ITEMS? >> WE HAVE DREW --?

>> DRILL? >> YES, COME ON UP HERE, DREW.

>> NAME AND ADDRESS FOR THE RECORD?

>> YES. 6978 NORTHWEST 81ST TOURS IN THE RANCHES. WHAT BRINGS ME HERE THIS EVENING IS A CONCERN THAT I THINK ALL THE PEOPLE IN THE RANCHES HAVE FOUR, THE CONDITION OF OUR CANALS. THEY ARE COMPLETELY DRY. THERE IS NO WATER THERE. I HAVE A NURSERY THAT AFFECTS ME , ECONOMICALLY. MORE IMPORTANTLY, WE HAVE A FIRE SITUATION. I'D LIKE TO KNOW WHAT COULD BE DONE IN CASE OF A FIRE. WE LIVED THROUGH A NEIGHBORS FIRE. WHEN THERE WAS NO WATER TO BE HAD. AND, THEIR HOUSE BURNED TO THE GROUND AND THEY MOVED AWAY. WE PUT IN FIRE HYDRANTS THAT I GUESS GET WATER FROM THE CANALS? THEY ARE SOMEWHAT USELESS RIGHT NOW. NOT ONLY IS IT A FIRE HAZARD, IT IS AN ECOLOGICAL HAZARD. EVERYTHING IS DEAD THAT WAS IN THE CANALS. FISH AND PROBABLY TURTLES. YOU NAME IT. AND ECONOMICS, THERE ARE A NUMBER OF PEOPLE IN THE RANCHES THAT ARE NURSERY OWNERS. WE ARE FIGHTING TO KEEP WATER TO TAKE CARE OF OUR CLIENTS. PERSONALLY? WE HAD TO MOVE WATER FROM ONE OF OUR PROPERTIES THAT HAS A WELL AND DUMPED THE WATER -- EXCUSE ME -- DUNK THE WATER IN THE CANAL TO KEEP IT UP FOR THE PUMPS AT OUR MAY NURSERY. I HAVE SPOKEN ABOUT THIS WITH THE PEOPLE IN THE DEPARTMENT. WHO ARE INVOLVED WITH THIS. AND , THEY TOLD ME WHAT REALLY CAUSED IT.

I UNDERSTAND. IT WAS A MISTAKE ON LOCKS ROAD THAT OUR -- WAS QUESTION. THAT IS , THAT WAS ABOUT EIGHT WEEKS AGO. AND, I'M WONDERING WHY WE DID NOT PUT SOMEBODY'S FEET TO THE FIRE TO GET ADEQUATE PUMPING INTO OUR CANALS. SO IT'LL FILL UP. AND, THAT'S ALL I HAVE TO SAY.

>> THANK YOU. CHIEF, THERE YOU GO. THAT'S OUR FIRE CHIEF.

>> I SAW YOUR TRUCKS DRIVING AROUND.

>> IF YOU WANT TO TALK ABOUT THE FIRE ISSUE, HE CAN ADDRESS THAT. TALK TO HIM ABOUT THE WATER. IN THE CANALS? LIKE WE SPOKE ABOUT EARLIER. OKAY, THANK YOU VERY MUCH. WE WILL ADDRESS YOUR QUESTIONS. AND THEN, WAS NEXT.

>> GARY. >> GARY?

>> GOOD EVENING, EVERYONE. MY NAME IS GARY --. 11 1074 11 1074 MONROE DR., PARKLAND. I LIVE IN CHRIS CARTER. AS COMMISSIONER IS AWARE, LENNAR HAS NOT BEEN A GOOD PARTNER TO THE COMMUNITY FOR A LONG PERIOD OF TIME. THE CITY PUT PRESSURE ON LENNAR WHEN THEY WERE FINISHING -- TO ADDRESS THE TRAINING ISSUES BY THE THREAT OF WITHHOLDING PERMITS. LENNAR FINISHED THE PROPERTY. I WANT TO UNDERSTAND WHETHER LENNAR HAD THEIR BOND RELEASED BY THE CITY SINCE CERTAIN PROPERTY WAS TO BE TURNED OVER TO THE MASTER ASSOCIATION AS A RELATIONSHIP TO THE SIGNS OUTSIDE OF -- ON BOTH HILL AND HILLSBORO BOULEVARD. THE SIGNS WERE RELIGIOUSLY TURNED OVER BY LENNAR, AND AN EMAIL SAYING EVERYTHING IS WONDERFUL. THEY

[00:05:07]

ARE NOW YOUR RESPONSIBILITY. NOTHING IN WRITING FROM THE COMMUNITY. I THINK ACKNOWLEDGING THE RECEIPT OF THAT. SIGNS ARE UNDER CONSTANT REPAIR. SINCE THE SIGNS HAVE BEEN INSTALLED. THEY WENT UP AND THEY WERE WORKING FOR A WEEK BACK IN FEBRUARY. ONE SIGN WAS PULLED DOWN FOR A MONTH.

THE LIGHTS WERE OUT ON THE HILL SIGN ON NORTH SIDE SINCE JANUARY ON NORTH SIDE SINCE JANUARY 2024. HERE WE ARE IN JUNE. NOTHING HAS BEEN DONE TO ADDRESS IT. WE ARE AWARE THE SIGNS OF THE HILLSBORO WHICH HAVE NOT WORKED FOR THE PAST MONTH , THEY HAVE FOUNDATION CRACKS. PUMP ISSUES. AND ADDITIONAL ELECTRICAL ISSUES. LENNAR HAS REFUSED TO DO ANYTHING ABOUT THIS. I EMPLOY THE COMMISSION AS LENNAR IS LOOKING TO EXPAND INTO THE PARKLAND COMMUNITY DOWN ON -- ROAD. THAT YOU FORCE THEIR HAND AS BEST AS YOU CAN TO ENSURE THEY ARE APART OF THE COMMUNITY -- A PARTNER AND NOT A HIT-AND-RUN FLY-BY-NIGHT BENDER AS EVIDENCE BY THE PREVIOUS

ACTIONS. THANK YOU. >> THINK VERY MUCH, GARY. I'M LEANING ON YOU HARD. ABOUT THE TURNOVER OF THE FOUNTAINS. AND WHAT HAVE YOU. BUT, YOU'RE NOT EXPECTED TO KNOW THE ANSWER AT

THIS MOMENT. >> NOW YOU ARE.

>> ANYBODY ELSE FROM THE PUBLIC? FOR AN ITEM? NOBODY ELSE FROM THE PUBLIC? WE WILL GO TO THE COMMISSIONER.

COMMISSIONER CUTLER? >> THINK VERY MUCH, MAYOR. I WILL MAKE MY COMMENTS BRIEF. ON MAY 18, WE HAD HOME FOR DOGS AT PARKLAND . IT WAS A SUPER HOT DAY AND A GREAT TURNOUT GETTING PUPPIES ADOPTED TO GOOD HOMES. HANK YOU FOR EVERYBODY IN THE PARTICIPATING VENDORS AND STAFF ARE DOING A GREAT JOB THERE. WE WENT TO MAKE THE SCHOOL SAFE GALA. GREAT JOB BY THE VOLUNTEERS. THERE IS A LOT OF GOOD MONEY FOR SUPPORTING MAKING ALL OF OUR SCHOOL SAFE TO DOING A REALLY GREAT JOB. ON THE 22ND, WE HAD THE STATE OF THE CITY. IF YOU HAVEN'T SEEN THE VIDEO, GO TO YOUTUBE AND TYPE "PARKLAND STATE OF THE CITY " IN THE SEARCH BAR AND YOU CAN GET IT. OUR MEMORIAL SERVICE WAS A GREAT EVENT IN THE GUEST SPEAKERS WERE INCREDIBLE. REALLY COOL STORIES ABOUT THEIR TIME IN THE SERVICE. I KNOW ONE JUNE 1, I UNFORTUNATELY WAS NOT ABLE TO MAKE IT. BUT THE MAJESTY OF THE ROCK , I HEARD THAT WAS FANTASTIC. EVEN PEOPLE FROM OUTSIDE OF THE CITY WHO CAME AS GUESTS, THEY SAID THEY LOVED IT. WEIGHT EVENT WITH THE PARKLAND CHAMBER FOR BREAKFAST. WE DID NETWORKING WITH THE LOCAL BUSINESSES AND THERE ARE GREAT LENGTHS IN THE LOCAL -- THERE ARE GREAT ONCE IN THE LOCAL COMMUNITY. I WANT TO EXTEND MY CONGRATULATIONS TO THE CLASS OF 2024 GRADUATION FOR MSD AND ALL OF THOSE MOVING UP CLASSES FROM ELEMENTARY AND MIDDLE SCHOOL. THIS WEEKEND IS THE GRADUATION FOR MSD. AND ON THAT SAME DAY, FROM 8:00 TO 10:00 IS OUR FIRST OF THREE FISHING DERBIES OUT AT THE PINE TRAILS PARK LAKE. LAST, JUNE 16, I WANT TO WISH EVERYBODY A HAPPY FATHER'S DAY. THOSE ARE MY COMMENTS. AND THANK YOU VERY MUCH.

>> CUTLER? COMMISSIONER MAYERSOHN?

>> I WANT TO MAKE MY COMMENTS BRIEF BECAUSE I KNOW YOU'RE WAITING TO GO SOMEWHERE. THIS WEEK IS CODE COMPLIANCE APPRECIATION WEEK. SOME OF US MAY NOT BE APPRECIATIVE OF THE CODE COMPLIANCE AND THEY PUT SOMETHING ON YOUR DOOR. THEY ARE OUT THERE TRYING TO MAKE OUR COMMUNITY BETTER AND I WANT TO THANK LORI AND MARY FOR THEIR HARD WORK AND DEDICATION IN GOING OUT AND DOING THE JOB THEY DO. TODAY IS GLOBAL RUNNING DAY. IF YOU HAVEN'T AS OF YET SIGNED UP FOR THE PARKLAND DASH, I SUGGEST YOU DO THAT BECAUSE YOU GET YOUR FIVE DOLLAR DISCOUNT OFF OF THE RATE. PARKLAND DASH, MAKE OUR SCHOOL SAFE IS A BENEFICIARY OF THE DASH. CHRISTINA, RIGHT? NUMBER ONE? 1201, I SIGNED UP. IT'S SOMETHING I HAVE A RUNNING TIME DOING. AS COMMISSIONER CUTLER SAID, CONGRATULATIONS TO ALL OF OUR STUDENTS. THOSE GRADUATING HIGH SCHOOL AND COLLEGE, LIVING UP FROM ELEMENTARY TO MIDDLE , AND MIDDLE TO HIGH, MOVING UP GRADE LEVEL. FOR THOSE STUDENTS OUT THERE, BE NICE. THANK YOUR PARENTS BECAUSE THEY ARE THERE SUPPORTING YOU ALL THE TIME. AND, AGAIN, HAPPY FATHER'S DAY TO ALL THE FATHERS, FATHER FIGURES, SO, WE REALLY APPRECIATE THAT. THOSE ARE MY COMMENTS.

>> ALL RIGHT, THAT WAS GOOD. COMMISSIONER BREYER?

>> THANK YOU, MAYOR. CONGRATULATIONS TO THE

[00:10:06]

STUDENTS, PRINCIPALS, TEACHERS AND STAFF TO GRADUATION. MSD'S GRADUATION, THE END OF A GREAT SCHOOL YEAR AND I WISH EVERYBODY A FANTASTIC SUMMER. I WANT TO THANK ALL THE FANTASTIC ERRORS AND STAFF ON AN AMAZING STATE OF THE EVENT. THE VIDEO WAS FANTASTIC AND A GREAT EVENT OVERALL AND WELL RECEIVED BY THE RESIDENTS. WE HAVE AN AMAZING AND WONDERFUL MEMORIAL DAY EVENT . GREAT JOB BY OUR MAYOR AND THE VETERANS WHO CAME OUT TO SPEAK. GOLD STAR FAMILY MEMBERS AND A NUMBER OF OTHERS WHO ARE OUT THERE PARTICIPATING AND HONORING THOSE WHO PAID THE ULTIMATE SACRIFICE. I WANT TO THINK ESO FOR OUR COPY WITH THE COP. GOOD OPPORTUNITY FOR RESIDENTS TO MEET UP CLOSE AND PERSONAL WITH OUR POLICE CAPTAIN AS WELL AS THE BSO TENANTS AND OFFICERS. WE HAVE A NUMBER OF STUDENTS THAT ARE BEING RECOGNIZED TONIGHT. THEY NEVER CEASE TO AMAZE ME. WE HAVE SOME OF THE MOST AMAZING YOUNG PEOPLE IN OUR COMMUNITY.

I WANT TO THANK THEM AND ALL THE COMMUNITY ADVISORY BOARD MEMBERS FOR THEIR SACRIFICE AND TIME AND EFFORT THEY PUT IN INTO THE SCHOLARSHIP APPLICATION PROCESS. I WANT TO THANK THE SPONSORS FOR THEIR FINANCIAL SUPPORT OF THE STELLAR STUDENTS. LAST BUT NOT LEAST, EARLIER TODAY, I HAD THE OPPORTUNITY TO ATTEND THE AND SID LAND OWNERS MEETING AND ELECTION. I WANT TO CONGRATULATE MY FRIEND, ESTHER TONY --, ON RE-ELECTION TO THE BOARD. THANK YOU FOR YOUR SERVICE TO THE COMMUNITY AND THE SACRIFICES HE AND HIS FAMILY MAKE TO REPRESENT THE RESIDENTS AND TO DO SO IN A VERY GOOD FASHION. ED IS AN ODD ANALOGY BETWEEN LOVING YOUR FAMILY AND LOVING HER COMMUNITY. I LOVE MY WIFE AND DAUGHTERS WITH ALL OF MY HEART. I'LL MAKE ANY SACRIFICE WITH THEM, AND NO SACRIFICE I CAN MAKE WILL BE TOO GREAT.

SIMILARLY, I LOVE MY COMMUNITY. WHEN YOU MEET SOMEBODY ELSE WHO LOVES HER COMMUNITY AS MUCH AS TONY DOES AND MAKE SACRIFICES FOR FAMILY AND TO MAKE SACRIFICES FOR OUR RESIDENTS, IT'S ADMIRABLE. I THINK YOU AND YOUR FAMILY FOR THAT FROM THE BOTTOM OF MY HEART! WITH THAT, THOSE ARE MY COMMENTS

MAYOR, THANK YOU. >> OKAY. I THOUGHT YOU WERE GOING TO GO FURTHER. YEAH, CONGRATULATIONS TONY. WHEREVER YOU ARE. OH, THERE HE IS. OBVIOUSLY, CONGRATULATIONS TO THE GRADUATES. YOU KNOW? ALTHOUGH YOU'RE NOT GRADUATING FROM KINDERGARTEN OR ELEMENTARY SCHOOL OR EVEN EIGHTH GRADE. I DID SPEAK AT THE EIGHTH GRADE MOVING UP SIMILAR ANY OF THE CEREMONY FOR SOMERSET. I DO HAVE A GRADUATE GRADUATING HIGH SCHOOL , SO I'M SUPER EXCITED ABOUT THAT. NOT TOO EXCITED TO BE THERE AT 8:00 IN THE MORNING TO LISTEN TO 1500 NAMES OR WHATEVER IT IS. OTHERWISE, I AM SUPER EXCITED. STATE OF THE CITY, KUDOS. I TOLD EVERYBODY, PRIVATELY AND PUBLICLY, IT IS ALWAYS IMPORTANT TO NOTE. WELL DONE, MELISSA! I KNOW SHE'S NOT HERE, GREAT JOB ON THE VIDEO. OKAY. JUST A COUPLE OF QUICK UPDATES. WE DON'T GET TO SPEAK , YOU KNOW, UNLESS WE ARE UP HERE. I WANTED TO FILL YOU , FILL YOU ALL IN ON SOME OF THE THINGS THAT WE ARE WORKING ON. I WILL GIVE AN UPDATE A LITTLE BIT ON THE RANCH. SO THERE SOME UPDATE. F DOTS, WE HAVE PROJECT MEETINGS WITH THEM BUT THE COUNTY AND MPO. WITH THE CITY.

THE LAST MEETING ON BEFORE THAT, I ASKED TO BE AT THE MEETING BECAUSE I WANTED TO TALK TO EVERYBODY AND EXPRESS OUR CONCERN OF GETTING IT OPEN FROM PARKSIDE. TWO HILL. WE HAD THAT MEETING AND I REACHED OUT TO THE COMMISSIONER EUGENE AND STATE REPRESENTATIVE --. I DO SERVE ON THE MPO BOARD AND I'M ON THE EXECUTIVE COUNCIL AND I REACHED OUT TO F.DIRECTOR BRAUN. SOME OTHER PEOPLE. FOR THE PAST FEW MONTHS, WE HAVE BEEN TRYING TO PUSH THEM A LITTLE BIT. WE DID HAVE A JOB MEETING AGAIN, YESTERDAY. IT'S AMAZING I CAN'T REMEMBER YESTERDAY? AND THEN, WE WENT ON SITE TO DO A VISIT. SO, THE PROJECT LOOKS TO BE GOING VERY WELL. THEY HAVE A FEW HIT -- THEY HIT A FEW SNAGS. THE WORK THEY ARE DOING BETWEEN , AND I DON'T KNOW. AT SOME POINT I SHOULD DO A POST SO PEOPLE CAN SEE SOME OF THE PICTURES I TOOK? THE WORK THEY DO BETWEEN PARKSIDE AND HILL IS EXTREMELY EXPENSIVE. THEY HAVE 20 FOOT WATER PITS. I MEAN, THEY ARE DOING A LOT OF WORK AND THAT IS THE TROUBLE THEY ARE HAVING. ONE OF THE THINGS THEY DID WHEN

[00:15:01]

CLOSING OFF BECAUSE THEY HAD TO RESECTION THE CANALS. WE HAD FROM THE RANCHES AND WE ALSO HAD FROM HENDRIX. THEY ARE TRYING TO MANIPULATE TO THE HENDRIX ARE GETTING THE WATER THEY NEED VICE VERSA SO THEY GET THE WATER THEY NEED. IN DOING THAT WORK, THEY HAD TO STOP THE WATER FLOW FROM THE RANCHES WHICH THEY ALSO DID AT HENDRIX. AND THEY ADDED A PUMP WHICH THEY FELT WOULD BE ENOUGH AND NECESSARY. WITH THE DROUGHTS, THE SITUATION WE ARE IN. ONE PUMP THEY HAD WAS NOT ENOUGH TO GET THE WATER THEY NEED TO GO THROUGH THE RANCHES.

THEY TOLD US AT THE MEETING THEY WERE GETTING A SECOND PUMP. WE ARE HOPEFUL IT GETS INSTALLED IN THE NEXT COUPLE OF DAYS AND WE WILL SEE WHERE THAT GOES. I DON'T KNOW IF YOU SPOKE TO --. WE NEED TO BE MINDFUL WHERE WE DRAW WATER AND WHAT WE ARE USING IT FOR. I WANT TO MAKE SURE WE POINTED OUT. BUT, AS FAR AS THE SCHEDULE GOES, THE OPENING , THEY ARE SAYING FALL. WE WILL CONTINUE HAVING MEETINGS. I WILL TRY TO ATTEND AS MANY AS I CAN. I WILL KEEP PUSHING. I HAVEN'T REACHED OUT TO THE STATEMENT LIMITED YET TO THANK HER FOR HER INVOLVEMENT. I WILL GIVE HER AN UPDATE. BUT, I AM THANKFUL FOR HER FOR STEPPING AND BECAUSE OBVIOUSLY, STATE REPS AND NATIVES HAVE SOME INFLUENCE WITH F DOTS. SO FAR, EVERYTHING SEEMS TO BE ON SCHEDULE BUT WE NEED TO STAY ON TOP OF THEM. I DID NOT GET INVOLVED BECAUSE STAFF WAS NOT DOING A GOOD JOB. I GOT INVOLVED STRICTLY BECAUSE I'M THE MAYOR. SOME PEOPLE FIND IT TO BE INTIMIDATING. YOU KNOW , WHATEVER. I ALSO WANT TO LET YOU KNOW, THT I AM MEETING WITH PARKLAND UTILITY. WE'VE BEEN GETTING COMPLAINTS FROM THE FALL AND SOMERSET AND OTHER COMMUNITIES. I ASKED TO HAVE A MEETING WITH PARKLAND UTILITIES. WE WILL MEET WITH THEM I THINK, NEXT WEEK? AND I WON'T GO INTO ANY DETAILS BECAUSE I HAVE NOT MET YET. BUT I'M SURE YOU GUYS KNOW HOW I WILL ADDRESS THAT. I HAVE A MEETING SET UP WITH NANCY. AND SUPERINTENDENT HEPBURN. TOWARD THE END OF JUNE. WE SENT THE LETTER WE WOULD SEND ABOUT THE REDEFINING. WE SENT IT TO HIM SO WE WANT THEM TO HAVE FURTHER CONVERSATION. WE WILL DO IT TOWARD THE END OF JANUARY. JUNE, I'M SORRY. I ALSO WANT TO REMIND EVERYONE THE 1200 BUILDING IS GOING TO START BEING DEMOLISHED AND THEN REMOVED FROM SITE. THEY ARE SUPPOSED TO START ON THE 13TH OR 14TH. WE DON'T HAVE SPECIFIC PLANS OF EXACTLY HOW THIS WILL GO YET. WE ARE STILL WAITING FOR SPECIFICITY TO EXACTLY WHEN IT WILL HAPPEN.

HOW LONG IT'LL TAKE . IT'LL TAKE A LITTLE BIT OF TIME TO MY UNDERSTANDING. THERE WAS SOME ASBESTOS IN THE BUILDING. SO THEY CAN'T JUST DEMOLISH IT AND GET RID OF IT. THEY HAVE TO PUT IN DIFFERENT PIECES. THAT HAS TO GO TO ONE FACILITY, THAT ONE TO ANOTHER FACILITY. THAT'S GOING TO MAKE THE PROCESS GO A LITTLE BIT LONGER. ONCE WE HAVE MORE DETAILS, AND OTHER COMMUNICATIONS DIRECTOR IS WORKING WITH THE SCHOOL BOARD TO ENSURE WE ARE GETTING UP INFORMATION AS SOON AS WE CAN AND GET IT. WILL BE HANDING THAT OUT. I THINK THAT IS ALL I

[6. Proclamations and Recognitions]

HAVE. WITH THAT, LET'S GO DOWN TO THE WELL.

>> A COUPLE THINGS I HAVE. I APPRECIATE THE WORK YOU GUYS DO AS FAR AS WEEDING OUT POTENTIAL CANDIDATES TO SERVE. MY ONLY CONCERN IS THAT, THE RECOMMENDATIONS ARE COMING FROM STAFF. NOT NECESSARILY THAT, ALTHOUGH? WE MAY HAVE GONE THROUGH THE SAME PROCESS. FROM A STANDPOINT OF BEING

[00:50:02]

INDEPENDENT, IT JUST , I WOULD RATHER -- AGAIN. I DON'T KNOW THE TIMELINE IS TO SELECT THE GROUP. BUT, I WOULD RATHER HAVE THE COME FROM US. WEEDING OUT WHO WE SELECT. I MEAN QUESTION MARK I KNOW THERE ARE PEOPLE THAT HAVE AUDITED EXPERIENCES THAT I KNOW OF IN THE COMMUNITY MAY HAVE WANTED AND BEEN ON THE COMMITTEE OR MAY NOT OF BEEN ON THE COMMITTEE. I'M NOT SURE? HOW EVERYBODY ELSE FEELS. WHAT IS THE TIMING.

>> THAT IS THE TIMING. THAT IS MY QUESTION.

>> DOES ANYBODY KNOW? >> WE ARE IN THE PULMONARY STAGES. ANY AUDITOR THAT WE GET WILL NOT COME IN UNTIL PROBABLY LATE SEPTEMBER, EARLY OCTOBER IN THE FIRST PLACE TO START ANY SORT OF PULMONARY FOR THE WORK. IN THE ESSENCE OF TIME, WE HAVE A DECENT AMOUNT OF TIME BEFORE WE EVEN AWARDED A CONTRACT AND

COME OUT TO START WORK. >> WE CAN POST SOMETHING WHETHER IT IS SOCIAL MEDIA OR ON THE WEBSITE OR WHATEVER TO TRY TO ATTRCT A COUPLE CANDIDATES AND I DON'T KNOW.

WHEN IS OUR NEXT MEETING? >> THAT IS NOT ENOUGH TIME.

IT'LL HAVE TO BE JULY. THE MEETING IS JULY 10? MAYBE WE CAN GO UNTIL THE END OF THE MONTH.

>> THAT BE MY PREFERENCE AS WELL. WE HAVE A PLETHORA OF AMAZING RESIDENCE WITH SOME REALLY GREAT BACKGROUNDS. I HAD

THE SAME CONCERN. >> I HAD THE SAME CONCERN

COMMISSIONER MAYERSOHN DID. >> YOU WANT TO MAKE A MOTION

THEN? >> I'LL MAKE A MOTION TO OPEN IT UP. OPEN UP THE APPLICATION DEADLINE SO THEY ARE SUBMITTED BY JULY 10 TO FIELD THE APPLICANTS.

>> WELL, BEFORE THAT? >> BEFORE THE JULY 10 MEETING TO GET APPLICANTS TO THE COMMITTEE.

>> OKAY, MOTION. WE HAVE A MOTION TO CHANGE THE METHOD, I DON'T KNOW? YEAH AND ALSO THE DATE OF THIS. SO, THAT IS THE

MOTION ON THE FLOOR. >> COMMISSIONER BREYER, WILL YOU AMEND YOUR EMOTIONS ALSO INCLUDE DEFERRING THE ACTUAL AGENDA ITEM APPOINTMENT FOR THE JULY 10 MEETING?

>> I CERTAINLY KNOW. >> I WILL SECOND THAT.

>> ANYBODY FROM THE PUBLIC? MOTION BY BREYER TO DO EVERYTHING HE JUST SAID. AND WE HAVE A SECOND BY COMMISSIONER MAYERSOHN WHICH AGREES TO WHAT COMMISSIONER BREYER SAID.

OF AN EFFECTIVE DATES. >> ROBERTS, CAN YOU PLEASE COME UP AND GIVE A COMMISSION OVERVIEW OF WHERE WE ARE IN OUR

CONTRACT NEGOTIATIONS PLEASE? >> GOOD EVENING MAYOR, COMMISSIONERS AND STAFF. MY NAME IS BARBARA HERRERA. THE GOVERNOR AFFAIRS MANAGER FOR WM, KNOWN AS WASTE MANAGEMENT INC. OF FLORIDA. MR. MAYOR, BEFORE I CONTINUE, CAN I TREATISE THE TEAM HERE TONIGHT? WE HAVE LISA MCKNIGHT. THE AREA DIRECTOR FOR PUBLIC SECTOR SOLUTIONS. WE HAVE LUIGI PAYS, MY MANAGER, AREA MANAGER FOR PUBLIC SECTOR SOLUTIONS.

PARKLAND RESIDENT, TOM RITTER, A SENIOR OPERATIONS MANAGER. WE HAVE JOHN --. DISTRICT MANAGER EXTRAORDINAIRE. AND WE HAVE SEEK CHAPMAN, WHO IS ROUTE MANAGER EXTRAORDINAIRE.

SERVICING THE CITY PARKLAND. WE ARE SO HAPPY TO BE HERE THIS EVENING. CERTAINLY WE ARE HERE TO ANSWER ANY QUESTIONS. AS MANAGER HAS ASKED, WE HAVE BEFORE YOU A PROPOSAL APPROVED ON THE FIRST READING ON MAY 15. SINCE THEN. WE HAVE SUBMITTED A REVISED PROPOSAL WHICH I BELIEVE YOU ALL HAVE A COPY OF.

IT INCLUDES PROPOSAL A AND PROPOSAL BE. PROPOSAL A IS TO TRANSITION TO AUTOMATED SIDELOAD SERVICES FOR YOUR GARBAGE COLLECTION. RIGHT NOW, YOU ALREADY HAVE ASL SERVICE FOR RECYCLING. BUT WHAT WE ARE PROPOSING IS AS A RESULT OF THE FEEDBACK THAT WE HAVE RECEIVED FROM THE COMMISSIONERS AND CERTAINLY DURING THE DISCUSSION FIRST READING, THAT PROPOSAL HAS BEEN AMENDED TO INCLUDE WHAT WE ARE CALLING IN OVERFLOW ROUTES. TO BE RUN CONSISTENT WITH THE RECYCLING DAY. IT'LL BE RUN ONCE A WEEK EVERY WEEK. AND WHY ARE WE DOING THAT? DURING THE DISCUSSION AND FIRST READING, AND OUR ONE-ON-ONE DISCUSSIONS WITH MAYOR AND COMMISSIONER, WE UNDERSTAND THERE WAS A CONCERN. WHAT ARE WE GOING TO DO AND THE PEOPLE WHO MAY NEED AN EXTRA CARD AND THEY DON'T WANT TO BUY ONE? WHAT ABOUT THE PEOPLE THAT DON'T HAVE ROOM FOR AN EXTRA CARD? WHAT ARE YOU GOING TO DO? THIS OVERFLOW ROUTE IS DESIGNED SPECIFICALLY TO PICK UP OVERFLOW. OVERFLOW MATERIALS SUCH AS SMALL VEGETATIVE WASTE. A BAG THAT MAY NOT FIT BECAUSE SOMEBODY HAD EXTRA GARBAGE THAT WEEK. IT IS DESIGNED TO GIVE PARKLAND THE ATTENTION AND TO MEET THE EXPECTATIONS OF ITS RESIDENTS. BUT ALSO ENSURE THAT MATERIAL IS NOT LEFT ON THE GROUND. ONCE A WEEK, CONSISTENT WITH YOUR RECYCLING DAYS, WE WILL HAVE THE OVERFLOW ROUTE RUN. AND PEOPLE WILL BE ABLE TO USE IT TO MITIGATE, IF YOU WILL, THE NEED FOR A SECOND CART. HOWEVER, SHOULD SOMEBODY WANT A SECOND CART OR MORE, THERE WILL BE A ONE-TIME FEE OF $100 FOR EACH CARTON THAT IS IT. AGAIN, WE BELIEVE IT IS SOMETHING THAT IS VERY POSITIVE AND VERY UNIQUE TO THE CITY OF PARKLAND. AND WE KNOW IT ADDRESSES AND MITIGATES THE CONCERNS THAT THE CITY HAS.

WE'VE ALSO HEARD FEEDBACK THE MAYOR AND COMMISSIONER THANK YOU ARE HAPPY WITH THE SERVICE YOU CURRENTLY HAVE. WE CERTAINLY WANT TO MOVE TOWARD ASL SERVICE. WHICH IS THE AUTOMATED SERVICE. UNFORTUNATELY, REAL SERVICE IS NOT THE WAVE OF THE FUTURE. LABOR IS SHORT AND DANGEROUS WORK. IT'S HOT WORK AS I'M SURE YOU CAN IMAGINE. WE DECIDED TO PROPOSE AN OPTION TO THE CITY PARKLAND TO KEEP SERVICE AS IS. TO KEEP SERVICE AS IS. WE PROPOSED A RATE TO GO WITH THE SERVICE. WE ARE HERE TO ENTERTAIN YOUR QUESTIONS.

ANYTHING THAT YOU HAVE IN TERMS OF CLARIFICATION, WE ARE HAPPY

TO ANSWER. >> DOES ANYBODY ? COMMISSIONER

[01:00:01]

CUTLER? >> THANK YOU. THAT WAS A NICE PRESENTATION AND I APPRECIATE IT. I THOUGHT WE TALKED ABOUT THE POSSIBILITY OF ADDING AN ADDITIONAL BULK COLLECTION ON AN AS NEEDED BASIS FOR A FLAT FEE. I DIDN'T HEAR YOU SAY THAT. I WANT TO MAKE SURE IT'S SOMETHING THAT IS CONTEMPLATED

IN THE LATEST REVISION. >> ABSOLUTELY, MY APOLOGIES THAT I FORGOT TO MENTION THAT. PROPOSAL LETTER A INCLUDES AN ADDITIONAL BULK COLLECTION ON AN AS NEEDED BASIS FOR A FLAT FEE OF $125. IT IS NOT A PER YARD FEE. IT'S NOTHING OF THAT SORT. IF SOMEBODY NEEDS IT, THEY CAN CALL AND ASK FOR IT

AND WE WILL COME OUT AGAIN. >> THAT IS WITH PROPOSAL A OR

BOTH? >> THAT IS WITH BOTH.

>> WE CAN'T CONVINCE YOU TO GIVE US ANOTHER ONE, QUESTION

MARK ? >> WE BELIEVE THE OVERFLOW ROUTE WOULD MITIGATE THE NEED FOR THE EXTRA CANNED FOR MOST RESIDENTS. BECAUSE, THE NEED FOR THE EXTRA CAN IS, WELL? THE FEEDBACK IS, I HAVE SOME YARD CLIPPINGS. WHAT IF I HAVE A PARTY AND I HAVE A COUPLE OF EXTRA BAGS? THAT IS NOT SOMETHING PEOPLE MAY WANT ALL THE TIME. WITH THE OVERFLOW ROUTE RUNNING ONCE A WEEK, EVERY WEEK, EVERY WEEK.

INCLUDING BULK WEEK, IT IS TO PICK UP THE SMALL MATERIAL THAT OTHERWISE SHOULD HAVE BEEN CONTAIN BEFORE ONE REASON OR ANOTHER. IT WASN'T BECAUSE IT DIDN'T FIT OR WHAT HAVE YOU.

WE WOULD PICK IT UP. WE ALREADY HAVE PARAMETERS COMMISSIONER CUTLER, IN THE EXISTING AGREEMENT SPECIFYING A TYPE OF MATERAL WE CAN PICK UP. WE ARE NOT PICKING UP COUCHES. THIS IS NOT BULK. WHEN NOT PICKING UP THE GIANT HEAVY STUFF. THESE ARE THINGS THAT CAN BE PICKED UP BY HUMAN BEINGS WE ARE DOING RIGHT NOW AS IT IS ALREADY. WE KNOW THIS IS GOING TO CERTAINLY MITIGATE THAT NEED FOR MOST RESIDENTS FOR THE EXTRA CARDS.

>> GO AHEAD? >> THANK YOU FOR YOUR PRESENTATION AND THANK YOU FOR THE ONE ON ONE. ALL THE RESIDENT FEEDBACK I HAVE GOTTEN IS ADVERSE TO THE ASL MOTION.

WE TALKED ABOUT THAT. RESIDENT HAVE ARTICULATED TO ME THAT IT IS A LESSER SERVICE IN THEIR MIND IN TERMS OF THE CONCIERGE SERVICE. I MENTIONED IT BEFORE. KUDOS TO WASTE MANAGEMENT THEY ARE HAPPY FOR THE CURRENT SERVICES THEY HAVE. I DON'T UNDERSTAND THE ECONOMICS. WE TALKED ABOUT IT TOO. THE LAST PRESENTATION , IT WAS 60% LESS LABOR AND LESS --. IN ADDITION TO THE AUTOMATED SERVICE, WE ARE REQUESTED FOR A 7% INCREASE IN 6.9 INCREASE. THE ECONOMICS ARE PART OF MY RELUCTANCE HERE.

I REALLY DON'T UNDERSTAND THAT COMPONENT OF IT. I APPRECIATE THE MOVEMENT WE HAVE MADE AN WASTE MANAGEMENT HAS MADE TO GET US CLOSER WITH KEEPING THE SERVICES AS IS. I MENTIONED TO YOU IN THE LAST MEETING. IF WE CONTINUE TO MAKE PROGRESS ON THAT TO BRIDGE THE GAP, I DO APPRECIATE ALL OF THE ADDITIONAL, MY BULK PICKUP I DON'T THINK IS DONE BY HAND BUT SOME SORT OF AUTOMATED PIECE. IT'S NOT ALL. THE NOTION WE WILL HAVE A SECOND PICK UP FOR A FEE THAT'LL BE DONE BY HAND MEANS THAT IT IS NOT --

>> WELL, THERE COULD BE A SECOND BOOK PICK UP IF YOU NEED. BUT, THEY ARE GOING TO COME EVERY WEEK. NOT BULK

PICKUP WITH ADDITIONAL ONES. >> I UNDERSTAND. IT DOESN'T SOUND LIKE THE SAME BULK PICKUP WE GET ONCE A MONTH.

>> YEAH, SHE SAID IT'S LESS FOR SMALLER STUFF. LIKE EXTRA

BAGS. >> THAT'S THE WEEKLY. THE ADDITIONAL BULK PICKUP FOR THE FEE, I DON'T KNOW IF IT'S THE SAME. THOSE ARE MY CONCERNS. I APPRECIATE THE NOTION. I THINK THE RESIDENCE I HAVE SPOKEN WITH HAVE SAID LISTEN. FOR RECYCLING THE ASL WORKS, THERE IS NEVER A REAL OVERFLOW ISSUE.

PHILIP THE KANSAN A WEEK PERIOD IS ALMOST IMPOSSIBLE. IT IS AN ISSUE FOR THE CANS. FOR THAT REASON, I'D LIKE TO SEE US TRY TO DRILL DOWN FURTHER WHETHER IT IS TONIGHT OR ANOTHER NIGHT.

ON KEEPING ME AS HIS WITH THE MORE REASONABLE COST BASIS.

THOSE ARE MY THOUGHTS. >> I'VE GOTTEN SOME PEOPLE EXCITED TO GO TODAY WITH ASL. IF THE GARBAGE GETS PICKED UP, GETS PICKED UP. THAT'S THE SERVICE YOU ARE PROVIDING.

>>, GETS DONE DOESN'T MAKE THE SERVICE LESS BECAUSE YOU DO IT WITH LESS PEOPLE. IN FACT, WITH ASL, YOU PROVIDE ADDITIONAL SERVICES BECAUSE NOW YOU HAVE AN ADDITIONAL PICKUP . NOT A BULK PICKUP BUT ADDITIONAL PICKUP. THAT TO ME IS MORE , YOU PROVIDE MORE SERVICES THAN YOU WOULD IF WE STAYED THE

[01:05:03]

SAME. BUT, THE MISSION OF BRIERS, I'M STILL HAVING A HARD TIME WITH THE MATHEMATICS. BECAUSE I WOULD HAVE EXPECTED FOR US TO KEEP THE SAME , THE COST MUCH MORE THAN IT IS. THE COST RIGHT NOW, IT IS A 10% DIFFERENCE. IS IT CORRECT QUESTION MARK RIGHT NOW, YOU'RE BEING ASKED FOR ROUGHLY 7% INCREASE IF WE GO TO ASL. AND 17% INCREASE IF WE KEEP WHAT WE

HAVE. >> THAT IS CORRECT, MAYOR. IF I MAY ADDRESS MAYOR, A COUPLE COMMENTS COMMISSIONER BREYER MADE. WITH REGARDS TO MATHEMATICS, I ALSO CIRCULATED EARLIER THIS WEEK A LETTER. IN RESPONSE TO A REQUEST FOR INFORMATION WE RECEIVED FROM THE VICE MAYOR. AND HE ASKED US FOR INFORMATION ON THE HISTORY OF OUR RANKS. HOW WE HAVE THE PROPOSED PRICING WE HAVE GIVEN THE CITY. SO IN THAT LETTER, THE GIST OF IT IS THIS. A COUPLE YEARS AGO IN 2022, WE APPROACHED THE CITY. SO ALLOW US TO CONSIDER UNDER A CLAUSE WE HAVE AT THE AGREEMENT. SOMETHING CALLED EXTRAORDINARY RATE ADJUSTMENTS. THAT WAS DUE TO THE HYPERINFLATION OF 2021.

AT THAT TIME, THE RATE WAS ARTIFICIALLY LOW. OUR CURRENT NUMBERS COME FROM 2019. SO, 2019 OBVIOUSLY WAS PRE-2020 AND PRE-COVID. WE APPROACHED THE CITY FOR AN INFLATIONARY RATE ADJUSTMENT. ADD TO THE TUNE OF 14.62% HAD THAT NUMBER BEEN ADJUSTED IN 2022, IT WOULD HAVE BEEN AT THAT TIME ABOUT $34 AND CHANGE. MOVING FORWARD TO THE FOLLOWING YEAR, THE CPI AND CONSUMER PRICE INDEX WAS AT 6.10%. BUT THE ISSUE IS IN PARKLAND, THE CURRENT AGREEMENT HAS IS CAPPED AT 3.5%. SO, WE FOUND OURSELVES IN A SITUATION WHERE THE NUMBERS THAT WE ARE CURRENTLY HAVING WITH PARKLAND AGAIN ARE ARTIFICIALLY LOW BECAUSE HAD THEY BEEN ADJUSTED TO MEET THE INFLATIONARY ADJUSTMENTS, AND THE CPI, THE RATES THAT PARKLAND WOULD'VE HAD RIGHT NOW? WHAT ACTUALLY , I WOULD'VE BEEN HIGHER THAN WHAT WE PROPOSE TO THE CITY FOR ASL. IT WOULD'VE BEEN A DOLLAR 30 DIFFERENCE. AGAIN, WE KNOW THOSE ARE HYPOTHETICALS AND IT DIDN'T HAPPEN. , THE REASONING FOR THE MATH IS THAT, WE ARE PRESENTING A RATE TO THE CITY OF PARKLAND THAT IS CONSISTENT WITH INFLATION. IN THE CPI. AGAIN. THE RATES RIGHT NOW IS $38.48. THAT IS INCLUSIVE OF THE FRANCHISE FEE. NOT ALL OF IT COMES TO US, OF COURSE. THE CURRENT RATE THE PEOPLE ARE PLAYING RIGHT NOW IS $35.97. SO THE DIFFERENCE IS TWO DOLLARS AND CHANGE PER MONTH. THE TRANSITION TO ASL SERVICE. IN LIGHT OF THE FACT THAT THE CURRENT RATE HAS SIMPLY NOT KEPT UP WITH INFLATION. NOT OVER THE PAST FIVE YEARS.

>> I CAN UNDERSTAND THAT. BUT AGAIN, FOR IT ONLY TO BE A 10% DIFFERENCE? THAT IS -- I'M HAVING A HARD TIME FROM A MATH STANDPOINT. YOU HAVE AN EXTRA ROUTE. AND YOU HAVE AN EXTRA PERSON. RIGHT? SO, YOU HAVE FIVE VEHICLES AND FIVE ROUTES TOTAL. CORRECT? GOING TO FOR ROUTES WITH THE ACL. SO, YOU ARE CUTTING SIX PEOPLE? GOING TO THE ACL? I WOULD HAVE EXPECTED A BIGGER GAP BETWEEN THE ASL AND OUR CURRENT --.

>> THAT WAS MY CHALLENGE. WE WENT OVER THE MATH AT THE LAST MEETING. I DON'T KNOW IF IT'S YOU OR ONE OF YOUR COLLEAGUES.

MY UNDERSTANDING IS WE ARE REDUCING WASTE MANAGEMENT'S.

THE EMPLOYEE NUMBERS REQUIRED TO SERVICE THE PARKLAND ROUTES BY 60%. REDUCING THE AMOUNT OF TRUCKS NEEDED TO SERVICE THE PARKLAND ROUTES BY 20%. THEREIN LIES MY MATH DILEMMA. IT'S HARD FOR ME FOR THE FEEDBACK AND I APPRECIATE SOME RESIDENTS MAY WANT ASL OR WHATEVER. THE FEEDBACK I HAVE GOT FOR RESIDENTS, IT'S HARD TO JUSTIFY WHAT THEY SEE AS A MORE UNLIMITED LESS CONCIERGE SERVICE FOR LESS MONEY WE'RE PAYING NOW. I APPRECIATE NOW. THERE IS A DIALOGUE TRYING TO INCREASE RATES BEFORE AND WE ARE WHERE WE ARE NOW. BECAUSE OF THE PARTNERSHIP WITH WASTE MANAGEMENT, WE AREN'T GOING OUT TO BID AND HAVEN'T DONE THAT. BUT WE ARE TRYING TO GET TO THE SWEET SPOT. THAT IS THE CHALLENGE I HAVE AT THE MATH.

[01:10:01]

>> LET ME GET COMMISSIONER MAYERSOHN IN HERE. THE WASTE

EXPERTS. >> A COUPLE OF THINGS. WHAT IS THE THEORY BEHIND GOING ON THE PICKUP OF THE RECYCLING THEY AS OPPOSED TO THE EARLIER DATE? THE REASON WHY I SAY THAT IS --. I GUESS THE DIFFERENCE. I HAVE ON FRIDAY AS WELL. FROM A PERSPECTIVE OF ACCUMULATING WASTE. YOU ARE GOING TO HAVE PEOPLE ON A WEEKEND IN GENERAL? SUPPLYING MORE TRASH? IN ESSENCE. IF COMMISSIONER CUTLER AND I HAVE A PARTY AND WE GENERATE 20 BAGS OF TRASH AND ONLY 15 ARE GOING TO FIT IN A 96 GALLON CONTAINER. WE WILL HAVE FIVE BAGS LEFT OVER. I MAY ONLY HAVE THREE BAGS THAT I'VE ACCUMULATED AND CAN PUT THE REST IN THE CAR. IT DOESN'T BENEFIT ME BECAUSE I WILL HAVE TO PUT THAT STUFF IN MY GARAGE OR SOMEWHERE. SO, I GUESS SOME WAYS? MAKING THAT ADJUSTMENT SOMEWHERE WHERE IT MAY BE PART OF THE COMMUNITY GETS PICKED UP ON THE EXTRA PICKUP GETS ONE DAY AND THE OTHER PART GETS ANOTHER DAY? AS OPPOSED TO

DOING IT ? DOES IT MAKE SENSE? >> IT DOES MAKE SENSE. WE RECOMMENDED IT TO COINCIDE WITH THE RECYCLING DAY FOR EASE SO PEOPLE CAN REMEMBER. I WILL CERTAINLY DEFER TO OPERATIONS TO SEE IF IT IS SOMETHING THAT WE CAN DO.

>> YOU DON'T HAVE TO GIVE AN ANSWER RIGHT THIS MINUTE. WE CERTAINLY CONSIDER THAT, SIR. IT'S SOMETHING WE HAVE TO TALK OVER WITH OPERATIONS LOGISTICALLY TO SEE HOW WE WOULD DO IT IN THE EARLIER PART OF IT.

>> FIRST PICKUP OF THE WEEK. IS THAT YOUR POINT?

>> THEORETICALLY, YOUR TRASH IS MORE PICKUP OF THE WEEK THEN YOUR SECOND FIGURE. THAT IS ONLY LIKE THREE DAYS AS OPPOSED

TO FOUR DAYS. >> OKAY.

>> NO. THAT MAKES A LOT OF SENSE. BUT, THE WAY YOU ALSO PROPOSE IT, IT DOES MAKE SENSE BECAUSE IT IS EASIER TO

REMEMBER YOUR RECYCLE DAY. >> I'M LEANING TOWARDS THE ASL. I THINK IT'S GOING TO LOOK NICER. ALL THE GARBAGE CANS. I'M STRUGGLING WITH THE FINANCIAL GAP.

>> IT IS ALSO I GUESS DISTURBING TO ME. AND IT'S NOT WITH MANAGEMENT'S FAULT. IT'S PROBABLY MORE A RESIDENT BEING AN EDUCATIONAL COMPONENT. WHEN YOU GAVE ME THE -- ON SOLID WASTE BULK PICKUP AND RECYCLING? IT'S ONLY 13, 14%?

>> THAT'S EXTREMELY LOW. >> YOU ARE RIGHT. WE HOPE THAT

IT IS HIGHER. >> THE AMOUNT OF RECYCLING THAT WE HAVE. THE STATE WANTS TO GET TO A 40%. 75%.

>> CARDBOARD IS LIGHT. THE PERCENTAGE OF WHAT THE TOTAL

TRASH COLLECTION IS. >> I KNOW. BUT IT SEEMS LIKE A NUMBER THAT DOESN'T MAKE A WHOLE LOT OF SENSE TO ME.

CARDBOARD DOESN'T MAKE ANYTHING.

>> PARKLAND HAS HIGH PARTICIPATION RATES FOR RECYCLING AND ALMOST EVERYBODY PUTS RECYCLING A.

>> WHETHER THEY PUT A PROPERLY OR NOT.

>> WE GET -- LAST YEAR FOR PARKLAND. COMPARED TO 13,806 TONS FOR GARBAGE. ALSO KNOWN AS MSW.

>> NO, I GET IT. WHAT'S HEAVIER, A POUND OF FEATHERS OR A POUND OF BRICKS WAS TO OBVIOUSLY THERE'S A DIFFERENCE.

I'M NOT AN EXPERT. CARDBOARD IS A LOT LIGHTER THAN A WET

DIAPER. >> WE GET WET DIAPERS AND RECYCLING TO, SIR. WE REALLY DO COME UNFORTUNATELY.

>> THAT IS DEFERRING THE TRASH. WE TALKED ABOUT OBVIOUSLY.

WHETHER IT IS ASL. IT'S JUST TRANSFERRING THAT. IF I HAVE THESE PAPERS AND I PUT IT IN THE TRASH AS OPPOSED TO

RECYCLING IT. >> THAT'S ONE OF THE THINGS I NOTICE ABOUT THE LOW AMOUNT OF TONNAGE. I AM ALSO AGAIN TROUBLED THE PRICE POINTS. FOR ME PERSONALLY, I GO BACK TO AS LUNGS MY TRASH GETS PICKED UP. YOU GUYS PROVIDED THAT SERVICE.

[01:15:02]

WHETHER IT IS A GUY ON THE TRUCK DOING SIDELOAD OR FOUR PEOPLE PICKING UP MY TRASH. TO ME PERSONALLY, THAT'S NOT AN ISSUE AND I DON'T GENERATE A LOT OF TRASH. BUT AGAIN, IT IS THE SERVICE THE RESIDENTS ARE USED TO GETTING. THE PRICE POINT IS. THE CHALLENGE THAT I AM HAVING HERE IS WE HAVE OPTION A. OPTION B OPTION C. WHICH IS, GO OUT AND PUT IT OUT ON THE OPEN MARKET TO SEE WHAT WE GET. I DON'T KNOW WHAT EVERYBODY ELSE'S THOUGHTS ARE. I'M NOT SAYING I AM ANYWHERE.

BUT THAT'S WHERE MY HEAD IS SPINNING AROUND.

>> I WANT TO SEE A BETTER OFFER WITH THE ACL. ASL, SORRY. YOU KNOW? FOR ME, I AM WITH BOB. AS LONG AS IT GETS PICKED UP, THE SERVICES BEING PROVIDED. HOW IT HAPPENS? AS LONG AS WE GET ADDITIONAL SERVICES BECAUSE WE GET ADDITIONAL PICKUP, WHICH IS

ADDITIONAL SERVICES. >> I WANT TO SEE BETTER NUMBERS ON BOTH BECAUSE IT'LL HELP ME IN COMPARISON. THE ANALOGY I USED BASED ON WHETHER RESIDENTS HAVE REACHED OUT TO ME, THEY SEE A LESSER SERVICE. I HEAR YOU. TO THEM, THEY WILL PUT EVERYTHING IN ONE CAN. FOR BIG HOUSEHOLDS AND HOUSEHOLDS WITH A LOT OF RUBBISH. THEY WILL STORE IT SOMEWHERE UNTIL IT GETS PICKED UP THE FOLLOWING WEEK AND BUY ANOTHER CAN. THEY SEE THAT AS A CONVENIENCE COST AND WHATEVER YOU CALL IT. TO PAY MORE MONEY ON TOP OF IT IS PROBLEMATIC. I WANT TO SEE A COMPARISON TO BOTH WITH BETTER MATH. IT'LL HELP ME MAKE IT.

>> I'M GETTING NUMBERS ON BOTH. IT IS MORE BENEFICIAL.

I'M WITH COMMISSIONER BRIER ON THAT POINT. FOR ME, THE ACL -- THE ASL -- IT'S NOT MAKING IT. NOT AT THAT PRICE. I UNDERSTAND INFLATION AND I UNDERSTAND AND I GET ALL THAT STUFF. BUT TO SEE A 7% INCREASE AND 17% INCREASE WHEN YOU REDUCE YOUR LABOR FORCE . TO ME, 20%. I'M NOT 100% JIVING WITH HOW THAT

MATH WORKS. >> MAY I POSE A QUESTION TO YOU SIR AND THE COMMISSION? CLEARLY, WE COME TO YOU TODAY HOPING TO GET APPROVAL OF EITHER ON THE SECOND READING TO MOVE FORWARD AND BE READY TO CONTINUE OUR SERVICES COME OCTOBER 1. PART OF THE REASON I BROUGHT THE TEAM THAT I HAVE TODAY IS BECAUSE WE ARE SERIOUS WHEN WE MEAN THAT WE WANT TO CONTINUE OUR PARTNERSHIP. OUR LONG-TERM LONG-STANDING SUCCESSFUL PARTNERSHIP. MAY I ASK? WOULD TIS COMMISSION BE SATISFIED INSTEAD OF A 6.9%? ADJUSTMENTS? TO THE CURRENT RATE. WOULD YOU ALL EXCEPT A 5% ADJUSTMENT TO THE CURRENT RATE?

>> THAT WOULD BE A RATE OF $37 THAT WOULD BE A RATE OF $37.77.

THE CURRENT RATE IS $35.97. WHAT THAT WOULD MEAN FOR US IS A $.71 LESS PER HOME. WHILE IT MAY NOT SEEM LIKE MUCH, MULTIPLIED BY 12,000 HOMES AND 12 MONTHS A YEAR. THAT'S ABOUT HUNDRED $1000 A YEAR. OVER THE COURSE OF THE CONTRACT. IT IS A $500,000 REDUCTION IN COSTS. WE ARE PREPARED TONIGHT TO MOVE FORWARD WITH THE 5% ADJUSTMENT INSTEAD OF THE 6.9% ADJUSTMENT

TO THE ASL. >> YOU POINT THE PROPOSAL BE.

IS THERE ANY MOVEMENT ON PROPOSAL BE?

>> IT IS SERVICE AS IS BECAUSE OF THE LOAD SERVICE. IT'LL REQUIRE THE SAME NUMBER OF PEOPLE ENSURING WE RETAIN THAT LABOR. CONSISTENT WITH THE LETTER THAT I SENT TO THE COMMISSION, PROPOSAL BE IS ACTUALLY ABOUT TWO CENTS OFF OF WHAT THE RATES WOULD HAVE BEEN. HAD IT ADJUSTED. PROPOSAL BE IS ALMOST EXACT TO THE DOLLAR. AND TO THE SENSE THAT IT WOULD BE TODAY TO HAVE YOUR SERVICE TODAY. AND AGAIN. IT IS

EXPLAINED IN THE LETTER. >> I GET IT. I'M JUST ASKING.

THAT IS THE PRICE? >> YES SIR. IT REQUIRES THE

REAR LOAD SERVICE. >> THANK YOU, MAYOR. BARBARA, I

[01:20:07]

DON'T SAY THIS AND NOT APPRECIATE THE MOVEMENT AND EVERYTHING ELSE. TWO THINGS. IT'S AN AWKWARD POSITION TO BE PUT IN THAT TO NEGOTIATE ON THE FLY. I APPRECIATE THAT. TWO IS, FOR ME, IT DOESN'T CHANGE THE DYNAMIC. I APPRECIATE THE MOVEMENT ON THE ASL NOT HAVING A BEST OFFER OR A MORE NEGOTIATED RATES ON BOTH TO BRIDGE THAT GAP AND MAKE AN APPLES AND ORANGES COMPARISON AND TRUE FASHION IS BETTER.

WHAT I WANT TO ASK OF YOU RATHER THAN NEGOTIATING ON THE FLY. WOULD MORE TIME TO CONSIDER AND MEET WITH YOUR TEAM AND DRILL DOWN AND SHARPEN PENCILS GIVE YOU THE BENEFIT OF BEING ABLE TO COME BACK TO US WITH A BEST OFFER ON A AND B RATHER THAN TRYING TO NEGOTIATE AD HOC FROM A PODIUM?

>> WE APPRECIATE THAT, COMMISSIONER BRIERS. WOULD YOU GIVE ME ONE MOMENT, PLEASE, TO CONFIRM? ONE MOMENT? SO, COMMISSIONER BRIER, I CONFIRMED THAT AS IS PROPOSAL BE, IT'S AS LOW AS WE CAN GO BECAUSE IT REFLECTS WHAT THE RATE WOULD BE TODAY. WITHOUT ADJUSTING AND OCTOBER. IT'LL BE A RATE IN EFFECT TODAY WITHOUT ADJUSTING OCTOBER. IT'LL MAKE IT DIFFICULT FOR US TO OFFER YOU A SUSTAINABLE CONTRACT FOR THE NEXT FIVE YEARS. WE WILL HIRE LABOR AND FIX OUR TRUCKS AND HAVE OUR TRUCKS MAINTAINED AND UNDERSTANDING THE CHALLENGES WE FACE IS BEYOND LABOR. IT IS SUPPLY CHAIN ISSUES THAT WE HAVE THAT MAKE IT DIFFICULT TO MAINTAIN TRUCKS. ET CETERA.

THERE ARE DIFFERENT COST FACTORS THAT HAVE TO BE TAKEN INTO ACCOUNT WITH KEEPING REAL NOTE SERVICE. BECAUSE THE NUMBER WE PROPOSE AND PROPOSE , LIKE I SAID, IT IS THE RATES.

THE RATES WILL BE IN EFFECT OCTOBER 1 BUT THE RATE THAT'LL BE IN EFFECT RIGHT NOW. WE ARE STARTING LOWER THAN WHAT IT WILL BE ON OCTOBER 1. WE RESPECTFULLY ASK YOU TAKE THOSE FACTORS INTO CONSIDERATION. WE ARE NOT COMING APPEAR TO PROPOSE SOMETHING WE CANNOT SUSTAIN. IT'LL NOT BE THE

RIGHT THING TO DO. >> WITH ALL THE NEW NUMBERS . I WANT TO MAKE A MOTION TO DEFER THIS TO THE NEXT MEETING. THIS

WAY, WASTE MANAGEMENT --. >>

>> I SECOND THAT. IF THERE IS AN OPPORTUNITY OR CHANCE TO

MOVE THE NEEDLE. >> ANYBODY FROM THE PUBLIC?

>> FOR THE RECORD WHILE WE WAIT FOR THE PUBLIC, THE NEXT MEETING IS JUNE 17 FOR THE NOTICE PURPOSES. OKAY.

>> WE HAVEN'T DONE THAT YET. >> I'M GOING TO DO THAT DURING

MY COMMENTS. >> I KNOW IT WAS A NOTICE FOR SECOND READING ON THE ORDINANCE.

>> WILL IT GET BARBARA AND OUR STAFF AND CITY MANAGER ENOUGH

TIME? >> LET'S HEAR IT FROM THE PUBLIC. LET'S HEAR IT FROM THE PUBLIC. WE WILL LET BARBARA COME UP NEXT AND WE WILL GO FROM THERE. OKAY. GO AHEAD MR.

PUBLIC? YOUR NAME AND ADDRESS? >> 99 FLORIDA THEY LEAVE COURT, PARKLAND, FL. I'M HERE TO TALK ABOUT THE SERVICE RATES -- WASTE MANAGEMENT IS OFFERING. WE SHOULD NOT PAY MORE TO GET LESS SERVICE. I SAY THAT BECAUSE I LIVE HERE IN PARKLAND. WHEN MY DAUGHTERS ARE AWAY FROM THE SCHOOL, I ONLY HAVE FIVE CHILDREN IN THE HOUSE. 264 GALLON CARTS FOR GARBAGE AND 164 GALLON CART FOR RECYCLING. WE ARE AVID RECYCLERS. THEY ARE FULL EVERY WEEK. IT DOESN'T COUNT WHEN MY WIFE GOES AND BUYS HER ANIMALS AND PLANTS THE FLOWERS AND I GO OUT THERE AND PLAY THE TWO-TIME TAYLOR AND CUT THINGS AND MAKE THINGS AND PUT THEM ON THE SIDE AND BIRTHDAY PARTIES AND GRADUATION PARTIES AND MOTHER'S DAY BRUNCH IS AT THE HOUSE WITH THE EXTRA BAGS ON THE SIDE. THERE IS NO REASON WHY WE SHOULD BE PAYING MORE MONEY AND GET LESS SERVICE. WE SHOULDN'T BE GETTING LESS SERVICE THAN ANY OTHER CITY.

NOT ONLY AM I A RESIDENCE. I WAS ALSO THE AREA VP A VOICE

[01:25:08]

MANAGER FOR 1999 TO 2008. THE GARBAGE IN PARKLAND. ON THE CITY VICE PRESIDENTS OF THE WASTE CITY CYCLING. WE WERE AWARDED CORAL SPRINGS AND WE START 10-1. THE SERVICE IS ASL.

YOU KNOW WHAT IT HAS? WEEKLY BULK WITH REAL -- AND WE HAD NO PROBLEM HIRING PEOPLE TO DO IT. THE CONTRACT START. I GET THE ASL. I WASN'T HERE TO SOLICIT. I UNDERSTAND AND MET WITH THE MANAGER. THE WASTE MANAGER DOES A GREAT JOB. YOU WANT TO KEEP WASTE MANAGEMENT? I UNDERSTAND IT. THEY DO A GOOD JOB. WE SHOULDN'T GET LESS. RECENTLY RENEWED THE CONTRACT WITHOUT GOING OUT. WENT TO ASL. LIGHTHOUSE POINT GETS TWICE A WEEK. I SUPPLIED THE MANAGER WITH A CONTRACT. THEY ARE PAYING TWO DOLLARS MORE THAN WHAT YOU ARE OFFERED. A DOLLAR 96 TO BE EXACT. THEY WANTED THE SAME LEVEL OF SERVICE WE SHOULD GET. LIGHTHOUSE POINT SHOULD NOT BE GETTING BETTER SERVICE THAN BEGET. THE PRICING TO THE COMPARISON, FOR THE LIGHTHOUSE POINT, ABSOLUTELY. THEY GO TO ASL AND WANT TO GIVE US LESS SERVICE. 9060 GALLON CARTS ARE NOT THE WAY TO GO. IF YOU TAKE THE TIME AND MAKE A MOTION TO DEFER THIS, I'LL BE MORE THAN HAPPY TO TAKE YOU AROUND THE ENTIRE PARKLAND COUNTRY. NOBODY HAS A 96 GALLON CARTS BECAUSE IS NO PLACE TO PUT IT. YOU HAVE TO FOLLOW THE RULES. I HAVE THOSE OUTSIDE MY GARAGE BECAUSE I HAVE CARS I TRY TO SQUEEZE IN EVERYWHERE. YOU HAVE RACCOONS AND YOU HAVE TO DEAL WITH THAT. 96 GALLON CARTS ARE NOT THE WAY TO GO. I ASKED WASTE MANAGEMENT COME BACK ON A WEEKLY BASIS OR PIGGYBACK ON CORAL SPRINGS FOR $12.55 A HOUSE PLUS DISPOSABLE.

THERE'S A LOT OF ROOM. I KNOW I HAVE A LITTLE BIT OF TIME BUT REMEMBER ONE THING. AS COMMISSIONER MEYERSON KNOWS. WE ARE NOT PART OF THE ILA. GARBAGE DOES NOT GET BURNED BUT GOES INTO LEASE MANAGEMENT LANDFILL. IT MAKES IT ON BOTH ENDS. I KNOW BECAUSE I WAS THERE. I APPRECIATE THAT, AND

THANK YOU SO MUCH. >> ASL IS LESS SERVICES BUT THAT IS WHAT CORAL SPRINGS HAS QUESTION MARK

>> CORAL SPRINGS HAS ASL? THEY KEPT THE REAL LOADER FOR THE BULK ON A WEEKLY BASIS ONCE A WEEK.

>> OKAY, GOT IT. >> I THINK ANTHONY, YOU'RE SAYING I SHOULD DEFER TO JULY 10?

>>, SUGGESTING WHAT MEETING YOU WANT TO DEFER TO. THAN I WE WANT TO MAKE SURE THE TIMING IS OKAY FOR JUNE 17. FOUR AT IF YOU DEFER TO A DATE LIKE THE 17TH, WE DON'T HAVE TO

RENOTICE IT. >> WILL IT GIVE -- MY WORRY IS

WASTE MANAGEMENT. >> THANK YOU, MAYOR AND COMMISSIONERS. I WILL BE OUT OF TOWN ON JUNE 17. OF COURSE, MY TEAM WILL BE AVAILABLE TO MAKE ANY PRESENTATION TO THE COMMISSION. IF THAT IS THE DATE YOU ALL CHOOSE.

>> I DON'T THINK WE NEED MUCH PRESENTATION PER SE. THE COMMISSIONER BREYER AND MAYERSOHN'S POINTS. LET'S SEE IF WE CONTROL DOWN AS BEST AS WE CAN AND IT'LL BE BEST AND FINAL AND THAT IS WHAT IT'LL BE. IT'S NOT GOING TO BE MUCH OF A DISCUSSION IN MY OPINION. YOU HEARD FROM US. WE ARE GOING TO SEE WHAT BETTER WE CAN GET FOR THE RESIDENCE. YOU NEED TO COME BACK WITH THAT SO I DON'T THINK IT'LL BE AN EXTENSIVE PRESENTATION. IT'LL BE HERE IS MY NUMBER AND IT'LL BE UP FOR US TO DECIDE. AM I RIGHT SAYING THAT?

>> WE HAVE A CONTRACT COMING UP IN OCTOBER AND I UNDERSTAND THERE NEEDS TO BE TIME FOR EDUCATION. WE ARE GIVEN A BETTER OPPORTUNITY TO TRY TO HAVE STAFF NEGOTIATE WITH WASTE MANAGEMENT AND EVERYTHING JULY 10 IS BETTER, FINE WITH JULY

10. >> I CAN'T IMAGINE IT'LL TAKE THAT MUCH TIME TO GET TO WHERE YOU SAY THIS IS IT. THAT'S ESSENTIALLY WHAT WE ARE LOOKING FOR. UNLESS YOU ARE PREPARED TONIGHT TO SAY THIS IS IT. ON PROPOSAL A AND PROPOSAL B, FINAL OFFER. IF IT'S NOT A FINAL OFFER, WE WILL MEET BACK JUNE 17. IF IT'S YOUR FINAL OFFER YOU NEED TO SAY IT IS YOUR FINAL OFFER AND WE WILL TAKE A VOTE.

>> WHAT IF THEY MOVE IT TO JULY 10 BECAUSE IT GIVES THEM ONE

TIME, THAT'S FINE, TOO. >> IF I MAY, COMMISSIONERS.

BECAUSE I RESPOND -- I WANT TO POINT OUT SOME FACTS ABOUT THE CONTRACT YOU HAVE BEFORE YOU TODAY. THE CONTRACT TO HAVE YOU

[01:30:08]

AN ALL-INCLUSIVE CONTRACT. YOU GET ONE RATE FOR THE COLLECTION OF YOUR GARBAGE. COLLECTION OF YOUR RECYCLING AND YOUR BOOK.

FOR YOUR DISPOSAL. AND FOR THE PROCESSING OF YOUR RECYCLING.

WHAT DOES IT MEAN? IT MEANS PARKLAND IS UNIQUE AND THERE WAS ONLY ONE OTHER CITY IN BROWARD COUNTY THAT HAS WHAT WE HAVE THE ONE-STOP SHOP IF YOU WILL. WHAT ARE THE BENEFITS TO PARKLAND FOR THE ONE-STOP SHOP? THE BENEFIT IS YOU ARE GETTING ONE RATE FOR ALL OF THE DIFFERENT SERVICES. WHEREAS OTHER CITIES DON'T HAVE THAT OPTION. SOME CITIES MAY HAVE A COLLECTION RATE AND YOU SEE THE COLLECTION RATE AND SAY THAT AS COMPARED TO PARKLAND. THERE ARE DIFFERENT PRICE POINTS. THE REALITY IS FACTORS ARE DISPOSABLE AND ADDED ONTO THAT AND THE PROCESSING OF RECYCLING. RIGHT NOW, THE PROCESSING IN BROWARD COUNTY WITH THE MUNICIPAL PARTNERS IS $162 PER TON. RECYCLING IS VERY PRICEY. ONE OF THE FACTORS THAT SHOULD BE TAKEN INTO ACCOUNT THE COMMISSION IS THAT THE PRICE OF RECYCLING AND WRITING THE OPERATING. THE MATERIAL RECOVERY FACILITY. OPERATING IT HAS GONE UP EXPONENTIALLY AS WE HAVE SHOWN IN INFORMATION WE PROVIDED IN THE BACKUP. THERE ARE SO MANY DIFFERENT FACTORS THAT HAVE GONE INTO THE PRICING WE GAVE YOU. CERTAINLY OTHER CITIES HAVE RENEWED AND OTHER CITIES HAVE DECIDED IT'S THEIR PREROGATIVE HOWEVER THEY WANT TO MOVE FORWARD. AGAIN. IT'S NOT APPLES TO APPLES WHEN IT COMES TO PARKLAND. PARKLAND IS UNIQUE. PARKLAND HAS THE BENEFIT OF A PROVIDER THAT CAN PROVIDE. ALL OF THE SERVICES WRAPPED UP. AS FAR AS I KNOW UNLESS I'M MISTAKEN, WMS IS THE ONLY PROVIDER THAT CAN PROVIDE ALL THE SERVICES UNDER A ONE-STOP SHOP. THE RATE THAT YOU HAVE IS COMPARABLE. IT IS CONSISTENT WITH THE CURRENT MARKET CONDITIONS. CONSISTENT WITH WHAT IT WOULD HAVE BEEN AND IT IS LOWER, MUCH LOWER THAN WHAT IT WOULD BE TODAY. EVEN HAD YOU ADJUSTED. A COUPLE OF YEARS AGO. SO, RESPECTFULLY, MAYOR WALKER, WE ASK YOU NOT TO DEFER. PLEASE VOTE TONIGHT ON WHETHER OR NOT YOU WISH TO ACCEPT PROPOSAL A AND PROPOSAL B IF IT IS PROPOSAL A. I WILL WORK WITH THE MANAGER FOR THE LANGUAGE TO ENSURE THE OVERFLOW ROUTE IS AS CONSISTENT WITH THE VISION OF PARKLAND AS POSSIBLE.

WE WILL START IMMEDIATELY THE EDUCATION CAMPAIGN AND THERE WILL BE NO ISSUE THERE. AGAIN, OUR BEST AND FINAL IS WHAT I

HAD PRESENTED TO YOU TONIGHT. >> I GUESS YOU HEARD WE CAN STILL DEFER OBVIOUSLY. WE CAN DO WHATEVER WE WANT. BUT?

>> CAN I GET THE NUMBER AGAIN YOU LISTED? WAS A 3770 3771?

>> A 5% ADJUSTMENT OVER THE CURRENT RATE INCLUDING FRANCHISE FEES AT $37.77. YES, 3777. THE CURRENT IS RIGHT NOW $35.97. CEMENT THAT'S THE AUTOMATED SIDE LOADER INCLUDING THE ADDITIONAL PICKUP ONCE A WEEK?

>> IT INCLUDES THE ADDITIONAL OVERFLOW ROUTE FOR ONCE A WEEK.

INCLUDING THE WEEK OF BULK. INCLUDING THE WEEK OF BULK. IT INCLUDES A FLAT RATE OF $125 FOR ANYBODY WHO WANTS AN ADDITIONAL BULK. OKAY? IT INCLUDES A $50,000 ANNUAL CONTRIBUTION TO THE CITY OF PARKLAND. TO MITIGATE THE COST FOR THE HH W. IT INCLUDES $27,000 ANNUALLY TO THE CITY OF PARKLAND FOR YOUR COMMUNITY SERVICES. CORRECT META-MANAGER? THAT'S WHAT IT IS TITLED. AND IF I MISSED ANYTHING, PLEASE PARDON ME. YOUR DAYS WILL NOT CHANGE. YOUR DAYS WILL NOT CHANGE. EVERYBODY WILL HAVE THE SAME SERVICE EXCEPT ABLE HAVE A CART. THE TRUCKS WILL BE COMPRESSED NATURAL GAS. THE SAME ONES WE ARE USING NOW. IT NEEDS IT WILL NOT POLLUTE. WE HAVE OUR OWN FUELING STATION. YOU WILL HAVE THE CONTINUOUS SERVICE OF A COMPANY THAT IS A LOCAL COMPANY WITH NATIONAL RESOURCES. THAT IS SOMETHING AGAIN THAT I ASK YOU TO PLEASE TAKE INTO CONSIDERATION. FOR TWO DOLLAR DIFFERENCES? A MONTH PER HOME? YOU ARE GETTING A LOT TO A COUPLE OF YEARS AGO,

[01:35:01]

HURRICANE IN , WE LOST OUR ENTIRE FLEET IN FORT MYERS.

CORRECT? WE LOST OVER 80 TRUCKS IN FORT MYERS. OVER HURRICANE IAN UNDER 12 FEET OF WATER. BUT WHEN WE HAD TO PICK UP GARBAGE, WE WERE READY. AS SOON AS WE GOT THE ALL CLEAR FROM THE AUTHORITIES, WE WERE READY TO PICK UP GARBAGE.HOW DID IT HAPPEN? WHY IS IT IMPORTANT FOR YOU TO KNOW CUSTOMER .FOR BED, SOMETHING HORRIBLE HAPPENED, YOU HAVE A LOCAL COMPANY WITH A NATIONAL RESOURCE AT OUR FINGERTIPS. YOU WILL NOT BE LEFT BEHIND. YOU'RE NOT GOING TO BE -- WHEN I CAN SAY WE HAVE SOMEBODY ELSE TO HELP AND NOT HELP YOU. YOU HAVE THAT FROM US. DURING COVID , SOME OTHER PROVIDERS WERE UNABLE TO RENDER DURING COVID. THEY HAD TO SUSPEND THEIR SERVICES. WE NEVER SUSPENDED SERVICES DESPITE THE FACT A LOT OF DRIVERS WERE ILL. DESPITE THE FACT WE HAD THE SAME CHALLENGES EVERYONE OF US HERE HEAD. WE WERE YOUR PROVIDER AND PROVIDED A CONSISTENT SERVICE TO YOUR RESIDENCE. I THINK IT WAS DURING THE CONVERSATION WITH YOU, COMMISSIONER MAYERSOHN.

YOU SAID THE SERVICE WE PROVIDE IS THE EQUIVALENT OF A PUBLIC UTILITY AND WE UNDERSTAND AND RESPECT THAT. WITH AS HONESTLY AND TRANSPARENTLY THAT THE RATES YOU ARE GETTING IS NOT ONLY CONSISTENT WITH MARKET CONDITIONS BUT IT INCLUDES A LOT. IT INCLUDES A LOT. IF YOU WERE TO BREAK IT DOWN, THAT'LL BE THE PREROGATIVE OF THE CITY. WE ARE READY TO GO. WE ARE READY TO GO AND WILL BE READY OCTOBER 1 WITH TRUCKS. WE WILL ORDER NEW TRUCKS THAT'LL BE FULLY DEDICATED TO THE CITY OF PARKLAND. THESE ARE NOT TRUCKS THAT GO TO PARKLAND AND GO ELSEWHERE. OKAY? ASK LIGHTHOUSE POINTS. THEY TRANSITION TO ASL SURFACE AND STARTED THIS MONDAY. THEY STARTED THIS MONDAY. ASIDE FROM A COUPLE OF FOLKS THAT MAY BE FOR GOD. THEY FORGOT TO PUT OTHER STUFF. THAT IS OKAY, THERE IS A SMALL TRANSITION PERIOD THEY ARE HAVING A VERY SUCCESSFUL TRANSITION. WE ASK YOU AND COMMISSIONERS, CONSIDER CONTINUING THE PARTNERSHIP BECAUSE I CAN TELL YOU WITH ALL SINCERITY. THAT IT IS A GOOD DEAL FOR THE CITY OF PARKLAND.

>> YOU MENTIONED OTHER CITIES. I DON'T KNOW IF IT IS APPLES AND ORANGES ARE NOT. OTHER OTHER CITIES WITH THE SAME AMOUNT OF SERVICES FOR WASTE MANAGEMENT THAT ARE UNDER THE PROPOSED ASL PLAN PAYING LESS?

>> LIGHTHOUSE POINTS. IT HAS TWICE A WEEK BULK AND TWICE A WEEK APART GARBAGE AND ONCE WEEK RECYCLING. PAYING NORTH OF $40. THEY HAVE 3000 SOMETHING HOMES COMPARED TO 12,000 HOMES IN PARKLAND. IT'S NOT APPLES TO APPLES.

>> ARE OTHER CITIES COMMENSURATE WITH SERVICES AND SIZE OF PARKLAND THAT ARE UNDER THE NEW PLAN A OR OPTION A OR

PAYING LESS? >> THE OTHER CITY I CAN TELL YOU IS THE TOWN OF SOUTHWEST RANCHES. IT HAS 2700 HOMES AND NOT AS LARGE AS PARKLAND. LIKE PARKLAND, THEY HAVE VERY FEW COMMERCIAL ENTITIES. PLEASE KEEP IT IN MIND BECAUSE PARKLAND DOES NOT HAVE A BIG GIANT COMMERCIAL BASE LIKE CORAL SPRINGS DOES. THAT IS SOMETHING THAT IS TAKEN INTO ACCOUNT WHEN CALCULATING THE RATES FOR A CITY BECAUSE THE COMMERCIAL BASE TENDS TO SUBSIDIZE THE RESIDENTIAL. THE TOWN OF SOUTHWEST RANCHES COMMISSIONER BREYER? I SENT THEM LAST WEEK. I SENT THEM THEIR RATES FOR OCTOBER AND THEY WILL BE IN THE MID-80S. $80 PER HOME. YOU SAY NO WAY, THAT IS CRAZY. THAT'S BECAUSE OF THE VOLUME OF MATERIAL THEY HAVE. THEY HAVE HUGE HOUSES. THE SMALLEST A LOT IS AN ACRE SOUTHWEST RANCHES AND BULK MATERIAL THEY PRODUCE IS EXCESSIVE. IT WENT OUT TO BID AND WE WERE AT THE LOWEST BID.

THEY WENT OUT TO BID IN 2022 AND WE WERE THE LOWEST BIDDER.

TO GIVE YOU APPLES AND APPLES IS VERY DIFFICULT UNLESS THERE IS ANOTHER CITY SOMEWHERE IN FLORIDA THAT I'M NOT AWARE OF.

I CAN'T STRESS ENOUGH YOU ARE GETTING COLLECTION . GARBAGE RECYCLING AND BULK. YOU ARE GETTING AN EXTRA ROUTE TO MAKE SURE THE MATERIAL IS NOT ON THE GROUND IN THE CITY OF PARKLAND.

FORT LAUDERDALE DOES HAVE AN OVERFLOW ROUTE THAT IS ONLY FOR A PORTION OF FORT LAUDERDALE. IT'S ONLY --. THIS IS COMPLETELY UNIQUE TO THE CITY OF PARKLAND. THIS IS A CONCIERGE TYPE OF SERVICE THAT NO OTHER CITY HAS IN BROWARD

[01:40:01]

COUNTY. AND HE WILL HAVE IT FOR THE TERM OF THE CONTRACT.

>> I STILL WOULD LIKE TO DEFER TO THE ITEM. I DON'T KNOW IF I

HAVE A SECOND. >> I MADE THE MOTION, RIGHT?

>> FOR A CLARIFICATION, IT IS TO DEFER THE ITEM TO JUNE 17.

>> THAT WAS MY MOTION. >> WE WERE QUESTIONING WHETHER OR NOT THAT WAS RIGHT. IF WE DO IT AT A DATE CERTAIN, THAT WAS

FINE. >> I WAS CONCERNED ABOUT THE 17 DATES. IF YOU DID NOT STATED TODAY AND TOMORROW, LET'S DO IT ON THE 17. YOU HAVE TO ADVERTISE 10 DAYS BEFORE SO

IT'LL BE REALLY TIGHT. >> WE ARE SAYING THAT TONIGHT.

>> WILL IT BE BETTER TO SAY NEXT MEETING WHETHER IT IS JUNE

17 OR JUNE 20? >> KEEP MY MOTION AS JUNE 17.

ANYBODY FROM THE PUBLIC? YOU CAN'T SPEAK AGAIN. ONLY ONCE.

NOW. NOW? ONLY ONCE. NICE TRY. NOBODY FROM THE PUBLIC WAS TO I GUESS, WE HAVE A MOTION BY COMMISSIONER BREYER DEFERRING TO THE 16TH. SECONDED BY MAYERSOHN. ROLL CALL?

>>

PRESENTATION. THANK YOU, SIR. >> ALL RIGHT. WERE NOT DONE?

[10. Comments by the Broward Sheriff's Office]

THE BROWARD SHERIFF'S OFFICE. HOW CAN I FORGET ABOUT THE

CAPTAIN. >> GOOD EVENING MAYOR, CITY MANAGER, CAPT., SHERIFF'S OFFICE. I WANT TO THANK EVERYBODY WHO CAME OUT TO COFFEE WITH THE COP. WE HAD A GREAT EVENT AND IT'S NICE TO ENGAGE WITH THE COMMUNITY TO TALK ABOUT WITH THE SHERIFF'S OFFICE IS DOING HERE IN PARKLAND. I DID WANT TO GIVE YOU AN UPDATE ON SOMETHING WE ARE WORKING TODAY. THREAT MANAGEMENT UNIT MADE AN ARREST OF A JUVENILE WHO MADE WRITTEN THREATS REGARDING WEST GLADE MIDDLE SCHOOL. SPECIFICALLY WITH THREATENING TO CONDUCT A SCHOOL SHOOTING. WE RECEIVED INFORMATION VERY EARLY THIS MORNING. THREAT MANAGEMENT UNIT IMMEDIATELY RESPONDED OUTS.

CONDUCTED AN INVESTIGATION AND ARRESTED THE JUVENILE FOR THAT.

THIS HAPPENED YESTERDAY IN POMPANO BEACH WHERE THEY MADE A THREATS REGARDING -- HIGH SCHOOL. THEY MADE AN ARREST IN THAT CASE AS WELL. THESE THINGS, IT'S NOT A JOKING MATTER. IT'S VERY SERIOUS WHEN SOMEBODY MAKES A THREAT, WHETHER AN ADULT OR JUVENILE. AND WE ARE GOING TO MAKE AN ARREST IN THE CASE IF WE CAN DO SO. IT'S A GOOD REMINDER FOR PARENTS TO TALK TO THE KIDS. MONITOR THEIR SOCIAL MEDIA.

SOMETIMES KIDS SAY IT WAS A JOKE AND I DID NOT MEAN IT.

THAT'S NOT THE CASE. IT'S NEVER A JOKE IF YOU'RE POSTING VIOLENCE ON SOCIAL MEDIA AND THREATENING TO SHOOT UP A SCHOOL AND THREATENING TO SHOOT UP CLASSMATES. INFLICT ANY TYPE OF HARM. THAT'S NOT A JOKE. WE WILL MAKE AN ARREST IN THOSE

CASES. >> I THINK THAT IS IMPORTANT AND A GOOD REMINDER TO PARENTS TO TALK TO KIDS ABOUT SOCIAL MEDIA. SOCIAL MEDIA IS REALLY AN ISSUE. IN A LOT OF DIFFERENT , YOU KNOW, WAYS. CERTAINLY, THIS IS ONE OF THEM. AND I THINK WE FORGET AS PARENTS, HOW SENSITIVE SOCIAL MEDIA IS. AND HOW IMPORTANT IT IS FOR THEM TO MONITOR WHAT THEIR KIDS ARE DOING ON SOCIAL MEDIA. I KNOW A LOT OF PARENTS DON'T DO THAT.

THAT IS SOMETHING WE REALLY NEED TO ENFORCE AND KEEP TELLING PARENTS. WE ARE DOING BETTER WITH THE KEY FOB. IT SEEMS PARENTS HAVE TO PAY. WE TALKED ABOUT ACCOUNTABILITY WITH PARENTS ALL THE TIME WHETHER IT IS KIDS ON THE BIKES AND DOING THREATS ON SOCIAL MEDIA, WHATEVER IT IS. PARENTS LOST SIDE OF WHAT THEIR RESPONSIBILITIES ARE. THE

[01:45:01]

RESPONSIBILITY IS TO MAKE SURE THEY RAISE GOOD AND PRODUCTIVE PEOPLE. WE SOUGHT HERE TODAY. IT'S NOT BECAUSE OF SCHOOLS AND TEACHERS. NOT BECAUSE OF ANYBODY ELSE. HERE TONIGHT, THERE WERE 15 AND 20 MSD HIGH SCHOOL STUDENTS WHO RECEIVED SCHOLARSHIPS. THEY ARE ALL OVER THE PLACE AND YET WE HAVE PARENTS WHO NEGLECT AND FORGET AND LET THEIR KIDS DO THEIR

THING. THAT IS A REAL PROBLEM. >> HAVE YOU BEEN IN CONTACT WITH THE SCHOOL BOARD? IT SEEMS END OF THE YEAR, THE KID DID NOT MEAN IT BUT THEY SAID IT OR MAYBE THEY DID MEAN IT? WE HAVE TO TAKE ALL THE THREAT SERIOUSLY. IT'S THE END OF THE YEAR. KIDS ARE SAYING THINGS AND WHATEVER IT IS. WHO KNOWS WHAT THE SCHOOL BOARD NEEDS TO REALLY DRILL DOWN ON SOME OF THOSE THINGS WHERE WE CAN DO IT AT THE COMMISSION AND POST THINGS AND WHATEVER. ESPECIALLY WHEN KIDS READ THE CODE OF CONDUCT. AT THE BEGINNING OF THE YEAR IT'S EMPHASIZE IF YOU MAKE A THREAT. YOU WILL GET ARRESTED. I DON'T KNOW. I'M ASSUMING INTERNALLY THERE IS. I THINK FOLLOWING UP AND LETTING US KNOW WHAT THE SHERIFF WITH THE SCHOOL BOARD IS DOING.

>> THESE TYPES OF SITUATIONS WHERE THERE IS ACTUALLY AN ARREST THAT IS MADE. THOSE ARE ON POINT EXAMPLES. A LOT OF TIMES, KIDS THINK THEY ARE INVINCIBLE. THEY CAN DO AND SAY WHATEVER THEY WANT. WE KNOW THAT IS NOT THE CASE. THAT IS IMPORTANT THAT NOBODY -- YOU GUYS TOOK IT SERIOUSLY AND TOOK ACTION AND THIS IS WHAT HAPPENED. EVEN IF HE WAS

KIDDING, THAT'S NOT A JOKE. >> THERE ARE THINGS YOU CAN'T JOKE ABOUT. I'M A JOKER AND I WAS ONCE A DUMP 16-YEAR-OLD.

THERE ARE THINGS YOU CANNOT JOKE ABOUT. THE TRAUMA THAT INFLICTS ON KIDS, WHETHER AT THE SCHOOL OR SIBLINGS AT THE SCHOOL, THE TRAUMA IS STILL PURSUED -- PERVASIVE. I'M ALL FOR ZERO TOLERANCE. I DON'T KNOW IF THE SCHOOL BOARD IS BRINGING THE MESSAGE SIMILAR TO THE PROGRAM. WITH A PRINT THE MESSAGE OUT TO THE KIDS AT SOCIAL MEDIA. IT IS A BIG PROBLEM. I DON'T KNOW HOW PERVASIVE THE MESSAGING IS.

THERE ARE CERTAIN STUFF YOU CAN JOKE ABOUT AND THERE ARE REPERCUSSIONS SEEING KIDS GET ARRESTED EVEN IF IT WAS A JOKE.

SEEING THEM GET ARRESTED WILL SEND A SIGNAL TO OTHER KIDS. I DON'T KNOW WHAT THE MESSAGES BY THE SCHOOL BOARD.

>> THIS IS BIGGER THAN THE SCHOOL BOARD. THEY HAVE A LOT OF STUFF ON THEIR PLATE. IT IS A SOCIETY ISSUE.

>> WHETHER IT IS THE SCHOOL BOARD. MAYBE THE SRO.

>> IT IS ALL OF US. IT IS EVERYBODY THAT HAS TO BE A PART OF THE SOLUTION. IT'S NOT GOING TO BE YOU AND ME. THE SCHOOL BOARD OR WHOEVER. IT'S SUPPOSED TO BE US. THAT'S HOW IT'S SUPPOSED TO WORK. WE CAN'T BE SOMEBODY ELSE WHERE

WE RELY ON. THE COMMUNITY IS. >> WE USED TO HAVE AND I DON'T KNOW IF THEY STILL DO NOW. WE USED TO HAVE ASSEMBLIES AND SCHOOLS WHERE PEOPLE WILL COME IN. THEY COME IN AND TALK ABOUT THE DANGERS OF DRUGS AND OF THING ELSE. I'M ALL FOR THEM TALKING ABOUT THE REPERCUSSIONS OF SOCIAL MEDIA. WHY THIS STUFF MATTERS MORE PERHAPS THAN ANYWHERE.

>> THAT'S A GREAT IDEA. ASSEMBLIES ARE A THING OF THE PAST AND THEY DO THINGS THE RESUME. WE DID A BIG ZOOM PRESENTATION REGARDING BICYCLE SAFETY AT WEST GLADE. WE DID IT RECENTLY. IT IS SOMETHING WE CAN DO AND WE TO PARTNER WITH THE SCHOOL BOARD ON THE THINK BEFORE YOU POST MESSAGING AND WE HAVE POSTERS ALL OVER WITH GLADES. PARTNERING WITH THE SCHOOL BOARD AND SHERIFF'S OFFICE. THEY REGULARLY TALK

ABOUT IT AS WELL. >> WE NEED TO BE MESSAGING THE PARENTS. WE NEED TO GO BACK AND MESSAGE . IS FINE TO TELL A SEVENTH GRADER AND EIGHTH GRADE OR WHATEVER. THEY WILL LIKELY FORGET WHAT YOU SAID TWO MINUTES AGO. IT IS THE PARENTS WE NEED TO WAKE UP AND NOT THE KIDS.

>> THAT IS JUST ME. >> COMMENTS BY THE PARKLAND

[11. Comments by the Coral Springs-Parkland Fire Department]

CORAL SPRINGS. FIRE DEPARTMENT?

>> GOOD EVENING, DEPUTY CHIEF MIKE MOZER.

>> PLEASE DO ENLIGHTEN US WITH THE RANCHES?

>> I KNOW YOU SPOKE TO WHATEVER . I WANT TO MAKE SURE. WE ALL

HERE. >> IT IS A BIG OPPORTUNITY TO DISCUSS THAT. WE HAVE CONCERNS WITH THE WATER FROM A SAFETY PERSPECTIVE. I KNOW THE RESIDENTS HAVE A CONCERN WHEN

[01:50:03]

IT COMES TO IRRIGATION AND THAT KIND OF STUFF. WE CARE ABOUT THE WATER SAFETY BECAUSE WE NEED THE WATER FOR FIRE EXTINGUISHING. IF THERE IS NO STATIC WATER ANYWHERE IN PARKLAND, WE STILL HAVE MULTIPLE PLANS IN PLACE TO GET WATER IF THERE IS A FIRE IN A NEIGHBORHOOD. ONE OF THE FIRST OPTIONS IS VERY EXPENSIVE TRUCK THAT YOU PURCHASED RIGHT OVER HERE STATION 97 WITH 3000 GALLONS OF WATER IN IT. IF A FIRE CALL COMES IN IN ANY AREA OF PARKLAND THAT HAS BEEN PRE-DESIGNATED AS AN AREA WITHOUT FIRE HYDRANTS, THE SYSTEM AUTOMATICALLY DISPATCHES THE TENDER TRUCK TO THE STRUCTURE FIRES WITH AN AUTOMATIC RESPONSE AND ADDITIONAL TRUCKS GET DISPATCHED TO GET THE TRUCK AND DRIVE IT AND OPERATE IT. IT HAPPENS IN ANY AREA PREDESIGNATED WITHOUT HYDRANTS. 3000 GALLONS OF WATER IMMEDIATELY IS DUMPED INTO A SPECIAL POND IN THE FIRE TRUCK AT THE SCENE OF THE FIRE SUCTIONED WATER OUT OF THE POND. WHILE THE SUCTION HAPPENS, IT IS GOING TO A HYDRANT AND ANOTHER STATIC WATER SUPPLY REFILLING THE TRUCK. IT HAPPENS ALL ACROSS THE COUNTRY AND FIREFIGHTERS ARE TRAINED IN HOW TO DO THAT. THERE WAS PROBABLY A FIRE HYDRANT OR WATER SUPPLY AND SOMEWHERE IN THE VICINITY OF THE FIRE IT MAY NOT BE CLOSE. WE HAVE A RELAY OPERATION WHERE THE FIRE TRUCKS CAN FIND A FIRE HYDRANT. MANY THOUSANDS AND THOUSANDS OF FEET AWAY FROM THE FIRE POSITION THE FIRE TRUCKS EVERY 900-1100 FEET AWAY AND PUMP THAT TO THE SCENE OF THE FIRE. THOSE ARE A COUPLE OPTIONS THAT WE HAVE. EVEN WITH NO WATER ANYWHERE IN THE CITY PARKLAND, WE HAVE PLANS IN PLACE TO GET WATER TO THE RESIDENCE.

>> THEY CAN REST ASSURED WHILE IT IS INCONVENIENT FOR WILDLIFE

AND IRRIGATING THEIR LAWNS. >> WE CERTAINLY WOULD LOVE TO HAVE A LARGE LAKE AT SOMETHING IN FRONT OF THE FIRE WE CAN SIPHON WATER OUT OF. INDEFINITELY FOR HOURS. THAT IS OUR FIRST PREFERENCE OUTSIDE THE FIRE HYDRANTS. WHEN THE HYDRANT IS NOT THERE IN THE STATIC WATER SUPPLY IS NOT THERE. WE HAVE TWO OTHER OPTIONS AVAILABLE.

>> WE KNOW AND RESIDENTS FEEL COMFORTABLE THAT THERE ARE CONTINGENCIES AND PLANS IN PLACE.

>> I HAVE SOMETHING TO. I RECEIVED THIS WEEK IN REFERENCE TO THE CANALS OUT THERE BECAUSE DREW CALLED ME LAST WEEK ABOUT THIS ISSUE. HE WAS STRUGGLING WITH IT. THEY FOLLOWED UP WITH THE PEOPLE INVOLVED IN IT. I RECEIVED AN EMAIL THAT SAYS THIS EMAIL SERVES TO FOLLOW-UP AND CONFIRM THE FLORIDA DEPARTMENT OF TRANSPORTATION HAS APPROVED THE CONTRACTOR SECURING A SECOND PUMP TO IMPROVE THE CURRENT WATER FLOW INTO THE RANCHES CANAL. THE CONSTRUCTION ENGINEER CONFIRMED THE RENTAL ORDER THAT DAY AND LIBERTY IS ANTICIPATED THIS COMING TUESDAY. THEY CONFIRMED THEY INTEND TO PUMP FOR EXTENDED HOURS WHEN THE SECOND PUMP IS PLACED IN OPERATION SPECIFICALLY BEYOND 330 WHEN THE ACTIVITY TYPICALLY ENDS.

THE REASON FOR THAT IS THEY WERE UNDERSTANDING THE GUYS WERE LEAVING THE JOB ON THE ROAD AT 330 AND THE PUMP WAS NOT BEING ACTIVATED SO THEY WERE LOSING WATER AND A LOT OF TIMES THEY WERE IRRIGATING AT NIGHT BECAUSE IF YOU DO DURING THE DAYTIME WHEN IT IS HOT, IT IS NOT GETTING INTO THE GROUND.

THEY WILL CONTINUE TO PUMP. THE SHORT ANSWER IS THEY CONFIRM IT'LL INCLUDE OVERNIGHT PUMPING AS NEEDED TO MAINTAIN PROPER FLOW. THEY WILL GET THAT STUFF IN AND THEY ARE WORKING ON A CORRECTION RIGHT NOW ON ALL OF THAT STUFF.

>> THAT'S WHAT WE MET YESTERDAY.

>> A COMMENT WAS MADE THAT THERE IS A FIRE HYDRANT NEAR THIS PARTICULAR RESIDENCE PROPERTY WITH THE RANCHES. THE FIRE HYDRANTS WAS NOT BEING FULLY OPERABLE BECAUSE IT DRAWS FROM THE CANALS. THAT WAS MY QUESTION.

>> ANY HYDRANT IN YOUR CITY ARE WHAT WE CALL WIT HYDRANTS. THEY ARE NOT COMMONLY CALLED THE PROPER THING IN SOUTH FLORIDA.

A REGULAR LOOKING FIRE HYDRANT WITH TWO SMALL CAPS ON THE SIDE, THAT IS A HYDRANT SUPPLIED FROM THE WATER DEPARTMENT AND DISTRICT WITH POSITIVE PRESSURE INTO THE FIRE HYDRANTS. THERE ARE IN SOME COMMUNITIES WHAT WE CALL DRY HYDRANTS. IT IS A PIPE STICKING OUT OF THE GROUND WHERE WE SUCTION WATER OUT OF. IT'S NOT RELIABLE AND WE DON'T LIKE THEM. IF IT'S REGULAR LOOKING, IT IS --.

>> THAT WAS MY POINT. FROM A FIRE SAFETY STANDPOINT, IF IT'S THERE, IT'S NOT DEPENDENT ON THE WATER IN THE

[01:55:02]

CANAL TO PUMP. THAT WAS THE IMPRESSION THEY GAVE. THE HYDRANT IS THERE I DON'T IF THEY CONSIDER DOING IT BECAUSE IT SOUNDS LIKE THEY'RE NOT GOING TO GET IT WORKING UNTIL NEXT WEEK. IS THERE A WAY TO OPEN UP THE HYDRANT TEMPORARILY TO FILL UP THE ADJACENT CANAL? FROM A FIRE SAFETY STANDPOINT AND ECOLOGICAL STANDPOINT, I DON'T KNOW HOW LONG WE ALLOW

THAT TO PERSIST. >> THAT'LL BE UP TO THE WATER DEPARTMENT IF THEY'RE WILLING TO UTILIZE TREATED WATER TO BE PUT INTO THE GROUND. I DON'T THINK WE WOULD HAVE ANY SAY SO

IN THAT. >> OKAY. I CONTACTED THEM TO SEE IF THEY CAN PUMP INTO IT AND THEY CAN'T. I DON'T KNOW THE RELATIONSHIP OF THE DISTRICT EITHER. NOT BEING MY

BUSINESS. >> THE WORK THEY DO IS WHAT

CAUSED IT. >> THERE MIGHT BE A COST

ASSOCIATED WITH TREATED WATER. >> THAT'S NOT GOING TO HELP

THE FISH. >> THAT IS TRUE. IT IS BAD.

ANYWAY. I'M SURE YOU KNOW WHAT QUESTION HE WILL ASK. NOT RESPONSIBLE FOR THE FIRE ASSESSMENT FEE.

>> HE KNOWS WHAT I'M ASKING. MOTOROLA IS STILL WORKING ON TESTING THE HUB SOLUTION. THERE'S NO UPDATE FROM LAST TIME. IT'S A VERSION OF GRADE WHERE MOTOROLA HAD AN UPGRADE TO THE SOFTWARE. THAT DID NOT PROPERLY WORK WITH THE OLDER VERSION OF THE HUB. I AM HAPPY TO SAY I DO THINK ALL PARTIES INVOLVED ARE DOING THE BEST THEY CAN RIGHT NOW. AS OPPOSED TO BEFORE WHAT SEEMS LIKE MAYBE PARTIES WEREN'T. I'M CONFIDENT EVERYBODY INVOLVED IS DOING THEIR ABSOLUTE BEST TO GET IT

GOING. >> THE SECOND QUESTION I HAVE IS MORE OF A GENERAL QUESTION. --. YEARS AGO, IS TO BE ON THE PHONE YOU GUYS --. DO YOU USE IT ANYMORE? TO WE DON'T.

>> WE DON'T USE IT ANYMORE. IT'S NOT EVERYTHING. IT'S SOMETIMES THE CHAIR YOU'RE SITTING IN RIGHT NOW. SORRY.

AND IT'S A VERY TOUCHY SUBJECT BECAUSE -- THE FIREFIGHTING GEAR WE HAVE TO PROTECT US FROM FIRE HAS MORE IN IT THAN THE FIRE ITSELF DOES. WE ARE BATTLING THIS FROM A HEALTH AND SAFETY PERSPECTIVE AS WELL. THERE ARE NO STANDARDS THAT SAY THIS IS THE LEVEL OF DANGEROUS AMOUNTS. THEY SAY IT'S DANGEROUS. THERE'S NOT EVEN A BENCHMARK OR FOUNDATION TO SAY WITH THE APPROPRIATE LEVELS OF EXPOSURE ARE. IT'S IN THE GEAR WE WHERE EVERY SINGLE DAY. AND IN THE CARPET AND EVERYTHING.

>> CANCER-CAUSING AND WHATEVER? WE KNOW THE TRIPLE F HAS LARGER AMOUNTS AND IT'S. AND THEY HAVE DISBANDED IT YEARS AGO.

[12. Comments by the City Manager]

>> ALL RIGHT, THANK YOU. WE HAVE COMMENTS BY THE CITY

MANAGER TONIGHT. >> THE NEXT MEETING IS SCHEDULED FOR THE 20TH WHICH IS A THURSDAY. IT APPEARS TO COMMISSIONERS ARE NOT ABLE TO ATTEND THE MEETING. THE PROPOSAL FOR YOU IS TO RESCHEDULE TO THE 17TH, WHICH IS THE MONDAY OF THAT WEEK. IF EVERYBODY IS OKAY WITH THAT, I WOULD LIKE TO PROPOSE CHANGING THE NEXT COMMISSION MEETING TO

THE 17TH. >> I'M GOOD.

>> OKAY. >> GUESS?

>> MOTION TO CHANGE THE 20TH TO THE 17TH.

>> SECOND! >> DO I ASK THE PUBLIC? THERE IS PUBLIC HERE? OH, WE HAVE A MOTION TO APPROVE -- MOVE THE MEETING TO THE 20TH AND 17TH. SECONDED BY CUTLER. ROLL CALL?

NO PUBLIC COMMENT? NO? >>

>> IT'S ALSO, 4-0. IS THAT IT? ANTHONY?

>> NO COMMENTS TONIGHT. >> ONE CLARIFICATION. DO WE HAVE TO COMMENT ABOUT A WORKSHOP THAT DAY? DO WE HAVE

TO MOVE THAT AS WELL? >> WHERE BOTH MOVING TO THE

17TH. >> BUT WE DIDN'T SAY THAT.

>> NO, I UNDERSTAND. I WANT TO AMEND MY MOTION TO INCLUDE THE

WORKSHOP. >> SECOND.

>> HE'S VOTING KNOW NOW. >> WHICH IS PROCEDURALLY BEING CLEAR. TO WHY DON'T YOU MAKE A MOTION TO MOVE THE WORKSHOP?

>> SO MOVED. >> OKAY. WE ALREADY VOTED ON THAT. MOTION TO MOVE THE WORKSHOP. ANYBODY FROM THE

[02:00:02]

PUBLIC? COMMISSIONER MAYERSOHN AND SECONDED BY CUTLER. ROLL
