GAIL? OKAY.[1. Call to Order]
THANK YOU. GOOD EVENING EVERYONE.I WOULD LIKE TO CALL THIS REGULAR CITY COMMISSION MEETING FOR THE CITY OF PARKLAND ON WEDNESDAY, MAY 3.
AT 7 PM TO ORDER. THESE RISE FOR THE PLEDGE.
I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDER GOD, INDIVISIBLE,WITH LIBERTY AND JUSTICE FOR ALL .
, HERE, VICE MAYOR BRIER, HERE, MAYOR WALKER, ., COMMISSIONER CUTLER, HERE, COMMISSIONER MAYERSOHN, HERE.
>> MAYOR: WE WOULD LIKE TO DO A MOMENT OF SILENCE FOR THE MAYOR WHO PASSED THE OTHER DAY AND THEN COMMISSIONER CUTLER WILL SAY A FEW WORDS. COMMISSIONER CUTLER?
[Additional Item]
>> COMMISSIONER: THANK YOU MAYOR, WHEN HE DECIDED TO RUN FOR MAYOR IN 1986 SALVADOR PEG LIRA AGE 58 HAD BEEN A MORE THAN TWO DECADE RESIDENT OF PARKLAND.
HE WAS THE OWNER OF PAGLIARO ELDERS INC AND A DIRECTOR OF THE PAN-AMERICAN BANK. HIS CIVIC INVOLVEMENT INCLUDED THAT HE CREATED AND ACTAS CHAIRMAN OF THE PARKLAND LAND-USE COMMITTEE, FOUGHT FOR LOW DENSITY IN THE CYPRUS HEAD DEVELOPMENT, THIS ASSOCIATED PWITH THE ACQUISITION OF LAND FOR A CITY HALL INTO PARKS. HE DEFENDED THE CITY AT THE COUNTY LEVEL AGAINST INCREASED DENSITY FOR COUNTRYPOINT.
HE WAS THE CHARTER PRESIDENT OF THE PARKLAND HOMEOWNERS ASSOCIATION. HE WAS CHAIRMAN OF THE PARKLAND PLANNING AND ZONING BOARD AND HELP TO FORM THE PARKS COMMITTEE. HE PROMISED TO REPRESENT THE VOICE OF THE PEOPLE AND DEVELOP STRONG LEADERSHIP TO UPDATE CITY FACILITIES, PROTECT PARKLAND LIFESTYLE, MAINTAIN THE RESIDENTIAL DENSITY, REROUTE TRAFFIC AROUND THE CITY AND HOLD DEVELOPERS RESPONSIBLE FOR IMPACTING THE COMMUNITY.
WHAT EVERYONE THOUGHT WAS GOING TO BE A TIGHT 1986 RACE IN THE CITY OF 1007 REGISTERED VOTERS TURNED OUT TO BE A LANDSLIDE VICT HIS STRONG SHOWING REFLECTED WIDESPREAD LOCAL SUPPORT AND CEMENTED THE BEGINNING OF THE LONGEST TERM FOR A MAYOR IN THE CITY OF PARKLAND.
15 YEARS. LATER THIS WOULD BE IMPOSSIBLE DUE TO THE PLACEMENT OF TERM LIMITS.
THE MAYOR DIED SUNDAY MORNING APRIL 30, 2023.
HE WAS 93 YEARS OLD AND HE GAVE A GOOD MANY OF HIS EARS TO THE CITY THAT HE LOVED. IF YOU BEEN TO THE CITY HALL, PARKLAND LIBRARY, QUICKLY PARK OR TARA MAR PARK, THE EQUESTRIAN CENTER OR DRIVEN DOWN HOME BERG ROAD AND DELIGHTED OF THE TREES LINING THE ROADWAY THESE ARE SOME OF THE TOUCHES AND LEGACIES OF THE MAYOR'S HANDS.
HE ATTENDED THE OPENING OF MSD AS OUR MAYOR.
HE FOUGHT OFF THE BUILDING OF AN AIRPORT, JAIL OR DUMP IN THE WEDGE AND HE MADE SURE TO GUARD AND PRESERVE THE RANCHES AREA OF PARKLAND THE CITY'S ORIGINS. HE CITY WAS A GREAT DEAL TO SAL AND HIS LOVING WIFE, DOROTHY, WHO GAVE SO MUCH AND FOUGHT SO HARD TO MAINTAIN HIGH STANDARDS OF THE COMMUNITY.
A COUNTRY ELEGANCE AND LOW DENSITY STANDARD FOR ALL OF ITS RESIDENTS. ON A FACEBOOK POST DAVE OBSCENE DESCRIBED HIM PERFECTLY, HE WAS TOUGH AS NAILS, AND OLD-SCHOOL MAYOR WHO WAS NOT EVER INTIMIDATED BYANYONE .
IF HE DIDN'T THINK WHAT SOMEONE WAS PROPOSING WOULD FIT INTO PARKLAND THEY WOULD NOT GET IT, PERIOD.
HE TOLD IT LIKE IT WAS. THE LAND-USE DISPUTES WITH CELLS COMMISSION WHILE HE WAS MAYOR FOR 15 YEARS WERE LEGENDARY AND THE RESULT HAS HAD A MAJOR ROLE IN SHAPING PARKLAND INTO THE GREAT CITY IT IS.
SAL'S MOTTO WAS LOW DENSITY FIRST AND THEN MORE LOW DENSITY FOLLOWED BY MORE LOW DENSITY WITH LOTS OF PARKS AND LANDSCAPING. A PERSONAL INVOLVEMENT WITH CELL STARTED WHEN I WAS THE PRESIDENT OF PARKLAND FRIENDS AND LIBRARIES. I ASKED THE CITY TO SPEND $2 MILLION TO BUILD A NEW LIBRARY THAT WE THOUGHT WAS DESPERATELY NEEDED. SAL ACTUALLY AGREED TO THAT EXPENDITURE INTERPERSONALLY ON THE BUILDING COMMITTEE WITH ME AND SEVERAL OTHER IVORY STALWARTS LIKE KAREN MARX AND DIANE DAVID. EVER WANTING TO SAVE TAXPAYER MONEY THE ORIGINAL BUILDING WOULD BE RECTANGULAR BUT SAL FIGURED OUT THAT IF WE CUT THE LITERAL CORNERS OF THE BUILDING IN THE BACK THE SAVED FOOTAGE WOULD ACTUALLY MAKE THE PROJECT CHEAPER. THAT CUT OUT FOOTAGE RESULTED IN THE PATIO ON THE SOUTH SIDE OF THE BUILDING.
[00:05:01]
HE ATTENDED EVERY MEETING AND STOOD PROUDLY ON THE STAGE WHEN THE RIBBON WAS CUT FOR THE GRAND OPENING OF THE PARKLAND LIBRARY . HE WAS A PILLAR IN THIS COMMUNITY AND WILL BE SORELY MISSED AND ON BEHALF OF THIS COMMISSION WE WISH CONDOLENCES TO THE FAMILY, ALL OF HIS FRIENDS AND ALL THE ACQUAINTANCES FOR THIS GREAT LOSS FOR THE CITY OF PARKLAND. THANK YOU MAYOR.[4. Approval of Minutes]
>> MAYOR: THANK YOU VERY MUCH COMMISSIONER CUTLER.
APPROVAL OF THE MINUTES? >> COMMISSIONER: MOTION TO
APPROVE. >> COMMISSIONER: SECOND GRADE.
>> MAYOR: WE HAVE A MOTION BY VICE MAYOR BRIER AND SECOND BY
[5. Comments from the Public on Non-Agenda Items]
COMMISSIONER ISROW ALL IN FAVOR? ANY OPPOSED? PLEASE SHOW IT PASSES UNANIMOUSLY. COMMENTS FROM THE PUBLIC?>> SPEAKER: I HAVE TWO THAT SIGNED UP.
MARIE KOESTLER. >> MAYOR: ALL RIGHT MARIE.
>> PUBLIC SPEAKER: ARE YOU GOING TO INTRODUCE ME?
>> MAYOR: YOU CAN INTRODUCE YOURSELF.
WE KNOW WHO YOU ARE BUT CAN YO GIVE YOUR NAME AND ADDRESS FOR THE RECORD ? MOVE THAT MICROPHONE A LITTLE BIT CLOSER. THERE YOU GO.
ALTHOUGH WE WILL BE ABLE TO HEAR YOU REGARDLESS.
>> PUBLIC SPEAKER: MY NAME IS MARIEGOSS ARE .
I AM FROM PINE STREET, 63RD WIFE.
I HAVE A LOT OF COMPLAINTS. I KNOW THERE ARE 3 MINUTES OF TALKING BUT PLEASE, IF YOU HAVE ANYTHING TO SAY SAY IT TO ME NOT BEFORE WHEN I GO AND I'M SITTING.
I HAVE PROBLEMS SPEAKING SOMETIMES SO BEAR WITH ME.
APPROXIMATELY SIX MONTHS AGO I STEPPED ON A RUSTY NAIL.
WE CALLED THE AMBULANCE AND THEY TOOK ME TO THE HOSPITAL.
THEY WOULD NOT COME TO PINE TREE ON ACCOUNT OF THEIR CAR WAS BROKEN BECAUSE OUR STREETS, IT IS A DISASTER.
THEY WOULD COME IN A CASE OF DEATH OR LIFE, SOMEBODY DYING.
I WASN'T DYING SO I JUST STEPPED ON A RUSTED NAIL.
MY HUSBAND TOOK ME TO THE HOSPITAL.
THIS IS ONE. THE OTHER COMPLAINT, I HAVE VERY STRONG. PLEASE BEAR WITH ME BECAUSE I HAVE A SPEECH PROBLEM. ON OUR STREET, THE BREAK-IN ONE AFTER ANOTHER. IT IS NEVER, NEVER, WAS LIKE THAT IN PINE TREE. WHERE IS THE POLICE? WHY DON'T THE POLICE PATROL OUR AREA? WE DO PAY TAXES. EVERY MONTH, EVERY YEAR, EVERY WEEK, WE PAY TAXES. WHERE DOES THE MONEY GO? WERE NOT GIVEN ANY SECURITY TO OUR PEOPLE LEAVING ? LIVING THERE. THEY JUMPED THE FENCE.
NOW THEY THINK TO OPEN THE CAR FROM INSIDE IF YOU LOCK IT.
SO, YOU LOCK THE CAR MEANS NOTHING.
BECAUSE WE NEED THE POLICE TO PATROL OUR AREA.
THANK YOU. >> MAYOR: THANK YOU VERY MUCH
KOESTLER. >> PUBLIC SPEAKER: .
YOUR LEO KOESTLER PINE TREE STATES ALSO AS YOU MIGHT GUESS I'M GOING TO FOLLOW UP ON WHAT MARIE SAID TO A CERTAIN EXTENT.
WE HAVE HAD CRIME IN OUR AREA AND MUCH MORE THAN PREVIOUSLY.
WE DON'T SEE THE POLICE CARS GOING UP AND DOWN THE STREET.
I VERY SELDOM SEE A POLICE CAR UNLESSTHERE WAS AN INCIDENT.
SO I HAVE SEEN POLICE CARS RECENTLY .
I KNOW THE POLICE CANNOT BE EVERYWHERE BUT THESE ARE DEAD-END STREETS. IT WOULD BE A RELATIVELY SIMPLE MATTER TO HAVE A PATROL CAR PARKED SOMEBODY ? SOMEWHERE NEAR THE GIRL SCOUT CAMP THERE AND AFTER 11:00 AT NIGHT THERE'S NOT MUCH TRAFFIC. IF THEY SEE A CAR COMING IN AND GOING INTO ONE OF OUR STREETS, FOLLOW IT.
SEE WHERE THEY ARE GOING. CUT OFF SOME OF THIS RANDOM TRAFFIC THAT THEY ARE JUST SCOUTING AROUND .
ONCE THEY KNEW THAT THE POLICE ARE THERE THEY ARE NOT GOING TO BE DOING ANYTHING. AND ALONG THE SAME LINE WE AS
[00:10:09]
PINETREE RESIDENTS, I HAVE BEEN FLOATING THIS IDEA OF A ROUND OF HAVING A NEIGHBORHOOD WATCH. I WOULD LIKE TO KNOW WHAT THE EXTENT OF OUR ACTION ON THIS CAN BE.AND, FOR THIS REASON I WOULD LIKE TO SPEAK TO THE POLICE CHIEF AND LAY OUT A PLAN FOR A NEIGHBORHOOD WATCH.
THANK YOU. >> MAYOR: THANK YOU VERY MUCH.
ANYONE ELSE FROM THE PUBLIC WISH TO SPEAK ON NON-AGENDA ITEMS? SEEING THAT THERE IS NONE WE WILL START WITH COMMISSIONER ISROW.> COMMISSIONER: THANK YOU, MAYOR. I WANT TO BRIEFLY SEND MY CONDOLENCES TO THE.
I DID NOT GET A CHANCE TO KNOW THEM WELL BASED ON THE STORIES I DON'T THINK YOU CAN ARGUE, HE SOUNDED LIKE AN INCREDIBLE MAN AND I THINK WHEN YOU LOOK AROUND OUR COMMUNITY AND YOU SEE WHAT IT IS TODAY OBVIOUSLY IT IS BECAUSE OF THE SHOULDERS THAT WE STAND ON. I AM GRATEFUL FOR ALL HE DID AND ALL HIS FAMILY ALLOWED HIM TO DO BECAUSE I KNOW THIS JOB ESPECIALLY FOR DOING IT FOR 15 YEARS IS NOT SOMETHING HE DOES ALONE. HE DOES IT WITH HIS FAMILY AND I THANK THEM FOR THAT. THE SAND LIKE QUOTE FITS HIM BEST, FOR ALL THE STUFF HE'S DONE FOR OUR CITY WHERE HIS NAME IS EVERYWHERE WHERE HEROES GET REMEMBERED THAT LEGENDS NEVER DIE AND I DON'T THINK THAT SAL WILL TRULY DIE IN THE CITY OF PARKLAND AND THAT'S A BEAUTIFUL THING.
THIS MORNING I GOT THE PLEASURE OF GOING AND ATTENDING THE RIBBON-CUTTING CEREMONY FOR LUKE'S CLOSET AT SOS VILLAGE.
IT WAS INCREDIBLE. TO SEE THE AMOUNT OF WORK AND EFFORT THAT WENT INTO THIS FOR THOSE THAT ARE FAMILIAR SOS CHILDREN'S VILLAGE IS FOR FOSTER CHILDREN THEY CREATE A SET ALONE VILLAGE OF HOUSES WHERE KIDS HAVE A PLACE TO LIVE, GROW UP AND ACTUALLY FEEL LIKE THEY ARE IN A COMMUNITY AS OPPOSED TO A TYPICAL FOSTER HOME.
LUKE'S CLOSET WAS ESSENTIALLY THE WORK OF TETON NATION SOS VILLAGE AND A LOT OF IT IS THANKS TO THE MAYOR'S WIFE, CATHERINE WALKER AND A LOT OF OTHER HELPERS THAT CONTRIBUTED.
FOR ANYONE WHO HAS ANY TOYS OR LIGHTLY USED CLOTHES I WOULD ASK YOU TO LOOK INTO DONATING BECAUSE WHAT THEY PUT TOGETHER IS INCREDIBLE TO ALLOW KIDS TO GO INTO A CLOSET AND FEEL LIKE THEY ARE SHOPPING AS OPPOSED TO FEELING LIKE THEY ARE GIVEN A GARBAGE BAG FULL OF CLOTHES MAKES AHUGE DIFFERENCE AND IT WAS REALLY SPECIAL TO BE THERE AND BE A PART OF IT .
OTHER THAN THAT I JUST WANT TO SAY A BIG SHOUT OUT TO THE BRAVES. MY LITTLE LEAGUE T-BALL TEAM I JUST CAME FROM THERE AND THEY HAD A GREAT WIN OVER THE BLUE JAYS. ANYONE WHO HASN'T HAD A CHANCE TO GO OUT AND BE A PART OF PARKLAND SPORTS I HIGHLY ENCOURAGE IT. THIS IS MY FIRST REAL EXPERIENCE INTO IT AND IT'S ONE OF THE BEST THINGS I'VE EVER EEN A PART OF AND YOU KNOW, THEY PUT ON A GREAT FIGHT THE OPPOSING COACH BUT OUR KIDS TOOK HOME THE W TONIGHT.
OTHER THAN THAT, THANK YOU ALL. MAYOR, THAT'S ALL IT GOT.
>> MAYOR: WELL SAID, COMMISSIONER ISROW.
COMMISSIONER MAYERSOHN? >> COMMISSIONER: AGAIN, MY SENTIMENTS AND CONDOLENCES TO MAYOR SAL AND HIS FAMILY.
COMMISSIONER CUTLER OBVIOUSLY ENCAPSULATED WHAT MAYOR SAL HAS MEANT TO THE CITY AND IF YOU LOOK AROUND YOU CAN DEFINITELY SEE HIS INPUT AND IMPRINT INTO THE WAY THAT THE CITY HAS BEEN GOVERNED AND WHERE WE HAVE GONE TO AND OBVIOUSLY WHERE WE ARE GOING TO. IT IS THIS WEEK I BELIEVE MUNICIPAL CLERK WEEK, IS THAT CORRECT? I DO WANT TO RECOGNIZE OUR CLERK STEPHANIE AND OF COURSE ALLISON AND WISH THEM A HAPPY MUNICIPAL CLERK WEEK.
SATURDAY OBVIOUSLY WE HAVE OUR FIRST EATS AND BEATS OF THE SEASON PRIVATE STOCK IS PLAYING.
I BELIEVE THEY ARE A PARKLAND BAN IS THAT CORRECT? AGAIN, WELCOMING EATS AND BEATS WITH OUR OWN HOMEGROWN AND - BAN. I BELIEVE THEY WERE BETTER THAN EXPOSE BUT THAT'S MY OPINION. THE MAYOR AND I ATTENDED THE MAYOR'S GALA ON SATURDAY AND IT WAS WITH THE UNITED WAY AND THEY DID A GREAT JOB RAISING MONEY FOR THE VETERANS.
THANK YOU TO THE UNITED WAY OF THOSEWHO ATTENDED .
THE LEGISLATIVE SESSION IS ALMOST OVER.
HOPEFULLY WE WILL HAVE SOME GOOD NEWS REGARDING OUR APPROPRIATIONS. HOWEVER, I AM NOT SURE HOW WELL WE FAIR AS THE LEGISLATURE CONTINUES TO ERODE OUR ABILITY TO GOVERN AT THE LOCAL LEVEL. I DO WANT TO THANK AND NOT PREMATURELY BUT THE SUPPORT WE GOT FROM THE REPRESENTATIVE AND
[00:15:09]
SENATOR FOR THEIR COMMITMENT TO SUPPORT BILLS AS A MATTER OF FACT THEY WERE, THE REPRESENTATIVE WERE THE ONLY TWO REPRESENTATIVES THAT SUPPORTED THE FINANCIAL DISCLOSURE BILL WHICH WE HAVE NOW IF THE GOVERNOR SIGNS IT.COMMISSIONERS GOING FROM 4 TO 1 AND 46 AND THOSE WERE THE TWO THAT VOTED AGAINST THAT. THANK THEM FOR THAT AND I BELIEVE THERE WAS A HANDFUL THAT VOTED AGAINST IT IN THE SENATE. SO I THANK THEM FOR THEIR LEADERSHIP IN MAKING SURE THAT WE ARE ABLE TO GOVERN APPROPRIATELY AT THE LOCAL LEVEL .
I ALSO WANT TO SHARE A LITTLE BIT I HAD A CONVERSATION WITH NANCY IN MY ONE-ON-ONE AND ONE OF THE THINGS FOR THE CHALLENGE THAT WE HAD AND I THINK ANY CITY HAS AND I KNOW COMMISSIONER ISRAEL HAD PDISCUSSED THIS NUMEROUS TIMES.
HOW DO WE IN REAL TIME TELL PEOPLE AND THERE IS A WEATHER EVENT OR ACCIDENT, SOMETHING THAT MAY BE LONGER IN DURATION OR SHORTER IN DURATION. MAYBE THERE IS AN ACCIDENT ON HISBORO AND UNIVERSITY DRIVE AND ALL THE SUDDEN THE ACCIDENT IS TAKEN CARE OF BUT 20 PEOPLE ARE ON FACEBOOK SAYING WHAT HAPPENED? WORKING ON THAT IN THE BEST POSSIBLE WAY WE CAN DO THAT UNLESS WE HAVE A REAL-TIME PERSON SITTING THERE AND MONITORING THE SKY IS SIMILAR TO WHAT THE COUNTY HAS AT THAT TRAFFIC LOCATION.
OUR TRAFFIC REPORTER CAN GET ON THERE AND SAY HERE'S WHAT'S GOING ON. BUT I GUESS TRYING TO DEVELOP SOME PARAMETERS SO RESIDENTS ARE AWARE OF WHAT IS HAPPENING REALIZING WE WON'T BE THE FIRST ONES THERE.
I THINK THAT IS WHAT THE ISSUE IS.
I THINK NANCY FOR HER LEADERSHIP ON TRYING TO FIGURE THAT OUT. I ALSO AND I GUESS TO ONE OF OUR RESIDENTS COMMENT, I DO WANT TO SAY THAT AND I GUESS WHEN CAPTAIN MCARDLE COMES UP IN HER REPORT, COOPER CITY HAS DEVELOPED A REAL-TIME CRIME CENTER.
I DON'T KNOW WHAT EXTENT OR THE COST AND HOW IT IS IMPLEMENTED BUT IT MIGHT BE SOMETHING TO LOOK AT AND IT MAY BE STRATEGIC IN SOME AREAS WHERE WE HAVE SEEN AN ESCALATION IN CRIME WHETHER THEY ARE BREAK-INS OR WHATEVER THEY MAY BE.
AGAIN, SOMETHING TO PUT ON THE RADAR TO AT LEAST TAKE A LOOK AT THAT. AND I AM GOING TO KEEP MY COMMENTS ABOUT SOLID WASTE WHEN WE GET THERE AND THAT'S IT.
THE OTHER THING IS, TEACHER APPRECIATION WEEK .I'M NOT SURE WHETHER ALL THIS WEEK OR NOT WEEK.
I THOUGHT IT WAS NEXT WEEK BECAUSE I CAN SEE TWO DIFFERENT REPORTS. SEE THE NATIONAL EDUCATION FOUNDATION FOR THE SCHOOLS. WHETHER IT IS THIS WEEK OR NEXT WEEK CONGRATULATIONS AND HAPPY TEACHER APPRECIATION TO ALL OF THE TEACHERS, BROWARD COUNTY PUBLIC SCHOOL TEACHERS AND NON-COUNTY PUBLIC SCHOOL TEACHERS THAT ARE IN THE CITY OF PARKLAND. THOSE ARE MY COMMENTS.
>> MAYOR: THANK YOU VERY MUCH. COMMISSIONER CUTLER?
>> COMMISSIONER: THANK YOU MAYOR OF A FEW COMMENTS, ONE HAD THE OPPORTUNITY TO ATTEND TODAY AT 5:00 AT THE LIBRARY THE MARRIOTT SHE WHICH WAS IN TAN AMAZING MARRIOTT SHE BAN AT THE LIBRARY. IT'S A GREAT WAY FOR CITY TO CELEBRATE DIVERSITY. IT WAS NICE.
I WANT TO CONGRATULALLISON ALYS FOR THEIR ADMINISTRATIVE ASSISTANTS DAY OR WEEK WHATEVER IT MAY BE YOU DO A GREAT JOB ALL YEAR ROUND SO THANK YOU VERY MUCH.
AS FAR AS TEACHERS GO I CELEBRATE THOSE TEACHERS EVERY DAY. YOU BETTER BELIEVE IT.
AND, MARIE, TO YOUR COMMENTS AND TO LEO, IN REGARDS TO THE ROADS AS YOU ARE PROBABLY AWARE THERE'S BEEN SOME LITIGATION GOING ON IN THAT IS IN THE FINALIZING STAYS AGES.
LOTS OF STUFF FOR LAWYERS TO DO AND THAT'S SOMETHING THAT'S BEEN EXTRAORDINARY TO DO FOR THIS COMMISSION BUT THIS COMMISSION IS GOING TO GET IT DONE SO HAVE A LITTLE PATIENCE ON THAT YOUR ROADS ARE GOING TO BE FIXED.
[00:20:03]
AND THOSE ARE MY COMMENTS. >> MAYOR: THANK YOU COMMISSIONER CUTLER. VICE MAYOR BRIER?
>> COMMISSIONER: THANK YOU, MAYOR AND I ALSO WANT TO ISSUE MY CONDOLENCES TO THE FAMILY. THE MAYOR EVEN THOUGH HE WASN'T A LARGE GUY IN STATURE WAS A GIANT WHEN I WAS A KID.
THE ONLY WISH IS I WOULD HAVE BEEN ABLE TO LIKE TO SEE HIM AS AN ADULT IN ACTION BECAUSE THE STORIES ARE LEGENDARY.
I REMEMBER TALKING ABOUT IT WITH MY FATHER AND FAMILY FRIENDS AND OBVIOUSLY HEARING FROM COMMISSIONER CUTLER AND READING THE STORIES. HE WAS A TRUE ICONIC FIGURE AND AN EMBLEMATIC OF THE VALUES THAT PARKLAND HELD DEAR.
MANY OF WHICH ARE THE REASON THAT PARKLAND LOOKS LIKE IT DOES TODAY. SO TO THAT I AGREE WITH ALL THE STATEMENTS ARE MADE INCLUDING COMMISSIONER ISROW'S ABOUT HIS LEGACY LIVING ON. OUR THOGHTS GO OUT TO HIS FAMILY. I HAVE BEEN ON THE BOARD FOR SOS CHILDREN'S VILLAGE AND MY BIGGEST CONTRIBUTION IS BRINGING ON GREAT PEOPLE LIKE CATHERINE WALKER, LIKE THE MAYORWALK ONTO THAT BOARD AND TODAY WAS IN A POLYMERIZATION OF THAT. HONORING LUKE HOYER AND DOING IT IN A WAY. GINA HOYER HAD COMMITTED TO COME ON AND WORK FOR SOS CHILDREN'S RIGHT BEFORE THE SHOOTING AND AS A RESULT OF THE SHOOTING HAD HELD OFF ON THAT AND WE WERE FORTUNATE ENOUGH TO GET HER TO COME ON AND ASSIST THE VILLAGE AFTER HER AND HER FAMILY WERE ABLE TO GRIEVE.
IT HAS BEEN FIVE YEARS AND TODAY WAS A VERY SPECIAL DAY HONORING LUKE AND TO DO IT IN THE FASHION THAT CATHERINE AND SOME OF THE STAFF AT SOS HAS PUT TOGETHER OVER THE LAST YEAR IS AMAZING. IT IS A VILLAGE THAT TAKES IN FOSTER KIDS WHEN THEY ARE IN DIRE STRAITS AND KEEPS SIBLINGS TOGETHER. THE ORGANIZATION HAS UTILIZED VOLUNTEERS TO BRING IN CLOTHING AND OTHER MATERIALS BUT TO GIVE THESE KIDS A SENSE OF NORMALCY, TO BE ABLE TO GO SOMEWHERE AND TO A CAUSE I BOUTIQUE AND SHOP FOR CLOTHES EVEN A PAIR OF SHOES OR A TEDDY BEAR WILL BRING TREMENDOUS JOY AND FOR THAT I THANK EVERYONE WHO PARTICIPATED IN IT.
MRS. WALKER IN THE ENTIRE SOS ORGANIZATION .
WE'VE GOT ETHAN BEATS COMING UP I HAD THE OPPORTUNITY TO ATTEND SWING FOR A CURE WHICH WAS PART OF A RELAY FOR LIFE CHARITY EVENT AND THAT WAS A GREAT EVENT LAST WEEK.
WE'VE GOT OUR CHAMBER, WOMEN'S EMPOWERMENT COMING UP NEXT WEE . WE'VE GOT A SPECIAL MEETING COMING UP ON THE 17TH FOR THE HERON BAY GOLF COURSE THE FIRST PHASE OF THAT, THE DOG LEG SO I ENCOURAGE RESIDENTS WHO ARE INTERESTED TO COME OUT AND ATTEND THAT.
A STONES THROW AWAY COASTAL COMMUNITY CHURCH HAS A GRAND OPENING OF THEIRBUILDING COMING UP THIS WEEKEND SO THAT'S EXCITING TO GET THAT OPEN . HAPPY MUNICIPAL CLERK WEEK TWO ALYSON IN TEACHER APPRECIATION PWEEK TO MY SISTER-IN-LAW, REBECCA AND ALL THE TEACHERS POUT THERE.THE LAST THING I WANTED TO END WITH IS THAT WE HAVE A NUMBER OF ORGANIZATIONS HAVING CHARITY EVENTS ALL OVER THE CITY AND IT IS, THE CHAMBER HAS NOW STARTED TO UTILIZE THE BUSINESSES TO PROMOTE THOSE EVENTS AND SPIN OFF OTHER EVENTS AND IT'S AMAZING TO SEE THAT THE CHAMBER HAS DONE IN SUCH A SMALL, RELATIVELY SMALL CITY ALTHOUGH NOW WE ARE GETTING LARGER BUT IN TERMS OF OUR FOOTPRINT WITH PHYSICAL BRICK-AND-MORTAR BUSINESSES IS AMAZING TO SEE THE ENERGY OF OUR BUSINESS CHAMBER AND THEN SPINNING OFF AND SERVING SO MANY GOOD CAUSES .
I THINK THEM FOR CONTINUING TO DO WHAT THEY DO. JUST ATTENDED THE PARKLAND TRAVEL EVENT A FEW NIGHTS AGO AND IT'S AMAZING TO SEE ALL THAT. IT WILL BENEFIT CHARITIESAS WELL SO , THANK YOU VERY MUCH. THANK YOU MAYOR.
>> MAYOR: THANK YOU, VICE MAYOR BRIER.
I, TOO, WOULD LIKE TO OFFER THE CONDOLENCES TO THE FAMILY AND ALL OF HIS FRIENDS, HEARING THE STORIES.
WE ALL MOVED TO PARKLAND BECAUSE WE BELIEVE PARKLAND AND WE KNOW PARKLAND IS A GREAT PLACE AND OBVIOUSLY IT GETS TO THAT POINT OF HAVING GREAT LEADERSHIP AND SELF SERVING AS MAYOR FOR 15 YEARS OBVIOUSLY HIS IMPACT HAS BEEN FELT AND WILL CONTINUE TO BE FELT ON THE CITY OF PARKLAND.
AS A RESIDENT OF PARKLAND I APPRECIATE EVERYTHING HE HAS DONE TO ENSURE THE CITY IS GREAT AND AS MAYOR I WILL DO
[00:25:05]
EVERYTHING I CAN TO CONTINUE IN HIS FOOTSTEPS.YOU JUST TOUCHED A LITTLE BIT ON LUKE'S CLOSET.
MY WIFE HAS BEEN THERE A LOT OVER THE LAST FEW WEEKS AND MONTHS. AGAIN, SOS CHILDREN'S VILLAGE IS A LOT OF FAMILIES IN PARKLAND WHO EMBRACE THAT ORGANIZATION. THEY DONATE CLOTHING AND DIFFERENT TYPES OF THINGS. THEY KEEP SIBLINGS TOGETHER.
INSTEAD OF SIBLINGS GETTING SPLIT UP WHEN THERE'S ISSUES AT HOME THEY KEEPTHEM TOGETHER AND FOSTER THEM AT HOME .
AND, YOU KNOW, SEEING MY WIFE AND BRENNA COME UP WITH THIS IDEA AND WATCH IT COME TO FRUITION AND SEE HOW THE TETON NATION CAME IN AND HELPED ALL THE CLOSETS AND SHELVING AND WE DID THE FLOOR AND PAINTED THE WALLS.
THIS PERSON DONATED THIS CERTAIN THING AND EVERYBODY WORKING TOGETHER TO FACILITATE THIS ULTIMATE GOAL WHICH WAS GIVING THE KIDS WHO COME HERE THE OPPORTUNITY.
MOST KIDS WHEN THEY COME TO THE VILLAGE COME WITH NOTHING.
NOW THERE IS A PLACE THEY CAN GO IN AND NOT ONLY CAN THEY POTENTIALLY GO IN AND PICK SOME THINGS OUT AND FEEL LIKE THEY ARE SHOPPING AND FEEL HAPPY AND EXCITED TO FIND SOME DIFFERENT THINGS, IT HELPS THE ORGANIZATION STAY A LITTLE MORE ORGANIZED AND BE ABLE TO FIND THINGS WHEN THEY NEED IT FOR THE DIFFERENT FAMILIES THAT COMEIN THEIR .
I AM VERY PROUD OF MY WIFE OBVIOUSLY FOR DOING THAT.
I'M NOT LOOKING FORWARD TO SEE WHAT SHE WANTS TO DO NEXT BECAUSE SHE CAN'TSIT STILL. WE WILL SEE WHERE SHE GOES IN HER NEXT ENDEAVOR . AS A VICE MAYOR BROUGHT UP THE STATE OF THE CITY WE ARE VERY EXCITED FOR THAT .
IT WILL BE HERE IN CHAMBERS MAY 10.
IT IS GOING TO BE A LOT OF FUN. WE ARE GOING TO TALK ABOUT SOME OF THE PROJECTS THAT WE HAVE JUST COMPLETED ANN'S A LOT OF THINGS THAT ARE COMING UP. THERE WILL BE A LOT OF INFORMATION ON SOME OF THE PROJECTSWE HAVE.
HOPEFULLY PEOPLE WILL BE ABLE TOATTEND .
WE ARE LOOKING FORWARD TO THAT. AND THAT IS ALL I HAVE SO WE
[6. Proclamations and Recognitions]
WILL GO AHEAD AND MOVE ON TO OUR PROCLAMATIONS AND RECLAMATION'S. WE HAVE EAGLES HAVEN HERE WHO IS AN AMAZING PARTNER HERE WITH THE CITY OF PARKLAND AND CORAL SPRINGS, OBVIOUSLY SO LET'S GO AHEAD AND GO DOWN TO THE ->>> MENTAL ILLNESS AFFECTS THOUGHTS, FEELINGS, BEHAVIORS AND GENERAL DIRECTION WITH OTHERS AND THE STIGMA ASSOCIATED WITH ILLNESS MUST BE ADDRESSED SO NO ONE FEELS SHAME OR DISGRACE IN SEEKING HELP AND TREATMENT.

I AND THE CITY COMMISSION HEREBY PROCLAIM THE MONTH OF
[00:30:02]
MAY AS MENTAL HEALTH AWARENESS MONTH.[7. Approval of the Agenda]
>>> APPROVAL OF THE AGENDA. >> COMMISSIONER: MOTION TO APPROVE.> COMMISSIONER: SECOND.
>> MAYOR: WE HAVE A MOTION TO APPROVE BY COMMISSIONER MAYERSOHN AND SECOND BY VICE MAYOR BRIER.
[8. Consent Agenda]
PLEASE SHOW IT PASSES UNANIMOUSLY.CONSENT AGENDA. >> COMMISSIONER: MOTION TO
APPROVE. >> COMMISSIONER: SECOND.
[CHUCKLE] >> MAYOR: WE HAVE A MOTION.
DOES ANYONE FROM THE PUBLIC TO SPEAK ON THE CONSENT AGENDA? SEEING THEIR SON WITH A MOTION TO APPROVE BY COMMISSIONER ISROW AND SECOND BY COMMISSIONER MAYERSOHN.
ROLLCALL . >> SPEAKER: COMMISSIONER CUTLER, YES, COMMISSIONER MAYERSOHN, YES, VICE MAYOR
[9. Regular Agenda]
BRIER, YES, COMMISSIONER CUTLER, YES, MAYOR WALKER, YES, IT PASSES UNANIMOUSLY. ANTHONY?>> SPEAKER: THANK YOUMAYOR . A RESOLUTION OF THE CITY OF COMMISSION THE PARKLAND APPROVING THE AGREEMENT BETWEEN PARKLAND STORAGE LLC IN THE CITY OF PARKLAND FOR THE TRANSFER REVIEW FROM BROWARD COUNTY TO THE CITY REGARDING THE PARCEL OF LAND LOCATED ON THE SOUTH SIDE OF LOSS TO HATCHERY ROAD 3 MILES WEST OF PARKSIDE DRIVE AUTHORIZING THE EXECUTION OF THE AGREEMENT AND PROVIDING FOR AN EFFECTIVE DAT
. >> MAYOR: OKAY, I JUST WANT TO GET SOME CLARIFICATION AND GET SOME THINGS OUT THERE.
SOME OF THE RESIDENTS ARE HERE ON EXACTLY WHERE WE ARE WITH THIS PARTICULAR POTENTIAL PROJECTS.OBVIOUSLY THEY CAME IN PRIOR AND ASSESS IF WE WOULD ENTERTAIN A STORAGE FACILITY.
AND IT WAS, WE HAD SEEN THE PRELIMINARY PLANS AND IT WAS SOMETHING THAT ALLOWING THEM TO DISCUSS FURTHER BEARING IN MIND WHAT WERE DOING HERE TONIGHT, 3.83 ACRES WAS IN UNINCORPORATED BROWARD. WHAT WE ARE DOING HERE TONIGHT IS APPROVING THE UNINCORPORATED BROWARD LAND SO NOW IT IS ANNEXED INTO THE CITY OF PARKLAND.
IN MY ACCURATE? >> SPEAKER: A LITTLE TWEAK ON THAT MAYOR, THEY DID BRING FORWARD IN ANNEXATION APPLICATION AND YOU APPROVE THE APPLICATION AND IT WENT TO THE LEGISLATIVE DELEGATION AND APPROVE THIS PARCEL WILL BE ANNEXED TO THE CITY EFFECTIVE SEPTEMBER 15.
THE AGREEMENT BEFORE YOU TODAY IS SO THAT THE CITY CAN PROCESS THEIR APPLICATIONS FOR DEVELOPMENT PRIOR TO THE EFFECTIVE DATE OF THE ANNEXATION BECAUSE TECHNICALLY IT REMAINS IN UNINCORPORATED BROWARD COUNTY AND TELL
SEPTEMBER 2. >> MAYOR: ULTIMATELY WE ARE TAKING LAND THAT WAS NOT IN PARKLAND AND BRINGING IT INTO THE CITY OF PORTLAND AND NOW THE DEVELOPER, ONCE WE APPROVE IT WILL COME BEFORE US WITH SITE PLANS, ELEVATIONS, ALL OF THAT STUFF AND WE WILL START THE PROCESS OF POTENTIALLY APPROVING THAT PARTICULAR PARCEL OF LAND TO BE A STORAGE UNIT. IT WILL GO THROUGH I GUESS THE DESIGN REVIEW BOARD, PLANNING AND ZONING AND ALL OF THAT STUFF BEFORE ITACTUALLY GETS TO US, CORRECT ?
>> SPEAKER: THAT IS CORRECT MAYOR.
>> MAYOR: I WANTED TO GET IT OUT THERE TO MAKE SURE WE WERE ALL ON THE SAME PAGE. THIS IS NOT ANYTHING NEGATIVE ABOUT THE PROJECT I JUST WANTED TO MAKE SURE THAT WE COULD HEAR SOME OF THAT UP FOR ANY OF THE RESIDENTS WHO LISTEN NOW OR
LATER. >> SPEAKER: I HAVE AN ADDITIONALCLARIFICATION . WE ARE APPROVING TONIGHT THE ABILITY FOR THEM TO MOVE FORWARD WITH THE APPLICATION PROCESS, CORRECT? WE ARE NOT APPROVING THE APPLICATION OR ANY OF THE PARAMETERS OF THAT.
NORMALLY IF YOU ARE IN THE UNINCORPORATED BROWARD YOUTH SUMMIT THE APPLICATION TO BROWARD COUNTY BECAUSE THEY ARE
[00:35:03]
STILL IN UNINCORPORATED BROWARD UNTIL SEPTEMBER 15.THESE ARE COMMON BETWEEN THE COUNTY, CITY AND APPLICANTS/DEVELOPERS TO ALLOW YOU HAVE AN ANNEXATION SITUATION LIKE YOU DO FOR THE CITY TO BE ABLE TO START PROCESSING THE APPLICATIONS PRIOR TO THE EFFECTIVE DATE OF THE ANNEXATION ANDTHAT IS WHAT IS BEFORE YOU TONIGHT .
>> MAYOR: GOT IT. DOES ANYONE ELSE HAVE QUESTION ? ANY MOTION TO APPROVE?
[CHUCKLE] DO I HAVE A SECOND? >> COMMISSIONER: SECOND.
>> MAYOR: DOES ANYONE FROM THE PUBLIC WISH TO SPEAK ON THE ITEM? SEEING THEIR SON WE HAVE A MOTION TO APPROVE BY COMMISSIONER MAYERSOHN AND SECOND BY COMMISSIONER CUTLER. ROLL CALL?> SPEAKER: COMMISSIONER MAYERSOHN, YES, COMMISSIONER ISROW, YES, COMMISSIONER CUTLER, YES, VICE MAYOR BRIER, YES, MAYOR WALKER, YES, PLEASE SHOW IT PASSES UNANIMOUSLY.
>> SPEAKER: THIS IS 9B RESOLUTION 2023-030 SOLID WASTE AND RECYCLING ILC TO CREATE SOLID WASTE AUTHORITY.
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, APPROVING THE INTERLOCAL AGREEMENT AMONG THE CITY, BROWARD COUNTY AND BROWARD MUNICIPALITIES FOR THE ESTABLISHMENT OF THE SOLID WASTE DISPOSAL AND RECYCLABLE MATERIALS PROCESSING AUTHORITY OF BROWARD COUNTY; PROVIDING FOR EXECUTION AND AN EFFECTIVE DATE. C.
>> MAYOR: GOING TO LET COMMISSIONER MEYERSON CHIME IN ON THIS FIRST BECAUSE HE WAS SITTING ON THE BOARD OF THE SOLID WASTE COMMITTEE. HE OBVIOUSLY CAN DO BEST IN FILLING US IN AS TO WHAT THIS ILA MEANS AND SO FORTH AND IF THERE'S ANY POSSIBLE CHANGES. [CHUCKLE]
>> COMMISSIONER: THIS HAS COME BEFORE US.
WE HAVE SEEN THE FIRST DRAFT. THERE HAVE BEEN SOME REVISIONS.
THAT IS CURRENTLY WHAT WE HAVE HERE TODAY.OWEVER, THERE WAS A COUNTY COMMISSION MEETING ON TUESDAY.
THE COUNTY HAD I GUESS OFFERED FIVE AMENDMENTS TO THE KERCURRE ILA THAT WE CAN SEE. SOME ARE SUBSTANTIVE SOME ARE NON-SUBSTANTIVE I'M HEARING THAT LANGUAGE MAY CHANGE.
SO, AT THIS POINT THE SOLID WASTE AND RECYCLING WORKGROUP IS MEETING ON MONDAY TO DISCUSS SOME OF THESE CHANGES AND HOW IT ALL FLESHES OUT. SO AT THIS POINT I WOULD RECOMMEND THAT WE TABLE IT AS OPPOSED TO VOTING ON WHAT IS HERE AND THEN COMING BACK AND VOTING ON AMENDMENTS .
JUST TABLE IT TO OUR NEXT MEETING.
THAT WOULD BE MY RECOMMENDATIO .
>> MAYOR: I DO NOT WANT TO OVERSTEP.
BUT I GUESS THIS IS A QUESTION FOR YOU AND ANTHONY WEIRD WOULD IT BE BETTER FOR US TO SUPPORT -WOULD IT BE BETTER FOR THE WORKING GROUP BECAUSE I KNOW SOME CITIES HAVE ALREADY APPROVED -RIGHT. THEY HAVE PASSED HOW IS SEEN HERE WITHOUT THOSE CHANGES. DON'T KNOW WHAT THECHANGES ARE . SO, WOULD IT GIVES THE WORKING GROUP A LITTLE BIT MORE TO SAY WE ARE ON BOARD.
AND IF THERE ARE ANY CHANGES, DOES IT TAKE MUCH TO GO AHEAD AND MAKE THOSE CHANGES? I GUESS THAT WOULD BE FOR ANTHONY. THAT'S MY ONLYTHING WITH THAT
AS OPPOSED TO TABLING IT . >> SPEAKER: I HAVE REVIEWED THE PROPOSED EDITS. I JUST GOT THEM YESTERDAY AT 2:15 P.M. FROM THE COUNTY OFFICE.
THERE ARE SOME NON-SUBSTANTIVE CHANGES AND THE RESOLUTION BEFORE YOU ALLOWS THE MANAGER TO MOVE FORWARD WITH THE NON-SUBSTANTIVE CHANGES. IF YOU APPROVED IT TONIGHT AND IT GOES TO THE WORKING GROUP THEY HAVE A MEETING ON MONDAY AND IS ULTIMATELY DECIDED THAT THEY ARE COY WITH THE CHANGES WE COULD GET BACK. IT IS REALLY UP TO THE COMMISSION TO WHAT I WILL TELL YOU IS THAT THIS AGREEMENT WAS NEGOTIATED FOR MONTHS AND MONTHS AND IT WENT TO EVERY CITY, EVERY CITY ATTORNEY AND EVERYBODY HAD A CHANCE TO COMMENT ON THE AGREEMENT BEFORE YOU IS WHAT WAS RECOMMENDED BY
THE SOLID WASTE WORKING GROUP. >> AND TO COMMISSIONER MAYERSOHN, THE BROWARD COUNTY COMMISSION IS PARTOF THAT WORKING GROUP , CORRECT? THE ANTHONY!, EVERYBODY HAD AMPLE OPPORTUNITY TO MAKE ANY CHANGES OR DO WHATEVER THEY WANTED AND WHEN IT FINALLY GETS UP THERE, THE COMMISSION WILL GO AHEAD AND MAKE THE CHANGES. THAT TO ME IS A LITTLE-OBVIOUSLY I'M NOT PART OF THE NEGOTIATIONS.
I AM NOT KNOWING EXACTLY WHAT THOSE CHANGES ARE AND I DON'T WANT TO MAKE ASSUMPTIONS TO DO IT SOONER RATHER THAN LATER.
I AM FINE DOING WHATEVER COMMISSIONER MAYERSOHN WANTS.
[00:40:04]
I'M LEANING TOWARDS IF WE TABLE IT WE HAVE TO BRING IT BACK BEFORE US AGAIN. IF WE APPROVE IT AND THE CHANGES ARE IRONED OUT AND NONE OF THEM DEEM SUBSTANTIVE, WE ARE DONE, RIGHT? THAT WOULD BE MY ONLY THING.>> COMMISSIONER: I SEE IT DIFFERENTLY BECAUSE I DON'T KNOW WHAT THE CHANGES ARE. SOME COULD BE MORE IN FAVOR OF THE COUNTY RATHER THAN INNOCENT POLITIES.
THERE ARE SOME THAT SAY WE VOTE TO THIS VERSION OF IT WHICH GIVES THE MUNICIPALITY LEVERAGE SAYING WE ARE UNIFIED TO THIS BUT I DON'T KNOW WHAT THE CHANGES ARE.
IF THOSE CHANGES ARE TO OUR BENEFIT AND I THINK I WOULD RATHER WAIT TO SEE OR GET SOME INFORMATION.
>> MAYOR: IT WAS THE COUNTY SO IT'S PROBABLY NOT TO OUR
BENEFIT. >> COMMISSIONER: EXACTLY.
I THINK SOMEONE SAID APPROVE IT TO SHOW SOLIDARITY WHERE THERE'S LEVERAGE IN NEGOTIATION PENDING ON WHAT THESE CHANGES ARE WHAT I ALSO UNDERSTAND THE COMPLICATION OF VOTING TO APPROVE IT AND THEN IT GETS CHANGED AND THEN OTHER CITIES APPROVE IT BUT ULTIMATELY IT WILL COME BACK BEFORE US.
>> MAYOR: EXACTLY.E BRING IT BACK BECAUSE WE TABLE IT OR WE BRING IT BACKBECAUSE THERE'S CHANGES.
EITHER WAY . GOING TO LIKELY HAVE TO VOTE ON
IT AGAIN. >> COMMISSIONER: I WOULD BE IN FAVOR OF VOTING FOR IT JUST IF IT GIVES A CHANCE OF POWER TO
THE MUNICIPALITIES. >> COMMISSIONER: IS THERE A HYBRID VOTE? IS THERE A WAY TO GIVE OUR SUPPORT FOR THE CURRENT ITERATION WITHOUT APPROVING IT? I'M BEING DIFFERENTIAL TO COMMISSIONER MAYERSOHN TO SHOW
IF WE WERE GOING TO NOT SUPPORT IT, WE WOULDN'T EVEN TABLE IT, WE WOULD VOTE IT DOWN AND SAY WE ARE NOT INTERESTED.
I DON'T KNOW IF THAT IS THE CASE, I'D LIKE TO SEE THE PROCESS AND THAT IS REALLY WHAT THE CONCERN IS.
THERE'S SOME NONSUBSTANTIVE CHANGES AND THEN THEY REMOVE IT. THAT IS SOME THING THAT IS THERE AND WE COULD VOTE ON THAT TONIGHT AND IF IT COMES BACK AND IT'S ONE OF THEM THEN IT'S NOT A BIG ISSUE.
I THINK THE PROCESS WAS THAT WE TOOK 2 A HALF CLOSE TO THREE YEARS TO COME UP WITH AN AGREEMENT AND IT SEEMED LIKE EVERYBODY WAS ON BOARD, HERE'S THE DECISION AND WE ACTUALLY MADE A CHANGE AT THE MEETING TO SAY HERE'S THE CHANGES THAT WERE GOING TO MAKE BEFORE WE SEND IT OUT TO THE INNOCENT POLITIES AND OBVIOUSLY THE COUNTY.
THE PROCESS TO ME SHOULD HAVE BEEN THAT THE COUNTY HAD CHANGES NO MATTER WHAT THEY WERE BACK TO THE SOLID WO WORKI GROUP AND HERE'S THE CHANGES WE WANT TO PRESENT THEM SO WE HAVE ONE CLEAN DOCUMENT AND HOW IT RELATES AND IF THERE'S QUESTIONS AND CONCERNS WE ADDRESS THEM AT THAT POINT IN TIME INDIVIDUALLY AS MUNICIPALITIES.
VOTING ON IT TONIGHT DEERFIELD VOTED ON IT, I THINK THERE MIGHT BE FOUR OR THREE CITIES WHOVOTED ON IT .
THEY ARE GOING TO HAVE TO GO BACK AND LOOK AT THE CHANGES.
LET'S JUST SAY THERE'S A CHANGE THAT THERE IS A MAKE OR BREAK POINT SO THEY VOTE IT DOWN. WE VOTE TO APPROVE IT THEN VOTED DOWN I WOULD RATHER APPROVE IT ALL AT ONCE AND THEN SHOW YOU WHERE THE SUPPORT IS. THAT'S MY TWO CENTS AND LIKE I SAID, THE TWO OPTIONS FOR ME IS THAT WE VOTE ON WHAT IS IN FRONT OF US TODAY AND THEN WE WAIT FOR WHATEVER THE SOLID WASTE WORKING GROUP HAS AND WE USE THAT AND THEN COME BACK BECAUSE I BELIEVE THERE ARE CHANGES THAT I WOULD RECOMMEND US TAKING A LOOK AT. I WOULD RATHER DO IT IN ONE COMPLETE DOCUMENT AND EVEN AT THAT POINT EVEN IF THERE'S A CHANGE THAT WE ARE NOT SUPPORTIVE OF WE CAN VIEW OUR OPINION AT THAT POINT WE CAN SAY WE SUPPORT IT BUT.
>> COMMISSIONER: I WILL SECOND THE MOTION IF THEMOTION IS
STILL ON THE FLOOR . >> COMMISSIONER: I WANT TO SAY I AGREE WITH BOB THE BETTER PART OF DISCRETION, PARTICULARLY SINCE HE'S BEEN ATTENDING THE MEETINGS AND UNDERSTANDS THE NUANCES THAT WE WERE PRIVY TO WOULD BE TO WAIT AND SEE AND THEN HAVE THE ACTUAL DOCUMENT REVIEWED BY OUR CANCEL AND FIGURE OUT IF IT IS SOMETHING THAT WE ULTIMATELY CAN SUPPORT. I THINK THE MESSAGE WE SEND TONIGHT IS THAT WE SUPPORT MOVING FORWARD WITH THIS IS JUST WE WANT TO MAKE SURE THE LANGUAGE THAT IS ULTIMATELY GOING TO BE THE CONCLUSION TO THE STORY IS A LANGUAGE WE ALL
SUPPORT. >> MAYOR: LIKE I SAID WE NOMINATED BOB TO BE ON THE WORKING GROUP AND THAT IS HIS RECOMMENDATION. I AM GOOD WITH THAT ALSO.
SO, >> COMMISSIONER: IF WE UNDERSTAND THE MOTION WE ARE TABLING IT UNTIL THE NEXT
[00:45:01]
MEETING? >> MAYOR: THE 19TH SHOULD HAVE IT WHERE WE SHOULD BE READY FOR PUBLIC VIEWING.
>> SPEAKER: COMMISSIONER CAN YOU CHANGE THEMOTION , DEFER I . OTHERWISE THE TABLE THAT YOU
TAKE IT OFF. >> COMMISSIONER: I WANT TO
DEFER IT TO MAY 19? >> COMMISSIONER: MAY 17 AND I
WILL SECOND THAT. >> MAYOR: ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS ITEM? SEEING THERE IS NONE? WE WILL DEFER IT TO THE 17TH AND THAT WAS A MOTION BY COMMISSIONER MAYERSOHN AND SECONDED BY VICE MAYOR BRIER. ROLL CALL.
>> SPEAKER: COMMISSIONER MAYERSOHN, YES, COMMISSIONER ISROW, YES, COMMISSIONER CUTLER, YES, VICE MAYOR BRIER,
YES, MAYOR WALKER, YES. >> MAYOR: IT PASSES UNANIMOUSLY.. RESOLUTION 2023-031: JOINT PARTICIPATION AGREEMENT FOR HILLSBORO BOULEVARD/MECCA BOULEVARD ROUNDABOUT A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, APPROVING A JOINT PARTICIPATION AGREEMENT WITH BROWARD COUNTY FOR LANDSCAPE, HARDSCAPE AND ARCHITECTURAL FEATURES WITHIN THE ROUNDABOUT AT HILLSBORO BOULEVARD AND NW 64TH TERRACE/NW 74TH PLACE (MECCA BOULEVARD); AUTHORIZING EXECUTION; PROVIDING FOR CONFLICTS AND AN EFFECTIVE
DATE. >> SPEAKER: GOOD EVENING MAYOR, VICE MAYOR ANDCOMMISSION .
I AM HERE SEEKING RESOLUTION ON THE JOINT PARTICIPATION AGREEMENT WITH THE CITY OF PARKLAND AND BROWARD COUNTY.

THIS PICTURE YOU SEE HERE IS THE APPROVED RENDERING SHOWING ARCHITECTURAL FEATURES AND LANDSCAPING WITHIN THE LAND ABOUT AND SOME OF THE DESIGN FEATURES THAT THE PUBLIC WILL SEE.
>> MAYOR: THAT IS GOING TO BE NICE.
>> SPEAKER: SOME OF THE DETAILS OF THIS AGREEMENT ARE THE CITY WILL BE PROVIDING FUNDING TO THE COUNTY TO INSTALL THE ARCHITECTURE AND LANDSCAPE FEATURES BECAUSE THIS IS A SURTAX PROJECT. WE WILL BE PROVIDING CURRENTLY TWO TO $50,000 WITH DIGITAL COST INCREASES AND WE THINK THE LONG DESIGN WILL HAVE A BETTER COST ESTIMATE.
THE COUNTY WILL PROCURE AND ACT AS PROJECT ADMINISTRATOR FOR THE PROJECT. I GUESS I MENTIONED BEFORE THE CONTRACT WILL FEATURES INCLUDING LANDSCAPING AND ARCHITECTURAL FEATURES IN THE CENTER OF THEROUNDABOUT .
THE CURRENT SCHEDULE. THE COUNTY HAS AND WILL BE COMPLETING THE DESIGN THROUGH THE END OF SEPTEMBER WITH THE EXECUTED JP OCTOBER 1 2023 AND THE COUNTY CONSTRUCTION GOES TO PROCEED AND CONSTRUCTION WILL START IN APRIL 2024.
OUR CURRENT DESIGN SCHEDULE WE WILL HAVE 50 PERCENT DESIGN PLANS BY MAY OF THIS YEAR WITH 90 PERCENT IN JULY AND HAVE A FINAL SIGNED AND SEALED SET BY DECEMBER 2023 AND WE WILL COORDINATE WITH THE COUNTY AND THEY WILL PROVIDE COMMENTS ON OUR PLANS AS WELL CLOSER TO 90 PERCENT.
I WILL TAKE ANY QUESTIONS. >> MAYOR: VICE MAYOR?
>> COMMISSIONER: HAVE WE MADE ANY DETERMINATION IF THIS IS A TWO LANE ROUNDABOUT OR ONE LANE EACH WAY ROUNDABOUT?
>> SPEAKER: THE COUNTY HAS PROVIDED DIMENSIONS AND ITS TWO LANES AND WERE DESIGNING THE ROUNDABOUT FEATURES TO
ACCOMMODATE TWO LANES. >> MAYOR: MOTION TO APPROVE.
>> COMMISSIONER: SECOND. >> MAYOR: ANYONE FROM THE PUBLIC SEEING THEIR SON WE HAVE A MOTION BY COMMISSIONER ISROW AND SECOND BY COMMISSIONER CUTLER.
ROLL CALL.> SPEAKER: COMMISSIONER CUTLER, YES, COMMISSIONER MAYERSOHN, YES, COMMISSIONER ISROW, YES, VICE MAYOR BRIER, YES, MAYORWALKER, YES.
>> MAYOR: PLEASE SHOW IT PASSES UNANIMOUSLY .
>> SPEAKER: D. RESOLUTION 2023-027: CHARTER REVIEW BOARD MEMBER APPOINTMENTS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, APPOINTING FIVE (5) REGULAR MEMBERS, TWO (2) AT-LARGE MEMBERS, A FIRST (1ST) ALTERNATE, AND A SECOND (2ND) ALTERNATE MEMBER
TO THE CHARTER REVIEW BOARD. >> MAYOR: OKAY.
I GUESS HOW WE WILL HANDLE THIS IS WE WILL DO THE FIVE PICS FIRST AND THEN WE WILL DISCUSS OUR TWO AT-LARGE AND THEN WE WILL DISCUSS THE TWO ALTERNATES.
SO, CARRY ON ALLIALYSON. >> SPEAKER: ALL RIGHT YOU WANT TO CONFIRM YOUR DIRECT APPOINTMENT ?
>> MAYOR: BILL KENNEDY. >> SPEAKER: VICE MAYOR BRIER.
[00:50:04]
[INDISCERNIBLE] >> COMMISSIONER: TAMIKA
LAWRENCE. >> SPEAKER: AND COMMISSIONER
MAYERSOHN. >> COMMISSIONER: NATHANIEL
CLIPS BERG. >> SPEAKER: THE AT-LARGE PICS
WE HAVE TO GO THROUGH.>> MAYOR: TWO AT-LARGE.
>> COMMISSIONER: HOW DO YOU WANT TO DO THIS? DO YOU WANT TO HAVE US TALK ABOUT WHO WE WOULD LIKE TO SEE IN THOSE POSITIONS? DO YOU WANT TO DO SOME SORT OF
VOTING SCHEME? >> MAYOR: I GUESS THERE WERE 12 TOTAL APPLICATIONS SO THERE ARE SEVEN LEFT.
OKAY? AND THERE ARE FOUR SPOTS.
SO YEAH. IF ANYONE WOULD LIKE TO BRING UP ANY NAMES. PEOPLE WHO MAY HAVE REACHED OUT
TO THEM OR WHAT HAVE YOU. >> COMMISSIONER: IN THAT REGARD I THINK THERE ARE TWO THAT WOULD BE VERY WONDERFUL TO GET ONTHE CHARTER MAINLY BECAUSE THEY KNOW A LOT ABOUT THE CITY IN THEIR PAST EXPERIENCE .
GRACE SOLOMON AND DOUG CRUZ HAVE HAD EXTENSIVE ASKED ARIANS WITH THE CITY COUNCIL WORK. AND GRACE IS A LAWYER AND SHE HAS BEEN IN THE COMMISSION IN THE PAST AND SHE'SKNOWLEDGEABLE ABOUT THE CITY . AND SO I WOULD LOVE TO SEE THEM GET SOMEHOW ON THIS BOARD AS WELL.
>> COMMISSIONER: I HAVE A FEW OTHERS, TOO.
ANTHONY BELLOW, JASON CHASSE CAMERA, ROB BRANNON, THOSE ARE THREE I HAVE SPOKEN WITH ABOUT THIS.
ANTHONY OBVIOUSLY I THINK EVERYBODY KNOWS FROM THE P&Z BOARD. JASON IS NOT ONLY AN HOA PRESIDENT IN PARKLAND BUT HE GREW UP IN PARKLAND SO HE HAS A UNIQUE PERSPECTIVE AND THEN OBVIOUSLY WE ALL KNOW ROB BRANNON. I DON'T KNOW HOW YOU WANTTO GO
THROUGH THE PROCESS . >> MAYOR: COMMISSIONER HOW
MANY DO YOU HAVE? >> COMMISSIONER: ANTHONY AND TONY NOVELLO BRING A DIFFERENT MINDSET FOR ANYTHING HE COMES TO HE ALSO BRINGS A DIFFERENT LENS FROM THE STANDPOINT OF LAW ENFORCEMENT IT AGAIN, I DON'T KNOW NECESSARILY IF THERE ARE THINGS ON THAT CHARTER REVIEW TO REVIEW BUT HE HAS BEEN ON THERE BEFORE AS WELL AS DOUG. DOUG HAS SERVED ON THE CHARTER REVIEW BEFORE AND HE IS EXTREMELY KNOWLEDGEABLE . HE SERVED ON WHEN I SAY A BOARD UP IN NEW HAMPSHIRE HE WAS LIVING UP THERE AND HE BRINGS A WEALTH OF KNOWLEDGE AND EXPERIENCE.
>> MAYOR: I DO SEE DOUG HERE IN THE AUDIENCE AND TO MEET THAT SAYS A LOT. I ALSO SEE THAT JOHN FAVORITE
IS HERE AS WELL WHICH IS GREAT. >> COMMISSIONER: I WANT TO POSE A QUESTION RATHER THAN A COMMENT AND THE QUESTION IS THE COMMISSION TO CONSIDER WHAT IF ANY ARE THERE ANY ISSUES THAT WE BELIEVE WOULD BE RIPE FOR CONSIDERATION IN THE CHARTER THAT ARE GOING TO BE MATERIAL TO THE DISCUSSION BECAUSE OBVIOUSLY THEY ARE LOOKING AT THE WHOLE THING BUT I'M CURIOUS HAVE WE HAD ANY CONVERSATION THAT CAN PUT CONTEXT INTO PEOPLE'S BACKGROUNDS OR WHAT THEIR EXPERTISE ARE .
SOMETIMES I FEEL LIKE WE ARE MAKING DECISIONS IN A VACUUM AS OPPOSED TO WHAT THE GOAL THAT WE ARE SETTING UP FOR THEM TO
ACCOMPLISH . >> MAYOR: GREAT COMMENTS.
I'M GOING TO ASK ANTHONY OBVIOUSLY WE ARE TALKING ABOUT THE CHARTERREVIEW BOARD . I DON'T WANT TO NECESSARILY I DON'T WANT TO NECESSARILY START TALKING ABOUT THE CHARTER ITSELF OR I DON'T KNOW IF THIS IS THE PLACE.
BECAUSE YOU KNOW. >> COMMISSIONER: THE PROVISION WITHIN THE CHARTER FOR THE CHARTER REVIEW BOARD SPECIFIES YOU ALL APPOINT THIS BOARD THEY MAKE RECOMMENDATIONS.
THEY REVIEW IT AND THEY MAKE RECOMMENDATIONS FOR AMENDMENTS TO YOU ALL BUT THOSE RECOMMENDATIONS ARE NONBINDING.
THE COMMISSION HAS THE SOLE DISCRETION ONTO WEATHER TO MOVE THOSE AMENDMENTS FORWARD AND THE COMMISSION HAS THE ABILITY TO PUT FORTH THEIR OWN AMENDMENT AS WELL.
SO KEEP THAT IN MIND. >> FOR THIS DISCUSSION TONIGHT FOR COMMISSIONER ISROW!, IF I AM UNDERSTANDING YOU CORRECTLY, MAYBE WE WOULD JUST -I HEAR WHAT YOU'RE SAYING ABOUT TRYING TO FIND SOMEONE WHO HAS A PARTICULAR SKILL SET I GUESS?
>> COMMISSIONER: SKILL SET OR EXPERIENCE BECAUSE WE TALK ABOUT ORGANIZATIONAL STRUCTURE IN THE CITY ABOUT REPORTING AND HIERARCHY WHICH WOODLAND SOMEONE WHO HAS MORE HR
[00:55:02]
BACKGROUND ORGANIZATIONAL MANAGEMENT .IF THERE'S SOMETHING THAT WE HAVE HAD A CONVERSATION ABOUT IN THE PAST, WE DON'T HARP ON THEM BECAUSE THEY ARE NOT RIGHT UNTIL WE HAVE A CHARTER REVIEW BOARD.
>> TO ME, THERE'S NOT A LOT FOR ME ANYWAY FROM WHAT I KNOW OF THE CHARTER I DON'T SEE ANYTHING GLARING THAT SAYS PERSONALLY BUT I DON'T KNOW MAY BE SOMEONE ON THE CHARTER REVIEW SAYS WELL I SEE WHATEVER.
>> COMMISSIONER: ANTHONY - WE ARE REQUIRED SIX YEARS TO REVIEW. IS THAT STATUTORILY?
>> COMMISSIONER: SIX YEARS. IT'S IN THE CHARTER.
>> COMMISSIONER: SO THAT IS AN ITEM.HEN WE DISCUSSED WE REVIEW EVERY SIX YEARS, TWO YEARS, 10 YEARS OR AS NEEDED? THAT COULD BE SOMETHING RIGHT OFF THE BAT BACK AND LOOK AT
THAT PARAMETER. >> COMMISSIONER: I THINK I
KNOW - >> COMMISSIONER: I'M NOT TRYING TO GET INTO A CHARTER REVIEW COMMUNICATION BUT HAVE IT AS FRAMEWOR. A LOT OF THESE CANDIDATES ARE QUALIFIED TO SOME EXTENT I DON'T MEAN THAT BUT HE HAS A UNIQUE PERSPECTIVE TO SEE THE SEAT FROM HER TERM FROM WHAT SHE HAS SEEN AND NOW AFTER HER TERM.
I THINK IT IS UNIQUE PERSPECTIVE THAT ADDS VALUE TO THE CONVERSATION AND I WANT TO MAKE SURE WE APPROACH IT FROM THAT WAY INSTEAD OF JUST TAKIN .
I THINK EVERYONE HAS QUALIFICATIONS.>> COMMISSIONER: TO YOUR POINT I AGREE WITH YOU AS WELL.
I THINK EVERYBODY HAS A GOOD POINT.
BEING EVEN MORE SIMPLE THAN THAT.
TONY REACHED OUT TO ME SO I KNOW HE IS EAGER TO GET ON THE BOARD. I ONLY HAD A COUPLE PEOPLE REACH OUT TO MEET PERSONALLY ASKED TO GET ON THE BOARD AND OF THE NOMINEES LEFT ONLY TONY AND ROBERT HAVE REACHED OUT TO ME PERSONALLY. I CAN SEE DOUG HERE TONIGHT AND THAT WEIGHS ON ME. NOTHING AGAINST GRACE I'M JUST SAYING LOOK, THEY ARE ALL QUALIFIED IN MY EYES.
SO IT'S JUST A MATTER OF WHO DO WE, HOW DO WE WANT TO COME UP WITH A WAY TO PICK?THIS IS ALWAYS THE ISSUE.
I'M JUST GOING TO BLANKET. WE DON'T NEED TO NECESSARILY ALL SAY IT BUT WE CAN ANYONE WHO WANTS TO VOLUNTEER THEIR TIME TO BETTER THE CITY OF PARKLAND WE CANNOT THANK YOU ENOUGH. EVEN IF YOU DON'T NECESSARILY GET PICKED WE STILL THANK YOU. IT IS JUST YOU SEE HERE TONIGHT WE HAVE 12 APPLICATIONS AND NINE SPOTS.
EVERYONE CANNOT GET A SPOT. >> COMMISSIONER: IT IS A
BLESSING AND A CURSE. >> MAYOR: IS THANKS.
WE DON'T WANT TO NOT PICK SOMEONE BUT THAT'S WHAT WERE DOING HERE TODAY ISTO MAKE A DECISION AND SOMETIMES PEOPLE ARE HAPPY AND SOMETIMES PEOPLE ARE NOT .
IT IS WHAT IT IS. WHAT WOULD LIKE TO DO TO TRY TO
GET THIS HANDLED IS MAY BE WE - >> COMMISSIONER: I WOULD OFFE , SEEMS LIKE THERE'S FIVE NAME HERE .
I WOULD OFFER TONY AND DOUG. AGAIN AS THE AT-LARGE AT THIS POINT AND THEN IF THAT GOES THROUGH WE WILL SEE WHERE IT IS AT. THAT IS WHAT I WOULD DO.
>> MAYOR: AS FAR AS I AM CONCERNED SEEING DOUG HERE AND KNOWING TONY WANTS TO GET ON IT WE CAN GO DOWN THE LINE.
>> COMMISSIONER: SHOULD I SECOND IT?
>> COMMISSIONER: I CAN THIRD THAT.
I AGREE WITH THAT. >> MAYOR: OKAY WE ARE GOING WITH DOUG AND TONY AS THE AT-LARGE AND NOW WE HAVE THE
ALTERNATE. >> COMMISSIONER: I WILL MAKE , I DON'T KNOW IF WE SHOULD DO ONE SPOT AT A TIME, TO SPOTS AT
A TIME. >> COMMISSIONER: THE LAST TIME
WEDID TO . >> COMMISSIONER: I THINK THOSE ARE THE ONES THAT REACH OUT TO ME.
>> COMMISSIONER: I HAVE NO PROBLEM WITH THOSE THE ONLY THING I WOULD SAY IS IT IS IMPORTANT FOR THIS GROUP TO BE REPRESENTATIVE OF PARKLAND. MEANING, FROM DIFFERENT PARTS OF THE CITY, FROM DIFFERENT DEMOGRAPHICS.
I THINK GRACE AGAIN HAS GOOD INSIGHT.
I THINK ROB BRANNON COMING FROM PINETREE ALSO HAS UNIQUE INSIGHT FOR HIS VIEW OF THE WORLD.
THAT WOULD BE MY THINKING. >> COMMISSIONER: I WOULD
SECOND JORDAN. >> MAYOR: YOU SAID ROBERT AND
[01:00:05]
GRACE? OKAY.WE'LL DO I DON'T WANT TO SOUND INAPPROPRIATE BUT WE WILL DO LADIES FIRST. GRACE WILL BE THE FIRST ALTERNATE. CALL ME WHAT YOU WILL.
[CHUCKLE] AND THEN ROBERTS WILL BE THE SECOND ALTERNATE.
IS THAT GOOD WITH EVERYBODY? >> COMMISSIONER: I AM FINE
WITH THAT. >> COMMISSIONER: WE WILL NEED TO MAKE A MOTION. MAYBE MADAM CLERK CAN READ THE APPOINTMENTS INTO THE RECORD AND THEN SOMEONE CANMOVE THEM
FORWARD ?>> SPEAKER: SO, DO YOU WANT TO DO THE AT-LARGE?
>> MAYOR: ALL SEVEN? >> MAYOR: I THINK YOU WOULD HAVE TO DO THEM ALL SEPARATE OR YOU DON'T.
ANTHONY, THAT IS YOU. >> COMMISSIONER: I WILL MAKE A MOTIONTO APPROVE THE SLATE . AS I UNDERSTAND IT OUR APPOINTMENT IS BILL KENNEDY, JONATHAN FAVOR, COMMISSIONER MAYOR SINCE APPOINTMENT IS THE FANEUIL SIX BERG CINDY CELLA MONEY, COMMISSIONER ISROW'S IS TAMIKA LAWRENCE THE AT-LARGE WOULD BE ANTHONY AVELLA AND DOUG CRUZ AND THEN IN ORDER FIRST AND SECOND WOULD BE GRACE SOLOMON AND ROBERT BRANNON.
>> COMMISSIONER: SECOND. >> MAYOR: OKAY AS ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS?
DOUG? >> SPEAKER: THANK YOU YOUR HONOR ANDCOMMISSIONERS I WANT TO SAY THANK YOU FOR YOUR APPOINTMENT AND I LOOK FORWARD TO SERVING AGAIN .
>> COMMISSIONER: YOU FOR YOUR TIME.
>> MAYOR: ANYONE ELSE? SEEING THERE IS NONE WE HAVE A MOTION AND A SECOND BY CUTLER, ROLL CALL.
>> SPEAKER: COMMISSIONER MAYERSOHN, YES, COMMISSIONER ISROW, YES, COMMISSIONER CUTLER, YES, VICE MAYOR BRIER,
YES, MAYOR WALKER, YES. >> MAYOR: PLEASE SHOW IT PASSES UNANIMOUSLY. CAN I READ SOMETHING UP NOT NECESSARILY ON THE SELECTION BUT APPLICATION PROCESS.
I HAD A DISCUSSION WITH NANCY AND ALLISON IN THE SAME WAY AND I KNOW WE DON'T HAVE TO DO THIS HOPEFULLY FOR A WHILE.
DO SOMETHING WHERE YOU HAVE SEEN IT ON THE APPLICATIONS, WHAT IS REQUIRED AND WHAT IS NOT REQUIRED AND TO REVIEW WHAT WE ARE LOOKING FOR. I MEAN, UPLOAD A RESUME.
SOME DID AND SOME DIDN'T. I WANT TO MAKE SURE THAT WHATEVER WE WANT IS REQUIRED THAT AN APPLICANT KNOWS THAT THEY NEED TO FILL IT OUT EFORE IT ISSUBMITTED .
>> COMMISSIONER: I AGREE. I DON'T KNOW HOW WELL IT IS COMMUNICATED BUT TO GET PAST FIRST BASE YOU HAVE TO PUT IN YOUR PAPERWORK WHATEVER THAT REQUIREMENT IS.
>> COMMISSIONER: WE CAN TALK ABOUT THAT IN STRATEGIC PLANNING MAYBE WE CAN HAVE THE CONVERSATIONAGAIN.
HOW DO WE NICELY TELL PEOPLE ? >> COMMISSIONER: I THINK SOME PEOPLE DO MORE THAN IS REQUIRED AND SOME PEOPLE DO LESS.
TO HAVE IT DELINEATED YOU NEED TO COMPLETE AN APPLICATION AND
SUBMIT THE BIO. >> SPEAKER: AT THE BOTTOM THERE IS A STAR THAT REQUIRESA FIELD .
>> MAYOR: WE WILL BRING THAT BACK UP ON NEXT TIME.
>> COMMISSIONER: ITEM NINE E IS BROWARD LEAGUE OF CITIES
APPOINTMENTS. >> MAYOR: THE COMMISSIONER IS THE APPOINTMENT AND I AM THE FIRST ALTERNATE AND.
>> COMMISSIONER: MOTION TO APPROVE!
>> COMMISSIONER: SECONDS! >> MAYOR: YOU DIDN'T GET TO THETHIRD ONE YET . [CHUCKLE]
>> COMMISSIONER: IT WAS SIMEO .
>> MAYOR: YOU STILL WANT THE MOTION? ARE YOU STILL INTERESTED? [LAUGHTER]
>> MAYOR: I WOULD LIKE TO STAY AS THE FIRST ALTERNATE.
>> SPEAKER: IT WAS VICE MAYOR BRIER.
>> MAYOR: TO SHARE WITH EVERYBODY, THERE IS NOTHING, AGAIN IT'S A BUDGETARY THING BUT THERE'S NOTHING THAT PROHIBITS US LIKE TOMORROW. WE HAVE A BOARD OF DIRECTORS MEETING AND I BELIEVE THAT EVERYBODY WILL GO.
[01:05:01]
WE ARE ALL GOING. AGAIN THAT IS WHAT YOU CAN SEE,THE PRESIDENT IN ACTION. >> MAYOR: THAT IS THE ONLY REASON I AM GOINGI'M SO EXCITED FOR THAT .
>> COMMISSIONER: I AM BRINGING A FAN CLUB!
[LAUGHTER] >> MAYOR: WE HAVE SOME GENERAL MEETINGS AND I DON'T WANT TO SAY IT'S BETTER THAN OTHERS BUT IT HAS MORE RELEVANCE TO WHAT WE ARE DOING SO IT ISWORTHWHILE . ALTHOUGH WE ARE GIVEN TO SLOTS IT DOESN'T MEAN IT'S SOMETHING WE WANT TO SEND THREE OR FOUR IT JUST BECOMES A BUDGETARY ISSUE TO ENSURE THAT -
>> COMMISSIONER: MOST OF THOSE EVENTS, THENETWORKING ONES ARE
AGAIN SOME OF THEM ARE THE SCHOLARSHIPS.
IT WOULD BE NICE TO SUPPORT WE HAD TAYLOR X WHO WAS THE SCHOLARSHIP WINNER AND I KNOW WE ARE ALL BUSY BUT AS SOMEBODY WHO WON A SCHOLARSHIP FROM THE CITY OF PARKLAND WOULD BE NICE TO SUPPORT WITH ALL OF US THERE AND I KNOW THAT YOU HAD TO LEAVE AND YOU HAD TO PICK UP YOUR FATHER AT THE AIRPORT WHICH WAS VERY UNUSUAL BUT AGAIN IT IS NICE AND IT GIVES YOU THE ABILITY TO NETWORK AND TO SEE WHAT OTHERS ARE DOING.
OR JUST TO THROW OUT QUESTIONS. >> COMMISSIONER: I DON'T KNOW IF THERE IS A WAY AND I KNOW THEY DO A GREAT JOB WHEN THEY GET THE INFORMATION IN BUT NAVY WE CAN TALK ABOUT GETTING A CALENDAR AHEAD OF TIME. SOME OFTHESE COME UP .
>> MAYOR: IT'S USUALLY THE THIRD, THE BOARD OF DIRECTORS THE THIRD OF THE MONTH AND THE OTHER IS USUALLY THE THIRD THURSDAY OF THE MONTH. THE LOCATION MAY CHANGE, THE
INFORMATION MAY CHANGE. >> COMMISSIONER: AS LONG AS THE DATE IS SET. I DON'T CARE ABOUT LOCATION BUT IF THERE'S A WAY TO GET THE CALENDAR EARLIER AND PUT IT ON OURS SOMETIMES WE DO IT REACTIVE WHERE IF WE DO AN INVITATION WE SHOULD DO IT PROACTIVE AND PUT ON THE CALENDAR. TO YOUR POINT IF ALL FIVE OF US COULD ATTEND TO EVERYTHING WE WOULD BUT IF WE HAD IT ON THE CALENDAR EARLY RATHER THAN JUST GETTING THE INVITATION WE COULD PLAN ACCORDINGLY SO I WILL REVISE THE MOTION TO MAKE COMMISSIONER MAYERSOHN THE APPOINTEE, MAYOR WALKER THE FIRST ALTERNATE AND THEN COMMISSIONER ISROW THE SECOND
ALTERNATE. >> COMMISSIONER: SECOND.
>> MAYOR: ANYONE FROM THE PUBLIC? WE HAVE A MOTION BY VICE MAYOR BRIER AND A SECOND BY
COMMISSIONER CUTLER. ROLL CALL.>> SPEAKER: COMMISSIONER ISROW, YES, COMMISSIONER CUTLER, YES, COMMISSIONER MAYERSOHN, YES, VICE MAYOR BRIER, YES, MAYOR
WALKER, YES. >> MAYOR: PLEASE SHOW IT PASSES UNANIMOUSLY AND CONGRATULATIONS TO ALL AND THANK YOU ALL FOR YOUR CONTINUOUS SUPPORT.
[10. Comments by the Broward Sheriff's Office]
I TRULY APPRECIATE IT. ITMEANS A LOT TO ME .COMMENTS BY THE BROWARD SHERIFF'S OFFICE.>> SPEAKER: GOOD EVENING MAYOR, VICE MAYOR, COMMISSIONERS, I WANTED TO UPDATE YOU ABOUT WHAT HAPPENED EARLIER IN THE WEEK WE DID HAVE A BURGLARY CREW COME THROUGH THE CITY AND TARGETED UNLOCKED VEHICLES AND VEHICLES THAT HAVE THE KEY FOB LEFT INSIDE OF THE .
SO WE HAD A HANDFUL OF BURGLARIES AND WE HAD A BMW STOLEN. THEY WERE AN ORGANIZED CREW WEARING SKI MASKS AND GLOVES AND SO THEY KNEW WHAT THEY WERE DOING. WHEN WE WERE APPRISED OF THE BMW THAT WAS STOLEN THE SERGEANT CHECKED THE VEHICLE, ATTRACTED TO LAGER HILL AND PARTNERED WITH THE ENFORCEMENT TEAM WHO WAS ABLE TO SET UP ON THAT VEHICLE RATHER QUICKLY.
THEY DID SOME SURVEILLANCE AND WHEN THEY STOP THE VEHICLE FIVE SUBJECTS RAN FROM THE CAR AND FLED.
ONE JUMPED INTO A CANAL. THEY WERE APPREHENDED WITH THE HELP OF AVIATION ON THE PLANTATION POLICE DEPARTMENT AND WE WERE ABLE TO RETRIEVE A FIREARM FROM THE VEHICLE AS WELL. SO OUR DETECTIVE RESPONDED OUT TO DOINTERVIEWS, OBTAINED A CONFESSION AND WE WERE ABLE TO CLEAR THAT CASE BY ARREST. ALL OF THE SUSPECTS WERE JUVENILES WITH AN EXCEPTION OF ONE THAT WAS 18 .
THESE ARE GROUPS THAT COME INTO THE CITY COULD THEY TARGET THE UNLOCKED CARS AND AGAIN THE CARS WITH THE KEY FOB'S LEFT
INSIDE . >> COMMISSIONER: CAPTAIN WAS THAT PARTICULAR AREA IN PINE TREE? WHAT WAS THE FIRST I HAD HERD THATTHERE WAS A RISE IN
[01:10:01]
CRIMINAL ACTIVITY IN THE PINETREE AREA .>> COMMISSIONER: CITYOFPARKLAND.ORG THEY HAD THE HIGH-END VEHICLES WITH THE KEY FOB INSIDE OF THEM IN THE OTHER ONE WAS UNLOCKED AS WELL WITH LARGE AMOUNTS OF CASH INSIDE THE VEHICLE THAT WAS IN PINETREE ESTATES.
WE ALSO HAD A CREW LATE LAST WEEK THAT WERE TARGETING FORD RAPTORS. THOSE ARE THE LUXURY FORWARDS WITH SOUPED-UP ENGINE SIMILAR TO THE HELLCAT THAT THEY WERE TARGETING BEFORETHAT . ONE OF THE RAPTORS WAS IN PINETREE ESTATES. BOTH OF THEM WERE TARGETED HOWEVER THE CARS WERE NOT STOLEN.
ONE HAD A KEY FOB LEFT INSIDE AND WAS ABANDONED AND UNLOCKED AND THE OTHERS ROLLED DOWN THE DRIVEWAY.
I THINK THEY WERE GOING OUT HOW TO STARTED AND COULD NOT GET AWAY WITH IT. WE ARE ASSUMING THEY WERE YOUNG KIDS. IT'S.
>> COMMISSIONER: FOR CLARIFICATION DID THEY RETURN
TO THE OWNER OF THE CAR? >> SPEAKER: THE FIREARM WAS STOLEN A MONTH AGO OUT OF ONE OFTHE UNLOCKED CARS I DON'T BELIEVE IT WAS THE SAME ONE BUT THIS PARTICULAR FIREARM THAT WAS RECOVERED HAD A SERIAL NUMBER THAT WAS REMOVED .
>> COMMISSIONER: I KNOW THAT WE HAD PREVIOUSLY PUT UP THOSE WHERE IS YOUR KEY FOB LAWN SIGN MAYBE WE CAN DO THAT AT THE PINETREE AREA AS A REMINDER? IT SEEMS THAT WE HAVE A RECURRING PROBLEM WHERE PINETREE IS NOT EXCLUSIVE WE HAVE HAD THIS IN HER MAY, TO SCOTT AND OTHER NEIGHBORHOODS WHERE WE HAVE RESIDENTS WHO ARE VERY BLESSED TO HAVE VERY NICE CARS, THEY LEAVE THE KEY FOB'S AND EXPENSIVE AND SOMETIMES A FIREARM IN THEIR VEHICLE WITHOUT IT NOT ONLY BEING LOCKED BUT THE ABILITY TO OPEN THE DOOR AND STARTED UP AND GO.
AND THAT SEEMS TO BE A PROBLEM THAT WE CAN'T GET PAST FOR SOME
REASON. >> MAYOR: IT'S NOT JUST PARKLAND. IT HAPPENS EVERYWHERE.
>> COMMISSIONER: IS PART OF MODERN TECHNOLOGY.
YOU USED TO HAVING AN OLD-FASHIONED KEY.
>> MAYOR: IT IS NOT JUST US. >> COMMISSIONER: CAN YOU TELL THOSE RESIDENTS WHO WANT TO LEAVE LARGE AMOUNTS OF CASH IN THEIR CAR TO JUST DROP IT OFF AT MY HOUSE?
WE CAN KEEP IT SAFE . >> SPEAKER: THE MAYOR IS RIGH . IT HAPPENS ALL OVER THE COUNTY WE HAD VERY SIMILAR ISSUES THERE AND WE DEBRIEF THE SUBJECTS THEY TELL US WE KNOW WHERE THE CARS ARE LEFT UNLOCKED. WE KNOW WHERE THE RESIDENTS LEAVE THE KEY FOB IN THE CAR AND THAT'S WHY WE COME HERE.
SO THEY KNOW. >> COMMISSIONER: CAPTAIN I WANT TO GET TO DOCTOR LEO KOESTLER! BECAUSE I KNOW YOU PUT OUT RECENTLY A NEW ITERATION IF YOU WILL CITIZENS ON PATROL, COMMUNITYWATCH, WHATEVER YOU
WANT TO CALL IT . >> SPEAKER: ASKED THE CITIZEN OBSERVER PATROL IN THE CITY PUT IT OUT ON THEIR SOCIAL MEDIA.
IT IS A NONCONFRONTATIONAL PROGRAM WHERECITIZENS CAN VOLUNTEER . GET THEM A RADIO AND TRAINING.
IT'S EXTRA EYES ON THE STREETS. A NEIGHBORHOOD WATCH SO TO SPEAK. IT IS A GREAT PROGRAM.
WE HOPE THAT THE RESIDENTS COME FORWARD.
WE DID HAVE FOLKS THAT WERE INTERESTED BUT HAVE NOT FOLLOWED THROUGH WITH THE PROGRAM.
WE WILL CONTINUE TO ADVERTISE IT AND HOPE THAT WE GET SOME
TAKERS. >> SPEAKER: MAY BE SOMEONE CAN PUT UP A TABLE BUT IF WE ARE HAVING NEIGHBORHOODS WITH THIS PROBLEM AND WHERE RESIDENTS ARE WILLING TO STEP UP AND BE PART OF THE SOLUTION COULD BE A GOOD CONDUIT TO TRY TO ATS PROBLEM.
>> MAYOR: DID WE HAVE CITIZENS ON PATROL AT ONE POINT? I THOUGHT WE HAD A PROGRAM CITIZENS ON PATROL.
I THINK WE HAD THREE? >> SPEAKER: THERE WAS ONE GENTLEMAN THAT WAS AROUND MORE THAN MOST.
[11. Comments by the Coral Springs-Parkland Fire Department]
>> MAYOR: WE WILL KEEP PROMOTING YOUR CITIZENS WATCH.
>> SPEAKER: THANK YOU. >> MAYOR: COMMENTS BY THE CORAL
SPRINGS FIRE DEPARTMENT . >> SPEAKER: THAT EVENING.
VERY QUICK WE HAD 139 CALLS LAST NIGHT.
THE ONLY OTHER THING WE HAVE IS THAT I HAD A CHANCE TO HAVE A MEETING WITH A COUPLE OF YOUR STAFF MEMBERS.
WE HAD NEW PROMOTIONS IN THE DEPARTMENT WITH THE STAFF AND WE WERE DISCUSSING SOME BIG TICKET ITEMS COMING UP FOR REPLACEMENT THAT YOU HAVE ALREADY PLANNED FOR.
YOU MAY SEE THEM AND WE APPRECIATE THEM STOPPING BY AND GOING OVER THAT. THAT'S ALL I HAVE.
[01:15:01]
>> SPEAKER: I HAVE A QUESTION FOR YOU IS THIS A TRUE STATEMENT THAT SOMEONE CALLS 91 AND THEY ARE BEING TOLD THAT THEY ARE UNABLE TO HAVE MEDICAL ASSISTANCE COME DOWN THERE
THE DISPATCHERS WOULDN'T KNOW THATANYWAY .
>> SPEAKER: I HAVE HEARD CONCERNS OF A FIRE TRUCK HAVING ISSUES GOING DOWN AND MAKING A U-TURN BUT I NEED TO UNDERSTAND THAT BECAUSE OBVIOUSLYTHAT'S A CONCERNING CASE OF THANK YOU
[12. Comments by the City Manager]
FOR CLEARING THAT UP . >> SPEAKER: WE WILL TAKE ALL
TERRAIN NECESSARY. >> MAYOR: THANK YOU.
COMMENTS BY THE CITY MANAGER? >> SPEAKER: I WANTED TO ADD ON TO VICE MAYOR BRIER'S COMMENT THAT WE DO HAVE A SPECIAL MEETING FROM 4:00 TO 7:00 TO DISCUSS AND REVIEW THE PROPOSALS FOR THE 2021 RESIDENTIAL PARTNER OVER AT
HERON BAY. >> MAYOR: I AM LOOKING FORWARD TO THAT. I DID IT IN THE RIGHT ORDER.
YOU CAN'T YELL AT ME. >> SPEAKER: WERE YOU GOING TO CIRCULATE STUFF BEFORE THAT MEETING?
>> SPEAKER: I WILL BE MEETING WITH COLLIERS ON MONDAY AND AFTER THAT EVERYONE WILL GET A COPY OF WHAT WASGIVEN TO ME .
>> COMMISSIONER: THANK YOU. >> SPEAKER: YOU ARE WELCOME.
>> MAYOR: RELATED HAPPY ANNIVERSARY.
>> COMMISSIONER: I APPRECIATE BACK MAYOR, NO COMMENTS TONIGHT
THANK YOU. >> COMMISSIONER: DEFINITELY HAPPY ANNIVERSARY MOTION TO ADJOURN.
>> MAYOR: CAP BEAT YOU TO IT. >> COMMISSIONER:
