[4. Approval of Minutes]
>> I AM HERE. >> COMMISSIONER.
>> APPROVAL OF THE MINUTES. >> APPROVED.
>> SECOND. >> SECOND BY COMMISSIONER ALL
[6. Proclamations and Recognitions (Part 1 of 2)]
BEFORE WE START IF WE CAN GO DOWN TO THE WELL.
A LITTLE QUICK SOMETHING. OKAY.
SO I AM GOING TO SAY SOMETHING FIRST I DO NOT KNOW IF NANCY IS GOING TO WANT TO SAY SOMETHING I AM GOING TO SAY SOMETHING FIRST THIS PAST WEEKEND WE HAD OUR 60TH BIRTHDAY IN THE CITY OF PARKLAND. IT IS CALLED PARKLAND DAY.
PARKLAND DAY THE HISTORIAN WILL TELL US THE LAST TIME WE HAD ONE, 10 YEARS 15 YEARS IT WAS A PARADE WE STARTED OFF WITH THE VIP BREAKFAST IN THE MORNING WE HAD SOME OF OUR OLD COMMISSIONERS OLD CITY ATTORNEYS, FORMER I FORGET.
>> PRIOR. >> ANYWAY AT 10:00 WE HAD A PARADE WHICH WAS AMAZINGLY ATTENDED.
THERE WERE HUNDREDS OF PARTICIPANTS THERE WERE ALSO HUNDREDS OF THOSE VIEWING THE PARADE IT WAS ABSOLUTELY PERFECT. AT 12:00 WE HAD THE DESTINATION FOR OUR ARCHAEOLOGICAL SITE. THEN WE HAD A VOLUNTEER LUNCH IN SO WE INVITED OUR ADVISORY BOARDS, PARKLAND CHAMBER OF COMMERCE, REC LEAGUES WERE THEIR YOUTH INVESTORS.
THERE WAS A 10 PEOPLE AT THIS LAUNCH IN THEN WE GOT A BREAK.
I WENT AND WATCHED LACROSSE 4:00 STARTED OUR MATE EVENT WAS OUTSTANDING. WE HAD COMMUNITY PERFORMANCES, WE HAD CHEERLEADERS. ALL KINDS OF STUFF THEN IT WAS SUGAR RAY CONCERT. SOME OF YOU PROBABLY DO NOT KNOW WHO SUGAR RAY IS. ANYBODY WHO GREW UP IN THE 90S NEW, THE CONCERT WAS FANTASTIC. WE CAPPED IT OFF WITH A LASER LIGHT SHOW I KNOW WHEN I ASK SOMEONE TO COME APPEAR, SHE IS GOING TO SAY I HAVE A GREAT TEAM WHILE THAT IS ACCURATE BECAUSE I THINK I DID THAT NIGHT, OUR STAFF IS SECOND TO NONE. THERE IS NO QUESTION ABOUT IT.
BUT EVEN THE BEST TEAMS DO NOT WIN UNLESS THEY HAVE A GOOD COACH. SO CHRISTINE GARCIA IF YOU COULD COME DOWN HERE AND JOIN US.
SO NO JOKE IT WAS ABSOLUTELY PERFECT.
EVERY DETAIL YOU KNOW FOR US AS A COMMISSION WE WERE EXTREMELY BUSY WE HAD TO GO FROM HERE TO THERE WE HAD GOLF CARTS.
THE TIMING WAS IMPECCABLE. BACK TO THE PARADE.
ALL OVER THE PLACE IT WAS ABSOLUTELY PERFECT.
THIS IS PROBABLY THE ONLY EVENT OF MEMORY WHERE I HEARD
[00:05:01]
ABSOLUTELY NOTHING BUT POSITIVE POSITIVE POSITIVE COMMENTS.COULD NOT HAVE ASKED FOR A BETTER DAY TO CELEBRATE PARKLAND'S BIRTHDAY COULD NOT HAVE FOUND A BETTER PERSON TO HANDLE THIS PROJECT. I KNOW SHE IS GOING TO WANT HER TEAM TO COME UP. OUR CITY MANAGER WHO IS ALSO THE BEST CITY MANAGER WANTS TO SAY A LITTLE SOMETHING.
>> THANK YOU. THAT IS HARD TO FOLLOW.
CHRISTINE GARCIA, BEEN WITH US 3.5 YEARS SHE RUNS THE PARKS AND REC'S DEPARTMENT I HAVE ASKED HER TO TAKE ON EXTRA RESPONSIBILITIES TO OVERSEE ALL OF THE PARKS FROM A PUBLIC WORKS PERSPECTIVE I CANNOT SAY ANYMORE POSITIVE WORDS ABOUT YOU, YOU ARE MY SUPER DIRECTOR. YOU ARE A SUPER PERSON YOU ARE AMAZING WE ARE SO BLESSED TO HAVE YOU IN OUR CITY THANK YOU
FOR EVERYTHING. >> HE DID SAY THAT.
SO THANK YOU VERY MUCH. AS YOU SAID IT DOES TAKE A TEAMWORK SO I WANT TO ALSO SAY THANK YOU TO THE PUBLIC WORKS DEPARTMENT OUT OF THE CITY MANAGER'S OFFICE.
NICK WILLIAMS IS HERE, SO STAND UP AND SAY HI.
A PART OF OUR COMMITTEE, SHE IS HERE TONIGHT REALLY DID TAKE A LOT OF US TO PULL THIS OFF TO MAKE IT THE WAY IT TURNED OUT TO BE SUCH A GREAT EVENT. WE HAVEN'T HAD PARKLAND DAY IN QUITE SOME YEARS IT WAS A VERY EXCITING DAY FOR ME.
THIS IS THE DAY. LOOK AT EVERYBODY'S FUNNY FACES. LED BY AN AWESOME LEADER.
THE MAYOR AND COMMISSION THANK YOU FOR EVERYTHING.
SO I AM HONORED AND BLESSED TO BE HERE.
IT IS A FANTASTIC CITY I LOVE BEING HERE SO THANK YOU
RESIDENCE. >> COMMNTS FROM THE PUBLIC
[5. Comments from the Public on Non-Agenda Items]
ANYONE FROM THE PUBLIC WISH TO SPEAK ON A NON-AGENDA ITEM? WE WILL MOVE TO COMMENTS FROM THE MAYOR AND COMMISSION.WE ARE ALL GOING TO GUSH ABOUT PARKLAND DAY.
I WILL LET YOU START BECAUSE IT WAS YOUR DAY.>> THANK YOU VERY MUCH. AND YOU KNOW YOU SAID IT VERY WELL DOWN IN THE WELL, THAT WAS A VERY SPECIAL DAY.
IT IS A KIND OF EVENT IN THE CITY THAT MAKES PEOPLE UNDERSTAND THAT HOMETOWN FEELING.
THAT IDEA THAT WE LIVE IN PLACE THAT IS REALLY SPECIAL BECAUSE EVERYBODY IS INTERCONNECTED. WE HAD PEOPLE THAT CAME IN THE MORNING VIP PEOPLE THAT HAVE DONE SOME SIGNIFICANT THINGS IN THIS CITY FROM A HISTORICAL PERSPECTIVE OUR FORMER CITY ATTORNEY WAS THERE, HE WAS OUR CITY ATTORNEY FOR 30 YEARS THE ATTORNEY BEFORE HIM WAS ALSO THERE.
HE WAS HERE DURING THE TIME OF BECKY.
PEOPLE DO NOT REALIZE HOW IMPORTANT THOSE KIND OF PEOPLE WERE TO OUR CITY BECAUSE AND NOT FOR BOB, THERE WAS A PROJECT CALLED LEADERSHIP THAT WOULD HAVE BROUGHT 60 OR 80,000 PEOPLE BACK INTO OUR CITY. THEN TO HAVE THE FORMER COMMISSIONERS AND MAYORS THAT HAVE DONE SUCH WONDERFUL THINGS FOR OUR CITY AND PRIOR STAFF MEMBERS WHO CAME BECAUSE THEY
[00:10:07]
LOVED OUR CITY, THEY CONTINUE TO LOVE OUR CITY NOW TOGETHER WITH ALL OF THE THINGS THAT HAPPENED LATER ON DURING THE DAY REALLY MADE IT A SPECIAL DAY.NOT ONLY THE STAFF BUT ALSO MY FELLOW COMMISSIONERS FOR GREEN TO ONCE AGAIN BRING BACK WHAT I THOUGHT WAS AN EXTREMELY IMPORTANT PART OF WHAT MADE PARKLAND PARKLAND.
YOU KNOW THE OTHER THING I WANT TO DO IS TO THINK MR. GARDNER, WHO WAS A PRODUCER. THERE WAS A VIDEO CIRCULATING RIGHT NOW OF THE HISTORY OF PARKLAND.
THE KIDS TOOK OUR HISTORY AND MADE IT INTO A MOVIE.
REALLY TO GET A FLAVOR FOR NOT JUST HOW PARKLAND BEGAN BUT EVEN BEFORE PRACTPARKLAND WAS H. EXCELLENT VIDEO.
ANOTHER WONDERFUL JOB FOR US. THANK YOU VERY MUCH.
>> COMMISSIONER. >> ON HIM GOING TO ECHO THE SAME SENTIMENTS. AMAZING DAY, OVERWHELMING ONLY HEARD POSITIVE COMMENTS AS YOU SAID MAYOR.
NOT A NEGATIVE COMMENT THE ONLY NEGATIVE WAS THAT THE EXTRA-LARGE T-SHIRTS NOT IN STOCK ANYMORE.
BUT I DO WANT TO RECOGNIZE CHRISTINE AND HER STAFF, PUBLIC WORKS. TO RECOGNIZE NICK THE 60TH ANNIVERSARY LOGO. OUTSIDE IN THE LOBBY AUTOGRAPHING. IT WAS JUST AS I INCREDIBLE FROM SEEING THE RTICIPATION. I HAVE LIKE I SAID NEVER SEEN THAT BEFORE IN THE CITY LIVING HERE FOR ALMOST 27 YEARS.
EVERY STAFF MEMBER PARTICIPATING.
IT WAS PARTICIPATING BECAUSE THEY WANTED TO.
THERE WERE THREE PUBLIC WORKS GUYS, SITTING THERE WITH THEIR CAMERAS. OVERWHELMING ALSO SHOUT OUT TO ALL OF THOSE THAT PARTICIPATED. THE RIVER GLADES AND EAGLE RIDGE, SPORTS LEAGUES HAD IT. WAS GOING TO BRING THE TROPHY.
DID NOT WANT TO GO THAT FAR. ALSO THANK YOU TO MY DRIVER ALLISON YOU DID A WONDERFUL JOB.
AGAIN JUST AN AMAZING DAY FANTASTIC.
I DO WANT TO GIVE A SHOUT OUT DOUG ARE YOU HERE? TWO DOUG AMAZING JOB THAT YOU DID: DATING THE BEAGLE RACE.
I KNOW YOU DO NOT LIKE THE ACCOLADES.
TO COORDINATE THAT EVENT IS INCREDIBLE.
SO CONGRATULATIONS TO YOU. AGAIN GREAT CAUSE.
TODAY WE HAD A SOLID WASTE AND RECYCLING WORK GROUP.
TO LET YOU KNOW THAT KIND OF TWEAKED THE AGREEMENT.
MOVING FORWARD WITH THAT MARCH 30.
TO REVIEW THAT AGREEMENT WITH QUESTIONS.
I WILL BRING THAT INFORMATION BACK TO THIS COMMISSION.
WE WILL LOOK TO MAKE DECISIONS ON WHERE TO GO.
JUST ALSO A COUPLE OF OTHER THINGS.
THE AGREEMENT IS COMING FORWARD MARCH 28 TO THE SCHOOL BOARD THAT THE AGREEMENT WILL ALLOW CITIES INCLUDING TO RECEIVE COMPENSATION THAT THEY HAVE NOT HAD IN THE LAST EIGHT MONTHS.
HOPEFULLY WILL PASS BY THE SCHOOL BOARD.
TO DISCUSS FUTURE, STILL BE RUN INDIVIDUALLY IN PARTNERSHIP WITH THE SCHOOL BOARD, WHETHER THE SCHOOL BOARD WILL FORM THEIR OWN POLICE DEPARTMENT. ONE LAST THING IS THAT AT THE CITY MEETING, I SHARED IT WITH NANCY I DO NOT KNOW IF NANCY HAS SHARED IT WITH EVERYBODY BUT THE SECRETARY FOR INDIAN AFFAIRS THERE ARE DEPARTMENT OF INTERIOR PROPOSED AMENDMENTS,
[00:15:03]
WHAT IT DOES IS IN THE PROPOSAL IT GIVES INDIAN TRIBES ABILITY TO ACQUIRE LAND.IT HAD TO HAVE A CERTAIN PURPOSE NOW THIS RULE IS ALLOWING THE INDY ENTRANCE TO ACQUIRE ANY LAND THE PURPOSE IS NOT AS INTRUSIVE AS IT HAD BEEN.IT IS MORE OPEN. MY CONCERN IS WE HAVE THE FARM OUT THERE, IF THIS WERE TO GO THROUGH FROM A LAND ACQUISITION IT IS A GREAT OPPORTUNITY. SO I KNOW NANCY HAD SAID IT IS KIND OF PREMATURE. THE COUNTY HAD SENT THE LETTER AS WELL. ALTHOUGH THE PROPOSED COMMENT TIME OR THE RULE HAS EXPIRED, I WOULD LIKE TO ÃTO HAVE US SEND OUR COMMENTS TO THE DEPARTMENT OF THE SECRETARY OF INDIAN AFFAIRS. AT LEAST WE ARE ON THE RECORD.
THOSE ARE MY COMMENTS. >> THANK YOU VERY MUCH.
>> THANK YOU MAYOR. I WILL BE REDUNDANT.
IT IS WORTH BEING REDUNDANT THANK YOU TO OUR CITY MANAGER, ALL OF THE CITY STAFF ALEX FOR DRIVING MY FAMILY SAFELY.
PROBABLY THE SLOWEST I HAVE BEEN IN A SPORTS CAR.
JUST AN AMAZING DAY. THANK YOU TO THE FIRE DEPARTMENT FOR NOT ONLY PARTICIPATING BUT BEING OUT THERE ALL DAY, BEING ACTIVE ALL OF OUR VENDORS, VOLUNTEERS.
AN OPPORTUNITY TO SHOWCASE EVEN THOUGH WE HAVE BECOME A MUCH LARGER CITY WHEN MY FAMILY MOVED HERE, ALMOST 35,000 STILL HAVE PRESERVED THE SMALL TOWN CHARM AND FEEL.
SOMETHING I THINK THE RESIDENTS EMBRACED, SUCCESSFUL BECAUSE THE RESIDENTS EMBRACED IT. CERTAINLY EMBRACED AND PRESERVED THAT SMALL TOWN FEEL. EXCELLENT WAY FOR US TO GIVE THEM BACK. PROBABLY THE MOST AMAZING VOLUNTEERS I HAVE EVER SEEN IN TERMS OF THE CALIBER.
OUR REC SPORTS LEAGUES. OUR FRIENDS OF THE PARKLAND LIBRARY. WE JUST HAVE AMAZING PEOPLE, AWESOME OPPORTUNITY TO THANK THEM FOR ALL OF THEIR SERVICE.
ALL OF OUR VENDORS EVERYBODY FROM THE COLLECTION ON DOWN OR PROVIDED GOODS OR SERVICES. TENSE OUT THERE, SPECIAL SHOUT OUT TO THE SOCIETY BECAUSE BETWEEN THE VIDEO THAT THEY WORKED ON, THE BOOTH DEATH YOU HAD.
THE UNVEILING OF THE SIGN. WE HAVE HISTORY IN OUR ACKYARD.
TO SHOWCASE ALL OF THE DIFFERENT ASPECTS OF WHY WE LOVE PARKLAND AND WHY THE RESIDENTS HAVE EMBRACED IT.
A LOT OF PEOPLE HERE WHO ARE NOT FROM PARKLAND, THEY WILL NOTE THIS IS WHERE THEY SHOULD WANT TO MOVE.
SO I THINK IT WAS A GREAT OPPORTUNITY FOR US TO SEE IT.
CERTAINLY THE MOST EXCITED I HAVE BEEN IN QUITE OF LONG TIME. KUDOS TO NANCY AND CHRISTINE AND THE STAFF. I KNOW IT WAS NOT EASY.
YOU ALL MADE US LOOK GOOD AND PULLED OFF JUST A FLAWLESS PERFORMANCE. WITH ABOUT 10 EVENTS THAT DAY
SO THANK YOU VERY MUCH. >> GREAT.
SO NOT GOING TO GO ON AND ON. BUT YES I DO WANT TO MENTION I THINK PEOPLE SOMETIMES FAIL TO REALIZE HOW SMALL OUR STAFF IS.
TO PULL OFF AN EVENT LIKE THAT. HOW THE STAFF WAS SO EXCITED.
THAT IS NANCY. THAT ALL COMES FROM YOU.
THE WAY YOU LEAD OUR STAFF THE CITY IT IS AMAZING TO WATCH.
I DID ATTEND A WORKSHOP THIS AFTERNOON.
WITH CORAL SPRINGS. I WANT TO GIVE YOU GUYS A RUN
[00:20:03]
DOWN. WHAT TRANSPIRED.SO A FEW DAYS AGO I ASKED CORAL SPRINGS IF I COULD SPEAK AT THEIR WORKSHOP. THAT THE SCHOOL IS GOING WITH.
RIGHT NOW IT APPEARS THAT THEIR CHOOSING THAT THEIR CHOOSING C4, STILL TWO MEETINGS WHICH ALL RESIDENTS HAVE TO REMEMBER.
WE HAVE TO SHOW UP AT THE MEETINGS.
WE HAVE TO CONTINUE TO STAY ON THE HIGH ROAD AND MAKE SURE WE ARE POSITIVE AND CONSTRUCTIVE AND STICKING FACTS AND NUMBERS.
THE FIRST MEETING IS ON MARCH 29.
THE NEXT IS APRIL 12. AT 5:30.
IF WE CAN GET OUR RESIDENTS OUT THERE, THAT WOULD BE GREAT.
COMMISSION WAS RECEPTIVE TO ME TODAY.
THE MAIN PURPOSE OF ME WANTING TO ADDRESS THEM WAS TO ACKNOWLEDGE HOW IMPORTANT OUR RELATIONSHIP IS WITH CORAL SPRINGS HOW MUCH WE VALUE THE PARTNERSHIPS THAT WE HAVE ON SO MANY DIFFERENT LEVELS. WHETHER THE FIRE DEPARTMENT EVENT OR WHAT HAVE YOU. IT IS A GREAT NEIGHBOR.
THIS PROCESS HAS NOT BEEN EASY. THERE HAVE BEEN TIMES WHERE RESIDENTS HAVE BEEN DIVISIVE. IT IS NOT A GOOD LOOK.
IT IS NOT A GOOD LOOK FOR PARKLAND.
WE NEED TO CONTINUE TO STAY POSITIVE.
ONE OF THE THINGS THAT VICE MAYOR SARAH HAD BROUGHT UP, HE HAD ASKED THAT WE SUPPORT A DELAY IN IMPLEMENTATION.
THE C LETFOUR. YET INSTEAD OF IMPLEMENTING IT THE SCHOOL YEAR, WOULD BEGIN NEXT SCHOOL YEAR.
I MADE NO COMMITMENTS THAT HE WOULD SUPPORT HER NOT ANYTHING.
MESSAGE BACK TO YOU GUYS. WHICH I AM DOING.
IT IS UP TO YOU. I THINK WE'VE DONE A FANTASTIC JOB. WHATEVER THEY MAY BE.
THAT IS ONE OF THE THINGS THAT AGAIN WHAT MAKES PARKLAND SPECIAL. WE CONTINUE TO STAY ENGAGED IN THIS PROCESS SINCE 2016. I MADE SURE THEY WERE CLEAR THIS IS A PROCESS THAT HAS BEEN GOING ON FOR QUITE SOME TIME IT IS NOT ANYTHING NEW. OBVIOUSLY NEW.
I HAVE FAITH IN THIS NEW SCHOOL BOARD THAT THEY ARE GOING TO GET THIS DISTRICT HEADED IN THE RIGHT DIRECTION.
LOOKING FORWARD TO THAT. OVERALL THE MEETING WAS WELL, SOMETHING VICE MAYOR SARAH HAD SPECIFICALLY ASKED FOR.
RELAYING THAT MESSAGE. EVERYONE ELSE WAS CORDIAL.
THAT WAS IT I WAS THERE OVER AN HOUR.
JACKIE CAN PROBABLY GIVE YOU SOME MORE SPECIFICS.
SO THAT IS ALL I HAVE APPEARED THE MPO, WE HAD OUR MEETING.
I DO NOT TYPICALLY HAVE TOO MUCH TO SAY WITH THAT.
THEY WILL BE LOOKING TO UP THE FEES ACROSS THE BOARD.
SO RIGHT NOW WE PAY THREE OR $4000 A YEAR.
THAT MIGHT DOUBLE OR TRIPLE. STILL GOING TO BE IN THE GRAND SCHEME OF THINGS. PROBABLY COME IN THE NEXT
[6. Proclamations and Recognitions (Part 2 of 2)]
MEETING. BACK DOWN TO THE PROCLAMATIONS AND RECOGNITIONS. START WITH VICE MAYOR.[00:25:09]
>> FIRST RECOGNIZE THE DOUGLAS HIGH SCHOOL COMPETITIVE CHEERLEADING TEAM. THEY PRACTICED FOR THREE HOURS A DAY FIVE DAYS A WEEK. COME ON UP.

TO COME UP HERE. >> (APPLAUSE).
>> WHO ELSE IS HERE? NO PRESSURE.
THIS ONE HITS HOME FOR ME A LITTLE BIT OBVIOUSLY I LIVE IN PARKLAND. BUT MY SON GOES TO PARK TRAILS ELEMENTARY. IN THIRD GRADE SO I HAD HEARD THE STORY NOT EXACTLY BUT I HEARD IT FROM MY SON BEFORE I
[00:30:01]
EVEN HEARD IT FROM ANYONE ELSE. THIS IS A SPECIAL MOMENT.WE CAN NEVER THINK OUR FIRST RESPONDERS AND OFF.
FIRST RESPONDERS ROM PARK TRAILS ELEMENTARY, CORAL SPRINGS FIRE RESCUE RECENTLY CAME TOGETHER IN A WAY TO SAVE THE LIFE OF A CHILD. ON FEBRUARY 16 AFTER PARTICIPATING IN A SUPERVISED ORGANIZED PHYSICAL EDUCATION ACTIVITY A PARK TRAILS ELEMENTARY STUDENT COLLAPSED IN THE SCHOOL'S PLAYGROUND AREA. A TEACHER WHO SAID THE STUDENT WAS BEHAVING NORMALLY AND SOCIALIZING JUST BEFORE USED A SCHOOL RADIO TO CALL IN RESOURCE OFFICERS, DEPUTIES, THERE IS ANY. SHORTLY AFTER COLLAPSING THE CHILD STOPPED BREATHING. INITIATED CPR.
THE NEXT SIX MINUTES THE DEPUTIES CONTINUED ADMINISTERING CPR, CHEST COMPRESSIONS, UNTIL FIRE RESCUE ARRIVED AND TRANSPORTED THE CHILD TO CORAL SPRINGS MEDICAL CENTER. THE CHILD WAS AIRLIFTED TO MIAMI CHILDREN'S HOSPITAL FOR FURTHER TREATMENT.
EVERYONE INVOLVED, THE TEACHERS, FIRST RESPONDERS, ACTED QUICKLY TO ENSURE THE STUDENT WAS SAFE AND RECEIVED THE BEST CARE. THE CITY OF PARKLAND COMMISSION WOULD LIKE TO RECOGNIZE THE TEAM OF HEROES WHO CAME TOGETHER TO SAVE THE PRECIOUS LIFE OF A CHILD.
WE WOULD LIKE TO RECOGNIZE THE DEPUTIES, LIEUTENANTS JANET AND DAKOTA, FIREFIGHTER PARAMEDIC ZACHARY, ENGINE 109 CAPTAIN CHRIS, DRIVER ENGINEERS, PARAMEDICS, ROBERT AND DANIEL.
SO HAPPY TO SHARE THE STUDENT IS DOING MUCH BETTER, IS THAT CORRECT? WE ARE GRATEFUL FOR EACH AND EVERY ONE OF YOU, WE RECOGNIZE AND APPLAUD YOUR LIFESAVING EFFORTS. DO YOU WANT TO SAY ANYTHING? NO. THAT IS OKAY I AM SHY TOO.
I HAVE EVERYONE'S. DO YOU WANT TO HAND SOME OUT OF EVERYBODY'S STUFF OVER HERE. HE DOES NOT HAVE HIS GLASSES.
DRIVER ENGINEER BURNS. THANK YOU, SIR.
FIREFIGHTER PARAMEDIC. LIEUTENANT.
SO WE HAVE THE PARKLAND CHAMBER OF COMMERCE EMPOWERMENT OF
[00:35:04]
WOMEN COMMITTEE. IS THAT RIGHT? CLOSE ENOUGH. COME UP HERE.NOBODY WROTE DOWN WHAT I WAS SUPPOSED TO READ.
ONLY GOOD WHEN I HAVE NOTES. I AM JUST KIDDING.
>> WOMEN'S HISTORY MONTH WAS FIRST RECOGNIZE IN 87 BY CONGRESS ENACTED BY THE PRESIDENT AFTER YEARS OF LOBBYING BY THE NATIONAL WOMEN'S HISTORY PROJECT.HE CITY IS COMMITTED TO CELEBRATING AND COMMEMORATING WOMEN'S HISTORY MONTH. I AGAIN EXTEND OUR CONGRATULATIONS TO MY HOMETOWN.
I GREW UP IN PARKLAND, I HOPE TO SEE IT FLOURISH FOR YEARS TO COME. MEMBER OF CONGRESS.

>> MORE HISTORICAL DOCUMENTS. THANK YOU VERY MUCH TERESA.
THANK YOU CONGRESSMAN. ARE YOU READY?
STILL TYPING AWAY OVER THERE. >> IT IS TIME.
>> NOW HAVE PRESENTATION BY DOCTOR PAUL PEPE.
>> THE PARKLAND FIRE DEPARTMENT HAS DONE.
I WAS OUT WITH OUR TEAM. I WAS TRAINING AN HOUR BEFORE THE EVENT HERE FIVE YEARS AGO. THANK YOU FOR HAVING ME HERE.
I WAS ASKED TO TALK ABOUT SOME POF THE WORK THAT THE MEDICAL DIRECTORS ARE FOR, THE FIRE DEPARTMENT, OVER THE LAST YEAR OR SO, BEFORE I GET STARTED, TAXES.
IN CALIFORNIA IT IS KAYLA. DISCLOSURES.
THE ONLY DISCLOSURES I AM NOT A MORNING ERSON.
LET'S MOVE ON. AS I SAID THIS IS A TEAM THAT WE WERE TRAINING. ANNIVERSARY PICTURE.
THESE WERE FANTASTIC PEOPLE. RELATIONSHIPS I HAVE WITH MANY OF YOU HERE. JUST EXTRAORDINARY.
I WANTED TO SAY SOMETHING. REALLY INTERESTING.
I AM A CITIZEN. THE REST OF THE DAY TO MYSELF.
[00:45:09]
TWO THINGS I WANTED TO TALK ABOUT.HAVE DONE A FEW THINGS THEY SHARE.
SPECIFICALLY ELECTED THE FIRST ELECTED PRESIDENT OF THE ASSOCIATION OF EMS PHYSICIANS STARTING OF FLORIDA CHAPTER.
I LITERALLY STARTED THAT ORGANIZATION THE NATIONAL ORGANIZATION 84. REALLY COOL TO SEE THIS COME FULL CIRCLE. THE OTHER THING THAT PETER DID REALLY PUSHED THIS COALITION. I WILL TALK ABOUT THAT.
A BIG BREAKTHROUGH. WE NEVER GAVE BLOOD IN THE STREETS, ON A STUDY THAT I DID 30 YEARS AGO.
WE HAD NOT MUCH TO OFFER. ONE REASON WHY WE NEVER GAVE BLOOD THERE WAS A TRANSFUSION REACTION.
WE FOUND OUT 75 PERCENT OF THE O POSITIVE WHICH IS THE MOST COMMON DO NOT HAVE HIGH ENOUGH CHEMICALS ON THE BLOOD ITSELF.
TO CAUSE A TRANSFUSION REACTION.
OPENING UP A WHOLE NEW WORLD. ANYWAYS WE WILL TALK ABOUT THAT LATER. TALK ABOUT NEW LIFESAVING THINGS. REALLY GOOD CPR.
I WOULD LOVE TO COME BACK AND TRAIN EVERYBODY HERE.
I WANT EVERY CITIZEN EVERYBODY WHO WORKS FOR THE CITY SHOULD BE TRAINED IN CPR. CHOKING ETC. IT IS EASY TO DO.
YOU MAKE IT SUSTAINABLE. ENOUGH OF MY STAGING.
SO ANYWAYS UPON THING THAT I AM UP TO, A COUPLE DAYS AGO.
MAYBE FUN FOR SOME OF YOU TO KNOW.
NOT ONLY WAS OUT WITH GARTH BROOKS, A WHOLE TEXTBOOK ON MASS GATHERING MEDICINE WITH 26 CHAPTERS.
PUBLISHED IN NOVEMBER OF THIS YEAR.
LOOKING FORWARD TO IT. MY FAVORITE CHAPTER WAS CHAPTER 22 THAT I WROTE. LET'S JUMP TO THE SCIENCE.
WHAT IS KIND OF COOL ABOUT THIS, WE HAVE WON THE RESEARCH ACHIEVEMENT AWARD. IN DIFFERENT AREAS.
FROM THE SOCIETY MEDICINE EVERY YEAR FOR THE LAST FOUR YEARS.
STOPPING SEIZURES. DOING THE RESEARCH WE DID HEAR WE WERE ABLE TO FIND WE HAD A DRUG THAT COULD BREAK IT.
I COULD GO ON TO THE OTHERS. THIS TIME INCREASES IN PATIENT SURVIVAL NON-SHOCK OF ALL. THE CHILD WHO WAS SAVED HAD AN EVENT WHERE THE HEART IS BEATING BUT A VERY CHAOTIC MANNER. PIT CLEARS OUT THE NOISE.
MOST OF THE TIME IT WILL CONVERT.
HOWEVER ABOUT 80 PERCENT OF THE CASES WHICH WE ARRIVE IN GENERAL ACROSS THE U.S. ARE NOT SHOT COUPLE CASES.
MANY TIMES BECAUSE WE GOT THERE LATE, BY THE TIME WE GET THERE NO ENERGY IN THE HEART ANYMORE. MOST EMS SYSTEMS WILL SAY THAT IF YOU HAVE A FLAT LINE NO ONE WITNESSED IT, THEY ARE NOT GOING TO COME BACK. SO WE DECIDED TO SEE IF THIS NEW TECHNIQUE THAT WE ARE USING FOR FIRST RESPONDERS NOT FOR THE PUBLIC, WILL MAKE A DIFFERENCE.
SO WE LOOKED AT THIS ONE WE HAVE DONE WE ACTUALLY PULL MORE BLOOD OUT OF THEIR BRAIN. COMPRESSING ON THE CHEST IT HELPS PULL MORE BLOOD OUT OF THE BRAIN AND BACK INTO THE HEART. A LITTLE BIT OF AN AIRWAY
[00:50:02]
DEVICE. MORE OF A VACUUM.AS YOU CAN SEE INCREASING THE BLOOD FLOW.
IN THE LABORATORY BEFORE THE CARDIAC ARREST, TO THAT STR CIRCLING. 15 OR 20 PERCENT NORMAL BLOOD FLOW. OBVIOUSLY IT SAVES LIVES.
MUCH BETTER OUTCOME. IT GAVE US 40 OR 45 PERCENT.
INTERESTING HOW WE GOT TO THIS. WENT TO PRIME THE PUMP LEVERAGING MORE GRAVITY TO PULL MORE BLOOD OUT OF THE BRAIN.
WHAT WE ARE FINDING IS AMAZING. SO WHAT WE HAVE SEEN HERE WE ARE, NON-SHOCK ARHYTHMS. 16 MINUTES, 80 PERCENT OF THE PEOPLE CAN GET THIS PUT UP, WE ARE GETTING BACK ALMOST 14 FOLD HIGHER THAN WE DID BEFORE WITH PREVIOUS TECHNIQUES.
ONE OF THE THINGS WE HAVE LEARNED AS THE PASTOR GOT THERE THE BETTER OFF YOU ARE. KIND OF THE AED.
THEY CREATED THESE BACKPACKS. EVERYTHING IS READY TO GO.
THEY HAD SOME OF THE BEST SURVIVAL RATES.
SO GOING TO START EXPORTING THIS.
A LOT OF PEOPLE BEGINNING TO ADOPT THIS ACROSS THE NATION.
ACTUALLY FROM A PATIENT. THIS GUY IN THE CENTER STARTED THIS OUT IN A PILOT PROGRAM AT ST. JOHN'S COUNTY.
TURNS OUT HE IS LIKE 40 YEARS OLD.
HIS JOB WAS A NURSE PARAMEDIC. TO RECRUIT ORGANS FROM PEOPLE WHO HAD BRAIN DEAD. SO WHEN HE FOUND OUT HE HAD 25 MINUTES OF CPR, STILL SURVIVED IT HE KNEW THAT HE SHOULD HAVE BEEN BRAIN-DEAD. ADOPTED THE TERM FROM THE PATIENT. LASTLY WHAT ELSE.
I ALREADY MENTIONED THIS. PART OF THE PROBLEM HERE, TO GET THE SOURCES OF THE BLOOD. TALKING ABOUT PAYING FOR IT.
WILL STAY GOOD 4 AT LEAST TWO WEEKS.
ACTUALLY TRYING TO WORK OUT PROGRAMS WHERE THE HOSPITALS WILL THEN TAKE THAT BLOOD. THAT NEEDED FOR VARIOUS SURGERIES. FUNDING IS A BIG ISSUE NATIONALLY. UP IN PALM BEACH COUNTY.
VERY PROMISING.OT ONLY GETTING PEOPLE BACK AT RATES, THE SICKER THEY WERE THE BETTER OFF THEY DID.
I WANTED TO GIVE YOU AN IDEA. MAKE LIFE BETTER FOR FUTURE GENERATIONS. I AM PAUL, I APPROVE THIS MESSAGE. THANK YOU VERY MUCH ANY
QUESTIONS FOR ME? >> ANYBODY HAVE ANY QUESTIONS?
>> A QUICK QUESTION RELATIVE TO THE TIMING ISN'T THEIR PROBLEM WITH OXYGEN TO THE BRAIN AFTER EIGHT MINUTES OR SO.
>> TRADITIONALLY THAT IS THE CASE.
SOME OF THE REASONS WHY. IS THAT WHEN YOU'RE DOING PLAYING CPR OKAY FIRST OF ALL YOU COULD HAVE RAIN DEATH BUT NO BLOOD FLOW IT DEPENDS. AS I MENTIONED IT BEFORE IS THAT WHEN YOU LOOK AT TRADITIONAL CPR 20 PERCENT OF NORMAL. BECAUSE BLOOD FLOW IS NOT SO
[00:55:04]
GOOD. STARTING TO DILATE.SO THAT IS WHY THE MAJORITY WILL NOT TOLERATE THAT LACK OF OXYGEN. WHAT IS COOL ABOUT THIS, IT IS CHANGING THE GAME. WE ARE GETTING A LONGER TIME.
CLEARLY MOST EMS SYSTEMS, BASICALLY WILL SAY YOU CANNOT RESUSCITATE THESE GUYS. THE SURVIVAL RATES ARE STILL LOW. MUCH BETTER, PEOPLE COMING BACK INTACT. THIS GUY OUT THERE FOR 25 MINUTES, HE SURVIVES. THE NEXT YEAR DRINKING
CHAMPAGNE ON HIS BIRTHDAY. >> A QUICK QUESTION FOR YOU.
WHERE ARE THE AEDS? >> GOOD ONE.
LET'S GET BACK TO IT. >> A QUICK QUESTION.
OUR FIRE DEPARTMENT, PARAMEDICS ARE THEY EQUIPPED WITH THESE
HOPING TO GET IT DONE. NOT A LOT.
IT COSTS ABOUT $7000. MATTER OF GETTING THE TRAINING.
MOVING FORWARD WITH THAT IN OTHER PLACES.
I AM TELLING YOU WHAT WE'RE DOING OUT THERE IN THESE STUDIES. WE MAY BE COMING BACK TO YOU.
I WANT TO GO THROUGH THE CHIEF AND DO IT APPROPRIATELY.
HOW WE CAN GET THE BLOOD OUT THERE.
I THINK IT WILL SAVE LIVES. IN SOME CASES.
IT WAS INTERESTING, I WAS TRAINING THOSE GUYS I LOOK AT THEIR MUCOUS MEMBRANES. NOT GOING TO BE READ, THEY ARE GOING TO BE BLUE OR WHITE. BLUE SOUNDS BAD.
THAT MEANS THEY PROBABLY HAVE BLOOD OUT ALTOGETHER.
MAYBE THAT GUIDELINE HAS CHANGED.
YOU HAVE TO FIGURE OUT WHY. JUST NOT BREATHING WELL.
THANK YOU SO MUCH. >> THANK YOU FOR WHAT YOU DO ON
[8. Approval of the Agenda]
A DAY TO DAY BASIS. >> THANK YOU.
>> APPROVAL OF THE AGENDA. >> MOTION TO APPROVE.
>> SECOND. >> SECOND BY COMMISSIONER.
[9. Consent Agenda]
>> PASSES UNANIMOUSLY. >> I NEED TO REMOVE AN ITEM.
AT OUR NEXT COMMISSION MEETING. 9A.
>> SO MOVED. >> SECOND.>> ANYONE FROM THE
PUBLIC? >> COULD I MAKE A QUICK
COMMENT? >> YOU CAN DO WHATEVER YOU
I WANT TO SAY THANK YOU TO NANCY, ANTHONY AND ALLISON.
IN FACT THE WAY THAT WE PROVIDE PUBLIC NOTICES.
SOME CONCERNS FROM OTHER CITIES.
WHEN THE LEGISLATOR GIVES US THE ABILITY TO MAKE A CHANGE, WE TAKE ADVANTAGE OF IT. THERE MAY BE SOME TWEAKS, DEFINITELY LOOK AT THIS OVER THE NEXT SIX MONTHS.
MAKE THOSE CONCERNS HEARD TO OUR DELEGATION.
BUT THIS IS GROUNDBREAKING. THE FIRST CITY THAT UTILIZES
[01:00:08]
IT. >> ALWAYS FIRST IN EVERYTHING.
A MOTION TO APPROVE. ROLL CALL.
[10. Regular Agenda]
REGULAR AGENDA. >> ITEM 10 A. RESOLUTION OF THE CITY COMMISSION APPROVING THE PRESIDENT OF THE CITY OF FORT LAUDERDALE, NUMBER 12690-022 FENCING REPLACEMENT PROJECTS WITH THE AWARDED VENDOR, TROPIC FENCE INCORPORATED.
>> GOOD EVENING. THIS ITEM BEFORE YOU TO REQUEST APPROVAL FOR US TO MOVE FORWARD WITH REPLACEMENT PROJECTS.
BASKETBALL COURTS ONE AND TWO. AS YOU GUYS KNOW, PART OF OUR BUDGET WE DO HAVE A REPLACEMENT PROGRAM THAT TAKES A LOOK AT A LOT OF THESE THINGS. WHEN THEY ARE SCHEDULED TO BE REPLACED. WE DO EVALUATE THAT.
SO THIS IS A ROUTINE FENCE REPLACEMENT.
ALL THREE OF THESE PARKS ARE NEEDED.
RECOMMENDING APPROVAL. UTILIZING TROPIC FENCE, IN THE AMOUNT. I AM HERE IF YOU HAVE ANY
QUESTIONS. >> A COUPLE THINGS.
NANCY AND I DISCUSSED IT. MAYBE WE CAN TAG IT.
THREE AND FOUR. THE OTHER THING I HAVE GOTTEN CALLS ABOUT, WE DON'T HAVE ANY SEATING NEAR THE WESTERN COURTS AT TERRAMAR. MAYBE AROUND THE BASKETBALL COURTS. REPLACING SOD? ANYTHING AROUND THE EXTERIOR OF THE COURT.
>> WE WE WILL TAKE A LOOK. THIS PROJECT RIGHT NOW BEFORE YOU STRICTLY ABOUT THE FENCING. JUST SO YOU ARE AWARE, COURTS ONE AND TWO SCHEDULED FOR RESURFACING BECAUSE OF THE AMOUNT AND IT BEING A DIFFERENT VENDOR, IT WILL BE PART OF THIS FENCE REPLACEMENT. THREE AND FOUR, A PART OF OUR
PLANNING. >> THANK YOU.>> ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM?
>> A MOTION TO APPROVE BY COMMISSIONER, SECOND BY
COMMISSIONER KOTLER. >> ROLL CALL.
>> SIDEWALK RESURFACING. PIGGYBACK.
THE CITY OF PARKLAND FLORIDA. RANCH ROAD SIDEWALK RESURFACING AND IMPROVEMENTS WITH THE AWARDED VENDOR, SOUTHEASTERN ENGINEERING CONTRACTORS INCORPORATED PROVIDING FOR EXECUTION, PROVIDING FOR AN EFFECTIVE DATE.
>> RESURFACE THE SIDEWALKS ALL THE WAY TO NORTH WEST 81ST TERRACE.TO ALSO IMPLEMENT OUR ADA FIXES TO THE BOULEVARD.
THE PLAN THAT WAS DEVELOPED WITHIN THIS PAST YEAR.
>> GREAT. >> MOTION TO APPROVE.
>> ANYONE FROM THE PUBLIC? >> A MOTION FROM THE COMMISSIONER. A SECOND BY VICE MAYOR.
>> PASSES 4-0. >> ITEM 10 C. RESOLUTION OF THE
[01:05:04]
CITY COMMISSION OF THE CITY OF PARKLAND AWARDING THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER, MARINA UPGRADE, AND THE ESTIMATED AMOUNT OF $143 851 PROVIDING FOR EXECUTION PROVIDING FOR AN EFFECTIVE DATE.>> WE SAVED OURSELVES SOME MONEY DOING THAT.
BUT I AM SURE IT WAS SOMEWHAT HELPFUL.
TALKING ABOUT TRYING TO GET THIS DONE FOR A LONG TIME.
THE MOVIES IN THE PARK ALL THE OTHER STUFF THAT WE DO.
>> SENIOR DIRECTOR. THIS ITEM WAS BROUGHT BEFORE THE CITY IN REGARDS TO SOME CONCERNS.
SO WE DID CONTRACT TO DO SOME SAMPLES.
THEY GIVE US SOME SPECIFICATIONS IN REGARDS TO WHAT NEEDS TO BE DONE. LOOKING TO REPLACE THE ARENA FOOTING, OF THE SUBGRADE. THEN REINSTALLED AFTER THE WORK IS ALL DONE. SO THE CITY IS RECOMMENDING
AWARDS. >> ANYONE FROM THE PUBLIC?
>> WE HAVE SOMEONE. >> YOU WERE IN THE PARADE.
>> MY NAME IS HEATHER. CURRENT PRESIDENT OF THE ASSOCIATION. VERY GLAD THIS ITEM HAS FINALLY COME UP FOR THE PAST FIVE YEARS UNABLE TO USE THE WEST ARENA.
THE FOOTING HAS BEEN TOO DEEP AND UNSAFE VERY MUCH LOOKING FORWARD TO HAVING THIS ARENA REDONE.
WE HOPE THE RESEARCH HAS BEEN DONE IN TO MAKE SURE THE FOOTING IS GOING TO BE CORRECT. THAT THE CONTRACTORS ARE COMPETENT. THANK YOU.
>> I WOULD ASSUME THAT IS THE CASE.>> YES.
THERE WERE RESPONSES. ENSURE THAT THE LOWEST RESPONSIVE BIDDER IS ABLE TO PERFORM THIS WORK.
>> SECOND. >> I GUESS MORE OF A COMMENT.
I NOTE THAT WE HAD PASSED A WHILE AGO DEDICATION TO THE CENTER. WE HAVE NOT PUT A SIGN OUT.
>> THE PURPOSE FOR THAT BECAUSE WE WERE WAITING FOR OUR NEW SIGNAGE TO HAPPEN. SO SOMETHING WE CAN DISCUSS IN
THE NEAR FUTURE THANK YOU. >> I DO NOT WANT TO FORGET
ABOUT IT. >> I WILL NOT LET YOU FORGET
THAT. >> HISTORICALLY SPEAKING OR
OTHERWISE. >> MOTION TO APPROVE FROM COMMISSIONER AND THE SECOND BY VICE MAYOR.
>> ITEM 10 D. LAND DEVELOPMENT CODE UPDATE.
THE CITY OF PARKLAND, FLORIDA AMENDING THE CITY'S LAND DEVELOPMENT CODE BY AMENDING ARTICLE 100 SIGNAGE TO REVISE AND UPDATE THE CITY'S SIGNAGE REGULATIONS PROVIDING FOR AN
EFFECTIVE DATE. >> SOME SIGN CODE UPDATES.
THIS WAS DISCUSSED IN IN APRIL 2022.
SO STAFF WENT BACK AND TOOK A LOOK.
THE BEGINNING OF THIS PRESENTATION, THEN SAVE THE MEAT AND POTATOES FOR THE END. WHEN WE REVIEWED MOST OF THE APPLICATIONS TO WALL SIGNAGE THE ORDINANCE IN PRETTY GOOD ORDER. JUST SOME FINE TUNING.
A LITTLE SMALL IN COMPARISON TO OTHER CITIES.
[01:10:09]
NORMALLY BE AVAILABLE TO HAVE ON THEIR SITE.SO SEVERAL SECTIONS THE FIRST ONE I WILL RUN THROUGH QUICKLY.
LIKE I SAID WE WILL GET INTO THE BIGGER DECISION.
SO WITH SECTION, FINE TUNING A COUPLE DEFINITIONS.
DAN LACKING A DEFINITION FOR SIGNAGE, WHICH IS VERY IMPORTANT. THAT IS WHERE A BILLBOARD MAY BE CONSIDERED. SECTION 100 570.
OFFICIAL CAN ENFORCE SIGN REGULATIONS.
WE ARE EXPANDING THAT. WHEN IT COMES TO FLAGPOLES, IT WAS KIND OF INTERESTING BECAUSE THE RESIDENTIAL CODE ALLOWED FLAGPOLES AT 25 FEET IN HEIGHT BUT YET NONRESIDENTIAL DISTRICTS WHERE YOU HAVE SHOPPING CENTERS WITH PARKING LOT LIGHT POLES, SOMETIMES 25 FEET IN HEIGHT INCREASING THE HEIGHT ON THE NON-RESIDENTIAL FLAG POLES TO MATCH THE RESIDENTIAL. THAT SAID INSTEAD OF IDENTIFYING HOW MANY PERMITTED PER PROPERTY, PER PROPERTY OWNER. SO THE FIRST PAGE WAS CORRECTING THE OWNER TO THE PROPERTY.
THEN THIS IS CORRECTING THE INCREASE OF HEIGHT FROM 20-25 TO NONRESIDENTIAL.ALSO SECTION C2 IDENTICAL IN THE WORDING. JUST DELETING THAT EXTRA SECTION. A REFERENCE TO A LIMITATION.
CHANGING THAT TO REFERENCE. IF THE CODE CHANGES WE DO NOT HAVE TO GO BACK. THREE, A3 THE BULK OF THE REVISIONS ARE CONTAINED WITHIN THIS ORDINANCE.
THAT IS WHAT WE ARE GOING TO COME BACK TO ADD THE END.
NUMBER EIGHT SPECIFYING THAT YOU CAN HAVE TWO SIGN FACES AS LONG AS THE SPREAD IS NOT GREATER THAN 15 PERCENT.
WHEN IT COMES TO WINDOW SIGNAGE ALLOWS THREE SQUARE-FOOT SIGN.
IN ADDITION TO 15 PERCENT, THAT COULD BE APPLIED THE CODE WAS NOT CLEAR. TOWARDS THE 15 PERCENT REQUIREMENT. THE BOARD, STAFF RECOMMENDED AND BE COUNTED. SO THAT WAS REVISION UPON THE RECOMMENDATION OF THE BOARD. OKAY SO THIS SECTION HAS TO DO WITH THE SIZE OF LETTERING. THAT IS ON WALL SIGNAGE.
BASED UPON THE RIGHT-OF-WAY WIDTH.
THAT WAS KIND OF A MIXED IN WITH THE MONUMENT SIGN INFORMATION. TO A MORE APPROPRIATE LOCATION.
THE REGULATIONS DO NOT CHANGE. UNDER TEMPORARY SIGNS WE NEED TO CORRECT NUMBER THREE FOR YOUR SECOND READING.
ORIGINALLY THE SETBACKS WERE CHANGING IN THE OTHER SECTION OF THE CODE. IT CAME TO LIGHT THOSE REQUIREMENTS APPLIED TO PERMANENT SIGNS.
BY DELETING THIS LANGUAGE WE WOULD HAVE NO LANGUAGE LEFT THAT APPLY TO A SETBACK FOR A TEMPORARY SIGN.
THE BOTTOM OF THREE CAN ACTUALLY BE RETAINED IN THE CODE TO MAKE SURE WE HAVE A SETBACK FOR TEMPORARY SIGNS.
WINDOW SIGNAGE, THE SS TO DO WITH TEMPORARY WINDOW SIGNAGE.
TEMPORARY WINDOW SIGN, ACTUALLY HAVE 50 PERCENT OF THE WINDOW
[01:15:04]
COVERED. LIMITED TIME 14 DAYS.OKAY SO HERE IS WHERE WE ARE GETTING INTO THE MEAT AND POTATOES OF THE ORDINANCE. IMPORTANT TO UNDERSTAND WHAT THE CURRENT REGULATION IS AND WHAT THE STAFF IS PROPOSING.
THE CURRENT REGULATION IS EVERY SIGN IN THE CITY IS LIMITED TO SIX FEET IT DOESN'T MATTER WHETHER YOU ARE ON 441 OR PARKSIDE DRIVE. WE THINK IT NEEDS TO BE MORE EQUITABLE. MORE HEIGHT FOR YOUR SIGN ISN'T A BAD IDEA. SO THE STAFF RECOMMENDATION IS THAT BASICALLY TWO SEPARATE THE ROAD RIGHT AWAY IS, FOR A SMALLER STREET THE LIMITATION WOULD STAY.
THEN ON STATE ROAD SEVEN RECOMMENDING IT WOULD BE GREATER THAN 121 FUDD, THAT LIMITATION WOULD GO TO EIGHT.
>> WHEN WAS THIS CODE ORIGINALLY DONE?
>> SO RECOMMENDING INCREASE IN HEIGHT FOR NON-LOCAL ROADS MORE LIKE UNIVERSITY. SEVEN FEET, MAJOR COORIDORS EIGHT FEET. WE ONLY HAVE .
WE ONLY HAVE 5 TO 6 COMMERCIAL CLASSES IN THE CITY.
MOST OF THOSE LOCATED ALONG THE CORRIDOR.
SO AGAIN THIS WAS WHAT I JUST STATED ALL SIGNS LIMITED TO SIX FEET IN HEIGHT. SEVEN AND EIGHT FOOT ALREADY ALLOWED SUBJECT TO CITY COMMISSION APPROVAL.
SO SOMEONE COULD REQUEST THAT HEIGHT AND BE APPROVED, THIS WILL ALLOW THEM TO HAVE THAT HEIGHT WITHOUT HAVING TO COME BEFORE THE COMMISSION. THE NEXT TOPIC WOULD BE THE AREA OF THE SIGN. RIGHT NOW YOU HAVE A GROUND SIGN ALLOCATION. GENERALLY VERY SMALL LIKE 500 LINEAL FEET YOU ONLY GET 26 SQUARE FEET OF SIGNAGE.
WE DO HAVE SORT OF A BONUS INCENTIVE WHERE IF YOU HAVE AN ARTISTIC SIGN, INCREASE OF SQUARE FOOTAGE.
ALSO OPPORTUNITIES FOR YOU TO HAVE AN ADDITIONAL SIGN.SOME PEOPLE QUALIFIED BY MAKING THE SIGN PRETTIER.
BUT THE THEORY WAS TO GIVE PEOPLE EXTRA SIGNAGE.
THE BONUS SIGN WAS TIED TO AN ENTRYWAY.
IF YOU QUALIFIED FOR THE BONUS, THE PROBLEM IS ON STATE ROAD SEVEN ALL OF THE CLASSES ONLY HAVE ONE ENTRANCE.
SO PROPOSING IS TAKE AWAY THE BONUS.
EVERY SIGN WILL BE BEAUTIFUL. EVERYBODY IS GOING TO GET AN INCREASE IN SQUARE FOOTAGE. THE INCREASES ARE MINOR.
CURRENTLY THE CODE IS 26 SQUARE FEET.
FOR 500 FEET OF FRONTAGE. 48 SO AGAIN THE PROPERTIES WITH THE LARGER FRONTAGES, THE LARGER CENTERS.
THE MOST BENEFIT INCREASE IN AREA OF 10 SQUARE FEET.
SO THIS KIND OF SHOWS YOU CURRENTLY THOSE SIGN ALLOCATIONS SO ON A LOCAL ROAD LIKE PARKSIDE, SLIGHTLY LARGER THAN THE REAL ESTATE SIGN. SO GIVING YOU AN IDEA.
LET'S SEE HILLSBORO, 42. WOULD BE 26.
[01:20:03]
SLIGHT INCREASES IN SQUARE FOOTAGE.NO MORE THAN 10 PERCENT OF THE CURRENT CODE.
ALSO GIVEN YOU SOME EXAMPLES HERE ON THE PICTURES BELOW.
VERY LARGE PLAZA. OVER A THOUSAND FEET OF FRONTAGE. NEXT-DOOR TO THE CAR WASH, 250 OR 300 FEET OF FRONTAGE. THIS IS SHOWING YOU GRAPHICALLY WHY THERE SHOULD BE SOME CONSIDERATION AS TO THE SIZE OF THE PROPERTY TO BE MORE EQUITABLE.
SO IF YOU LOOK AT THE PROPERTIES HIGHLIGHTED IN RED, THE SIGNS WHEN YOU HAVE OVER 750 FEET OF FRONTAGE IS POTENTIALLY GAINING ONE ADDITIONAL SIGN ON EACH STREET.
AT DOUBLE COUNTS. YOU CANNOT GET 1/4 SIGN THEN EVEN IF YOU HAVE TWO LARGE FRONTAGES.
THE WATERWAY SHOP, RIVERSTONE SHOPS.
THEY HAVE A SETTLEMENT STIPULATION WITH THE CITY.
BUT SOME SMALLER PROPERTIES LIKE RISING TIDE, THE OFFICE BUILDING THEY SHOULD NOT HAVE AS MUCH SIGNAGE AVAILABLE TO THEM AS THE SHOPS. SO THIS IS WHERE THE QUANTITY OF THE SIGN, OVER 750 FEET YOU MAY QUALIFY FOR ONE ADDITIONAL SIGN ON EACH FRONTAGE. WHO HAS THOSE REQUIREMENTS THAT MIGHT GET AN ADDITIONAL SIGN. IT IS WATERWAYS AND THE RIVERSTONE SHOPS. THE SETBACKS FOR THE SIGNS CURRENTLY 10 FEET. ORIGINALLY WE HAD RECOMMENDED THAT THE SETBACKS BE STAGGERED. THE PLANNING AND ZONING BOARD WAS MORE LENIENT, FELT THAT SIX FEET WAS FINE.
STILL THE OPTION TO REQUIRE THE NUMBER THE COMMISSION MIGHT WANT TO GO WITH. THE REQUIREMENT BEING 10.
SO KIND OF AN EXAMPLE OF WHAT IS HAPPENING OUT THERE.
MOST OF THE SIGNS ARE SIX FEET HIGH.OST OF THEM ARE 32 SQUARE FEET. THEY GOT THAT BONUS.
PAUL SAT BACK ABOUT 10 FEET. WHAT WOULD HAPPEN IS ON 74TH, THIS IS RIVERSTONE. ON 74TH THAT SIGN EXISTING COULD HAVE BEEN SEVEN FEET IN HEIGHT, A LITTLE BIT LARGER IN SQUARE FOOTAGE. ON STATE ROAD SEVEN, EIGHT FEET IN HEIGHT. THEN BECAUSE OF THE SIZE OF THE FRONTAGE OF THE PROPERTY ON BOTH 74TH AND STATE ROAD SEVEN, THIS PROPERTY WOULD QUALIFY FOR THIRD SIGN.
IT COULD BE EIGHT FEET IN HEIGHT AND 58 SQUARE FEET IN AREA. THIS IS KIND OF A GOOD EXAMPLE OF WHERE WE ARE. AND WHAT WE ARE ADDING SOMETHING THAT WAS A FEW YEARS BACK.
THE TWO SIGNS THOSE ARE YOUR TYPICAL SIX FEET HIGH 32 SQUARE FEET THAT IS WHAT THE CODE CURRENTLY ALLOWS.
EVERYBODY IS SIX FEET. BASED ON THE ROADWAY ON LITTLE ADJUSTMENT. PARKLAND COMMONS HAS A VARIANCE. THAT SIGN IS 55 SQUARE FEET ROUGHLY. HAS THE DESIGN STANDARDS REQUIRED BY THE CODE. THIS WOULD BE TYPICAL OF WHAT MIGHT HAPPEN WITH RIVERSTONE AND WATERWAYS.
YOU WOULD LIKELY SEE IF THE BUDGET IS THERE ANOTHER SIGN
[01:25:09]
PUT AT THE CORNER. WHICH WOULD BE VISIBLE TO THEINTERSECTION. >> WHAT IS THE SETBACK ON THE
SIGN? >> SEEMS TO BE MORE VISIBLE.
10 FEET BACK FROM THAT MEETING. SO THAT KIND OF SUMS UP THEIR PRESENTATION. A LOT OF THIS IS CLEANUP.
WE ARE ALLOWING AN INCREASE IN HEIGHT FROM WE ARE ALLOWING AN INCREASE IN HEIGHT FROM 6 TO 7 PAND EIGHT.
10 PERCENT INCREASE ACROSS THE BOARD.
ARCHITECTURAL DESIGN STANDARDS REQUIRED.
LARGER PROPERTIES, INSTEAD OF BASICALLY ONE SIGN PER FRONTAGE, QUALIFY FOR A SECOND SIGN.
IT COUNTS ON BOTH FRONTAGES. YOU CANNOT DOUBLE DIP THAT OPTIONAL SIGN. OVER 750 ON STATE ROAD SEVEN.
ESPECIALLY THOSE ON 441. THEY GET A LOT MORE TRAFFIC.
THIS REALLY ONLY AFFECTS THEM. >> YES.
>> TALKING ABOUT POTENTIALLY GIVING SOME ADDITIONAL HELP TO RIVERSTONE PLAZAS AND WATERWAYS.
>> YES FOR THE MOST PART. >> MINIMAL CHANGES AS FAR AS
THE ADDITIONS GO. >> NOT ENTIRELY ACCURATE.
POTENTIALLY WE DO NOT KNOW WHAT IS GOING TO HAPPEN.
TONIGHT DECISION, FOR WHATEVER THE CITY IS GOING TO LOOK LIKE
LATER ON. >> IT DOESN'T DRASTICALLY INCREASE THE SIGNAGE OTHER THAN ON 441.
IF THIS WERE TO COME NOW, THIS DOESN'T MATCH THE CODE ANYWAY.
WHICH ANYBODY COULD ALWAYS DO. THEY COULD DO SOMETHING DIFFERENT. IF THEY TRIED TO FOLLOW CODE, THIS CAN GO TO SEVEN FEET ONLY BE ONE FOOT TALLER POTENTIALLY.
AGAIN THIS CODE SEEMS TO BE TAILORED.
ON DESIGN SPECIFICATIONS AND REQUIREMENTS.
CORRECT? >> THE COULDIT COULD AT YOUR OP.
LSO THE REQUIREMENT FOR A MASTER SIGN PROGRAM THAT SHOULD BE NOT FOR ANY CODE. THAT WOULD APPLY ONLY TO THAT PROPERTY. SO YES THIS WOULD BE THE CODE THAT WOULD APPLY TO THAT PROPERTY.
SEVEN FOOT SIGN. >> MORE THAN LIKELY IT WOULD
[01:30:04]
HAVE ITS OWN CODE. >> MORE THAN LIKELY.
>> I THINK IT NEEDS TO BE SOMETHING VERY CREATIVE.
>> YOU BROUGHT UP FLAGPOLES. >> YES.
>> MIGHT DECREASE RESIDENTIAL TO MATCH THE COMMERCIAL.
INSTEAD INCREASE THE COMMERCIAL TO MATCH THE RESIDENTIAL.
>> RECOMMENDATION WAS TO LOWER THE RESIDENTIAL FROM 25 -20.
INCREASE THE NONRESIDENTIAL 20-25.
>> WHO MAY HAVE TWO DECREASE THEIR LAGPOLE.
>> PLANNING AND ZONING BOARD. THAT WOULD MAKE SOME OF THOSE NONCONFORMING. INCREASING THE NON-RESIDENTIAL.
NOT LOGICAL THAT A SITE WOULD HAVE A LOWER POLE THAN A
RESIDENTIAL HOME. >> ALSO TO YOUR POINT THE LIGHT
POLES. >> HOW DO WE ADDRESS NEW DEVELOPMENT. ARE THOSE CONSIDERED TEMPORARY
SIGNS? >> TEMPORARY SIGNS I WOULD HAVE
TO LOOK AT THE CODE. >> WHEN THEY OPEN UP, THEY PUT ALL OF THESE PLAGUES TO ATTRACT OPLE.
>> REGULATIONS TO TEMPORARY SIGNS.
RESIDENTIAL. >> IT IS COVERED IN THE CODE.
>> YES. AND THOSE BECOME PERMANENT THEY ARE FLOWN 24/7, OUT AT THE ENTRYWAY THIS CODE UNDER A TEMPORARY PERMANENT FLAGPOLE WOULD APPLY.
GOING TO BE TWO POLLS WITH ONE FLAKE AT 24 SQUARE FEET OR ONE POLE WITH TWO FLAGS AT 24 SQUARE FEET.
THAT USUALLY DOES NOT APPEN. >> WITH CAMPAIGN SIGNS.
ONE OF THE THINGS THAT WE DO NOT CURRENTLY DO 'S AND SOMEBODY WANTS TO PUT UP AN ELECTION SIGN, THEY PUT UP A SIGN. SIX FEET FROM THE RIGHT-OF-WAY.
THEN CODE ENFORCEMENT CAN TAKE DOWN THEIR SIGN.
THE OTHER WHICH I BELIEVE WE SHOULD INSTITUTE.
IN CONCERT WITH THAT, ALSO LIKE TO SEE THOSE SIGNS EITHER WE PICK UP ALONG THE WAY, ABLE TO BE RECYCLED.
THEN BE RECYCLED THROUGH WASTE MANAGEMENT.
>> I DO NOT THINK THEY ARE RECYCLABLE.
>> OKAY. I SPOKE TO WASTE MANAGEMENT.
>> OKAY. >> I KNOW SOMEBODY AT THE SOLID WASTE AUTHORITY WHO CAN CHECK THAT OUT.
>> OKAY. >> ANYONE FROM THE PUBLIC?
THE PUBLIC COMMENT. >> WE HAD AN EMAIL INDICATING
SUPPORT FROM ISAAC. >> ARE WE TELLING THEM ABOUT
THE REVISED ORDINANCE? >> YES.
KIND OF DRAFTING THE REGULATIONS WE DID TALK TO ISAAC. AND ASK HIM WHAT ARE YOUR THOUGHTS ON THIS. HE WAS VERY SUPPORTIVE.
IF IT GETS ADOPTED WE WILL BE HAPPY TO REACH OUT TO WATERWAYS
[01:35:05]
AND SEE IF THEY MIGHT BE NTERESTED.>> I WANT TO ASK ONE MORE QUESTION.
I MEAN RIGHT NOW NO CONTEMPLATION OF EXPANDING ANY OF THE ROADWAYS WITHIN THE INTERIOR OF THE CITY FROM WHATEVER TWO LANES OR FOUR PLANES.
SOMETHING IN THE FUTURE FOR THAT IS MOVING THE SIGNS CLOSER TO THE ROADWAY GOING TO BE AN IMPEDIMENT TO THAT SCENARIO.
AGAIN WE HAVE FUTURE PLANNING THAT WE NEED TO TAKE INTO CONSIDERATION WHEN WE ARE MAKING THESE DECISIONS BECAUSE WE HAVE SOME 700+ ACRES THAT ARE GOING TO COME INTO THE INTERIOR AREA OF OUR CITY POTENTIALLY.
THE RESULT OF THAT MEANS ONE WE ARE MAKING THESE DECISIONS WE NEED TO HAVE SOME THOUGHT INTO WHAT HAPPENS IN DIFFERENT SCENARIOS. RIGHT NOW A 10 FOOT MARGIN FROM THE ROADWAY EDGE WHICH GIVES US SOME SPACE.
IF YOU START MOVING SIGNS CLOSER TO THE ROADWAY, IMPACTING SIGNAGE, MAY HAVE SOME IMPACT.
MY THOUGHT ON THAT IS IT IS NEW DEVELOPMENT.
THEY SUBMIT THEIR SITE PLANS, ABLE TO ADJUST.
YES THERE IS A CODE, YOU HAVE TO HAVE YOUR SIGN HERE.
TO GET YOUR SITE PLAN APPROVED BECAUSE WE DO NOT KNOW THERE MIGHT NOT BE ANY SCIENCE AT WHEN THEY SUBMIT THAT HAT PLAN WE WILL BE ABLE TO DICTATE WHERE AND HOW MANY SIGNS THEY
HAVE. >> STILL SEE MONUMENT SIGNS COMING THROUGH THE COMMUNITY APPEARANCE BOARD FOR THEIR APPROVAL. I THINK YOU KNOW THE PROBLEM IS WHETHER IT IS SIX OR 10 AT SOME POINT YOU KNOW BEFORE THE ROAD IS WIDENED, YOU ARE NOT GOING TO SEE IT.
IF YOU ARE LESS THEN 10, MORE RISK THAT SIGNED COULD BE REMOVED. PROBABLY.
ADDING A FULL TURN LANE THAT WOULD B-12. AT RISK ALSO.
>> NOT JUST MOVING IT CLOSER TO THE ROAD, ALSO TALKING ABOUT
MAKING IT BIGGER. >> SLIGHTLY BIGGER YES.
>> PUT IN PLACE, AND THE TIME WHEN 441 WAS TWO LANES.
WE CONTINUED TO RUN THAT, EXPANDED ROADWAY AREA.
FERMI TO WHY ORIGINALLY SIGNAGE WAS A BIG ISSUE VERY STRICT ON THE STANDARDS. THE BIGGER THE SIGN, THE CLOSER TO THE ROAD THE MORE YOU'RE GOING TO SEE IT.
NOW GOING TO ADD ANOTHER SIGN. NOW RUNNING INTO THAT CLUTTER.
I HAVE A LOT OF CONCERNS ABOUT THAT KIND OF STUFF.
>> I THINK ONE OF THE REASONS WE HAD THIS CODE WE WERE TRYING TO GIVE OUR BUSINESSES ADDITIONAL SUPPORT.
BECAUSE YOU CANNOT SEE YOU DO NOT KNOW WHAT IS THERE.
YOU CANNOT SEE THE SIGNS ON THE WALL BECAUSE OF ALL OF THE TREES. ONE OF THE THINGS WE THOUGHT WOULD BE BEST, WE HAVE BLOCKED UP THOSE BUILDINGS.
YOU HAD NO IDEA WHAT IS BEHIND THOSE STRIP MALLS.
WITH ADDITIONAL SUPPORT. BECAUSE IT IS SUCH A LIMITED EFFECT IN REALITY. TALKING ABOUT POTENTIALLY TWO ADDITIONAL SIGNS. WE ONLY HAVE THOSE TWO CLASSES.
[01:40:06]
IF WE CAN GIVE, EVEN INTERESTED IF WE CAN GIVE THEM THAT HELP TO ME THAT IS DOING A SERVICE TO OUR RESIDENTS AND OUR BUSINESSES. NOT LIKE WE HAVE 50, IF WE HAD 50 PLAZAS IT IS A DIFFERENT CONVERSATION IN MY OPINION.>> ABSOLUTELY. >> BECAUSE OF THE SMALL NUMBER OF CLASSES. BECAUSE THE FACT WE HAVE SO MUCH LANDSCAPING THAT YOU CANNOT, YOU HAVE NO IDEA.
>> ALSO I SHARE THE COMMISSIONERS CONCERN, ON THE INTERIOR ON ONE LANE OR TWO LANE ROADS.
I LOOKED AT THE RISING TIDE SIGN.
WHICH IS WHAT I USE. I DON'T SEE THAT SIGN AS OFFENSIVE. I DO THINK THERE IS INEQUITY WHEN YOU GET TO THE OTHER TWO SHOPPING PLAZAS.
FOR THE SIZE PROPERTY. RELATIVELY LARGE SIGN.
THE SAME SIZE SIGN ROUGHLY. I DO SHARE YOUR CONCERNS.
IT IS A ROAD THAT PEOPLE Ã45 MILES AN HOUR.
>> USES THE FRONTAGE AS THE BASIS.
THE ONLY IMPACT TO THE INTERIOR WOULD BE AT THE COMMENTS.
WHERE THAT SIGN COULD BE 10 PERCENT LARGER.
MAYBE CLOSER TO THE ROAD. WHICH I DO NOT VIEW THAT AS A
BAD THING. >> INTERIOR TO THE CITY, REALLY WANTED THAT, TO MOVE IT CLOSER TO THE ROAD, TO DEMOLISH THAT SIGN AND BUILD A NEW ONE THAT WOULD BE AN OPTION.
VERY EXPENSIVE. >> 10 PERCENT MORE.
>> MAYBE WHEN THEY GO TO REPLACE IT.
>> ABSOLUTELY. GOING BACK TO THE CAR WASH, OBVIOUSLY IS LARGER THAN THE SIGN WHICH IS RIGHT NEXT DOOR.
>> MY HOPE IS IF THEY HAVE THE ABILITY TO HAVE TWO SIGNS IN A LARGER SIZE, MUCH LIKE THE COMMONS DOES.
>> THAT IS 100 PERCENT WHAT THEY WILL DO.
>> RIVERSTONE YOU CANNOT EVEN READ THE NAMES.
>> THE FACT THAT YOU KNOW WE DO NOT HAVE ANCHORS IN THESE PLAZAS, WHICH IS MAKING IT WAY MORE SUCCESSFUL.
THEY ARE GOING TO THE POSTAL CENTER.
WHILE THEY HAVE A BREAK FOR A MINUTE BEFORE THEY GO TO THE DOCTOR. WE NEED TO ENCOURAGE THAT TO HAPPEN AT OUR OTHER PLAZAS. IF YOU LOOK AT WATERWAYS WHEN YOU DRIVE BY THE LANDSCAPING YOU BARELY SEE ANYTHING IN THERE. YOU CANNOT REALLY SEE THAT
BUILDING HARDLY. >> THE LANDSCAPING IS A LITTLE MORE MAINTAINED. YOU CAN KIND OF SEE THROUGH.
IT IS VERY POOR FOR THAT CENTER.
>> THE OWNER IS NOT DOING HIS LANDSCAPING ADEQUATELY?
>> WE ARE GOING TO REACH OUT TO HIM AND SEE IF WE CAN ENCOURAGE HIM TO DO SOME THINGS THAT MIGHT IMPROVE HIS VISIBILITY.
>> YOU CANNOT SEE THOSE. >> TO ADDRESS THE CODE.
[01:45:05]
UNDERSTANDING THAT WE DISCUSSED THE PLANNING.SO I THINK TRYING TO GIVE RELIEF TO OUR BUSINESSES.
MORE OF A CHALLENGE. >> THIS IS NOT A DRAMATIC
INCREASE. >> I THINK AS WE MOVE FORWARD WITH LOOKING AT POTENTIAL COMMERCIAL DEVELOPMENT WE KIND OF LOOK AT THE CODE AND SEE WHERE THINGS ARE OUTLINED AND MAKE A MENTAL NOTE TO REVISIT .
>> WE CAN ALWAYS COME BACK AND ADDRESS IT LATER.
THE PROPOSAL TODAY IS INSTEAD OF HAVING TO QUALIFY FOR THE BONUS BASICALLY GOING TO ALLOW THAT BY CODE.
OF A CERTAIN SIZE. >> WHICH IS ONLY WATERWAYS.
>> THE PROPERTIES INDICATED IN RED THAT HAVE FRONTAGE ON THIS DIAGRAM. THE EXCEPTION WOULD BE BJ'S.
>> IT HAS A SETTLEMENT WITH THE CITY.
>> RIVERSTONE. >> BJ'S HAS NO SIGNAGE OR BELIEVE OTHER THAN A REALLY SMALL.
>> MOTION TO APPROVE. >> I WILL SECOND.
POKE BACK IN THE SETBACKS FOR THE TEMPORARY SCIENCE.
>> MOTION BY THE COMMISSIONER. SECOND BY VICE MAYOR ROLL CALL.
>> COMMISSIONER.>> YES. >> MAYOR WALKER.

A SHORT POWERPOINT PRESENTATION.
AWESOME EVENT I WAS THERE FOR THE PARADE.
PTHE KIDS HAD A GREAT TIME. IT WAS GREAT TO SEE EVERYBODY OUT THERE HAVING SUCH A GOOD TIME.
HATS OFF TO YOU AND YOUR TEAM FOR A WONDERFUL EVENT.
OPPORTUNITY TO WITNESS SOMETHING HAPPENED TODAY.
SOMETHING THAT CAN RIPPLE THROUGH THE COMMUNITY.
AVERAGE RETURN OF SPONTANEOUS CIRCULATION THE CITY OF CORAL SPRINGS PARKLAND, 33 PERCENT. WHAT THAT MEANS ON A TYPICAL CARDIAC ARREST PATIENT THE AVERAGES IN THE LOW 20S SOMETIMES LOWER OF A PERSON WILL SURVIVE IF THEY ARE IN
[01:50:03]
CARDIAC ARREST. EARLY INTERVENTION, DEPUTIES PDID WHAT THEY DID HATS OFF TO THEM THEY DID AN AMAZING JOB TO HAVE THAT EARLY INTERVENTION. PEOPLE ARE AFRAID OF LEARNING CPR BECAUSE THEY THINK IT IS HARD.ANYBODY CAN LEARN IT. TRAINING THAT IS OUT THERE.
THE ADMINISTRATION LEVEL TRAINING.
PEOPLE CAN GET BECAUSE THAT AND INTERACTION A PERSON THAT RECEIVES CHEST WITHIN THE FIRST MINUTE HAS 90 PERCENT SURVIVAL RATE. SO THE COMMUNITY HAS THE ABILITY TO BE THE FIRST FIRST RESPONDERS.
THERE IS AN APP, PULSE POINT. ONCE YOU HAVE YOUR TRAINING, BASICALLY IN OUR JURISDICTIONS 400 YARDS, AS SOON THAT GETS INTO OUR SYSTEM, CPR IS NEEDED. NO OBLIGATION.
IT WILL TELL YOU WHERE IT IS AT.
IT CAN SAVE LIVES. PEOPLE WILL NOT REALIZE THE RIPPLE EFFECTS FOR LIFE. WHEN I WAS A POLICE OFFICER HERE. SEVERAL MOONS AGO.
THE OPPORTUNITY ON THANKSGIVING TO USE AND AED ON A FAMILY ON A HUSBAND THAT HAD NO HISTORY. LATER ON I RAN INTO THE WIFE WHO BROUGHT THE HUSBAND AND I MET HIM AGAIN TO SAY HEY, I GOT TO WALK MY DAUGHTER DOWN THE AISLE.
I GOT TO HOLD MY GRANDCHILD. DO NOT HAVE TO HAVE SPECIAL TRAINING. I URGE THE PUBLIC TO GET THAT TRAINING. GET THE TRAINING BECAUSE IT CAN MAKE A DIFFERENCE. I THANK YOU FOR TAKING THE
OPPORTUNITY TONIGHT. >> THANK YOU.
>> CAN YOU EXPLAIN AGAINST US AT THE CONCERT YOU HAD AN EMS GATOR. HOW DOES THAT HELP SUPPORT YOUR
OPERATION? >> TWO DIFFERENT UNITS.
ENCLOSED COMPARTMENT PROVIDING MORE PRIVACY.
ALLOWS US TO TRAVEL ON THE OFF ROAD AREAS.
TO ACCESS OUR PATIENTS. SO ESSENTIAL TO US BEING ABLE TO GET ACCESS QUICK, WHERE YOU HAVE A WIDE AREA.
NEXT MINUTE OVER ON THE EXTREME NORTH SIDE.
>> WHAT IS THE COST FOR ONE OF THOSE?
>> AROUND 18,000. ENCLOSED ONE, AIR-CONDITIONED THAT ONE I BELIEVE AROUND 50,000.
>> LESS EXPENSIVE ONE. >> ALLOW YOU TO PUT THE STRETCHER IN THEIR RIGHT UNDER 20,000.
>> CAN WE PUT THAT DISCUSSION ON OUR PLANNING AGENDA?
>> SO CURRENTLY WE HAVE TWO. BASED UPON ACCESS TO THE LOBBY.
WE DO HAVE A LOT OF PROBLEMS, IT IS AN OLDER VEHICLE.
LET ME SPEAK WITH OUR SPECIAL EVENTS.
TO LET YOU KNOW FOR SURE IF THAT IS AN ITEM THAT WE WOULD
BRING FORWARD. >> THAT POSITIONAL TOOL WHEN HE WAS DISCUSSING MIGHT BE A GOOD IDEA THAT WE IMPLEMENT SOMETHING ALONG THOSE LINES AS WELL.
>> YES. >> THE OTHER THING YOU MENTIONED, SO TRUE ABOUT THE CPR TRAINING.
STILL NERVOUS TO USE IT. A LOT OF PEOPLE'S HESITANCY,
[01:55:01]
THEY WORRY IF THEY ARE TRAINED THEY MAY MESS UP.I HOPE WE CAN GET THAT MESSAGE OUT THAT YOU SAID, FIRST MINUTE 90 PERCENT SURVIVAL RATE. WE HAVE GREAT EVENTS IN THE CITY. A TON OF FAMILIES THAT SHOW UP A WAY WE CAN UTILIZE THOSE EVENTS.
MAY BE SOMETHING WE SHOULD DISCUSS AT A LATER DATE OR OFF-LINE ABOUT WAYS WE CAN GET THE PUBLIC TRAINED.
>> TO ANSWER YOUR QUESTION, YES.
DEMONSTRATION SIDE OF THINGS, YOU NEED A MINIMUM OF FOUR HOURS. WE HAD A STUDENT THAT HAPPENED TO BE ON THE TRUCK THAT DAY. IF YOU HAVE NOT HAD THAT EXPERIENCE TO BRING SOMEBODY BACK TO LIFE IT IS AN UNBELIEVABLE FEELING. IF YOU ARE STANDING THERE AND YOU DO NOT HAVE THE TRAINING AND YOU HAVE THE OPPORTUNITY, GET TRAINED. IT IS EASY.
ANYBODY CAN DO IT. WE TEACH KIDS TO DO IT.
ONE OF THOSE THINGS, A FEAR THAT I HAVE TO PUT MY LIPS, BUT SIMPLY DOING CHEST COMPRESSIONS NOW PUSHING BLOOD THAT HAS OXYGEN FROM THE HEART TO THE BRAIN.
ABLE TO SUSTAIN THAT LONGER. >> THANK YOU VERY MUCH.
[13. Comments by the City Manager]
