[1. Call to Order]
[00:00:13]
>>> GOOD EVENING EVERYONE. FOR THOSE OF YOU OUTSIDE, IF YOU'D LIKE TO MOSEY ON IN. IF I CAN GET THE JROTC TO COME UP FRONT AND HELP LEAD THE PLEDGE.
OKAY, GOOD EVENING EVERYONE. WE'LL GO AHEAD AND CALL THIS REGULAR CITY COMMISSION MEETING OF THE CITY OF PARKLAND, FLORIDA TO ORDER ON WEDNESDAY JANUARY 18.
WE'LL RISE FOR THE PLEDGE. LED BY OUR JROTC FROM MSD.
AND SIT DOWN. UNTIL -- OH, WHERE'S JORDAN? DO WE NEED JORDAN? GIVE ROLL CALL WHEN HE GETS HERE. OKAY.
LET'S GO AHEAD AND DO ROLL CALL.
[4. Approval of Minutes]
THANK YOU. >> APPROVAL OF THE MINUTES.
>> MOTION TO APPROVE. >> SECOND.
[7. Presentation]
>> PASSES. I'LL SWITCH UP REAL QUICK IF THAT'S ALL RIGHT WITH YOU ON THE AGENDA.
WE'LL HAVE A QUICK PRESENTATION BY COUNTY COMMISSIONER MICHAEL
UDINE. >> TO A PACKED HOUSE, TOO.
I LOVE IT. GOOD EVENING, MAYOR WALKER, CITY COMMISSIONS, CITY MANAGER, CITY ATTORNEY AND SO MANY FRIENDS FROM THE CITY OF PARKLAND THAT ARE OUT HERE.
IT'S GREAT TO SEE SO MANY PEOPLE.
OUT HERE IN PARKLAND, AT THE COMMISSION MEETING.
THANK YOU FOR HAVING ME. I HAD SPOKEN WITH THE MAYOR AND I WANTED TO COME AND BRING AN UPDATE ON LOCKS ROAD.
THAT WAS A MAJOR CONCERN AND IT IS A MAJOR CONCERN FOR ALL OF US. I'M HAPPY TO REPORT THAT LOCKS ROAD IS FULLY FUNDED. THE IMPROVEMENTS THAT ARE MADE ON THE ROAD, WE WERE ABLE TO MOVE THOSE DOLLARS IN THE BUDGET THROUGH THE MPO AND THROUGH THE COUNTY COMMISSION.
THAT'S ALL APPROVED, IT WAS ALL DONE, GREAT TO CUT FROM THE BUREAUCRACY WHEN RICHARD -- AND THEY SHOULD BE AROUND HERE SOMEWHERE. HE WORKS VERY WELL WITH THE PROFESSIONAL STAFF AND THE CITY MANAGER AND THE COUNTY.
[00:05:01]
HE WAS AT A WORKSHOP IS SAID WE'LL HAVE THIS FUNDED BY MARCH.AND I SAID GREAT, DO YOU GUARANTEE IT? AND HE SAID GUARANTEE IT IT'S FUNDED BY MARCH.
I SAID, PUT IT ON THE MARCH AGENDA.
TAKE IT OFF IF IT'S FUNDED IF NOT, WE'LL HAVE A BIG DISCUSSION. I'M HAPPY TO REPORT, IT'S BEEN FUNDED PASSED THE MPO AND THE COUNTY COMMISSION LAST MONTH.
WHAT HAPPENS NEXT? THE DESIGN PACKAGE AND THE BIDS SPECS ARE DONE. THEY'RE IN TALLAHASSEE.
I BELIEVE THEY'LL BE SUBMITTED BY JANUARY 23, WHICH IS NEXT WEEK. THE BID OPENING IS MARCH 29, MARCH 29 THEY'LL OPEN THE BID OF WHO GETS THE JOB TO DO IT.
AND CONSTRUCTION SHOULD BEGIN IN THE SUMMER TIME.
THE REASON OF THE DELAY FOR MARCH TO THE SUMMER TIME IS WHEN I SAY CONSTRUCTION WE MEAN CONSTRUCTION ON THE ROAD PROJECT. BUT FPL AND THE PLAYERS HAVE A FEW MONTHS TO MOVE THE UNDERGROUND UTILITIES AND THE EASEMENTS THEY HAVE. SHOWING UP AT THE RIGHT PLACES, AND THIS IS ONE WE'LL WORK ON TOGETHER.
AND BRING THIS HOME AS QUICKLY AS POSSIBLE FOR ALL THE RESIDENTS. I USE LOCKS ROAD ALL THE TIME.
I LIVE UP HERE TOO, IT'S SOMETHING THAT'S DESPERATELY NEEDED. I KNOW FOR THE PEOPLE AND THE PUBLIC HERE, THERE'S THE UPDATE OF WHAT IT'LL LOOK LIKE, IT'S INTERACTIVE AND YOU CAN STROLL THROUGH ON THE CITY OF PARKLAND'S WEBSITE. I COME BRINGING GOOD NEWS AS IT RELATES TO LOCKS ROAD. AND I'M HAPPY TO ANSWER QUESTIONS. YOU ALL KNOW ME, I KNOW YOU.
IF YOU NEED ANYTHING, REACH OUT.
I'LL STAY ON TOP OF THEM AND STAY ON THE DATES AND MAKE SURE
IT GETS DONE. >> THANK YOU FOR COMING.
I WANT TO MAKE SURE THAT EVERYONE IS AWARE AND WE ACKNOWLEDGE TO GIVE THE EXACT NUMBER.
WE GOT FUNDING FOR $25 MILLION FROM THE FEDERAL GOVERNMENT TO GET THIS PROJECT COMPLETED. AND THE PROJECT CAME BACK AFTER DESIGN AND IS BUDGETING AT I THINK $32 MILLION AND SOME CHANGE. OF COURSE, WE ALL PANICKED.
>> INFLATION. >> UNDERSTANDABLE THE COSTS GOING UP. TRUST OF MATTER IS THE MPO AND THE FDO, THEY WERE GOING TO CANCEL THIS PROJECT.
IT'S NOT FUNDED. AND WITH YOUR EFFORTS, YOU WERE ABLE TO DO WHAT YOU WERE ABLE TO DO AT THE COUNTY, AND WE GOT THIS FULLY FUNDED. THAT CANNOT BE UNDERSTATED.
THAT'S A BIG NUMBER, AND THAT'S A PROJECT, I KNOW FOR YOU WHO HAVE LIVED HERE FOR A LONG TIME. THE ROAD IS SOMETHING THE CITY OF PARKLAND IS TRYING TO GET DONE FOR A LONG TIME.
IT STARTED BACK WHEN YOU WERE MAYOR.
NOW TO SEE WHAT YOU DID TO GET IT DONE, IT'S GREATLY APPRECIATED. I ALSO WANT TO MAKE SURE THAT I MENTION PUBLICLY, WE GREATLY APPRECIATE YOUR EFFORTS AND YOUR LEADERSHIP IN THE 911 COMMUNICATIONS.
UP AND YOU MADE SURE THAT THE D- COUNTY IS MOVING AHEAD WITH THE HB. FOR THOSE OF YOU WHO DON'T KNOW WHAT THE HUB IS, THE HUB IS A TECHNICAL UNIT THAT'LL ALLOW THE COUNTY TO SPEAK WITH CORAL SPRINGS.
WE HAVE BSO POLICE, CORAL SPRINGS-PARKLAND IS THE FIRE.
BUT THIS HUB TECHNOLOGY IS SOMETHING THAT'LL ALLOW THAT COMMUNICATION TO FLOW EASILY, WHICH WILL MAKE THINGS FASTER AND BETTER FOR OUR FIRST RESPONDERS.
AND AGAIN, COMMISSIONER, YOU STEPPED ON.
>> YOU WERE THIS AND, BOB WAS THERE.
AND OTHERS DOWN THERE. WE HAD THAT MEETING.
TO BRIEFLY TOUCH ON THAT, THIS IS AN ISSUE I'VE BEEN STUDYING FOR A WHILE. THE PEOPLE IN THE AUDIENCE, SPAEBL THE YOUNGER PEOPLE -- ESPECIALLY THE YOUNGER PEOPLE
[00:10:04]
WILL UNDERSTAND THIS BETTER. WHEN APPLE KEEPS UPGRADING THE I-PHONES, THAT'S WHAT WE'RE DOING IN THE COUNTY.WE HAVE THE LATEST AND GREATEST TECHNOLOGY FOR 911 CALL CENTER AND ANSWERING. EVEN CORAL SPRINGS WHO WE QUOTE UNQUOTE SOMETIMES COMPETE AGAINST FOR 911 SERVICES, IT'S NOT REALLY COMPETITION BUT THEY'RE ANOTHER PROVIDER.
THEY WOULD COME UP HERE AND TELL, OUR TECHNOLOGY IS THE NEWER GENERATION OF WHAT THEY HAVE.
AS WE NOW TRANSITION THE NEXT ONE CAME OUT.
WE'RE GOING TO THE NEXT MOTOROLA GENERATION OF TECHNOLOGY.
ONCE WE HAVE THAT DONE, THE OLDER GENERATION, WILL BE USED TO INTERFACE WITH CORAL SPRINGS TO DO THAT TEST TO TEST THE TWO OF THEM TOGETHER. OBVIOUSLY THEY'LL MAKE THIS WORK. THE TECHNOLOGY, THEY HAVE THE ABILITY TO DO THIS. GOOGLE CAN TALK TO APPLE.
AND FROM WHAT I'VE LEARNED IT'S MORE THAN CONNECTING CORAL SPRINGS AND BFO. IF IT WORKS, IT'S GOING TO WORK.
THERE'S NO REASON THE CITY OF PARKLAND AND BROWARD COUNTY COULDN'T INTERCONNECT WITH PALM BEACH COUNTY.
WHATEVER IT IS. THIS IS GOING TO MAKE IT SEAMLESS FOR DIFFERENT PROVIDERS ALL THE WAY AROUND.
THAT WAS A BIG ISSUE THAT UP HERE IS SO IMPORTANT TO ALL OF US FOR OBVIOUS REASONS. FOR THE LOCKS ROAD, ONE OTHER THING, THE PUBLIC MAY NOT REALIZE WHAT MAKES THIS SO COMPLICATED WITH THE ROAD IS THERE'S THREE JURISDICTIONS THAT OWN PIECES OF THE ROAD. THE CITY, THE COUNTY, THE STATE AND I THINK THERE MAY BE FEDERAL DOLLARS.
SO THE THREE JURISDICTIONS OWN DIFFERENT PIECES AND SECTIONS OF THE ROAD. TO COORDINATE THAT IS REALLY WHAT TAKES A LOT OF THE TIME. IT'S DONE NOW AND MOVING FORWARD. THAT'S MY STORY, I'M STICKING TO
IT, IF THERE'S OTHER QUESTIONS. >> I DON'T HAVE A QUESTION, EXCEPT TO SAY THANK YOU SINCERELY.
I DRIVE LOCKS EVERY DAY OF MY LIFE.
I FEEL THIS COULD NOT HAVE HAPPENED EXCEPT FOR YOUR ADVOCACY. THANK YOU.
I'LL WAIT AND WATCH THE JROTC GET AWARD AND HAD THEN I'LL
[5. Comments from the Public on Non-Agenda Items]
LEAVE. >> WE'LL GO AHEAD AND DO THE COMMENTS FROM THE PUBLIC? ANYONE FROM THE PUBLIC?
>> GOOD EVENING. WE ARE PLEASED TO BE HERE TONIGHT ON BEHALF OF REPRESENTATIVE -- WHO'S IN TALLAHASSEE FOR COMMITTEE WEEK. SHE WANTS US TO BE HERE TO SAY SHE'S HONORED TO SERVE THE RESIDENTS OF PARKLAND.
THERE WAS A SPECIAL SESSION IN SEPTEMBER.
REPRESENTATIVE HAS HEARD FROM SO MANY RESIDENTS HERE ON THE PROPERTY ISSUES. THE BILL PASSES THE SPECIAL SESSION, IT DID NOTHING TO PROVIDE IMMEDIATE RELIEF TO THE CONSTITUENT. THEREFORE, OPPOSED THE BILL, PROMISED TO CONTINUE TO WORK TO ADDRESS SKYROCKETING INSURANCE
RATES. >> THE REPRESENTATIVE FILED HOUSE BILL 199 CONFLICTING -- FOR PUBLIC OFFICERS OR EMPLOYEES. SHE'S BEEN WORKS ON THIS SINCE THE SUMMER. IT WOULD REMOVE THE CURRENT -- TO DO BUSINESS FOR THE SAME SPECIAL TASK DISTRICT.
LIMIT THE -- AND PROVIDE MORE TRANSPARENTSIES TO THE DISTRICTS
WE SERVE. >> SHE ALSO RECEIVED THE CITY'S APPROPRIATION REQUEST AND FILED FOR THIS LEGISLATIVE BUDGET.
WE'RE GRATEFUL FOR THE STAFF'S HARD WORK ON THIS ITEMS.
>> LASTLY SHE'S HOSTING THE PRESESSION TOWN HALL MEETING.
EVERYONE IS INVITE AND HAD WE HOPE YOU'LL ATTEND.
SHE APPRECIATES THE PARTNERSHIP WITH THE CITY OF PARKLAND.
THANK YOU ONCE AGAIN FOR THE OPPORTUNITY TO GIVE THIS UPDATE
[00:15:02]
AND WE HOPE YOU HAVE A GREAT MEETING.>> THANK YOU. >> ANYONE ELSE FROM PUBLIC?
I'D LIKE TO THANK MAYOR WALKER, VICE MAYOR -- COMMISSIONERS, FOR THEIR SUPPORT OF THE COMMUNITY, I'M HERE AS THE HOA PRESIDENT THIS EVENING. AND I WOULD LIKE TO PRESENT THE COMMISSION IF I MAY WITH A COPY OF THE RECENTLY SUBMITTED LANDSCAPE ENGINEERING REPORT THAT JUST CAME IN FROM EARTH ADVISERS. MAY I APPROACH?
>> THIS REPORT COMPLETED BY EARTH ADVISERS ON DECEMBER 19 DOCUMENTS CERTAIN CASCADA REPORT.
AND THE REPORT INCLUDES IMPOPULAR PLANTING.
LANDSCAPE PLANTS, ET CETERA. THERE'S A LONG LISTING OF DEFICIENCIES IN THE COMMUNITY. I CAME HERE TONIGHT TO ASK FOR YOUR SUPPORT AND ALSO, CONTINUED SUPPORT.
AND ALSO ASK FOR YOUR CONTINUED SUPPORT WITH REGARD TO THE SIGNAGE IN FRONT OF THE COMMUNITY AT THE BACK AND FRONT GATES. THE CASCADA SIGN IS IN THE REHAB STAGE BY THE DEVELOPER FOR 15 MONTHS NOW.
AND I REALLY BELIEVE I COULD HAVE DONE IT QUICKER MYSELF.
I DON'T KNOW HOW TO TILE BUT I THINK I COULD HAVE PROBABLY TAKEN IT ON. CASCADA CONTINUES TO REACH OUT TO THE CITY FOR HELP. THAT'S WHY I'M HERE THIS EVENING. THANK YOU FOR EVERYTHING THE PAST AND HOPEFULLY THAT'LL CONTINUE AND NOW YOU'RE UP TO
ANYONE ELSE FROM THE PUBLIC? WISH TO SPOKE ON NONAGENDA
>> GOOD EVENING. AND FIRST I WANT TO THANK YOU ALL FOR THE MARTIN LUTHER KING JR. CELEBRATION ON MONDAY.
IT WAS REALLY AMAZING. I HAD A LOT OF FUN, MY KIDS WERE DANCING, BUT MORE IMPORTANTLY THE SPEAKERS WERE REALLY INSPIRING. TALKING ABOUT UNITY, IT WAS AWESOME. THANKS AGAIN FOR THAT.
I'M HERE TODAY BECAUSE I RECENTLY SAW THIS AD THAT SAID, YOU CHOSE THE PARKLAND THAT WAS JUST RIGHT FOR YOU AND YOUR FAMILY, ROOTED IN OLD FLORIDA RANCH HISTORY WITH WARMTH.
EQUAL TO OUR ASPIRATIONS BUT IN A WAY THAT REDEFINES.
PARKLAND RIGHT WHERE YOU BELONG. I HAVE TO SAY, THE TAG LINE SAYING RIGHT WHERE YOU BELONG AND THE PICTURE OF A FAMILY THAT DOESN'T LOOK LIKE MY FAMILY OR SOME OF THE FAMILIES I KNOW, JUST HELPS DEFINE FOR RESIDENTS OUR NEIGHBORS AND THOSE WHO ARE CONSIDERING MOVING TO PARKLAND. IT'S A VERY POPULAR PLACE FOR THOSE IN NORTHEAST WHAT IT LOOKS LIKE TO BELONG HERE.
I PERSONALLY SEE IT AS A MISSED OPPORTUNITY TO HIGHLIGHT THE BEAUTY IN THE DIVERSITY IN PARKLAND.
I WONDER IF THERE'S AN OPPORTUNITY FOR US TO REVISIT THIS AD AND SEE IF THERE'S A WAY TO HIGHLIGHT MORE OF WHAT IT LOOKS LIKE TO BE IN PARKLAND. THE DEMOGRAPHICS ARE CHANGING HERE. COULD BE AN OPPORTUNITY TO HIGHLIGHT THAT TO THE RESIDENTS IN THE WORLD.
[00:20:09]
COMMISSIONERS. KEN, BOB, MAYOR.VICE MAYOR. COMMISSIONER, MANAGER, CITY, EVERYONE. I HAVE THREE MINUTES, I NEED 30.
BUT I'LL TAKE THE 3. I WANT TO COME HERE AND TALK ABOUT WHAT THE PRIOR SPEAKER WAS TALKING ABOUT.
PARKLAND JUST PUT TOGETHER A MARKETING PLAN THAT INCLUDES A MARKETING PLAN, SOME TAG LINES AND A LOGO.
IT WAS IN THE LOCAL NEWS, WE SPENT $90,000.
MANY PEOPLE TALKING ABOUT HOW TO SPEND $90,000 ON A LOGO.
I WANT TO SET THE RECORD STRAIGHT.
A CITY WITH A $40 MILLION BUDGET, I HAVE NO ISSUE WITH SPENDING $90,000 ON A MARKETING PLAN.
IT'S MORE THAN A LOGO. IT'S A WHOLE MARKETING PLAN WRAPPED AROUND THE LOGO. THAT'S NOT MY ISSUE.
WITH THAT BEING SAID, I KNOW I CAN'T OFFEND ANYONE HERE BY SAYING I'M A LONG TERM RESIDENT AND I FIND THIS TO BE THE BEST CITY I'VE LIVED IN. PROBABLY THE BEST IN FLORIDA IF NOT IN THE COUNTRY. I DON'T SAY THAT LIGHTLY.
THERE'S SO MANY REASONS. SO WHEN I SAW OUR LOGO AND THE MARKETING AROUND IT, I THOUGHT THAT WE COULD DO BETTER OF A JOB. I THOUGHT THAT THE LOGO COULD BE THE BEST LOGO. IF YOU'RE CREATING THE LOGO AND YOU HAVE A MULTIMILLION DOLLAR BUDGET TO ADVERTISE, THAT'S ONE THING. BUT IF I'M SEEING IN PARK CITY, UTAH AND IN THE LODGE HAVING MY HOT COCOA, AND SITTING WITH MY PARKLAND HOODIE, I WANT SOMEONE TO SAY, THAT'S A COOL SHIRT, WHAT IS THAT? I'M GOING TO BE DRAMATIC.
ROOTED IN OLD FLORIDA RANCH HISTORY.
THAT HORSE ROAD AWAY 20 YEARS AGO.
WE'RE A COMMUNITY OFGATED COMMUNITIES.
PARKS, THE LAND OF PARKS. WITH UNPRETENTIOUS WARMTH.
EQUAL TO ASPIRATIONS BUT IN A WAY TO REDEFINE WHAT IT IS TO HAVE MORE PARKLAND, RIGHT WHERE YOU BELONG.
EQUAL TO YOUR ASPIRATIONS BUT IN A WAY THAT RETWINE DEFINES -- REDEFINES. I AIM TO PARKLAND FOR -- CAME TO PARKLAND FOR THE PARKS. FOR THE BEAUTIFUL COMMUNITY FOR THE EDUCATION. PARKLAND IS THE LAND PARKS.
WE HAVE CLEAN, IT'S SAFE, SECURE.
THE BEST CITY IN FLORIDA AND WE SHOULD HAVE THE BEST LOGO.
YEAH, THERE'S A HISTORY, A RICH HISTORY OF EQUINE HERITAGE, BUT PARKLAND, THIS IS THE LOGO. AND TO BE HONEST WITH YOU, I'M EMBARRASSED BY IT. SO I NEED 30 MORE SECONDS.
30 MORE SECONDS. FIRST OF ALL, THIS IS THE PARKLAND DAY LOGO, WHERE I LIVE.
THERE'S A P, WE HAVE A TRAIN MARK INFRINGEMENT.
SECOND OF ALL, THIS IS A GREAT CITY, WE NEED TO THINK OUT OF THE BOX. LOOK AT THESE UNBELIEVABLE KIDS.
I'VE BEEN LIVING HERE FOR 16 YEARS.
WE HAVE THE BEST KIDS I HAVE SEEN COMING OUT OF THE SCHOOLS.
MY SON JUST GRADUATED -- >> GET CLOSER TO THE MIC.
SO EVERYONE CAN HEAR. >> WE HAVE THE BEST KIDS.
THESE KIDS, IT WOULD BE A WIN IF WE WENT TO MARJORY STONEMAN DOUGLAS AND ASK THEM TO COME UP WITH A LOGO WITH KIDS THAT ARE EMBRACED IN THE CITY. I WILL NOT STOP UNTIL WE RETOOL THIS WHOLE PLAN. I FIND IT HORRIBLE.
THAT LOGO IS GENERIC, WEAK, CHEAP, IT IS BORING, IT IS PLAIN, IT IS NOT PARKLAND. THANK YOU.
>> ANYONE ELSE WISH TO SPEAK ON NONAGENDA ITEMS? ANYONE ELSE? SEEING THERE'S NONE, WE'LL MOVE
TO COMMISSIONER COMMENTS. >> THANK YOU.
I WANT TO START OFF WITH HOPE EVERYONE HAD A NICE WINTER BREAK. I'M STILL A BIT JET LAGGED FROM
[00:25:03]
OUR TRAVEL TO THAILAND. IT WAS AN AMAZING TRIP, AND LEARNED A LOT OF THE PEOPLE IN THAILAND, WHO ARE INCREDIBLY NICE AND FRIENDLY. I WANT TO COMMEND THE FIRE DEPARTMENT WERE FIGHTING A SIX UNIT FIRE ON APARTMENTS IN CORAL SPRINGS. NO ONE WAS INJURED.THE FIREFIGHTERS SAVED THE PETS IN THE APARTMENTS AND DEPUTY CHIEF MOSER. THEY DESERVE A HAND.
I HAD A CHANCE TODAY TO ATTEND THE PARKLAND TRUSTEE LUNCH.
THEY DID A FANTASTIC JOB WITH SERVICE AND FOOD.
IT'S OUTSTANDING. AND WE GOT TO HEAR FROM THE FRIENDLY NEWSCASTER, WHO'S A PARKLAND RESIDENT.
THE CHAMBER IS AMAZING, I ENCOURAGE ALL OF THOSE WHO HAVE BUSINESS HERE OR DO BUSINESS HERE TO CHECK IT OUT.
THE MLK EVENT WAS SPECIAL AND POWERFUL.
THE SPEAKERS WITH THE ENTERTAINMENT AND DANCERS AND SINGERS WERE ALL FANTASTIC. THERE WAS A LOT OF LOVE IN THE PARK, I APPRECIATE WHAT THE STAFF DID PUT THAT TOGETHER.
I WANT TO THANK BROWARD COMMISSIONER MICHAEL UDINE, WHO WAS THERE. HE'S OUR FORMER MAYOR.
HIS PICTURE IS ON THE WALL OVER THERE.
AND OUR NEWEST UNITED STATES CONGRESSMAN, FOR COMING TO THE CELEBRATION, I REALLY APPRECIATE IT.
AND SPEAKING OF THEM, WE'RE PROUD TO HAVE THE CHANCE TO ATTEND THE SWEARING IN CEREMONY. THESE FINE GENTLEMEN HERE, BUT ALL OF OUR COMMITTEE VOLUNTEERS AND AMAZING STAFF AND WE ALSO HAVE FROM PARKLAND, A BROWARD COUNTY COMMISSIONER A FLORIDA STATE REPRESENTATIVE, AND WE NOW HAVE A FORMER PARKLAND VICE MAYOR FOR THE FLORIDA'S 23RD CONGRESSIONAL DISTRICT.
ALL WORKING FOR US. THAT'S OUTSTANDING FOR A SMALL COMMUNITY LIKE THAT. WE HAVE 35,000 RESIDENTS.
AND THAT'S WHAT WE'RE DOING. THAT'S IN ADDITION TO ALL THE KIDS THAT ARE OUT THERE FIGHTING FOR GUN SAFETY FOR THE PROTECTION OF OUR SCHOOLS. I COMMEND YOU FOR DOING THAT.
I APPLIED A LATE BREAKING ARTICLE THAT PLANS ARE UNDERWAY AND PUBLICLY DISCUSSED OF THE MSD MEMORIAL.
I'M HAPPY TOISE YOU THAT THE CITY DID RECEIVE THE FLORIDA HERITAGE MARKER IT'S IN OUR BUILDING FOR THE SITE, AND PLANS ARE IN THE WORKS OF HOW TO INSTALL THE MARKER.
THE FLORIDA HISTORICAL MARKER PROGRAM IS DESIGNED TO RAISE PUBLIC AWARENESS OF THE RICH HISTORY, AND TO ENHANCE THE HISTORICAL SITES BY THE CITIZENS.
WE HAD A PREMIERE ARCHAEOLOGICAL SITE HERE.
THE SCHOOL BOARD WORKSHOP ON SCHOOL BOUNDARIES, UPDATE ON THE BOUNDARY PROCESS AND DRAFT PROPOSALS IS UTILITARIAN SCHEDULED FOR FEBRUARY -- CURRENTLY SCHEDULED FOR FEBRUARY 7. IT'S STRONGLY ENCOURAGED TO SHOW UP FOR THE MEETING. IF ANYONE IS INTERESTED TO FIND OUT MORE, LOOK AT THE 23-24 BOUNDARY PROPOSALS AND THE COMMUNITY INPUT ON BROWARDSCHOOLS.COM.
WE NEED TO PRESENT A UNITED, FOCUSED SUPPORT.
THIS IS AN IMPORTANT MEETING. I WANT TO CONGRATULATE SHARON WHO'S OUT HERE IN THE AUDIENCE FOR HER FIRST PLACE AT THE FLORIDA PRESS CLUB. THAT'S HARD TO DO.
GREAT JOB AND LASTLY, PARKLAND DAY IS MARCH 11.
FOR THOSE OF YOU INTERESTED IN GETTING IN THE PARADE, THERE'S A DEADLINE THAT'S COMING UP SHORTLY.
END OF THE MONTH. JANUARY 31 IS THE DEAD LAIN FOR GETTING THE -- DEADLINE TO GET THE SUBMISSIONS IN FOR THE
[00:30:02]
PARADE. LASTLY.ALMOST FIVE YEARS AGO, IN THE MIDDLE OF VALENTINE'S DAY, WE WILL NOT HAVE AN OPPORTUNITY TO ADDRESS IT TO THE PUBLIC.
I WANT TO MAKE A BRIEF COMMENT ON THAT.
OUR COMMUNITY IS FIGHTING FOR SCHOOL AND GUN SAFETY FOR FIVE YEARS NOW. WE'RE COMING UP ON FIVE YEARS.
AND THERE ARE STILL PEOPLE WITHIN THE COMMUNITY THAT HAVE BEEN TRAUMATIZED BY THE EVENT AND BY ISSUES THEY SEE ON THE TV. THE FACT IT'S SOMETHING THAT CONTINUES TO REPEAT ITSELF OVER AND OVER AGAIN IN THE NATION.
IF FOR ANY REASON YOU FEEL TRAUMATIZED OR YOU NEED HELP, PLEASE REACH OUT AND GET HELP. IF YOU SEE A FRIEND HAVING TROUBLE OR DIFFICULTY, A FAMILY MEMBER, PLEASE REACH OUT.
THERE'S A NUMBER OF DIFFERENT PLACES THAT WE HAVE IN THE COMMUNITY. THERE'S INFORMATION ON THE CITY'S WEBSITE. THAT YOU CAN EASILY FIND HELP WITH. I ENCOURAGE YOU PLEASE TO LEAD UP TO THIS EVENT AND AFTERWARDS IF SOMEONE IS STRUGGLING, PLEASE REACH OUT. THOSE ARE MY COMMENTS.
FIRST OF ALL, HAVEN'T HAD AN OPPORTUNITY TO WISH EVERYONE A HAPPY NEW YEAR. HOPE WE HAVE A GREAT 2023.
YOU WANT TO GIVE THE PRINCIPAL REPORT? ONLY KIDDING. THE STUDENTS HERE THERE'S A REMINDER THAT THIS SATURDAY, AND FEBRUARY 4 IS SAT PREP.
IF YOU HAVEN'T SIGNED UP. MY RECOMMENDATION IS TO SIGN UP.
IT'S A GREAT OPPORTUNITY WITH SCORING AT THE TOP.
I DO WANT TO GIVE A SHOUTOUT TO MARK -- JUST TO RELAY THE INFORMATION FROM ME. I SAW HIM AT THE COVERED BRIDGE A COUPLE OF WEEKS AGO. HE WAS RAKING, CLEANING, JUST A GREAT EMPLOYEE OF HIS COMMITMENT TO THE CITY.
JUST A GREAT EMPLOYEE AND I WOULD TO PASS ON MY SENTIMENTS FOR HIS SERVICE AND WORK. IF WE CAN DO THAT, I GREATLY APPRECIATE IT. AGAIN, THE CHAMBER AGAIN DIDN'T DISAPPOINT. THEY HAD A FANTASTIC LUNCH TODAY. WITH GUEST SPEAKER, AND ONE THING I WANT TO TOUCH ON WITH THE 911 CALL SYSTEM, THERE'S A PUSH AND I KNOW THE CAPTAIN SENT OUT A FACEBOOK MESSAGE OF WHEN TO CALLJ AND WHEN TO CALL THE NONEMERGENCY NUMBER.
IF WE CONTINUE TO PUSH OUT THAT INFORMATION, THE COUNTY IS LOOKING TO CREATE LESS PRESSURE ON THE CALLTERICS.
OBVIOUSLY CORAL SPRINGS IS. IT FREEZE THEM -- FREES THEM UP TO ANSWER THE ONCE THAT ARE LIFE THREATENING.
THE BROWARD DELEGATION HAD A MEETING LAST FRIDAY.
I WANT TO THANK REPRESENTATIVES AS WELL AS THE DELEGATION FOR PASTING THE ANNEXATION BILL. IT WENT SMOOTHLY.
THE MAYOR WAS THERE. >> SEPTEMBER 15, 2023 WILL BE
EFFECTIVE. >> WE'LL HAVE A NEW PIECE OF LAND AND NEW PROPERTY. LAST WEEK I PARTICIPATED IN THE LEADERSHIP BROWARD PROGRAM. IT WAS VERY INFORMATIVE AND ENLIGHTENING. ONE THING AS AN ELECTED OFFICIAL, TALKING ABOUT YOURSELF YOU NEVER SHY AWAY FROM IT.
THAT'S A GREAT OPPORTUNITY. A COUPLE OF OTHER THINGS, I BELIEVE IT'S OUR -- OUR MONTHLY CARING COST AND EXPENSES.
JUST LEARNING TODAY SOME OF THOSE THINGS WILL EFFECT HOW WE DO MOVING FORWARD. TO THAT EXTENT, I WOULD LIKE TO REQUEST FROM THE CITY MANAGER, AND I HOPE YOU AGREE TO GET A MONTHLY STATUS REPORT OF THOSE EXPENSES, CERTAIN PERIOD OF TIME
[00:35:01]
AFTER THE CLOSING OF THE MONTH. I DON'T KNOW IF WE'RE ALL IN -->> THAT'S A GREAT IDEA. >> TO KEEP US INFORMED.
>> YEP. ANOTHER ISSUE IS APPOINTED AS THE LIAISON TO REPRESENTATIVE -- ARE THEY STILL HEREOF? THEY MUST HAVE LEFT. BECAUSE OF THE SUNSHINE LAW, AS MAYOR I COULDN'T HAVE DISCUSSIONS WITH HER NOW I CAN HAVE CONTINUED DISCUSSIONS WITH HER.
ONE THING WE DISCUSS IS LEGISLATIVE OPPORTUNITIES.
INDEPENDENTLY PERSONALLY LIKE TO TAKE THE LEAD ON THIS IN RECOGNIZING AND BEING A LONG TERM RESIDENT IS WE NEED TO ESTABLISH, WE LOOKED AT HAVING A POST OFFICE, BUT A UNIQUE ZIP CODE FOR THE CITY OF PARKLAND. WHEN YOU PURGE THAT IT -- PUNCH THAT IT, IT SHOWS CORAL SPRINGS OR THE BEACH, BUT NOT PARKLAND.
MY DISCUSSION IS WHAT SHE'S WILLING TO DO IS TO PUT IN WHAT'S CALLED A MEMORIAL BILL. URGES CONGRESS, AND WORKING WITH CONGRESSMAN THE SAME WAY. TO URGE CONGRESS TO MAKE THE SAME CHANGE. I WOULD LIKE TO PUT THAT ON THE
LEGISLATIVE AGENDA. >> SOUNDS GOOD TO ME.
MOVING ALONG. ANOTHER QUESTION FOR NANCY, DID WE HAVE ANY FURTHER CONNECTION WITH MOTOROLA?
>> I'LL ASK. >> GOOD EVENING MR. MAYOR AND COMMISSIONERS. THE ANSWER IS YES.
YOU WERE THERE AT THE DINNER, LUNCH.
REPRESENTATIVES, I SPOKE TO DENISE, AND SHE SAID THAT THE TIMING IS NOT RIGHT FOR THE PRESENTATION TO HEAR.
THEY WANT TO ACHIEVE EXACTLY WHAT COMMISSIONER SPOKE ABOUT.
THE CONNECTIVITY, IT'S GOING TO WORK.
ONCE THAT'S DONE, THEN THEY'LL COME.
>> GREAT. THIS STRATEGIC PLANNING, THEY
ACKNOWLEDGING IT'S WORKING. >> GREAT, OF COURSE.
THANKS. >>> AND THEN, FINALLY AND I GUESS I'LL MAKE SOME COMMENT ON TWO OF THE SPEAKERS THAT WE HAD TODAY. REGARDING THE LOGO AND THE TAG LINE. I BELIEVE THAT WE NEED TO REVISIT, AS A COMMISSION WE DIDN'T HAVE ANTON FOR ALL OF US -- OPPORTUNITY FOR ALL OF US TO TALK ABOUT IT.
I HAE NO IDEA SUNSHINE LAW, THE COMMISSIONERS WHAT YOU'RE THINKING AND THOUGHT PROCESS IS. THERE WERE A LOT OF COMMENTS THAT OBVIOUSLY POSTED ON SOCIAL MEDIA.
THERE WERE INDIVIDUAL COMMENTS RECEIVED.
SOME E-MAILS ABOUT IT. WE NEED TO REVISIT, I DON'T THINK WE NEED TO BE DISMISSIVE OF THE COMMENTS.
WE'RE NOT A CORPORATION, WE'RE A CITY.
WE HAVE TO BE SENSITIVE TO THOSE NEEDS.
THE TAG LINE HAS SOME ISSUES IN MY OPINION TO OUR BLACK AND BROWN COMMUNITIES. THE LGBTQ COMMUNITY.
WE DON'T WANT TO TRIVIALIZE IT. WE WANT TO MAKE SURE WE'RE DOING THE RIGHT THING. THOSE ARE MY COMMENTS.
>> IF THAT'S A MOTION I SECOND IT.
>> I KNOW WE HAVE A SCHOOL NIGHT HERE.
I WANT TO WISH EVERYONE ALSO A HAPPY NEW YEAR.
SPEND QUALITY TIME WITH THE FAMILY.
LOOKING FORWARD TO AN EXCITING YEAR.
WE HAVE A LOT GOING ON. ONE OF WHICH WE CLOSED ON THE HERON BAY GOLF COURSE. THAT WAS A LONG PROCESS THAT I THINK AT MY POINTS, THERE WERE QUESTIONS OF WHETHER OR NOT WE SEE IT THROUGH. AND SUCCESSFULLY CLOSE ON PROPERTY IS AN INCREDIBLE FEAT THAT I GIVE CREATE TO OUR CITY MANAGER, STAFF AND ATTORNEY. AND THE COMMISSION FOR TAKING THE LEAP OF FAITH AND DOING SOMETHING THAT MANY WOULD
[00:40:02]
OTHERWISE SAY IS RISKY. WITHOUT GREAT RISK, THERE'S NOT GREAT REWARD. I'D WELCOME THE YOUNGER FOLKS HERE, THE STUDENTS, YOU GUYS WILL BE LIVING HERE FOR A LONGER TIME THAN MOST OTHERS. BY VIRTUE YOU'RE IN SCHOOL.IF YOU HAVE IDEAS, CALL US, REACH OUT TO US.
THIS IS YOUR CITY. EVERYONE'S INPUT IS INVITED, AND IT'S IMPORTANT TO HAVE A WIDE NET OF OPINIONS AND VISION AND UNDERSTANDING SO WE CAN DEVELOP IT HOLISTICALLY.
I WANT TO ALSO GIVE KUDOS TO THE STAFF FOR THE MLK CELEBRATION.
THE SPEAKERS WERE INSPIRING, AND YOU CAN MAKING THE COMMENT THAT ALL OF US AT ONE POINT IN TIME HAS KIDS HAVE NO PREJUDICE, NO ANYTHING, NO PRECONCEIVED NOTIONS, THAT'S CREATED AS WE GROW OLDER. WHAT ARE THE TAKEAWAYS FROM THE SPEECH IS WE SHOULD GO BACK TO OUR DAYS OF BEING CHILDREN AND SEEING THINGS THROUGH THE EYES OF KIDS.
WHETHER YOU'RE YOUNG OR OLD AND RESPECT PEOPLE FOR WHO THEY ARE.
THE MUSIC WAS INCREDIBLE. THANK YOU FOR THAT.
I DO WANT TO SAY, I AGREE COMMISSIONER THAT THE PROCESS IN WHICH THE CITY WENT THROUGH, THE BRANDING WAS SOUND.
ADVERTISING, UNDERGRADUATE DEGREE I'D LIKE TO AGREE IT HAS SOME VALUE. THE DATA COLLECTION AND THE FOCUS GROUPS WAS RICH AND WELL DONE.
I THINK THERE IS SOMETHING TO BE SAID TO TRANSLATE DATA INTO AN ARTISTIC DESIGN. I WELCOME A REVISIT OF THAT.
NOT TO SAY THAT WE NEED TO GO THROUGH THE ENTIRETY OF THE WHOLE TAG LINE, I LIKE RIGHT WHERE YOU BELONG.
AND I AGREE THAT VISUALS CAN UNDERMINE WORDS.
AND SO IT ALL NEEDS TO GO TOGETHER AND MAKE SENSE FROM A STANDPOINT THAT EVERYONE CAN BE PROUD OF, AND NOT SOMETHING ONLY CERTAIN PEOPLE ARE. I AGREE AND APPRECIATE IT BRINGING IT UP. IT'S A SENSITIVE SUBJECT, AND I DO BELIEVE WE SHOULD HAVE MORE OF AN OPPORTUNITY TO HELP FORM LATE THAT DESIGN AS OPPOSED TO JUST PRESENTED TO US.
I AGREE WITH THAT. AND I THANK YOU FOR BRINGING IT UP. OVER THE BREAK, I HAD THE PLEASURE OF ATTENDING THE SWEARING IN CEREMONIAL.
-- CEREMONY. IT WAS AN INTERESTING EVENT FOR MANY REASONS. THEY WERE UNABLE TO ELECT A HOUSE SPEAKER FOR FIVE DAYS. THEY COULDN'T GET SWORN IN ON THE DAY THEY WERE SUPPOSED TO. EVERYONE SAW HOW THE DEMOCRACY PLAYED OUT THE. AND IT'S IMPORTANT THAT EVERYONE SEE THAT GOOD GOVERNMENT IS IMPORTANT.
IT DOESN'T NEED TO BE POLITICAL. I HOPE FOR THE STUDENTS HERE, I HOPE YOU CAN SEE YOU HAVE A CHANCING TO MAKE CHANGE IN THIS WORLD. THAT'S HOW YOU DO IT.
STICKING UP AND STANDING FOR THINGS.
NOT JUST FOR THE SAKE OF ARGUMENT.
GOOD LESSON LEARNED. LAST BUT NOT LEAST OVER THE BREAK, MY FAMILY HAD AN INTERESTING YET SCARY EXPERIENCE. I HAVE A 3-YEAR-OLD DAUGHTER AT HOME WITH MY WIFE, SHE TOLD MY WIFE THAT SHE COULDN'T BREATHE.
IT'S NOT SOMETHING YOU COULD EXPECT TO HEAR.
BY WIFE CALLED 911, THE FIRST TIME EVER IN HER LIFE SHE'S CALLED AND I HAVE TO SAY IN TWO AND A HALF TO 3 MINUTES THE CORAL SPRINGS FIRE DEPARTMENT WAS AT THE HOUSE.
INCREDIBLE CARE. >> CORAL SPRINGS-PARKLAND GAVE INCREDIBLE CARE, TO THE POINT THAT FORTUNATELY EVERYTHING WAS FINE, THEY GOT THERE AND TESTED VITALS, AND FOLLOWED ON THE FOLLOWING DAY. I WANT THE SAY THAT'S SO RARE
[00:45:04]
AND TO BE ABLE TO HAVE THE EXPERIENCE GAVE ME A WHOLE NEW APPRECIATION FOR THE DEPARTMENT. THANK YOU, YOU'RE INCREDIBLE.WILL IT A REASON THAT YOU GET THE ACCOLADES THAT YOU DO.
I WANT THE MAKE SURE YOU'RE ACKNOWLEDGED.
I'LL TRY TO SKIP OVER THE THINGS THAT WERE TOUCHED.
I WANT TO THANK EVERYONE FOR COMING TO BE THE TONIGHT.
COMMISSIONER MICHAEL UDINE CANNOT BE UNDERSTATED.
LOCKS ROAD HAS BEEN IN MY VIEW A DEATH TRAP FOR 40 YEARS.
I'VE LOST CLASS MATES TO THE CANAL THERE.
THE NOTION THAT FINALLY THERE'S SOMETHING DONE ABOUT THAT ROAD IS EARTH SHATTERING TO ME. I DON'T LET MY KIDS DRIVE ON IT BECAUSE OF IT. I VIEW IT AS A MASSIVE IMPROVEMENT TO THE COMMUNITY AND I LOOK FORWARD TO GETTING IT DONE. ON A SOMBER NOTE, WE HAD A FELLOW RESIDENT UNFORTUNATELY KILLED A COUPLE OF WEEKS AGO WHILE WALKING IN THE MORNING IN THE COMMUNITY.
I WANT TO TAKE A MOMENT TO OFFER OUR CONDOLENCES TO THE FAMILY.
I WANT TO TAKE THE OPPORTUNITY TO REMIND ALL OF US TO DRIVE A BIT MORE CAREFUL. SLOWER, SOMETIMES A SPLIT SECOND COULD NOT ONLY CHANGE YOUR LIFE BUT THE LIFE OF SO MANY AROUND YOU. I WANT TO ENCOURAGE YOU ALL TO DRIVE SAFER. IT HITS CLOSE TO HOME FOR MY FAMILY. ONE SPLIT SECOND COULD CHANGE THE LIFE OF YOURS AND SOMEONE ELSE.
ON A LIGHTER NOTE, I WANT TO COMMEND THE CITY STAFF FOR RECENT EVENTS. THE FAMILY FUN FEST CARNIVAL WAS WONDERFUL. THE EVENT HONORING THE LATE MARTIN LUTHER KING JR. WAS FANTASTIC.
I WANT TO GET MORE RESIDENTS TO CONTINUE TO COME OUT, IT'S SO RICH WITH TALENT AND THE SPEAKERS WERE FANTASTIC.
TODAY WE HAD THE LUNCH. THAT WAS GREAT.
AND A SHOUTOUT TO PARKS AND RECS DEPARTMENT, I HAD TWO VERY IMPORTANT CONSTITUENTS COME UP TO ME, 4-YEAR-OLD BOYS AT THE PARK AT PINE TRAILS. THEY NOTICED THERE WAS A LIGHT POLE THAT HAD AN EXPOSED WIRES AND THEY THOUGHT IT WAS A SAFETY HAZARD. I TOOK PICTURES AND SENT IT AND IT WAS REPAIRED AND FIXED. THEY WERE SO HAPPY TO BE A PART OF THAT PROCESS. THANK YOU FOR MAKING OUR PARKS SAFER. WE HAVE A 15TH ANNUAL COOKOFF SATURDAY. AND LOOKING FORWARD TO THAT.
WE HAVE THE FARMERS MARKET COMING BACK THIS SUNDAY.
THE BUSINESS EXPO AND THE PUBLIC SAFETY FARMERS MARKET.
YESTERDAY, I HAD THE HONOR TO SERVE, I WAS APPOINTED BY PRESIDENT MAYORSON. ON TO THE PUBLIC SCHOOLS OVERSIGHT COMMITTEE. YESTERDAY WAS THE FIRST MEETING, THEY'RE TARGETING THOSE CITIES THAT ARE NOT IN COMPLIANCE WITH WHETHER THE ZONING, AND TRYING TO MOVE THAT PROCESS ALONG SO THEY CAN GET ALL THE OTHER CITIES.
PARKLAND IS IN COMPLIANCE. THEY'RE WORKING THROUGH THAT, AND CONTINUE TO BE A PART OF THE DIALOGUE.
I WANT TO THANK THE RETURNING AND NEW ADVISORY BOARD MEMBERS.
TODAY WAS THE LAUNCH OF THE MEMORIAL FOUNDATION.
I ENCOURAGE THE RESIDENTS AND PEOPLE ALL AROUND THE WORLD WHO'LL SUPPORT THEM TO RAISE FUNDS TO BUILD A PERMANENT MEMORIAL FOR THE 17 VICTIMS OF THE MARJORY STONEMAN DOUGLAS SHOOTING. THANK YOU VERY MUCH.
>> ONE OF THE BEST THINGS ABOUT GOING LAST IS I DON'T HAVE TO SPEAK AS MUCH. I'LL GET IN THE MEMORIAL
[00:50:05]
FOUNDATION. WELL, PARKLAND, CORAL SPRINGS ELECTED AN OFFICIAL THAT'S A REPRESENTATIVE.THERE'S A COUPLE OF RESIDENTS, ONE FROM CORAL SPRINGS AND ONE FROM PARKLAND. THE CAPTAIN, THE CHIEF MIKE MOSER IS THE PRESIDENT. TODAY WE OFFICIALLY LAUNCHED THE WEBSITE, AND CALLED THE ARTIST. IT'S HANDLED BY BROWARD COUNTY.
IT'S TO GET ARTISTS FROM ALL AROUND THE COUNTRY, WORLD, TO COME AND DEVELOP A PERMANENT MEMORIAL FOR THOSE WHO ARE TAKEN FROM US, THE 17. WE WERE GIVEN THE MEMORIAL FOUNDATION COMMITTEE WAS GIVEN AN ACRE OF LAND.
IT'S IN THE PRESERVE, IT'S BEING CURRENTLY CONSTRUCTED AND THAT'S WHERE THE MEMORIAL WILL ULTIMATELY BE.
THAT'S AT THE OLD 150 ACRE PORTION OF THE GOLF COURSE.
SO, TODAY LAUNCHED THE WEBSITE GOT DONE PROBABLY AT 7:00 THIS MORNING. WE WERE ABLE TO -- WE HAD PLANNED TO LAUNCH TODAY FOR THE PAST COUPLE OF WEEKS.
THANK ANY WE WERE ABLE IT HAD THAT.
-- THANKFULLY WE WERE ABLE TO DO THAT.
I ENCOURAGE PEOPLE, WE ALL PEOPLE TO GET ENGAGED, CHECK OUT THE WESTBOUND. -- WEBSITE.
THE CALL ARTISTS COME TO FRUITION, I'LL REACH OUT AND LET EVERYONE KNOW WHAT'S GOING ON. PRETTY MUCH EVERYTHING ELSE WAS SAID. I'M LOOKING FORWARD TO -- ANY HARD DECISION WE DO, THERE'LL BE PEOPLE WHO ARE NOT HAPPY WITH THE DECISION. THERE WERE MANY NIGHTS THE ROOM WAS FULL OF HERON BAY RESIDENTS, WHO WERE AGAINST US PURCHASING THE LAND. AND THOEN SOME WHO ARE IN FAVOR OF US. WE HAD TO MAKE A DECISION AND SAY, HEY, THIS IS WHAT WE'RE GOING TO DO.
THERE'S NOTHING MORE FUN THAN ENGAGING WITH YOU GUYS.
WE HAVE DIFFERENT PERSPECTIVES. SOME SAY, IT USED TO BE EQUESTRIAN. IT IS THIS.
EVERYONE HAS A DIFFERENT OPINION.
WHAT IS PARKLAND TO ME IS NOT NECESSARILY TO YOU OR NOT PARKLAND TO YOU GUYS. IT'S ALL DIFFERENT.
SOME PEOPLE LIKE PARKS, SOME LIKE THE HORSES, SOME LIKE THE HISTORY, THE LAKES, THE SUNSETS. BUT THE BOTTOM LINE IS THE COMMUNITY. RIGHT? THE COMMUNITY IS WHAT MAKES PARKLAND DIFFERENT THAN EVERYTHING ELSE. THE PEOPLE.
NO MATTER WHAT HAPPENS, WE HAVE THE OPPORTUNITY, FORTITUDE, THE STRENGTH TO COME TOGETHER. WE WENT THROUGH A HORRIFIC TRAGEDY. AND YET, WE ALL CAME TOGETHER.
WE CAME TOGETHER TO PICK UP OUR FAMILIES, PICK UP THOSE INJURED BUT WE DO THAT TIME AND TIME AGAIN.
TO ME, IS WHAT SEPARATES PARKLAND FROM OTHER COMMUNITIES.
THAT TO ME IS MORE IMPORTANT. WE TEND TO FORGET THAT AND GET CAUGHT UP IN THE MOMENT. BOTTOM LINE IS, EVERYONE UP HERE AND CERTAINLY OUR STAFF NOBODY HAS MORE PASSION FOR THE CITY OR FOR THE RESIDENTS TO TRY TO DO THE BEST WE CAN.
WILL WE ALWAYS MAKE THE BEST DECISIONS? NO. BUT WE CERTAINLY WILL ALWAYS TRY. WITH THAT BEING SAID, WE'LL MOVE
[6. Proclamations and Recognitions]
ON TO THE PROCLAMATIONS AND RECOGNITIONS.[00:55:26]
>> FIRST WE'LL CALL UP THE MARJORY STONEMAN DOUGLAS JROTC.
THE ADAGE, HARD WORK PAYS OFF, APTLY ILLUSTRATES THE EAGLES JROTC. THE 12 PERSON MIXED RAIDER TEAM LED BY THEIR COACH, RECENTLY TOOK THE SPOTLIGHT FOR WINNING THE STATE COMPETITION IN EARLY DECEMBER OF 2022, FOR THE SECOND YEAR IN A ROW. I SAW SOMEONE WITH A TEE SHIRT OUT THERE. THIS IS ALSO THE FIRST TIME THE MSD JROTC HISTORY ALL THREE RAIDER TEAMS, MALE, FEMALE AND MIXED QUALIFIED FOR THE STATE COMPETITION.
FOR THIS ENDEAVOR, THE STUDENTS COMPLETED IN FIVE EVENTS.
A 5 K RUN, A TIRE FLIP, A ONE MILE COURSE, A FITNESS CHALLENGE COURSE AND A ONE ROPE BRIDGE BUILDING EVENT.
TIRED JUST SAYING IT. EACH EVENT WAS COMPLETED AS A TEAM FOR TIME. THE QUICKEST TIME TAKING FIRST PLACE. THROUGHOUT THE SCHOOL YEAR, THE 160 STUDENT JROTC PROGRAM PROVIDES COMMUNITY SERVICE, PARTICIPATES IN RELAY FOR LIFE, ORGANIZES BLOOD DRIVES AND RAISES FUNDS FOR THOSE IN NEED. THE COMMISSION RECOGNIZES THE EFFORTS OF THE MARJORY STONEMAN DOUGLAS EAGLES JROTC FOR THEIR ACCOMPLISHMENTS AND THE ONGOING DEDICATION AND COMMITMENT TO LEADERSHIP, CHARACTER AND COMMUNITY.
>> IF WE ALL WALKED IN THE SHOES OF THE MARJORY STONEMAN DOUGLAS EAGLE REGIMENT BAND. WE WOULD QUICKLY LEARN HOW DEDICATED THEY ARE TO THEIR CRAFT AND PURPOSE.
FOR THOSE OF YOU WHO DON'T KNOW, THEY PRACTICE AFTER SCHOOL UNTIL 8, 9:00 AT KNIGHT. SATURDAY THEY'RE -- NIGHT,
[01:00:01]
SATURDAY THEY'RE OUT THERE. BOTH MY DAUGHTERS DO COLOR GUARD. THIS GROUP OF STELLAR MUSICIANS AND ARTISTS SHINE BRIGHTLY FROM THEIR BASE.THEY HAVE A HISTORY OF SUPERIOR RATINGS FROM THE FLORIDA BAND MASTER'S ASSOCIATION. THE CONCERT BAND UNIT PERFORMANCE AND ASSESSMENT. THAT WAS A LOT OF STUFF.
LAST YEAR THEY COMPETED FOR THE FIRST TIME AT THE GRAND NATIONALS IN INDIANA. EAGLE REGIMENT WAS RECENTLY CROWNED STATE CHAMPIONS IN NOVEMBER 2022.
BUT THEY HAVE ALSO REPRESENTED THE HIGH SCHOOL AND THE CITY OF PARKLAND ABROAD. EARLIER THIS MONTH THEY PERFORMED IN THE ENGLAND NEW YEAR'S DAY PARADE.
THIS YEAR, THEY'LL PERFORM IN THE MACY'S THANKSGIVING DAY PARADE. THIS IS A SIGNIFICANT OPPORTUNITY. TO FURTHER DRIVE HOME THE POINT, ONLY ABOUT TEN HIGH SCHOOL MARCHING BANDS FROM THE UNITED STATES ARE SELECTED TO PERFORM IN THE NATION'S MOST PRE-- PARADE. WE RECOGNIZE THE EAGLE REGIMENT FOR SHARING THEIR TALENT, DEDICATION AND SKILL WITH THE CITY OF PARKLAND AND AROUND THE WORLD.
I FEEL LIKE MY MIC IS NOT WORKING.
[8. Approval of the Agenda]
MOTION TO APPROVE THE AGENDA. >> SECOND.
>> ROLL CALL. ALL IN FAVOR OF.
[9. Consent Agenda]
THIS PASSES UNANIMOUSLY. CONSENT AGENDA.>> CAN I PULL 9 C. FOR ONE COMMENT.
>> I WOULD LIKE TO PULL 9 B AS WELL.
>> MOTION TO APPROVE 9 A. OF THE CONSENT AGENDA.
>> SURE YOU WANT C? MOTION TO APPROVE -- THAT'S VICE MAYOR, A SECOND? ROLL CALL.
[9B. Resolution 2023-001: Microsoft 365 Upgrade - Piggyback]
THIS PASSES UNANIMOUSLY. TAKE IT AWAY.>> SO THE REASON I WANTED TO HAVE THIS CONVERSATION, SPOKE
[01:05:06]
WITH ANTHONY AND THAT SCOTT, I WANT TO MAKE SURE THAT WE UNDERSTAND WHAT WE'RE ORDERING. THE PRELIMINARY QUOTE MAY NOT BE TO DATE THE PRICES ARE. THERE'S A BIT OF AMBIGUITY OF WHAT THE TOTAL PRICE IS ON A YEAR TO YEAR BASIS.SOME REASON, $60,000 A YEAR BUT THE CALCULATION OF THE QUOTE, THE NUMBERS DON'T MATCH UP. I WANT TO MAKE SURE WE HAVE A CLEAR PICTURE. NOT NECESSARILY OVERAPPROVED OR
UNDERAPPROVED. >> THANK YOU VERY MUCH.
GOOD EVENING. WE LOOKED AT THE QUOTE AND GETTING CLARIFICATIONS ALSO. THE $29,000 THE FIRST YEAR, PLEASE NOTE IT IS $45,000 FOR 12 MONTH PERIOD.
THE REASON THEY PUT IT 29 IS THEY DON'T KNOW WHEN WE WERE GOING TO SWITCH FROM THE OFFICE 365 TO THE MICROSOFT 365.
AFTER CLARIFICATION, IT IS CLOSE TO $46,000 AND WE ELECTED TO PASS MORE FROM COMMISSION, THE THRESHOLD TO COME TO YOU FOR APPROVAL IS $50,000. WE'RE SO CLOSE TO THAT LIMIT, WE THOUGHT IT WOULD GIVE A CUSHION TO ADD FOR ADDITIONAL SUBSCRIPTIONS OR FEES THAT WE MAY NEED.
AND TO BE ON THE SAFE SIDE ALSO. THERE'S A THING THAT COUNTS IN, OUR CODE REQUIRES ANY PURCHASES OVER $50,000 TO BE APPROVED.
WHAT WE DON'T KNOW YET, WE NEED CLARIFICATION, DOES THAT MEAN IT SETS THE RECORD, SETS IT BACK TO ZERO AND CAN WE USE THE VENDOR FOR ANOTHER PURCHASE UP TO $50,000.
WE DON'T WANT TO LOCK OURSELVES. THEY'RE A BIG COMPANY INSIDE.
AND THREE BIG PROVIDERS. WE CAP THE A THOUSAND, AND PULL THREE OF THEM. WE WANT MORE CUSHION, UP TO $60,000. IN TERMS OF PRICING WE HAVE TO GO BY THE STATE OF FLORIDA. THE PRICES RENEGOTIATED.
FIXED PRICE. RIGHT NOW WE ASK APPROVAL TO PROCEED WITH THE -- AND GIVE US PERMISSION TO SPEND UP TO $60,000 WITH THAT VENDOR ON AN ANNUAL BASIS.
>> SO, AND ONE OF THE THINGS WE TALKED ABOUT, THE ITEM NAME SAYS 365 LICENSES, BUT STILL MICROSOFT.
>> THAT IS CORRECT. WE'LL GET MORE CLARIFICATION THEN. WHAT WE'LL ENSURE IS WE GO BY WHAT'S IN THE STATE OF FLORIDA THE CONTRACT.
WOULD YOU LIKE I TO EXPAND MORE ON THE BENEFIT OF MICROSOFT 365?
>> IT DIRECTOR FOR PARKLAND. THE BENEFITS THAT WE HAVE, THE REASON WE'RE LOOKING TO MOVE THE LICENSING IS THE OFFICE 365 LICENSING, AND CORRECT AS YOU LOOK, THE LINES ARE MIXED UP.
MICROSOFT THEMSELVES ARE MAKING IT DIFFICULT FOR US.
NOW THEY'RE CHANGING THE NAME TO MICROSOFT 365.
MORE CONFUSING OF TWO LINES OF PRODUCT.
WHAT WE'RE LOOKING TO DO ON THE OFFICE SIDE OF IT, WE TIP OUR TOE IN THE CLOUD BASE, WE'RE IN ALMOST A SMALL BUSINESS MODEL.
THE LICENSING DOES NOT GIVE US ENTERPRISE CAPABILITIES THAT WE'RE LOOKING TO MOVE. IT'LL ADD TO THE CYBERSECURITY FOOTPRINTS. BASICALLY WE'RE LOOKING TO DO IS MOVING TO A SMALL BUSINESS LICENSING INTO THE ENTERPRISE SIDE. AND THIS MATCHES UP WITH CYBERSECURITY DEPARTMENT IS DOING FOR THE STATE OF FLORIDA.
I WORKED WITH THEM IN THE EVENTS, SIDE BY SIDE TO SEE WHAT THEY'RE DOING. MY GOAL IS TO MATCH THEM TO A CERTAIN DEGREE. MAKE SURE THAT LONG TERM, THE CYBERSECURITY FOOTPRINT MATCHES UP AND ALIGNS WITH WHAT THE
STATE IS DOING. >> PERFECT, I APPRECIATE THAT.
>> ANYBODY ELSE? >> MOTION TO APPROVE.
>> AND A SECOND. ROLL CALL, OH, ANYONE FROM THE
[01:10:06]
PUBLIC? NO.[9C. Resolution 2023-004: HB 7049 Public Notices on County Website]
>> PASSES UNANIMOSLY. >> ITEM 9 C.
ISN'T THIS ONE THAT YOU WERE SUPPORTING?
>> I'M SUPPORTING IT, I WANT TO -- IT SAYS ON THE BACKUP, THAT WE DON'T HAVE A PRICE. I KNOW THAT THE COUNTY IS, I SAID THE COUNTY IS NEGOTIATING WITH CIVICS PLUS, CURRENTLY THEY HAVE A DRAFT PROPOSAL. FOR OUR CITY BETWEEN 10 AND 40,000, $2,000 START UP FEE AND AN ANNUAL COST.
IF YOU ENTER INTO AN AGREEMENT BY JUNE AND DEPENDING ON WHEN THEY'RE READY TO GO, THEY WAIVE THE $2,000 COST.
I WANT TO BE -- I THINK ALLISON MENTIONED WE USE THE PLUS, AND THEY MAY BE OFFERING DISCOUNTS. I WANT TO MAKE SURE THAT THE CITY, IF WE'RE TALKING TO THEM OR DECIDE HOW TO GO FORWARD IS WE SEE IF WE CAN GET THE DISCOUNTED RATE.
>> BUT TECHNICALLY, WE DON'T HAVE A PRICE YET.
>> CURRENTLY A DRAFT PRICE. I DON'T SEE IT CHANGING THAT
MUCH. >> YOU SAID BETWEEN 10 AND
IF THE CITY HAS 10,000 TO 40,000 RESIDENTS, SOME CONCERNS, THE AGENCIES LIKE THE SCHOOL BOARD. THEY HAVE A LESSER PRICE BUT THEY'RE PROBABLY USING IT MORE. THIS IS ALL IN THE COUNTY'S HANDS. THROUGH THE LEGAL SETTINGS WE'RE TRYING TO PUSH THIS. I WANT TO MAKE SURE AWARE, WHATEVER IT IS, THEY'RE NOT GOING TO INCREASE THE PRICE BUT IT'S A COST SAVINGS FOR US. POTENTIALLY, A LOT OF GOOD OPTIONS. WE DON'T HAVE TO WORRY ABOUT
SENDING IT TO THE NEWSPAPER. >> VERY NICE.
ANYONE ELSE? >> MOTION TO APPROVE.
[10. Regular Agenda]
>> THE REGULAR AGENDA ITEM 10 A.
>> AND WHO WOULD BE PRESENTING THIS? OH. I WAS TRYING TO GET YOU TO TALK.
>> FOR THE RECORD -- MAYOR, COMMISSIONERS.
DIRECTOR OF COMMUNICATIONS. WE'RE HERE THIS EVENING TO SPEAK TO YOU ABOUT THE GEOGRAPHIC INFORMATION SYSTEM THAT WE'VE BEEN WORKING. THIS PROCESS BEGAN YEARS AGO WHEN THE COMMISSION WANTED A WAY TO INFORM RESIDENTS, ON PROJECTS THAT POP UP AROUND THE CITY. IF YOU DRIVE PAST A LOCATION AND THERE YOU SEE EQUIPMENT ARRIVIG THERE OR SOMETHING FENCED OFF, YOU CAN FIND OUT INFORMATION ON WHAT'S GOING ON THERE.
WE'VE DONE THAT A COUPLE OF DIFFERENT WAYS OVER THE YEARS.
ONE WAS TEXT HEAVY WAY ON THE WEBSITE.
WE HAVE ALSO USED A CHART, MAPS, THINGS THAT I WOULD REGARD AS QUASI INTERACTIVE. BUT NOTHING LIKE YOU'LL SEE TONIGHT. IT WILL COME AS NO SURPRISE TO YOU. I'M NOT THE BRAINS BEHIND THIS.
BUT I KNOW PEOPLE WHO ARE. THEY'LL TAKE YOU THROUGH THIS, AS YOU GO THROUGH IT, KEEP IN MIND, WE'RE COMBING THROUGH IT AND GOING TO LOOK THROUGH IT A COUPLE OF MORE TIMES AND MAKE SURE THE T'S ARE CROSSED AND I'S ARE DOTTED BEFORE GOING LIVE WITH THIS. IT'LL BE EARLY NEXT WEEK.
[01:15:02]
I'LL TURN IT OVER TO KAITLYN. >> I'M NOT GOING TO TAKE CREDIT FOR BEING THE BRAINS OF THE OPERATION, EITHER.
THAT'S JOHN. GOOD EVENING, CONSULTANT WITH THE CITY. NICE TO SEA YOU ALL.
-- SEE YOU ALL. WE'RE HERE WITH A DIFFERENT PROJECT THAN WHAT YOU'RE USED TO SEEING FROM US.
WHAT WE'RE PRESENTING IS A GSI PLATFORM.
JOHN WILL JOIN US VIRTUALLY, I WILL TRY TO KEEP HIS -- MAKE IT EASY FOR HIM. ANSWER ALL OF YOUR QUESTIONS HERE IN THE PRESENTATION. THE GENESIS OF THIS PROJECT CAME ABOUT AT A PUBLIC HEARING A YEAR OR SO AGO.
THERE'S A REQUEST FOR PUBLIC NOTICING, ADDITIONAL PUBLIC NOTICING BEYOND THE RESIDENTS CURRENTLY RECEIVE.
AND WE ALL KNOW THERE'S PUBLIC NOTICING REQUIRED UNDER FLORIDA STATE STATUTE THAT'S SATISFIED BY ADVERTISING VIA THE SUN SENTINEL. AND THERE'S ALSO LOCAL NOTICING REQUIREMENTS THROUGH THE LAND DEVELOPMENT CODE THAT'S PUBLIC MAIL NOTICING WITHIN A CERTAIN RADIUS.
DEPENDING ON THE APPLICATION,THAT'S NOT ONE REQUIRED. ALL TO SAY IF YOU AREN'T SUBSCRIBED TO THE NEWSPAPER, A LOT OF FOLKS ARE NOT, BUT YOU'RE NOT IN THE RADIUS BUBBLE YOU MIGHT NOT HAVE A LOT OF OPPORTUNITIES TO UNDERSTAND SOME OF THE DIFFERENT DEVELOPMENT PROJECTS GOING ON. TO COMPOUND THAT, ESPECIALLY CITY PROJECTS, THERE'S OF COURSE THE DIFFERENT PLATFORMS AVAILABLE RIGHT NOW. THOSE DON'T REQUIRE THE SAME LEVEL OF NOTICING THAT MAYBE THE PRIVATE DEVELOPMENT APPLICATIONS DO. WE SAW THIS NEED AND ABLE TO FILL THIS NEED FOR ADDITIONAL NOTICING WITH THE NEW GIS TEAM.
YOU MAY KNOW, THE SLIDES LOOK DIFFERENT.
WE'RE PART OF A LARGER ORGANIZATION NOW.
WE'RE ABLE TO IMPLEMENT THIS PLATFORM THAT WE'RE TALKING ABOUT NOW, AND IT SNOW BALLED INTO THE TWO OTHER PLATFORMS THAT WE'LL LOOK AT. THAT'S A HISTORIC SOCIETY PLATFORM, DEVELOPED IN CONJUNCTION TO CELEBRATE THE 60% ANNIVERSARY AND THE CITY ATLAS THAT WE'LL GET INTO.
A COUPLE OF NOTES TO REMEMBER, ALL OF THE NOTICING THAT WE'RE TALKING ABOUT IS PURELY SUPPLEMENTAL.
IT'S NOT REPLACING NOTICING, THAT'S PROVIDED AGAIN TO MEET THE STATUTE OR LOCAL REQUIREMENTS.
ALL OF THE PLATFORMS THAT YOU SEE ARE FLEXIBLE, SCALEABLE AND INTERACTIVE. THE MOST RECENT IS AVAILABLE TO THE PUBLIC. THIS IS SOMETHING WE'RE WORKING WITH STAFF TO TRAIN THEM ON. IT'S INTUITIVE.
SO HERE'S A BIT OF A SNAPSHOT OF WHERE WE ARE NOW.
THE LEFT SIDE IS THE CITY'S CURRENT INTERACTIVE MAPS.
THERE'S SOME LAYERS THE CITY MAINTAINS.
THE DIFFERENT DATA, STREET LIARS, WHERE THE -- LAYERS, THAT GOOD STUFF. THE CITY HAS A CURRENT LIBRARY THAT THE CITY MAINTAINS. AND THERE'S ALSO STATIC MAPS
[01:20:02]
THAT ARE AVAILABLE. THE INTERACTIVE MAP PLATFORM DOESN'T HAVE ALL OF THE DIFFERENT LAYERS.THE STATIC MAP, I TEND TO GO TO THIS KURNL.
WHAT WE'RE -- CURRENTLY, WHAT WE'RE LOOKING TO DO IS TO INTEGRATE ALL OF THE EXISTING LAYERS.
HOW WILL THIS BE ACCESSED. IT'LL BE ACCESSED THROUGH THE CITY OF PARKLAND WEB PAGE. WORKING WITH STAFF ON HOW THAT'LL BE INTEGRATED. LIKELY ACCESSED THROUGH THE HOME PAGE AND THE PLANNING DEPARTMENT PLANNED PAGES.
AS YOU CAN SEE, THERE'S TWO SIDES OF THE PLATFORM HERE.
THE RIGHT SIDE AS I SCALE IN AND OUT, YOU CAN SEE THIS MAP AND THE LEFT SIDE HERE IS THE LIBRARY OF THE CURRENT CITY DATA LAYERS. WE DIDN'T GO IN AND AMEND LAYERS, THIS IS WHAT THE CITY CURRENTLY HAS AND MAINTAINS.
AS I SCROLL, THE PARCELS ARE HIGHLIGHTED AND THERE'S THE OTHER LAYERS THAT I COULD TOGGLE THAT YOU HAVE.
YOU CAN CREATE YOUR OWN CUSTOM MAP.
IF WE WANT TO LOOK AT PERHAPS LET'S TURN ON TRAILS, AND THEN LET'S TURN ON PUBLIC PARKS. YOU CAN SEE THAT WE CAN UNDERSTAND, THE PARKS LOCATION AND THE TRAILS THAT CONNECT THEM, I CAN ZOOM IN AND OUT. AND I CAN TOGGLE ON AND OFF DIFFERENT LAYERS. IT'S HELPFUL TO SEE SOME OF THE LAYERS. BUT SOME OF THEM, THE LEGEND IS MORE HELPFUL ON. WE CAN SEE THE DIFFERENT LEGEND HERE AND IT'S ALSO AVAILABLE HERE.
THIS IS ALL -- AS A JUST A NOTE ALL OF THE PLATFORMS ARE ACCESSIBLE VIA MOBILE DEVICE AND THE DESK TOP.
IT'S AVAILABLE TO ANYONE. BUT TYPICALLY USE IT MORE ON A DESK TOP. THERE'S ALWAYS THE OPPORTUNITY TO INCREASE THAT AS WELL. AND JUMP IN THE NEXT PLATFORM.
THIS IS ONE I USE ON A ROUTINE BASIS.
THIS IS GENESIS OF THE WHOLE PROJECT.
THIS IS WHAT WE CALL THE DEVELOPMENT PROJECT PLATFORM.
AGAIN, THERE'S THE LENGTH THAT BRINGS YOU TO THIS LANDING PAGE, AND YOU CAN SEE ALL OF THE PROJECTS THAT WILL BE PRESENTED IN THIS PLATFORM HAVE BEEN ARRANGED UNDER WHAT I CALL THE TYPICAL PROJECT PIPELINE. FROM PROPOSED TO APPROVED TO UNDER CONSTRUCTION TO COMPLETED, A PROJECT THAT'S WITHIN THE CITY OF PARKLAND, A PRIVATE DEVELOPMENT PROJECT OR A CAPTAIN IMPROVEMENT PROJECT. THE CITY DEPARTMENT HEAD WILL USE THEIR DISCUSSION TO DECIDE WHICH PROJECTS ARE APPLIED HERE.
AND TO SAY ON THE LED. I WANT TO PICK IT ON THE MAP,
[01:25:01]
OVER HERE. MOST OF THE PROJECTS WILL HAVE THIS TYPE OF INFORMATION PRESENTED.SO YOU'LL HAVE AN ADDRESS AND OWNER DATES DEPENDING ON WHERE THE PROJECT IS. FOR THIS IT SHOWS THE DRC MOETH IS SCHEDULED FOR FEBRUARY 7 AS WE MOVE THROUGH THE PROCESS THAT MAY SHOW YOU THE MEETING, AND THESE CAN BE QUICKLY UPDATED.
THE AGENDAS ARE CREATED, THE NEW INFORMATION IS AVAILABLE.
FOR FOLKS TO UNDERSTAND WHEN AND HOW THE PROJECT IS PROGRESSING.
>> WHO'S UPAT A TIMING THIS? WHO'S PUTTING THE BACKGROUND -- UPDATING THIS? THE BACKGROUND INFORMATION?
>> RIGHT NOW WE'RE SETTING UP THE PROJECTS AND IMPLEMENTING THE TRAINING PROGRAM SO WE'RE WORKING WITH SELECTED DEPARTMENT HEADS ON THE CITY SIDE SO THEY UNDERSTAND HOW TO MAKE THESE UPDATES. BUT IT'S A SIMPLE PROCESS.
IT'S DROP DOWNS AND MOSTLY COPYING AND PASTING.
ANY PROJECTS THAT ARE PRIVATE DEVELOPMENT PROJECTS HAVE THIS BAR HERE. YOU CAN SEE THE CITY SPONSORED PROJECTS DON'TS HAVE THE BAR. APPROVED TYPICALLY MEANS IT'S APPROVED BY THE CITY COMMISSION OR THE CITY BUDGET.
AGAIN, YOU CAN SCALE IN AND OUT HERE.
ZOOM IN AND CLICK ON THE TABS. YOU CAN SEE THAT THE PROJECT IS COMING UP TO COMPLETION. SAME WITH UNDER CONSTRUCTION AND SAME WITH COMPLETED AS WE MOVE THROUGH THE TABS.
THAT BRINGS US TO OUR LAST PLATFORM.
WHICH IS THE PARKLAND HISTORICAL SOCIETY'S PORTAL PLATFORM.
THIS IS CREATED IN CONJUNCTION WITH THE CITY AND THE HISTORICAL SOCIETY. THEY PROVIDED WONDERFUL INFORMATION ON THEIR CURRENT WEBSITE AND WE'RE ABLE TO INTEGRATE THAT INFORMATION INTO THIS INTERACTIVE PLATFORM.
YOU WOULD SEE THE PHYSICAL MARKERS, YOU COULD GET OUT AND READ THE MARKERS. THEY'LL HAVE A QR CODE TO SCAN, THAT'LL BRING YOU TO THIS PLATFORM.
IF YOU'RE NOT OUT AND ABOUT AND CURIOUS OF THE CITY, YOU CAN DO A VIRTUAL TOUR HERE. AGAIN, SAME SKET, WITH THE SCALING MAP. IF WE CLICK ON THE WILDERNESS PRESERVE. CLICK AND IT'LL BRING UP A PIN THAT POPS UP BOLD. THERE'S AN INITIAL SUMMARY TEXT, AND TROP THIS -- DROP THIS DOWN. CLICK HERE, AND IT BRINGS YOU TO STNLLY MORE TEXT. IF WE DID THIS SAME THING WITH THE LIBRARY, YOU COULD CLICK THE LIBRARY HERE.
SOME OF THE INFORMATION AND SEE THE PICTURES AND THE LOCATION.
THAT WOULD POP US UP TO THE MORE INFORMATION TAB HERE.
>> CHANGE THE IMAGES, RIGHT? >> THIS IS A VIDEO, IT'S TODMAN IN 3-D HERE. ALL OF THE PAGES WILL HAVE
IMAGES LIKE THIS. >> THIS LOOKS GREAT, JUST WATCH
THE VIDEO. >> DON'T TRY TO MAKE UP WITH ME
[01:30:40]
NOW. THE VIDEO IS JUST A SAMPLE OF WHAT THE VIDEOS WILL BE LIKE. WE'RE GOING TO ULTIMATELY HAVE A DIFFERENT VIDEO FOR EACH OF THE PORTALS.BUT THAT GIVES AN IDEA OF THE DURATION AND THE KIND OF CONTENT. IT'S MORE INTERACTIVE.
I DO WANT TO POINT OUT THE PORTALS WE DID WITH THE COMMUNITY ADVISORY BOARD. A BIG SHOUTOUT TO THEM AND ESPECIALLY THE HISTORICAL SOCIETY FOR PROVIDING CONTENT AND IMAGES. NEW PORTALS ARE BEING FABRICATED AS WE SPEAK. THEY'LL BE DELIVERED AND INSTALLED MARCH? THAT'S WHAT WE'RE LOOKING AT RIGHT NOW. THAT'S IT FOR THE PRESENTATION, MAYOR I'LL THROW IT BACK TO YOU IN THE EVENT PEOPLE HAVE QUESTIONS. I PROBABLY WON'T ANSWER.
>> I DON'T KNOW IF ANYONE HAS QUESTIONS, BUT THIS IS VERY CO COOL.
>> AND I TURN TO COMMISSIONER -- >> THERE MAY BE PEOPLE WHO DON'T HAVE THE TECHNOLOGY OR WHERE WITH ALL TO ACCESS THE GSI SYSTEM. I GO BACK TO THE PORTALS AND THE INFORMATION. DOES THE HISTORICAL SOCIETY HAVE THE ABILITY TO PUT THIS ON THEIR WEBSITE AS WELL AND FACEBOOK
PAGE? >> I WILL SAY ON THE WEBSITE, PROBABLY KNOW BECAUSE THEY HAD IT, THE WEBSITE CONSTRUCTED PROBABLY DEN YEARS AGO AND THEY DO NOT UPDATE IT OR THE I RUN THE FACEBOOK PAGE FOR THEM. IF THERE WAS A LINK OR SOMETHING YOU WANTED TO PUT ON FACEBOOK, THAT'S SIMPLE.
>> YOU PUT THE GIS LINK. >> FOR EACH PORTAL, A GIS LINK,
IS THAT POSSIBLE? >> THAT'S --
>> THE QR CODE. AND TO FURTHER EXPAND ON THE CONTENT OF THE WEB PAGE IS IMBEDDED IN MORE SEGMENT.
>> THE ONLY QUESTION IS THERE'S SOME INFORMATION THAT'S ON THE OLDER WEB PAGE NOT CURRENT. I WANT TO MAKE SURE THAT WE VET
THAT, BUT TO AMEND THAT. >> NOBODY ELSE? THANK YOU. GETTING ON THE CALL WITH US.
>> NEXT ITEM, 10 B. FIRST READING.
[01:35:06]
>> MOTION TO APPROVE. ANYONE FROM THE PUBLIC.
WE HAVE A MOTION TO APPROVE. AND A SECOND.
>> I WANT TO MAKE A COMMENT. AND AGAIN, THIS IS FIRST READING WHAT WE DO AFTER THIS. I KNOW WE HAVE BEATEN THIS TO DEATH. I GO BACK TO OBVIOUSLY A CHANGE BEING IN THE 12 MONTH PERIOD. I THINK TO PUT THE RESPONSIBILITY ON ANYONE TO DETERMINE WHAT'S GOOD CAUSE.
WE HAVE NEVER HAD A PROBLEM WITH ATTENDANCE.
AS LONG AS I'VE BEEN HERE. OBVIOUSLY, THE CONCERN WAS THAT IS IT MISSING TWO MEETINGS PER CALENDAR YEAR, THIS CLARIFIES THIS. THE WHOLE GOAL IS TO GET PEOPLE WHO WANT TO PARTICIPATE ON A BOARD TO ATTEND.
>> WE'RE TALKING ABOUT SIX PEOPLE.
WE HAVE A MOTION TO APPROVE? >> MY THOUGHT IS, OR COMMISSIONER MAYOR TO THAT POINT IS MAYBE WE HAVE THE CITY CLERK GIVE US AN UPDATE IN SIX OR 12 MONTHS? IF IT BECOMES AN ISSUE SHE PUTS OUT OR UNCOMFORTABLE FOR MAKING THE JUDGEMENT CALLS, THAT'S AN ISSUE.
IF NONISSUE, WE'LL LEAVE IT AS IS.
>> IT WAS BROKE BEFORE BECAUSE WE DIDN'T CLARIFY THE TIME LINE.
>> SO IT WAS BROKE. >> THAT'S 50%.
>> OUT OF THE SIX. THERE WAS ONLY ONE OF THEM THAT
WAS SIX. >> COMMISSIONERS, I'D LIKE TO POINT OUT TO YOU, THE APPLIES TO ALL BOARDS AND COMMITTEES.
ALTHOUGH YOU'RE SPEAKING SPECIFICALLY OF THE PLANNING AND
ZONING BOARD -- >> NO, THE AT LARGE, OUR PICKS COULD COME BACK TO US AND PUT THAT BACK ON.
THAT'S UP TO US. IT'S THE AT LARGE PEOPLE WHO HAVE TO COME BACK TO VOTE. OUR OWN PEOPLE DON'T HAVE TO VOTE. IT'S UP TO US.
>> I'M GOOD HOW IT IS. A MOTION TO APPROVE AND A
>> ITEM 10 C. >> IF WE'VEING, FOR THE RECORD.
SENIOR DIRECTOR. TONIGHT, WE ARE AMENDING OUR CODE OF ORDINANCES TO MATCH UP WITH HOUSE BILL 105, AND IT BECAME EFFECTIVE OF JULY 1 THIS LAST YEAR.
WHAT THAT ALLOWS IS TO RESTRICT SMOKING IN THE BOUNDARIES OF OUR
PUBLIC BEACH OR PARK. >> MOTION TO APPROVE.
>> HOLD ON. BEFORE WE GET TO THAT.
ONE QUESTION OR COMMENT. >> ONE CONCERN IS VAGUENESS.
TO READ THIS, SMOKING IN THE BOUNDARY, PROHIBIT TO THE FULL EXTENT UNDER THE LAW. THERE'S AN EXCEPTION FOR UNFILTERED CIGARS. I DON'T KNOW IF THIS IS CHALLENGING OR VAGUE OR SOMETHING THAT'S ACCEPTABLE BECAUSE IT REFERENCES THAT GO AND READ THE STATE STATUTE.
>> IT'S DEFENSEABLE FROM THE STANDPOINT THAT YOU RAISED.
THE INTENT OF SAYING TO THE FULL EXTENT PROVIDED BY STATE LAW, IF
[01:40:03]
THERE'S TWEAKS TO THAT GOING FORWARD, WE DON'T HAVE TO CHANGETHE ORDINANCE EVERY TIME. >> IT ALLOWS THE CITY TO GO ABOVE AND ABOVE AND BEYOND, THAT'S FOR VAPING.
I ASK WE PROHIBIT VAPING IN THE CITY PARKS AS WELL.
WE DON'T WANT THE KIDS VAPING TO THE EXTENT WE CAN CONTROL AND THIS IS ONE WAY TO HELP THAT. WE DON'T WANT THE PARENTS VAPING
AROUND THE KIDS. >> I DON'T DISAGREE WHAT YOU'RE SAYING, THERE'S NOT A LOT OF PEOPLE WHO SMOKE ANYMORE.
>> I AGREE THERE'S NOT A LOT OF PEOPLE SMOKING.
THE STATE LEGISLATURE IS GIVING US AN OPPORTUNITY TO DO SOMETHING, WE MIGHT AS WELL DO IT.
>> OTHERWISE THEY WON'T GIVE US MORE STUFF.
>> THE ONLY THING, AND MY ONLY CONCERN IS THE FINE.
$25 HAS BEEN THERE SINCE 1910. AGAIN, WE CAN ENFORCE THE FINE OR NOT. IT TALKS ABOUT YOU CAN HAVE SOMEONE LOOK AND TELL SOMEONE, HEY, DON'T SMOKE.
I WOULD LIKE TO UP THE FINE. WHAT'S REASONABLE.
>> IT'S $100 FOR THE FIRST VIOLATION.
>> THAT YOUR MOTION? >> BEFORE WE DO THAT CLARIFICATION, THERE'S A CLAUSE IN THIS THING.
I DON'T KNOW IF WE'RE READING THE ORDINANCE TO INCLUDE THAT ALREADY. I WANT TO MAKE SURE THAT'S
CLEAR. >> THAT'S BACK TO THE ORIGINAL QUESTION. I WANT TO MAKE SURE IF PEOPLE ARE DOING THIS, AND THE FIRST CITATION, IT DOESN'T SAY I CAN'T
VAPE AND THE SATE LAW SAY THE -- >> IF THE INTENT IS TO PROHIBIT
VAPING, YOU NEED TO CLARIFY IT. >> ANYONE FROM THE PUBLIC WISH
TO SPEAK ON THIS? >> MOTION TO APPROVE.
SECOND. A MOTION TO APPROVE WITH THOSE ADJUSTMENTS BY COMMISSIONER, AND THE SECOND BY COMMISSIONER.
ROLL CALL. PASSES UNANIMOUSLY.
[11. Comments by the Broward Sheriff's Office]
>> COMMENTS BY THE BROWARD SHERIFF'S OFFICE.
>> GOOD EVENING. I WANTED TO MENTION BRIEFLY WE HAD A COUPLE OF VEHICLE BREAK IN'S ONE WITH A POCKETBOOK LEFT IN PLAIN VIEW AND SOME WITH UNLOCKED DOORS.
SO, AGAIN, REMINDING FOLKS TO PLEASE LOCK YOUR VEHICLE DOORS.
WE SEE IT WHEN WE RETRIEVE OR WHEN WE CONDUCT THE INVESTIGATION WE SEE THAT RESIDENTS WHO LOCK THEIR DOORS, IT WORKS. IT DETERS THE CRIMINALS.
KEEPS THEM OUT. PLEASE DO THAT.
LASTLY, I WANT TO MENTION THE FARMERS MARKET ON SUNDAY, I BELIEVE THAT COMMISSIONER YOU MENTIONED IT, IT'S THE PUBLIC SAFETY DAY. THE BROWARD SHERIFF'S OFFICE IS
OUT THERE. >> ONE THING THIS WAS A CROWDED
[01:45:14]
TIME IN BASKETBALL AND SOCCER GAMES AND EVERYTHING ELSE.I DON'T KNOW IF THERE'S A WAY TO ADDRESS THAT BEYOND WHAT YOW DOING. THAT WAS DISCONCERTING, SOMEONE WAS SO BRAZEN TO SMASH A BACK WIN
WINDOW. >> THEY LOOK FOR THE OPPORTUNITY, THAT'S THE LOW HANGING FRUIT.
SOMETHING WITH THE PUBLIC HELP, HIDE YOUR VALUABLES.
AND THIS HELPS US OUT. THAT WAS UNFORTUNATE.
>> ANYONE ELSE? THANK YOU FOR EVERYTHING.
[12. Comments by the Coral Springs-Parkland Fire Department]
>> SEE YOU SUNDAY. >> COMMENT BY THE CORAL SPRINGS-PARKLAND FIRE DEPARTMENT?
>> ONE FIRE CALL. I DON'T HAVE ANYTHING OUT BUT A TIP, SOMEONE BROUGHT UP THE FIRE THAT WE HAD LAST NIGHT.
A CIGARETTE COULD HAVE BEEN LEFT ON A TABLE OUTSIDE THAT CAUGHT THE WOOD TABLE ON FIRE THAT CAUGHT THE FENCE ON FIRE, THAT EXTENDED TO THE CEILING OF THE BUILDING ALLEGEDLY.
BECAUSE THAT'S A COMMON THAT ENTIRE BUILDING ALMOST BURN TO THE GROUND BECAUSE OF ONE TINY OBJECT.
OPPORTUNITY TO GIVE A PIECE OF ADVICE LIKE THAT.
FOR THOSE FOLKS RED CROSS CAME OUT AND GAVE THEM HELP.
>> IS THAT IT? ANYONE WITH QUESTIONS.
>> I DO WANT TO SAY, DEPUTY CHIEF MOSER IS THE CHAIRMAN OF THE PARKLAND 17 MEMORIAL COMMITTEE.
AND GOT TO GIVE HIM KUDOS. HE DOES A TON OF WORK.
WHEN HE WAS PROMOTED TO CHAIR, THE COMMITTEE REALLY STARTED TO GET A LOT DONE WITH THE WEBSITE COMPLETE.
REALLY STARTED TO MOVE FORWARD AND I KNOW YOU SPENT A LOT OF FREE TIME WITH A LOT OF DIFFERENT THINGS.
IT'S VERY MUCH APPRECIATED AND I WANT TO MAKE SURE THAT IT'S OUT THERE PUBLICLY. ALL OF THE COMMITTEE MEMBERS DO.
TERESA WAS APPOINTED TO THAT. SHE'LL BE A TREMENDOUS ADDITION.
>> IT'S A TEAM EFFORT AND A LOT OF FOLKS FROM NOT JUST UP HERE.
BUT THE CITY STAFF THAT HELPS OUT.
>> IT'S AN HONOR TO BE ON THAT COMMITTEE.
IT'S GREAT TO SEE TODAY TO SEE THE FRUIT OF THE HARD WORK.
>> WE APPRECIATE YOU GIZ. -- GUYS.
[13. Comments by the City Manager]
>> COMMENTS? >> I'D LIKE TO THANK COMMISSIONER MAYORSON FOR RECOGNIZED OUR LONG TERM EMPLOYEE. AND I'M PROUD TO SAY, ANNUALLY I HOST A LUNCH FOR THEM WITH LONGEVITY.
TOMORROW IT'S AT THE PARKLAND GOLF AND COUNTRY CLUB WE'RE
RECOGNIZING 60 EMPLOYEES. >> THAT'S GREAT.
