[1. Call to Order]

[00:00:06]

. >> GOOD EVENING.

EVERYONE. I WOULD LIKE TO CALL THIS REGULAR CITY COMMISSION MEETING FOR THE CITY OF PARKLAND OR WEDNESDAY FEBRUARY 15TH, 2023, AT 7:00 P.M. TO ORDER.

PLEASE RISE FOR THE PLEDGE.) PLEDGE OF ALLEGIANCE]

. >>> ROLL CALL.

>> COMMISSIONER ISRAEL. >> VICE MAYOR

>> MAYOR WALKER >> MERE.

>> COMMISSIONER MAYERSON. >> COMMISSIONER CUTLER.

>> THANK YOU. >> I'M JUST GOING READ SOMETHING. WE'RE GOING TO TAKE A LITTLE MOMENT OF SILENCE. FOR FIVE YEARS NOW THIS HAS BEEN A DIFFICULT TIME OF YEAR FOR OUR CITY.

WHILE IT'S A TIME THAT REMINDS US OF HOW OUR CITY COMES TOGETHER, HOW OUR RESIDENTS SUPPORT ONE ANOTHER, IT IS MOSTLY ABOUT REMEMBERING THE 17 LIVES WE LOST.

WE HAD A TOUCHING AND HOPEFULLY HEALING COMMEMORATION EVENT YESTERDAY. I WANTED TO TAKE THIS OPPORTUNITY TO REMEMBER THE 17 WITH A MOMENT OF SILENCE THIS EVENING.

. >> WE REMEMBER --

[4. Approval of Minutes]

I WOULD LIKE TO GET AN APPROVAL FOR THE MINUTES.

>> MOTION APPROVED. >> SENDING.

>> ALL IN FAVOR. >> AYE.

[5. Comments from the Public on Non-Agenda Items]

>> PASSES UNANIMOUSLY. >> NOW WE HAVE COMMENTS FROM THE PUBLIC. DO WE HAVE ANYONE FROM THE PUBLIC WHO WISHES TO COMMENT ON A NONAGENDA ITEM? YES. COME ON UP, SIR.

>> IF I COULD JUST GET YOU TO GIVE ME YOUR NAME AND ADDRESS

FOR THE RECORD. >> WILLIAM MICKEY.

10767 AZUL LAN. PARKLAND FLORIDA 33076.

>> THANK YOU FOR COMING. >> THANK YOU FOR HAVING ME.

PREERT IT. WE RECENTLY MOVED HERE A COUPLE OF YEARS AGO AND WE'RE A LITTLE IFFY AS TO THE GOLF CART LAWS AND ARE TRYING TO FIGURE IT OUT. I UNDERSTAND WE FOLLOW LAWS PRETTY MUCH AND WE WERE WONDERING IF THERE'S ANY POSSIBLE DISCUSSION THAT COULD BE BROUGHT BEFORE THE COMMITTEE HERE AS TO MAYBE POSSIBLY LOWERING THE SPEED LIMIT ON KNOB HILL ROAD IN HILLSBORO BOULEVARD AT LEAST POSSIBLY DURING SCHOOL HOURS WHEN IT'S ALREADY A SCHOOL ZONE AT 15 MILES PER HOUR.

SO I DON'T KNOW IF THAT'S EVER BEEN BROUGHT UP TO YOUR ATTENTION BUT THAT IS SOMETHING THAT A LOT OF THE PEOPLE ON THE WEDGE HAVE BEEN DISCUSSING AND I THOUGHT I WOULD BRING IT TO YOUR

ATTENTION. >> GREAT.

THANK YOU VERY MUCH. JUST FOR YOUR ARE EDIFICATION, WELCOME TO PARKLAND. WE HAVE DISCUSSED THIS IN STRATEGIC PLANNING. I BELIEVE IT'S ON THE DOCKET TO DISCUSS AGAIN. BUT IT'S THE FLORIDA STATE LAW THAT WE FOLLOW. SO IT'S A LITTLE BIT ABOVE OUR PAY GRADE AT THIS JUNCTURE. THERE ARE SOME THINGS THAT WE COULD POTENTIALLY DO WHICH WE HAVE DISCUSSED AGAIN AND WILL DISCUSS AGAIN. SO WE UNDERSTAND A LOT OF SITUATIONS FOR AND AGAIN AND WE WILL CONTINUE TO DISCUSS THE

GOLF CARTS. >> THANK YOU VERY MUCH.

>> ANYONE ELSE FROM THE PUBLIC WISH TO SPEAK ON A NONAGENERAL DIE ATTEMPT? USUALLY YOU DON'T SPEAK.

YOU'RE HERE AT EVERY MEETING AND YOU DON'T USUALLY SPEAK.

[00:05:04]

WE'RE GLAD TO HAVE YOU. >> FIRST OF ALL, THANK YOU AND COMMISSIONER CUTLER FOR SHOWING UP AT THE SCHOOL BOARD MEETING.

I'M SURE IT WAS A LONG DAY. BUT THEY MUST HAVE LIKED WHAT YOU SAID BECAUSE THEY ALL AGREED WITH YOU IT APPEARS THEY'RE GOING TO GO WITH YOUR RECOMMENDATIONS.

SO IF YOU NEED ME TO CREED MY TIME I -- CEDE MY TIME I'LL SHOW

UP AT THE NEXT MEETING. >> THANK YOU VERY MUCH.

NO PROBLEM. >> AND JUST FOR THE RECORD, IT WAS A TEAM EFFORT NOT JUST BY ALL OF US UP HERE IN THE COMMISSION BUT ALSO A LOT OF OUR RESIDENTS PUT IN A LOT OF TIME AND WE'RE ALL VERY PROUD OF OUR RESIDENTS AND I'M SURE SOME OF US WILL PROBABLY HAVE SOME COMMENT ON THAT BUT THANK YOU

FOR THAT. >> GETTING A LOT OF EMAILS.

>> YES. THANK YOU.

BUT YOU WERE THERE. >> THANK YOU PETER.

>> I'M SURE THE OTHER GUYS WANTED TO BE THERE TOO BUT HAD

OTHER COMMITMENTS. >> I ALWAYS TELL EVERYBODY WE CAN'T ALL GO TO EVERYTHING BUT IF ONE OF US IS THERE WE'RE ALL THERE SO THAT'S HOW WE FEEL ABOUT ONE ANOTHER AND THE CITY AND I'M PROUD TO SERVE WITH THESE GUYS.

IT'S GOOD STUFF. >> YOU SHOULD BE.

>> I DON'T KNOW WHAT HAPPENED WITH THE LIGHTS.

I THOUGHT WHAT HE SAID WAS GREAT.

I DON'T KNOW WHY THEY TURNED OFF THE LIGHTS.

>> I'VE NOTICED THAT IN THE GUIDELINES AND RULES YOU GUYS ARE SUPPOSED TO PUT SOMETHING OUT FOR THE PUBLIC TO SEE WHETHER IT BE LIKE FOR WHAT'S ON THE AGENDA TODAY.

FOUR WEEKS YOU'RE SUPPOSED TO PUT SOMETHING IN BUT I THINK YOU NEED TO -- I DON'T EVEN GET THE NEWSPAPER ANYMORE.

I THINK IT'S SUPPOSED TO BE IN THE NEWSPAPER.

I THINK IT SHOULD BE PUT IN THE -- I GET EMAILS FROM THE CITY OF PARKLAND, PARKLAND.NET AND OTHER PLACES.

I TRY TO BE SOMEWHAT INFORMED AND SHOW UP FOR QUITE A FEW MEETINGS AS YOU GUYS PROBABLY KNOW.

WHY CAN'T WE PUT IT IN THE EMAIL THAT GETS SENT OUT TO EVERYBODY TO SHOW UP FOR A MEETING. I KNOW THE STATUTE SAYS WHATEVER

SAYS WE GOT TO DO IT. >> THE EMAIL USUALLY GOES OUT BY THURSDAY AND HER AGENDA IS POSTED BY FRIDAY.

STAFF IS ALWAYS LIKE EVERYTHING ELSE WE'RE TRYING TO GET EVERYTHING TOGETHER ALL THE BACK UP SO THAT'S 99% OF THE TIME THAT'S THE REASON WHY BUT YOU CAN ALWAYS GO ON FRIDAY AFTERNOON AND CHECK THE AGENDA THE DAY -- WEEK BEFORE THE MEETING. IT WILL BE UP THERE.

>> IT'S KIND OF LATE. THEY PUT IT OUT FOR FOUR WEEKS.

>> I THINK IT'S 4 HOURS. >> 48 HOURS.

>> I THINK WHAT THE GENTLEMAN IS REFERRING TO IS FOR THIS PARTICULAR ITEM BEFORE YOU CAN ENACT THE STORM WATER ASSESSMENT THERE'S A STATUTORY REQUIREMENT THAT IT BE PUBLISHED ONCE A WEEK FOR FOUR WEEKS IN THE NEWSPAPER. I THOUGHT I HAD AN INSIDE TRACK

TO IT BUT WE GOT -- >> I DIDN'T GET IT.

I MISSED -- I FIND OUT LATER ON THAT YOU MET WITH THE -- WHY WASN'T I INVITED. IT'S MY MONEY.

I'VE 234E6R SEEN THOSE COME OUT SO IN MY OPINION YOU HAVE AN INCOMPLETE MASTER PLAN WITHOUT THE INPUT OF THE PUBLIC.

WE WILL HAVE FURTHER DISCUSSION ON THIS.

>> I'M DONE.

>> YOU GOT IT. WE'LL SEE YOU NEXT TIME.

>> ANYONE FROM THE PUBLIC WISH TO SPEAK ON A NONAGENDA ITEM? SEEING NONE, WE'LL GO TO COMMISSIONER COMMENTS.

WE'LL START WITH COMMISSIONER CUTLER.

>> THANK YOU, MAYOR. OKAY. SO FIRST I WANT TO THANK EVERYONE FOR THEIR BIRTHDAY WISHES AND HUGS.

MY BIRTH DAY WAS YESTERDAY AND A LOT OF PEOPLE CAME UP TO ME.

A LOT OF PEOPLE TEXTED MY. FACEBOOK MESSAGED ME AND ALL THE OTHER THINGS AND IT'S A DIFFICULT DAY EMOTIONALLY, A BIT

[00:10:02]

OF A ROLLER COASTER RIDE BETWEEN EVERYTHING THAT WE'VE GONE THROUGH FOR THE LAST FIVE YEARS BUT WE ARE SUCH A GREAT COMMUNITY AND I REALLY WANT TO EXPRESS MY GRATITUDE TO EVERYONE. AS YOU POINTED OUT YESTERDAY WAS 214. IT WAS A DAY OF SERVICE AND MEMORIALIZATION. I HAD A CHANCE PERSONALLY TO BE AT MSD WHERE THE KIDS AND THE SCHOOL HELD A WONDERFUL BREAKFAST FOR THE FIRST RESPONDERS.

BSO LAID A WREATH AT THE GARDEN IN FRONT OF THE SCHOOL WHILE STUDENTS, TEACHERS, AND COMMUNITY VOLUNTEERS WORKED HARD ON MAKING MARJORIE'S GARDEN LOOK AMAZING.

THE TEACHERS AND STAFF HELD A SERVICE THERE AS WELL AND AFTERWARDS I GOT TO SPEND SOME TIME WHERE THE KIDS ENGAGED THE RESIDENTS IN GAMES OF CRITICAL AND BINGO AND THEN WENT ON OVER TO EAGLES HAVEN WHERE SEVERAL DIFFERENT ORGANIZATIONS VOLUNTEERED TO DEAL WITH THEIR SHARED COMMUNITY TRAUMA WITH ALL KINDS OF GREAT ACTIVITIES AND EAGLES HAVEN HOSTED THE FIFTH COMMEMORATION WITH REALLY AN AMAZING, BEAUTIFUL SPREADING THE LOVE CANDLE LIGHTING CEREMONY. LATER THAT EVENING THE STAFF HELPED SET UP THROUGH HANDS ON BROWARD A BEAUTIFUL CEREMONY GUIDED BY THE INTERFAITH UNITY COALITION OF PARKLAND AND CORAL SPRINGS. AND THEN TODAY UNFORTUNATELY MSD WENT ON A LOCKDOWN AFTER A THREAT WAS CALLED INTO BSO.

INCIDENTS LIKE THESE WHERE PRANK CALLS ARE MADE TO REPORTS TO LURE THEM TO A LOCATION UNDER THE FALSE PRETENSE THAT A CRIME HAS BEEN COMMITTED OR IS IN PROGRESS HAVE BEEN CALLED SWATTING NOW. IT ACTUALLY HAS A WORD.

AND USUALLY RESULTS IN A FORCEFUL RESPONSE FROM OUR LOCAL POLICE OR SWAT TEAMS. THE FBI IS AWARE OF NUMEROUS SWATTING INCIDENTS WHERE A REPORT OF AN ACTIVE SHOOTER AT A SCHOOL IS MADE AND THEY WILL CONTINUE TO -- I WANT OUR PUBLIC TO KNOW THAT WITH JUST A LITTLE BIT OF RESEARCH, IT TURNS OUT THAT NOT WITHSTANDING THE FACT OF OUR MSD TRAGEDY WE ARE NOT ALONE. THIS IS HAPPENING ALL OVER OUR COUNTRY. AND IT IS HAPPENING AT A PACE AND AT A RATE THAT IS ASTOUNDING TO ME AND IS SHOCKING IN ITS NATURE. I WANT PEOPLE TO KNOW THAT ON THE FLORIDA SIDE, FLORIDA STATUTE 836.10 PROHIBITS ANYONE FROM MAKING WRITTEN OR ELECTRONIC THREATS TO KILL, DO BODILY INJURY, OR CONDUCT A MASS SHOOTING OR AN ACT OF TERRORISM AND A CONVICTION UNDER THIS LAW IS A SECOND-DEGREE FELONY PUNISHABLE BY UP TO 150 YEARS IN PRISON AND A FINE OF $10,000.

THIS IS NO JOKE. I'M HERE TO TELL YOU THAT AS A COMMISSION I KNOW MY FELLOW COMMISSIONERS STAND BEHIND ME AND ANYTHING WE CAN DO AS A CITY IF WE FIND OUT ABOUT THIS AND CAN DO ANYTHING ABOUT IT YOU WILL BE PROSECUTED.

PHONE CALLS, POSTS, OTHER SCHOOL THREATS WILL NOT BE TOLERATED.

THESE ARE FELONIES UNDER FLORIDA LAW WITH SERIOUS JAIL TIME AND LIFETIME CONSEQUENCES. THE FBI IS ALWAYS PARTNERS WITH STATE AND LOCAL LAW ENFORCEMENT TO RESPOND TO EACH THREAT.

THEY DON'T PLAY AROUND. NEITHER DO WE.

WE TAKE THE SAFETY OF OUR COMMUNITY VERY SERIOUSLY.

SO DON'T DO IT. ANOTHER TOPIC, LAST WEEK THE CITY OF MIRAMAR -- COLLEGE BOARDS AP AFRICAN-AMERICAN STUDIES COURSE FRAMEWORK. AS PART OF OUR DIRECTIVE TO INCULL KATE A STRONG, CLEAR MESSAGE THAT WE AS A CITY STAND FOR DIVERSITY AND INCLUSION, I WOULD LIKE TO SEE US SUPPORT THE CITY OF MIRAMAR. THE MAYOR MADE IT CLEAR THAT HE WAS LOOKING FOR OTHER CITIES TO FOLLOW THEIR LEAD AND OTHERS HAVE. THIS IS A VERY SERIOUS ISSUE AND SPEAKS DIRECTLY TO THE TRAGEDIES OF FLORIDA'S HISTORIC PAST.

MY EXPERIENCES WITH THE STACY LYNCHING MATTER SEEING FIRSTHAND THE IMPACT OF RACIAL VIOLENCE AND ITS REPERCUSSIONS IN THE AFTERMATH OF WHAT HAPPENED IN MSL IN OUR OWN CONTINUED COMMUNAL SUFFERING DIRECTS ME TO SAY THAT I CANNOT JUST SIT BY AND WATCH OUR STATE GOVERNMENT REWIND THE CLOCK.

[00:15:15]

>> AND URGE THE GOVERNOR AND THE DEPARTMENT OF EDUCATION TO RESCIND THEIR DECISION AND INCLUDE THE COURSE IN THE FLORIDA COURSE CODE DIRECTORY AND INSTRUCTIONAL PERSONNEL ASSIGNMENTS BECAUSE OF ITS ACADEMIC VALUE FOR ALL FLORIDA HIGH SCHOOL STUDENTS AND I WOULD LIKE SOMEONE ON THIS COMMISSION.

>> I'LL SECOND. >> I HAVE I SECOND.

THAT'S ALL I HAVE. >> OKAY.

>> THANK YOU, MAYOR. PETER JUST ONE THING THAT I WANT TO ADD IS AND AGAIN I'M -- I KNOW WE BROUGHT THIS UP BEFORE ABOUT HOUSE BILL 7049 WHICH WOULD ALLOW US TO ADVERTISE PUBLIC NOTICES ON THE WEBSITE. I THINK ANTHONY HAD A REVIEW OF MOST OF THE MATERIAL. I THINK HE'S BASICALLY GOOD TO GO. I WOULD LIKE TO PUSH THAT FORWARD AS SOON AS POSSIBLE. WHETHER IT COULD BE ON OUR NEXT MEETING AGENDA. I THINK OBVIOUSLY IN LIGHT OF AND THERE'S ANOTHER THING I WOULD LIKE TO DISCUSS AS WELL BUT I THINK WE JUST NEED TO PUSH IT FORWARD.

NUMBER ONE. NUMBER TWO THE FACT THAT THERE WILL BE BUT ONE THING I WANT TO PIGGY BACK ON BUT THERE WAS A CASE REGARDING NOTICE OF PUBLIC MEETINGS.

THERE WAS A FOURTH DCA RULING WHICH BASICALLY SAID THAT EVEN IF YOU DEFER A MEETING LIKE IF WE NOTICE SOMETHING AND THEN DEFER THE MEETING WE HAVE TO READVERTISE.

THIS WOULD GIVE US THE ABILITY TO JUST READVERTISE AND NOT HAVE TO WAIT UNTIL THE SUNSET. SO IF WE WANTED TO HAVE A MEETING WITHIN THAT TIMEFRAME WE COULD DO IT.

ANTHONY CAN TALK MORE ABOUT THAT.

>> I WOULD SAY LETHE DO IT NOW. >> SO WE ARE GENERALLY IF YOU WANT TO FILE A LAWSUIT LET'S SAY AGAINST A GOVERNMENT IN BROWARD COUNTY YOU FILE IN CIRCUIT COURT.

17TH JUDICIAL. IF YOU DON'T LIKE THE RULING YOU APPEAL IT TO THE FOURTH DISTRICT COURT OF APPEALS WHICH GENERALLY COVERS BROWARD AND PALM BEACH COUNTY.

THERE WAS A CASE IN THE TOWN OF JUPITER ISLAND WHERE A DEVELOPER SUED -- EXCUSE ME, SUED THE TOWN AND ONE THING THAT THE DEVELOPER RAISED WAS THAT FOR THE SECOND READING OF AN ORDINANCE OF A REGULATION THAT THEY WERE CONTESTING THEY HELD -- THEY WERE GOING TO HOLD THE SECOND READING AND THEY CONTINUED IT WITHOUT A VOTE AT THE ORIGINAL DATE FOR THE SECOND READING.

WHEN THEY CONTINUED IT, THEY DID NOT RENOTICE THE SECOND READING OR THE SECOND HEARING IN THE PAPER AND I WILL TELL YOU FOR DECADES LOCAL GOVERNMENTS IT'S BEEN COMMON LOCAL GOVERNMENT PRACTICE IN THE STATE OF FLORIDA THAT IF YOU NOTICED AN ORDINANCE FOR SECOND READING, GENERALLY AT THAT MEETING YOU CAN SAY I'LL DEFER IT TO NEXT MEETING. YOU GIVE A TIME CERTAIN WITHOUT THE NEED TO PUT ANOTHER NOTICE ON THE PAPER.

IT CALLED INTO QUESTION THAT PRACTICE.

WE UNDERSTAND IT'S LONG STANDING PRACTICE.

SO AT LEAST UNTIL -- UNLESS AND UNTIL THERE'S A REHEARING ON IT AND IT'S OVERRULED OR IT'S TAKEN UP BY THE FLORIDA SUPREME COURT MY ADVICE TO YOU WOULD BE IF WE GET IN A CIRCUMSTANCE WHERE WE HAVE AN ORDINANCE AND THERE'S A SECOND READING AND YOU'RE NOT ABLE TO OR YOU WANT TO DEFER THE VOTE ON THAT ITEM THAT FOR NOW WE WILL PUBLISH THAT IN THE NEWSPAPER OR ON THE PUBLICLY ACCESSIBLE WEBSITE TO EXTENT WE DO THAT GOING FORWARD.

I WILL ALSO STATE THERE'S AN OPINION OUT OF THE THIRD DISTRICT COURT OF APPEALS WHICH COVERS MIAMI-DADE COUNTY WHICH IS PRETTY MUCH CONTRARY TO THAT. MANY TIMES IF YOU HAVE TWO COMPETING OPINIONS OF TWO DIFFERENT COURT OF APPEALS, THE FLORIDA SUPREME COURT COULD TAKE THAT UP.

THANK YOU FOR BRINGING IT UP. I WANTED TO MENTION IT.

I HAD IT UNDER MY NOTES TO BRING IT UP IN CITY ATTORNEY COMMENT

AND HAPPY TO ANSWER QUESTIONS. >> WE NEVER KNOW.

WE GOT TO COVER OURSELVES. WE GOT OUR EYE ON YOU.

[00:20:01]

>> CONTINUING ON TODAY'S NATIONAL SCHOOL RESOURCE OFFICER AWARENESS DAY. I THINK WE ALL WANT TO THANK THE MEN AND WOMEN WHO SERVE OUR SCHOOLS TO KEEP THEM SAFE, STUDENTS SAFE, TEACHERS SAFE BUT THEY'RE ALSO A VALUABLE ASSET TO TUNNELING OCCASIONAL SYSTEM AS WELL AS THE LAW ENFORCEMENT COMMUNITY. THANK YOU GUYS.

[APPLAUSE] I KNOW I HAD AN OPPORTUNITY TO THANK OFFICER -- AND OFFICER BLAKE. --

>> YOUR FAVORITES. [LAUGHTER].

>> LAST WEEK I WAS IN WASHINGTON D.C. WITH THE FLORIDA LEAGUE OF CITIES AS A MEMBER OF THE FEDERAL ACTION STRIKE TEAM.

A COUPLE OF THINGS THAT WE DISCUSSED WITH SOME OF THE LEGISLATORS INCLUDING OUR OWN CONGRESSMAN WAS THE REAUTHORIZATION OF THE NATIONAL FLOOD INSURANCE PROGRAM AND THE BURDEN OF COST THAT WE BARE AS A STATE OR BASICALLY -- TO THE FEDERAL PROGRAM SO THE REAUTHORIZATION IS NOT UP UNTIL SEPTEMBER AND WE'RE LOOKING TO KIND OF MAKE SOME SLIGHT CHANGES. JUST PUSHING IT DOWN THE ROAD TO REAUTHORIZING IT AS IT IS SO THAT'S ONE THING THAT CONGRESSMAN MOSKOWITZ WAS IN FAVOR OF.

ALSO ANOTHER STUDENT SIMPLIFYING GRANT OPPORTUNITIES ESPECIALLY FOR SMALL CITIES IN THE STATE OF FLORIDA OUT OF THE 411 CITIES APPROXIMATELY 80 TO 85% OF THEM WERE UNDER 50,000.

SO PROVIDING OPPORTUNITIES FOR FEDERAL FUNDS IS SOMETHING THAT CAN BE CUMBERSOME ESPECIALLY WHEN YOU DO GRANTS.

SO THERE IS GOING TO BE -- WAS LOOKING TO BRING IT BACK THIS SESSION TO PROVIDE FEDERAL FUNDING SOME SORT OF STREAM LINED PROCESS FOR SMALL CITIES THAT THEY CAN APPLY AND PROBABLY GAIN SOME OF THOSE FEDERAL FUNDINGS.

THE OTHER ISSUE THAT WE ALSO TALKED ABOUT WAS TRYING TO BRING MORE FUNDING DIRECTLY TO THE CITIES THEN THE STATE AND THEN LETTING THE STATE DECIDE WHAT THEY WANT TO DO.

SO, FOR EXAMPLE, THE STATE HAS AN OPPORTUNITY TO GET FEDERAL FUNDING WITH CYBER SECURITY. THEY HAVE ELECTED NOT TO ACCEPT THAT FUNDING. OBVIOUSLY THE CONGRESSMAN IS AWARE OF IT AND HOPEFULLY WILL GET US MONEY DOWN HERE AND THAT'S A COUPLE OF THINGS WITH THAT.

WE ALSO HAD A LEGISLATIVE BRIEF WITH THE OFFICE OF INTERGOVERNMENTAL AFFAIRS AND THE WHITE HOUSE.

THING THAT I FOUND VERY INTERESTING IS THAT THERE ARE DEPARTMENTS AND AGAIN TO BRING UP THE GRANT OPPORTUNITIES THE CDBG GRANT WHICH IS A COMMUNITY DEVELOPMENT BLOCK GRANT UNDER THE ECONOMIC DEVELOPMENT AND PUBLIC INFRASTRAYER WHICH YOU ARE ACTIVITIES. THEY PROVIDE FUNDING SUCH AS IMPROVEMENTS IN PUBLIC SAFETY INCLUDING STREET LIGHTS AND SIDEWALKS CREATING PLAYGROUNDS AND PARKS.

TO LACK AT KIND OF ENHANGSING OUR OPPORTUNITY TO GAIN MORE FEDERAL GRANTS AND FIGURE OUT POSSIBLE WAYS TO DO THAT.

I WANT TO THANK OUR COUNTY COMMISSIONER AS WELL AS THE CORAL SPRINGS COUNTY MANAGER AND THE ASSISTANT COUNTY ADMINISTRATOR FOR THEIR WORK TO MAKE A COMMITMENT TO TEST THE CAD TO CAD INTEROPABLETY. -- INTEROPERABILITY.

FINALLY I WANT TO AGAIN WISH COMMISSIONER CUTLER HAPPY BIRTH DAY. AAH I WANTED TO SAY HAPPY BIRTHDAY TO MY MOTHER AS WELL.

>> OKAY. COMMISSIONER ISRAEL. >> THANK YOU, MAYOR.

HAPPY BIRTHDAY MS. MAYERSON. KEN.

ALREADY WISHED YOU HAPPY BIRTHDAY.

YOU KNOW, I THINK A LOT HAS ALREADY BEEN SAID THAT USUALLY I'LL OVERTRACK ON THINGS WE ATTENDED AND DIFFERENT EVENTS BUT I'M GOING TO RESERVE MY TIME TO KIND OF FOCUS ON MORE OF I THINK A PRESSING ISSUE. OBVIOUSLY EVERYONE IS AWARE OF WHAT YESTERDAY REPRESENTED FOR NOT JUST OUR COMMUNITY BUT FOR KIND OF THE COUNTRY AT LARGE. AND AS A COMMUNITY, WE'VE CONSTANTLY FOUND OURSELVES IN A BATTLE TO CONTINUE TO MOVE FORWARD WHILE STILL FIGHTING FOR THE CHANGE THAT WE ALL KNOW

[00:25:07]

REALLY DEEPLY UNDERSTAND WHAT NEEDS TO HAPPEN IN OUR COUNTRY AND OUR STATE AND COMMUNITY AND A LOT OF IT IS BEING ABLE TO HAVE THESE HARD CONVERSATIONS. AND TO ME IT'S IRONIC AND ALSO JUST REALLY A SAD STATE OF AFFAIRS TO THINK ABOUT ON THE EVE OF THE FIFTH ANNIVERSARY, WE HAVE TO HEAR ABOUT A NEWS REPORT OF YET ANOTHER MASS SHOOTING INCIDENT IN MICHIGAN STATE.

MY UNDERSTANDING IS NOW THE STATISTICS ARE THAT THERE HAVE BEEN MORE MASS SHOOTINGS TO DATE THIS YEAR THAN THE NUMBER OF DAYS SO FAR THIS YEAR. AND WHEN YOU HAVE THAT EVENT OCCUR ON THE EVE OF THE FIFTH ANNIVERSARY, IT CAN BE VERY DISHEARTENING. IT CAN BE ALMOST KIND OF SOMETIMES FEELING FUTILITY OR FUTILE AND I AM SO APPRECIATIVE OF OUR COMMUNTY AND STAFF AND EVERYONE WHO COMES TOGETHER TO PUT ON THIS COMMEMORATION I THINK IT'S SO NEEDED AND SO IMPORTANT TO MAKE SURE THAT THOSE WHO LOST LOVED ONES IN OUR COMMUNITY WHO HAVE SUFFERED GREATLY THAT THEY GET THE OBVIOUSLY THE ACKNOWLEDGMENT AND THE HELP THEY NEED BUT ALSO TO HONOR THE LIVES LOST. TO WAKE UP AGAIN ON THE HEELS OF THAT IS ALREADY IN ITSELF EMOTIONALLY DRAINING AND EXTREMELY HARD FOR EVERYONE TO AGAIN HAVE A LOCKDOWN BASED ON A CALLED IN THREAT AGAINST MSD TODAY IS JUST BEYOND WORDS.

IT'S BEYOND WORDS. AND I DON'T KNOW AS A COMMISSIONER, I DON'T KNOW AS A FATHER, I DON'T KNOW AS A RESIDENT OF THE CITY, I DON'T KNOW ANYMORE WHAT IT'S GOING TO TAKE TO SEE CHANGE OCCUR. BUT WHAT I CAN SAY IS THAT I HOPE AND I PRAY THAT AT SOME POINT AND HOPEFULLY IF NOT NOW BUT VERY SOON PEOPLE WILL PUT ASIDE WHATEVER THEIR POLITICAL VIEWS ARE AND REALIZE THIS IS NOT ABOUT POLITICS.

BECAUSE WE'VE GOTTEN TO A PLACE THAT THIS HAS BECOME SO COMMON THAT IT CANNOT JUST BE ACCEPTED. IT JUST CANNOT BE ACCEPTED AS THE NEW STATUS QUO AND I REFUSE TO ACCEPT IT.

AND SO THERE'S AN EXTREME AMOUNT OF FRUSTRATION AND ANGER MANY OTHER THINGS I PROBABLY CAN'T SAY HERE BUT I URGE AND HOPE PEOPLE WHO ARE LISTENING AND WHOEVER IS HERE CAN CORPORATE TO SPREAD THE MESSAGE AND ENCOURAGE THAT THERE NEEDS TO BE A MUCH LARGER CONVERSATION EVERY PERSON AND THOSE WHO ARE IN CONTROL WHETHER IT'S AT A LOCAL LEVEL OBVIOUSLY WE ONLY HAVE SO MUCH WE CAN DO FROM OUR POSITION, COUNTY LEVEL WHO STILL HAVE LIMITATIONS BUT ARE ABLE TO ACTUALLY EFFECTUATE MORE ADVOCACY UP THE CHAIN ON A STATE AND FEDERAL LEVEL WHETHER IT'S YOUR REPRESENT I HAVE AND WHETHER IT'S BY WAY OF RAISING AWARENESS THROUGH EVENTS, WHATEVER IT MAY BE.

IT HAS TO HAPPEN AND I KNOW SO MUCH HAS BEEN DONE TO DATE AND I WILL NEVER DISCREDIT OR UNDERMINE IT OR TAKE AWAY FROM IT. IT'S ALL BEEN VERY IMPORTANT WORK BUT I THINK THIS CHAIN OF EVENTS WITHIN JUST A THREE DAY PERIOD HAS TO SHOW YOU THAT THIS HAS GOTTEN TO A POINT THAT IT'S JUST NO LONGER ACCEPTABLE. NOT THAT IT EVER WAS ACCEPTABLE.

BUT I THINK PEOPLE HAVE USED POLITICS AS A FOIL TO MAKE IT SEEM ACCEPTABLE. SO I WOULD ASK AND URGE AND HOPE AND PRAY AND PUSH AND ADVOCATE THAT PEOPLE START TO MAKE UP THEIR MIND TO DECIDE THAT ENOUGH IS ENOUGH.

ENOUGH IS ENOUGH. AND OBVIOUSLY WE ARE HERE TO SUPPORT THE COMMUNITY OF MICHIGAN STATE.

WE KNOW BETTER THAN MOST WHAT THEY'RE GOING THROUGH RIGHT NOW.

BUT IT IS SO HARD TO COME HERE T THIS MEETING AND TRY TO TALK ABOUT ALL THE POSITIVE THINGS THAT WE HAVE GOING ON IN OUR COMMUNITY AND ALL THE GREAT STUFF WE DO AND ALL THAT WHEN BEHIND THAT UNDERLYING IT ALL IS THIS CURRENT, THIS RECURRING THEME OF GUN VIOLENCE. AND I JUST DON'T THINK THAT WE CAN JUST AGAIN ACCEPT IT AND SO MY COMMENT IS SIMPLY THAT EVERYONE NEEDS TO BE AT THE POINT WHERE I THINK I'M HOPING MOST EVERYONE IN OUR COMMUNITY IS AT WHICH IS ENOUGH IS ENOUGH.

SO WHETHER YOU REACH OUT TO YOUR STATE REPRESENTATIVE, YOU REACH OUT TO YOUR FEDERAL REPRESENTATIVE, NOW IS THE TIME TO START MOVING PAST THE LEFT VERSUS THE RIGHT, THE REPUBLICAN VERSUS THE DEMOCRAT IF THE IT MEANS NOTHING ANYMORE.

SAVE THAT FOR FISCAL ISSUES. SAVE THAT FOR MAYBE A SOCIAL ISSUE THAT YOU'RE CONCERNED ABOUT.

GUNS SHOULD NO LONGER BE A PARTISAN ISSUE AND I HOPE THAT

[00:30:03]

THESE LAST THREE DAYS CAN MAKE THAT VERY CLEAR.

THAT'S ALL I GOT. THANK YOU.

>> THANK YOU. VICE MAYOR.

>> THANK YOU. I DON'T WANT TO BE REDUNDANT WITH EVERYTHING EVERYBODY SAID BUT I WOULD LIKE TO THANK OUR COMMUNITY, OUR FAMILY MEMBERS, OUR STAFF AND EVERYONE FOR THE AMAZING ACTS OF LOVE THAT WERE DONE YESTERDAY.

I TELL PEOPLE ALL THE TIME VALENTINE'S DAY IS DIFFERENT.

IT TAKES ON A MORE SOMBER AND SERIOUS NOTE BUT I CAN TELL YOU THAT I SAW MORE LOVE YESTERDAY THAN I'VE SEEN ON ANY VALENTINES DAY BEFORE THAT AND THAT STARTED WITH SCHOOL IN THE MORNING HONORING OUR FIRST RESPONDERS. IT CONTINUED OUT THROUGH THE DAY. I KNOW WE'VE GOT SCHOOL BOARD MEMBER DEBBIE HIXON HERE WITH US.

I CAN TELL THAT YOU THE LOVE OUR COMMUNITY EXPRESSES TO YOU AND YOUR FAMILY CAN'T BE MEASURED. WE DON'T KNOW WHAT TO DO AND CAN'T DO ENOUGH BUT WE ARE HERE OWN THE OUTPOURING OF LOVE THAT I SAW YESTERDAY WAS JUST AMAZING AND IT STARTS WITH OUR CITY STAFF TOO. SO I THANK YOU BECAUSE I KNOW YOU ALL FEEL IT AND ARE EMBRACE THE ROLE THAT WE HAVE TO PLAY IN HONORING NOT ONLY THE 17 VICTIMS KILLED AND THOSE INJURED BUT ALSO THE FAMILIES AND SO I JUST THANK YOU FOR THAT AND I THANK ALL OF OUR SCHOOL BOARD MEMBERS AND FAMILY MEMBERS AND OUR PRINCIPLES AS WELL FOR -- PRINCIPALS AS WELL FOR HELPING THE CHILDREN GET THROUGH WHAT IS I'M SURE A TOUGH WEEK.

WE HAD OUR YOUTH AMBASSADORS HERE.

IT'S A GOOD OPPORTUNITY SINCE OUR PRINCIPALS -- TO TELL YOU ONE THING FIVE AMAZING 11TH GRADERS FROM SOME OF OUR LOCAL HIGH SCHOOLS SAID THAT WAS SOBERING EARLIER TODAY WAS THAT THE TWO ISSUES THAT CONCERN STUDENTS THE MOST WERE SCHOOL SAFETY AND MENTAL HEALTH. IT RESONATED WITH ME WHEN I HEARD IT FROM FIVE STUDENTS AND SAW THE RESULTS OF THEIR SERVICE. SO MAYBE WE CAN DO MORE TO BRING THE RESOURCES THAT ARE NEEDED TO THEM.

WE HAVE AMAZING PROGRAMS WITH THERAPY DOGS.

THERE WERE EVEN THERAPY PONIES AT EAGLES HAVEN YESTERDAY.

AND HOPEFULLY WE CAN BRING MORE OF THE RESOURCES TO THEM AND ADDRESS THE STOOL SAFETY ISSUE WHICH BETWEEN MICHIGAN STATE YESTERDAY AND TODAY'S LOCKDOWN, I CAN ONLY IMAGINE WHAT YOU ALL HAVE BEEN GOING THROUGH. SO WITH THAT, WE'RE HERE TO HELP YOU IN ANY WAY. THE OTHER THING IS I WANT TO THANK OUR BROWARD COUNTY SCHOOL BOARD.

INCLUDING SCHOOL BOARD MEMBER DEBBIE HIXON.

THEY HAVE A TOUGH JOB WITH THIS BOUNDARY PROCESS AND I KNOW IT'S ONGOING AND THAT PROCESS WILL CONTINUE.

BUT I THOUGHT THE WORKSHOP WAS VERY ENLIGHTENING AND I WANT TO THANK ALL OF OUR PARENTS AND COMMUNITY MEMBERS.

OUR MAYOR AND COMMISSIONERS. WE'RE NOT THROUGH THAT PROCESS YET BUT I DEFINITELY THINK IT'S GOING IN THE RYING DIRECTION.

SO THANK YOU FOR THAT. THE OTHER THING I WANT TO SAY IS JUST WE HAD -- IT WAS NOT EASY YESTERDAY BUT ON TOP OF THAT WE HAD TWO ACCIDENTS IN TOWN. ONE WITH SOME KIDS ON A GOVERNMENT A GOLF CART AND ONE WITH A SKATE BORDER GETTING HIT BY A CAR. I WANT TO TELL ALL OF US TO SLOW DOWN. IT'S NOT JUST MY KIDS OR YOUR KIDS OUT THERE. IT'S ALL OF OUR KIDS OUT THERE.

THERE'S PEOPLE WE HAD A PEDESTRIAN WHO UNFORTUNATELY WAS KILLED RECENTLY. WE JUST ALL NEED TO SLOW DOWN A LITTLE BIT AND BE MORE AWARE WHERE YOU ARE.

LAST THING ANYBODY WANTS TO DO IS HARM #ELSE.

I KNOW THAT. BUT IF WE JUST TAKE A BREATHER, WE'LL GET WHERE WE'RE GOING EVEN IF IT'S FIVE MINUTES LATER.

THAT'S OKAY. WE NEED TO ACT AS A COMMUNITY AND LOOK OUT FOR ONE ANOTHER.

THAT'S ALL I HAVE. WE'VE GOT AMAZING EVENTS.

WE'VE GOT A FARMER'S MARKET COMING UP SUNDAY ALL THOSE THINGS BUT THOSE ARE THE IMPORTANT ISSUES THAT I WANTED TO TOUCH ON. THANK YOU, MAYOR.

>> OKAY. THANK YOU, EVERYONE. I'LL TRY TO BE BRIEF.

REMINDER PARKLAND DAY MARCH 11TH.

GOT A LOT OF STUFF PLANNED THAT DAY.

I LIKE TO SAY PARKLAND DAYS BECAUSE I KNOW WE HAVE A COUPLE OTHER EVENTS PRIOR TO MARCH 11TH BUT MARCH 11TH IS THE BIG DAY.

GOT THE PARADE. GOT VOLUNTEER RECEPTION.

WE HAVE BANDS IN CASE YOU DON'T KNOW.

SUGAR RAY. MARK MCGROWTH.

YOU HAVE TO LOOK HIM UP TO KNOW WHO HE IS.

[00:35:06]

THE SCHOOL BOARD WORKSHOP. I TOO WANT TO JUST QUICKLY TOUCH ON THAT. AND THAT'S GOING TO TIE IN WITH SOME OF THE THINGS THAT COMMISSIONER ISRAEL SAID.

SOME THINGS COMMISSIONER BRYER SAID.

REAL QUICK LET ME THANK BROWARD COUNTY ON THE # 11.

THAT'S A BIG STEP FOR US. THE CITY OF PARKLAND HAS BEEN TRYING TO DO THAT WITH CORAL SPRINGS.

AND IT LOOKS LIKE WE'RE FINALLY HEADED IN THE RIGHT DIRECTION.

SO VERY HAPPY ABOUT THAT. BUT THE SCHOOL BOARD WORKSHOP.

I THINK A LOT OF THE THINGS WE TALK ABOUT WHAT'S GOING ON IN THIS WILL WORLD AND WITH GUN VIOLENCE AND WITH MENTAL HEALTH AND WITH ALL THESE DIFFERENT THINGS, PEOPLE HAVE LOST SIGHT OF WHAT EVERYTHING IS. WITH SOCIAL MEDIA, PEOPLE HAVE BECOME SO MUCH MORE SELF-CENTERED AND IT'S GOT TO BE ABOUT THEM. THIS IS NOT ME.

THIS IS WHAT I'M DOING. THIS IS WHAT AISLE WEARING.

THESE ARE THE THINGS THAT I'M -- THESE ARE THE PLACES THIS I'M GOING. THAT ADDS STRESS TO YOU.

THAT ADDS STRESS TO YOUR CHILDREN.

MY KIDS ARE GOING TO THIS SCHOOL.

LOOK AT THIS -- MY KIDS ARE STRAIGHT AS.

MY KIDS ARE ALL THIS STUFF. AND THAT ADDED STRESS ADDS TO THE MENTAL HEALTH ISSUES THAT WE'RE HAVING.

IT ADDS TO THE DECISIVENESS THAT WE ALL HAVE.

EVEN AT THE SMALL LOW LEVEL THAT WE'RE AT WHEN WE TALK ABOUT SCHOOL BOUNDARIES, SCHOOL BOUNDARIES.

IT'S A SIMPLE ISSUE. THERE'S NOT MUCH COMPLICATED WITH IT. YOU HAVE SOME SCHOOLS THAT ARE OVERCROWDED. AND NEXT DOOR YOU HAVE SCHOOLS THAT ARE NOT OVERCROWDED. WHEN A SCHOOL IS UNDER ENROLLED, IT THEN DOESN'T HAVE IF SAME FUNDING.

BECAUSE A STUDENT BOILS DOWN TO DOLLARS.

RIGHT. BECAUSE A STUDENT COMES WITH # THOUSAND DOLLARS GIVE OR TAKE. SO IF A SCHOOL IS UNDER ENROLLED BY 900 STUDENTS WITH SOME LOCAL SCHOOLS IN OUR AREA ARE UNDER ENROLLED BY THAT MUCH YOU'RE TALKING ABOUT MILLIONS AND MILLIONS OF DOLLARS. AND THAT IS AN ISSUE FOR THOSE THAT ARE UNDER ENROLLED. AND WE BROUGHT THIS AS A COMMISSION TO THE SCHOOL BOARD BECAUSE OUR SCHOOL WAS OVERENROLLED. AND IT WAS AN ISSUE FOR OUR SCHOOL. IT'S NOT AS SAFE AS OTHER SCHOOLS THAT ARE AT CORRECT CAPACITY.

TEACHERS ARE OVERWORKED OR OVERBURDENED.

AN STUDENTS HAVE ADDITIONAL STRESSES.

WE HAD AN OPPORTUNITY TO ADJUST THAT.

PURELY ON NUMBERS. AND LOCATION OF WHO LIVES WHERE AND YOU SEE THE COMMUNITY GETS SO DIVIDED BY THAT.

BECAUSE IT'S -- IT BECOMES ABOUT THEM.

NO. DON'T -- IT'S ME.

I'S ME. AND PEOPLE ARE WILLING TO SAY THINGS ABOUT OTHER PEOPLE WHEN THEY'RE CLEARLY NOT TRUE.

BUT THEY'LL JUST SAY ANYTHING JUST TO TRY TO GET THEIR POINT ACROSS. AND THAT TO ME IS ANOTHER -- THAT'S A MENTAL HEALTH THING. IF I HAVE A PROBLEM I IMMEDIATELY START CALLING PEOPLE NAMES BECAUSE THAT WILL MAKE ME SMARTER THAN THEM BECAUSE THEY NOW ARE WHAT I JUST CALLED THEM WHETHER IT'S ON SOCIAL MEDIA, IT'S NEVER IN PERSON.

IT'S TYPICALLY ON SOCIAL MEDIA BECAUSE PEOPLE ALWAYS SPEAK DIFFERENTLY WHEN YOU'RE FACE-TO-FACE.

IT'S A LOT EASIER TO SAY NEGATIVE THINGS ON SOCIAL MEDIA THAN IT IS ON WHEN YOU'RE TALKING TO SOMEBODY HERE AT THE DAIS OR THE STORE OR WHAT HAVE YOU.

THAT'S SOMETHING WE NEED TO REALLY TRY TO UNDERSTAND AND REALLY TRY TO FOCUS ON AS OUR FAMILY, OUR NEIGHBORS.

AND THIS IS NO WAY A DIG IN WHAT YOU SAID, COMMISSIONER ISRAEL, YOU SHOULD CALL YOUR STATE REPRESENTATIVE.

YOU SHOULD CALL YOUR LOCAL ELECTED OFFICIAL.

YOU SHOULD CALL YOUR CONGRESSMAN.

BUT YOU SHOULD ALSO CALL YOUR NEIGHBOR.

HOW CAN I HELP YOU BE A BETTER PARENT? HOW CAN I GET YOU TO BE MORE ENGAGED WITH YOUR CHILDREN.

I COACH TONS OF SPORTS. AND OVER THE LAST EIGHT YEARS, I CAN'T TELL YOU HOW DISAPPOINTING IT IS FOR ME TO WATCH SOME OF THE PARENTS ON THE SIDELINES. THEY DON'T EVEN WATCH THEIR KIDS IF THEY COME. AND WHEN THEY DO COME THEY'RE ON THE PHONE THE WHOLE TIME. THEY'RE NOT WATCHING THEIR KID PLAY. THEY DON'T KNOW IF THEY SCORED A GOAL. THEY DON'T KNOW ANY OF THAT STUFF AND IF YOU DON'T THINK YOUR CHILD NOTICES, THAT'S A

[00:40:02]

PROBLEM.

IF MSD WHICH IS A BROWARD COUNTY SCHOOL, THAT SCHOOL WILL BE BETTER. AND THEN THOSE CHILDREN WHO MOVE TO UNDERENROLLED SCHOOLS WILL MAKE THAT SCHOOL BETTER.

AND NOT ONLY ONLY THAT, WE BROUGHT THIS ISSUE AS A COMMISSION TO THE FRONT AND CENTER.

TO THE SCHOOL BOARD. AND THIS IS NOT ON YOU DEBBIE BECAUSE YOU HAVEN'T BEEN THERE THAT LONG.

THIS HAS BEEN GOING ON FOR A WHILE.

THE SCHOOL BOARD JUST KICKED THE CAN DOWN THE ROAD AND NOW THEY CANNOT. THERE IS NO MORE KICKING THE CAN DOWN THE ROAD. MSD WILL BE FIXED.

AND A FEW SCHOOLS IN THE SURROUNDING AREA WILL BE FIXED BUT NOW WE'RE GOING TO HOLD A SCHOOL BOARD ACCOUNTABLE.

TO FIX THE REST OF THE SCHOOLS BECAUSE THEY SAID THEY'RE GOING TO AND I BELIEVE THIS NEW BOARD WILL.

THIS NEW BOARD WILL LOOK AT THE SCHOOLS AS A WHOLE THROUGHOUT THE DISTRICT AND MAKE THE CORRECTIONS THAT THEY NEED TO MAKE. WHETHER IT'S CLOSING SCHOOLS, OPENING SCHOOLS, SWITCHING SCHOOLS.

WHATEVER YOU GUYS KNOW MUCH BETTER THAN I DO ABOUT HOW IT GETS FIXED. THEY HAVE COMMITTED TO FIX IT AND WE'RE GOING TO MAKE SURE AS A COMMISSION THAT WE HELP THEM MAKE IT HAPPEN. AND THAT'S GOING TO MAKE OUR COUNTY BETTER. SO THIS THING PEOPLE SAY OH PARKLAND IS TRYING TO DO THIS OR THAT.

WE SAW AN ISSUE. WE DECIDED TO MAKE CHANGE.

WE TALK ABOUT MAKING A CHANGE YOU WANT TO BE.

THAT'S WHAT WE DID. AND WE'RE MAKING THAT CHANGE AND IT'S GOING TO MAKE EVERYONE IN THE COUNTY BETTER FOR IT.

WITH THAT, THOSE ARE MY COMMENTS.

WE'RE GOING TO GO AHEAD AND MOVE ON TO THE NEXT PROCLAMATIONS AND

[6. Proclamations and Recognitions]

RECOGNITIONS. SO LET'S GO DOWN TO THE WELL.

I'M GOING TO START FIRST. WE HAVE SOME -- WE HAVE REPRESENTATIVES FROM THE MSD BLACK STUDENT UNION.

I'M GOING TO READ THE PROCLAMATION AND WE APPRECIATE YOU BEING HERE TO ACCEPT THIS PROCL PROCLAMATION.

THANK YOU FOR BEING HERE TONIGHT.

I INVITE EVERYONE TO COME AND EXPERIENCE THE WELLNESS THAT IS OFFERED AT EAGLES HAVEN. THANK YOU.

[APPLAUSE]

. >> THANK YOU.

WE'RE PROBABLY GOING TO HAVE SOME KEGSES.

>> PERFECT. >> ANYWAY, I'M SURE WE ALL WANT TO THANK YOU FOR YESTERDAY. IT'S A WONDERFUL CEREMONY THAT YOU GUYS HAD. WE THANK YOU FOR ALWAYS BEING THERE FOR US. WE NEED TO HELP YOU AS A CITY TO GET BETTER CONNECTED WITH THE YOUNGER GENERATION.

>> SO TO SPEAK TO THAT, AS THE OUTREACH COORDINATOR WAS SORT OF MY FRUSTRATION TO TRY AND GET INTO EVERY SINGLE SCHOOL IN BROWARD COUNTY SO I REACHED OUT TO OUR NEW CHAIR WOMAN AND SHE WAS VERY INSTRUMENTAL IN CREATING A MEETING WITH WE JUST MET WITH THEM LAST WEEK. THEY ARE THE SCHOOL COUNSELORS AT THE BROWARD COUNTY SCHOOL BOARD LEVEL THAT WE ARE GOING TO BE ATTENDING MEETINGS AND THEY'RE REALLY TRYING TO GET THE WORD OUT FROM THE TOP DOWN. AS APPOSED TO THE OTHER WAY AROUND SO WE HOPE THAT WILL BE INSTRUMENTAL IN GETTING ALL SCHOOLS TO LEARN ABOUT OUR SERVICES.

>> THAT'S GREAT TO HEAR. >> IT IS.

>> VICE MAYOR? >> I CAN'T THANK YOU ENOUGH FOR ALL THAT YOU DO. I MEAN, YOU WALK INTO EAGLES HAVEN OR GO TO THE EVENT YESTERDAY AND IT'S ALL LOVE AND HEART FROM EVERYBODY. THE SMILING FACES.

THE WELCOMING AND ALL THAT YOU GUYS DO.

HAVING SAID THAT PRIOR TO THIS WE HAD THAT WORKSHOP AND IT WAS SOBERING TO HEAR FROM FIVE TOP NOTCH STUDENTS THAT THERE'S PROVETY CONCERNS WITH REACHING OUT AND GETTING HELP.

THERE'S STIGMA CONCERNS. THERE'S EDUCATION CONCERNS.

SOME OF THEM IN THEIR SCHOOLS NOT DOUGLAS BUT OTHER SCHOOLS AREN'T MADE AWARE OF THE RESOURCES THAT ARE AVAILABLE TO THEM. I KNOW THAT THE BIGGEST CHALLENGE THAT YOU ALL HAVE IS EITHER GETTING SOMEBODY IN THE DOOR OR TO PICK UP THE PHONE. AND ONCE THAT BATTLE HAS REACHED ITS CONCLUSION, YOU'RE 75% THERE BECAUSE THEN THEY'RE AVAILING THEMSELVES OF HELP. I KNOW THE AMAZING WORK THAT YOU GUYS DO. WE'VE ALL SEEN IT IN ACTION.

MY CHILDREN HAVE PARTICIPATED IN IT OR THROUGH FRIENDS HAVE

[01:00:01]

BROUGHT FRIENDS THERE BUT MY WORRY AFTER HEARING FROM THE STUDENTS EARLIER TODAY IS THAT ALMOST 33%, ALMOST A THIRD OF THEM IDENTIFY MENTAL HEALTH AS ONE OF THEIR BIGGEST CONCERNS AND SCHOOL SAFETY IS ANOTHER BIG ONE AND THEY'RE CONNECTED IN A LOT OF WAYS BUT MY CONCERN IS THEY'RE NOT AVAILING THEMSELVES OR WE'RE JUST NOT GETTING THE MESSAGE OUT TO THE TARGET AUDIENCE AS WELL AS WE CAN. SO ANYTHING WE CAN DO TO HELP YOU AS THE MAYOR SAID I'M ON BOARD.

PERSONALLY, PROFESSIONALLY, EVERYTHING.

I'M ON BOARD. I DON'T CARE IF WE HAVE TO BRIBE THE KIDS TO GET THEM IN THE DOOR.

I SERIOUSLY MEAN THAT. SOMETIMES YOU JUST GOT TO GET OVER THAT THRESHOLD OF LETTING THE KIDS KNOW YOU'RE HERE TO HAVE FUN. YOU MIGHT GET BENEFIT OUT OF IT WHILE YOU DO IT. YOU ALL PROVIDE A SERVICE THAT IS SECOND TO NONE AND THAT IS SOME OF THE MEDICINE THEY NEED.

IT'S A QUESTION OF HOW WE GET IT TO THEM AND ANYTHING WE CAN DO, I ASK THE FIVE STUDENTS TO BRAINSTORM ABOUT IDEAS AND WAYS TO GET THEM IN OR GET THE MESSAGE BROUGHT TO THEM AT THE SCHOOLS AND ANYTHING WE CAN DO AS A COMMISSION, ANYTHING WE CAN DO AS A CITY STAFF I KNOW WE'RE ALL ON BOARD SO PLEASE AVAIL

YOURSELF OF OUR HELP. >> WE ABSOLUTELY WILL DO THAT AND I SO APPRECIATE THAT. THAT OPPORTUNITY.

TO DO SO. I DON'T KNOW HOW CHILDREN TODAY CAN'T BE STRESSED. I REALLY DON'T KNOW.

>> COMMISSIONER CUTLER. >> THANK YOU.

THANK YOU SO MUCH FOR ALL THAT YOU DO.

ONE OF THE THINGS THAT THE KIDS DID MENTION IS THAT THEY FELT LIKE INCENTIVES NEEDED TO BE OFFERED TO THEM TO BRING THEM IN AND I'M NOT SURE WHAT THAT LOOKS LIKE.

MAYBE COMMUNITY SERVICE HOURS WAS THROWN OUT BY THE KIDS BUT THAT MIGHT BE A PLACE WHERE YOU BEGIN TO DO YOUR DIVE IN THE OUTREACH PROCESS, FIGURE OUT WHAT THAT MEANS AT A KID LEVEL FOR ENSENTIVIZING -- INCENTIVIZING THEM TO COME.

IT WAS MENTIONED EARLIER THAT THEY GAVE OUT I PODS OR OTHER THINGS, I MEAN, SOMETHING THAT GETS THEM IN THE DOOR REALLY THAT'S THE THRESHOLD TO SUCCESS.

>> WE GET A LOT OF TEENS JUST BY OFFERING THAT.

SERVICE HOURS. VOLUNTEERING.

I JUST HAD THE OPPORTUNITY TO SPEAK WITH THE HONOR SOCIETY AT MSD. THEY WERE PRETTY RECEPTIVE.

IT WAS A HUGE GROUP OF CHILDREN. AND SOME OF THEM SHOWED UP FOR SERVICE HOURS. BUT THE STRUGGLE AS YOU SAY IS GETTING THEM THROUGH THE DOOR. GETTING THEM OFF THE SCREEN.

AND IN THE DOOR.

WHICH IS THE CHALLENGE. >> FIRST OF ALL, THANK YOU FOR EVERYTHING. YESTERDAY I AGREE WAS AN AMAZING CEREMONY. IT'S NOT EASY TO KIND OF ENCAPS LATE KIND OF THE COMMEMORATION WITH THE POSITIVE AND MORE UP LIFTING AND I THINK YOU FOUND THE PERFECT BALANCE.

KUDOS TO YOU ALL. COUPLE OF THINGS, ONE IS ARE -- ONE OF THE ISSUES WAS NOT SO MUCH I THINK -- I THINK IT'S A GREAT START WORKING WITH THE SCHOOL BOARD BUT ONE OF THE STUDENTS IN THE WORKSHOP WAS NORTH BROWARD PREP.

WE GOT TO MAKE SURE THERE ARE OTHER SCHOOLS OUTSIDE OF THE DISTRICT THAT WE WANT TO KEEP IN THE COMMUNICATION LOOP.

TWO IS I DON'T KNOW IF YOU GUYS ARE CURRENTLY DOING THIS BUT HAVE YOU GUYS CONSIDERED MAYBE USING LIKE TESTIMONIAL OF ANY OF THE KIDS WHO HAVE GONE THROUGH EAGLES HAVEN AND HAD POSITIVE SPEARSES? I THINK THAT WOULD GO A LONG WAY IN TRYING TO HELP ELIMINATE SOME OF THE AT THAT BOO WHERE KIDS MAYBE FEEL LIKE THEY'RE GOING TO BE JUDGED OR THERE'S -- IF THEY SHOW A SIGN OF WEAKNESS, YOU KNOW, KIND OF A CAMPAIGN OF IT'S OKAY NOT TO BE OKAY AND UTESING SOME OF THE KIDS THAT HAVE BENEFITTED FROM THE SERVICES TO BE ABLE TO HELP MAKE IT A LITTLE BIT MORE PALATABLE AND LESS SCARY.

>> YEAH. I LOVE THAT IDEA.

I THINK TESTIMONIALS GO A LONG WAY ESPECIALLY WITH YOUNG PEOPLE TODAY. THEY SEE ONE YOUNG PERSON AND THEY WANT TO -- THAT'S BENEFITTED FROM IT AND ENJOYED IT THEN THEY WANT TO FOLLOW SUIT AND I THINK THAT'S A WONDERFUL IDEA. COMMISSIONER.

>> AND EVEN TO ALSO ADD SORT OF THE SOCIAL MEDIA ELEMENT TO IT BECAUSE LIKE YOU SAID GETTING KIDS AWAY FROM THE SCREEN IS HARD ENOUGH BUT IF WE CAN SOMEWHAT KIND OF TIE THOSE TWO TOGETHER IN A WAY THAT AND I THINK I'M GOING TO TIE ONE MORE THING WHICH IS THESE FIVE YOUNG STUDENTS WHO ARE HERE AS OUR YOUTH AMBASSADORS, SMART, WELL CONNECTED TO KIND OF THE ISSUES

[01:05:03]

AT HAND, MAYBE WE CAN HELP KIND OF TIE THEM TO EAGLES P HAVEN IN A WAY AND ALLOW THEM AND THEY ALL SEEMINGLY WERE AGREEABLE WANTING TO MOVE FORWARD IN A HELPFUL ROLE.

MAYBE WE START TO USE THEM ALSO AS PART OF A CAMPAIGN TO START BUILDING THAT AND LET THEM ALSO BE THE ADD VOIR DIRE VOW KATES ON BEHALF SO THAT WAY THE STUDENTS ARE GETTING IT FROM OTHER STUDENTS AS WELL AND NOT JUST FROM THE ORGANIZATION WHERE SOMETIMES THEY MAY FEEL THE DISCONNECT.

THANK YOU. >> THANK YOU.

WE'LL BRING THEM BACK TO THE TEAM.

WE CAN FIGURE OUT HOW TO IMPLEMENT THAT.

>> THANKS AS ALWAYS FOR BEING HERE AND WHAT YOU DO.

COMMISSIONER CUTLER AND I WERE HERE ON FEBRUARY 14TH AND HEARING THE STORY OF OBVIOUSLY HOW EAGLES HAVEN GOT CAME TO FRUITION IS JUST INCREDIBLE BECAUSE PEOPLE SAT DOWN AND WANTED TO DO SOMETHING AND RECOGNIZED THE NEED FOR IT.

THANK YOU. I GUESS MY CONCERN IS HOW YOU CONTINUE THAT'S SUSTAINABILITY BECAUSE YOU GUYS NEED FUNDING AND PROVIDE FREE SERVICE SO ANYTHING THAT WE CAN DO TO HELP SUPPORT WE'RE CERTAINLY GOING TO DO THAT.

THE OTHER THING THAT I JUST -- IF YOU CAN JUST BRIEFLY DESCRIBE IT ONE OF THE THINGS THAT RESONATED WITH ME IS THAT YOU SAID YOU PROVIDE WRAP AROUND SERVICES.

FROM A MENTAL HEALTH EVIDENCE THE LINE.EL THAT IS THE TOP OF - I KNOW IT TAKES A LOT OF FUNDING AND A LOT OF SUPPORT TO DO THIS.

FOR THOSE THAT MAY NOT KNOW WHAT THAT IS CAN YOU KIND OF GIVE A

BRIEF DEFINITION OF IT? >> SURE.

WE ARE PROVIDING SERVICES THAT ARE FAMILY STRENGTHENING AND THAT REACH EVERY SINGLE PERSON . WHAT'S WONDERFUL ABOUT HAVING JAFCO AS OUR PARENT AGENCY IS THAT WE ARE ABLE TO REFER FAMILIES TO OUR FAMILY STRENGTHENING PROGRAM.

OUR MULTISYSTEMIC PROGRAM WHICH PROVIDES THERAPY IN THE HOME TO FAMILIES THAT ARE STRUGGLING WITH LOTS AND LOTS OF ISSUES.

WHETHER IT'S A CHILD THAT'S STRUGGLING OR HAS IDENTITY ISSUES. REGARDLESS OF WHAT IT IS.

I HOPE AND PRAY AS WELL GUN VIOLENCE COMES TO SOME SORT OF AN END. REGARDLESS OF WHAT THEY ARE -- HAVE GOING ON JUST THE FEAR OF WALKING INTO A SCHOOL TODAY.

THAT'S ENOUGH TO CAUSE ANXIETY FOR ALL OUR CHILDREN ALL AGES.

>> I HAVE ONE QUESTION. I REMEMBER WHEN I WAS A KID IT WAS NOTHING OF THE WHAT YOU'RE DEALING WITH BUT WHETHER IT WAS THE DARE PROGRAM OR OTHER PROGRAMS AT A SCHOOL ASSEMBLY OR PEP RALLY IS THERE OPPORTUNITIES FOR US TO DO THAT AND PARTNER WITH YOU ALL TO BRING THAT MESSAGE TO THE KIDS ON A MORE TANGIBLE WAY BECAUSE IT WILL START A DIALOGUE.

[01:10:03]

THERE'S NO DOWN SIDE. I DON'T KNOW WHAT THE RESTRICTIONS ARE BUT WE'RE HAPPY TO HELP IN THAT REGARD.

IT'S ONE OF US COMING WITH YOU. TALKING ABOUT IT.

WHATEVER IT IS. >> I ALWAYS SAY I WILL DO ANYTHING ANYWHERE FOR THE CHILDREN IN OUR COMMUNITY.

>> I THINK THE BOTTOM LINE IS WHEN YOU COME UP WITH IDEAS AND WE'LL OBVIOUSLY DO OUR THING. AND I KNOW YOU WOULDN'T HESITATE. WE'RE HERE FOR YOU.

>> I AM GRATEFUL AND WE ARE SO APPRECIATIVE OF YOUR ASSISTANCE AND TO THE CITY FOR YOUR GENEROSITY AS WELL.

THANK YOU SO MUCH FOR THE TIME. >> GOOD NIGHT.

[8. Approval of the Agenda]

>> APPROVAL OF THE AGENDA. >> MOTION TO APPROVE.

>> SECOND. >> MOTION TO APPROVE BY VICE MAYOR BRYAR. ALL IN FAVOR.

[9. Consent Agenda]

>> AYE. >> PASSES UNANIMOUSLY.

CONSENT AGENDA. MOTION TO APPROVE.

>> SECOND. >> ANYONE FROM THE -- WISH TO SPEAK ON -- ON THE CONSENT I THINK? YOU'RE THE NEXT ONE?

>> OKAY. GOOD. SO SEEING THAT THERE'S NO ONE FROM THE PUBLIC, WE HAD A MOTION AND A SECOND.

ROLL CALL. >> COMMISSIONER CUTLER.

>> YES. >> YES.

>> COMMISSIONER ISRAEL. >> YES.

>> VICE MAYOR. >> YES.

>> MAYOR WALKER. >> YES.

[10. Regular Agenda]

>> PASSES UNANIMOUSLY.

REGULAR AGENDA.

SO A RESOLUTION 2023-009, CITYWIDE NETWORK UPGRADE PIGGY BACK ALTERNATIVE CONTRACT SOURCE NUMBER -- FOR CITYWIDE NETWORK UPGRADE IN THE AMOUNT OF $425,550 TO THE AUTHORIZED VENDOR PROVIDING FOR EXECUTION AND AN EFFECTIVE DATE.

>> I.T. DIRECTOR CITY OF PARKLAND HERE TO REPRESENT THIS

ITEM IF YOU HAVE QUESTIONS. >> I DO NOT.

DOES ANYBODY HAVE QUESTIONS. >> MOTION TO APPROVE.

>> SECOND. >> SO WE HAVE A MOTION TO APPROVE. ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS? WE HAVE A MOTION BY COMMISSIONER MAYERSON WHO IS UNDEFEATED SO FAR. AND A SECOND BY VICE MAYOR BRYAR. ROLL CALL.

>> COMMISSIONER MAYERSON. >> ISRAEL.

>> YES. >> CUTLER.

>> YES. >> VICE MAYOR BRYAR.

>> YES. >> PASSES UNANIMOUSLY.

>> ITEM 10 B. RESOLUTION 2023-010.

PROPOSE STORM WATER ASSESSMENT. DECLARING THE CITY'S INTENT TO USE THE UNIFORM METHOD FOR COLLECTION OF NONADD -- TO FUND THE PROVISION OF STORM WATER MANAGEMENT SERVICES FACILITIES AND PROGRAMS STATING THE NEED FOR SUCH A LEVY PROVIDING FOR

TRANSMITTAL OF THIS HAD LUCIAN. >> MOTION TO APPROVE.

>> DO WE WANT TO SEE THE PREPPEDATION? -- PRESENTATION? CHRIS JOHN ON THE FINANCE DIRECTOR.

THIS PROJECT GOES BACK TO 2019 AS CRAZY AS THAT SOUNDS.

LITTLE BIT OF THE BACKGROUND IS THAT FLORIDA STATUTE SAYS THAT THE CITY'S STORM WATER ASSESSMENTS AUDIO] ALL OF THAT CAN BE USED FOR THE OPERATION OF THE MAINTENANCE PROGRAM STORM WATER DRAINAGE, BASIN CLEANING, THINGS LIKE THAT. THOSE FEES ARE BASED ON THE PROPERTY'S AREA. USE CAN BE EVEN IF YOU CHECK OUT GOING FORWARD. AND THERE'S USUALLY TWO DIFFERENT WAYS THESE FEES ARE ADDED TO THE CUSTOMER.

USUALLY IT'S EITHER A UTILITY BILL OR THE TAX ASSESSMENT AND THAT IS THE MORE PREFERRED WAY AND THE WAY WE WOULD BE

[01:15:02]

RECOMMENDING. SO AS I SAID THIS STARTED BACK IN JULY OF 2019. AND WHERE ALL THE SERVICES WERE IDENTIFIED ESTIMATED COSTS ASSIGNED TO THOSE SERVICES.

AND IN DECEMBER, THE REPORT WAS PRESENTED TO THE CITY COMMISSION WORKSHOP AND AT THAT WORKSHOP YOU PROVIDED GUIDANCE TO PROCEED WITH THIS PROPOSED STORM WATER ASSESSMENT.

SOME OF THE IMPLEMENTATION REQUIREMENTS ARE GOVERNORED BY FLORIDA STATUTES. ONE OF THE FIRST THINGS YOU HAVE TO DO IS ADVERTISE YOUR NOTICE OF INTENT FOR FOUR CONSECUTIVE WEEKS. WE DID THAT STARTED ON THE SUNDAY JANUARY 15G9 AND WE DID THE SUBSEQUENT FOUR WEEKS AND MET THAT REQUIREMENT. SO THE NEXT REQUIREMENT IS TO PASS A RESOLUTION BY MARCH 1ST. NORMALLY THIS DEADLINE IS JANUARY 1ST BUT WE RECEIVED AN EXTENSION FROM BROWARD COUNTY PROPERTY AMAZER AND THE TAX COLLECTOR TO AN EXTENSION OF MARCH 1ST. TO PASS THAT RESOLUTION.

AND THEN ONCE THE RESOLUTION IS PASSED IF PASSED WE WILL -- WE HAVE UNTIL MARCH 10TH TO PROVIDE THAT TO THE DEPARTMENT OF REF KNEW BROWARD COUNTY PROPERTY APARADER AND THE TAX COLLECTOR.

SO AGAIN TONIGHT THIS JUST BY PASSING THIS DOES NOT MEAN WE HAVE TO -- SPECIAL ASSESSMENT. OKAY. SO BROW AUDIO] WILL NOT CHARGE US ANY FEES IF WE PASS THIS AND DO NOT GO FORWARD WITH THE ASSESSMENT. BUT WE ARE HERE TONIGHT TO ASK FOR YOUR GUIDANCE ON THE NEXT STEPS OF PASSING AN ORDINANCE AND RESOLUTION. AND IF THAT IS THE CASE, YOU CAN SEE KIND OF A TIMELINE HERE. BETWEEN MARCH AND JUNE THOSE ORDINANCES AND RESOLUTIONS WOULD NEED TO BE ADOPTED AND THEN IT WOULD SET THE WHEELS IN MOTION SIMILAR TO OUR FIRE AND SOLID WASTE ASSESSMENTS AND THAT THEY WOULD HAVE TO BE ADOPTED BY SEPTEMBER 15TH IN ORDER TO GET ON THE NOVEMBER TAX BILL.

AGAIN, THIS STRICT SCHEDULE IS VERY STRICT BY LAW ABE THERE IS NO WIGGLE ROOM FOR EXTENSIONS OR THINGS LIKE THAT.

SO HERE IS KIND OF THE FUNCTIONAL AREA OF THE STORM WATER PLAN SO TO SPEAK AND WHAT KIND OF STARTS COMPRISING THE FEES. REGULATORY COMPLIANCE COMPONENT, OPERATIONS AND MAINTENANCE AND CAPITAL IMPROVEMENT PROJECTS.

THOSE ARE YOUR BIG TICKET ITEMS THAT YOUR LARGE PURCHASES, LARGE PIECE OF EQUIPMENT OR LARGE PUMP OR SOMETHING OF THAT NATURE.

HERE IS KIND OF THE LEVEL OF SERVICE AND THE RATE IMPLICATIONS SO TO MAINTAIN OUR CURRENT REGULATORY COMPLIANCE COST APPROXIMATELY $210,000 AND THEN ESTABLISHING A APPROXIMATELY. AND THOSE MAINTENANCE COSTS AND EMPLOYEE COSTS WOULD BE ALLOCATED AGAINST EACH OF THE FIVE SERVICE DISTRICTS. YOU CAN SEE NORTH SPRINGS IMPROVEMENT DISTRICT PINE TREE MINIMUM PROGRAM MANAGEMENT REGULATORY COMPLIANCE AND THEN CITY WIDE OPERATIONS AND MAINTENANCE.

YOU CAN GET YOUR CITY MAINTAINED AREAS THAT ALSO GET SOME OF THE NEIGHBORHOOD'S SECONDARY ROADS.

IF THE ASSESSMENT IS LEVIED HERE ARE THE -- NORTH SPRINGS, CYPRESS HEAD AND PINE TREE WOULD BE JUST UNDER $38 IN FIRST YEAR OF IMPLEMENTATION FOR THE ENTIRE YEAR.

MAINTAINED AREAS WOULD BE ABOUT $78,000 PER YEAR AND THE RANCHES WOULD BE ABOUT $172 PER YEAR. SO GRAND TOTAL THAT WOULD GIVE US ABOUT $500,000 IN APPROXIMATE REVENUE BASED ON THE BILLING UNIT AS PRESENTED HERE THAT WERE PRESENTED BACK IN THE STORM WATER REPORT BACK IN DECEMBER.

THAT'S ALL I HAVE. I CAN ANSWER ANY QUESTIONS YOU MAY HAVE. I KNOW WE HAVE --

>> SO I JUST WANT TO GO THROUGH JUST A LITTLE BIT TO GIVE A LITTLE BIT MORE BACKGROUND ON THIS PARTICULAR ITEM.

SO ONE OF THE THINGS THAT THE CITY HAS DONE IS WE RECEIVE $17.1 MILLION IN ARPA FUNDS. THE ARPA FUND WAS A SPECIFIC THING THAT COULD BE USED FOR WATER, DRAINAGE, SOME INFRASTRUCTURE, NOT SPECIFICALLY ROADS.

[01:20:02]

OR REVENUE LOSS. SO WHEN WE RECEIVED THESE FUNDS AS A COMMISSION ONE OF THE THINGS WE DECIDED WERE THERE WERE A COUPLE OF PROJECTS THAT WE HAVEN'T BEEN ABLE TO DO BECAUSE THE COSTS WERE SO HIGH. ONE OF THOSE PROJECTS WAS THE CANALS AND RANCHES. THE CANALS AND RANCHES NEED TO BE REDONE. THEY NEED TO BE REDUG UP.

RELAYED. THE WHOLE NINE YARDS.

THAT PROJECT WE HAVE ESTIMATED AND THIS IS A COUPLE OF YEARS AGO ON THAT ESTIMATION IF I'M CORRECT NANCY IS JUST UNDER $6 MILLION. THAT PROJECT WE ARE IN THE DESIGN AND WE'RE MOVING FORWARD WITH THAT PROJECT.

THERE'S ANOTHER PROJECT PINE TREE WHICH IS ANOTHER DRAINAGE PROJECT WHICH SERVICES THE PINE TREE RESIDENTS WHICH AGAIN WAS ESTIMATED AT ABOUT JUST UNDER $2 MILLION.

SO YOU'RE LOOKING AT ABOUT 8 MILLION OF THE $17.1 MILLION USED OF OUR ARPA FEDERAL FUNDS FOR THESE TWO LARGE PROJECTS.

AGAIN, THE REST OF THE FUNDS ARE REVENUE LOSS WHICH IS OBVIOUSLY FOR THE ENTIRE CITY. ANY OVERAGES ON THOSE PROJECTS I ASSUME WE WOULD BE USING THE ARPA FUNDS FOR THAT.

THOSE IN NSID OR THE WEDGE OR WHATEVER YOU WANT TO CALL IT ARE LESS IMPACTED PINE TREE CYPRESS HEAD AND SO FORTH SO THEIR STORM WATER FEES MAINTENANCE FEES ARE LESS.

AND WHAT HAPPENEDS WITH ANY LEFTOVER MONEYS IF WE DON'T NEWS THE MAINTENANCE BECAUSE MAYBE YEAR ONE WE DON'T USE THE MAINTENANCE BECAUSE WE JUST DID IT SO IT DOESN'T COST US AS MUCH. THAT MONEY CAN PILE UP.

THEN WHEN NEW LARGER PROJECTS HAVE TO COME UP WE'LL HAVE MONEY IN THIS STORM WATER FUND TO USE FOR NEW CAPITAL PROJECTS.

WHICH THERE ARE OTHER PROJECTS WE HAVE IDENTIFIED THAT ARE SOMETHING WE WOULD LIKE TO DO WITH YOU THEY'RE NOT THE HIGH PRIORITY PROJECTS WHICH WE HAVE IDENTIFIED AS THESE TWO PROJECTS IN THE RANCHES AND PINE TREE. SO HOPEFULLY THAT CLEARS UP A LITTLE BIT. SO I TRIED TO GIVE YOU MORE BACKGROUND SO WHEN YOU SPEAK YOU'LL HAVE MORE INFORMATION.

THAT'S PART OF BEING A GOOD POLITICIAN.

WHEN I SPEAK IF I CAN TWIST IT AROUND ENOUGH YOU WON'T KNOW WHAT I SAID AND WE'RE GOOD.

SO ANYWAY. ANYBODY ELSE HAVE ANY OTHER QUESTIONS OR COMMENTS OR DO YOU WANT TO HEAR FROM PETE?

>> OKAY. >> SO IN MY ONE-ON-ONE WITH NANCY SHE MENTIONED THAT GOING BACK TO THE CITY MAINTAINED SO, LIKE, PARKWOOD NINE IS SCHEDULED TO BE ON IT BUT PARKWOOD NINE PAYS INTO THE PINE TREE WATER CONTROL DISTRICT.

SO ARE WE -- ARE THEY KIND OF BEING DOUBLE TAXED TO THAT EXTENT? I DON'T WANT TO CALL IT TAXED.

IMPACT FEE? >> I'LL TURN THAT ONE OVER TO

LET HIM ANSWER. >> SO WE INCLUDED PINE TREE WATER CONTROL DISTRICT IN THIS PROCESS.

[01:25:02]

THERE ARE CERTAIN ELEMENTS THAT THEY'RE RESPONSIBLE AS YOU'RE WELL AWARE THAT THEY WILL NOT GO BEYOND THE REALM OF THEIR CANAL MAINTENANCE FOR THOSE COMMUNITIES.

WE ACTUALLY MAINTAIN THEIR STORM DRAIN SYSTEM WITHIN THE COMMUNITY. SO THIS BUCKET WOULD BE FOR --

>> JUST SO IT'S CLEAR TO THEM BECAUSE IF WE'RE LISTING IT AS PINE TREE WATER CONTROL DISTRICT, THOSE AREAS LIKE PARKWOOD THAT THE CITY MAINTAINS THE STORM WATER DRAINAGE JUST SO

THAT IS COMMUNICATED TO THEM >> UNDERSTOOD.

>> SO WE DON'T RUN INTO CHALLENGES.

THAT'S ALL. >> GOOD POINT.

GOOD POINT. ANYONE ELSE?

>> OKAY. ANYONE FROM THE PUBLIC? DO WE WANT TO DO A MOTION OR ANYTHING?

>> MOTION AND I'M SECONDING IT. >> OKAY. SO ANYONE FROM THE PUBLIC? NOW WISHES TO SPEAK ON THIS ITEM.

NOW YOU CAN FINALLY COME UP.

>> FIRST OF ALL I APOLOGIZE. NORMALLY I PRINT EVERYTHING OUT, READ IT, REEDIT IT BUT MY PRINTER WENT DOWN SO I HAD TO

RUN OVER FOR UPS. >> YOU CAN HAVE THREE MINUTES 30

SECONDS FOR THAT. >> THANK YOU.

I ALREADY BELONG TO A WATER CONTROL DISTRICT.

I PAY THAT. I BELONG TO SOUTH FLORIDA WATER MANAGEMENT. I BELONG TO INLAND NAVIGATION WHICH I DON'T MIND TOO MUCH BECAUSE I HAVE A BOAT BUT THERE'S SO MANY THINGS I ALREADY BELONG TO AND I CAN'T SWALLOW THIS EVEN THOUGH IT'S NOT THAT MUCH.

$37. CHANGE.

WHAT IS THE $210,000 FOR? >> OKAY. 17 MILLION FROM THE ARPA I'M CURIOUS WHY NONE OF THAT WAS DIRECTED TOWARDS THE SWELLS IN PINE TREE ESTATES. WHEN YOU SAID PINE TREE YOU'RE REFERRING TO PINE TREE TURN BRIDGE WHICH USED TO BE TURN BRIDGE AND SUDDENLY IT GOT CHANGED TO PINE TREE TURN BRIDGE WHICH I KIND OF OBJECT TO THAT TOO.

I'M GETTING WAY OFF MY NOTES BUT THAT'S DOWN STREAM FROM OTHER AREAS OF PINE TREE WATER CONTROL SDPRIKT CORAL SPRINGS.

I DON'T SEE ANY MENTION IN THE 7,204 PAGES OF FOUR VOLUMES OF THIS STONE WATER MASTER PLAN. -- STORM WATER MASTER PLAN THERE'S NOTHING IF THERE ABOUT GETTING IT BACK FROM THEM.

WE GOT THE ARPA MONEY SO IT WON'T COST THAT MUCH BUT I DON'T SE ADDRESSING THAT.

LET'S GET MONEY FROM THEM BECAUSE WE'RE DOWN STREAM.

THEY SHOULD BE PAYING FOR PART OF IT.

>> BIGGEST PROBLEM I SEE IS CODE ENFORCEMENT.

IF YOU HAD CODE ENFORCEMENT TO BEGIN WITH, MOSTLY IT'S PROBLEMS IN THE RANCHES BECAUSE THE OVERGROWTH WHICH -- -- I DON'T HAVE ENOUGH TIME. HOW ABOUT WE DO THIS.

BECAUSE THIS REALLY IS NOT AN OPPORTUNITY FOR DIALOGUE BACK AND FORTH. SO WHAT I WILL DO IS YOU AND I CAN SCHEDULE A CONVENIENT TIME FOR YOU WE COULD SIT DOWN AND REVIEW EVERY PROJECT YOU'RE TALKING ABOUT AND WE CAN GO THROUGH EVERYTHING THAT YOU'RE TALKING ABOUT WE MAY NOT MAKE YOU HAPPY ON EVERYTHING BUT WE'LL MAKE SURE YOU'RE CLEAR AND UNDERSTANDING EXACTLY WHERE WE'RE HEADED AS A CITY AND ALL THAT GOOD STUFF. YOU CAN GIVE US ALL YOUR FEEDBACK AND TAKE YOUR TIME AND GET YOUR NOTES TOGETHER.

THAT'S THE BEST I'M GOING TO DO TODAY BECAUSE YOU GOT A LOT ON YOUR PLATE AND I TRIED TO CLEAR IT UP AS BEST I COULD TO GIVE AN OVERALL THING BUT IF WE WANT TO GO MORE SPECIFIC THAT'S WHAT P I'M OFFERING TO YOU TONIGHT. AND WE'LL --

>> I'LL TAKE IT. >> WE'LL LEAVE IT AT THAT.

>> I'LL TAKE IT. >> ALL RIGHT.

SO YOU CAN EMAIL ME. >> THERE WERE SUPPOSED TO BE

MEETINGS WITH TWO PUBLIC IN. >> YOU'RE GOING TO HAVE A SITDOWN WITH US AND YOU'RE GOING TO GET AN EXPLANATION ON WHAT EVER YOU MAY HAVE. WE WILL TAKE AS MUCH TIME AS YOU

NEED. >> SOUNDS GOOD.

[01:30:01]

>> OKAY. >> IS THAT AFTER THE MEETING? [LAUGHTER]

. >> NO.

WHEN IT'S CONVENIENT. IF IT'S CONVENIENT FOR YOU AFTER THE MEETING IT'S NOT CONVENIENT FOR ME.

NOT TONIGHT.

>> THE ONE THING I WANTED SO SAY BECAUSE PETER BRINGS UP AN INTERESTING CONVERSATION IS THAT THERE ARE SWAILS WITH RESIDENTS IN THEIR BACKYARD AND THE THING THAT PINE TREE WATER CONTROL DISTRICT HAS ALWAYS STATED THEY'RE NOT RESPONSIBLE FOR THAT. THEY'RE ONLY RESPONSIBLE FOR RECEIVING THE WATER. SO CANALS BACK IN WHERE THE SAW GRASS IS THAT'S WHERE IF THAT WATER WAS KIND OF STAGNANT OR BACKING UP INTO AN SWAIL THEN YOU GOT A LEGITIMATE CONCERN.

BUT THEY'RE JUST THERE TO RECEIVE AND WE'VE HAD THIS DISCUSSION EVEN WITH THE PINE TREE TURN BRIDGE P DITCHES.

WE'VE HAD TO CREATE FLOW OPPORTUNITIES BECAUSE IT WAS NOT BEING RECEIVED. THAT'S WHERE THE PINE TREE CONCERN IS. I KNOW SOME OF THOSE THINGS ARE CHALLENGES AS THOSE HEAD WALLS THAT NEED TO BE REPLACED OR REPAIRED. THE QUESTION IS ARE SOME OF THEM

PINE TREE OR THEY ARE. >> SO FOR CLARIFICATION PURPOSES WE HAD THIS CONVERSATION WITH THE DISTRICT.

THERE IS A CLEAR DEMARKATION LINE THE DISTRICT WILL NOT MAINTAIN THOSE HEAD WALLS AND CULVERTS.

SO WE'RE GOING TO HAVE TO DO -- MAINTAIN THEM AND KEEP THEM CLEAR. AND AS IT RELATES TO --

>> SO THIS THE -- SO -- >> PART OF THIS PROCESS.

>> SO WHAT YOU'RE TALKING ABOUT AND KEEPING ALL THOSE THINGS CLEAR, CULL VERTS AND WHAT HAVE YOU THAT'S GOING TO BE SOMETHING THAT WILL ULTIMATELY IF NOT IMMEDIATELY GET INCLUDED IN THE STORM WATER PLAN SO SOME OF THE NATURAL ISSUES THAT WE MIGHT NOT NECESSARILY SEE WILL GET TAKEN CARE OF WITH THIS PARTICULAR MAINTENANCE PROGRAM BECAUSE AGAIN WE DON'T -- WE DO LIMITED MAINTENANCE. RIGHT.

I MEAN, AS FAR AS PINE TREE GOES THE RESIDENTS ARE MAINTAINING THE SWELLS IN THE BACK OF THEIR HOMES.

IF THAT DOESN'T HAPPEN I'M GOATING A PHONE CALL.

YOU'RE GETTING A PHONE CALL. WHOEVER.

AND THEY'RE SAYING THIS IS SUPPOSED TO BE INTANED.

HOW COME IT'S NOT. THIS WILL HAVE AN OVERALL POSITIVE AFFECT IN A LOT OF AREAS OBVIOUSLY SOME MORE THAN OTHERS, YOU KNOW, BUT, LOOK, LET'S BE HONEST, THE AREAS OF NSID AND THOSE AREAS, THAT FEE, THERE WON'T BE MUCH WORK FROM THE CITY AND MAINTAINING MUCH OF THAT STUFF.

THIS IS THE CITY AS A WHOLE CONTRIBUTING SOME PORTION OF SOMETHING TO BETTER OUR ENTIRE CITY AND THAT'S -- LOOK, IT'S UNFORTUNATE BUT RIGHT NOW IT'S NOT HAPPENING SO WE CAN STAY STATUS QUO AND MAINTENANCE CONTINUE NOT HAPPENING AND THINGS DETERIORATE OR WE MAKE POSITIVE CHANGES AND WE MOVE FORWARD AND WE GO ON WITH THIS PROGRAM.

THAT'S ALL I KNOW. ANYONE ELSE FROM THE PUBLIC? YOU'RE GOING TO HAVE PLENTY OF TIME.

WE'LL ADDRESS ALL YOUR CONCERNS. >> I THINK JORDAN MOVED IT AND I

SECONDED IT'D. >> SO WE HAVE A MOTION BY COMMISSIONER ISRAEL AND A SECOND BY COMMISSIONER CUTLER.

ROLL CALL. >> COMMISSIONER CUTLER.

[01:35:02]

>> YES. >> COMMISSIONER MAYERSON.

>> YES. >> COMMISSIONER ISRAEL.

>> YES AND I WILL SAY THIS IS JUST A RESOLUTION TO ALLOW US TO DO IT SO JUST SO YOU REALIZE NOTHING IS ACTUALLY BEING LEVIED AT THIS TIME.

WE GOT TO MOVE ON. THANK YOU, PETE.

WE APPRECIATE YOU BEING HERE AND LOVE THE DIALOGUE BUT WE GOT TO

KEEP THE MEETING MOVING. >> THIS IS MY FAULT.

SORRY FOR OPENING THAT DOOR. >> COMMISSIONER ISRAEL PLEASE

DON'T DO THAT. >> I APOLOGIZE.

>> VICE MAYOR. >> YES.

>> MAYOR WALKER. >> WHAT ARE WE DOING HERE AGAIN? NO. YES.

PLEASE SHOW IT PASSES UNANIMOUSLY.

>> THANK YOU. >> ITEM 10 C.

I WOULD RATHER SEE US DO THAT IN THE BEGINNING THAN START LEVYING FINES RIGHT AWAY.

>> YEAH. I WOULD HOPE WE DON'T.

I DON'T THINK THAT WOULD BE -- YOU GOT IT. ROLL CALL.

PLEASE SHOW IT PASSES. TAKE THAT VERY SERIOUSLY WILL

[11. Comments by the Broward Sheriff's Office]

YOU GOING TO CALL OUT EVERY RESOURCE THAT WE HAVE TO ADDRESS ANY THREAT THAT WE HAVE AT ANY SCHOOL.

SO TODAY I WANTED TO GO THROUGH A LITTLE BIT ABOUT WHAT WE HAD

[01:40:02]

IN PLACE WITH REGARD TO THE THREAT THAT WE RECEIVED EARLIER TODAY. I CAN TELL YOU THAT WE IMMEDIATELY INITIATED TACTICAL ALERT PROTOCOL AT THE SHERIFF'S OFFICE AND THAT IMMEDIATELY WILL BRING ADDITIONAL RESOURCES INTO THE CITY. TO ASSIST US HANDLE THIS.

SO WE HAD ABOUT 14 OTHER DEPUTIES RESPOND FROM THE RENALAL AREA TO HELP US OUT WITH REGARD TO PERIMETER AND SEARCHS AND THINGS LIKE THAT. IN ADDITION TO OUR K9, SWAT, VIPER UNIT WHICH IS ALSO OUR SWAT TEAMS OUR HELICOPTER, OUR THREAT MANAGEMENT UNIT, OUR REALTIME CRIME CENTER.

WE ALSO PARTNER WITH FIRE RESCUE WHO WAS THERE AND ALSO THIS SCHOOL BOARD INVESTIGATIONS UNIT.

AS YOU CAN SEE THERE WERE A LOT OF RESOURCES DEDICATED TO THIS THREAT. RIGHTFULLY SO BECAUSE WE DON'T KNOW IF THIS IS A HOAX OR NOT AND WE'RE GOING TO TREAT EVERYTHING SERIOUSLY AND RESPOND ACCORDINGLY.

SO BASED ON WHAT OCCURRED THANKFULLY IT WAS JUST THAT.

IT WAS NOT SOMETHING THAT WE COULD CORROBORATE AT THE TIME THANKFULLY. BUT I CAN TELL YOU THAT IT IS A STRETCH OF RESOURCES AT THE SAME TIME WE HAD A GAS LEAK REPORTED AT FOUR SEASONS SO THAT CREATED OBVIOUSLY AN ADDITIONAL RESPONSE FOR US. WE HAD A SERGEANT COME FROM A NEIGHBORING CITY TO ASSIST AND DEPUTIES RESPONDED TO OUR CITY TO HANDLE CALLS FOR SERVICE BECAUSE AS WE'RE HERE HANDLING THIS CRITICAL INCIDENT WE HAVE CALLS FOR SERVICE COMING FROM THE COMMUNITY.

THIS IS TRIGGERING ESPECIALLY ANYTHING THAT COMES OUT AT MSD.

IT'S TRIGGERING FOR THE STAFF THAT IS THERE.

FOR THE STUDENTS. FOR THE PARENTS.

THEY JUST AUTOMATICALLY THINK THE WORSE.

SO WE TRY TO GET THE WORD OUT THAT EVERYONE IS SAFE AND THAT WE ARE INVESTIGATING. WE JUST ARE ASKING FOR THAT PATIENCE. IT'S GOING TO TAKE US A LITTLE BIT OF TIME SO THAT WE CAN MAKE SURE THAT THE THREAT IS NOT THERE AND THAT WE CAN DISMISS IN A SAFE MANNER.

>> YEAH. NO.

OBVIOUSLY WE APPRECIATE EVERYTHING THAT YOU DO ON A DAILY BASIS AND WE UNDERSTAND THESE ARE UNFORTUNATE TIMES AND UNFORTUNATE SITUATIONS. KEEPING EVERYTHING IN MIND IS OBVIOUSLY IMPORTANT BUT NUMBER ONE HAS TO BE SAFETY.

WE APPRECIATE THAT. >> I THANK YOU AND APPRECIATE THE WHAT SOME MAY SEE AS BEING AN OVERUSE OF RESOURCES BUT I VIEW IT AS NECESSARY BECAUSE IF IT WERE REAL YOU WOULD WANT TO HAVE ALL THOSE RESOURCES AND YOU DIDN'T KNOW.

MY QUESTIONS ARE TWOFOLD. NUMBER ONE, THE ONLY WAY WE'RE GOING TO START STOPPING SOME OF THESE IDIOTS FROM DOING WHAT SOMEONE DID TODAY IS IF THEY'RE CAUGHT AND MADE AN EXAMPLE OF.

AND THE FULL WEIGHT OF THE LAW AS COMMISSIONER CUTLER SAID IN HIS OPENING REMARKS FULL WEIGHT OF THE LAW IS BROUGHT UPON THEM SO I KNOW WE'RE EARLY IN THE PROCESS AND I'M NOT GOING TO PUT YOU ON THE SPOT HERE WITH THIS INVESTIGATION BUT I WOULD LIKE US TO DO EVERYTHING WE CAN AND I KNOW YOU WILL AND THE THREAT RESPONSE UNIT IS AS WELL TO DO WHATEVER YOU CAN DO IDENTIFY THIS INDIVIDUAL OR INDIVIDUALS AND BRING JUSTICE TO THEIR DOOR STEP. THAT'S FIRST.

THE SECOND THING IS AND IT'S A CHALLENGE THAT WE HAVE BECAUSE YOU SEE SOCIAL MEDIA OUT THERE. EVERYBODY IS THEIR OWN NEWS REPORTER. THERE'S MISINFORMATION.

THERE'S RABBLE ROUSING AND CHAOS INVOKING POSTS.

CAN WE DO ANYTHING EITHER AS A CITY OR IN CONJUNCTION WITH BSO TO HELP GET COMMUNICATION OUT FASTER EVEN IF IT IS, HEY, THE SCHOOL IS ON LOCK DOWN WITHOUT JEOPARDIZING AT ALL YOUR INVESTIGATION. YOUR RESPONSE TIME OR ANYTHING ELSE BUT IS ANYTHING WE COULD DO TO BETTER GET OUT COMMUNICATION TO PARENTS AND RESIDENTS SO THAT WE FILL THE VOID OF PEOPLE FEELING LIKE THEY HAVE TO BE THEIR OWN NEWS REPORTER.

THE SCHOOLS DO AN AMAZING JOB. THERE'S A CALL TEXT MESSAGES.

>> THE PROBLEM IS YOU HAVE SOME PEOPLE WHO DON'T HAVE KIDS IN THE SCHOOL WHO ARE OUT THERE SENDING MESSAGES POSTING MESSAGES WITHOUT THE INFORMATION.

[01:46:19]

WE CAN SEND A THING OUT ON FACEBOOK AND THAT'S GOING TO

CREATE MORE STUFF. >> I DON'T KNOW THE ANSWER.

>> FACEBOOK IS NOT -- >> I HEAR YOU.

>> FACEBOOK SHOULD NOT WITH THE MODE OF COMMUNICATION THAT WE -- AND IT'S NOT JUST PARKLAND BECAUSE EVERYONE DOES IT BUT THAT'S THE DRAMA CENTER OF EVER COMMUNITY.

AND WHEN IF WE SEND OUT A POST NO THAT'S NOT IT I SAW YOU SAW -- I SAW SOMEBODY RUNNING AROUND WITH AN AR-15.

NO, YOU DIDN'T. YOU SAW A POLICE OFFICER WITH AN AR-15. THOSE ARE TWO DIFFERENT STORIES.

SO I GET WHAT YOU'RE SAYING BUT I'M MORE ANGRY AT RESIDENTS WHO TAKE IT UPON THEMSELVES TO DO NOTHING BUT TRY TO CREATE DRAMA.

>> I HEAR YOU. >> BECAUSE THEY DON'T HAVE ENOUGH GOING ON AT HOME THAT THEY NEED TO GET IT OUT ON FACEBOOK AND CREATE DRAMA WITH SOMEBODY, SOMEWHERE, SOMEHOW

ABOUT SOMETHING. >> I WOULD LIKE TO APPROACH THIS A DIFFERENT WAY. ON THE PRESUMPTION THAT YOU DON'T DETERMINE THAT THE PERSON THAT MADE THIS CALL IS LOCAL MEANING SOMEBODY WITHIN THE CONFINES OF FLORIDA, FOR EXAMPLE, BECAUSE SOME OF THE RESEARCH I'VE DONE ON THIS SEEMS TO SUGGEST THAT THERE ARE BAD ACTORS IN OTHER COUNTRIES THAT WE DON'T HAVE JURISDICTION OVER THAT ARE DOING THESE KIND OF THINGS. I WANT TO SUGGEST THAT WE UTILIZE OUR PLATFORM HERE ON THIS DAIS AND OUR FELLOW COMMISSIONERS OF THE PAST WHO ARE NOW IN POSITIONS IN OTHER PLACES IN THE UNITED STATES, FEDERAL GOVERNMENT, FOR EXAMPLE, OR AT A STATE LEVEL. LET'S DO WHAT WE CAN IN OUR POSITION AS A LOCAL GOVERNMENT TO RAISE THE ROOF FOR THIS TYPE OF THING. IT'S NOT JUST HAPPENING HERE IT'S HAPPENING ALL OVER THE COUNTRY.

IT HAS TO BE THE MOUSE THAT ROARED.

>> ONE OF THE CALLS WE HAD IT ENDED UP -- EVERYBODY THOUGHT IT WAS MSD AND ENDED UP BEING ANOTHER SCHOOL AND IT WAS SOMEBODY FROM ANOTHER STATE OR COUNTRY.

WHO ENDED UP MAKING THE CALL. THESE THERE AREN'TS THAT DON'T HAVE CHILDREN IN SCHOOL AND DON'T NECESSARILY ON FACEBOOK OR SOCIAL MEDIA. THEY MAY HAVE BEEN DRIVING DOWN THE ROAD AND ALL OF A SUDDEN ESPECIALLY THE DAY AFTER THE 14TH SEEING AMBULANCES POLICE CARS LINED UP AND BEEN RETRAUMATIZED. I DON'T KNOW NECESSARILY WHAT THE RESPONSE SHOULD BE BUT THERE'S GOT TO BE SOME WAY THAT WE CAN COMMUNICATE IN A SAFE WAY AND SAFE ENVIRONMENT TO THOSE RESIDENTS AND LET THEM KNOW HERE ARE THE FACTS.

HERE'S THE INFORMATION. EVEN TO A POINT OF THERE COULD HAVE BEEN A TRAFFIC ACCIDENT. WE DON'T KNOW.

BUT I HAPPEN TO BE DRIVING DOWN THERE BECAUSE I WAS GOING TO A MEETING. LUCKILY ENOUGH I GOT THE TEXT.

DIDN'T KNOW IF IT WAS CLEARED OUT YET AND THAT'S WHERE I SAW OFFICER JERRY AND BLAKE THERE GOING YEAH WE'RE STILL WAITING AND EXPLAINING WHAT THE THREAT IS.

[01:50:02]

THERE WERE CARS LINED UP. EVEN I WOULD SAY IN THE NEXT FEW DAYS WE'RE GOING TO SEE THAT ON SOCIAL MEDIA.

WHY DIDN'T THEY DO THIS? WHY NOT DO THIS? YOU'RE ALWAYS GOING TO GET THE MONDAY MORNING QUARTERBACKS BUT THE OTHER POINT I WANT TO MAKE AND THIS IS A VERY, VERY DELICATE BALANCE. AND I DON'T WANT TO NECESSARILY GO INTO IT AS MUCH BUT I WANT TO BRING IT UP AS FAR AS WHAT MAY BE COMING DOWN THE ROAD FROM A FUNDING OF SROS.

THE STATE IS CLEARLY PROVIDED WITH MSD SCHOOL SAFETY ACT THAT

SCHOOL BOARDS ARE REQUIRED -- >> WHAT MY CONCERN IS OR AT LEAST WHEN I SAY CONCERN IS THAT WE'VE DISCUSSED A LOT OF TIMES ABOUT UPPING OUR MINIMUM MANNING.

THIS IS A TYPICAL EXAMPLE OF INSTEAD OF HAVING X NUMBERS OF OFFICERS ON THE STREET MAYBE IF WE HAD Y NUMBERS WE WOULD NOT HAVE TO BEG AND BORROW FROM OTHER MUNICIPALITIES THAT IN A MAJOR DISASTER COULD AFFECT THINGS.

THERE'S THAT DELICATE BALANCE. WE'RE GOING TO HAVE TO MAKE THAT DELICATE BALANCE AND CHOICE IN ADVOCATING TO THE SCHOOL BOARD TO MAY A LARGER PERCENTAGE OF THAT COST BECAUSE IT COMES TO US AS AN UNFUNDED MANDATE AS WELL AS TO THE SCHOOL BOARD SO WHETHER OR NOT IT'S PARTNERING WITH THE SCHOOL BOARD IN TALLAHASSEE TO KIND OF SAY WHERE ARE YOU GUYS AT OR US TAKING THIS STANCE SAYING THIS IS OUR MINIMUM REQUIREMENT.

THE CONCERN OF THERE'S AA 911 CALL.

>> WE INDUSTRIAL TO PROTECT RESIDENTS.

WE STILL HAVE TO PROTECT RESIDENTS AND THERE ARE PEOPLE THAT COME IN HERE AND TALK ABOUT TRAFFIC ISSUES.

WE'VE GOT 11 SROS THERE AT SCHOOLS DURING THE DAY AND THAT'S -- PLUS AN SRO SERGEANT. SO THESE ARE COSTING AND THEY WILL CONTINUE TO ESCALATE. IT'S COLLECTIVE BARGAINING.

THEY'RE NOT GOING TO BE AT A RATE OF 160.

MAYBE TWO YEARS FROM NOW THEY'LL BE AT 175.

THESE ARE THINGS THAT I WANT TO JUST BRING UP.

I DON'T WANT TO GET INTO A DISCUSSION.

AS I SAID IT'S AN EXTREMELY DELICATE BALANCE ESPECIALLY IN OUR COMMUNITY. SO LET'S JUST MAKE SURE NANCY THAT'S SOMETHING ON THE LIST.

I'M SITTING HERE GETTING OUR NOTIFICATION EL PASO MALL SH SHOOTING LEAVES ONE DEAD AND THREE INJURED.

OF COURSE WE CAN'T SOLVE THIS PROBLEM TODAY BUT MY QUESTION IS WHEN YOU GET A CALL CAN YOU SHARE WITH US A LITTLE BIT MORE OF DETAILS OF WHAT THE ACTUAL SUBSTANCE OF THE CALL WAS SO WE CAN UNDERSTAND OBVIOUSLY THERE WAS SOME THREAT BUT JUST SO WE UNDERSTAND HOW IT WAS DIRECTED AND WAS THE PERSON WHO WAS CLAIMING TO BE THE THREAT WAS THE CALLER? OR WAS SOMEONE REPORTING SOMEONE ELSE?

>> I CAN TELL YOU THAT A CALL WAS RECEIVED TO OUR OFFICE AND ACTUALLY CAME INTO OUR STATION. IT WAS A LIVE PERSON THAT CALLED US. AND THREATENED AN IMMINENT ACTIVITY AT MSD. SO THAT'S HOW WE RESPOND.

WE RESPOND TO THE SCHOOL TO TRY TO LOCATE THAT FERN OR PERSONS THAT ARE THERE TO DO HARM TO THE STUDENTS TO THE STAFF.

WE DON'T KNOW IF THAT PERSON IS OUTSIDE OF THE SCHOOL OR IF THAT PERSON HAS NOW GOTTEN INTO THE PERIMETER OF THE SCHOOL.

WE DON'T KNOW ANYTHING OTHER THAN WHAT WE RECEIVED.

SO WITHOUT GETTING INTO SPECIFICS AS TO THE SPECIFIC WORDING THAT WAS USED IT WAS AN IMMINENT THREAT AND THAT'S WHY ALL THOSE RESOURCES WERE CALLED IN TO TRY TO IDENTIFY IF THERE WERE ANY THREATS ON CAMPUS OR OFF CAMPUS AT THE TIME.

[01:55:07]

>> ANYONE ELSE? THANK YOU.
