>> LESLIE. >> HELLO, THANK YOU FOR INVITING ME, I AM LESLIE FORDHAM, I HAVE BEEN WITH THE COUNTY FOR ABOUT 10 YEARS, PREVIOUS TO THAT I WAS IN PENNSYLVANIA WHERE I SPENT ABOUT A YEAR SETTING UP A NEW PUBLIC ART PROGRAM IN VAIL, COLORADO, A SKI RESORT WHICH SOME OF YOU MAY HAD -- MAY HAVE VISITED. I HAVE SOME WONDERFUL SLIDES HERE TELLING YOU WHAT THIS IS, WHAT IT CAN DO FOR THE CITY AND HOW IT IS ORGANIZED. I INVITE YOU TO LOOK AT THE SCREENS AND WE WILL SHOW YOU WOULD LOTS OF IMAGES OF PUBLIC ART. FIRST OF ALL, I KNOW THE CITY IS CLOSE TO 60 YEARS OR HAS JUST CELEBRATED 60 YEARS, WE ARE ABOUT TO CELEBRATE 50 YEARS IN 2026. THE PROGRAM WAS ESTABLISHED IN 1976. SO, STARTING OFF, WHAT IS PUBLIC ART, THE DEFINITION. FIRST AND FOREMOST, IT IS WERE CREATED BY AN ARTIST , IT TAKES INTO ACCOUNT THE CONTEXT, SO IT IS NOT JUST PLACED ON A WALL, USUALLY, VERY SITE SPECIFIC , IT SERVES A DIVERSE COMMUNITY . PUBLIC ART CAN HAVE SOUNDS , THE EXAMPLE ON THE LEFT IS AT THE AIRPORT, IT IS CALLED MUSICAL WARNING BEACONS, IF YOU HAVE BEEN IN THIS TERMINAL, JUST BEFORE THE CONVEYOR BELT STARTS, YOU WILL HEAR SOMETHING THAT SOUNDS LIKE A FOG HORN, IT CAN BE KIND OF SCARY. ON THE RIGHT, THE ARTIST WAS TO -- INFLUENCED BY WEST AFRICAN PIECES FOR INSTRUMENTS, THESE CAN ACTUALLY BE PLAYED. AGAIN, ON THE LEFT, THE AIRPORT, THIS IS AN ENTIRE PLAY AREA, CHILDREN, WE HAVE KNOWN ADULTS TO PLAY ON THESE PIECES AS WELL, BUT IT SERVES AS A CLIMBING TYPE GYM. A PUBLIC ART PROGRAM MIGHT INVITE AN ARTIST TO BE IN RESIDENCE, THAT IS A SITUATION WHERE THEY WOULD BE GETTING TO KNOW THE CITY IF THEY DO NOT ALREADY , OR BE INVITED TO EXPLORE THE CITY MORE DEEPLY AND THE PEOPLE MORE DEEPLY, CREATING ARTWORK THAT MIGHT BE PART OF AN EXHIBITION OR LATER INCORPORATED INTO A PUBLIC ART PROGRAM. ANOTHER TYPE OF ARTIST IN RESIDENCE PROGRAM IS ONE WHERE AN ARTIST IS INVITED TO BE A CREATIVE STRATEGIST. IN THOSE SITUATIONS THEY MIGHT DEPARTMENT AND HELP COME UP WITH SOME CREATIVE STRATEGIES OR SOLUTIONS TO STRUGGLES OR PROBLEMS, OR JUST ITEMS THAT A CITY AGENCY MIGHT BE TACKLING , SUCH AS A LIBRARY OR AN ENVIRONMENTAL SERVICES DEPARTMENT, OR EVEN A RUNNING DEPARTMENT. THESE ARE ALL SAMPLES FROM OUR AIRPORT, ON THE LEFT YOU CAN SEE A PEDESTRIAN WALKWAY THAT GOES BETWEEN THE TERMINAL AND THE PARKING GARAGE, THE OTHER TWO EXAMPLES OF TERRAZZO FLOORS, THE ARTIST DESIGNED THESE, THE COST RESULTED IN THIS LIGHT UP GRADE AND WE HAVE SOME WONDERFUL FLOORS HERE. MANY OF YOU MAY HAVE HEARD OR VISITED THE COUNTIES IGNITE PUBLIC ART GRAHAM , IT IS A NIGHTTIME EVENT, IT IS TEMPORARY, INTERACTIVE PUBLIC ARTWORK, WE HAVE PROJECTION MAPPING ON BUILDINGS AND WE ALSO HAVE INTERACTIVE PIECES PROJECTED ONTO WALLS. I WOULD RECOMMEND STARTING WITH AN ORDINANCE ESTABLISHING THE PUBLIC ART PROGRAM AND CREATING A FUNDING SOURCE, PUTTING SOME IN THE ANNUAL BUDGET TO RUN THE PROGRAM. THEN WE CAN TALK ABOUT STEPS FOR ROLLING OUT THE PROGRAM , WHAT YOU DO NEXT, YOU'RE GOING TO NEED AGREEMENTS AND CONTRACTS IF YOU ARE GOING TO COMMISSION AN ARTIST. SOME OF THE QUESTIONS TO ASK , WHERE WOULD YOU LIKE TO PLAN PUBLIC ART , IS IT GOING TO BE ONE FACILITY, ONE CERTAIN LABOR HIT -- NEIGHBORHOOD OR DISTRICT, OR ALL CROSSED THE CITY? THE KEY IS GOOD COMMUNITY ENGAGEMENT, LETTING EVERYBODY KNOW THAT ARTWORK IS COMING, KEEP THEM INVOLVED ALONG THE WAY, HELP THEM BE INVOLVED IN THE SELECTION PROCESS, AND MEETING THE ARTIST. AND THEN STAFFING IS ALWAYS KEY , HOW ARE WE GOING TO GET IT DONE? THE PIECES ARE INSURED , FOR THE COUNTY, EVERY FIVE YEARS, WE HAVE AN APPRAISAL FOR INSURANCE PURPOSES. THAT IS MY PRESENTATION.

WE HAVE WORKED OUT A WHOLE PROCESS AS TO HOW WE WOULD SELECT THE ARTIST. THE COUNTY DOES HAVE A VERY ROBUST GRANT PROGRAM , SO PERHAPS THERE WOULD BE AN ARTIST WHO COULD FIND A PARTNERSHIP HERE IN THE CITY AND THEY COULD THEN, USE A CITY LOCATION TO HOST THE PUBLIC ART EVENT, OR PROGRAM. THOSE ARE TYPICALLY ARTIST DRIVEN RATHER THAN CITY

I GET WHAT ALL OF YOUR RESERVATIONS MIGHT ABOUT, NOT HAVING A LOT OF COMMERCIAL SPACE, IT MIGHT NOT BE LOVED BY EVERYONE BUT I DO NOT THINK THAT ART HAS TO BE LOVED BY EVERYONE TO HAVE AN IMPACT, I THINK IT HAS TO BE THE FACT THAT SOME ART EXISTS AND IT ADDS AN ELEMENT OF CULTURE, AS YOU SAID, SOMETHING MORE , I THINK WE DO NOT NEED ANY THAT NEEDS TO BE EXTRAORDINARILY COMPLEX OR EXPENSIVE, SOMETIMES IT IS EVEN COMMISSIONING STUDENTS FROM OUR LOCAL COMMUNITY TO COME UP WITH SOMETHING. WAS IT A PERFECT EXAMPLE, THE GARDEN, TURNING IN A TABLE. I KNOW IT SEEMS LIKE A STRANGE COMPARISON WITH THOSE TYPE OF THINGS ADD CHARACTER TO A PLACE. I THINK FOR SOMETHING LIKE OUR CITY THAT HAS BEEN SO WELL MAINTAINED AND GROOMED, THE GREEN SPACE AND OTHERWISE RESIDENTIAL , IT HAS THE ABILITY TO ADD ANOTHER LAYER OF YOU KNOW, COLOR, FEEL, WHAT HAVE YOU. I THINK THAT THAT IS A PERFECT SAMPLE, THE STATUE ON HOME BERG OR EVEN RIGHT OUTSIDE THE LIBRARY , I COULD EVEN SEE IT BEING SOMETHING THAT WE HAVEN'T DIFFERENT PARKS , PLACE MAKING. YOU WANT TO TALK ABOUT THE FUNCTIONAL, SOMETHING MORE OF A PLAYGROUND, SOMETHING FOR KIDS TO JUMP ANDPLAY ON. I THINK WHEN YOU LOOK AT EVEN LIBERTY PARK, THAT WAS A COMMUNITY DRIVEN FUND RAISE. I THINK I COULD SEE PEOPLE HAVING THE SAME TYPE OF COMING TOGETHER, ESPECIALLY IF THE ART THAT HAS SOMETHING, A TIE TO THE CITY , SOMETHING MORE SYMBOLIC OF THE CITY. I WOULD LOVE TO SEE IT PERSONALLY, I GET IT, FUNDING, MAINTENANCE WILL ALWAYS BE A CONCERN , I DO NOT THINK WE NEED TO HAVE, ONE OF THOSE MASSIVE STATUES OR EVEN A MURAL THAT WILL TAKE AN ARTIST EVERY FIVE YEARS TO GO REPAINT AND WHATEVER. I WOULD NOT, NECESSARILY, THE FINANCIAL ASPECT TO BE THE SOLE DRIVING FACTOR, ESPECIALLY IF THERE ARE WAYS TO COME UP WITH ART THAT, EVEN OVERTIME, SOME PART OF THE ART ITSELF, IT DECAYS OVER
