AT THE START OF SCHOOL I HAD A CHANCE TO GREET THE STUDENTS AND PARENTS AT SOMERSET IT WAS PURE JOY AND I HOPE THE KIDS WERE AS HAPPY AS THE PARENTS WERE WHO WERE DROPPING THEM OFF. ON AUGUST 23 I ALONG WITH SEVERAL OF THE COMMISSIONERS AND MEMBERS OF OUR COMMUNITY HAD A CHANCE TO ATTEND THE HEARING ON THE APPROVAL OF THE AGREEMENT FOR PINE TREE ESTATES ROADWAY ISSUES. I'M HAPPY TO REPORT THAT AFTER MANY YEARS WE ARE NOW SUCCESSFUL IN CLARIFYING THE LEGAL ISSUES AND ALLOWING THE CITY TO MOVE FORWARD WITH A HUGE PROJECT OF REPAIRING THE STREETS IN PINE TREE.

SUICIDE IS THE SECOND LEADING CAUSE OF DEATH FOR CHILDREN, ADOLESCENTS AND YOUNG ADULTS AGES 10 TO 24. IT IS CRITICAL TO RECOGNIZE THE SIGNS OF DEPRESSION THAT MADE LEAD TO THOUGHTS OF SUICIDE INCLUDING SPEAKING ABOUT WANTING TODAY, FEELINGS OF ISOLATION OR HOPELESSNESS, INCREASED DRUG OR ALCOHOL AND SEVERE MOOD SWINGS. THAT RAILROAD THAT STOPS YOU IS WHERE WE WILL BE WORKING.THE LIGHT RAIL TRANSIT IS GOOD TO BE MORE EXPENSIVE FOR US WHEREAS THAT SHOULDN'T BE AS COSTLY. LET ME SHARE THE PLAN. HEARING FOR THAT MILLAGE AND BUDGET. >> DISAGREES 2024 BUDGET IS BALANCED BASED ON A PROPERTY VALUE OF ABOUT $7.5 BILLION WHICH IS OVER A 14% INCREASE.
OF THAT $335 MILLION WAS PATTRIBUTED TO THE NEW CONSTRUCTION AND APPROXIMATELY $600 MILLION WAS ATTRIBUTED TO THE EXISTING VALUES. JUST AS A BASIS OF COMPARISON WITH SOME OF OUR OTHER NEIGHBORING CITIES YOU CAN SEE HERE IN PARKLAND THAT WE HAVE THE LOWEST MILITARY AMONGST US BY APPROXIMATELY TWO WHOLE MILS. TO EQUATE THAT WITH THE AVERAGE HOME VALUE OF ABOUT $630,000 THAT TAKE TAXPAYER WOULD ABOUT $1200 MORE IN TAXES IN CORAL SPRINGS AND OVER $2000 MORE IN MARTA OR TAMARAC. WE CREATE THREE NEW FULL-TIME POSITION ELITE PROGRAM SPECIALIST THAT WAS PREVIOUSLY NOMINATED . THE TECHNICIAN FOR THE STORMWATER DUTIES AND WE WILL ALSO ADD AN IRRIGATION TECHNICIAN . EMPLOYEES WILL RECEIVE A COST-OF-LIVING INCREASE OF 5% THIS YEAR TO KEEP UP WITH THE ESCALATING CPI THAT IS RAMPANT NATIONWIDE. THIS YEAR WE BENEFIT BUDGET AT $2.2 MILLION BUDGET FOR INFRASTRUCTURE REPLACEMENT PLANS AND $500,000 FOR THE REPLACEMENT PLAN.DUE TO THE ONGOING ESCALATING COSTS WE ALSO ADD AN ADDITIONAL $1.1 MILLION TO FUND CAPITAL IMPROVEMENT IMPROVEMENTS TO COVER THE SHORTFALL. THIS IS A SNAPSHOT AND A LITTLE BIT HARDER TO SEE. FROM AN OVERALL OPERATING PERSPECTIVE THE GENERAL FUND OPERATING FUND IS ABOUT 5.8% ABOVE LAST YEAR'S ADAPTIVE BUDGET WAS.
THE LARGEST BUDGET ITEM FOR THIS YEAR IS A CONTINUATION OF THE MULTIYEAR PROJECT FOR THE WEDGE PARK. WE ARE BUDGETING $2 MILLION FOR THE DESIGN AND THE CONSTRUCTION OF THAT WHICH WILL TAKE A FEW YEARS TO GET THE BALL ROLLING AND COMPLETE.
WE WILL HAVE SOME IT SYSTEM REPLACEMENT, BOULEVARD LIGHTING, TRAINING, TREE REMOVALS. ONE THING THAT HAS BEEN ADDED SINCE WE PREVIOUSLY MET WITH $25,000 FOR REKEYING THE LOCKING SYSTEM. THAT GOES HAND-IN-HAND WITH THE CITYWIDE SECURITY UPGRADES THAT WE ARE CURRENTLY DOING RIGHT NOW.

OUR INFRASTRUCTURE REPLACEMENT , THE TWO ITEMS AGREE AND I MENTIONED AT THE WORKSHOP IN AUGUST THEY WERE ADDED FROM JULY WHICH IS THE LIBERTY PARK PLAYGROUND ON HUNDRED AND $75,000 AND THE FIRE STATION LEARNING SYSTEM REPLACEMENT AT $85,000. THESE INFRASTRUCTURE PLACEMENTS AND ALSO THE EQUIPMENT WE REPLACE HAVE BEEN PROGRAMMED INTO OUR REPLACEMENT PLANS AND FISCAL YEAR 2024 WAS THE YEAR TO GET THESE ITEMS REPLACED. THE ONE ITEM HERE ON THE EQUIPMENT REPLACEMENT THAT WAS ADDED SINCE JULY AND I MAY MENTION THIS BACK IN AUGUST IS A FIRE EQUIPMENT REPLACEMENT.

IT'S A TEAM EFFORT.ONE OF THE KEY COMPONENTS IN THE LIVE LOCAL ACT AFFECTING LOCAL GOVERNMENTS IS THE COMPONENT THAT SAYS MULTIFAMILY AND MIXED USE RESIDENTIAL USES MUST BE PERMITTED IN ANY AREAS SO COMMERCIAL INDUSTRIAL OR MIXED-USE.
THIS IS AFFORDABLE FOR AT LEAST 0 YEARS. THAT GOES AGAINST AND REALLY A LOT OF ZONING CODES THAT WOULD SAY YOU CAN'T HAVE RESIDENTIAL AND COMMERCIAL FOR EXAMPLE BUT BECAUSE THE CITY, THE CITY OF PARKLAND HAS DESIGNATED LESS THAN 20% OF THE LAND WITHIN ITS JURISDICTION FOR COMMERCIAL OR INDUSTRIAL USE TO MITIGATE A LOT OF THOSE IMPACTS.
BECAUSE OF THAT THE ONLY ONES THAT YOU NEED TO AUTHORIZED OUR PROPOSAL MULTIFAMILY DEVELOPMENTS ONLY IF IT'S MIXED-USE RESIDENTIAL. IN PARKLAND AT LEAST BECAUSE YOUR DESIGNATIONS ARE UNDER 20% IF THERE WAS SOMEONE FOR EXAMPLE THAT WANTED TO DO ONE OF THESE RESIDENIAL AFFORDABLE HOUSING PROJECT THIS LAW WOULD NOT REQUIRE YOU TO APPROVE IT.
