[5. Comments from the Public on Non-Agenda Items]

ALL IN FAVOR? >> AYE.

>> ANYONE OPPOSED? >> IT PASSES UNANIMOUSLY.

COMMENTS FROM THE PUBLIC ON NON-AGENDA ITEMS.

>> I'VE GOT A LIST HERE. >> NAME AND ADDRESS FOR THE RECORD AND YOU'VE GOT THREE MINUTES.

>> MY NAME IS DR. DENA SIMON, AND I LIVE IN 6931 ANNAPOLIS COURT IN CYPRESS HEAD. MY MAIN REASON I'M HERE TONIGHT IS TO DISCUSS PARKLAND TENNIS CENTER AND POSSIBLY OPENING UP POSITION FOR MANAGER. I HAVE BEEN AT PARKLAND CENTER FOR ABOUT FOUR YEARS NOW. I HAVE CREATED LEAGUES FOR WOMEN. THE PROBLEM THAT WE HAV IS WE HAVE NOBODY TO TALK TO. WE'RE HAVING ISSUED WITH THE 55 AND OVER COMMUNITY THAT'S COMING IN.

THEY'RE LOOKING FOR LEAGUES FOR THEIR AGE GROUP AND WE COULD NOT FIT THEM INTO THE PRESENT SCHEDULES BECAUSE OF PREVIOUS LEAGUES. A LOT OF THOSE LEAGUES HAVE BEEN CREATED ABOUT FOUR YEARS AGO WHEN TENNIS CENTER STARTED.

BUT BECAUSE NOW WE HAVE MORE POPULATION MOVING IN, WE NEED TO DO SOME KIND OF ADJUSTMENTS. I DID SPEAK TO LESLIE WHO IS THE PRESIDENT OF THE TENNIS COMMITTEE OVER THERE.

AND WE ARE PLANNING TO DO MORE MEETINGS FOR THE TENNIS COMMITTEE TO TRY TO RESOLVE AND COME UP WITH A BETTER PLAN TO ESTABLISH, BUT WE STILL FEEL THAT A PAID MANAGER WOULD HELP RESOLVE A LOT OF THESE ISSUES BECAUSE WE HAVE NOBODY TO TALK TO. ONE OF THE ISSUES THAT WAS PRESENTED TO ME WAS THAT PARKLAND TENNIS CENTER WAS BUILT FOR FREE PLAY. I TRIED TO EXPLAIN TO THEM THAT NOBODY COMES TO PARKLAND TENNIS FOR FREE PLAY, THEY COME FOR COMPETITIVE LEAGUE PLAY. AND I DID DO A SURVEY AND YOU HAVE THAT SURVEY IN YOUR BLUE ENVELOPE WHERE IT SHOWS MOST OF THE PARKLAND RESIDENTS ARE THERE FOR COMPETITIVE LEAGUE.

THEY PAY MEMBERSHIP FOR COMPETITIVE LEAGUE, THEY DON'T COME FOR FREE PLAY. THE OTHER THING WAS I ALSO DID A PETITION WITH THE MEMBERS AND PARKLAND RESIDENTS THAT LIVE IN THE AREA AND THEY ALL VOTING FOR A PAID MANAGER FOR THE PARKLAND TENNIS CENTER. MEMBERSHIPS ARE NOT BEING FOLLOWED UP SO A THE LOT OF THE MONIES COMING INTO PARKLAND TENNIS CENTER ARE BEING LOST BECAUSE THEY'RE NOT FOLLOWING UP ON WHO PAID AND WHO WAS NOT. THE CREDIT CARD MACHINE WAS DOWN FOR A FULL TWO WEEKS LAST WEEK. NOBODY WAS PAYING NOTHING AND PEOPLE WERE STILL USING THE COURTS.

SO I JUST FEEL THAT IF WE DON'T HAVE SOMEBODY SUPERVISING THIS, THE TENNIS CENTER WILL BE DECLINING.

AND WHO YOU'RE LOSING MONEY OR NOT, I DON'T KNOW, I HAVEN'T LOOKED AT IF FINANCIALS YET, BUT IT WILL BE GOING DOWN DRASTICALLY. AND WE NEED TO DO SOMETHING TO TRY TO SAVE IT BECAUSE WE LOVE THE TENNIS CENTER.

AND I CAME FROM CORAL SPRINGS WHERE I USED TO PAY A LOT OF

[00:05:02]

MONEY AND NOW I PLAY AT THE PARKLAND TENNIS CENTER.

THANK YOU. >> THANK YOU.

>> REBECCA KELLER. >> HI MY NAME IS, REBECCA KELLER. I'M A PARKLAND RESIDENT.

I'VE WORKED FOR THE GOVERNMENT. I'M REALLY SURPRISED THAT THE PARKLAND TENNIS CENTER IS RUN BY VOLUNTEERS, SPECIFICALLY MOSTLY DANA. I HAVE STRUGGLED THERE MYSELF BOTH WITH MISMANAGEMENT AND PAYMENT PROBLEMS. ONE TIME THEY TOLD ME DON'T WORRY ABOUT IT.

I HAVE FRIENDS WHO MOVED INTO PARKLAND FALLS ABOUT THE MISMANAGEMENT OF THE CENTER, AND I REALLY TRULY BELIEVE THAT A PAID MANAGER WHO'S KNOWLEDGEABLE IN TENNIS WOULD NOT ONLY BENEFIT THE CENTER ENORMOUSLY, BUT PAY FOR THEMSELVES.

PLEASE ALLOW ME TO READ TWO AFFIDAVITS ON BEHALF OF FRUSTRATED COMMUNITIES. HI MY NAME IS DORA GONZALES, I'M PART OF THE USDA 3.0 THAT DANA STARTED AND HOPEFULLY BE PART OF THE SOUTH PALM B1 IN THE FALL. I CAME TO PARKLAND TENNIS ON SATURDAY, APRIL 15TH AND MET A GUY AT THE DESK.

I TOLD HIM I WANTED TO PURCHASE A MEMBERSHIP THAT QUICKLY.

HE WAS THE PARK RANGER I BELIEVE AND HE TOLD ME THAT I NEED TO FILL OUT AN APPLICATION ONLINE AND ONCE I'M APPROVED I CAN THEN PAY. I WENT ONLINE TO FILL OUT AN APPLICATION AND COULD NOT FIND IT SO I CALLED DANA.

DANA STATED THAT YOU HAVE TO FILL OUT AN APPLICATION IN THE CENTER AND PAY ON MONDAY THROUGH FRIDAY FROM 8:00 A.M. TO 4:00 P.M. I CAME BACK MONDAY FOR THE APPLICATION AND WAS TOLD BY THE GUY AT THE DESK THE SYSTEM IS DOWN.

I AM JUST TRYING TO DO THE MEMBERSHIP SO I CAN PARTICIPATE IN THE MANY TEAMS THAT PARKLAND HAS AVAILABLE.

I HOPE THAT I CAN BE A MEMBER SOON.

DORA GONZALES. NEXT MY HUSBAND AND I MOVED TO THE FALLS DECEMBER 2022. ONE OF THE SELLING POINTS WAS THE TENNIS CENTER BEING ABLE TO ACCESS VIA A BRIDGE TO THE CENTER. IT WASN'T THE MAIN SELLING POINT, BUT IT CERTAINLY MADE OUR DECISION EASIER BECAUSE I'M AN AVID TENNIS FAN. ONE OF THE MEMBERS OF THE TENNIS CENTER SAID THEY'LL NEVER LET THAT HAPPEN HERE PASSING THROUGH THE BRIDGE BECAUSE THEY DON'T WANT PEOPLE WALKING ON THE COURTS AND NOT PAYING. I'M AN AVID TENNIS PLAYING FAN.

NO TROPHIES TALLER THAN ME AND NO SIX FIGURES.

IN REACHING OUT TO DANA, HER NUMBER WAS GIVEN TO ME BY THE STAFF. SHE MADE IT EASY FOR ME TO TRY OUT AND ROUND ROBINS. THERE WAS NOTHING SPECIFIC FOR MY PLAYING LEVEL IN A SENIOR LEAGUE.

I TRIED IN MANY LEAGUES BUT IT WASN'T MY LEVEL OF PLAYING AND NOT ENJOYABLE. TO THAT END, DANA SET UP A MEETING WITH NICK, WILLIAM, ROB, AND ME BECAUSE HER HANDS WERE TIED. I HEARD NOTHING BACK.

I SENT NICK ANOTHER EMAIL ABOUT THE MEETING AND MY DATES BUT I DIDN'T HEAR FROM ANYONE. I WANT TO GET TO THE POINT HERE.

SOMEONE I GUESS TOLD HER THAT THEY DON'T HAVE ANY LEAGUES FOR OLD PEOPLE AND SHE WAS VERY OFFENDED BY THAT.

AND SHE FEELS THAT IT NEEDS TO BE MANAGED BETTER AND THAT SHE ASKED FOR HER MEMBERSHIP FEE BACK WHICH SHE WAS GRANTED.

>> THANK YOU. >> ANYONE ELSE?

>> MY NAME IS LES. I'VE BEEN HERE 25 YEARS.

I'M THE GUY THAT ORIGINATED THE POKERS AND MADE IT INTO SOMETHING PRETTY SPECIAL. THE REASON I DID THAT IS I'M ADHD. AND I SEE SOMETHING, I LOOK AT IT, I LIKE IT, I DECIDE I'M GOING TO TAKE IT OVER AND MAKE IT WORK. THE CITY CALLED ME IN 2016 AND SAID WE WANT TO START A TENNIS CLUB.

I SAID OKAY. HERE'S THE PLANS.

I SAID OKAY, I LOOK AT THE PLANS, I SAYS I SEE A LOCKER ROOM THERE. WHERE'S THE SHOWER? WELL WE DON'T NEED IT BECAUSE PEOPLE ARE GOING TO GO HOME TO SHOWER. I GO, WELL YEAH BUT THEY'RE NOT GOING TO BE ONLY FROM PARKLAND. THEY'RE GOING TO BE FROM EVERY PLACE. AND THE REASON IS PARKLAND, EVERY COMMUNITY HAS TENNIS COURTS.

AND PEOPLE ARE GOING TO PAY $400 AND $500 TO COME HERE BECAUSE THEY HAVE COMPETITION. BECAUSE TENNIS ISN'T LIKE GOLF, THERE'S NO HANDICAP, RIGHT. TENNIS IS A --

>> SPEAK IN THE MICROPHONE. IN THE MICROPHONE.

YOU'RE TALKING TO US. >> I CAN TALK LOUD ENOUGH WHERE

EVERYBODY CAN HEAR ME. >> YOU'RE TALKING TO ME, LES.

[00:10:08]

>> YOU DO TOO. SO ANYWAY I'M HERE BECAUSE PARKLAND IS SPECIAL TO ME. EVERY MAYOR THAT'S COME IN, I'VE HAD TO WORK FOR, HELP OUT, AND DO.

I WANT TO MAKE THIS CITY BETTER. AND THAT'S WHAT I DID WHEN I -- HE'S GOT TREMENDOUS KIDS THERE. I GOT THE GUY THAT CLEANS THE COURTS. HE'S A FABULOUS GUY.

HE'S THE BEST IN THE STATE. WE HAVE A SPECIAL CLUB.

IT'S ONE OF THE BEST THINGS THIS CITY OFFERS.

AND MY PRIDE IN THIS CITY IS ALL ABOUT HAVING THE BEST CITY IN

THE COUNTRY. >> LES -- LES.

EVERYONE WATCHING CAN'T HEAR YOU.

>> OKAY. THIS CITY IS LISTED AS THE BEST CITY IN FLORIDA AND ONE OF THE BEST CITIES IN THE COUNTRY.

AND IT'S BECAUSE OF THESE PEOPLE AND THE PEOPLE BEFORE YOU.

YOU MAKE IT BETTER. AND THAT'S THE WAY I FELT.

WHEN I GOT HERE, I WAS A VERY AGGRESSIVE, VERY OVER THE TOP HUMAN BEING. BUT I'VE LEARNED ONE IMPORTANT THING. NO, I'M NOT LIKE THAT ANYMORE.

DON'T TALK TO MY WIFE. ANYWAY, THAT'S ANOTHER PROBLEM HERE. ANYWAY, THE POINT I'M SAYING IS WE HAVE A SPECIAL ENTITY HERE IN THE PARKLAND TENNIS CENTER.

PEOPLE WALK THROUGH THE DOOR, THEY MEET ME, I PUT THEM ON A COURT, I SEE WHAT THEY CAN DO AND I FIND A HOME FOR THEM IN THE CLUB. WE'RE ALL FRIENDS WE'VE GOT 250 PEOPLE WHERE THEY PLAY TENNIS EVERY DAY OF THE WEEK. THEY PLAY ROUND ROBINS, THEY PLAY USTA. AS DANA WILL TELL YOU THAT WE HAVE A GREAT FUNCTIONING PROGRAM.

AND I WANT TO THANK THE CITY, BECAUSE IT GAVE ME A NEW PERSPECTIVE ON LIFE. I'M A GUY THAT CAME HERE VERY AGGRESSIVE. I WAS TOP SALESMAN IN THE WORLD FOR A FORTUNE 100 COMPANY. AND I LEARNED TO BE HUMBLE AND YOU CAN SEE HOW HUMBLE I AM. ANYWAY, THE POINT IS I LEARNED TO CARE ABOUT PEOPLE AND DO SOMETHING TO MAKE MYSELF BETTER AS A PERSON BECAUSE I HAVE A LOT OF PEOPLE THAT DEPEND ON ME THAT DO IT. I RUN ROUND ROBINS ALL WEEK LONG, I COACH TEAMS. I HAVE A TEAM IN BOCA RIGHT NOW THAT'S PLAYING A MATCH WITHOUT ME AND THEY'RE GOING TO KILL ME.

WE NEED A TENNIS MANAGER IN THE CLUB.

AND LOOK, I'M GOING TO STAY, I'M SELLING MY HOUSE.

I FORGOT TO TELL YOU THAT. BUT MY WIFE WANTS A SMALLER HOUSE AND WANTS TO GO UP STATE TO A PLACE I DON'T WANT TO BE AT BECAUSE I LIKE YOUNG PEOPLE AND I LIKE BEING AROUND YOUNG PEOPLE. THE POINT OF IT IS THAT I GOT TO DO IT. SHE'S BEEN WAITING FOR ME FOR YEARS NOW TO FINALLY COME HOME. THE POINT OF IT IS THAT YOU HAVE A SPECIAL ENTITY HERE IN THIS TENNIS FACILITY.

AND YOU SHOULD STAND HERE AND LOOK AT IT AS A SHINING LIGHT IN THIS COMMUNITY. YOU'VE GOT A LOT OF THINGS TO BE VERY HAPPY ABOUT, THIS WHOLE COMMUNITY.

BUT THIS PLACE REALLY EMPHASIZES WHAT IT'S LIKE TO COMPETE AND LIKE TO PLAY TENNIS AND THE PEOPLE IN IT.

NOW EVERYBODY IN PARKLAND HAS TENNIS COURTS IN THEIR COMMUNITY. BUT THIS PLACE HAS PEOPLE FROM EVERY ONE OF THOSE COMMUNITIES BECAUSE THEY COME TO COMPETE.

AND WE HAVE GOT GUYS THAT COME FROM DEL RAY, MIAMI, JUST TO PLAY AT OUR CLUB BECAUSE OF THE COMPETITION.

AND BROWARD COUNTY IS PROBABLY ONE OF THE TOP THREE LEAGUES --

>> LES -- I DON'T WANT TO BE RUDE AND CUT YOU OFF BUT --

>> YOU CAN CUT ME OFF. >> YOU'VE GOT ANOTHER MINUTE.

>> I'LL WRAP IT UP IN A SECOND. THE POINT IS I WANT TO THANK YOU. I WANT TO THANK YOU BECAUSE YOU GAVE ME A LIFE HERE THAT I REALLY APPRECIATE.

AND I'M GOING TO BE MOVING, BUT I THINK WHO KNOWS, I CAN'T SELL MY HOUSE. THE POINT OF IT IS THAT I WANT YOU TO RECOGNIZE, YOU KNOW WE WON LAST YEAR.

LAST YEAR IN BROWARD COUNTY, WE WENT IN 12 LEAGUES.

WE WON TEN OF THEM. WE WENT TO A STATE CHAMPIONSHIP FOR TEN TIMES AND WE WON THREE AND WENT TO THE NATIONAL CHAMPIONSHIP. UNHEARD OF.

>> WE BROUGHT YOU IN HERE FOR RECOGNITION, SO YES WE ARE WELL

AWARE. >> I DON'T WANT RECOGNITION.

THE POINT OF IT IS IS THAT YOU HAVE A SPECIAL FACILITY THERE WITH A GOOD GROUP OF PEOPLE. AND I WANT YOU TO APPRECIATE THEM. AND YOU CAN MAKE IT BETTER.

[00:15:02]

I KNOW IT CAN BE BETTER. AND DON'T EVER SAY TO ME THAT THEY'RE NOT MAKING A PROFIT BECAUSE THEY ARE.

THE POINT OF IT IS THANK YOU FROM THE BOTTOM OF MY HEART FOR GIVING ME THE OPPORTUNITY TO DO WHAT I'VE DONE AND I LOVE THIS

COMMUNITY. >> THANK OU VERY MUCH, LES.

>> GOOD EVENING. I TEACH TENNIS FOR A LIVING AND I HAVE A TENNIS BUSINESS FOR THE LAST 35 YEARS.

I HAVE A TENNIS CAMP IN BOCA. I HAVE A TENNIS CAMP IN NORTHEAST MAINE, UPSTATE NEW YORK.

I BELONG TO THE COUNTRY CLUB IN BOCA.

I DON'T CARE MUCH WHAT LES DOES, BUT WHAT HE DOES ANY COUNTRY CLUB THE DIRECTOR DOES THAT AND THEIR BEST SALARY IS $80,000.

AND I DON'T CARE WHETHER YOU DO IT OR NOT, HE'S DOING IT FOR FREE OR NOT, HE DOES IT RELENTLESSLY ALL DAY LONG MORNING TONIGHT FOR US. I OWN SEVERAL COUNTRY CLUBS IN NEW YORK, NEW JERSEY, AND A PUBLIC FACILITY.

NO PLACE IS SO BUSY LIKE THIS. SO I DON'T KNOW IF HE LEAVE OR NOT THIS PLACE WILL BE DOWN. THE LAST TWO WEEKS I PLAYED HERE, SEVEN DAYS A WEEK ALMOST, MORNING, EVENING, I HANG OUT AT THE CLUB. HE WAS THERE HOLDING THE LADDER WITH THE ELECTRICIAN AND THE MAINTENANCE GUYS HOOKING THE LED LIGHT. NOBODY, NO STAFF, NOBODY WAS THERE. HE'S THERE ALL THE TIME SEVEN DAYS A WEEK. I'M NOT TRYING TO SELL A JOB FOR HIM OR ANYTHING. HE DOES ALL OF THIS FOR US FOR OVER 100 MEMBERS, KEEPS HIM BUSY.

AS I SAID THIS IS AN ASSISTANT'S DIRECTOR'S JOB.

HE DOES IT FOR FREE. OTHER THAN TENNIS, HE DOES HELP OUT ALL OF US ALL THE TIME FROM DOCTOR TO SWIMMING POOL TO THIS TO THIS TO THIS, EVERYTHING, EVERYTHING, EVERYTHING.

YOU HAVE NO IDEA. I KNOW SOME PEOPLE DON'T LIKE HIM, BUT HE DOES HELP -- HE DOES.

BECAUSE YOU KNOW WHAT, YOU SHOULD KNOW THIS -- EVERYBODY THINKS THEY ARE BETTER THAN THEY ARE.

SO THE TENNIS DIRECTOR GETS FIRED.

SO LES EVERYBODY GETS MAD. HE DOES ALL OF IT FOR US.

I'M SORRY, I'M GOING TO CUT IT SHORT.

PLEASE, SMALL REQUEST. DON'T NEED A BIG JOB FOR HIM, $30,000, $40,000, I WILL CONTRIBUTE FROM MY POCKET REST OF THE MONEY. PLEASE, IF IT IS POSSIBLE ALL OF YOU ON THE PARKLAND TEAM, YOU ARE HERE BECAUSE OF US TO HELP US OUT. GIVE LES A REAL JOB.

I WILL PUT IT FROM MY POCKET, PLEASE.

SO THANK YOU EVERYBODY AND DO SOMETHING.

HE REALLY DOES A LOT. HE'S THERE ALL THE TIME FOR US.

HE WAS FIXING THE LED FOR THIS, FOR THIS.

HE'S THERE EVERYWHERE. THANK YOU VERY MUCH.

>> THANK YOU VERY MUCH.

>>> THAT'S IT? IS THERE ANYONE ELSE WHO WOULD LIKE TO SPEAK ON A NON-AGENDA ITEM? SEEING THAT THERE'S NONE, WE'LL GO TO THE COMMISSION.

WE'LL START WITH HOW ABOUT YOU, COMMISSIONER ISROW.

DO YOU WANT TO START? >> SURE, THANK YOU, MAYOR.

GOOD EVENING EVERYONE. I WANT TO START WITH THE SCHOOL BOARD. I KNOW MANY OF YOU HAVE BEEN FOLLOWING ALONG, AND FOR THOSE OF YOU WHO HAVEN'T, HOPEFULLY YOU'VE HEARD THE UPDATE THAT AFTER EIGHT MONTHS OF ADVOCATING AND GOING THROUGH A PROCESS WITH THE SCHOOL BOARD REGARDING MARJORY STONEMAN DOUGLAS REBOUNDARYING, THE SCHOOL BOARD ULTIMATELY DID VOTE IN FAVOR OF THE C4 PROPOSAL WHICH IS NOT REMOVING ANY PARKLAND STUDENTS FROM MSD.

THAT'S NOT REALLY WHAT I'M MOST EXCITED ABOUT DESPITE THE FACT IT'S A GOOD RESULT FOR THE CITY. WHAT I'M MOST EXCITED ABOUT IS HOW OUR CITY HANDLED THEMSELVES. I KNOW WE HAD THIS CONVERSATION BEFORE AT THE APRIL 12TH MEETING, BUT I WANT TO HAVE IT AGAIN BECAUSE I THINK IT'S WORTH RESTATING.

THE MANNER IN WHICH OUR RESIDENTS CONDUCTED THEMSELVES IS WHAT I THINK EPITOMIZES WHO WE ARE AS A COMMUNITY.

WE ARE ONLY JUST THE SUM OF OUR PARTS.

AND AFTER WATCHING EACH PERSON WHO GOT UP THERE, THE WAY THEY MAINTAINED THEMSELVES, EVEN THE STUDENTS WHO WENT AND SPOKE ON BEHALF OF THEMSELVES AND THEIR FRIENDS, IT'S JUST REALLY AN INCREDIBLE THING TO WATCH. AND I THINK, LES, I THINK YOU'RE

[00:20:01]

SPOT ON WHEN YOU SAY THIS IS A SPECIAL PLACE, BECAUSE IT'S SPECIAL BECAUSE OF THE PEOPLE WHO MAKE IT UP, RIGHT.

AND THE ONES WHO COME BEFORE US, THE ONES WHO ARE HERE NOW.

BUT THAT WHOLE PROCESS REALLY HIGHLIGHTED I THINK WHAT PARKLAND IS ALL ABOUT. WHICH IS COMMUNITY COMING TOGETHER, MAKING SURE THAT WE LOOK OUT FOR ONE ANOTHER, AND DOING IT IN A WAY THAT IS COMMENDABLE AND ALSO WITHIN THE REALM OF PROFESSIONALISM. SO I JUST WANT TO SAY THANK YOU TO ALL WHO PARTICIPATED IN THAT. EVERYONE WHO SUPPORTED IT ALONG THE WAY, WHETHER FROM NEAR OR FAR, ONLINE OR WHAT HAVE YOU IN THE MEETINGS, I AM JUST REALLY PROUD OF OUR CITY.

SO AGAIN THANK YOU ALL FOR THAT SUPPORT.

NEXT I WANT TO TALK ABOUT STRATEGIC PLANNING.

WE HAD A REALLY GREAT STRATEGIC PLANNING SESSION THIS YEAR.

I THINK ALL OF THEM TECHNICALLY ARE REALLY GREAT.

PERSONALLY MY FAVORITE PART OF BEING A CITY COMMISSIONER BECAUSE WE GET A CHANCE TO TAKE A STEP BACK AND LOOK AT THE CITY FROM A MORE 500 FEET REALISTIC APPROACH.

AS YOU GUYS ARE HOPEFULLY AWARE ON APRIL 27TH THERE'S A MEETING AT THE PREC CENTER THAT'S GOING TO DISCUSS THE WEDGE PRESERVE PARK, WE'RE GOING TO WORK ON THE NAME.

BUT I ASK THAT EVERYONE PLEASE PARTICIPATE ON THAT.

WE'RE TRYING TO GET COMMUNITY INPUT.

THIS IS GOING TO BE A REALLY EXCITING PARK.

SOMETHING THAT'S A LITTLE DIFFERENT AND UNIQUE WHILE STILL HAVING THE TRADITIONAL STUFF. BUT THIS IS A TIME WHERE YOU AS RESIDENTS GET A CHANCE TO HAVE INPUT OF SOMETHING YOU ARE GOING TO GET THE BENEFIT OF IN A COUPLE OF YEARS.

PLEASE I ASK THAT YOU ALL PARTICIPATE, IT'S APRIL 27TH AT THE PREC. AND ALSO THERE'S A STATE OF THE CITY ON MAY 10TH HERE IN THE CHAMBERS THAT I THINK IS ALSO A REALLY IMPORTANT EVENT THAT I THINK EVERYONE IS AWARE OF.

THIS IS NOT ONLY AN OPPORTUNITY FOR EVERYONE TO GET UPDATES OF THE ONGOINGS OF THE CITY. WE HAVE A LOT OF BIG PROJECTS HAPPENING, A LOT OF REALLY EXCITING STUFF.

BUT I ALSO GET QUESTIONS OR COMMENTS FROM RESIDENTS ABOUT THINGS THAT HAVE TECHNICALLY ALREADY BEEN DECIDED OR HAPPENED. AND WHAT I ALWAYS TELL THEM IS I WISH MORE PEOPLE WOULD KIND OF STAY INVOLVED AND BECOME REALLY INTIMATELY AWARE OF WHAT'S GOING ON IN THE CITY.

I KNOW SOMETIMES IT'S NOT EASY. BUT THESE ARE THOSE OPPORTUNITIES WHERE YOU CAN GET A FIRST HAND LOOK INTO THE INNER WORKINGS OF WHAT'S GOING ON IN PARKLAND AND WHAT'S COMING UP FOR OUR COMMUNITY. I'D ASK EVERYONE PLEASE TRY THEIR BEST TO ATTEND THOSE MEETINGS, OTHER THAN THAT PARTICIPATE. THANK YOU ALL FOR YOUR SUPPORT AS A COMMUNITY. EVEN JUST HEARING THE PEOPLE WHO ARE VOLUNTEERS AT THE COMMUNITY CENTER OR AT THE TENNIS CENTER, I THINK THAT'S AGAIN JUST AN EXAMPLE, APRIL 27TH AND ON

MAY 10TH. >> WELL SAID.

COMMISSIONER CUTLER. >> THANK YOU, MAYOR.

I'M GOING TO BE A BIT REPETITIVE AND TALK ABOUT SOME OF THE SAME THINGS AS COMMISSIONER ISROW POINTED OUT, THE CITY OF PARKLAND COMMISSION HELD ITS ANNUAL STRATEGIC PLANNING SESSION STARTING AT 8:30 ON MONDAY, APRIL 10TH AT THE PARKLAND PUBLIC LIBRARY. DURING THAT STRATEGIC PLANNING SESSION, THE MAYOR AND THE COMMISSIONERS SET THE PROJECT PROGRAM AND WORK PRIORITIES FOR THE UPCOMING FISCAL YEAR.

THE ANNUAL STRATEGIC PLANNING SESSION WAS OPEN AND ATTENDED BY MEMBERS OF THE PUBLIC. AND I WANT TO THANK THEM FOR BEING THERE. IT'S AN IMPORTANT PART OF WHAT HELPS OUR CITY MOVE FORWARD WHEN WE HAVE THESE STRATEGIC MEETINGS AND HAVING THE PUBLIC THERE IS CERTAINLY SOMETHING THAT HELPS US UNDERSTAND WHO WE'RE DOING THIS FOR.

I WANT TO THANK HERB MARLOW FOR ONCE AGAIN USING HIS EXTRAORDINARY LEADERSHIP IN CONDUCTING THE MEETING.

HE ALLOWED EVERYONE TO SHARE THEIR IDEAS AND ENGAGE IN OPEN AND CANDID DIALOGUE. I ALSO WANT TO THANK NANCY AND THE STAFF FOR THE INCREDILE JOB OF PULLING ALL OF THE MATERIALS AND ACTION ITEMS TOGETHER, A TRULY PROFESSIONAL AND KNOWLEDGE-BASED JOB. THANKS TO OUR SUPPORTIVE VENDORS AND FIRST RESPONDERS AS WELL. I ALSO WANT TO THANK MY FELLOW COMMISSIONERS FOR THEIR CANDOR, DECORUM, AND RECEPTIVITY IN THE COMING YEAR. IN THE UNIVERSE OF CITY COMMISSIONS FROM TIME TO TIME YOU CAN CATCH THESE ON YOUTUBE, NOT ALL CITY COMMISSIONS ARE NECESSARILY WORKING ON ALL CYLINDERS. AND I HAVE TO SAY THAT THE STRATEGIC PLANNING SESSION THAT WE HAD HIGHLIGHTS REALLY THE COLLEGIAL ATTITUDE WE ALL HAVE WHICH WE MOVE FORWARD EVEN IF WE DON'T NECESSARILY HAVE THE SAME VIEWS, WE ALL GET THERE IN A GREAT WAY. AND I'M REALLY PROUD OF THAT.

AMONG SOME THINGS WE DISCUSSED, OUR PRIMARY FOCUS WAS ON OF COURSE THE HERON BAY PROJECT, THE 36 ACRE PARK THAT JORDAN MENTIONED THAT WE'RE CURRENTLY CALLING WEDGE PRESERVE PARK.

WE TALKED ABOUT PINE TREE ESTATES, A TURN BRIDGE DRAINAGE

[00:25:06]

IMPROVEMENT PROJECTS AND THE ROADS, HILLSBOROUGH ROUNDABOUT, WAXAHACHIE IMPROVEMENTS THAT ARE COMING OUR WAY.

AS MEMBERS OF OUR COMMUNITY, THINGS ARE GOING TO BE HAPPENING IN OUR NEAR FUTURE THAT ARE GOING TO NEED US ALL TO HAVE A LITTLE BIT OF PATIENCE. IMPROVEMENTS TO THE CITY, ESPECIALLY TO THE INFRASTRUCTURAL ASPECTS OF THE CITY. SOMETIMES PARTICULARLY THE ROADWAY AREAS ARE GOING TO REQUIRE US TO BE PATIENT AND UNDERSTANDING ABOUT THE NEED FOR WORK AROUNDS AND THINGS LIKE THAT. LINKS TO ALL OF THE DOCUMENTS FROM STRATEGIC PLANNING CAN BE FOUND ON THE CITY WEBSITE IF YOU'RE INTERESTED. I ALSO WANT TO TALK ABOUT THE SCHOOL BOARD MEETING. WE MET ON THE SCHOOL BOARD BOUNDARY ISSUE WITH THE BROWARD COUNTY SCHOOL BOARD.

A BOUNDARY CHANGE IS A CRITICAL PART OF WHAT THE SCHOOL SYSTEM DOES AS POPULATIONS GROW IN ANY GIVEN AREA.

IT IS NOT NECESSARILY SUPPOSED TO BE SOMETHING THAT PITS CITIES AGAINST EACH OTHER, BUT SOMETIMES BECAUSE OF THE WAY THAT THE BOUNDARIES ARE DRAWN OR THE WAY THAT POPULATIONS INCREASE IN CERTAIN AREAS, IT UNFORTUNATELY BECOMES THAT KIND OF THING. THE BROWARD COUNTY SCHOOL BOARD MEMBERS VOTED 6-3 IN FAVOR OF THE H1 PROPOSAL WHICH IF YOU'RE FOLLOWING SOCIAL MEDIA, PEOPLE ARE SAYING OH PARKLAND WON, CORAL SPRINGS LOST. BUT THAT'S NOT REALLY THE ISSUE.

THE ISSUE IS THAT THE SCHOOL BOARD MADE THE DECISION BASED UPON ALL OF THE CRITERIA THAT THEY SET FORTH.

AND THAT CRITERIA CONTAINED A NUMBER OF MOVING PARTS.

AND ALL OF THOSE PARTS ARE VERY WELL INVESTIGATED, RESEARCHED, AND BROUGHT FORTH BY OUR COMMUNITY, AND AS COMMISSIONER ISROW POINTED OUT, AGAIN DEMONSTRATED WITH DECORUM AND ELOQUENCE. AND I CAN JUST SAY THAT I'M VERY, VERY PROUD OF OUR COMMUNITY.

BUT I WANT TO SAY THIS ALSO, AND TO QUOTE A MESSAGE FROM THE CORAL SPRINGS ELECTED OFFICIALS WHICH THEY HAVE ON THEIR WEBSITE, THROUGHOUT THIS PROCESS THERE HAS BEEN A LOT OF RHETORIC AND ATTENTION-GRABBING HEADLINES MEANT TO PIT PARKLAND AND CORAL SPRINGS COMMUNITIES AGAINST EACH OTHER.

TO BE CLEAR, YOUR ELECTED OFFICIALS, IT IS OUR RESPONSIBILITY TO ADVOCATE FOR OUR CONSTITUENTS AND SUPPORT ISSUES THAT ARE IMPORTANT TO THEM JUST LIKE OUR FELLOW COMMISSIONERS IN PARKLAND. WE ALL DID THAT.

WE STILL VALUE OUR RELATIONSHIP WITH ALL NEIGHBORING CITIES INCLUDING PARKLAND AND LOOK FORWARD TO A MORE AMICABLE PATH AND POSITIVE COMMUNITY SPIRIT. WE AS THE CITY OF PARKLAND CONTINUE TO SEEK NOTHING BUT GREAT RELATIONS WITH CORAL SPRINGS. ITS COMMISSION AND RESIDENTS, AND I ENCOURAGE EVERYONE TO CONTINUE TO TAKE THE HIGH ROAD ON THIS. ONE ISSUE THAT DID COME UP OUT OF THESE BOUNDARY MEETINGS THAT I WANT TO ADDRESS IS THE IDEA THAT SOMEHOW PARKLAND LACKS DIVERSITY OR CARES FOR HAVING A DIVERSITY IN ITS POPULATION. SEVERAL OF OUR RESIDENTS OF DIVERSE BACKGROUNDS, RACES, CULTURES, AND ETHNICITY EXPRESSED THAT ANY SUCH COMMENTS ARE VERY FAR FROM THE TRUTH.

AND I WANT TO EMPHASIZE THAT AS A COMMISSIONER, OUR VISION STATEMENT FOR THE CITY STATES, WE ARE ONE CITY UNITED BY OUR COMPASSION, COMMITMENT TO DIVERSITY, SAFETY, AND OUR DISTINCTIVE AND ATTRACTIVE COMMUNITY THAT HAS A STRONG SENSE OF PLACE. BUILDING ON OUR HISTORY, WE SUPPORT OUR FAMILY FRIENDLY, KIND, AND PEACEFUL SUBURBAN SETTING. WE ARE A CITY COMMITTED TO ENHANCING THE QUALITY OF LIFE WITH SUPERIOR COMMUNITY AMENITIES AND SERVICES. AS SUCH, PARKLAND IS A PLACE TO ESTABLISH YOUR ROOTS THAT YOU WILL NOW CALL HOME.

PERCEPTION HOWEVER MAY NOT NECESSARILY COMPORT WITH REALITY. ACCORDINGLY, I AM SUGGESTING TO THIS COMMISSION AND THE CITY MANAGEMENT THAT WE MAKE EXTRA EFFORTS ON ALL FRONTS BOTH BY WAY OF ACTIONS, SOCIAL MEDIA OUTREACH TO THE PUBLIC, AND CONTINUE PROGRAMMING IN THE CITY AT THE LIBRARY, FARMER'S MARKET, AND OTHER PLACES TO SHOWCASE THE WONDERFUL DIVERSITY OF OUR CITY AND ITS RESIDENTS.

LET'S DEMONSTRATE THAT OUR VISION IS REALITY.

AND I WANT TO ALSO CONGRATULATE ON THEIR WONDERFUL SEAL THE DEAL PROJECT. WE HAD A WORKSHOP DEMONSTRATION BY OUR YOUTH AMBASSADORS BEFORE THIS MEETING TONIGHT.

THEY DID A WONDERFUL JOB. AND I WOULD LIKE TO SUGGEST THAT

[00:30:03]

PERHAPS OUR NEXT GROUP OF AMBASSADORS TAKE UP THAT ISSUEM.

THOSE ARE MY COMMENTS. >> THANK YOU VERY MUCH, SIR.

COMMISSIONER MEYERSOHN. >> I'M NOT GOING TO TRY TO MENTION EVERYTHING THAT EVERYBODY ELSE HAS MENTIONED.

BUT I DO WANT TO BRING UP THAT THE CITY HAD AN AUTISM AWARENESS EVENT. IT WAS EXCEPTIONAL.

I KNOW EVERY YEAR WE ARE IMPROVING.

WE ARE AN AUTISM CITY. IT WAS A LONG TIME ESPECIALLY DURING COVID TO TRY TO NAVIGATE IT, BUT WE FINALLY GOT THERE AND I THINK WE ARE 1 OF 3 CITIES IN THE STATE OF FLORIDA THAT IS THAT DESIGNATION. SO AGAIN CONGRATULATIONS TO STAFF AND THOSE THAT ATTENDED. OBVIOUSLY I'M GOING TO ADD ANOTHER THING BESIDES THE SCHOOL BOUNDARY HEARING.

ON TUESDAY OF LAST WEEK, THE SCHOOL BOARD VOTED TO INCREASE THE REIMBURSEMENT, AND JUST SO THAT EVERYBODY UNDERSTANDS, WE HAVE SRO'S IN OUR SCHOOL. THE CITY OF PARKLAND THROUGH THE CONTRACT WITH BSO, WE PAY THE FULL AMOUNT WHICH IS NOT ONLY SALARIES, BUT BENEFITS, CARS, HAZARD PAY, WHATEVER IT MAY BE.

THE SCHOOL BOARD REIMBURSES US FOR THAT.

HEY DON'T REIMBURSE US THE FULL AMOUNT.

LAST YEAR AT THE BEGINNING OF THE YEAR, IT WAS $61,000.

ON TUESDAY THE SCHOOL BOARD VOTED TO BREAK EVEN OR SPLIT THE DIFFERENCE. SO NOW WE'RE AT $103,000 REIMBURSEMENT. AND THAT WAS THE CREDIT OF A LOT OF PEOPLE WHO DID A LOT OF WORK BEHIND THE SCENES.

THE CHIEF'S ASSOCIATION INCLUDING CHIEF ROSA WHO'S THERE, FORMER PRESIDENT OF THE CHIEFS ASSOCIATION, CHIEF O'BRIEN FROM HOLLYWOOD WHO THEN CARRIED THE TORCH.

CITY MANAGER'S ASSOCIATION AS WELL AS THE BROWARD LEAGUE OF CITIES. ALL ADVOCATING TO ENSURE THAT WE GET OUR FULL REIMBURSEMENT. AND I WANT TO SAY WE'RE DONE PROBABLY FOR THE NEXT THREE YEARS, BUT WE'LL CONTINUE TO ADVOCATE UNTIL WE CAN GET TO THE FULL AMOUNT.

AGAIN SCHOOL BOUNDARY HEARING, I WANT TO ECHO THE SAME THING, THANK THE RESIDENTS, THEY WERE PREPARED, THEY WERE PROFESSIONAL. I SAW A SPREADSHEET NAVIGATING WE CAN GIVE YOU A MINUTE, WE CAN GIVE YOU A MINUTE.

IT WAS A FULL EFFORT. IT WASN'T JUST FROM A COMMUNITY STANDPOINT, IT WASN'T THOSE COMMUNITIES THAT MIGHT BE AFFECTED. IT WAS EVERYBODY THAT GOT TOGETHER. SO I WANT TO THANK OUR RESIDENTS AGAIN FOR COMING OUT. IT WAS ALWAYS A PLEASURE AND HONOR TO ATTEND THAT EVENT. WHAT IT BASICALLY IS ACCOMMODATIONS TO A LOT OF DIFFERENT LIFE SAVING THINGS THAT WE NEVER REALLY HEAR ABOUT. -- COMMENDATIONS FOR A LOT OF DIFFERENT LIFE SAVING THINGS THAT WE NEVER REALLY HEAR ABOUT.

REVIVING SOMEONE BACK TO LIFE FROM THE EMS TO EVEN SOME CORAL SPRINGS POLICE AS WELL AS THE 911 OPERATORS.

IT TAKES A TEAM EFFORT. AND I WANT TO THANK YOU GUYS FOR PROVIDING THE SERVICE THAT YOU DO, AS WELL AS THIS YEAR'S CEREMONY WAS GREAT. ESPECIALLY TOWARDS THE END SOME OF THE LITTLE NUANCE AWARDS WERE VERY MUCH APPRECIATED.

WE ALSO ATTENDED THE PARKLAND BASKETBALL HAD THEIR END OF THE YEAR PICNIC, AND ONE OF THE THINGS THAT I THINK AGAIN THE SUSTAINABILITY OF THEIR AGAIN IS SOMETHING TO ME THAT'S VERY TOUCHING. SPEAKING OF SCHOLARSHIPS, I DON'T WANT TO TAKE AWAY FROM THE SCHOLARSHIP WINNERS TONIGHT.

BUT I DO WANT TO GIVE A SHOUT OUT TO A BROWARD LEAGUE OF CITIES SCHOLARSHIP WINNER. I THINK LAST YEAR WE HAD GIANNA.

SO WE'RE MOVING FORWARD IN THE RIGHT DIRECTION.

I DON'T KNOW WHO'S GOING TO BE NEXT YEAR, BUT WE'LL GET A DUAL SUPPORT OF SCHOLARSHIP WINNERS. AGAIN EVEN WITH THE COMMISSION, OBVIOUSLY WITH THE DELUGE OF RAIN THAT WE HAD, I'M WONDERING AND AGAIN PREPARING FOR HURRICANE SEASON.

IF SOMEHOW WE CAN ENCOURAGE SOME OF THE HOA'S OR EVEN SOME OF THE NON-HOA COMMUNITIES TO CREATE SOME VOLUNTEER COMMUNITIES IF THEY DON'T HAVE TO KIND OF ADDRESS PRE AND POST STORM CHALLENGES. AND MAYBE STAFF CAN HELP ASSIST WITH RESOURCES AND COMMUNICATION.

I KNOW THAT WAS SOME OF THE CHALLENGES THAT THEY HAD IN FORT LAUDERDALE WITH CARS STRANDED ON THE STREET, HOW TO MOVE THEM.

VISITORS WHO CAME IN AND SAID HEY MY CAR GOT STUCK, NOW I'VE GOT TO GET A HOTEL, I CAN'T FLY OUT.

SO I THINK MAYBE WE COULD LOOK AT THAT AND FIGURE OUT A WAY OF HOW WE COULD HELP. FINALLY I DO WANT TO GIVE A SHOUT OUT BECAUSE HE'S SITTING HERE IN THE AUDIENCE WHO CAME HERE TODAY, KEN WEBSTER, IT'S HIS BIRTHDAY.

SO IF EVERYBODY CAN JUST GIVE HIM A HAPPY BIRTHDAY.

[00:35:03]

AND I'M NOT GOING TO SING, BUT THOSE ARE MY COMMENTS.

>> THANK YOU. VICE MAYOR BRIER.

>> IT'S SO NICE YOU ALL CAME FOR THE SURPRISE FOR KEN.

THAT'S GREAT. THANK YOU ALL FOR COMING OUT TONIGHT. I DON'T WANT TO BE REDUNDANT.

WE HAVE SOME AMAZING EVENTS GOING ON IN OUR CITY.

NOT THE LEAST OF WHICH ARE OUR FARMER'S MARKET.

WE JUST HAD OUR FINAL FARMER'S MARKET OF THE SEASON.

LOOKING FORWARD ALREADY TO NEXT SEAON, AND THANKS FOR THE SUPPORT OF THAT. THANK YOU TO PARKLAND BUDDY SPORTS AND ALL OF THE WONDERFUL VENDORS AND CORPORATE SPONSORS THERE. IT'S AN EVENT NOT JUST FOR THOSE WITH FAMILY MEMBERS OR LOVED ONES ON THE SPECTRUM, BUT ALSO FOR THE COMMUNITY TO GET TOGETHER, GAIN AWARENESS, AND I THINK IT'S AN EVENT THAT HOPEFULLY WILL CONTINUE TO ATTRACT MORE AND MORE PEOPLE FROM THE COMMUNITY.

BECAUSE I THINK IT'S ONE OF THOSE EVENTS THAT MAKES PARKLAND GREAT. WE HAD AS COMMISSIONER MAYERSOHN SAID, PARKLAND BASKETBALL HAD THE STARS GO TO THE FINAL FOUR TO GREET THE KIDS AND TAKE PHOTOS WHICH WAS A GREAT OPPORTUNITY AND CAPPED OFF AT THE AWARDS CEREMONY WITH SCHOLARSHIPS IN THE NAME OF THREE PARKLAND BASKETBALL FORMER PLAYERS WHO LOST THEIR LIVES AT THE TRAGEDY AT MARJORY STONEMAN DOUGLAS. SO WE THANK THE FAMILIES FOR COMING OUT AND FOR CONTINUING TO HAVE THEIR LEGACY BE FELT THROUGHOUT THE COMMUNITY. WE HAVE THIS SATURDAY IS THE SHRED-A-THON AT OPERATION MEDICINE CABINET.

SO IF YOU HAVE DOCUMENTS IN YOUR HOUSE THAT HAVE CONFIDENTIAL INFORMATION ON THEM, IF YOU HAVE OLD PRESCRIPTIONS FROM 10:00 TO 1:00 AT THE EQUESTRIAN CENTER, YOU CAN GO OUT AND GET THEM SHREDDED OR DISPOSED OF, SO I ENCOURAGE ALL OF THE RESIDENTS TO TAKE ADVANTAGE OF THAT. AS SOME OF THE COMMISSIONERS HAVE SAID, WE ARE EMBARKING ON PLANNING A NEW PARK OVER NEAR THE MAR-A-LAGO COMMUNITY ON HILLSBOROUGH.

I KNOW I HAVE HEARD FROM A TON OF RESIDENTS WITH ALL AMAZING IDEAS ABOUT WHAT SHOULD GO AT THAT PARK.

SO I WOULD ENCOURAGE THEM AND YOU ALL TO COME OUT ON THE 27TH AT 5:30 AT THE REC CENTER AT THE P-REC TO VOICE YOUR DESIRES OR SUGGESTIONS FOR THE PARK. ECHOING THE STRATEGIC PLANNING, SITTING IN THE AUDIENCE AS I DID FOR MANY COMMISSION MEETINGS BEFORE I WAS ON THIS DAIS, YOU NEVER GET AN APPRECIATION FOR WHAT GOES ON BEHIND THE SCENES IN TERMS OF THE CITY SETTING FORTH ITS PLAN FOR THE UPCOMING YEAR.

PROJECTS, PRIORITIES, FUNDING, AND I CAN TELL YOU WORKING WITH THESE FOUR GENTLEMEN HERE, OUR AMAZING CITY MANAGER AND ALL OF OUR STAFF, STRATEGIC PLANNING IS ONE OF THOSE EVENTS WHERE ALL OF THE FORCES COMBINE AND IT'S AMAZING THAT WE'RE ABLE TO DO SUCH WONDERFUL PROJECTS. SPEAKING OF ACADEMIC ACCOLADES, FOUR MARJORY STONEMAN DOUGLAS HIGH SCHOOL SENIORS, DO WE HAVE THEM HERE IN THE HOUSE? COME ON, DON'T BE SHY. COME ON, THERE YOU GO.

THEY WERE RECENTLY NAMED NATIONAL MERIT SCHOLARSHIP FINALISTS BY THE NATIONAL MERIT SCHOLARSHIP CORPORATION.

THIS RECOGNITION IS ONE OF THE COUNTRY'S MOST PRESTIGIOUS SCHOLARSHIPS AWARDED TO HIGH SCHOOL STUDENTS BASED PRIMARILY ON PSAT SCORES, CHARACTER, AND A NUMBER OF OTHER FACTORS.

IN ADDITION TO THE REQUIREMENTS OF AN OUTSTANDING ACADEMIC RECORD AND RECOMMENDATION BY A HIGH SCHOOL OFFICIAL, THESE STUDENTS ARE ALSO ASKED TO WRITE AN ESSAY PROVIDING INFORMATION ABOUT THEIR EXTRACURRICULAR ACTIVITIES, AWARDS, AND LEADERSHIP POSITIONS.

TO PUT INTO PERSPECTIVE THE RIGOR INVOLVED IN THE SELECTION PROCESS, EACH YEAR MORE THAN 1.5 MILLION HIGH SCHOOL STUDENTS APPLY FOR THIS RECOGNITION. 1.5 MILLION HIGH SCHOOL STUDENTS APPLY FOR THIS RECOGNITION. I THINK THAT'S WORTH REPEATING.

BY THE SPRING OF THE FOLLOWING YEAR, ONLY 15 HOW STUDENTS ARE NAMED NATIONAL MERIT SCHOLARSHIP FINALISTS.

LEAST, THE MARJORY STONEMAN DOUGLAS STUDENT TELEVISION PRODUCTION TEAM. COME ON DOWN.

[00:55:07]

TELLING SOMEONE'S STORY IS NOT EASY.

IT IS A SKILL THAT INVOLVES A GREAT DEAL OF LISTENING, ORGANIZATION OF THOUGHT, AND OFTEN EMPATHY.

AND WHEN THAT IS DONE, BEING ABLE TO SHARE THAT STORY WITH OTHERS VIA MULTIMEDIA IN A WAY THAT REFLECTS THE SUBJECT FACTUALLY AND CLEARLY TAKES ANOTHER LEVEL OF EXPERTISE.

MEMBERS OF THE MARJORY STONEMAN DOUGLAS STUDENT TELEVISION PRODUCTION TEAM HAVE HONED THEIR JOURNALISTIC AND VIDEO PRODUCTION SKILLS TO CAPTURE THE STORY.

THEIR WORK HAS EARNED THEM MANY ACCOLADES INCLUDING NATIONAL RECOGNITION THEY RECEIVED THIS SCHOOL YEAR.

IN ADDITION, THESE STUDENTS LED BY THEIR TEACHER ERIC GARNER AND STUDENT EMILY DRALICK, SPENT SEVERAL MONTHS RESEARCHING, NEWS GATHERING, AND PRODUCING A 20 MINUTE VIDEO ON PARKLAND'S HISTORY. PORTIONS OF THE VIDEO WERE SHOWN DURING PARKLAND DAY, THE CITY'S 60TH BIRTHDAY CELEBRATION IN MID-MARCH. I CAN TELL YOU PERSONALLY THAT I WAS PRESIDENT AT LEAST FOR ONE OF THOSE INTERVIEWS AND THE JOB THAT THEY DID WAS ABSOLUTELY OUTSTANDING.

THE VIDEO CAPTURES THE HISTORY OF OUR CITY IN WAYS THAT YOU COULDN'T DO IN A BOOK. ON BEHALF OF THE CITY COMMISSION, I WOULD LIKE TO CONGRATULATE THE MARJORY STONEMAN DOUGLAS PRODUCTION TEAM FOR THEIR RECENT ACHIEVEMENTS WHICH INCLUDE HELPING US TO TELL THE STORY OF OUR CITY.

THERE YOU GO. >>> COME ON DOWN.

ROLL CALL. >> COMMISSIONER CUTLER.

>> YES. >> COMMISSIONER MAYERSOHN.

>> YES. >> COMMISSIONER ISROW.

>> YES. >> VICE MAYOR BRIER.

>> YES. >> MAYOR WALKER.

>> YES, PLEASE SHOW IT PASSES UNANIMOUSLY.

[10. Regular Agenda]

>> YOU READY FOR THE REGULAR AGENDA, MAYOR.

>> EXCUSE ME. YES, WE ARE READY.

>> YOU USUALLY SAY ANTHONY. I WAS WAITING FOR THE ANTHONY.

ITEM 10A IS THE FISCAL YEAR 2022 ANNUAL COMPREHENSIVE FINANCIAL

REPORT PRESENTATION. >> GOOD EVENING, MAYOR AND COMMISSIONERS. FOR THE RECORD CHRIS JOHNSON, FINANCE DIRECTOR. I HAVE WITH ME TONIGHT MICHAEL CASADA THE ENGAGEMENT PARTNER FROM OUR EXTERNAL AUDITING FIRM.

HE WAS THE ENGAGEMENT PARTNER ON THE FISCAL YEAR 2022 ANNUAL COMPREHENSIVE FINANCIAL AUDIT AND HE IS HERE TO GIVE A BRIEF PRESENTATION ON THE RESULTS OF THAT AUDIT.

AT THIS TIME I WILL TURN IT OVER TO HIM.

>> HONORABLE MAYOR, VICE MAYOR, AND CITY COMMISSION, THANK YOU FOR THIS OPPORTUNITY. FIRST OF ALL I WOULD LIKE TO FORMALLY REQUEST FROM CHRIS THAT YOU NOT PUT ME ON AN AGENDA AS A MULTITUDE OF AMAZING PROCLAMATIONS FOR ME TO COME AFTER. I FEEL LIKE I'M GOING TO MELLOW THE MEETING OUT A LITTLE BIT HERE.

MY APOLOGIES. AGAIN MY NAME IS MICHAEL CASADA.

I AM THE PARTNER IN CHARGE OF THE ENGAGEMENT FOR THIS YEAR.

AND I AM BOING -- GOING TO GIVE YOU A BRIEF PRESENTATION OF THE ANNUAL FINANCIAL REPORTS. THE FIRST PART IS THE INTRODUCTORY SECTION. I'D LIKE TO TURN YOUR ATTENTION TO ROMAN NUMERAL PAGE X. I AM GOING TO READ FROM MY NOTES BECAUSE THERE'S A LOT OF JARGON HERE THAT IS BORING.

THE CITY OBTAINED THIS FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2021. AND THEY ARE GOING TO SUBMIT OR HAVE SUBMITTED THIS FOR THE CURRENT YEAR FOR CONSIDERATION.

[01:05:04]

THIS IS A PRESTIGIOUS AWARD THAT COMES FROM THE GOVERNMENT FINANCE OFFICERS ASSOCIATION. IT'S A NATIONAL ASSOCIATION AND WE EXPECT THEM TO RECEIVE OR WE EXPECT THE CITY TO RECEIVE THIS AWARD AGAIN THIS YEAR FOR FISCAL YEAR 2022.

FOLLOWING THE INTRODUCTORY SECTION IS A FINANCIAL SECTION.

AND THE FIRST PART OF THAT SECTION IS GOING TO BE THE INDEPENDENT AUDITOR'S REPORT. THAT'S GOING TO BE FOUND ON PAGES 1 THROUGH 3. I'M GOING TO GIVE YOU A LITTLE BIT OF BREAK OUT FROM THIS INDEPENDENT AUDITOR'S REPORT SO YOU UNDERSTAND WHAT IS ENTAILED IN IT.

THE FIRST SECTION THAT WE HAVE IS GOING TO BE THE OPINION SECTION. AND THIS IS THE MOST IMPORTANT SECTION OF THIS REPORT. HERE YOU'LL FIND AN EXAMPLE OF AN UNMODIFIED OPINION, WHICH IS THE ONLY KIND OF OPINION THAT YOU WANT TO BE ASSOCIATED WITH. IT STATES THAT IN OUR OPINION, THE FINANCIAL STATEMENTS REFERRED TO ABOVE PRESENT ALL RESPECTS THE FINANCIAL POSITION OF THE CITY AS OF SEPTEMBER 30, 2022, AND THE RESPECTIVE CHANGES OF FINANCIAL POSITION, AND CASH FLOWS FOR THE FISCAL YEAR THAT ENDED.

THE NEXT DISCUSSION IS BASIS FOR OPINION WHICH IS IN CONJUNCTION WITH THE SECTION DISCUSSING AUDITOR'S RESPONSIBILITY.

OUR RESPONSIBILITY IS TO EXPRESS AN OPINION BASED ON OUR AUDIT WHICH IS CONDUCTED IN ACCORDANCE WITH AUDITING STANDARDS GENERALLY ACCEPTED IN THE UNITED STATES OF AMERICA AND GOVERNMENT AUDITING STANDARDS. THE REPORT ALSO INCLUDES MANAGER'S RESPONSIBILITIES, WHICH IS THAT MANAGEMENT IS RESPONSIBLE FOR THE PREPARATION AND FAIR PRESENTATION OF THE FINANCIAL STATEMENTS IN ACCORDANCE WITH THE ACCOUNTING PRINCIPLES AND GENERALLY ACCEPTED IN THE UNITED STATES OF AMERICA. ADDITIONAL SECTIONS ARE INCLUDED TO DISCUSS SEVERAL COMPONENTS OF THE FINANCIAL STATEMENTS AND THE RESPONSIBILITIES AND THOSE ARE THE -- SUPPLEMENTARY INFORMATION AND REFERENCE THE REPORT. THE NEXT QUESTION IS GOING TO BE THE MANAGEMENT DISCUSSION ANALYSIS.

IF YOU DON'T READ ANYTHING ELSE IN THIS DOCUMENT, THIS IS THE SECTION YOU SHOULD READ. THIS IS GOING TO HIGHLIGHT THE YEAR AND COMPARES CURRENT YEAR TO PRIOR YEAR.

IT ALSO GIVES YOU INFORMATION COMPARATIVELY AND IT EXPLAINS WHY THOSE BALANCES CHANGED. THIS IS SIMILAR TO WHAT IS PROVIDED IN PUBLIC COMPANY FINANCIAL STATEMENTS.

FOLLOWING THAT SECTION, WHICH IS GOING TO GO FROM PAGES 12-22, THESE ARE THE BASIC FINANCIAL STATEMENTS HERE.

THIS INCLUDES GOVERNMENT WIDE STATEMENT ACTIVITIES AS WELL AS INDIVIDUAL FUND FINANCIAL STATEMENTS FOR THE GOVERNMENTAL FUNDS AND THE PROPRIETARY FUNDS. FOLLOWING THE BASIC FINANCIAL STATEMENTS, YOU'RE GOING TO HAVE THE NOTES TO THE FINANCIAL STATEMENTS, AND THOSE ARE GOING TO BE FOUND ON PAGES 23 TO 43.

THESE ARE THE REQUIRED DISCLOSURES THAT PROVIDE DETAIL ON THE CITY IN THE FINANCIAL STATEMENTS.

THIS GOES INTO EXCRUCIATING DETAILS AS TO WHAT THE NUMBERS REPRESENT. FOLLOWING THE NOTES AND THE FINANCIAL STATEMENTSERS YOU'RE GOING TO HAVE RSI WHICH IS REQUIRED SUPPLEMENTAL INFORMATION.

AND TOWARDS THE END OF THE DOCUMENT YOU'RE GOING TO HAVE THE COMPLIANCE SECTION. THE COMPLIANCE SECTION INCLUDES REPORTS THAT ARE GENERALLY APPLIED UNDER THE AUDITOR GENERAL OF THE STATE OF FLORIDA. WE ARE PLEASED TO REPORT THAT WE DID NOT IDENTIFY ANY SUFFICIENCIES OR MATERIAL WEAKNESSES, NOR DID OUR TEST FIND ANY NONCOMPLIANCE.

COMMUNICATIONS WITH THOSE CHARGED WITH GOVERNANCE LETTER WAS ALSO PROVIDED AS WELL IN THE REPORT.

WE ARE PLEASED TO REPORT THAT WE HAD NO DISAGREEMENTS WITH MANAGEMENT OR DIFFICULTIES IN PERFORMING OUR AUDIT.

AT THIS TIME I'D LIKE TO THANK CHRIS, CARLOS, AND FINANCE STAFF, AND CITY STAFF FOR ALL OF THEIR EFFORTS.

THIS IS NOT A VERY EASY TO DO PROCESS.

THEY DO A FANTASTIC JOB. OUR STAFF WHEN THEY SEE THE SCHEDULE COME OUT, THEY LOOK TO SEE IF THE CITY OF PARKLAND IS ON THEIR SCHEDULE BECAUSE THAT'S THE ONE THAT MAKES THEIR LIFE A LITTLE BIT EASIER. THERE'S A COUPLE OF CLIENTS THAT WE RUN THROUGH THAT ACTUALLY DO THAT.

YOURS IS ONE OF THEM. >> THANK YOU VERY MUCH.

YEAR AFTER YEAR WE GET THE SAME REPORT FROM NANCY TO CHRIS.

IT'S REASSURING TO ME AS A COMMISSIONER.

IT SHOULD BE REASSURING TO THE RESIDENTS TO KNOW YEAR IN AND YEAR OUT OUR FINANCIAL REPORTING, OUR FINANCIAL STANDING IS SECOND TO NONE. CITIES OUR SIZE, I ALWAYS MENTION HERON BAY, CITIES OF OUR SIZE TO BE ABLE TO HANDLE A PURCHASE LIKE WE DID WITH HERON BAY IS OUTSTANDING.

AND THAT'S KUDOS TO NANCY FOR YEARS AND YEARS AND CHRIS, SAME THING. YOU GUYS ALWAYS LOOK OUT FOR US, THE DIRECTORS WHEN WE CAN CUT COSTS, WE CUT COSTS.

[01:10:01]

WE CAN DO THINGS AND PUSH THINGS OFF AND SAVE MONEY.

IT'S ONE OF THE REASONS WE HAVE ONE OF THE LOWEST MILLAGE RATES IN BROWARD COUNTY. IT GOES BACK TO THIS IS ALL ABOUT STAFF, THE DIRECTORS. I LOVE HEARING THIS, IT'S GREAT TO HEAR. I DON'T WANT TO SAY IT GETS OLD EVEN THOUGH I HEAR IT EVERY SINGLE YEAR BECAUSE THESE ARE ONE OF THE THINGS YOU WANT TO HEAR.

AND IT'S AN HONOR AND IT'S A PLEASURE.

AND THANK YOU VERY MUCH AND STAFF, ALL OF YOU, THANK YOU FOR

ALL OF YOUR HARD WORK. >> I JUST WANT TO MAKE ONE MORE

COMMENT. >> I THINK THIS IS ALSO JUST A TESTAMENT TO YOUR LEADERSHIP, NANCY.

OBVIOUSLY THIS IS A WHOLE TEAM EFFORT.

BUT I THINK MOST PEOPLE UNDERESTIMATE HOW DIFFICULT IT IS TO MAKE DECISIONS ON BEHALF OF AN ENTIRE CITY THAT IT'S SO EASY FOR SOMEONE TO SAY OH LET'S JUST GO BUILD ANOTHER PARK.

HOW ABOUT WE SHOULD GO AND HAVE A NEW FACILITY.

ANYONE CAN JUST GO OUT AND WRITE CHECKS AND SPEND MONEY.

THE HARD PART IS DOING IT WITHIN A BALANCED BUDGET AND DOING IT TO KNOW THAT YOU STILL HAVE FINANCIAL SECURITY AND SAFETY GOING FORWARD. WHILE STILL NOT RAISING TAXES.

I THINK THAT'S AN INCREDIBLE THING.

EVEN WORKING IN PRIVATE ENTERPRISE BUSINESS BEFORE, I SEE BUSINESSES WHO CAN'T EVEN MANAGE A BUDGET.

AND THEY DO IT WITH A LOT MORE RESOURCES THAN WHAT WE HAVE.

SO OUR TEAM, I GIVE YOU GUYS ALL OF THE CREDIT IN THE WORLD, AND NANCY YOUR LEADERSHIP. THIS IS NOT EASY.

NOT ONLY DO YOU DO IT, BUT YOU DO IT EXTREMELY WELL SO KUDOS TO

ALL OF YOU. >> COMMISSIONER MAYERSOHN.

>> FIRST OF ALL AGAIN, THIS IS A GREAT FINANCIAL AUDIT REPORT.

ONE QUESTION THAT I JUST HAVE AND I GUESS I ASK YOU ON PAGE I GUESS IT'S TWO OF YOUR INDEPENDENT AUDITOR'S REPORT.

THE THIRD BULLET SAYS OBTAIN AN UNDERSTANDING OF INTERNAL CONTROLS RELEVANT TO THE AUDIT IN ORDER TO DESIGN AUDIT PROCEDURES THAT ARE APPROPRIATE IN THE CIRCUMSTANCES.

BUT NOT FOR THE PURPOSE OF EXPRESSING AN OPINION OF AN EFFECTIVENESS OF THE CITY'S INTERNAL CONTROLS.

SO ACCORDINGLY NO SUCH OPINION IS EXPRESSED.

HOW WOULD YOU GO ABOUT EXPRESSING AN OPINION OF INTERNAL CONTROLS. WOULD YOU HAVE TO AUDIT THE

INTERNAL CONTROLS? >> CORRECT.

I THINK THE JARGON THAT WE USED, WHERE YOU GO IN AND TEST CONTROLS. WHEN YOU'RE DOING TEST CONTROLS, IT'S QUITE A BIT OF TRANSACTIONS, YOU'RE DOING PROBABLY HUNDREDS OF TRANSACTIONS.

WE'RE LOOKING AT PULLING HUNDREDS OF TRANSACTIONS AND GOING THROUGH EACH ONE OF THOSE INTERNAL CONTROLS.

SO DIFFERENT PROCESSES AND CONTROLS WITHIN THAT PROCESS TO MAKE SURE ALL OF THEM ARE NOT ONLY FUNCTIONING PROPERLY, BUT ALSO PROPERLY DESIGNED. WE DO NOT DO THAT WITHIN THIS TYPE OF FINANCIAL AUDIT. OUR YELLOW BOOK REPORT DOES REQUIRE US TO PROCESS INTERNAL CONTROLS OR WALK THROUGH INTERNAL CONTROLS AND GIVE YOU GUYS SUGGESTIONS AS TO WHETHER THERE'S ANY SIGNIFICANT DEFICIENCIES WE FIND IN THEM.

FOR INSTANCE BANK REFERENCE IS A PROCESS WHERE THEY'RE NOT BEING PROCESSED TIMELY OR REVIEWED. THOSE ARE THE KIND OF THINGS WE

CAN FIND IN THAT PROCESS. >> YOU BASICALLY COVER THE BROAD PROCESS OF INTERNAL CONTROLS. BUT YOU'RE NOT IN DEPTH.

MY OTHER QUESTION IS DO GOVERNMENTS IN GENERAL DO THAT OR THAT'S JUST FOR FINANCIAL INSTITUTIONS?

>> THAT WOULD BE A PUBLIC COMPANY.

SO LIKE AN SEC TRADED COMPANY, THOSE ARE THE ONES THAT WOULD HAVE THAT ASSIGNED TO IT BECAUSE OF THE REQUIREMENTS OF THE SECURITIES AND EXCHANGE COMMISSION.

THAT'S NOT SOMETHING THAT'S REQUIRED UNDER THE STATE STATUTE

FOR PERFORMING AN AUDIT. >> I KNOW IT'S NOT REQUIRED.

IM JUST ASKING THE POINT OF GOING TO IN DEPTH IN THAT WITH OUR FINANCIAL DOLLARS AND CENTS AND LIKE I SAID SOME OF THE INTERNAL CONTROLS THAT YOU OBSERVED, I GUESS IN YOUR OPINION OBVIOUSLY YOU'RE NOT GIVING AN OPINION OF THE INTERNAL CONTROLS. BUT THE NECESSITY OF DRILLING DOWN THAT DEEP IS NOT SOMETHING THAT HISTORICALLY WOULD BE SOMETHING THAT MUNICIPALITIES WOULD DO?

>> THAT'S CORRECT. THE ANSWER TO THAT IS YES, THAT'S CORRECT. IT DOESN'T NORMALLY HAPPEN WHERE YOU HAVE THAT TYPE OF IN DEPTH AUDIT PERFORMED.

HOWEVER THERE ARE SOME CITIES AND SOME MUNICIPALITIES, SOME COUNTY AGENCIES, THEY HAVE AN INTERNAL AUDIT FUNCTION, THEY HAVE SOMEBODY FULL TIME THAT'S PROCESSING THAT FUNCTION AND THAT'S HOW THEY GET AROUND DOING THAT AND THEY LOOK AT THOSE INTRICACIES AND REPORT DIRECTLY TO THE COMMISSION.

>> BUT I WOULD IMAGINE IF THESE REPORTS CAME BACK NOT AS POSITIVE AS OURS COME BACK, MAYBE THAT WOULD BE SOMETHING

YOU'D WANT TO LOOK AT. >> THAT'S CORRECT.

>> BUT WHEN THEY COME BACK LIKE THIS, THERE DOESN'T SEEM TO BE A

NEED TO GO MUCH FURTHER. >> CORRECT.

AND THERE ARE RECOMMENDATIONS AS WELL THAT WE GIVE VERBALLY TO MANAGEMENT. FOR EXAMPLE WE MAY VERBALLY COMMUNICATE WITH THEM LET'S GET THIS FIXED FOR THE NEXT YEAR AND THAT'S SOMETHING THAT WOULD HAPPEN.

[01:15:01]

IF THAT'S SOMETHING THAT'S NOT CORRECTED, THEN IT WOULD BE ON THAT REPORT THAT YOU SEE. AS YOU CAN SEE THAT HASN'T HAPPENED AND THAT HASN'T HAPPENED FOR THIS CITY FOR QUITE

SOME TIME TO MY KNOWLEDGE. >> AND THIS IS YOUR SEVENTH YEAR

DOING THIS? >> I WANT TO SAY, IS THIS THE SEVENTH YEAR ON THE CONTRACT? YEAH, AND THEN I THINK WE HAVE THREE ADDITIONAL YEARS ON THIS DISTRACT.

>> YEAH, I KNOW THERE WAS FIVE YEARS AND THEN WE BROUGHT IT BACK FOR ANOTHER FIVE YEARS. SO YOU'RE FAMILIAR WITH WHAT'S THERE AND WHAT'S GOING ON. AND YOU CHANGED AUDIT TEAMS FOR THAT PURPOSE. SO I JUST WANT TO BE OPEN AND TRANSPARENT TO THE GENERAL PUBLIC BECAUSE SOMEBODY READS INTERNAL CONTROLS AND SAYS YOU DIDN'T AUDIT THEM.

THE RESPONSE BEING WELL YOU DID, BUT YOU'RE JUST NOT GIVING AN OPINION BECAUSE YOU DIDN'T PER SE AUDIT THEM.

IT WASN'T PART OF THE SCOPE OF THE FINANCIAL.

>> I LOOKED INTO THAT AND DIDN'T SEE ANYTHING ELSE BECAUSE OF THE P CARD ITSELF AS OPPOSED TO SOMEBODY USING IT INCORRECTLY AS

AN INTERNAL CONTROL. >> THIS IS A GREAT REPORT.

SO KUDOS CHRIS, NANCY, WHOEVER ELSE HAD A HAND IN IT.

>> THANK YOU VERY MUCH. >> THANK YOU, COMMISSION.

>> ITEM 10B RESOLUTION 2023-003, TERRAMAR PARK PATHWAY RESURFACING, PIGGYBACK, A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, PROVING THE PIGGYBACK OF THE CITY OF FORT LAUDERDALE, FLORIDA, CONTRACT NO. 12504-613 FOR TERRAMAR PARK PATHWAY RESURFACING WITH THE AWARDED VENDOR, SOUTHEASTERN ENGINEERING CONTRACTORS PROVIDING FOR EXECUTION PROVIDING FOR AN EFFECTIVE DATE.

VACATION LAST WEEK, WERE YOU? >> THANK YOU.

YES, I WAS. HAD A NICE VACATION.

WENT OUT TO UTAH. >> OH VERY NICE.

>> MY KIDS WERE ON SPRING BREAK. SO GOOD EVENING.

EXCUSE ME BECAUSE I WAS A LITTLE LATE TODAY.

I WAS ACTUALLY INVITED TO SPEAK AT THE HOA MEETING FOR CYPRESS HEAD SO I WENT OUT THERE AND SPOKE TO THE RESIDENTS AND INTRODUCED MYSELF AS THE NEW CHIEF.

NOW I'M HERE. >> GREAT.

>> SO I WANTED TO TALK A LITTLE BIT ABOUT THE SHRED-A-THON.

I THINK IT WAS BRIEFLY MENTIONED.

IT'S SATURDAY FROM 10:00 TO 1:00 AT THE EQUESTRIAN CENTER.

WE'LL BE SHREDDING DOCUMENTS AND ALSO COLLECTING ANY UNWANTED OR EXPIRED MEDICATION. SO HOPEFULLY FOLKS WILL COME OUT. SATURDAY I BELIEVE IS ALSO EARTH DAY. SO IT'S A GOOD DAY TO BE OUT THERE RECYCLING AND DOING THAT KIND OF THING.

AS FAR AS CRIME GOES, WE'VE HAD A FEW BICYCLE THEFTS.

I'VE PUT OUT ON SOCIAL MEDIA TO REMIND FOLKS TO LOCK UP THEIR BIKES AND NOT LEAVE THEM OUT AND ABOUT.

BUT WE DID HAVE SOME THEFTS AND WE ALSO MADE AN ARREST ON THAT.

WE FOUND THEM AT A PAWNSHOP SO WE RECOVERED THEM, MADE AN ARREST. WE'RE LOOKING FOR A SECOND SUSPECT. WE MADE A CLEARANCE PRETTY QUICKLY ON THAT, SO I'M HAPPY TO REPORT THAT.

>> I'VE GOT ONE COMMENT. SO I HAD THE PLEASURE OF GOING TO SPEAK TO SOME OF THE RESIDENTS AT THE FALLS YESTERDAY. AND ONE OF THEM RAISED CONCERN ABOUT APPARENTLY THERE'S DRAG RACING GOING ON ON HILLSBORO, I GUESS BETWEEN HILLSBORO LEADING UP TO THE FALLS.

I'M GOING TO RELAY THE INFORMATION.

THEY SAID THEY REACHED OUT TO BSO AND THEIR RESPONSE WAS WE'RE AWARE OF IT. THERE'S REALLY NOTHING THAT WE CAN DO ABOUT IT. I'M HOPING THAT MAYBE THERE IS SOMETHING WE CAN DO ABOUT IT. MAYBE EVEN IF IT'S THE SAME WEEK OVER AND OVER MAYBE HAVE SOMEONE OUT THERE EITHER TO TRY TO SEE THEM DOING IT OR MORE OF A CAMERA SET UP TO CATCH THEM IN THE ACT. BUT I JUST WANT TO MAKE SURE, I'M SURE IT'S ON YOUR RADAR. BUT IT SEEMS TO BE SOMEWHAT OF A RECURRING ISSUE. AND THERE'S A NUMBER OF SAFETY ISSUES THAT INTERPLAY WITH THAT. I WANT TO MAKE SURE I RELAID THAT AS I TOLD THEM I WOULD. BSO CAN TAKE IT FROM THERE AND

FIGURE OUT BEST WAY. >> SO WE ARE AWARE OF IT.

WE DO HAVE CAMERAS THERE AND OTHER EQUIPMENT OUT THERE IN THAT AREA. WE ARE ACTIVELY WORKING IN OPERATION AND WE, I SAY THE BROWARD SHERIFF'S OFFICE.

WE'RE WORKING THE STREET TAKEOVER OPERATION AND THAT'S HAPPENING ON A NIGHTLY BASIS BUT WE DO HAVE THESE GROUPS THAT MEET UP AT CERTAIN LOCATIONS. WE OBVIOUSLY DEVELOP INTEL ON THEM AND FIGURE OUT WHERE THEY'RE GOING TO MEET.

WHO THE LEADERS OF THE GROUPS ARE.

AND WE INFILTRATE THOSE GROUPS UNDER COVER AND TRY TO ADDRESS IT THAT WAY. SO WE ARE ACTIVELY WORKING THOSE

[01:25:03]

GROUPS. FROM WHAT I UNDERSTAND IT SEEMS LIKE THOSE THAT ARE INVOLVED HERE ARE LOCALS.

FROM JUST THE FEEDBACK THAT I'VE GOTTEN IS KIDS WHO LIVE IN PARKLAND. BUT WE ARE AWARE AND ACTIVELY

ADDRESSING THAT. >> THANK YOU.

>> COMMISSIONER MAYERSOHN. JUST ONE OTHER THING I'LL MENTION AND I KNOW NANCY IS WORKING ON IT AS WELL.

BUT BJ'S GAS STATION, OBVIOUSLY BECAUSE OF GAS SHORTAGES OR WHATEVER, THEY WERE BLOCKING THE PARKING LOT, PUTTING CARTS ALL OVER THE PLACE. YOU COULDN'T ACCESS IF THERE WAS AN EMERGENCY, YOU HAD TO GO ALL THE WAY AROUND TO GET TO WHEREVER IT MAY BE. AND ONE OF THE CHALLENGES FOR ME IS THAT WHEN IT GOT APPROVED, WE MADE IT A REQUIREMENT THAT IF IT GOT TO A POINT WHERE THERE WAS POTENTIAL TRAFFIC THAT THEY WOULD I BELIEVE CONTRACT A BSO DEPUTY AND PAY FOR IT.

AND IT'S AGAIN SHORT TIME. I KIND OF GET IT.

BUT IN THE LONG RUN, WE JUST NEED TO HOLD THEM ACCOUNTABLE FOR WHAT THEY'RE DOING BECAUSE IF YOU'RE GOING TO GO TO THE SHOPS OF PARKLAND, YOU HAD TO GO ALL THE WAY AROUND TO GET THERE.

>> THAT PLACE IS WAY TOO SMALL. I CAN'T THINK THERE WAS A GAS STATION PUT THERE. BUT THE PROBLEM IS IT HAPPENED SO QUICK. THERE'S NO LINE AND THEN THERE'S A LINE. SO YOU CAN'T, IT'S DIFFICULT TO DO THAT BECAUSE YOU GO THERE ONE MINUTE, THERE'S NO LINE.

THEN YOU TURN AROUND AND YOU'RE LIKE HOLY MACKEREL, THE LINE IS

TEN DEEP. >> THERE WERE CARS GOING IN THE EXIT, CARS GOING IN BECAUSE THEY DIDN'T WANT TO GET GAS, THEY SAID I'M JUST GOING TO GO CUT THE OTHER WAY.

SO IF SOMEBODY WAS EXITING, IT'S A DISASTER WAITING TO HAPPEN.

>> TO COMMISSIONER MAYERSOHN'S POINT, I RECALL I SPECIFICALLY RAISED THAT ISSUE ABOUT HURRICANES AND WHAT HAPPENS WITH LONG LINES IN HURRICANES AND STUFF LIKE THAT.

AND WE WERE MINDFUL OF THAT. SO IT'S A GOOD POINT YOU BRING

UP. >> THIS MAY BE AN ANOMALY.

>> I CAN'T BELIEVE THE PORT GETS DOWN FOR TWO DAYS AND YOU DON'T

HAVE GAS FOR A WEEK. >> IT'S SOMETHING BJ'S SHOULD TAKE THAT RESPONSIBILITY AND RECOGNIZE THAT AND CONTACT BSO AND SAY WE NEED HELP, WE'VE GOT LINES OUT HERE AND WE'RE WILLING TO DO THAT AS OPPOSED TO SOMEBODY HAVING TO CALL YOU UP AND YOU GO WE'LL HAVE TO GO FIND SOMEBODY TO BE OUT THERE ON I'LL CALL IT TRAFFIC DUTY. BUT IT'S A CHALLENGE AND AS I SAID SOMEBODY IS GOING TO GET HURT, IT MAY NOT BE A HUGE FENDER BENDER, BUT IT'S GOING TO BE SOMETHING WHERE --

>> AND I DROVE BY TODAY. I HAD TO GO DOWN BECAUSE YOU COULDN'T GET PAST, YOU COULDN'T GO THE OTHER WAY.

>> THERE'S ALSO A SIMILAR ISSUE AT THE WAWA ON WAXAHACHIE.

THE WAY THE INGRESS AND EGRESS IS SET UP NOW, IF A LINE STARTS TO BUILD, IT STARTS TO AFFECT WAXAHACHIE.

AND I THINK IT'S A LITTLE BIT DIFFERENT THAN HILLSBORO.

BUT IT STILL CREATES ANOTHER BOTTLENECK AND A PROBLEM.

>> ARE THEY TAKING INTO CONSIDERATION HOW THEY'RE GOING TO ENTER AND EXIT WAWA? OR THEY'RE JUST MERELY MAKING NOTHER LANE? JUST MERELY MAKING ANOTHER LANE.

>> THE WAY THEY HAVE THAT SET UP THERE IS VERY STRANGE.

THAT'S FOR ANOTHER DAY TOO. >> I SPOKE WITH NANCY ABOUT THAT. AND WE'RE WORKING TOWARDS A

[12. Comments by the Coral Springs-Parkland Fire Department]

RESOLUTION. >> THANK YOU.

>> YOU'RE WELCOME. >> COMMENTS BY THE CORAL SPRINGS-PARKLAND FIRE DEPARTMENT.

>> GOOD EVENING. JUST WANT TO GIVE YOU SOME QUICK STATS FROM LAST MONTH. 152 EMS CALLS AND THREE FIRE INCIDENTS. I DID ALSO WANT TO BRING UP, YOU GUYS BROUGHT UP THE AWARDS CEREMONY, FOR THOSE THAT WERE ABLE TO MAKE IT THANK YOU VERY MUCH.

WE HAD A GOOD TIME. THERE WAS SOME GOOD FUNNY STUFF AT THE END. WE TRIED TO LIGHTEN IT UP THIS

YEAR. >> THE SET UP WAS MUCH BETTER.

>> WE THINK SO TOO. I THINK WE'RE GOING TO STICK WITH THAT ONE. WE LIKED IT.

WANT TO REPORT THERE'S A PRETTY SERIOUS CRASH LAST NIGHT WHERE WE HAD ONE VERY SERIOUS INJURY AND ONE MEDIUM SERIOUS INJURY IF THAT'S SUCH A THING. IT WAS A HEAD ON CRASH.

BSO DID INVESTIGATE OBVIOUSLY, BUT USUALLY ACCIDENTS OUT THERE THAT TIME OF NIGHT USUALLY DON'T TURN OUT VERY GOOD.

BUT FORTUNATELY NOTHING LIFE THREATENING, BUT PRETTY SERIOUS INJURIES FOR ONE OF THE PATIENTS.

ALSO WANT TO LET YOU KNOW THAT THE FLOODING THAT HAPPENED AT FORT LAUDERDALE LAST WEEK, WE DID SEND A THERE.

THEY REQUESTED FROM LOCAL FIRE DEPARTMENTS ANYBODY THAT HAD VEHICLES THAT COULD GO DOWN THERE AND BECAUSE RESCUE 42 THAT YOU GUYS PURCHASED HAS AN EXTERNAL EXHAUST SYSTEM THAT REACHES ABOVE THE TOP OF THE TRUCK, THEY SPECIFICALLY

[01:30:02]

REQUESTED. SO LET NANCY KNOW AND WE AUTHORIZED THEM TO GO DOWN THERE AND HELP AND THEY WERE ABLE TO TRANSPORT SOME PATIENTS OUT OF THERE SO WE APPRECIATE THAT.

AND THE LAST THING IS COMMUNICATING WITH NANCY AND YOU ALL ABOUT THE LETTER THAT YOU OR THE INFORMATION THAT YOU ASKED ABOUT. AND WAS ABLE TO FIND SOME INFORMATION PUT OUT LAST WEEK AND IT WAS IN JUST A GENERAL MEMORANDUM OF TIMELINES THAT THEY WERE WORKING ON.

SO THEY DID REPORT THAT IT WAS GOING TO BE FOURTH QUARTER I BELIEVE IS WHAT I REPORTED BACK WHERE THEY WILL BE TESTING.

AND YOU ASKED ABOUT A LITTLE BIT MORE SPECIFIC ON A TIMELINE.

>> OF WHAT YEAR? >> FOURTH QUARTER OF THIS YEAR.

BUT I ASSUME IT WAS JUST A GUESS, THEY DID PUT A YEAR WORTH OF THAT TIMELINE FOR TESTING. SO OBVIOUSLY WE WOULD LIKE THAT TO BE A LITTLE BIT QUICKER, BUT THAT'S WHAT THEY PROPOSED.

>> SPEAKING OF LOCKS ROAD, THAT GUARDRAIL IS WAY OUT IN THE ROAD. IF SOMEBODY HIT THAT, IT'S WAY OUT. I MEANT TO TELL YOU YESTERDAY --

>> WE'RE ON IT. WE'RE COORDINATING WITH THE

COUNTY. >> OKAY.

THANK YOU. >> I JUST WANT TO MAKE ONE

COMMENT. >> SORRY.

>> THE COMMUNICATION THAT CAME OUT OF THE CORAL SPRINGS-PARKLAND FIRE DEPARTMENT AFTER THE WHOLE CONVERSATION BEING HAD BETWEEN COUNCIL OF CORAL SPRINGS AND THE SCHOOL BOARD, I JUST WANTED TO SAY THANK YOU TO YOU AND I HOPE YOU RELAY THAT BACK TO THE ENTIRE TEAM.

THERE WILL ALWAYS BE DIFFICULT CONVERSATIONS THAT OCCUR, ESPECIALLY IN NEIGHBORING MUNICIPALITIES AND THAT'S JUST THE NATURE OF THE BEAST. BUT I HAVE SO MUCH RESPECT AND APPRECIATION FOR THE WAY YOUR ORGANIZATION HANDLED IT RECOGNIZING THAT YOU ARE NOT A POLITICAL ENTITY.

IT REINSTILLED CONFIDENCE IN BOTH COMMUNITIES, AND I THINK YOU GUYS WERE ABLE TO DEMONSTRATE WHY YOU GUYS ARE REPEATEDLY ACKNOWLEDGED AND RECOGNIZED FOR YOUR PROFESSIONALISM AND JUST DOING PROBABLY SOME OF THE BEST WORK OF ANYONE IN THE COUNTRY. I JUST WANT TO ESPECIALLY THANK YOU GUYS BECAUSE BEING ABLE TO REACH OUT AND HAVE THOSE CONVERSATIONS IS NOT EASY, ESPECIALLY WHEN YOU'RE SOMEWHAT IN THE MIDDLE OF SOMETHING. SO I JUST WANT TO RELAY THAT TO YOU BECAUSE I WAS REALLY IMPRESSED AND PROUD.

>> WE WILL ALWAYS PROVIDE THE TOPNOTCH SERVICE THAT WE CAN REGARDLESS OF ANY CONVERSATIONS OR DISAGREEMENTS.

WE DON'T GET INVOLVED IN THAT KIND OF STUFF AND WE NEVER WILL.

AND WE'LL ALWAYS PROVIDE THE BEST SERVICE WE CAN FOR YOU.

>> APPRECIATE THAT. >> THANK YOU.

>> COMMENTS BY THE CITY ATTORNEY.

>> WE'RE OUT OF ORDER A LITTLE BIT, BUT I HAVE NO COMMENTS

TONIGHT. >> I'M OUT OF ORDER.

YOU'RE OUT OF ORDER. >> ONCE LES STARTED THIS, IT WAS

OFF THE TRACK. >> COMMENTS BY THE CITY MANAGER.

>> NO COMMENT. >> I FOLDED UP MY SHEET.

>> MOTION TO
