COMMISSIONER CUTLER WOULD YOU LIKE TO START? LECTURE, THANK YOU VERY MUCH MAYOR. FIRST I WOULD LIKE TO WISH YOU A HAPPY BIRTHDAY. HAPPY BIRTHDAY MR. MAYOR!

>> THANK YOU. >> YOU ARE WELCOME.

LAST MONTH I APPLIED TO RECEIVE HISTORICAL DESIGNATION THROUGH THE STATE OF FLORIDA'S HISTORICAL RESOURCES.

THE HISTORICAL MARKER PROGRAM IS ONE OF THE DIVISIONS OF HISTORICAL RESOURCES MOST POPULAR AND VISIBLE PUBLIC PROGRAMS. IT IS DESIGNED TO RAISE AWARENESS OF FLORIDA'S RICH HISTORY AND ENHANCE THE ENJOYMENT OF OUR HISTORIC SITES BY CITIZENS AND TOURISTS.

THESE MARKERS ALLOW US TO TELL STORIES OF THE PLACES AND PEOPLE WHO CREATED THE FLORIDA THAT WE ALL ENJOY TODAY BY IDENTIFYING CHURCHES, SCHOOLS, ARCHAEOLOGICAL SITES, BATTLEFIELD AND HOMES THAT REPRESENT OUR PAST.

ON DECEMBER 16, 2021 I ATTENDED THE HISTORICAL MARKER MEETING AND PRESENTED OUR CASE FOR THE ARCHAEOLOGICAL SITE IT WAS APPROVED AND AM HAPPY TO REPORT THAT OUR OFFICIAL MARKER WILL PROBABLY BE ARRIVING THIS FRIDAY.

IN THE LEAD UP TO OUR ANNIVERSARY CELEBRATION MAYBE WE CAN INSTALL A MARKER AND REVEAL IT IN JANUARY OR FEBRUARY AND I WOULD LIKE TO EXTEND INVITATIONS TO THE FAMILIES OF THE ARCHAEOLOGISTS WILMA WILLIAM SONNY GRAVES AND CAR WHO HAVE HAD A SIGNIFICANT IMPACT ON UNCOVERING OUR PARKLAND ARCHAEOLOGICAL PAST. NEXT I WOULD LIKE TO SAY THAT I WENT TO THE TWO FARMERS MARKETS THAT WE HAVE HAD SINCE LAST TWO MEETINGS. THEY WERE WONDERFUL.

THE CULTURAL AWARENESS AND INCLUSION FARMERS MARKET WAS GREAT. ON NOVEMBER 1 I ATTENDED THE SIP AND SPIN AT MAR-A-LAGO AND I RAISED MONEY FOR FRIENDS OF THE LIBRARY. THE FRIENDS INCIDENTALLY HAD AN HOLIDAY PARTY LAST NIGHT WHICH WAS REALLY GREAT, THE FOOD WAS GREAT, I WANT TO GIVE A SHOUT OUT TO SHERRY KIMMELL TO HER LEADERSHIP AS A PRESIDENT THEY RECENTLY SOLD OUT OF THEIR TILE CAMPAIGN FOR THE CHILDREN'S WING AT THE LIBRARY.

THEY DID A GREAT JOB OF BEAUTIFYING THAT AND I AM TOLD THAT THOSE TILES WILL BE UP PROBABLY BY THE MIDDLE OF NEXT YEAR. LIGHT OF THE NIGHT AT ZIMMERMAN AND FRACK AND WAS A HUGE SUCCESS AND THANKS TO PARKLAND CARES TO TAKE ON THE MANTLE OF RUNNING THE AFFAIR THIS YEAR.

I WANT TO GIVE A SHOUT OUT TO LONGTIME RESIDENTS AND PARKLAND VOLUNTEERS AND WONDERFUL COMMUNITY MEMBERS MINNIE AND DAN WHO WERE RESPONSIBLE FOR THAT FOR SO MANY YEARS.

THEIR CONTINUED DEDICATION AND LOVE FOR THE CITY IS ALWAYS ON DISPLAY. THE RIZZO WALK WAS A GREAT SUCCESS I ATTENDED THAT AND THE HOLIDAY PARTY WAS A CHANCE FOR US TO MINGLE WITH ALL OF THE EMPLOYEES IN THE CITY IN ONE SPACE WHICH IS VERY INTERESTING BECAUSE WE USUALLY SEE THAT ALL OVER THE PLACE. I WANTED TO THANK EVERYBODY AGAIN FOR THEIR TREMENDOUS WORK IN MAKING OUR CITY A WONDERFUL PLACE TO LIVE AND PLAY AND HAPPY HOLIDAYS TO YOU ALL AND TO YOUR FAMILIES. I ATTENDED THE PARKLAND CHAMBER EMPOWERING WOMEN LUNCHEON WHICH WAS A HUGE SUCCESS VERY WELL ATTENDED AND HAD AMAZING GIFTED SPEAKERS THERE.

THE CITY DID THE LIGHT UP AND PARKED WHICH WAS TREMENDOUS AND I WANT TO THANK EVERYBODY AND WISH THEM A HAPPY HOLIDAY AND

[00:05:02]

JOYOUS NEW YEAR. MAY PEACE, PROSPERITY AND HAPPINESS BE YOURS THROUGHOUT THE HOLIDAYS AND THE NEW YEAR.

THANK YOU VERY MUCH MAYOR. >> THANK YOU COMMISSIONER CUTLER. COMMISSIONER MAYERSOHN?

>> THANK YOU. I'M GOING TO TRY NOT TO REPEAT THE SAME THING AS COMMISSIONER CUTLER.

SOME OF THEM WILL BE THE SAME LIKE THE RIZZO WALK AND OTHER THINGS BUT FIRST OF ALL I WANT TO CONGRATULATE WHERE IS DEPUTY CHIEF MOSER. HE WAS SELECTED BY THE FIRE CHIEF ASSOCIATION OF BROWARD COUNTY TO RECEIVE THE PRESIDENTS REWARD FOR FOSTERING AND CREATING AN ENVIRONMENT THAT EXEMPLIFIES THE ESSENCE OF FIRE SERVICE SO CONGRATULATIONS. [APPLAUSE] ON CONTINUING TO CONGRATULATE, I KNOW THAT KATHY LIRIANO IS NOT HERE TODAY BECAUSE SHE IS PROBABLY AT THE APP BUT SHE IS THE PERSON IN CHARGE AND SHE WAS SO RECOGNIZED AS THE 2022 PROFESSIONAL STAFF MEMBER OF THE YEAR BY THE BROWARD COUNTY CHIEF OF POLICE ASSOCIATION. CONGRATULATIONS TO KATHY.

[APPLAUSE] HEY, I WAS CONGRATULATING BUT THAT'S OKAY.

>> CONGRATULATIONS BOB MEYERSON! A COUPLE OF OTHER THINGS I WANT TO SHARE WITH YOU, HB 749 WHICH ALLOWS PUBLIC NOTICES ON COUNTY WEBSITE, THE COUNTY VOTED THE OTHER DAY TO ALLOW MUNICIPALITIES TO ADVERTISE THROUGH A THIRD-PARTY PLATFORM. THERE IS AN INTERLOCAL AGREEMENT THAT WE WOULD HAVE TO SIGNED BY THE COUNTY.

THERE ARE SOME QUESTIONS AS TO WHAT IS THE COST.

AT THIS POINT I WOULD RECOMMEND THAT IN THROUGH OUR ATTORNEY HE CAN REVIEW IT THAT POSSIBLY AT OUR NEXT MEETING WE RING THAT BACK TO EITHER APPROVE JUST SIGNING UP DOESN'T OBLIGATE US TO USE ANYTHING VESELY WE DON'T KNOW THE COST AND THE REASON WHY I SAY THAT IS THAT THE LEGISLATURE, THIS IS BEEN IN THE WORKS FOR 10 YEARS TO TRY TO GET CITIES TO ADVERTISE ON PUBLIC NOTICES ON WEBSITE. IF WE DON'T TAKE ADVANTAGE OF IT LEGISLATURE IS NOT GOING TO GIVE US THINGS THAT WE WANT.

IT'S MY RECOMMENDATION ONCE ANTHONY REVIEWS IT THAT WE SIGN THE DOCUMENT WHICH I DON'T THINK OBLIGATES US TO ANYTHING BUT CREATING THAT INTERLOCAL AGREEMENT.

WE WOULD BE RESPONSIBLE AS A THIRD PARTY TO CREATE WHATEVER COST IT IS WHICH WE CAN FIGURE IF IT'S SOMETHING THAT WORKS

FOR US OR DOESN'T. >> I THINK THAT'S A GREAT

IDEA. >> JUST TO GIVE YOU, SOLID

WASTE, I WILL GIVE YOU A COPY - >> DON'T GIVE ME SOLID WASTE BUT TALK ABOUT IT. [LAUGHTER]

>> I WILL GIVE YOU A COPY OF WHAT THE SCOPE OF REGIONAL SOLID WASTE AND RECYCLING MASTER PLAN POTENTIALLY COULD BE. ONE OF THE THINGS THAT THE SOLID WASTE AND RECYCLING WORKGROUP HAS SHIFTED, THERE ARE SOME CITIES THAT HAVE BEEN CONCERNED AS FAR AS WHAT ARE WE GETTING INTO? THIS GIVES YOU A SCOPE.

THE QUESTION IS STILL I WILL CALL IT WHAT COMES FIRST THE CHICKEN OR THE EGG? THE INTERLOCAL AGREEMENT, THE SOLID WASTE MASTER PLAN, DO IT IN UNISON? WHO PAYS FOR IT AND WE ARE STILL WORKING THROUGH ALL THAT STUFF IT'S THE DATE TO GIVE YOU ON THAT.

I DID PARTICIPATE IN THE DECCA SHARK TANK PROGRAM AS A JUDGE.

I WASN'T MR. WONDERFUL BUT THE STUDENTS CERTAINLY WERE.

THEY DID A GREAT JOB. MACY NIECE WAS COORDINATING IT ALL AND SHE WAS FANTASTIC. THE QUESTIONS THAT WE ASKED AND SOME OF THE IDEAS FOR INCREDIBLE.

CONGRATULATIONS TO THOSE STUDENTS WHO PARTICIPATED.

I DO WANT TO GIVE A SHOUT OUT TO CORAL SPRINGS PARKLAND FIRE AS WELL AS BSO. OVER THE WEEKEND THERE WAS A 901 INCIDENT IN TERRA MARK PARK STATION 42 ARRIVED AND MAYBE TWO AND HALF MINUTES. THE INCIDENT WAS RESOLVED.

IT WAS A YOUNG KID WHO FELL OFF ONE OF THE APPARATUS BUT NOT ONLY AND THIS IS WHERE I THINK THAT I GUESS IT GIVES ME A LITTLE BIT OF SAFETY AND SECURITY, IT'S NOT ONLY WAS CORAL SPRINGS PARKLAND THERE BUT BSO WAS THERE TO ASSIST.

IN UNISON WE ARE ALL OPERATING AND WE ARE TALKING ABOUT THE 911 EMERGENCY CALL CENTER AND THINGS WE NEED TO DO BUT THIS JUST GIVES ME A BIT OF SAFETY AND SECURITY KNOWING THAT THE SYSTEM THAT WE CURRENTLY HAVE IN PLACE OBVIOUSLY NEEDS TO BE IMPROVED BUT IT CURRENTLY WORKS.

OBVIOUSLY AGAIN HAPPY BIRTHDAY MR. MAYOR.

YOU HAVE A WHOLE WEEK CELEBRATION I KNOW SOME OF YOU STARTED ON MONDAY. AGAIN HAPPY BIRTH DAY TURNING

[00:10:03]

THE CURVE AND IT IS A ROAD UP. IT IS ALL APPEAL.

>> HAPPY HOLIDAYS TO ALL. JUST A REMINDER THAT TODAY IS A SOMBER DAY IS THE 10TH ANNIVERSARY OF THE INCIDENT IN SANDY HOOK SO MY HEART GOES OUT TO ALL OF THOSE PEOPLE AS WELL AS ALL OF US IN THE CITY OF PARKLAND THAT UNDERSTAND WHAT THEY'RE GOING THROUGH IN SANDY HOOK AND OBVIOUSLY WHAT WE GO THROUGH HERE IN PARKLAND. AND FINALLY, BECAUSE WE DISCUSSED THIS IN OUR STRATEGIC PLANNING, NANCY, DID YOU REACH

OUT TO MOTOROLA? >> I DID TRY TO REACH OUT THAT THERE WAS NO SUCCESS IN CONNECT TO BE.

>> OKAY, THANK YOU THAT'S ALL IT GOT.

>> COMMISSIONER ISROW? >> THANK YOU MAYOR.

I WILL GO OVER EVERYTHING BECAUSE IT SEEMS LIKE EVERYTHING HAS BEEN COVERED. I WILL SAY THAT THE CHAMBERS EMPOWERED LUNCHEON AND IT A GREAT EVENT.

I RECOMMEND ANYONE WHO IS NOT INVOLVED TO LOOK INTO IT BECAUSE A PARTNERSHIP WITH THE CITY OF PARKLAND TOGETHER THERE IS A SYNERGY THERE WERE ICY MOMENTUM BUILDING NOT JUST FOR COMMERCIAL BENEFIT FOR WHATEVER YOUR BUSINESS IS OBVIOUSLY IT IS PRIORITY NUMBER ONE. FOR PEOPLE WHO ARE INTERESTED, TO HAVE THEIR HEAD AND HEART IN THE RIGHT PLACE THERE'S A LOT OF OPPORTUNITY TO LOOK AT WHAT OTHER PEOPLE DO.

AND YOU CAN ALSO HELP OTHERS IN THE SAME TOKEN.

I'M GLAD PEOPLE GOT INVOLVED IS AN INCREDIBLE PROGRAM AND IT'S ONLY GETTING BETTER. TOMORROW SNOW FAST 7:55 PM ONE OF MY KIDS FAVORITE EVENTS OF THE YEAR SO DON'T MISS THAT.

I WAS ALSO GOING TO WISH YOU A HAPPY BIRTHDAY TO THE MAYOR BUT AT THIS POINT IT'S ALREADY BEEN ENOUGH.

BUT AT THE POINT OF PERSONAL PRIVILEGE I WILL WISH A HAPPY BIRTHDAY TO MY SON, PARKER, MY DAUGHTER, MAIA, I LOVE YOU AND

THAT'S ALL I'VE GOT. >> ALL RIGHT, VERY GOOD AND

VICE MAYOR BRIER? >> THANK YOU MAYOR, WITH A LOT GOING ON IN THE CITY. THE LIGHT OF THE NIGHT EVENT WAS GREAT AND THANK YOU FOR ACKNOWLEDGING PARKLAND CARES AND ALL THE HARD WORK THEY'VE DONE ON THE EVENT AND BUILDING IT UP. PARKLAND CHAMBERS HAD TWO GREAT EVENTS IN THE LAST WEEK. ONE WAS THE EMPOWERING WOMEN LUNCHEON WHICH IS GROWN BY LEAPS AND BOUNDS AND EVENTUALLY WE COULD PROBABLY GET TO THREE OR 400 PEOPLE AND IS A REAL SIGNIFICANT EVENT IN THE CITY AND THEY ALSO HAD THEIR HOLIDAY EVENT TO COLLECT MONEY OR TOYS FOR NEEDY CHILDREN.

AND WE HAD THE RIZZO FAMILY FOUNDATION TO DO THEIR WALK, JOHNNY RIZZO IS HERE FOR ALL THEIR WORK THEY DO FOR THAT EVENT. IT IS HEARTWARMING THAT WE CONTINUE TO HAVE PEOPLE WHO HAVE GROWN UP OR LIVED IN THE CITY WHO HAVE ACHIEVED AMAZING SUCCESS LIKE ANTHONY COME BACK TO THE CITY AND GET BACK TO THE COMMUNITY AND THEN HAVE THE COMMUNITY IN TURN EMBRACED THE CAUSE OF RAISING MONEY TO HELP CHILDREN WITH CANCER. ONE OF THEM IS A FAMILY WHO LIVED BEHIND ME WHEN I GREW UP WHOSE SON UNFORTUNATELY IS GOING THROUGH A CANCER BATTLE RIGHT NOW.

THE RIZZO FAMILY WHO WAS SUPPORTING THAT FAMILY AND THE RIPPLE EFFECTS ARE SPREADING ACROSS THE WORLD.

WE HAVE AS COMMISSIONER ISRAEL MENTIONED WE HAVE SNOW FAST COMING UP AND THE FARMERS MARKET COMING UP AND WITH REGARDS TO THE CHAMBER I WANT EVERYONE TO SUPPORT OUR LOCAL BUSINESSES. THIS IS A TIME OF YEAR WHERE WERE UNFORTUNATELY SPENDING TOO MUCH MONEY ON GIFTS AND EVERYTHING ELSE AND IF YOU CAN HAVE A FOCUS ON SUPPORTING OUR LOCAL BUSINESSES WITH CARDS AND FREQUENTING OUR BUSINESSES THAT WOULD HELP THEM. EVEN IN THE EVENT THAT WE HAD FOR THE CHAMBER THE HOLIDAY EVENT WAS A PARKLAND RESIDENT WHO OWNS A RESTAURANT IN CORAL SPRINGS AND WAS GREAT TO PROVIDE THAT SUPPORT. I WILL ALSO WISH EVERYONE INCLUDING THE MAYOR A HAPPY BIRTHDAY AND HAPPY HOLIDAYS.

'VE BEEN DOING THIS FOR TWO WEEKS NOW.

BUT I ALSO WE ATTENDED THE BROWARD LEGAL CITY HOLIDAY MINGLE WHICH IS A GREAT EVENT TO MEET LOCAL ELECTED OFFICIALS AND WITH ALL THE HAPPY HOLIDAYS AND HAPPY NEW YEAR AND EVERYTHING I WANT TO ASK EVERYONE TO SLOW DOWN A LITTLE BIT. BE KIND.

THIS IS A HARD TIME OF YEAR FOR PEOPLE BOTH WITH MENTAL HEALTH AND LONELINESS. ASK YOU TO REACH OUT TO YOUR NEIGHBOR, TO YOUR FRIEND, A WIDOW AND BE KIND TO ONE ANOTHER AND WITH THAT I'M ALL DONE.

>> GREAT, THANK YOU ALL FOR THE BIRTHDAY WISHES AND EVERYONE ELSE ON FACEBOOK AND TEXT MESSAGES IS VERY MUCH APPRECIATED. OBVIOUSLY HAPPY HOLIDAYS AND HAPPY NEW YEAR TO EVERYONE. TWO THINGS I WANT TO TOUCH ON VERY QUICKLY I KNOW THERE'S A LOT GOING AROUND YOU MIGHT CARE ABOUT 911 THE COMMISSIONER TALKED ABOUT A LITTLE BIT BUT

[00:15:08]

DURING THE TRAGEDY IN 2018 THERE WERE SOME ISSUES WITH COMMUNICATION AND 911. CORAL SPRINGS MADE A TEMPORARY FIX. THERE IS A HUB THAT THE CORAL SPRINGS COMMUNICATIONS WHO HANDLES MOST OF OUR COMMUNICATIONS HAS BEEN LOOKING FOR THE COUNTY TO IMPLEMENT.

THANKS TO COMMISSIONER EUGENE ON THE BROWARD COUNTY COMMISSION HE IS GOTTEN THE CANDIDATE IS STRAIGHTER TO MOVE FORWARD WITH THE SUB AND HE'S MOVING THE PROCESS TO MOVE FORWARD AND THANK YOU TO THE COMMISSION FOR STEPPING UP AND MAKING SURE THIS HAPPENS FOR ADDITIONAL SAFETY FOR OUR COMMUNITY SO THAT IS OBVIOUSLY IMPORTANT.

WE WANT TO THINK THEM. LOX ROAD I KNOW WE TALKED ABOUT LOX ROAD. LOX ROAD WAS DELAYED AS WE KNOW WITH SUPPLY CHAIN ISSUES, COST INCREASES.

WE FELL OVER BUDGET THANKFULLY AGAIN, THANKFULLY TO AT THE TIME IT WAS MAYOR, HE WAS ABLE TO CREATE THE ADDITIONAL FUNDS FOR THAT SHORTFALL HAS BEEN RECTIFIED.

IT'S BEEN IMPROVED BY THE MPO AND APPROVED AT THE COUNTY LEVEL STOP PROJECT IS NOW OFFICIALLY FULLY FUNDED AND THAT IS NOW GOING TO GET UNDERWAY.

I DON'T WANT TO PUT DATES OR ANYTHING BUT SUMMERTIME WE WILL SEE A SHOVEL IN THE GROUND. THANKFULLY IT IS FULLY FUNDED.

I WANT TO CONGRATULATE COMMISISROW WITH THE UP AND COMING LEGAL LAWYER FOR 2022.

[APPLAUSE] A QUICK SHOUT OUT TO A COUPLE OF THE REGIMEN JARROW TC IS A STATE CHAMPION SO KUDOS TO THEM.

THEY ARE A FANTASTICKS WHO HAS AMAZING PROGRAMS. THEY WORK VERY HARD ON A DAILY BASIS TO SEE THEIR HARD WORK PAY OFF IN STATE CHAMPIONSHIPS WAS AMAZING.

I WANT TO TALK QUICKLY ABOUT WHAT I HAVE SEEN ON SOCIAL MEDIA AND THROUGHOUT OUR COMMUNITY.

KIKA, THE DOG GOT LOOSE, I KNOW IT'S REDUNDANT BUT YOU CAN'T STOP TALKING ABOUT HOW POWERFUL AND CLOSE OUR COMMUNITY IS TO REACH OUT AND HELP FIND THIS DOG.

OBVIOUSLY THOSE OF US WHO HAD PET AND A PET IS SOMETIMES, SOMETIMES THEY ARE PROBABLY AT HER THEN CHILDREN.

TRUTHFULLY IT'S WONDERFUL TO SEE OUR COMMUNITY COME TOGETHER WERE OUT THERE LOOKING FOR THEIR DOGS, GIVING THE OWNERS ADVICE AND EVERYTHING LIKE THAT AND WITH THE HOLIDAYS TO THE VICE MAYOR'S POINT, IT'S GREAT OBVIOUSLY IT'S AN UNFORTUNATE CIRCUMSTANCE BUT IT'S NICE TO TAKE A DEEP BREATH, SIT BACK AND REALIZE THE COMMUNITY THAT WE LIVE IN AND NEIGHBORS AND FRIENDS IT'S A WONDERFUL PLACE AND TIME AND TIME AGAIN WE TALK ABOUT HOW INCREDIBLE PARKLAND IS AND I KNOW I SPEAK TO ALL OF US HERE IT'S AN HONOR TO SERVE YOU AND LOOKING FORWARD TO THE NEW YEAR. WITH THAT WE WILL GO TO THE

[6. Proclamations and Recognitions]

APPROVAL OF THE AGENDA. >> MOTION TO APPROVE.

>> SECOND. >> SORRY, YES, PROCLAMATIONS.

THAT IS WHY SOME OF YOU ARE HERE.

I KNOW THAT COMMISSIONER CUTLER IS DEALING WITH BACK ISSUES SO HE'S GOING TO STAY HERE NO OFFENSE BUT LET'S GO DOWN HERE AND - WE WILL START WITH MATT. IF MATT WANTS TO COME DOWN HERE BEFORE I READ THIS RIGHT UP THAT WE HAVE, ANYBODY WHO PARTICIPATES IN FLAG FOOTBALL, ONE OF THE THINGS THAT YOU ARE

[00:20:05]

GOING TO MISS TREMENDOUSLY IS MATT'S EMAILS.

HIS EMAILS WERE LEGENDARY. I KNOW THAT EARLY ON IN THE SEASON WE WERE LOOKING FOR MORE COACHES, WE WERE LOOKING FOR REGISTRATION AND THEN BEFORE THE SEASON STARTS TO GET EVERYBODY PUMP UP BEFORE PLAYOFFS START TO MAKE SURE EVERYONE UNDERSTANDS THIS IS FLAG FOOTBALL.

EVERYBODY KEEP YOUR COOL. MATT WOULD WRITE PAGES AND PAGES AND PAGES OF EMAIL. IT WAS A PLEASURE TO READ AND THINK IT HAD A GREAT EFFECT ON PARENTS.

FLAG FOOTBALL HAS BEEN TREMENDOUS.

I CANNOT SAY THANK YOU ENOUGH FOR THAT.

WHEN A VISIONARY IS IN THE ROOM YOU KNOW IT.

DECISIONS ARE MADE IN THE INTEREST OF ALL NOT JUST A FEW.

AND THAT CANNOT MORE SAID THAN FOR THIS MAN AND I JUST DID. CONCEPTS AND IDEAS OFTEN CHART NEW PATHS OF UNDERSTANDING AND OPPORTUNITY AND PEOPLE ARE THE CENTER OF THE END PRODUCT. NOTHING ELSE.

WE HAVE A VISIONARY AMONG US TODAY.

ANYONE WHO HAS EXPERIENCED PARKLAND FLAG FOOTBALL HAS IN SOME WAY BENEFITED FROM THE INNOVATION AND LEADERSHIP.

PARK AND RESIDENT MAMATTHEW KAUFMAN HAS BEEN A COACH AND BOARD MEMBER FOR 40 YEARS. MATT'S UNORTHODOX APPROACH TO TEAM SPORTS IN THE THICK OF THE COVID-19 PANDEMIC WAS A LITERAL GAME CHANGER FOR CHILDREN WHO HAD NO OUTLET UNDER THE WEIGHT OF QUARANTINES VIRTUAL CLASSROOMS AND MONTHS OF LIVING INDOORS. WHILE EVERYTHING WAS SHUTTING DOWN MATT WAS DESIGNING SOCIAL DISTANCING PROTOCOLS AND A CONTACT TRACING SYSTEM THAT WOULD ALLOW CHILDREN TO NOT ONLY CONTINUE TO PLAY BUT ALSO THRIVE AS YOUNG ATHLETES.

THE CITY OF PARKLAND AND CITY COMMISSION RECOGNIZES MATTHEW KAUFMAN FOR HIS VISION AND COMMITMENT TO SERVE COUNTIES IN OUR COMMUNITIES. IN THE WORDS THAT MATT OFTEN USE TO CLOSE OUT HIS LETTER TO PARENTS IS ONE TEAM.

[APPLAUSE] >> AM I SUPPOSED TO SAY SOME

IN? >> YOU DON'T HAVE TO.

HE WILL SEND OUT EIGHT EMAIL TOMORROW REGARDING THIS EVENT BUT SERIOUSLY, LET'S GO AHEAD AND TAKE A PICTURE BUT THANK YOU VERY MUCH MATT. TODD, YOU HAVE SOME SERIOUSLY SHOES TO FILL AS THE NEW - HAVE THE SAME SIZE SHOES I WEAR.

AR. [APPLAUSE] NEXT WERE GOING TO BRING UP DEPUTY CHIEF MOSER AND HE'S GOING TO INTRODUCE OUR NEW SQUAD OF FIREFIGHTER PARAMEDICS.

>> REALLY QUICK WHEN WE HAVE OPENINGS IN THE FIRE DEPARTMENT FOR FIREFIGHTER PARAMEDIC APPLICATIONS WE HAVE TONS OF APPLICANTS. THESE 10 YOUNG FINE MEN AND WOMEN WENT THROUGH A GRUELING PROCESS AND WERE HAPPY TO BRING THEM ON BOARD. ALSO THANKS TO PARKLAND BECAUSE WITHOUT YOUR ADDITIONAL STAFF RECENTLY THERE WOULD ONLY BE SIX OF THEM BUT NOW THERE'S 10 BECAUSE OF SOME GREAT PROGRESS WITH THE CITY OF PARKLAND. I AM GOING TO WELCOME THESE 10 MEMBERS AND I APOLOGIZE AHEAD OF TIME FOR ANY NAME MISTAKES.

YOU KNOW WHO YOU ARE ALREADY. ANDREW CHONG, BRADLEY MULLINS, THEODORE STEWART, JOSEPH FABIANI, JUSTICE ELLEN, JUST ENCHANT, OR SOLICIT DEL RIO, JUSTIN BERGMAN, TREY BEYOND PERSON AND ROBERT DECKER. WAS THAT ALL RIGHT? I WAS WORRIED ABOUT MESSING UP ALSO BATTALION CHIEF FOR TRAINING FOLKS THE NEXT COUPLE OF MONTH VERY REGULAR TRAINING PROGRAM. [APPLAUSE] GOOD LUCK, TODD.

[7. Approval of the Agenda]

[00:25:36]

[APPLAUSE] >> NOW WE WILL DO THE APPROVAL

OF THE AGENDA. >> MOTION TO APPROVE X SECOND.

>> WE HAVE A MOTION TO APPROVE BY VICE MAYOR BRIER AND SECOND BY COMMISSIONER ISROW. ALL IN FAVOR?

[8. Consent Agenda]

>> AYE. >> IT PASSES UNANIMOUSLY.

CONSENT AGENDA? >> CAN I PULL FOR A BRIEF DISCUSSON EIGHT A? SO, CONSENT AGENDA MINUS 8A.

>> MOTION TO APPROVE. >> SECOND.

>> WE HAVE A MOTION BY COMMISSIONER MAYERSOHN AND SECOND BY VICE MAYOR BRIER. ANY COMMENTS BY THE PUBLIC? ROLL CALL.> VICE MAYOR BRIER, COMMISSIONER CUTLER, COMMISSIONER CUTLER, COMMISSIONER MAYERSOHN, MAYOR

WALKER. >> 8A A RESOLUTION FROM SIDDIQUE COMMISSION OF THE CITY OF PARKLAND, FLORIDA WORK OFF STATION NUMBER EIGHT WITH. [INDISCERNABLE] TO EXPAND PARKING AT TERRA MOORPARK PROVIDING EXECUTION PROVIDING

FOR A EFFECTIVE DATE. >> I DON'T NEED A PRESENTATION OR JUST A BRIEF COMMENT. ONE OF THE THINGS AT TERRA MORE I'LL CALL IT THE GRASSY KNOLL OR GREEN SPACE IS SOMETHING THAT GIVES THE PARK CARE THERE AND TRYING TO PRESERVE AS MUCH AS POSSIBLE AND I UNDERSTAND IT'S A BALANCE BETWEEN ADDITIONAL PARKING AS WELL AS TRYING TO PRESERVE.

THERE IS CURRENTLY A MEMORIAL BENCH THAT IS IN THAT AREA.

I WANTED TO MAKE SURE THAT WE TAKE THAT INTO CONSIDERATION.

I DON'T KNOW IF IT'S SOMETHING I JUST BRING THIS UP WHETHER OR NOT WE CAN MAKE THOSE DECISIONS PRIOR TO GOING FORWARD WITH SPENDING THE $80,000 TO COME UP WITH A PLAN WHERE IT MAY BE FROM AN ENGINEERING STANDPOINT WE GO OUT THERE AND SAY LOOK BASED UPON AND LOOKED RUDIMENTARY IS GOING TO GENERATE 20 PARKING SPACES THIS IS GOING TO GENERATE 40 THIS IS GOING TO GENERATE 50 AND HERE'S HOW MUCH LAND WE ARE TAKING.

I DON'T KNOW IF THAT IS SOMETHING THAT WE MIGHT LOOK INTO I KNOW WE HAD AN ADDITIONAL 20 MORE SPACES AND I DON'T KNOW HOW THAT'S GOING TO AFFECT PARKING.

EVEN 50 I DON'T THINK WILL MAKE A DIFFERENCE.

>> ALEXANDER BAR FOR THE RECORD CITY ENGINEER WE ARE ASKING THE CONSULTING GROUP TO ANALYZE FEW OPTIONS TO GIVE US THE BEST ANALYSIS OF HOW MANY PARKING SPACE CAN BE SAVED AND HOW MUCH GREEN SPACE CAN BE SAVED SO THEY WILL GIVE US SOME

ALTERNATIVES TO LOOK AT. >> I JUST WANTED TO COMMENT ON THAT. I APPRECIATE THE COMMENTS AND WERE ALWAYS TRYINGFOR KEEPING GREEN SPACE WHEN WE CAN BUT TERRAMAR HAS BECOME A BIT OF A SAFETY ISSUE WITH THE PARKING THAT IS NEEDED. I THINK IT'S IMPORTANT THAT WE AT LEAST GO THROUGH THE PROCESS TO SEE HOW MANY SPOTS WE CAN . AND MAYBE NOW IT'S NOT SO BAD BUT COME SPRING IT'S GOING TO BE A DIFFERENT ANIMAL BECAUSE RIGHT NOW YOU HAVE FALL SOFTBALL AND FALL BASEBALL AND THEY DON'T HAVE THE SAME NUMBERS WE WILL HAVE IN THE SPRING AND I DON'T KNOW ABOUT I-9 I DON'T THINK IT IS IN FULL SWING AT THE MOMENT BUT IT IS RIGHT ACROSS.

>> IS THEYTHERE A WAY TO TRY TO CONFIGURE THE SPACE TO BE A FLEX BASE LIKE WHEN NEEDED NOT JUST A PARKING LOT AND NOT?

>> WE CAN LOOK AT IT AS AN ALTERNATIVE WE DIDN'T LOOK AT THE DESIGN AND WE CAN MEET WITH AS WELL?

>> I DON'T KNOW IF THE TRAFFIC WOULD KILL THE GRASS THERE IF WE USED IT IN OVER FLOW PARKING OR GREEN SPACE WHEN IT'S NOT NEEDED BUT TO THE MAYOR'S POINT THERE'S GOING TO BE A PERIOD.

>> AND THE DESIGN WE CAN TAKE IT INTO EFFECT MAYBE THERE'S AN OPPORTUNITY TO MAKE IT LOOK MORE APPEALING?

>> IT'S DEFINITELY SAFETY ISSUE.

[00:30:03]

>> I KNOW YOU DIDN'T WANT TO NOT DO THE DESIGN BUT IF THEY HEAR THEIR OUR COMMENTS WHICH ARE GREAT YOU CAN TAKE THAT INTO ACCOUNT. YOU CAN HAVE A TON OF PARKING LESS PARKING IN DIFFERENT SITUATIONS.

I THINK OUR COMMENTS WERE GOOD. >> ONE OF THE PARKING SPOTS THEY STABILIZE THE EARTH BUT IT WON'T RUIN THE GRASS BUT IT

WILL COME BACK EVERY TIME SO. >> THAT MIGHT BE A GOOD IDEA.

>> MIGHT GIVE US A DIFFERENT OPTION.

>> GREAT. >> MOTION TO APPROVE.

>> SECOND. >> DOES ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS ITEM? SEEING THERE ISNONE WE HAVE A MOTION TO APPROVE FROM COMMISSIONER PEARSON AND THE SECOND BY COMMISSIONER ISROW. ROLL CALL.

>> PLEASE SHOW IT PASSES UNANIMOUSLY.>> WE ARE NOW ON

[9. Regular Agenda]

2023 LEGISLATIVE AGENDA A RESOLUTION OF THE CITY OF PARKLAND, FLORIDA ADOPTING THE 2023 LEGISLATIVE AGENDA DIRECTING THE DELEGATION PROVIDING FOR AN EFFECTIVE

DATE. >> GOOD EVENING.

>> THOSE ARE SOME GOOD-LOOKING DEGREES BEHIND YOU ROBBIE.

>> YOU KNOW WHAT, ALL THREE OF THEM ARE TAKEN.

[LAUGHTER] I SAW SOME OTHER ONES THAT WERE FROM THE 80S AND 90S. APPARENTLY USED TO SAY THE

FLORIDA STATE UNIVERSITY. >> OKAY.

WITH THAT SAID. [LAUGHTER] GO GATORS!

[LAUGHTER] >> ALL RIGHT ROBBIE, TAKE IT

AWAY. >> ALL RIGHT, FIRST I'M GOING TO JOIN THE HAPPY BIRTHDAY MR. MAYOR TRAIN.

I ALSO WANTED TO SAY THAT THE RECOGNITION THAT YOU DID EARLIER ON A PERSONAL NOTE I THINK EVERYONE IN THE ROOM KNOWS HOW INCREDIBLE MATTHEW KAUFMAN IS.

HE'S BEEN A MENTOR AND A FRIEND SINCE HIGH SCHOOL AND SEEING HIS TWO ADULT KIDS THAT I USE TO BABYSIT WAS INCREDIBLE SO I HAD TO SAY THAT AND CONGRATULATIONS ON THE RECOMMENDATIONS. AS YOU ALL CAN PROBABLY FIGURE OUT UP IN TALLAHASSEE RIGHT NOW WE JUST COMPLETED A LEGISLATIVE SPECIAL SESSION ON PROPERTY INSURANCE, TAX RELIEF AND HURRICANE RELIEF. I WILL BE SENDING TOMORROW OUT TO YOU ALL A RECAP OF EVERYTHING THAT HAPPENED.

LOOKING AHEAD TO THE REGULAR SPECIAL SESSION WE WANTED TO HAVE A CONVERSATION. OUR TEAM MET WITH CITY STAFF ABOUT WHAT THE 2023 LEGISLATIVE ACTION PLAN WILL BE FOR THE CITY. WE ARE VERY FORTUNATE IN THE CITY OF PARKLAND TO HAVE THE CHAIR OF THE FLORIDA LEAGUE OF CITIES LEGISLATIVE CAUCUS THE COMMISSIONER BOB MORRISON ON YOUR DAY US. WE WANTED TO MAKE SURE WE POINT TO THE FLORIDA LEAGUE OF CITIES AGENDA.

WE WANT THIS TO BE A CONVERSATION WITH FEEDBACK FROM THE COMMISSION OF WHAT YOU WANT TO SEE US WORK ON HERE IN TALLAHASSEE FOR YOU. IN WORKING WITH CITY STAFF WE UPDATED WITH SOME SUCCESSES FROM LAST YEAR.

AND, REALLY WE WANTED TO COME OUT AND HAVE AN OPEN CONVERSATION ABOUT WHAT YOU WANT TO ADD, CHANGE OR REMOVE FROM THE LEGISLATIVE ACTIVE PLAN.

>> OKAY COMMISSIONER MAYERSOHN?

>> THE ONLY THING I WANTED TO ADD AND I SPOKE TO ROBBIE ABOUT THIS EARLIER IN THE WEEK IS TO ADD SUPPORT FOR TAKING 911 CALLERS AND CLASSIFYING THEM AS FIRST RESPONDERS.

FOR EXAMPLE WAS IT HURRICANE EN THAT THE GOVERNOR HAD THE BONUS OUT TO FIRST RESPONDERS AND NONE OF THEM GOT IT BECAUSE THEY ARE CLASSIFIED AS CLERICAL OR WHATEVER IT MAY BE? I WOULD LIKE TO SUPPORT THAT IF THERE'S NO LEGISLATION I WOULD LIKE TO HELP PUSH TO GET THAT THROUGH.

>> I MEAN I CAN AGREE WITH THAT MORE, THE 911 CALLERS HAVE, THEY ARE ACTUALLY THEY ARE THE FIRST ONES THAT YOU CALL IN THERE IS AN ISSUE. SO, I WOULD ABSOLUTELY SUPPORT THAT I THINK IT'S A GREAT IDEA COMMISSIONER MAYERSOHN AND AGAIN TO YOUR POINT I DON'T KNOW ROBBIE THAT WOULD BE TO YOU IF THERE'S OPPORTUNITIES BUT I WOULD IMAGINE THERE'S

[00:35:01]

OTHER PEOPLE I HAVE HEARD. OKAY.

>> MOTION TO APPROVE. >> ANYONE FROM THE PUBLIC?

NO? >> SECOND.

>> WITH THE ADDITION. >> THE MOTION TO APPROVE IS

REVISED.>> WE HAVE A MOTION BY THE VICE MAYOR AND SECOND BY

COMMISSIONER ISROW ROLL CALL. >> SPEAKER:

>> PLEASE SHOW IT PASSES UNANIMOUSLY.

THANK YOU VERY MUCH. >> ESTHER MAYOR IF I MAY ON MARCH 22 WE HAVE OUR DAYS IN TALLAHASSEE HOPE TO SEE YOU ALL APPEAR. THANK YOU. THANK ANK YOU.

>> THANK YOU. >> ITEM 9B IS RESOLUTION 22-073 THE DOOR REPLACEMENT PIGGYBACK A RESOLUTION OF THE CITY COMMISSION AUTHORIZING THE PIGGYBACK OF THE EASY CONTRACT FL-ARTS ? GC 02-11 821 SED FOR DIRECT REPLACEMENT IN THE AMOUNT OF $200,000 TO SHIFT CONSTRUCTION DEVELOPMENT AND PROVIDE OF EXECUTION AND PROVIDED FOR AN EFFECTIVE DATE.

THEY ARE DUE FOR REPLACEMENT AND SOME OF THE PORTIONS WE HAVE THIS THAT WILL COVER.

IN ADDITION THIS INCLUDES A PORTION THAT IS ELECTRICAL WHICH ADDS THE ADA FUNCTION OF THE PUSHBUTTON IN THE FRONT AND THEN ALSO FOR THE FUTURE SECURITY FOR IMPLEMENTING.

>> MOTION TO APPROVE. >> SECOND.

>> ANYONE FROM THE PUBLIC SEEING THERE IS ON THURSDAY MOTION TO APPROVE BY THEN COMMISSIONER MAYERSOHN AND SECOND BY COMMISSIONER CUTLER. ROLL CALL> .

UNANIMOUSLY. >> ITEM 9C RESOLUTION 2022-074 TERRAMAR PARK FIELDS AND DUGOUT FENCING REPLACING.

THIS PIGGYBACKS THE EDI QC CONTRACT NUMBER FOR TARA TERRAMAR FOR FENCING REPLACEMENT IN THE AMOUNT OF TWO PROVIDING FOR EFFECTIVE DATE.

>> AGAIN, THIS IS FOR THE REPLACEMENT OF THE EXISTING FENCE AND OUTFIELD 16.2 IN THE LAST ONE IT HAS FADED AND WE

NEED TO REPLACE .>> AGAIN, THIS IS FOR THE REPLACEMENT OF THE EXISTING FENCE AND OUTFIELD 16.2 IN THE LAST ONE IT HAS FADED AND WE NEED TO REPLACE IT ANDD MATCH WHAT IS ON THOSE FIELDS. THEY WERE JUST DONE ON THREE AND FOUR. THIS IS ALSO A PIGGYBACK.

>> THE ONLY QUESTION I WOULD HAVE IS THERE A COST SAVINGS IF WE WERE TO BUNDLE ALL FOUR TOGETHER? I ADMIT THAT THE BUDGET MAY BE AN ISSUE BUT CAN WE PIGGYBACK

OFF THAT? >> WE DID AND THE PRICE CAME IN WAY OVER VER BUDGET. SO WE ARE MOVING FORWARD AT LEAST FOR THE TWO IMMEDIATE ONES THAT WE NEED TO PAY

ATTENTION TO. >> THE CONTRACT FOR SHIFT CONSTRUCTION, WINDOWS THAT RENEW AND IS THAT GOOD FOR TWO YEARS, THREE YEARS?O THAT WE ARE PIGGYBACKING ON THIS FOR

THE NEXT BUDGET YEAR? >> THIS IS WHAT WE WILL LOOK

AT. >> HAVE TO GO BACK I BELIEVE IT'S VALIDATED FEBRUARY 2023 AND IT HAS OPTIONS ON IT.

SO IT WILL. [INDISCERNABLE]

>> OKAY. >> QUESTIONS?

>> ANYONE FROM THE PUBLIC TO SPEAK ON THIS AGENDA ITEM?

>> SEEING THAT THERE IS NONE A MOTION TO APPROVE?

>> SECOND. >> MOTION TO APPROVE BY COMMISSIONER MAYERSOHN AND SECOND BY VICE MAYOR BRIER.

ROLL CALL? >>.

UNANIMOUSLY. >> ITEM NINE D RESOLUTION 2022-072 A RESOLUTION OF THE CITY OF COMMISSION OF THE CITY OF PARK AND, FLORIDA APPOINTING A TRUSTEE TO THE POLICE PENSION

[00:40:01]

AND TRUST BOARD PROVIDING FOR AN EFFECTIVE DATE.

>> THIS IS A NEW TERM FOR THE PENSION BOARD MEMBERS AND I KNOW THAT VICE MAYOR BRIER IS ON THE BOARD AT THE MOMENT AND I SEE THE LIST OF APPLICANTS WE HAVE.

I WAS ON THE POLICE PENSION BOARD BEFORE AND I GOT TO SIT NEXT TO GAIL AND I SEE HER OUT THERE IN THE AUDIENCE.

I KNOW HER ATTENDANCE WAS IMPECCABLE AT LEAST WHEN I WAS ON IT AND I'M SURE THAT VICE MAYOR BRIER CAN SPEAK BETTER TO THAT AS FAR AS CURRENT. SO YOU KNOW?

>> I CAN'T SAY ENOUGH GLOWING THINGS ABOUT GAIL BOTH AS A RESIDENT AND AS A PUBLIC SERVANT.

NOT ONLY IS HER ATTENDANCE IMPECCABLE BUT MORE IMPORTANTLY GAIL IS ENGAGED, SHE'S ATTENTIVE AND EVERYTHING THAT YOU WOULD WANT SOMEONE TO BE IN THIS POSITION SO I AM WHOLEHEARTEDLY IN SUPPORT OF KEEPING HER ON IF SHE WILL HAVE

US. >> OKAY.

ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM?

>> THE ONLY THING I WANTED TO SAY IS THAT THE LIST OF APPLICANTS WAS ABSOLUTELY AMAZING.

YOU KNOW? THE RESUME OF THE PEOPLE THAT ARE PUTTING IN FOR POSITION ARE INCREDIBLE AND I WANT TO THANK THEM FOR TRYING TO BE ON THE BOARD AND FOR VOLUNTEERING FOR OUR COMMUNITY. THANK YOU.

>> I COULD NOT AGREE WITH THAT MORE COMMISSIONER.

DO WE WANT TO DO A ROLL CALL. [BLEEP] DEE I THINK GAIL WANTS

TO SPEAK. >> GOOD EVENING MAYOR, VICE MAYOR, CITY MANAGER, CITY CLERK, GAIL RYAN FELT I WANT TO THANK YOU FOR YOUR SUPPORT I LOOK FORWARD TO BEING REAPPOINTED FOR ANOTHER TERM ANSWERING THE COMMISSION AS

WELL VENDORS. >> THANK YOU VERY MUCH.

>> MOTION TO APPROVE GAIL RYAN FELT AS THE APPOINTEE.

>> I WILL SECOND. >> WE HAVE A MOTION TO APPROVE BY VICE MAYOR BRIER AND SECOND BY COMMISSIONER MAYERSOHN.

ROLL CALL. >>.

UNANIMOUSLY AND CONGRATULATIONS AND ALSO, THANK YOU.

APPLAUSE] >> MINIMUM 90 DISCUSSION AND POSSIBLE ACTION REGARDING THE PURCHASE OF A PORTION OF THE HERON BAY GOLF COURSE. NEXT YOU MAY TAKE OVER? I THINK OUR DISCUSSION AT THIS POINT IS THAT WE VOTED TO PURCHASE THE PARCEL AND THERE WERE A FEW THINGS THAT IRON OUT BEFORE THE PURCHASE BECOMES EFFECTUATED.

THAT WAS OBVIOUSLY OUR DUE DILIGENCE.

PHASE II TITLE AND SURVEY, OUR FINANCES.

TO MY KNOWLEDGE THAT HAS ALL BEEN WORKED OUT.

>> WE HAD OUR TO DO LIST. >> AND THEN AS FAR AS THE HOA, I KNOW THAT ANTHONY COULD SPEAK BETTER AS FAR AS THAT CONTRACT.

>> SURE. THE TWO FOLLOW-UP ITEMS THAT I WAS ACUTELY INVOLVED IN, WE DID GET THE UPDATED SURVEY FROM THE SURVEYOR, WE DID A TITLE SEARCH AND WE GOT ALL THE LIEN LETTERS WERE NEARLY ALL OF THE LIEN LETTERS BACK ISSUE WITH THAT IS THE UPDATED SURVEY WE GOT FROM THE SURVEYOR ON FRIDAY, MY OFFICE REVIEWED IN ADDITION WE PROVIDED IT TO THE TITLE EXAMINER TO THE TITLE COMPANY THAT WOULD ISSUE THE TITLE INSURANCE AND TITLE POLICY HERE THEY DID HAVE A QUESTION ABOUT THE SURVEY AND SOME ADDITIONAL PROPERTY IN THERE THAT LOOK LIKE IT WAS IN PART OF THE PURCHASE BUT WE PUT THE TITLE EXAMINER IN TOUCH WITH THE SURVEYOR AND IT LOOKS LIKE THAT WAS ADDRESSED. WE DON'T ANTICIPATE ANY ISSUES THERE AND THEN ON THE HOA AGREEMENT THE PRESIDENT OF THE HOA DID JUST DELIVERED TO ME TONIGHT THE HOA AGREEMENT AS WELL AS A ONE-PAGE ESCROW AGREEMENT THAT PROVIDES FOR MY OFFICE TO HOLD AND ESCROW UNTIL WE CLOSE WITH AN SID THAT IS CONTINGENT UPON THE CLOSING WITH AN SID AND I KNOW THE HOA AGREEMENT IS THE NEXT ITEM AS WELL AND I CAN.

>> COMMISSIONER: THAT LITTLE BIT MORE IF YOU WOULD LIKE DURING THAT ITEM BUT FOR NOW WE ARE WAITING AN OPINION FROM THEIR ATTORNEY WITH RESPECT TO THEIR AUTHORITY TO ENTER INTO THE AGREEMENT DATE HE HAS COMMITTED TO DELIVERING THAT TO US ON FRIDAY. ADDITIONALLY I WOULD NOTE THERE IS A PROVISION IN THE HOA AGREEMENT WHERE THE HOA IS REPRESENTING TO US THAT THEY DO HAVE THE AUTHORITY TO EXECUTE THE AGREEMENT AND PERFORM THE AGREEMENT AND I AM HAPPY TO ANSWER ANY QUESTIONS. KEEP IN MIND PER THE CONTRACT THERE WAS A 90 DAY INVESTIGATION PERIOD UPON WHICH

[00:45:05]

YOU COULD TERMINATE THE CONTRACT FOR ANY REASON AND GET YOUR DEPOSIT BACK BID THAT 90 DAY INVESTIGATION PERIOD IS DECEMBER 22 AT 4 PM WHICH IS NEXT THURSDAY.

>> ALL RIGHT THAT WORK IS COMPLETE.

IT SEEMS LIKE THAT IS IN ORDER SO THAT IS EXCITING FOR US AS A CITY. IT'S EXCITING FOR THE RESIDENT.

WE SEE THE RESIDENCE IN HERON BAY.

WE TALK A LITTLE BIT ABOUT NEXT STEPS.

WE TALK REALLY STARTED THIS PROCESS WITH CALVIN TO BUILD UP TO WHERE WE ARE HEADED IN DISCUSSION OF HOW WE ARE DOING THISGETTING ARCHITECTS INVOLVED AND ENGINEERS INVOLVED IN THOSE DIFFERENT FACETS. AT OUR LAST STRATEGIC MEETING ON DECEMBER 7 WE TALKED ABOUT SPLITTING THE PROPERTY AND GOING AHEAD AND HAVING NANCY START THE PROCESS TO SELL OFF THE 22 ACRES OF THE DOG LEG AREA.

I THINK SHE IS STILL TRYING TO IRON OUT EXACTLY THAT PARTICULAR PROCESS BUT THAT PROCESS WILL ALLOW US TO MOVE FORWARD WITH RESIDENTIAL. IT WILL GIVE US SOME LIBERATION OF FUNDS BECAUSE WE ARE GOING TO NEED SOME MONEY TO CONTINUE TO PROCESS WHATEVER IT IS THAT WE DO WITH THE TOWN CENTER, THE TOWN PLAZA AS FAR AS ARCHITECTS AND ENGINEERS.

IF WE ARE ABLE TO SELL RESIDENTIAL AND GET THE PROCESS MOVING THAT WILL GIVE US A LITTLE MORE BREATHING ROOM FINANCIALLY NOT THAT WE NEED IT BUT IT GIVES US MORE LATITUDE.

I BELIEVE THAT IN THAT STRATEGIC PLANNING WE DID GIVE NANCY THAT DIRECTION AND I WANTED TO MAKE SURE THAT IS SOMETHING THAT WE DID WANT TO MOVE FORWARD WITH AND AS WE MOVE CLOSER WITH FINALIZING WHAT THAT PROCESS IS OBVIOUSLY SHE WILL UPDATE US ON WHAT THAT WILL LOOK LIKE AND OUTLINE HOW THAT WILL WORK. I THINK IT'S IMPORTANT FOR US TO TAKE THAT STEP, GET THAT MOVING AND THEN WE CAN REALLY SIT DOWN AND FOCUS ON WHAT WERE GOING TODO WITH THIS NEW COMMUNITY TOWN CENTER WHATEVER IT ENDS UP BEING.

NEED TO GET PLANNING AND ZONING INVOLVED IN THE RESIDENCE INVOLVED AND THERE'S A LOT OF WORK THAT WE HAVE TO DO BEFORE HAND AND THIS WILL BE A LENGTHY PROCESS.

IF WE CAN GET HALF OF IT OUT OF THE WAY BECAUSE I THINK THE RESIDENTIAL, CORRECT ME IF I AM WRONG BUT LET'S JUST SAY FOR INSTANCE WE SELL IT TOMORROW AND AS FAR AS THE RESIDENTIAL THAT NEEDS TO GO TO PLANNING AND ZONING.

THAT IS AN EASIER PROCESS THAN THE COMMERCIAL.

>> THE LAND USE ON THE RESIDENTIAL IN THE PORTION THAT IS IN THE CITY OF PARKLAND IS R3 AND YOU WOULD JUST NEED TO GO TO THE PLAT AND P&Z AND THEN FINALLY THE COMMISSION.

>> YES. I'M SAYING AFTER HIS CLOSED BUT

CRACK. >> I SAID IF.

IF. IT WAS A HYPOTHETICAL.

>> I WANT TO MAKE A COUPLE COMMENTS FIRST AND FOREMOST I WANT TO THANK THE HOA FOR THE HERON BAY, THE BOARD THESE ARE ALL VOLUNTEERS. I KNOW WHEN WE WERE RUNNING, YOU AND I WE WERE RUNNING FOR MAYOR AND COMMISSIONER ISROW AND I WERE RUNNING FOR COMMISSION SEATS WE KNEW THAT THE HERON GOLF COURSE WAS SOMETHING THAT WE WOULD HAVE TO UNDERTAKE WITH THE COMMISSIONERS BUT THE HOA BOARD DID NOT SIGN UP FOR ALL THE HOURS AND WORK THAT THEY HAD TO DO WITH ART OF THE PROCESS YOUR WORK IS NOT DONE YET THIS IS GOING TO BE A LONG PROCESS AND IT HASN'T BEEN EASY FOR THEM AND I THINK THEM AND THE RESIDENCE FOR BEING ENGAGED AND SUPPORTIVE AND CONTINUING TO BE ENGAGED AND SUPPORTIVE THIS IS GOING TO BE A LONG PROCESS. AFTER WE CLOSE ON THE PROPERTY WERE MOVING FORWARD WITH FIGURING OUT THE DOG LEG AND THEN THE OTHER SECTIONS WILL COME IN TIME.

CONTINUING TO STAY INVOLVED IN THE PROCESS AND STAFFED.

THIS HAS BEEN A BURDEN ON THE STAFF ON NANCY AND THE REST OF THE STAFF TO TRY TO UNDERTAKE ALL OF THIS AND IT WILL BE AND CONTINUE TO BE A HEAVY LIFT. WE NEED TO BE SUPPORTIVE OF THEM.ITH THAT I WANT TO THANK OUR CITY ATTORNEY FOR ALL THE HARD WORK HE'S BEEN DOING ON THIS AND TRYING TO WRANGLE IT AND GET IT ALL CLOSED OUT IN TIME SO THANK YOU.

>> WELL SAID. >> I'M GOING TO ECHO THAT.

I'M ALSO GOING TO SAY HE HAD A WORKSHOP ON OPEN SPACES AND THE WORKSHOP HAS BEEN ONLINE NOT ONLY WITH THE HERON BAY PARCEL BUT WITHTHE CITY IN GENERAL BUT WHAT HIGHLIGHTS IS THE

[00:50:03]

OPPORTUNITY THAT WE HAVE HERE AND PIGGYBACKING ON WHAT THE VICE MAYOR SAID, THIS IS SOMETHING THAT IS UNIQUE.

NOT JUST THE OPPORTUNITY IN THE PROCESS WE'VE GONE THROUGH I WANT TO GIVE CREDIT YOU MAY OR, THIS IS SOMETHING THAT REQUIRED A GREAT DEAL OF LEADERSHIP AND WHILE THE COMMISSION WAS ENGAGED AND INVOLVED I DO BELIEVE THAT WE WERE TO CLEAR THE DIRECTION AND I THINK EVERYONE UNDERSTOOD WHAT THE OPTIONS WERE AND THOSE OPTIONS ARE WHAT RING THE ISSUE AND GAVE US AND THE STAFF HOA TO PAINT A PICTURE AND WORK TOWARDS THAT VISION. KUDOS TO YOU AND I'M GOING TO ECHO. NANCY, AMAZING WORK.

YOU AND YOUR TEAM HAVE PUT TOGETHER SO MUCH INFORMATION AND SO MUCH STUFF THAT HAS GIVEN US THE CONFIDENCE AND ABILITY TO SAY YES, IT'S A SIGNIFICANT AMOUNT OF MONEY BUT WERE DOING IT FOR THE RIGHT REASON AND WERE INVESTING IT IN THE FUTURE AND WE APPRECIATE THAT.

>> WELL SAID COMMISSIONERS. COMMISSIONER MAYERSOHN?

>> I'M THE LOAN ONE THAT'S NOT SUPPORTING THIS NOT THAT I AM NOT SUPPORTING HERON BAY OR THE WORK THAT EVERYBODY PUT IN.

I COMMEND YOU FOR THAT BECAUSE THIS IS FOR ME THIS IS A TOUGH DECISION THAT I MADE WITH THAT I THOUGHT WAS THE RIGHT ONE BASED UPON YOUR INFORMATION THAT I HAD AND EVERYONE ELSE MADE THE RIGHT DECISION ON WHAT THEY THOUGHT WAS BASED ON THE INFORMATION. I'M NOT HERE MAKING CHANGES MY ONLY QUESTION AT THIS POINT THAT I HAVE AND I KNOW I SPOKE TO ANTHONY AND I KNOW HE WAS LOOKING FOR AN OPINION.

THIS IS NOT A FIVE DOLLAR PURCHASE IT'S A $25 MILLION PURCHASE. I WANT TO KNOW IF YOU FEEL COMFORTABLE WITH AND I'M NOT GOING TO VOTE YES BUT HOW YOU FEEL AS AN ATTORNEY, WHAT ADVICE YOU WOULD BE GIVING TO US AT THIS POINT IN THE SENSE OF MOVING FORWARD WITH IT TODAY

OR WAITING. >> THE COMMENT IS VALID AND I WANT TO FINISH THE TOPIC FIRST BECAUSE IT'S GOING TO COME UP NEXT IN THE AGREEMENT. CORRECT?

>> IT'S UP TO YOU ALL. >> A DISCUSSION SO, WE MIGHT AS WELL UNLESS THERE'S OTHER DISCUSSION.

ANYTHING OTHER THAN THE CONTRACT ITSELF LET'S JUST GO AHEAD AND MOVE ON TO F AND THEN WE CAN HAVE A DISCUSSION.

>> ONE THING, JUST FOR TOTAL TRANSPARENCY I DID HAVE A PHASE II REPORT THAT DID HAVE ISSUES WITH IT.

I WANT TO MAKE SURE THAT THE PUBLIC IS AWARE OF THAT IN THE REMEDIATION AND ALL THAT STUFF THEY TAKE ADDITIONAL TIME AND MAYBE IT IS AN EXPENSE THAT WILL BE PUSHED ONTO DEVELOPERS OF. THOSE KINDS OF THINGS I WANT TO MAKE SURE WE ARE TRANSPARENT. THOSE ARE THE THINGS THAT WE ASKED NANCY TO DO AND SO ALL OF THAT PAPERWORK AND INFORMATION AND MATERIALS ARE ALL AVAILABLE FOR THE PUBLIC.

>> OKAY IF EVERYBODY IS GOOD WE WILL MOVE TO THE CONTRACT AND THEN HIT ON COMMISSIONER MAYERSOHN'S TOPIC.

I JUST WANT TO GET INTO THE NEXT ITEM AND THEN YOU CAN GO

AHEAD AD ANSWER THAT QUESTION. >> A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, APPROVING AN AGREEMENT WITH THE HERON BAY COMMUNITY ASSOCIATION, INCORPORATED FOR THE WAIVER OF RESTRICTIVE COVENANT, NEW DECLARATION OF RESTRICTIVE COVENANT AND GRANT OF EASEMENTS TO THE CITY IN CONNECTION WITH THE CITY?S PURCHASE OF APPROXIMATELY 65 ACRES OF THE HERON BAY GOLF COURSE PROPERTY FROM NSID; PROVIDING FOR EXECUTION, SEVERABILITY, IMPLEMENTATION AND AN EFFECTIVE DATE. DO YOU WANT ME TO ANSWER

THE QUESTION NOW? >> IF YOU WANT TO GO AHEAD AND TOUCH ON THE CONTRACT IF YOU WANT TO GO AHEAD AND TOUCH ON THE CONTRACT IF YOU WANT TO AND THEN GET INTO THE ANSWER.

>> I KNOW YOU HAVE GONE INTO O THE TERM SHEET, YOU WANT TO GO OVER THE CONTRACT? I WILL GO OVER THE ORDER AND THE WAY IT IT APPEARS IN THE CONTRACT THE FIRST IS THE USE RESTRICTIONS ON THE GOLF COURSE WORK CAN'T BE DEVELOPED FOR ANOTHER APPROXIMATE FIVE YEARS. THE EXCEPTION ON THE WAIVER OF THAT COVENANT IS THERE ARE MAINTENANCE EXCEPTIONS THAT APPLY TO THE PROPERTY SO THE OWNER STILL NEEDS TO PAY FOR THE ASSESSMENT BUT THE USE RESTRICTIONS ARE BEING PAID BY THE HOA. THE SECOND IS THE NEW TERM SHEET THAT THE HOA HAS REQUESTED AND THAT THE CITY WOULD BE AGREEING TO ASSIGNING US AND IT PROVIDES FOR A SIGNIFICANT LANDSCAPE BUFFER AND SPECIFICATIONS OF THAT

[00:55:01]

BUFFER ARE SET FORTH IN 2A OF THE AGREEMENT WITH RESPECT TO ANY PORTION OF THE PROPERTY LOCATED IN THE CITY OF PARKLAND WHICH IS USED FOR COMMERCIAL USE AND CAN BE SEEN FROM ANY OF THE RESIDENTIAL HOMES WITHIN THE COMMUNITY AND SPECIFICATIONS FOR THAT LANDSCAPE BUFFER ARE FURTHER ELABORATED THERE AND IT DOES PROVIDE THAT ANY DEVELOPMENT APPROVAL FOR THE SUBJECT PROPERTY WILL GO THROUGH THE POLITICAL LAND DEVELOPMENT CODE AS ANY OTHER DEVELOPMENT WOULD IN THE CITY. ADDITIONALLY, AGAIN, IT REITERATES THAT MAINTENANCE ASSESSMENT THAT WOULD BE PAYABLE AND PAYABLE TO THE PROPERTY AND THE THEN OWNER OF THE PROPERTY WITH RESPECT TO ANY RESIDENTIAL DEVELOPMENT THAT'S TO BE PUT ON THE PROPERTY THE HOA HAS REQUESTED THAT THEY AT THEIR ELECTION CAN HAVE THE RESIDENTIAL HOMES BECOME PART OF THE ASSOCIATION. SO THAT IS TO D AND THEN SECTION A IS THE TWO NONEXCLUSIVE PEDESTRIAN AND VEHICULAR ACCESS TO AN OFF-ROAD AND HAS AN EASEMENT ON THE TRAILS AND FOR THE PURPOSE OF PROVIDING ACCESS FOR CONSTRUCTION ON THE PROPERTY. IF THERE IS TO BE, IF THE INTENT IS TO HAVE STRUCTURES FOR VEHICULAR ACCESS TO A RESIDENTIAL DEVELOPMENT AS OPPOSED TO A COMMERCIAL DEVELOPMENT THE HOA HAS REQUESTED THAT WE WOULD SEEK THEIR APPROVAL FOR THAT. THOSE ARE THE EASEMENTS.

THERE IS THE CONSIDERATION OF THE EASEMENT THAT HAVE BEEN DISCUSSED WHICH IS THE $500,000 TO BE PAID UPON TRANSFER OF ANY PORTION OF THE PROPERTY TO ANOTHER OWNER FROM THE CITY.

ADDITIONALLY, IN THE EVENT THAT THE CITY HAS ONE ADDITIONAL ACRE OF A PARCEL RIGHT BY TRAILS AND THAT THE CITY SHALL IF THE HOA ELECTS PROVIDE THAT ADDITIONAL 1 ACRE TO THE HOA WITHIN A CERTAIN PERIOD OF TIME.

IT DOES HAVE THOSE REPRESENTATIONS AND WARRANTIES WHICH I MENTIONED BEFORE WHICH THE HOA'S EXECUTION AND PERFORMANCE OF THIS AGREEMENT IS PURSUANT TO THE AUTHORITY BASED ON THE HOA AND SIGNATORY WE HAVE A SIMILAR REPRESENTATION AND THERE IS INDEMNIFICATION FOR BOTH PARTIES IF THERE IS A BREACH OF THAT REPRESENTATION WHICH WILL TIE IN THE COMMISSIONERS QUESTION ALSO PROVIDES FOR A TERM IN THE RESTRICTED COVENANT WHICH WOULD RUN WITH THE LAND FOR A 30 YEAR PERIOD OF COURSE THE WAIVER OF THE COVENANT THAT THEY ARE GRANTING AS WELL AS GRANTS OF EASEMENTS THAT ARE IN THE 30 YEAR TERM AND THOSE WILL CONTINUE UNAFFECTED BY A NEW TERM AND THEN YOU HAVE YOUR TRADITIONAL PROVISIONS.

I WOULD POINT OUT THAT THERE IS A PROVISION IN THERE FUTURE OPERATIONS BECAUSE THE PARTIES WILL WORK TOGETHER TO THE EXTENT OF ANY FURTHER ACTS OR DOCK ARE NEEDED FOR CONSUMMATION OF THE TRANSACTION REFERRED TO THE AGREEMENT FOR EXAMPLE ON THE EASEMENTS IF YOU NEED TO HAVE LEGAL STUN AND THINGS OF THAT NATURE THE PARTY WILL WORK TOGETHER TO MAKE SURE THAT IS EFFECTUATED PROPERLY. SO, THAT IS THE OVERVIEW OF THE AGREEMENT. COMMISSIONER MAYERSOHN AS FOR YOUR QUESTION WE DO HAVE THE REPRESENTATION IN THERE BID I THOUGHT IT WAS IMPORTANT TO HAVE THIS OPINION FROM THEIR LAWYER THEIR LAWYER BETTER KNOWS BETTER THAN I ALL THE DOCUMENTS OR ACTIONS OR NON-ACTIONS THAT HAVE BEEN TAKEN BY THE BOARD OVER THE YEARS YOU HAVE REQUESTED THAT OPINION. ORIGINALLY IT WAS CONTEMPLATED THAT IT WOULD BE PROVIDED BY TONIGHT BUT HE DID INDICATE AND REPRESENT TO ME AS I SHARED WITH ALL OF YOU THAT IT WOULD BE PROVIDED BY FRIDAY AND I WOULD CERTAINLY FEEL MORE COMFORTABLE WITH THAT OPINION. I HOPE THAT ANSWERS YOUR QUESTION AND OF COURSE I WILL ANSWER ANY ADDITIONAL QUESTIONS

THAT YOU MAY HAVE. >> TO CLARIFY THE OPINION JUST SO THOSE OF US, IT'S AN ATTORNEY DULY OPINION TO TAKE NECESSARY ACTIONS THAT NEED TO BE TAKEN AND IN ORDER TO

OBLIGATE. >> IS MY UNDERSTANDING THAT THAT, IS THAT THE CONTRACT THAT WENT TO THE RESIDENCE, MORE OR LESS THAT HERON BAY TO TAKE A VOTE? OBVIOUSLY WE WANT TO SEE THE OPINION AND WE WERE TOLD THAT THE ATTORNEY WOULD HAVE IT ON FRIDAY.

I WANT THE RESIDENTS TO KNOW AND HERON BAY TO KNOW WE KNOW THEY TOOK A VOTE, WE KNOW THE VOTE WAS OVERWHELMING IN FAVOR OF THEM TO ENTER INTO THAT AGREEMENT WITH THE CITY OF PARKLAND. I AM COMFORTABLE WITH THAT THAT BEING SAID HAVING THE OPINION IF OUR ATTORNEY SAYS THEY WOULD LIKE TO HAVE THAT OPINION THAT SOMETHING THAT WE NEED TO GET

[01:00:01]

BY FRIDAY. THAT HE IS SATISFIED WITH.

JUST THE NAME AND RECORD AND ADDRESS.

>>.

ADDRESS] ANYWAY, I WANT TO SAY THANK YOU AND YOU GUYS ARE RIGHT. ALL THE WORK THAT YOU'RE DOING AND ANTHONY, ONCE AGAIN TODAY ON THE PHONE BACK AND FORTH ALL DAY. BEFORE WE PUT THIS OUT FOR A VOTE WE ASKED FOR A LEGAL OPINION AND THEY HAVE A RIGHT TO TAKE IT TO THE VOTE AND MATT WROTE A LEGAL OPINION ON THAT AND THE VOTE HAS GONE OUT. WE DIDN'T HIT THE 50 PERCENT IT WAS LIKE 735 RESIDENTS WHICH WAS A LOT.

IT WAS 95 PERCENT IN FAVOR THE VOTE HAS BEEN DONE I HAVE CHECKED THE WORDING IN HERE AND LIKE ANTHONY WAS SAYING IS STILL FOLLOWS WHAT THE RESIDENCE VOTED ON AND IT DOES DO THAT. ON THE OPINION FROM WHAT I FOUND OUT FROM MATT IS THAT THERE IS A COMMITTEE.

YOU HAVE TO GO THROUGH THIS. AND THIS IS AN OPINION BY TRIP SCOTT. THERE HAS BEEN AN DRAFT WRITTEN AND MATT DIDN'T KNOW TONIGHT HE'S WORKING ON THAT DRAFT AND I'VE TALKED TO HIM AND HE IS SURE THAT IS NOT GOING TO BE AN ISSUE WITH THIS. THEY WILL HAVE IT ON FRIDAY.

I GET IT. YOU GUYS ARE LAWYERS, IT'S PROBABLY A COMMITTEE DECISION AND THEY ARE A BIG FIRM AND THEY ARE LIKE ANTHONY'S FIRM. BUT, MATT WILL DELIVER.

>> ARE WE ABLE, ANTHONY? I WAS GOING TO ASK BUT I DON'T KNOW, ARE WE ABLE TO VOTE ON THIS OBVIOUSLY PURSUANT TO SOME

SORT OF OPINION? >> MARK, YOU HAD INDICATED THAT YOU HAD GOTTEN A WRITTEN OPINION BEFORE YOU TOOK THE VOTE? IS THAT NOT SOMETHING THAT YOU

CAN SHARE WITH US? >> IT WAS THE OPINION ON WHETHER THEY COULD HOLD THE VOTE.

>> IT WAS JUST TO HOLD THE VOTE IT WASN'T IF YOU HAD THE LEGAL AUTHORITY TO ACTUALLY BIND THE HOMEOWNERS THERE?

>> THE LEGAL OPINION THAT WE GOT WAS THAT THE BOARD HAS THE AUTHORITY WITHOUT THE RESIDENCE TO GO THROUGH WITH THIS DEAL.

THAT IS THE LEGAL OPINION THAT WE GOT FROM MATT.

>> NOTWITHSTANDING THAT? >> WE DIDN'T WANT TO LEAVE THE RESIDENCE OUT. I DON'T KNOW IF ANYONE ON THE

BOARD CAN MAKE THAT DECISION. >> NOTWITHSTANDING THAT YOU DECIDED TO BRING PEOPLE IN AND THEN YOU HAD YOUR VOTE?

>> AND THAT WAS PASSED. >> WE DIDN'T NEED A MAJORITY OF THE PEOPLE WHO LIVE OUT THERE TO MAKE THAT HAPPEN.

>> PER THE OPINION IF THE BOARD CAN MAKE THAT DECISION WE DID THAT WITH THE RESIDENCE AS A COURTESY.

AND SO, THEY DIDN'T MIX THE BOARD.

WE GET 95 PERCENT AND WE NEVER HAD THAT NUMBER OF VOTES.

IT IS REALLY STRONG THAT THE RESIDENCE OF HERON BAY WANT TO SEE US PURCHASE THIS AND WORK WITH THE CITY.

>> IF WE WERE TO APPROVE THIS WE COULD DO IT SUBJECT TO CONDITION UPON RECEIVING LEGAL UP PINION ON FRIDAY?

>> IT MEETS WITH ANTHONY'S APPROVAL OTHERWISE WHAT IS THE

REMEDY OR THE NEXT STEP? >> I DON'T KNOW IF WE NEED TO

SCHEDULE A SPECIAL MEETING. >> IS PROBABLY NOT A BAD IDEA TO HAVE IT, A SPECIAL MEETING SCHEDULED.

YOU CAN ALWAYS CANCEL IT GENERALLY YOU NEED TWO DAYS NOTICE FOR SCHEDULING PURPOSES. IT MIGHT NOT BE A BAD IDEA BUT FOR WHATEVER WHATEVER REASON I DON'T RECEIVE THIS BY FRIDAY THE ATTORNEY PROMISED ME IT WILL BE HERE.> CONSIDERS SCHEDULING A SPECIAL MEETING TODAY WE CAN SAY IF WE DON'T RECEIVE IT BY FRIDAY WE WILL SCHEDULE A SPECIAL MEETING OR WE WOULD HAVE TO HAVE IT BEFORE THURSDAY?

>> IS UP TO THE COMMISSION AND THE CITY MANAGER MIGHT HAVE SOMETHING TO SAY ABOUT THAT. IT COULD BE COORDINATED

SCHEDULING WISE. >> EASILY WE COULD SAY IF EVERYONE'S CALENDAR IS CLEAR WE COULD DO IT WEDNESDAY AND THAT MEANS WERE NOT LEAVING IT A DAY SHORT AT THE END OF THE WEEK.

IF WE DO IT ON WEDNESDAY WE WILL KNOW BY FRIDAY.

[01:05:02]

>> WE COULD SET THE DATE ON FRIDAY IF WE DON'T GET -ÁCUSTOMÁ OF HOPING THAT WEDNESDAY WILL BE A GOOD DAY.

>> JUST TO PLAY DEVIL'S ADVOCATE, ANTHONY, THE CONTRACT ITSELF ALREADY HAS REPRESENTATION AND WARRANTY BY THAT HOA THAT THEY HAVE AUTHORITY TO ENTER INTO THIS THAT IS BINDING ON THE HOA. I WANT PEOPLE TO HEAR THAT WITHOUT THIS OPINION LETTER IS NOT THAT THE HOA CAN'T ACT THIS IS JUST A BELT AND SUSPENDERS TYPE SITUATION.

I DON'T WANT PEOPLE TO START INKING THAT THERE'S SOMETHING THAT STILL MISSING BECAUSE TECHNICALLY THIS IS SOMETHING THAT I GUESS, THIS IS THE CONCERN OF SOMETHING BEING LEFT OUT OR MISSING BUT WE ALREADY HAVE WHAT WE NEED AS OF NOW.

>> THE REPRESENTATION THAT I READ TO YOU IF THEY SIGN THIS WHICH THEY DID THEY HAVE THE REPRESENTATION THAT THE EXECUTION AND PERFORMANCE IS DUE TO THE VALUE DULY CONFERRED ON THE HOA IN THE SIGNATORY THEREIN?

>> IT WAS WRITTEN BY THEIR ATTORNEY MET BUCKS BETWEEN THE

TWO OF YOU MET. >> NEGOTIATED BETWEEN THE TWO OF US BUT GIVEN THE SIGNIFICANCE OF THE COMPONENT WITH THE SIGNIFICANCE EXPRESSED BY THE COMMISSION WITH THE UNDERSTANDING THAT EACH HOA IS DIFFERENT AND HAS DIFFERENT REGULATIONS, I THOUGHT THAT TO BE IMPORTANT.

I SHARED THAT WITH MARK AND I THINK MAYBE TWO MONTHS AGO WHEN WE DID THE TERM SHEET THAT IS WHY I WOULD LIKE TO SEE THAT.

>> I DON'T WANT TO DIMINISH IT EITHER.

PWE'VE ALWAYS BEEN TALKING ABOU IT WE CAN MAKE IT A TRADITIONAL APPROVAL I DON'T VIEW IT AS BELT AND SUSPENDERS I DO IT FOR THE BENEFIT OF THE BOARD AND CITY IT RATIFIES THAT THE PROCESS HAS BEEN ADHERED TO AND THEY HAVE THE AUTHORITY TO ENTER INTO AN AGREEMENT AND MAKE THESE REPRESENTATIONS AND CONCESSIONS. I THINK IT IS MORE THAN BELTS AND SUSPENDERS BUT AS LONG AS WE CAN APPROVE IT TONIGHT SUBJECT TO ANTHONY GETTING THAT OPINION AND IT BEING SATISFACTORY TO HIM I'M FINE WITH IT.

>> I'M NOT SAYING IN ANY WAY I'M NOT SAYING WE DON'T NEED IT OR WE DON'T GET IT, I THINK COMMISSIONER ISROW WAS SAYING THE SAME THING TO MAKE SURE THAT THE FOLKS ARE HERE TONIGHT AND THE RESIDENTS THAT ARE OUT THERE, THE AGREEMENT, THE CONTRACT THAT WE HAVE RECEIVED SIGNED BY THE HERON BAY HOA WAS WRITTEN WITH THEIR ATTORNEY AND OUR ATTORNEY AND NEGOTIATED TOGETHER WHICH INCLUDES THAT THEY HAVE THE RIGHT TO DO WHAT THEY ARE DOING. THE OPINION LETTER IS JUST SOME INC ON TOP OF THAT. I THINK THAT IS COMMISSIONER ISROW! .

>> I GET THAT. JUST WANT TO CLEAR IT FOR THE RECORD SO THAT IF SOMETHING DOESN'T COME OUT AND WE SAY LOOK, HERON BAY JUST APPROVE THIS AND WE NEED TO APPROVE

SOME INC HERE. >> THAT'S FINE I AGREE DO A CONDITION A CONDITIONAL SPECIAL MEETING AND FRIDAY WE CAN CANCEL IT BECAUSE NEXT WEEK IS GETTING CLOSE TO CHRISTMAS.

>> NONE OF US WANT TO MEET NEXT WEEK TO.

>> JUST FOR EDIFICATION UNDER CONTRACT CLAUSE 6 HAS THE INDEMNITY CLAUSE SO IF THEY MAKE REPRESENTATIONS THAT ARE NOT VALID THEY HAVE AGREED THAT THEY WILL INDEMNIFY THAT.

WE HAVE TO CLEAR THAT STUFF UP IT'S ON THEIR DIME.

>> WE'VE HAD MULTIPLE DISCUSSIONS WITH US THE BENEFIT OF THE CONTRACT IS YOU HAVE TWO PARTIES WERE TRYING TO DO RIGHT THE CITY AND RESIDENTS DID THEIR WILL BE THINGS THAT PROBABLY WILL COME UP WHERE THE DISAGREEMENT MIGHT NEED TO BE TWEAKED AND WE NEED TO ADDRESS IN THE FUTURE GOOD AS LONG AS BOTH SIDES ARE WORKING IN CONCERT WITH EACH OTHER I DON'T SEE AN ISSUE.> I THINK THE LONG STRIP THAT WE HAVE ALL CHECKED OUT WITH THE TWO EASEMENTS WILL GO.

WHEN WE FIGURE OUT WHAT THOSE TWO THINGS ARE IT WILL BE A

LEGAL DESCRIPTION. >> CORRECT.

>> THE ONLY OTHER QUESTION I HAVE AND THIS IS, AGAIN, I'M GOING TO LEAVE THE LEGALESE TO THE LAWYERS BUT 6B SAYS IF THE CITY OF PARKLAND RECEIVES 1 ACRE OF THE PARCEL IS IT CLEAR THAT IT IS AS IS? WE DON'T HAVE TO DO DUE DILIGENCE WITH TESTING OR WHATEVER ELSE WE JUST TURN IT OVER AND WHATEVER IT IS THE HOA INDEMNIFIES US?

>> IT DOESN'T SPECIFICALLY SAY THE HOA INDEMNIFIES US THERE'S JUST AN UNDERSTANDING. MY UNDERSTANDING IS THAT IT IS MOSTLY VACANT ANYWAY. IF WE GET AN ACRE WHICH IS PROPOSED AND SUGGESTED WE WILL GRANT THAT ACRE TO THE HOA.

IT MAY BE DEPENDING ON HOW IT WORKS OUT IF WE GET THE ACRE THAT MAYBE WE DON'T EVEN TAKE POSSESSION OF IT.

WE GET THE RIGHT TO ASSIGN IT AND THAT'S ANOTHER POTENTIAL MECHANISM THAT COULD BE USED TO EFFECTUATE THAT.

>> OKAY. >> THANK YOU MARK.

>> AND BOARD. >> THANKS VERY MUCH EVERYONE.

ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM?

[01:10:03]

OKAY. YES, YOU ARE HERE.

NAME AND ADDRESS. FOR THE RECORD PLEASE.

>> OKAY. BY THE WAY,

>> NAME AND ADDRESS FOR THE RECORD.

>>.

ADDRESS], WE HAVE A FENCE RIGHT IN FRONT OF MY DEVELOPMENT.

A BIG FENCE, IT'S HORRIBLE. I AGREED TO PURCHASE THE PROPERTY FOR YOU GUYS TO PURCHASE THE PROPERTY.

IT IS A GOOD INVESTMENT AND WHOEVER MAKES A GOOD INVESTMENT MAKE MONEY GUARANTEED. BUT TO PUT THIS KIND OF FENCE OVER THERE IT'S HORRIBLE. WHAT CAN WE DO? WHO IS RESPONSIBLE TO PUT THE FENCE BACK WHY DID THEY PUT IT?

>> WE CAN TALK A LITTLE BIT MORE AFTER THIS I'M NOT GOING TO GET INTO A BACK-AND-FORTH BUT IN SID STILL OWNS THE LAND SO WHATEVER FENCING OR BARRICADING THEY PUT A LOT OF IT WAS DONE IN CONCERT WITH THE HOA, SOME WAS NOT.

AS THE LANDOWNER, SOME, AS THE LAND OWNER, THE HOA HAD REQUESTED EVERYTHING IS LANDLOCKED.

BECAUSE HOA DOES NOT WANT COMING FREELY INTO THE HERON BAY PROPERTY WHICH IT COULD NOT AND THAT IS WHY THE FENCE WAS ORIGINALLY PUT DOWN. I DON'T KNOW EXACTLY WHAT FENCE YOU'RE TALKING ABOUT WE COULD TALK LATER OFF-LINE ABOUT THIS AND WERE TRYING TO FIGURE OUT WHAT WOULD WE DO WEATHER GETS FENCED OR LANDSCAPING WE CAN HAVE THOSE CONVERSATIONS AT A LATER POINT MORE BETWEEN YOU AND I OR SOMEONE ELSE.

>> I AM PROUD TO BE A PARKLAND COMMUNITY MEMBER.

I COULD LIVE ANYWHERE BUT TO PUT THIS FENCE THERE IT'S NOT PRETTY. THANK YOU SO MUCH.

>> ANYONE ELSE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM? SEEING THEIR SON DO I HAVE A

MOTION? >> MOTION TO APPROVE THE AGREEMENT WITH CONDITIONAL APPROVAL OF THE AGREEMENT SUBJECT TO ANTHONY TIMELY RECEIVING AN OPINION LETTER FROM THE HOA COUNSEL THAT MEETS WITH ANTHONY'S FULL

SATISFACTION. >> IF YOU DON'T MIND CAN YOU

JUST STATE BY THIS FRIDAY? >> BY THIS FRIDAY.

SEPTEMBER 17. >> BY FRIDAY, DECEMBER 17

CLOSE OF BUSINESS. >> 16TH.

>> SORRY. MONDAY, DECEMBER 16.

>> IS THAT RICH'S BIRTHDAY? >> MY THIRD BIRTHDAY.

>> I HAVE A MOTION TO APPROVE HER AMENDMENT BY VICE MAYOR BRIER AND A SECOND BY COMMISSIONER ISROW.

ROLL CALL. >>.

[APPLAUSE] >> ITEM 9G DISCUSS AND CONSIDER ACTION REGARDING CITY MANAGER'S PERFORMANCE REVIEW -

CURRENT PERIOD. >> GOOD EVENING MAYOR, VICE MAYOR, COMMISSIONERS AND MS. KRISTIN MULLIGAN AND I'M HERE AT THE CITY OF PARKLAND THIS IS CONSIDERING THE CITY MANAGER ANNUAL PERFORMANCE REVIEW AS DICTATED IN HER CONTRACT EACH YEAR YOU HAVE THE OPPORTUNITY TO REVIEW HER PERFORMANCE BASED ON HER PERFORMANCE OF THE STRATEGIC PLAN AND PROVIDE A MERIT INCREASE OF UP TO THREE PERCENT.

AS I SPOKE WITH EACH OF YOU I COLLECTED THE RECOMMENDATIONS FROM ALL OF YOU AND THE AVERAGE OF THE RECOMMENDATIONS THAT I HAVE RECEIVED IS THREE PERCENT AND I'M HERE TO LET YOU KNOW THAT AND ANSWER ANY QUESTIONS YOU HAVE SO YOU CAN DISCUSS AND

TAKE POSSIBLE ACTION. >> GREAT FOOD OBVIOUSLY SHE CAN'T DO BETTER THAN THREE PERCENT BUT THAT BEING SAID I DO WANT TO BRING UP SOME THINGS BECAUSE A LOT OF TIMES PEOPLE DON'T ALWAYS REALIZE HOW THE CITY GOVERNMENT OPERATES AND WHO LEADS THAT AND WHAT TYPE OF JOB SHE DOES.

I KNOW A LOT OF TIMES PEOPLE EMAIL ME AND SAY YOU ARE THE MAYOR CAN'T YOU JUST DO IT? THE TRUTH OF THE MATTER IS, THE TRUTH OF THE MATTER IS OUR CITY MANAGER RUNS THE CITY OF PARK LENS. SHE IS THE CHIEF EXECUTIVE WHICH DEALS WITH HUMAN RESOURCES, PUBLIC WORKS, PARKS AND REC, THE LIBRARY, YOU NAME IT.

WHAT WE DO IS SET POLICY, WE SET THE DIRECTION OF WHERE WE BELIEVE A STONE WHAT WE HEAR FROM THE RESIDENT, WHAT DIRECTION YOU WOULD LIKE THE CITY TO GO.

AND FROM THAT WE HOLD THE CITY MANAGER ACCOUNTABLE AND WE HOLD

[01:15:04]

OUR CITY ATTORNEY ACCOUNTABLE AND ALSO THE CITY CLERK.

THOSE ARE THE THREE EMPLOYEES WITHIN THE CITY OF PARKLAND THAT WE CAN EFFECTUATE. WE HAVE THE ABILITY TO HIRE AND FIRE THOSE THREE POSITIONS. TIME OF YEAR IS CRUCIAL FOR US TO MAKE SURE THAT WE ARE GIVING OUR CITY MANAGER APPROPRIATE FEEDBACK WHETHER IT'S POSITIVE OR NEGATIVE.

FOR ME I JUST WANT TO GO THROUGH SOME OF THE POSITIVES.

I HAVE NOTES ALL OVER SO PROBABLY BE A LITTLE BIT OVER.

I'M GOING TO START WITH HERON BAY.

THIS WAS NOT SOME THING WE THOUGHT ABOUT DOING.

THIS IS SOME INC THAT WE FELT WE NEEDED TO DO.

WITHOUT NANCY'S GUIDANCE AND THE WAY SHE HANDLES OUR FINANCES, AS CITY OF OUR SIZE WOULD BE INCREDIBLY DIFFICULT TO BE ABLE TO FUND A PROJECT OF $25 MILLION.

THAT IS A DIRECT RESULT, OBVIOUSLY CHRIS HELPS, TOO, I DON'T WANT TO LEAVE YOU TOTALLY OUT BUT THAT IS A DIRECT RESULT OF THE FINE AND INCREDIBLE WORK THAT NANCY DOES YEAR AFTER YEAR. IT'S NOT JUST ONE YEAR, IT'S YEAR AFTER YEAR. PINE TREE, THAT WAS ANOTHER ISSUE THAT WE DIDN'T WANT TO NECESSARILY DEAL WITH.

BUT SOME THINGS GET THROWN YOUR WAY AND YOU HAVE TO DEAL WITH IT AND GET THROUGH IT HERE NANCY HELPED US WITH THAT.

OUR PARKS OVER THE LAST COUPLE OF YEARS, MORE SO THIS YEAR THAN PREVIOUS HAVE GONE THROUGH A DRAMATIC REVAMPING.

TARA MOORPARK IS ALMOST ESSENTIALLY A BRAND-NEW PARK OVER THE LAST TWO YEARS. PINE TRAILS HAS GONE THROUGH A TREMENDOUS TRANSFORMATION. WE BECAME AN AUTISM FRIENDLY CITY. THERE'S TWO CITIES IN THE STATE WELL NOW, I BELIEVE THERE IS A THIRD BUT WHEN WE DID IT THERE WERE TWO CITIES IN THE ENTIRE STATE OF FLORIDA THAT RECEIVED THAT DESIGNATION. ONE WAS TAMPA AND THE OTHER WAS PARKLAND'S. WE RECEIVED TOP PLACES TO WORK IN 2022 FROM THE SUN SEMINAL. THAT, AS AN OWNER OF A COMPANY WHO EMPLOYS NOT AS MANY AS NANCY HAS HERE AT THE CITY OF PARKLAND, BUT FOR YOUR EMPLOYEES TO GRADE YOU THAT HIGH TO GIVE YOU THAT HONOR THEIR IS NOTHING MORE SPECIAL THAN THAT. THAT TELLS YOU WHAT EVERYONE HERE WHO WORKS WITH NANCY, HOW THEY FEEL ABOUT HER AND WHAT THEY WILL DO. IT IS NOT ONLY ABOUT HOW THEY FEEL, YOU KNOW THAT YOU WILL GET THAT EXTRA EFFORT WHEN YOU HAVE A LEADER THAT YOU TRUST AND YOU LOVE YOU WILL GO THAT EXTRA MILE AND THAT IS ONE OF THE THINGS THAT MAKES PARKLAND THAT MORE SPECIAL KID NOT ONLY ARE OUR RESIDENTS INCREDIBLE BUT OUR STAFF IS INCREDIBLE BECAUSE THEY LOVE THE CITY.

WHETHER THEY LIVE HERE OR NOT IS IRRELEVANT.

THEY LOVE THE CITY AND THAT IS A DIRECT REFLECTION ON NANCY.

WE WERE VOTED ONE OF THE BEST PLACES TO WORK IN LOCAL GOVERNMENT. WE STARTED THE YOUTH AMBASSADOR PROGRAM. WE RECEIVED $19 MILLION IN GRANTS. WE RECEIVED WHAT, 15, 16, 17 MILLION IN ARPA FUNDS AND ANOTHER 1.5 MILLION FOR OUR 36 ACRE PARK. THAT IS A DIRECT RESULT OF NANCY'S LEADERSHIP OBVIOUSLY SHERRY DOES A TREMENDOUS JOB IN GETTING THOSE BUT LOOK, WHO THINKS THAT THESE ARE THE POSITIONS THAT WE NEED AND THESE ARE THE PEOPLE WE NEED? THE BETTER LEADER YOU ARE THE BETTER PEOPLE YOU WILL GET.

IT'S A LOT EASIER FOR SOMEBODY WHO IS PICKED AS TOP PLACES TO WORK OR BEST PLACES TO WORK IN GOVERNMENT IT'S A LOT EASIER FOR THOSE PEOPLE TO FIND THE TOP TIER PEOPLE BECAUSE WHEN SOMEBODY IS LOOKING FOR A JOB, WHERE ARE YOU GOING TO WANT TO WORK? YOU GOING TO WANT TO WORK IN THE CITY OF PARKLAND AND YOU'RE GOING TO WANT TO WORK FOR SOMEONE LIKE NANCY.E ARE WORKING ON DRAINAGE, WE ARE WORKING ON THE CANALS AND RANCHES HERE THESE ARE THIGS THAT PEOPLE SAID THAT WILL NEVER HAPPEN.

PINE TREAT WILL NEVER GET RESOLVED THE CANALS WILL NEVER GET FIXED AND THE ROADS WILL NEVER GET DONE.

THESE THINGS WILL NEVER HAPPEN THAT THEY ARE HAPPENING.

[01:20:01]

I COULD NOT BE MORE PROUD AND HONORED TO WORK WITH YOU, TO WORK WITH ALL OF THE STAFF. IT IS A PLEASURE BECAUSE OF HOW YOU HANDLE YOURSELF AS A LEADER AND AS A PERSON.

IT IS WHAT IT IS WHY I AM A BETTER MAYOR BECAUSE I AM ABLE TO HAVE SOMEBODY THAT I KNOW I CAN TRUST AND HAVE FAITH IN THAT WILL HELP US. THAT IS YOUR ULTIMATE GOAL IS TO HELP US LOOK GOOD. PEOPLE SAY YOU GUYS ARE A GREAT COMMISSION BUT IT'S BECAUSE OF THE STAFF.

THAT IS WHY WE ARE ABLE TO DO THOSE THINGS AND TAKE RISK AND TRY TO DO THINGS THAT ARE OUT OF THE BOX AND I CANNOT THANK YOU ENOUGH. I'M LOOKING FORWARD TO THE NEXT FOUR YEARS AND NOBODY IS MORE DESERVING OF YOU KNOW, THE HIGHEST INCREASE THEN YOU ARE. I TALKED TO LONG SO IF ANYBODY

ELSE WANTS TO JUMP IN? >> I'M GOING TO SAY DITTO.

THAT WAS VERY WELL SAID I DON'T THINK I CAN LEAD IN WITH ANYTHING ELSE BUT I THINK WITH THE HOLIDAY PARTY WE GOT THE STRATEGIC PLAN COMPLETION WHICH WAS 96 PERCENT.

THAT LIST THAT THE MAYOR JUST GAVE AWAY WAS JUST SOME OF THE HIGHLIGHTS. YOU HAVE TO UNDERSTAND THERE WAS A SIGNIFICANT AMOUNT OF PROJECTS THAT HAVE BEEN COMPLETED THAT ARE NOT SMALL OR IN CAN REALLY INSIGNIFICANT IN EACH ONE OF THEM REQUIRES A GREAT DEAL OF TIME, THOUGHT AND CONSIDERATION AND AN OVERALL CONSIDERATION WITH TEAM MEMBERS OFTEN IN MULTIPLE DEPARTMENTS. ANYONE HERE WHO HAS BEEN INVOLVED IN ANY ORGANIZATION WHETHER IT'S FOR-PROFIT OR NONPROFIT YOU UNDERSTAND HOW COMPLICATED THINGS CAN GET WHEN YOU WORK WITH LARGE GROUPS OF PEOPLE RADIO PERSONALITIES TO MANAGE AFFERENT FINANCIAL CONCERNS AND ESPECIALLY WHEN YOU WORK WITH THE CITY YOU HAVE LEGAL ASPECTS THAT BOX YOU IN AND CAN FIND IT BUT SPEAKING FOR ME PERSONALLY, TWO YEARS AGO WAS MY FIRST FORAY INTO MUNICIPAL GOVERNMENT AND THE TRUTH IS HAVING SOMEONE LIKE NANCY WAS SO EXPERIENCED AND KNOWLEDGEABLE HAS GIVEN ME THE OPPORTUNITY TO GROW IN A MUCH SHORTER AMOUNT OF TIME SO PERSONALLY I WILL THANK YOU FOR THAT AND LIKE I SAID, I WISH I COULD DO MORE.

I WISH YOU THE BEST AND I KNOW YOU DESERVE IT SO MAYOR, WELL SAID. THAT'S ALL.

>> I WILL ADD TO THAT. YOU LOOK AT ANY TEAM AND HOW HARD THE PLAYERS PLAY IS A DIRECT REFLECTION OF HOW GOOD THE COACH IS. I CAN TELL YOU PUTTING ASIDE NANCY'S ACCOLADE WHEN I TALK TO ANY MEMBER OF THE TEAM OR ASK THEM TO DO ANYTHING TODAY I WAS TALKING TO TWO OF OUR DIRECTORS ABOUT A MUNDANE ISSUE THAT WASTED THEIR TIME BUT THEY ARE SO MUCH TAKING OWNERSHIP OF MAKING OUR CITY A BETTER PLACE TO LIVE FOR ALL OF OUR RESIDENTS THAT IT IS A REFLECTION OF YOU. I CANNOT AGREE WITH THE MAYOR'S STATEMENTS MORE. THANK YOU FOR ALL YOU DO.

I KNOW TAKING US LOOK GOOD IS HARDER WITH THE OTHER FOUR THEN ME BUT IT'S A BIG TASK, MAKING US ALL LOOK GOOD AND I APPRECIATE IT AND THANK YOU FOR ALL YOU DO AND CONTINUE TO DO AND THANK YOU TO THE ENTIRE STAFF.

THANK YOU. >> ANYONE ELSE?

>> IT'S HARD TO BEAT ANY OF THAT WHAT I WILL SAY IS WHEN WE BROUGHT YOU ON I SAID MAKE US PROUD AND YOU HAVE.

THANK YOU. >> ALL RIGHT.

[APPLAUSE] >> I DON'T WANT TO MINIMIZE ANYTHING THAT ANYONE SAID ABOUT NANCY AND HER WORK AND THE ACCOLADES OF WHAT SHE'S DONE I'M GOING TO REMOVE NANCY FROM THIS CONVERSATION FOR A MOMENT. I DID NOT PROVIDE A RATING AND MY REASON FOR NOT PROVIDING A RATING IS THE CITY MANAGER'S CONTRACT.HERE IS A SECTION REGARDING PERFORMANCE EVALUATION AND I'M NOT GOING TO GET INTO THE WHOLE WORDING OF IT BUT THE COMMISSION CREATES SPECIFIC CRITERIA DEVELOPMENT TO CREATE JOINTLY THROUGH THE COMMISSION AND CITY MANAGER. I DON'T THINK WE HAVE ACHIEVED THAT IN WRITING.

WE ACHIEVED IT BECAUSE I AND I FELT FOR ME PERSONALLY, FOR ME TO EVALUATE SOMEBODY AND TO BE FAIR WITHOUT NECESSARILY AGREEING WHERE THAT EVALUATION IS, I ELECTED NOT TO BURDEN ANYBODY WITH THAT AND NANCY AND I HAVE HAD A DISCUSSION ABOUT THAT. SO, THAT'S THE FIRST PART.

WHAT I AM ASKING IS AT SOME POINT IN TIME BEFORE WHENEVER IS THAT WE DEVELOP SPECIFIC CRITERIA, BUT IT IN WRITING THAT WE CAN ALL AGREE UPON WHETHER IT'S THE STRATEGIC PLAN

[01:25:02]

THAT WE HAD MENTIONED WHETHER IT'S ADDITIONAL CRITERIA SO THAT WE ARE FAIRLY ABLE TO EVALUATE AND WE MIGHT GET THE SAME RESULTS BUT AT LEAST WE ARE ON THE SAME PAGE.

SO THOSE ARE MY COMMENTS. >> I CAN CERTAINLY APPRECIATE WANTING TO HAVE AN OUTLINE OF HOW YOU EVALUATE A PERSON.

BUT LOOK, AS A BUSINESS OWNER I EVALUATE ALL OF MY EMPLOYEES DIFFERENTLY. I WILL ALWAYS DO THAT BECAUSE SOME THINGS ARE HARD AND FAST AND SOME THINGS MIGHT NOT BE.

THE WHOLE POINT OF AN EVALUATION OR REVIEW IS FOR YOU TO DETERMINE THE EFFECTIVENESS OF THAT PERSON THAT YOU ARE EVALUATING. I WOULD NOT WANT TO BE PIGEONHOLED IN CERTAIN THINGS BECAUSE I MIGHT VALUE THIS HIGHER THAN THAT. AND I MIGHT VIEW RELATIONSHIPS WITH EMPLOYEES HIGHER THAN MEETING X AMOUNT OF GOALS ON THE STRATEGIC PLAN RAIN. THAT'S MY PREROGATIVE.

AND SO, I AM NOT A HUGE FAN BUT I GET WHAT YOU ARE SAYING.

>> I RESPECT THAT. ALL THAT I'M ASKING IS THAT IF THAT IS WHERE WE ARE GOING THEN I'M OKAY WITH THAT AS LONG AS WE ARE ALL ON THE SAME PAGE. I CAN'T SIT AND EVALUATE SOMEBODY IF I HAVEN'T SAID WELL HERE'S MY EXPECTATIONS AND THEN TURN AROUND AND SOMEONE SAYS WELL I DIDN'T AGREE TO THOSE EXPECTATIONS IT'S LIKE HAVING A JOB DESCRIPTION IS WHAT I'M EXPECTING YOU TO DO AND YOU'RE DOING EVERYTHING ELSE THAT'S NOT ON THE JOB DESCRIPTION. I AM OKAY WITH HOW WE GET THERE JUST THE FACT THAT IF IT'S THE WAY THE MAYOR SAYS THEN EVERYBODY EVALUATE ACCORDINGLY THEN LET'S MEMORIALIZE THAT IN

A CONTRACT AND MAKE IT WORK. >> YOU CAN GO AHEAD AND TALK

IT OUT. >> GOING TO SAY ONE THING.

IF YOU READ THE AGENDA ITEM IT'S BASED OFF OF THE PERFORMANCE OF GOALS AND OBJECTIVES.

TECHNICALLY STRATEGIC PLANNING IS OUR TIME AS A COMMISSION TO DECIDE AMONGST OURSELVES WHAT WE HOPE TO ACCOMPLISH AS A COMMISSION. WE THEN SET THE TASK FOR THE CITY MANAGER TO ESSENTIALLY WORK WITH STAFF TO EFFECTUATE THOSE GOALS. THAT IS WHY I BROUGHT UP THE PERCENTAGE OF COMPLETION OF THE STRATEGIC PLAN THIS YEAR BECAUSE TECHNICALLY THAT IS IN MY MIND WHAT'S BEING GRADED UPON. TO THE MAYOR'S POINT, THERE IS A NUANCE THERE AND SUBJECT TO BE OF HOW YOUR REACTION IS WITH THE CITY MANAGER AND TO AGREE UPON WHICH OF THESE PROJECTS ARE COMPLETED BUT ULTIMATELY THAT'S THE FRAMEWORK FOR WHICH WE ARE ALL SUPPOSED TO BE ASSESSING.

>> JUST ONE POINT, I'M OKAY WITH THAT.

HOWEVER WE DO IT. I WOULD LIKE TO KNOW THAT THIS IS HOW WE ARE GOING TO EVALUATE IT AND THEN WE CAN DO IT.

>> LISTEN I JUST WENT THROUGH ASSOCIATE REVIEWS IN MY FARM I JUST DID IT YESTERDAY AND TODAY AND I CAN TELL YOU WHEN I WAS IN THAT POSITION WE ARE GETTING A MORE DETAILED REVIEW AND WE HAVE TWO HR PEOPLE WE HAVE KRISTIN AND TODD ROGERS THAT CAN TELL YOU I DON'T THINK IT'S A BAD IDEA AND EVERYBODY CAN DO IT THEIR OWN WAY AND I THINK WE TALKED ABOUT THIS LAST TIME, TOO. IT'S ONE THING TO GIVE ACCOLADES AND SAKE THE JOB THIS IS WHAT THE PERCENTAGE SHOULD BE BUT I THINK THERE'S BENEFIT IF I WERE THE PERSON BEING REVIEWED TO HAVE THAT DIVE WITH WHOEVER ELECTS TO DO IT ON ITEMIZED PERFORMANCE GOALS OBJECTIVES ACHIEVED AND EVERYTHING ELSE I'M SURE THE HR PEOPLE WILL SAY THAT'S BENEFICIAL FROM A PERSONAL DEVELOP STANDPOINT AND A LEADERSHIP STANDPOINT. I HAVE NO PROBLEM WITH IT.

>> I THINK IT'S SOMETHING WE CAN TALK ABOUT IN STRATEGIC PLANNING TO COME UP WITH IT IN SOME SORT OF WAY THE TRUTH OF THE MATTER IS YOU'RE GOING TO FOLLOW WHICHEVER WAY YOU'RE GOING TO FOLLOW. IF YOU COULD JUST MAKE A NOTE FOR THAT, NANCY, THAT WILL BE GREAT FOR STRATEGIC PLANNING.

ARE YOU GOOD WITH THAT? NANCY, THANK YOU.

GOOD. >> MOTION TO ADJOURN.>

WEIGHT MOTION TO APPROVE. >> DOES ANYONE FROM THE PUBLIC WISH TO SPEAK ON? NO?

>> MOTION TO APPROVE THE INCREASE AT THE BLENDED RATE

WHICH WAS THREE PERCENT, RIGHT? >> OKAY.

>> WE HAVE A MOTION BY VICE MAYOR AND SECOND BY COMM ROLL CALL.

>>.

PASSES UNANIMOUSLY. [APPLAUSE]

[10. Comments by the Broward Sheriff's Office]

>> WE HAVE COMMENTS BY THE BROWARD SHERIFF'S OFFICE.

AND IT IS GOOD TO HAVE YOU BACK.

I THINK THE LAST MEETING WAS MIKE?

[01:30:05]

>> GOOD EVENING. YES, I WAS ON VACATION.

>> YES, YOU ARE ALLOWED AND I HOPE YOU HAD FUN.

>> THANK YOU. GOOD EVENING EVERYONE.

JUST A COUPLE OF THINGS TO MENTION, CAPTAIN MCARDLE FROM THE SHERIFF'S OFFICE. WE HAD A COUPLE OF SIGNIFICANT CASES THAT I JUST WANTED TO MENTION JUST WITH REGARDS TO MY STAFF BEING OUT AND ABOUT AND DOING WHAT THEY'RE SUPPOSED TO BE DOING AND I GUESS BEING IN THE RIGHT PLACE AT THE RIGHT TIME. WE HAD ONE PARTICULAR CASE WHERE WE HAD SOME JUVENILES ON HIKES AT 1:30 IN THE MORNING NOT DOING WHAT THEY WERE SUPPOSED TO BE DOING AND THE DEPUTIES MADE CONTACT WITH HIM AND THEY WERE IN POSSESSION OF SOME MASKS. THEY WERE OBVIOUSLY UP TO NO GOOD BUT WE THWARTED THEIR ATTEMPT FROM DOING ANY HARM IN THE CITY. THAT WAS A GOOD THING.

I HAD MENTIONED ONE OF THE TIMES I WAS HERE WE DID HAVE A VEHICLE BREAK-IN WHERE A VEHICLE WAS LEFT UNLOCKED.

A PURSE WAS LEFT INSIDE AND WE DID GET SOME REALLY GOOD SURVEY LYNCH FOOTAGE FROM THAT AND OUR BURGLARY APPREHENSION TEAM IDENTIFIED THE INDIVIDUAL WHO OPENED THE UNLOCKED DOOR AND STOLE A PURSE OUT OF THE VEHICLE AND THROUGH INVESTIGATIVE MEANS THEY WERE ABLE TO CHECK THAT PERSON AND MAKE AN ARREST.HAT WAS A GOOD CASE CLOSURE ON THAT RENT.

IN LIGHT OF THOSE EVENTS I WANT TO REMIND FOLKS TO OBVIOUSLY LOCK THEIR CARS, REMOVE YOUR KEY FOB I DO IT EVERY TIME I'M HERE AND I WANTED TO MENTION OTHER GREAT PROGRAMS THAT WE HAVE WITH THE BROWARD SHERIFF'S OFFICE AND THAT'S A HOME WATCH PROGRAM IF YOU ARE ON VACATION OR TRAVELING DURING THE HOLIDAYS YOU CAN GIVE US A CALL TO THE DISTRICT OFFICE AND WE CAN ADD YOU TO THE LIST AND DEPUTIES WILL GO OUT AND CHECK YOUR HOME WHILE YOU ARE AWAY AND MAKE SURE EVERYTHING IS SECURE. ANOTHER THING I WANT TO REMIND FOLKS IS REGARDING OUR ONLINE SAFE ZONE IN THE DISTRICT OFFICE. SOMETIMES FOLKS CHOOSE TO COMMUNICATE WITH OTHERS AND THEMSELVES OR TRADE SOME GOODS AND BARTER AND WE RECOMMEND THEY DO THAT IN A SAFE PLACE.

WE DON'T WANT TO MEET SOMEONE WE DON'T KNOW, A STRANGER.

WE RECOMMEND THAT YOU OFFER THE DISTRICT OFFICE AS A MEETING PLACE AND IF IT IS A LEGITIMATE DEAL IT WILL MORE THAN LIKELY GO THROUGH AND IF IT'S NOT, THE PERSON WILL ELECT NOT TO MEET YOU THERE. I THINK THAT'S A GOOD INDICATION IF IT'S SOMETHING THAT IS UNSAFE.

HAVE A BRAND-NEW FACEBOOK PAGE, BROWARD COUNTY SHERIFF'S FACEBOOK PAGE AND A LOT OF THESE PROGRAMS AND PREVENTIONS ARE ON THE FACEBOOK PAGE SO I RECOMMEND THAT EVERYONE FOLLOW US AND LIKE US FOR MORE INFORMATION.

>> GREAT BIG THANK YOU VERY MUCH.

>> DO WE HAVE ANYTHING THE YOUTHS AND THE TEENAGERS THAT WERE UP TO NO GOOD DO WE HAVE ANYTHING IN REGARDS TO A DIVERSIONARY OR SCARED STRAIGHT PROGRAM WHEN I WAS A 12-YEAR-OLD THEY DROVE ME HOME AND PUT MY BICYCLE IN THE TRUNK AND THEN TOOK ME TO MY PARENTS AND THAT WAS AS MUCH PUNISHMENT

AS I NEEDED. >> I THINK NOWADAYS THAT MIGHT ADD TO SOME TROUBLED TIMES OF CHANGE.

>> I'M JUST WONDERING IF YOU HAVE ANY KIND OF PROGRAM FOR YOUTH I REGARDS TO GUIDING THEM IN THE RIGHT DIRECTION TO.

>> WE DO. WE HAVE THE JUVENILE CITATION PROGRAM SO ESSENTIALLY THESE JUVENILES HAVE TO QUALIFY FOR IF YOU DON'T HAVE ANY PRIOR CONTACT WITH LAW ENFORCEMENT OR YOU DON'T HAVE ANY SERIOUS FELONIES YOU CAN ENTER INTO THE CIVIL CITATION PROGRAM WHICH IS ESSENTIALLY A DIVERSION PROGRAM. THEY WILL RECEIVE SOME TYPE OF COUNSELING AND THE PARENTS ARE INVOLVED AND IT IS ESSENTIALLY A COURSE THAT THEY HAVE TO COMPLETE SO THAT IT DOESN'T GO

ON THE RECORD IN ANY WAY. >> IS PROBABLY 20 DIFFERENT DIVERSIONARY PROGRAMS AND BROWARD COUNTY RIGHT NOW.

THE TEAM CORPORATION PROGRAM WHICH IS A WONDERFUL PROGRAM A LOT OF THE CITATIONS CAME OVER FROM THAT TEAM CORPORATION

PROGRAM. >> KEEPING THEM OUT OF THE SYSTEM BUT SETTING THEM STRAIGHT IS THE GOAL.

>> IN THE LITERATURE THAT YOU SHARE ON FACEBOOK, CAN YOU ALSO INCLUDE THE SPECIAL NEEDS REGISTRY? BECAUSE I KNOW WHEN CAPTAIN MULLIGAN WAS HERE HE IMPLEMENTED THAT TO THE ABILITY OF AGAIN US BEING AN AUTISM FRIENDLY CITY HELPED SOME OF THE KIDS THAT OR PARENTS THAT MIGHT WANT TO REGISTER THEIR KID UNDER THAT PROGRAM.

[11. Comments by the Coral Springs-Parkland Fire Department]

>> ABSOLUTELY I CAN DO THAT. >> THANK YOU.

ANYONE ELSE? >> COMMENTS BY THE CORAL SPRINGS PARKLAND FIRE DEPARTMENT.

FROM AWARD-WINNING DEPUTY CHIEF.

>> I HAVE A FAN CLUB! I DON'T KNOW YOU BUT HELLO NICE TO MEET YOU. WELL I NEEDED THAT.

FOR THOSE IN THE ROOM! I WILL BE QUICK.

[01:35:01]

WE HAD 162 EMS INCIDENTS AND FIRE INCIDENT LAST MONTH.

TOMORROW WE WILL BE DOING A DEMONSTRATION WITH SOME LOCAL NEWS MEDIA ABOUT CHRISTMAS TREE SAFETY.

WE ONCE IN A WHILE HAVE SOME FIRES AND IN CORAL SPRINGS BECAUSE OF DRIED OUT TREES AND TOMORROW WE WILL DO WHAT WE DO EVERY YEAR IN CONJUNCTION. WE WILL LIGHT A CHRISTMAS TREE ON FIRE AT THE FIRE ACADEMY AND SHOW HOW FAST THE THING GOES UP AND IT GOES UP IN SECONDS. WE WILL DEAL WITH THAT FOOTAGE AND THE MATERIALS AND PUT SOMETHING ON SOCIAL MEDIA TO BE ABLE TO SHARE WITH YOUR FACEBOOK OR TWITTER PAGES AS WELL. THE LAST THING I WANT TO BRING UP IS, AS YOU KNOW LAST MONTH WE STARTED DISPATCHING FOR THE CITY OF COCONUT CREEK AND WHAT WE HAVE DONE IS WANT TO TAKE ADVANTAGE OF THAT SITUATION FOR YOUR USE AS WELL.

WHAT WE HAVE DONE RECENTLY, ACTUALLY TODAY, WE REDESIGNED ALL OF OUR RESPONSE MATRIX CALL THEM OUR CARS AND WHICH UNITS GO. PARKLAND WILL BENEFIT AND SO WILL COCONUT CREEK FOR US BEING ON THE SAME RADIO CHANNEL NOW.

ON THE PARKLAND UNITS ARE BUSY ON CALLS OR THE NEXT CALL COMES IN, IT MAY NOT NECESSARILY BE A STATION FAR DOWN SOUTH IN CORAL SPRINGS, THE COCONUT CREEK STATION RIGHT ACROSS THE BORDER HAS BEEN ADDED TO THE AUTOMATIC RESPONSE.OU NO LONGER NEED TO CALL A DIFFERENT AGENCY AND ASK THEIR PERMISSION.

BECAUSE WERE ON THE SAME SYSTEM NOW IT MAKES IT MUCH FASTER AND IN RETURN IF ALL OF OUR UNITS ARE AVAILABLE AND COCONUT CREEK IS ON THE OTHER SIDE WE ARE SENDING ANOTHER UNIT AS WELL.

WE ARE ALSO REAPING THE BENEFITS OF THAT EXPANSION AS

[12. Comments by the City Manager]

WELL. >> THANK YOU, THAT'S GREAT TO HEAR. [APPLAUSE]

>> COMMENTS BY THE CITY MANAGER?

>> I WOULD LIKE TO THANK YOU FOR YOUR KIND WORDS.

YOU HAVE TOUCHED MY HEART AND YOUR SUPPORT HAS BEEN INCREDIBLE. THIS TEAM IS AMAZING AND I KNOW WE WILL CONTINUE TO ACCOMPLISH A LOT OF AMAZING THINGS AND LIKE THE MAYOR SAID THIS THE PINE TREE ROADS ALONE IS ONE OF THE BIGGEST ACCOMPLISHMENTS THAT THE CITY WILL DO IN 10 YEARS. I HAVE TO SAY, YOU USE THE ANALOGY OF A FOOTBALL COACH AND THE PLAYERS WELL OBVIOUSLY THESE ARE MY PLAYERS BUT I COULDN'T EVEN SAY THAT, THIS IS MY FAMILY. WE HAVE A TEAM WHERE WE TALK THROUGH THINGS, WE STRATEGIZE, ARGUE, DISAGREE, AGREE, IT'S ALL OVER THE PLACE BUT WE ARE PART OF A TEAM THAT WE COME TO A RESOLUTION AND WE SOLVE OUR PROBLEMS TOGETHER AND WE ARE SUCCESSFUL BECAUSE OF DOING IT TOGETHER.

MY SUCCESS WOULD NOT ANYTHING WITHOUT YOU GUYS AND I LOVE YOU. [APPLAUSE] WITH THAT I WOULD LIKE TO SAY I'M WISHING YOU ALL A HAPPY HOLIDAY AND A WONDERFUL
