CHAFFS DONE BY THE PREVIOUS CITY MANAGER.

WE NEED TO ALWAYS KEEP IN MIND THAT THE LEAGUES HERE IN THE CITY OF PARKLAND ARE ALL RUN 100% BY VOLUNTEERS.

AND THEY DO AN INCREDIBLE JOB. THE LEAGUES ARE AMAZING AND YOU CAN TELL THAT BY THE INCREASED ATTENDANCE AND PARTICIPATION IN THE LEAGUES. AND SO I BELIEVE IT IS OUR RESPONSIBILITY AS A CITY TO MAKE THEIR JOB EASIER AND TO SUPPORT THEM IN BEING SUCCESSFUL IN ORDER TO HAVE AS MANY SPORTS AND RECREATION OPPORTUNITIES FOR OUR YOUTH IN PARKLAND.

I AM 100% IN FAVOR OF THIS. I NEVER UNDERSTOOD WHERE IT CAME FROM TO BEGIN WITH. THIS IS NOT NANCY.

THIS WAS A PREVIOUS ADMINISTRATION.

I'M 100% IN FAVOR. BUT MY VIEWPOINT AND I KNOW VIEWPOINT OF EVERYBODY HERE ON THE COMMISSION BECAUSE IT WAS DISCUSSED DURING STRATEGIC PLAN ANYTHING WE CAN DO IN SUPPORTING THE LEAGUES TO HELP THEM BE SUCCESSFUL BECAUSE WE'RE GRATEFUL FOR THE WORK THEY DO AND THEY PUT IN A LOT OF HOURS AND THEY DON'T HAVE TO AND WE'RE VERY BLESSED THAT THEY DO.

WITH THAT I WILL OPEN TO THE PUBLIC.

IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK.

SEEING NO ONE I'M CLOSING TO THE PUBLIC AND OPENING TO THE

COMMISSION. >> ONE THING IN THE LANGUAGE ON SUBSECTION ROMAN NUMERAL 8 DENIAL OF A SPECIAL EVENT PERMIT APPLICATION. THE LAST LETTER F SAYS ANY OTHER VALID REASON INCLUDING BUT NOT LIMITED TO NOISE, TRAFFIC, HARM TO HEALTH, SAFETY, WELFARE ETC. AS SO DETERMINED BY THE CITY MANAGER. MY UNDERSTANDING IS THAT UNDER NORMAL CIRCUMSTANCES THERE IS A FEE WHEN THEY WANT TO DO THE SPECIAL EVENTS AND THAT FEE USED TO PAY FOR THE CITY STAFF TO GO OUT AND DO THE CLEANUP PROCESS. WE'RE GOING TO BE WAIVING THAT AND I HAVE NO OBJECTION TO THAT. AS THE MAYOR SAYS I WANT TO ENCOURAGE THEM TO UTILIZE OUR FACILITIES AND HAVE THEIR EVENTS AND DO ALL THOSE SPECIAL THINGS. I HAVE AN UNDERSTANDING THAT THEY'VE BEEN VERY GOOD NEIGHBORS ABOUT CLEANING UP AFTER THEMSELVES AND ALL OF THAT STUFF.

IN THE EVENT WE HAVE FOR WHATEVER REASON A GROUP THAT DOESN'T FOLLOW THE GOOD NEIGHBOR PROGRAM OF CLEANING UP AFTER THEMSELVES, MAYBE THERE SHOULD BE ADDITIONAL LANGUAGE AT THAT CATCH ALL PHRASE THAT ALLOWS US TO REVISIT A PARTICULAR GROUP THAT HAS BEEN GIVING SOME DIFFICULTY WITH THAT PROCESS.

SO THAT WE DON'T GET TAKEN ADVANTAGE OF AS A CITY WITH SOME OF THE GROUPS. THAT'S MY ONLY CONCERN.

[01:05:01]

OTHER THAN THAT I'M ALSO FOR IT AS A MAYOR INDICATED.

>> MOTION TO APPROVE. >> SECOND.

>> I HAVE A MOTION AND SECOND. TO ADOPT THIS RESOLUTION AS AMENDED WITH THE TWO ADDITIONS OF THE 501C3 MENTIONED AND THE NOISE ORDINANCE. ROLL CALL PLEASE.

ADDITIONAL LANGUAGE SO WE'RE CLEAR

>> WE'LL WORK OUT LANGUAGE. >> EXACTLY WHAT I'M TALKING

ABOUT. >> PERFECT THANK YOU.

YES. >> PLEASE SHOW THAT PASSES

UNANIMOUSLY. >> ITEM 8E.

MEETING THE COMMISSION ADOPTED A RESOLUTION 2019, 127 ACCEPTING THE ANNEXATION PETITION. THIS IS THE NEXT STEP IN THE PROCESS. THIS IS FIRST READING OF THE ORDINANCE. SECOND READING WILL BE IN FEBRUARY. OUR GOAL IS TO BRING THIS ITEM FORWARD TO DELEGATION IN THE UP COMING LEGISLATION.

>> THE CITY APPROXIMATE PURCHASED THIS LAND OUT ON THE NORTHEAST CORNER OF NOBODY HILL. THAT'S WHERE THE PROPERTY IS LOCATED. IN ORDER TO BRING IT INTO THE CITY WE HAVE TO GO THROUGH A PROCESS WHICH INCLUDES HAVING AN ANNEXATION BILL UP IN THE STATE. WITH THAT I WILL OPEN TO THE PUBLIC IF ANYONE WOULD LIKE TO SPEAK TO THIS AGENDA ITEM.

>> ROLL CALL VOTE. >> PLEASE SHOWTA IT PASSES UNANIMOUSLY. ITEM 8F.

>> THIS IS OUR STRATEGIC PLAN UPDATE THAT WE'VE BEEN WORKING ON. IT'S A NEW PROGRAM AND I'M GOING TO HAVE AN OVERVIEW OF THE FIRST QUARTER.

>> THIS IS A FIRST QUARTER STRATEGIC PLANNING UPDATE.

JUST A QUICK AGENDA. WE'RE GOING TO GO OVER THE SETUP PROCESS FOR THE PROGRAM AND ERRORRER REPORT.

WE'LL GIVE YOU OVERALL STATUS, PARAMETERS OF THE REPORT.

STATUS FOR EACH STRATEGY GOAL AND ACTION.

AND WE'LL PROVIDE WITH YOU A SUMMARY AND FINALLY TAKE ANY QUESTIONS THAT YOU MIGHT HAVE. JUMPING INTO THE SETUP PROCESS FOR THE REPORT THAT YOU GOT WITH YOUR BACKUP.

INITIALLY OUR FIRST STEP WAS TO IDENTIFY ALL THE ACTIONS SET FORTH IN THE STRATEGIC PLAN. WHAT WE DID AFTER WARD WAS DETERMINE AN OWNER FOR EACH ACTION WHICH MOST CASES IS DEPARTMENT HEAD OR HIGHER. THE OWNER IDENTIFY ALL THE TASKS NECESSARY TO COMPLETE THOSE ACTIONS.

IF IT'S A MULTIYEAR PROCESS, THEN WHAT YOU VIEW IN YOUR REPORTING PERIOD IS JUST THE PROGRESS OF THESE ACTIONS TO GET US THROUGH THAT FISCAL YEAR TOWARDS COMPLETION OF THE PLAN.

THESE TASKS ARE THEN WEIGHTED. THE OWNER IS RESPONSIBLE FOR PROVIDING THEIR OWN ACTION UPDATES AND YOU'LL GET REPORT SIMILAR TO WHAT YOU GOT IN YOUR AGENDA BACKUP.

JUST A QUICK LOOK AT THE OVERALL SUMMARY.

[01:10:01]

IS THERE I LOT OF CHARTS AND NUMBERS GOING ON HERE.

JUST TO KEY IN WE HAVE A TOTAL OF 40 ACTIONS.

THOSE ACTIONS ROLL UP INTO 11 GOALS AND THOSE ROLL UP INTO THE FIVE MAIN STRATEGIES OF THE STRATEGIC PLAN.

AT THIS MOMENT WE HAVE COMPLETED APPROXIMATELY 32% OF THE PLANS WHICH REPRESENTS ABOUT 13 OF OUR PLANS.

WE ARE ON TRACK TO MEET THE FINAL STRATEGY PLAN.

AS I SID BEFORE THIS IS YOUR FIRST QUARTER.

AGAIN, WE STARTED STRATEGIC PLANNING IN APRIL BUT BELIEVE IT OR NOT THE PHYSICAL WORK ASSOCIATED WITH STRATEGIC PLANNING DOES NOT BEGIN UNTIL OCTOBER 1 ONCE WE'RE FUNDED.

SO AGAIN SOME PROJECTS ARE GOING TO SPAN OVER A FISCAL YEAR.

SO YOU MIGHT SEE A LOWER PERCENTAGE IN THE OVERALL PROGRESS OF THE PROJECT WHICH IS EXPECTED BECAUSE YOU ARE TALKING MULTIPLE TASKS OVER MULTIPLE YEARS.

IT WILL BE A LITTLE SLOW MOVING. THERE WILL BE TIMES YOU WILL HAVE A LOT MORE TASKS BEING ACCOMPLISHED THROUGH THE LIFE OF THE PROJECT OR PROCESS. SO THE FIRST STRATEGY WHICH IS YOUR QUALITY OF LIFE EXPERIENCE STRATEGY, YOU ARE LOOKING AT ABOUT 19 OF THE ACTIONS THAT ARE ON TRACK THROUGH REPORTING QUARTER. AGAIN WE HAVE ALREADY COMPLETED 7 OF THE PROCESSES OR THE ACTIONS WITHIN THIS PARTICULAR STRATEGY. AND AS WE SAID EARLIER THERE ARE TWO ACTIONS THAT ARE DELAYED AND TWO THAT HAVE A MAJOR DELAY ASSOCIATED WITH IT. THAN STRATEGY IS THE FIRST GOAL WHICH IS 1.1 WHICH IS US WORKING TO IMPROVE AND ENHANCE THE CITY'S INFRASTRUCTURE. SO WE NEED TO GO AHEAD AND WORK ON THE VARIOUS PLANS THAT ARE LISTED TO YOUR RIGHT.

THE FIRST PLAN , THE PROJECT IS THE ONE THAT IS ONE OF THE PLANS THAT ARE ACTUALLY AND I WOULDN'T SAY DELAYED, THE PROPER SWORD WE'RE REALIGNING THE PROCESS TO GO ALONG WITH THE STORMWATER MASTER PLAN. SO ALL OF THE RELATED TASKS COMPLETED , THE WATER PLAN STUDY PRESENTED TO THE COMMISSION.

WE'RE WORKENING TO STORMWATER UTILITY STUDY.

GOAL 1.2 WHICH IS RELATED TO THE ANNEXATION AND PREPARATION.

THIS PARTICULAR PLAN WE ARE ON TRACK FOR THREE OF THE PLANS AND WE HAVE COMPLETED ONE OF THE PLANS THROUGH THIS ACTIONS.

1.3 WHICH IS RELATED TO A SAFE COMMUNITY.

A LOT OF THESE PROCESSES ARE ACTIVELY TAKING PLACE AT THE MOMENT. AS YOU CAN SEE, THERE IS 7 OF THE PLANS THAT ARE ON TRACK AND TWO OF THE PLANS ARE EXPERIENCING A MINOR DELAY. AND WE'RE HERE FOR ANY QUESTIONS YOU MIGHT HAVE IN THE END. I'M JUST GOING TO MOVE THROUGH DIFFERENT GOALS. 1.4 HAS TO DO WITH TRANSPORTATION INFRASTRUCTURE. THIS INCLUDES THE ROUND ABOUT PROJECT. THIS IS ONE OF THOSE PROJECTS WHERE IT WAS THE HIGH EGGS PRIORITY DURING STRATEGIC PLANNING. WHAT STAFF DID WAS PRIOR TO OCTOBER 1 WE DID EVERYTHING WE COULD DO THAT DIDN'T HAVE A FINANCIAL RESPONSIBILITY ASSOCIATED WITH IT.

SO WE WERE ABLE TO ADVANCE THAT PROJECT EVEN BEFORE THE REPORTING QUARTER BEGAN. THIS ALSO INCLUDES THE ADA ASSESSMENT WE'RE WORKING ON AND THAT IS PHYSICAL AND EVERYTHING THAT HAS TO DO WITH OUR INTELLECTUAL PROPERTY.

AS YOU CAN SEE WE ARE 100% ON TRACK WITH THESE VARIOUS PROCESSES WE'RE WORKING ON. 1.5 HAS TO DO WITH MAINTAIN CAPACITY OF PARKLAND YOUTH TO ATTEND PARKLAND SCHOOLS IN THE CITY. THIS HAS BEEN COMPLETED.

1.6 HAS TO DO WITH OUR PARKS AND REC PROGRAMS. THIS HAS TO TO DO WITH THE MASTER PLAN WHICH IS WELL UNDER WAY. WE WENT AHEAD AND SECURED THE PURCHASE OF THE 24 PROPERTY NEXT TO BEASLEY WHICH WILL BE USED FOR ANY FUTURE PARK NEEDS AS IDENTIFIED IN THE MASTER PLAN.

AND ALSO THIS INCLUDED THE ELECTRONIC TRAINING PROGRAM.

FOR THIS PARTICULAR GOAL WE HAVE COMPLETED TWO OF THE ACTIONS AND THE OTHER ACTION IS ON TRACK. GOAL 1.7 HAD TO DO WITH THE STRENGTHENING OF OUR COMMUNITY CHARACTER FOR FOSTERING A MORE

[01:15:03]

INFORMED COMMUNITY. THIS PARTICULAR GOAL WE HAVE ACTUALLY WE'RE ON TRACK FOR THREE OF THE PLANS.

WE ARE DELAYED ON ONE AND WE'VE COMPLETED ONE.

AND I'M GOING TO TURN THIS PORTION OF THE PRESENTATION OVER

TO CARROLL. >> THANK YOU.

STRATEGY NUMBER TWO DEALS WITH COMMUNITY ENGAGEMENT.

IT TALKS ABOUT ADDRESSING HOW CITY GOVERNMENT WORKS WITH THE COMMUNITY TO SUPPORT OUR QUALITY OF LIFE.

WE HAVE THREE GOALS AND TWO ARE COMPLETED.

TO LOOK AT THEM FURTHER. 2.1 TALKS ABOUT UTILIZING COMMUNITY RESOURCES TO FURTHER OUR STRATEGIC PLAN.

THERE ARE THREE ITEMS LISTED THERE.

TWO OF THEM THE RESTRUCTURING OF THE EAB AND EXPLORING POTENTIAL USE OF THE BAITTY HOUSE HAVE BEEN COMPLETED.

THE PARKS AND RECREATION FOUNDATION CONSIDERATION IS STILL IN PROCESS. STRATEGY NUMBER THREE DEALS WITH INTERGOVERNMENTAL ENGAGEMENT. THIS ADDRESSES HOW THE CITY WORKS WITH OTHER PUBLIC BODIES TO ADDRESS THOSE POLICY ISSUES THAT WHILE THEY GO BEYOND THE BOUNDARIES OF THE CITY IMPACT THE QUALITY OF LIFE. FOUR ITEMS HERE, THREE ARE COMPLETED AND ONE IS ON TRACK. THESE ITEMS INCLUDE 3.1 WHICH IS COLLABORATING OTHER PUBLIC ENTITIES ON TOPICS OF COMMON INTERESTS. THEY ARE LISTED FOR YOU THERE.

THEY INCLUDE WORKING WITH BROWARD COUNTY SCHOOLS, ENGAGING A LOBBYIST. WORKING WITH THE SCHOOLS, SHERIFF'S OFFICE TO TALK ABOUT SRO ISSUES.

YOU CAN SEE OUR PROGRESS THERE. STRATEGY NUMBER 4 DEALS WITH EFFICIENT AND EFFECTIVE GOVERNMENT.

THIS STRATEGY TALKS ABOUT HOW THE CITY WILL OPERATE INTERNALLY TO PROVIDE SERVICES AND MANAGEMENT INFRASTRUCTURE IN A COST EFFICIENT MANNER. WE HAVE ONE ITEM HERE WHICH DEALS WITH EFFECTIVE GOVERNMENTS AND INTERNAL COMMUNICATION AND TALKS ABOUT ESTABLISHMENT OF A COMMUNICATIONS DEPARTMENT.

WE HAVE MARKED THIS COMPLETE BECAUSE THE MOST RECENT STAFF MEMBER IS HIRED AND I BELIEVE IS BEGINNING WORK ON MONDAY.

>> YES. >> JUST MAKING SURE.

OK. STRATEGY NUMBER FIVE IS POLICY LEADERSHIP. THIS STRATEGY ADDRESSES HOW THE COMMISSION WILL WORK AS A LEADERSHIP BODY TO ENSURE THE EXECUTION OF THE STRATEGIC PLAN. WE HAVE TWO ITEMS. THEY ARE BOTH ON TRACK. THE FIRST IS -- AND THE SECOND WILL BE COMING UP AT OUR WORKSHOP ON FEBRUARY 19TH.

THAT IS WE'LL BE HAVING A WORKSHOP ON THE CAPACITY CITY MANOR. LASTLY AGAIN WE WANTED TO SHARE WITH YOU JUST THE OVERALL STATUS.

KEEP IN MIND THAT THE STATUS PERCENTAGE IS A COMPOS IT BETWEEN PROJECTS THAT ARE COMPLETED AS WELL AS PROGRESS TO DATE ON PROGRESS ON PROJECTS THAT ARE ONGOING.

SO WE ARE HERE IF YOU HAVE ANY QUESTIONS.

AS WE TALKED ABOUT AT OUR LAST MEETING THE NEXT STEP IS GOING TO BE TO TIE THIS TO PERFORMANCE MANAGEMENT AND PERFORMANCE MEASURES SO WE CAN GIVE YOU QUANTITATIVE DATA.

WE'VE ALREADY -- WE HAD OUR FIRST MEETING TALKING ABOUT THAT TODAY. WE'RE READY TO START TACKLING

THAT PART OF THE PROCESS. >> IT LOOKS GREAT.

I HAD A COMMENT AND I HAD SPOKE ON THE NANCY ABOUT THIS IN OUR ONE ON ONE. I THINK LAST YEAR WITH THE STRATEGIC PLANNING PROCESS, I THOUGHT IT WAS PHENOMENAL.

DIVE AND INCREDIBLY COMPREHENSIVE.

TOWARD THE END WE GOT RUSHED THROUGH THINGS.

AND I THINK THIS YEAR AT THE END OF STRATEGIC PLANNING WE NEED A WRAPUP MEETING WHERE WE THEN SYSTEMATICALLY GO THROUGH ALL THE POINTS NOT TO REHASH THEM BUT TO SAY THIS IS WHAT WE SEED WE'RE MOVING FORWARD WITH. THERE WERE SOME THINGS THAT CAME UP IN HERE AND IN THE BACKUP THAT I RECALLED WE KIND OF SETTLED DURING THE STRATEGIC PLANNING PROCESS SO THEY WEREN'T REALLY THINGS WE WERE CONTINUING ON WITH.

LIKE I SAID, I THINK THIS IS GREAT.

IT'S A GREAT WAY TO DO MEASUREMENT.

I THINK OUR NEXT STRATEGIC PLANNING PROCESS WE HAVE THAT EXTRA DAY WHERE WE GO THROUGH AND MAKE SURE THAT WHAT ALL THE DISCUSSION CAME OUT IS ACTUALLY WHAT IS ENDING UP IN THE FINAL DOCUMENT AND WE VOTE ON THAT FINAL DOCUMENT SO WE'RE CLEAR AND CONCRETE AS TO WHAT THE PRIORITIES WERE.

THERE WERE SOME THINGS THAT CAME UP EVEN THE WORKSHOP NEXT MONTH I'M NOT SURE WHERE THOSE CAME FROM.

>> I THINK WE AGREE 100%. I THINK ONE OF THE THINGS THAT AS WE LOOK AT IT IS GOING TO BE HELPFUL TO US GOING FORWARD IS NOW WE SORT OF SEE THE OUT PUT. SO WE WILL BE ABLE TO BETTER

[01:20:07]

FRAME SOME OF OUR QUESTIONS AND PROJECTS.

>> THIS IS A CONTINUALLY FINE TUNING THE PROCESS WHICH IS WHAT WE WANT TO BE DOING ANY WAY SO IT'S GREAT.

ANYBODY ELSE? >> I THINK THIS IS GREAT GIVING US A PUCKURE OF WHAT IS GOING ON AND TYING IN SOME OF THE THINGS FROM OUR STRATEGIC PLAN. SOME OF THESE ITEM WE HAD AS VERY HIGH PRIORITY. IN IT IT WAS NOT SIGNIFICANCE UNIFIED SO THAT WOULD HELP US OR ALERT US OR ALLOW THE COMMUNITY WHAT WE'RE WORKING ON. SO THEY WOULD HAVE PARTICIPATION. AND THE OTHER CONCERN WAS

IDENTIFYING -- >> NEXT IS ITEM 8G.

>> WHAT YOU GOT IS A SEMIREVISED COPY OF THE STRATEGIC PLAN YOU WERE GIVEN EARLIER. THERE WERE 1078 PHOTOS IN THERE.

BEFORE WE BEGIN THE PRESENTATION.

I THINK IT'S IMPORTANT TO EXPLAIN HOW BEWWE GOT HERE N.2018 OUR COMMUNITY EXPERIENCED A TRAGEDY THAT RESULTED IN THE LOSS OF TRUST AND CONFIDENCE IN THIS DISTRICT.

OUR RESIDENTS, CITY OFFICIALS AND STAFF TO CREATE A STRATEGIC PLAN FOR THE PARKLAND DISTRICT. ON BEHALF OF THE MEN AND WOMEN OF THE PARKLAND DISTRICT. IT'S MY PLEASURE TO SHARE WITH YOU THE RESULTS OF THAT PLAN TONIGHT.

ONE OF THE THINGS -- THE THREE THINGS WE'RE GOING TO DISCUSS ARE GOALS, A QUICK REVIEW OF WHAT THEY ARE.

THE ACC ACCOMPLISHMENTS, OUR STRATEGIC GOALS , THE ACCOMPLISHMENTS THAT WE HIT OVER THE COURSE OF THE REPORTING PERIOD AND RECOMMENDATIONS MOVING FORWARD IN THE NEXT REPORTING PERIOD. YOU CAN SEE THE GOALS IN FRONT OF YOU. ONE OF THE THINGS I THINK IS IMPORTANT TO HIGHLIGHT IS NO ONE OF THESE GOALS IS MORE IMPORTANT THAN THE OTHER. THEY WERE ALL EQUALLY IMPORTANT TO US ACHIEVING WHATEVER LEVEL OF SUCCESS WE MIGHT HAVE ACHIEVED THIS YEAR. AS YOU CAN SEE WHEN WE TALK ABOUT OUR FIRST ONE WHICH REDUCTION OF CRIME AND ENHANCED SECURITY IN THE CITY, THESE ARE SOME OF THE STRATEGIES OR TECHNIQUES WE EMPLOYEE DURING THE REPORTING PERIOD TO MEET THE GOAL. AS WE'VE DISCUSSED THROUGHOUT THE YEAR, WE SAW A 31% DECREASE IN CRIME DURING THIS REPORTING PERIOD. WHAT IS SIGNIFICANT ABOUT THAT IS IF YOU COMPARE THAT TO THAT'S A DOUBLE DIGIT DECREASE IN PART ONE CRIMES. THOSE ARE PROPERTY CRIMES THAT WE SEE A LOT. BURGLARIES, OUGHT THOUGH THEFTS.

IF YOU COMPARE THAT DOUBLE DIGIT DECREASE DURING THIS REPORTING PERIOD TO THE SAME REPORTING PERIOD THE PREVIOUS REPORTING PERIOD THAT WAS ONLY A 7% DECREASE IN CRIME.

WE SUH SAW A SIGNIFICANT DECREASE IN PART ONE CRIMES OVER THIS REPORTING PERIOD. ONE OF THE MOST EFFECTIVE TOOLS WE HAD IN ADDRESSING OUR CRIME REDUCTION STRATEGIES WERE DIRECTED PATROLS. DIRECTED PATROLS ARE WHERE WE ANALYZE WHAT IS GOING ON IN THE CITY.

WE DEVELOP PLANS THAT ALLOW US TO APPLY OUR RESOURCES IN THE MOST EFFECTIVE WAYS WHERE THE INCIDENTS ARE HAPPENING AND WHEN THEY WERE HAPPENING. WHAT YOU ARE LOOKING AT ARE SOME OF THE NUMBERS THAT CAME OUT OF THE 13 DIRECTED PATROL WES DID DURING THE COURSE OF THE YEAR. THESE NUMBERS ONLY REFLECT THE

[01:25:02]

13 DIRECTED PATROLS THAT WE DID. YOU ARE LOOKING AT WE MADE A SIGNIFICANT NUMBER OF ARRESTS. WE WROTE OVER 300 CITATIONS MOVING AND NONMOVING. WE HAD OVER 2400 CITIZEN CONTACTS AND 11 FIELD INTERVIEWS.

JUST AS A POINT OF REFERENCE SO YOU UNDERSTAND WHAT A FIELD INTERVIEW IS, THAT'S A SITUATION WHERE A DEPUTY HAS CONTACT WITH SOMEBODY UNDER SUSPICIOUS CIRCUMSTANCES.

THE CIRCUMSTANCES MAY NOT RISE TO WHERE AN ARREST IS MADE BUT IT'S IMPORTANT ENOUGH WE WANT TO TRACK THAT CONTACT SO THAT WE CAN USE THAT LATER ON AS WE ASSESS WHAT IS GOING ON AND DEVELOP OUR DIRECTED PATROLS. ADDITIONALLY WHAT I WILL SAY I'M MOST PROUD IF YOU LOOK AT THE NUMBERS WE DID OVER 1,000 PARK AND WALKS DURING THIS REPORTING PERIOD.

ONE OF THE THINGS I TALKED ABOUT IS OUR LACK OF COMMUNITY ENGAGEMENT. THIS WAS OUR ABILITY TO DRIVE OUR DEPUTIES TO GET OUT OF THEIR CARS AND INTERACT WITH RESIDENTS CREATE THE RAPPORT WE KNOW THE RESIDENTS WERE ASKING FOR AND WE NEEDED TO TO DO TO BE SUCCESSFUL.

WE SAW INCREASE IN TRAFFIC CITATIONS.

WE'VE TALKED ABOUT THAT REPEATEDLY.

IF YOU LOOK AT OUR NUMBERS WE'VE WRITTEN ABOUT 3,000 CITATIONS AND THAT'S 1,000 MORE THAN THE PREVIOUS REPORTING PERIOD.

SOME OF THE INITIATIVES WE IMPLEMENTED WE WERE THE LAST DISTRICT TO GET THE BODY WORN CAMERAS.

ALL OF OUR DEPUTIES ARE OUT FITTED WITH CAMERAS AND WITH THE CITY SUPPORT WE WERE ABLE TO WORK WITH THEM AND REMODEL OUR BODY WORN CAMERA ROOM AND ADD THE I.T. STRUCTURE TO SUPPORT THAT CAMERA SYSTEM. WE ADDED ONE MOTOR DEPUTY TO OUR TRAFFIC UNIT THAT UPPED YOU ARE STAFFING FROM TWO DEPUTIES TO THREE. TWO IN A CAR AND ONE ON A MOTORCYCLE. WE PRESENT AID REQUEST TO THE CITY MANAGER LAST YEAR TO PURCHASE LISTEN PLATE RECOGNITION SYSTEMS FOR US AND WITH THE CITY MANAGER SUPPORT NOT ONLY DID WE PURCHASE TWO THIS YEAR, BUT YOU GUYS APPROVED TWO MORE. THANK YOU VERY MUCH.

MOVING ON TO ADDRESS SOME OF THE EXAMPLES OF SOME OF THE TACTICS WE USED IN OUR SECOND GOAL WHICH WAS TO CREATE AND IMPROVE THE EXISTING RELATIONSHIPS THAT WE HAD WITHIN THE COMMUNITY AND ALSO WITH OUR CITY OFFICIALS. THIS WAS VERY IMPORTANT TO ME PERSONALLY BECAUSE I GOT HERE DURING SOME VERY BAD TIMES AND I HAD AN OPPORTUNITY TO TALK WITH A LOT OF RESIDENTS AND GET THE INPUT FROM THEM AND UNDERSTAND THIS WAS IMPORTANT.

THESE ARE SOME OF THE THINGS THAT WE DID.

AS A RESULT OF THESE INITIATIVES WE ATTENDED 159 VARIOUS EVENTS.

THEY WERE EVENTS HOSTED BY THE COMMUNITIES AND EVENTS THAT WE ACTUALLY IMPLEMENTED ON OUR OWN. WE DID A COUPLE OF MEET AND GREETS WITH SOME OF THE LARGER HOMEOWNERS ASSOCIATION MEETINGS AND WE'LL LOOK GUARD TO CONTINUING THOSE PROGRAMS THIS YEAR. AGAIN ANOTHER INITIATIVE WAS WORKING WITH THE CITY TO UPDATE OUR SOCIAL MEDIA PRESENCE AND PIGGY BACK OFF OF EACH OTHER IN TERMS OF GETTING PUBLIC SAFETY INFORMATION AND COMMUNITY EVENTS OUT.

AS WE TALK ABOUT OUR RESIDENTS MANY PARKLAND LIKE TO GET THEIR INFORMATION THROUGH SOCIAL MEDIA.

ONE OF THE THINGS WE DID WAS WORK WITH THE COMMUNICATIONS DIRECTOR AND CITY MANAGER WE MADE SURE THAT PUBLIC SAFETY INFORMATION WASN'T JUST BEING VIEWED ON OUR WEBSITE, IT WAS ALSO ON THE CITY WEBSITES AND WE SHARED INFORMATION TO MAKE SURE OUR RESIDENTS WERE STAYING INFORMED.

GOAL THREE. THIS IS EQUALLY IMPORTANT.

THIS IS ONE OF THE KEY COMPONENTS WAS A LOT OF DEPUTIES WERE HERE BACK IN FEBRUARY OF 2018.

AND IT WAS IMPORTANT FOR US TO ADDRESS THE MORALE ISSUES AND IMPROVE PERFORMANCE WITHIN OUR DEPUTIES.

YOU CAN SEE THESE WERE SOME OF THE THINGS WE DID.

A SIGNIFICANT NOTE IS WE CONDUCTED A JOB TASK ANALYSIS ON OUR COMMUNITY SERVICE AIDS. OUT OF THAT WE ASSIGNED AN ADDITIONAL RESPONSIBILITIES. THEY ARE TAKING REPORTS EITHER WALKING OR ON THE PHONE. WHAT IS GREAT ABOUT THAT IS THAT ABILITY ALLOWS TO US KEEP THE DEPUTIES ON THE STREET WHERE THEY BELONG. ADDITIONALLY WE TRAINED OUR STAFF, OUR STUFF DIDN'T JUST ATTEND THE MANDATORY IN SERVICE TRAINING THAT IS REQUIRED. WE IMPLEMENTED TRAINING IN THE DISTRICT. WE WORKED WITH THE CITY OF COULD RECALL SPRINGS TO USE THEIR TRAINING FACILITY AND DO TRAINING WITH THEM. WE DO PERIODIC WALK THROUGHS WITH OUR DEPUTIES AND CONSTANTLY GO OVER RESPONSE PLANS IN CASE THERE IS AN ISSUE AT ONE OF THOSE LOCATIONS.

IN TERMS OF COMMUNICATIONS. WE HAVE REPEATEDLY GO THROUGH ROLL CALLS. WE ADDRESS DEPUTIES AND MEET OUR DEPUTIES ON THE ROAD AND DISCUSS STRATEGIC PLAN AND WHERE WE ARE

[01:30:01]

IN TERMS OF ADDRESSING THE GOALS.

WE HAVE NOW RECOMMENDATIONS WE WILL BE PUTTING FORTH.

THIS IS NOT AN ALL ENCOMPASSING LIST.

WE WILL BE WORKING WITH YOU AND CITY STAFF IN THE NEXT COUPLE OF WEEKS TO GET INPUT FOR OUR NEXT STRATEGIC PLAN.

HOWEVER IT'S IMPORTANT TO DISCUSS SOME OF THE THINGS THAT WE'VE ALREADY IDENTIFIED. THE FIRST ONE IS OUR FIRST PLAN WAS RATHER AMBITIOUS. WE LEARNED THAT SOME OF THE ITEMS THAT ARE STRATEGIES THAT WE WERE IMPLEMENTING DIDN'T LEND THEMSELVES TO TRACKING VERY EASILY.

ONE OF THE THINGS WE NEED TO MAKE SURE THIS YEAR IS WE HAVE MORE EFFICIENT TRACKING SYSTEMS IN PLACE SO WE CAN MAKE THE COLLECTION OF DATA EASIER. WE WANT TO CONTINUE TO INCREASE OUR OPPORTUNITIES FOR COMMUNITY ENGAGEMENT AND LOOK FOR MORE WAYS OF ENGAGING OUR COMMUNITY. AS YOU KNOW WE NOW HAVE FULL TIME COMMUNITY OUTREACH DEPUTY DOING A FANTASTIC JOB.

SHE'S CONSTANTLY REACHING OUT TO THE VARIOUS HOA'S AND ORGANIZATIONS ATTENDING COMMERCE MEETINGS.

WE WILL CONTINUE TO SEE THAT PRESENCE GROW.

ONE OF THE THINGS IN TERMS OF UPDATING OUR TECHNOLOGY IS OUR VACATION WATCH PROGRAM IS A ROBUST PROGRAM.

A LOT OF RESIDENTS UTILIZE IT. SOME OF YOU MAY.

WHAT WE WANT TO DO IS CREATE A PROCESS WHERE WE PUT THAT FORM ON SIDELINE AND THEY CAN EMAIL IT BACK TO US.

WE'LL USE THAT TO ANALYZE THE DATA WE WANT TO ANALYZE OUR HOT MAPPING SYSTEM TO ANALYZE WHERE OUR TRAFFIC CRASHES ARE HAPPENING AND MAKE SURE WE'RE DEPLOYING OUR RESOURCES AT THE% APPROPRIATE LOCATIONS AND TIMES W. THAT ARE THERE ANY QUESTIONS.

>> YOU DO A FANTASTIC JOB. YOUR COMMUNITY ENGAGE SYSTEM PHENOMENAL AND THAT SETTLED A LOT OF RESIDENTS HERE.

I COULDN'T BE HAPPIER HAVING YOU LEAD OUR POLICE DEPARTMENT.

THAT'S ALL I HAVE. >> THIS YEAR SUCH THINGS THAT ARE NOT NECESSARILY POLICING BUT ARE MORE COMMUNITY POLICING.

IF YOU CAN AUTOMATE THAT SPECIAL NEEDS REPORT THAT WOULD BE GREAT. ONE OF THE ENCOURAGING THINGS I HEARD TODAY IS THAT YOU GUYS ARE GOING TO BE FULLY STAFFED AND TALKING ABOUT IN GENERAL OR THE GOAL IS BY THE END OF 2020 WHICH IS A GREAT THING. THAT IS SOMETHING YOU SHOULD INCLUDE IN THAT 2020 RECOMMENDATIONS.

>> JUST TO ADD ON YOU AND YOUR TEAM HAVE WORKED HARD.

I KNOW YOU UNDERSTAND THE IMPORTANCE OF COMMUNITY ENGAGEMENT AND COMMUNITY POLICING AND POLICE BEING PART OF THE COMMUNITY. SEE YOU EVERYWHERE.

AND I JUST WANT TO SAY THANK YOU VERY MUCH FOR THE WORK YOU'VE DONE. I LOVE THE UPDATE THAT WE'VE RECEIVED AND THAT YOU TOOK ALL OUR CONCERNS VERY SERIOUSLY AND PUT THEM INTO ACTION. THANK YOU FOR THAT.

[Item 9]

>> WITHOUT ANNA THIS PROJECT WOULD PROBABLY HAVE NEVER GOTTEN OFF THE GROUND. THIS WORK IS AS MUCH HERS AS OURS. I WANT TO THANK ANNA.

>> THANK YOU ANNA. >> AND I WOULD BE REMISS IN NOT MENTIONING LIEUTENANT I'VE WHO DRAGGED ME KICK AND SCREAMING BACK TO THE TABLE WHEN I WAS FRUSTRATE AND DIDN'T THINK THIS WAS GOING TO GET ACCOMPLISHED. THANK YOU.

I APPRECIATE IT. >> THANK YOU VERY MUCH.

>> COMMENTS BY THE CITY MANAGER? >> I DO HAVE A FEW THIS EVENING.

[Item 10]

I'D LIKE TO INFORM EVERYONE THAT A DATE AND TIME HAS BEEN SET FOR THE PASS PARK COMMUNITY MEETING. THAT WILL BE HELD WEDNESDAY JANUARY 29 FROM 7:00 TO 9:00 AT THE PINE TRAILS AMPHITHEATRE.

[01:35:09]

WE'RE LOOKING TO PRESENT THE PLANS FOR THE PROJECT AND TO GET FEEDBACK FROM THE COMMUNITY AS IT PERTAINS TO THE PASSIVE PARK.

>> WE ARE SAD JEN IS LEAVING. WE ARE CLOSING THAT POSITION FOR TAZEMENT ON THURSDAY. WE DO NEED TO DECIDE ON HOW WE'D LIKE TO PROCEED WITH INTERVIEWS. CURRENTLY THERE IS FOUR CANDIDATES THAT HR HAS REVIEWED AND WOULD LIKE TO BRING FORWARD FOR POTENTIAL INTERVIEWS. WE NEED TO DECIDE DO WE WANT TO DO INTERVIEWS SIMILAR TO WHAT YOU DID FOR CITY MANAGERS E DO ONE ON ONES AND THEN A GROUP INTERVIEW OR JUST A GROUP INTERVIEW AND THEN GROUP AFTERWARDS TO DO THE RANKINGS OR WHATEVER YOUR PREFERENCE IS. I'D LIKE TO GET SOME CONSENSUS.

>> A GROUP INTERVIEW WOULD PROBABLY SUFFICE IN THIS SINCE

IT'S A VERY SPECIFIC POSITION. >> NO PROBLEM.

>> NEXT WE NEED TO FIND A DAY. THAT'S THE HARD PART.

>> THAT'S ONE OF THE EASY QUESTIONS.

>> I DID ASK EVERYONE LOOK AT THEIR CALENDAR.

IDEALLY WE WOULD LIKE TO DO IT PROBABLY ALONG THE 13TH THROUGH 17TH AND I KNOW THERE IS A LOT OF PEOPLE OUT THE WEEK OF THE TOGETHER OR TOWARDS THE END OF THE MONTH? I THINK THE MAYOR IS OUT TOWARD THE END OF THE WEEK.

>> I COULD DO THE 15TH OR 16TH.

>> ON MINI I'VE SHARED THIS MULTIPLE TIMES FROM TUESDAY TO THE FOLLOWING TUESDAY. I CAN DO THE 13TH -- I CAN'T

DO THE 13TH. >> I CAN DO THE 12TH.

>> I CAN'T DO THE 12TH. SPARTANBURG.
