IN ORDER TO FACILITATE THIS PROCESS, THE CITY HIRED GOVERNMENTAL -- GOVERNMENT MANAGEMENT SERVICES, GMS , TO HELP DEVELOP THE ASSESSMENT METHODOLOGY AS WELL AS NABORS, GIBLIN & NICKERSON, P.A. TO PREPARE THE LEGAL GUIDANCE AND PREPARE THE ASSESSMENT DOCUMENTS. A SPECIAL ASSESSMENT IS A REVENUE SOURCE THAT IS AVAILABLE TO LOCAL GOVERNMENTS IN FLORIDA TO FUND OPERATIONS AND MAINTENANCE EXPENSES AND CAPITAL IMPROVEMENTS FOR ESSENTIAL SERVICES AND FACILITIES, SUCH AS ROADS , STORM WATER, FIRE, SOLID WASTE, UTILITIES , AND OTHER ESSENTIAL PUBLIC SERVICES. AND IT PROVIDES A SPECIAL ASSESSMENT CHARGES ASSESSED AGAINST THE PROPERTY OF A PARTICULAR LOCALITY BECAUSE THE PROPERTY DERIVES A SPECIAL BENEFIT FROM THE EXPENDITURE OF THE MONEY.
