SO, THE COMPREHENSIVE PLAN IS OUR LONG-RANGE POLICY DOCUMENT. IT HAS GOALS AND OBJECTIVES WHICH ARE ESTABLISHED BY THE CITY COMMISSION. IN THE COMPREHENSIVE PLAN, THERE ARE DIFFERENT ELEMENTS AND ONE OF THOSE ELEMENTS IS THE FUTURE LAND USE ELEMENT. SO, WHAT IS THE LAND USE ELEMENT? >> THE LAND USE ELEMENT ADDRESSES THE LAND USE CATEGORIES THAT ARE PERMITTED IN THE COMPREHENSIVE PLAN. AND WE HAVE A GRAPHIC REPRESENTATION WHICH IS OUR LAND USE PLAN MAP. AND THAT'S THE MAP THAT YOU HAVE BEFORE YOU. NOW, UM, NOW, IT THOSE LAND USE ARE CATEGORIZED ITO GENERIC CATEGORIES, THE MOST YOU'RE REFERS TO IS THE RESIDENTIAL, INDUSTRIAL, COMMERCIAL. AND THOSE REGULATIONS CREATE VERY SPECIFIC AND DETAILED PARAMETERS ON DEVELOPMENT AND ALSO ON USES. WHERE, FOR EXAMPLE, A COMMERCIAL LAND USE CATEGORY MAY SAY THAT OFFICE IS PERMITTED, THE ZONING CODE'S GOING TO DETAIL GOVERNMENT OFFICES, MEDICAL OFFICES, PROFESSIONAL OFFICES, YOU KNOW, WHAT ARE THE PARKING REQUIREMENTS FOR THAT USE. IF YOU'RE BUILDING A NEW BUILDING, WHAT ARE THE SETBACK BUILDING HEIGHT, LOT COVERAGE AND THINGS LIKE THAT. THE ZONING MAP AGAIN IS A GRAPHIC REPRESENTATION OF THE DISTRICTS ASSIGNED TO A PROPERTY. SO, YOU'LL HAVE TWO MAPS. THE LAND USE PLAN MAP, HERE, IT'S GOING TO HAVE A GENERIC CATEGORY LIKE YELLOW IS RESIDENTIAL, RED IS COMMERCIAL, UM, BLUE IS USUALLY COMMUNITY FACILITIES LIKE CHURCHES OR SCHOOLS. BUT, THEN, WHEN YOU GET TO THE ZONING MAP HERE, YOU'LL HAVE SPECIFIC ZONING DISTRICTS LIKE, PRG, THAT'S THE ZONING DISTRICT FOR THE RESIDENTIAL LAND USE THAT'S UNDERLYING FOR THAT SAME COMMUNITY. LET'S LOOK AT THE MAP FURTHER. I DON'T HAVE THAT SPLIT THERE. BUT, YOU KNOW, THE 36-ACRE PARK AT THE NORTHEAST CORNER OF NOB HILL ROAD AND HILLSBORO BOULEVARD, 24 ACRES WAS PURCHASED BY THE CITY IN 2019. AND THAT WAS BASICALLY THE WEST SIDE OF THE PROPERTY. 12 ACRES TOWARD THE EAST SIDE OF THE PROPERTY WAS DEDICATED TO THE CITY FOR PARK IMPACTS ASSOCIATED WITH THE MAR-A-LAGO COMMUNITY. THE 24 ACRES HAS THE OLD PALM BEACH COUNTY LAND USE AND ZONING SITTING ON IT. WHERE THE 12 ACRES AT THE TIME MAR-A-LAGO WAS BEING PROCESSED WAS INCLUDED IN THAT COMMUNITY AND LATER WAS DECIDED TO BE GIVEN TO THE CITY. THE FIRST IS THAT WE HAVE A GRANT TO DEVELOP THE PARK. WE NEED TO GET MOVING ON GETTING OUR LAND USE AND ZONING IN ORDER. PROPERTY NEEDS TO BE PLATTED, SO WE'RE WORKING ON THAT. AND WE HAVE TIME FRAMES TO PERFORM FOR THE GRANTS AND SO WE'RE WORKING ON AGREEMENTS. THE BOTTOM LINE ON THE LAND USE WE'RE CHANGING IT TO PALM BEACH WHICH HAS ONE UNIT PER 10 ACRES AND A PARKLAND TWO DWELLING ACRES ASSOCIATED WITH MAR-A-LAGO DESIGNATION AND CHANGING IT TO PARK. JUST STRAIGHT PARK FOR THE LAND USE DESIGNATION ASSIGNMENT. THIS WAS HISTORY, THE GRANT WAS AWARDED IN 2021, AND, UM, TO ENVIRONMENTAL PROTECTION AGENCY SO, THE LAND USE PLAN AMENDMENT, THE CURRENT DESIGNATION WOULD HAVE ALLOWED UP TO 27 DWELLING UNITS, THAT LIKELY WOULD NOT HAVE HAPPENED, THERE WOULD HAVE BEEN A REQUEST TO GET OUT OF THE ONE UNIT PER 10 ACRE DESIGNATION, RIGHT NOW, COMPARING THE EXISTING IS 27 DWELLING UNITS TO THE NEW PARK DESIGNATION. THE PARK PROGRAMMING AND DETAIL HAS NOT BEEN FINALIZED YET, IT'S NOT DISCUSSION STAGES AND I'M GOING TO ADVISE YOU AT THE END OF THE PRESENTATION HOW YOU CAN PARTICIPATE IN THE DESIGN OF THE PARK AND WHEN THOSE FIRST MEETINGS WILL BE STARTING. EVERYTHING BASICALLY TO THE NORTH, SOUTH, AND EAST IS DEVELOPED. THE WEST SIDE IS OWNED BY THE BROWARD COUNTY SCHOOL BOARD. BUT, IT'S NOT CURRENTLY ZONED FOR SCHOOL BOARD USE, IT HAS RESIDENTIAL DESIGNATIONS BECAUSE IT HAS NOT BEEN DEVELOPED YET. THE STAFF SUPPORTS THE PROPOSED DEVELOPMENT FOR THE PARK. THE PUBLIC AND THE RESIDENTS LOVE PARK USE AND IT'S A COMMUNITY AMENITY THAT WE ALL EMBRACE. SO, THE SECOND REQUEST, ONCE WE GET THE LAND USE IN ORDER AND NOW THE LAND USE WOULD HAVE A PARK DESIGNATION, UM, WE NOW NEED TO GET THE ZONING TO BE CONSISTENT WITH THE LAND USE DESIGNATION. SO, AGAIN, THE CURRENT SITUATION IS IT HAS A PALM BEACH AR ZONING, WHICH IS AGRICULTURE RESIDENTIAL ON THE 24-ACRE PIECE TO THE WEST. AND THEN, PARKLAND PRD IS THE ZONING TO THE EAST BECAUSE IT WAS ORIGINALLY INCLUDED IN MAR-A-LAGO. THE NEW IS WEST WHICH IS THE OPEN SPACE [00:15:01] DISTRICT. TO THE NORTH, SOUTH, AND TO THE EAST IS PRD, ALSO, TO THE WEST. JUST AS THE SCHOOL SITE BUT UNDEVELOPED. ONE OF THE REASONS WE NEED TO GO TO THE OPEN SPACE RECREATION OPEN SPACE DISTRICT IS IN SOME CASES PARK USE IS PERMITTED WHEN YOU HAVE PARK ZONING OVER RESIDENTIAL LAND USE, HOWEVER, OUR COMPREHENSIVE PLAN HAS A FIVE-ACRE CAP ON ACTIVE PARKS. SO, WE NEED TO MOVE OUT OF THAT CATEGORY TO A REMOVE THAT FIVE ACRE CAP AND WE COULD DO THAT BY REZONING TO THE OPEN SPACE DISTRICT. SO, THE OPEN SPACE DISTRICT SUPPORTS EVERYTHING THAT WE WANT TO DO THERE WHICH IS A AN ACTIVE PUBLIC PARK. IT'S ALSO NECESSARY TO COMPLY WITH THE LAND USE AND ZONING DESIGNATION REQUIREMENTS ASSOCIATED WITH THE GRANT. AGAIN, BOTH OF THESE IN PLACE, NOW WILL ALLOW THE SITE TO BE DEVELOPED FOR AN ACTIVE PARK. THE IMPACTS YOU KNOW, WHEN WE'RE DOING LAND USE AND ZONING CHANGES WE'RE ALWAYS LOOKING AT WHAT IT WAS, WHAT THE PROPOSAL IS, AND WHAT IS THE IMPACT ON SERVICES. DOES THE NEW OR POPOSED USE REQUIRE MORE SERVICES OR LESS? IN THIS PARTICULAR CASE, UM, THE PARK COMPARED TO THE POTENTIAL RESIDENTIAL DEVELOPMENT THAT WOULD OCCUR ON THAT SITE, THE PARK GENERATES LESS IMPACT. SO, THAT'S KIND OF GOOD ALL AROUND. THERE ARE SOME TRAFFIC THINGS AND WE'RE KIND OF GOING TO DISCUSS THOSE IN MORE DETAIL WITH THE PLAT APPLICATION WHICH WE'LL BE SEEING NEXT.
