>> GOOD EVENING. I'D LIKE TO SAY A FEW THINGS ABOUT THE PROPOSED ORDINANCE BY THE COUNTY REGARDING SEPTIC SYSTEMS. I WAS BORN AND RAISED IN OHIO ON A FARM WITH ASEPTICISM. NEVER HAD ANY PROBLEMS WITH IT.

I SURVIVED. OUR WATER SYSTEM WAS NOT CONTAMINATED. I'VE LIVED IN PINE TREE FOR 25 YEARS OR MORE. SEPTIC SYSTEM.

NO PROBLEM. WATER IS FINE.

MOST OF THE PEOPLE IN PINE TREE I KNOW OF KNOW THOUSAND TREAT A SEPTIC SYSTEM HAVE NO PROBLEMS. THE SCIENCE BEHIND THE PROPOSED RESOLUTION OR WHATEVER THEY ARE PROPOSED IS NOT BASED ON SCIENCE.

MY BACKGROUND IS PHARMACEUTICAL RESEARCH.

RESEARCH AND DEVELOPMENT. AND I KNOW A LITTLE BIT ABOUT PATH GENERALS. WE GET MORE PATH GENERALLIC CONTAMINATION FROM THE WILDLIFE THAN FROM ANY SEPTIC SYSTEM.

THAT GOES INTO OUR LAKES AND RIVERS.

AND YET WE SURVIVE BECAUSE WE HAVE WATER TREATMENT SYSTEMS FOR THE MUNICIPALITIES AND OUR WELL SYSTEMS ARE DEEP ENOUGH THAT THEY ARE NOT CONTAMINATED BY SURFACE WATER IN MOST CASES.

THE PURVIEW OF THIS ORDINANCE SHOULD NOT BE WITH THE COUNTY.

IT SHOULD BE WITH THE LOCAL MUNICIPALITIES.

IT WOULD BE FAR MORE SCIENTIFIC TO DO IT THAT WAY BECAUSE YOU HAVE CONTROL OVER YOUR OWN REGION.

I DON'T LIKE BEING REGULATED. ON OCCASION IT IS NECESSARY.

IF ANY OF YOU DON'T YET HAVE AN OPINION ON THIS ORDINANCE, I'D BE HAPPY TO DISCUSS IT WITH YOU AT LENGTH IN PRIVATE AT YOUR OWN CONVENIENCE. I WOULD HOPE YOU WOULD DO ALL THAT YOU CAN TO PERSUADE YOUR COUNTY COMMISSIONERS AS I AM GOING TO DO TO VOTE TO DISCARD OR NOT CONSIDER THIS RESOLUTION AT ALL. THIS ORDINANCE.

IT'S PURELY ENVIRONMENTAL ACTIVIST THAT ARE GOING NUTS.

IT'S USUALLY THE OTHER END. I'D LIKE TO SAY HELLO AND WELCOME TO A NEW DECADE. I FEEL VERY FORTUNATE TO BE SITTING UP HERE AND ABLE TO SERVE THE CITY OF PARKLAND IN WHICH I HAVE ENJOYED SERVING FOR MANY YEARS.

I'M VERY PROUD TO CONTINUE TO BE ABLE TO DO THIS GOING INTO THE NEW DECADE. OUR KIDS ARE BACK IN SCHOOL WHICH IS GREAT. IT WAS REALLY ENJOYABLE HAVING THE PROCLAMATIONS AND ONE WAS NEAR AND DEAR TO MY HEART WHICH WAS DRAMA. MY DAUGHTER WAS PART OF THAT PROGRAM FOR MANY YEARS. I DIDN'T GET TO THROW SNOW BALLS AT MY COLLEAGUES WHICH I WOULD HAVE ENJOYED DOING BUT I WAS HOME IN BED WITH TISSUES AND A COLD AND COUGH.

I HOPE EVERYBODY WHO HAD IT IS OVER IT.

WE'VE BEEN GETTING A LOT OF REALLY GREAT FEEDBACK FROM THE RESIDENTS ON VERY RANDOM THINGS. IF THERE ARE ANY RESIDENTS OUT THERE LISTENING I WANT TO SAY THANK YOU FOR REACHING OUT AND SHARING WITH US BECAUSE WE CAN'T SERVE YOU WITHOUT KNOWING WHAT YOUR NEEDS AND YOUR THOUGHTS ARE.

SO THAT IS GREATLY APPRECIATED. EVERYBODY WHO YOU SEE SITTING UP HERE ATTENDED SOMETHING THAT WAS DIFFICULT FOR ME TO ATTEND AND EMOTIONAL AND IT WAS THE OPENING OF PRINCESS MEADOWS PLAYGROUND.

IT WAS A VERY ENLIGHTNING HAPPY YET SAD YET REALLY AWAKENING FEELING. AND IT WAS REALLY NICE TO KNOW THAT THAT PLAYGROUND IS GOING TO BE THERE FOR SO MANY YEARS TO COME FOR CHILDREN TO LAUGH AND PLAY AND HAVE A WONDER.

I'M LOOKING FORWARD TO HEARING IF IDEAS MOVING FORWARD TO HAVE A PERMANENT MEMORIAL HERE IN THE CITY OF PARKLAND BECAUSE I FEEL THAT IS SOMETHING THAT MANY OF THE RESIDENTS WANT AND I THINK THAT WE HAVE A LOT OF OPTIONS TO LOOK FORWARD TO HEARING ABOUT. EITHER WITHIN A PARK THAT WE CURRENTLY HAVE OR A FUTURE PARK OR OTHER AREAS THAT I'M LOOKING FORWARD TO HEARING WHAT THE IDEAS OF THAT COMMITTEE ARE.

EAGLES HAVEN HAS GREAT THINGS COMING UP.

THEY ARE WORKING ON WORKSHOPS FOR MIND, BODY AND SPIRIT WHICH IS A REALLY WONDERFUL WAY TO HEAL AND PROGRESS.

MANY OF THEM REQUIRE A PREREGISTRATION.

IF YOU ARE INTERESTED IN ATTENDING YOU CAN STOP BY OR GIVE THEM A CALL AND THEY WILL BE THERE.

VICE MAYOR IS OUR REPRESENTATIVE AND I'M REALLY LOOKING FORWARD TO FINDING OUT WHAT HAPPENS AFTER THE COMMITTEE MEEKS IN TWO WEEK TONS WORKING GROUP AND THE TECHNOLOGY GROUP.

I'M SURE WE'RE GOING TO DO THAT. I WANT TO FOCUS ON A BIGGER PICTURE. GIVEN WHAT OUR COMMUNITY HAS BEEN THROUGH SINCE 2018 AND THE FACT WE ARE APPROACHING 2014 AND IT IS A GIVEN. I SPOKE WITH PEOPLE THAT HAVE CONCERN ABOUT THE FUTURE OF OUR COUNTRY AND THE OUTLOOK WE FACE.

ARE WE LOOKING AT ENVIRONMENTAL CAT.S.A. NORTHEAST THAT WILL CHANGE THE WORLD IN THE FUTURE. ARE WE LOOKING AT A WAR? WILL THE ESCALATIONS BETWEEN COUNTRIES BRING ABOUT WORLD WAR THREE? WILL MY CHILDREN WHO ARE IN THE MILITARY BE SHIPPED OVERSEAS TO FIGHT.

LOTS OF QUESTIONS AND CONCERNS. THESE ARE NOT NEW QUESTIONS.

THEY ARE BEING ASKED BY NOT JUST ADULTS BUT CHILDREN AS WELL.

IN FACT STUDIES INTO THE PERCEPTIONS OF ADULTS AND CHILDREN FROM A MEDICAL AND PSYCHOLOGICAL STANDPOINT HAVE BEEN DONE REGARDING THIS KIND OF CONCERN AND DILEMMA.

HARVARD PROFESSOR STATED THE PRESENCE OF NUCLEAR WEAPONS AND THE THREAT OF NUCLEAR WAR ARE MAJOR REALITIES IN OUR SOCIETY TODAY AND WILL CONTINUE TO BE SO IN THE FUTURE.

REGARDLESS OF WHETHER THE PERCENTAGE OF YOUNGSTERS SERIOUSLY CONCERNED THIS REPRESENTS A VERY LARGE NUMBER OF YOUNGSTERS. THAT NUMBER IS LIKELY TO INCREASE. THE DATA TO DATE STRONGLY INDICATE THIS YOUNG PEOPLE ARE NOT RECEIVING SYSTEMATIC EDUCATION ABOUT THIS DIFFICULT ISSUE.

THOSE THAT ARE CONCERNED PRIMARILY FIND OUT ABOUT IT THROUGH THE MEDIA. AND THEY ARE DEEPLY TROUBLED BY WHAT THEY FIND. THEY ARE ALONE WITH THOSE FEARS.

IT IS TRUE THIS ISSUE OF THE IMMENSE DESTRUCTIVENESS OF NUCLEAR WEAPONS AND THE POSSIBILITY OF THE DESTRUCTION OF THE ENTIRE WORLD IS A CRUCIAL ISSUE.

AND MUST REMAIN IN THE FOREFRONT OF THE ISSUES CONSIDERED IN OUR DEMOCRATIC SOCIETY. THE USUAL MEDIA PRESENTATION WHETHER PRINT OR VISUAL COMPUTER OR TV OR MOVIES IS A PARTIAL AND INCOMPLETED WAY FOR YOUNG TERES TO BECOME EDUCATED ABOUT THIS ISSUE. MOST MEDIA PRESENTATION ARE NOT GENERAL DISCUSSIONS BUT NEWS ITEMS FOCUSND TO PARTICULAR SUBJECT OF THE DAY. THEY ARE OFTEN VISUALLY DRAMATIC. THIS DOES NOT PROVIDE ANY SYSTEMATIC OVERVIEW OF THE PROBLEMS OF THE ISSUES NOR DOES IT TRANSMIT TO YOUNG PEOPLE ANY SENSE OF HOW THE DEAL WITH THE ISSUES, HOW TO DISCUSS THEM WITH OTHERS OR UNDERSTAND THEM.

THE EXCEPTION TO THIS ARE MEDIA PRESENTATIONS SPECIFICALLY FOCUSED ON EDUCATION AND SOME OF THESE ARE QUITE HELPFUL BEYOND THE MEDIA MOST AREAS IN THE NUCLEAR AREAS TOUCHED UPON IN FICTION, TELEVISION, DRAMAS, VIDEO GAMES OF DESTRUCTION AND SO FORTH. THE A JUDGESTERS BECOME AWARE OF THE NUCLEAR ISSUES CONTRIBUTES TO THEIR HELPLESSNESS AND

HOPELESSNESS THERE. IS A GREAT NEED FOR MORE SYSTEMATIC EDUCATION. IT IS ESSENTIAL OUR YOUNG PEOPLE ARE NOT LEFT ALONE WITH THEIR FARE FEARS.

IT IS ESSENTIAL THEY MAKE CONTACT WITH OTHERS WHO ARE WILLING TO HEAR THEM AND SHARE THEIR CONCERNS.

EDUCATION MUST TAKE PLACE ANYWAY CONTEXT THAT IS IN AVIATIONSHIP WHICH ALLOWS BACK AND FORTH QUESTIONING AND WHICH ALSO TAKES PLACE OVER TIME. THE CONTEXT MAY BE PROVIDED BY SCHOOL, MEDIA PRESENTATIONS, FOLLOWUP DISCUSSION, PARENTS, DOCTORS, EDUCATORS AND OTHERS. WHAT IS NECESSARY FOR THOSE PROVIDING THE EDUCATION IS KNOWLEDGE OF THE ISSUE, SENSITIVITY TO THE PROCESSES OF WORKING THROUGH PAINFUL FEELINGS AND A LOCAL TONS COME TO GRIPS WITH THAT NEAR THE YOUNGSTERS ARE VOICING. THE MOST IMPORTANT COMPONENT OF EDUCATION IS MAKING YOUNGSTERS AWARE THEY ARE NOT POWERLESS, THEIR ACTIONS ARE IMPORTANT AND THEY ADMIT THEY DO MAKE A DIFFERENCE ON THIS ISSUE AS ON OTHER ISSUES IN OUR DEMOCRACY.

FROM A PSYCHOLOGICAL POINT OF VIEW, THE PSYCHOLOGICAL CO-COMMITMENTS OF PARTIAL AND INCOMPLETE AWARENESS OF THE NUCLEAR ISSUE ARE HELPLESSNESS AND HOPELESSNESS WHICH OFTEN LEAD TO INACTIVITY AND TO PARALYSIS.

IT IS ESSENTIAL TO COUNTER ACT THESE FEELINGS THROUGH EDUCATION. WE HAVE SEEN THAT IN THIS COMMUNITY. THIS COMMUNITY HAS TAKEN ACTION AFTER TRAUMA AND NOT BEEN HELPLESS OR HOPELESS.

THE COMPLEXITIES OF WHAT IS GOING ON TODAY WITH THE WORLD AND THE FEAR THESE COMPLEXITIES AND GENDER ARE NOT TO BE TAKEN LIGHTLY BY EITHER OUR CHILDREN OR THE ADULTS IN OUR COMMUNITY.

IS THIS IS PARTICULARLY TRUE IN OUR COMMUNITY AT THIS TIME.

THERE ARE A LOT OF GOOD COMMITTED HELPFUL PEOPLE IN OUR COMMUNITY THAT ARE THERE FOR YOU.

I ASKED FOR A CHRISTMAS PRESENT AND THEY THEY DELIVERED.

ALSO WANT TO THANK THERMOMETER RESPONDING TO THE BASKETBALL POLL ON COURT FIVE OF CAME DOWN IT WAS RUSTED AND PITTED.

THEY QUICKLY REPLACED THAT AND MOVING FORWARD THERE MIGHT BE A NEED FOR A PHASED IN REPLACEMENT PROJECT FOR SOME OF THE POLLS THAT MIGHT BE UP THERE FOR A LONG TIME.

MAYBE WE SHOULD LOOK INTO THAT. ONE OF THE THINGS THAT WE'RE WORKING ON AT THE U.S.

CONFERENCE OF MARRIES WITH THE SMALL CITIES IS SEEING WHAT FEDERAL GRANT OPPORTUNITIES ARE AVAILABLE TO THE SMALLER CITIES.

A LOT OF LARGER CITIES GET A LOT OF GRANTS THESE DAYS BECAUSE THEY HAVE THE PERSONNEL TO DO THE WORK AND THEY HAVE A LOT OF EXPERIENCE WITH IT. WHERE A LOT OF SMALLER CITIES ARE AT A BIG DISADVANTAGE FOR THAT.

ONE OF OUR PRIORITIES THIS YEAR IS GOING TO BE LOOKING AT HOW WE CAN GET INFORMATION TO SMALLER CITIES INCLUDING FOR EXAMPLE THE CITY OF PARKLAND OF WHAT GRANTS ARE AVAILABLE.

ESPECIALLY IN THIS DAY IN AGE ENVIRONMENTAL THINGS ARE POPULAR. THE ACC ACCOMPLISHMENTS, OUR STRATEGIC GOALS , THE ACCOMPLISHMENTS THAT WE HIT OVER THE COURSE OF THE REPORTING PERIOD AND RECOMMENDATIONS MOVING FORWARD IN THE NEXT REPORTING PERIOD. YOU CAN SEE THE GOALS IN FRONT OF YOU. ONE OF THE THINGS I THINK IS IMPORTANT TO HIGHLIGHT IS NO ONE OF THESE GOALS IS MORE IMPORTANT THAN THE OTHER. AS WE'VE DISCUSSED THROUGHOUT THE YEAR, WE SAW A 31% DECREASE IN CRIME DURING THIS REPORTING PERIOD. WHAT IS SIGNIFICANT ABOUT THAT IS IF YOU COMPARE THAT TO THAT'S A DOUBLE DIGIT DECREASE IN PART ONE CRIMES. THOSE ARE PROPERTY CRIMES THAT WE SEE A LOT. BURGLARIES, OUGHT THOUGH THEFTS.

IF YOU COMPARE THAT DOUBLE DIGIT DECREASE DURING THIS REPORTING PERIOD TO THE SAME REPORTING PERIOD THE PREVIOUS REPORTING PERIOD THAT WAS ONLY A 7% DECREASE IN CRIME.

WE SUH SAW A SIGNIFICANT DECREASE IN PART ONE CRIMES OVER THIS REPORTING PERIOD. ONE OF THE MOST EFFECTIVE TOOLS WE HAD IN ADDRESSING OUR CRIME REDUCTION STRATEGIES WERE DIRECTED PATROLS. DIRECTED PATROLS ARE WHERE WE ANALYZE WHAT IS GOING ON IN THE CITY.

WE DEVELOP PLANS THAT ALLOW US TO APPLY OUR RESOURCES IN THE MOST EFFECTIVE WAYS WHERE THE INCIDENTS ARE HAPPENING AND WHEN THEY WERE HAPPENING. WHAT YOU ARE LOOKING AT ARE SOME OF THE NUMBERS THAT CAME OUT OF THE 13 DIRECTED PATROL WES DID DURING THE COURSE OF THE YEAR. THESE NUMBERS ONLY REFLECT THE

JUST AS A POINT OF REFERENCE SO YOU UNDERSTAND WHAT A FIELD INTERVIEW IS, THAT'S A SITUATION WHERE A DEPUTY HAS CONTACT WITH SOMEBODY UNDER SUSPICIOUS CIRCUMSTANCES.

THE CIRCUMSTANCES MAY NOT RISE TO WHERE AN ARREST IS MADE BUT IT'S IMPORTANT ENOUGH WE WANT TO TRACK THAT CONTACT SO THAT WE CAN USE THAT LATER ON AS WE ASSESS WHAT IS GOING ON AND DEVELOP OUR DIRECTED PATROLS. ADDITIONALLY WHAT I WILL SAY I'M MOST PROUD IF YOU LOOK AT THE NUMBERS WE DID OVER 1,000 PARK AND WALKS DURING THIS REPORTING PERIOD.

ONE OF THE THINGS I TALKED ABOUT IS OUR LACK OF COMMUNITY ENGAGEMENT. THIS WAS OUR ABILITY TO DRIVE OUR DEPUTIES TO GET OUT OF THEIR CARS AND INTERACT WITH RESIDENTS CREATE THE RAPPORT WE KNOW THE RESIDENTS WERE ASKING FOR AND WE NEEDED TO TO DO TO BE SUCCESSFUL.

SOME OF THE INITIATIVES WE IMPLEMENTED WE WERE THE LAST DISTRICT TO GET THE BODY WORN CAMERAS.

ALL OF OUR DEPUTIES ARE OUT FITTED WITH CAMERAS AND WITH THE CITY SUPPORT WE WERE ABLE TO WORK WITH THEM AND REMODEL OUR BODY WORN CAMERA ROOM AND ADD THE I.T. STRUCTURE TO SUPPORT THAT CAMERA SYSTEM. WE ADDED ONE MOTOR DEPUTY TO OUR TRAFFIC UNIT THAT UPPED YOU ARE STAFFING FROM TWO DEPUTIES TO THREE. TWO IN A CAR AND ONE ON A MOTORCYCLE. WE PRESENT AID REQUEST TO THE CITY MANAGER LAST YEAR TO PURCHASE LISTEN PLATE RECOGNITION SYSTEMS FOR US AND WITH THE CITY MANAGER SUPPORT NOT ONLY DID WE PURCHASE TWO THIS YEAR, BUT YOU GUYS APPROVED TWO MORE. THESE ARE SOME OF THE THINGS THAT WE DID.

AS A RESULT OF THESE INITIATIVES WE ATTENDED 159 VARIOUS EVENTS.

THEY WERE EVENTS HOSTED BY THE COMMUNITIES AND EVENTS THAT WE ACTUALLY IMPLEMENTED ON OUR OWN. WE DID A COUPLE OF MEET AND GREETS WITH SOME OF THE LARGER HOMEOWNERS ASSOCIATION MEETINGS AND WE'LL LOOK GUARD TO CONTINUING THOSE PROGRAMS THIS YEAR. AGAIN ANOTHER INITIATIVE WAS WORKING WITH THE CITY TO UPDATE OUR SOCIAL MEDIA PRESENCE AND PIGGY BACK OFF OF EACH OTHER IN TERMS OF GETTING PUBLIC SAFETY INFORMATION AND COMMUNITY EVENTS OUT.

AS WE TALK ABOUT OUR RESIDENTS MANY PARKLAND LIKE TO GET THEIR INFORMATION THROUGH SOCIAL MEDIA.

ONE OF THE THINGS WE DID WAS WORK WITH THE COMMUNICATIONS DIRECTOR AND CITY MANAGER WE MADE SURE THAT PUBLIC SAFETY INFORMATION WASN'T JUST BEING VIEWED ON OUR WEBSITE, IT WAS ALSO ON THE CITY WEBSITES AND WE SHARED INFORMATION TO MAKE SURE OUR RESIDENTS WERE STAYING INFORMED.

WE DO PERIODIC WALK THROUGHS WITH OUR DEPUTIES AND CONSTANTLY GO OVER RESPONSE PLANS IN CASE THERE IS AN ISSUE AT ONE OF THOSE LOCATIONS.

IN TERMS OF COMMUNICATIONS. WE HAVE REPEATEDLY GO THROUGH ROLL CALLS. WE ADDRESS DEPUTIES AND MEET OUR DEPUTIES ON THE ROAD AND DISCUSS STRATEGIC PLAN AND WHERE WE ARE

ONE OF THE THINGS WE NEED TO MAKE SURE THIS YEAR IS WE HAVE MORE EFFICIENT TRACKING SYSTEMS IN PLACE SO WE CAN MAKE THE COLLECTION OF DATA EASIER. WE WANT TO CONTINUE TO INCREASE OUR OPPORTUNITIES FOR COMMUNITY ENGAGEMENT AND LOOK FOR MORE WAYS OF ENGAGING OUR COMMUNITY. AS YOU KNOW WE NOW HAVE FULL TIME COMMUNITY OUTREACH DEPUTY DOING A FANTASTIC JOB.

SHE'S CONSTANTLY REACHING OUT TO THE VARIOUS HOA'S AND ORGANIZATIONS ATTENDING COMMERCE MEETINGS.

WE WILL CONTINUE TO SEE THAT PRESENCE GROW.

ONE OF THE THINGS IN TERMS OF UPDATING OUR TECHNOLOGY IS OUR VACATION WATCH PROGRAM IS A ROBUST PROGRAM.

A LOT OF RESIDENTS UTILIZE IT. SOME OF YOU MAY.

WHAT WE WANT TO DO IS CREATE A PROCESS WHERE WE PUT THAT FORM ON SIDELINE AND THEY CAN EMAIL IT BACK TO US.
