[00:00:11]
GOOD EVENING, EVERYONE. GOOD EVENING. I WANT TO CALL THE REGULAR CITY COMMISSION MEETING FOR THE CITY OF PARKLAND ON WEDNESDAY. MARCH 20. 2024. 7:00 PM. PLEASE RISE FOR THE
PLANETS. >> PLEDGE OF ALLEGIANCE.
>> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.
[4. Approval of Minutes ]
>> APPROVAL OF THE MINUTES. >> THE MOTION TO APPROVE BY COMMISSIONER BREYER. HE WAS EASY TO HEAR. SECOND BY COMMISSIONER MANSON. ALL IN FAVOR.
[5. Comments from the Public on Non-Agenda Items ]
>> AYE. >> IT PASSES UNANIMOUSLY.
COMMENTS ON THE PUBLIC FOR NON-AGENDA ITEMS. IS THERE ANYBODY FROM THE PUBLIC? IS THERE A LIST? ALL RIGHT.
>> DEBBIE --? GOOD EVENING COMMISSIONER.
>> YOU HAVE THREE MINUTES. >> I LIVE IN PARKLAND AND HERON BAY. I HAPPEN TO BE ON THE BOARD REPRESENTING THEM. I WANTED SOME VERIFICATION ABOUT TWO DIFFERENT TOPICS. I UNDERSTAND IT IS THE OFFICIAL OWNER. THERE IS ALL THIS INFORMATION GOING AROUND ABOUT BUILDING HOMES AND TEAM CENTERS. I WANT CLARIFICATION ON THAT. BEING BUILT IN CORAL SPRINGS. NEAR THE ROAD HEADING INTO THE SOUTH ENTRANCE OF HERON BAY. THAT CAN BE A PROBLEM. AND MY PERSONAL FEELING IT IS A GREAT SHAME BECAUSE I KNOW IF IT IN THE FALL OF MIAMI BUT NOT WHERE IT IS BEING PLANNED TO BE BUILT.
IT'LL BE A TRAFFIC PROBLEM. FOR HERON BAY. COMING INTO THE SOUTH ENTRANCE BECAUSE IT IS THE SAME ROUTE. IT IS IN PEOPLE'S BACKYARDS. THE FALL IS PARTICULARLY AND HERON BAY.
AND I THINK IT IS NOT A GOOD PLACE FOR IT TO BE. I WANTED TO
KNOW FACTS. >> THE PUBLIC COMMENTS. WE DON'T HAVE A BACK-AND-FORTH. I WILL BRIEFLY SAY. NSAID DOES NO LONGER THE SPOT AT THE END OF TRAILS AND. THERE IS NOTHING FOR US TO COMMENT ON IN REFERENCE TO LIFETIME FITNESS. THERE HAS BEEN NO PLANS AND NO ANYTHING PRESENTED THIS TO THE CITY OF PARKLAND. THERE'S NOTHING FOR US TO SPEAK ON. NOTHING IN CONCRETE AS OF YET. ONCE WE CO HAVE INFORMATION. WHETHER IT IS A SITE PLAN OR OFFERS OR WHATEVER. THOSE WILL BECOME PUBLIC AND THEY WILL BE BROUGHT TO THE RESIDENCE JUST LIKE WE HAVE THROUGHOUT THE
PROCESS. >> WHAT ABOUT THE CURRENT OUTSIDE COVE OF THE CURRENT STAGING OF DIFFERENT VARIOUS
STROKES. >> THEY CAN GIVE YOU ADDITIONAL INFORMATION ON THAT PARTICULAR ISSUE.
>> OKAY. THANK YOU FOR >> FROM HERON BAY. THEY COVE IN A PARTICULAR SUBDIVISION BOARD MEMBER. FIRST THING FOR THE CITY AND GREAT PARKLAND. GUYS DID A GREAT JOB. DO A LITTLE BIT BETTER ON THE FOOD. I LOVE SEEING KIDS AT NIGHT AT THE EVENTS. GOOD JOB TODAY AT THE SCHOOL BOARD AND HE REPRESENTED THE CITY VERY WELL WITH A LOT OF HOT ISSUES AT THE SCHOOL BOARD TODAY. HE REPRESENTED THE CITY GREAT. MY MASTER BOARD MEMBER HAD ON THE THINGS I WANTED TO SAY. I THINK
[00:05:02]
IT IS VERY IMPORTANT TO MAKE SURE WHEN THE PLANTS GET BROUGHT TO THE CITY , THEY REALLY NEED TO HAVE A LOT OF PUBLIC INPUT BECAUSE IT IS THE FACT OUR COMMUNITY WITH THE RUMORS OF HOMES IN TEEN CENTERS AND WHATEVER IT IS THAT TRAILS AND THE ROAD. IT IS ADJACENT TO THE PROPERTY BY THE CHAIN-LINK FENCE IN THE EXPECTATION OF THE TO BUILD HOMES TO PUT THE STRINGENT REQUIREMENTS OF HERON BAY. TO HERON BAY AND WHATEVER. THEY CANNOT THROW HOMES DOWN AND TAKE THE EFFECT AWAY FROM OUR BEAUTIFUL COMMUNITY. AND IT IS IMPORTANT. IF YOU DON'T KNOW I KNOW YOU GUYS ARE RESPONSIVE CHINA SHUT THEM DOWN WITH CODE ENFORCEMENT. THEY CONTINUE TO RUN THEIR TRUCKS AT 630 IN THE MORNING. I KNOW THERE ARE CODE VIOLATIONS AT THAT HOUR. THEY WITNESS IT. BUT, IT IS SOMETHING THAT CONTINUES TO GO ON. THEY RUN THE TRUCKS AND DIESEL FUEL NOISE. WHEN I WALK MY DOG AT THAT HOUR I CAN HEAR AND SEE AND SMELL. IT IS NOT SOMETHING THAT IS GOOD. WE ONLY WHEN WE BOUGHT AND THERE WAS A GOLF COURSE THAT HOUSED EQUIPMENT WHEN THERE WAS A GOLF COURSE. THEY NEVER HAD THEIR TRUCKS AND WORKERS COME IN AT THAT HOUR. RECENTLY. ONE OF THE WORKERS CRASHED THROUGH THE FENCE PUT UP TO GET IN THERE.THEY RAN DRY THROUGH IT. IT IS ON RECORD. THE RABBI HOWEVER PARTNERS THE PROPERTY. IT NEEDS TO BE ADDRESSED WITH CODE ENFORCEMENT: PUTS IN PLACE . THEY WANT TO KEEP PARKLAND
GREA. THANK YOU VERY MUCH. >> THANK YOU.
>> HELLO. MR. MAYOR AND CITY COMMISSIONERS. MY NAME IS RON PLASKETT AND I'M A 17 YEAR RESIDENT OF BIG COVE HERON BAY.
THERE'S BEEN A LOT OF HEARSAY AND SPECULATION ABOUT FUTURE DEVELOPMENT OF TRAILS AND GO SHED 1/2 ACRE PROPERTY WHICH I'M NOT INTERESTED NOW. I'M CONCERNED THEY SOLD THE PARCEL TO OUTSIDE CONSTRUCTION COMPANY THAT IS THE LAST SIX MONTHS BEEN STORING AND MAINTAINING A LARGE AMOUNT OF HEAVY TREE MAINTENANCE AND ANOTHER TRUCKS WHICH START UP AROUND 7 AM IN THE MORNING RUNNING THE ENGINES WORKING ON EQUIPMENT AND LEAVE FOR THE DAY RETURNING AROUND 5 PM. THEY ARE NOISY AND MY HOME IS ONLY ABOUT 50 FEET FROM THE COMMERCIAL ENTERPRISE ONLY CHAIN-LINK FENCE AND SPARSE HEDGE SEPARATING THE PROPERTY. THEY APPEAR TO BE DOING EQUIPMENT MAINTENANCE ON WEEKENDS. THEY WERE RUNNING ONE OF THE TRUCKS FOR ABOUT TWO HOURS WHICH I HEARD AND FELT THE VIBRATION FROM IT IN MY HOME. IF THE BREEZE WAS FROM THE EAST, I CAN SMELL THE EXHAUST FROM OUTSIDE MY HOME. THERE ARE A DOZEN HOMES CLOSE OF THE PROPERTY WHICH ARE ALL GREATLY AFFECTED BY IT AS WELL AS ALL THE HOMES NEARBY. THE PROPERTY IS ON AGRICULTURAL ONE AND RESIDENTIAL AREA AND I'M ASKING YOU WHAT CAN BE DONE ABOUT THE COMMERCIAL ENTERPRISE THAT HAS SET UP A TRUCK YARD RIGHT NEXT TO MY NEIGHBORHOOD?
THANK YOU. >> THANK YOU. ANYBODY ELSE WISH TO SPEAK ON NON-AGENDA ITEMS?
>> MR. MAYOR AND COMMISSIONERS, GOOD EVENING. MY NAME IS STEVE --. I LIVED IN BIG COVE AND HERON BAY. I'VE BEEN A RESIDENT FOR 12 YEARS AND PARKLAND AND 20 YEARS IN CORAL SPRINGS. RECENTLY, IT CAME TO MY ATTENTION THE FACT THAT THE LAND NEXT TO OUR PROPERTY AND THEY COVE WAS SOLD TO THIS CONSTRUCTION COMPANY. WHAT IS VERY DISAPPOINTING AND VERY CONCERNING , THE FACT THAT WE HAVE TRUCK'S . NUMEROUS TRUCK 'S. COMING IN AND OUT STARTING ON IN THE MORNING.
KICKING UP THE DIESEL FUELS AND THE NOISE. WITHIN 50 FEET OF THE BOARD PROPERTIES IN BIG COVE. THE POINT I'M TRYING TO MAKE IS I'M FLABBERGASTED WE GOT TO THE STAGE WITHOUT ANYONE KNOWING. I LEAVE IT UP TO YOU AS CONCERNED PRESENTED IN ABOUT A COMMUNITY. TO HANDLE AND MAKE SURE THE PROBLEM IS CORRECTED. AS SOON AS POSSIBLE. THANK YOU.
>> THANK YOU VERY MUCH. ANYONE ELSE? SEEM TO NONE, WE WILL COMMISSION COMMENTS. WE WILL START WITH COMMISSIONER BREYER.
[00:10:03]
THANK THE RESIDENTS WHO CAME TO SPEAK TONIGHT. I SPOKE WITH A MEMBER OF THE HERON BAY RESIDENTS OVER THE LAST WEEK AND ENCOURAGE THOSE TO REACH OUT TO ME DIRECTLY AND I'M HAPPY TO TALK WITH YOU AND WORK ON THESE ISSUES. I WANT TO START TONIGHT WITH A SPECIAL THANK YOU AND KUDOS TO THE AMAZING TEAM AND CITY STAFF ON THE FABULOUS PARKLAND DAY. IT WAS A TRADITION THAT WAS A PART OF MY FOND CHILDHOOD MEMORIES AND I KNOW WE ARE MAKING MEMORIES FOR YOUNG AND OLD ALIKE. AND I WAS CITY EACH YEAR AND I'M CONFIDENT THEY WILL CONTINUE TO GET BETTER AND BETTER EACH YEAR. I WANT TO THANK THE RESIDENCE FOR BEARING WITH SOME OF THE TRAFFIC AND ROAD CLOSURES AS WE HAVE A SPECIAL PARADE. IT WAS A WONDERFUL EVENT TO SEE THE SMILES ON KIDS AND ADULTS FACES THROUGHOUT THE DAY. WHICH WAS WONDERFUL. I CANNOT THINK OUR STAFF ENOUGH FOR ALL OF THEIR HARD WORK IN BRINGING THAT TO GET. I WANT TO WISH ALL THE FRIENDS AND NEIGHBORS WHO ARE CELEBRATING A HAPPY RAMADAN. SEVERAL OF US HAD THE PLEASURE OF STATE REPRESENTATIVE ATTENDING AROUND ON DINNER LAST NIGHT. SPECIAL THANKS TO THE HOST FOR THE INVITATION. IT WAS WONDERFUL TO BREAK BREAD WITH OUR FRIENDS AND NEIGHBORS CELEBRATING THAT SPECIAL OCCASION. AND IT ALSO HELPS TO BREAK DOWN BARRIERS AND WORK ON INTERFAITH MATTERS. I'M HAPPY TO BE PART OF IT. I WANT TO LET PRESIDENTS NOW HAVE THE EXTRAVAGANZA COMING UP SATURDAY. I WANTED TO GIVE A SHOUT OUT TO THE SEVENTH ANNUAL AKAMAI LAWN EVENT BENEFITING THE GENERAL ROSE -- FOUNDATION AND ADVANCE OF EASTER. IN ADVANCE OF GOOD FRIDAY. HAPPY EASTER AS THEY CELEBRATE THIS SPECIAL DAY.WITH THAT, THOSE ARE MY COMMENTS. THANK YOU VERY MUCH.
COMMISSIONER CUTLER. >> THE LAST MEETING ON MARCH 7, I HAD AN OPPORTUNITY TO ATTEND THE MEAN GIRLS PLAY AT MARGARET STILLMAN DOUGLAS. I WANT TO CONGRATULATE THE LEAD ACTOR, THE DAUGHTER OF --. THE ENTIRE CAST FOR AN EXTENDED PERFORMANCE. I WANT TO THANK BILL KENNEDY AND THE TROOPERS AT THE FLORIDA HIGHWAY PATROL AUXILIARY FOR PROVIDING SECURITY AT THE EVENT WHICH STATED FREE OF CHARGE AND USING THE TIME. IT WAS NICE OF THEM TO DO THAT. I WON'T REPEAT WHAT COMMISSIONER BREYER SAID ABOUT PARKLAND DAY.
IT WAS AN OUTSTANDING EVENT. THE BAND REBUKES WAS A LOT OF FUN. I WANT TO THANK THE SPONSORS AND PARTICIPANTS.
TELL THE STAFF THEY DID AN ABSOLUTELY OUTSTANDING JOB ON THAT DAY. HAD THE OPPORTUNITY TO ATTEND POWER AND WOMEN'S LUNCHEON EVENT PUT ON BY THE PARKLAND CHAMBER. THANK YOU FOR YOUR OUTSTANDING EVENT. THE SPEAKER WAS --. SHE DID AN OUTSTANDING AND INSPIRING JOB. IT WAS A REALLY GREAT EVENT AS IT HAS BEEN FOR THE PAST FEW YEARS. I HAD THE OPPORTUNITY TO ATTEND PARKLAND INTERFAITH WITH SOME OF OUR MUSLIM MEMBERS OF OUR COMMUNITY WHO WAS BREAKING FAST FOR RAMADAN ESTIMATES. THE RISE IN ANTI-SEMITISM, SHOULD BE A GREAT CONCERN FOR US ALL THAT SO TOO IS THERE SYSTEMIC AND PREVALENT RISE IN ISLAMOPHOBIA. BEST WAY TO COMBAT THE PRESIDENTIAL IS TO UNDERSTAND THE ROOT OF THE PROBLEM.
EDUCATING ONESELF BY GETTING TO KNOW YOUR MUSLIM NEIGHBORS BEFORE MAKING ANY JUDGMENT IS KEY TO THAT UNDERSTANDING.
PARKLAND IS A CITY OF DIVERSITY AND INCLUSION. LAST NIGHT, WE HAD THAT OPPORTUNITY TO SIT DOWN AND BREAK BREAD WITH MANY OF OUR FRIENDS AND NEIGHBORS. AT -- AND IT WAS GRACIOUSLY ATTENDED BY THE OWNERS. WE HAD AN EXCELLENT MEAL. IN MANY TRADITIONAL DISHES. THERE IS ABSOLUTELY NO BETTER WAY TO LEARN ABOUT OTHER CULTURES AND PEOPLE WHAT THEY'RE GOING THROUGH. EXCEPT FOR SITTING DOWN WITH THEM. I APPRECIATE HAVING THAT OPPORTUNITY. SO MY COMMENTS. THANK YOU VERY MUCH.
CUTLER. COMMISSIONER MASON? >> THANK YOU, MAYOR. GREAT JOB EVERYBODY. AND I HAVE TO SAY THIS, WE HAVE AN INCREDIBLE STAFF THAT WORKS TIRELESSLY TO MAKE THINGS HAPPEN. CERTAINLY, IT WAS A REFLECTION WITH PARKLAND DAYS. SHE WENT TO GET
[00:15:04]
SOMETHING. KUDOS TO NANCY AND STAFF.>> GOOD JOB, AND. AGAIN. SAME THING IS COMMISSIONER CUTLER SAYS. THE EMPOWERING WOMEN LUNCHEON. I'VE KNOWN -- FOR A LONG TIME AND SHE'S AN INCREDIBLE SPEAKER WITH A LOT OF ENERGY. IT WAS CERTAINLY A GREAT LUNCHEON AND A GREAT PRESENTATION. I CAN'T. I DO WANT TO MENTION A COUPLE OF OTHER THINGS WHICH WE DID NOT ASSUME INCLUDE. F PIANO FOR THOSE F PETE AND AL. THEY APPROACH AND ARE INCREASING A BACK TO BACK RATE DECREASE IN MAY. IT IS A REFLECTION OF FUEL PRICES WHICH TRANSLATES IF APPROVED TO APPROXIMATELY $14 REDUCTION IN YOUR BILL IN MAY. IT MAY NOT BE A LOT OF MONEY FOR PEOPLE IN PARKLAND BUT IT IS A REDUCTION. IT IS AT LEAST CONCERNED ABOUT HOW THEY ARE SPENDING OUR DOLLARS.
>> AND I WERE HAVING A LEGISLATIVE SESSION UPDATE FROM REPRESENTATIVE AS WELL AS --. BUT I DO WANT TO STAY. BEING IN TALLAHASSEE SESSION. CERTAINLY HAS A DIFFERENT APPRECIATION THAN I DID THE LAST SEVERAL YEARS BEING DOWN HERE. ROBBIE AND HIS TEAM WORKED TIRELESSLY. YOU SEE THAT RUNNING AROUND THE CAPITAL WHETHER IT IS DAY AND NIGHT.
SPECIAL SHOUT OUT TO ROBBIE DANIEL. AND CANDACE AS WELL AS NUMBER ONE SUPERSTAR RISING IN LEVEL. HE DID A GREAT JOB AND CERTAINLY FLEX. THE HARD WORK WILL COME TO FRUITION IN THE NEXT WEEK OR TWO. I WANT TO THANK SEN. '. AND -- WHO DO AN AMAZING JOB. THERE WERE SEVERAL APPROPRIATIONS. A SHOUT OUT TO MY FAVORITE REPRESENTATIVE. REPRESENTATIVE --. SHE IS ALL OVER THE PLACE. AND I MEAN THAT IN A GOOD WAY.
SHE'S GOING FROM THE HOUSE AND SENATE , BACK-AND-FORTH UP AND DOWN LEFT AND RIGHT AND WORKING BILLS AND WORKING APPROPRIATIONS TO MAKE SURE HER RESIDENCE ARE WELL REPRESENTED AND EVEN WHEN THINGS ARE DIFFICULT. SHE COMES OUT WITH A SMILE. THANK YOU FOR ALL THE HARD WORK YOU DO. IS WILLIAM STILL HERE? NO, WHERE IS HE? WILLIAM DOES GREAT JOB.
KEEPING CONTROL OF HER SCHEDULE. I KNOW IT'S NOT EASY.
THANK YOU FOR YOUR TIRELESS WORK. IT IS GREATLY APPRECIATED. I DO WANT TO BRING UP , I KNOW SOME OF THE RESIDENCE TALKED ABOUT IT. IF WE CAN HAVE A NEXT MEETING A DISCUSSION ITEM REGARDING LIFETIME FITNESS. I HEAR RUMORS FLOATING AROUND. I LIKE TO LIST -- I LIKE TO AT LEAST HAVE A COMMISSIONER DISCUSSION. IF WE CAN DO THAT. ARE WE HAD A POINT TO HAVE A DISCUSSION ON A TOPIC ?
>> I THINK THERE ARE A LOT OF THINGS OUT THERE.
>> NOT THAT I DISAGREE. I WANT TO BE CAREFUL ON RUMORS.
>> IF I CAN ANSWER THAT MAYOR. >> CLEAR IN THE PROCESS OF WORKING ON NUMEROUS THINGS. WE DON'T HAVE ANYTHING TO PRESENT . IF WE ARE TO START DISCUSSIONS, IT CAN LEAD TO MISINTERPRETATION. AT THIS TIME, I WOULD LIKE TO HOLD OFF ON BRINGING ANYTHING FORWARD. I WOULD RECOMMEND WE HAVE A DISCUSSION AT STRATEGIC PLANNING. THAT IS SCHEDULED PRETTY SOON. IT IS APRIL 8 AND WE HAVE A FULL DAY OF STRATEGIC PLANNING. I THINK THAT IS A PERFECT TIME TO HAVE THOSE
DISCUSSIONS. >> A DISCUSSION OF STRATEGIC PLANNING SO WE CAN TALK ABOUT IT. IT'S NOT JUST LIFETIME
FITNESS AS WELL. >> AT THE BIGGER PICTURE.
>> HOW WE PLAN TO MOVE FORWARD WITH IT. I DON'T KNOW WHERE EVERYBODY UNDERSTANDS. THAT IS STRATEGIC PLANNING CONVERSATIONS. WE MAY HAVE DIFFERENT ASPECTS . AND DOES
[00:20:04]
IT SATISFY YOUR REQUEST? >> WE ARE ABLE TO DISCUSS IT OTHERWISE WE CANNOT HAVE ANY CONVERSATIONS.
>> I DON'T DISAGREE. I JUST WANT TO BE CAREFUL WITH RUMORS.
>> FOR THOSE CELEBRATING EASTER AND GOOD FRIDAY, I WISH YOU A HAPPY AND MEANINGFUL HOLIDAY. I WISH YOU A CHOICE AND MEANINGFUL CELEBRATION. DON'T EAT TOO MANY --. THOSE
ARE MY COMMENTS. >> VICE MAYOR --.
>> ABLE SPARE EVERYONE BY NOT GOING OVER THE SAME OFFENSE.
SUFFICE IT TO SAY, THEY WERE ALL GRADES. PARKLAND I WILL HAVE TO BELABOR. IT'S ONLY BEEN MY SECOND ANNUAL IN MY FAVORITE EVENT OF THE YEAR. BECAUSE IT IS NOT JUST AN OPPORTUNITY FOR THE COMMUNITY TO GET TOGETHER BUT IT SHOWS THE AMOUNT OF PRIDE OUR STAFF TAKES AND NOT THEIR JOB. BUT THE CITY AND COMMUNITY. KUDOS TO ALL OF YOU KNOW SO MUCH WORK BEHIND THE SCENES AGO CENTER THAT MOST OF US WILL NEVER UNDERSTAND OR KNOW. THEY DESERVE ALL THE CREDIT FOR. FOR
THAT, AGAIN, THANK YOU. >> I ATTENDED A RIBBON-CUTTING CEREMONY. SHOUT OUT TO LEO GORDON AND HIS TEAM FOR PUTTING TOGETHER OVER THE COURSE ALMOST GYMNASIUM. IF ANYBODY HAS A CHECK THAT OUT. HAS KIDS WHO HAVE ENDLESS ENERGY LOOKING FOR WAYS TO CLIMB UP ON THINGS AND SWING ON THINGS AND FALL ON FOAM. IT IS THE PLACE. REALLY NICE FACILITY IN BRAND NEW. I WILL BE BACK THERE WITH MY SON WHO IS BEGGING TO GO BACK. YESTERDAY. HAD A VERY INTERESTING DAY.
AND WAS ALMOST SERENDIPITOUS IN THE SENSE THAT I ATTENDED A ROUNDTABLE ON ANTI-SEMITISM HOSTED BY THE CITY OF HOLLYWOOD. IT WAS ACTUALLY ORGANIZED BY AN ORGANIZATION CALLED COMBAT ANTI-SEMITISM MOVEMENTS. THE CEO, SASHA REITMAN, WAS THERE TO LEAD US IN A MODERATED DISCUSSION. AND ABOVE MAYORS AND OTHER REPRESENTATIVES. ONE OF WHICH WAS MICHAEL EUGENE AND COUNTY COMMISSIONER. WE HAD A FORMER MAYOR AND A NUMBER OF INDIVIDUALS WHO WERE THERE FOR A VERY ROBUST CONVERSATION ABOUT TOPICS OF THE DAY THAT RECOGNIZING THAT BECAUSE OF THE CURRENT DYNAMIC IN THE WORLD THERE HAS BEEN A RESIDENT OF SEMITISM. UNDERSTANDING THERE ARE TOOLS AND RAISE TO RAISE AWARENESS SO THAT PEOPLE WHO MAY NOT BE FULLY UNDERSTANDING OF HOW CERTAIN THINGS ARE TAKEN AND HOW THINGS CAN BE PERCEIVED. IN SOME CASES, PEOPLE DON'T KNOW WHAT ANTI-SEMITISM ULTIMATELY STANDS FOR. IT'S CRAZY BUT IT'S TRUE. THE REASON I SAY TO INTERESTING IS BECAUSE MOST OF THE CONVERSATION REVOLVED AROUND EDUCATION AND AWARENESS AND COMMUNITY EVENTS AND ACTIVITIES BRINGING PEOPLE TOGETHER OF DIFFERENT FAITHS AND IDEOLOGIES AND ET CETERA. ON THE TAIL OF ALL THAT WAS AS MY FELLOW COMMISSIONER SAID. I ATTENDED AN INTERFAITH IF TAR IN PARKLAND HOSTED BY SAYED ALI. AND --. AND IT WAS THE EXACT TYPE OF EVENTS AS WHAT I THINK MOST OF THE ACTUAL PEOPLE AT THE PRIOR EVENT WERE CONTEMPLATING. HE HAD A NUMBER OF PEOPLE FROM DIFFERENT BACKGROUNDS AND RELIGIONS AND RACES AND WHATEVER YOU WANT TO CALL IT SITTING WANTED A TABLE BREAKING BREAD AND TALKING ABOUT HOW MUCH WE LOVE OUR COMMUNITY. HOW MUCH WE CARE ABOUT OUR NEIGHBORS AND WE WANT TO SEE EVERYBODY GET ALONG IN A MEANINGFUL WAY THAT ALLOWS US TO LIVE OUR LIVES IN A HAPPY PRODUCTIVE WAY WITHOUT DEALING WITH THE FEAR OF SOMEONE HAVING CERTAIN FEELINGS ABOUT YOU BECAUSE OF WHAT YOU BELIEVE IN AND WHAT YOUR RELIGIOUS BACKGROUND IS. IT WAS COMPELLING TO HAVE THOSE JUXTAPOSED AMONGST EACH OTHER BECAUSE ULTIMATELY. A LOT OF THINGS GO WRONG NOWADAYS. NOT JUST IGNORANCE WHICH IS SOMETIMES A BIG PART OF IT. THE PEOPLE NOT REALIZING HOW SIMILAR WE ARE AND HOW MUCH THE PEOPLE ON THE OTHER SIDE OF THE TABLE ARE HAVING THE SAME THOUGHTS AS YOU IN AN INVERSE POSITION. UNTIL COMMISSIONER CUTLER SAID IT WELL. SOMETIMES HE GET A CHANCE TO SIT DOWN WITH SOMEONE YOU MAY NOT NECESSARILY HAVE THE SAME VIEWPOINTS, ET CETERA. REALIZE THEY'RE JUST LIKE YOU AND THEY ALL WANT THE SAME THINGS YOU DO. IT WAS A REALLY GOOD EXPERIENCE YESTERDAY.
PARTICULARLY BECAUSE THE PEOPLE WHO WERE AT THAT EVENTS COULD NOT OF BEEN ANY FRIENDLIER OR WELCOMING. I HOPE AND I THINK IT'S SOMETHING THEY MAY DO IT AGAIN NEXT YEAR. WE HOPEFULLY CONTINUE TO DO IT ANNUALLY. THE FOOD. I GIVE -- ALL THE
[00:25:03]
CREDIT. AND SABRINA. SHE GAVE ME TO GO BOX SOMEONE'S SAYING, PLEASE TRY --. YOU WON'T REGRET IT. NOT DOING IT FROM BEHIND A KEYBOARD OR CLOSE DOORS TRYING TO SAY THINGS THAT MAY BE COMING FROM THE WRONG PLACE. PICK UP THE PHONE. GO TO A COFFEE SHOP. MEET WITH PEOPLE YOU MAY OTHERWISE MAY NOT NECESSARILY INTERACT WITH ON A DAILY BASIS. I THINK YOU WILL FIND MOST OF US ARE ALL ON THE SAME PAGE. WE NEED TO ACKNOWLEDGE WE ARE READING THE SAME BOOK. I WANT TO GIVE A SHOUT OUT TO OUR TEAM AND GREAT LOBBYIST TEAM, CANDACE, ROBBIE. EVERYONE AND I KNOW HOW MUCH WORK GOES INTO IT. A REPRESENTATIVE --. IT HAPPENED SOME TIME AGO. I WANT TO GIVE HER SHOUT OUT FOR BEING A SELECTED LEADER FOR THE FLORIDA HOUSE DEMOCRATIC CAUCUS. I HAVE ULTIMATE FAITH IN YOU AS THE REST OF THE TEAM UP THERE. IT CANNOT BE FOR A BETTER PERSON.SEN. POLSKY AS WELL FOR MAKING SURE THAT ALL OF OUR TASKS HAVE BEEN SOMEWHAT HOPEFULLY MAKING IT TO THE FINISH LINE. I KNOW A LOT OF WORK GOES INTO THE SESSION. TO BOB'S POINTS.
WE'VE SEEN FROM INSIDE THE BELLY, IT IS A LOT OF WORK. IT IS A LOT THAT GOES INTO IT. KUDOS TO ALL OF YOU THANK YOU
FOR EVERYTHING YOU DO. >> THANK YOU, VICE MAYOR. I WANT TO PIGGYBACK A LITTLE BIT. IT TALKED ABOUT BEING ABLE TO PARTICIPATE IN OF TAR LAST NIGHT. WE FORGET HOW SIMILAR WE ARE. A LOT OF TIMES. CANNOT FORGET WE ARE ALWAYS NEGATIVE.
INSTEAD OF ALWAYS BEING POSITIVE, WE BRING UP THINGS TENTATIVELY SET OF BRINGING UP THINGS POSITIVELY. I'M ALWAYS POSITIVELY DO. THERE IS ALWAYS A SOLUTION WE CAN ALWAYS FIX THE PROBLEM AND ALWAYS ACCEPT WHOEVER THEY ARE WHEREVER THEY COME FROM. IT IS A RELEVANCE. BABY SOMEBODY ELSE. MAYBE IT IS A BRACE OR -- RACE OR WHATEVER. WHATEVER SOMEBODY DID TO YOU DOES NOT MEAN THE NEXT PERSON WILL DO THE SAME.
EVERYBODY STANDS ON THEIR OWN 2 FEET AND HOW THE ACT WAS HOW THEY SHOULD BE TREATED. EVERYBODY COULD NOT BE NICER.
TODAY'S SCOTTSBURG DAY. SHE WANTED ME TO WISH HIM A HAPPY BIRTH DAY. HE'S TURNING 16. SHE DIDN'T GET HIS LICENSE YET BUT HE'S GETTING IT NEXT WEEK. EVERYONE BEWARE. WHEN I DO TALK ABOUT HOW I AM NERVOUS ABOUT THE KIDS RIDING THE BIKES IN THE MIDDLE OF THE STREET WE HAVE NEW DRIVERS, I LITERALLY WILL HAVE A NEW DRIVER NEXT WEEK. HE DID WALK OUTSIDE TODAY AND SENT US A VIDEO OF HIMSELF WALKING OUTSIDE PRETENDING HE SAW A NEW CAR WHICH HE DID NOT GET. HE IS NOT GETTING. IT WAS A FUNNY VIDEO FOR US ALL TO WATCH. GOOD STUFF WITH THAT. WE CAN'T GO WITHOUT THINKING STUFF. THIS IS IT. WE WILL DO IT THIS ONE TIME AND IT IS SO MUCH WORK IN THE PARADE AND ALL OF THESE DIFFERENT THINGS. HERE WE ARE HAVING IT, AND THE YEAR. WE WILL HAVE IT AGAIN IN YEAR THREE. EVERYBODY HAS ALTERNATE EXITS TO GET OUT OF THE COMMUNITIES. I DON'T THINK ANYBODY WAS TRAPPED. YOU MAY HAVE BEEN INCONVENIENCED FOR AN HOUR OR AN HOUR AND A HALF. A LARGE SWATH OF OUR COMMUNITY ENJOYED THE PARADE. WE WILL HAVE IT AGAIN NEXT YEAR. PLAN ACCORDINGLY WITH THE TRAFFIC.
KUDOS TO THE PARKLAND CHAMBER OF COMMERCE WITH THE WOMEN'S EMPOWERING EVENT. HAVING A STRONG WIFE AND TWO DAUGHTERS , IT IS GREAT TO SEE THOSE EVENTS. I KNOW MY DAUGHTERS THANKFULLY TO THOSE BEFORE HER WILL HAVE MORE THAN A FIGHTING CHANCE TO MAKE SURE THEY ARE EXTREMELY SUCCESSFUL IN THEIR LIVES. LOOKING FORWARD TO SEE WHAT THEY DO IN THE FUTURE.
AGAIN. THE LOBBYIST TEAM AND STATE REPRESENTATIVE AND THE STATE SENATOR. THANK YOU FOR ALL YOU DO. WE KNOW IT IS NOT EASY. BOB CAN ATTEST TO THAT. BECAUSE HE SAW IT FIRSTHAND THIS TIME. I WILL LEAVE THAT TO HIM. AGAIN. HAPPY EASTER TO CELEBRATE. AND GOOD FRIDAY. I WANT TO REMIND EVERYONE. SHE WAS GOING TO SEND IT IN THE EMAIL AND I MIGHT AS WELL READ
[00:30:03]
IT TONIGHT. I WANT TO REMIND EVERYONE. THE VICE PRESIDENTS WILL BE VISITING STILLMAN DOUGLAS -- STILLMAN DOUGLAS.THERE WILL BE ROAD CLOSURES ON SATURDAY. PINE ISLAND ROAD FROM NORTHWEST 66 DRIVE TO NORTHWEST DRIVE TO NW. 57TH ST. COMMUNITY PARK IN CORAL SPRINGS. THE ROADS WILL BE TENTATIVELY CLOSE FROM 10:00 AM. TO 3:00 PM. WE ARE POSTING THIS ON SOCIAL MEDIA. WILL BE SETTING IT OUT ON THE EMAIL BLAST TO THE RESIDENCE. IF YOU'RE NOT GETTING THE EMAILS FROM THE CITY, SIGN UP FOR THOSE. EVERY THURSDAY YOU GET AN EMAIL WITH UPDATES ON THE PROJECTS AND ROAD CLOSURES AND EVENTS. DO TRY TO SIGN UP FOR THAT. TO TELL US YOU DON'T KNOW ABOUT IT. I'M SURE WE WILL HAVE SIGNS AND ALL OF THE GOOD STUFF. IF NOT, WE WILL NOW THAT I JUST SAID IT. THERE WILL BE SOME TRAFFIC. THE VICE PRESIDENT KNOWS PEOPLE IN SOCIAL MEDIA. I DON'T LIKE TALKING ABOUT RUMORS AND THINGS LIKE THAT. A LOT OF THAT DOESN'T MEAN ANYTHING. BUT IT'S GOOD THAT SHE'S COMING. WE SHOULD APPRECIATE THE FACT THE VICE PRESIDENT IS COMING HERE AND POTENTIALLY DOING SOMETHING POSITIVE FOR NOT JUST OUR COMMUNITY OR THE STATE.
BUT THE COUNTRY. TO HAVE THE VICE PRESIDENT EVEN THE IT IS A TRAGIC REASON SHE'S VISITING. IT IS A POSITIVE ULTIMATELY THAT SHE WILL BE HERE. THOSE ARE MY COMMENTS. THE SCHOOL BOARD. I HAVE TO GIVE A QUICK LITTLE SHOUT OUT TO THE SCHOOL BOARD. I DIDN'T STAY THAT LONG. THEY HAVE A WORKSHOP TODAY FOR THE REDEFINING THE SCHOOLS AND WHAT THEY ARE DOING. AND THIS IS SOMETHING THE SCHOOL BOARD SHOULD'VE BEEN MANY YEARS AGO. UNFORTUNATELY, EVERYONE PASSED IT OVER BECAUSE NOBODY WANTS TO MAKE THE HARD DECISIONS. BUT NOW THOSE DECISIONS HAVE BECOME SO MUCH MORE DIFFICULT. THEY WILL AFFECT SO MANY MORE PEOPLE. IT BECOMES EVEN THAT MUCH MORE DIFFICULT. WE NEED TO MAKE SURE WE STAY TOGETHER TO UNDERSTAND FIGHTING WITH ONE ANOTHER DOESN'T GET US ANYWHERE. I HAD NOT INTENDED TO SPEAK. BUT THERE ARE STILL SOME HARD FEELINGS WITH SOME NEIGHBORING CITIES. BUT I WOULD LIKE TO , CHECK IF WE COULD, DOUBLE CHECK. BECAUSE I'M HESITANT TO BELIEVE THAT ANY OF THE PRINCIPALS IN THE PARKLAND SCHOOL DISTRICT WOULD TELL OTHER CITIES THEY CANNOT ATTEND THEIR SCHOOLS. I DON'T BELIEVE THAT IS WITHIN THEIR POWER. NOR WOULD I BELIEVE ANY PRINCIPAL , WHICH I MET THEM ALL. WOULD EVER SAY THAT ANY STUDENT WITH AVAILABLE SEATS. I WOULD APPRECIATE THAT. IF YOU CAN CONFIRM THE ATTENDANCE NUMBERS AT WITH GLAZE. THE NUMBER CITED BY A SPEAKER TODAY WHILE SOMEWHAT ACCURATE WERE NOT FULLY ACCURATE. I THINK THAT IS IMPORTANCE. WHEN PEOPLE SPREAD MISINFORMATION OR SPREAD RUMORS, ALL IT DOES IS WHILE PEOPLE UP. EVERYONE THAT IS HERE, I APPRECIATE YOU WILL BEING HERE. YOU'RE ALWAYS WELCOME TO SPEAK. CAN ALWAYS REACH OUT. COMMISSIONER BREYER , I KNOW HE'S ALWAYS AVAILABLE AND HE MENTIONED IT TODAY. ANYBODY CAN REACH OUT TO HIM.
SAME GOES WITH ME AND WITH EVERYONE. I REMEMBER WHEN WE FIRST STARTED TALKING ABOUT PURCHASING THE GOLF COURSE. WE WERE GOING TO BUILD THE BIGGEST MEGAMALL AND ALL OF SOUTH FLORIDA. THAT WAS IT. HE'S GOING TO WANT TO TURN THIS INTO MALL OF PARKLAND. THAT'S NOT AT ALL THE CASE.
WE WANT THE SAME THING. WE WANT PARKLAND TO PROGRESS FORWARD.
IF YOU DON'T MOVE FORWARD, YOU GO BACKWARDS. YOU NEED TO DO THAT IN A SMART WAY. COMMISSION AND STAFF HAS PROVEN THUS FAR. WE HAVE THE RIGHT INTENTION FOR THE CITY PARKLAND. WE WILL ALWAYS LOOK OUT FOR ALL OF OUR RESIDENTS.
IT DOESN'T MEAN YOU WILL ALL BE HAPPY BECAUSE WE CAN'T DO THAT BUT WE DO THE BEST WE CAN TO MAKE SURE PARKLAND CONTINUES
[6. Proclamations and Recognitions ]
TO BE THE ICON OF FLORIDA AND OF AMERICA. WITH THAT, WE WILL[00:35:01]
NOW MOVE TO PROCLAMATIONS AND RECOGNITIONS.>> >> STATE REPRESENTATIVE. WOULD YOU LIKE TO COME UP WITH HERE WITH US. IT'S MY UNDERSTANDING YOU HAVE SOMETHING TO PRESENT? COME ON UP. YOU ARE PART OF US.
THIS IS YOUR CITY AS IT IS OURS. IF I CAN GET THE STONEMAN DOUGLAS WRESTLING TEAM.
>> BOYS AND GIRLS. >> IT'S THE WRESTLING TEAM.
>> COOK AT THAT. SPREAD OUT SIDE AND THAT SIDE. I MUST SAY. I'M A LITTLE JEALOUS. SCOTT BROKE HIS TEAM A AND FIBULA . I'M EXCITED BECAUSE YOU GUYS HAD A FANTASTIC YEAR.
THE ONGOING SUCCESS OF THE MSD WAS IN GIRLS WRESTLING TEAM AND THE PRODUCT OF WHAT THEY TAKE TO THE MAT , FOCUS, DETERMINATION, HARD WORK AND ALWAYS SPORTSMANSHIP. WE WATCHED THESE ATHLETES DEVELOP AND SHINE OVER THE PAST FEW YEARS AND WE ARE THRILLED TO HAVE THEM BACK AGAIN WITH US TO RECOGNIZE THEIR STRENGTHS AND CHARACTER INDIVIDUALLY AND AS A TEAM. THE BOYS TEAM WON THEIR THIRD STRAIGHT DISTRICT CHAMPIONSHIP IN FEBRUARY, 2024 AND EARLIER WENT THE DUAL MEET DISTRICT IN DECEMBER. THEY WON SECOND PLACE IN THE REGIONALS AND FOURTH PLACE IN THE BROWARD COUNTY ATHLETIC ASSOCIATION CHAMPIONSHIPS. AT THE BC AA CHAMPIONSHIPS IN THE WAS DEFICIENT. WE WANT TO RECOGNIZE --. THAT IS NO EASY FEEDS, FOLKS. THAT IS AN AMAZING ACCOMPLISHMENT. THE GIRLS WERE UNDEFEATED IN THE DUAL MEET AND WON THE INAUGURAL BCA 18 CHAMPIONSHIP. THEY PLACED SECOND AND DISTRICT OUT OF 20 TEAMS AND FOR THE SECOND YEAR IN A ROW, GABBY, WAS AN UNDEFEATED STATE CHAMPION. AND ADDISON MCMAHON WINNING THE BCA CHAMPIONSHIP. THE POWERHOUSE GROUP OF ATHLETES , THE BOYS AND GIRLS TEAMS ARE THE HIGHEST PLACING BROWARD COUNTY PUBLIC SCHOOL TEAM AT THE STATE CHAMPIONSHIP IN ALL DIVISIONS. ON BEHALF OF THE CITY PARKLAND CITY COMMISSION, CONGRATULATIONS TO THE BOYS AND GIRLS WRESTLING TEAMS FOR YOUR HEADLINE MAKING VICTORIES! ONE MORE THING.
WHERE IS GABBY? ,., GABBY. THIS IN LADY. ON HER SENIOR NINTH , DEBBIE REACHED OUT TO ME ONE NIGHT AND ASKED ME IF I CAN HELP GET SOME FIRE FIGHTERS, FIRST RESPONDERS -- SO GABBY CAN RECOGNIZE THEM ON HER SENIOR NIGHT. TALK ABOUT SOMEBODY WHO HAS HER HEAD SCORED ON, OR WHATEVER. I'M

GETTING A LITTLE BIT EMOTIONAL. LET ME TELL YOU WHAT. FOR A HIGH SCHOOL STUDENTS TO BE THAT FOCUSED AND HAVE ALL THE RIGHT THINGS IN PLACE TO RECOGNIZE OUR FIRST RESPONDERS. ALL FIRST RESPONDERS ARE AMAZING. BUT OUR FIRST RESPONDERS WHO DEALT WITH TRAGEDIES AND DEALT WITH OTHER THINGS. FOR YOU TO DO THAT, KUDOS TO YOU. THAT IS AMAZING. IT'S APPRECIATED FROM OUR COMMISSION AND OUR STATE REPRESENTATIVE BELIEVES EXACTLY THE SAME. THANK YOU FOR THAT. THAT'S AWESOME.SERIOUSLY. >> 'S WAIT UNTIL SHE HANDS OUT HER CARD. JUST A MINUTE. THE MOMENT WE'VE ALL BEEN WAITING FOR.
[00:45:16]
OKAY. THE MOMENT WE'VE ALL BEEN WAITING FOR. PRESENTATIONS AND LEGISLATIVE UPDATE FROM REPRESENTATIVE CHRISTINE --.COME ON DOWN. >> HELLO AND GOOD EVENING.
MAYOR AND VICE MAYOR AND MEMBERS OF THE COMMISSION.
THANK YOU SO MUCH FOR HAVING ME HERE TONIGHT. I'M GOING TO GIVE A QUICK UPDATE. IT'S BEEN LESS THAN TWO WEEKS SINCE WE WERE DONE WITH THE 60 DAY SESSION. IT WAS REALLY BUSY.
SOME GOOD THINGS CAME OUT OF IT. ONE OF THE BIGGEST MISSED OPPORTUNITIES IF I CAN KIND OF START WITH THAT. THE FACT WE DID NOT DO ANYTHING REGARDING PROPERTY INSURANCE. I DIDN'T MEAN THEY WERE NOT IDEAS ON THE TABLE. THEY WERE NOT BILLS FILED UNFORTUNATELY. THEY WERE NOT GIVEN A HEARING IN COMMITTEE. I SIT ON THE INSURANCE COMMITTEE. IT DID NOT GO ANY FURTHER THAN THAT. THE RUMORS WE MAY HAVE A SPECIAL SESSION. I DON'T KNOW IF IT'S GOING TO HAPPEN. I WANT EVERYBODY TO KNOW WE ARE ALL FRUSTRATED BY THE PROPERTY INSURANCE CRISIS WE ARE GOING THROUGH. IT IS GETTING ELEVATED ALL THE TIME. WE ARE WINTERING WHEN WE WILL BE MAKING PROGRESS ON THAT FRONT. ON THE OTHER HAND, THERE WERE THINGS I COULD WORK ON AND I WANT TO GO THROUGH SOME OF THE BILLS QUICKLY. IT IS EXEMPT FROM PUBLIC RECORD. ANY PERSONAL INFORMATION FOR PEOPLE WHO SIGN UP FOR THE OWNER ALERT PROGRAM FOR THOSE OF YOU FAMILIAR WITH THE OWNER ALERT PROGRAM. YOU CAN SIGN UP AND GET A NOTIFICATION WHEN ANYTHING HAPPENS AND A RECORDING TO LET YOU KNOW IF THERE'S ANY TYPE OF FRAUD GOING ON. THIS WILL SHIELD PEOPLE'S PRIVATE INFORMATION LIKE EMAIL ADDRESSES. NAME AND PHONE NUMBER AND THAT KIND OF STUFF. ANOTHER BILL THAT I WORKED ON.
WAS THE MY SAFE FLORIDA HOME PROGRAM. WE ADDED MONEY AND ONE OF THE BILLS I WORKED ON WITH MY COLLEAGUES WAS TO EXPAND THE MY SAFE FLORIDA PROGRAM TO CONDOMINIUM ASSOCIATIONS. THEY WERE NOT ALLOWED TO TAKE PART IN THE PROGRAM AND IT WILL ESTABLISH A PILOT PROGRAM. I WILL PREFACE ALL OF THESE THAT ARE NOT BEEN SENT TO THE GOVERNOR FOR HIS SIGNATURE. IT IS DEPENDENT ON THE GOVERNMENT SIGNATURE.
THERE IS A $30 MILLION APPROPRIATION WITH THE BILL AND IT WILL INCLUDE THIS COUNTY. I'M REALLY HAPPY WITH THAT.
AND OF THE BILL THAT I WORKED ON WITH SEN. JANET BRADLEY. WE LIVE IN FLORIDA WITH A LOT OF PEOPLE MOVING HERE AND THEY DON'T UNDERSTAND THE IMPORTANCE OF CHECKING OUT IF YOU KNOW YOU HAVE A FOOT ISSUE IN YOUR AREA. THEY DON'T REALIZE THE FLOOD INSURANCE IS NOT COVERED UNDER THE NORMAL PROPERTY INSURANCE. IT INCLUDES EXPLAINING TO PEOPLE THAT PROPERTY INSURANCE DOES NOT COVER THE FLOOD INSURANCE AND YOU NEED TO CHECK ON THAT. IT'LL ALSO REQUIRE DISCLOSURE FROM THE SELLER IF THEY HAVE EVER FILED A FEDERAL CLAIM CLAIM FOR FLOODING ON THE PROPERTY. IT IS TWOFOLD WITH THE DISCLOSURE AND TRANSPARENCY FOR THE TRANSACTION AND GOOD EDUCATIONAL TOOL TO KEEP THE 80TH WEDDING IN FRONT OF PEOPLE'S MIND WHEN THEY ARE PURCHASING THE PROPERTY. I AM HAPPY AS MENTIONED BEFORE. THAT IS A LOT OF WHAT WE DO IN ORDER TO FIND THE RIGHT PEOPLE TO GET THINGS IN THE BUDGET.
TO THE APPROPRIATIONS THAT I CARRIED FOR THE CITY PARKLAND.
ONE WAS THE PARKLAND RANCH FLOODING MITIGATION AND WATER QUALITY IMPROVEMENT PROJECT. I WAS FOR THE $100,000 PARKLAND FIRE RESCUE IMPROVEMENTS FOR $250,000. THOSE ARE CURRENTLY IN THE BUDGET THAT'LL ALSO BE SENT TO THE GOVERNOR AT ONE POINT IN TIME. HE DOES HAVE THE OPPORTUNITY FOR A LINE ITEM VETO. I KNOW ROBBIE AND LJ HAVE SPOKEN TO THE GOVERNOR'S OFFICE AND I HAD A PHONE CALL WITH THEM, I HAVE ONE TOMORROW WE WILL DO OUR BEST TO KEEP IT IN THE BUDGET.
FINGERS CROSSED. OTHER PROJECTS INCLUDE EAGLES HAVEN. THERE IS WELLNESS OVER THERE WITH LICENSE CLINICIANS WITH NAVIGATORS TO NAVIGATE THE MENTAL HEALTH SERVICES AVAILABLE. WE HAVE A $600,000 APPROPRIATION FOR EAGLES HAVEN.
[00:50:08]
WE HAVE AN APPROPRIATION OF THE BUDGET FOR $476,000 AND JUNIOR ACHIEVEMENT. THAT MANY STUDENTS GO TO. THEY HAVE AN AMAZING PRE-APPRENTICESHIP PROGRAM. WE HAVE FUNDING IN THE AMOUNT OF SOME HUNDRED THOUSAND FOR THEM.ADDITIONALLY, THERE WERE , LOT WAS DONE ON MENTAL HEALTH THIS YEAR. ONE OF THE BILLS THEY SPONSORED ESTABLISHED A COMMISSION ON MENTAL HEALTH AND SUBSTANCE USE DISORDER. I AM CURRENTLY THE SPEAKERS APLENTY ON THAT COMMISSION. SOME OF OUR RECOMMENDATIONS WERE ACTUALLY PASSED INTO LAW. OR THROUGH THE PROCESS AND ARE STILL AWAITING THE GOVERNMENT SIGNATURE. THE SESSION. ONE OF THE MOST IMPORTANT BILLS WAS REVISING THE BAKER AND MARCHMAN ACT TO HELP PREVENT PEOPLE FROM GETTING CAUGHT UP IN GETTING BAKER ACTED IN GETTING THE TREATMENT THEY NEED. IN ESTABLISHING REGIONAL COLLABORATIONS WITH ALL THE GROUPS. WHETHER IT IS CRIMINAL JUSTICE SYSTEM AND THE MANAGING ENTITIES. DCS. EVERY REGION IS VERY DIFFERENT IN THEIR NEEDS. EVERY REGION IS DIFFERENT AND THE RESOURCES THEY HAVE AND HAVING REGIONAL COLLABORATIONS WERE ALL THE STAKEHOLDERS HAVE TO SIT AT THE TABLE TOGETHER TO FIGURE OUT THE BEST WAY TO DELIVER SERVICES. THESE THINGS WERE ALL PASSED IN ONE BILL AND WILL RECOMMENDATIONS FROM THE COMMISSION. AND HOPEFULLY IT'LL MAKE A DIFFERENCE IN DELIVERING QUALITY MENTAL HEALTH AND SUBSTANCE USE DISORDER CARE TO OUR COMMUNITIES. I DON'T WANT TO STEP ON THE TOES OF FRAUD BEING LJ. I WILL LET YOU KNOW THAT I COME FROM LOCAL GOVERNMENT. I COME FROM THE CITY AND HAVE NEVER FORGOTTEN WHERE I COME FROM. WHENEVER THERE HAS BEEN BILLS PREEMPTING THE WORK YOU DO. TRYING TO UNDERMINED YOUR FISCAL DECISIONS THAT YOU MAKE. I HAVE PROUDLY STOOD ON THE SIDE OF THE CITY BECAUSE THERE ARE SOME THINGS THAT SHOULD BE REGULATED BY THE STATE -LIKE LICENSURE IN THOSE KIND OF THINGS. BUT OF THE THINGS MAKE A CITY HAVE ITS OWN CHARACTER AND THE WEIGHT THINGS. THAT IS WHAT YOU ALL THE BEST. I WANT YOU TO BE EMPOWERED TO MAKE THOSE DECISIONS. WHENEVER IT HAS BEEN, VACATION RENTALS AND HOW YOU APPROVE YOUR BUILDING PERMITS FOR ANY OF THOSE THINGS. I'VE ALWAYS STOOD ON THE SIDE OF THE CITIES. THEY GO AWAY AND THEY FORGET. AND NEVER FORGET AND I APPRECIATE THE WORK YOU ALL DO IN THEIR SEATS. I KNOW HOW HARD IT CAN BE. BUT I WILL LET LJ GO TO THE DETAILS ON THAT. AND THEN SEPARATELY, IF I MAY. I WANT TO CONGRATLATE COMMISSIONER MASON FOR BEING NAMED THE HOME ROW HERO FOR THE FIFTH YEAR IN A ROW. COMMISSIONER MAYERSON.
HE IS MY LIAISON WITH LEGISLATIVE MATTERS TO THE CITY. HE KEEPS ME UPDATED BY TEXT AND BY PHONE. WHEN THINGS ARE COMING MY WAY. 60 DAYS. WE GET 300+ BILLS GOING THROUGH THE SYSTEM. THOSE OF THE WANT THAT MAKE IT TO THE END.
THEY'RE NOT PART OF THE OTHER HUNDREDS THAT DON'T MAKE IT.
IT'S HELPFUL HAVING THE PARTNERSHIP. I APPRECIATE IT VERY MUCH BECAUSE IT HELPS ME DO A BETTER JOB REPRESENTING YOU UP THERE. THAT IS MY THE SLATE OF UPDATE. I'D BE REMISS IF I DIDN'T RECOGNIZE MY AMAZING LEGISLATIVE AIDE.
WILLIAM. DO YOU WANT TO STAND UP AND BE RECOGNIZED? WILLIAM STARTED IN AUGUST. AND WENT THROUGH HIS FIRST SESSION AS A LEGISLATIVE AIDE AND HE WAS WONDERFUL AND HELPED KEEP ME ORGANIZED WITH SCHEDULING. AND BILLS AND AMENDMENTS AND EVERYTHING. SHE'S WORKED WITH YOU ON MANY OF THE FLOW EVENTS. I WANT TO THINK CITY STAFF WITH ALL THE FLOW AS
WELL. >> DON'T SIT DOWN. WE MAY HAVE QUESTIONS. WE MAY HAVE COMMENTS.
>> THAT IS FOR STRATEGIC PLANNING. YOU ARE GREAT ADVOCATE FOR THE CITY. BUT THE HOME ROW I THINK IT IS EXTREMELY IMPORTANT. TO YOUR POINTS, A LOT OF LEGISLATORS MAY BE ONE OUT IN LOCAL GOVERNMENT WHAT IT FORGETS WHERE THEY CAME FROM. WE APPRECIATE THAT. THAT IS REALLY IMPORTANT TO US A CITY ELECTED OFFICIALS. DOES ANYBODY ELSE HAVE ANY COMMENTS OR QUESTIONS.
>> THANK YOU. I DON'T KNOW HOW YOU DO IT SOMETIMES. I FEEL
[00:55:01]
LIKE WE ARE ALL OVER THE PLACE. YOU'RE FLYING FROM TALLAHASSEE TO HEAR AND DIFFERENT COUNTIES.>> THE JETBLUE DIRECT FLIGHT. I DON'T THINK PEOPLE APPRECIATE HOW MUCH GOES INTO THE WORK YOU TODAY TODAY.
>> THANK YOU. >> YOU DON'T HAVE ANYTHING? --. TO TELL EVERYBODY. IT'S NOT EASY GETTING A BILL PASSED.
THE IMPORTANT THING IS, REACHING OUT TO BOTH SIDES OF THE AISLE. THERE WAS A CO-PRIME SPONSORSHIP. YOU'VE DONE AN AMAZING JOB WITH PICKING. YOU BRING OUT REPRESENTATIVE LOPEZ COMING DOWN HERE. AND HEARING WHAT WAS GOING ON IN BROWARD COUNTY IN THE DISTRICT. WHEN THEY WENT BACK TO TALLAHASSEE, IT WAS A NO-BRAINER TO KIND OF WORK TOGETHER TO CREATE LEGISLATION THAT ENDED UP PASSING. THE WORK YOU DO. ON THE OTHER SIDE. WITH THE SENATE TO WORK WITH SOME OF THOSE LEADERS. TO BE ABLE TO PASS BILLS AND TO GET SOME OF OUR APPROPRIATIONS QUESTION AS WELL. IT IS A TESTAMENT TO THE HARD WORK THAT YOU DO. AND I SAY THAT BECAUSE I ALWAYS GO TO WILLIAM AND SAY. WHO WAS REPRESENTATIVE --? SHE IS SOMEWHERE. HE KNOWS WHERE YOU
ARE BUT HE'S NOT TELLING ME. >> A CHILD.
>> I GO IN THERE FOR THE CANDY. >> YOU GUYS AS A TEAM DO A GREAT JOB. KUDOS TO YOU AND THE SAME THING AS I SAY. TO SEN.
POLSKY AND HER TEAM. IT IS A TEAM EFFORT AND REALLY TAKES A LOT OF HARD WORK THAT I APPRECIATED AND APPRECIATE MORE THE FACT I'VE SEEN IT. THANK YOU.
>> IF I CAN ADD ONTO THAT. I LOVE BEING ABLE TO DO THIS. I AM SO GRATEFUL EVERY DAY. THAT I GET TO MAKE A DIFFERENCE.
WHETHER IT IS PEOPLE WHO ARE GETTING KICKED OFF THEIR MED WAIVERS. ARE HAVING ISSUES. THIS IS INCREDIBLY REWARDING WORK. IN TODAY'S DAY AND TIME WHEN WE HEAR ALL THIS VITRIOL ON SOCIAL MEDIA. LIKE THE MAYOR REFERENCED BEFORE. WHEN I'M DOING MY JOB, I'M DOING MY JOB. I'M LISTENING TO RESIDENTS WITH MULTIPLE TOWN HALLS THROUGHOUT THE YEARS. IF ANYBODY HAS QUESTIONS, PLEASE COME OUT ANY MALICE. THIS IS WHY WE DO IT. THERE WAS SO MUCH GOING ON IN THIS WORLD THAT IT IS NICE WHEN PEOPLE NEED A HELPING HAND. EVEN IF WERE NOT THE ONES THAT CAN HELP. WE CAN GUIDE THEM IN THE RIGHT DIRECTION. IT MEANS A LOT. IF YOU HAVE ANY HIGH SCHOOL STUDENTS, WITH A HIGH SCHOOL INTERNSHIP PROGRAM THAT IS IMPORTANT. EVEN PEOPLE LEARNING ABOUT CIVIC DISCOURSE.
PROFESSIONALISM. AND BECAUSE WE DON'T ALWAYS AGREE DOESN'T MEAN WE HAVE TO BE DISAGREEABLE BECAUSE WE MADE SCREW TODAY.
BUT IT COULD BE SOMETHING WE EXPERIENCE TOMORROW THAT COULD CHANGE ANYBODY'S MIND AND HAVE TO BE OPEN TO THAT AND WILLING TO LISTEN. AND I WANT TO THANK ALL OF YOU FOR YOUR PARTNERSHIP. THANK YOU FOR ALWAYS WELCOMING ME HOME. IT WAS AN A+ I WOULD TRY AND I DID NOT WANT TO MISS THE PARK WHEN THEY PARADE. THE PARKLAND THEY PARADE. I CANNOT DO IT MYSELF.
WILLIAM HELPS ME BUT WE NEED THE HELP OF ALL OF OUR CITIES AND PARTNERS IN THIS. WE ARE ALL REPRESENTING THE SAME PEOPLE. WHEN WE ARE WORKING TOGETHER. WE HAVE A MUCH BETTER CHANCE OF GETTING IT RIGHT AND GETTING MORE DONE.
THANK YOU. >> ONE MORE THING TO SAY. AS GRATEFUL AS WE ARE FOR ALL THE WORK THAT YOU DO. KNOW I PRESTON WILL BE PART OF YOU AS WELL.
>> THANK YOU. I APPRECIATE THAT.
>> WITH THAT, TALKING ABOUT TEAMWORK. WE NOW HAVE A LEGISLATIVE DATE FROM ROBBIE. AND LJ.
>> THEY WANT TO, HERE? >> YOUR PART OF THE TEAM.
>> WE SEE YOU MORE THAN WE SEE THEM. IT'S WEIRD BEING ON THE SIDE OF THE SCREEN. WHEN YOU'RE ON SAM AND HE SEE A FACE IT IS QUITE AN EXPERIENCE. TAKE YOU VERY MUCH FIRST AND FOREMOST. ON BEHALF OF OUR TEAM. IT IS ABSOLUTELY A PLEASURE AND A PRIVILEGE TO REPRESENT YOU WILL AT TALLAHASSEE. YOU KNOW IT BROKE RIGHT ACROSS THE STREET.
ALWAYS LIKE TO REMIND OF HER BODY THAT. THIS IS HOME FOR ME AND IT IS AN ABSOLUTE PRIVILEGE TO GO TO TALLAHASSEE AND REPRESENT THE CITY. AS REPRESENTATIVE SHARED, WE WRAP IT UP. A WEEK AND HALF AGO. THANK YOU FOR RECOGNIZING THE IMPORTANCE OF AND VOTE OF CONFIDENCE. HAD UP AT TALLAHASSEE TO SELECT HER AS THE LEADER FOR 2026 I BELIEVE.
[01:00:01]
KNOWING HER, SHE'S HIT THE GROUND RUNNING. GETTING TO WORK TOGETHER. I WANT TO TALK ABOUT THE APPROPRIATION WE TALKED ABOUT. IN ADDITION TO THE TWO APPROPRIATIONS THAT REPRESENTATIVE TALKED ABOUT. I WANT TO MAKE SURE WE GIVE ABSOLUTE KUDOS. ELSE AND I TALKED ABOUT THE WORK THAT WE DID TO MAKE SURE WE GET THE FLORIDA RECREATION SYSTEMS PROGRAM FULLY FUNDED EVERY YEAR. BECAUSE OF CHARI AND THE TEAM'S HARD WORK. WE HAVE $20,000 FOR --. WE ARE VERY EXCITED FOR THAT AS WELL. SO BIG KUDOS THERE.>> I WILL GO QUICKLY OVER SOME THINGS AT THE SESSION. I'M GOING TO JOIN THE PARADE OF KUDOS FOR STAFF. NANCY SHERRY JACKIE AND EVERYBODY. WE ARE ALWAYS SO RESPONSIVE ESPECIALLY WHEN RUNNING UP TO TALLAHASSEE AND WE NEED QUICK ANSWERS FIVE MINUTES AGO. IT DOESN'T MATTER WHAT TYPE OF DAY. WE APPRECIATE YOUR STAFF WORKING SO HARD. A COUPLE THINGS WE WILL TALK ABOUT MORE BROADLY AND WE WILL TALK ABOUT THE LOCAL ISSUES. IT WAS ABOUT SOCIAL MEDIA RESTRICTIONS AND CONVERSATIONS ABOUT TO BE CAUGHT OFF AND AGE OF 16 AND UNDER. I KNOW OBVIOUSLY, THAT SOMETHING WE WORKED WITH WITH SOME OF THE FAMILIES AND MENTAL HEALTH IMPACT OF SOCIAL MEDIA. WHERE THE FINE LINE IS OF WHAT IS TOO INVASIVE AND PRIVACY TAKING AWAY PARENTAL CHOICE. IT IS A TOUGH CONVERSATION BUT IT IS AN IMPORTANT ONE HAVE ABOUT YOUTH ACCESSING SOCIAL MEDIA AND THE WAYS THEY ARE RIGHT NOW.
MOVING FORWARD. ARTIFICIAL INTELLIGENCE. IT IS SUCH A COMPLICATED ISSUE. FLORIDA TOOK STEPS TO BUTTED THE EDGE A LITTLE BIT WITH ARTIFICIAL INTELLIGENCE DISCLOSURES. THEY HAVE TO PAMPER LOCAL -- POLITICAL CAMPAIGNS AND ADVERTISEMENTS AROUND THEM. 102. GROUP. ONE OF THE MOST IMPACTFUL HONORARY FLORIDIANS. STARTING THE FRIDAY BEFORE LABOR DAY WILL BE KNOWN AS JIMMY BUFFETT HIGHWAY. WE ARE HAPPY WITH THAT ONE. THERE SOME OTHER PROGRAMS LIKE LIVE HEALTHY THE PASS THIS YEAR. AT THE END OF THE DAY, WE PASSED 117.46 BILLION DUCTED -- BUDGET. VERY MUCH THAN PREVIOUS YEARS WITH A LOT MORE DISCRETIONARY FUNDING GOING TO LIVE HEALTHY. EXTRA KUDOS TO SEN. POLSKY AND ALL THE HARD WORK MAKING SURE TO GET THE PREPARATION TIGHTER. WE WILL
TURN IT OVER TO LJ. >> I CAN TALK ABOUT THE DIFFERENT GOVERNMENT BILLS PROPOSED THIS YEAR. I'M GOING TO TRY TO KEEP IT AS BIG -- AS BRIEF AS POSSIBLE. SEARED IN MY BRAIN, UNFORTUNATELY. I WANT TO REITERATE THIS SHOUT OUT TO REPRESENTATIVE --. SHE IS ONE OF THOSE REPRESENTATIVES WHO PUTS THE CONSTITUENTS FIRST AND WORKS VERY HARD TO MAKE SURE SHE'S BETTER IN HER COMMUNITY. WE ARE GRATEFUL TO HAVE A POINT OF THE CAR UP THERE AND A LEADER LIKE HER UP THERE TO WORK WITH OUR ISSUES. IT IS YOUR REPRESENTATIVES AND SENATORS THAT BRING IT HOME AT THE END OF THE DAY. WE ARE GRATEFUL TO HAVE HER AND HER HARD WORK AND ALL THE EFFORTS SHE PUTS INTO EVERYTHING. SAME WITH SEN. POLSKY AS WELL. THE WORD DUAL COMPETING HOMESTEAD PROPOSALS. THE BILL DID NOT PASS. THE BILL THAT DID PASS. IT IS HB 7017. THAT'LL GO FOR THE VOTERS IN NOVEMBER. IT'LL ANNUALLY ADJUST WITH CBI. 25,000 ON THESE TESTS VALLEY BETWEEN 50,070 5000. TO ANNUALLY ADJUSTED FOR CBI. THE OTHER ONE DID NOT PASS. IT
[01:05:09]
COULD'VE BEEN A LOT WORSE THAN IT WAS. THEY PROPOSE SOME VERY SHORT TIME FRAMES. AND THINGS WOULD'VE BEEN DEEMED AUTOMATICALLY APPROVED. THANKFULLY, WE WERE ABLE TO WORK OUT A COMPROMISE FROM THE SENATE AND WE WOULD GET THE SENATE TO HOLD STRONG ON THE COMPROMISE. THEN WHAT IT COULD'VE BEEN. ESSENTIALLY, A KIND OF HAVE THE TIME FRAMES.THERE ARE ABOUT TWO ISSUES REMAINING IN THAT THAT WE WERE HOPING TO GET RESOLVED BUT DID NOT. ONE HAD TO DO WITH PRIVATE PROVIDER LANGUAGE AND WE TRY TO KEEP IT OUT OF THE BILL. BUT IT WAS INCLUDED IN THE FINAL PRODUCT. ANOTHER PART HAS TO DO WITH IF IT IS A CONDOMINIUM , THAT IS DOWN TO 60 DAYS FOR REVIEW. THERE WERE CONCERNS EXPRESSED ABOUT THAT AS WELL. TO HAVE THAT IN MIND WAS HB 267. THE LIVE LOCAL 2.0. THAT ALSO PASSED. SB 328. THE BILL ORIGINALLY STARTED OFF AS A GLITCH BILL FOR BOTH LOCAL GOVERNMENTS AND DEVELOPERS. UNFORTUNATELY, ONE OF THE LOCAL GOVERNMENTS THE PRESIDENT DECIDED TO MOVE FORWARD WITH THE BILL THIS YEAR SPECIFICALLY DECIDED TO FILE A LAWSUIT IN THE MIDDLE OF, THE BILL HAD BEEN PROPOSED SPECIFICALLY TO ADDRESS THE ISSUE ABOUT INDUSTRIAL ZONES. WHEN THE LAWSUIT WAS FILED.
THE END OF COMING OUT OF THE BILL. NOT ALLOWED YOU TO RESTRICT THE SAR. FORT AREA RATIO. ALLOWING YOU TO RESTRICT THE HEIGHT A LITTLE BIT MORE WE CAN CONFORM MORE TO ADJACENT BUILDINGS. WHICH ENDED UP IN THE FINAL PRODUCT.
IF THE BUILDING HAS TWO OR MORE SIDES THAT ARE CONTINUOUS TO A DEVELOPMENT I BELIEVE OF 25 HOMES OR MORE. THEN YOU COULD RESTRICT THE HEIGHT. IT'LL ALLOW A LOT MORE FLEXIBILITY FOR LOCAL GOVERNMENTS. A LOT OF THOSE GOOD PROVISIONS CAME OUT OF THE BILL. AS A RESULT OF THE SORT OF BAD BLOOD THAT I'VE BEEN FALLING OUT OF THE LAWSUIT.
SOVEREIGN IMMUNITY. THE BILL DID NOT PASS. WE WERE VERY CLOSE IN AGREEMENT AND THIS MIGHT'VE BEEN THE FIRST YEAR I ACTUALLY WAS WANTING AN AGREEMENT TO HAPPEN BECAUSE NEXT YEAR, WE WILL HAVE A REALLY BIG BATTLE ON OUR HANDS.
TO MAKE YOU AWARE WE KNOW INCOMING LEADERSHIP DEFINITELY WANT SOMETHING TO HAPPEN. IT'S BEEN OVER 10 YEARS AND MAYBE 13 YEARS SINCE THE CAPS WERE RAISED. THE APPETITE IS THERE.
WE ALMOST CUT A DEAL THAT COULD'VE BEEN 300 500 K. IT WOULD HAVE RESTRICTED CPI ADJUSTMENTS. WOULD'VE INSURED THAT INCREASES COULD'VE HAPPENED IN PERPETUITY. BUT HAVE BEEN MODERATE IN PERPETUITY INSTEAD OF US HAVING TO FIGHT A BATTLE THAT WOULD'VE HAD SOME EXCESSIVE NUMBER.
THE DEAL FELL THROUGH. WE WILL HAVE A PRETTY BIG FIGHT ON OUR HANDS NEXT YEAR. THAT IS SOMETHING TO LOOK OUT FOR. I WANT TO TALK ABOUT THE CASE AND RENTALS OF COURSE. THE BILL PASSED. AS ALWAYS IT WAS A BITTER FIGHT TO THE END. WE ARE NOT GIVING UP YET. WE ARE STILL LOBBYING THE GOVERNMENT'S OFFICE TO VETO THE BILL. IF IT IS SIGNED, IT WOULD PREEMPT YOUR LOCAL ORDINANCE AND REPLACE IT WITH A ONE-SIZE-FITS-ALL REVELATORY SCHEME LIMITED AND PRESCRIBED BY THE STATE. HOPEFULLY, CAN GET THE GOVERNMENT TO DECIDE WITH US ON THAT ISSUE WE WILL CONTINUE TO WORK WITH THAT.
MUNICIPAL UTILITIES AND ALTHOUGH SOMETHING BAD THE CITY WAS SUPPORTIVE OF. IN THE BEGINNING AT LEAST ONE OF THE BILLS. NEITHER OF THE PROVISION BILLS AND A PASSING THE FINISH LINE SO KEEP IT IN MIND.
>> I'M NOT ALLOWED TO LOOK AT MY NOTES.
>> I DOUBT YOU DID. >> I DON'T KNOW THE NUMBERS YOU WERE RATTLING OFF FOR THE ACTUAL NUMBERS OR MAKING THOSE UP BECAUSE THEY WERE PRETTY GOOD.
>> I LEFT OUT WHAT I THINK IS THE MOST ANNOYING BILL THAT PASSED THIS SESSION. THAT IS THE LOCAL GOVERNMENT ACTIONS BILL. IT PASSED BUT IT COULD'VE BEEN A LOT WORSE.
THIS BILL AS YOU MIGHT RECALL FROM LAST YEAR. THE REQUIRED
[01:10:03]
BUSINESS IMPACT STATEMENTS BEFORE YOU DID CERTAIN ORDINANCE IS AND IT ALSO WOULD HAVE ALLOWED ANYONE TO CHALLENGE THAT ORDINANCE AND PUT AN AUTOMATIC STAY ON THE ORDINANCE AS THE CHALLENGE WAS WORKING THROUGH THE COURT SYSTEM. WE WERE ABLE TO WORK OUT AN EXEMPTION LAST SESSION TO SB 170. IT WOULD'VE BASICALLY COVERED ALL OF CHAPTER 160 WITH THE GROWTH MANAGEMENT CHAPTER. ANYTHING RELATED WOULD NOT HAVE FALLEN OTHER THOSE REQUIREMENTS. THIS YEAR, THEY CAME BACK AND NOBODY WOULD TELL US WHO MESSED UP AND WHAT EXACTLY THEY SPECIFICALLY DID. TO BRING THIS BILL FORWARD. HOWEVER. IT BASICALLY NARROWED THAT EXEMPTION THAT APPLIED FROM DEVELOPMENT PERMITS AND ORDERS AND AGREEMENTS ONLY. THEY DID END UP TAKING OUT THE PART THAT ALLOWED SOMEBODY TO CHALLENGE THAT AND HAVE AN AUTOMATIC STAY ON THEIR ORDINANCE. ANY ORDINANCES THATFALL UNDER THAT. >> DO YOU HAVE ANYTHING?
>> NOTHING TO ADD. I THINK YOU HAVE SOME GREAT LOBBYISTS IN TALLAHASSEE. I'M BASED IN FORT LAUDERDALE. THEY ARE SOME OF THE GREATEST LOBBYIST OUT THERE. YOU WILL KEEP YOUR JOB?
THANK YOU GUYS VERY MUCH. >> TO WRAP IT UP OR LIQUID.
NEAR AND DEAR TO ALL OF OUR HEARTS FOR THE CONSECUTIVE SESSION AND LEGISLATOR PASSED THE SCHOOL SAFETY BILL. MAKING SURE THE CONTINUE WITHOUT RESTING ON OUR LAURELS AND CONTINUE TO MAKE SCHOOLS SAFER WITH EVERY OPPORTUNITY. 180 MILLION FOR THE MENTAL HEALTH ALLOCATION. THEY LOOK AT INTENTIONALITY TO MAKING SURE THE DOLLARS GO OUT NOT JUST THE SCHOOL BUT THE COMMUNITIES AS WELL AND HIS WAY.
>> THANK YOU FOR THOSE WHO TRAVELED TO THE PRIOR DAYS.
THANK YOU FOR SHOWING ALL YOUR SUPPORT WE REALLY DO APPRECIATE
IT. >> THANK YOU FOR THE VERY GOOD PRESENTATION AND THE LOOK ON UPCOMING NUPTIALS.
>> CONGRATULATIONS. WE DO A SHOUT OUT TO SHERRY AS WELL.

THE COMMISSION MAY RECALL THAT WE HAD ON A PREVIOUS AGENDA. IT WAS DEFERREDWE HAD SOME DISCUSSION. THE COMMISSION REQUESTED IF WE COULD GET ONE OF MY LITIGATION PARTNERS TO COME TO THE MEETING TO ANSWER QUESTIONS. MY LAW PARTNER, JAMIE COLE, IS ON TEAMS. YOU CAN PROBABLY SEE THEM UP HERE. HE IS AVAILABLE TO ANSWER ANY
QUESTIONS THAT THEY COULD HAVE. >> DOES ANYBODY WANT TO HAVE A CONVERSATION REGARDING THIS? I KNOW WE TALKED ABOUT IT BEFORE.
WE WANT TO SEE HOW MANY CITIES I GUESS YOU WANT TO CONFIRM.
DID YOU CONFIRM MANY CITIES? >> I BELIEVE IT WAS 40 CITIES AND OVER 135 ELECTED OFFICIALS AT THIS POINT.
>> WE ARE CURRENTLY AT 42 CITIES WITH OVER 140 INDIVIDUAL ELECTED OFFICIALS.
>> THROUGHOUT THE STATE OF FLORIDA, CORRECT?
>> THAT IS THROUGHOUT THE ENTIRE STATE. ALL THE WAY UP NORTH AS FAR AS DESTIN AND DOWN SOUTH ALL THE WAY AS WELL.
>> I WANT TO GET UPDATES ON WAYS STAND RIGHT NOW. HE FILED A COMPLAINT. AND I MENTIONED CITIES ARE DOING THEIR DUE DILIGENCE ON -- AND DECISIONS. YOU'RE ADDING THE PARTIES.

>> WE FOUND ONE IN STATE COURT AND ONE IN FEDERAL COURT IN THE SUDDEN WAS THE SOUTHERN DISTRICT OF FLORIDA. IT IS UNDER THE RIGHT TO PRIVACY UNDER THE FLORIDA CONSTITUTION AND THE FEDERAL CASES UNDER THE FIRST AMENDMENT TO THE UNITED STATES CONSTITUTION. THE COMPLAINTS ARE BOTH FILED AND WE HAVE AMENDED COMPLAINTS THIS FRIDAY. THE ONLY CHANGES WE ARE MAKING IN THE COMPLAINTS IS ADDING ADDITIONAL PLAINTIFFS.
THEY ARE STAYING THE SAME. >> GO AHEAD?
>> WE HAD OUR RULE 26 CONFERENCE WITH THE ATTORNEYS IN THE ATTY. GEN. OFFICE AND WE ARE PRESENTING THE SUNDANCE.
WE TENTATIVELY AGREED TO TIMETABLES. WE AGREED TO GET THEM TILL APRIL 2 TO ANSWER THE TWO COMPLAINTS. WE ARE FILING A MOTION FOR TEMPORARY INJECTION IN THE FEDERAL CASE EITHER FRIDAY OR MONDAY. WE WOULD HAVE AN INJUNCTION HEARING BY THE END OF MAY AND THE FIRST WEEK IN THE END OF APRIL BY THE END OF MAY AND THE FIRST WEEK IN THE END OF APRIL
1 WEEK OF MAY. >> ONE THING BEFORE WE GET TOO FAR IN THIS FOR THE RECORD. FOR ANYBODY WHO MAY BE HERE AND WERE WATCHING. I WANT TO CONFER AND REITERATE WHAT WE'RE CONTEMPLATING. CURRENTLY, ELECTED OFFICIALS ARE REQUIRED TO FILL OUT FORMS AND LOCAL ELECTED OFFICIALS ARE REQUIRED TO FILL OUT WHAT IS CALLED FORM ONE WHICH YOU HAVE TO TELL WHO YOUR EMPLOYERS ARE? WHO THE BIG CLIENT AND THINGS LIKE THAT. WHAT FORM SIX IS. IT GOES EVEN FURTHER. HOW MANY ASSETS YOU HAVE IN YOUR HOUSE. WHAT STOCKS DO YOU INVEST IN. IT GETS VERY SPECIFIC. THERE HAS BEEN SEVERAL MANY EXACTLY THE NUMBER OF ELECTED OFFICIALS WHO HAVE EITHER RESIGNED THE POSITION BECAUSE THEY DON'T WANT TO FILL OUT THE FORM FOR PEOPLE WHO ARE HESITANT TO EVEN RUN FOR ELECTED OFFICE. BECAUSE HOW INTRUSIVE THIS PARTICULAR FORM IS. IT'S NOT THAT WE ARE TRYING TO DO A LAWSUIT BECAUSE WE WANT TO HIDE ANYTHING. WE ALREADY TELL YOU WHO WE WORK FOR AND WE HAVE MUTUAL FUNDS AND DIFFERENT RINGS LIKE THAT. FORM ONE DOES GIVE AN OVERVIEW OF SOME OF OUR FINANCIAL HOLDINGS. FORM SIX DOES GO MUCH FURTHER THAN THAT. AND AGAIN. THERE HAVE BEEN SEVERAL OFFICIALS LIKE I SAID WHO RESIGNED AND SOME WHO DON'T WANT TO RUN. WITH THIS FORM, IT PROHIBITS OR MAKES SOME PEOPLE NOT WANT TO RUN.
SOME VERY GOOD QUALIFIED CANDIDATES MAY DECIDE, I DON'T WANT TO GO TO SPAR AND TELL PEOPLE THAT I HAVE ART PIECES IN MY HOUSE OR WHATEVER. OBVIOUSLY, WE WANT TO BE TRANSPARENT TO THE RESIDENCE. LET'S BE HONEST. DOES EVERYBODY WANT TO KNOW WHAT KIND OF COMIC BOOKS AND BASEBALL CARDS I HAVE IN MY HOUSE? NOT SURE ANYBODY WANTS TO KNOW. I JUST WANT TO GIVE THAT MUCH BEFORE WE GET TOO
FAR. >> THE INJUNCTION RELIEF YOU ARE SEEKING WILL BE WHAT EXACTLY?
>> THE INJUNCTION RELIEF AND PRELIMINARY INJUNCTION IS TO ENJOY THE ENFORCEMENT OF THE SIX REQUIREMENTS FOR THE MAIN INDIVIDUAL ELECTED OFFICIALS THAT ARE PLANTAINS IN THE CAVE.
PLAINTIFFS IN THE CASE. WE WERE NOT ABLE TO HAVE THE CITY, JUST PLAINTIFFS ONLY. IN THE STATE LAWSUIT, WE WERE ABLE AND WE BELIEVE TO HAVE THE STATE, THE CITIES AS PARTIES AS WELL.
THE FEDERAL CASE FIRST IN A VARIETY OF REASONS WHEN I CAN GET INTO NOW. THE PRIOR COMMENTS, 125 ELECTED OFFICIALS. HAVE RESIGNED. BECAUSE A FORM SIX. AT THE END OF LAST YEAR. NOT ONLY DO YOU HAVE TO SAY WHAT YOU WORK FOR WITH INCOME WAS TO THE DOLLAR. YOU HAVE DISABLED THE NET WORTH WAS TO THE DOLLAR FOR THE ENTIRE COME AT THE TIME. IT DISTRIBUTED IN ANY FORM WE FOUND IN ANY OTHER STATE IN THE COUNTRY. IT'S STRICTER THAN THE FEDERAL FORM USED FOR THE PRESIDENT OF THE UNITED STATES AND VICE PRESIDENT SENATORS. IT
IS A REALLY INTRUSIVE FORM. >> GOING THROUGH THE TIMETABLES. DO YOU HAVE ANY PROJECTIONS RELATIVE TO HOW LONG THE LITIGATION MIGHT TAKE? THE BUSINESS AND FEDERAL AND

GEN.'S OFFICE. IT SEEMS LIKE EVERYONE IS PRETTY MUCH IN AGREEMENT THAT WILL NOT BE EXTENSIVE DISCOVERY SO WE ARE HOPING TO HAVE A FINAL DECISION AT THE LOWER COURT LEVEL. IN THE FEDERAL COURT AT LEAST BY THE END OF THE SUMMER. WE CERTAINLY WILL NEED A PRELIMINARY INJUNCTION HOPEFULLY TO BE OPEN TO GET THAT DURING THE PENDING LAWSUIT. IF WE GET THE SEMINARY INJUNCTION -- PRELIMINARY INJUNCTION, THEY WILL NOT HAVE TO FILL OUT THE

PREVIOUSLY. >> TO CLARIFY. THERE ARE SOME CITIES THAT THE CITY OF WESTON. ALL FIVE OF THE COMMISSIONERS SIGNED THE WAIVER FORMS. IS A LARGE NUMBER OF CITIES WITH THAT IS HAPPENED. IN SOME CITIES. ONLY ONE PERSON ASSIGNED IT. AND NONE HAVE. ONLY THE CITY HAS JOINED. IT IS COMPLETELY UP TO YOU WHETHER YOU WANT TO BE THE INDIVIDUAL NAMED PLAINTIFF. WE DO HAVE WOMEN OR INJUNCTIONS AND ALMOST LIKELY NOT APPLY TO YOU ANY HAVE TO FILL UP .6 THIS YEAR.
>> DOES ANYBODY ELSE HAVE ANY OTHER QUESTIONS?

MEMBERS AS WELL. >> I WORK A COUPLE OF ADDITIONAL QUESTIONS. GO AHEAD COMMISSIONER, SORRY ABOUT THAT.
DOES IT CHANGE THE FINANCIAL COMMITMENT FOR THE CITIES THAT ARE ADDING ON. WHAT IS THE FINANCIAL COMMITMENT AND I THINK WE HAD A QUESTION ABOUT PREVAILING PARTY ATTORNEY FEES THAT WAS APPLICABLE IN THE SCENARIO.
>> AS THE COMMITMENTS, IT IS $10,000 FOR THE CITY AND ALL THE ELECTED OFFICIALS THAT THEY WANT TO PARTICIPATE. THAT IS FOR THE TRIAL LEVEL. GIVEN THE NUMBER THAT HAVE JOINED AND WE'RE HOPING THAT THAT WILL ALSO COUNT TOWARD WILL BE ENOUGH FOR THE APPELLATE LEVEL AS WELL. WE INITIALLY ANTICIPATED WE WOULD HAVE TO COME BACK TO EVERYONE FOR ADDITIONAL FEES FOR THE APPELLATE PROCEEDINGS WHICH WE ASSUME WILL HAPPEN. WE'VE BEEN DOING A GOOD JOB OF GETTING CITIES TO JOIN AND WE HOPE THERE WILL NOT BE ANY ADDITIONAL COST FOR THE APPELLATE PROCESS. IF WE PREVAIL ON THE FEDERAL CLAIM. AS A POTENTIAL FOR RECOVERY PREVAILING PARTY ATTORNEY FEES. WE WILL GET BACK SOME PORTION OF THE FEES PAID BY THE CITY. THAT IS OBVIOUSLY NOTHING WE
CAN COUNT ON FOR SURE. >> IS THERE EXPOSURE ON THE
FLIPSIDE? >> WHENEVER YOU FILE A LAWSUIT.
IF YOU LOSE, YOU CAN BE LIABLE FOR COSTS AND IN THIS CASE, THE COST WILL BE NOMINAL. THERE'S REALLY NOTHING WERE NOT HAVING LARGE NUMBER OF DEPOSITIONS AND WE CAN FILE COMPLAINTS. THERE WAS NO COST. FOR FILING FEES OR ANYTHING LIKE THAT. IN THE FEDERAL CASE. IT IS ATTORNEY FEES .
WE ARE ENTITLED TO ATTORNEY FEES. IF WE LOSE.
THEORETICALLY. THE DEFENDANT COULD BE ATTORNEY FEES IF THEY CAN SHOW THAT THE CLAIM IS FRIVOLOUS. ARE HEART STANDARDS. THERE'S NOT MUCH CHANCE OF THAT HAPPENING.
THERE'S ALWAYS SOME CHANCE BUT IT IS VERY SMALL.
[01:25:01]

AMENDMENT? >> THERE COULD BE ANOTHER AMENDMENT AT SOME POINT IN THE FUTURE. WHICH TRY TO GET EVERYBODY IN ON THIS ONE. I HAVE A FEELING MOORE WILL BE JOINING AS TIME COME ON. TO .
>> I ASSUME THAT IS CORRECT. LIKE A SAID.
>> A LOT OF CITIES MAY JOIN AFTER US. TO I'VE SEEN THE LIST AND I DON'T THINK IT WAS AS INCLUSIVE OF EVERYONE.
>> WESTON AND PEARL SPRINGS, ET CETERA. A NUMBER OF CITIES
ARE ALL ON THE LIST. >> YOU'RE UP. WE CAN ARGUE BACK AND FORTH WITH THE FORM. SCHOOL BOARD MEMBERS FILL OUT THE FORMS. COUNTY COMMISSIONERS CONSTITUTIONAL OFFICERS. I FILLED IT OUT PREVIOUSLY WHEN I RAN FOR THE SCHOOL BOARD. IS IT INVASIVE? I'VE GONE I LOOKED AT THE FORMS THAT ARE FILED. WITHOUT NAMING NAMES. THE WIND MEASURE. NOBODY IS SCRUTINIZING THE FORM UNLESS YOU ARE IN PROBABLY AN ELECTION BALANCE AND SOMEBODY WANTS TO SIT IN SOMETHING. THIS IS AN INDIVIDUAL ISSUE. TO EXPAND CITY DOLLARS. I JUST CANNOT SUPPORT IT.
>> I DON'T DISAGREE IN PRINCIPLE. I DO HAVE CONCERNS ABOUT WHO MAY OR MAY NOT RUN. WERE NOT DOING THIS FOR US TODAY. WE ARE DOING THIS FOR COMMISSION FOR YEARS FROM NOW.
THAT'S THE ONLY CONCERN I HAVE. IT'S NOT GOING TO MAKE OR BREAK ONE WAY OR ANOTHER. ARE WE DOING IT FOR OURSELVES OR FOR THE CITY AS A WHOLE TO MAKE SURE WE ARE PROTECTING THE CITY FROM HAVING TO DO SOMETHING THAT WE FEEL ? BECAUSE SOMEBODY ELSE DOES IT DOESN'T MEAN I NEED TO DO IT.
OR IT'S RIGHT. NOT EVERYBODY VOTED FOR IT AGREES WITH THE TO WORK WITH THE STATE LEGISLATURE TO SEE IF THERE'S SOME WAY TO BALANCE IT. IF YOU GUYS WILL PUT THIS IN PLACE, YOU GUYS SHOULD FILE THE FORM. THEY ARE APPOINTED AND NOT ELECTED. I THINK THERE IS POTENTIALLY A BALANCE THAT IS OPPOSED TO GOING THE LEGAL ROUTE. WHICH ONE OF THE SENATORS IN THEIR APPROPRIATIONS COMMITTEE AND I DON'T WANT TO SEE THREATENED. AND THEY SAID ANYBODY THE FILES DOESN'T , I'M NOT GOING TO GIVE THEM THE APPROPRIATION.
THAT'S ONLY ONE SENATOR. THERE ARE OTHERS HAVE HAD CONVERSATIONS WITH A DEGREE. AND THEY KEEP, AGAIN. NOT
MAKING PROMISES. >> THERE CAN BE IN
[01:30:08]
CONVERSATION. I AGREE WITH JAMIE'S POINT. OTHER STATES HAVE THRESHOLDS. UNNECESSARILY , NOT NECESSARILY HOW MUCH MONEY YOU MAKE. THEY'RE NOT ASKING FOR SPECIFICS.>> I DON'T DISAGREE WITH THAT WHOLE WORKING WITH THEM. WE ARE HAVING THE CONVERSATION. UNFORTUNATELY WE ARE HAVING THE CONVERSATION THROUGH LAWSUIT BUT WE ARE HAVING THE CONVERSATION. THEY'RE NOT HEEDING THE FACT WE ARE PLACING THE LAWSUIT AND NOBODY'S COME BACK. LET US RETHINK THIS. IT WOULD'VE BEEN VERY EASY FOR THE LEGISLATURE TO COME NOW KNOWING REDOING THE LAWSUIT. LET'S TAKE A LOOK AT THIS. WE PUSH THAT OFF AND MAYBE WE WILL DO THRESHOLDS. THERE IS NO
APPETITE FOR THAT. >> IT IS A COLLECTIVE THING.
FOR THE STATE TO RUDE. ELECTED OFFICIALS SITTING ON THE SAME DATE AS WE ARE DECIDING THEY DON'T WANT TO FILL OUT THE FORM AND THEY LEFT OFFICE AS A RESULT OF THAT. IT'S PUTTING A CURB ON HOME RULE. EVISCERATING OUR ABILITY TO INDIVIDUALLY AND COLLECTIVELY DO OUR JOBS AT THE CITY LEVEL.
NOW'S THE TIME TO ACT AND GET ON BOARD AND TO DO TO PUSH THAT OVER THE TOP. I SEE THIS AS A COLLECTIVE THING. AND DEMONSTRATED LEGISLATURE THEY CANNOT CONTINUE TO OFFICER AT
HOME RULE. >> THE PERSONAL COMPONENT TO ME ARE GREATLY OUTWEIGHED BY COMMISSIONER CUTLER HITTING THE NAIL ON THE HEAD. HOME RULE IS CONTINUING TO BE ERODED. NOT ONLY IS IT A FIGHT BUT TO TAKE THE POSITION LOBBIED ELECTED OFFICIALS TO REVISE THIS. THAT IS AN UPHILL BATTLE BECAUSE THEY MADE A DECISION. LOBBYING IS A DIFFERENT SCHOOL BECAUSE WE ALREADY SIGNIFICANT HIS ADVANTAGE. IN A COURT OF LAW. THERE WAS NO UPPERHAND OR OTHERWISE. IT IS BASED OFF THE LAW. WHAT REALLY NEEDS TO BE HIGHLIGHTED HERE AND WHAT SHE MEANS TALKING ABOUT. THE NATURE OF THE CLAIM IS BASED OFF OF CONSTITUTIONAL RIGHTS. WE ARE NOT WORRIED ABOUT PROTECTING FOR OUR SELF INDIVIDUALLY BUT ALL THE RESIDENTS OF OUR COMMUNITY. A FIGHT LIKE THIS IS AN EXTREME EXAMPLE OF PEOPLE EITHER TAKING A STAND AGAINST SOMETHING THEY DISAGREE WITH IN TERMS OF THE GOVERNMENT OVERSTEPPING AND OVERREACHING.
AND LETTING THE LAND CONTINUE TO BE PUSHED WHEN YOUR RIGHTS CONTINUE TO BE MINIMIZED OR EVEN ELIMINATED ALTOGETHER.
THAT SHOULD NOT BE THE FOCUS OF THIS. SO MANY THINGS HAVE TAKEN ON THIS POSITION. BASIS FOR THE BIGGER PICTURE. THAT'S THE LEGAL VIEW ON THE LORI AND ME. HOW MANY TIMES THE GOVERNMENT HAS TRIED TO TAKE ACTION THAT IS GOING TO ULTIMATELY BE THE DETRIMENT OF INDIVIDUAL CITIZENS. SOMETIMES THE GOVERNMENT PREVAILS AND SOMETIMES THEY DON'T. UNLESS THE CITIZENS FIGHT FOR WHAT THEY BELIEVE IN. THERE IS NO CONVERSATION IN THE GOVERNMENT CAN DO WHATEVER THEY DO. THEY WANT TO DO SOMETHING ELSE AND BECOMES A SLIPPERY SLOPE. FOR THAT REASON, I WOULD BE IN FAVOR.
>> I ONE AT A COUPLE THINGS. MY FUNDAMENTAL PROBLEM WITH THIS ASIDE FROM THE FACT THAT I DON'T BELIEVE ALCOHOL TO THE SOLUTION THAT REQUIRED WHEN. CHANGING THE RULES IN THE MIDDLE OF THE GAME WHICH I MENTIONED 125 FOLKS IS TO RESIGN FROM OFFICE BEFORE THE REQUIREMENT WHEN IT'S WITH. I
[01:35:04]
HAVE A FUNDAMENTAL PROBLEM WITH THAT. THAT IS A POINT IN YOUR MOTION PAPERS. WHEN YOU SIGNED UP TO RUN FOR THE SCHOOL BOARD, UNIT WITH THE REQUIREMENTS ARE AND HE FILLED OUT THE FORMS TO PUT YOUR HAT IN THE RING KNOWING WHAT YOU HAVE TO DO IN ORDER TO ENSURE THAT SEED. IN MANY RESPECTS, IT IS CHANGING THE RULES AND LITERALLY THE MIDDLE OF THE GAME FOR SOME TOWARDS THE END OF THE GAME FOR OTHERS. MANY ELECTED OFFICIALS CHOSE TO RUN FOR PUBLIC OFFICE IN THE LOCAL MUNICIPALITY. I FIND IT TO BE DISINGENUOUS IN TRYING TO SOLVE THE PROBLEM.AND PROBLEMATIC FOR THAT REASON ALONE. I WOULD BE IN FAVOR OF THIS. GOING BEYOND THAT, I DO AGREE WITH MY COLLEAGUES. THIS IS MORE THAN INDIVIDUAL ISSUES. IBU THIS IS MORE OF AN INDIVIDUAL ISSUE. WE HAVE IN MANY CITIES, OUR OWN INCLUDED. WHEN WE HAVE ELECTED OFFICIALS STEP UP TO SERVE THEIR COMMUNITIES. NOT FOR THE DOLLARS INVOLVED WITH THE POLITICAL LAUNCHING PAD. BECAUSE, IT IS AN OPPORTUNITY TO GIVE BACK TO THE COMMUNITIES THEY LIVE AND LIVE IN AND WHERE CAN AND RAISE THEIR FAMILIES IN. GETTING TO THE ROOT OF A PROBLEM THAT SHOULD BE SOLVED WITH REVAMPING FORM ONE AND CREATING ANY ITERATION OF FOUR AND SIX. I WORRY HE WILL HAVE A PROLONGED DETERIORATION IN THE CALIBER OF FOLKS WHO WANT TO STEP UP WITH THESE POSITIONS. WHEN THEY ARE HAVING THESE DISINCENTIVES AND STEPPING UP AND SERVING. WITH THAT WITH THE HOME RULE ISSUE. I DO NOT APPRECIATE IT REQUIRES INDIVIDUAL SIGNING ON AND I WORKED FOR LARGE COMPANIES AND I WILL HAVE TO RUN IT UP THE FLAGPOLE. THOSE
ARE MY CONCERNS. >> DOES ANYBODY WANT TO MAKE A

[01:40:03]
>> THESE ARE THE DESIGN GUIDELINES AND IT TOUCHES UPON AND I UNDERSTAND THEY WILL RAISE THIS ISSUE. AT STRATEGIC PLANNING WITH REGARD TO THE LIFETIME. I HAD A DISCUSSION WITH NANCY AND STUFF IN OUR INDIVIDUAL 101. I CONTINUE TO BE OF THE DESIRE TO HAVE FIVE OF FIVE BE INVOLVED IN THE VISIONING AND CONCEPTUALIZE THE PLANNING OF THE ENTIRE PROPERTY IN PARCELS WE PURCHASED. ON THE GOLF COURSE INCLUDING THE CLUBHOUSE PROPERTY. THEY GATHER THE GUIDANCE ON THE FISSION AND WHAT THE OPTIONS ARE. WHERE WE SHOULD GO WITH THE OPTIONS ARE AND SHOULD WE CHOOSE TO GO THAT ROUTE. I UNDERSTAND IT IS A DESIGN GUIDELINE. BUT THEY VIEW IT AS PART AND PARCEL OF ALL THOSE THINGS. WE HAD DISCUSSIONS ABOUT THE CONNECTIVITY BETWEEN THE PARCELS AND ALL OF THAT WITH NANCY. WHO WAS EXPLORING ALL THE ISSUES WITH EACH ONE AND I GREATLY APPRECIATE. I DON'T KNOW IF IT'LL COME BACK. WITH DESIGN GUIDELINES FOR THE VILLAGE. OR FOR THE OTHER PARCELS.
>> THIS'LL BE DESIGN GUIDELINES FOR ANYTHING. THIS WOULD NOT PRECLUDE ANYTHING THAT HAPPENS AT ANY PARCEL.
THIS IS DESIGN GUIDELINES IN GENERAL WHICH WILL LEAD TO
ZONING CODE . >> KEEP IN MIND THE OTHER PARCELS IN THE CITY OF CROSS RANKS.
>> THERE WILL BE NO DESIGN GUIDELINES AND CORAL SPRINGS.
>> THIS IS STRICTLY WORKING ON PARKLAND DESIGN GUIDELINE. WE HAVE TO UNDERSTAND THE 8 ACRES THAT ARE IN COOL SPRINGS.
THESE WOULD NOT NECESSARILY , WE HAVE TO WORK TOGETHER WITH CORAL SPRINGS AND AT THE MOMENT THEY DON'T 8 ACRES. THAT IS ATTACHED TO THE BILL SO THEY CAN TECHNICALLY SAY WERE NOT IN FAVOR OF THOSE DESIGN GUIDELINES. FIVE OF FIVE IS WORKING ON AS FAR AS THE CLUBHOUSE LOCATION. THIS DOESN'T PRECLUDE THEM FROM CONTINUING THAT WORK.
>> IT IS DOWNTON. IT IS IN THE CITY OF CORAL SPRING. NOT IN THE CITY PARKLAND. WE WILL BE ABLE TO WORK TOGETHER. WE CANNOT TELL THEM THAT IS DEFINITIVELY WHAT THEY HAVE TODAY. WE KNOW HOW THE INTERCITY PROCESS WORKS BUT WHETHER THERE IS PROPOSE GUIDELINES THAT WE SUGGEST FOR ADOPTION. THOSE ARE MY THOUGHTS.
>> IF THEY DECIDE TO ACCEPT THOSE, THEY ACCEPTED. I'M NOT SAYING THERE WOULD BE AN ISSUE. I THINK THEY WOULD WORK TOGETHER HAND-IN-HAND. THESE ARE DESIGNED GUIDELINE TO TAKE THE NEXT STEP TO START BUILDING CODES AND ZONING CODES AND
THOSE TYPE OF THINGS. >> BECAUSE WE OWN THE LAND AND WE CONTROL THE FRONT OF IT. WE CONTROL THE DESTINY OF THE PROPERTY AND WHO WE WANT TO SELL IT TO AND WITH A SUBMIT AN
APPLICATION TO PUT THERE. >> WE OWN THE LAND AND WE CANNOT DEFINITIVELY OFFER ZONING APPROVAL AND BUILDING
>> IF WE TRY TO SELL TO SOMETHING THE CORAL SPRINGS IS NOT IN FAVOR OF. THERE WOULD BE CONTINGENT UPON THAT THEY CAN GET APPROVAL FROM CORAL SPRINGS.
>> I THINK WE'RE ALL ON THE SAME PAGE. DID YOU HAVE
ANYTHING ELSE? >> THAT WAS IT.
>> YOU'LL BE PLEASANTLY IMPRESSED. THEY TAKE SUCH
[01:45:09]
GRANULAR LEVEL OF DETAIL. THEY WERE APPROVING THE PROCESS.NOT THE GUIDELINE. >> THIS IS A BROAD STROKE . IT GOES THROUGH THE ZONING OFFICE IN PLANNING AND ZONING. COMES BACK TO US AND GOES BACK. THESE ARE NOT THE GUIDELINES. THESE ARE GENERAL WHAT WE ARE PROVING HERE TONIGHT. TO APPROVE FIVE OF FIVE TO BEGIN THE PROCESS. THIS IS A 12 MONTH PROCESS. THIS IS NOT SOMETHING WE WERE.
>> IF I MAY BRIEFLY. IN ADDITION TO THE DESIGN GUIDELINES. WE WORK WITH COMPLETE CITIES TO ESTABLISH A NEW ZONING DISTRICT FOR CODE LANGUAGE TO SUPPORT THE DESIGN GUIDELINES AS THEY ARE DEVELOPED BECAUSE IT'LL BE THE BACKBONE OF THE INSTRUCTIONS THAT CARRIES
FORWARD THE DESIGN GUIDELINES. >> THIS DOESN'T NECESSARILY HAVE TO DO WITH THIS. I WANT TO MAKE SURE IT IS STRATEGIC PLANNING PEOPLE HAVE A CONVERSATION ABOUT DOING THE RFQ FOR THE DEVELOPERS PRIOR TO THE RFP. I KNOW WE TALKED ABOUT IT. NOW . PERFECT. I DON'T REMEMBER. I KNOW BOB SET IN MOTION AND CAN SECOND. ANYBODY FROM THE PUBLIC? SEEING NONE, WE HAVE A MOTION BY MR. MAYERSON.
>> COMMISSIONER MAYERSON. VICE MAYOR ISRAEL. MAYOR WALKER.
IT PASSES UNANIMOUSLY. >> THIS WOULD LAST A YEAR. HE IS TERMED OUT IN NOVEMBER. LET ME TO ADAPT TO HELP YOU. I'M STILL ON THE BOARD BECAUSE I'M THE MEDIA PAST PRESIDENTS.
I'M STILL ON THE BOARD. IN THAT TRANSITION. I AGREE WITH YOU TO A POINT. I'M NOT OFFENDED. TWO POINT SOMEBODY ELSE WHO WILL THEN GET UP TO SPEED AS OPPOSED TO COMING NOVEMBER. ALL OF A SUDDEN, WHO DO WE APPOINT? SOMEBODY GETS UP TO SPEED? SO I'M FINE WITH WHATEVER WE DECIDE. WE CAN CONTINUE TO POINT AND HAVE A GO AT IT. WE CAN GO IN ANOTHER
DIRECTION AND APPOINT SOMEBODY. >> I AGREE.
>> WE WILL HAVE TO ELECTED OFFICIALS.
>> FROM A PRACTICAL STANDPOINT. IF WE WOULD'VE A POINT COMMISSIONER MAYERSON. WE COULD HAVE AN ALTERNATE AND SOMEBODY ELSE FILL IN AND HAS STATED AFTER THE ELECTION. IS
THAT RIGHT? >> YES. LET'S SAY I WAS APPOINTED IN THE ALTERNATE WAS THE MAYOR OR VICE MAYOR. ONCE I'M NO LONGER AN ELECTED OFFICIAL, HE WOULD AUTOMATICALLY BE IN THAT POSITION.
>> HOWEVER THE REPRESENTATIVE HAS CHOSEN, THAT OPTION. NOT TO HAVE SOMEBODY START FROM THE INSTALLATION.
>> IF NOBODY WANTS TO DO IT, I WOULD LIKE TO BE THE APPOINTMENT IF NOBODY WANTS TO.
>> THE MOTION TO APPROVE. >> I DON'T WANT TO STEP ON YOUR TOES BECAUSE I KNOW YOU ARE ALREADY DOING THAT STUFF.
>> DO WE WANT TO POINT AND ALTERNATES? WE HAVE TO DO A ONE AND A SECOND. WE NEED A FIRST ALTERNATES. RIGHT NOW, THE SECOND ALTERNATE IS VICE MAYOR.
>> WILL HE BE FIRST? YOU'LL BE FIRST ALTERNATES. AND THEN WE NEED A SECOND ALTERNATE. I SUGGEST COMMISSIONER BRIAN.
SINCE WE KEEP IT FOR THE NEXT YEAR. BEFORE YOU ARE OUT. ALL
RIGHT. >> DOWN THE CAVEAT THAT IS

>> THANK YOU. >> COOPER CITY, IT IS THE BSO CITY. TRAGEDY THAT HAPPENED IN THE SCHOOL ZONE. CORRECT?
>> I DON'T HAVE THE DETAILS IN THE SCHOOL ZONE.
>> COULD BE WRONG. BUT I BELIEVE IT WAS IN THE SCHOOL ZONE. IT WAS DOING SCHOOL OR WHATEVER IT MAY BE. I DON'T THE SPECIFICS AS FAR AS WHAT I READ AND I DON'T NEED TO GET INTO IT. JUST THE IMPORTANCE OF PEDESTRIANS BUT MOTOR VEHICLES BEING AWARE. ESPECIALLY CYCLISTS AND SCOOTERS THAT ARE WRITING IN THE AREA SLOW DOWN A LITTLE BIT AS OPPOSED TO SPEED THRILLING BECAUSE YOU NEVER KNOW WHAT WILL HAPPEN. HOWEVER
