I WOULD LIKE TO EXPRESS A SPECIAL CONGRATULATIONS TO OUR VERY OWN COMMISSIONER BOB MAYERSOHN, SITTING NEXT TO ME, WHO RECEIVED THE LEAGUE'S HIGHEST RANKED LEADERSHIP AWARD. THE PRESIDENTIAL AWARD. HE HAS MADE ALL OF US PARK LENDERS PROUD.

HE DESERVES A HAND. IN MY DISTRICT, I WANT TO CONGRATULATE THE CYPRUS HAD DEVELOPMENT FOR THE OPENING OF THEIR NEWLY DEVELOPED CLUBHOUSE. THEY HAD A SPECTACULAR GRAND OPENING FOR THE RESIDENCE ON SATURDAY NIGHT. AND THE FACILITY LOOKS AMAZING. I ATTENDED THE NORTHWEST COUNCIL OF ELECTED OFFICIALS LUNCH IN COCONUT CREEK ON MONDAY. AND JACKSON AT TSD PRESENTED A SUMMARY OF THE 2024 LEGISLATIVE SESSION. I WANTED TO POINT OUT TO THE PUBLIC THAT HOUSE BILL 1133 PASSED UNANIMOUSLY IN THE SENATE AND THE HOUSE. ENDED UP WITH VIOLATIONS AGAINST VULNERABLE ROAD USERS. IT REQUIRES PERSONS WHO COMMIT INFRACTIONS THAT CAUSE SERIOUS BODILY INJURY TO, OR DEATH, OF VULNERABLE ROAD USERS, TO PAY SPECIFIC PENALTIES, WHICH ARE VERY EXPENSIVE. AND IT INVOLVES SUSPENSION OF DRIVER'S LICENSES, ET CETERA. VULNERABLE ROAD USERS ARE DEFINED TO INCLUDE PEDESTRIANS, PERSONS WRITING ANIMALS, WHICH WE HAVE HERE IN PARKLAND, HORSES, AND PERSONS LAWFULLY OPERATING BICYCLES AND OTHER SPECIFIED EQUIPMENT ON THE ROADWAY AND OTHER SPECIFIED LOCATIONS. THAT SAME SESSION ALSO INCREASED PENALTIES FOR MOTOR VEHICLE RACING. WE HAVE A LOT OF YOUNG DRIVERS OUT THERE. WE HAVE A LOT OF PEDESTRIANS, BICYCLISTS, AND PEOPLE AND ANIMALS. I WANT TO REINFORCE THE IDEA THAT WE CONTINUE TO DRIVE SAFELY IN OUR COMMUNITY, AND WE MAKE SURE TO BE VERY CAREFUL. THERE ARE SOME VERY STRICT PENALTIES FOR NOT DOING THAT. WE HAVE CREATIVE ARTS NIGHT COMING UP ON MAY 17TH AT RIVER GLADES TO SUPPORT THE PTA AND ALL THE GREAT WORK THAT THEY DO. ALWAYS A SUPER EVENT WITH SO MANY TALENTED ARTISTS. IT IS A REALLY NEAT, CREATIVE NIGHT WHERE THEY DISPLAY STUDENT ART ALL OVER THE SCHOOL. YOU GET A MEET THE MASTERS EXHIBITION, A STUDENT TALENT SHOW, ET CETERA. THEY DO ALL KINDS OF RUFFLES FOOD TRUCKS, ET CETERA. IT IS A GREAT EVENT. I ENCOURAGE EVERYONE TO GO OUT TO THAT. WE WILL HAVE THE STATE OF THE CITY ON MAY 22ND, WHICH WILL BE FANTASTIC. I KNOW THE MAYOR AND SOME OTHER COMMISSIONERS WILL TALK MORE ABOUT THAT. THIS MORNING, I HAD THE OPPORTUNITY TO ATTEND THE UNVEILING OF THE CORAL SPRINGS PUBLIC SAFETY MEMORIAL. IT WAS A VERY BEAUTIFUL CEREMONY WITH A REALLY GREAT NEW MEMORIAL THAT

THEY HAVE NOW ERECT DID TO COMMEMORATE THOSE WHO LOST THEIR LIVES IN SERVICE. FIRST RESPONDERS, POLICE OFFICERS, FIREMEN, AND ALSO DISPATCHERS WHO HAVE DONE SO MUCH FOR OUR COMMUNITY TO KEEP US SAFE. IT WAS REALLY A VERY TOUCHING EVENT. I WAS GLAD I WAS ABLE TO ATTEND. MY LAST BIT OF BUSINESS, I WANTED TO LET EVERYBODY KNOW, OR TO AT LEAST BRING BACK TO YOUR ATTENTION THE IDEA THAT THEY ARE GOING TO BE DEMOLISHING THE BUILDING AT MSD. THE 1200 BUILDING. MY WIFE IS A SCHOOLTEACHER THERE. SHE SAID THAT THESE SUPERINTENDENT WAS AT THE SCHOOL TODAY SPEAKING TO THE STAFF ABOUT IT. AND THEIR PLAN IS TO IMMEDIATELY, LIKE, THE DAY AFTER SCHOOL IS OUT WHEN EVERYBODY IS GONE, TO BEGIN THAT PROCESS. SO WHAT DOES THAT MEAN? BUT WE DID BRING SOME TO PSO, TO THE STAFF HERE, AS WELL AS TO STATION 42. THE REST OF THE STATIONS DID NOT GET ANY. BUT, YOU KNOW, STATION 42 GOT THEM. AGAIN, IT IS AMAZING. I JUST WANTED TO PUBLICLY THANK HER, THANK HER STAFF, AND THINK ALL OF THESE SCHOOLS THAT WE HAVE HERE IN THE TEACHERS FOR THE GREAT WORK THAT THEY DO ALL DAY, EVERY DAY. WE DEFINITELY HAVE A RISE IN ANTI-SEMITISM, TO SEE EACH OTHER AS FELLOW HUMAN BEINGS, AND TO ENSURE THAT THE JEWISH COMMUNITY IS AFFORDED SAFETY, SECURITY, AND DIGNITY THAT THEY DESERVE, TO BE ABLE TO CONTINUE TO SHINE THE LIGHT IN AMERICA AND AROUND THE WORLD. I BRING THIS UP, AND I KNOW WE ARE HAVING A PROCLAMATION TONIGHT ON AMERICAN HERITAGE MONTH. I WOULD ASK MY COLLEAGUES IF THEY WOULD SUPPORT A PROCLAMATION JUST FOR JEWISH HERITAGE MONTH, THAT I MIGHT BE ABLE TO PRESENT NEXT MONDAY TO THE JEWISH FEDERATION. I DON'T KNOW. BUT ONE OF THE THINGS I DO JUST WANT TO BRING UP, NANCY, YOU KNOW, AS WE DO MORE OF THESE THINGS, I WILL CALL THEM INTERGOVERNMENTAL, OR VARIOUS ENTITIES, THAT WE INCLUDE ALL, WHETHER IT IS LEGISLATIVE, CONNECTIONS, OR WHATEVER WE HAVE IN THE MIX AS WE MOVE FORWARD, SOMETIMES PEOPLE GET ON AT THE LAST MINUTE. THEY ARE VERY MUCH ENGAGED AND INVOLVED IN TRYING TO BRING MESSAGES BACK TO THEIR RESIDENCE. SO THEY HAVE ASKED Ú PROJECTS LIKE LOCKS ROAD, THE ENTRANCE, AND WE WILL CONTINUE TO DO THAT. I HAVE RELATE TO NANCY OR CITY MANAGER AS WELL AS THE CITY ATTORNEY THE COMMENTS THAT WE DISCUSSED AT THAT MEETING AND WE WILL CONTINUE TO FOLLOW UP WITH THEM AND THANK THEM FOR ALL THEIR SERVICE TO THE COMMUNITY. EVERY TIME. BUT I DO THINK IT IS IMPORTANT, YOU KNOW, TONIGHT WE ARE DOING A PROCLAMATION ON HERITAGE MONTH. BUT IT IS IMPORTANT TO POINT OUT, YOU LOOK AT THE CALENDAR COMING UP JEWISH HERITAGE MONTH, ASIAN-AMERICAN HERITAGE MONTH AND PACIFIC ISLANDER AND HAITIAN MERITED HERITAGE MONTH, INDIAN HERITAGE MONTH, AND SOUTH ASIAN HERITAGE MONTH. AND INTERESTINGLY ENOUGH, THERE IS A DAY FOR WILD DIVERSITY. ALL OF THAT WITHIN ONE MONTH. WHY IS THAT IMPORTANT TO ME? IT IS IMPORTANT BECAUSE I AM JEWISH. I AM A PROUD JEWISH PERSON. I AM CELEBRATING ALL OF THESE AND HONORING THE HOLOCAUST REMEMBRANCE. BUT MORE IMPORTANT THAN THAT IS WHAT WE HAVE ALL TOUCHED ON AS A COMMISSION. IT IS NOT ABOUT JUST WHO YOU ARE AND WHAT YOUR RELIGION IS, WE WERE FROM, WHAT YOUR BACKGROUND IS, YOUR ETHNICITY, YOUR SEXUAL ORIENTATION, WHATEVER MAY BE YOUR GENDER. THE POINT IS IT IS NOT HARD TO JUST BE A GOOD HUMAN BEING. AND ULTIMATELY, THAT IS ALL THAT ALL OF US SHOULD EXPECT FROM ONE ANOTHER.

IF YOU LOOK AROUND IN A ROOM AND IN OUR CITY, WE HAVE A VERY DIVERSE GROUP OF COMMUNITY. IT IS INCREDIBLE. THAT IS WHAT MAKES US WHO WE ARE. THAT IS WHAT MAKES PARKLAND GREAT PEER TO SIT HERE AND TALK ABOUT ALL THAT HAS GONE ON POST OCTOBER 7TH IS VERY JUST CONCERNING, NOT JUST FOR MYSELF AS A JEWISH AMERICAN, BUT ALSO JUST AS AN AMERICAN. YOU KNOW, I'VE BEEN INVITED TO PARTICIPATE IN A MISSION BY THE COMBAT IN MY SEMITISM MOVEMENT BEGINNING IN JUNE. ON THE ONE HAND, I'M ACTUALLY VERY EAGER TO GO AND BE ABLE TO, HOPEFULLY, MAKE SOME SORT OF DENT IN THE UNIVERSE. BUT ON THE OTHER HAND, I AM CANDIDLY A LITTLE AFRAID. SEEMINGLY A VERY IMPORTANT TOPIC. BUT THE REALITY IS THAT WE HAVE THE LUXURY OF DEBATING THESE ISSUES THAT IN THE GRAND SCHEME OF THINGS ARE NOT THAT IMPORTANT. A FEW WEEKS AGO, 42 WEST LADY STUDENTS COMPLETED IN AN ALL-DAY DISTRICT CHAMPIONSHIP TOURNAMENT. IN THIS TOURNAMENT, TROPHIES WERE AWARDED FOR THE TOP SIX RANKED STUDENTS AND TEAMS IN EACH EVENT. OF FLORIDA FOR THE COLLECTION AND REMOVAL OF REFUSE WITHIN CITY LIMITS, EXTENDING THE CURRENT FRANCHISE TERM FOR FIVE YEARS THROUGH SEPTEMBER 30TH, 2029 AMENDING APPENDIX A, FRANCHISES, ARTICLE THREE, WASTE MANAGEMENT INC. OF FLORIDA OF THE CITY CODE OF ORDINANCES, PROVIDING FOR EXECUTION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. LUCAS HAS BEEN RUNNING FOR ABOUT TWO YEARS. LET ME GIVE YOU A RECAP OF THE PROPOSED CHANGES IN THIS CONTRACT. THE FIRST ITEM, AS MENTIONED, IS CONVERTING TO AUTOMATIC SIDE LOADER. THAT IS REFERRED TO AS ASL. THE SECOND ITEM IS RECEIVING 96 GALLON ROLLOUT CONTAINERS TO EACH RESIDENT. IF A RESIDENT WOULD NEED ADDITIONAL ROLLOUT CONTAINERS, THERE IS A ONE TIME FEE OF $100 PER CONTAINER. BUT THERE IS NO LIMIT ON THE NUMBER OF CONTAINERS ONE PERSON CAN BUY. IF YOU WANTED, IF YOU HAD A LOT OF GARBAGE AND HE WANTED TO PURCHASE FIVE CONTAINERS, YOU WOULD SPEND $500 AND YOU WOULD GET SIX CONTAINERS. AND THEY ARE GOOD FOR THE LIFE. SO IT IS A ONE-TIME CHARGE OF $100 FOR AN ADDITIONAL CONTAINER. THEN WE ARE LOOKING AT A RESIDENTIAL RATE INCREASE. 6.9% RESIDENTIAL RATE INCREASE. AND FOR COMMERCIAL, THE INCREASE IS 15%. WE ARE ALSO LOOKING AT PUTTING A CAP ON THE CONSUMER PRICE INDEX FOR GARBAGE AND TRASH NOT TO EXCEED ANY 5% IN ANY GIVEN YEAR. IF THE CPI GOES TO 6%, THE RATE CAN ONLY GO UP TO 5%. ALSO, WE WERE ABLE TO GET AN ADDITIONAL CONTRIBUTION FOR OUR HOUSEHOLD HAZARDOUS WASTE OF $50,000. IN ADDITION TO THAT, WE ALSO GOT AN ADDITIONAL $7500 FOR OUR COMMUNITY EVENT. SO ANNUALLY, WE WILL BE RECEIVING AN ADDITIONAL $57,500 FOR A TOTAL OF $92,500 FROM WASTE MANAGEMENT. AND THE LAST ITEM WAS AMENDING THE AGREEMENT FOR THE CITIES PART IN THE SOLID WASTE. AS YOU KNOW, THIS GROUP IS WORKING OUT TO DIRECT DISPOSAL ON WASTE IN DIFFERENT MANNERS. AND IF THAT HAPPENS, THIS CONTRACT COULD BE TERMINATED FOR DISPOSAL WITH NINE MONTHS NOTICE. THANK YOU TO YOUR STAFF, WE HAVE BEEN WORKING WITH THEM TO INCREASE THE WATER COMING INTO THE CITY AND THE CANALS BECAUSE THERE ARE SOME NEIGHBORHOODS THAT WE HAVE TO DRAFT OUT OF THAT WE DO NOT HAVE STATIC WATER SUPPLIES THERE. SO WE HAVE BEEN WORKING WITH STAFF ON THAT. I KNOW THE PUMP IS BEING REPLACED. SO WE EXPECTED TO GET A LITTLE BETTER. WE DO HAVE CONTINGENCY PLANS FOR WATER IN THOSE AREAS. THE STATION ALERT IS BEING INSTALLED AND SHOULD BE COMPLETED SOON, HOPEFULLY. WE WILL KEEP YOU UPDATED ON THAT.
