>> MOTION TO APPROVE. >> WE HAVE A MOTION BY
[5. Comments from the Public on Non-Agenda Items ]
COMMISSIONER MAYERSOHN, SECONDED BY COMMISSIONER BRIER.IT PASSES UNANIMOUSLY. COMMENTS FROM THE PUBLIC ON NON-AGENDA ITEMS. IS THERE ANYONE FROM THE PUBLIC WHO WISHES TO SPEAK ON A NON-AGENDA ITEM? SEEING NONE, WE WILL GO TO THE COMMISSION. WE WILL START HERE.
>> I AM GOING TO BE VERY BRIEF. I JUST WANT TO THANK ALL OF YOU, STAFF, EVERYONE WHO HAS REACHED OUT TO ME, REGARDING THE PASSING OF MY MOM. I CANNOT SAY ENOUGH, THE SUPPORT . YOU REALIZE THERE COMES A TIME , WHEN YOU GET THE SUPPORT. THANK YOU. I KNOW , EVERYONE ELSE DID. I GREATLY APPRECIATE IT. I THANK YOU FOR THAT, THOSE ARE MY COMMENTS.
>> OBVIOUSLY, OUR CONDOLENCES. IT IS HARD TO LOSE .
COMMISSIONER CUTLER? >> SINCE OUR LAST MEETING ON 77, SEVERAL OF US HAVE HAD AN OPPORTUNITY TO ATTEND ON THE 8, THE REMEMBRANCE CEREMONY FOR THE TRAGEDY AT MSD. WE WERE CALLED TO PLACE BUTTERFLIES TO MEMORIALIZE THE VICTIMS. AND THEIR CITY POET LAUREATE READ HER WONDERFUL COMMEMORATIVE POEM. AND MEMBERS OF THE COMMISSION PARTICIPATED. IT WAS A VERY LOVELY AND MOVING GESTURE ON THE PART OF OUR SISTER CITY. AND THAT WAS VERY MUCH APPRECIATED ON FEBRUARY 12TH , PARKLAND HELD THE MEETING OVER AT THE MALL BACK GRILL . AND WE HAD A VERY GOOD TALK WITH ANTHONY SOROKA, ALONG WITH HIS LAW PARTNERS, ON THE NEW REQUIRED FORM SIX AND THE POTENTIAL FOR CITIES TO JOIN IN, IN LITIGATION, ON THAT ISSUE. YESTERDAY, AS REPORTED ON THE EMAIL BLOG, 74 ELECTED OFFICIALS HAVE SUED THE STATE, CHALLENGING A NEW LAW REQUIRING MUNICIPAL ELECTED OFFICIALS TO FILE A MORE DETAILED DISCLOSURE FORM THAT THEY SAY IS HIGHLY INTRUSIVE AND REQUIRES MAKING PUBLIC PRIVATE INFORMATION, UNRELATED TO THEIR DUTIES BUT IT IS AN UNWELCOME INTRUSION INTO THE PRIVACY OF THESE OFFICIALS. THE AIRING OF PERSONAL PRIVATE DETAILS CAN MAKE OFFICIALS TARGETS OF ROBBERY, THEFT, AND EXTORTION. THE FINANCIAL DISTORTION -- DISCLOSURE DOES NOT MELIORATE CONFLICTS AND DOES NOT INCREASE CONFIDENCE BUT I AM HOPING THAT ANTHONY CAN FILL US IN ON THE RESPONSES TO THIS, IF THERE HAVE BEEN ANY FROM THE PUBLIC. AND WE WANT TO KNOW WHETHER IT IS COMING BACK ON OUR AGENDA FOR FURTHER DISCUSSION ON FEBRUARY 14TH, I WANT TO THANK MARJORY STONEMAN DOUGLAS FOR THE AMAZING FIRST RESPONDERS BREAKFAST, WHICH WE ATTENDED. THEY DID AN ABSOLUTELY SUPER JOB OF MAKING THE FIREFIGHTERS FEEL WELCOME AND APPRECIATED, NOT JUST FOR WHAT THEY DID THAT DAY, BUT FOR WHAT OUR BRAVE MEN AND WOMEN DO EVERY DAY TO KEEP US SAFE. I HAD A CHANCE TO WALK OUT TO THE GARDEN, WHERE MANY STUDENTS WERE PARTICIPATING AS PART OF THEIR DAY OF SERVICE. THEY ARE THE EDUCATORS WHO ARE THE DRIVING FORCE BEHIND MAKING THE GARDEN TRULY A THING OF BEAUTY TO A SPECIAL SHOUT OUT TO ROXANNE ROCKY, ALSO LARGELY RESPONSIBLE FOR ALL OF THE WONDERFUL PAINTED ROCKS IN THE GARDEN, THAT WAS FOLLOWED BY AN EMOTIONAL SERVICE, WHO LAID FLOWERS FOR OUR FALLEN 17. AND WE WENT OVER FOR A MEMORIAL
[00:05:04]
SERVICE AT EAGLES HAVEN , WITH ALL KINDS OF ACTIVITIES PROMOTING MENTAL HEALTH AND HEALING. THAT WAS CAPPED BY THE RELEASE OF 17 WHITE DOVES. THERE WAS A MEMORIAL SERVICE OUTSIDE OF THE TREE, PLANTED IN COMMEMORATION OF THE EVENT. AT 5:30, THERE WAS A MEMORIAL EVENT AT THE PINE TRAILS AMPHITHEATER. I WANT TO THANK THE CLERGY COALITION IN NORTHWEST BROWARD, LED BY RABBI BRAD BACHMAN AND PASTOR RANDALL COTTER. THEY, AND ALL OF THE PARTICIPANTS, PROMOTED HEALING AND UNITY IN OUR DIVERSE COMMITTEE. KUDOS TO CHRISTINE GARCIA AND HER TEAM, AND FELICIA TRAINOR, WHO CLOSED THE EVENING WITH A POIGNANT LIGHTING FACILITY, DOING AN OUTSTANDING JOB UNDER DIFFICULT CIRCUMSTANCES. IT WAS ALL VERY MUCH APPRECIATED ON FEBRUARY 17TH, I HAD A CHANCE TO ATTEND THE ORANGE RIBBONS FOR JAMIE GUTTENBERG GALA, RAISING FUNDS FOR THEIR NEW INITIATIVE, IN PARTNERSHIP WITH THE MOSS CREEK GOLDEN DOODLES, PROVIDING PUPPIES TO ELIGIBLE FAMILIES DIRECTLY AFFECTED BY GUN VIOLENCE. THIS PROGRAM HONORS FRED AND JENNIFER'S DAUGHTER JAMIE BY REMEMBERING HER LOVE FOR DOGS AND HER PASSION FOR HELPING OTHERS. ON FEBRUARY 19TH, I ATTENDED THE FUNERAL AND WENT TO SEND MY CONDOLENCES TO THE FAMILY OF LARRY, HE AND HIS WIFE VIVIAN ARE LONGTIME RESIDENTS OF THE MAY FEAR -- MAYFAIR DEVELOPMENT. HE WAS A CROSSING GUARD AND DEDICATED MEMBER OF A CONGREGATION FOR MANY YEARS TO MY CONDOLENCES TO HIS FAMILY. YESTERDAY, I ATTENDED THE PARKLAND CHAMBERS TRIVIA NIGHT. THEY HAD AN EVENT AT THE BRAVO PERUVIAN RESTAURANT.IT WAS WELL ATTENDED. THANK YOU TO CINDY KAUFMAN AND HER ORGANIZATION FOR A GREAT EVENING EVENT AND TO ALL OF THE WONDERFUL COMMUNITY PARTNERS WHO ATTENDED. FINALLY, I WOULD LIKE TO GIVE A SHOUT OUT TO DECCA AND OUR MANY COMMUNITY MEMBERS WHO HAVE VOLUNTEERED TO ASSIST THE KIDS BY JUDGING THE COMPETITIONS BEFORE THE KIDS BLAST OFF TO ORLANDO. I JUDGED YESTERDAY, AND EVERY TIME I DO IT, IT RENEWS MY FAITH. GOOD LUCK AT STATE, AND NEXT TIME AT THE INTERNATIONAL
COMPETITION. >> THANK YOU. COMMISSIONER
BRIER ? >> THANK YOU, MAYOR. I WANT TO FIRST EXPRESS MY CONDOLENCES . UNFORTUNATELY, A LOT OF US ON THIS DAIS KNOW HOW PAINFUL THE PROCESS IS. AND OUR HEARTS REMAIN WITH YOU. I JUST WANT TO THANK OUR COMMUNITY, I WANT TO THANK THE FOLKS AT EAGLES HAVEN, AND ALL OF OUR FIRST RESPONDERS, THE VERY 14TH IS A VERY TOUGH DAY FOR OUR COMMUNITY . IT IS A TOUGHER DAY FOR THE FAMILIES DIRECTLY IMPACTED BUT EVEN THE COMMUNITY MEMBERS ON THE OUTSIDE OF THAT AND ALL OF OUR STAFF I MEAN, OUR STAFF LIVES HERE, THE CITY MANAGER, THEY WERE HERE THAT DAY, THEY LOVE THEIR CITY.
THANK YOU TO NANCY AND THE STAFF FOR ORGANIZING A MOMENT OF SILENCE AND THE CEREMONY THAT WE HAD HERE AT THE CITY.
THE FIRST RESPONDERS BREAKFAST. IT WAS SO NICE TO SEE OUR TRUE HEROES GET CELEBRATED THANK YOU TO ALL OF THE STUDENTS AND STAFF, FOR BSO FOR THEIR ATTENDANCE, AS WELL AS PARKLAND SPRINGS FIRE DEPARTMENT AT EAGLES HAVEN IS A TREMENDOUS AMOUNT OF GOOD WORK IN OUR COMMUNITY, WE HAD THE YOUTH AMBASSADORS TALKING ABOUT THE WAYS THAT MAYBE WE CAN GET THE MORE ENGAGED WITH THE YOUNG PEOPLE. FOR MENTAL HEALTH, AND FOR THE SUPPORT FOR THE COMMUNITY ALL AROUND, IT IS A RESOURCE THAT WE SHOULD BE TAPPING INTO. AND THE CEREMONY AT THE AMPHITHEATER WAS A WONDERFUL AND TOUCHING EVENT.
AND WE HAD A SUPERSTAR FROM OUR PARKS AND REC DEPARTMENT, SPEAKING AT THAT EVENT. GREAT JOB ALL AROUND BY OUR STAFF .
THE NORTHWEST CEO, NORTHWEST COUNCIL ELECTED OFFICIALS MEETING, THANK YOU ANTHONY AND YOUR FIRM FOR THE PRESENTATION, I THOUGHT IT WAS A GOOD DIALOGUE AND GOOD FOOD AS WELL. WE HAVE, WE HAVE, I AM ALWAYS A FAN OF THAT. WE HAVE THE PARKLAND SOCCER PICNIC COMING UP, I KNOW SOME OF US WILL BE THERE, HOPEFULLY THEY WILL BE HANDING OUT TROPHIES.
PARKLAND SOCCER, I REMEMBER WHEN IT STARTED OUT OF THE BACK OF A MINIVAN, NEXT TO THE TRAILER THAT WAS OUR POLICE STATION. IT IS AMAZING TO SEE HOW MANY KIDS ARE PART OF THE
[00:10:07]
PROGRAM NOW AND ALL OF THE FAMILIES OUT THERE ON SATURDAY, WITH PARKLAND TAKING OFF, OPENING DATE, WE ARE LOOKING FORWARD TO THAT, THE CHALLENGER BASEBALL PROGRAM IS AMAZING.AND THEN, JUST UPCOMING, OUR RESIDENTS, MARCH 9TH, THE PARKLAND BAY AND PARADE. KEEP THAT DATE CIRCLED ON YOUR CALENDAR, THE CITY BROUGHT BACK PARKLAND THEY , LAST YEAR, A TREMENDOUS EVENT AND WE ARE GOING TO HAVE IT AGAIN THIS YEAR, A GREAT COMMUNITY BONDING EVENT AND A FUN DAY ALL AROUND
SO WITH THAT, THANK YOU, MAYOR. >> THANK YOU, COMMISSIONER .
COMMISSIONER ISROW? >> BOB, WORTH REPEATING, THIS IS SOMETHING A LOT OF ORGANIZATIONS SAY. THIS PLACE DOESN'T FEEL LIKE A FAMILY. I HOPE THAT YOU WILL REMEMBER THAT ALL OF US ARE HERE TOGETHER. WHATEVER YOU NEED, WE GOT YOU. THEY VERY 14TH , I MEAN, EVERYONE HAS ALREADY SAID IT VERY ELOQUENTLY. I WILL NOT BELABOR IT. THE EVENTS THAT TAKE PLACE ALL HAVE SUCH A UNIQUE FIELD TO THEM. I THINK THAT THE COCONUT CREEK, YOU KNOW, GIVING VERY STRONG WORDS. I GIVE A LOT OF COMMITMENT TO THEM, THOSE WHO LOST THEIR LIVES, THE MEMORY LIVES ON. I APPRECIATE THAT.
WE TALK ABOUT THE CITY OF PARKLAND A LOT, BUT A LOT OF NEIGHBORING CITIES HAD A LOT OF IMPACT AS WELL. IT IS GOOD WHEN WE ARE ABLE TO FIND THAT COMMUNITY OUTSIDE OF OUR OWN CITY, IN TERMS OF THE VERY 14TH EVENTS, THE FIRST RESPONDERS BREAKFAST, ALWAYS AMAZING TO SEE. WE ARE GIVING LOVE TO PEOPLE WHO WE SHOULD BE GIVING MORE LOVE TO MORE OFTEN.
ESPECIALLY THE DOGS WHO SHOW UP AND GET MORE BREAKFAST THAN MOSTLY ANYONE ELSE. AND THE EAGLES HAVEN EVENT, YOU KNOW TO BASICALLY TAKE ALL OF THE INDIVIDUALS AND FIND SOMETHING MEANINGFUL TO THEM ABOUT WHO THEY ARE AND TO BREATHE LIFE INTO THAT AND LET EVERYONE EXPERIENCE A MEANING THAT IF THEY REALLY COOL WAY, PROBABLY THE SECOND TO THE RELEASING OF THE DOVES, WHICH IS KIND OF THE MOST TOUCHING OUT OF ALL OF IT, AND THE CITY OF PARKLAND COMMEMORATION. IT IS NOT EASY TO HAVE THIS IN A WAY THAT LETS PEOPLE GET OUT THE EMOTIONS THEY NEED WHILE ALSO FINDING THE SUPPORT THEY ARE LOOKING FOR AND I THINK THE CITY OF PARKLAND DOES A VERY GOOD JOB OF THREADING THAT NEEDLE IN A VERY SPECIAL WAY.
THANK YOU STAFF, THAT IS A LOT OF WORK AND I THINK IT IS VERY IMPORTANT WORK. SPEAKING OF EVENTS. COMING UP MARCH 3RD, IT IS FOR THE SCOTT J BIEGEL FOUNDATION, IT TENDED TO -- INTENDED TO SERVE KIDS WHO HAVE BEEN AFFECTED BY GUN VIOLENCE, ALLOWING THEM TO GO TO SUMMER CAMP. I ASK THAT PEOPLE LOOK INTO IT, SIGN UP, RUN. I WILL BE THERE IN SUPPORT. I APPRECIATE THAT. AND JUST THE TOPIC OF SCHOOL AND STUDENTS, I JUST CAME FROM A SCHOOL BOARD MEETING WHERE THE CONSIDERATION WAS WHETHER TO SURPLUS A PIECE OF LAND, CURRENTLY LOCATED NEXT TO THE PARKLAND GOLF AND COUNTRY CLUB. WITHOUT BELABORING THE WHOLE BACKGROUND, THERE WAS A VOTE TODAY AND I WANTED TO REALLY GIVE A SHOUT OUT SPECIFICALLY TO OUR SCHOOL BOARD CHAIR, FOR THE REALLY STRONG LEADERSHIP, MAKING SURE THAT THEY ARE DOING, WHAT I CALL READY, SHOOT , AIM, HAVING SOMETHING STRATEGIC AT HAND, THIS WAS NOT REALLY LONG-TERM THINKING. SHE IS ABLE TO DO WHAT IS THE BEST THING FOR THE SCHOOL BOARD, SHE FINDS A WAY TO DO IT THROUGH THE ADVOCACY OF THE CITY OF PARKLAND. THAT IS WHO SHE REPRESENTS AS WELL. I WANTED TO GIVE HER A SPECIAL SHOUT OUT. I WANTED TO TALK, ON THE HEELS OF THAT , ABOUT SOMETHING MORE PERSONAL, IN THE SENSE OF STUDENTS. WE JUST HAD A GROUP OF STUDENT AMBASSADORS GIVE A STUDENT WORKSHOP PRESENTATION, I WOULD INVITE ALL PARENTS LIVING IN THE CITY OF PARKLAND TO GO BACK AND WATCH THAT VIDEO. YOU THINK THAT YOU KNOW WHAT IS GOING ON WITH YOUR KID. YOU WOULD LIKE TO BELIEVE THAT LITTLE JOHNNY AND LITTLE SALLY ARE PERFECT STUDENTS AND PERFECT KIDS. BUT THE REALITY IS, SOME THE KIDS IN THIS COMMUNITY ARE STRUGGLING. THEY ARE STRUGGLING WITH DRUG ABUSE, BULLYING, AND MENTAL HEALTH. I DO NOT WANT TO SAY IT IS SHOCKING, BUT IT IS SADDENING. A LOT OF PEOPLE IN THIS COMMUNITY LEAD A LIFE THAT IS A GREAT LIFE. THAT IS
[00:15:03]
WHY PEOPLE OF THE CITY OF PARKLAND. BUT THE REALITY OVERLOOKS OR SOMETIMES GLOSSES OVER THE ISSUES THAT SHOULD BE STARTED WITH AT HOME. WE TALK ABOUT WHAT CAN THE SCHOOLS DO, WE ALL CAN DO A LOT OF THINGS. BUT ULTIMATELY, IT STARTS FROM HOME. IF THE PARENTS ARE UNWILLING TO ACKNOWLEDGE CERTAIN ISSUES OF WHAT IS HAPPENING. IT IS THE DATA SPEAKING, NOT JUST OPINIONS. UNFORTUNATELY, THERE IS NOT MUCH ELSE ANYONE CAN DO. WE ARE SEEING THAT RIGHT NOW, INSTANCES IN WHICH KIDS ARE DOING THINGS THAT ARE NOT KIDS JUST HAVING FUN. WE ARE BEYOND THE POINT OF SAYING, LET KIDS BE KIDS. BUT, WE CANNOT HAVE RESPONSIBILITY FOR ANYONE ELSE'S CHILDREN. I WOULD WANT TO KNOW , IF THERE WAS SOMETHING AFFECTING MENTAL HEALTH, DRUG ADDICTION, YOU KNOW I THINK IT IS TIME FOR PEOPLE TO HAVE AN HONEST CONVERSATION . WITH THEIR CHILDREN, AS DIFFICULT AS THAT MAY BE, AND I HOPE WE ARE ABLE TO DO THAT AS A COMMUNITY.THESE EVENTS AND THESE ISSUES START HAVING AN OUTWARD RIPPLE EFFECT AND IF THEY ARE NOT DEALT WITH, AT HOME, SOMEONE ELSE WILL EXPERIENCE SOMETHING, AND IT I THINK THAT WE HAVE AN OPPORTUNITY TO KIND OF HARNESS AND HONE IT IN AND KIND OF WORK BACKWARDS. THAT IS MY PUBLIC SERVICE ANNOUNCEMENT.
THANK YOU BEEN >> THANK YOU, VICE MAYOR. I AM GOING TO TOUCH ON A LITTLE BIT MORE OF WHAT YOU TALKED ABOUT, BUT FIRST, IT HAS BEEN VERY DIFFICULT TO GIVE YOU AN UPDATE ON THE PARKLAND 17 MEMORIAL FOUNDATION. I SERVE AS THE REPRESENTATIVE FOR THE CITY OF PARKLAND. UNTIL WE GOT TO A POINT WHERE WE WERE ABLE TO RELEASE , YES. BUT , ANYWAY, THERE ARE , IT IS NARROWED DOWN TO SIX FINALISTS FOR THE MEMORIAL. THE MEMORIAL THAT WILL ULTIMATELY BE BUILT ON THE GOLF COURSE AT HERON BAY. AND THERE WAS $1 MILLION GIVEN FROM THE STATE. SO THERE ARE SOME MONIES THAT WE CAN USE.
ULTIMATELY, THE MEMORIAL COMMITTEE WILL HAVE TO RAISE FUNDS. IT HAS NOW BEEN NARROWED DOWN TO SIX FINALISTS. THOSE FINALISTS WILL BE INTERVIEWED BY OUR COMMITTEE. THE FIRST GROUP OF THREE WILL BE INTERVIEWED, I WANT TO SAY MARCH 6TH AND THE SECOND GROUP OF THREE WILL BE INTERVIEWED MARCH 20TH. THE WEEKEND OF THE 20TH. AND THEN, HOPEFULLY WE CAN NARROW IT DOWN TO THREE GIVE OR TAKE. WE DID NOT SPECIFICALLY NUMBER IT TO WHAT WE COULD DO. WE WILL TRY TO NARROW IT DOWN , SO THAT WE CAN ULTIMATELY PICK ONE PERSON TO START BUILDING THE MEMORIAL. WE DO NOT HAVE COSTS OR ANY OF THAT STUFF YET. THOSE ARE THINGS THAT WE WILL GET AT THE NEXT ROUND. THERE WAS A PRESS RELEASE FROM THE MEMORIAL COMMITTEE. ANYBODY WHO WANTS TO GO, THEY CAN LOOK AT THOSE FINALISTS. IF YOU WANT TO DONATE, YOU CAN GO TO THE WEBSITE, PARKLAND17.ORG AND YOU CAN GO AHEAD AND GIVE A DONATION. A COUPLE OF THINGS THAT I WANTED TO TALK ABOUT, OBVIOUSLY, FEBRUARY 14TH, I WANTED TO JUST MENTION BUT YOU HAVE SAID IT ALL PERFECTLY. FOR ME TO GO INTO THAT MORE, IT DOES NOT DO IT ANY SERVICE. THE TRUTH OF THE MATTER IS, IT IS AN EXTREMELY DIFFICULT DAY AND I SAY IT EVERY YEAR, THIS WILL BE THE LAST YEAR I SAY IT WITH YOU PUBLICLY AT THE DAIS, BUT THANK YOU FOR YOUR SERVICE, YOU , TOO, YOU, BOB, KEN, I CAN ONLY IMAGINE WHAT YOU FOLKS HAVE GONE THROUGH DURING THAT TIME TO KEEP THE COMMUNITY TOGETHER AND I THANK YOU BOTH.
CHRISTINE, STACY, GRACE, WHO WERE ALSO SERVING AT THAT TIME.
YOU KNOW, WE TALKED ABOUT SOME OF THE THINGS WE ARE GOING THROUGH NOW, BUT IT PALES IN COMPARISON , YOU KNOW, TO WHAT THAT IS. BUT JUST TO TOUCH ON IT , A LITTLE BIT MORE, WITH SOME OF THE THINGS THAT WE HAVE GOING ON IN THE CITY. YOU KNOW FOR ME, THERE ARE A COUPLE OF ISSUES. THERE ARE TWO SEPARATE ISSUES. THERE ARE KIDS , OR WHOEVER, THAT GO WAY TOO FAR,
[00:20:01]
THROWING ROCKS, BEATING KIDS UP. THAT IS A CRIMINAL ACT.CRIMINALLY, THAT NEEDS TO BE DEALT WITH, CRIMINALLY. THEN YOU HAVE KIDS, THEY ARE NOT KIDS BEING KIDS BECAUSE THEY ARE GOING BEYOND, AS FAR AS WRITING THEIR BIKE IN THE MIDDLE OF THE ROAD, THEY PUT THEMSELVES IN DANGER, THEY'RE PUTTING OTHERS A DAY, AND I KNOW, I AM ABOUT TO HAVE MY THIRD DRIVER, SCOTT WILL BE GETTING HIS LICENSE IN MARCH AND THAT IS SCARY. DRIVING ON THE ROADS, GETTING HIS LICENSE, AND HAVING TO WORRY, YOU KNOW, ABOUT IDIOTS POPPING WHEELIES , TRYING TO GO IN FRONT OF CARS, THAT IS A RECIPE FOR DISASTER.
BUT AS VICE MAYOR ISROW SAID, HAVING SOMEONE WHO HAS FIVE CHILDREN, ONE IS IN COLLEGE, ONE IS A SENIOR GOING INTO COLLEGE, AND I WILL HAVE TWO HIGH SCHOOL STUDENTS, 13 AND 16, AND THEN I HAVE A 10-YEAR-OLD. IF YOU DO NOT KNOW WHERE YOUR KIDS ARE OR WHAT YOUR KIDS ARE DOING, YOU ARE NOT DOING YOUR JOB. BECAUSE, IF YOU WORK FOR SOMEBODY, IF YOU OWN A BUSINESS, WHATEVER IT IS, I AM REALLY SURE THAT YOU ARE ACCOUNTABLE FOR YOUR JOB, IF YOU MISMANAGE FUNDS, IF YOU ARE RUNNING SOME COMPANY OR YOU PUT THE WRONG INFORMATION DOWN, IF YOU ARE AN ATTORNEY, YOU WILL GET FIRED.
UNFORTUNATELY, YOU CANNOT BE FIRED FOR BEING A PARENT. ALL YOU DO IS RAISE BAD PEOPLE WHO CANNOT , YOU KNOW, WHO ARE NOT PRODUCTIVE MEMBERS OF SOCIETY. AND THAT IS SAD. I IT, IT IS JUST MIND-BOGGLING TO ME THAT THERE ARE PEOPLE WHO WILL ALLOW THEIR TEENAGE SON OR DAUGHTER ROME IN THE STREETS UNTIL 2:00 IN THE MORNING NOT KNOWING WHAT THEY ARE DOING. SAYING PICTURES ON FACEBOOK, NOT ADDRESSING THAT WITH THEIR CHILDREN, IF YOU WANT TO SAY THAT YOU ARE NOT ON FACEBOOK, FINE, BUT I AM PRETTY SURE MOST PEOPLE HAVE SEEN PICTURES OR VIDEOS AND THEY KNOW WHO THESE KIDS ARE. IT IS , THAT, THAT IS SOMETHING WE NEED TO FIX. AND THAT IS A GREATER ISSUE. THAT IS NOT A PARKLAND, BROWARD COUNTY, OR FLORIDA ISSUE. THAT IS SOMETHING GOING ON ALL ACROSS THE COUNTRY. AS A RESIDENT OF PARKLAND, AS THE MAYOR OF PARKLAND, WE SHOULD BE DOING BETTER, WHEN WE TALK ABOUT WHAT A GREAT CITY, GREAT COMMUNITY WE ARE AND YET, WE ARE NOT ACCOUNTABLE FOR OUR CHILDREN, PUT YOUR PHONE DOWN , PUT YOUR STUFF DOWN, PAY ATTENTION TO YOUR KIDS, THAT IS WHAT THEY ARE TELLING YOU. YOUR OWN CHILDREN, THEY ARE TELLING YOU THAT YOU ARE NOT BEING A GOOD PARENT. YOU ARE NOT PAYING ENOUGH ATTENTION. WHATEVER IT IS, HE IS TELLING YOU THAT YOU ARE DOING A BAD JOB. AND THAT IS SOMETHING WE NEED TO FIX. DSO HAS HAD A VERY DIFFICULT JOB, FOR ANYONE TO THINK OF BSO AS NOT WORKING HARD OR DOING THE BEST THEY CAN FOR THE CITY, THEY ARE SORELY MISTAKEN. AND IT IS DIFFICULT FOR ME TO HEAR, TIME AND TIME AGAIN, PEOPLE TRYING TO BLAME BSO. COMMISSIONER BRIER SAID IT, WE ARE NOT THE PARENT OF YOUR KID. THAT IS YOUR JOB. OUR JOB IS TO KEEP RESIDENTS SAFE, ABSOLUTELY, POSITIVELY. JUST TO GET OFF TOPIC A LITTLE BIT, WE TALKED, WE TALK EVERY WEEK ABOUT LOCKING YOUR CARS. EVERY SINGLE WEEK WE TALK ABOUT LOCKING YOUR CAR. EVERY BURGLARY THAT COMES IN, PEOPLE KNOW , PARKLAND PARENTS CANNOT LOCK THEIR DOORS , WHICH IS CRAZY. BUT THEY CANNOT LOCK THEIR DOORS. SOMEBODY, SOMEBODY TODAY ACTUALLY LOCKED THE DOOR AND THE BURGLAR WENT THROUGH IT. BECAUSE YOU LOCKED THE CAR. THOSE TYPES OF CRIMINALS WOULD NOT BE COMING TO PARKLAND, IF THE PARENTS NOT ONLY LOCKED THEIR CARS, BUT WATCHED AND KNEW WHAT THE KIDS WERE DOING, WE WOULD NOT HAVE ANY ISSUES THAT WE ARE HAVING NOW. IT IS ALL OUR FAULT. IT IS THE FAULT OF US AS PARENTS, US AS ADULTS. WE NEED TO DO A BETTER JOB. IT IS NOT FOR US TO BE TEACHING OUR KIDS HOW TO BE KIDS. I AM NOT TALKING ABOUT YOU GUYS. BUT AS WE SAID BEFORE, WHEN YOU SEE THE BEHAVIOR THAT IS NOT RIGHT, YOU NEED TO CALL 911. YOU NEED TO LET BSO KNOW WHAT IS GOING ON. WHERE THE KIDS ARE HEADING GOOD
[00:25:04]
BUT YOU CALL 911, YOU DO NOT POST IT ON FACEBOOK , BECAUSE , I KNOW PEOPLE LIKE THEIR 10 MINUTES OF FAME, THEY LOVE POSTING ON FACEBOOK, BUT THAT IS NOT HOW WE FIX THE PROBLEM, WE CALL 911, WE GET BSO, AND THEY ADDRESS THE PROBLEM FROM THAT AND IF BSO PICKS UP LITTLE JOHNNY, WHO WAS ACTING INAPPROPRIATELY, AND YOU ARE A PARENT, YOU SHOULD BE PICKING YOUR CHILD UP. GO HOME. YOU SHOULD NOT ARGUE WITH BSO, YOU SHOULD NOT BE ARGUING WITH A TEACHER, YOU SHOULD OT ARGUE WITH A PARENT, YOUR KID WAS WRONG, PERIOD, PICK HIM UP AND GO HOME, AND DEAL WITH IT AT HOME. THAT IS NOT ANYONE ELSE'S FAULT, IT IS YOUR FAULT, IT IS YOUR KID, AND YOU NEED TO START DEALING WITH THAT AT HOME, WE HEAR, OH, IT IS NOT MY KID, NO WAY. IT CANNOT BE MY KID. BSO IS NOT GOING AROUND, PICKING UP KIDS, TRYING TO GET THEM IN TROUBLE FOR NO REASON, THEY ARE DOING IT BECAUSE THEY ARE DOING THINGS THAT ARE WRONG. IF YOU DO NOT DO IT EARLY, IT WILL PROGRESS AND BECOME WORSE AND WORSE AND WORSE. I KNOW THAT WE LOVE FACEBOOK AND EVERYONE LOVES TO TAG MAYOR WALKER, YOU KNOW, OH, HE DOES NOT KNOW WHAT HE IS DOING, HE NEEDS TO TAKE CARE OF HIS SKINNY KIDS , AND THE CITY IS GETTING RUINED. WE HAVE AN AMAZING CITY AND WE HAVE A COUPLE OF LITTLE PICKUPS.COMPARED TO OTHER THINGS, THIS THE PAPER, LISTEN TO SOME OF THE THINGS THAT ARE GOING ON IN OTHER CITIES. AGAIN, THESE ARE NOT BAD KIDS DOING BAD STUFF, THESE ARE NEGLECTFUL PARENTS WHO DO NOT KNOW WHAT TO DO WITH THEIR CHILDREN AND THAT , TO ME, IS SAD. CALL 911. I SAID NICE THINGS ABOUT BSO, WHICH I BELIEVE. I AM NOT JUST SAYING IT. WHO WOULD WANT TO BE A LAW ENFORCEMENT OFFICER RIGHT NOW? NOBODY! YOU KNOW, THERE ARE PEOPLE TALKING ABOUT IT. WE HAVE GOT TO GET RID OF BSO.
WELL, WHERE ARE YOU GOING TO HIRE PEOPLE? I HAVE NEVER HEARD A PROFESSION SPOKEN ABOUT SO NEGATIVELY THEN I DO ABOUT LAW ENFORCEMENT OFFICERS, THERE ARE BAD EVERYTHING, BAD NURSES, BAD TEACHERS. AS A WHOLE, IT IS AN AMAZING ORGANIZATION DOING THE BEST THEY CAN, HAVING TO DEAL WITH PEOPLE LIKE US COMPLAINING , YOU KNOW, WE ARE SUPPOSED TO BE THINKING THAT IT IS OKAY ? IT IS NOT OKAY. BUT ANYWAY, I DO NOT
[6. Proclamations and Recognitions ]
WANT TO GO ON TOO LONG AND I WILL JUST ENDED THERE. SO, WE WILL GO TO PROCLAMATIONS AND RECOGNITIONS. SO, WE HAVE , WE HAVE SPECIAL LETTERS FROM OUR AMAZING STATE REPRESENTATIVE, CHRISTINE HUNSCHOFSKY.>> AFTER WE READ WHAT WE HAVE FROM YOU GUYS, WE HAVE THIS FROM HER. SHE ASKED US TO PASS THESE ALONG. THEY ARE SEALED ENVELOPES. I AM NOT SURE WHAT IT SAYS, BUT IT IS PROBABLY
REALLY NICE. >> DO YOU WANT TO COME UP? ALL RIGHT. VIOLA AT LIPSON. THE TECHNICAL ASPECTS OF THE INSTRUMENT ARE LIKE THE MUCH LARGER CELLO. JARED LIPSON PAYS ATTENTION TO THESE DETAILS, BEYOND THE MUSICALITY OF PLAYING SUCH A COMPLEX INSTRUMENT, HE DIVES INTO THE COMPLEXITY OF PLAYING THE INSTRUMENT. THEY NEED TO PLAY THE INSTRUMENT IN ORDER TO RECEIVE FEEDBACK ON THEIR TECHNIQUE AND THE QUALITY OF THE SOUND PRODUCED. JARED LIPSON, OVER THE PAST FEW YEARS, HAS SUBMITTED MORE THAN 250 VIDEOS OF HIMSELF PLAYING DIFFERENT PASSAGES ON THE VIOLA. JARED HAS LEARNED THAT MUSICIANSHIP HAS TO DO WITH MUSIC AND MUCH TO DO WITH SKILL, PRECISION, AND ADAPTABILITY. HE HAS ONLY PLAYED THE VIOLA FOR FOUR YEARS BUT WAS ABLE TO COMPETE WITH MUSICIANS WHO HAD PLAYED FOR 10 YEARS. WITH HIS BROAD UNDERSTANDING OF THE VIOLA, JARED WAS SELECTED BY THE FLORIDA MUSIC ASSOCIATION TO
[00:30:01]
PERFORM IN THE ALLSTATE MIDDLE SCHOOL ORCHESTRA IN TAMPA, HE IS THE FIRST VIOLA FOR THE FLORIDA YOUTH ORCHESTRA. HE PLAYS IN A QUARTET AND THE CONDUCTOR SAYS THAT JARED IS A ROLE MODEL FOR OTHERS IN THE ORCHESTRA. ON BEHALF OF THE PARKLAND CITY COMMISSION, CONGRATULATIONS, JARED LIPSON, ON YOUR MUSICAL ACCOMPLISHMENTS .APPLAUSE? CAN WE GET LIAM , PLEASE? COME ON DOWN! SO, LIAM WELLNITZ, THE FIRST TIP OFF OF HOW DIFFICULT IT IS TO PLAY THE FRENCH HORN IS IN THE OPTICS. HERE, YOU CAN, AND SIT DOWN HERE. IT IS A HEAVY TANGLE OF BRASS PIPES CROSSING OVER AND UNDER EACH OTHER. THERE ARE A SMALL NUMBER OF STUDENTS WHO LEARN TO PLAY IT. COAXING ANY SOUND FROM THIS COMPLEX INSTRUMENT IS QUITE A FEAT. AND LIAM WELLNITZ EXCELS.
ACCORDING TO HIS BAND DIRECTOR, GARRETT SULLIVAN, HE SHOWS A TRUE COMMITMENT TO HIS MUSIC LIAM PARTICIPATED IN THE FLORIDA ALLSTATE MIDDLE SCHOOL BAND, COMPRISED OF MUSICIANS FROM EVERY'S CORNER -- EVERY CORNER IN THE STATE OF FLORIDA.
WE CAN EASILY SEE THAT LIAM HAS A BRIGHT FUTURE IN MUSIC AND HE CONTINUES TO SET THE BAR FOR HIS PEERS ON BEHALF OF THE PARKLAND CITY COMMISSION, CONGRATULATIONS ON THIS HUGE ACCOMPLISHMENT.

MAYOR ISROW? COMMISSIONER WALKER?>> WE SHOW THAT IT PASSES UNANIMOUSLY. THE HERON BAY PLANNING SERVICES, APPROVING PLANNING SERVICES WITH THE COMPLETE PLANNING GROUP FOR THE LAND USE PERTAINING TO THE COMMERCIAL DESIGNATION IN AN AMOUNT NOT TO EXCEED $16,681.16, PROVIDING FOR EXECUTION AND AN EFFECTIVE
DATE. >> THANK YOU, ANTHONY. I HAVE A BRIEF, BRIEF PRESENTATION. OKAY, SO WE ARE SEEKING TO AMEND THE FUTURE LAND USE MAP TO A COMMERCIAL DESIGNATION, APPROXIMATELY 25 ACRES OF THE PROPERTY IS LOCATED IN THE CITY OF PARKLAND, THERE ARE TWO ADDITIONAL PARCELS, EIGHT ACRES, IN THE CITY OF CORAL SPRINGS. WE NEED TO HAVE THIS AMENDMENT TO ACCOMMODATE THE PROPOSED FUTURE DEVELOPMENT ON THE PROPERTY, WE WOULD LIKE TO ALSO PROCESS, PROCESS THE ENTITLEMENT PROCESS , FOR THE PROPERTY, THIS WORK ORIGINALLY BEGAN, WITH THE PLANNING FUNCTION THAT HAS BEEN TRANSFERRED TO THE COMPLETE CITY PLANNING GROUP , WITH THE ENGINEERING CONTRACTOR TO COMPLETE CITIES AS THE ABILITY TO COMPLETE IT ON BEHALF OF THE CITY. AND STAFF IS RECOMMENDING
APPROVAL. >> GREAT. I ASSUME WE ARE WORKING WITH CORAL SPRINGS, TO MAKE SURE THAT THEY ARE MOVING
IN THE SAME DIRECTION? >> YES, WE HAVE MET WITH THEM
REGARDING THIS APPLICATION. >> THIS IS FOR THE LAND, WHERE THE CONCEPTUAL DRAWING IS FOR THE VILLAGE, NOT THE
ADJACENT PARCEL. >> WE WANT TO START THE ENTITLEMENT PROCESS ON THAT PARCEL, AS WELL.
>> ANYONE FROM THE PUBLIC WISHING TO SPEAK ON THIS ONE?
DO I HAVE A MOTION. >> MOTION TO APPROVE.
>> DO I HAVE A SECOND? >> SECOND.
>> WE HAVE A MOTION TO APPROVE BY VICE MAYOR ISROW, AND SECONDED BY COMMISSIONER MAYERSOHN.
>> UNANIMOUSLY. NOW, 9 B, RESOLUTION 2024-021, LAND DEVELOPMENT REGULATIONS FOR THE VILLAGE IN THE PARK COMMERCIAL DEVELOPMENT. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, APPROVING COMPLETE CITIES PLANNING GROUP TO DRAFT LAND DEVELOPMENT REGULATIONS FOR THE VILLAGE IN THE PARK A PORTION OF THE FORMER ISROW GOLF COURSE IN THE AMOUNT NOT TO EXCEED $30,000.
>> JUST TO RECAP, WHAT WE HAVE DONE, TO DATE, WE HAVE COMPLETED THE DESIGN GROUP, WE HAVE COMPLETED THE RESIDENT DESIGN GROUP, WE GOT A LOT OF GOOD FEEDBACK FROM THAT MEETING. AND, AFTER THAT MEETING, WE WENT AHEAD AND WE PRESENTED A CONCEPT TO THE PLANNING AND ZONING BOARD, TOO.
AND THAT WAS PRETTY WELL RECEIVED. SO, WHAT IS ACTUALLY IN PROCESS RIGHT NOW, CURRENTLY, WE ARE ENGAGING IN THE ENTITLEMENT PROCESS TO PREPARE THE SITE FOR FUTURE COMMERCIAL DEVELOPMENT, WHICH OF THE LAND-USE PLAN AMENDMENT.
SOME OF THE NEXT STEPS WE HAVE BEEN DOING THIS PROCESS, WE ARE GOING TO AMEND THE EXISTING REGULATIONS TO BETTER ACCOMMODATE THE PROPOSED VISION, WHILE THAT IS GOING ON SIMULTANEOUSLY, 505 WILL START TO APPEAR, THE NEW ZONING DISTRICT REGULATIONS. I'M SORRY, I TAKE THAT BACK. THEY
[00:40:02]
ARE GOING TO PREPARE THE DESIGN GUIDELINES. WHAT WE WILL DO HIS WORK ALONG WITH THAT TO CREATE THE DESIGN GUIDELINES THEMSELVES FOR OUR REGULATIONS, FOR OUR CODE. WE WILL HAVE TO COORDINATE WITH CORAL SPRINGS TO SYNCHRONIZE ZONING STANDARDS WITH THE NEWLY PROPOSED DISTRICT. AND THOSE DESIGN GUIDELINES ARE A MIXTURE OF THE QUANTITATIVE EXPECTATIONS, AND ARCHITECTURAL FEATURES AND THE DESIGN DETAILS, THEY WILL WORK IN TANDEM WITH THE ZONING REGULATIONS TO CREATE THE FRAMEWORK TO ACTUALLY ALLOW US TO CREATE FOR THIS PROJECT.WE ALSO WILL HAVE TO DO A REQUEST WITH A DEVELOPER AT SOME POINT. WE ARE GOING TO HAVE TO COORDINATOR THE REGULATIONS AND GUIDELINES WITH THE PLANNING AND ZONING BOARD AND ULTIMATELY, THE FINAL STAGE IS BRINGING THIS BACK TO THE COMMISSION FOR FINAL APPROVAL. STAFF IS RECOMMENDING TO AWARD THESE LAND DEVELOPMENT CREATIONS , WITH COMPLETE CITY PLANNING GROUP, WE WILL BRING A SEPARATE APPROVAL, FORTHCOMING, FOR THE DESIGN GUIDELINES FOR 505. THIS PROCESS INCLUDES INCORPORATING THE DESIGN REVIEW PROFESSIONAL FOR THE RFP. THE ROLE HE HAS IN THE PROCESS IS TO CRITIQUE THE WORK DONE BY 505, AS WELL AS THE DESIGN GUIDELINES PUT IN PLACE TO KIND OF GIVE A PERSPECTIVE OF WHAT WOULD BE REQUIRED FOR THE CITY OF PARKLAND AND OUR STANDARDS.
SO, WE DO HAVE A LOT OF WORK AHEAD OF US BUT WE ARE EXCITED TO GET THIS PROCESS MOVING FORWARD. THIS IS THE FIRST STEP IN GETTING REGULATIONS GOING AND THE DESIGN GUIDELINES AND ULTIMATELY, WE WILL BRING SOMETHING BACK TO THE COMMISSION FOR YOUR ULTIMATE APPROVAL.
>> GREAT. SO, I LIKE EVERYTHING THAT YOU ARE DOING.
OBVIOUSLY, WE WILL HAVE PLENTY OF OPPORTUNITIES TO COMMENT.
THE ONLY THING THAT I WOULD LIKE YOU GUYS TO CONSIDER, OR DISCUSS, OR WHATEVER. WOULD IT MAKE SENSE TO DO A REQUEST FOR QUALIFICATIONS FOR THE DEVELOPERS, PRIOR TO PROPOSALS ? JUST SO THAT WE CAN POTENTIALLY GET A DEEPER DIVE INTO THOSE DEVELOPERS? SO, IF WE DO A REQUEST FOR QUALIFICATION , WE WILL GET HOWEVER MANY DEVELOPERS WHO WANT TO DO THAT. THEN WE CAN TAKE A BITE OF THE APPLE, AND SEE WHAT KIND OF DEVELOPERS WE HAVE AN POTENTIALLY NARROW THAT GROUP DOWN. MAYBE THEN HAVE A GROUP OF THREE, FIVE, WHATEVER, THEN GO TO A PROPOSAL . WE WILL HAVE SEEN THOSE DEVELOPERS A SECOND TIME AND MAYBE HAVE A BETTER UNDERSTANDING OF MAYBE THE QUALITY. AGAIN, WE ARE AT LEAST, FROM MY STANDPOINT, WE ARE GOOD WITH MONEY, AS FAR AS GETTING OUR INVESTMENT BACK. I WANT TO MAKE SURE THAT WE ARE GETTING THE BEST PRODUCT. TO ME, THE DOLLARS ARE SECONDARY TO THE PRODUCT.
>> I THINK THAT IS SOMETHING THAT WE CAN TALK ABOUT MOVING
FORWARD IN THAT DIRECTION. >> OKAY. OTHERWISE, I AM GOOD.
ANYBODY? >> SO, SO, THIS IS NOT , WITH THE PROJECTS, MOVING FORWARD WITH THE COMPLETE PLANNING, I WOULD LIKE TO BE MINDFUL. UNLIKE ANY OF THE PROJECTS THAT WE HAVE DONE, NORMALLY SOMEBODY COMES TO US AND THERE ARE RECOVERY FEES. AND ARE THERE ANY POTENTIAL IN ANY OF THIS THAT WE ARE DOING FOR EITHER COST RECOVERY, OR MAYBE INCLUDE THAT IN WHATEVER WE DECIDE TO DO AT THE END? JUST SO THAT WE ARE NOT LOSING ? SO THAT WE ARE NOT ACTUALLY LOSING ? BUT , WE ARE AT LEAST RECOVERING THOSE COSTS?
>> I AM NOT INSINUATING THAT WE SOLID OR WHATEVER.
>> AT THE END OF THE DAY, WHAT IS IT COSTING US , WE CAN RECOVER THE COST FROM THE BUYER. OR , WE CAN INCLUDE THAT IN THE COST AND SAY, AS PART OF THE SALE, CONTINGENT UPON YOU PAYING THESE RECOVERY COSTS.
>> THE ANSWER IS YES, THERE IS POTENTIAL FOR THAT, POTENTIALLY I HAVE SEEN IT , WHERE THE SELECTIVE DEVELOPER HAS TO PAY A CERTAIN AMOUNT AS PART OF THAT PROCESS WHEN THEY ARE SELECTED, TO GO OVER THE COST.
>> WE DO NOT NECESSARILY NEED TO BREAK THIS DOWN. WHAT YOU WANT TO DO, COMMISSIONER MAYERSOHN, NANCY IS KEEPING TRACK OF ALL OF OUR COSTS. LET'S ADD THAT TO THAT LIST.
WITH LANDSCAPING , AND ALL OF THOSE DIFFERENT COSTS, WE
[00:45:03]
NEED $2 MILLION , OR , WHATEVER THAT NUMBER ENDS UPBEING, TO AT LEAST BREAK EVEN. >> THEY WILL BE ENTITLEMENT READY, TALK ABOUT GETTING A HIGH QUALITY BUILDER, THEY DO NOT HAVE TO GO THROUGH THAT ENTITLEMENT PROCESS. AS WE SAID, THE AMOUNT OF MONEY IS NOT AS MAJOR OF A CONCERN, BUT IF WE COULD RECOUP SOME OF THOSE COSTS. THE KEY IS TO GET
THERE ENTITLEMENT READY. >> I AGREE WITH ALL OF THAT. MY ONLY ISSUE, I KNOW, AS I UNDERSTAND IT, WHETHER YOU WANT TO CALL IT DESIGN GUIDELINES , OR WHATEVER ELSE, THIS IS STARTING THAT GROUNDWORK SO THAT WE ARE CULTIVATING DESIGN GUIDELINES FOR WHAT ULTIMATELY WILL BE ON THAT PROPERTY. MY ONLY ISSUE IS THAT WE HAVE CONTINUED TO FOCUS ON THE PARCEL , THAT HAS PUT THE VILLAGE ON, BUT WE HAVE YET TO SEE 505 HAVE ANY PLANNING FOR THE VARIATIONS OF WHAT COULD GO ON THE OTHER PARCELS, THE PARCELS THAT ARE TO THE SOUTH AND TO THE WEST OF WHERE THE VILLAGE IS. THOSE ARE THE ONLY THINGS I WOULD LIKE THIS PROCESS TO ENCOMPASS, IT MAY NOT , IT IS GOING TO BE CONNECTED TO THE VILLAGE. BUT THERE IS GOING TO BE SYNERGY BETWEEN WHAT GOES ON WHERE THE VILLAGES, AND I THINK THAT THE EXPERTISE SHOULD BE CALLED UPON TO HELP OUT WITH THAT PROCESS.
>> HOW ARE WE EVEN GOING TO KNOW THAT IF WE DO NOT KNOW EXACTLY WHAT IS GOING TO GO THERE?
>> 505, THEY ARE DOING THE DESIGN FOR THE VILLAGE, RIGHT? THEY DO NOT HAVE ANY POTENTIAL BUYER OR ANYTHING. BUT THEY ARE TELLING US, THAT IS A GOOD USAGE OF THE LAND, THIS WILL NOT HAVE ALL OF THE NEGATIVE REPERCUSSIONS THAT SOME OF THE OTHER PROPOSALS THAT WERE PREVIOUSLY CIRCULATED HAVE WITH THAT PROPERTY, I WANT A HOLISTIC AND COMPREHENSIVE PLAN IN OUR PLANNING DEPARTMENT, AS TO WHAT OUR OPTIONS ARE FOR THAT PROJECT. RIGHT NOW, WE KNOW WHAT THE OPTIONS ARE, AND THERE COULD BE PERMUTATIONS AND CHANGES TO IT. BUT WE DO NOT HAVE, WE DO NOT HAVE OUR EXPERTS, WHO WE ARE RELYING ON, TO SAY, THIS IS WHAT WE THINK SHOULD AND COULD GO ON THE PROPERTY THAT WILL BE SYNERGISTIC WITH ALL OF THE
PIECES AROUND IT. >> I THINK WE COULD CERTAINLY ASK 505 DO THAT. RIGHT, NANCY?
>> WE TALKED ABOUT IT, THEY ARE VERY FAMILIAR WITH THE LIFETIME CONCEPT AND THEY FELT THAT WOULD BE AN EXCELLENT MATCH. I HEAR WHAT COMMISSIONER BRIER IS SAYING, I CAN REACH BACK TO SEE WHAT OTHER CONCEPTS THEY COULD RENDER FOR US. OKAY?
>> JUST FOR CLARIFICATION PURPOSES, THE PARCEL IS ALREADY INCLUDED IN THE OVERALL VILLAGE PROJECT.
>> AT THE WORKSHOP, I WILL CALL THEM TWO PIECES OF LAND, ONE IS THE STRIP BEHIND THE MARRIOTT. AND THE OTHER IS WHERE THE GOLF COURSE CLUBHOUSE IS, AND I VIEW THOSE, AND LIFETIME, THAT IS CERTAINLY ONE APPROACH THAT I VIEW IT AS A MYRIAD OF OPTIONS . WE HAVE THE BENEFIT OF WHAT I VIEW AS BEING A VERY QUALIFIED DESIGN COMPANY TO HELP US WITH CONCEPTUALIZING WHAT COULD GO ALONG THOSE OTHER PARCELS.
>> THE CONNECTION PART, WE DO NOT CURRENTLY OWN OR HAVE, THAT IS SOMETHING THAT WE WOULD HAVE TO NEGOTIATE. NOT THAT WE COULDN'T GET IT. I'M SURE WE CAN. BUT THAT IS NOT SOMETHING THAT THE CITY OF PARKLAND, AND/OR CORAL SPRINGS, THAT IS
PART OF THE MARRIOTT. >> THERE IS A PARCEL OF LAND
BEHIND THE MARRIOTT. >> IT IS THE CITY OF CORAL
SPRINGS. >> AT THE WORKSHOP, THEY WERE SAYING THERE IS A WAY TO CONNECTED, VIA SOME PATHWAY.
>> IT IS CONNECTED, BUT WE WOULD HAVE TO ASK CORAL SPRINGS. NOT THAT WE CAN'T, BUT IT IS JUST NOT SOMETHING
THAT IS CURRENTLY -- >> WHATEVER GOES ON THAT SOUTHWEST PARCEL, THAT WOULD ONLY BE BENEFITED BY BEING CONNECTED TO THE TRAFFIC FLOW AND EVERYTHING.
>> I DON'T KNOW IF YOU WOULD NECESSARILY BE ABLE TO DRIVE THROUGH THAT WAY, WHO KNOWS, BUT WE COULD CERTAINLY INVESTIGATE. I AM SURE WE COULD INVESTIGATE AND WE COULD COME
BACK. >> HOLD ON, HOLD ON, THIS RAISES A LOT OF QUESTIONS I HAD DURING THE BRIEFING, WHAT EXACTLY IS THE INTERPLAY? WE HAD A LOT OF HIGHER
[00:50:02]
CONVERSATIONS, DOING THE LAND USE AMENDMENT, WE ARE TALKING ABOUT CHANGING DESIGN GUIDELINES, AND THIS AND THAT, THIS IS SOMETHING THAT WE MAY HAVE CONTROL OVER, BUT THE GUIDELINES, THEY ARE NOT GOING TO COMPLY.>> THEY ARE WORKING IN CONJUNCTION WITH CORAL SPRINGS TO TRY TO GET ALL OF THIS IN ONE.
>> MAYBE , I DON'T KNOW IF IT IS EVEN FEASIBLE TO DO A JOINT WORKSHOP. BUT WHAT I AM WORRIED ABOUT, WE ARE HAVING THESE INSULAR CONVERSATIONS, WHERE THEY DO THAT, AND MAYBE THERE IS SOME CITY MANAGER CONVERSATION. I THINK WITHOUT SOMETHING MORE COHESIVE, WE MAY GET TO THE END OF THE ROAD AND WE THINK THAT WE ARE ON THE SAME PAGE, BUT THERE IS REALLY
NOTHING SOLIDIFYING. >> I THINK THAT SOMEONE COULD
TALK ABOUT THAT. >> JUST BEFORE CAITLIN, I AGREE WITH VICE MAYOR ISROW. THERE WERE SOME BRIEF CONVERSATIONS.
THEY ARE NOT IN THE LOOP. IT IS MAYBE NOT RIGHT TO GO TO THAT LEVEL. BUT EVENTUALLY, THEY ARE GOING TO HAVE TO VOTE ON WHAT THEY WANT AND WHAT THEY WANT TO ACCEPT, I AGREE, WE CAN EXPRESS WHAT WE FEEL WORKS, AND HOPEFULLY, SOMEWHERE ALONG THE WAY WE HAVE A COMBINED MOMENT.
>> TO THAT POINT, I THINK WE NEED TO BE MINDFUL OF HOW THEIR CITY MANAGER AND HOW THEIR STAFF OPERATES, YOU KNOW, WE WANT TO BE CAREFUL, YOU KNOW, THIS IS WHAT WE WANT.
WHAT IF THEY WANT SOMETHING TOTALLY DIFFERENT ? HAVING THESE CONVERSATIONS, AT THIS LEVEL. NOT THAT WE DON'T HAVE A WORKSHOP. BUT WE ARE DOING IT RIGHT BY KEEPING IT IN THE LOOP, MAKING SURE THAT SHE IS WORKING WITH THE PLANNING AND ZONING DEPARTMENT. BUT THEY NEED TO KIND OF LET IT PLAY OUT ON THEIR AND, HOW THEY PLAY OUT.
>> THAT IS PART OF MY RATIONALE, FOR WANTING THE COHESIVE DESIGN, CLEARLY IN CORAL SPRINGS, AT SOME POINT, WE WILL HAVE TO SELL THEM ON WHAT THE OPTIONS ARE, AND GET THEM THE BUY-IN ON IT, YOU KNOW.
>> THAT PART IS IN CORAL SPRINGS.
>> WE NEED TO BUILD ALL OF THAT OUT, WHEN WE TALK ABOUT THAT WITH NANCY, WE WILL CONTINUE TO HAVE CONVERSATIONS WITH THE CITY MANAGEMENT STAFF. AND I AGREE WITH COMMISSIONER MAYERSOHN. THE FEW I HAVE SPOKEN TO, THIS IS REALLY NOT
ON THEIR RADAR. >> IN THE GRAND SCHEMES , JUST FOR CLARIFICATION PURPOSES , I WANT TO BRING
THAT BACK INTO THE LOOP. >> I AM CERTAINLY NOT SUGGESTING THAT WE DO NOT NEED TO HAVE A WORKSHOP AT THE MOMENT, BUT THERE ARE OBVIOUSLY MUCH LARGER CITIES THAN US AND THEY ARE BUILDING ON THAT ONE CORNER. SOMETHING FIVE TIMES THE SIZE OF WHAT WE ARE EVEN CONSIDERING, AGAIN, NOT SUGGESTING, NOT TO HAVE ONE, BUT I AM SURE THIS IS LOWER ON
THE PRIORITY LIST. >> YOU SAY IT IS MUCH LOWER.
BUT WE CAN GET FARTHER . WHAT IS IMPORTANT TO US MAY NOT BE IMPORTANT TO THEM. I AM NOT SAYING IT HAS TO HAPPEN NOW, BUT THERE COULD BE A LITTLE BIT MORE INTERLOCKING BETWEEN THE TWO, THEN JUST US THINKING WE KIND OF GET TO --
>> BUT, I AM RELYING ON NANCY, KEEPING THAT CONNECTION. NOT THAT THE COMMISSION CANNOT DECIDE WHAT TO DO, IN THE END.
BUT I AM RELYING ON NANCY TELLING US THAT THEY ARE HAVING THOSE CONVERSATIONS, THE SAME WITH CAITLIN. SO, YOU KNOW, WE ARE ALL ON THE SAME PAGE , WHETHER WE ULTIMATELY GET THERE OR NOT, THAT IS YET TO BE SEEN. THAT IS RIGHT. WE ARE GOING TO LEAVE IT AT THAT. SO, ANYBODY WANT TO PUT A MOTION?
>> I WILL MAKE A MOTION TO APPROVE REGULAR AGENDA ITEM, IS
>> NO ONE FROM THE PUBLIC. WE HAVE A MOTION TO APPROVE, AND A SECOND BY COMMISSIONER BOB MAYERSOHN.
>> PLEASE SHOW IT PASSES UNANIMOUSLY.
>> NINE C, ORDINANCE 2024-003, AMENDING THE LAND
[00:55:07]
DEVELOPMENT CODE, FIRST READING. AN ORDINANCE OF THE CITY COMMISSION OF PARKLAND, FLORIDA, AMENDING THE CITY OF PARKLAND LAND DEVELOPMENT CODE, AMENDING ARTICLE FIVE, ADMINISTRATIVE AND LEGAL PROVISIONS, SECTION 5-3530 TERMS DEFINED TO ADD A DIVINATION FOR WALKWAY, BY AMENDING ARTICLE 20, GENERAL PROVISIONS, SECTION 20-30, YARD ENCROACHMENTS, TO MODIFY THE SEPARATION FROM PROPERTY LINE REQUIREMENTS FOR WALKWAY'S ACCESSORY TO A SINGLE FAMILY RESIDENCE. DUPLEX OR TOWNHOME, BY AMENDING ARTICLE 75, COMMUNITY APPEARANCE BOARD AND STANDARDS, SECTION 75-90, PARKWAY AREA DESIGN, TO RELOCATE SINGLE-FAMILY DRIVEWAY STANDARDS THAT ARE ADDRESSED IN ARTICLE 90 OF THE CODE , AND BY AMENDING ARTICLE 90, OFFSTREET PARKING AND LOADING, SECTION 90-520, LOCATION, CHARACTER, AND SIZE, AND SECTION 90-508,DRIVEWAY ENTRANCE DESIGN. >> AS I SAID TO THE PLANNING AND ZONING BOARD, IF YOU SIMPLY READ THE DATA, YOU WOULD THINK THAT WE WERE DEALING QUITE A BIT WITH THIS ORDINANCE, BUT WHAT WE ARE DOING, IT IS ACTUALLY PRETTY LIMITED. I AM GOING TO OUTLINE THE REQUESTS AND SOME OF THE HISTORY, AND THEN WE WILL GO THROUGH THE CHANGES, LINE BY LINE, BECAUSE I WANT TO SHOW YOU WHAT IS ACTUALLY IN THIS SCALE, OR LACK THEREOF, REALLY, WHAT WE ARE DOING, WE ARE RELOCATING, AND WE ARE CLARIFYING. SEVERAL PROVISIONS THAT WERE PREVIOUSLY IN ADDED, TO THE ORDINANCE, I THINK WE DID IT 2018, 2019, RELATING TO DRIVEWAYS. AT THAT POINT, WE BROUGHT AN ORDINANCE FORWARD AND WE WERE SEEING A LOT OF DRIVEWAYS IN AREAS OUT IN THE WEDGE WITH THE LARGER VEHICLES OF THE DRIVEWAYS WERE TOO SMALL. WE WILL GET INTO THAT ON THE NEXT SLIDE, WE ARE CLARIFYING EXISTING REGULATIONS, AS WE WERE GOING THROUGH, WE WERE TAKING A LOOK AT THE ORDINANCE AND WE THOUGHT THERE WERE SPOTS WE COULD CLARIFY, SO THAT IT WAS CLEAR THAT EVERYONE WHO WORKS WITH THESE EVERYDAY, WHAT THE INTENT OF SOME OF THE REGULATIONS WERE. WE ARE REVISING THE PERMITTED YARD ENCROACHMENTS STANDARD. WE WILL GET INTO THAT SPECIFICALLY, WHEN I GO IN, SLIDE BY SLIDE, AND WE ARE ADDING TWO PIECES, WHAT IS TO ADD A REFERENCE TO THE COMBINED MAXIMUM HARD SCAPE FEATURES, THIS INCLUDES DRIVEWAY, WALKWAYS, AMONGST OTHER HARD SCAPE FEATURES, PREVIOUSLY, IT WAS LIMITED TO DRIVEWAYS, AND WE ARE ADDING A DEFINITION TO DEFINED THE TERM WALKWAY . JUST A LITTLE BIT OF BACKGROUND AND HISTORY, IN THE 2019-ISH ERA, WE CAME UP WITH AN AMENDMENT.
HOPEFULLY ADDRESSING FUTURE DRIVEWAYS. AND SO FAR, WE HAVE NOT HAD ANY SITE PLANS COME THROUGH THAT ARE SUSPECT TO THIS REQUIREMENT, SIMPLY BECAUSE WE HAVE NOT GOTTEN ANY STUDIES OUT OF THE NORTHWEST PARCELS THAT BRIAN TUTTLE OWNS. WHEN THOSE COME THROUGH, THESE WILL BE THE FIRST PLANS SUBJECTED TO THOSE DRIVEWAYS, IT WILL BE INCREASING, THAT IS TO HELP INCREASE SOME OF THE OVERHANG, TO KEEP THE SIDEWALKS CLEAR AND PROVIDE FOR SOME MORE ROOM, FOR PEOPLE WITH THOSE LARGER VEHICLES, FOR PEOPLE TRYING TO LOAD GROCERIES AND WHATNOT, THERE WAS AN ORDINANCE TO AMEND ARTICLE 90, THAT ADDED MAXIMUM WIDTH, WITH DRIVEWAYS IN THE FRONT YARD AND YOU MAY REMEMBER THAT AS WE GET INTO THIS ORDINANCE REVIEW.
SO, I LITERALLY TOOK SCREENSHOTS . IT IS READ TEXT .
YOU CAN SEE THE DEFINITION OF THE WALKWAYS, THAT WAS ADDED.
AND THE YARD ENCROACHMENT, WE AMENDED THIS SECTION. I WILL GIVE YOU A LITTLE BIT OF HISTORY ON WHY. WE HAVE SO MANY 50' LOTS , WHERE WE HAVE 5' SETBACKS, OUT IN THE WEDGE. WE WERE GETTING A LOT OF REQUESTS I THE ZONING LEVEL , TO HAVE POOL SERVICES, WALKING THEIR DOG, DOING LAWNCARE THEMSELVES. WHAT HAVE YOU. THE 5' REQUIRED SETBACK , YOU WERE A -- REQUIRED, LET'S SAY YOU HAD 2.5' OF WALKWAY, YOU NEEDED TO HAVE A PERVIOUS AREA, EQUAL OR GREATER , AND THAT IS NOT REALLY A STANDARD WALKWAY WIDTH , WHEN YOU LOOK AT ENGINEERING STANDARDS, WHAT WE DID IS, WE REDUCED THAT AREA , WITH 5' SETBACKS ONLY, IF YOU HAVE A 7.5 ' SETBACK,
[01:00:04]
YOU WOULD BE SUBJECT TO THE ORIGINAL PROVISION WHERE IT IS EQUAL, TO THE RATIO OF THE WALKWAY. WE DID ALSO ADDLANGUAGE -- >> I NEED TO STOP YOU JUST FOR A SECOND ON THAT ONE. SO THAT WE DO NOT HAVE TO GO BACK TO IT. FROM THE ENVIRONMENTAL STANDPOINT, THE IMPACT IS NOT GOING TO HAVE THAT IMPACT BECAUSE OF WHERE IT IS LOCATED, PARTICULARLY THOSE AREAS OUT THAT ARE CLOSE TO THE EVERGLADES. THE WATER TABLE IS HIGHER. WE HAVE ALREADY DEALT WITH THESE ISSUES IN THE PAST, WITH PROBLEMS WITH THE SIDEWALK AND ALL OF THAT STUFF. I DON'T KNOW WHETHER IT IS CONTACTING, OR WHETHER IT IS USING MORE FILL ON THE SIDE THANKS, BUT YOU MIGHT WANT TO CONSIDER THAT, IF WE ARE GOING TO PUT MORE HEART ESCAPING OUT THERE. I DON'T KNOW IF THAT HAS BEEN ADDRESSED IN THIS PARTICULAR CHANGE?
>> ENGINEERING TOOK A LOOK AT THE PROPOSED CHANGE AND THEY FELT THAT THEY WERE COMFORTABLE WITH THE AMENDMENT. WE ARE ADDING ONLY ABOUT HALF A FOOT, GOING FROM 2.5 ' TO 3 ', FOR THE SETBACKS. BUT WE COULD CERTAINLY HAVE ENGINEERING TAKE A GREATER LOOK AT THAT PROVISION. AND THEY COULD BRING SOMETHING FORWARD FOR THE SECOND READING.
>> HOW MANY PROPERTIES ARE AFFECTED? WHEN WE DID THE DRIVEWAY THING, WITH A MAXIMUM NUMBER AND THE AMOUNT OF SURFACE AREA, IT WAS SORT OF CHARTED AT ABOUT HOW MANY PROPERTIES WITHIN THIS AREA, THAT WOULD BE IMPACTED, POTENTIALLY, DO WE HAVE ANY IDEA, IN THE WEDGE, THE 50' LOT
SIZE, BUT WE HAVE ? >> I DO NOT HAVE A NUMBER. IT WOULD BE ANY LOT THAT HAS AN IMPROVED 5' SETBACK, THEY WOULD BE ABLE TO TAKE ADVANTAGE OF THE PROVISION.
>> I AM JUST COURTEOUS, IS THIS 25 HOMES , 100 HOMES, YOU KNOW? NEWER DEVELOPMENT IS APPROVED WITH THAT 7.5 ' SETBACK, ESPECIALLY OUT IN THE WEDGE. WE COULD GET YOU A BETTER READING -- RATIO FOR THE SECOND READING. THIS IS WHERE WE ARE RELOCATING PROVISIONS. IF YOU SEE ARTICLE 7 590 , THAT WAS OUR COMMUNITY APPEARANCE BOARD STANDARDS, WE SIMPLY RELOCATED THESE, TO TIGHTEN UP THE REGULATIONS, AND KIND OF CONDENSED THEM INTO ONE AREA, RATHER THAN HAVE THEM SPREAD OUT TO DIFFERENT SECTIONS, YOU WILL SEE THIS RELOCATED, IT WAS NOT ELIMINATED. HERE, WE MOVE IN , SECTION 90, 520, THE UNDERLYING CLARIFYING LANGUAGE IS THE NEW LANGUAGE, AGAIN, ANYTHING THAT IS NOT UNDERLINED, WE ARE JUST CLARIFYING THAT THIS IS APPLICABLE TO SINGLE-FAMILY DRIVEWAYS, THERE , THERE IS A DISTINCTION BETWEEN SINGLE-FAMILY DRIVEWAYS AND COMMERCIAL DRIVEWAYS. WE WILL NOT BE GETTING INTO THAT. BUT THAT WAS JUST A POINT OF VERIFICATION. IT WAS DUPLICATED LANGUAGE ELSEWHERE IN THE CODE. WE TOOK A MOMENT TO CLEAN THAT UP. HERE, YOU ARE GOING TO SEE RELOCATED STANDARDS. IT IS FROM ARTICLE 75. YOU ARE ALSO GOING TO SEE, NUMBER THREE, WHERE WE WERE ADDING REFERENCES TO THE MAXIMUM, INCLUDING DRIVEWAYS, WALKWAYS, ANY OTHER HARD SCAPE FEATURES. AGAIN, RELOCATED LANGUAGE. HERE , WE ARE CLARIFYING THAT WALKWAYS , WALKWAY AREAS , IMMEDIATELY ADJACENT, ARE NOT COUNTED FOR THE PURPOSE OF MEASURING THE WIDTH OF THE DRIVEWAY. ON THE DEVELOPMENT PLAN, THAT AREA NEEDS TO BE MARKED AS A NO PARKING AREA. THAT WAS DRIVEN BY SOME AREAS WHERE WE WERE HAVING ISSUES IN RESIDENTIAL AREAS, LEADING TO ISSUES WITH PARKING IN AREAS THAT WERE NOT DESIGNED TO ACCOMMODATE CARS.
IN SECTION B , WE ARE CLARIFYING THE WIDTH, BACK TO THE DISTINCTION BETWEEN RESIDENTIAL AND NONRESIDENTIAL DRIVEWAY. CLARIFYING THAT, SO, OVERALL, STAFF RECOMMENDS APPROVAL. REALLY, IN THE END, JUST TO GO BACK TO THE MAIN
SLIDE. >> ANYBODY HAVE ANY QUESTIONS?
CLARIFYING. >> MOTION TO APPROVE, BUT WE DO HAVE A CAVEAT, WE NEED CLARIFICATION ON ANY ENVIRONMENTAL IMPACTS. IT MAY NOT CHANGE THE ORDINANCE . BUT
[01:05:03]
AT LEAST, WHEN YOU COME BACK, I THINK?>> I THINK THEY HAD ALREADY LOOKED AT IT. I THINK THEY HAD
ALREADY MADE A LOOK AT IT. >> ANYONE FROM THE PUBLIC? I DO SEE TWO MEMBERS OF THE PUBLIC. GOOD TO SEE YOU HERE.
WE HAVE A MOTION TO APPROVE, BY VICE MAYOR ISROW. SECONDED BY COMMISSIONER CUTLER. ROLL CALL.
WAS UNANIMOUS. >> BEFORE YOU WANT, I WANT TO REMIND THE PUBLIC, ON THE 26TH, THE "RUBIN"MOVIE WILL BE PLAYED AT THE PARKLAND LIBRARY AT 2:00 P.M., I FORGOT TO PUT
THAT IN MY COMMENTS. >> OKAY, FEBRUARY 26TH. OKAY.
[10. Comments by the Broward Sheriff's Office ]
COMMENTS BY THE BROWARD SHERIFF'S OFFICE ?>> GOOD EVENING, COMMISSIONERS, AND CAPTAIN MCCARDLE, SHERIFF'S OFFICE.WE PROVIDED A NEWS RELEASE EARLIER TODAY REGARDING AN INCIDENT THAT I WANTED TO TALK A LITTLE BIT ABOUT, BECAUSE WE ARE LOOKING FOR INFORMATION LATE FRIDAY EVENING, AND IN TO THE MORNING, A PARKLAND RESIDENT WAS DRIVING WHEN HIS VEHICLE WAS STRUCK WITH WHAT WE BELIEVED WAS A ROCK. THE RESIDENT CHASED THE INDIVIDUALS INVOLVED IN A PHYSICAL ALTERCATION ENSUED, AT THAT SOME POINT , HIS PROPERTY WAS TAKEN. HE REPORTED THIS TO US RIGHT AWAY BE PASSED THE VERY NEXT DAY, WE ARRESTED A 15-YEAR-OLD , RESPONSIBLE FOR THIS INCIDENT. WE ARE LOOKING FOR INFORMATION AS TO THE IDENTITY OF THE OTHER SUBJECTS INVOLVED. WE ARE ASKING THOSE WITH INFORMATION TO PLEASE CALL THE DISTRICT OFFICE, 754-250-6593. IF YOU WISH TO REMAIN ANONYMOUS, YOU CAN CONTACT CRIME STOPPERS, 954-493- TIPS. REACH THEM ONLINE AT CRIME STOPPERS.ORG, OR DIAL 847 FROM ANY CELL PHONE, YOU MAY BE ELIGIBLE FOR A REWARD IF THE INFORMATION LEADS TO AN ARREST. OF MOST CONCERN, THROUGHOUT THE INVESTIGATION, WHICH IS ONGOING AT THIS TIME, IS THE CONFESSION OF THE 15-YEAR-OLD. HE MENTIONED OTHER POSSIBLE INCIDENTS INVOLVING ROCKS AND EGGS BEING THROWN. WE SUSPECT THAT THERE HAVE BEEN OTHER INCIDENTS, SPECIFICALLY IN THE CITY. WE URGE RESIDENTS TO PLEASE REPORT BACK. EVEN IF THEY THINK IT IS INSIGNIFICANT, WE NEED TO KNOW.
SO , WE WOULD REMIND PEOPLE, MUCH LIKE WHAT YOU HAD REMINDED THEM OF, PLEASE CALL 911 IF THEY SEE SOMETHING SUSPICIOUS, EVEN IF IT IS A DELAYED REPORT, KNOWING WHAT THEY KNOW NOW, WITH RESPECT TO THIS INCIDENT, IF THERE IS SOMETHING IN THE PAST THAT WAS SUSPICIOUS , WE NEED TO KNOW
ABOUT IT. >> SHOULD THE PUBLIC BE POSTING PICTURES ON FACEBOOK TO TRY TO GET PEOPLE IDENTIFIED?
LAUGHTER ] >> SO, THE INFORMATION --
>> ORDERS THAT SLOW THE INVESTIGATION?
>> THE INFORMATION ON SOCIAL MEDIA, MUCH OF IT IS INACCURATE. IT IS MISINFORMATION. IT IS JUST SIMPLY NOT FACTUAL! THINGS OF THAT NATURE TEND TO IMPEDE THE INVESTIGATION. YOU KNOW , FOR US, IT IS NOT SIMPLY ABOUT APPREHENDING THE INDIVIDUAL AND MAKING AN ARREST, WE ARE SEEKING PROSECUTION. THAT COULD COME IN YEARS DOWN THE ROAD.
WE ARE SEEKING SENTENCING ALSO, RIGHT? FOR US, IT IS A MARATHON, NOT A SPRINT. WE PROTECT THE INVESTIGATION. WE RELEASE VERY LIMITED INFORMATION. WE ARE VERY CAREFUL WITH WHAT WE RELEASE. WHEN WE DEAL WITH THE PUBLIC, WE URGE THEM NOT TO RELEASE INFORMATION, BECAUSE IT JUST COULD AFFECT THE OVERALL INVESTIGATION.
>> THE INVESTIGATION, I GUESS, TO BREAK IT DOWN FOR SOMEBODY WHO IS A LITTLE SIMPLE, LIKE MYSELF. IT IS IMPORTANT TO LET YOU DO YOUR INVESTIGATION. IT TAKES TIME. BECAUSE , IF YOU DON'T GET ALL OF THE CHARGES RIGHT, IT DOES NOT STICK AND NOTHING HAPPENS. IS THAT WHAT WE ARE TALKING ABOUT?
[01:10:20]
ON BACK, IT IS JUST AS IMPORTANT TO CLEAR AN INNOCENT PERSON AS IT IS TO ARREST THE PERSON RESPONSIBLE FOR A CRIME.WE WANT TO MAKE SURE THAT WE ARE DOING EVERY THING PROFESSIONALLY, ACCORDING TO POLICYTHAT WE MUST WORK WITHIN. AND IT DOES SOMETIMES TAKE SOME TIME. THAT IS BECAUSE WE WANT THE BEST CASE TO BE PUT FORWARD.
>> I THINK THE POINT OF 911 , EVEN IF YOU THINK IT IS NOTHING , YOU MAY HAVE INFORMATION FROM SOMETHING ELSE THAT MAKES THIS CALL MORE IMPORTANT . BECAUSE , YOU KEEP LOGS OF THESE INCIDENTS. YOU KEEP LOGS OF SUSPECTS WITHIN DIFFERENT SITUATIONS. CALLING 911, WHEN SOMETHING HAPPENS COULD SPARK SOMETHING ELSE, SOMEWHERE ELSE, THAT IS MY POINT, MAKE SURE THAT YOU ARE CALLING 911, BECAUSE WE DO NOT KNOW WHAT INFORMATION HE MAY HAVE FOR WHATEVER. FROM TWO WEEKS AGO, SIX MONTHS AGO, FROM WHATEVER AGO, AND I WILL ONE HELPED LEAD
TO CHARGES. OKAY? >> I JUST HAVE A COUPLE OF THINGS. FIRST OF ALL, THANK YOU AND YOUR TEAM FOR ALL THAT YOU ARE DOING, THE MAYOR HAS SAID IT SO WELL. WE HAVE PICKUPS.
IT IS NOT AS BIG OF A PROBLEM IS WHAT IS GOING ON IN OTHER COUNTIES. BUT WE WANT TO ADDRESS THEM AND RECOGNIZE THEM. I HAVE BEEN NOTICING AN INCREASING AMOUNT OF SOCIAL MEDIA ACCOUNTS BLATANTLY AND BRAZENLY VIDEOTAPING THEMSELVES. I PRESUME THAT IS PART OF YOUR INVESTIGATION AND PART OF YOUR INTERNET TEAM, LOOKING AT THOSE. THEY ARE NOT VERY BASHFUL ABOUT WHAT THEY POST ONLINE, STOPPING TRAFFIC, DOING VARIOUS THINGS, ALMOST GETTING INTO ACCIDENTS AND EVERYTHING ELSE. AND I ALSO, TO THE MAYOR'S POINT , YOU CANNOT STOP PEOPLE FROM POSTING ON SOCIAL MEDIA, THE SAME PEOPLE WHO WANT TO BE INVOLVED, WE HAVE A COP PROGRAM, WE HAVE A PROGRAM FOR CITIZENS TO GET ENGAGED TO OBSERVE, REPORT, AND HELP KEEP THE CITY SAFE. MAYBE WE NEED TO PUBLICIZE THAT , AGAIN AND AGAIN, BECAUSE THE LOOKY LOSE OR THE PEOPLE WHO WANT TO BE INVOLVED, THEY SHOULD BE ACTIVELY PART OF THAT
PROBLEM, PERHAPS. >> WELL, THERE ARE PEOPLE WHO SAY THEY WANT TO GET INVOLVED.
>> I THINK THE LAST TIME THE CAPTAIN REPORTED IT, I CAN COUNT ON ONE HAND HOW MANY PEOPLE WE HAD SIGNED UP. I HOPE THOSE NUMBERS WILL INCREASE. THE OTHER THING I HAVE NOTED , THERE ARE PERIODS OF TIME DURING THE DAY, DURING CERTAIN DAYS OF THE WEEK, WHERE WE SEE, I HAVE DRIVEN OUT OF HERON BAY, OR HAVE GONE TO THE PUBLIC'S, AND IC 40 BICYCLISTS ON THE ROAD. ARE THERE CERTAIN WAYS WE CAN CREATE A LARGER MORE VISIBLE PRESENCE OF BSO , WHERE THERE MAY BE PEAK TIMES, WHERE TRAFFIC COULD BE AFFECTED OR, GOD FOR BID, SOMEONE GETS HURT OR KILLED, BY ONE OF THESE KIDS BEHAVING
BADLY? >> ABSOLUTELY. WE HAVE GATHERED INTELLIGENCE BASED ON CALLS WE HAVE RECEIVED , IN TERMS OF WHEN THIS IS OCCURRING AND WE ARE OUT, ENFORCING. I DO NOT WANT TO SPEAK MUCH ABOUT THAT, BECAUSE WE ARE OUT AND ABOUT, I DON'T WANT TO SAY WHAT TIME OF DAY. WE ARE OUT AND ABOUT AND THIS IS SOMETHING THAT HAS BECOME A PRIORITY, BECAUSE IT IS A SAFETY ISSUE AND A SAFETY CONCERN. I DO NOT WANT TO HAVE TO CALL A PARENT TO GIVE THE BAD NEWS. IF YOUR CHILD GOT A CITATION, THAT IS NOT BAD, WE CAN CORRECT THE ISSUE. WE ARE REMINDED KIDS , WE ARE TRYING TO EDUCATE THEM.
SOMETIMES IT IS VIA A CITATION. SOMETIMES A WARNING.
AT THE END OF THE DAY, I WANT EVERYONE TO OPERATE THEIR
BICYCLES SAFELY. >> PARENTS AND RESIDENTS NEED TO KNOW, AS THE MAYOR SAID, IF THEY ARE DRIVING DIRT BIKES OR ANYTHING ILLEGAL ON THE ROAD, OPERATING BICYCLES IMPROPERLY , I IMAGINE THEY CAN BE SEIZED , OR, YOU KNOW, IMPOUNDED. I KNOW THAT YOU ARE ALREADY STARTING THAT PROCESS, BUT RESIDENTS NEED TO KNOW ALL OF THAT AS WELL BUT
[01:15:01]
>> WE HAVE BEEN TRYING TO EDUCATE FOLKS , THE DIFFERENCE BETWEEN THE DIRT BIKES AND THE E-BIKES, THEY ARE VERY DIFFERENT IN TERMS OF THEIR SPEED AND THEIR CAPABILITIES.
SO WE ARE. WE ARE IMPOUNDING DIRT BIKES. IT IS A CRIMINAL OFFENSE TO OPERATE A DIRT BIKE WITHOUT A DRIVERS LICENSE, WITHOUT A MOTORCYCLE ENDORSEMENT. WE ARE ALSO CITING THE PARENTS FOR ALLOWING IT TO HAPPEN THESE ARE CITATIONS THAT REQUIRE A MANDATORY COURT APPEARANCE SO, THERE IS, YOU KNOW, SOME KIND OF CALL TO ACTION WHERE THE PARENTS MUST GO BEFORE A JUDGE AND ANSWER TO THIS.
>> ARE THOSE CITATIONS ELIGIBLE FOR A CIVIL CITATION? WRITTEN UNDER THE TRAFFIC STATUTE. SO, THEY ARE ACTUALLY LIKE A TRAFFIC CITATION, BUT THEY ARE CRIMINAL IN NATURE.
>> ANYONE ELSE? THANK YOU VERY MUCH, CAPTAIN MCCARDLE.
[11. Comments by the Coral Springs-Parkland Fire Department ]
>> THANK YOU. >> COMMENTS BY THE CORAL SPRINGS- PARKLAND FIRE DEPARTMENT ?
>> I REALLY CANNOT SEE ANYTHING ANYMORE. JASON GONZALEZ, CORAL SPRINGS-PARKLAND FIRE DEPARTMENT, I AM HERE ON BEHALF OF MIKE MESIROW, WHO APOLOGIZES.
>> WE WILL GET HIM THE NEXT TIME.
>> GIVE HIM A HARD TIME FOR ME. FOR THE MONTH OF LIBERTY, WE HAVE 150 DIFFERENT INCIDENTS, 46 OF THOSE ARE INSPECTION AREA RISK REDUCTION INCIDENTS. OF THE 104 FIRE AND EMS, ONE IS CATEGORIZED AS FIRE . WE DO HAVE A COUPLE OF EVENTS ON OUR CALENDAR. FIRST AND FOREMOST, THE ONE WOULD BE SUNDAY, MARCH 3RD, WE HAD THE RUN FOR BEAGLE WITH AN EMS DETAIL . ON MARCH 8TH , OR, IS IT MARCH 9TH? I'M SO SORRY.
THAT IS IT . IT LOOKS LIKE MARCH 8TH, BUT I CANNOT TELL WITH MY SCRIBBLES AND WE WILL HAVE A FIRE WATCH AND DETAIL FOR THE PARKLAND DAY PARADE. ENGINE 42, ENGINE 109, AND 97 , THE RESCUE, THEY WILL BE BETTER FOR EMERGENCY CALLS , ET CETERA, PENDING. I THINK IT IS IMPORTANT FOR US TO MAKE SURE THAT PARENTS UNDERSTAND, KEEPING THEIR KIDS ON DIRT BIKES OUT OF THE STREET , YOU KNOW, WE TALK ABOUT CIVIL CITATIONS AND EVERYTHING ELSE, BUT IT IS CATASTROPHIC JUST OUTSIDE OF MY NEIGHBORHOOD IN DAVIE, WE HAD A CHILD WHO LOST HIS LIFE UNFORTUNATELY. I AGREE WITH THE SENTIMENT THAT WE NEED TO MAKE SURE THAT THEY ARE ENGAGING. A CIVIL CITATION MAY BE THE VERY LEAST OF THEIR WORRIES. AND WHATEVER WE CAN DO TO MAKE THE COMMUNITY SAFER, WE ARE ALL IN.
AND I WANT TO REMIND THE PUBLIC , WE ARE YOUR FIRE DEPARTMENT, WE ARE HERE TO BE PART OF YOUR LIFE, IF YOU ARE SEEING US OUT AND ABOUT, MEET YOUR PUBLIC SERVANTS. WE WANT TO GET TO KNOW YOU AND WE WANT TO BE PART OF YOUR LIVES.
>> THANK YOU FOR THAT. >> THANK YOU. HAVE A GOOD
NIGHT. >> NANCY, YES, MUCH BETTER THAN MIKE.
BUTTON UP, I GUESS I WANT TO CONTINUE TO PRESSURE THE COUNTY. THE LAST I SPOKE TO MIKE, HE SAID THAT THERE HAS BEEN A SLIGHT CHANGE. NOW, GOING THROUGH THE SYSTEM.
>> I TALKED TO FRANK THE OTHER DAY.
>> THEY ARE FIGURING IT OUT. >> THEY ARE HAVING A MEETING
TO HAVE ANOTHER MEETING. >> FRANK SEEMED ENCOURAGED.
KNOW, WHEN YOU AUTHORIZED AT THE BEGINNING OF THE YEAR, WE DID SEND A LETTER. YOU GOT IT.
>> IT MAY BE A FOLLOW-UP TO THE COUNTY.
>> BERTHA ? I DON'T THINK SHE CARES.
>> YOU NEVER KNOW. BUT AT LEAST A FOLLOW-UP, YOU KNOW, JUST, TO SAY THAT WE WERE TOLD, THIS WOULD BE BY THE END OF THE YEAR. WE NEED TO GET THIS MOVING FORWARD, AND
[01:20:07]
WORKING THROUGH. >> A POINT OF CLARIFICATION, MARCH 9TH , I WANT TO MAKE SURE THAT PEOPLE DO NOT SHOW UP ON MARCH 8TH. MARK THE DATE AS MARCH 9TH.
>> YES, HE ALMOST SAID THE 12TH. COMMENTS BY THE CITY
[13. Comments by the City Attorney ]
MANAGER? >> NO COMMENTS, THANK YOU,
MAYOR. >> COMMENTS BY THE CITY
ATTORNEY? >> IT WAS ASKED BEFORE, THE MARCH 6TH AGENDA, THE FORM SIX LITIGATION, PER THE PRIOR REQUEST, I WILL HAVE ONE OF THE MAIN TWO LITIGATORS LITIGATING THAT CASE, AVAILABLE EITHER BY TEAMS OR BY PHONE. THANK YOU.
