WE ALSO HAVE THE PARKLAND DASH COMING UP, AS WELL AS OUR PUMPKIN PATCH COMING UP.

SO OUR RESIDENTS SHOULD JUST KEEP A LOOK OUT FOR THOSE EVENTS.

THE ONLY THING I GOT TONIGHT IS SOMETHING I THINK I'VE JUST BEEN SEEING A LOT OF ON SOCIAL MEDIA ABOUT CONCERNS, COMPLAINTS, ISSUES WITH KIDS IN THE COMMUNITY AND WHETHER THEY'RE ON BIKES OR, YOU KNOW, POTENTIALLY DOING THINGS THEY MAY NOT BE DOING OR SHOULDN'T BE DOING.

AND I JUST WANT TO TALK ABOUT HOW, YOU KNOW, HOPEFULLY WE AS A COMMUNITY CAN START ADDRESSING IT A LITTLE DIFFERENTLY.

I WOULD HOPE AND ASK THAT THE INITIAL REACTION IS NOT TO PUT IT ON SOCIAL MEDIA, BECAUSE WHAT I THINK THAT DOES IS ACTUALLY CREATES ANOTHER PROBLEM ON TOP OF THE PROBLEM WITHOUT ACTUALLY ADDRESSING THE UNDERLYING PROBLEM.

AND OFTENTIMES THERE MAY BE NOT FULL COMPLETE INFORMATION AT THE TIME OF POSTING OR NOW YOU'RE ALSO PUTTING PICTURES OF CHILDREN ON THE INTERNET THAT, YOU KNOW, IT CREATES A NARRATIVE THAT I THINK ALL OF US CAN AGREE THAT WOULD HOPEFULLY BE DISCUSSED WITH THE PARENTS FIRST BEFORE SOMETHING IS JUST SHOT OUT INTO INTO THE INTERWEBS.

SO THAT'S MY REQUEST.

I THINK WE ALL ARE TIGHT ENOUGH.

COMMUNITY. WE ALL HAVE ENOUGH CONNECTION AND UNDERSTANDING OF IF SOMETHING IS A CONCERN, WHETHER IT'S AT A CLUBHOUSE OR EVEN ON A PUBLIC ROAD TO, YOU KNOW, YOU'RE HAPPY TO REACH OUT TO US AS COMMISSIONERS, WE'LL HELP KIND OF WORK THROUGH IT.

WHETHER YOU WORK OUT WITH BSO, WHATEVER THE CASE MAY BE, I JUST WOULD HOPE THAT WE CAN TRY TO KIND OF MOVE AWAY FROM THIS IDEA THAT IF SOMETHING BOTHERS YOU OR SOMETHING IS NOT TO YOUR LIKING, OF RECOGNIZING THAT THEY ARE STILL KIDS AND YOU KNOW, THEY'RE GOING TO DO THINGS THAT MAY NOT ALWAYS BE RIGHT OR SOMETIMES THINGS THAT WE DON'T LIKE, BUT IT DOES NOT NECESSARILY, I THINK, GIVE US REASON TO CREATE THIS FORUM OF TALKING ABOUT OUR YOUTH ON A WEBSITE THAT ALLOWS OTHER PEOPLE TO ENGAGE AND RESPOND.

AND THEY HAVE NO IDEA WHAT'S EVEN GOING ON.

AND NOW IT JUST SNOWBALLS INTO SOMETHING THAT PROBABLY COULD HAVE BEEN AVOIDED IN THE FIRST PLACE.

SO, YOU KNOW, I'M HOPEFUL THAT WE CAN DO THAT.

I THINK AS A COMMUNITY, WE ARE TIGHT ENOUGH, WE ARE STRONG ENOUGH, WE ARE COMPASSIONATE ENOUGH TO RECOGNIZE THAT THERE IS A BETTER WAY FORWARD.

I KNOW SOMETIMES EMOTION GETS THE BEST OF US, BUT THAT WOULD BE MY ASK.

THERE WAS A COMMENT MADE AT OUR LAST MEETING REGARDING THE $20 MILLION LOAN THAT WE TOOK OUT AS A CITY, AND I WOULD LIKE TO CLARIFY FOR THE RECORD.

ENGAGING IN DEFICIT SPENDING DOES NOT REQUIRE APPROVAL OF THE RESIDENTS.

MUNICIPAL GOVERNMENTS HAVE A VARIETY OF DEBT FINANCING OPTIONS.

DEBT IS CLASSIFIED ACCORDING TO THE TYPE OF REVENUE PLEDGED AS THE SOURCE OF REPAYMENT.

GENERAL OBLIGATION BOND IS PLEDGED, THE FULL FAITH AND CREDIT TO REPAY THE OBLIGATION BECAUSE THERE IS A VOTER APPROVED DEBT LEVY THAT IS PLACED DIRECTLY ON THE TAX BILL FOR THAT MUNICIPALITY.

THIS TYPE OF DEBT IS VOTER APPROVED.

BY CONTRAST, REVENUE BONDS, SPECIAL ASSESSMENT BONDS, BANK LOANS ARE NOT PLEDGED BY AD VALOREM REVENUES AND ARE NOT PLEDGED BY THE FULL FAITH AND CREDIT OF THE CITY.

A VOTE FROM THE RESIDENTS IS NOT REQUIRED.

WITH THAT APPROVAL OF THE AGENDA.

[6. Final Reading of the FY2024 Millage and Budget]

THE TWO ITEMS FOR THE MILLAGE AND BUDGET HEARINGS ARE ON TONIGHT AS ITEM SIX A AND SIX B.

THEY WILL BE PRESENTED TOGETHER SIMILAR TO THE FIRST READING.

I'M GOING TO GO AHEAD AND READ BOTH TITLES INTO THE RECORD AND WE WILL NEED SEPARATE VOTES FOR EACH ITEM AND A REMINDER THAT THE MILLAGE RATE ITEM WILL REQUIRE A 4/5 VOTE OF THE CITY COMMISSION.

WITH ONE COMMISSIONER ABSENT TONIGHT, IT WOULD REQUIRE THE AFFIRMATIVE VOTE OF EACH COMMISSIONER WHO IS IN ATTENDANCE, EITHER IN PERSON OR ON PHONE TONIGHT.

SO ITEM SIX A IS ORDINANCE NUMBER 2020 3-013, ADOPTING THE FISCAL YEAR 2024 MILLAGE RATE.

SECOND, READING AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA.

ADOPTING THE MILLAGE RATE TO BE LEVIED FOR THE FISCAL YEAR BEGINNING OCTOBER 1ST, 2023, AND ENDING SEPTEMBER 30TH, 2024, STATING THE PERCENTAGE CHANGE BY WHICH THE MILLAGE RATE EXCEEDS THE ROLLBACK RATE AS COMPUTED PURSUANT TO SECTION 200.065 FLORIDA STATUTES, PROVIDING FOR CONFLICT, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE.

ITEM SIX B IS ORDINANCE NUMBER 2020 3-014 ADOPTING THE FISCAL YEAR 2024 BUDGET.

SECOND, READING AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1ST, 2023, AND ENDING SEPTEMBER 30TH, 2024, PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE.

THE PROPOSED OPERATING MILLAGE PROPOSED FINAL OPERATING MILLAGE IS 4.2979 MILLS, WHICH IS 9.0% MORE THAN THE ROLLBACK RATE OF 3.9405 MILLS, WHICH IS CHARACTERIZED AS THE PERCENTAGE INCREASE IN TAXES PURSUANT TO FLORIDA LAW.
