ONE THING I JUST WANT TO TALK ABOUT, I'VE BEEN SEEING A LOT OF POST ON FACEBOOK RECENTLY BASHING THE GOLF CARTS AND THE BIKES AND THE DIRT BIKES. OTHER ISSUES LIKE THE KIDS BEING CITED FOR VIOLATING TRAFFIC LAWS ON THEIR E-BIKES AND SCOOTERS FIRST AND FOREMOST BECAUSE PEOPLE ARE SAYING THEY ARE BANNING THEM FROM THE PARKS AND THE FIELDS. WELL, THEY'RE NOT BANNED FROM THE PARKS OR THE FIELDS, BUT BASICALLY BANNING THEM FROM GOING ONTO THE PARKS ON THE FIELDS ON THEIR E-BIKES AND MOTORIZED SCOOTERS. I CAN TELL YOU THAT I ALMOST GOT HIT TWO OR THREE TIMES WHILE I WAS OUT THERE BY THE KIDS THAT WERE FLYING BY THERE. IT'S DEFINITELY CREATE ADD DANGEROUS SITUATION OUT THERE. THEY'RE ALLOWED TO DRIVE THEIR BIKES, SCOOTERS, GOLF CARTS ONTO THE PROPERTY, AND YOU PARK IT LIKE YOU DO AS A CAR. YOU PUT IT WHERE IT BELONGS, YOU PLACE IT INTO THE BIKE RACKS, AND GO HAVE FUN. I STRONGLY RECOMMEND IT. I SHOULD PROMOTE IT. IT'S FOUR SATURDAYS, AND IT REALLY TEACHES YOU ARE SAFETY, THINGS TO WATCH OUT FOR. FOR THOSE OF US THAT WERE HERE DURING THE HUR CAPES OF 2003 AND 2004, WE WERE SO HEAVILY DEPEND ON CORAL SPRINGS AND PARKLAND WAS A LOT SMALLER. SO NOW WE NEED MORE OF OUR OWN PEOPLE. SO AS YOU KNOW, A PART OF BEING ON THE COMMUNITY ADVISORY BOARD, WHICH ACTUALLY YEARS AGO, USED TO BE THE EDUCATION ADVISORY BOARD, IS TO TAKE A LOOK AT ANY EDUCATION ISSUES THAT WE HAVE HERE IN THE CITY. SO AGAIN, I'M GOING TO GIVE YOU A LITTLE BRIEF OVERVIEW OF WHAT WE'RE TALKING ABOUT WITH THE BOUNDARY PROCESS. IT'S FOOD FOR THOUGHT. TO BE PREPARED FOR MAYBE A LITTLE ADVOCACY FOR WHEN THE TIME IS APPROPRIATE. AS OME OF YOU MAY KNOW IN FEBRY OF 2023, THE SCHOOL BOARD VOTED TO REMOVE AN AREA FROM THE BOUNDARY OF STUDENTS WHO ATTEND MARJORY STONEMAN DOUGLAS HIGH SCHOOL. AND THAT IS SOMETHING THAT WAS PHASED IN. SO LET ME PULL UP A MAP FOR YOU ALL. AS WE'RE TALKING, AND THAT WAY YOU'LL HAVE MAYBE A LITTLE BIT MORE OF AN IDEA. ALL RIGHT, CAN YOU ALL SEE THAT? SEE THAT SHADED AREA IN THE BOTTOM? THAT IS WHAT THEY WOULD CALL THE C4 AREA. THAT SHADED AREA USED TO BE A PART OF THE BOUNDARY THAT GOES DOWN INTO CORAL SPRINGS, ALL THE WAY DOWN TO ROYAL PAUL BOULEVARD. AT THE TIME IN 2023, MARJORY STONEMAN DOUGLAS WAS OVERCROWDED. THERE WERE MORE STUDENTS THERE THAN WHAT WE WERE SUPPOSE TO HAVE IN THE HIGH SCHOOL. SO TAKING A LOOK AT THIS, THE SCHOOL BOARD DECIDED TO GO FORWARD WITH A BOUNDARY PROCESS. THAT'S SOMETHING THEY WILL DECIDE ON EVERY YEAR, BUT THEY WON'T GO THROUGH THAT PROCESS UNLESS THEY FEEL IT IS NECESSARY. THIS YEAR THEY HAVE NOT GONE THROUGH THAT PROCESS, WHERE THEY ARE DOING THE WHOLE REDEFINING THE SCHOOL INITIATIVE, WHICH WE WILL DISCUSS A LITTLE BIT LATER. BUT THE PROCESS INVOLVES HAVING THE MEMBERS PROVIDE SOME POTENTIAL BOUNDARY MAPS. THAT'S WHAT WAS DECIDED UPON IN ORDER TO REDUCE, IT WAS ABOUT 350 STUDENTS OVER FOUR YEARS TIME FROM MARJORY STONEMAN DOUGLAS. SO THEY DIDN'T ACTUALLY REMOVE ANY CHILDREN FROM GOING TO MSD. WHAT THEY DID, THEY PHASED THEM OUT. EVEN IF YOU LIVE IN THAT AREA, YOU STILL GRADUATE OUT. YOU WOULDN'T HAVE ANY INCOMING NINTH GRADERS FROM THAT ZONE THAT WOULD GO THERE. SO WHAT

HAPPENED? WELL, SINCE THAT TIME, THE STUDENT POPULATION AT MSD AND EVERYWHERE ELSE IN THE COUNTY HAS BEEN DECREASING. THE OVERALL IN BROWARD COUNTY, JUST THE SCHOOL YEAR ALONE, THERE WAS A REDUCTION IN 8,800 STUDENTS FROM LAST SCHOOL YEAR TO THIS SCHOOL YEAR. THERE'S A WHOLE LOT OF REASONS THAT'S HAPPENED.THEIR SCHOOL CHOICE, VOUCHERS, PEOPLE DOING MORE HOME SCHOOLING, THERE'S ONLINE SCHOOLING, THERE'S A WHOLE PLETHORA OF REASONS. BUT THAT HAS BEEN DECREASING STEADILY YEAR BY YEAR THAT THE NUMBER OF STUDENTS THAT WE HAVE HAS BEEN DECREASING IN THE PUBLIC SCHOOLS. SO WHAT HAPPENS, MSD WAS NO LONGER OVERCROWDED. THERE IS A LITTLE BIT OF ROOM THERE.
THERE'S ABOUT 150 OPEN SEATS THAT THEY WILL HAVE. SOME OF THE PEOPLE WHO WERE IN THIS C4 AREA THAT THEIR INCOMING STUDENTS WOULD NO LONGER BE ABLE TO GO TO MSD, THEY STARTED LOBBYING THE SCHOOL BOARD AND THE CITY OF CORAL SPRINGS THAT THEY LIVE IN, FORCE SOME ASSISTANCE. THE FIRST THING THEY SAID, WELL, WHEN YOU'VE GOT THOSE 150 EXTRA SEATS OR IN ANY SCHOOL IN BROWARD COUNTY, WHAT HAPPENS? IF THERE IS A SEAT OPEN IN ANOTHER SCHOOL, THEY HAVE AN APPLICATION WINDOW, AND YOU CAN APPLY TO GO TO A DIFFERENT SCHOOL THAN WHAT YOU'RE ZONED FOR. THERE'S A WHOLE LIST. ONE OF THEM WOULD BE THAT YOUR PARENTS WORK IN THAT SCHOOL OR MAYBE YOU HAVE A DIVORCED FAMILY AND YOU HAVE ONE PARENT IN ONE ZONE AND ONE PARENT IN ANOTHER ZONE OR A PARENT IN THE MILITARY. THERE IS A WHOLE LIST OF REASONS OF WHY THEY WOULD HAVE PRIORITY. SO THEY ASKED THE SCHOOL BOARD, WELL, CAN WE MAKE BEING IN THIS C4 ZONE, THAT WAS REMOVED A FEW YEARS AGO, BE A PRIORITY FOR SCHOOL CHOICE? AND IT IS DIFFICULT TO JUST SAY WE'RE GOING TO DO IT FOR THAT SCHOOL.
MAYBE WE COULD DO IT FOR OTHER ZONES THAT HAVE BEEN CHANGED. SO IT STARTED TO GET A LITTLE COMPLICATED. IN ORDER TO CHANGE A POLICY, THE SUPERINTENDENT HAS TO GO THROUGH SOMETHING CALLED RULE MAKING. THEY NEED TO HAVE A MINIMUM OF 28 DAYS TO ADVERTISE THAT THEY WANT TO CHANGE THE RULE. THEY'VE GOT WORKSHOPS THAT HAVE TO BE POSTED A MINIMUM OF 14 DAYS IN ADVANCE. THINGS LIKE SCHOOL CHOICE AND BOUNDARIES, THERE IS PUBLIC OPPORTUNITIES, SO THEY WILL ENSURE THEY HAVE PUBLIC MEETINGS, SO PARENTS CAN VOICE THEIR OPINIONS. SO IT IS NOT SOMETHING THEY COULD DO OVERNIGHT. THEY REALIZE THAT'S SOMETHING THEY CAN'T DO FOR THE UPARE COMING SCHOOL YEAR BECAUSE IT WOULD BE TOO TIGHT OF A TIMELINE TO TURN AROUND. THE GROUP OF PARENTS SAID HOW ABOUT WE GO TO POLICY 80/10, THE BOUNDARY, WHICH IS THE WHOLE PROCESS THAT THEY WENT THROUGH BEFORE. IS THERE A WAY THAT WE COULD CHANGE THE BOUNDARY? AND SOME PEOPLE VOICED AN OPINION, WHY DON'T WE JUST REVERT IT BACK? OTHERS SAID WHY DON'T WE MAKE A ZONE? IF YOU'RE CURRENTLY IN THE BOUNDARY FOR MARJORY STONEMAN DOUGLAS OR THE C4, WE COMBINE THAT ALL AND YOU HAVE A CHOICE TO GO TO EITHER MSD OR TO CORAL GLADES, WHERE THOSE C4 STUDENTS ENDED UP GOING. NOW RIGHT NOW IN THE CITY, WE HAVE SOMETHING VERY SIMILAR TO THAT WITH THE ELEMENTARY AND PARK TRAILS ELEMENTARY. SO NO MATTER WHERE YOU ARE, YOU CAN CHOOSE WHICH SCHOOL TO GO TO, AS LONG AS THERE ARE SEATS IN THE SCHOOL.
SO WHAT COULD BE A CATCH TO THIS AND SOMETHING THAT THEY MATE NOT BE HAPPY WITH IS WE'VE GOT A COMBINED ZONE AND STUDENTS HAVE A CHOICE. WHAT IF YOU HAVE ALL THESE STUDENTS THAT DECIDE TO FILL UP ALL THE SEATS AND THEY LIVE UP HERE. AND THEN YOU'VE

WE HAVE FIVE HERE IN PARKLAND, SO IT IS EASIER FOR ME TO HAVE THAT RELATIONSHIP WITH THEM. CORAL SPRINGS HAS BEEN DOING AN EXCELLENT JOB IN ADVOCATING FOR THEIR RESIDENCES AND THEIR STUDENTS, IN TRYING TO WORK WITH THE SCHOOL BOARD TO MAKE SURE ALL OF OUR SCHOOLS ARE A'S.

WHAT THAT DOES, TO TELL YOU THE TRUTH, I DON'T KNOW THE EXACT NUMBER, BUT INCOMING THIS YEAR, THERE WOULD HAVE BEEN ABOUT 25 STUDENTS GOING INTO NINTH GRADE, THAT WOULD HAVE GONE INTO MSD. WHEN YOU HAVE 150 OPEN SEATS, IT WILL BE GREAT TO JUST SAY WE COULD PUT THOSE 25 IN THOSE 150 SEATS.
BUT IT'S A POLICY THAT THEY WILL NEED TO CHANGE. SO THERE IS A WHOLE LOT OF STEPS THAT WILL GO ALONG WITH THAT. YOU COULD TELL THE SCHOOL BOARD WANTED TO BE ABLE TO DO THAT, BUT THEY CAN'T. THAT THEY ALL WANT THAT TO HAPPEN AS WELL. IT IS JUST A LOT OF MOVING PARTS AND A LOT OF DIFFERENT SCHOOLS IN THE COUNTY.
