UM, I'D LIKE TO WISH CONGRATULATIONS TO SHARON ARON BARON AND TALK MEDIA, ITS LOCAL ONLINE PUBLICATIONS WERE NAMED FINALIST FOR THE 2023 FLORIDA PRESS CLUB AWARDS AND RECOGNIZED FOR THEIR TIMELY AND RELEVANT REPORTING ON NEWS AND POLITICS IN NORTHWEST BROWARD COUNTY.

UM, I HAD AN OPPORTUNITY TO ATTEND THE LIBERTY PARK RIBBON CUTTING, WHICH WAS SPECTACULAR.

UM, I WANT TO PUBLICLY RECOGNIZE HANK RUDIN'S BIRTHDAY, UH, WHICH WE RECENTLY CELEBRATED AT THEIR HOME.

HANK AND MINDY BOUGHT PROPERTY IN PINE TREE ESTATES IN THE LATE 80S AND HAVE BECOME INTEGRAL PARTS OF OUR PARKLAND COMMUNITY, AND SO I WANT TO WISH THEM BOTH WELL.

UH, HAD AN OPPORTUNITY TO ATTEND THE RIZZO WALK, WHICH WAS A HUGE SUCCESS.

THANKS AGAIN TO OUR HOMETOWN HEROES, THE RIZZO FAMILY, FOR THEIR CONTINUED EFFORTS TO DEFEAT CANCER AND TO HELP THOSE THAT ARE AFFLICTED.

UH, SAME DAY WE HAD A GREAT FARMERS MARKET.

UH, IT LOOKS LIKE WE'VE GOT BIRTHDAY CONGRATULATIONS ALL OVER THE PLACE.

SO I WOULD BE REMISS IF I DIDN'T CONGRATULATE MY WIFE ON HER BIRTHDAY, WHICH WAS ON DECEMBER 4TH.

UM, AND ALSO, CONGRATULATIONS TO RIVER GLADES ELEMENTARY SCHOOL FOR CELEBRATING ITS 30TH ANNIVERSARY.

UH, HAD A CHANCE TO ATTEND THE LIGHT UP THE NIGHT AT ZIMMERMAN FRACKMAN, WHICH WAS AMAZING.

I DON'T KNOW IF YOU ALL GOT A CHANCE TO GO, BUT I KNOW THAT MOST OF THE COMMISSION WAS THERE.

UM, AND THE LIGHT UP THE PARK WAS ALSO GREAT.

UM, AND, UH, I GUESS LASTLY, UH, THE MAKE OUR SCHOOLS SAFE SIX ANNUAL TENNIS FUNDRAISER WAS ALSO A HUGE SUCCESS.

CONGRATULATIONS TO LORI AND ELLEN ALHADEFF FOR THEIR CONTINUED EFFORTS.

AND MY DAUGHTER'S GROUP, THE FRIENDSHIP GALA, CELEBRATED THEIR FOURTH ANNUAL GALA AT THE BROWARD CENTER FOR THE PERFORMING

ARTS. I WANT TO CONGRATULATE OUR SISTER CITY, THE CITY OF COCONUT CREEK, AS THEY WERE THIS YEAR'S FRIENDSHIP JOURNEYS PARTNER OF THE YEAR.

THIS YEAR'S COMMUNITY HERO AWARD WAS GIVEN TO THEM AND TO THE OTHER WINNERS.

UM. MRS. VERBA, WHO I KNOW FOR MANY YEARS HAS SERVED US EXTREMELY WELL AT MSD.

THEY OPEN IT UP. IT'S THROUGH CHILDREN'S SERVICES COUNCIL.

UM, IF YOU GO ONLINE, YOU'LL SEE NONPROFIT AWARDS.

SO ANY NONPROFIT, THEY HAVE A DIFFERENT ARRAY OF OPPORTUNITIES FOR GRANT DOLLARS.

AND IT'S A GREAT RECOGNITION OR PARKLAND BUDDY SPORTS PROGRAM.

PARTICIPATED IN IT FOR SEVERAL YEARS.

SOME YEARS WE WEREN'T AS SUCCESSFUL AS OTHER.

PARKLAND CARES WAS ALSO A WINNER.

SO IT'S A GREAT OPPORTUNITY FOR THE NONPROFITS IN THE AREA TO REALLY TAKE A LOOK AT THAT AND ENTER IN THEIR, UH, APPLICATION.

I THINK THEY CLOSE ON DECEMBER 18TH.

SO THAT'S ONE THING.

UM, BESIDES THAT, UH, AS COMMISSIONER CUTLER SAID, I WANT TO WISH EVERYBODY A HAPPY, HEALTHY NEW YEAR, HAPPY HANUKKAH, HAPPY KWANZAA, AND, UH, WE WILL SEE YOU NEXT YEAR. GREAT.

WE HAD THE CHAMBER OF COMMERCE FOR PARKLAND HAD ITS HOLIDAY PARTY, WHICH KEEPS ON GETTING BIGGER AND BIGGER AND PROVIDING TOYS TO NEEDY CHILDREN.

MISS VERBA, I KNOW WE'LL CONGRATULATE YOU.

UM, IT MAKES ME FEEL A LITTLE AGED BECAUSE I WAS THERE WHEN YOU STARTED AT DOUGLAS.

BUT CONGRATULATIONS.

CONGRATULATIONS ON YOUR RETIREMENT.

UM, I ALSO WANT TO ADDRESS.

I'VE BEEN CONTACTED, AND I KNOW I IMAGINE OTHERS HAVE BEEN.

I WANT TO ADDRESS THAT. YOU KNOW, I'VE BEEN CONTACTED BY SOME RESIDENTS REGARDING GOLF CARTS IN THE CITY.

WE HAVE BEEN TALKING AS A COMMISSION FOR A COUPLE OF YEARS NOW ABOUT TRYING TO ADDRESS THE ISSUE OF AN INCREASE IN GOLF CARTS COMING INTO THE CITY.

WE CONTINUE TO HAVE THOSE DISCUSSIONS.

I KNOW I'VE TALKED WITH OUR CITY MANAGER AND WE'LL TALK ABOUT IT AT STRATEGIC PLANNING.

I'VE TALKED WITH OUR BSO CAPTAIN, SO BE PATIENT.

IN THE INTERIM, I WOULD ASK ALL OUR RESIDENTS TO CONTINUE TO ABIDE BY THE LAWS, CONTINUE TO BE COURTEOUS TO PEDESTRIANS AND BICYCLISTS, AND I HAVE MY MY PERSONAL VIEWS ON GOLF CARTS IN OUR CITY, AND WE'LL CONTINUE TO WORK AND SEE IF WE CAN MAKE OUR CITY, UH, UH, COMPORT WITH THE RESIDENTS ISSUES. I ALSO WANT TO JUST WISH ALL OF OUR STUDENTS A HAPPY AND AND AND TEACHERS AND STAFF A HAPPY HOLIDAY BREAK.

I KNOW THERE WAS AN INCIDENT AT DOUGLAS YESTERDAY, AND I PRAY FOR THE FAMILIES AND THE INJURED STUDENT, AND WE CONTINUE TO, UNFORTUNATELY, BE IN THE NEWS FOR SOME NOT SO GREAT THINGS.

BUT I JUST WANT TO ENCOURAGE ALL OF OUR STUDENTS TO BE KIND TO ONE ANOTHER, NOT JUST BECAUSE IT'S THE HOLIDAYS, BUT ALL YEAR ROUND.

AND APPRECIATE THAT YOU KNOW, A BAD DECISION ON ONE DAY WILL AFFECT YOU FOR THE REST OF YOUR LIFE.

SO JUST CONTINUE TO TAKE THAT IN MIND WITH THAT.

AND THE REALITY IS, IS THAT IS ONE OF THE EVENTS I LOOK FORWARD TO THE MOST.

UM, AND, YOU KNOW, IT'S ALWAYS KIND OF BACK TO BACK WITH OUR LIGHT UP THE PARK, WHICH IS JUST THIS TIME OF YEAR.

IT JUST KEEPS GETTING MORE AND MORE FESTIVE.

UM, FOR LIGHT UP THE PARK, I GIVE PARKLAND MUSIC A BIG SHOUT OUT FOR THE AMAZING SHOW THEY PUT ON THEIR STUDENTS.

THEY'RE VERY TALENTED AND YOU CAN SEE THAT THEY'RE REALLY, YOU KNOW, GOING TO GO PLACES, WHICH I LOVE TO SEE THAT IN OUR COMMUNITY.

UM, EVERYONE MENTIONED MOST OF THE OTHER EVENTS, SO I WON'T, YOU KNOW, BELABOR IT, BUT I WANT TO TALK ABOUT A COUPLE MORE, I GUESS, PRESSING ITEMS, WHICH IS NUMBER ONE, IS THE HARVARD, PENN AND MIT SCENARIO.

AND, YOU KNOW, I THINK IT'S GOOD THAT WE HAVE A NUMBER OF KIDS HERE TODAY BECAUSE, YOU KNOW, WHETHER YOU WATCH THE NEWS OR NOT, IT'S IMPORTANT FOR YOU TO UNDERSTAND THAT, UM, JUST BECAUSE A SCHOOL HAS A GOOD REPUTATION OR IS KNOWN FOR HIGHER EDUCATION, YOU KNOW, THEY SAY YOU CAN PAY FOR SCHOOL, BUT YOU CAN'T BUY CLASS, RIGHT? AND WHAT'S IMPORTANT FOR YOU TO UNDERSTAND IS THAT STICKING UP FOR WHAT YOU BELIEVE IS RIGHT IS ONE OF THE MOST IMPORTANT THINGS YOU CAN DO IN THIS WORLD.

AND SOMETIMES IT'S EASIER SAID THAN DONE, BUT IT'S EVEN MORE IMPORTANT WHEN IT'S DIFFICULT.

UM, THIS UNFORTUNATELY WAS NOT A DIFFICULT TIME, AND YET IT WAS MADE DIFFICULT.

AND I'D ASK THAT ALL OF YOU, YOU KNOW, YOUTH INCLUDED, TAKE IT AS A LEARNING OPPORTUNITY TO REMEMBER THAT JUST BECAUSE YOU FEEL THAT THERE'S PRESSURE ON YOU TO DO SOMETHING THAT YOU DON'T BELIEVE, UH, MAYBE IS GOING TO GET A GOOD RESPONSE OR GET A REACTION THAT YOU KNOW, YOU WANT TO HAVE TO DEAL WITH, DOESN'T MEAN YOU SHOULDN'T DO IT.

SO STICK UP FOR WHAT YOU FEEL IS RIGHT.

SECOND IS THE DOUGLAS FIGHT.

I UNFORTUNATELY WATCHED THE VIDEO I WISH I HADN'T.

I TO GIVE MY HEARTFELT, SINCERE WISHES TO THE FAMILY AND THE AND THE STUDENT WHO'S RECOVERING.

AND AGAIN, I MEAN, I HATE TO EVEN HAVE THESE CONVERSATIONS ANYMORE, BUT THE TRUTH IS, IS THAT AS A PARENT WATCHING THIS STUFF HAPPEN, IT'S IT'S ALMOST, YOU KNOW, SICKENING. BECAUSE, YOU KNOW, KIDS SOMETIMES UNDERESTIMATE THE CONSEQUENCES OF THEIR ACTIONS BECAUSE LACK OF EXPERIENCE, LACK OF, YOU KNOW, MATURITY, THAT'S THE HUMAN ELEMENT. BUT THE TRUTH IS, IS SOME OF THESE DECISIONS WILL AFFECT THESE KIDS FOR THE REST OF THEIR LIVES PHYSICALLY, MENTALLY AND EMOTIONALLY.

AND I HOPE THAT EVERYONE LEARNS FROM IT.

AND I HOPE THE STUDENT WHO WAS REALLY TERRIBLY INJURED RECOVERS, BECAUSE THAT IS NOT A FAIR THING FOR SOMEONE WHO IS JUST GOING TO SCHOOL TO HAVE TO DEAL WITH.

SO I SEND MY BEST TO THAT FAMILY.

AND AGAIN, I THINK COMMISSIONER BREYER SAID IT BEST.

IT'S, UH, IT'S SOMETHING WE SHOULD NOT HAVE TO BE TALKING ABOUT.

BUT HERE WE ARE. UM, ON TOP OF THAT, I WANT TO TALK ABOUT, UH, GOLF CARTS.

I KNOW IT IS A VERY COMPLICATED SUBJECT, BECAUSE IT'S NOT NECESSARILY SOMETHING THAT'S ONLY WITHIN OUR PURVIEW.

IF WE HAD SOLE CONTROL OVER IT, I THINK IT WOULD BE A LOT EASIER OF A CONVERSATION.

BUT WE DON'T IT IT REQUIRES MULTIPLE JURISDICTIONS AND AUTHORITIES.

SO I HOPE EVERYONE CAN UNDERSTAND.

AND, YOU KNOW, AS WITH MANY THINGS, TO BE PATIENT, THAT THIS IS SOMETHING THAT'S ON OUR AGENDA.

IT'S SOMETHING WE'RE WORKING ON. IT'S SOMETHING THAT IS MUCH MORE DIFFICULT THAN JUST A SIMPLE STROKE OF A PEN AND CHANGE AN ORDINANCE.

THIS IS A THIS IS AN ISSUE THAT'S BEEN PLAGUING OUR CITY FOR FOR MANY, MANY YEARS.

AND I APPLAUD AND THANK THIS COMMISSION FOR STEPPING UP AND, YOU KNOW, MAKING CHANGE.

THE CITY WILL RELEASE A REQUEST FOR QUALIFICATIONS FOR THE DESIGN OF THE PINE TREE ESTATES ROAD PROJECTS.

BY MARCH OR APRIL, WE WILL AWARD THE DESIGN AND THE PROCESS OF DESIGNING THE PROJECT WILL BEGIN.

UM, THEY ARE SUPPORTIVE OF THE PROPERTY ASSESSED CLEAN ENERGY, PROPERTY TAX PROTECTION, SHORT TUM RENTALS AND SOVEREIGN IMMUNITY.

AND I CERTAINLY DON'T WANT TO, YOU KNOW, PUT A DIG ON THE FLORIDA LEAGUE OF CITIES.

BUT I FIND IT.

THAT PROPERTY INSURANCE IS NOT SOMETHING THAT THE FLORIDA LEAGUE OF CITIES IS ACTIVELY.

AT THE END OF THE DAY, THE COMMITTEES TAKE INFORMATION.

SO I'M SITTING ON THE MUNICIPAL AND ADMINISTRATION COMMITTEE.

SO THAT'S WHERE YOU'LL SEE SOMETIMES THOSE LEGISLATIVE ACTION ALERTS IS BECAUSE THEY'RE FOLLOWING THOSE BILLS AS IT GOES THROUGH.

GOT IT. GOOD TO KNOW I DID FOR HOMEOWNERS I MEAN THE TWO THINGS THAT ARE AFFECTING THEM ARE ARE HOMEOWNERS INSURANCE, PROPERTY INSURANCE AND CAR INSURANCE.

THEY'VE ALL GONE ASTRONOMICAL.

AND EVERY YEAR IT SEEMS LIKE THERE'S, IF NOT MORE, A 20 OR 30% INCREASE YEAR OVER YEAR LATELY PROPERTY.

AND YOU HEAR PEOPLE GETTING DROPPED CORRECT AND CORRECT.

GO OUT AND LOOK FOR OTHER THINGS OR PEOPLE CAN'T FIND INSURANCE.

I MEAN, I KNOW IT HAPPENS EVEN HERE, CERTAINLY IN OLDER COMMUNITIES, YOU KNOW, WHEN YOUR ROOF GETS OUT OF DATE AND THEN YOU CAN'T FIND INSURANCE, AT LEAST, YOU KNOW, PER PER RABI WITH THE THE HOMEOWNERS ACT, THEY CAN GET SOME BENEFIT.

I THINK YOU SAID IT WAS 2 TO 1 GRANTS, POTENTIAL GRANTS FROM THE STATE, UH, TO HELP OFFSET SOME OF THE COSTS.

BUT YOU'RE STILL SHELLING OUT MONEY.

AND I DON'T LIKE WHAT I'M SEEING, AND IT'S NOT TO THE EXTENT OF JUST ASKING FOR ADDITIONAL TIME, RIGHT? THAT WOULD BE ONE THING.

AND NOW WE'RE AT A PLACE WHERE WE AS A CITY ARE SIX MONTHS PAST A STARTING POINT.

UM, SO I WANTED TO GET INTO A LITTLE BIT AS TO WHAT HAPPENED.

UM, ALL OF THEM WERE UNLOCKED VEHICLES.

UH, THE CARS THAT WERE STOLEN HAD KEY FOBS INSIDE.

THEY CAME IN FROM LAUDERHILL, UH, TO COMMIT CRIMES IN OUR CITY.

UM, ONE OF THE VICTIMS IN THAT PARTICULAR INCIDENT HAD BEEN A PREVIOUS VICTIM A YEAR AGO.

UH, LEAVING A KEY FOB IN THE CAR.

A YEAR AGO, THIS TIME, IT WAS JUST UNLOCKED.

UM, BUT THANKFULLY, THE KEY FOB WASN'T THERE.

GETTING CLOSER.

THE KEY FOB WAS OUT, RIGHT? SO, UH, THE NEXT INCIDENT, UM, AGAIN, TWO JUVENILES, A 15 YEAR OLD AND A 13 YEAR OLD THAT DROVE FROM CORAL SPRINGS TO COME INTO THE CITY AND COMMIT CRIMES. AND THE LAST ONE WAS THREE JUVENILES, 214 YEAR OLDS AND A 13 YEAR OLD WHO DROVE INTO THE CITY FROM NORTH LAUDERDALE TO COMMIT CRIMES.

SO THESE ARE FOLKS COMING OR KIDS REALLY COMING INTO THE CITY, UM, TO EASILY OPEN CAR DOORS AND SEE WHAT THEY CAN GET WHEN WE DEBRIEF THESE JUVENILES AND TALK TO THEM AS TO WHY THEY'RE COMING TO PARKLAND, YOU KNOW, AND TRYING TO GET SOME INTELLIGENCE FROM THEM, THEY SIMPLY SAY THAT THE WORD IS OUT ON THE STREET, THAT THEY CAN COME TO PARKLAND AND MAYBE GET LUCKY AND GET A LUXURY CAR OUT OF IT.

WE EXPECTED A LITTLE BIT MORE.

UH, IT WAS A LITTLE BIT OF A DUD TONIGHT, BUT APPARENTLY SUPPOSED TO BE A LITTLE BIT WORSE TOMORROW.

UM, CANCELED SOME EVENTS IN THE CITY, UH, IN CORAL SPRINGS TONIGHT, THINKING IT WAS GOING TO BE MUCH WORSE.

BUT WE'RE KEEPING AN EYE ON IT.

IF IT'S ANYTHING SIGNIFICANT, WE'LL LET YOU GUYS KNOW FOR TOMORROW.

UM, THE LAST THING I HAD IS I ALSO WANTED TO TOUCH ON THE INCIDENT AT MSD THAT OCCURRED IN THE PARK, UM, WITHOUT BEING SPECIFIC AND VIOLATING ANY PATIENT INFORMATION OR RIGHTS OR ANYTHING. THE INJURY THAT WAS SUSTAINED COULD HAVE VERY EASILY BEEN LIFE THREATENING, IF NOT DEADLY.

UM, SO, UM, THE PATIENT WAS TAKEN TO A FURTHER FACILITY THAT WAS MORE APPROPRIATE FOR THOSE TYPES OF INJURIES.

UM, WE'RE HAPPY TO REPORT THAT WE'RE TOLD THAT THE SITUATION IS CONDITION IS MUCH BETTER.

BUT, UM, IT WAS IT WAS VERY SERIOUS.

IT COULD HAVE BEEN A LOT WORSE. SO, UM, QUICK PHONE CALL, QUICK 911 CALL FROM THE SCENE.

UM, PD GOT THERE VERY QUICKLY.

THEY CLEARED THE SCENE FOR US. WE WERE, UM, THE PATIENT WAS IN THE TRUCK AND LESS THAN TEN MINUTES, SO WE WERE ABLE TO GET HIM QUICKLY OUT OF THERE.

THERE WAS SOME UPDATES THAT NEEDED TO BE MADE ON THE SERVER THAT WAS GOING TO BE USED FOR TESTING, THAT WAS OUTSIDE OF THEIR CONTROL.

THEY WANTED TO BRING IT UP TO THE LEVEL THAT WAS APPROPRIATE TO TEST.

SO I DON'T HAVE A SPECIFIC DATE, BUT THERE HAS BEEN TRACTION SINCE THE LAST MEETING, AND I WILL SEE IF FRANK CAN GIVE US AN UPDATE.
