>> WE ARE PLEASED TO COME TONIGHT TO PRESENT A CHECK IN THE AMOUNT OF $100,000 FOR FLOODING MITIGATION AND WATER QUALITY IMPROVEMENT, SPECIFICALLY FOR THE RANCHES AREA. THIS APPROPRIATION IS MEANT TO IMPROVE STORM WATER MANAGEMENT AND TROUT RESILIENCE. A HIGH-CAPACITY PUMP WILL BE INSTALLED. THE PUMP WILL HAVE REVERSE FUNCTIONING TO PUMP WATER BACK TO THE RANCHES FOR IRRIGATION AND FIREFIGHTING. JUST TO GIVE A QUICK BACKGROUND ON WHAT IT IS LIKE TO GET MONEY BACK TO YOUR DISTRICT FROM TALLAHASSEE, IT IS CERTAINLY VERY CHALLENGING. WE WORK REALLY WELL TOGETHER. WE WORK VERY HARD TO GET OUR CITIES, THE FUNDING THEY ARE SEEKING. EVERYTHING THAT IS REQUESTED BY THE CITY GOES THROUGH THIS PROCESS OF COMMITTEES AND MEETINGS AND BUDGET CHAIRS. IT HAS TO BE IN THE SENATE BUDGET.

IT HAS TO BE IN THE HOUSE BUDGET. THEY HAVE TO MATCH EACH OTHER. IT GOES THROUGH MANY ITERATIONS. ONCE YOU GET THROUGH THAT PROCESS, THAT IS REALLY QUITE A HURDLE. WE ARE PROUD TO GET IT THERE. AND THEN, IT GOES TO THE GOVERNOR'S OFFICE, AND THE GOVERNOR HAS A LINE ITEM VETO POWER. HE DID VETO MANY APPROPRIATIONS. LUCKILY, THIS ONE SURVIVED. I WANT TO THANK ALL OF YOU THAT COME UP TO TALLAHASSEE TO ADVOCATE FOR THE CITY OF PARKLAND, YOU DO A GREAT JOB. AND IT SHOWS, THAT WE GET TO BRING MONEY BACK TO THE CITY. YOU HIRE A GREAT LOBBY TEAM, WHICH IS WORTH THE MONEY YOU SPENT BECAUSE THEY WORK REALLY HARD TO SEPARATE THIS THROUGH THE PROCESS. THAT IS INSIDE BASEBALL OF HOW THIS WHOLE THING COMES TO BE. AND, YOU KNOW, IT IS NOT THAT EASY.

I DON'T RECALL ANY CITY IN BROWARD COUNTY THAT TRIED TO ASSESS AN AVERAGE OF $29,000 PER RESIDENT TO REPAVE A PUBLIC ROAD, AND THAT IS WHAT YOU'RE PROPOSING RIGHT NOW, AND WHEN YOU TALK ABOUT YOUR OWN ROADS OR FIRE HYDRANTS OR WHATEVER THEY ARE, I DON'T THINK ANY INDIVIDUAL OWNER WAS EVER ASSESSED AN AVERAGE OF $29,000, SO I HAVE A SUGGESTION FOR YOU. YOU ARE VERY PROUD OF THE FACT THAT YOU BOUGHT -- HOW MANY WAS IT? 65 ACRES FOR $25 MILLION, WHICH IS $385,000 AN ACRE, AND YOU JUST SOLD 21 OF THOSE ACRES TO SOME DEVELOPER FOR $19.5 MILLION, WHICH IS MANAGED $28,000 PER ACRE. YOU MADE A NICE PROFIT ON THAT. I SUGGEST YOU TAKE THE 12 ACRES YOU OWN, AND THE RANCHES, AND YOU SELL THEM, BECAUSE I GUARANTEE YOU, IF YOU SELL EVEN A FRACTION OF THEM, YOU WILL RAISE MORE THAN ENOUGH MONEY TO REPAVE ALL THE ROADS, AND HE WILL STILL HAVE MONEY LEFT OVER. NOT ONLY THAT, BUT IF YOU SELL THOSE LOTS, SAY, 62 ACRE LOTS, HOMES CURRENTLY BEING BUILT HAVE A VALUE OF $3 MILLION AND UPWARD. I WANT TO THANK THE MAYOR FOR HIS KIND WORDS IN THE CHAMBER FOR PUTTING ON THAT EVENT. IT WAS AND IT SOUNDING OPPORTUNITY FOR US TO HEAR FROM THE PARKLAND CANDIDATES. THANK YOU TO THOSE THAT ATTENDED. I ENCOURAGE EVERYONE TO GET OUT THERE AND VOTE. THE FOLLOWING ARE HELPFUL REMINDERS ON HOW TO BE PREPARED FOR EARLY VOTING, WHICH WE ARE CURRENTLY IN. IT HAS NEAT SLIDES THAT ARE A SERIES OF GROWTH IN OUR COUNTY, FROM 1915 ALL WAY TO PRESENT. LASTLY, ON TO SAY THAT THE CITY OF PORTLAND HAS DEDICATED LEADERS THAT HAVE GUIDED ITS ORIGINAL MISSION OF MAINTAINING AND ENVIABLE COUNTRY AMBIENCE. RESIDENTS HAVE STEPPED IN IN THE EARLY YEARS, AS VOLUNTEERS ON MULTIPLE LEVELS TO MAINTAIN AND GROW THE CITY. EMPHASIS HAS BEEN ON FAMILY, BUT A FOCUS OF COMMUNITY LIFE AND QUALITY EDUCATION PREDOMINATES. THROW IT ITS HISTORY, WE HAVE SEEN A SHIFT FROM AN AGRARIAN LIFESTYLE TO ONE OF THE PREDOMINANTLY HIGHER VALUE HOMES WITH SERVICE AND COMMITMENT TO FAMILY LIFESTYLES, INCLUDING PARKS, LIBRARIES AND OTHER AMENITIES THAT ABOUND. FROM THIS AGRARIAN PERSPECTIVE AMONGST THOSE WHO CONTENDED WITH SIGNIFICANT ISSUES THAT CHALLENGED THIS COUNTRY LIVING LIFESTYLE DURING THE EARLIER YEARS, THERE STANDS ONE PERSON THAT WE HAD AN OPPORTUNITY TO HONOR TODAY, AND THAT IS HAROLD BUCHWALD, WHO SERVED AS MAYOR FROM 1972 TO 1978. HE BECAME THE SIXTH MAYOR OF PARKLAND. HE WAS BORN IN CHICAGO. HE JOINED THE ARMY, AIR FORCE IN 1943 AND MOVED TO FLORIDA AFTER WORLD WAR II. HIS TREATING DESK TRAINING HELPED HIM BECOME A GENERAL CONTRACTOR. HE UTILIZED THOSE SKILLS IN HELPING OUR EARLY PARKLAND GROW TO WHAT IT IS TODAY. HE MOVED TO PARKLAND WITH HIS FAMILY IN 1965, ORGANIZING THE CRITERION FORMS FOR THOROUGHBRED HORSES AND TRADE -- TRAINED HORSES HERE. THE YOUTH DEVELOPMENT PROGRAM, HIS TITLE STOOD FOR HEAD, HEART, HANDS, AND HEALTH, FOR 15 YEARS, HE GUIDED THE BROWARD COUNTY AFFAIR AS A SUPERINTENDENT. HE BECAME THE FIRST BUILDING INSPECTOR UNPAID HERE IN PARKLAND THAT WAS SELECTED TO JOIN THE CITY COMMISSION. FOR HIS WORK, HE RECEIVED THE INITIAL GOOD NEIGHBOR AWARD. HE ASSUMED THE TITLE OF UNCLE SAM IN OUR TRADITIONAL FOURTH OF JULY PARADE AND DURING HIS INVOLVEMENT IN COMMUNITY AFFAIRS, AND SIGNIFICANT EVENTS, HE HELPED TO SHAPE THE CITY'S DEVELOPMENT. HIS DAUGHTERS, HEIDI AND GRETCHEN, WOULD GO ON TO WIN MULTIPLE 4H CLAUB AWARDS. HE OFTEN STATED THAT THERE WERE FEWER THAN 50 PEOPLE AND 300 HORSES IN PARKLAND WHEN HIS FAMILY MOVED HERE IN 1965. HE SOON CONTRIBUTED HIS TIME AND EXPERTISE AND WAS AN UNPAID BUILDING INSPECTOR. HE REQUESTED IN THE YEAR 2000 THAT THE PARKLAND HISTORICAL SOCIETY COLLECT PRIMARY AND SECONDARY DOCUMENTS OF HISTORICAL IMPORTANCE THAT WOULD LEAD TO RECORDING THE CITY'S HISTORY AND BECAME THE PARKLAND HISTORICAL SOCIETY'S FIRST PRESIDENT. HE LIVED IN PARKLAND FROM 1965 UNTIL HIS DEATH IN 2014. THERE ARE MORE WAYS IN WHICH HE CONTRIBUTED TO THE GROWTH AND DEVELOPMENT OF THE CITY WE HAVE TODAY AND FOR THESE MANY REASONS, TONIGHT, WE UNVEILED A SIGN AT THE EQUESTRIAN CENTER WITH HIS NAME ON IT, HONORING HIM, AND I'M VERY PROUD TO HAVE ACCOMPLISHED THAT. IN THE CITY, WHILE I WAS SERVING. I WANT TO THANK HIM AND HIS FAMILY FOR THEIR TIME IN THIS CITY. I DO WANT TO THANK STAFF, ESPECIALLY STAFF AND OUR RESIDENTS IN THEIR ONGOING SUPPORT WITH RECENT HURRICANES THAT WE HAVE, WE'VE HAD SOME GREAT COMMUNITIES STEP UP. MARGIE, ABOUT OUR EFFORTS TO GET EMPTY CANS OR WHATEVER UP TO NORTH CAROLINA. I KNOW THERE WERE SOME OTHER THINGS. THEY WERE SETTING UP THE STORE IN COCONUT CREEK. EVERY YEAR, THIS EVENT IS A LABOR OF LOVE, BRINGING THE SCHOOL TOGETHER FOR A VIBRANT, THREE-HOUR EVENT THAT IS HIGHLY ATTENDED BY RIVERGLADES FAMILIES. HISPANIC HERITAGE NIGHT IS AN EVENT THAT SHOWCASES THE VARIETY OF HISPANIC COUNTRIES, WHILE INCORPORATING MUSIC, ENTERTAINMENT, FOOD, AND A LOT OF FUN. RIVERGLADES ELEMENTARY PRINCIPAL, JOANNE SELTZER, OBVIOUSLY, ASSISTANT PRINCIPALS, AND IT SAYS, STUDENTS ENJOYED THE SUBMISSION, WHICH POINTED AT THEIR ONGOING STUDIES OF THE NUMBER OF TRADITIONS THAT HONOR HISPANIC AND LATIN CULTURES.
