I DO WANT TO CONGRATULATE MIKE CIRILLO.
UM, HE IS WILL DO I BELIEVE, A GREAT JOB.
I'VE KNOWN HIM WITH MY WORK THAT I'VE DONE ON SOLID WASTE.
SO HE'S DEFINITELY A GREAT ASSET, I THINK, TO OR A NEW ADDITION TO OUR CITY AS A MAGISTRATE.
UM. I DO TALKING ABOUT CONSENT ITEMS I DO WANT TO PULL.
UM, SO I JUST WANT TO MAKE SURE THAT WE DO THAT.
UM. I'M DISAPPOINTED THAT SNOW FEST IS CANCELED.
SCHEDULED. RESCHEDULED. I KNOW, RESCHEDULED, BUT YOU KNOW.
LIGHT UP THE NIGHT WAS A GREAT COMMUNITY EVENT.
UM, THERE ARE SOME, UH, WHEN I SAY, UH, OPPORTUNITIES FOR NONPROFIT, THE 211 HAS 211 AWARDS.
THEY OPEN IT UP. IT'S THROUGH CHILDREN'S SERVICES COUNCIL.
UM, IF YOU GO ONLINE, YOU'LL SEE NONPROFIT AWARDS.
SO ANY NONPROFIT, THEY HAVE A DIFFERENT ARRAY OF OPPORTUNITIES FOR GRANT DOLLARS.
AND IT'S A GREAT RECOGNITION OR PARKLAND BUDDY SPORTS PROGRAM.
PARTICIPATED IN IT FOR SEVERAL YEARS.

PARKLAND CARES WAS ALSO A WINNER.

THE LIGHT UP THE NIGHT, THE LIGHT UP THE PARK, THE THE TENNIS TOURNAMENT FOR MOSS.
[00:10:08]
THE RIZZO WALK. WE HAVE A WHOLE HOST OF EVENTS.MISS VERBA, I KNOW WE'LL CONGRATULATE YOU.
UM, IT MAKES ME FEEL A LITTLE AGED BECAUSE I WAS THERE WHEN YOU STARTED AT DOUGLAS.
CONGRATULATIONS ON YOUR RETIREMENT.
I'VE BEEN CONTACTED, AND I KNOW I IMAGINE OTHERS HAVE BEEN.
WE CONTINUE TO HAVE THOSE DISCUSSIONS.
I KNOW I'VE TALKED WITH OUR CITY MANAGER AND WE'LL TALK ABOUT IT AT STRATEGIC PLANNING.
I'VE TALKED WITH OUR BSO CAPTAIN, SO BE PATIENT.
IN THE INTERIM, I WOULD ASK ALL OUR RESIDENTS TO CONTINUE TO ABIDE BY THE LAWS, CONTINUE TO BE COURTEOUS TO PEDESTRIANS AND BICYCLISTS, AND I HAVE MY MY PERSONAL VIEWS ON GOLF CARTS IN OUR CITY, AND WE'LL CONTINUE TO WORK AND SEE IF WE CAN MAKE OUR CITY, UH, UH, COMPORT WITH THE RESIDENTS ISSUES. I ALSO WANT TO JUST WISH ALL OF OUR STUDENTS A HAPPY AND AND AND TEACHERS AND STAFF A HAPPY HOLIDAY BREAK.
I KNOW THERE WAS AN INCIDENT AT DOUGLAS YESTERDAY, AND I PRAY FOR THE FAMILIES AND THE INJURED STUDENT, AND WE CONTINUE TO, UNFORTUNATELY, BE IN THE NEWS FOR SOME NOT SO GREAT THINGS.
AND APPRECIATE THAT YOU KNOW, A BAD DECISION ON ONE DAY WILL AFFECT YOU FOR THE REST OF YOUR LIFE.
SO JUST CONTINUE TO TAKE THAT IN MIND WITH THAT.
MAYOR. THOSE ARE MY COMMENTS. THANK YOU.
THANK YOU VERY MUCH, COMMISSIONER BRIER, VICE MAYOR ISRAEL THANK YOU, MAYOR.
UM, CONGRATULATIONS TO YOU, COMMISSIONER BRIER.
IT SHOULD BE YOU. SO I RESPECT YOU FOR THAT.
AND I KNOW YOU'LL DO AN AMAZING THING FOR THAT.
UM. WISH EVERYONE A HAPPY HANUKKAH.
UH, SEVENTH NIGHT, UH, LIGHT UP THE NIGHT AGAIN.
PARKLAND ALWAYS OUTDOES ITSELF, AND I, UH, NOT ONLY PARKLAND, I GUESS.
AND THE REALITY IS, IS THAT IS ONE OF THE EVENTS I LOOK FORWARD TO THE MOST.
IT JUST KEEPS GETTING MORE AND MORE FESTIVE.
UM, EVERYONE MENTIONED MOST OF THE OTHER EVENTS, SO I WON'T, YOU KNOW, BELABOR IT, BUT I WANT TO TALK ABOUT A COUPLE MORE, I GUESS, PRESSING ITEMS, WHICH IS NUMBER ONE, IS THE HARVARD, PENN AND MIT SCENARIO.
AND, YOU KNOW, I THINK IT'S GOOD THAT WE HAVE A NUMBER OF KIDS HERE TODAY BECAUSE, YOU KNOW, WHETHER YOU WATCH THE NEWS OR NOT, IT'S IMPORTANT FOR YOU TO UNDERSTAND THAT, UM, JUST BECAUSE A SCHOOL HAS A GOOD REPUTATION OR IS KNOWN FOR HIGHER EDUCATION, YOU KNOW, THEY SAY YOU CAN PAY FOR SCHOOL, BUT YOU CAN'T BUY CLASS, RIGHT? AND WHAT'S IMPORTANT FOR YOU TO UNDERSTAND IS THAT STICKING UP FOR WHAT YOU BELIEVE IS RIGHT IS ONE OF THE MOST IMPORTANT THINGS YOU CAN DO IN THIS WORLD.
AND SOMETIMES IT'S EASIER SAID THAN DONE, BUT IT'S EVEN MORE IMPORTANT WHEN IT'S DIFFICULT.
UM, THIS UNFORTUNATELY WAS NOT A DIFFICULT TIME, AND YET IT WAS MADE DIFFICULT.
AND I'D ASK THAT ALL OF YOU, YOU KNOW, YOUTH INCLUDED, TAKE IT AS A LEARNING OPPORTUNITY TO REMEMBER THAT JUST BECAUSE YOU FEEL THAT THERE'S PRESSURE ON YOU TO DO SOMETHING THAT YOU DON'T BELIEVE, UH, MAYBE IS GOING TO GET A GOOD RESPONSE OR GET A REACTION THAT YOU KNOW, YOU WANT TO HAVE TO DEAL WITH, DOESN'T MEAN YOU SHOULDN'T DO IT.
SO STICK UP FOR WHAT YOU FEEL IS RIGHT.
I UNFORTUNATELY WATCHED THE VIDEO I WISH I HADN'T.
I TO GIVE MY HEARTFELT, SINCERE WISHES TO THE FAMILY AND THE AND THE STUDENT WHO'S RECOVERING.
AND AGAIN, I MEAN, I HATE TO EVEN HAVE THESE CONVERSATIONS ANYMORE, BUT THE TRUTH IS, IS THAT AS A PARENT WATCHING THIS STUFF HAPPEN, IT'S IT'S ALMOST, YOU KNOW, SICKENING. BECAUSE, YOU KNOW, KIDS SOMETIMES UNDERESTIMATE THE CONSEQUENCES OF THEIR ACTIONS BECAUSE LACK OF EXPERIENCE, LACK OF, YOU KNOW, MATURITY, THAT'S THE HUMAN ELEMENT. BUT THE TRUTH IS, IS SOME OF THESE DECISIONS WILL AFFECT THESE KIDS FOR THE REST OF THEIR LIVES PHYSICALLY, MENTALLY AND EMOTIONALLY.
AND I HOPE THAT EVERYONE LEARNS FROM IT.
SO I SEND MY BEST TO THAT FAMILY.
AND AGAIN, I THINK COMMISSIONER BREYER SAID IT BEST.
IT'S, UH, IT'S SOMETHING WE SHOULD NOT HAVE TO BE TALKING ABOUT.
BUT HERE WE ARE. UM, ON TOP OF THAT, I WANT TO TALK ABOUT, UH, GOLF CARTS.
[00:15:05]
I KNOW IT IS A VERY COMPLICATED SUBJECT, BECAUSE IT'S NOT NECESSARILY SOMETHING THAT'S ONLY WITHIN OUR PURVIEW.IF WE HAD SOLE CONTROL OVER IT, I THINK IT WOULD BE A LOT EASIER OF A CONVERSATION.
BUT WE DON'T IT IT REQUIRES MULTIPLE JURISDICTIONS AND AUTHORITIES.
SO I HOPE EVERYONE CAN UNDERSTAND.
AND, YOU KNOW, AS WITH MANY THINGS, TO BE PATIENT, THAT THIS IS SOMETHING THAT'S ON OUR AGENDA.
A VERY HAPPY FOURTH BIRTHDAY, DECEMBER 19TH.
UM, I KNOW RIGHT? FOR US, NOT FOR THEM.
I WISH EVERYONE A VERY HAPPY NEW YEAR.
YEAH, WELL, YOU KNOW, LIKE I SAID, THEY, UH.
WE WISH EVERYONE A VERY HAPPY HOLIDAYS.
I HOPE EVERYONE HAS A GREAT NEW YEAR.
UM, YOU KNOW, 2023 WAS AN AMAZING YEAR.
AND ALL I CAN EVER SAY IS HOPEFULLY NEXT YEAR IS EVEN BETTER.
UM, YOU GUYS PRETTY MUCH TOUCHED ON JUST ABOUT EVERYTHING.
I MEAN, THAT'S A SPECIAL FAMILY.
AND, UH, PROUD TO BE A, YOU KNOW, A FELLOW ISLANDER, UH, WITH WITH A FAMILY LIKE THAT.
UM, I WANT TO SAY CONGRATULATIONS OR.
WELL DONE BY THE EAGLE REGIMENT WHO MARCHED IN THE MACY'S DAY PARADE.
I WAS LUCKY ENOUGH TO, UH, BE IN NEW YORK CITY.
MY DAUGHTER IS IN THE COLOR GUARD.
I'LL MENTION YOU KNOW THAT AS WELL, I THINK.
THE THING THAT I GET FRUSTRATES ME, UPSETS ME, WHATEVER YOU WANT TO CALL IT.
BUT WITH EVERY ISSUE, THERE'S THERE'S SOMEONE ON THE OTHER SIDE.
AND AS AS MUCH AS I WOULD LOVE TO HAVE THE AUTHORITY AS SOME THINK WE HAVE, WE DON'T, YOU KNOW, WE WE DON'T OWN ALL THE ROADS, WE DON'T OWN ALL THE SIDEWALKS. SO WE CAN'T ALWAYS DO THINGS THAT WE WISH WE COULD DO.
SO I THINK PATIENCE IS IMPORTANT AND PUTTING DOWN OTHER PEOPLE OR OTHER ORGANIZATIONS.
THE THING THAT FRUSTRATES ME IS B.S.O IS OUT THERE DOING THEIR JOB.
THEY DO THEIR JOB VERY WELL, AND I APPRECIATE ALL OF THE OFFICERS THAT DO THEIR JOB.
SO YOU HAVE TO CHANGE WHAT YOU'RE DOING.
UM, ALL OF THEM ARE IMPORTANT.
YOU CAN'T STOP EVERYONE DOING ALL BAD ALL THE TIME.
IT'S NOT AS EASY AS YOU MAY THINK, BUT IT IS ON OUR RADAR.
I TOO WANT TO TALK ABOUT THE MSD FIGHT A LITTLE BIT.
UM, I HAVE SOON TO BE TWO HIGH SCHOOL BOYS.
BOYS WILL FEEL THE NEED FOR AN ALTERCATION, BUT THERE'S WAYS TO HANDLE THINGS RIGHT.
AND IT'S IT'S NOT OKAY FOR MULTIPLE KIDS TO BE PICKING ON ONE PERSON, WHETHER IT'S BOYS OR GIRLS.
THAT IS ABOUT AS WEAK AS YOU COULD POSSIBLY GET.
THAT, YOU KNOW, THAT'S WHAT BOTHERS ME THE MOST, BECAUSE AGAIN, I GET IT.
WE HAD ALTERCATIONS EVERY NOW AND AGAIN.
[00:20:01]
BUT FOR FOR KIDS, FIVE KIDS, SIX KIDS TO PICK ON ONE KID, THAT DOESN'T MAKE YOU TOUGH, THAT MAKES YOU WEAK AND FOR YOU TO SIT ON THE SIDELINES VIDEOING.AND DOING NOTHING IS EVEN MORE WEAK.
BECAUSE THAT IS NOT WHAT YOU GUYS SHOULD BE DOING.
WE SHOULD ALWAYS BE STICKING UP FOR THE UNDERDOG.
ALWAYS. THAT'S WHAT MAKES YOU A GOOD PERSON.
WHETHER IT MAKES YOU A MAN OR A WOMAN OR WHATEVER IT IS.
THOSE ARE THE THINGS THAT YOU TAKE GROWING UP.
YOU THINK YOU'RE GOING TO END UP BEING A GOOD PERSON.
YOU NEED TO STICK UP FOR THE UNDERDOG.
THAT'S HOW YOU BECOME AN ADULT.
THAT'S HOW YOU BECOME A SUCCESSFUL PERSON.
BUT MULTIPLE KIDS, FEMALE, MALE, WHATEVER.
PICKING ON ONE PERSON IS HORRIBLE.
AND THOSE KIDS WILL PAY THE PRICE.
HOWEVER, THAT IS, THAT CAN AFFECT YOUR SCHOOLING.
IT'S NO JOKE THAT'S NOT EVEN FUNNY.
AND BEING SOMEBODY WHO RECORDS IT ON SOCIAL MEDIA, YOU DON'T THINK WE KNOW WHAT? WHO'S RECORDING THOSE THINGS? YOU DON'T THINK WE FIND OUT WHERE THOSE VIDEOS COME FROM? KIDS HAVE TO BE VERY CAREFUL WITH SOCIAL MEDIA.
BECAUSE YOU'RE HEADED IN THE RIGHT PATH.
BUT STAY IN THAT RIGHT PATH BECAUSE THAT'S THAT'S WHAT WE WANT TO SEE.
WE NEED GOOD PEOPLE THAT ARE GOING TO DO GOOD THINGS, THAT ARE GOING TO COME UP HERE AT SOME POINT AND TAKE OUR PLACES AND DOING GOOD THINGS FOR YOUR COMMUNITY, GOOD THINGS FOR YOUR FAMILY.
THAT'S THE PATH WE NEED TO STAY ON.
BUT THAT'S NOT HOW WE HANDLE THINGS.
AGAIN, ALTERCATIONS HAPPEN, I GET IT.
AND SITTING BACK WATCHING SOMEBODY GET BEAT UP IS NOT FUNNY.
A LITTLE UPDATE FOR PINE TREE ESTATES ROAD PROJECT.
THIS IS A THIS IS AN ISSUE THAT'S BEEN PLAGUING OUR CITY FOR FOR MANY, MANY YEARS.
AND I APPLAUD AND THANK THIS COMMISSION FOR STEPPING UP AND, YOU KNOW, MAKING CHANGE.
UM, YOU KNOW, VERY PROUD OF OF ALL OF US FOR THAT BECAUSE THAT'S IT'S BEEN GOING ON FOR A LONG TIME.
AND, AND WE HAD THE WHEREWITHAL TO MAKE SURE WE GOT SOMETHING DONE IN EARLY 2024.
BY MARCH OR APRIL, WE WILL AWARD THE DESIGN AND THE PROCESS OF DESIGNING THE PROJECT WILL BEGIN.
IT'S A COMPLEX PROJECT AND THERE'S A LOT TO DO, SO THE DESIGN WILL TAKE A YEAR.
THAT TAKES US INTO EARLY 2025 WHEN THE DESIGN IS COMPLETE.
AT THAT TIME, WE WILL RELEASE A REQUEST FOR PROPOSALS FOR CONSTRUCTION.
THEN WE'LL AWARD THE CONSTRUCTION, MOST LIKELY IN THE SUMMER OF 2025, AND WE EXPECT CONSTRUCTION TO BEGIN IN THE FALL OF 2025. SO WE SHOULD BE VERY PROUD OF OURSELVES AS A COMMISSION.
UM, THAT WE DECIDED TO TAKE ON THIS THIS TOPIC THAT'S BEEN GOING ON FOR DECADES.
AND WE'RE FINALLY SEEING THE LIGHT, YOU KNOW, AND WE'RE GOING TO GET TO SEE THIS, THIS COMPLETE.
SO JUST BECAUSE YOU WON'T BE HERE WHILE THE CONSTRUCTION HAPPENS, IT'S BECAUSE OF YOU.
RIGHT? MAYBE WE CAN HAVE, UH, INSTEAD OF 72ND WAY.
IT CAN BE MAYERSON LANE OR SOMETHING LIKE THAT.
UM, LET ME MAKE SURE I DON'T HAVE ANYTHING ELSE.
OH. OF COURSE. HAPPY HANUKKAH, KWANZAA, MERRY CHRISTMAS, HAPPY NEW YEAR.
OH, AND I MUST SAY, HAPPY BIRTHDAY TO MY DAUGHTER.
UM, AND AGAIN, AS COMMISSIONER BREYER SAID, I AM ECSTATIC TO BE HERE, UH, ON, ON MY BIRTHDAY.
OKAY, SO THAT WE WILL NOW MOVE ON TO OUR PROCLAMATIONS AND RECOGNITIONS.
[6. Proclamations and Recognitions]
SO WE'RE GOING TO GO AHEAD DOWN IN THE WELL, AND WE'RE GOING TO START WITH COMMISSIONER MAYERSON RECOGNIZING MSD TEACHER CARLA[00:25:06]
VERBA.MOM IS. IT'S BEAUTIFUL, HUH? THAT'S REALLY NICE.
THERE ISN'T MUCH CARLA VERBER DOESN'T KNOW ABOUT MARJORY STONEMAN DOUGLAS HIGH SCHOOL.
CARLA ALSO SERVED AS A SPONSOR OF MODEL UNITED NATIONS AND THE SILVER KNIGHT PROGRAMS, AND SHE RAN THE SATURDAY ACADEMY, WHICH PROVIDES STUDENTS WITH SAT, ACT AND END OF COURSE EXAM PREPARATION.
AFTER 32 YEARS AT MSD AND 39 YEARS WITH BROWARD COUNTY PUBLIC SCHOOLS, CARLA IS RETIRING.
SHE FINISHES HER CAREER WITH HER LATEST ACCOMPLISHMENT BUILDING A HUMAN GEOGRAPHY PROGRAM, WHICH INCLUDES A VERY POPULAR ADVANCED PLACEMENT COURSE THAT BOASTS A PASS RATE THAT IS WELL ABOVE THE DISTRICT, STATE AND NATIONAL AVERAGE.
CARLA, ON BEHALF OF THE CITY COMMISSION OF PARKLAND, WE ARE GRATEFUL FOR ALMOST FOUR DECADES OF EDUCATION YOU HAVE SHARED WITH STUDENTS IN BROWARD COUNTY AND FOR YOUR MORE THAN 30 YEARS OF SERVICE AS AN EDUCATION EDUCATOR IN THE CITY OF PARKLAND.
THANK YOU FOR ALL YOU'VE DONE TO INSPIRE YOUNG MINDS AND CONGRATULATIONS ON YOUR RETIREMENT.
I'VE HAD THE GREAT GOOD FORTUNE OF BEING AT STONEMAN DOUGLAS FOR 32 YEARS, AND I'VE HAD THE PRIVILEGE OF TEACHING AMAZING STUDENTS, COMMISSIONER BREYER.
WORKING WITH EXCEL AND WORKING WITH OUTSTANDING EDUCATORS, FACULTY AND STAFF.
ALL. IN A VERY SUPPORTIVE COMMUNITY.
THANK YOU. LET'S GET THE WEST GLADES BOYS SOCCER UP HERE.
COME ON. THESE MIKES AREN'T THAT GOOD.
ALL RIGHT FOR THE WEST GLADES.
[00:30:10]
IS EVEN MORE IMPRESSIVE.THE WEST GLADES BOYS SOCCER TEAM RECENTLY ACCOMPLISHED ACCOMPLISHED THIS FEAT, AND WHEN YOU LOOK AT WHY WHAT WAS REALLY ACHIEVED, WE SEE HOW HARD THIS GROUP OF YOUNG MEN AND THEIR COACHES HAVE WORKED TO MAKE IT HAPPEN.
THE TEAM ALSO CAPTURED THE DIVISION CHAMPIONSHIP, THEN WENT ON TO WIN THE FIRST PLAYOFF GAME 3 TO 2, BEATING THEIR DIVISION RIVAL CORAL SPRINGS MIDDLE IN THE QUARTERFINAL AND FOR THE FIRST TIME IN 14 YEARS, THE TEAM WON THE NORTH AREA CHAMPIONSHIP.
THE WEST GLADES BOYS TEAM WAS ALSO THE COUNTY RUNNER UP.
THEIR COACHES, DANIEL GURR, WHO WAS NAMED COACH OF THE YEAR BY WEST GLADES, AND KATHLEEN AND CATHERINE COTTRELL, SAID THE BOYS PLAYED WITH SUCH PASSION FOR THE GAME AND A CLEAR GOAL IN MIND. COACH GURR IS ALSO SAID HIS TEAM WAS A GREAT GROUP TO COACH, AND THAT HE WILL MISS THE TEAM'S OUTGOING EIGHTH GRADERS TREMENDOUSLY.
ON BEHALF OF THE ENTIRE CITY OF PARKLAND COMMISSION, WE CONGRATULATE THE WEST GLADES BOYS SOCCER TEAM FOR THEIR HARD WORK AND MOST IMPORTANTLY, FOR THEIR DEDICATION ON AND OFF THE FIELD. CONGRATULATIONS.
MISSION UPFRONT. TEAM ON STAGE.
ALL RIGHT. IF WE CAN ALSO GET UP TO WEST GLADES GIRLS SOCCER TEAM.
SOME DAYS YOU MIGHT FEEL A LITTLE TIRED.
OTHER DAYS YOU MIGHT BE DISTRACTED OR NERVOUS.
YOU KEEP SHOWING UP, AND YOU PUT YOUR HEART OUT THERE ON THE FIELD.
THE WEST GLADES MIDDLE SCHOOL GIRLS SOCCER TEAM IS ONE OF THESE TEAMS. THEY PLAYED AN UNDEFEATED SEASON AND USING THE RIGHT COMBINATION OF TENACITY, SKILL AND FOCUS, IT ALL CAME TOGETHER.
THE TEAM RECENTLY COMPLETED THE REGULAR SEASON UNDEFEATED AND TOOK SECOND PLACE IN THE CHAMPIONSHIP.
COACHING WINNING TEAM IS ALWAYS A POINT OF PRIDE.
HOWEVER, COACH GOODRICH SHARED THAT WHAT IMPRESSED HER THE MOST WAS WATCHING EACH PLAYER ENTER THE TEAM AS INDIVIDUALS AND LEARN HOW TO WORK TOGETHER TO SUPPORT EACH OTHER AND LEARN FROM EACH OTHER. ALL WITH A CULTURE OF KINDNESS AND COLLABORATION, BOTH ON AND OFF THE FIELD.
ON BEHALF OF THE CITY OF PARKLAND CITY COMMISSION, CONGRATULATE THE WEST GLADES GIRLS SOCCER TEAM FOR THEIR UNDEFEATED SEASON AND MOST IMPORTANTLY, FOR SHOWING US THE TRUE MEANING OF TEAMWORK.
CONGRATULATIONS. THE SAME THING WITH OIL. YOU GUYS.
[00:35:11]
OKAY. ONE MORE.UH, KRISTEN. WHERE'S KRISTEN? KRISTEN. WHERE IS SHE? OH, THERE SHE IS. AND.
OKAY. WHEN WE UNDERSTAND OUR PURPOSE AND OUR AND APPRECIATE THE PURPOSE OF OTHERS, WE ARE TRULY EQUIPPED WITH THE TOOLS WE NEED TO SUCCEED AS AN ORGANIZATION.
IN ITS FIRST YEAR, THE CITY OF PARKLAND EMPLOYEE LEADERSHIP ACADEMY, OR ELA, INVITES CITY EMPLOYEES TO LEARN ABOUT THE INNER WORKINGS OF MUNICIPAL GOVERNMENT AS WELL AS WHAT IT TAKES TO BE AN EFFECTIVE LEADER IN GOVERNMENT.
THE FIRST CLASS OF THE ELA GRADUATED THIS FALL.
EACH OF OUR FIVE GRADUATES COMES FROM A DIFFERENT DEPARTMENT WITHIN THE CITY.
FOR SIX MONTHS THEY HAVE GOTTEN TO KNOW EACH OTHER, LEARN TOGETHER, AND LEARN FROM EACH OTHER AS THEY PARTICIPATED IN THIS ROBUST PROGRAM DESIGNED BY THE CITY'S DIRECTOR OF HUMAN RESOURCES, KRISTEN MILLIGAN.
AS PART OF THE ELA, THE PARTICIPANTS ATTENDED EXTENSIVE LEADERSHIP TRAINING THAT FOCUSED ON A NUMBER OF TOPICS, INCLUDING AN INTRODUCTION TO LOCAL GOVERNMENT, A REVIEW OF EACH DEPARTMENT IN THE CITY, COMPLIANCE LAWS AND INDEPENDENT STUDY, TO NAME A FEW.
THESE GRADUATES ALSO RECEIVED CAREER COACHING AND ATTENDED, ATTENDED CLASSES AND ENGAGED IN THE DISCUSSIONS ABOUT THE CITY'S BUDGETING PROCESS. THE ELA PROGRAM CULMINATED IN A PRESENTATION BY ALL PARTICIPANTS WHO SHARED HIGHLIGHTS AND TAKEAWAYS FROM THEIR EXPERIENCE. AT THIS TIME, I WILL ASK KRISTEN.
THANK YOU. YES. NO, I KNOW THEM.
OUR SENIOR LIBRARY ASSISTANT, SHWETA PAREKH.
OUR CREW LEADER FOR OUR STREETS DIVISION, CHRIS PORTER.
OKAY. AND LAST BUT CERTAINLY NOT LEAST, OUR DIGITAL AND MEDIA MARKETING SPECIALIST.
I'M SORRY, MELISSA VAN KANNEL.
AND THANK YOU VERY MUCH TO NANCY FOR ALL YOUR SUPPORT OF THIS PROGRAM.
NOT ONLY I DON'T THINK IT WAS JUST REWARDING FOR THEM, IT WAS EXTREMELY REWARDING FOR ME.
SO THANK YOU. ON ON BEHALF ON BEHALF OF THE CITY OF PARKLAND CITY COMMISSION, CONGRATULATIONS FOR PURSUING YOUR SENSE OF PURPOSE AND YOUR RESPECTIVE DEPARTMENTS, AND FOR YOUR OVERALL DEDICATION TO LOCAL GOVERNMENT.
JASON. IT WAS YOU. OH, YOU GUYS DON'T WANT TO STAY FOR THE MEETING.
YOU GUYS ARE. JUST GRAB SOME CAKE ON YOUR WAY OUT.
[00:40:04]
THANK YOU. OKAY, SO WITH THE AGENDA, WE'RE GOING TO GO AHEAD AND PULL[7. Approval of the Agenda]
EIGHT H.OKAY. SO DO WE WANT TO APPROVE THE AGENDA MINUS EIGHT H.
MOTION TO APPROVE MINUS EIGHT H.
SECOND. OH, SO WE HAVE A MOTION TO APPROVE THE AGENDA MINUS EIGHT H.
UH, BY VICE MAYOR ISRAEL AND A SECOND BY COMMISSIONER BROWER.
ANY OPPOSED? PLEASE SHOW PASSES UNANIMOUSLY.
CONSENT AGENDA MINUS MOTION TO APPROVE MINUS EIGHT.
[8. Consent Agenda]
SECOND. SO WE HAVE A MOTION TO APPROVE MINUS EIGHT H.UH, FROM COMMISSIONER MAYERSON AND A SECOND BY COMMISSIONER BRYER.
ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS ONE? NOPE. ROLL CALL.
COMMISSIONER. CUTLER. YES, COMMISSIONER.
PLEASE SHOW PASSES UNANIMOUSLY.
MAYOR, I WOULD LIKE SOME DIRECTION FROM THE COMMISSIONER ON THAT.
I DON'T WANT TO CHOOSE THAT. WELL, IF YOU WANT TO HEAR IT, WE'LL JUST PUT IT FIRST, OKAY? YEAH. THANK YOU.
MAYOR. SINCE EIGHT COMES BEFORE NINE, DO WE HAVE ROBBIE ON THE PHONE HOLDING? DO WE HAVE ROBBIE ON THE PHONE HOLDING? MAYBE. MAYBE WE SHOULD DO THAT FIRST AND THEN? AND THEN PROCEED TO THAT JUST SO HE'S NOT HELD UP.
OBJECTIONS OKAY. SO WE'LL HERE WE'LL DO THE LEGEND NINE A FIRST NINE A AND THEN EIGHT H OKAY.
[9. Regular Agenda ]
ITEM NINE A IS A RESOLUTION 2020 2-063 2024 LEGISLATIVE AGENDA A RESOLUTION OF THE CITY COMMISSION.THE CITY OF PARKLAND, FLORIDA, ADOPTING THE 2024 LEGISLATIVE AGENDA.
OKAY. DO WE HAVE? UH, I SEE DANIEL HERE.
SHOULD WE INTRODUCE YOUR PART OF THE CREW? CORRECT. YEAH.
CAN EVERYBODY? MR. MAYOR, MR. BIRTHDAY BOY IS ACTUALLY.
IT'S, UH. NOT ONLY IS IT MR. MAYOR'S BIRTHDAY, UH, IT'S OUR OUR NEWEST TEAMMATE THAT YOU'RE MEETING RIGHT NOW.
DANIEL'S BIRTHDAY AS WELL. SO HAPPY BIRTHDAY TO BOTH OF YOU.
YOU GOT YOUR CAKE. WELL, I JUST I'LL JUST.
UM, DANIEL COMES TO US FROM THE FLORIDA SENATE, UM, WHERE HE HAS EXTENSIVE EXPERIENCE IN, UH, APPROPRIATIONS, UM, AND VERY FAMILIAR IN THE PROCESS.
UM, AND MOST RECENTLY WAS A WAS ON SHERIFF GREG, TONY'S TEAM.
SO WE'RE THRILLED TO HAVE HIM ON OUR TEAM.
CAN YOU HEAR ME? IT'S TOO LOUD.
ALLISON IS TRYING TO LOWER IT, BUT IT'S NOT.
I'LL TRY NOT TO. IS THAT BETTER? YEAH. WHISPERING LET'S SEE.
ALL RIGHT. LIBRARY VOICE UH, I'LL DO MY BEST.
I, UH I JUST WANT YOU TO HEAR ME ALL THE WAY FROM TALLAHASSEE.
UM, YOU ALL HAVE BEEN, UH, AMAZING TO WORK WITH.
WE HAD A VERY SUCCESSFUL 2023 SESSION, AS YOU ALL, UM, UH, TALKED ABOUT PREVIOUSLY.
AND, UM, THANK YOU AGAIN FOR FOR ALL YOUR SUPPORT OF THAT.
UM, WHAT I GUESS, UM, UH, MR. MAYOR, UH, NANCY, DO YOU WANT TO JUST KIND OF RUN THROUGH THE AGENDA FIRST AND THEN, UH, AND THE LEAGUE OF CITIES PLATFORM, AND THEN WE CAN GO AND I'LL JUST REVIEW THE APPROPRIATIONS WE PUT IN AS WELL.
YES. WE CAN, UH, RUN THROUGH IT.
UM, AS YOU CAN SEE HERE, THE CITY'S LEGISLATIVE ACTION PLAN INCLUDES ITEMS ON THE FLORIDA LEAGUE OF CITIES, UM, LEGISLATIVE AGENDA SUPPORTING THAT AND THEN IN PARTICULAR, THE CITY SUPPORTING THE EFFORTS ON HOME RULE, UNFUNDED MANDATES, SCHOOL SAFETY, THE MARJORY STONEMAN DOUGLAS VICTIMS ASSISTANCE, GAMING ISSUES, COMMUNICATION SERVICES AND THE LOCAL
[00:45:09]
BUSINESS TAX, JOB GROWTH AND ECONOMIC DEVELOPMENT, PROVIDING GENERATORS FOR ALL SPECIAL NEEDS SHELTERS.THE INCLUSION OF DISABLED PERSONS IN THE DEFINITION OF A MINORITY BUSINESS ENTERPRISE, RECOVERY RESIDENCES, ENVIRONMENTAL PROTECTION AND A FUNDING ALLOCATION.
UM, I KNOW I TALKED TO ROBBIE A LITTLE BIT YESTERDAY.
UM, I SEE THAT THE FLORIDA LEAGUE OF CITIES HAS PROPERTY TAX PROTECTION, WHICH I THINK IS GREAT.
UM, BUT ONE OF THE THINGS I KNOW, IT'S NOT IN OUR PURVIEW.
SO IT'S NOT REALLY SOMETHING WE LEGISLATE OVER, UH, SPECIFICALLY, BUT I HAVEN'T SEEN MUCH ACTION ON PROPERTY INSURANCE. UM, I KNOW SOME OF OUR STATE REPRESENTATIVES HAVE TRIED TO DO SOMETHING, BUT I THINK IF WE START AT THE LOCAL LEVEL, PUSHING A LITTLE BIT HARDER, BEING A LITTLE MORE VOCAL ON IT, I DON'T KNOW ABOUT YOU GUYS, BUT THAT'S ONE OF THE BIGGEST THINGS I HEAR FROM PEOPLE IS THE PROPERTY INSURANCE ISSUES THAT WE'RE HAVING THAT ARE MAKING IT DIFFICULT FOR PEOPLE, UM, TO LIVE, WHETHER IT'S IN THE CONDOS OR AT HOMES.
SO I WOULD LIKE TO SEE SOMETHING.
IN A WAY OF SOME SORT OF PROPERTY INSURANCE.
THE PROPERTY AND CAR INSURANCE OR WHATEVER YOU WANT TO CALL IT.
I KNOW ROBBIE HAD GIVEN ME SOME, UH, SOME LANGUAGE.
UH. I HAVE IT HERE, UM, WHERE WE CAN ALSO SUPPORT MY SAFE FLORIDA HOMES PROGRAM, WHICH HELPS, UH, HOMEOWNERS SAVE MONEY TO DO, YOU KNOW, UH, DOORS, WINDOWS WHICH CAN HELP OFFSET PROPERTY INSURANCE.
BUT FOR ME, THAT'S, YOU KNOW, ALL THESE I LIKE.
BUT I WOULD LIKE TO SEE A SPECIFIC LINE ITEM FOR PROPERTY INSURANCE.
AGREED. THEY'D BE HAPPY TO WORK WITH MR. HOLROYD ON THAT. UH, JUST A BRIEF OVERVIEW ON THE FLORIDA LEAGUE OF CITIES LEGISLATIVE PLATFORM FOR THIS UPCOMING YEAR AS WELL.
UH, THEIR PRIORITIES ARE AN ENTERPRISE FUND, TRANSFERS, LEGISLATIVE RATIFICATION OF THE STATEWIDE STORMWATER RULE, MOBILITY PLANS, THE PUBLIC SAFETY, RECRUITMENT AND RETENTION TRANSPORTATION INFRASTRUCTURE, AND THEN SOME POSITIONS ON PARTICULAR POLICIES.
UM, THEY ARE SUPPORTIVE OF THE PROPERTY ASSESSED CLEAN ENERGY, PROPERTY TAX PROTECTION, SHORT TUM RENTALS AND SOVEREIGN IMMUNITY.
AND I CERTAINLY DON'T WANT TO, YOU KNOW, PUT A DIG ON THE FLORIDA LEAGUE OF CITIES.
THAT PROPERTY INSURANCE IS NOT SOMETHING THAT THE FLORIDA LEAGUE OF CITIES IS ACTIVELY.
ADVOCATING FOR AND PUSHING LEGISLATORS TO TO PUSH ON IT.
I CAN, IF I CAN CHIME IN A LITTLE BIT ON THE FLORIDA LEAGUE OF CITIES.
SO THE WAY THIS PROCESS WORKS TO COME WITH A LEGISLATIVE PLATFORM IS THERE ARE DIFFERENT COMMITTEES.
AT THE END OF THE DAY, THE COMMITTEES TAKE INFORMATION.
SO I'M SITTING ON THE MUNICIPAL AND ADMINISTRATION COMMITTEE.
WE HAD FOUR ITEMS TO MAKE DECISIONS UPON MAJORITY RULES, YOU KNOW, AND THERE WAS THERE'S A VOTE.
SO THERE COULD HAVE BEEN ON ONE OF THESE COMMITTEES.
IT JUST MAY HAVE NOT RISEN AS A PRIORITY OR A POSITION STATEMENT.
THEY'VE ALL GONE ASTRONOMICAL.
AND YOU HEAR PEOPLE GETTING DROPPED CORRECT AND CORRECT.
GO OUT AND LOOK FOR OTHER THINGS OR PEOPLE CAN'T FIND INSURANCE.
I MEAN, I KNOW IT HAPPENS EVEN HERE, CERTAINLY IN OLDER COMMUNITIES, YOU KNOW, WHEN YOUR ROOF GETS OUT OF DATE AND THEN YOU CAN'T FIND INSURANCE, AT LEAST, YOU KNOW, PER PER RABI WITH THE THE HOMEOWNERS ACT, THEY CAN GET SOME BENEFIT.
BUT YOU'RE STILL SHELLING OUT MONEY.
YOU KNOW, WHETHER YOU'RE PAYING, YOU'RE STILL PAYING SOMETHING.
[00:50:03]
YEAH. GOOD. GOOD POINT, GOOD POINT.THE OTHER THING IS I KNOW WE'RE ONLY TALKING ABOUT STATE LEGISLATION HERE, BUT AGAIN, MAYBE ON STRATEGIC PLANNING BECAUSE I KNOW WE TALKED ABOUT POSSIBLY POTENTIALLY BEING A MEMBER OF THE NATIONAL LEAGUE OF CITIES, AS WELL AS POTENTIALLY LOOKING AT HAVING A FEDERAL COLUMN LOBBYIST OR ADVOCATE OR WHATEVER MAY BE, BECAUSE THERE ARE ISSUES THAT AFFECT US, UM, FLOOD INSURANCE, OTHER THINGS THAT MAY BE ON A NATIONAL LEVEL.
I KNOW WE WERE TALKING ABOUT DEVELOPING A UNIQUE ZIP CODE TO PARKLAND.
IT'S NOT NECESSARILY A STATE ISSUE.
SO THERE MAY BE THOSE OPPORTUNITIES THAT WE SHOULD AT LEAST EXPLORE.
YEAH. SO AS LONG AS WE HAVE THAT ON STRATEGIC PLANNING NANCY OKAY.
SO THERE YOU GO. SO SO I THINK THAT'S GREAT.
SECOND, ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS ITEM, SEEING THAT THERE'S NONE, WE HAVE A MOTION TO APPROVE BY COMMISSIONER MAYERSON AND A SECOND BY VICE MAYOR ISRO ROLL CALL.
MR. MYERSON. YES, COMMISSIONER.
YES. PLEASE SHOW PASSES UNANIMOUSLY.
AND, ROBBIE, IT'S GREAT TO SEE YOU.
THANKS FOR BEING HERE. A PLEASURE TO MEET YOU, DANIEL.
THANK YOU ALL VERY MUCH AND LOOK FORWARD TO SEEING YOU UP HERE.
UH, JANUARY 16TH, 17TH FOR BROWARD DAYS.
ALL RIGHT. GO, GATORS, WHILE I HAVE YOU.
OKAY. WE ARE NOW ON ITEM EIGHT H RESOLUTION 2020 3-089 TOLL BROTHERS TOLL BROS.
DUE TO DUE DILIGENCE PERIOD EXTENSION A RESOLUTION OF THE CITY COMMISSION.
PROVIDING FOR CONSIDERATION, PROVIDING FOR IMPLEMENTATION AND AN EFFECTIVE DATE.
IT'S GOOD TO SEE ALL OF YOU AGAIN.
AS ALWAYS, MAYOR. HAPPY BIRTHDAY.
CONGRATULATIONS ON THE NEW POSITION.
YOU FILL THE SEAT VERY NICELY.
AND AGAIN, ALWAYS GREAT TO SEE ALL THE REST OF YOU.
UM, YOU GOT TO BE HONEST, I HOPE THAT THE FIRST TIME I WAS STANDING AT THIS PODIUM PRESENTING TO ALL OF YOU IS FOR THE REASON I WAS ACTUALLY HIRED ON THIS PROJECT, WHICH IS TO PRESENT THE ZONING AND DEVELOPMENT APPLICATIONS.
WE'VE BEEN WORKING VERY HARD, AND UNFORTUNATELY, THERE REMAIN REALLY, I THINK, TWO OPEN ISSUES THAT FOR TOLL BROTHERS TO CONTINUE ON THE PROJECT AND MOVE FORWARD. WE JUST NEED A LITTLE BIT MORE TIME TO GET CLARITY AND ANSWERS ON AS I THINK IS PART OF YOUR BACKUP.
UH, SOME OF THAT RELATES TO ENVIRONMENTAL TESTING.
OBVIOUSLY, WE'RE VERY WELL AWARE OF THE PROPERTY THAT WE ARE PROPOSING TO ACQUIRE HERE, BUT THERE ARE SOME TESTING THAT WAS NOT DONE THAT WE HAD TO DO WHEN WE CAME INTO DUE DILIGENCE, SOME ADDITIONAL TESTING THAT WAS THEN DONE SUBSEQUENTLY, AND SOME ADDITIONAL TESTING THAT WE'RE NOW LOOKING TO DO.
NOTHING TERRIBLY SUBSTANTIAL OR ALARMING, ALL THINGS ESSENTIALLY RELATED TO THE PROPOSED REDEVELOPMENT, BUT STILL SOME ISSUES THAT REQUIRE SOME, SOME FINALITY IN ORDER FOR TOLL BROTHERS TO EXIT DUE DILIGENCE AND MOVE FORWARD.
WE'VE BEEN HAVING SOME CONVERSATIONS WITH THE CITY MANAGER'S OFFICE, WITH THE CITY ATTORNEY, UH, TRYING TO KIND OF UNDERSTAND WHAT ALL OF THAT LOOKS LIKE AND KNOWING THAT THIS DATE WAS ARRIVING TOMORROW AFTER THE LAST EXTENSION THAT WAS GRANTED, WE THOUGHT PRUDENT TO BE HERE THIS EVENING TO REQUEST THE TWO ADDITIONAL MONTHS.
I THINK IT'S ACTUALLY 55 DAYS.
TOLL BROTHERS WILL BE SPENDING VERY SUBSTANTIAL DOLLARS ON SOME OF THIS ADDITIONAL TESTING IMMINENTLY, ASSUMING THIS IS APPROVED THIS EVENING, AND SOME OF THOSE DOLLARS ARE ACTUALLY EARMARKED FOR THE CITY TO HAVE SOMEONE INVOLVED AND PROVIDE SOME OVERSIGHT AND COOPERATION IN WHAT IS BEING PROPOSED.
IT'S VERY MUCH OUR HOPE AND DESIRE THAT THIS COMMISSION WILL APPROVE THE ADDITIONAL TIME I TOLL.
BROTHERS, WITHOUT A DOUBT, HAS BEEN BUILDING IN THE CITY FOR A VERY LONG TIME.
I LIVE IN THE CITY IN A TOLL BROTHERS BUILT HOME.
I ABSOLUTELY BELIEVE THAT THEY ARE THE RIGHT DEVELOPER FOR THIS PROJECT.
THANK YOU. I APPRECIATE THAT, SCOTT.
ANY. MR. MYERSON, YOU THOUGHT I'D LET YOU GET OFF THAT EASY, HUH? I DIDN'T EXPECT IT.
SO. AND I KNOW YOU WEREN'T PART OF THIS INITIALLY, BUT HOW LONG IS TOLL BROTHERS BEEN INVOLVED IN
[00:55:02]
THIS LAND? WHETHER IT BE THROUGH NCID OR THROUGH THE CITY OF PARKLAND.UH, I KNOW, OBVIOUSLY WITH THE CITY OF PARKLAND, I MEAN, THE FORMAL DUE DILIGENCE DATE WAS BACK IN AUGUST, RIGHT WHEN IT WAS AWARDED, AND THAT'S WHEN THE REAL ANALYSIS AND INVESTIGATION WAS DONE.
ACCESS TO THE PROPERTY PRIOR TO THAT, LINDSAY, WHO I THINK YOU ALL KNOW AND HAVE BEEN SPEAKING WITH, HAS BEEN TALKING TO AND WORKING IN SOME LEVEL ON THIS PROPERTY FOR THE BETTER PART OF A YEAR, I WOULD SAY PLUS OR MINUS.
WHEN NCID WAS TAKING IT THROUGH THIS PIECE OF PROPERTY, IT DID.
AND HOW MANY? I'LL CALL IT GOLF COURSE TYPE OF CONVERSIONS.
HAS TOLL BROTHERS DONE? SEVERAL. UM, WITHOUT A DOUBT.
SEVERAL? YES, SEVERAL. NUMEROUS.
OKAY. UM, AND IN YOUR NEGOTIATIONS THAT YOU HAD FOR THE PURCHASE AND AGREEMENT OR SALE OF THE PROPERTY, YOU HAVE THE ABILITY TO NEGOTIATE DUE DILIGENCE, PERIOD.
YOU COULD SAY, NO, WE HAVE TO HAVE 120.
AND WE DID INITIALLY ASK FOR SOME ADDITIONAL TIME THAT WE DIDN'T GET AS PART OF THE CONTRACT.
AND OBVIOUSLY THERE WAS THERE WAS THE ONE EXTENSION AND WE'RE BACK ASKING FOR YET ANOTHER.
I DON'T THINK IT IS ATYPICAL, ESPECIALLY IN SITUATIONS LIKE THIS.
THE BOCA RATON GOLF COURSE THAT'S BEING REDEVELOPED BY JL HOMES NOW IS THE ONE THAT COMES TO MIND MOST RECENTLY, WHERE WHEN YOU'RE DEALING WITH THE CITY AND ISSUES LIKE THIS FOR SOME ADDITIONAL TIME TO GET THROUGH THE DUE DILIGENCE.
SO. SO WE'RE TALKING UP TO NOW 120 DAYS, RIGHT? CORRECT. WHEN WE'RE DONE WITH THIS, I THINK IT WOULD BE A TOTAL OF ABOUT SIX, SIX MONTHS.
YES, MONTHS, AS OPPOSED TO ASSUMING AS OPPOSED TO FOUR.
AS FAR AS YOU KNOW, YOU GUYS KNOW WHERE MY POSITION WAS INITIALLY ON THE WHOLE DEAL.
HOWEVER, IT THIS HAS NOTHING TO DO WITH WHEN WHEN YOU GO INTO A NEGOTIATION STANDPOINT AND YOU OFFER FOR THE FACT OF THE ADDITIONAL 45 DAYS TO DO YOUR DUE DILIGENCE.
SO. YOU KNOW, STARTING OUT, THERE WAS DEFINITELY COMMUNICATION BEFORE THE SALE AGREEMENT.
UM, YOU KNOW, WE ALL WENT FORWARD AS FAR AS THE PURCHASE AND SALE AGREEMENT TO TOLL BROTHERS.
NOW WE'RE ASKING FOR ANOTHER 55 DAYS OR 50 DAY EXTENSION.
UM. I THINK THAT AND AGAIN, I UNDERSTAND TOLLE'S REASONS WHY, BUT I JUST THINK THAT THERE ARE A LOT OF DEVELOPERS OUT THERE.
THIS IS AN EXCELLENT PROPERTY.
YOU KNOW HOW TO DO THIS CONVERSION.
THAT'S WHY WE WENT INTO A PARTNERSHIP.
NOT SITTING HERE BY SAYING NO, YOU KNOW WHAT? WE'RE GOING TO GO WITH ANOTHER COMPANY, ANOTHER DEVELOPER THAT DOESN'T HAVE THAT EXPERIENCE.
YOU GUYS HAVE THIS EXPERIENCE.
AND THAT'S WHY TO ME COMING OUT NOW, I DON'T SEE MUCH CHANGE IN I MEAN, WE'LL HAVE INFORMATION, BUT I DON'T SEE MUCH CHANGING, AT LEAST IN MY POSITION WHERE I'M AT IN 55 DAYS.
SO FOR ME, I CAN'T I JUST CAN'T SUPPORT IT.
UM, YOU KNOW, YOU ENTER A NEGOTIATION, YOU ASK FOR DUE DILIGENCE.
A LOT OF IT IS OUT OF YOUR HANDS BECAUSE YOU'RE RELYING ON SUBCONTRACTORS AND WHAT HAVE YOU.
SO TIME IS NOT ALWAYS SOMETHING YOU COULD DO.
YOU KNOW, CONSTRUCTION IS IS DIFFICULT, ESPECIALLY AGAIN, YOU'RE RELYING ON OTHER SUBCONTRACTORS.
I WOULD BE HARD PRESSED TO START ALL OVER THE PROCESS AGAIN.
UM, BUT I DON'T WANT TO SIT HERE AND SAY WE NEED ANOTHER EXTENSION.
WE NEED MORE, WE NEED MORE, WE NEED MORE.
[01:00:05]
THINGS WE WANT TO DO.SO IT'S IMPORTANT WE GET THIS DONE SO WE CAN HAVE CLARITY THAT WE'RE DONE AND WE KNOW THIS IS IS SOLD, AND THEN WE CAN START MAKING FURTHER DECISIONS ON ON THE REST OF THE LAND.
SO I CERTAINLY DON'T WANT TO COME BACK HERE AGAIN.
UM, YOU KNOW, SO I WANT TO BE CRYSTAL CLEAR WITH THAT.
BUT I DO UNDERSTAND HOW SOMETIMES IT'S DUE DILIGENCE.
IT'S YOU DON'T KNOW WHAT YOU'RE DEALING WITH.
SO I CAN SEE WHERE THERE'S POTENTIAL HICCUPS.
AGAIN, I'M ABSOLUTELY NOT HAPPY ABOUT IT.
AND THIS IS NOT SOMETHING I WANT TO BE DOING ON A CONSTANT, CONSTANT BASIS.
I COULDN'T SEE DOING ANOTHER ONE.
UM, BUT, YOU KNOW, THAT'S WHERE I AM.
I AND IF I CAN MAKE A MOTION TO MOVE YOUR BIRTHDAY SWAG, I CAN SEE SCOTT.
IT WAS VERY NICE. UM, I'M GLAD YOU PULLED THIS, COMMISSIONER HARRISON.
BECAUSE IF YOU WEREN'T, I WAS GOING TO.
AND CANDIDLY, I AM DISAPPOINTED.
AND IT WAS BECAUSE OF THE CONVERSATIONS WE HAD OVER A LONG PERIOD OF TIME ABOUT THE THE TRUST AND RELIANCE THAT WE WERE EXPECTING FROM TOLL AND WHAT WAS RELAYED TO US OF WHAT WE COULD EXPECT.
I PERSONALLY BELIEVE, AND AS A LAWYER MYSELF, HAVE BEEN INVOLVED IN MANY DEALS, THAT THE WAY PEOPLE NEGOTIATE AND THE DUE DILIGENCE AND EARLY STAGE AND NEGOTIATION IS ULTIMATELY INDICATIVE OF HOW THEY ACT ONCE THEY BECOME A PARTNER IN THE PROJECT.
AND I DON'T LIKE WHAT I'M SEEING, AND IT'S NOT TO THE EXTENT OF JUST ASKING FOR ADDITIONAL TIME, RIGHT? THAT WOULD BE ONE THING.
AND, YOU KNOW, MAYOR, I'M I'M GOING TO SOMEWHAT RESPECTFULLY DISAGREE WITH THE BEING HARD PRESSED TO START ALL OVER BECAUSE IN MY MIND, WE HAVEN'T REALLY MUCH MOVED PAST THE STARTING LINE. RIGHT? IS WE ARE STILL IN THE SAME PLACE WE WERE ON DAY ONE.
BUT FOR THE FACT THAT THEY'RE ASKING FOR ADDITIONAL STUDIES, THERE WOULD BE NOTHING DIFFERENT IN MY MIND OF GOING TO ANY OF THESE OTHER DEVELOPERS WHO HAVE ALL BEEN WAITING IN THE WINGS, LICKING THEIR LIPS, EAGER FOR THE OPPORTUNITY THAT THEY WERE NOT GIVEN.
AND WHAT I WORRY ABOUT IS WE'VE PUT TRUST AND FAITH AND CONFIDENCE INTO A DEVELOPER WHO HAS NOT JUST ASKED FOR ADDITIONAL TIME ON MATTERS WHICH I THINK IS VERY WELL POINT MADE, COMMISSIONER MAYERSON. THAT MATTERS THAT COULD HAVE AND SHOULD HAVE BEEN EITHER BROUGHT TO YOUR ATTENTION EARLIER OR HAVE BEEN EVEN JUST EXPLORED EVEN IN THE IN THE BIDDING PROCESS. AND NOW WE'RE AT A PLACE WHERE WE AS A CITY ARE SIX MONTHS PAST A STARTING POINT.
THERE'S THERE'S A LOT OF THINGS THAT GO INTO THIS.
AND IT'S NOT JUST TOAL ASKING FOR ADDITIONAL TIME.
THEY'RE ASKING FOR CONCESSIONS.
THEY'RE ASKING FOR REDUCTION IN THE PURCHASE PRICE.
THEY'VE ASKED FOR THE CITY TO TAKE ON AN ACTIVE ROLE IN THE REMEDIATION.
THESE ARE THINGS THAT TO ME ARE NONSTARTERS.
AND I SAY THAT BECAUSE ALL THE CONVERSATION WE'VE HAD TO DATE WAS ABOUT THE EXPERTISE THAT TOAL HAS IN REMEDIATION, THE EXPERIENCE THEY'VE HAD IN GOLF COURSE DEVELOPMENT. THE CITY WERE NOT DEVELOPERS.
AND NOW THE BALL IS BEING PUT BACK IN OUR COURT AND SAYING, YOU KNOW WHAT? WE BELIEVE THERE MAY BE AN ISSUE HERE, WHETHER IT'S GOING TO BE SOMETHING THAT REQUIRES ADDITIONAL DEVELOPMENT EXPENSE OR IT'S GOING TO BE REQUIRING ADDITIONAL REMEDIATION OBLIGATIONS, WHATEVER THAT MAY BE, IS SOMETHING THAT COULD HAVE AND SHOULD HAVE BEEN DONE WELL BEFORE SIX MONTHS.
SO FOR ME, I'VE EXPLORED THE OPPORTUNITY.
ONE OF THE TOPICS OF CONVERSATION IS, IS THE LONG TUM VIABILITY OF THAT PROJECT, AND HOW IMPORTANT IT IS TO MAKE SURE THAT WHATEVER IS BEING BUILT THERE ISN'T JUST FOR WHATEVER WE LOVE AND WHAT THE RESIDENTS WANT, BUT SOMETHING THAT HAS THE SUSTAINABILITY TO LIVE ON IN AT LEAST PERPETUITY.
AND THE MORE I TALK TO THEM, THE MORE I BELIEVE, WHICH IS KIND OF CONTRARY TO WHERE I WAS AT THE BEGINNING OF THIS, IS THAT HAVING TOWNHOUSES, LUXURY TOWNHOUSES IN THAT PARTIAL OF THE DEVELOPMENT IS PROBABLY THE RIGHT MOVE.
NUMBER ONE, BECAUSE IT ACTUALLY GIVES BOOTS ON THE GROUND AND FOOT TRAFFIC FOR PEOPLE OR IN THAT AREA WHO ARE GOING TO BE MORE ACTIVELY INVOLVED AND BE ABLE TO, YOU KNOW, GO AND GIVE BUSINESS TO THESE BUSINESSES ON A RECURRING BASIS.
BUT TWO, IT ACTUALLY PROVIDES THE ABILITY TO HAVE LESSER HOMES IN THIS PARCEL WITHOUT HAVING TO, YOU KNOW, TO TO TAKE A PHRASE OUT OF TONY AVALOS BOOK IS THE 6 POUND BALONEY AND A 5 POUND BAG.
[01:05:08]
WERE LOOKING TO BUILD.BUT NOW THAT I SEE THAT THE PRICE IS BEING PLAYED WITH AND IT'S BEING USED AS A TOOL TO NEGOTIATE THIS, THIS NEW DEVELOPMENT, IF YOU WILL, THAT AFTER SPEAKING TO OUR COUNCIL.
AND ONE OF THE PREEMINENT ENVIRONMENTAL LAWYERS IN THE STATE, IF NOT THE COUNTRY.
THEY WERE COMING TO WORK WITH US AND WE SELECT TOLL BROTHERS.
AND YET HERE WE ARE BEING ASKED TO REDUCE THE PURCHASE PRICE, TO PROVIDE CONCESSIONS, WHETHER IT'S GOING TO BE VARIANCES OR GIVING THINGS THAT ULTIMATELY WE'VE ALREADY STUCK OUR NECK OUT.
WE'VE ALREADY TAKEN LEAPS OF FAITH TO GET TO THIS POINT AND TO BE CONTINUED TO ASK FOR MORE.
I CAN'T CONTINUE ON THIS PATH BECAUSE I TRULY BELIEVE THAT THERE ARE OTHER, MORE BENEFICIAL OPPORTUNITIES THAT PREVIOUSLY I DIDN'T SEE IT THAT WAY BECAUSE THAT'S HOW THINGS CHANGE OVER TIME.
MAY I RESPOND? VICE MAYOR OR MAYOR? I THINK FOR THE SAME REASONS THAT YOU ALL ALL I THINK ALL OF YOU AT THE AT THE END OF THE DAY CHOSE TOLL BROTHERS ARE THE REASONS THAT THERE SHOULD BE SOME CONSIDERATION HERE AND MAYBE AT LEAST ASKING WHY, RIGHT? I MEAN, TOLL BROTHERS IS AN INCREDIBLY REPUTABLE COMPANY, NOT JUST LOCALLY, NATIONALLY.
I PERSONALLY REPRESENTED THEM FOR THE BETTER PART OF 15 YEARS.
I'VE DONE GOLF COURSE REDEVELOPMENT PROJECTS WITH THEM, THE CONSULTANTS THAT THEY'RE WORKING WITH.
I AM NOT THE ENVIRONMENTAL EXPERT.
I AM NOT THE TRANSACTIONAL EXPERT.
I AM NOT THE ASSOCIATION EXPERT.
WE HAVE WORKED OUT EVERY SINGLE ISSUE WITH THE EXCEPTION OF TWO.
AND THERE IS A TITLE ISSUE, AND THERE IS AN ENVIRONMENTAL ISSUE THAT WILL IMPACT ON COST TO SOME EXTENT, WHAT WE ARE LOOKING TO DO AND BY THE WAY, WE HAVE VOLUMES OF INFORMATION WE ARE WILLING AND READY TO SHARE.
WE'VE SPOKEN WITH THE CITY, WILLING AND READY TO SHARE IT.
WE ARE, IF THIS IS GRANTED, GOING TO GO OUT AND OBTAIN ADDITIONAL INFORMATION THAT WE BELIEVE WITHOUT ANY DOUBT, ANY OTHER POTENTIAL DEVELOPER THAT'S GOING TO COME TO THE TABLE AND DEVELOP THIS PARCEL, OR A COMBINATION OF BOTH PARCELS, IS GOING TO WANT AND NEED AND SEEK THE SAME INFORMATION WE'RE TRYING TO NOW GO OUT AND OBTAIN OVER THE NEXT.
IT'S REALLY NOT THE NEXT 60 DAYS.
AND SO I THINK FOR THE REASONS YOU ALL ORIGINALLY TOLD, CHOSE TOLL BROTHERS OR THE SAME REASONS, IF YOU'RE REALLY THINKING ABOUT THIS AND THE PROPERTY, I COULDN'T AGREE MORE.
LIVE IN THE CITY. BELLE OF THE BALL.
PERSONALLY, I HONESTLY AND OBVIOUSLY I'M HERE ADVOCATING FOR MY CLIENT TONIGHT.
I THINK YOU CHOSE THE RIGHT GROUP.
YOU'RE ABLE TO NOT START OVER, POTENTIALLY, AS THE MAYOR SAID, PASS ALL THAT INFORMATION ALONG, HAVE IT BE PEER REVIEWED RELATIVELY QUICKLY, THEN POTENTIALLY END UP IN THE SAME SITUATION WITH ANOTHER GROUP THAT HAS TO GO OBTAIN THE SAME INFORMATION.
SO I JUST WANTED TO AT LEAST PROVIDE A LITTLE BIT OF A RESPONSE, BECAUSE I DO AGREE WITH WHY YOU CHOSE TOLL BROTHERS, BUT I THINK THAT SHOULD AT LEAST WEIGH INTO THE TO THE CONSIDERATION FOR WHAT'S BEING REQUESTED HERE TONIGHT AT LEAST A LITTLE BIT.
SO THANK YOU. AND I AND I APPRECIATE THE RESPONSE.
I JUST WANT HAVE ONE KIND OF REBUTTAL IF YOU WILL.
AND THEN I'LL, I'LL LET EVERYONE ELSE SPEAK.
IS THAT IF IT WAS JUST A REQUEST FOR ADDITIONAL TIME TO SEEK INFORMATION, IT WOULD BE ONE THING.
BUT TO SEEK A REDUCTION IN PRICE WITHOUT EVEN HAVING THE INFORMATION YET IS A DIFFERENT THING.
WE IN ALL LIKELIHOOD ARE GOING TO BE REQUESTING SOME LEVEL OF A PRICE REDUCTION.
THAT CONVERSATION HAS TAKEN PLACE WITH YOUR STAFF.
WE HAVE NOT AT ONE SINGLE TIME WE HAVE HAD CONVERSATIONS THAT THERE IS A DOLLAR AMOUNT OUT THERE RIGHT NOW BASED ON THE INFORMATION WE HAVE, WE BELIEVE THAT THIS ADDITIONAL TESTING WILL HELP US REALLY FIGURE OUT WHAT THAT IS.
[01:10:01]
AND AGAIN, WE'LL PUT THE CITY IN A POSITION.LOOK, WE CAN COME BACK TO YOU AND HAVE THE CONVERSATION AND TELL YOU WHAT THAT NUMBER IS.
IF IT'S NOT TOLL BROTHERS AND BEING A MUCH BETTER SITUATION TO NEGOTIATE, IF THEY COME BACK AND TELL YOU THE SAME THING THAT WE'RE TELLING YOU, WE BELIEVE VERY, VERY FIRMLY SPEAKING TO TWO EXPERTS THAT ARE SITTING HERE AND MULTIPLE OTHER EXPERTS THAT HAVE LOOKED AT THIS, THAT ANY RESIDENTIAL DEVELOPER THAT IS GOING TO COME ALONG AND TRY TO DEVELOP THE PROPERTY THE WAY TOLL BROTHERS IS TRYING TO DEVELOP THE PROPERTY, AND WE CAN GET INTO THAT IF YOU'D LIKE TO.
THEY'RE GOING TO NEED AND ADDRESS THE SAME EXACT ISSUES BECAUSE THE COST IMPACT IS THERE.
SO ALL WHAT AGAIN, TAKE US UP ON THE OPPORTUNITY TO GO SPEND A LOT OF MONEY, TO GET A LOT OF INFORMATION, TO COME BACK AND TELL YOU WHAT THAT PRICE IMPACT IS OVER THE NEXT 60 DAYS? AND IF IT'S NOT SATISFACTORY TO ALL OF YOU, TELL US.
SORRY, TOLL BROTHERS, WE'RE NOT INTERESTED.
BUT YOU HAVE A LOT MORE INFORMATION THAN ANY OF US DO SITTING HERE TODAY, COMMISSIONER BRAY.
YEAH. BEFORE I GIVE MY COMMENTS, AND I HAVE A QUESTION FOR OUR CITY ATTORNEY WITH REGARDS TO THE AGENDA ITEM THAT'S ON THE TABLE TONIGHT, IS THAT A MAJORITY OR SUPERMAJORITY VOTE THAT IS REQUIRED TO PASS A MAJORITY VOTE? SO AND I ECHO MANY OF THE COMMENTS THAT MY, MY FELLOW COMMISSIONERS AND EVEN OUR MAYOR HAVE STATED WITH, WITH THE CAVEAT THAT, UM, THE MANNER IN WHICH THIS HAS COME ABOUT WAS AN INITIAL EXTENSION TO RESOLVE ONE ISSUE AND A SECOND LONGER EXTENSION RAISING YET ANOTHER ISSUE.
I CAN TELL YOU THAT I DO BELIEVE THAT AND BELIEVED IT AT THE TIME, AND AND AM CAUTIOUSLY OPTIMISTIC NOW THAT TOLL BROTHERS REMAINS THE RIGHT PARTNER FOR THIS PROJECT. AND I BELIEVE THAT GIVEN THE THE AREA THAT THIS IS IN, THE MINIMAL, IF ANY AMOUNT OF LAND THAT REMAINS TO BE DEVELOPED WITHIN PARKLAND AT THIS TIME, AND THE POTENTIAL SUCCESS THAT THIS PROJECT WOULD BE FOR BOTH TOLL BROTHERS AND THE CITY.
UM, IS STILL THERE FOR THE TAKING, AND I WOULD URGE THAT WHATEVER THE VOTE IS TONIGHT, IF IT PASSES THAT TOLL, BROTHERS NOT SNATCH DEFEAT FROM THE JAWS OF VICTORY, BECAUSE I DO BELIEVE AND IT'S GOING TO TAKE A 4/5 VOTE FOR ANY MODIFICATION TO THE AGREEMENT TO SELL THE PROPERTY.
UM, I DO BELIEVE THAT THERE IS STILL AN OPPORTUNITY HERE FOR TOLL BROTHERS TO GO FORWARD WITH A PROJECT THAT COULD BE VERY SUCCESSFUL FOR THEM, AND A PROJECT THAT WOULD BE A CROWN JEWEL IN THEIR PORTFOLIO.
SO. I DON'T WANT TO BE REDUNDANT ON ALL THE COMMENTS THAT COMMISSIONER ESRO AND COMMISSIONER MAYERSON AND EVEN SOME OF THE COMMENTS THAT THE MAYOR SAID, BUT I SHARE THEM, I SHARE THE CONCERNS, I SHARE THE AGGRAVATION, IF YOU WILL, AND I SHARE THE THE NOTION THAT MY TRUST AND AND PARTNERSHIP IS, IS, IS BEING A LITTLE BIT ON SHAKY GROUNDS AT THIS MOMENT.
TOLL BROTHERS WILL DO ITS PART TO NOT SNATCH DEFEAT FROM THE JAWS OF VICTORY, OR WHATEVER THE TERMINOLOGY IS, AND GO FORWARD WITH A VERY SUCCESSFUL PROJECT. AND SO WITH THAT I TAKE, YOU KNOW, I JUST I JUST GIVE THAT CAUTIONARY TALE.
AND MY CONCERN IS THAT THE TIME WITH THE CONCESSIONS IS THE PROBLEM.
AS AS COMMISSIONER ISRO STATED.
SO WE'LL HOPEFULLY BE ABLE TO RESOLVE THAT IF THE EXTENSION IS PROVIDED THAT.
SO ONE THING I JUST WANTED FOR MYSELF, BECAUSE ONE OF THE THINGS THAT YOU HAD SAID, UH, VICE MAYOR.
YOU'RE THINKING DIFFERENTLY ABOUT THE PROJECT AS A WHOLE.
UM. SO WHILE I CAN APPRECIATE THAT, THAT DOES OBVIOUSLY.
BRING UP OTHER, YOU KNOW, POTENTIAL ISSUES.
UM, BUT WITH THAT IN MIND, WE'RE NOT BEHOLDEN TO PUTTING 52 HOMES.
AT, YOU KNOW, AT THIS PLACE WE CAN ADJUST THAT FIGURE.
THE PRICE WAS NEGOTIATED WITH THAT THOSE THAT AMOUNT OF HOMES.
[01:15:01]
I UNDERSTAND HOW THE CONTRACTS ARE.I'M TALKING ABOUT WHAT TOLL'S INTENTION IS.
TOLL OBVIOUSLY WANTS TO BUILD 52 HOMES, BUT WE'VE HAD SOME CONVERSATIONS.
YOU I THINK VICE MAYOR MENTIONED VARIANCES.
WE'VE HAD MEETINGS WITH CITY STAFF ABOUT PLANS THAT MIGHT BE, I CAN'T REMEMBER WHAT THE NUMBER WAS, 43 OR 40 4 OR 45 HOMES WITHOUT ANY VARIANCES UNDER A PARTICULAR TYPE OF ZONING, ALL OF WHICH STILL NEEDS TO OBVIOUSLY BE PUT IN PLACE.
SO. SO, YES. WOULD WE LIKE TO BUILD 52 HOMES? ABSOLUTELY.
IF WE DON'T, IT SIMPLY, AS THE MAYOR SAID, REDUCES THE PURCHASE PRICE.
THAT'S THAT'S WHY WE SAID MAX.
WE SAID MAX OF 52 HOMES BECAUSE WE WANTED TO GET AS MUCH MONEY AS WE POSSIBLY COULD.
THAT DOESN'T MEAN THAT WE CAN'T GO BACK BECAUSE WE HAVEN'T SEEN ANY FINAL SITE PLANS.
SO THERE'S NONE OF THAT HAS BEEN, UH, FINAL.
WE'VE SEEN NO, NO, WE'VE SEEN PROPOSED.
CORRECT. BUT THAT DOESN'T MEAN WE CAN'T SAY WHICH.
OBVIOUSLY IT WOULD AFFECT THE SALE PRICE.
BUT THAT'S A DIFFERENT CONVERSATION.
SO I THINK FOR ME, I'M JUST TRYING TO GET CLARITY.
PERSONALLY, I WOULD LIKE TO DO 52 HOMES JUST BECAUSE I WANT TO MAXIMIZE THE DOLLARS.
BUT I TOTALLY GET WHAT YOU'RE SAYING AND I CAN APPRECIATE THAT.
SO I JUST WANT TO MAKE SURE, AT LEAST FOR ME ALSO.
WE STILL HAVE AN OPPORTUNITY TO ADJUST THE QUANTITY, SITE PLAN, WHATEVER.
SO AGAIN, FOR ME IT'S I AM DISAPPOINTED ALL THOSE THINGS.
BUT I DO BELIEVE TOLL IS THE RIGHT PARTNER.
AND ADJUST THE SITE PLAN AND SAY, OKAY, WE DON'T WANT TO DO THAT MANY HOMES.
I'M HAPPY TO HAVE TO HAVE THAT CONVERSATION.
I PERSONALLY AM WILLING TO GIVE TOLL ONE MORE OPPORTUNITY BECAUSE AGAIN, I DO BELIEVE THEY'RE THE RIGHT PARTNER AND WE CAN TALK ABOUT AND WE'RE NOT LOSING TIME.
THEY'RE GOING TO DO MORE DUE DILIGENCE, THEY'RE GOING TO DO ALL THAT STUFF.
GOOD TO HAVE THAT CONVERSATION.
NOT THAT YOU ARE. I'M JUST, YOU KNOW, I'M SAYING FOR ME PERSONALLY, I'M TRYING TO NOT I COMPLETELY GET IT AND I UNDERSTAND AND I DON'T DISAGREE WITH YOU, BUT TO KIND OF POINTS TO THAT, NUMBER ONE IS AT SOME POINT WE KEEP GOING DOWN THIS ROAD AND WE SAY, YOU KNOW WHAT TOLL? WE ONLY WANT TO HAVE 42 HOMES.
SO NOW WE'VE KIND OF RELIED ON OUR INTENT OF WHAT WE WANT.
AND NOW THEY'VE TURNED AROUND AND THEY'VE KIND OF PLAYED THE UNO CARD ON US AS WE'VE NOW GOTTEN TO THIS POINT OF, YOU KNOW, RELYING ON THEM AND EXPECTING WE'RE GOING TO GET TO THE END GAME AND, AND WE HAVE NOTHING TO SHOW FOR IT.
BECAUSE THERE MAY BE DEVELOPERS WHO ARE WILLING TO PAY MORE FOR THE OPPORTUNITY, RECOGNIZING THAT THEY HAVE MORE OF A HOLISTIC OPPORTUNITY TO DO HOUSES, LET'S SAY, 30 HOUSES AND 22 TOWNHOMES.
AND I, I WILL BE THE FIRST TO ADMIT MY MY THOUGHTS HAVE CHANGED.
RIGHT. I THAT'S THE WAY LIFE IS.
I BELIEVE BASED OFF OF THE EXPERTS WE'RE WORKING WITH, THE CONSULTANTS AND THE PUBLIC REALM, THAT THE IDEA OF HAVING TOWNHOUSES, LUXURY TOWNHOUSES IS SOMETHING THAT IS NOT ONLY PROBABLY NEEDED IN THE CITY OF PARKLAND BECAUSE IT HAS A LITTLE BIT OF A LOWER PRICE POINT IN TERMS OF ACCESSIBILITY, BUT ALSO BECAUSE IT NOW CREATES MORE OF AN ACTUAL, YOU KNOW, INHERENT MARKET FOR FOR WHATEVER THE OPPORTUNITY IS THAT WE'RE BEING TOLD MAY BE NEEDED OR IMPORTANT TO ENSURE A SUSTAINABLE VIABILITY OF A PROJECT.
BUT THAT'S NOT ON THIS PARCEL THAT WE'RE TALKING ABOUT.
IT'S NOT. BUT BUT WHAT I DON'T WANT TO DO IS YOU CAN'T HAVE THE CONVERSATION WITHOUT THE OTHER, BECAUSE WHATEVER NUMBER OF HOMES WE ULTIMATELY DECIDE ON IS GOING TO HAVE AN IMPACT. IF WE DECIDE AS A COMMISSION TO HAVE SOME SORT OF TOWNHOUSE THING.
THEY'RE NOT, YOU KNOW, THEY ARE RELATED, RIGHT? YOU DON'T WANT TO HAVE 52 HOMES AND THEN 20 TOWNHOUSES.
TO ME, I WANT A TOTAL A CERTAIN NUMBER OF RESIDENTS BECAUSE ONE OF OUR CONSIDERATIONS WAS NOT HAVING TOO MANY RESIDENTIAL ADDITIONS TO THE TO THE COMMUNITY, WHICH IS GOING TO AFFECT SCHOOLS, AFFECT TRAFFIC, WHAT HAVE YOU.
[01:20:01]
SO I WANT IT TO BE A ZERO SUM GAME WHERE WE'RE PLAYING WITH A CERTAIN NUMBER AND TRYING TO FIGURE OUT WHERE TO PUT THEM, RATHER THAN SAYING, WELL, LET'S JUST DEAL WITH THE HOMES FIRST AND THEN WE CAN FIGURE OUT IF WE'RE, YOU KNOW, IF AND WHEN WE DECIDE ON DOING SOMETHING THAT HAS A RESIDENTIAL COMPONENT IN THE PUBLIC REALM, THEN WE CAN FIGURE THAT OUT. I JUST THINK WE'D BE SHORTSIGHTED TO DO THAT.SO WHY GO AHEAD, COMMISSIONER.
NO NO, NO. GO AHEAD. FINISH. NO.
I'M A LITTLE, WHICH IS NOT A BAD THING.
I'M JUST OBVIOUSLY THIS IS A BIG CHANGE IN WHAT WE ORIGINALLY TALKING ABOUT.
BUT ONE OF THE REASONS I THINK WE DECIDED TO.
WHAT WORRIES ME IS WE'RE GOING TO BASICALLY START ALL OVER AGAIN WITH THE WHOLE CONCEPT, WHICH NOW PUTS, YOU KNOW, WE GOT TO PAY FOR LANDSCAPING, WE GOT TO PAY ALL THESE.
WE HAVE ALL THESE DIFFERENT COSTS THAT WE'RE BEARING TO GO BACK TO THE DRAWING BOARD.
IS WORRISOME ONLY BECAUSE HOW LONG IS THAT PROCESS GOING TO TAKE? HOW HIGH ARE OUR COSTS GOING TO GO UP? BECAUSE FOR ME ANYWAY, I PROMISED THE RESIDENTS THAT WE WERE GOING TO DO WHAT WE CAN TO RECOUP, AT LEAST RECOUP OUR COST BACK, IF NOT MAKE MONEY IN THE END.
AND I THINK YOU AND I WERE PRETTY MUCH ON THE SAME PAGE.
BUT I'M JUST NOW BECAUSE OF THIS CHANGE, TO ME, IT'S FAIRLY DRASTIC.
NOW WE'RE GOING TO BE BEARING THESE COSTS.
YOU KNOW, WE'VE HAD NEGOTIATIONS WITH THE HOA.
SO NOW WE'VE GOT TO GO BACK TO THE HOA AND HAVE THOSE DIFFERENT CONVERSATIONS, YOU KNOW.
I'M TOTALLY FINE HAVING CONVERSATIONS DOWN THE ROAD.
ONCE THIS TESTING IS DONE AND WE FIND OUT WHATEVER IT IS AND WE WE COME BACK BECAUSE WE CAN START HAVING SOME SOME OF THOSE DIFFERENT CONVERSATIONS WITH 505 NOW, BUT STILL MOVING THE PROCESS FORWARD.
MAYBE WE DECIDE WE WANT 3040, WHATEVER IT IS.
MAYBE THE TOWNHOMES IS IS ANOTHER PHASE THAT WE LOOK AT LATER.
SO THERE'S A LOT OF THINGS WE CAN DO.
I'M JUST WORRISOME TO START THIS WHOLE PROCESS OVER AGAIN.
I JUST DON'T WANT TO SEE US GO BACK ALL THE WAY TO TO SQUARE ONE.
AND THIS IS PART OF MY CONCERN.
UM, WE PICKED A PATH TO GO FORWARD ON.
WE HAD A PARTNER IN THAT PATH.
THE PATH I HOPE IS STILL GOING FORWARD IF THERE'S A SLIGHT TWEAK.
BUT IF WE'RE BEING TOLD BY A DEVELOPER WHO HAS EXPERTISE IN THIS AREA THAT IT'LL BE A BETTER PROJECT WITHOUT VARIANCES, IF IT'S 48 HOMES, THEN I AM WILLING TO NEGOTIATE DOWN THE PRICE BASED ON THE THE PER LOT PRICE THAT WE AGREED TO WITH THAT REDUCTION, BECAUSE I WANT THE BEST PROJECT FOR THE CITY, EVEN IF THAT MEANS WE PUT A LITTLE BIT LESS MONEY IN OUR COFFERS. HOWEVER, IF THERE IS A DEVIATION BEYOND WHAT WE NEGOTIATED FOR, OR THERE IS AN ISSUE BEYOND WHAT WE NEGOTIATED FOR, THEN, THEN AND WE'RE NOT ABLE TO GET TO THE SAME RESOLUTION AND DEAL THAT WE ENTERED INTO MOVING FORWARD, THEN THERE NEEDS TO BE A DISCUSSION ABOUT WHAT OUR CONTINGENCY PLAN OR ALTERNATIVES ARE, BECAUSE I'VE HAD THE SAME DISCUSSIONS WITH OUR EXPERT ABOUT THAT.
I DON'T AGREE NECESSARILY WITH COMMISSIONER ESCROW ON THE TOWNHOUSES.
I LIKE THE PROJECT AS IT WAS PROPOSED.
THEN I'M COMFORTABLE WITH THAT.
I'VE ALWAYS SAID THAT, YOU KNOW, 10 POUNDS OF STUFF IN A 5 POUND BAG DOESN'T MAKE SENSE.
SO MY HOPE IS THAT WE CAN MOVE FORWARD.
I AM I BELIEVE THAT WE CAN WALK AND CHEW GUM AT THE SAME TIME.
SO IF THERE IS GOING TO BE A POTENTIAL PLAN B, WE CAN HAVE THOSE DISCUSSIONS BECAUSE 505 HAS MET WITH ALL OF US AND I'M SURE SHARED WITH US THE PROS AND CONS OF HAVING SOME INTEGRATION OF RESIDENTIAL IN THAT PROPERTY.
AND BUT WE CONTROL THE DESTINY OF THIS PROPERTY, THANK GOD, BECAUSE OF OUR PURCHASE.
[01:25:04]
SO, YOU KNOW, WITH THAT, I, I URGE TOLL BROTHERS TO USE IF IF IT GETS APPROVED TONIGHT, TO USE THE TIME TO WORK WITH US TO FIGURE OUT WHAT IS THE BEST PROJECT FOR THIS PROPERTY, BECAUSE I DO BELIEVE THAT LUXURY HOMES GOING ON THIS PROPERTY WITHIN HERON BAY IS ANOTHER SUBDIVISION IS IS MUTUALLY BENEFICIAL.UM, BUT TO FIGURE OUT IF THERE NEEDS TO BE AN ADJUSTMENT TO THE NUMBER, IF THAT 52 NUMBER NEEDS TO BE SOMETHING DIFFERENT TO MAKE IT THE BEST PROJECT, THEN WE CAN HAVE THOSE DISCUSSIONS AND TO WORK THROUGH THE REMAINING ISSUES.
UM, WITH THE HOA AND OTHERWISE DURING THIS PERIOD OF TIME.
AND MY HOPE IS THAT THIS PROJECT CAN STILL CAN STILL GO FORWARD AS CONCEIVED.
BUT BUT CLEARLY THAT'S CERTAINLY WHAT I'M HEARING.
UM, BUT I'M CONFIDENT THAT TOLL BROTHERS CAN MAKE THOSE CONCESSIONS AND CAN GET THIS BACK ON TRACK.
I JUST THINK, AND WE CAN START TO HAVE THOSE DISCUSSIONS NOW BECAUSE WE HAVE 505 INVOLVED.
I'M JUST TO START THIS WHOLE PROCESS ALL OVER, AND WE WOULD LITERALLY BE STARTING ALL OVER AGAIN.
I THINK THAT TO ME IS THAT'S CERTAINLY NOT WHERE I WANT TO GO, IF THAT'S THE WILL OF THE COMMISSION.
AND SO, YOU KNOW, THEN THAT OBVIOUSLY I JUST WANT TO MAKE TWO, TWO POINTS.
ONE IS A POINT OF CLARIFICATION.
FOR THE RECORD, I AM IN NO WAY RETRACING A DEAL.
WASN'T SAYING. I WASN'T SAYING YOU WERE.
I JUST WANT TO MAKE SURE THAT'S CLEAR, BECAUSE IF ANYTHING, I SEE IT THE OPPOSITE, I SEE IT.
THAT TOLL IS RETRAINING THE DEAL.
I'M JUST RESPONDING TO THE ACTIONS THAT ARE BEING TAKEN.
AND I THINK IT'S AN IMPORTANT DISTINCTION BECAUSE AGAIN, IT'S NOT JUST TIME THAT'S BEING REQUESTED.
IT'S A CHANGE IN THE PURCHASE PRICE, WHICH ULTIMATELY IS WHY WE WENT A BIG REASON.
YOU'RE TALKING ABOUT THE FINANCIAL RECOUPMENT OF OUR INVESTMENT IS A BIG PART OF IT.
RIGHT? SO. THAT CHANGES TO ME.
THE DECISION MATRIX. SO TWO TWO DEVELOPERS OFFERED 19.5 MILLION IF MY MEMORY SERVES ME.
THE ONE DIFFERENCE IN COVE IS THEY WERE MORE OUT FRONT.
YEAH. WE'LL GIVE YOU 19.5 DEPENDING ON WHAT COMES BACK.
YOU KNOW ONCE WE DO OUR PHASE ONE AND PHASE TWO STUDIES, YOU KNOW ONCE WE DO OUR DUE DILIGENCE.
THEN WE'LL TELL YOU WHAT THE REAL PRICE IS.
TOLL BROTHERS, I THINK YOU KNOW, BECAUSE OF THE TRUST THAT WE HAD IN THEM WHILE DUE DILIGENCE.
THAT'S WHY WE GIVE PEOPLE DUE DILIGENCE.
YOU KNOW, YOU GO AND BUY A HOUSE, YOU GET AN INSPECTION PERIOD.
THAT INSPECTION COULD, COULD BRING UP, YOU KNOW, YOU NEED A NEW ROOF, YOU NEED THIS, YOU NEED THAT.
SO IT GIVES YOU OPPORTUNITIES TO KIND OF SAY, LOOK.
YOU KNOW THAT AGAIN. THAT'S WHY WE DO THE DUE DILIGENCE.
TOLL IS ASKING FOR MORE TIME TO CLEARLY COME BACK AND SAY, HERE'S HERE'S WHAT THE OFFER EVERYTHING ELSE, IN MY OPINION, IS, IS, IS NOTHING BECAUSE THEY ASKED FOR MORE TIME TO GET US FIRM.
MY UNDERSTANDING IS DIFFERENT, BUT I DON'T WANT TO GET INTO THAT HERE.
BUT I'M ALREADY FIRM IN MY POSITION, SO I THINK I'D LIKE TO HEAR FROM.
LET ME JUST CLARIFY. FOR THE RECORD, I WASN'T SUGGESTING THAT THE VICE MAYOR THAT WE ARE TRYING TO RETRADE A DEAL, BUT A DEAL IS EITHER GOING TO GET AN EXTENDED DUE DILIGENCE PERIOD STILL ON THE SAME TERMS, OR AN EXTENDED DUE DILIGENCE PERIOD AND SOME OTHER PROPOSED TERMS THAT WE CAN REJECT OR ACCEPT.
THAT WAS THE RETRAINING THAT I WAS REFERRING TO.
MAYOR, SO A COUPLE OF THINGS ABOUT THAT.
TONIGHT, TOLL BROTHERS COULD BE GRANTED AN EXTENSION.
THEY COULD COME BACK 55 DAYS FROM NOW AND SAY, YOU KNOW WHAT? WE DID OUR DUE DILIGENCE AND THE THINGS THAT WE WERE TRYING TO WORK OUT JUST DON'T WORK OUT FOR US.
SO WE'RE GOING TO SKIP ON THE ON THE IDEA OF BUYING IT.
AND THEN WHERE ARE WE AT? AND IT'S WORST CASE SCENARIO, WE'RE BACK.
WE SPENT 55 DAYS AND WE'VE LOST TIME.
IF WE AND AGAIN WE VOTE NO FOR AN EXTENSION.
IT'S STILL UP TO TOLE, NOT US.
IT'S NOT ON US TO DECIDE WHETHER WE WANT TO ACCEPT OR NOT.
IT'S UP TO TOLE WHETHER THEY WANT TO ACCEPT OR NOT.
THAT'S THE DIFFERENCE TO ME, IS THAT IF WE COME BACK 55 DAYS FROM NOW AND TOLE SAYS, WE DID OUR DUE DILIGENCE AND HERE'S WHAT WE'RE WILLING TO OFFER. THEN IT'S ON US.
WE'VE ACCEPTED WHAT THEY PRESENTED IN THE FIRST PLACE.
[01:30:02]
THEY'VE HAD ONE DUE DILIGENCE PERIOD.THEY'VE ASKED FOR MORE AND NOW THEY'RE ASKING FOR ANOTHER.
AGAIN, I'M NOT AT THIS POINT TODAY.
I AM NOT CONFIDENT THAT THEY'RE GOING TO COME BACK WITH WHATEVER IT IS AND SAY, YOU KNOW WHAT? WE DID OUR DUE DILIGENCE.
ALL IS FINE. WE RESOLVED THE ISSUES.
WE'RE READY TO MOVE FORWARD. WITH 19.5.
THEY MAY COME BACK WITH ANOTHER PLAN.
AS THE DEAL WE NEGOTIATED AND AGREED TO, UM, YOU CAN WALK AND CHEW GUM AT THE SAME TIME.
AND I DON'T KNOW IF WE HAVE THAT IN OUR AGREEMENT.
CAN WE TERMINATE? NO, NOT DURING THE DUE DILIGENCE PERIOD.
SO WE CAN'T WE CAN'T EVEN TERMINATE.
IF WE WERE TO GO OUT AND OUT TO THE MARKETPLACE AND SAY, SOMEBODY COMES UP AND YOU KNOW, AND SAYS, HEY, LOOK, I'M WILLING TO GIVE YOU THAT PROPERTY AND I'LL DO WHATEVER YOU WANT AND DON'T WORRY ABOUT IT.
AND I'M GOING TO GIVE YOU $25 MILLION.
I UNDERSTAND IT'S NOT GOING TO HAPPEN.
BUT TO THAT POINT IS THAT BECAUSE THEN I WANT TO DO THAT RIGHT.
THEN WE HAVE CONTROL OVER DOING THAT.
RIGHT NOW WE'RE RELYING INDEPENDENT ON WAITING FOR TOLL TO COME BACK TO US.
NO, WE ARE NOT RELYING ON TOLL TO COME BACK TO US.
WE COULD VERY EASILY NOT VOTE FOR THIS AND GO BACK AND PUT THIS OUT.
SO WE'RE WE'RE NOT RELYING ON ANYONE.
IT'S IT'S THE DECISION WE'RE FACED WITH TONIGHT IS.
DO WE DO WE TRUST WHOLE BROTHERS TO GET TO THE FINISH LINE IN 55 DAYS? THAT'S. EVEN IF WE WANT TO MODIFY THE PROJECT, WE STILL.
RIGHT NOW OUR DECISION IS THIS DO WE HAVE THE CONFIDENCE IN TOLL BROTHERS? TO GET US TO THE FINISH LINE IN 55 DAYS.
THAT'S IT. THAT'S THE ONLY ANSWER.
SO ALL WE'RE FACED WITH TODAY, DO WE WANT TO GIVE TOLL BROTHERS 55 DAYS TO COME UP WITH AN OFFER? WELL, BUT THAT'S IT. AND THAT'S RIGHT.
BUT ANTHONY CAN CORRECT ME IF I'M WRONG.
I DON'T THINK THERE'S ANYTHING.
PREVENTING US FROM USING THAT 55 DAYS TO HAVE A BACKUP PLAN, TO SAY, IF IN 55 DAYS WE CAN'T GET TO THE DEAL THAT WE NEGOTIATED BEFORE AND CLOSE IT OUT AND CLOSE OUT THE DUE DILIGENCE AND MOVE FORWARD.
AND BUT FOR MAYBE IT'S 50 HOMES, MAYBE IT'S 52, BUT AT THE SAME PRICES AND EVERYTHING ELSE.
IS THERE ANYTHING PREVENTING US FROM HAVING CONVERSATIONS FOR WHAT HAPPENS IF WE AREN'T ABLE TO CLOSE ON, ON, ON THE DEAL AND THE DEAL TO GO HARD? I'M NOT AWARE OF ANYTHING THAT WOULD PREVENT YOU FROM HAVING THOSE CONVERSATIONS.
BUT THAT'S NOT WHAT YOU'RE ASKING.
YOU'RE ASKING ABOUT CONVERSATIONS, RIGHT? SO AGAIN TONIGHT BECAUSE THE COMMISSIONER MAYOR'S POINT, IF WE GET 55 DAYS DOWN THE ROAD AND IT COMES BACK WITH TERMS THAT ARE RENEGOTIATING OR RE TRADING THE DEAL THAT WE DON'T AGREE TO, I DON'T WANT TO PUT US FURTHER BEHIND THE TIMELINE OR THE EIGHT BALL AND HAVING THEN TO START THOSE DISCUSSIONS THAT THAT'S THE POINT I WAS TRYING TO MAKE AND SAYING, WE CAN WALK AND CHEW GUM AT THE SAME TIME.
AT A BARE MINIMUM, AT LEAST VICE MAYOR ISRAEL, HE NEEDS TO HAVE SOME OTHER CONVERSATIONS WITH 505.
ME PERSONALLY, I'M IN THE SAME CAMP AS COMMISSIONER BREYER AT THIS POINT.
TO ME, THAT'S JUST NOT WHAT THAT'S MY PERSONAL OPINION ON THAT.
SO LET ME LET ME, I GUESS, ASK THIS QUESTION.
EITHER THEY END, THEY EXIT DUE DILIGENCE, AND THEIR DEPOSIT BECOMES $250,000.
DEPOSIT BECOMES HARD AND THEY OWE US ANOTHER 750,000.
OR THEY SEND US A LETTER TERMINATING THE AGREEMENT.
OKAY. SO LET'S LET'S SAY THEY DECIDE TO TERMINATE THE AGREEMENT.
DOESN'T MEAN WE CAN'T START RENEGOTIATING OR WORKING OUT A DEAL WITH ANYONE.
WE'RE NOT WE'RE NOT PRECLUDED FROM HAVING TO PUT OUT ANOTHER RFP.
CORRECT. WE MAY WANT TO, BUT WE'RE NOT PRECLUDED.
YOU ARE NOT REQUIRED TO PUT OUT ANOTHER COMPETITIVE SOLICITATION.
[01:35:02]
BUT BUT THEN WE WILL HAVE TO GO THROUGH ANOTHER DUE DILIGENCE DILIGENCE PERIOD WITH ANOTHER COMPANY, AT LEAST PERHAPS NOT, OR PERHAPS NOT AS LENGTHY.MY POINT IS, YOU COULD HAVE A YOU WERE GIVEN THE ANALOGY OF A PRIVATE HOME.
YOU CAN HAVE A BACKUP CONTRACT AT ANY POINT.
THEY'RE STILL GOING TO WANT TO DO DUE DILIGENCE.
BUT MY POINT IS, IS THAT THE DUE DILIGENCE AND USING THE NEXT 55 DAYS TO GATHER WHATEVER ADDITIONAL INFORMATION TOLL BROTHER THINKS IT NEEDS, AND WE AS A CITY WILL OBTAIN IN TURN MAY MAY SHORTEN THE DUE DILIGENCE PERIOD FOR A SECOND PERSON.
I WAS ONLY SAYING IF WE DIDN'T GRANT THE EXTENSION TONIGHT.
AGREED, AGREED. SO YOU AND I ARE ON THE SAME PAGE.
WHAT MY SUGGESTION WOULD BE IS IF WE WERE TO MAKE A MOTION TO PASS THAT, THAT IT BE WITH THE CAVEAT THAT OUR CITY MANAGER AND CITY ATTORNEY WORK WITH DISCUSSIONS WITH OTHERS IN THE EVENT WE AREN'T ABLE TO CONSUMMATE THE TRANSACTION.
WE CONTEMPLATED CONSUMMATING 120 DAYS AGO.
COMMISSIONER CUTLER, YOU'VE BEEN QUIET OVER THERE.
I MEAN, FIRST, FIRST, I HAVE TO TELL YOU THAT I'M DISAPPOINTED IN TOTAL BECAUSE I REALLY THOUGHT THAT THEY WERE GOING TO COME, UH, AFTER THE FIRST EXTENSION, COME BACK AND SAY, OKAY, HERE'S THE DEAL.
BUT CANDIDLY, I MEAN, THEY WALKED INTO THIS DEAL KNOWING IT WAS A GOLF COURSE.
I REMEMBER RAISING THAT ISSUE MYSELF.
THAT WAS A BIG CONCERN OF MINE WHEN WE WERE IN THE PROCESS OF EVEN THINKING ABOUT PURCHASING THE PROPERTY TO BEGIN WITH, YOU KNOW, WAS THAT SOMETHING THAT'S GOING TO BURDEN THE CITY WITH THIS IDEA THAT WE WERE GOING TO BE PLACED IN A IN A POSTURE OF HAVING TO REMEDIATE A PROPERTY? AND HOW MUCH IS THAT GOING TO COST? AND, AND ALL OF THOSE THINGS, I RAISE THAT ISSUE.
TOLL BROTHERS HAS HAD MULTIPLE INSTANCES IN THEIR CAREER OF DEVELOPING GOLF COURSE AREAS.
SO IT'S NOT LIKE THEY THEY'RE COMING HERE NOT KNOWING ABOUT THOSE ISSUES.
AND I WAS EXCITED BY THAT BECAUSE BECAUSE I THINK TOLL BROTHERS PUTS OUT A WONDERFUL PRODUCT.
I YOU KNOW, I'VE SEEN THE HOMES IN OUR COMMUNITY, THEY THEY'VE ALREADY BUILT.
UM, THEY KNOW WHAT PARKLAND IS.
THEY KNOW WHAT WE'RE LOOKING FOR.
AND, AND AND SO I'M DISAPPOINTED THAT THE MESSAGE THAT WE GOT, NOTWITHSTANDING THE FACT THAT IT'S NOT A HARD NUMBER OR WHATEVER, THE MESSAGE THAT WE GOT WAS THAT THEY THEY WERE GOING TO LOOK TO CLAW BACK MONEY IN AN INSTANCE WHERE I KIND OF SEE IT SOMEWHAT LIKE GEORDIE SEES IT.
YOU KNOW, BOTH BOTH THE MAYOR AND COMMISSIONER BREYER HAVE POINTED OUT THAT, YOU KNOW, THESE ARE THESE ARE ISSUES THAT ULTIMATELY, EVEN IF WE GO WITH ANOTHER DEVELOPER, THEY'RE GOING TO COME BACK WITH THE SAME KIND OF THING.
THEY'RE GOING TO MAYBE THERE ARE THINGS.
AND THAT'S THE PROBLEM THAT I HAVE RIGHT NOW.
I DON'T HAVE THE INFORMATION OR THE DATA.
I DON'T KNOW WHAT IS OUT THERE.
I DON'T KNOW WHAT THE PROBLEM IS.
I DON'T KNOW REALLY WHY THEY NEED 55 MORE DAYS.
AND SO IT MAKES IT VERY DIFFICULT FOR ME TO, IN THAT SORT OF VACUUM, TO DECIDE ON THE ISSUE, OTHER THAN TO SAY THAT I THINK WE NEED THE DATA.
MAKES ME WANT TO GIVE THEM THE TIME TO GET US THAT DATA.
AS I SAID, I AGREE WITH YOU, GEORDIE.
I'M VERY DISAPPOINTED THAT THAT THEY'RE COMING BACK TO US WITH WHATEVER IT IS AND THEN TRYING TO REDUCE THE CONTRACT AFTER WE HAD A BIG BIDDING WAR AND PEOPLE PRESENTING AND DOING ALL THOSE KINDS OF THINGS, AND IN DISCUSSIONS THAT I'VE HAD WITH OTHER, UM, PEOPLE OUT IN THE COMMUNITY, OTHER DEVELOPERS, OTHER, UM.
THAT PIECE OF LAND WILL GO, AND IT MAY GO FOR MORE MONEY THAN WHAT THEY'RE OFFERING.
[01:40:07]
AND I THINK THAT, YOU KNOW, UM, GETTING THE INFORMATION IS IMPORTANT TO ME, THE DATA, UNDERSTANDING WHAT THOSE ISSUES ARE.BUT AT THE END OF THE DAY, IF IF TOLL BROTHERS COMES BACK TO US AFTER THEY'VE DONE THEIR DUE DILIGENCE AND THEY WANT TO HAVE A MARKED REDUCTION ON WHATEVER THE PRICE IS, I'M NOT GOING TO BE FOR THAT. I'M JUST NOT GOING TO BE FOR THAT.
AGAIN, THIS DOESN'T MEAN THAT DISCUSSION HAS TO END, BUT I WOULD LIKE TO MAKE A MOTION THAT WE APPROVE THE EXTENSION OF TIME FOR DUE DILIGENCE FOR THE CURRENT DEAL THAT IS UNDERWAY, WITH THE CAVEAT THAT WE SIMULTANEOUSLY INSTRUCT OUR CITY MANAGER AND OUR CITY ATTORNEY TO OPEN UP DISCUSSIONS WITH OTHER THIRD PARTIES IN THE EVENT WE AREN'T ABLE TO CLOSE ON THE DEAL THAT WE NEGOTIATED.
I ALSO WON IN THAT MOTION TO BE UNDERSTOOD THAT THAT ANY EXTENSION THAT WE'RE WILLING TO GIVE, TOLL BROTHERS IS AN EXTENSION THAT IS BASED UPON THE FACT THAT THEY'RE GOING TO SHARE ALL DATA WITH US, NOTWITHSTANDING WHETHER THEY DECIDE TO GO, WHETHER THEY PULL OUT, WHATEVER THE CASE MAY BE.
BUT THIS EXTENSION IS GOING TO BE SUBJECT TO THEM SHARING ANY AND ALL DATA THAT THEY'VE.
THAT'S MY. THAT'S MY UNDERSTANDING OF WHAT'S BEEN TOLD TO US.
BUT I WOULD WELCOME THAT MODIFICATION TO THE MOTION.
YES. I'M, I'M I'M GOOD WITH THAT.
AND ONE THING LET'S ALSO KEEP IN MIND NOT ONLY DID WE CHOOSE TOLL BROTHERS.
TOLL BROTHERS HAS TO ALSO UNDERSTAND THE COMMUNITY CHOSE TOLL BROTHERS.
UM, BUT AGAIN, I TRUST TOLL BROTHERS TO TO MAKE AMENDS.
I DON'T KNOW WHAT THE OUTCOME WILL BE.
I REMAIN CAUTIOUSLY OPTIMISTIC, SO.
YEAH. SO DO WE HAVE A SECOND? I'LL SECOND IT. SO WE HAVE A MOTION TO APPROVE A 55 DAY EXTENSION, WHICH WOULD BE THE MEETING IN FEBRUARY, WHICH WHATEVER THAT DATE, THE EIGHTH.
JUST I JUST WANT TO CLARIFY. SO YOUR MOTION IS REALLY TO APPROVE THE AGENDA ITEM BEFORE YOU AND ALSO TO AUTHORIZE STAFF TO HAVE DISCUSSIONS IN TERMS OF A BACKUP SCENARIO WITH OTHER DEVELOPERS.
SO IT'D BE NICE TO HEAR FROM THEM THAT THEY AGREE TO DO SO.
YEAH. I WAS WAITING FOR ONE OF YOU TO CALL ME UP TO CONFIRM THAT, BUT YES, I DID REPRESENT THAT.
WE'RE DISAPPOINTED TO WE DON'T WANT TO BE HERE TODAY ASKING FOR THIS.
I WAS JUST SPEAKING WITH MY CLIENT.
THE CITY'S CONSULTANT IS GOING TO BE INVOLVED IN THE DATA TESTING, AND WE WILL SHARE ABSOLUTELY EVERYTHING, HOPEFULLY WITH THE EXPECTATION THAT WE ARE MOVING FORWARD AT THE END OF THIS ADDITIONAL PERIOD OF TIME.
SO THE MOTION IS TO APPROVE THE AGENDA ITEM AS.
WAIT, SCOTT, BEFORE YOU SIT DOWN, I'M SORRY, I JUST HAVE ONE MORE QUESTION.
YOU SAID YOU TOLD WAS GOING TO SPEND A SIGNIFICANT AMOUNT OF MONEY ON THIS TESTING.
CAN YOU JUST GIVE US AN IDEA OF WHAT IS THIS COST THAT YOU'RE REFERRING TO? RIGHT. YEAH, IT'S AN ADDITIONAL $80,000.
OKAY. AND I MEAN, I WOULD HAVE TO GO BACK TO RESOLUTION.
YEAH. OKAY. SO MOTION AS AS STATED, WE'RE GOING TO ADD THAT STAFF AND NANCY HAVE THE ABILITY TO NEGOTIATE A PLAN B, AND THEN ALSO IN ADDITION TO THAT, TOLL BROTHERS WILL SHARE ANY AND ALL DATA FOR OUR USE AS AS WE DEEM NECESSARY. AND THEN WE HAVE A MOTION BY THAT'S BY COMMISSIONER BRIER.
AND IT WAS A SECOND BY COMMISSIONER CUTLER.
ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM SEEING THAT THERE'S NONE.
LET'S GO AHEAD WITH A ROLL CALL.
SEASON. ITEM NINE B RESOLUTION 2020 3-083 REPLACEMENT OF BAY DOORS AT FIRE STATION NUMBER 97.
[01:45:01]
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, APPROVING THE PIGGYBACK OF SOUTHEAST FLORIDA GOVERNMENTAL PURCHASING COOPERATIVE GROUP, CITY OF DEERFIELD BEACH, CONTRACT ITEM NUMBER 22.DASH 24 DASH PC PURCHASE AND INSTALL SERVICE AND REPAIR OF OVERHEAD DOORS, GRILLS AND BIFOLD HYDRAULIC DOORS TO DOOR SYSTEMS OF SOUTH FLORIDA AND THE NOT TO EXCEED AMOUNT OF $108,000. PROVIDING FOR EXECUTION.
PROVIDING FOR AN EFFECTIVE DATE.
BEFORE WE DO THAT, SECOND, CHRISTIE DID NOT GET TO GIVE HER FIRST PRESENTATION IN HER NEW ROLE.
UM, AS YOU KNOW, OR AS YOU CAN SEE, THIS IS NOT A PARKS AND REC RELATED ITEM.
SO, UH, FOR ALL YOU DO, UH, FOR FOR THE CITY, YOU'RE WELCOME.
AND IT'S OKAY IF I DON'T NEED TO MAKE A PRESENTATION.
ROLL CALL. COMMISSIONER CUTLER.
PLEASE SHOW PASSES UNANIMOUSLY.
SECOND READING. AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA.
REZONING APPROXIMATELY 3.96 ACRES, GENERALLY LOCATED ALONG THE SOUTH SIDE OF LOXAHATCHEE ROAD, APPROXIMATELY 1.9 MILES WEST OF KNOB HILL ROAD, AS BEING MORE PARTICULARLY DESCRIBED IN EXHIBIT A FROM RS.
IF I MAY, MAYOR, THIS IS THE SECOND READING.
YOU DID HAVE A PRESENTATION ON THIS AT THE FIRST READING.
ANYONE FROM THE PUBLIC SEEING THAT THERE'S NONE.
WE HAVE A MOTION TO APPROVE BY COMMISSIONER CUTLER AND A SECOND BY COMMISSIONER MAYERSON.
ROLL CALL. COMMISSIONER MAYERSON.
PLEASE SHOW IT PASSES UNANIMOUSLY.
ITEM NINE D DISCUSS AND CONSIDER ACTION REGARDING CITY MANAGER'S PERFORMANCE.
MY NAME IS KRISTEN MILLIGAN, HUMAN RESOURCES DIRECTOR FOR THE CITY OF PARKLAND.
UM, AS YOU ALL ARE AWARE, NANCY'S ANNUAL EVALUATION IS BASED ON THE STRATEGIC PLAN.
AND THE AVERAGE OF THE RECOMMENDATIONS THAT I RECEIVED WAS A 3% INCREASE.
SO AT THIS TIME, IT IS UP TO YOU, UM, TO DISCUSS AND MAKE A RECOMMENDATION AS YOU SEE FIT.
YEAH. I JUST WANT TO SAY I APPRECIATE EVERYTHING THAT YOU DO.
NANCY. UM, NOT ONLY ARE YOU A RESIDENT OF PARKLAND, BUT YOU'RE THE CITY MANAGER.
UM, YOUR STAFF CLEARLY LOVES YOU.
UM, WHICH I THINK IS INCREDIBLY IMPORTANT.
I THINK THAT SAYS A LOT ABOUT YOUR LEADERSHIP.
UM, YOU KNOW, AND THE CITY IS CERTAINLY HEADED IN THE RIGHT DIRECTION.
UM, SOCIAL MEDIA DOESN'T ALWAYS SHOW IT, BUT BELIEVE ME, IT'S HEADED IN THE RIGHT DIRECTION.
WE CAN'T HEAD IN CERTAIN DIRECTIONS, BUT THAT'S LOCKED.
I'LL MAKE A MOTION TO APPROVE.
I'LL JUMP IN. BUT I WANT TO ADD THAT, UM.
ASIDE FROM ALL OF YOUR NORMAL DUTIES, WE APPRECIATE OR I APPRECIATE, AND I KNOW THE COMMISSION DOES TOO, THAT YOU ARE TACKLING SOME SOME PROJECTS, ONE OF WHICH WE JUST SPOKE ABOUT AT LENGTH THAT ARE OUTSIDE THE NORM.
AND SO, YOU KNOW, THAT DOES NOT GO WITHOUT NOTICE THAT THIS IS THERE'S SOME HEAVY LIFTING THAT WE, AS A COMMISSION, ARE DOING AND PUTTING MUCH OF THE BURDEN OF THAT ON, ON YOU AS OUR CITY MANAGER AND ON THE STAFF TO UNDERTAKE THAT.
WE'VE BEEN VERY AGGRESSIVE AS A COMMISSION IN TRYING TO SOLVE ISSUES THAT HAVE BEEN KICKED AROUND FOR A VERY LONG TIME, AND EVEN MORE AGGRESSIVE IN TRYING TO GET AHEAD OF ISSUES BEFORE THEY BECOME.
SO THANK YOU FOR ALL THAT YOU DO.
THANK YOU, COMMISSIONER, IF I MAY, CAN YOU JUST STATE WHAT THE PERCENTAGE INCREASE IS AS PART OF YOUR MOTION? I MAKE A MOTION TO MAKE THE INCREASE BASED ON THE AVERAGE PROVIDED BY KRISTEN, WHICH WAS 3%.
YOU KNOW, I WILL NEVER MISS AN OPPORTUNITY TO PRAISE YOU BECAUSE THE TRUTH IS, IS THAT, UM, WE AS A BODY HAVE A ROLE, AND THAT ROLE IS INCREASE. YOU KNOW, THE SUM IS GREATER THAN THE WHOLE OF ITS PARTS.
[01:50:01]
AND YOU ARE THAT KIND OF THE EXTRA.I HEAR IT FROM THEM VERY OFTEN, AND I DON'T THINK THE COMMUNITY DOES AS OFTEN.
SO WHEN WE HAVE THESE OPPORTUNITIES, I THINK IT'S IMPORTANT TO HIGHLIGHT AND SHARE AND, AND, YOU KNOW, SPREAD THE GOSPEL OF HOW MUCH WORK YOU DO AND HOW MUCH YOU ALLOW US TO LOOK GOOD. DESPITE SOMETIMES PEOPLE MAY NOT ALWAYS AGREE, BUT WE KNOW DEEP DOWN THE WORK THAT'S BEING DONE IS IS REALLY GREAT WORK THAT HAS A LOT OF THOUGHT THAT GOES INTO IT, A LOT OF DILIGENCE AND A LOT OF ACTUALLY FINANCIAL ACUMEN THAT IT'S VERY EASY TO MAKE DECISIONS.
THE HARD PART IS PAYING FOR IT AND BALANCING A BUDGET AT THE SAME TIME.
OH I WILL. I WILL SECOND THE MOTION, WHICH HASN'T BEEN DONE YET.
AND, AND I AND I WILL ALSO SAY, UM, A LOT OF TALK FROM ISRO.
HE FORGOT ONE THING, RIGHT? RIGHT. OH, YEAH. MORE TO SAY, MORE TO SAY.
UM, NANCY, YOU KNOW, I'VE KNOWN.
FIVE CITY MANAGERS, SIX CITY MANAGERS IN THIS CITY.
AND, UM, I HAVE WORKED WITH MANY OF THEM ON MULTIPLE PROJECTS.
UM, NONE HAVE HELD THE ESTEEM OF THEIR STAFF MORE THAN YOU HAVE.
UH, HARRY MERTZ WAS WAS CLOSE, BUT HE DIDN'T HAVE THE KIND OF STAFF THAT YOU HAVE.
UM, YOU'VE TAKEN THE BULL BY THE HORNS.
YOU KNOW, WHEN YOU FIRST CAME ON BOARD, WE HAD A LONG DISCUSSION ABOUT IT, AND.
AND YOU TOLD ME THAT YOU WERE GOING TO DO THIS JOB, RIGHT? AND YOU HAVE. AND SO I'M VERY PROUD OF YOU.
AND I CONTINUE TO BE VERY HAPPY TO WORK WITH YOU.
ALL RIGHT. I'D LIKE TO SECOND THE MOTION.
HOLD ON, HOLD ON. WE GOT ONE MORE, ONE MORE, ONE MORE.
UM, NANCY'S HEAD IS GOING TO BE LIKE THIS.
AND NANCY AND I KNOW WE MAY NOT HAVE SEEN EYE TO EYE ON A LOT OF DIFFERENT THINGS, BUT, UM, I GUESS NOW HAVING, YOU KNOW, BEEN INVOLVED IN THE COUNTY A LITTLE BIT, UM, AND NANCY AND I HAD THIS DISCUSSION.
YOU KNOW, SHE ONLY HAS TO DEAL WITH FIVE OF US.
UH, IT'S A LITTLE IT'S A LOT DIFFERENT BECAUSE YOU'VE GOT A LOT OF DIFFERENT DYNAMICS.
UM, BUT YOU'VE GOT A TREMENDOUS STAFF, AND THAT'S KUDOS TO YOU IN HIRING THE RIGHT PEOPLE.
UM, PEOPLE THAT ARE WILLING TO STEP UP.
AND, YOU KNOW, WITH THE COUNTY, THEY'VE GOT 85 MILLION PEOPLE.
SO IF ONE PERSON OPENS UP, YOU KNOW, THE BAG, THE OTHER PERSON IS THERE TO EMPTY IT OUT.
AND AND THEY WORK WITH A SMILE ON THEIR FACE.
UM, THE OTHER THING THAT I DO WANT TO MENTION, WHICH WHICH I'M VERY PROUD OF AND CERTAINLY RECOGNIZE IS THE ESSENTIAL WORK OF, I'LL CALL IT PROFESSIONAL DEVELOPMENT THAT YOU HAVE BROUGHT TO THE TABLE, ESPECIALLY WITH TONIGHT RECOGNIZING THOSE STAFF MEMBERS AND THAT PROGRAM THAT WAS PUT TOGETHER. IT'S IMPORTANT TO ELEVATE PEOPLE, ESPECIALLY, LIKE I SAID, WE HAVE A SMALL CITY, UM, AND MAKE THEM FEEL GOOD ABOUT WHAT THEY'RE DOING AND TO HAVE THEM EDUCATED.
SO IF THEY HAVE TO ADJUST AND MAKE A, YOU KNOW, A PIVOT, THEY CAN DO THAT.
AND ONE THING THAT AGAIN, I'LL REITERATE VERY PROUD OF, I DON'T KNOW IF YOU PUSH ONE DAY OR SWAN PUSHED HIMSELF, UM, TO BE A, AN ICMA CREDENTIALED MANAGER.
I'M LIKE, I'M ALL WARM AND FUZZY.
UM, SO ANYWAY, WE HAVE A MOTION BY COMMISSIONER BREYER AND A SECOND BY COMMISSIONER CUTLER.
VICE MAYOR WAS A LITTLE SLOW, AND I ASKED PUBLIC THERE WAS NONE HERE.
YES. PLEASE SHOW PASSES UNANIMOUSLY.
CONGRATULATIONS. AND THANK YOU.
COMMENTS? COMMENTS BY THE BROWARD SHERIFF'S OFFICE.
[10. Comments by the Broward Sheriff's Office]
[01:55:07]
THANK YOU, CAPTAIN MCARDLE.THANK YOU. UM, WANTED TO START OFF BY THANKING THE CHABAD OF PARKLAND BEFORE TONIGHT'S MEETING.
UH, MYSELF AND MY STAFF WERE INVITED TO GO CELEBRATE WITH THEM AND LIGHT THE MENORAH.
THEY HONORED US THERE AND SHARED SOME FOOD WITH US.
AND JUST A NICE TIME TO GET TOGETHER AND JUST KIND OF SHOWS THE RELATIONSHIP THAT WE HAVE WITH THEM.
SO I WANTED TO THANK THEM FOR THAT.
WE'LL BE PUTTING UP SOME PHOTOS ON OUR SOCIAL MEDIA.
UH, I KNOW I MENTIONED THE THE BURGLARIES.
UM, I CAN TELL YOU THAT SINCE NOVEMBER 20TH, WE'VE HAD FIVE INSTANCES WHERE BURGLARS HAVE COME INTO THE CITY, THREE OF WHICH WE HAVE MADE ARRESTS AND ACTUALLY CAUGHT THEM IN THE ACT.
UM, ESSENTIALLY, ON VIEWING IT, BEING IN THE RIGHT PLACE AT THE RIGHT TIME, AND ALSO WITH RESIDENTS SUPPORT OF SEEING SOMETHING SUSPICIOUS, CALLING US RIGHT AWAY TO THE SCENE AND BEING ABLE TO TO APPREHEND THE INDIVIDUALS INVOLVED.
UM, SO I WANTED TO GET INTO A LITTLE BIT AS TO WHAT HAPPENED.
UM, ALL OF THEM WERE UNLOCKED VEHICLES.
UH, THE CARS THAT WERE STOLEN HAD KEY FOBS INSIDE.
THEY CAME IN FROM LAUDERHILL, UH, TO COMMIT CRIMES IN OUR CITY.
UM, ONE OF THE VICTIMS IN THAT PARTICULAR INCIDENT HAD BEEN A PREVIOUS VICTIM A YEAR AGO.
UH, LEAVING A KEY FOB IN THE CAR.
A YEAR AGO, THIS TIME, IT WAS JUST UNLOCKED.
UM, BUT THANKFULLY, THE KEY FOB WASN'T THERE.
THE KEY FOB WAS OUT, RIGHT? SO, UH, THE NEXT INCIDENT, UM, AGAIN, TWO JUVENILES, A 15 YEAR OLD AND A 13 YEAR OLD THAT DROVE FROM CORAL SPRINGS TO COME INTO THE CITY AND COMMIT CRIMES. AND THE LAST ONE WAS THREE JUVENILES, 214 YEAR OLDS AND A 13 YEAR OLD WHO DROVE INTO THE CITY FROM NORTH LAUDERDALE TO COMMIT CRIMES.
SO THESE ARE FOLKS COMING OR KIDS REALLY COMING INTO THE CITY, UM, TO EASILY OPEN CAR DOORS AND SEE WHAT THEY CAN GET WHEN WE DEBRIEF THESE JUVENILES AND TALK TO THEM AS TO WHY THEY'RE COMING TO PARKLAND, YOU KNOW, AND TRYING TO GET SOME INTELLIGENCE FROM THEM, THEY SIMPLY SAY THAT THE WORD IS OUT ON THE STREET, THAT THEY CAN COME TO PARKLAND AND MAYBE GET LUCKY AND GET A LUXURY CAR OUT OF IT.
SO THAT IS THE TALK THAT IS OUT AND ABOUT.
THAT 9 P.M. ROUTINE IS SO IMPORTANT.
I DID REACH OUT TO CHIEF MCKEON EARLIER THIS AFTERNOON JUST TO GET AN UPDATE ON THE INCIDENT.
I KNOW WE MENTIONED IT BEFORE, BUT HE SAID HE'S WORKING WITH BSO.
UM, TO TRY TO OBVIOUSLY, YOU KNOW, FIGURE OUT WHAT'S WHAT.
UM, SO I APPRECIATE YOU'RE TALKING ABOUT THE MSD FIGHT.
YEAH. SO I APPRECIATE I IT'S I THINK IT'S IMPORTANT TO MENTION THAT WE'RE WORKING TOGETHER WITH CORAL SPRINGS ON DOING WHAT NEEDS TO BE DONE. SO I APPRECIATE THAT AND THANK YOU.
AND THE ONE THING THAT HE DID MENTION AS WELL, WHICH I THINK WE SAW ON SOCIAL MEDIA, OR I THINK THE REPORT BACK FROM THE DISTRICT WAS THERE WERE OFFICERS THAT ARE IN THAT PARK FROM LIKE 230 TO 240.
SO HE DID HAVE THEY DID GAVE ME THE TIMELINE.
THEY DID RESPOND VERY QUICKLY.
AND JUST TO JUST TO CLARIFY, YOU KNOW, FOR ANYBODY WHO MAY STILL BE LISTENING, UM, THE INCIDENT HAPPENED IN NORTH COMMUNITY PARK, WHICH IS TECHNICALLY CORAL SPRINGS. SO WHILE IT WAS AT MSD, WHICH IS A PARKLAND SCHOOL, ONCE YOU GO OVER THAT, GO UNDER THE OVERPASS, YOU'RE NOW IN CORAL SPRINGS AND YOU'RE AT THE PARK. SO THEN THE JURISDICTION CHANGES.
THAT'S THE REASON CORAL SPRINGS KIND OF HAS TAKEN THE LEAD, YOU KNOW, ON ON THIS STUFF.
BUT APPRECIATE EVERYBODY WORKING TOGETHER.
AND YOU DON'T KNOW WHO THE RESIDENT, YOU KNOW.
BUT OBVIOUSLY HAVING THAT GREAT RELATIONSHIP IS IS IS APPRECIATED.
SO THANKS FOR BRINGING THAT UP, COMMISSIONER.
MAYOR TODD, IS IT POSSIBLE TO PERHAPS GET A CLIP OF WHAT THE CAPTAIN HAS SAID ABOUT THE, YOU KNOW, THE THE THEFTS IN THE CAR? YOU KNOW, TAKE THAT CLIP OFF OF WHATEVER THE FEED IS HERE AND THEN CIRCULATE THAT ON OUR SOCIAL MEDIA SO WE CAN ALL CLICK ON IT AND LET PEOPLE HEAR WHAT THE CAPTAIN'S
[02:00:02]
TALKING ABOUT. SO THAT SO THAT WE CAN OR VIDEO HER AND, AND PUT THAT OUT SO THAT WE CAN GET THAT THROUGH SOCIAL MEDIA.YOU KNOW, I THINK I WILL YOU BE SURPRISED? I THINK WE GET, UH, OUR RATINGS ARE HIGHER THAN MOST NEWS ORGANIZATIONS.
I THINK I SMELL A NEW MAYOR'S MINUTE.
THAT'S A GREAT THAT'S A GREAT POINT.
I THINK MAYBE YOU GUYS CAN WORK TOGETHER AND DO SOMETHING A LITTLE MORE PROFESSIONALLY.
UM, WITH MELISSA AND WHATEVER, BUT I THINK, COMMISSIONER CUTLER, THAT'S A GREAT IDEA BECAUSE I THINK SOMETHING COMING FROM THE CAPTAIN HAS MUCH MORE AUTHORITY THAN COMING FROM THE SOFTBALL COACH WITH THE NAME.
WHERE'S YOUR KEY FOBS? THAT'S NOT AS PROFESSIONAL.
CLEARLY HAS NOT BEEN WORKING, ESPECIALLY WITH THE RECORD.
SO NO, BUT I THINK THAT'S GREAT, COMMISSIONER CUTLER.
SO IF WE COULD DO THAT, THAT'D BE FANTASTIC.
ALL RIGHT. ANYBODY ELSE? NOPE. ALL RIGHT.
COMMENTS BY THE CORAL SPRINGS PARKLAND FIRE DEPARTMENT.
[11. Comments by the Coral Springs-Parkland Fire Department]
GOOD EVENING EVERYONE. MIKE MOSER, DEPUTY FIRE CHIEF, UH, 167 EMS CALLS LAST MONTH AND TWO FIRE INCIDENTS, UH, WANTED TO BRING UP THE WEATHER.WE EXPECTED A LITTLE BIT MORE.
UH, IT WAS A LITTLE BIT OF A DUD TONIGHT, BUT APPARENTLY SUPPOSED TO BE A LITTLE BIT WORSE TOMORROW.
BUT WE'RE KEEPING AN EYE ON IT.
IF IT'S ANYTHING SIGNIFICANT, WE'LL LET YOU GUYS KNOW FOR TOMORROW.
UM, THE LAST THING I HAD IS I ALSO WANTED TO TOUCH ON THE INCIDENT AT MSD THAT OCCURRED IN THE PARK, UM, WITHOUT BEING SPECIFIC AND VIOLATING ANY PATIENT INFORMATION OR RIGHTS OR ANYTHING. THE INJURY THAT WAS SUSTAINED COULD HAVE VERY EASILY BEEN LIFE THREATENING, IF NOT DEADLY.
UM, WE'RE HAPPY TO REPORT THAT WE'RE TOLD THAT THE SITUATION IS CONDITION IS MUCH BETTER.
BUT, UM, IT WAS IT WAS VERY SERIOUS.
IT COULD HAVE BEEN A LOT WORSE. SO, UM, QUICK PHONE CALL, QUICK 911 CALL FROM THE SCENE.
UM, PD GOT THERE VERY QUICKLY.
GREAT. THANK YOU VERY MUCH FOR THAT.
SO I'M GOING TO BRING IT UP AGAIN.
ANY INFORMATION ON TESTING? AFTER THE LAST MEETING, I SPOKE WITH CITY MANAGER BABINEC, WHO HAS BEEN IN CLOSE CONTACT WITH BROWARD COUNTY.
UM, THEY GAVE US SOME MORE INFORMATION AND TOLD US THAT THEY WOULD, IN FACT, BE TESTING VERY SOON.
UM, TESTING WITH BOCA OR WITH, UM, TESTING WITH BROWARD COUNTY.
THEY WANTED TO BRING IT UP TO THE LEVEL THAT WAS APPROPRIATE TO TEST.
HE'S BEEN WORKING WITH MICHAEL RUIZ VERY CLOSELY AT THE COUNTY.
MY ONLY. MY ONLY. POINT TO THAT IS, IS THAT WE DON'T HAVE ANOTHER MEETING TILL THE END OF JANUARY.
WE'RE ALREADY A YEAR IN FROM THE LAST TIME WE HAD THIS CONFERENCE OR THE ORIGINAL TIME WE WERE A YEAR IN, RIGHT? WELL, NO, BUT COMMISSIONER, COMMISSIONER UDDIN GAVE THE COUNTY FEBRUARY, FEBRUARY 14TH.
WELL, THAT'S. NO, I THOUGHT HE I THOUGHT IT WAS THEY WERE GOING TO TEST.
I'M PRETTY SURE I THINK IT WAS THE END OF THE YEAR, THE END OF THE YEAR.
WE'RE GOING TO TEST IN THE SECOND.
BY 24. I BELIEVE IT WAS THE FIRST QUARTER OF THE NEW FISCAL YEAR, WHICH WOULD BE.
YES. YES, MA'AM. I MEAN, I GUESS AND I DON'T KNOW WHETHER WE NEED TO MAKE A MOTION OR NOT, BUT IF WE DO NEED A LETTER OR SUPPORT OR WHATEVER WE NEED TO DO THAT, I WOULD MAKE A MOTION THAT WE SUPPORT THAT.
WELL, WE CAN CERTAINLY BE PROACTIVE AND SAY, I'LL SECOND THAT.
WE EXPECT YOU TO FULFILL YOUR GIVE YOUR PROMISE OF THE END OF THE YEAR.
I JUST WANT TO GIVE THE APPROVAL TO DO IT NOW SO THAT WE'RE NOT SITTING, YOU KNOW, I MEAN, IF YOU GUYS ARE OKAY, WE COULD JUST BE PROACTIVE AND SAY WE EXPECT TO HEAR A POSITIVE, YOU KNOW, OUTCOME WITH THE TESTING THAT YOU PROMISED TO DO BY THE END OF THE YEAR.
AND, NANCY, I CAN GET WITH NANCY, UM, ON THE SIDE AND JUST GET A LITTLE BIT MORE SPECIFIC NARROWED DOWN ON THE TIMELINE BECAUSE TO YOUR POINT, IF THEY HAVE SOMETHING SCHEDULED FOR TOMORROW, THEN YOU DON'T NEED TO WASTE YOUR TIME.
BUT I'LL GET WITH FRANK AND YOU, AND WE'LL GET SOMETHING TIGHTER.
ALL RIGHT. PERFECT. THANK YOU, THANK YOU.
YES. IF YOU'RE GOING TO TAKE AN OFFICIAL CITY POSITION, YOU MAY WANT TO DO THE MOTION.
I KNOW THERE WAS A MOTION AND A SECOND.
OKAY, SO WE HAVE A MOTION. IF A LETTER IS REQUIRED, WE CAN WRITE ONE.
YEAH. IF THERE'S NOT AN IMMINENT BY COMMISSIONER MAYERSON AND A SECOND BY COMMISSIONER BRIER.
[02:05:01]
AYE, AYE. OKAY.THANK YOU. COMMENTS BY THE CITY MANAGER.
[12. Comments by the City Manager]
SO THANK YOU AND YOU ALL ARE 100% RIGHT.IT'S THESE GUYS THAT MAKE ME LOOK GOOD.
CHRISTINE. HELLO? HELLO. OH, WHAT ABOUT CHRIS? CHRIS? HE'S.
HE WAS KIND OF SLEEPING, SO I WAS KIND OF TEASING HIM.
UM, YOU KNOW, I COULDN'T BE SUCCESSFUL, SO IT'S.
IT'S A JOY WORKING WITH SUCH A DEDICATED GROUP.
THEN REAL QUICK AS AS YOU MENTIONED, OUR NEXT MEETING IS NOT UNTIL JANUARY 24TH.
SO WISHING YOU ALL A WONDERFUL HOLIDAY SEASON AND A HAPPY NEW YEAR.
COMMENTS BY THE CITY ATTORNEY.
[13. Comments by the City Attorney]
