A >> GOOD EVENING, EVERYONE.

[1. Call to Order]

WE HAVE PUBLIC HERE. HI.

I WOULD LIKE TO CALL THIS CITY COMMISSION WORKSHOP MEETING FOR THE CITY OF PARKLAND ON WEDNESDAY, JULY 12THING, 2023 AT 6:00 P.M. TO ORDER. OKAY. WE WILL RISE FOR THE PLEDGE.

[4.A. 2023 Resident Survey Results Presentation]

THE 2023 RESIDENT SURVEY RESULT PRESENTATION.

THANK YOU, CHRIS. >> GOOD EVENING, MAYOR AND COMMISSIONERS. CHRIS JOHNSON FINANCE DIRECTOR.

THIS IS DONE EVERY TWO YEARS OR SO AND THIS SURVEY WAS DEVELOPED ONLINE VIA SURVEY MONKEY. WE HAD MESSAGE BOARDS OUT THERE, FACEBOOK AND SOCIAL MEDIA POSTS. WE TRIED TO CAST AS WIDE OF A NET AS POSSIBLE TO GET THIS TAKEN CARE OF.

I LIKE TO START OFF WITH GENERAL STATS ON 159 TOTAL RESPONSES.

IT WAS DOWN A LITTLE BIT FROM THE 1,036 WE HAD TWO YEARS AGO WHICH WAS THE HIGHEST EVER. SO 859 I BELIEVE IS THE SECOND HIGHEST WE'VE .

>> ABOUT HOW THEY FEEL ABOUT SERVICES THAT THEY RECEIVE FROM PARKLAND. SO WE ALWAYS ASK HOW DO YOU RATE THE CITY AS A PLACE TO TO RETI. EXCELLENT HIGH MARKS AS A PLACE TO LIVE AND AS A PLACE TO RAISE CHILDREN.

NO SURPRISE THAT'S KIND OF WHAT THE WHOLE PREMISE OF PARKLAND IS, A PLACE TO RAISE YOUR CHILDREN AND TO LIVE.

YOU CAN SEE WE ACTUALLY HAVE A LITTLE BIT OF AN INCREASE IN THE EXCELLENT AS FAR AS A PLACE TO RETIRE.

I THINK PERSONALLY THAT'S A LITTLE BIT OF A CORRELATION TO SOME NEW SENIOR COMMUNITIES THAT HAVE BEEN ADDED AT THE FALLS.

THINGS OF THAT NATURE. YOU CAN SEE WE ARE TRYING TO CATER TO THEM A LITTLE BIT AS WELL.

THE RETIREES. ONE QUESTION WE ASK IS IF YOU FEEL THE CITY IS GETTING BETTER OR WORSE SINCE YOU'VE LIVED HERE. 26% SAID THEY FEEL IT'S GOTTEN A LITTLE BIT WORSE. 23% ANSWER THAT TWO YEARS AGO SO A SLIGHT INCREASE THERE. BUT STILL NOTHING EARTH HEARTING COMPARED TO SOME OF OUR HISTORICAL TRENDS.

AND THEN WE ASK HOW THEY FEEL ABOUT VARIOUS COMMUNITY PROGRAMS SUCH AS STRONG PRIDE IN THE COMMUNITY, PARKS AND REC, SAFETY, RESPECT FOR PEOPLE, QUALITY OF SCHOOLS.

THE RESIDENTS CONTRIBUTING AND VOLUNTEERING.

MAINTAIN THE SMALL TOWN COMMUNITY THAT WE ALL KNOW PARKLAND IS KNOWN FOR. NEIGHBORS KNOWING AND HELPING EACH OTHER OUT. YOU CAN SEE HERE COMPARED TO TWO

[00:05:02]

YEARS AGO, THESE MARKS ARE ALL VERY HIGH ON THE 70, 80% RANGE.

VERY CONSISTENT FROM YEAR TO YEAR.

ALL VERY HIGH SCORES.

ONE OF THE THINGS I LIKE TO POINT OUT HERE IS WE'VE HAD A LOT OF -- STILL HAVE A LOT OF PEOPLE MOVING TO SOUTH FLORIDA, MIAMI DADE, BROWARD, PALM BEACH. WE ASKED IF YOU HAD A FRIEND OR RELATIVE CONSIDERING A MOVE TO SOUTH FLORIDA WOULD YOU ENCOURAGE THEM TO MOVE TO PARKLAND AND YOU CAN SEE 87% WOULD RECOMMEND THE CITY TO A FRIEND OR RELATIVE.

THAT IS CONSISTENT WITH WHAT WE SAW TWO YEARS AGO.

AND THE VERY LIKELY LIKELY CATEGORY SO AS WE KNOW PARKLAND IS A VERY DESIRABLE COMMUNITY FOR ANYONE WHETHER THEY'RE MOVING WITHIN THE TRICOUNTY AREA, SOMEWHERE ELSE IN FLORIDA TO HERE OR FROM OUT OF STATE. WE'VE SEEN A LOT OF INFLUX.

>> SORRY TO INTERRUPT. YOU SAID 26% OF THE PEOPLE WHO RESPONDED ON THE SURVEY FELT PARKLAND GOT WORSE.

AND 87% WOULD RECOMMEND SOMEBODY MOVE HERE.

>> YES. >> JUST WANTED TO CLARIFY.

>> AND, CHRIS, IS THE VERY UNLIKELY TO RECOMMEND PEOPLE TO MOVE HERE BECAUSE THEY WANTED TO CLOSE THE DOOR BEHIND THEM SO OTHERS DON'T COME IN AND KEEP IT SMALL?

>> QUITE POSSIBLY. WITHOUT LOOKING AT ALL THE DATA.

>> GOOD PICK UP THERE. >> SO ONE OF THE OTHER THINGS THAT WE ASK IS HOW WOULD YOU RATE THE QUALITY OF THE FIRE DEPARTMENT, FIRE RESCUE. SO YOU CAN SEE MOST EVERYONE HAS AN EXCELLENT TO GOOD, VERY FAVORABLE OPINION OF OUR FIRE DEPARTMENT. SO A GOOD CHUNK OF PEOPLE THAT GAVE NO OPINION AND EXTRACTED THOSE OUT FROM THE RESULTS YOU WOULD HAVE A WELL OVER 90% EXCELLENT GOOD RATING FOR THE FIRE DEPARTMENT AS A WHOLE. KIND OF SIMILAR WITH THE POLICE DEPARTMENT AS WELL WITH OUR FRIENDS FROM BSO.

66% OF THE RESPONDENTS RATED THE POLICE DEPARTMENT AS GOOD OR EXCELLENT WHICH IS THE SAME AS TWO YEARS AGO SURPRISINGLY.

YOU CAN SEE A FEW LESS PEOPLE GIVING NO OPINION TO THIS BUT EVEN THEN IF YOU EXTRACT THOSE RESPONSES OUT YOU'RE STILL GOING TO GET A VERY HIGH 75, 80% EXCELLENT, GOOD RATING FOR THE POLICE DEPARTMENT AS A WHOLE. SO TO DOVE TAIL OFF THE POLICE QUESTION, WE LIKE TO ASK THE RESIDENTS HOW THEY FEEL IN -- SAFE THEY FEEL IN THEIR NEIGHBORHOODS IN THE DAY AND NIGHT, IN THE PARKS, AND THEN COMMERCIAL CENTERS.

AND YOU CAN SEE VERY SAFE AND SAFE RESPONSES WERE ALMOST 100% IN YOUR NEIGHBORHOOD. ALMOST 100% IN PARKS DURING THE DAY. LOWER AT NIGHT.

THAT'S WHEN A LOT OF ACTIVITY THE ENDS TO HAPPEN.

COMMERCIAL CENTERS NEARLY 100% DURING THE DAY.

JUST A LITTLE BIT LOWER AT NIGHT.

>> AND I'M NOT SURE WE NEED THIS QUESTION NEXT YEAR BECAUSE WE KNOW PEOPLE FEEL SAFE BECAUSE THEY DON'T EVEN LOCK THEIR CARS.

AND THEY'LL LEAVE THEIR CARS INSIDE.

WE DON'T NEED THAT QUESTION NEXT YEAR.

JUST YOU CAN KEEP THAT ONE. [LAUGHTER].

>> HOW IMPORTANT ARE CITY SERVICES.

HERE'S A COMPARISON TO RESPONSES TWO YEARS AGO.

THIS YEAR CAPITAL IMPROVEMENTS, CONTRIBUTIONS TO SCHOOLS, MAINTENANCE FACILITIES, PARKS MAINTENANCE.

ON DOWN THE LIST. >> IS THAT MARKED IN ORDER OF

PRIORITY? >> YES.

THAT IS CORRECT. SO YOU CAN SEE THERE HAS BEEN A LITTLE BIT OF A SHIFT COMPARED TO TWO YEARS AGO.

LIKE ADDITIONAL PARKS FOR EXAMPLE.

THAT'S PROBABLY LAST BECAUSE WE'RE GOING BE DEVELOPING

RESERVE PARK. >> AND WE'VE MADE SIGNIFICANT

IMPROVEMENTS TO THE PARKS. >> YES.

AND ALL -- THAT'S STILL ONGOING. YES.

THAT IS PROBABLY A VERY GOOD POINT.

>> SO WHAT DO WE DEFINE SINCE WE'RE NOT REALLY, YOU KNOW.

>> PROBABLY IN ANYTHING TO -- SROS, SAT/ACT TESTING WE DO.

ANY CONTRIBUTIONS FROM PARKLAND PROCEEDS OR

AUDIO] OR ANY OF THE OTHER >> BUT I THINK ALSO TO THAT I THINK THIS IS PART OF THE DISCONNECT THAT THE RESIDENTS HAVE WITH HOW MUCH CONTROL WE MAY HAVE IN THE SCHOOLS.

YOU KNOW WHAT I MEAN? I THINK TRENTS ARE PROBABLY LIKE -- RESIDENTS ARE PROBABLY LIKE YOU KNOW, OBVIOUSLY WE KNOW

[00:10:03]

PARKLAND IS COMMITTED TO OUR SCHOOLS AND SOMETIMES THEY DON'T REALIZE THAT WE CAN'T -- WE DON'T HAVE AS MUCH CONTROL AS WE

WOULD LIKE. >> IF YOU LOOK AT SOME OF THE FREE FORM COMMENTS THROUGHOUT THE SURVEY, YOU'LL SEE THAT ESPECIALLY THE RESIDENTS THAT PROBABLY CAME FROM THE NORTHEAST WHERE THE SCHOOL DISTRICTS ARE A LOT OF TIMES MUNICIPALLY CONTROLLED THEY THINK IT'S THE SAME THING HERE BUT IT'S NOT.

OH, I WISH PARKLAND WOULD TAKE OVER THE SCHOOLS.

GET RID OF JUST THE NATURE OF THE GOVERNANCE OF SCHOOL BOARDS HERE IN FLORIDA. THAT'S IMPOSSIBLE.

SO YOU DO SEE THAT THROUGHOT THE SURVEY AND SOME OF THE FREE FORM RESPONSES AS WELL. SO THEN WE ALSO LIKE TO LET THEM -- WHAT DO YOU THINK THE BIG PRIORITIES SHOULD BE FOR THE NEXT FEW YEARS. YOU CAN SEE KIND OF SUBDIVIDED INTO FIVE DIFFERENT CATEGORIES WITH ROADS, DEVELOPMENTS, SCHOOLS, PARKS AND SAFETY. AND IF YOU LOOK AT SOME OF THESE, YOU CAN -- WE ALREADY KNOW SOME OF THESE ARE EITHER ALREADY TAKEN CARE OF OR IN THE PIPELINE.

SO BOUNDARY ISSUES TAKEN CARE OF.

>> I MEAN, THIS IS A GREAT SLIDE FOR US AS A COMMISSION TO SAY EVERYTHING THAT PEOPLE ARE TALKING ABOUT WE'VE ALREADY TACKLED OR ARE CURRENTLY TACKLING.

>> WITH A CAVEAT. AS WE'VE SEEN, THERE'S KIND OF A MIX OF PEOPLE WHO WANT TO ADD RESTAURANTS COMMERCIAL AND OTHERS WANT TO CURTAIL DEVELOPMENT.

>> THE FIRST TIME I EVER CAME UP HERE AND PRESENTED SURVEY

RESULTS -- >> NO.

WE HAVEN'T.

SO READING THROUGH A LOT OF THE COMMENTS ON THE RESPONSES, YOU DO SEE A LOT OF KIND OF REPEAT TYPE COMMENTS FROM TWO YEARS AGO, FIVE YEARS AGO, SEVEN YEARS AGO.

WHAT NOT >> CURTAIL DEVELOPMENT OF COMMERCIAL AND WANT MORE RESTAURANTS.

EVEN HERE TO WHAT JORDAN WAS SAYING, BUILD MORE -- NOT IN OUR CONTROL. NOT MUCH WE CAN DO THERE.

OUR HANDS ARE TIED. SO THAT'S JUST A QUICK LITTLE OVERVIEW OF THE SURVEY RESULTS BUT I WOULD LIKE TO END ON A REALLY HIGH NOTE WITH NOTEWORTHY COMMENTS THAT WERE SPELLING OUT, ONE, WE LOVE OUR CITY. GLAD WE RAISED OUR KIDS HERE TOO. A BEAUTIFUL PLACE TO LIVE AND ENJOY NATURE. LOVE THE WAY OUR CITY GOVERNMENT WORKS WITH PEOPLE. THAT WAS MY RESPONSE BUT THAT'S OKAY. [LAUGHTER].

>> PARKLAND IS THE NICEST LOOKING CITY IN BROWARD.

AND EXCELLENT JOB UPDATING THE COVERED BRIDGE PARK.

>> I LOVE THAT LAST COMMENT. >> WE'VE RISEN IN OUR FEEL OF THE SMALL TOWN COMMUNITY BOTH OF WHICH WE'VE TRIED TO WORK ON AMONGST ALL THE OTHER PARK ISSUES AND EVERYTHING ELSE.

SO THAT'S HEART WARMING. >> ALSO PARKLAND DAYS BACK IN MARCH THE SURVEY WAS RELEASED SOMEWHERE AROUND THAT TIME AND THEREAFTER WHERE THE BOUNDARY ISSUE WAS --

[00:15:17]

>> MAYBE EVEN LONGER. >> WHAT I'VE DONE IS ALREADY PUT A CALENDAR REMINDER IN MY OUTLOOK FOR JANUARY OF 2025 AND GO AHEAD AND SEND THE SURVEY OUT.

>> SO THIS WAY WE CAN -- AS OPPOSED TO USING THE 2021 IN THIS YEAR'S PLAN THAT WE DID, WE COULD USE AN UPDATED PLAN AND AT

LEAST LOOK AT THAT WOULD BE -- >> ALREADY PROGRAMMED AS A REMINDER TO DO THAT IN THE WINTERTIME OF 2025.

>> BUT AGAIN, RESIDENTS ARE GOING TO RESPOND AND WRITE A BUNCH OF THINGS. WE KNOW THAT. I MEAN I LOOK AT SOME PROBABLY HAVE SAID WITH THE RESPONSE OF BSO OR THE FIRE DEPARTMENT. HAVE YOU EVER USED THEM?

NO. >> A LOT OF THEM PROBABLY

HAVEN'T. >> BUT THOSE ARE THINGS THAT -- OR THEY'RE TALKING TO A BUNCH OF FRIENDS LIKE WE ALL KNOW AND SOMEBODY SAYS OH THAT BOUNDARY ISSUE IS GOING TO BE A DISASTER AND THEY'RE NOT KEEPING TRACK OF WHAT'S HAPPENING.

SO I MEAN -- >> OR TO COMMISSIONER -- VICE MAYOR'S POINT, THIS HAPPENED BEFORE THE BOUNDARY ISSUE SO PEOPLE ARE SCARED OR TENSE AND ARE GOING TO COMMENT A CERTAIN WAY AND BUT THAT WILL SETTLE A LOT OF THOSE PEOPLE.

>> MY COMMENT IS ALONG THE LINES OF I MEAN WE HAD A GOOD TURNOUT.

891 PEOPLE PUT INTO THE SURVEY BUT IT WAS LOWER THAN THE LAST TIME. MY WONDER IS WHETHER OR NOT THERE'S SOMETHING WE AS A CITY CAN DO TO INCENTIVIZE PEOPLE TO PARTICIPATE IN THE SURVEY OR PERHAPS SET UP EVEN MAKE IT LIKE A GAME SCENARIO NOR DIFFERENT HOAS TO COMPETE AGAINST EACH OTHER OR SOMETHING ALONG THOSE LINES WHERE WE CAN ACTUALLY GET A MORE ROW BUST SURVEY FOR THE NEXT TIME SO THAT WE'RE NOT LOOKING AT A SMALLER SORT OF LEVEL OF PEOPLE THAT ARE PARTICIPATING AND THEN EXTRAPOLATING FROM THAT.

MAYBE WE CAN REALLY BEEF THIS THING UP.

>> ABSOLUTELY. >> I WOULD SAY I MEAN THIS IS PROBABLY MORE FOR TODD THAN CHRIS ALTHOUGH YOU'RE THE NUMBER GUYS, CHRIS, AS FAR AS THE PERCENTAGE IS CONCERNED, IS THAT NUMBER A GOOD NUMBER AS FAR AS HOW MANY RESPONDENTS WE HAD AND TRACT OF THE MATTER IS THE YEAR -- TRUTH OF THE MATTER IS THE YEAR BEFORE EVERYBODY WAS PROBABLY AS NOTED EARLIER THAT IT WAS COVID SO THERE WERE MORE PEOPLE IN THEIR HOMES AND THEN ALSO I WOULD IMAGINE THE BETTER YOU'RE DOING THE LESS RESPONDENTS YOU GET. SO A DOWN TICK IN RESPONDENTS MAY NOT NECESSARILY BE A BAD THING BECAUSE THAT JUST MEANS YOU'RE HEADED IN THE RIGHT DIRECTION.

>> I'M NOT SUGGESTING -- >> I'M JUST SAYING THAT LET'S --

>> I'M JUST -- >>

>> I THINK A LARGER GROUP TYPE OF THING SO THERE'S MORE DATA.

THAT'S WHAT IT COMES DOWN TO. >> YOU'VE SAID EVERYTHING BUT THIS DOESN'T HAPPEN IN A VACUUM. THERE'S OTHER STUFF GOING ON THAT WILL IMPACT IT IN SOME WAY. THE SQUEAKY WHEEL THE ENDS TO COMPLAIN WHEN THINGS ARE GOING WELL AND COMMISSIONER CUTLER TO YOUR POINT, WE CAN STILL TRY AND DO THINGS TO BOLSTER PARTICIPATION AS MUCH AS POSSIBLE.

WE'D LIKE TO SEE THAT NUMBER GO UP EVERY TIME.

DOESN'T ALWAYS WORK THAT WAY BUT WE'LL MAKE EFFORTS TO DO THAT.

>> I GUESS MY QUESTION IS BECAUSE I'VE HEARD IT BOTH WAYS IN DOING SURVEYS. ONE IS THE NUMBER OF RESPONDENTS YOU HAVE REGARDLESS OF THE AMOUNT OF PEOPLE THAT YOU SEND IT OUT TO AS BEING A METRIC. SO LET'S SAY IT'S -- YOU GOT 600 RESPONSES AND I'M JUST THROWING IT OUT OF MY HEAD BUT 600 RESPONSES NO MATTER HOW MANY IS A GOOD GROUP TO EVALUATE WHAT YOU WANT TO VERSUS A PERCENTAGE. NOW YOU'RE GETTING INTO MARGIN OF ERROR AND CALCULATIONS. YOU'RE NEVER GOING TO BE ABLING TO FIX THAT MARGIN OF ERROR WITH SURVEY MONKEY AND NOW YOU'RE DOING A RANDOM SAMPLE WHICH YOU CAN GET A STATISTICALLY VALID RANDOM SAMPLE WITH 2 OR 400 PEOPLE MUCH LESS THAN WHAT WE END UP GETTING BUT THAT'S GOT TO BE CONFIGURED IN A DIFFERENT WAY. THAT'S I DIDN'T SAID THIS IS

MORE OF JUST GENERIC. >> I HAVE ONE LAST QUESTION.

I WAS LOOKING AT QUESTION 31 AND YOU SAID THERE WAS 169 MENTIONS FOR ROAD ISSUES. RIGHT.

THAT WAS THE NUMBER ONE. 15 WERE FOR PINE TREE.

SO DO WE HAVE A BREAKDOWN SINCE WE ASKED FOR NEIGHBORHOOD WHERE PEOPLE ARE RESPONDING FROM. ARE THE REMAINDER OF THOSE THE

[00:20:04]

RANCHES? I KNOW IT SOMEWHAT COMBINES ROAD AND TRAFFIC BUT I WOULD LIKE TO TRY TO UNDERSTAND ARE PEOPLE CONCERNED ABOUT THE QUALITY OF THE ROADS OR IS IT THE TRAFFIC? AND I THINK SOME OF THAT WILL DEPEND ON WHERE IT'S COMING FROM

I WOULD THINK. >> I WOULD HAVE TO GET BACK WITH YOU. I DON'T HAVE THAT RIGHT IN FRONT OF ME WITH THE ANSWER BUT I CAN DIVE INTO THAT AND GET YOU A

RESPONSE TOMORROW. >> MOST OF WHAT I'M HEARING OR

SEEING IT WOULD BE TRAFFIC. >> I JUST WANT TO MAKE SURE.

>> BECAUSE IT GOES BACK TO NO MORE DEVELOPMENT.

YOU HEAR THAT A LOT. PEOPLE ARE JUST -- SO MUCH

TRAFFIC AND KIDS RIDING BIKES. >> TRUE.

TO THE MAYOR'S POINT I'M SURE THE 2021 SURVEY WAS ALSO INFLATED IN NUMBERS BECAUSE WHEN IS THE CITY HAD ALL FIVE COMMISSION SEATS JUST COME UP FOR ELECTION A FEW MONTHS PRIOR AND SO EVERYBODY IS ENGAGED AND PROBABLY FAR MORE VOCAL AND

ACTIVE. >> GOOD POINT.

>> THAT WAS A RARITY. >> SO GREAT.

I THINK WE GOOD? >> YEAH.

>> GREAT WORK.

>> THAT IS? IT FOR ME.

>> MOTION TO ADJOURN. >> ALL RIGHT.

LET'
