WE REALLY APPRECIATE HER HARD WORK IN DOING THAT. LASTLY, I WANT THE PEOPLE PARTICULARLY IN THE WRENCHES TO KNOW THAT THE CITY IS SENDING HARD COPY MESSAGES TO THE PEOPLE LIVING OUT THERE, PERTAINING TO IMPROVEMENTS THAT ARE COMING TO DRAINAGE AND THE ROADS. BEFORE I TALK ABOUT HOW WE CAN HELP THE PUBLIC AND WHERE PROPERTY VALUES ARE, YOU CAN SEE THAT THEY ARE SKYROCKETING WITH TITLE FRAUD, BUT THERE ARE A FEW PEOPLE I WANT TO THANK. HE RAVES ABOUT THE LIEUTENANT. AS YOU WILL SEE VERY, VERY SOON, PROPERTY VALUES HAVE SKYROCKETED AND THE REASON BEING, PEOPLE ARE COMING FROM ALL OVER THE WORLD, COMING TO PARKLAND AND PLAYING HALF DOLLARS FOR PROPERTIES, THEY WANT TO LIVE IN A PLACE, THEY ARE COMING IN BECAUSE IT IS A GREAT PLACE TO LIVE AND IN PARKLAND, YOU HAVE WONDERFUL SERVICES, YOU HAVE GREAT PARKS YOU HAVE ALL KINDS OF ACTIVITIES FOR FAMILIES TO HAVE, AND I THINK IT IS INSPIRING PEOPLE TO COME IN AND IT IS REALLY A TESTAMENT TO YOUR LEADERSHIP AND EVERYBODY UP HERE IS WHAT REALLY HAS MADE THIS A GREAT PLACE. AND FINALLY, YOUR STAFF IS JUST SO AWESOME. EVERY SINGLE WEEK, EVERY SINGLE STAFF IN BROWARD COUNTY, EVERY CITY, PROVIDES US PERMIT SO WE CAN MAKE SURE WE CAPTURE ALL THE VALUE, PUT IT ON THE TAX ROLL, AND I CAN TELL YOU, THEY ARE SO EASY TO WORK WITH, THEY ALWAYS RETURN OUR PHONE CALLS, THEY ARE SO COURTEOUS TO OUR EMPLOYEES AND THEY ARE JUST SO AWESOME, SO I'M JUST SO THRILLED, I REALLY APPRECIATE EVERYBODY'S SERVICE. WITH THAT SAID, MR. MAYOR, THE FIRST THING I WAS HOPING TO TALK ABOUT IS HOW WE CAN HELP THE PEOPLE OF PARKLAND. AS YOU KNOW, BROWARD COUNTY IS A VERY LATE. OUR MAIN FUNCTION AS WHAT WE DO IS MAINTAINING A FUNCTION FOR TAX PURPOSES. BROWARD COUNTY HAS ABOUT 2 MILLION PILLS FILLED BY THE PURE, LARGER THAN TWO STATES, THE DISTRICT OF COLUMBIA, AND PUERTO RICO. NOW, WHAT WE DO IS REASSESS THE VALUE OF ALL PROPERTIES AND WHEN PEOPLE PAY THEIR PROPERTY TAXES, THE AMOUNT OF TAXES THEY PAY IS A RELATIONSHIP TO THE TAX RATE SET BY YOU ALL, THE COUNTY COMMISSION, THE SCHOOL BOARD, AND OTHER TAXING AUTHORITIES. NO, WE WANT TO MAKE SURE WE GET IT RIGHT, AND BROWARD COUNTY AGAIN IS A VERY LARGE PLACE AND WE APPRAISE MORE PARTIALS THAT EXIST IN MANY STATES, AND EVEN THOUGH THE PEOPLE IN OUR OFFICE TO A VERY GOOD JOB AND THEIR ASSESSMENTS ARE VERY ACCURATE, ASSESSMENTS CAN OCCUR, OR MAYBE PEOPLE HAVE INFORMATION ABOUT THEIR PROPERTY THAT WE MAYBE DON'T HAVE WHICH CAN HELP THEM BRING DOWN THEIR ASSESSED VALUE, WHICH CAN HELP THEM BRING DOWN PROPERTY TAXES. THE NEXT ONE, EVERY RESIDENT THAT OWNS A PROPERTY IN PARKLAND IS GOING TO GET A DOCUMENT FROM THE MAIL, A VERY IMPORTANT DOCUMENT. IT IS BASICALLY A DOCUMENT SO PEOPLE CAN MAKE SURE THEY ARE NOT OVERPAYING PROPERTY TAXES, AND IT DOES A FEW THINGS. IT SHOWS THE VALUE OF THE PROPERTY FOR TAX PURPOSES, IT SHOWS ALL OF THE TAX SAVINGS EXCEPTIONS THEY ARE GETTING, IT SHOWS THE DATES AND TIMES THAT YOU ALL, THE COUNTY COMMISSION, THE SCHOOL BOARD, AND ALL OTHER TAXING AUTHORITIES WILL BE DISCUSSING THEIR TAX RATE AND IT SHOWS THE PROPOSED AMOUNT OF PROPERTY TAXES THEY WILL BE ASKED TO PLAY -- PAY THIS YEAR. NO, IF YOU ARE CONCERNED ABOUT THE VALUE OF YOUR PROPERTY, GIVE ME A CALL. IF YOU'RE NOT GETTING EVERY TAX EXCEPTION, GIVE ME A CALL. AS LONG AS YOU DO THAT BY SEPTEMBER 18TH, WE CAN MAKE SURE YOU PAY YOUR PROPERTY TAXES. HOMESTEAD EXEMPTION. THE HOMESTEAD EXEMPTION IS A VERY IMPORTANT BECAUSE IT DOES TWO THINGS FOR THE FIRST THING IT DOES, IT TAKES $50,000 OF VALUE OFF OF THE TAX ROLL THAT PEOPLE DON'T HAVE TO PAY TAXES ON. IS ABOUT $1000 A YEAR. BUT, MOST OF ALL, YOU HAVE A HOMESTEAD, THE TAXES CANNOT GO UP MORE THAN A MAXIMUM OF 3% AND THAT IS IMPORTANT RIGHT NOW BECAUSE PROPERTY TAXES IN PARKLAND ARE SKYROCKETING. THE REASON THEY ARE SKYROCKETING IN -- IS BECAUSE PEOPLE ARE COMING FROM ALL OVER THE WORLD AND BUYING PROPERTIES, PEOPLE ARE PAYING MORE MONEY FOR PROPERTY THAN LAST YEAR, AND THE YEAR BEFORE THAT, AND FIGURE BEFORE THAT, HAD PROPERTY RIGHT NOW IS WORTH A HECK OF A LOT MORE THAN BEFORE CODED AND BECAUSE PEOPLE ARE COMING AND PAYING THESE VERY HIGH AMOUNTS FOR PROPERTIES, THE HOMESTEAD EXEMPTION REALLY PROTECTS HOMESTEAD OWNERS, BECAUSE IF YOU FILE FOR HOMESTEAD EXEMPTION, IT IS CAPPED AT 3% SO IT WON'T SKYROCKET WITH YOUR MARKET VALUE BASED ON WHAT PEOPLE ARE PLAYING. TO GIVE YOU AN IDEA 2023 LAST YEAR, IF WE TOOK ALL OF THE RESIDENTIAL AND COMMERCIAL PROPERTY AND SOLD ON THE OPEN MARKET, YOU WOULD GET RIGHT ABOUT $11.95 BILLION, FAST-FORWARD JUST ONE YEAR, THERE HAS BEEN A 7.46% IN MARKET VALUES, RIGHT AT ABOUT $12.8 MILLION. THAT IS WHAT YOU GET IF YOU SOLD ALL OF THE COMMERCIAL AND RESIDENTIAL PROPERTIES ON THE MARKET. AND WHAT THAT MEANS, IF YOU KEEP YOUR MILLAGE RATE THE SAME AT 4.2979, THAT IS YOUR OPERATING MILLAGE RATE, YOU WILL GET AN ADDITIONAL 2,787,000 100 DOLLARS MORE THIS YEAR THAN LAST YEAR TO PROVIDE GREAT SERVICES TO THE PEOPLE OF PARKLAND. AND WHAT IS REALLY INTERESTING ABOUT THIS, THE VAST MAJORITY OF PEOPLE IN PARKLAND ARE HOMESTEAD PROPERTY OWNERS, SO THE VALUE OF THEIR TAX IS NOT GOING TO GO UP MORE THAN 3%, SO THEY ARE NOT SEEING THE BRUNT OF THAT INCREASE. MOST OF THE ADDITIONAL REVENUE IS BEING PAID FOR BY NEW PEOPLE COMING INTO PARKLAND AND A SUBSTANTIAL OF NEW CONSTRUCTION YOU ADD TO THE TAXABLE THIS YEAR. YOU KNOW, SOMETHING YOU RARELY SEE IN BROWARD COUNTY IS A SIGNIFICANT AMOUNT OF NEW SINGLE-FAMILY HOMES BUILT IN BROWARD COUNTY BECAUSE WE ARE PRETTY MUCH FILLED OUT THERE.

WHAT IS AMAZING, WE PUT ON $100.85 MILLION OF NEW TAXABLE VALUE HERE IN PARKLAND AND THEY ARE ALL SINGLE-FAMILY HOMES.

THEY COME FROM THE FALLS, PARKLAND ROYALE, AND TRIPLE FALLS. THE LARGEST SINGLE FAMILY HOME WAS ABOUT $4.8 BILLION AND IT GOES ALL THE WAY DOWN TO UNDER $1 MILLION BUT I THOUGHT THAT WAS A VERY INTERESTING. RIGHT NOW IN PARKLAND, YOU HAVE HOMESTEAD EXEMPTIONS. YOU HAVE LOW INCOME SENIOR EXEMPTION. YOU HAVE 438 WIDOWS WHO GET A PRETTY GOOD EXEMPTION. SOMETHING I THINK IS PRETTY COOL, YOU HAVE 82 AMERICAN HERO, TOTALLY DISABLED VETERANS THAT PAY NO PROPERTY TAXES IN PARKLAND. THE AVERAGE SALE PRICE FOR A HOME IN APARTMENT IS ABOUT $1.2 MILLION, WHICH IS MORE THAN LAST YEAR AND WHAT IS INTERESTING ABOUT THAT, THAT IS ALMOST IDENTICAL TO THE MEDIAN. USUALLY, YOU SEE THE MEDIAN AND THE AVERAGE PRETTY DIFFERENT. IN PARKLAND, THE AVERAGE AND THE MEDIAN ARE PRETTY MUCH THE SAME THAT THAT IS A LEGITIMATE NUMBER THAT PEOPLE ARE HANGING ON AVERAGE FOR HIS FAMILY HOME RIGHT NOW. THIS IS ALSO VERY SIMILAR TO THE MEDIAN, AS WELL.

IF IT IS OKAY, MR. MAYOR, THE LAST THING I WANTED TO QUICKLY TALK IT OUT BEFORE I ANSWERED ANY QUESTIONS WAS SOMETHING I TALKED ABOUT EVERYWHERE AND IS CRACKING DOWN ON TITLE FRONT.

AS YOU KNOW WHEN I TALK ABOUT THIS ALL THE TIME, SOUTH FLORIDA IS THE TITLE FRAUD OF THE WORLD, THE CAPITAL OF THE WORLD BECAUSE YOU HAVE CRIMINALS, THAT IS WHAT THEY ARE, THEY WALK INTO THE RECORDING DIVISION OF EVERY COUNTY IN EVERY DAY, AND THEY TAKE THE AND TRY TO EXTORT PEOPLE FOR MONEY, MORTGAGE RENT, SELL THE PROPERTY, THEY DO IT ALL THE TIME. THE REASON IT IS SO EASY FOR THEM IS THE COURSE DIVISION FOR EVERY COUNTY HAS A MINISTERIAL DUTY.

THEY HAVE TO ACCEPT WHATEVER DOCUMENTS FILED WITH THEM. WE HAVE CRIMINALS THAT WALK IN, FILE A FIXED EAT AND DO SOMETHING NEFARIOUS WITH IT. WE WANT TO GIVE THE PEOPLE OF BROWARD COUNTY TO GIVE THE OPPORTUNITY TO FIGHT THE FROG BEFORE THE FRAUD OCCURS. WE CAME UP WITH A NEW DICTATION PROGRAM LETTING PEOPLE KNOW IF THERE HAS BEEN A TITLE CHANGE ON THEIR PROPERTY, WHETHER IT HAS BEEN LEGITIMATE OR NOT.

I HAVE A FIVE ACRE PARCEL CAN I HAVE A $500,000 MORTGAGE AND THE MORTGAGE COMPANY SAID WE WILL GIVE IT TO YOU. THIS IS WHEN WE SHOULD'VE REALIZED SOMETHING FISHY WAS GOING ON. HE WALKED UP TO THE BED AND ABOUT TO DO GOD KNOWS WHAT, FORTUNATELY, THE WIFE WOKE UP, SCREAMING THAT THERE WAS SOMEBODY IN THE HOUSE, HE WAS CHASED OUT BY THEIR BIG DOG, ARRESTED, CHARGED WITH BURGLARY, GIVEN AN ANKLE MONITOR AND WENT BACK TO THE STONE HOME. A CO-CONSPIRATOR WITH HIM, WHO IS A MINOR CO-CONSPIRATOR RECEIVED FIVE YEARS PROBATION AND $31,000 RESTITUTION AND ANOTHER CO-CONSPIRATOR -- I THOUGHT THIS WAS INTERESTING -- RECEIVED FIVE YEARS PROBATION BUT WAS ALSO ORDERED BY THE U.S. IMMIGRATION COURT TO MOLDOVA, WHERE SHE WILL NOT BE ALLOWED BACK INTO AMERICA. LAST STORY I WANTED TO QUICKLY TALK ABOUT, MR. MAYOR, IS JUST ONE THAT HAPPENED MORE RECENTLY AND IT IS ONE THAT I THINK REALLY SHOWS THE EXTENT PEOPLE WILL TRY TO GO TO TO DEFRAUD THE PUBLIC AND IT ALSO SHOWS HOW NOT ONLY THIS CRIME, BUT THIS CRIME CAN ALSO BLEED INTO MANY OTHER KINDS THAT ARE CURRENT, AS WELL. THE REST OF THE CALENDAR IS ON THE SCREEN AND ON AUGUST 7TH, WE ARE INVITING RESIDENTS TO COME IN HERE AND ASK ANY QUESTIONS THEY MAY HAVE, REGARDING THE ADVISERS. SO, THE PROPOSAL THAT YOU HAVE IN FRONT OF YOU IS BALANCED AT THE CURRENT RATE OF 4.2979 MILLS. SO, THIS IS BASED ON A TOTAL PROPERTY VALUE OF ABOUT $8.2 BILLION, WHICH IS ABOUT AN 8.4% INCREASE. THE NEW CONSTRUCTION ACCOUNTED FOR $191 BILLION OF THAT TAXABLE VALUE, OR ABOUT 2.5%. OUR EXISTING VALUES WENT UP ABOUT 442%, OR, I'M SORRY. SO, THAT IS ABOUT 5.8%, AND THAT IS NOTABLE BECAUSE THAT WAS THE SECOND LOWEST EXISTING VALUE INCREASE IN BROWARD COUNTY. AS THE PROPERTY APPRAISER PREVIOUSLY SAID, IS PRIMARILY BEING A HOMESTEADING COMMUNITY WITH ABOUT 83%, 84% OF OUR HOMES RECEIVING THE HOMESTEAD EXEMPTION, THEIR TAXES WILL NOT GO UP MORE THAN 3%. SO, THIS BECOMES VERY, VERY IMPORTANT AS WE GET CLOSER AND CLOSER TO GETTING MORE HOMESTEAD PROPERTIES ON THE PAYROLL. SO, THIS IS ABOUT 3% OF THIS EXPECTED GROWTH RATE WE WILL SEE GOING FRWARD. SO, AGAIN, WE ARE PROPOSING THE SAME MILLAGE RATE OF 4.2979 AND THAT WILL PROVIDE THE CITY WITH ABOUT 33 1/2 MILLION DOLLARS OF REVENUE, OR AN INCREASE OF ABOUT 2 1/2 MILLION DOLLARS.

FOR THE FIRE ASSESSMENT, THE PREVIOUS STRATEGIC PLANNING SESSIONS, COMMISSIONERS GAVE US DIRECTION TO INCREASE THIS ASSESSMENT BY THE PROPOSED INCREASE IN THE FIRE CONTRACT.

THIS YEAR, THAT INCREASE WAS JUST OVER 4%. THAT IS A CORE RESPONSE OF OVER $310.98 PER UNIT. AND HERE IS JUST A BRIEF HISTORY OF WHERE THAT RATE HAS BEEN IN THE LAST 10 YEARS AGO, STARTING AT ABOUT $210 BACK IN 2016. RIGHT NOW, WE ARE AT $311. AND WHEN WE DID OUR RATE STUDY BACK IN 2022, FOR 2025, THE MAXIMUM LEGAL RATE WE COULD CHARGE FOR FIRE ASSESSMENT WAS ABOUT $437. SO, WE ARE WELL WITHIN THAT LEGAL LIMIT. THE THIRD RATE WE WILL BE PASSING TONIGHT IS THE SOLID WASTE ASSESSMENT. AS WE ALL KNOW, AT OUR LAST MEETING IN JUNE, THE THIRD AMENDMENT TO THE WASTE MANAGEMENT FRANCHISE AGREEMENT WAS PASSED, AND ALONG WITH THAT CAME A 5% INCREASE IN THE RESIDENTIAL RATE, UP TO $453.24. SO, AS WAS MENTIONED DURING THOSE MEETINGS, THIS IS A PASS-THROUGH BASED ON OUR FRANCHISE AGREEMENT WITH WASTE MANAGEMENT AND FUTURE INCREASES WILL BE CAPPED AT 5%, AS WELL. AND THEN, LASTLY, WILL BE OUR STORMWATER ASSESSMENT. THIS IS THE SECOND YEAR OF IMPLEMENTATION. WE ANTICIPATE COLLECTING ABOUT $525,000 THIS YEAR. AND AS YOU CAN SEE FROM THE SIX DIFFERENT SERVICE AREAS ACROSS THE CITY, THE ESTIMATED ASSESSMENT IS STARTING AROUND $39 PER RESIDENT AND GOING UP TO ABOUT $180 PER RESIDENT. I JUST WANT TO HIGHLIGHT THAT AS PROPOSED WITH THE SALT GRASS PROJECT, THERE IS MANY SIMILARLY SITUATED DEVELOPMENTS WITHIN THE EXISTING HERON BAY COMMUNITY, WHICH MEANS A LOT CONDITION OF BUDDING WATER AND ACROSS THE CANAL, ANOTHER RAILYARD CONDITION. AND THAT IS GENERALLY -- IT IS NARROWER AND WIDER IN CERTAIN AREAS, BUT JUST BALLPARK ABOUT 140 FEET, THAT WOULD BE A GOOD AVERAGE OF THE DISTANCE BETWEEN THE REAR LOT LINES WHICH IS GENERALLY CONSISTENT WITH MOST OF THE AREA HERE, AND IN SAWGRASS, THERE ARE SOME AREAS OF THE NORTH END THAT TIGHTEN UP A LITTLE BIT, BUT GENERALLY IT IS PRETTY CONSISTENT WITH MOST OF THE EXISTING AND SURROUNDING HERON BAY COMMUNITIES. SINGLE-FAMILY TENDS TO BE NOT AS HIGH AS A TRAFFIC GENERATOR AS SOME OTHER NONRESIDENTIAL USES. OVERALL, A CONCURRENCY ANALYSIS WAS PROVIDED AND THE ENGINEERING TEAM FOUND THAT THE CONCURRECY REQUIREMENTS WERE MET. OF COURSE, A PHASE ONE ENVIRONMENTAL STUDY WAS COMPLETED AS BOTH THE CITYSIDE AND THE APPLICANT'S RESEARCH AND THE FINDINGS OF THOSE REPRESENTED AS PART OF THE REZONING APPLICATION. OVERALL, STAFF FOUND THAT THE PROPOSED REZONING IS CONSISTENT WITH THE COMPREHENSIVE PLAN, AND NOTING THAT MANY OF THE SURROUNDING AREAS OF HERON BAY INCLUDE ACTUALLY MORE INTENSIVE ZONING DISTRICTS.
