THE LARGEST ADDITIONAL CONSTRUCTION WE HAD ABOUT $5 MILLION FOR SINGLE-FAMILY HOMES AND IN PARKLAND ALL THE NEW CONSTRUCTION THE HIGHEST VALUE THAT WE ADDED WAS NEW SINGLE-FAMILY HOMES. YOU ACTUALLY HAVE 9731 HOMESTEAD EXEMPTIONS. 103 SENIORS WHICH I THINK IS REALLY IMPORTANT. BECAUSE BROWARD COUNTY HAS ABOUT 2 MILLION PEOPLE. AND THEN ONE DAY ONE OF THE NEIGHBORS EVEN FOUND THE ELDERLY GENTLEMAN WALKING AROUND DISORIENTED AND WAS VERY CONCERNED AND CALLED THE DEPARTMENT OF FAMILIES. AT THAT SAME TIME WHEN THEY DID THAT THE HOME HEALTHCARE AGENCY GOT A CHECK TO PAY FOR HER SERVICES BUT NOW IT WAS INTO PEOPLE'S NAMES. THE VICTIM AND HER NAME. TO PAY FOR HER SERVICES. THEY FOUND THE IDENTITIES OF 53 RESIDENTS, FOUND THEIR INFORMATION, THEIR PIN NUMBERS, TAX RETURN INFORMATION DID HE EVEN HAD A CHECKBOOK THAT HE MADE THAT WAS DRAWN ON A VERY LEGITIMATE BROWARD COUNTY BUSINESS AND WAS CASHING CHECKS IN THE AMOUNT OF THOUSANDS OF DOLLARS. OUR BIGGEST CONVICTION WHICH I'M VERY PROUD OF HAPPENED OVER THE SUMMER. THERE WAS A MAN THAT STOLE A HOME IN TAMARAC AND A JURY FOUND HIM GUILTY AND AFTER HE WAS DONE HE WALKED UP TO THE JUDGE AND GOES, I WAS JUST CONVICTED, WHEN DO I COME BACK FOR SENTENCING? HE SAYS IT'S RIGHT NOW AND HE GAVE HIM 15 YEARS. WHICH I THINK IS A GREAT THING. THE PEOPLE THAT DO THIS TARGET OUR MOST VULNERABLE PEOPLE. WHAT EXACTLY IS A SPECIAL ASSESSMENT? CHARGES ASSESSED AGAINST PARTICULAR PROPERTY AT SOME PARTICULAR LOCALITY BECAUSE THAT PROPERTY DERIVES SOME SPECIAL BENEFIT FROM THE EXPENDITURE OF MONEY. AND THESE ARE DIFFERENT FROM OUR REGULAR ASSESSMENTS THAT ARE CHARGED TO THE ENTIRE CITY. DIFFERENT THAN FIRE ASSESSMENT OR SOLID WASTE ASSESSMENT CHARGED CITYWIDE. AND IN OUR INSTANCES THE RANCHES ASSESSMENT IS BEING APPORTIONED BASED ON ASSIGNED ACRES AND THE PINE TREE ESTATES IS BY BUILDABLE LOTS. THAT'S HOW THEY HAVE BROKEN DOWN THE FAIR AND REASONABLE APPORTIONMENT TO ALL THE PROPERTIES INCLUDED. SO WE WILL START WITH THE RANCHES. THAT IS THE FIRST AGENDA ITEM READ INTO THE RECORD. SO THERE ARE TWO SEPARATE PROJECTS THAT WERE DESIGNED SEPARATELY IN THE RIDGES. THE DRAINAGE PROJECT AND THE ROADWAY IMPROVEMENT PROJECT. THE DRAINAGE PROJECT INCLUDES [00:55:03] THE REHAB TO THE CANAL SYSTEMS, REHAB OF THE COVERTS, CLEARING OF THE OVERGROWTH, RESTORING THE SLOPES AND REPLACING A PUMP WHICH WE RECENTLY APPROVED THOSE AGENDA ITEMS TO REPLACE THE PUMP AND HAVE THE INSTALLATION OF THAT. THOSE ARE ALL GOING TO GREATLY IMPROVE THE DRAINAGE IN THAT COMMUNITY. THE TOTAL FOR THAT PROJECT IS ABOUT $8.9 MILLION. WE ALSO HAVE THE ROADWAY IMPROVEMENT PROJECT THAT WAS DESIGNED FOR THE RANCHES. THAT INCLUDES MILLING, REWORKING THE EXISTING BASE, RECONSTRUCTION OF THE ROADWAY, GUARDRAILS, SIGNAGE AND PAVEMENT MARKERS. AND THAT IS ABOUT 4.9 MILLION. WHEN YOU LOOK AT THE TWO PROJECTS THAT ARE UNDERWAY AND GOING TO OCCUR IN THE RANCHES THE TOTAL IS 13 MILLION 869,014. ALMOST $14 MILLION. HOW ARE THOSE PROJECTS BEING FUNDED. THIS SLIDE SHOWS THAT THE AMERICAN RESCUE PLAN ACT FUNDING WAS USED TOWARD THE DRAINAGE PROJECT 5,274,00. THE GENERAL FUND CONTRIBUTED FOR THE DRAINAGE PROJECT AS WELL AS GENERAL FUND TO WHERE THE ROAD PROJECT IS 4,274,000 160. AND IN THE RESIDENCE PIECE IS 4,318,000. SO AS YOU CAN SEE THE CITY CONTRIBUTED A LARGE AMOUNT OF FUNDS TOWARD THESE TWO PROJECTS THAT ARE IN THE RANCHES. AND THAT AMOUNTS TO 69% OF THE TOTAL PROJECT WITH THE RESIDENT ASSESSMENT SHOWING A 31%. JUST A NOTE THAT YOU SEE IT SAYS THE CITY TO BE ASSESSED FOR HUNDRED 50,000 FOR 44.5 ASSIGNED ACRES. PART OF THAT FAIR AND REASONABLE APPORTIONMENT THE CITY OWNS PROPERTY WITHIN THE RANCHES AND ALSO GOING TO BE ASSESSED IN THE SAME MANNER THE OTHER PROPERTIES ARE. AND THAT AMOUNTS TO ABOUT 450,000. THAT IS IN THE CITY'S PORTION OF THE FUNDING. FOR THE RANCHES ROADWAY IMPROVEMENT ASSESSMENT ITSELF FOR THE ROADS PROJECT, THE RESIDENTS CAN PAY THEIR ASSESSMENT IN TWO WAYS. UP FRONT WITH A ONE-TIME INITIAL PREPAYMENT AMOUNT WHICH AVOIDS THE ADDITIONAL FINANCING ADMINISTRATIVE AND COLLECTIVE COSTS. THAT AMOUNT IS $10,150 PER ASSIGNED ACRE. WE WILL BE OPENING THE PERIOD FOR INITIAL ONE-TIME PAYMENT AFTER THE FINAL ASSESSMENT RESOLUTIONS ARE ADOPTED IN DECEMBER. IN THE MEANTIME WE WILL BE MAILING FIRST-CLASS NOTICES TO EACH PROPERTY WITH THE EXACT AMOUNT AND THE COLLECTION PERIOD WILL BE FROM MID DECEMBER THROUGH MID FEBRUARY. AND THEY HAVE A NEW GOVERNMENT LENDING PROGRAM SO WE WILL GET MORE INFORMATION FROM THEM SO WE CAN GET THE BEST POSSIBLE OPTION FOR OUR RESIDENTS. WE CAN'T DETERMINE HOW MUCH WE NEED UNTIL WE KNOW HOW MUCH HAS BEEN PREPAID. WE KNOW HOW MUCH WE NEED. THE CITY WILL ENTER INTO A DIRECT PLACEMENT BANK LOAN AND THAT IS BECAUSE THOSE USUALLY GIVE YOU THE BEST RATES. IF A PROPERTY DOES NOT MAKE THE [01:00:02] INITIAL PAYMENT BY THE DEADLINE THEY WILL AUTOMATICALLY BE INCLUDED IN THE ANNUAL ASSESSMENT PROCESS. THOSE WILL APPEAR ON THE TAX BILLS OVER THE NEXT 20 YEARS. AND THOSE GO TOWARD PAYING THE ANNUAL DEBT SERVICE ON THAT BANK LOAN. THAT ANNUAL ASSESSMENT AMOUNT IS ANTICIPATED TO BE NO GREATER THAN $1028. WE CANNOT GET THE EXACT AMOUNT BECAUSE WE DON'T KNOW THE EXACT COST. HOW MUCH OF A BANK LOAN WE ARE GOING TO NEED. WHAT THE INTEREST RATES ARE AT THAT TIME. I DON'T KNOW. I ANTICIPATE THE FIGHT IS GOING TO LOWER RATES BUT WITH THE RATES ARE AT THAT TIME WILL DETERMINE THE EXACT AMOUNT OF WHAT THOSE WILL BE. THIS WAS THE FULL DEPTH ROADWAY RECLAMATION , MILLING, RESURFACING, PAVING AND ASSOCIATED EARTHWORK, CLEARING, NECESSARY TREE REMOVAL, GUARDRAILS, SIGNAGE AND THE EVER IMPORTANT PAVEMENT MARKERS. AND ANY RELATED RESTORATION. THAT TOTAL PROJECT IS 6,560,000. AND THE BREAKDOWN IN FUNDING YOU HAVE THE GENERAL FUND THAT HAS CONTRIBUTED $2 MILLION TOWARD IT AND THE RESIDENT PORTION OF THE ROADS IS 4 MILLION. SO IT'S A 3070 SPLIT.
