FOR THOSE OF YOU OUTSIDE, YOU PROBABLY WANT TO COME IN HERE.

HEL HELLO? JORDAN? WHERE'S JORDAN? ALL RIGHT. WH WE'RE GOING TO DO THE MEDAL LAST.

ALL RIGHT, EVERYONE. LOOKE LOOK. LOOK, SCAESAR IS HERE.

WHERE'S JORDAN? WHERE'S HE GOING? COULD HAVE WENT THAT WAY.

>> TAKE YOUR TIME. >> SORRY, WE'RE JUST WAITING ON

COMMISSIONER ISROW. >> TAKE YOUR TIME.

[LAUGHTER] >> GOOD EVENING, EVERYONE.

I WOULD LIKE TO CALL THIS REGULAR CITY COMMISSION MEETING ON WEDNESDAY, MAY 17TH AT 7:00 P.M. TO ORDER.

PLEASE RISE FOR THE PLEDGE. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

>> I'M HERE. [LAUGHTER]

>> VICE MAYOR BRIER. >> HERE.

>> MAYOR WALKER. >> HERE.

>> COMMISSIONER MAYERSOHN. >> HERE.

[4. Approval of Minutes]

COMMISSIONER CUTLER. >> HERE.

>> MOTION TO APPROVE MINUTES. >> MOVE.

[5. Comments from the Public on Non-Agenda Items]

>> AYE. >> PASSED UNANIMOUSLY.

QUESTIONS FROM THE PUBLIC ON NON-AGENDA ITEM.

NON-AGENDA. YOU GOT TWO COMMENTS? IF YOU HAVE COMMENTS, PETER, YOU CAN GO NEXT.

>> GOOD EVENING. MY NAME IS SHERRY KIMMEL, 10657 NORTH LAGO VISTA CIRCLE. I'M THE PROUD HOA PRESIDENT OF THE COMMUNITY. FIRST I WANT TO THANK THE CITY, THE STAFF, THE COMMISSION AND THE PARKLAND CHAMBER OF COMMERCE FOR THE ENGAGING AND EDUCATIONAL AND INTERESTING STATE OF THE

[00:05:05]

CITY MEETING/EVENT. IT WAS AMAZING.

I DON'T KNOW IF THIS IS SOMETHING THAT'S BEEN DONE HERE BEFORE, BUT IT WAS SOMETHING THAT I WOULD HOPE WOULD PERHAPS BE UNDER CONSIDERATION TO BE REPEATED BECAUSE I LEARN SOD MUCH AND I SHARED EVERYTHING THAT I LEARNED WITH MY COMMUNITY, SO WELL DONE. NEXT, I WOULD HIKE TO ACKNOWLEDGE ALEXANDER BAR AND SAWANDI JOHNSON AND COMMISSIONER ISROW WITH THEIR HELP AND SUPPORT REGARDING THE FOUNTAIN SIGNS AT COSCADA. THEY HAVE BEEN TRYING VERY HARD TO KEEP THE COMMUNITY UP TO DATE IN THE PROGRESS IN WORKING WITH THE DEVELOPER AND WE ASK THAT THAT CONTINUES.

THE MAYOR HAS BEEN HELPFUL. ALL THE COMMISSIONERS, EVERYONE, THE WHOLE CITY STAFF, EVERYONE. WE WOULD LIKE TO SEE THINGS MOVING A LITTLE MORE QUICKLY, OF COURSE.

IT'S BEEN A SONG THAT I HAVE SANG MANY TIMES HERE AT THIS PODIUM TO ASK TO SEE IF WE CAN PUSH IT FORWARD QUICKLY AND IT'S BEEN A CHALLENGE. PLEASE STAY ON IT AND THANK YOU SO MUCH FOR ALL OF THE HELP THAT YOU HAVE DONE AND THEN THE LAST THING I WANT TO MENTION IS ANOTHER ISSUE THAT IS ON THE COSCADA PUNCH LIST THAT HASN'T REALLY BEEN DISCUSSED AS MUCH BECAUSE WE HAVE BEEN FOCUSING ON THOSE FOUNTAIN SIGNS AND THAT IS THE LAKE DEBRIS CLEANUP. WE HAVE 16 LAKES IN COSCADA.

I HAD A HOME OWNER WHO CAME TO AN HOA BOARD MEETING JUST LAST NIGHT AND EXPRESSED WITH TREMENDOUS EMOTION HER UPSET THAT SHE HAS TO LOOK AT GARBAGE AND DEBRIS EVERY SINGLE DAY IN THE LAKE BEHIND HER HOUSE. GIANT BOLDERS, PIPES STICKING UP AND THEY'RE IN AIL 16 LAKES, SO I KNOW IT IS ON THE PUNCH LIST AND I'M SURE THAT THE CITY WILL HOLD THE DEVELOPER ACCOUNTABLE FOR CLEANING OUT THOSE 16 LAKES AS THEY HAVE COMMITTED TO DO, BUT MAYBE IF THERE'S A WAY FOR THAT TO BE MOVED THWART THE TOP OF THE LIST, THAT WOULD BE GREAT.

THE HOME OWNER LIVES ON A STREET CALLED PASSAGE WAY IN COSCADA.

I HAVE SHARED A PHOTO OF THESE GIANT BOULDERS WITH THE CITY CLERK. I APOLOGIZE, IT'S ON MY CELL PHONE, IT'S TOO SMALL TO SEE BUT SHE HAS IT.

THERE ARE PIPES THAT ARE EIGHT FEET TALL STICKING OUT OF THE LAKE SO IF WE COULD WORK ON THAT, THAT WOULD BE GREAT AND THANK YOU SO MUCH FOR THE SUPPORT OF THE COSCADA COMMUNITY

AND WE'RE VERY GRATEFUL. >> OKAY, THANK YOU.

ANYONE ELSE FROM THE PUBLIC ON NON-AGENDA ATEAMS?

ITEMS? >> JIM BA RON SIGNED UP.

>> HELLO, MY NAME IS JIM BARON, 11497 NORTHWEST 81ST PLACE.

RICH, YOU AND I HAVE HAD COMMUNICATION ON THIS AND I THINK IT'S NOT TAKEN SERIOUSLY ENOUGH.

I HAVE SENT YOU PICTURES OF THE PICKLEBALL COURTS THAT NOW HAVE CRACKS ON THEM AND THAT YOU RESPONDED TO ME THAT NEED TO BE ADDRESSED IMMEDIATELY. I PLAY THERE EVERY DAY.

TODAY, SOMEONE OLDER THAN ME GOT THEIR SHOE CAUGHT IN THERE AND THE REASON I BROUGHT IT TO THEIR ATTENTION IS BECAUSE IF SOMEONE FALLS, THE CITY OF PARKLAND IS GOING TO BE IN FOR A LAWSUIT.

AS A TAXPAYER, THAT'S WHY I CAME TO YOU AS SOON AS I SAW THOSE CRACKS, YOU SAID YOU DID NOT KNOW ABOUT IT AND THAT THE CRACKS ARE NOT BIG ENOUGH TO CLOSE -- I THINK IT'S THREE COURTS ON THE EAST SIDE. THESE ARE THE BRAND NEW ONES THAT NEED TO BE FIXED. PLAY THERE FOUR TO FIVE DAYS A WEEK AND YOU AND I COMMUNICATED ON MAY SECOND AND I'M WONDERING WHY NOW IT'S NOW WHAT, THE2 AND NOW IT'S NN AND I'M WONDERING W

[00:10:02]

NOW IT'S ND AND I'M WONDERING WY NOW IT'S NOW WHAT, THE 18TH? WHY SOMEBODY HASN'T PHYSICALLY GONE OUT THERE.

I SAW SOMEONE, SOMEBODY FROM THE CITY OUT THERE JUST LOOKING AT IT, TAKING PICTURES, SO I WOULD LIKE TO KNOW THIS HASN'T BEEN

ADDRESSED SOONER. >> NORMALLY WE DON'T GO BACK AND FORTH BUT YOU SAID NOBODY HAS GENE OUT THERE TO LOOK AT IT BUT YOU SAW SOMEONE GOING OUT THERE TO TAKE PICTURES.

I JUST WANT TO CLEAR, FOR THE RECORD, YOU SAID YOU DIDN'T SEE ANYBODY. BUT THEN YOU DID SEE SOMEONE TAKE PICTURES. THAT'S ALL.

NO EXPLANATION NEEDED. THANK YOU.

THANK YOU. >> I HAVE STAFF IN THE BACK THAT

CAN TALK TO YOU. >> THANK YOU VERY MUCH.

>> ANYONE ELSE TO SPEAK ON NON-AGENDA ITEMS? PETER? IS THIS THE STORM ORDER OR NO?

>> THAT'S NEXT. >> ALL RIGHT.

>> [INDISCERNIBLE] NORTHWEST 63RD WAY.

I'M HERE TO TALK ABOUT THE APRIL STRATEGIC PLANNING SESSION.

IT'S A WAYS BACK. AT THAT TIME YOU TALKED ABOUT HOW TO SPEND THE ARPA MONEY AND YOU DECIDED TO SPEND IT ON, I THINK, THE RANCHS TO DO SOMETHING THEREES TO DO SOMETHING THERE FOR LIKE $4 MILLION AND TURNBRIDGE ANOTHER MILLION-AND-A-HALF OR SOMETHING LIKE THAT.

THERE'S ABOUT $600,000 LEFT IN ARPA MONEY.

I WOULD LIKE TO USE THAT MONEY TOWARDS SOMETHING ELSE THAT WAS DISCUSSED AT THAT MEETING, THE PINE TREE SWELLS.

YOU MENTIONED THEY NEEDED TO BE TAKEN CARE OF AND IT WAS DISMISSED BY -- I FORGET THE EXACT TERMINOLOGY.

I'M SURE THERE'S VIDEO OR AUDIO OF IT.

IT'S A DIFFERENT ANIMAL OR IT'S NOT NECESSARY AT THIS TIME OR WE CAN'T DO SOMETHING ABOUT IT. IT MAKES ME WONDER WHO'S THE ONE, I'M SURE IT'S YOU GUYS, DECIDING WHERE THIS ARPA MONEY IS SPENT. YOU ACKNOWLEDGED THE FACT THAT THERE NEEDS TO BE WORK DONE ON PINE TREE BUT YOU'RE SPENDING IT TO REPAIR THE DITCHES IN RANCHES AND ALSO REPAIR THE TURNBRIDGE.

TURNBRIDGE IS PART OF THE WATER CONTROL DISTRICT AND THERE WAS NO MENTION IN THERE ABOUT ASKING THEM TO HELP WITH THE PAYMENT OF THAT, WHICH I FIND KIND OF STRANGE BECAUSE PROBABLY IF YOU LOOK AT A MAP, THERE'S A THIRD TO A QUARTER OF THE TURNBRIDGE CANAL, THERE WAS NO MENTION IN THERE WHY DON'T WE GO TO THEM TO HELP US PAY FOR THIS? YOU'RE GOING TO PAY FOR IT YOURSELF, WHICH DOESN'T MAKE SENSE TO ME TO BEGIN WITH, BUT WHAT I'M ASKING FOR IS THAT YOU TAKE THIS $600,000 THAT'S LEFT IN THE ARPA MONEY AND APPLY IT TOWARDS REPAIRING THE SWELLS IN PINE TREE. ONCE AGAIN, THE MOST IMPORTANT THING TO ME IS WHO MAKES THIS DECISION THAT IT'S MORE IMPORTANT TO REPAIR THE DITCHES IN THE RANCHES AS OPPOSED TO PINE TREE TRAILS OR TURNBRIDGE. I KNOW YOU'RE NOT GOING TO ANSWER QUESTIONS BUT THAT'S MY STATEMENT.

I JUST DON'T GET IT. I HAVE A GOOD IDEA WHY IT IS BUT I CAN'T SAY THAT RIGHT NOW. IF YOU WANT TO KNOW, I WILL BE

MORE THAN HAPPY TO TELL YOU. >> OKAY, I THINK WE'RE GOOD FOR NOW. OKAY.

VERY GOOD. ANYONE ELSE WOULD LIKE TO SPEAK ON NON-AGENDA ITEMS? SEEING THAT THERE'S NONE,

COMMISSIONER CUTLER? >> MAYOR, I DON'T HAVE ANY COMMENTS TONIGHT BECAUSE I HAVE NO VOICE.

>> MARK THIS DOWN IN THE HISTORY BOOKS.

[LAUGHTER] >> RIGHT, THAT WILL BE IN

YOUR -- >> WE'LL JUST GO DOWN THE LINE.

COMMISSIONER MAYORSOHN. >> I'M GOING TO TAKE SOME OF KEN'S COMMENTS. FIRST OF ALL, I KNOW HE'S NOT HERE TODAY, BUT I DO WANT TO ACKNOWLEDGE SERGEANT RIZA.

[00:15:12]

THEY ACKNOWLEDGED OFFICERS, CORAL SPRINGS OFFICERS AS WELL AS CORPORAL AND FIRE AND SERGEANT RIZA WAS NAMED SUPERVISOR OF THE YEAR. HE'S DONE ON AMAZING JOB.

HE'S EXTREMELY COMMITTED, ESPECIALLY NOT ONLY SUPERVISING THE SROS BUT WITH OUR CHILDREN AND IS A GREAT RESOURCE SO, AGAIN, I WANT TO JUST COMMEND HIM, CAPTAIN I KNOW YOU WERE THERE, BUT I PASSED ON MY SENTIMENTS TO HIM.

MST BASEBALL. THAT ARE WHAT?

27-0 NOW? >> YES.

>> AND THEY'RE GOING TO THE FINAL FOUR IN FORT MYERS, SO --

>> [INAUDIBLE] ASMT SO, AMAZING GROUP OF KIDS AND HOPE.

SO, AMAZING GROUP OF KIDS AND HOPE THEY AREHOPE T SO, AMAZING HOPE THOPE THEY ARE EXTREMELY SUCCESSFUL.

AROUND MOTHER'S DAY, THE PRINCIPAL MAKES CUP CAKES AND MIXES ABOUT 2400 OF THEM AND SERVES THEM TO HER STAFF, TEACHERS, THE COMMUNITY, I DON'T KNOW IF YOU GUYS --

>> THE COMMISSION? >> I GOT MY SHARE.

[LAUGHTER] SO I JUST WANT TO ACKNOWLEDGE HER AND THANK HER FOR THAT AND IT'S JUST AMAZING WHAT SHE DOES.

THERE WAS COMMUNITY INVOLVEMENT AWARDS PROBABLY A COUPLE OF WEEKS AGO AND BEN RILE, A SENIOR VOLUNTEER AT RIVERGRADES, OTHERWISE KNOWN AS MR. BEN WAS RECOGNIZED AND RECEIVED THE VOLUNTEER OF THE YEAR AWARD SO I WANT TO ACKNOWLEDGE MR. BEN AND THANK HIM FOR HIS SERVICE AND HE'S BEEN A VOLUNTEER ASSET TO RIVERGRADES.

ALYSON, IT'S MY UNDERSTANDING THAT CIVICS PLUS IS NOW LIVE.

>> AS OF TODAY, THEY'RE UP THERE ON THE SITE SO WE JUST HAVE TO FINISH OUR FORM OUT. I THINK THERE'S TWO OTHER

ENTITIES JOINING US. >> RIGHT, SO FOR THOSE OF YOU WHO AREN'T AWARE, YEARS HAS BEEN THAT WE HAVE ADVERTISING IN THE NEWSPAPER AND NOW WE CAN JUST DO IT ON A WEBSITE PORTAL SO IT MAKES THE TRANSACTION SO IF WE WERE TO HAVE SOMETHING WE NEED TO ADVERTISE TODAY AND WE NEEDED TO MEET A CRITERIA, WE DON'T HAVE TO WORRY ABOUT SENDING IT OUT TO THE NEWSPAPER.

ALYSON PUMPS IT IN AND IT GOES LIVE.

THAT'S BEEN A HUGE LEAP FOR US AND IT'S ONE OF THE THINGS THAT THE LEGISLATURE HAS GIVEN MUNICIPALITIES THE ABILITY TO DO. I KNOW ANTHONY AND NANCY WORKED ON IT. I KNOW WE HAVE THE YOUTH AMBASSADORS HERE. WE'RE GOING TO BE RECOGNIZING THEM EH TONIGHT BUT I WANT TO THANK THEM FOR THEIR HARD WORK, TREMENDOUS EFFORTS AND TRULY APPRECIATE EVERYTHING THEY HAVE DONE FOR THEIR EM FOR THEIR HAR TREMENDOUS EFFORTS AND TRULY APPRECIATE EVERYTHING THEY HAVE DONE FOR THEIR CITY, ESPECIALLY THEIR RECYCLING PAMPHLET AND FINALLY, WAS IT YESTERDAY?

>> I DON'T KNOW WHAT YOU'RE GOING TO SAY.

>> A HAPPY BIRTHDAY TO MAYOR WALKER'S WIFE, CATHERINE.

[APPLAUSE] AND THOSE ARE MY COMMENTS.

>> THANK YOU VERY MUCH. COMMISSIONER ISROW?

>> THANK YOU, MAYOR. FOR THOSE OF YOU WHO HAVEN'T HAD A CHANCE TO HEAR THE CONVERSATION PRIOR TO THIS MEETING, WE JUST HAD A WORKSHOP ON THE RESIDENTIAL PORTION OF THE HERON BAY PROJECT AND IT WAS A VERY GOOD CONVERSATION, I WOULD SAY, AND I THINK IT WENT REALLY WELL.

I WOULD ASK ANYONE WHO WAS NOT ABLE TO ATTEND IT TO WATCH IT ONLINE BECAUSE YOU WILL SEE THAT THERE'S STILL A LOT THAT REMAINS TO BE DETERMINED BUT I HOPE THAT CAN APPRECIATE THIS IS SOMETHING THAT'S GOING TO BE A VERY HELPFUL OPPORTUNITY FOR THE CITY OF PARKPARKLAND, NOT JUST FOR T HOMES IT WILL BUILD FOR THE RESIDENTS BUT FOR THE TAX BASIS AND ALSO THE RECORPORATION FOR

[00:20:01]

THE INVESTMENT. WE TOOK A CALCULATED RISK AND IT WAS FOR GOOD REASON. I THINK THAT'S IMPORTANT TO POINT OUT. I ATTENDED A BROWARD LUNCHEON THANKS TO BOB MAYERSOHN AND IT WAS NICE TO SEE YOU IN YOUR ELEMENT AND THE WAY THE BROWARD LEAGUE ARE WORKING AND THE OPPORTUNITY TO NOW GET PARKLAND A LITTLE BIT MORE INVOLVED IN THAT MORE COUNTY LEVEL SO THANK YOU FOR THAT WORK THAT YOU DO, BOB, AND THANKS TO ASTIN GARDENS FOR HOSTING US BECAUSE I HAVE A RESERVED SPOT WHEN I'M READY. ALSO ATTENDED THE 24TH ANNUAL LIFT FOR ALYSSA EVENT. FOR ANYONE WHO HAS NOT HAD THE OPPORTUNITY TO ATTEND, I STRONG LE SUGGEST YOU LOOK INTO IT FOR NEXTSTRONGLY SUGGEST YOU LOOK I IT FOR NEXT YEAR.

THIS ORGANIZATION DOES AMAZING THINGS FOR CHILDREN BEYOND OUR COMMUNITY AND THIS IS AN ABILITY FOR US TO SUPPORT AN ORGANIZATION THAT'S DONE SO MUCH TO HELP US.

STATE OF THE CITY, I THINK IT WAS FANTASTIC AND I'M GOING TO GIVE A LOT OF THE CREDIT TO OUR CITY STAFF.

THAT EVENT TAKES A LOT OF WORK, NOT JUST BAHS IT'S AN ORGANIZATION. THE ACTUAL PUTTING TOGETHER THE MORE DIGESTIBLE VERSION OF ALL THE INNER WORKINGS AND ONGOINGS OF THIS CITY IS A DIFFICULT THING TO DO AND I THINK THE STAFF DID A GREAT JOB OF MAKING THAT MEANINGFUL TO THE RESIDENTS. LAST I'M GOING TO TALK ABOUT THE WEDGE PARK SURVEY. IF YOU HAVE NOT TAKEN IT, GO TO CITYOFPARKLAND.ORG. THERE'S A PROPOSAL AND THIS IS THE TIME FOR COMMUNITY INPUT. GIVE US YOUR FEEDBACK, YOUR THOUGHT OFFENSE WHAT YOU LIKE, WHAT YOU DON'T LIKE SO WE CAN USE IT AND BUILD SOMETHING WE CAN BE PROUD OF.

THAT'S ALL I'VE GOT, THINK. >> THANK YOU, VICE MAYOR BRIER.

>> THANK YOU, THIS IS CATHERINE'S HUSBAND SO I'M GOING TO WISH OUR FIRST LAY DAY A HAPPYAY AY A DY A HAPPY BELATED BIRTHDAY. THEY'RE BOTH HERE SO I DON'T KNOW WHERE THE HECK THEIR FIVE KIDS ARE.

[LAUGHTER] THE STATE OF THE CITY WAS WONDERFUL. OUR BEATS AND EATS COMING BACK ON JUNE 3RDRD. I WANT TO CONGRATULATE ALL OUR STUDENTS, ESPECIALLY OUR HIGH SCHOOL STUDENTS, ON AN UPCOMING GRADUATION. IT'S A MILESTONE EVENT FOR THEM AND I KNOW MARJORIE STONEMAN DOUGLAS HAS THEIRS COMING UP.

WE HAVE AN EVENT TO HONOR OUR VETERANS AND THOSE WHO PAID THE ULTIMATE SACRIFICE ON MAY 28TH AT THE AMPHITHEATER.

WE HAVE THE HOME FOR DOGS EXPO AT BARKLAND PARK.

I JUST WANT TO THANK ALL OF OUR RESIDENTS FOR COMING OUT TONIGHT. WE HAVE OUR YOUTH AMBASSADORS THAT WE'RE AWARDING WHO ARE EXCEPTIONAL YOUNG PEOPLE WHO ARE GOING TO WIND UP CHANGING THE WORLD AND WE HAVE OTHER GREAT RECOGNITIONS. I ECHO THE COMMENTS THAT COMMISSIONER ISROW MADE ABOUT THE HERON BAY PROJECT WITH THE DOG LEG AND THE RESIDENTIAL COMPONENT.

I ENCOURAGE ALL THE RESIDENCE DIDN'TS TO WATCH THE VIDEO.

I KNOW IT'S TWO PLUS HOURS BUT I THINK IT'S EDUCATIONAL AND INSTRUCTIVE ON WHAT'S GOING ON IN THAT PROCESS.

LAST IS THE WEDGE PRESERVE PARK. THIS IS A GREAT OPPORTUNITY FOR OUR RESIDENTS TO HAVE GREAT INPUT ON OUR CITY FOR DECADES TO COME. WE HAVE A GRANT THAT MANDATES THAT, BUT FOR THE RESIDENTS WHO COME OUT TO VOICE THEIR CONCERNS, TEN WON'T BUT THEN WANT TO COME OUT AFTER IT'S TOO LATE ON FACEBOOK, BY PAR THEYS PA PARTICIPATE. THAT PARK WILL BE HERE FOR A LONG TIME TO COME. WITH THAT, THANK YOU VERY MUCH.

>> WIN OF THE GOOD THNE OF THE GOING LAST IS THEY ALREADY SAID

[00:25:05]

EVERYTHING. NOW, THE STATE OF THE CITY, THE STAFF, WELL DONE. I HAD A LOT OF FUN DOING THAT.

THE SPECIAL MEETING WE HAD, THIS SHOWS THE COMMISSION HOW WELL WE WORK TOGETHER. IT WAS HARD TO GET TO THAT POINT. WE HAD A LOT OF DIALOGUE, A LOT OF BACK AND FORTH, BUT WE ULTIMATELY CAME TO THE DECISION TO PURCHASE IT AND I THINK TODAY WAS CERTAINLY AN EYE-OPENER, PROVING THAT THAT WAS A GOOD DECISION, THERE'S STILL A LOT OF WORK TO DO, BUT WE CERTAINLY ARE GETTING OFF ON THE RIGHT FOOT SO I'M VERY EXCITED ABOUT THAT. MSD BASEBALL, GREAT TO SEE THEM DOING SO WELL. YES, MY WIFE.

SHE NEVER COMES TO THE MEETINGS AND HERE SHE IS.

SHE JUST WANTS EVERYONE TO SAY HAPPY BIRTHDAY.

[LAUGHTER] YOU DON'T GET ENOUGH HAPPY BIRTHDAYS. BUT ANYWAY, ALL KIDDING ASIDE.

THERE IS ONE ADDITIONAL THING. MSD FOOTBALL HAS THEIR CAR WASH ON SATURDAY 9:00 TO 12:00. I THINK IT'S $10 OR WHATEVER FOR A CAR WASH SO IF YOU NEED TO GET YOUR CAR WASHED, I DON'T KNOW HOW GOOD A JOB THEY WILL DO BUT THEY'RE RAISING MONEY FOR A GOOD

[6. Proclamations and Recognitions]

CAUSE NONETHELESS. WITH THAT BEING SAID, LET'S GO AHEAD WITH OUR PROCLAMATIONS AND RECOGNITIONS.

WE'LL HEAD DOWN TO THE WELL. WE'RE GOING TO GO A LITTLE OUT OF ORDER SO BEAR WITH ME.

ALL RIGHT, WE'RE GOING TO START OFF WITH THE MARJORY STONEMAN DOUGLAS TRACK TEAM. GET THEM ALL TO COME DOWN.

>> SHOULD BE FAST. >> EXACTLY.

THAT'S A GOOD POINT. [APPLAUSE] YOU CAN BRING THE DOG NEAR ME. NO WORRY.

> >> THIS IS MACK.

THE MARJORY STONEMAN DOUGLAS TRACK AND FIELD TEAM RETURNED WHERE 12 STUDENTED COMPETED WITH THE BEST OF THE BEST.

OUR MSD TEAM WAS ABLE TO SHINE AT THAT COMPETITION.

THEIR WORK BEGAN IN JANUARY WITH TRAINING TWO HOURS A DAY EVERY DAY MONDAY THROUGH FRIDAY E. BECAUSE OF THEIR HARD WORK, THESE HIGH SCHOOL STUDENTS WERE ABLE TO SET THEIR OWN PERSONAL RECORDS FOR DISTANCE AND TIME IN A NUMBER OF CATEGORIES INCLUDING LONG JUMP, HIGH JUMP, HURDLES, 200-YARD DASH, POLE VAULT, DISTANCE AND RELAYS. HEAD VARSITY GIRLS TRACK COACH SAYS SHE'S INSPIRED BY THESE STUDENTS WHO HAD TO TRAIN DURING SOME OF THE HOTTEST HOURS OF THE DAY.

SO WE WANT TO RECOGNIZE THE COACHES ON BEHALF OF THE CITY COMMISSION. CONGRATULATIONS ON A GREAT SEASON AND FOR ALL YOUR HARD WORK AND DEDICATION.

[APPLAUSE]

[00:30:05]

CONGRATULATIONS. >> AWESOME WORK.

KEEP IT UP. [APPLAUSE]

>> I STAY? ALL RIGHT.

THE YOUTH AMBASSADORS. THAT'S YOU GUYS.

>> CONGRATULATIONS. >> THANK YOU.

>> ALL RIGHT. SO THE YOUTH AMBASSADOR PROGRAM CONSISTS OF FIVE STUDENTS FROM THE CITY OF PARKLAND WHO EXHIBIT STRONG CITIZENSHIP AND COMMUNITY INVOLVEMENT.

THE VISION OF THIS PROGRAM IS TO DEEPEN THE COMMITMENT OF CITY ENGAGEMENT FOR THE PUBLIC SERVICE LEADERS OF TOMORROW.

OUR YOUTH AMBASSADORS REFLECTED THAT VISION IN THE WORK THEY HAVE DONE THROUGHOUT THE YEAR, IN THEIR COMMUNITIES, SCHOOLS AND IN THEIR ROLES IN MUNICIPAL GOVERNMENT.

I DID NOT PREPARE THE TITLE FOR THIS.

[LAUGHTER] >> NEITHER DID I.

GOOD EVENING. CHRIS JOHNSON, FINANCE DIRECTOR.

I ECHO EVERYTHING ANTHONY JUST SAID AND I APOLOGIZE FOR THE LONG TITLE. TONIGHT WE'RE HERE TO HAVE THE INITIAL READING ON THE PROPOSAL STORMWATER FEE ASSESSMENT.

THIS HAS BEEN GOING ON FOR A LONG TIME BUT STORM WATER UTILITY FEES CAN BE IMPOSED TO USE THAT MONEY TO PLAN, CONSTRUCT AND OPERATE SYSTEMS. IN GENERAL, THESE FEES ARE BASED ON PROPERTIES IN IMPERVIOUS AREAS.

ALL THE INFORMATION FROM THE RESIDENTS, THEIR HOMES AND THEIR PARCELS, CALCULATE THE NUMBER OF DWELLING UNITS, MEASUREMENTS OF THE IMPERVIOUS AREA AND THEY CAME, USED THAT INFORMATION TO DERIVE SOME FEES. THESE FUNDS CAN BE USED FOR ANNUAL STORM DRAINING CLEANS, REPAIRS, MAINTENANCE, CAPITAL PURCHASES, REPAYMENT OF LARGER DEBTS AND THERE ARE TWO DIFFERENT WAYS THIS FEE CAN BE ASSESSED, ONE IS ON THE TAX BILL AND ONE IS IF WE OWN ADD WATER UTILITY OR WELCOME UTILITY, IT WILL BEE UTILITY,L UTILITY, IT E UTILITY, IT WILL C UTILITY, IT WILL T UTILITY, IT WILR UTILITY, IT WILIC UTILITY, IT WILL BE TACKED ON THERE. THIS HAS BEEN GOING ON FOR SOME TIME. THE CONSULTANT GATHERED EVERYTHING AND THAT REPORT WAS GRANTED TO YOU ALL IN DECEMBER

[00:55:01]

OF 2022. BACK IN FEBRUARY, RESOLUTION 2023 [INDISCERNIBLE] TO LEVY AN ASSESSMENT FEE.

THERE'S VERY WRIT REQUIREMENTS TO IMPLEMENT SUCH A STORM WATER FEE AND THE FIRST THING WITH HAD TO DORIDGE REQUIREMENTS TO IMPLEMENT SUCH A STORM WATER FEE AND THE FIRST THING WITH HAD TO DO WAS ADVERTISE OUR INTENT WHICH WE DID ON THOSE FOUR DATES LISTED ABOVE. SO THEN BEFORE THAT WE RECEIVED OUR EXTENSION FROM THE COUNTY TO PASS THE RESOLUTION.

THAT DEADLINE WAS MARCH 1ST. AS I SAID, THAT WAS PASSED UNANIMOUSLY BACK IN FEBRUARY. ONE THING SOME OF THE REQUIREMENTS, JUST BECAUSE WE PASSED THIS ORDINANCE DOES NOT MEAN WE'RE LEVYING AN ASSESSMENT.

THAT WILL COME AT A LATER DATE IN JULY WHEN THE RATE RESOLUTION IS ADOPTED. WE'RE GETTING YOUR GUIDANCE TO PROCEED WITH THE ORRED NANCE AND FOLLOW UP WITH THE INITIAL RATE RESOLUTION. AT THAT POINT, IT BECOMES [INDISCERNIBLE] AND THERE WILL BE ANOTHER HEARING TO FORMALLY ADOPT THIS FEE. WHAT DOES THIS DO? IT GIVES US PROGRAM MANAGEMENT ABILITIES, REGULATORY COMPLIANCE AND THE ABILITY TO DO LARGER CAPITAL IMPROVEMENT PROJECTS SUCH AS UPGRADES OR PLACEMENTS AND RESTORATION AND SUCH.

SO WITH THE OF SERVICE AND RATE IMPLICATIONS, BASED ON WHERE WE ARE AT RIGHT NOW, PROGRAM, MANAGEMENT, AND REGULATORY COMPLIANCE IS APPROXIMATELY A LITTLE OVER $200,000.

THE MAINTENANCE CREW IS JUST ABOUT $300,000 AND THESE MAINTENANCE COSTS HAVE BEEN ALLOCATED ACROSS EACH OF THE FIVE DISTRICTS RECEIVING THE FOLLOWING SERVICES.

IC SEE THAT PROGRAM MANAGEMENT, REGULATORY COMPLIANCE AND OPERATIONS AND MAINTENANCE OF CITY-WIDE ROADS ARE ACROSS ALL FIVE DISTRICTS. THE SECONDARY ROADS IS FOR THE CITY-MAINTAINED AREA AND THE RANCHES AND THE RANCHES HAVE A SEPARATE ASSESSMENT FOR THEIR OPERATIONS AND MAINTENANCE.

THESE ARE THE RECOMMENDED RATES PROVIDED BY THE CONSULTANT.

YOU CAN SEE THE PINE TREE AREAS ABOUT $38 PER YEAR.

THE CITY MAINTAINED AREAS ARE $78 PER YEAR AND THE RANCHES IS ABOUT $178 PER YEAR. ONCE YOU COMPILE ALL THE UNITS AND CALCULATE ALL THE RATES, THE CITY WILL RECEIVE APPROXIMATELY $500,000 IN DEDICATED REVENUE. IT IS A SEPARATE STANDALONE SEPARATE FUND. ALL THE MONEY RECEIVED HAS TO BE USED FOR STORMWATER RELATED USES SO I WANT TO MAKE SURE THAT'S PERFECTLY CLEAR. HERE'S A LITTLE MATH.

IT MAY BE HARD TO SEE BUT IT DELINEATES WHERE THE VARIOUS BOARDS ARE FOR EACH DISTRICT. THE LARGE AREA HERE, THE WESTERN PART OF THE CITY AND THE WEDGE. THAT'S THE LOWEST RATE, AT ABOUT $37, $38 PER YEAR. THE AREAS TO THE EAST, THE RANCHES, THEY'RE IN THE RED AND CYPRESS IS THERE, HOW THOSE AREAS WILL BE CHARGED PROCEEDING DOWN THIS STORMWATER ASSESSMENT.

>> I WANT TO JUST GO THROUGH THIS ONE MORE TIME TO JUST WRAP UP YOUR PRESENTATION. IT WAS GREAT BUT I JUST WANT TO -- ONE OF THE THINGS THAT WE DIDN'T MENTION, WHICH I THINK IS IMPORTANT TO POINT OUT IS THE FACT THAT WE'RE SPENDING -- WE HAD A RESIDENT TALK ABOUT ARPA FUNDING EARLIER.

WE'RE SPENDING $6 MILLION TO $7 MILLION IN THE RANCHES AND THEN $1.6 MILLION AT THE TURNBRIDGE PROJECT WHICH BENEFITS THE PINE TREE AREA. BEATH THOSOTH THOSE PROJECTS, T NUMBERS THAT WE HAVE ARE ESTIMATES.

THOSE ARE ESTIMATED BUDGETS THAT WE HAVE SET FOR ARPA FUNDS.

THE BALANCE OF ARPA FUNDING WE PUT INTO REVENUE LOSS?

>> YES, THAT'S CORRECT. >> ARPA FUNDING IS EITHER FOR

[01:00:07]

INFRASTRUCTURE PROJECTS, SEWER, WATER, THINGS LIKE THAT, OR REVENUE LOSS FOR THE CITY. THE CITY WAS ABLE TO RECALL

ABOUT $10 MILLION -- >> $10 MILLION WAS THE MAXIMUM

ALLOWED BY THE U.S. TREASURY. >> OKAY, SO IF WE GO OVER ON THOSE ESTIMATES, THAT MONEY WILL HAVE TO COME FROM THE GENERAL BUDGET, SO WE MAY OR MAY NOT NEED ADDITIONAL FUNDING FROM OUR ORIGINAL ESTIMATES SO ANY MONEY POTENTIALLY LEFTOVER MORE THAN LIKELY P WILL GET USED IN THIS PROJECT.

WE ESTIMATED THIS A COUPLE OF YEARS AGO SO ODDS ARE COSTS HAVE GONE UP. LOOK, NOBODY WANTS TO RAISE TAXES. I NEVER WANT TO RAISE TAXES.

WIN THING I LIKE IN PARTICULAR WITH THIS FEE IS THIS FEE CAN ONLY BE USED IN THESE PURPOSES. THE CITY IS SPENDING CLOSE TO $8 MILLION, 9 MILLION FOR THOSE TWO PROJECTS.

THIS FEE WILL HELP MAINTAIN THOSE PROJECTS FOR THE LIFE OF THAT PARTICULAR PROJECT. SO THAT'S IMPORTANT.

ANOTHER THING THAT THIS WILL ALLOW US TO DO IS TO ALLOW US TOO POTENTIALLY SAVE SOME MONEY FOR FUTURE CAPITAL PROJECTS AND ONE OF THE FIRST CAPITAL PROJECTS THAT WE'RE LOOKING TO DO IS TO CLEAN AND REPLACE THE OUTFLOW THAT IS LEAD TO THE SOD GRASS CANALS. WE'RE GOING TO CHANGE THE PIPING, THE INFRASTRUCTURE. WE'RE GOING TO DO THAT WORK ONCE WE GENERATE ENOUGH CAPITAL FROM THIS PARTICULAR FEE.

WE ALREADY HAVE CAPITAL PROJECTS THAT WE'RE LOOKING TO MOVE FORWARD WITH ONCE WE'RE ABLE TO GENERATE SOME OF THAT MONEY, SO IT DOESN'T COME OUT OF OUR GENERAL FUND.

AGAIN, THESE FEES CAN ONLY BE USED IN THIS PARTICULAR INSTANCE. WE'RE GOING TO BUY A STORM VAC TRUCK WHICH WILL HELP US CLEAN OUT DRAINS AND CULVERTS WHICH WILL BENEFIT ALL THE CITIZENS. THIS IS SOMETHING WE REVIEW EVERY YEAR JUST LIKE WE DO WITH THE FIRE ASSESSMENT WHERE COMMISSIONER MAYERSOHN SAYS I DON'T THINK HOW WE DO IT.

THIS IS SOMETHING THAT COMES UP YEAR AFTER YEAR.

DO WE WANT TO CONTINUE HAVING THE FEE? DO WE WANT TO RAISE OR LOWER THE FEE? BEFORE WE CAN RAISE THE FEE, WE HAVE TO DO ANOTHER ASSESSMENT.

WE CAN'T JUST RAISE THE FEE ON OUR OWN.

WE HAVE TO SDWLAUF LIKE WE DID WITH THIS PARTICULAR SURVEY THAT OUR CONSULTANTS ARE THE ONES THAT GAVTHAT GAVE US THESE NUMB.

SOME BENEFIT MORE THAN OTHERS SO THAT'S THIS IN A NUTSHELL.

I DON'T KNOW IF YOU WANT TO COME UP.

ANYBODY ELSE HAVE ANY QUESTIONS FOR CHRIS?

>> THE ONLY THING THAT I WANT TO SAY ABOUT THIS FEE IS THAT IT IS TIERED. YOU DO HAVE PROGRAM MANAGEMENT.

THERE ARE LEVELS. IF YOU GO BACK TO ONE OF THE SLIDES -- OH, NO. THIS ONE KIND OF EXPLAINS, THIS EXPLAINS THAT EVERYBODY IS PAYING FOR THE PROGRAM MANAGEMENT. EVERYBODY IS PAYING AT THIS POINT FOR REGULATORY COMPLIANCE. THERE ARE SOME DIFFERENCES DEPENDING ON THAT SECTION YOU LIVE IN THAT YOU'RE PAYING

ADDITIONAL -- >> THAT'S THE NEXT SLIDE.

IF YOU GO TO THE NEXT SLIDE. >> RIGHT, IF YOU'RE PAYING ADDITIONAL. THAT'S WHY, AGAIN, NOT TO BELABOR THE POINT BUT IT'S TIERED.

>> THAT'S WHY YOU LIKE THIS ONE. >> THAT'S WHY I LIKE THIS ONE AND JORDAN CHIMED IN [LAUGHTER] THOSE ARE ALL GREAT POINTS. WE AIL HAVE TO PAY THE FEE. WE DON'T GET TO NOT PAY THE FEE BECAUSE WE'RE ON THE COMMISSION.

I DON'T WANT TO PAY ANY MORE MONEY THAN I HAVE TO BUT THIS BENEFITS THE CITY OF PARKLAND AND THE MAIN DRIVER FOR ME IS WE'RE SPENDING $8 MILLION TO DO TWO PROJECTS.

THIS IS GOING TO DRAMATICALLY HELP MAKE SURE THOSE IMPORTANTS ARE MAINTAINED PROPERLY AND THAT'S -- IF WE DON'T MAIN TEENAGE THOSE PROJECTS PROPERLY, WE'RE THROWING AWAY THAT MONEY.

IF THERE ARE NO MORE COMMENTS, WE'LL MOVE TO PUBLIC COMMENT.

PETER? >> I HAVE TWO.

>> OKAY. WHO IS FIRST?

>> JIM MILES. >> JIM?

[01:05:10]

>> JIM MILES. LIVE ON 71ST TERRACE AND THE QUESTION I HAVE IS IS THE ARPA MONEY GOING TO BE USED FOR THE OUTFLOWS INTO THE CANAL BY THE SOD GRASS?

>> WE DON'T TYPICALLY GO BACK AND FORTH IN THIS PARTICULAR BUT I WILL ANSWER THAT QUESTION. ARPA FUNDS ARE NOT.

THE OUTFLOWS THAT WILL BE DONE WILL BE PART OF THE FUTURE CAPITAL PROJECTS OF THE MONIES WE ELECT FROM THIS FEE.

THE ARPA FUNDS ARE SPECIFICALLY USED FOR THE TWO PROJECTS THAT I

SPEAK ABOUT EARLIER. >> I COULDN'T SEE THAT MAP VERY

CLEARLY -- >> I'M SURE CHRIS CAN GET YOU A COPY OF THE PRESIDATION. THANKS, JIM.

>> ALL RIGHT, SIR, PETE, YOU'RE. WE MISSED YOU, IT'S BEEN A

WHILE. >> I WOULD LIKE A COPY OF THAT, TOO, IF YOU DON'T MIND. YOUR MAP IS A LOT BETTER THAN

THE ONE IN THE REPORT. >> WHEN I WAS UP HERE EARLIER, I WOULD LIKE A RESPONSE TO THE QUESTIONS.

I KNOW YOU DON'T ANSWER ANY QUESTIONS BUT I WOULD LIKE TO HAVE A RESPONSE WHEN I DID THE PUBLIC NON-AGENDA ITEMS AND I WOULD LIKE TO KNOW WHO IS GOING TO RESPOND TO ME AND SAME WITH THE QUESTIONS I ASK NOW, WHO IS GOING TO RESPOND TO ME.

6195 NORTH [INDISCERNIBLE] >> WE MET AT OUR OFFICE AND WHEN YOU WANT TO COME MEET WITH US, WE CAN SIT DOWN WHEN EVER YOU WOULD LIKE. I'M ALWAYS HAPPY TO SIT DOWN WITH YOU. I THINK WE SPENT THE LAST TIME AN HOUR AND A HALF, TWO HOURS, WHY'RE.

>> IT WAS NOT THAT LONG BECAUSE YOU HAD A MEETING AT 12:00.

>> ANY TIME MY DOOR IS ALWAYS OPEN.

IF YOU WANT SOMEBODY ELSE TO ANSWER YOUR QUESTIONS, WE CAN HAVE THAT. YOU WILL GET YOUR QUESTIONS ANSWERED AND I WILL MAKE SURE SOMEBODY GETS BACK TO YOU.

>> YOU'RE MY CONTACT? >> I'M YOU'RE CONTACT.

>> ALL RIGHT. I LIKE THAT.

ANOTHER THING IS YOU LIKE TO USE STATUTES, 197.3233 CAN STATE THAT YOU -- OH, SHOOT, THAT'S ON MY PHONE.

WHEN YOU GO TO READ IT, IT CONTRADICTS YOURS.

HEAR TESTIMONY FROM ALL INTERESTED PERSONS.

THAT'S WHAT WE'RE TALKING ABOUT TODAY.

ARE WE GOING TO BE LIMITED TO THREE MINUTES FOR THAT? YOU TALK AND WE'LL SEE WHERE IT GOES.

>> I WILL BE HERE FOR THE SECOND READING ALSO.

THERE ARE SO MANY OBJECTS TO THIS.

I DON'T MIND THE ADMINISTRATIVE FEES, FINE, BUT WHAT I OBJECT TO AND WOULD LIKE TOO SEE DIFFERENT AREAS OF THE DISTRICT, MAKE EACH ONE HAVE OWN ASSESSMENT. I'M TIRED OF PAYING FOR OTHER PEOPLE'S IMPROVEMENTS, YOUR OWN POLICIES STATE THAT THE PERSON RECEIVING THE BENEFIT WILL PAY FOR IT.

YOU CAN SEE IT IN YOUR BUDGETS. IT SAYS THAT IN THERE AND IN MY ESTIMATION, THERE'S BEEN ANYWHERE FROM 20 TO $24 MILLION SPENT IN THE RANCHES AND NOT ONE ASSESSMENT.

IF YOU TAKE THE ARPA MONEY OUT, THERE'S NEVER BEEN ONE ASSESSMENT. YOU SAY YOU'RE GOING TO ASSESS THEM BY YOU NEVER DO. WHEN PINE TREE IS MENTIONED AND THE FIRST WORD IS ASSESS THEM, ASSESS THEM.

I DON'T LIKE IT AND YOU CAN LISTEN TO YOUR MEETING MINUTES.

YOU CAN SEE IT IN YOUR DOCUMENTS ABOUT THE FIRST WORDS OUT OF YOU'RE MOUTH, ASSESSMENT. ASSESS IT.

[01:10:02]

I WAS AT YOU'RE APRIL STRATEGIC PLANNING SESSION AND YOU MOCKED THE RESIDENTS OF PINE TREE. YOU CAN GO BACK AND LISTEN TO IT. IT'S IN THERE.

I DON'T CARE FOR IT. I'M A RESIDENT OF PINE TREE AND I DON'T CARE FOR IT. I DON'T KNOW WHAT WE DID TO MAKE YOU MAD BUT THE FIRST THINGS OUT OF YOUR MOUTH IS LIKE YOU DON'T LIKE US AND I DON'T LIKE IT. YOUR TURN.

>> ALL I'M GOING TO SAY TO THAT BECAUSE, AGAIN, I DON'T WANT TO GO BACK AND FORTH. WE TREAT EVERYONE IS SAME.

THAT'S ALL I'M GOING TO SAY ON THAT.

WE WILL HAVE A CONVERSATION. I HAVE MY PHONE NUMBER AND E-MAIL. CALL ME WHEN YOU WANT.

>> I'M AT YOUR CONVENIENCE. >> ALL RIGHT, WE'LL SIT DOWN WITH SAWADI AND THAN PSI AND LOOK AT WHAT'S BEEN ASSESSED AND

WHAT HASN'T BEEN ASSESSED. >> I'M CLEAR WITH IT.

>> I'M CLEAR WITH IT. >> OKAY.

THANK YOU. ANYONE ELSE WISH TO SPEAK ON THIS ITEM? SEEING NONE, DID WE DO MOTIONS OR NO? DOES ANYBODY WANT TO

>> MOTION TO APPROVE. >> SECOND.

>> SO WE HAVE A MOTION BY COMMISSIONER ISROW AND A SECOND BY COMMISSIONER MAYERSOHN. COMMISSIONER CUTLER?

>> CHOKINGLY YES. (ROLL CALL VOTE)

[10. Comments by the Broward Sheriff's Office]

>> PLEASE SHOW IT PASSES UNANIMOUSLY.

COMMENTS BY THE BROWARD SHERIFF'S OFFICE.

IT WAS GREAT TO SEE YOU WAS IT YESTERDAY OR TODAY?

>> YESTERDAY. >> CONGRATULATIONS TO SERGEANT

RIZA. >> THANK YOU.

IT WAS VERY NICE TO SEE THE SUPPORT THAT WE RECEIVED.

WE WERE THERE WITH FIRE RESCUE TO HONOR OUR EMPLOYEES AND STAFF SO THINK FOR ATTENDING AND SUPPORTING US.

THAT CERTAINLY MEANS A LOT. WE RECOGNIZE SERGEANT MARCO RIZA. HE OVERSEES OUR SCHOOL RESOURCE OFFICER UNIT AND HE GOES ABOVE AND BEYOND EVERY DAY TO MAKE SURE THAT OUR SCHOOLS ARE SAFE AND THAT THE SROS ARE MENTORING STUDENTS AND OUT DOING CHECKS AND DOING ALL THE THINGS THEY FEED TO DO. FOR THAT ALONE, HE GOES ABOVE AND BEYOND. I WANT TO TALK A LITTLE BIT, I KNOW THE LAST TIME I WAS HERE I MENTION THAT HAD WE MADE SOME ARRESTS ON A CASE INVOLVING UNLOCKED VEHICLES.

I HAVE AN UPDATE ON THAT. LAST WEEK WE HAD OTHER SUBJECTS IN THE CITY TARGETING UNLOCKED CARS.

OUR DEPUTIES ON VIEWED THE INCIDENT AND PURSUED A VEHICLE ALL THE WAY TO HOLLYWOOD IN WHICH FOUR SUBJECTS FLED WITH OUR AIR SUPPORT AND CANINE WE WERE ABLE TO APPREHEND FOUR INDIVIDUALS. TWO WERE ADULTS AND TWO WERE

BARELY JUVENILES, THEY WERE 17. >> CAN YOU TELL THANK YOUS

NEIGHBORHOOD? >> THEY WERE IN PINE TREE.

>> AND YOU WERE THERE. >> WE WERE THERE.

>> AW. >> AND YOU APPREHENDED SOMEONE.

I THINK THAT'S IMPORTANT TO GET ON THE VEHICLE.

>> YESTERDAY, THERE WAS A VEHICLE WITH AN ELECTRIC KEY.

OUR DEPUTIES HIT ON THIS VEHICLE AND WERE ABLE TO PURSUE IT.

AGAIN, THE SUBJECT FLED AND WE WERE ABLE TO TRACK HIM DOWN THROUGH A BRIEF FOOT PURSUIT AND APPREHEND HIM AS WELL SO WE WERE ABLE TO MAKE AN ARREST IN THAT

CASE AS WELL. >> EXCELLENT.

>> LAST NIGHT, OUR CITY WAS SAFE BUT IN CORAL SPRINGS THERE WERE SUBJECTS TARGETING UNLOCKED VEHICLES SO WE PROVIDD AIR

[01:15:05]

SUPPORT TO THEM. THEY MADE NO ARRESTS OR APPREHENSIONS BY THERE WERE SUBJECTS, AGAIN, TARGETING VEHICLES. IT'S HAPPENING ALL OVER THE COUNTY. SOMETIMES IT COMES IN WAVES AND IT SEEMS LIKE THEY'RE HERE IN PARKLAND BUT OUR DEPUTIES ARE DOING EVERYTHING THEY CAN IN TERMS OF EXTRA PATROLS.

YOU MAY NOT SEE A MARKED PATROL CAR IN YOUR NEIGHBORHOOD BUT THAT DOESN'T MEAN WE'RE NOT THERE, YOU JUST DON'T SEE US BECAUSE WE DON'T WANT YOU TO SEE US AT THAT TIME.

WE'RE DOING SURVEILLANCE AND OTHER THINGS TO COMBAT THAT TREND OF GETTING INTO UNLOCKED CARS.

IF RESIDENT CANS LOCK THEIR VEHICLES, TAKE THEIR KEYS OUT OF THE CAR, DON'T BECOME AN EASY TARGET AND TOGETHER WE CAN

REALLY MAKE A DIFFERENCE. >> I CAN'T SAY ENOUGH TO TELL PEOPLE LOCK YOUR CARS, LOCK YOUR CARS, BUT WHAT I WILL SAY, I'M STARTING TO HEAR MORE AND MORE YOU GUYS ARE BEING SUCCESSFUL IN FINDING THESE PERPETRATORS, WHICH I THINK IS GREAT BECAUSE THAT'S A SMALL NETWORK, TOO, RIGHT? JUST LIKE EVERYBODY ELSE. EVERYBODY HAS SMALL NETWORKS SO I WOULD IMAGINE THE MORE SUCCESSFUL YOU ARE FINDING THESE PEOPLE, THE MORE WORD GETS AROUND THAT, HEY, PARKLAND HAS THEIR KEYS IN THEIR CAR BUT WE HAVE TO BE A LITTLE MORE CAREFUL BECAUSE BSO WILL GET YOU SO I APPRECIATE THAT.

>> ARE WE FOLLOWING THE PROSECUTION OF THESE PEOPLE?

>> WE ARE MEETING WITH NANCY REGULARLY AND UPDATING HER AS TO THE PROSECUTION AND WE'RE LOOKING AT THAT AS WELL.

>> IF THERE'S ANYTHING THAT WE CAN DO TO ASSIST IN THAT, PLEASE DON'T HESITATE TO LET US KNOW BECAUSE THESE PEOPLE SHOULD BE PROSECUTED TO THE FULLEST EXTENT OF THE LAW.

>> THAT'S A GOOD POINT YOU BRING THAT UP.

IT'S OUT OF YOUR HANDS AT THAT POINT.

YOU CAN ONLY DO WHAT YOU CAN DO. >> IT'S INTERESTING BECAUSE OF THIS ONE SCENARIO. SHE'S GIVING ME AN UPDATE EVERY WEEK ON HOW THIS IS BECAUSE A LOT OF TIME IT'S CRIME CAUSED BY JUVENILES AND IT'S A CONTINUOUS CYCLE SO I'M CARES HOW THIS ONE PLAYS OUT AND I WILL KEEP YOU UPDATED SINCE YOU HAVE THE

INTEREST TOO. >> WHEEL WE'RE ON THAT TOPIC, COMMISSIONER CUTLER BROUGHT THIS UP, AT LEAST THE IDEA OF THE INDIVIDUAL STUDENT WHO MADE THE FALSE THREAT AT MSD.

I UNDERSTAND THERE WAS HOUSE ARREST BUT ARE THERE ANY OTHER UPDATES ON THE PROSECUTION OF THAT ISSUE?

>> THAT WAS ARREST BY CAORAL SPRINGS.

>> FORGIVE ME, I WANT PEOPLE TO UNDERSTAND THE CONSEQUENCES OF THOSE ACTIONS. IF WE CAN GET IT MORE TALKED ABOUT, WHETHER YOU'RE ARRESTING PARTY OR NOT.

>> THAT WAS IN TERRAVILLA. >> I THINK COMMISSIONER CUTLER MADE A GREAT POINT. PEOPLE HEAR ABOUT THESE THINGS AND THEN NO ONE TALKS ABOUT IT AGAIN AND THERE'S NO REAL PUBLIC AWARENESS AS TOO WHAT IT MEANS WHEN THESE THINGS HAPPEN.

>> YEAH, UNFORTUNATELY OUR JUSTICE SYSTEM IS NOT AS SWIFT AS WE WOULD LIKE IT TO BE. IT COULD TAKE YEARS BEFORE WE PICK A JUDGE AND JURY AND GO TO TRIAL.

SOMETIMES THINGS HAPPEN, THEY'RE OFFERED A PLEA DEAL SO A LOT OF

THINGS CAN HAPPEN. >> AND WHEN IT'S A MINOR, IT'S

NOT RELEASED TO THE PUBLIC. >> WITH TERRABELLA, SHE WAS 18 YEARS OLD. THAT WAS A GREAT CASE THAT OUR THREAT MANAGEMENT AND CORAL SPRINGS POLICE MADE AN ARREST ON

SO SHE'S FACING THE BIG CHARGES. >> DID YOU SAY YOUR THREAT MANAGEMENT WERE PART OF THAT ARREST?

>> YES. >> THAT'S ALSO IMPORTANT TO MAKE SURE THAT THAT'S PUBLIC. A LOT OF TIMES THAT'S NOT

PUBLIC. >> YEAH, WE ALSO HAD AN ARREST INVOLVING A JUVENILE I THINK LAST WEEK WHERE THE JUVENILE MADE SEVERAL THREATS TO SCHOOLS ACROSS THE COUNTY, INCLUDING ONE, I THINK, AT THE COURTHOUSE AS WELL.

THAT WAS A JUVENILE AND HE SAID HE WAS DARED TO CALL AND MAKE ALL THESE THREATS AND THAT WAS SOMETHING WE WERE ALSO PART OF.

[01:20:10]

MAKE WE CAN HAVE STATE ATTORNEY COME UP AND HAVE A CONVERSATION.

>> THAT'S A GREAT IDEA. I THINK IT WOULD BE A GOOD IDEA

TO HAVE HIM HERE. >> GREAT IDEA.

>> CAPTAIN, THE ONLY OTHER THING I HAVE IS I ASKED YOU ABOUT DRAG RACING, ANY UPDATES IN THAT REGARD?

>> WE'RE WORKING ON IT. WE RECEIVE ADD CRIME STOPPERS TIP REGARDING ONE OF OUR OWN PARKLAND RESIDENTS BEING INVOLVED AND WE'RE ACTIVELY WORKING THAT.

>> THANK YOU. >> I KNOW YOU HAVE BEEN GOING OUT TO SOME OF THE HOAS AND MEETING WITH THEM.

I KNOW YOU'RE PRESENTING IN HERON BAY BUT WHAT RESIDENTS DON'T APPRECIATE IS WHEN PEOPLE LEAVE THEIR VEHICLES UNLOCKED AND INVITE UNWANTED FOLKS INTO PARKLAND WITH NOT SO KOSHER PLANS, IT LEADS TO OTHER CRIMES. IT'S NOT JUST CRIMES STEALING STUFF OUT OF A CAR OR STEALING A VEHICLE BUT IT INCREASES CRIME CITY WIDE. YOU, YOUR NEIGHBOR, CHILDREN, SPOUSES, LOCK YOUR CARS. IT'S NOT JUST THE CARS THAT ARE

THE TARGET. >> YOU HAVE TO LOCK YOUR CARS IN A GATED COMMUNITY? [LAUGHTER]

>> YEAH, YOU HAVE TO LOCK YOUR CARS.

>> NEWS TO ME. THANK YOU.

[11. Comments by the Coral Springs-Parkland Fire Department]

>> THANK YOU VERY MUCH, CAPTAIN. HOW DO YOU KNOW I'M CALLING YOU NEXT? COMMENTS BY THE CORAL SPRINGS-PARKLAND FIRE DEPARTMENT.

>> GOOD EVENING, EVERYBODY. MICHAEL MOSIER.

LAST MONTH, 137 EMS INCIDENTS, TWO FIRE INCIDENTS AND ZERO PURSUITS. THE KIWANAS AWARDS YOU CAME TO, THINK FOR YOUR SUPPORT. WE RECEIVED STATUS FROM THE RATES, IN THE STATE OF FLORIDA, THE PERCENTAGE IS LOW TO BE COMPLETELY RECSUSCITATED AND THN WALK OUT WITH NO COMPLICATIONS, THAT'S VERY RARE. BECAUSE OF THE CARE WE PROVIDE, THE CORAL SPRINGS FIRE DEPARTMENT, THE RATES ARE ALMOST DOUBLED. WITH OUR TRAINING AND THE EQUIPMENT WE GET, OUR STATISTICS ARE DOUBLE THAT.

WE'RE PROUD OF THAT AND APPRECIATE THE CONTINUED

SUPPORT. >> THANK YOU VERY MUCH.

COMMENTS BY THE CITY MANAGER? >> NO COMMENTS, THANK YOU.

[13. Comments by the City Attorney]

>> COMMENTS BY THE CITY ATTORNEY?

>> YES, I WILL BE BRIEF. I JUST WANTED TO ADVISE THE COMMISSION THAT THE FINAL HEARING ON THE SETTLEMENT FOR PINE TREE ESTATES IS SCHEDULED FOR AUGUST 23, 2023, BEFORE JUDGE CASEY BUT ALSO JUST BE AWARE THAT ALL THE NOTICES WILL BE GOING OUT TO THE PINE TREE ESTATES HOME OWNERS WITHIN THE NEXT WEEK OR TWO IN CASE YOU START GETTING CALLS AND HAPPY BELATED BIRTHDAY TO MRS. WALKER. THAT'S IT.

>> ALL RIGHT. >> MOTION TO ADJOURN.

>> SECOND. >> [INDISCERNIBLE]

>> WHAT? >> SECOND MOTION TO ADJOURN?
