>> MY NAME IS MARIE GOSS ARE GOOD I'M FROM PINE STREET.
MY IS 5893 NORTHWAY 63RD WAY. PARKLAND.
THE REASON I'M HERE I'M VERY VERY UPSET ON WHAT IS GOING ON IN OUR TIME. I WAS HERE ABOUT SIX MONTHS AGO. I ASKED TO HAVE MORE POLICE PATROL IN OUR STREETS. OUR STREET LAST MONTH, SIX WEEKS, A MONTH AND AND A HALF, THREE DIFFERENT ES BROKE IN.
YESTERDAY I GOT FROM THE NEXT-DOOR NEIGHBOR THEY BROKE IN 65 ROAD BEHIND US. PEOPLE DON'T LISTEN.

63RD WAY PARKLAND FLORIDA. I'M HERE TO SPEAK ON A ITEM I SAW IN THE 23 24 BUDGET THAT HAD TO DO WITH THE RANCHES ROADS FUND $3,240,000. HISTORY IS IN THE YEARS 2016,
[00:05:11]
17, 18 AND 19 THERE WAS A PROJECT DEDICATED TO FIXING THE ROADS AND RANCHES. $7.4 MILLION.IT WAS SUPPOSED BE PAID FOR BY THE PEOPLE OF THE RANCHES AND ENDED UP BEING I FORGET WHAT IT'S CALLED FIRST ROAD PROJECT OR SOMETHING. 1.4 MILLION WHAT HAS HAPPENED IS THERE WAS FOUR DIFFERENT DESCRIPTIONS RANCHES, ROUTER WILL REFUND AND IT WOULD BE FUNDED AND WAS GOING TO BE CREATED INTO THE 6 AND THE NEXT YEAR IS THAT IT WAS CREATED IN N 2016 AT THE FOLLOWING YEAR IT SAID THE EXACT SAME THING.
IT WAS CREATED IN 16. IN 2019 AND SAID THIS FUND WILL BE CLOSED FOR FY 2019. WHAT HAPPENED WAS THE ENDED UP PAYING FOR THAT PARTICULAR PROJECT WITH CITY FUNDS AS OPPOSED TO DOING WHAT YOUR OWN STRATEGIC OBJECTIVE SAY HAVING COST BORNE BY THOSE WHO RECEIVE SPECIAL BENEFITS.
I DID NOT LIKE IT I LIVE IN PINE TREE AND THERE'S TALK ABOUT US BEING ASSESSED FOR OUR ROADS I DON'T PARTICULARLY CARE FOR THE FACT THAT YOU ARE PAYING FOR ROADS IN OTHER AREAS OF THE CITY AND I DON'T BELIEVE IT MATTERS WHETHER IT'S A CITY OWN ROAD OR NOT. FLORIDA STATUTES DON'T TALK ABOUT IT BEING CITY-OWNED OR PRIVATE JUST AS IF YOU RECEIVE A SPECIAL BENEFIT YOU WILL BE ASSESSED BUT MY CONCERN IS IN THE 2324 BUDGET YOU'RE TALKING ABOUT DOING THE SAME THING.
FUNDING 3 MILLION $240,000 BUT THIS E IT IS WORDED IN THE SAME BUDGET. ASSESSMENT LEVIED AGAINST SPECIFIC HOMEOWNERS TO REMEDY PAY FOR THE ROADS.
THAT IS PAGE 20. PAGE 47 YOU WILL CONSIDER DOING IT SO I WENT FROM GOING TO DO IT TO CONSIDER TO DO IT AND NOW IT SAYS WE ANTICIPATE DEDICATING THESE FUNDS.
MY QUESTION IS WHICH ONE ARE YOU GOING TO DO? REVERT BACK TO THE WAY YOU DID IT IN 2016, 17, 18 AND 19? HAVE THE ENTIRE CITY PAY FOR IT? THE OTHER PART IS YOU ARE GOING TO PUT A WATER MAIN AND HYDRANTS SOMEWHERE ALONG THE LINE.
ARE YOU GOING TO REVERT BACK TO THE SAME METHOD CANNOT I JUST DON'T CARE FOR IT. THE THING IS IF YOU ORIGINALLY APPROVED IT I NEVER RESOLUTION CHANGING IT OR ANYTHING CHANGING IT FROM BEING PAID BY THE RESIDENTS TO THE CITY PAY IT FORWARD. THERE SHOULD BE SOMETHING FOR $1.4 MILLION THAT SAYS THE CITY IS GOING TO PAY FOR IT.
I DID NOT SEE IT AND I WOULD LIKE TO KNOW WHERE IT IS.
>> THANK YOU VERY MUCH FOR YOUR COMMENTS.
I TAKE IT NO ONE ELSE? WE WILL CLOSE PUBLIC COMMENTS ON NON-AGENDA ITEMS AND GO TO COMMENTS BY THE MAYOR AND COMMISSIONERS COULD MAYOR SINCE YOU HAVE TO GO LAST I WILL GO
TO YOU FIRST. >> SINCE I AM A VIRTUAL TONIGHT THANK YOU VERY UCH E YOR FOR HANDLING THE MEETING ONIGHT I WILL KEEP MY COMMENTS SHORT AND I APOLOGIZE FOR NOT BEING ABLE TO BE THERE TONIGHT AND I'M UNDER THE WEATHER.
THE NEW LAYOUT OF THE CHAMBERS AND WORKSHOP I THINK WENT VERY WELL. I LIKE WHERE THE PODIUM IS.
I WAS NOT ABLE TO SAY HI TO YOU EARLIER MARIE.
MY ONLY COMMENTS FOR TONIGHT ARE BACK-TO-SCHOOL.
SCHOOL STARTS ON MONDAY FOR OUR PARKLAND RESIDENTS WHO ARE GOING TO BROWARD COUNTY SCHOOLS.
IT STARTED WITH SOME OF THE KIDS TO GO TO PRIVATE SCHOOLS.
I WANT TO WISH EVERYONE A HAPPY FIRST DAY OF SCHOOL AND HAPPY SCHOOL YEAR. I WANT TO THANK OUR ADMINISTRATORS AND PRINCIPALS. I SEE SOME OF OUR PRINCIPLES THERE TONIGHT. THE TEACHERS AND STUDENTS AND PARENTS LOOKING FORWARD EVERYONE HAVING A FANTASTIC YEAR IS ONE OF THE THINGS THAT MAKES PARKLAND SPECIAL IS THE SCHOOL SYSTEMS SO I WANT TO WISH EVERYONE THE BEST AND SAFEST SCHOOL YEARS WE CAN POSSIBLY HAVE.
IT IS GREAT TO SEE EVERYONE BACK TO BE PSEUDO-BACK FROM
VACATION. >> THANK YOU MAYOR WITH THAT COMMISSIONER CUTLER YOU WANT TO MAKE ANY PUBLIC IC COMMENTS? COMMISSIONER CUTLER WE CAN'T HEAR YOU.
>> YOU ARE ON MUTE. I DON'T KNOW IF HE CAN HEAR US.
>> SORRY I CAN HEAR YOU I'M GOING TO TURN MY CAMERA OFF SO I APOLOGIZE FOR THAT. I WANT TO MIRROR THE MIRRORS COMMENTS RELATIVE TO THE SCHOOLS AND STUDENTS AND
[00:10:02]
PARENTS AND PRINCIPAL AND STAFF AND TEACHERS.WISH THEM ALL GOOD LUCK IN THE COMING YEAR.
SEEMS LIKE IT IS OFF TO A GOOD START.
I KNOW FROM MY WIFE THE TEACHERS ARE EXCITED TO BE BACK AND GETTING BACK INTO THE SWING OF THINGS.
I ALSO WANT TO THANK OUR RESIDENTS IN THE BROWARD COUNTY SCHOOL BOARD AND STAFF AND BSO FOR HELPING AN UNDERSTANDING IN THE LEAD UP TO THE REENACTMENT AT MSD.
I KNOW THAT WAS A TRYING TIME FOR US AND I REALLY APPRECIATE THE FACT THAT EVERYBODY SORT OF UNDERSTOOD AND TOOK IT IN STRIDE. AGENT BEACH WAS AMAZING AND THE BAND MISCHIEF ABSOLUTELY HIT IT OUT OF THE PARK LITERALLY.
ON AUGUST 7 WE HAD OPPORTUNITY TO ATTEND THE PARKLAND CHAMBERS ANNUAL QUESTION AND ANSWER WITH MEMBERS OF THE SCHOOL AND SCHOOL BOARD AND PRINCIPALS ETC. AND I WANT TO THANK THEM VERY MUCH FOR DOING WHAT THEY DID AND INFORMING EVERYBODY ANSWERING QUESTIONS AT A PARTICULAR SHADOW TO BRAND-NEW SCHOOL SUPERINTENDENT PETER LICATA FOR HELPING US UNDERSTAND SOME OF HIS PHILOSOPHIES MOVING ARD.
LASTLY I WANT TO POINT NT OUT THE OTHER AFTERNOON SOT PRESENTED A INFORMATION ION SESSION REGARDING WHAT'S GOING TO BE GOING ON WITH LOXAHATCHEE AND IMPROVEMENT PROJECT.
I WANT EVERYONE TO UNDERSTAND THERE'S BEEN A DELAY IN THAT PROJECT BECAUSE FPL IS WORKING ON MOVING POLLS AND IS TAKING THEM LONGER THAN WE ANTICIPATED THAT TO HAPPEN.
THERE IS ONLINE A LINK TO FDOT ACTUAL WORKSHOP THEY PRESENTED AND IS AVAILABLE FOR ANYBODY THAT WANTS IT.
I'M SURE THE CITY WILL DO IT ON THEIR WEBSITES WHERE EVERYBODY WILL HAVE OPPORTUNITY TO LOOK AT IT IF THEY MISSED IT THE OTHER NIGHT. LASTLY I WANT TO SHOUT OUT TO HUNTER WHO FOUND A VERY INTERESTING ARTIFACT AND IT TURNED OUT IT WAS PAINTED BUT GAVE US AN OPPORTUNITY TO GO TO FAU TO THE ARCHAEOLOGY AND ANTHROPOLOGY DEPARTMENT GAVE US A GREAT TOUR. IT WAS REALLY GREAT INCLUDING THE FACT THAT SOME OF THE THINGS I HAVE ARE FROM OUR SITE SO THAT WAS REALLY COOL. THANK YOU VERY MUCH.
>> THANK YOU COMMISSIONER CUTLER COMMISSIONER ISRAEL?
>> THANK YOU VICE MAYOR WELCOME BACK EVERYONE I HOPE EVERYONE HAD A GOOD SUMMER. THIS IS ONE OF THOSE STRANGE LIMBO TIMES BETWEEN SUMMER ENDING AND SCHOOL ABOUT TO START BUT I INK THE MAYOR AND COMMISSIONER CUTLER SAID IT ILL L THAT THIS IS WHAT PARKLAND IS ALL ABOUT IS THE FAMILY AND COMMUNITY GETTING TOGETHER FOR WHAT MATTERS WHICH IS A LOT OF BIG PART OF EDUCATION. SCHOOLS DON'T JUST WORK ON THEIR OWN. IT REQUIRES PEOPLE AND THE ADMINISTRATORS AND PRINCIPALS AND TEACHERS DO AMAZING STUFF FOR OUR KIDS. MORE THAN THAT IT IS OUR PARENTS THE PARENTS THE ONES SO INVOLVED AND ENGAGED AND THAT IS WHAT CREATES THIS PERFECT DYNAMIC OF WHAT MAKES PARKLAND GREAT. I WOULD ASK EVERYONE, ONE BE PATIENT RECOGNIZING EVERYONE GETTING BACK TO SCHOOL WILL LEAD TO A LITTLE BIT OF TRAFFIC AND GETTING BACK TO THE NORMAL FLOW OF THINGS. SHOW EMPATHY AND REMEMBER SOME OF THE STUFF CAN BE COMPLICATED.
WE'VE HAD A LOT OF SERVICE FROM OUR YOUNGER KIDS IN THE CITY DEALING WITH MENTAL HEALTH ISSUES AND A LOT OF PRESSURE AND THINGS WE MAY NOT ALWAYS SEE FROM THE OUTSIDE.
BE COGNIZANT OF IT. JUST ALSO REMEMBER IT IS ABOUT HAVING FUN IN A WAY. SCHOOL IS IMPORTANT FOR EDUCATION PURPOSES BUT IT IS SUPPOSED TO BE FUN SO I HOPE EVERYONE KEEP THAT IN MIND. OTHER THAN THAT I WANT TO GIVE A SHOUT OUT TO OUR TEAM AND THE STAFF.
WE HAVE BEEN RECOMMENDED BY THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR $1.5 MILLION GRANT TOWARD THE WET PRESERVE PARK. ANOTHER $1.5 MILLION GRANT WHICH WOULD BRING THE TOTAL TO $3 MILLION WHICH IS INCREDIBLE.
SHERRY AND THE REST OF THE TEAM THANK YOU GUYS THAT'S AMAZING WORK. DEFINITELY.
I JUST WANT TO TOUCH ON WHAT YOU SAID MARIE IS WE HAVE CAPTAIN HERE AND I WOULD ASK LATER THIS EVENING CAPTAIN IF YOU CAN GET YOUR COMMENTS WHAT IS GOING ON AND WHAT THE PLAN IS TO MITIGATE BECAUSE IT'S IMPORTANT RESIDENTS HERE THAT WE MEET WE HEAR YOU LOUD AND CLEAR.
IT IS NOT LOST ON US SO WE ARE LOOKING INTO THAT.
THAT'S ALL I'VE GOT. >> THANK YOU COMMISSIONER JORDAN ISROW COMMISSIONER BOB MAYERSOHN AT THE OTHER END?
>> THANK YOU VICE MAYOR ECHOES SOME OF THE SAME SENTIMENTS
[00:15:02]
WANT TO WELCOME BACK OUR TEACHER STAFF AND ADMINISTRATORS WHO STARTED SCHOOL ON MONDAY.I KNOW YOU'RE GETTING YOUR CLASSROOMS READY AND I SEE SOME OF OUR PRINCIPLES HERE. THANK YOU GUYS FOR BEING HERE AS WELL AS OUR TEACHERS LOOKING FORWARD TO A GREAT SCHOOL YEAR.
STARTING ON MONDAY. I HAVE HAD OPPORTUNITY TO MEET SEVERAL TIMES WITH DOCTOR LICATA AND HE'S ON THE RIGHT ROAD TO MAKING SURE THIS DISTRICT AND EVERY STUDENT, NOT ONLY STUDENTS IN PARKLAND BUT EVERYWHERE IN THE COUNTY HAVE AN OPPORTUNITY TO WALK ACROSS THE STAGE AND RECEIVE THEIR DIPLOMA AND CREATE SOME SUCCESS.
I'M LOOKING FORWARD TO HIS WORK LAST WEEK THE MARONITES ATTENDED THE FLORIDA LEAGUE OF CITIES ANNUAL CONFERENCE.
I JUST WANT TO CONGRATULATE CORAL SPRINGS MAYOR SCOTT BERG FOR BEING ELECTED AS PRESIDENT OF THE FLORIDA LEAGUE OF AYORS.
COOPER CITY MAYOR GREG ROSS FOR BEING ELECTED AS PRESIDENT OF THE FLORIDA LEAGUE OF CITIES AS WELL AS CONGRATULATIONS TO OUR STATE ENTATIVE CHRISTINA TROTSKY FOR BEING RECOGNIZED BY THE FLORIDA LEGAL CITIES AS DEFENDER OF F HOME RULE AWARD.
THIS IS HER THIRD YEAR SHE'S GOT THE AWARD.
ONE THING OF NOTE THERE WAS GREAT WORKSHOPS BUT ONE OF THE KEYNOTE SPEAKERS A GENTLEMAN KEVIN SURVEYS WAS TALKING ABOUT AI AND IMPACT AI WILL HAVE ON OUR FUTURE AS AS AS RESIDENTS AND ESPECIALLY FROM A GOVERNMENTAL STANDPOINT.
THERE'S A LOT OF THINGS THAT MOVING DOWN THE ROAD WILL CHANGE HOW WE WORK AS GOVERNMENT.
EVERYTHING FROM WRITING A PRESS RELEASE TO POSSIBLY DOING SOMETHING TO PLANNING AND ZONING AND TALKING BEFORE MAYBE OUR LEGAL ASPECTS MIGHT BE CHANGING SLIGHTLY.
WE WILL REPLACE YOU ANTHONY. I JUST WANT TO LET EVERYONE KNOW THAT. THE OTHER THING AND THIS IS OF INTEREST BECAUSE I KNOW OUR YOUTH PASTORS ARE HERE TONIGHT. I REMEMBER OUR FIRST COHORT OF YOUTH AMBASSADORS WERE WORKING ON A RECYCLING PROGRAM.
I JUST WANTED TO SHARE WITH YOU AND I DON'T KNOW I GUESS NANCY AND JACKIE HOW WE MIGHT BE ABLE TO WORK ON THIS AND I KNOW ANTHONY HAS INFORMATION BECAUSE THE CITY OF DEERFIELD RECEIVED A $300,000 GRANT FROM THE USDA TO SET UP A PILOT PROGRAM ON COMPOSTING AND FOOD WASTE REDUCTION.
THIS MAY BE SOMETHING KIND OF FOR THE YOUTH AMBASSADORS TO TAKE A LOOK AT AND PIGGYBACK ON AND MAYBE WITH THE HELP OF OUR COMMUNITY ADVISORY BOARD MEMBERS TO KIND OF LOOK FORWARD TO THAT AND MAYBE WE CAN DO SOMETHING WITH THAT.
JUST ONE OTHER THING I WANTED TO ADD.
REGARDING OUR MUNICIPAL CODE AND SOME OF THE LANGUAGE REGARDING COMMERCIAL VEHICLES. I KNOW THAT WE'VE HAD SOME CONCERNS AND THE RANCHES WITH COMMERCIAL VEHICLES AND THERE'S BEEN SOME CONCERNS AND SOME OF OUR SHOPPING CENTERS ALONG 441.
IN MY CONVERSATION WITH ANTHONY THE CODE NEEDS TO BE CODIFIED A LITTLE BIT BETTER. MAYBE WE CAN DO THAT NANCY IN THE FUTURE. TO WORK TOWARDS HAVING SOME RESOLUTION WHERE IT IS VERY CLEAR AND VERY ACCURATE AND EVEN TO THE POINT IF IT CAN BE A LITTLE BIT MORE BUSINESS FRIENDLY. TO SOME OF THOSE BUSINESSES WANTING TO PUT VEHICLES. MAYBE THERE'S A WAY WE CAN DO THAT. THOSE ARE MY COMMENTS.
>> THANK YOU COMMISSIONER. >> THANK YOU TO THE MAYOR AND COMMISSIONERS WILL BE BRIEF WRAPPING IT UP.
ON A PERSONAL NOTE MY FAMILY IS EXPERIENCING TRAGEDIES OVER THE LAST FOUR OR FIVE WEEKS. I WANT TO THANK ALL OF OUR RESIDENTS AND COMMUNITY MEMBERS WHO ARE HERE TONIGHT FOR THEIR AMAZING COMPASSION AND GENEROUS SPIRIT IN REACHING OUT TO MY FAMILY AND SUPPORTING ME AND MY FAMILY MEMBERS.
IT IS MEANT THE WORLD TO US. ON A POSITIVE NOTE I ALSO WANT TO WISH OUR STUDENTS AND FACULTY, TEACHERS, STAFF, PARENTS AND AMAZING 2020 MARCH 20, 2024 SCHOOL YEAR.
I WANT TO GET ONE CAVEAT WE ARE GOING TO HAVE A LOT OF KIDS OF ALL AGES WALKING, BIKING ON OUR SCHOOLS BE MINDFUL OF THE SCHOOL ZONES AND MINDFUL OF THE CROSSING GUARDS.
WE WILL HAVE LAW ENFORCEMENT OUT THERE BUT IF WE CAN SLOW DOWN A LITTLE BIT AS WE APPROACH THE SCHOOL ZONES AND CERTAINLY ADHERE TO THE SPEED LIMITS WITHIN THE SCHOOL ZONES THAT'S A BIG ISSUE AND I WANT TO MAKE SURE ALL OF OUR KIDS GET BACK AND FORTH TO SCHOOL SAFE.
I KNOW WE ARE BLESSED TO HAVE SO MANY OF OUR PRINCIPALS AND STAFF AND TEACHERS AND COACHES AND SROS AND PARENT VOLUNTEERS SOME OF WHOM WITH US TONIGHT AND WE WILL GO DOWN IN A MINUTE. I WANT TO THANK YOU FOR YOUR TIRELESS EFFORTS. I KNOW YOUR WORK HAS BEGUN FOR THE SCHOOL YEAR AND YOU'VE COME A LONG WAY TO GO UNTIL NEXT SUMMER. I WANT TO THANK YOU IN ADVANCE
[00:20:01]
FOR AN AMAZING SCHOOL YEAR AND IMPACT YOU HAVE THE MEN AND WOMEN ON CHILDREN IS TREMENDOUS.[6. Proclamations and Recognitions]
WITH THAT THOSE ARE MY COMMENTS FOR THE EVENING AND WE WILL GO DOWN TO PROCLAMATIONS AND RECOGNITIONS.>> FIRST IS OUR MARJORY STONEMAN DOUGLAS BASEBALL TEAM COME ON UP EAGLES. NATIONAL CHAMPIONS FOR THE THIRD CONSECUTIVE YEAR OF. AWESOME.
BIG NAME NATIONAL CHAMPIONS IS QUITE A FEAT.
CONGRATULATIONS S GUYS AWESOME JOB.
AS MANY OF YOU KNOW THIS GROUP OF YOUNG MEN AND COACHES AND PROGRAM CONTINUES TO TURN OUT AMAZING TALENT OF MONEY BEING SEEN IN THE MAJOR LEAGUE AND MINOR LEAGUE SYSTEMS RIGHT NOW.
THAT IS FANTASTIC. ONGRATULATIONS.
BIG NAME NATIONAL CHAMPIONS IS QUITE A FEAT AND EARNING THE TITLE THREE YEARS IN A ROW IS SOMETHING DIFFERENT ALTOGETHER.
THE MARJORY STONEMAN DOUGLAS BASEBALL TEAM IS OFFICIALLY CROWNED NATIONAL CHAMPIONS FOR THE THIRD STRAIGHT YEAR BY BASEBALL AMERICA. THE EAGLES OF THE FIRST PUBLIC SCHOOL IN THE STATE OF FLORIDA TO GO UNDEFEATED WINNING ALL 29 GAMES OF THE SEASON WITH DEDICATION, HARD WORK AND SPORTSMANSHIP THEY FACED OFF AGAINST THE EIGHT BEST TEAMS IN BROWARD COUNTY. THEY ALSO COMPETED AGAINST ONE OF COUNTRY'S TOUGHEST CHEDULES INCLUDING 18 TEAMS THAT RANKED IN THE TOP 10 IN HIGH SCHOOL BASEBALL NETWORK POWER RANKINGS TO FURTHER PUT THIS IN PERSPECTIVE THE EAGLES NATIONAL CHAMPIONSHIP TITLE IS ONLY GIVEN TO THE NUMBER ONE TEAM RANKED IN THE COUNTRY. ACHIEVEMENTS LIKE THIS DO NOT COME WITHOUT HARD WORK AND MANY SACRIFICES.
WHILE WE ARE PROUD OF THE ACCOMPLISHMENTS OF THE STELLAR STUDENT ATHLETES WE ARE MORE INSPIRED BY THEIR CHARACTER AND WHO THEY ARE AS INDIVIDUALS ON BEHALF OF THE CITY OF PARKLAND AND CITY COMMISSION CONGRATULATIONS TO THE MARJORY STONEMAN DOUGLAS EAGLES BASEBALL TEAM AND THEIR COACH TODD FITZGERALD RECENTLY NAMED HIGH SCHOOL BASEBALL COACH OF THE YEAR FOR EARNING A THIRD CONSECUTIVE BASEBALL AMERICA NATIONAL CHAMPIONSHIP TITLE. THIS IS THE SECOND YEAR WE ARE HOSTING THIS PROGRAM. THE GOAL OF THIS PROGRAM IS TO FOSTER POSITIVE COMMUNICATIONS BETWEEN CITY GOVERNMENT AND THE YOUTH OF OUR COMMUNITY. OUR STUDENTS IN THIS PROGRAM ARE GOING TO BE DISCUSSING YOUTH RELATED ISSUES BUT ALSO BE LEARNING ABOUT ALL ASPECTS OF MUNICIPAL GOVERNMENT.
PER DISSIPATING IN MEETINGS AND VOLUNTEERING IN EVENTS AND PROVIDE A LOT OF INPUT T. WE GOT THAT LAST AN INAUGURAL PROGRAM WAS A GREAT GROUP OF CIVIC MINDED D STUDENTS AND WE'VE E GOT THAT GROUP AGAIN THIS THIS YEAR.

[7. Presentation]
DECLAMATIONS AND RECOGNITIONS WE GO TO OUR PRESENTATION.GREETINGS EVERYONE BEFORE I GET ARTED IS IT OKAY IF I HAND OUT SOME HANDOUTS TO TO EVERYONE?
[00:35:16]
TO MADAME CITY MANAGER AND MR. MAYOR VIRTUALLY AND CITY COMMISSION I WANT TO SAY THANK YOU FOR ALLOWING US TO PRESENT TODAY AND MY NAME IS ANCEL PRATT THE THIRD SENIOR DIRECTOR OF GIVE MEDICATIONS AND OUTREACH AT THE EARLY LEARNING COALITION OF BROWARD COUNTY. I'M HERE TODAY TO TALK ABOUT SOME AMAZING IMPACTS WE'VE BEEN HAVING IN BROWARD COUNTY AND ESPECIALLY IN THE CITY OF PARKLAND.BEFORE I DO I WANT TO GIVE EVERYONE A QUICK GROUND ABOUT WHO THE EARLY LEARNING COALITION OF BROWARD COUNTY IS WE ARE THE STATE APPOINTED AN INITIATOR OF LEARNING ACTIVITIES FOR BROWARD COUNTY. IF YOU HEARD ABOUT THE VOLUNTARY PREKINDERGARTEN PROGRAM FOR ALL FOUR-YEAR-OLDS THAT'S ADMINISTERED BY THE EARLY LEARNING COALITION OF BROWARD COUNTY. ANYONE THAT HAS A CHILD RESOURCES AND REFERRALS PROGRAM WHERE ANY PARENT CAN REACH OUT AND ASK FOR INFORMATION ABOUT AFTERCARE PROGRAM OR PRESCHOOLS OR ASKING FOR UNBIASED FEEDBACK ABOUT CHILDCARE IN THEIR AREA WE PROVIDE THE INFORMATION TOO. HOWEVER WHAT IS MOST IMPORTANT AND WHAT WE ARE MOST KNOWN FOR ITS OUR CHILDCARE SUBSIDY PROGRAM THIS IS WHERE WE PROVIDE FINANCIAL ASSISTANCE TO FAMILIES TO HELP THEM WITH AFFORDING HIGH COST OF QUALITY CHILDCARE. WITH THAT GIVE ME ONE ECOND.
LET ME PULL UP MY NOTES. TO TALK ABOUT OUR CHILDCARE SUBSIDIZED CHILDCARE PROGRAM IN THE STATE OF CALM IN BROWARD COUNTY WE PARTNER WITH 750 CHILDCARE SMALL BUSINESSES THROUGHOUT THE COUNTY. THAT SERVES ABOUT ROUGHLY A LITTLE OVER 30,000 BETWEEN THE TWO PROGRAMS BETWEEN SCHOOL READINESS WHICH IS CHILDCARE SUBSIDY INVOLUNTARY PRE- PROGRAM IN THE PAST FISCAL YEAR 22 23 WE APPROPRIATED OR ADMINISTRATIVE OVER $100 MILLION IN CHILD CARE SUBSIDIES TO HELP FAMILIES IN BROWARD COUNTY PAPER CHILDCARE TO ALLOW THE PRESS TO BE ABLE TO GO TO WORK I GO TO SCHOOL OR ATTEND A JOB TRAINING PROGRAM HELP THEM BECOME MORE SUB SUFFICIENT.
WHAT IS MOST IMPORTANT IS THAT PDOESN'T EVEN TAKE INTO ACCOUN THE FEDERAL FUNDS THAT CAME FROM OUR BOOK OR SOURCE OF AND THAT WAS ANOTHER $200 MILLION WE PUT INTO THE SYSTEM.
IF YOU GIVE ME ONE SECOND MY COMPUTER FROZE ON ME.
I WANTED TO GIVE YOU THE NUMBERS FOR THE CITY OF PARKLAND ITSELF. IN THE CITY OF PARKLAND IN THE FISCAL YEAR 22, 21, 22 WE HAD ROUGHLY T 26 KIDS RECEIVING CHILDCARE SUBSIDY. HOWEVER EXCUSE ME? AND 21, 22 WE HAD ROUGHLY 26 KIDS THAT RECEIVED CHILDCARE SUBSIDIES THIS FISCAL YEAR WE HAD 38 KIDS THE REPRESENTED ONE SECOND. MY COMPUTER IS ACTING UP.
I WAS TRYING TO GO FROM MEMORY. IN PARKLAND AS I STATED BEFORE WE HAD 38 KIDS THAT RECEIVED CHILDCARE SUBSIDIES WHAT THE 38 KIDS REPRESENTED WAS 24 HOUSEHOLDS.
THAT ALSO ACCOMMODATE UP TO ABOUT REPRESENTED $164,000 IN CHILD CARE SUBSIDIES THAT THESE RESIDENTS DID NOT HAVE TO PAY OR AN CHILDCARE. BUT THE BEST PART ABOUT THAT IS YOU ALSO HAVE FIVE CHILDCARE SMALL BUSINESSES TO PARTNER WITH US. THOSE CHILDCARE SMALL BUSINESSES HIGHER ROUGHLY ABOUT 50 EARLY LEARNING EDUCATORS AND THE ONES TO RECEIVE ROUGHLY ABOUT $325,000 THIS PAST YEAR AND CHILDCARE SUBSIDY PAYMENTS SO NOT ONLY YOUR RESIDENCE GOING BUT NEIGHBORING CITIES WERE SENDING THEIR KIDS TO THEM. THE REASON WHY IS BECAUSE I'M GOING TO QUOTE JOHN WOODEN WHEN HE SAID NO WRITTEN WORD AND NO SPOKEN PLEA CAN TEACH YOUTH WHAT THEY SHOULD BE.
ALL THE BOOKS ON ALL THE SHELVES BUT WITH THE TEACHERS ARE THEMSELVES. YOU IN PARKLAND HAVE SOME OF THE MOST AMAZING EARLY LEARNING EDUCATORS THAT ARE OUT THERE.
THE STATE OF FLORIDA REQUIRES WE DO AN ASSESSMENT ON ALL SCHOOL READINESS PROGRAMS WHERE WE DO IT'S CALLED A CLASS ASSESSMENT. CLASSROOM ASSESSMENT THAT MEASURES STUDENT-TEACHER INTERACTION.
LEFT OF A MINIMUM ON A SCALE OF 1 TO 7 AND HAVE TO HAVE A MINIMUM OF FOUR TO BE ABLE TO CONTRACT WITH THE STATE OF FLORIDA. ONCE YOU HIT 4.5 YOU RECEIVED
[00:40:02]
PERFORMANCE INCENTIVES AND ONCE YOU HIT FIVE AND ABOVE YOU CONSIDER BEST PRACTICES FOR THE STATE.I'M PROUD TO ANNOUNCE THAT THE CHILDCARE CENTERS IN PARKLAND HAVE ON AVERAGE A 5.4 CLASS COURT.
REPRESENTING GOOD TEACHER PRACTICES WE HAVE N THIS WOULD NOT HAVE BEEN POSSIBLE HAD IT NOT BEEN FOR THIS AMAZING ING COMMISSION SUPPORT OF OUR CHILDCARE SUBSIDY MATCH PROGRAM BECAUSE EACH YEAR YOU SUPPORTED US WITH A DONATION THAT'S MATCHED DOLLAR FOUR DOLLAR BY THE STATE OF FLORIDA AND FEDERAL GOVERNMENT. BECAUSE OF THAT WE'VE BEEN ABLE TO MAKE HISTORIC IMPACTS. I THANK YOU ALL ON BEHALF OF THE COMMISSION AND I WOULD LOVE TO ANSWER ANY QUESTIONS YOU HAVE ABOUT THE GREAT WORK WE'VE BEEN DOING IN YOUR CITY.> THANK YOU SO MUCH. EXCELLENT.
[APPLAUSE] >> MAYOR, COMMISSIONER CUTLER DO YOU HAVE ANY QUESTIONS OR COMMENTS?

YOUR HARD WORK. >> THANK YOU VERY MUCH FOR YOUR TIME AND KIND WORDS IT IS MUCH APPRECIATED AND WE STRIVE TO DO JUST WHAT YOU SAID. KEEP EDUCATION IN OUR CITY AND
KEEP EVERYBODY MOVING FORWARD. >> I'VE KNOWN ANCEL PRATT FOR A WHILE. I WILL SHARE WITH YOU PUBLICLY THAT YOU HAD DIFFERENT ROLES BUT THIS ROLE IN ENSURING EARLY LEARNING IS ONE THAT FITS YOU THE BEST.
CONGRATULATIONS FOR ALL THE WORK YOU ARE DOING IN
SUPPORTING OUR COMMUNITY. >> THANK YOU SO MUCH FOR BEING HERE AND THANK YOU FOR THE PRESENTATION AND FOR ALL YOU
ARE DOING. >> THANK YOU EVERYONE.

SINCE FIRST READING THERE HAVE BEEN TWO PRIMARY CHANGES ADDITIONALLY IN THE BACKUP AND IS A REDLINE SHOWING COMPARISON BETWEEN THE FIRST READING AGREEMENT AND THE SECOND READING AGREEMENT.
TWO CHANGES WHEN WE DISCUSSED IN DEPTH OF THE LAST MEETING WHICH IS THE IMPACT FEE PROVISION AND THESE GO ALONG THE LINES OF THE COMMISSION'S DIRECTION OF THE LAST MEETING TO PRESERVE LEADERSHIP WITH TOLL AND ENCOURAGE INCENTIVIZE THEM TO MAKE SURE THE TOLL ULTIMATELY IS THE DEVELOPER OF THE PROPERTY FIRST ONE IS THE IMPACT FEE PROVISION WHICH PROVIDES IF TOLL ACQUIRES THE PROPERTY AT CLOSING AND FAILS TO APPLY FOR 30 BUILDING PERMITS ON THE PROPERTY WITHIN FIVE YEARS AFTER THE DATE OF THE CLOSING THAT TOLD PAY THE CITY ALL THE IMPACT FEES THEN DUE ON ALL THE UNITS THAT WERE APPROVED. AS OPPOSED TO PAYING IMPACT FEES ON AN INDIVIDUAL BUILDING PERMIT SO INCENTIVE TO DEVELOP AS SOON AS POSSIBLE. THERE'S A BUILT-IN INCENTIVE REMINDER THE EASEMENT THERE WAS PROVIDES FOR CONSTRUCTION ACCESS IS SEVEN AND HALF YEARS FROM THE DATE OF THE EASEMENT WHICH WAS ABOUT TWO MONTHS AGO. ADDITIONALLY WE HAD DISCUSSIONS WITH TOLL ABOUT WHAT THEY COULD DO ALONG THE LINES OF WHAT WAS DISCUSSED AT THE LAST MEETING AND CONDITIONS OF THE LAST MEETING. ULTIMATELY WHAT YOU WILL SEE IN THE SECOND READING DRAFT IS FIRST REFUSAL.
TO THE EXTENT WHICH WILL ALSO BE CONTAINED IN THE DEED AT CLOSING. TO THE EXTENT THAT AT SOME POINT AFTER CLOSING WHOLE ACQUIRES THE PROPERTY AND FOR WHATEVER REASON YEARS AFTER THAT DECIDES TO PUT IT UP FOR SALE. TO ANOTHER DEVELOPER AND NOT TO A FUTURE HOMEOWNER PURCHASING THE UNIT AND DEVELOPMENT ANOTHER DEVELOPER LET'S SAY IT WOULD GIVE THE CITY THE ABILITY TO ADD LEAST MATCH OR BONA FIDE OFFER FROM ONE OF THOSE DEVELOPERS. THEY DID AGREE TO THAT.
THAT IS OUT IN THE AGREEMENT. ALSO ONE OF THE OTHER CONDITIONS THAT WAS DISCUSSED THE FIRST READING WAS PROMOTING THE HOA AND TOLL WORKING TOGETHER SO SINCE THAT TIME THERE WAS A MEETING BETWEEN TOLL AND HOA THAT MYSELF AND THE CITY MANAGER WERE PRESENT. WHERE THEY ARE WORKING TOGETHER TO TRY TO FORMULATE AN AGREEMENT PRIOR TO THE END OF DUE DILIGENCE WE ARE HOPING THAT WILL HAPPEN PRIOR TO THE END OF DUE DILIGENCE SO WE WERE ABLE TO REMOVE THE HOA APPROVAL AS A CLOSING CONTINGENCY AS PART OF THE DEAL.
THEY ARE WORKING TOWARD THAT AND WORKING WITH THE HOA SO THEY CAN GET AN AGREEMENT IN PLACE OF TOLL HAS UNDERSTANDING OF EXACTLY WHAT THEY NEED TO DO AND WHAT STEPS THEY NEED TO FOLLOW SHOULD THEY CLOSE TO BE INCORPORATED INTO THE HOA.
I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.
THANK YOU ONE MORE THING A REMINDER FOR APPROVAL OF THIS ITEM IT REQUIRES A QUARTER FIFTH VOTE.
>> THANK YOU ANTHONY. COMMENTS OR QUESTIONS?
>> IF I CAN JUST SAY ONE THING. THERE WERE SOME PEOPLE WHO WERE QUESTIONING OUR DECISION TO MAKE THIS MOVE.
THIS HAS SHOWN THIS IS CERTAINLY A HUGE POSITIVE STEP IN TAKING CONTROL OF OUR DESTINY WITH THE CITY AND MAKING THE CITY SOME MONEY WE CAN USE FOR PARKS OR WHAT HAVE YOU. I APPRECIATE ANTHONY WORKING SO HARD. I THINK SOME OF THESE ADJUSTMENTS HE MADE TO THE CONTRACT, HOPEFULLY THAT WILL ALLEVIATE SOME OF THE CONCERNS THAT MY FELLOW COLLEAGUES HAD AT THE LAST MEETING. AGAIN THIS IS HUGE KUDOS TO ANTHONY AND NANCY AND TO THE HOA AND NSAID AND EVERYBODY FOR PUTTING THIS TOGETHER. WE HAVE A LOT MORE TO GO BUT I'M LOOKING FORWARD TO THE FINAL OUTCOME OF WHAT WILL HAPPEN AT HERON BAY AND I'M VERY POSITIVE AND LOOKING FORWARD TO GET THERE. UNLESS ANYBODY HAS ANY COMMENTS. ONE OF THE POSITIVES TO BE UNABLE TO ATTEND TONIGHT'S MEETING AND BEING SICK IS THAT I DO GET THE MOTION TO APPROVE THIS AGENDA ITEM.
[00:50:04]
>> MOTION BY MAYOR RICH WALKER. ANYONE ELSE WANT TO MAKE COMMENTS? COMMISSIONER BOB MAYERSOHN ?
>> A COUPLE COMMENTS. FIRST OF LL I WILL ASSUME THE HOA IS NOT GOING TO BE CONTRIBUTING TO THE MEMORIAL FUND. BUT THAT IS OKAY.
I DO WANT TO THANK ATHONY AND NANCY AND STAFF FOR ADDRESSING SOME OF THE ISSUES THAT WE DID BRING UP.
THERE ARE CERTAIN WAYS TO HELP MITIGATE THAT SO I APPRECIATE THAT. I DO HAVE TO SAY FOR THE RECORD TOLL WAS NOT MY FIRST CHOICE AS THEY WERE NOT THE HIGHEST BIDDER. BUT THEY HAVE STEPPED UP AND COME TO THE TABLE AND FROM THE STANDPOINT MY OPINION AS A PERSON WHO IS RESPONSIBLE AS A FIDUCIARY ACTION OF OUR CITY AND COMMISSION AND I KNOW IT MAY SHOCK SOME OF YOU TONIGHT THAT I WILL BE APPROVING THIS. FOR THE PURPOSE THAT THIS IS AN OPPORTUNITY I THINK LOOKING FORWARD TO WORKING TOGETHER WITH TOLL AND OBVIOUSLY HOA TO MAKE THIS PART OF HERON BAY AND
A GREAT PART OF OUR COMMUNITY. >> THANK YOU COMMISSIONER BOB
>> THAT IS A SECOND FROM BOB MAYERSOHN COMMISSION KEN CUTLER
ANY COMMENTS? >> NO I WANT TO THANK ANTHONY FOR ALL THE HARD WORK AND WORKING WITH HOMEOWNERS ASSOCIATION AND WORKING WITH TOLL TO GET THIS FORWARD.
I'M LOOKING FORWARD TO SEEING WHAT HAPPENS.
NEXT I WILL ECHO THAT AS WELL ANTHONY AND NANCY AND THE REST OF THE TEAM THIS IS NO EASY LIFT THIS IS SOMETHING THAT USUALLY IN THE PRIVATE SECTOR CAN TAKE A SIGNIFICANT NUMBER OF MONTHS AND ITERATIONS AND WHAT I SAW ERE IS ALLY TWO PARTIES WORKING IN CONJUNCTION WITH EACH OTHER ROWING IN THE SAME DIRECTION AND IT WAS ONLY DONE SO BECAUSE OF FACILITATION BY THE MEMBERS ON BOTH TEAMS. I LOVE TO SEE IT AND I'M MORE EXCITED TO HEAR ABOUT COMMISSION MERTENS EXCITEMENT BECAUSE REALISTICALLY THIS WAS A COMPLICATED ISSUE AND IT'S STILL REMAINS COMPLICATED BUT THE POINT EVERYONE'S HEAD IS IN THE RIGHT PLACE AND WE ARE LOOKING AT IT FOR THE RIGHT REASONS AND THAT'S WHAT I LOVE TO LOVE TO HEAR I'M ALL FOR IT. LOOKS THANK YOU COMMISSIONER JORDAN ISROW LINDSAY IS IN THE AUDIENCE BUT I TRULY HAVE APPRECIATED THE PARTNERSHIP WE ARE FORGING WITH TOLL BROTHERS AND CITY STAFF AND THE HOA AT HERON BAY AND ALL THE RESIDENTS WHO HAVE RALLIED IN SUPPORT OF THIS PROJECT.
AS THE MAYOR SAID THIS IS A TREMENDOUS ACCOMPLISHMENT AND WE HAVE MORE WORK TO DO AT BUSINESS RELATIONSHIP AND PARTNERSHIP WILL CONTINUE. I THANK YOU IN ADVANCE FOR BEING CORPORATE CITIZENS AND WORKING WITH US IN THE HOA WHICH I'M SURE YOU WILL DO TO ACCOMPLISH THOSE GOALS AND I THINK OUR CITY STAFF AND CITY ATTORNEY FOR WORKING THROUGH THIS. IF WE REWIND THE CLOCK A YEAR OR YEAR AND HALF THIS IS A PROJECT WE WERE VERY MUCH CONCERNED ABOUT WHERE THE DESTINY WAS UNHAPPY WE ARE ONE STEP CLOSER TO ACCOMPLISHING GREAT THINGS WITH REGARDS TO THIS PARCEL PROPERTY AND THE CITY TOOK SOMEWHAT UNPRECEDENTED STEP IN DOING THAT AND IT WAS ALL REALLY ALLOWED BY OUR FISCAL RESPONSIBILITY WITH REGARDS TO OUR CITY MANAGER AND CITY STAFF WITH BUDGETING AND PUTTING US IN A FINANCIAL POSITION WHERE WE COULD TAKE CONTROL OF OUR DESTINY WITH REGARDS TO THIS PIECE OF PROPERTY THANK YOU TO EVERYONE INVOLVED THAT WE HAVE A VOTE I WILL OPEN IT TO PUBLIC
COMMENTS COULD. >> BEFORE WE DO THAT I WANT TO ECHO JORDAN SENTIMENT TO COMMISSIONER BOB MAYERSOHN.
I KNOW I'VE BEEN THE HARDEST ON BOB MAYERSOHN, CERTAINLY AT THE LAST MEETING WE HAD. I DO WANT TO CITE I APPRECIATE YOU STAYING FIRM BUT I DO APPRECIATE YOU NOW UNDERSTANDING WHERE THIS PROJECT IS GOING AND I'M LOOKING FORWARD TO YOUR POSITIVE CONTRIBUTIONS AND I DO APPRECIATE EVERYTHING YOU HAVE DONE AND WILL CONTINUE TO DO
FOR THE CITY OF PARKLAND. >> THAT IS A TESTAMENT TO THE FOUR GENTLEMEN I HAVE THE BENEFIT OF WORKING SIDE-BY-SIDE WITH AND EVERYBODY CARES ABOUT THIS COMMUNITY AND WANTS IT TO DO WELL SO THANK YOU FOR THAT WE WILL GO TO PUBLIC COMMENTS WE WILL GO TO A ROLL CALL. [VOTING]
>> IT PASSES UNANIMOUSLY. >> YOU STOLE THE THUNDER.
NO PROBLEM. WE WILL NEXT GO TO ITEM 10 D.
[00:55:04]
SOLID WASTE DISPOSAL AND RECYCLABLE MATERIALS PROCESSING AUTHORITY OF BROWARD COUNTY APPOINTMENTS>> I WILL JUMP IN AND I CAN'T THINK OF ANYONE BETTER THAN COMMISSIONER BOB MAYERSOHN TO CONTINUE SERVICE ON THE BOARD.
>> THERE IS ONE PERSON I THINK OF WHEN I THINK OF SOLID WASTE.
IT IS COMMISSIONER BOB MAYERSOHN.
>> I SECOND THAT. >> WE NEED AN ALTERNATE.
>> I WOULD BE HAPPY TO BE YOUR NUMBER TWO BOB.
I WILL SECOND COMMISSIONER JORDAN ISROW BEING NUMBER TWO.
THIS COULD GO ON AND ON. >> IT SOUNDS LIKE WE HAVE COMMISSIONER BOB MAYERSOHN AND JORDAN ISROW AS THE ALTERNATE.
CAN WE GET THE MOTION ON THE RECORD?
>> I MAKE A MOTION TO APPOINT. I WILL STEP OUT.
>> I WILL MAKE THE MOTION. MAYOR RICH WALKER MAKE A MOTION TO MAKE BOB MAYERSOHN THE APPOINTEE AND COMMISSIONER JORDAN ISROW THE ALTERNATE? DO I HAVE A SECOND? COMMISSIONER CUTLER WITH THE SECOND PUBLIC COMMENT ANTHONY.
[VOTING] NOW WHEN I THINK OF NUMBER ONE AND NUMBER TWO I WILL THINK OF BOTH OF YOU COULD SO PLEASE SHOW IT PASSES
[11. Comments by the Broward Sheriff's Office]
NANIMOUSLY. WE NOW HAVE OUR COMMENTS BY THE BROWARD SHERIFF'S OFFICE CAPTAIN MCCARL.>> HELLO GOOD EVENING CAPTAIN MCCARL BROWARD SHERIFF'S OFFICE. HELLO COMMISSIONERS, MAYOR VICE MAYOR AND CITY MANAGER. THE UPDATE HERE WE'VE BEEN ON A LITTLE BIT OF A BREAK. WE HAVE HAD A COUPLE AUTO THEFTS IN THE CITY OVER THAT BREAK.
BOTH VEHICLES WERE UNLOCKED WITH THE KEY FOB LEFT INSIDE THE WE'VE ALSO HAD A HANDFUL OF BURGLARIES TO VEHICLES.
ALL THE VEHICLES WERE UNLOCKED.
IT IS NOT SPECIFIC JUST TO PINE TREE ESTATES.
WE HAD A COUPLE THERE. BUT THEY ARE ALSO HAPPENING IN OTHER AREAS OF THE CITY. ALSO IN OTHER AREAS OF BROWARD COUNTY NOT EXCLUSIVE TO PARKLAND.
UNLOCKED VEHICLES CONTINUE TO BE TARGETED.
THE SUBJECTS COME INTO THE CITIES AND THAT'S WHAT THEY ARE LOOKING FOR. THE LOW HANGING FRUIT AND UNLOCKED VEHICLES AND VEHICLES WITH KEY BOMBS LEFT INSIDE AND IT'S EASY FOR THEM I WILL SAY SPECIFICALLY RELATED TO PINE TREE ESTATES WE HAVE MADE TWO SIGNIFICANT ARRESTS.
RELATED TO BURGLARIES IN PINE TREE TATES AND I TALKED ABOUT THEM E. RE.
ONE WHERE WE PURSUE THE SUBJECTS TO THE CITY OF HOLLYWOOD WHERE THEY FLED FROM A VEHICLE AND HID IN WITH USE OF A HELICOPTER AND CANINE WERE ABLE TO APPREHEND THREE SUBJECTS. WE DID MAKE AN ARREST IN THAT CASE WE MADE ANOTHER ARREST WHERE DEPUTIES ON THE SUSPICIOUS VEHICLE IN THE AREA OF PINE TREE ESTATES.
WE FOLLOWED THE VEHICLE AND STOPPED THEM ALONG THE SAWGRASS AND APPREHENDED THEM AS WELL AND MADE ARREST ON THAT CASE WE ARE PATROLLING AND IN THE STREETS BUT WE WOULD ASK THAT FOLKS LOCK THEIR CARS REMOVE THEIR KEY FOBS.
CRIME PREVENTION TEAM IS RECENTLY THIS WEEK HAS BEEN OUT IN PINE TREE ESTATES AND FOLLOW US ON SOCIAL MEDIA ON FACEBOOK AND TWITTER PAGES. YOU WILL SEE PHOTOS AND WE'VE BEEN OUT THERE WITH RESIDENTS TRYING TO GIVE THEM THESE TIPS TO LOCK YOUR CARS AND REMOVE YOUR KEYS.
LAST NIGHT SPECIFICALLY WE HANDED OUT 40 BROCHURES TO PINE TREE ESTATES RESIDENCE. WE ACTUALLY MADE THAT FACE-TO-FACE CONTACT WITH THEM PAND THEY SEE US AND THEY KNOW THAT WE ARE OUT THERE. WE ARE ESTABLISHING A POSITIVE RELATIONSHIP WITH THEM. IT IS MOVING IN A GOOD DIRECTION AND WE JUST NEED THE STEP FROM THE RESIDENCE TO JUST LOCK THEIR CARS. THAT'S WHAT WE ARE LOOKING FOR.
AS FAR AS THE UGLIER BURGLARIES HAPPENING IN THE AREA WE HAVE LEAVES ON AT AND I WILL NOT TALK TOO MUCH ABOUT HAT WE HAVE DEVELOPED LEADS WE ARE ACTIVELY WORKING THAT TO MAKE E ARRESTS.
I ALSO WANT TO TALK ABOUT YESTERDAY.
WE HAD A AUTO THEFT OF A GOLF CART ACTUALLY COULD A GOLF CART WAS STOLEN FROM ONE OF OUR COMMUNITIES.
MARKET POLICE WITH THE ANCE WHO ACTUALLY SAW THE GOLF CART IN THEIR CITY CALLED US TO BE WENT OUT THERE AND DETECTIVES WERE ABLE TO APPREHEND THE SUBJECT AND OBTAIN A FULL DISCUSSION
[01:00:02]
THERE WAS SOMETHING ELSE THAT HAPPENED RECENTLY.MOST OF YOU MENTIONED ARE BACK-TO-SCHOOL NEXT EK.
WE ARE REMINDING FOLKS TO BE PATIENT THIS GOING TO BE A LOT MORE TRAFFIC ON THE ROADWAY. BE MINDFUL OF THAT.
BE PATIENT. WE ARE GOING TO BE OUT THERE REMINDING FOLKS TO SLOW DOWN. I ALSO WANT TO TAKE THIS TIME TO REMIND PARENTS TO TALK TO THEIR KIDS ABOUT POSTING THINGS ON SOCIAL MEDIA. OR REPEATING ANY KIND OF THREATS OR THINGS THEY MAY HEAR THE FIRST STEP IS TO NOTIFY LAW PENFORCEMENT IF THERE'S ANYTHIN SUSPICIOUS.
I WILL SAY THAT YESTERDAY AT ONE OF OUR SCHOOLS WE HAD A PHONE IN THREAT TO MARJORY STONEMAN OUGLAS WE SUSPECT IT CAME FROM OUT OF THE AREA BECAUSE OBVIOUSLY SCHOOL IS NOT IN SESSION YET. THE THREAT MANAGEMENT TEAM RESPONDED OUT LUCKILY THE CAMPUS WAS MINIMALLY STAFFED.
WE DID NOT HAVE TO DEAL WITH HAVING A LOT OF FOLKS ON CAMPUS. WE ARE GETTING BACK INTO SCHOOLS IN SESSION AND WE JUST WANT TO REMIND FOLKS TO THINK BEFORE YOU POST. TALK TO YOUR KIDS IF THEY HEAR ANYTHING SUSPICIOUS GO TO AN SRO AND CALL US.
WE ARE BVIOUSLY GOING TO INVESTIGATE EVERYTHING TO THE FULLEST EXTENT WE TAKE ANY TYPE OF THREAT SERIOUSLY.
WE WANT TO BE MINDFUL OF THAT. >> THANK YOU VERY MUCH AND THANK YOU FOR TOUCHING ON THE PINE TREE ESTATES.
I KNOW AS COMMISSIONER JORDAN ISROW WE TAKE EVERY RESIDENT CONCERNS SERIOUSLY AND I APPRECIATE YOU TOUCHING ON THAT. I WOULD ALSO AND I KNOW THE MAYOR ECHOED THIS UNTIL HE LOST HIS VOICE BUT I WOULD CAUTION ALL OF THE RESIDENTS TO LOCK YOUR CARS.
DON'T LEAVE YOUR KEY FOBS IN YOUR CAR.
BASICALLY WHEN YOU LEAVE YOUR KEY FOBS IN YOUR CAR AND YOUR MIRRORS ARE OUT IT IS ALMOST LIKE AN OPEN HOUSE SIGN TO ROBBERS OR BURGLARS. TAKE YOUR CAR KEYS IN THE HOUSE WITH YOU AND LOCK YOUR CAR. ANY OTHER COMMENTS FROM THE
MAYOR OR COMMISSIONER CUTLER? >> I LOVE CAPTAIN THAT YOU BROUGHT UP ABOUT THE SOCIAL MEDIA POSTING THAT IS SOMETHING THAT'S VERY IMPORTANT THAT WE CONTINUE TO BRING UP TO OUR STUDENTS. I THINK WE CAN DO SOME COMMUNICATION ON THAT TO REITERATE ABOUT THE DANGERS OF POSTING AND SHARING YOUR PASSWORDS AND USERNAMES AND ALL THOSE DIFFERENT TYPES OF THINGS.
THE KEY FOBS COME THE NAME OF OUR SOFTBALL TEAM IS WHERE IS YOUR KEY FOB. I'VE BEEN PLAYING SOFTBALL FOR ALMOST 3 YEARS. WE ARE HAVING THE SAME CONVERSATIONS OVER AND OVER AGAIN.
I CAN APPRECIATE THE RESIDENTS BEING UPSET BECAUSE THERE'S BURGLARIES IN THEIR NEIGHBORHOOD AND ON THE STREET OR WHAT HAVE YOU BUT THIS IS A PARTNERSHIP.
BSO NO MATTER HOW BIG AND HOW MUCH MONEY WE SPEND WITH BSO, YOU CANNOT BE EVERYWHERE ALL THE TIME.
BUT YOU CAN HELP YOURSELVES AND HELP US AND HELP BSO BY JUST LOCKING YOUR DOORS. IT IS MIND-BOGGLING WE HAVE TO HAVE THIS CONVERSATION EVERY SINGLE MEETING COULD AGAIN RESIDENTS, CAPTAIN AND I HAVE SAID THIS FOR SEVERAL MONTHS, YOU ARE DOING A FANTASTIC JOB. THE PRESENCE OF THE BSO OFFICERS AROUND THE CITY IS TRANSPARENT.
EVERYONE NOTICES THAT IT IS DIFFERENT SO I APPRECIATE ALL YOUR EFFORTS. IN MAKING OUR CITY SAFER BUT THE RESIDENTS HAVE TO HELP. THEY HAVE TO HELP THEMSELVES AND HELP YOU AND HELP US. PUT YOUR KEYS IN YOUR HOUSE AT THE END OF THE NIGHT AND LOCK YOUR CARS.
IT IS NOT THAT MUCH TO ASK. >> COMMISSIONER CUTLER
ANYTHING? >> I CAN IMPROVE ON THAT.
THANK YOU VERY MUCH. P>> THEY GIVE AN UPDATE ON PINE E TREE AND OBVIOUSLY I KNOW IT IS A CONCERN THAT IS SOMETHING I THINK TO THE MIRRORS POINT NEEDS TO BE WORKED ON ON BOTH ENDS. TO THE EXTENT I KNOW THERE'S BEEN A LOT POSTING ONLINE OF PLE TRIED TO TO CONTRIBUTE WITH THE RING CAMERAS AND THINGS CATCHING SO I'M SURE YOU GUYS PARTICIPATING TO MAKE SURE THERE IS THAT LINE OF COMMUNICATION BETWEEN OUR RESIDENTS WHO MAY HAVE INFORMATION OR EVEN TECHNOLOGY THAT HAS CAUSED CERTAIN PIECES OF INFORMATION TO KEEP THE DIALOGUE OPEN.
>> IT IS A BLESSING AND CURSE WHERE WE LIVE IN A CITY WHERE THE RESIDENTS ARE NOT THE BIGGEST HELP TO THEMSELVES BY DOING SOMETHING SIMPLE LIKE LOCKING THEIR CARS BUT IT IS INVITING ELEMENT WITHIN THE CITY WE DON'T WANT TO THE CITY AND LEADS TO OTHER PROBLEMS. IF RESIDENTS WILL TAKE THE VERY AND YOU CAN HEAR THE FRUSTRATION IN OUR VOICE EVERY MEETING. IF RESIDENTS WILL TAKE THE SIMPLE STEP OF LOCKING THEIR CARS AND BRINGING THEIR KEYS OUTSIDE THE CARS INTO THEIR HOUSES IT WOULD SOLVE ALL THESE
[01:05:02]
PROBLEMS. THANK YOU CAPTAIN FOR ALL YOUDO AND FOR BEING HERE TONIGHT. >> I DON'T KNOW AS FAR AS SOCIAL MEDIA POSTS BEING THE FIRST DAY OF SCHOOL.
PARENTS ARE NOT USED TO GOING THROUGH SCHOOL ZONES AND STOPPING AT BUSES. THIS HAPPENS EVERY YEAR AND PEOPLE WAKE UP TO IT ON A MONDAY MORNING AND SAY I'VE GOT TO GO TO WORK AND THEY ARE SPITTING AT WHATEVER TIME UNTIL THEY HIT A SCHOOL ZONE AND THEY COULD CAUSE ALBUMS AND CHALLENGES THIS IS NOT JUST THE CITY OF PARKLAND COUNTYWIDE.
I-95 GETS MORE CROWDED. THE TURNPIKE AND MAJOR ROADS GET A LOT MORE CROWDED. TRYING TO NAVIGATE THAT ROAD WAY TO GET TO WORK SOMETIMES IS CHALLENGING SO ANYTHING WE CAN DO TO ALERT PARENTS AHEAD OF TIME ALTHOUGH THEY KNOW THIS IS COMING BUT BE PREPARED. ESPECIALLY THE FIRST WEEK OF SCHOOL UNTIL PEOPLE GET INTO THE ROUTINE AGAIN.
SOMETHING I THINK WE SHOULD CONSIDER DOING.
FOLKS I SAID IN MY OPENING HOW MUCH WE NEED RESIDENTS TO SLOW DOWN AND BE MINDFUL OF KIDS CROSSING THE STREET.
LAST THING WE NEED IS A CAN HIT BY THE CAR.
>> WE HAVE AN OPERATIONAL PLAN IN PLACE WE ARE READY FOR THE FIRST TWO WEEKS OF SCHOOL. IT WILL EXTEND BEYOND THE THAT WILL ENCOMPASS PUTTING MESSAGING BOARDS OUT AND SPEED CARDS OUT AND THE EXTRA SOMETHING TO LOOK AT TO REMIND YOU TO SLOW DOWN AND OBVIOUSLY WE HAVE OUR PATROL DEPUTIES OUT AND HIGH VISIBILITY SLOWING CARS DOWN.
WE WILL POST ON SOCIAL MEDIA AND WE STARTED POSTING I BELIEVE TODAY OR YESTERDAY SOME SCHOOL BUT WE WILL PUT MORE INFORMATION OUT TO REMIND FOLKS.
>> TODD IF WE CAN DO THAT WE WILL SHARE IT AS A COMMISSION AS A BODY WITH THE COMMUNITY ON SOCIAL MEDIA AS WELL.
THAT WOULD BE GREAT TO REMIND RESIDENTS SCHOOL SAFETY ZONES
