[6. Comments by the Chair and Board]
OKAY. COMMENTS BY THE CHAIR, ANY COMMENTS BY FELLOW BOARD MEMBERS? GOOD EVENING EVERYONE. I STAND BEFORE YOU TODAY WITH A MIXTURE OF PRIDE, GRATITUDE AND A TOUCH OF NOSTALGIA NEARLY 17 YEARS AGO IN FEBRUARY 2008 I WAS HONORED TO BE APPOINTED TO THE CITY OF PARKLAND PARKS AND RECREATION BOARD. IT FEELS LIKE YESTERDAY WHEN I FIRST SAT IN THIS ROOM EAGER TO CONTRIBUTE TO THE VISION OF A THRIVING AND VIBRANT COMMUNITY. OVER THE YEARS WE HAVE WITNESSED GROWTH AND CHANGE ENTER THEIR WORK TO DEVELOP PARKS AND RECREATIONAL FACILITIES AND COMMUNITY PROGRAMS ENSURING PARKLAND REMAINS A BEAUTIFUL PLACE FOR FAMILIES TO LIVE, WORK AND PLAY AND I HAVE HAD THE PRIVILEGE TO WORK WITH A DEDICATED INDIVIDUALS WHO SHARE PASSION FOR IMPROVING QUALITY OF LIFE FOR RESIDENTS KEEPING THE PARK IN PARKLAND. ONE OF THE MOST REWARDING ASPECTS TO THIS JOURNEY IS WATCHING THE DIRECT IMPACT OF EFFORTS ON THE COMMUNITY, WHETHER NEW PLAYGROUNDS OR SPORTS PROGRAMS OR EVEN SMALL IMPROVEMENTS THAT MADE A BIG DIFFERENCE IN THE LIVES OF OUR CHILDREN, FAMILIES AND SENIOR. THESE MOMENTS ARE WHAT WE MADE THIS JOURNEY MEANINGFUL. AFTER ALL THESE YEARS I'VE DECIDED IT IS TIME TO STEP ASIDE AND MAKE ROOM FOR PRESSURE PERCENT LIVES AND NEW IDEAS COME I WILL NO LONGER SERVE IN THIS CAPACITY ON THE BOARD, BUT I WILL ALWAYS REMAIN A COMMITTED ADVOCATE OF PARKS AND RECREATION AND HAVE NO DOUBT THIS BOARD WILL CONTINUE TO FLOURISH AND ACCOMPLISH EVEN MORE IN THE YEARS AHEAD. I WANT TO EXPEND HEARTFELT THANKS TO FELLOW BOARD MEMBERS, BOTH PAST AND PRESENT FOR THEIR COLLABORATION AND CAMARADERIE, TO BEHIND THE SCENES.GRATEFUL OF COURSE TO THE PARKLAND COMMUNITY FOR TRUSTING ME TO SERVE AND FOR YOUR CONSTANT SUPPORT THROUGHOUT THE YEARS. IT HAS BEEN THE OWNER OF A LIFETIME TO BE PART OF THE BOARD AND I LOOK FORWARDTO NEW OPPORTUNITIES AND I LEAVE WITH CONFIDENCE THAT PARKS AND RECREATION WILL CONTINUE TO GROW, EVOLVE AND INSPIRE FOR GENERATIONS TO COME. THANK YOU EVERYONE FOR ALLOWING THIS OPPORTUNITY AND TO EVERYBODY FOR MAKING THIS AND OUR JOBS A LOT EASIER TO HELP THE CITY, SO THANK YOU.
>> OKAY BEFORE WE MOVE ON I WANT TO SAY 17 YEARS IS AN INCREDIBLE RUN. I THINK WHEN YOU LOOK AT PEOPLE'S ACCOMPLISHMENTS IN LIFE, YOU MEASURE OFTEN BY SERVICE AND 17 YEARS IS A LONG TIME TO SERVE ON THIS ADVISORY BOARD. I HAVE BEEN WITH YOU FOUR OF THOSE YEARS, LESS THAN 25% OF THE TIME YOU HAVE BEEN DOING IT. I JUST HAVE TO SAY YOU WILL BE MISSED AND WE HAVE REALLY APPRECIATED YOUR LEADERSHIP THESE LAST TWO TERMS, AT LEAST THAT I HAVE SERVED WITH YOU AND, KNOW THAT YOU WILL BE MISSED AND WE TRULY DO
APPRECIATE THE WORK YOU PUT IN. >> I WILL SECOND.
>> ALL THOSE IN FAVOR OF DAVID'S COMMENT?

SESSION 2 FOR CLASS REGISTRATION BEGAN OCTOBER 7 AND IS GOING SWIMMINGLY. THEY ARE VERY EXCITED TO HAVE EARLY VOTING OUT OF THE AMPHITHEATER AS THAT PUT A DAMPER ON SOME CLASSES BEING DELAYED FOR SESSION BUT THOSE IN THE WRECK ARE GOING GREAT, WE STARTED THE TEENAGERS ON OCTOBER 18 WE ARE HAVING IT AGAIN ON THE EIGHTH AND DECEMBER 20 AND LAST WEEK WEST GLADES WAS GIVEN ALL THE FLASH TO GIVE UP TO MIDDLE SCHOOLERS SO WE HOPE THEY GOT IN THEIR HANDS SO HE LOOKED FORWARD TO A BIGGER TURNOUT FOR NOVEMBER 8.
IT DOES INCLUDE FREE PIZZA. FREE PIZZA. TELL THE KIDS FREE PIZZA. ONE OF THE RELATIVELY NEW THINGS WE STARTED A FEW MONTHS AGO WAS THE RECTOR SOCIAL WHICH HAS BEEN FANTASTIC. WE DO HAVE A DIFFERENT SPONSOR EVERY MONTH THAT PROVIDES FOOD FOR SENIORS AT NO COST TO THEM AS WELL AS OFFERS ANOTHER ACTIVITY FOR THEM. DO YOU HAVE ANY QUESTIONS?
>> I WAS GOING TO COMPLEMENT YOU BECAUSE I SAW THAT FLYER IN THE SECURITY OFFICE . SO I WAS GOING TO GRAB ONE WHEN I WAS
WAITING FOR MY DAUGHTER'S. >> MAYBE BY DECEMBER WE WILL GET IN THE BOOKBAG. WE ARE TRYING TO GET IN THERE. WE WILL TAKE ANY OTHER CONNECTIONS YOU'VE GOT TO GET THEM IN THE
BOOKBAG. >> RIGHT NOW THEY ARE SITTING
AT SECURITY. >> WE WILL WORK ON THAT ONE. I
[00:15:07]
DON'T BELIEVE WE ARE. I BELIEVE WE HAVE JUST BEEN SPEAKING WITH ADMIN, BUT THAT IS A GREAT, YEAH.>> THERE THE ONE WILL HELP TO GET IT OUT. THEY WOULD ALSO GET THE
WORD OUT TO ALL PARENTS. >> YOUR INSTAGRAM COUNT AS
WELL. >> YOU CANNOT HANDLE ANYTHING UNLESS IT'S THE PTO BASICALLY EVEN THE ADMIN ARE NOT ALLOWED,
BUT THE PTO HAS THE POWER. >> WE WILL DO THAT. I LIKE THAT YOU MENTIONED IG, KUDOS TO NATALIE. IF YOU HAD NOT SEEN ON THE CITY IG, THE RUNNING FOR THE MAYOR WALKER AND THE SPLASH OF WATER FOR THE SPLASH BASH, THOSE ARE HER INITIATIVES .
YES, HIM RUNNING THE WHOLE PARKLAND , THAT WAS HER INITIATIVE SO KUDOS TO YOU. BASED ON ADVICE. ANY OTHER QUESTIONS? PASSING IT OVER TO RYAN.
>> PARKS AND RECREATION MANAGER OF ATHLETICS. I WILL GIVE YOU SOME ATHLETICS UPDATES FROM OCTOBER TO DECEMBER WE HAD TRAVEL GIRLS SOFTBALL WAS 63 PARTICIPANTS, REX GIRLS SOFTBALL 100 PARTICIPANTS, LITTLE LEAGUE BASEBALL 300 PARTICIPANTS, TRAVEL SOCCER 670, TRAVEL BASEBALL 104, THE POKER DEVELOPMENT PROGRAM 33 PARTICIPANTS TRAVELING LACROSSE HAD 89 TACKLE FOOTBALL 72 AND THEY MADE IT TO THE PLAYOFFS WHICH JUST ENDED LAST WEEKEND. FLAG FOOTBALL 1252 PARTICIPANTS THE RANGERS CHEER 98 PARTICIPANTS, BUT HE SPORTS LIKE FOOTBALL 229 AND THE TENNIS LEAGUE HAD 19 OFFERED AND 262 PARTICIPANTS. TENNIS LESSONS FOR ADULTS WITH 422 LESSONS AND 147 PARTICIPANTS. ATHLETICS UPDATE TRAINER CONTRACT 13 CURRENT AND ONE PROCESSING SEASON GETTING READY TO START GETTING INTO THE BUSY SEASON SOCCER BUT HE SPORTS, SOFTBALL PARK IN LITTLE LEAGUE BASEBALL, POKER BASEBALL, TRAVEL SOCCER AND REC SOCCER TOURNAMENTS WE HAD THE PLAY FOR EIGHT TOURNAMENT A COUPLE WEEKENDS AGO. THAT IS ALL THE UPDATES I HAVE. DOES NOBODY HAVE ANY SPECIFIC QUESTIONS? ONE AND FIVE ARE BACK UP AND RUNNING GETTING SOFTBALL AND BASEBALL FIELDS AND GETTING EVERYBODY ON FIELD SPACE.
>> ARE REFINING TRAINERS VIOLATING CONTRACTS OR MOST
PEOPLE ACCEPT IT ? >> MOST PEOPLE HAVE ACCEPTED IT. I HAVE THE RANGERS CHECKING AND IF THEY DON'T SEE A FAMILIAR FACE THEY ARE ASKING QUESTIONS, HANDING OUT
POSTCARDS. >> THE PEOPLE THAT ARE ARE TELLING ON PEOPLE WHO AREN'T.
>> YES EXACTLY. >> IF YOU LIKE IT , THE PROGRAM
WORKED OUT? >> YES FOR SURE IT HAS HELPED A LOT, KEEPS THE RANGERS A LITTLE LESS BUSY. NOW WE HAVE LICENSED
TRAINERS ON THOSE FIELDS. >> THANK YOU FOR THE INFORMATION. I AM JUST THINKING, LOOKING AT THE NUMBERS I NOTICED THESE GROWING NUMBERS ARE GOING UP , BUT IS IT POSSIBLE FOR YOU TO PRESENT
>> I GOTCHA. I CAN DO THAT I CAN MAKE THE CHANGE FROM EACH QUARTER OR IF YOU WANT IT BY THE YEAR. WE CAN FIGURE THAT OUT. OF COURSE. ANYBODY ELSE? ALL RIGHT. NOT A PROBLEM .
>> PARK IMPROVEMENT PROJECT UPDATES.
TERRIBLE VOICE I APOLOGIZE. WE WILL TRY TO GET TO THIS PRESENTATION AS MUCH AS WE CAN. SO, FOR PARK IMPROVEMENTS
[00:20:03]
LET'S START WITH THE BIGGEST, WHICH PRESERVE WE ARE CONTINUING TO TALK ABOUT. WE ARE PROUD WE HAVE RECEIVED 90% CONSTRUCTION DOCUMENTS AND HOPING TO RECEIVE 100% BY THE END OF JANUARY, BEGINNING OF FEBRUARY. SO THIS IS WHERE WE ARE WITH 90% PLANS, KEEP IN MIND THIS IS NOT FINAL. WE STILL HAVE SOME AMENITIES THAT ARE ON A BIT OF AN ALTERNATE DEPENDING ON WHAT THE PRICE MAY COME IN AS. MAY DETERMINE IF THINGS BECOME A FUTURE BUILD OR IF THEY'RE BUILT IN NOW OR NOT SO WE WILL KEEP YOU POSTED AS WE GO THROUGH THIS PROCESS.JUST TO ORIENTATE YOURSELF, THIS IS HILLSBORO BOULEVARD.
COMING THROUGH THE ENTRANCE AND THIS IS NOBHILL WITH ANOTHER ENTRANCE THERE. AS YOU COME INTO THE PARK YOU WILL GO THROUGH PONDS ON EITHER SIDE OF THE ROAD AND YOU COME OVER TO THE SIDE WE HAVE OUR PLAYGROUND AND MINI VILLAGE IN THESE AREAS. A LITTLE BIT OF AN UPDATE IN REGARDS TO THE PLAY VILLAGE. IT'S GOING TO BE 16,000 FT.÷. WE DO HAVE THE LITTLE PLAYGROUND TYPE OF STRUCTURES THAT WILL ALLOW THE KIDS TO BE INTERACTIVE MEETING THEY CAN GO INSIDE, THEY CAN PLAY OUTSIDE, SOMEBODY CAN STAND THROUGH AN OPENING LIKE A WINDOW. SO ALL OF THESE STRUCTURES IN THE PLAY VILLAGE , WE WILL HAVE A SHOPPING CENTER, A FIRE STATION. WE WILL HAVE A POLICE STATION. WE ARE GOING TO HAVE A FAST FOOD RESTAURANT WITH A LITTLE DRIVE-THROUGH AREA. WE HAVE CITY HALL. WE HAVE A AMPHITHEATER, OF COURSE WE HAVE A AMPHITHEATER. WE HAVE A SCHOOL AND WE WILL HAVE A LITTLE LIBRARY OUTSIDE OF THE SCHOOL WITH THE BOOK EXCHANGE AND THINGS LIKE THAT. WE ALSO HAVE THE LIBRARY SORRY THE LITTLE LIBRARY HERE AT THE LIBRARY AND AT THE SCHOOL WE HAVE A HOPSCOTCH AND THE PLAYGROUND AREA OUTSIDE OF THAT AND WE WILL ALSO HAVE A GAS STATION WHERE THEY CAN PULL UP AND FILL UP THEIR CARS. AND SO FORTH. SO THAT'S EXCITING FOR THE PLAY VILLAGE. NEXT DOOR TO THAT, THAT IS CONNECTING WITH THE SIDEWALK. IT'S GOING TO BE THE PLAYGROUND AREA. LITTLE PINK AREA HERE IS THE PLAYGROUND. OUR PLAYGROUND IS 7000 SQUARE-FEET AND WE WILL DO AVIATION THEME SO IT'S GOING TO CONNECT VERY WELL WITH THE VILLAGE FLYING INTO TOWN, GET OFF AND GO TO TOWN AND DO WHAT YOU NEED TO DO. MOVING ON DOWN TO THE MIDDLE. THE COMMUNITY CENTER. I KNOW IN THE ORIGINAL PLANS IT WAS CIRCULAR, IT IS STILL CIRCULAR BECAUSE THE ROUND AREA IS THE LANDSCAPING, BUT THE BUILDING ITSELF IS RECTANGULAR. IT IS ABOUT 4400 SQUARE-FEET IN SIZE AND IT DOES HAVE A FRONT LITTLE AREA WHERE YOU CAN PULL UP, UNLOAD, DROP OFF AND PULL OUT IF NEED BE. AND THEN A LITTLE FURTHER DOWN WE HAVE THE SPLASH PAD, OUR SPLASH PAD, THE WET AREA WHERE YOU CAN PLAY WITH THE WATER FEATURES AND SO FORTH IS 1500 FT.÷. THERE IS ADDITIONAL SEATING AROUND THE OUTSIDE OF THAT AND IN ADDITION THERE ARE TWO PAVILIONS RIGHT HERE THAT ARE PROBABLY GOING TO BE VERY POPULAR FOR RENTALS. AND CONTINUING TO MOVE DOWN FURTHER SOUTH IN THIS AREA IS OUR NINJA COURSE. OUR NINJA COURSE IS 3700 SQUARE-FEET . LEO WHO HAS BEEN INSTRUMENTAL IN GIVING US VIABLE FEEDBACK ON SOME OF THE EQUIPMENT, WE APPRECIATE THAT TO YOU AND YOUR TEAM BUT WE HAVE A LOT OF DIFFERENT LITTLE AESTHETIC APPARATUS THAT THEY CAN GO THROUGH AND WHEN THEY ARE FINISHED THEY CAN GO UP THIS LITTLE ROUNDABOUT. THIS LITTLE ROUNDABOUT WILL ELEVATE 12 FEET HIGH FROM THE GROUND ON THE INITIAL ONSET. WHAT IS COOL IS THIS IS WHAT WE CONSIDER A UNIQUE FEATURE. IT COULD TIE INTO THE NINJA COURSE, YOU COULD FINISH AND THEN RUN UP THE SPIRAL AND GO UP THE TOWER OR IF YOU'RE NOT DOING THE NINJA COURSE THERE IS CONNECTING SIDEWALKS HERE AS WELL. IF SOMEONE WANTS TO GO AROUND THE ROUNDABOUT AND GO TO THE TOWER INTO THE SECOND FLOOR, THE TOWER WILL BE TWO STORIES AT THE TOP OF THE ROUNDABOUT AREA AND WE WILL HAVE THE ABILITY FOR IT TO BE AN OVERLOOK WITH SUNSETS,
[00:25:01]
BEAUTIFUL THINGS OF THAT NATURE. AND THEN A LITTLE BIT BACK TO THE CENTER. THIS AREA IS THE BANK SHOT , THE BANK SHOT WILL BE 12 PIECES OF DIFFERENT TYPES OF BACKBOARDS OF VARYING ANGLES. IF YOU'RE NOT FAMILIAR WITH THE BANK SHOT SYSTEM IT IS AN INDIVIDUAL SPORT, YOU'RE NOT RUNNING UP AND DOWN A BASKETBALL COURT, THERE ARE 12 STATIONS THE KIDS CAN GO AROUND AND THEN THREE SHOOTING LOCATIONS. AND AT EACH STATION DEPENDING ON WHICH SPOT THEY MAKE THE BASKET AT, DEPENDS ON THEIR POINTS AND AT THE END THERE IS A SCOREBOARD THAT TELLS YOU HOW GREAT YOU ARE AND THE POINTS YOU GOT. DAY NOTES ON THE BOTTOM THERE ARE FOUR BASKETBALL COURTS. IF YOU REMEMBER EARLIER IN CONVERSATIONS THIS WAS DESIGNED TO START BEFORE. WE DID LEAVE SPACES ON THE SIDE ON EITHER SIDE OF THE IN COURTS FOR FUTURE EXPANSION , SHOULD WE NEED TO EXPAND DOWN THE ROAD. A LITTLE BIT NORTH OF THE BASKETBALL COURTS ARE EIGHT PICKLEBALL COURTS AGAIN WITH THE OPEN GRASSY AREA JUST TO THE EAST OF IT, FOR FUTURE EXPANSION IF NEED BE. THESE EIGHT PICKLEBALL COURTS WILL BE FENCED IN, IN EVERY DIRECTION SO THE BALLS DO NOT OVERLAP IN BETWEEN THE COURTS. AND THEN WE HAVE THE FULL-SIZED MULTIPURPOSE FIELD. EARLY IN THE DESIGN WE WERE ASKED DURING CONCEPT APPROVAL PROCESS, WE WERE ASKED TO ADD ANOTHER SMALLER MULTIPURPOSE FIELD, SO WE DID IN THIS AREA UP HERE.ORIGINALLY FACING THE SAME DIRECTION AS THE FULL-SIZED MULTIPURPOSE FIELD, BUT BECAUSE OF THE SIZE AND BEING ABLE TO FIT IN THIS SPACE, THIS FIELD DID GET TURNED A LITTLE BIT THIS WAY SO THAT'S THE ONLY MINOR CHANGE THAT'S BEEN DONE FROM THE CONCEPT PLAN. AND THEN WE'VE GOT TWO FULL-SIZED BASEBALL AND SOFTBALL FIELDS AND BEHIND THEM IN THE OUTFIELD IS THE LITTLE MAINTENANCE YARD SHED. WE ALSO HAVE THE ENTRANCE AND EXIT OFF OF NOBHILL. THAT'S WHERE WE ARE WITH THE WEDGE PRESERVE PARK. DOES ANYBODY HAVE ANY QUESTIONS?
>> THIS EXTRA BUILDING OVER HERE. THERE IS ONE RIGHT HERE. AND THEN THERE IS ONE IN THE BUILDING BY THE PLAY IN THE SPLASH PAD. INSIDE THE BUILDING HERE THERE ARE TWO BIGGER SIZED RESTROOMS ON THE SIZE THAT WILL HAVE EXTERIOR DOORS SO YOU CAN ACCESS FROM THE PLAYGROUND AND MINI VILLAGE. AND THEN A FAMILY RESTROOM ON THIS SIDE OF THE BUILDING THAT WE WILL BE ABLE TO ACCESS FROM THE SPLASH PAD, AS WELL. RIGHT HERE IN BETWEEN THE MULTIPURPOSE FIELDS AND BASEBALL FIELDS, THIS RECTANGLE HERE IS A RESTROOM BUILDING. SO WE GOT THE BASEBALL FIELDS AND THE ACTIVE FIELDS COVERED AS WELL.
>> WILL BE A OPEN ADDITIONAL PLAYSPACE, JUST TO THE NORTH OF IT WILL BE DECORATIVE PAVERS AND SO FORTH. THIS IS A LITTLE EVENT FIELD. IF WE DO A VENDOR FAIR OR SOMETHING TO THAT NATURE THEY CAN SET UP ON THE CURVED ASSET WALKWAYS AND WE HAVE ADDITIONAL SPACES HERE SO IF WE DO ANY SMALL LEVEL EVENTS. THIS IS A COMMUNITY PARK SO IT WOULD NOT BE THE BIG ONES LIKE THE HALLOWEEN FESTIVAL THAT HAD 7000 PEOPLE , BUT SMALLER EVENTS AND SO FORTH, WE WOULD BE ABLE TO DO IN THE OPEN FIELD AREA. IN REGARDS TO YOUR QUESTION, THE CAPACITY INSIDE THE BUILDING. 4400 FT.÷, BUT THE BIG BANQUET ROOM OR BALLROOM OR MEETING SPACE ROOM WILL HAVE A SEATING CAPACITY OF 150.
>> PICKLEBALL COURTS , THE BASKETBALL AND PICKLEBALL COURTS I SEE YOU ARE PRICING SOFTCOVER AND HARDCOVER. I ASSUME IT WILL BE A PRICE DECISION OR COMMISSION DECISION
AT SOME POINT. >> THAT IS CORRECT OR THEY MAY
NOT GET COVERED AT ALL. >> THE QUESTION IS, IF THE AUCTION WAS NOT TO COVER UP AT ALL IS THERE ANY THOUGHT TO PUT IN THE FOUNDATIONS NOW YOU CAN TURN AROUND AND ADD THE COVERS IN THREE BUDGET YEARS WITHOUT TEARING THE FIELDS OUT?
[00:30:04]
>> WE DID HAVE THAT CONVERSATION AND YES OUR TEAM DID THINK OF DOING THAT. LIKE YOU SAID BUILDING A PARK YOU TRY TO THINK OF EVERYTHING IN THE FUTURE TO HAVE THE FOUNDATION PUT IN NOW. WOMEN WORKING CLOSELY WITH I.T. AND WE KNOW TECHNOLOGY CHANGES ALL THE TIME. 'S WE TRIED TO PUT IN A LOT OF HUBS AND PORTS THROUGHOUT SO FOR THE WI-FI TECHNOLOGY ADVANCES , AS WELL WE WILL HAVE THE IN THE GROUND IN THE INFRASTRUCTURE. WE DID HAVE A CONVERSATION APPOINTING AN INFRASTRUCTURE ON ANY FUTURE COVERS . THE DOWNSIDE TO THAT IS YOU DON'T KNOW EXACTLY WHAT THE COVER IS GOING TO ENTAIL AND BECAUSE IT IS SO DESIGNED ENGINEERING IT MAY BE WASTED TIME AND MONEY AND EFFORTS IF WE DON'T KNOW EXACTLY WHAT WE
ARE GOING TO PUT. >> AT THAT TIME , ENGINEERED IT AND DID NOT BUILD THE ABOVEGROUND PORTION OF THE
COVERS. >> WE THOUGHT ABOUT IT BUT BECAUSE WE DON'T KNOW WHAT IT WILL BE IN WITH THE ABILITY IS FOR PUTTING THE FUTURE COVERS, WE DECIDED THE COST TO DO ALL THE WORK NOW VERSUS COMING BACK AND PUTTING THE FOOTERS WAS NOT GOING TO BE SUBSTANTIAL SAVINGS.
>> THANK YOU. >> FOR THE BABIES AND TODDLERS USING THE PLAYGROUNDS IN THE MINI CITY IS THERE ANY COVER
>> OKAY I'M NOT SURE I UNDERSTOOD THE LAST QUESTION.
>> WILL THE FACILITY INCLUDE A TRAINING AREA FOR THE CHILDREN ON THE SPLASH PAD THE PLAYGROUND AND MINI CITY HAVE
ANY COVER? >> CHANGING AREA YES. THE KIDS CAN CHANGE IN THE RESTROOM BUT IT'S NOT A LOCKER ROOM. THERE WILL BE THE FAMILY RESTROOM, A LITTLE BIGGER IN SIZE TO ALLOW THE MOM AND THE FAMILY AND THE KIDS TO GO TOGETHER AND DO WHAT THEY NEED TO DO. CHANGE OUT OF THEIR WET CLOTHES AND PUT ON DRY CLOTHES AND SO FORTH. WHAT WAS THE OTHER?
>> MAKING IT EASY. >> AESTHETICALLY, YES. SURE.
>> PLAYGROUND, ALL OF THE ABOVE. SO, IN THE SPLASH PAD AREA THERE WILL BE HARDCOVER PICNIC AREA TABLE AREAS. WE ARE POTENTIALLY EVEN LOOKING AT LOUNGERS WITH SOME UMBRELLA SHADED AREAS . FOR THE PLAYGROUND, OVERALL THE PLAYGROUND IS SHADED AND THERE SHADED SEATING FOR THE PARENTS AND THE ADULT TO SIT AROUND AND WATCH THE KIDS.
>> RIBBON-CUTTING AND BE LIKE THIS IS THE FINAL PRODUCT.
>> IS IT GOING TO BE COMMUNITY USE FOR THE FIELDS ONLY? ANY
USE OF THE LEAGUE? >> THE COMMISSION HAS BEEN CLEAR WITH US IN REGARDS TO WANTING TO MAKE SURE THIS REMAINS A COMMUNITY BUILT WITH COMMUNITY PRIORITIES AND MEETS COMMUNITY NEEDS. SO YES. CAN I TELL YOU THE LEAGUES WILL NEVER USE THIS? THAT'S NOT GOING TO HAPPEN EITHER. IT WILL BE OPPORTUNITY FOR OVERFLOW PLAY IF NEED BE OR IF THERE'S A TOURNAMENT FOR ONE WEEKEND THEY NEED TO USE TWO FIELDS ONE WEEKEND AND SO FORTH, THERE WILL BE A LITTLE BIT OF OVERLAP. WHAT THE FUTURE HOLDS I CANNOT TELL YOU.
>> YES, IT WILL FOLLOW EXISTING POLICIES AS ANY PARKLAND RESIDENT COULD RENT FIELD SPACE. WE DO NOT ALLOW COMPETING YOUTH PROGRAMS TO COME IN AND RENT AND PULL THE
PERMITS. >> I'M THINKING JUST RENT AND
BRING MY TEAM. >> FROM A TEAM THAT'S NOT
PARTICIPATING IN PARKLAND? >> PARKLAND LITTLE LEAGUE.
OUTSIDE REGULAR SCHEDULING. >> ALL, OUTSIDE THAT'S FINE.
>> HAVE A CHILD TEAM FROM BOCA, THEY CANNOT RENT THE FIELD.
[00:35:03]
>> RIGHT. >> BUT YES, YES IT WILL BE AVAILABLE FOR ADULTS. FOR RESIDENTS AS WELL AS ADULTS. WE GET THAT A LOT NOW EVEN AND THAT'S ONE OF THE BIGGEST THINGS. WE HAVE ADULT SOCCER GROUPS AND SO FORTH THAT LIKE TO COME USE A GOOD VARIETY OF THEM AND UNFORTUNATELY YOU HAVE TO WAIT UNTIL LEAGUE PLAY IS DONE OR THEY ARE NOT ABLE TO.
SO IT WILL BE AVAILABLE FOR ALL TYPES OF USES.
>> SO WHAT I AM HEARING SO THESE ARE 90% PLANS. STAFF HAS PROVIDED THAT COMMENT BACK. WE WILL LOOK FOR THAT WHEN WE GET THE NEW 100%.
JUST WITH LANDSCAPING TREES AND SO FORTH.
>> YES. SO IF YOU LOOK HERE AT YOUR MAP THE PLAYGROUND IS GOING TO BE BUILT, IT IS REQUIRED, ONE OF THE CURRENT ELEMENTS, THE MINI VILLAGE IS ONE OF THE ALTERNATES, DEPENDING ON PRICING. IF WE ONLY GET THE PLAYGROUND, IF THIS GETS CUT OUT BY CHANCE THE PLAYGROUND WILL BE COMPLETELY FENCED IN AROUND ITSELF AND IF WE MOVE FORWARD WITH BUILDING BOTH, THEN THE FENCE WILL GO IN THIS DIRECTION, IT WILL BE ONE THAT ENCOMPASS BOTH AREAS. YOU CAN GO FROM THE PLAYGROUND AND THE VILLAGE INSIDE OF THE FENCED IN AREA BACK AND FORTH.
>> NOT A CONCERN. THEY WENT DOWN TO CORAL SPRINGS WHO PUT THAT IN. WE LOOKED AT THEIRS, IT IS NOT SHADED, IT IS NOT COVERED IT IS HIGHLY USED AND THERE'S NOT ANY ISSUES WITH THE EQUIPMENT.
>> IMAGES OF THE PLAYGROUND STRUCTURES THEMSELVES. EACH OF THOSE DIFFERENT ELEMENTS ARE GEARED TOWARD A SPECIFIC, SO LIKE YOU SAID SOME FOR THE OLDER KIDS AND SOME FOR THE YOUNGER KIDS. KEEP IN MIND WHEN DESIGNING AND BUILDING A PLAYGROUND, WE WOULD LOVE TO HAVE A $600,000 PLAYGROUND, BUT CAN WE AFFORD IT? THAT'S WHERE WE KIND OF NEED TO MAKE SURE WE ALSO BALANCE OUT THOSE THINGS. I THINK BE EQUIPMENT IMAGES DO NOT DO JUSTICE WHEN YOU SEE IT IN PERSON AS FAR AS SIZE AND
MAGNITUDE AND THE PLAY ABILITY. >>
[00:40:18]
>> SURE, THANK YOU. ALL RIGHT. MOVING ON TO OTHER PARK IMPROVEMENTS. LIBERTY PARK. WE HAVE FINALIZED DESIGNS FOR THE RESTROOM REMODEL WHICH HAS GONE OUT TO BID WHICH SHOULD CLOSE MID-NOVEMBER AND WE ARE SCHEDULED TO GO FOR COMMISSION APPROVAL DECEMBER 18 . ONCE COMMISSION APPROVES WE WILL START CONSTRUCTION ON THOSE RESTROOMS. WHEN RESTROOMS GO UNDER CONSTRUCTION, THE CONTRACTOR IS RESPONSIBLE TO PROVIDE PORTA POTTY'S AND SO FORTH SO THERE WILL ALWAYS BE RESTROOMS FOR THE KIDS COMING TO THE PLAYGROUNDS. TWO OTHER PROJECTS WE'VE BEEN TALKING ABOUT FISCAL YEAR 24 IS LIGHTING IN THE PINE TRAILS PARK PLAYGROUND. WE ARE ANTICIPATING GETTING THAT COMPLETED THIS WEEK WEATHER PENDING. IT'S GOING TO BE RAINING SO I MAY ASK FOR ONE MORE WEEK AFTER. WE HAVE BEEN REOPENING FOR THE WEEKEND AND SO THE CONTRACTOR GETS TO WHERE HE COULD GO BECAUSE THERE HAVE BEEN A COUPLE OF RENTALS AT THE PAVILION. WE ARE MAKING IT WORK, BUT VERY EXCITED TO SEE THESE NEW LIGHTS AND THEN BASEBALL FIELDS ONE IN FIVE FENCE AND DUG A REPLACEMENT.
THE PROJECT HAS BEEN COMPLETED IN THE FIELD ARE BACK OPEN TO THE PUBLIC. GOING FORWARD NOW WE HAVE A NEW FISCAL YEAR , SO THESE ARE THE NEW PROJECTS WE WILL BE REPORTING MORE AND MORE ON. CHAIR MARK PARKING LOT EXPANSION PROJECT. WE HAVE ALREADY AWARDED TO THE ARCHITECT TO START THOSE DESIGNS. WE STARTED A COUPLE RENDERINGS LAST STRATEGIC PLANNING TO DECIDE HOW BIG WE WANT THIS PARKING LOT. WE ARE MOVING FORWARD WITH THE BIGGER SIZE ARCING LOT AND THEY SHOULD HAVE 90% PLANS DONE BY FEBRUARY AND SHORTLY THEREAFTER THAT WILL GO OUT TO BID FOR CONSTRUCTION ON THAT. COVER BRIDGE NATURE PLAY AREA. IF YOU GUYS REMEMBER COVER BRIDGE AT NATURE PLAY AREA WAS NATURAL WOOD, STEPPINGSTONES, GUESS WHAT HAPPENS TO LOGS AND WOOD OVERTIME? SO WE DECIDED INSTEAD OF JUST REPLACING WITH THE NATURAL SURFACES WE'RE GOING TO KEEP THE SEAMS SIMILAR FILL. IT WILL BE WOULD LIKE AND LOOKS LIKE IT DOES NOW. IT WILL HAVE A FEW DIFFERENT PLAY PIECES BUT IT WILL BE PLAYGROUND PIECES NOW INSTEAD OF THE HARDCOURT WOULD WE HAVE TO REPLACE EVERY TWO YEARS. SO WE WILL GET MORE LONGEVITY OUT OF IT . WE WILL BE GOING THROUGH THAT PROJECT THIS YEAR. CITY HALL ROOF REPLACEMENT , COMMISSION HAS APPROVED THIS ONE. WE HAVE ISSUED OUT CONTRACTS AND WE WILL BE HAVING A KICKOFF MEETING NOVEMBER 15 TO DECIDE WHEN WE WILL BE ABLE TO SCHEDULE THIS PROJECT. A LITTLE INCONVENIENCE FOR CITY HALL STAFF FOR A LITTLE WHILE BUT WE WILL BE REPLACING THIS ROOF. THE PARK BACK PLAYGROUND IS ALSO ON THE SCHEDULE FOR REPLACEMENT THIS YEAR. WE WILL BE WORKING ON THAT. OBVIOUSLY WITH WORKLOAD WE HAVE HAD TO SCHEDULE THINGS OUT, BUT THAT ONE IS ON THE BOOKS TO BE DONE THIS YEAR. AND PARK FIELD SIX SPORTS LIGHTING. BRIAN WE ARE TRYING TO GET IT DONE FOR YOU IN DECEMBER. BRUNO AND I WANT A KICKOFF MEETING LATER THIS WEEK AND THEY ARE AWARE AND WE'RE HOPING TO GET THAT BETWEEN YOUR WINTER LEAGUE AND SPRING LEAGUE. THE PARK BASKETBALL COURT FENCE REPLACEMENT IS ALSO ON THE SCHEDULE FOR THIS YEAR. AND ALSO WE'RE GOING TO BE PAINTING A LOT OF FACILITIES THROUGHOUT THE CITY. INCLUDING THE AMPHITHEATER , THE PREC, THE SMALL BATHROOM BYFIELD THREE AT PINE TRAILS, THE EQUESTRIAN CENTER, PUBLIC WORKS FIRE STATION 42 AND FIRE STATION 109 OUT WEST, CITY HALL AND THE COMFORT BRIDGE , WHICH I MISSPELLED BRIDGE. COVER BRIDE ARE YOU FAMILIAR? SO, AS YOU CAN SEE, WE HAVE A NEW LIST. WE HAVE ACCOMPLISHED A LOT OF PROJECTS CLOSING OUT FISCAL YEAR 24 AND WE HAVE A WHOLE NEW SLATE OF PROJECTS THIS NEXT YEAR SO IT IS EXCITING STUFF. ANY QUESTIONS?
[00:45:06]
OUTSIDE BASKETBALL SEASON? >> THE PARKING LOT EXPANSION PROJECT, A LOT OF VARYING FACTORS. ONE OF THE MAJOR ONES IS GOING TO ALSO BE THE HILLSBORO EXPANSION PROJECT AND THE BIKE LANES BECAUSE OBVIOUSLY WHEN THAT GOES UNDER CONSTRUCTION OUR OVERFLOW WHICH IS PARKING IN THE SWALE AREA WILL NOT BE AVAILABLE EITHER. SO WE ARE DOING EVERYTHING AND WE DON'T KNOW HOW THAT PROJECT IS NOT OURS TO CONTROL SO WE ARE STAYING CLOSE WITH TIMING ON BOTH TO TRY TO SEE HOW WE CAN FINAGLE THROUGH BOTH. I DON'T HAVE ANY IDEA IF WE CAN WORK AROUND SOME LEAK SCHEDULING AND SO FORTH. WHAT IS ONE OF THE GOOD THINGS IS BECAUSE IT'S ON THE INSIDE OF THE PARK IT SHOULD NOT AFFECT TOO MUCH OF THE EXISTING PARK.
OF TALKED WITH OUR PROJECT MANAGER ON THIS TO ALSO START TAKING ABOUT WHERE WE WILL DO STAGING AND TRY TO MINIMIZE AS MUCH AS WE CAN ON THE EXISTING LOT TO KEEPING EVERYTHING WITHIN THAT AREA AND THAT SHUT DOWN AREA.
>> NUMBER OF TIMES? >> SUMMERTIME. I KNOW. BUT AGAIN WE ARE TRYING TO FINAGLE ALL THE PIECES TO SEE WHERE THEY LEND. WE WILL HAVE THE CONVERSATION AS WE MEET AND AS WE GET CLOSER TO WHERE WE ARE WITH THE DESIGN PLANS AND HOW OTHER PROJECTS WILL SHAPE OUT AND TO SEE WHEN WE CAN DO IT, THAT WILL MAKE BEST SENSE FOR THE SPORTS PROGRAMS AND THE
ACTIVITIES OF THE PARK. >> THE WHOLE AREA BECOMES A PARKING LOT? JUST TO BRING IT UP AGAIN THE PLAYGROUND THAT'S RIGHT , THAT WOULD BE RIGHT NEXT TO IT. I DON'T KNOW HOW
CLOSE THAT WOULD BE. >> YOU HAVE PAVILIONS AND TREES IN BETWEEN. YEAH AND THE TREES. I THINK , I'M NOT GOING TO SAY BECAUSE I DON'T WANT TO BE WRONG, BUT THEY ARE REMOVING AS LITTLE TREES AS POSSIBLE. IT'S ONLY GOING TO BE A HANDFUL.
>> HOW MANY SPOTS IS THAT SUPPOSED TO ADD?
>> I CAN REMEMBER OFF THE TOP OF MY HEAD. I WANT TO SAY, I THOUGHT IT WAS LIKE 100 NOT 100. REMEMBER IT WAS AT 54.
