>> I AM IN NEARLY 18 HERE PRESIDENT OF PARKLAND.
I FIRST APPEARED BEFORE THE PARKLAND CITY COMMISSION TO THE END OF 2015 AND IN JANUARY 2016 ON THE SAME ISSUE I HEAR FOR YOU TODAY WHICH IS THE PARK BOARD LIGHTING POLICY.
WHAT BRINGS ME HERE TONIGHT IS THE FACT THE PARKS AND RECREATION DEPARTMENT IS NOT IT HEARING TO THE COMMISSION STATED PARK SUPPORT GOLD-MINING POLICY WHICH WAS A UNANIMOUSLY PUT INTO EFFECT JANUARY 20TH, 2016. THE PARK LIGHTS AT PAIN TRAILS PARK HAVE BEEN ON CONTINUOUSLY FOR THE PAST SEVERAL WEEKS FOR APPROXIMATELY 5:30 P.M. TO 10:00 P.M. EVERY NIGHT.
SPORTS LIGHTING IS SUPPOSED TO ONLY BE ON WHEN THERE IS A PERMIT FOR THE FIELD OR FOR LEAGUE PLAY.
WE HAVE DRIVEN BY THE PARKS NUMEROUS TIMES AND SEE NOBODY ON THE FIELD AND YET THEY ARE VERY BRIGHTLY LIT.
I GAVE YOU COPIES OF THE MINUTES FROM THE CITY COMMISSION WORKSHOP WHICH WAS HELD ON WEDNESDAY JANUARY 20TH PRIOR TO THE MEETING. AND THE DISCUSSION OF THE SPORTS LIGHTING. AND I WILL REVIEW PART OF IT.
THE PARKS AND RECREATION ADVISORY BOARD MEETING OF JANUARY FOURTH 20164TH, 2016, U VOTED TO TURN THE LIGHTS OFF ON THE FIELD THAT DO NOT HAVE PERMITS TO ONLY LEAVE THE SPORTS LIGHTING ON THE TWO SYNTHETIC FIELDS AT THE END OF PAIN TRAILS PARK. WHICH IS ACTUALLY JUST OPPOSITE PARK TRAIL ELEMENTARY SCHOOL. THIS IS ONLY FOR SPORTS LIGHTING AND NOT PATH ROADWAYS, IN PAIN TRAILS PARK.
FOLLOWING THE WORKSHOP AT THE REGULAR MEETING.
AND THAT IS ONE THERE WAS A DISCUSSION OF THE SPORTS FIELD LIGHTING POLICY AS WELL. AND THEIR THE CITY MANAGER AT THE TIME KAREN GARDNER INTRODUCED THE ITEM.
A MOTION TO SHUT THE LIGHTS OFF AS CITY PARKS AFTER PERMIT PLAY WITH THE EXCEPTION OF THE TWO SYNTHETIC FIELDS AT PAIN TRAILS PARK. AS RECOMMENDED BY MEMBERS OF THE PARKS AND RECREATION ADVISORY BOARD.
KEN CUTLER WAS THERE AS WELL AND HE HAD ASKED THIS POLICY WOULD AFFECT THE TENNIS COURTS. AND THE DIRECTOR STATED THAT THIS IS JUST RELATED TO TURF FIELDS AND DOES NOT RELATE TO THE TENNIS OR BASKETBALL COURTS. THE POLICY WAS UNANIMOUSLY PASSED AND ADOPTED. SO I AM ASKING THE COMMISSION TO PLEASE
[00:18:17]
SHARED WITH ALL OF YOU. NOW SEEING MY YOUNGEST BROTHER AND HIS WIFE RESTART FOUR AMAZING KIDS IN THE CITY IT IS A BLESSING TO ME. IT IS NOT A JOB I TAKE LIKELY.THE RESPONSIBILITY YOU HAVE INTERESTED IN ME AND SERVING ANOTHER FOUR YEARS. I TOLD YOU NOBODY TAKES IT MORE SERIOUS THAN THESE FOUR GENTLEMEN TO MY LEFT AND ME.
THANK YOU TO ALL MY FAMILY AND FRIENDS HERE TONIGHT.
THANK YOU FOR YOUR KIND WISHES, YOUR SUPPORT.
LOVE YOU ALL AND THANK YOU, MAYOR.
>> RICHARD W. WALKER, MAYOR: WONDERFUL COMMENTS COMMISSIONER BRIER. COMMISSIONER ISRAEL?
>> JORDAN ISRAEL: THE VICE MAYOR SAID IT BEST GOOD LUCK FOLLOWING
UP ON THAT. >> RICHARD W. WALKER, MAYOR:
JUST KNOWING I WILL GO LAST. >> JORDAN ISRAEL: I WILL MAKE IT HARDER. I DON'T KNOW WHAT MORE I SAY I CANNOT RETAIL SIMEON'S LIFE STORY IT IS NOT MY STORY.
BUT THE SENTIMENT IS SHARED. PERSONALLY, WHEN I FIRST DECIDED TO GET INVOLVED IN THIS I DID NOT GROW UP IN PARKLAND.
FOR ME I THOUGHT I MAY HAVE BEEN AT A DISADVANTAGE.
SOME PEOPLE MAY THINK BECAUSE YOU DO NOT GROW UP SUMMER IT IS NOT NECESSARILY YOUR HOME. WHAT IS INTERESTING TO ME IS I GREW UP IN A NUMBER OF DIFFERENT PLACES.
AS A KID I GREW UP QUITE A LOT. AND I DO NOT KNOW THAT I EVER FELT I HAD A HOME. IN THE SENSE I DO NOW IN PARKLAND. A PLACE WHERE I PLANTED MY ROOTS AND RAISE MY CHILDREN OR ARE RAISING MY CHILDREN.
IT IS A FEELING I HAVE NEVER HAD BEFORE IT IS SPECIAL AND UNIQUE.
[00:20:04]
'S LOT OF IT HAS TO DO WITH THE CITY ITSELF.IT IS A SPECIAL PLACE IN THE RESIDENCE OF THE CITY ARE WHAT MAKE IT SPECIAL. IF I WERE TO HANDPICK THE PEOPLE I WOULD WISH TO SERVE WITH I COULD NOT PICK A BETTER GROUP THAN THIS COMMISSION. THEIR HEARTS ARE IN THE RIGHT PLACE. THERE HEADS ARE INTELLIGENT AND THOUGHTFUL TRYING TO INCORPORATE EVERYONE'S BEST INTEREST INTO THIS. AND THE TRUTH IS THIS IS BEEN ONE OF THE GREATEST PLEASURES SERVING.
IN DIE AND GRATEFUL FOR THE CHANCE TO DO IT AGAIN FOUR YEARS. I GRATEFUL FOR THE WORK WE STARTED TWO YEARS AGO AND WE DID A LOT OF GREAT STUFF AND WE HAVE MORE WORK TO DO. I AM GRATEFUL.
I AM HOPING WE CAN CONTINUE ON WITH THE COMMUNITY BUILDING WE HAVE. EVEN IN THE WAKE OF TRAGEDY.
SOMETIMES THEY SAY THAT IS LIKE A PHOENIX YOU HAVE TO GO THROUGH THE HARD PART TO REBUILD BIGGER, STRONGER AND BETTER.
THERE IS NO DOUBT IN MY MIND THIS IS ONE OF THE PREEMINENT PLACES TO LIVE. I MEET PEOPLE ALL THE TIME FROM OUT-OF-STATE. IT IS UNFORTUNATE THE FIRST REASON THEY KNOW ABOUT PARKLAND IS WHAT HAPPENED HERE.
BUT THAT IS NOT WHAT WE ARE NOW FOUR.
WE ARE KNOWN AS A BEACON OF HOPE AND LOVE AND COMMUNITY.
THAT I THINK A LOT OF OTHER PLACES ARE TRYING TO LEARN FROM.
WITH THAT I AM GRATEFUL FOR THE TRUST AND CONFIDENCE EVERYONE HAS INSTILLED IN ME. I AM PROUD TO BE PART OF THIS GROUP. THESE GENTLEMEN GET IT THEIR ALL. AND I THINK EVERYBODY CAN SET IT WITH A DIFFERENT PERSPECTIVE FROM DIFFERENT LIFE EXPERIENCES.
BUT ALL OF US HAVE THE SINGLE TO MAKE THIS THE BEST PLACE TO LIVE. THANK YOU, AND I APPRECIATE YOU.
[APPLAUSE]. >> RICHARD W. WALKER, MAYOR: WELL SAID. COMMISSIONER ISRAEL? YOU WILL GO FOR A LONG TIME? COMMISSIONER ISROW?
>> JORDAN ISROW: FIRST OF ALL I WANT TO CONGRATULATE ALL OF YOU JORDAN, RICH, SIMEON IT IS A PLEASURE TO SERVE WITH YOU.
AN HONOR TO SERVE WITH YOU YOU ARE HUMBLE SERVANTS.
AND THE THING I REFLECT ON LOOKING AT THE AUDIENCE A FEW. BUT JORDAN, RICH YOUR FAMILY IS NOT ALL HERE BUT WE KNOW THEY ARE HERE IN SPIRIT. AND THIS IS WHAT I LOVE ABOUT THIS COMMUNITY. IT IS REPRESENTATIVE KASHINKSO HAS BEEN LIVING IN THE COMMUNITY AND SHE COULD GIVE HER STORIES AND PREVIOUS HISTORY OF HOW IT IS IMPORTANT.
WHEN YOU GET ELECTED OR TO ABORT HAVE BEEN ELECTED UNOPPOSED.
IT TELLS YOU SOMETHING ABOUT THE COMMUNITY ABOUT THE WORK WE ARE DOING COLLECTIVELY. TO ME THAT IS A TESTAMENT OF THE WORK WE ARE DOING HERE. BUT HE WANTS TO RUN AGAINST US.
BECAUSE WE ARE DOING A GREAT JOB.
AGAIN IT IS AN HONOR. NOW ONTO THE TRASH BUSINESS.
CURRENTLY NOTHING TO REPORT ON SOLID WASTE AND RECYCLING.
WE HAVE ANOTHER MEETING SCHEDULED.
AND ON THE WORKING GROUP ITSELF THERE HAVE BEEN SOME REPRESENTATIVES AND SOME HAVE LOST ALL THEIR DELEGATES.
THEY ARE TRYING TO FILL THEIR SEATS.
ONE OF THE COMPLETE UPDATE UNTIL MID-DECEMBER.
THIS PAST TUESDAY WAS AMERICAN RECYCLING DAY.
RESULT THE CURRENT 40 YEAR-OLD RECYCLING FACILITY VICE MAYOR CUTLER TOOK A TOUR. IS GREAT TO SEE THE PROCESS CURRENTLY WASTE MANAGEMENT IS IN THE PROCESS OF BUILDING 120,000 SQUARE-FOOT, USD70 MILLION FACILITY FOR RECYCLING.
WHICH WOULD BE THE LARGEST AND MOST TECHNICALLY ADVANCED FACILITY IN THE SOUTHEAST OF THE UNITED STATES.
HEAVY AUTOMATED LOT OF ARTIFICIAL INTELLIGENCE.
THEY THINK I WANT TO BRING UP. I GUESS RECYCLING.
AND I DID HAVE A CONVERSATION WITH WASTE MANAGEMENT.
THEY ARE WILLING TO RECYCLE. OUR ELECTION SIGN CODE.
[00:25:03]
THEY TAKE THE SENT AND THEY ARE THROWN IN THE TRASH.WASTE MANAGEMENT SAID THEY WILL RECYCLE SIGNS.
WE HAVE TWO YEARS TO PUT THAT TOGETHER.
WORKING ON SOME IMPLEMENTATION THAT OUR CITY WILL REQUIRE ANYONE WHO RUNS AN ELECTION PUT UP A SIGN.
EITHER IF THEY WILL NOT PICK UP THE SIGNS HAVE TO PROVIDE THE SENSE. IS ABLE DISPOSE OF THEM INTO THE CITY OR SOME SITE WE WOULD RECYCLE IT.
SO THAT IS JUST SOMETHING I WANTED TO SHARE WITH YOU.
THE HARVEST DRIVE I HAD ON TUESDAY.
WESTLAKE DOES AN AMAZING JOB. WHAT ELSE DO I HAVE HERE? VETERANS DAY CEREMONY PAST THE GARDEN CEREMONY.
I WANT TO CONGRATULATE OUR CITY STAFF THAT PARTICIPATED.
THEY DID AN AMAZING JOB THEY ARE STILL HERE.
AND IT WAS JUST NICE TO SEE STAFF PARTICIPATE IN A COMMUNITY PROGRAM. AND I THINK IT IS A TESTAMENT.
I WANT TO SHOUT OUT TO KRISTEN WHO DID THE FASTEST TIME SHE SOLD HERSELF DOWN. JACKIE AND MARCELLA BUT THEY WERE GOING TO THE MOTION. JUST WANT TO THROW THAT OUT THERE. I WANT TO THANK YOU YOU FOR BEING PART OF IT. THE YOUTH AMBASSADOR PROGRAM THE WORK NOTHING BUT POSITIVE RESPONSES.
KIDS ARE EXTREMELY EXCITED ABOUT IT THEY LOVE IT SO FAR.
THE ONE THING I WANT TO BRING UP.
I KNOW THERE WAS A TRAFFIC ACCIDENT AT THE CORNER OF HILLSBORO AND PARKSIDE THE OTHER DAY.
I WANT TO MAKE SURE, IF WE CAN. THAT THOSE STOP SIGNS ARE VISIBLE. I DO NOT KNOW IF WE NEED TO GET THOSE FLASHING STOP SIGNS. BUT MAKING SURE IN SOME WAY PEOPLE SHOULD BE STOPPING. BUT SOMETIMES PEOPLE GET THROUGH A RUSH. MAKE SURE THEY ARE COPACETIC.
AND I HAVE TO MAKE A SHAMELESS PLUG FOR MYSELF BECAUSE YOU HAD YOUR TERM. AS THE PRESIDENT OF THE BROWARD LEAGUE OF CITIES I HAVE AN INITIATIVE CALLED THE BOBCATS, SURPRISED. IT IS BASICALLY A PODCAST, A VISUAL PODCAST. I DID THE SECOND ONE ON THE BROWARD LEAGUE WEBSITE WITH SHALA SMITH THE PRESIDENT.
LOOK AT IT WE NEED TO RAISE THE VIEWS FROM WHATEVER THEY ARE.
12 TO 112. THOSE ARE MY COMMENTS.
>> OTHERWISE YOU MIGHT GET CANCELED?
>> RICHARD W. WALKER, MAYOR: MIGHT BE.
VICE MAYOR CUTLER? >> VICE MAYOR CUTLER: THANK YOU, MAYOR I WANT TO JOIN IN CONGRATULATING ALL THE COMMISSIONERS FOR THEIR ELECTION TO THIS DAY IS ONCE AGAIN.
I COULD NOT BE PROUDER TO HAVE SERVED.
AND TO CONTINUE TO SERVE WITH YOU.

WHICH IS ABSOLUTELY AMAZING. BUT AGAIN PARKLAND'S FAMILY.
IT TAKES A VILLAGE. SOME OF YOU MAY NOT KNOW BUT MOST OF YOU KNOW. BECAUSE I GET TEASED OFTEN.
EVEN THOUGH I CONSIDER IT A BLESSING AND I KNOW I HAVE FIVE CHILDREN. IT TAKES A VILLAGE TO RAISE A FAMILY. MY SCOTT SON WAS INDUCTED INTO DECA TODAY AT OUR GOOD FRIENDS THE NEACE'S WERE ABLE TO BRING HIM HERE SO MY WIFE COULD HEAD HERE QUICKLY SO SHE COULD BE HERE. MY EIGHT YEAR-OLD SON HAYES IS HERE. MY DAUGHTER IS AT COLORGUARD

PERFORMED, MADE IT TO THE SEMI FINALS. I THINK THEY PLACED 20TH OR SOMETHING OUT OF 100 TEAMS. ABSOLUTELY INCREDIBLE.
THOSE KIDS. I HAVE NEVER SEEN ANY ORGANIZATION, ANY PERSON WORK AS HARD AS THE EAGLE REGIMENT AND KUDOS TO THEM TO THEIR SUCCESS. AGAIN WITH THAT WE ALL WORK TOGETHER AND WE HELP ONE ANOTHER GROWTH.
BE SUCCESSFUL AND ENJOY OUR TIME HERE.
I JUST WANT TO THANK YOU OUR RESIDENTS, THE COMMUNITY, OUR STAFF THAT MAKE US LOOK GOOD. WE GET TO THE APPEAR AND PRETEND WE ARE DOING STUFF. WHEN WE KNOW THE TRUTH IS STAFF IS TAKING CARE OF EVERYTHING. BSO, OUR FIRE DEPARTMENT.

>> ITEM 10 S-- C E CHARGING STATIONS (FIRST READING) AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, AMENDING THE CITY OF PARKLAND LAND DEVELOPMENT CODE BY AMENDING SECTION 5-3530 TERMS DEFINED TO PROVIDE FOR DEFINITIONS RELATED TO ELECTRIC VEHICLES; AMENDING SECTION 90-510, OFF-STREET PARKING REQUIREMENTS AND SECTION 90-530, AMOUNT OF OFF-STREET PARKING AND CREATING SECTION 90-591 ELECTRIC VEHICLE PARKING SPACES AND CHARGING AREA DESIGN STANDARDS TO PROVIDE FOR ELECTRIC VEHICLE OFF-STREET PARKING REGULATIONS; PROVIDING FOR IMPLEMENTATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE.
>> GOOD EVENING COMMISSION AND MAYOR.
FOR THE RECORD I GAIL IS STILL AND A SENIOR PLANNER, A PLANNING MANAGER NOW. FOR THE PLANNING AND FUNDING DEPARTMENT. TONIGHT WE HAVE AN ORDINANCE TO PRESENT TO YOU REGARDING EV CHARGING STATIONS.
THIS ORDINANCE WENT TO THE PLANNING AND ZONING BOARD AT ITS LAST MEETING. AND JUST TO LET YOU KNOW.
THE ORDINANCE AT THE TIME WE WENT TO THE BOARD REQUIRED EV CHARGING STATIONS TO THE INSTALLED WILL THERE IS A THRESHOLD OF CHANGE OR VIEWER BUILDING EXPANSION OCCURRED.
OR FOR ALL NEW DEVELOPMENT. THE ORDINANCE READ EV CHARGING STATIONS WOULD BE REQUIRED. BASED ON THE RECOMMENDATION OF THE PLANNING AND ZONING BOARD THE LANGUAGE IN THE ORDINANCE WAS CHANGED TO ENCOURAGE. IN LIEU OF REQUIRED. JUST TO LET YOU KNOW. IF YOU FELT THE NEED TO REQUIRE THIS WE CAN TAKE THE ORDINANCE BACK TO ITO LET YOU KNOW. IF YOU FELT THE NEED TO REQUIRE THIS WE CAN TAKE THE ORDINANCE BACK TO ITS ORIGINAL DRAFT.
BUT THAT CHANGE WAS INCORPORATED AT THE RECOMMENDATION OF THE PLANNING AND ZONING BOARD. TONIGHT WE WILL BE DEALING WITH FOUR SECTIONS OF THE CODE. THE FIRST SECTION 5-3532 TO FIND SOME THAT ARE NOT IN THE CODE THAT INCLUDE ELECTRIC VEHICLE CHARGING LEVELS. WHAT IS THE CHARGING STATION.
AND WHAT IS AN EV CHARGING PARKING SPACE.
THOSE WERE ADDED INTO THE DEFINITION SECTION OF SECTION 5-3530. SECTION 95-TEN STARTED GET INTO
[00:50:02]
ONE PARKING IS REQUIRED FOR DEVELOPMENT.AND THE ONE CHANGE WE ARE ADDING WOULD BE ENCOURAGING BUILDINGS WHICH UNDERGO EXPANSION OR A CHANGE OF USE.
ON THE ENTIRE SITE REQUIRES MORE THAN 50 PARKING SPACES.
WE WOULD ENCOURAGE EV CHARGING STATIONS TO BE INSTALLED.
WHEN YOU GO TO 90 - 590 - 30 IF YOU ARE GOING TO PROVIDE THE ELECTRIC VEHICLE CHARGING STATIONS.
WHAT ARE THE GENERAL RULES THAT WILL APPLY? IT ALSO DEALS WITH NEW CONSTRUCTION VERSUS THE PREVIOUS CODE SECTION THAT OVER THE EXPANSION OR CHANGE OF USE. I WANT MORE THAN 50 SPACES ARE REQUIRED WE WOULD ENCOURAGE YOU TO PROVIDE EV CHARGING STATIONS THAT WOULD APPLY TO MULTIFAMILY OVER 50 UNITS OR HOTELS WITH OVER 50 ROOMS. ONE OF THE THINGS THAT ALSO RECEIVE SOME DISCUSSION WAS THE SECOND BULLET POINT.
IF YOU DO PROVIDE THE EV CHARGING STATIONS HOW MANY OF THEM CAN COUNTER THE REQUIRED PARKING FOR THE SITE? RIGHT NOW STAFF IS RECOMMENDING TEN PERCENT.
IF YOU ARE GOING TO PROVIDE THE STATION THEY HAVE TO BE CHARGING LEVEL II. THE SPACE MUST BE DESIGNATED AS AN EV CHARGING SPACE. AND YOU CANNOT CHARGE A FEE FOR THE USE OF THE STATION TO THE PUBLIC.
SECTION TWO AND THREE OF THIS SECTION OF THE CODE.
WE ARE DEALING WITH INFRASTRUCTURE READINESS.
AND IN ADDITION TO PROVIDING - ENCOURAGING YOU TO PROVIDE EV CHARGING STATIONS UNDER THE SAME OF 50 ROOMS ARE 50 UNITS.
W ARE ENCOURAGING WHILE YOU ARE DOING EV CHARGING STATIONS TO PROVIDE INFRASTRUCTURE FOR EXPANSION IN THE FUTURE.
AND THOSE RECOMMENDATIONS ARE BASED ON APPROXIMATELY TWO PERCENT OF THE REQUIRED PARKING AMOUNT.
ACTUALLY LOOKING AT SECTION THREE.
THIS WAS A RELIEF FROM THE CODE FROM PROVIDING EV CHARGING STATIONS. THIS FOR A SECOND READING I WILL GO AHEAD AND DELETE THIS IF YOU CONTINUE WITH IT BEING ENCOURAGE. REALLY IT WOULD ONLY BE NEEDED IF IT WAS REQUIRED AND YOU WANTED TO PROVIDE RELIEF.
SO THREE MAY BE DELETED IF YOU MOVE FORWARD WITH ENCOURAGE EV CHARGING STATIONS. DISCUSS IF YOU PROVIDE THE STATIONS WHAT DO THEY LOOK LIKE AND WHAT ARE THE PARAMETERS OF HOW THEY WILL BE INSTALLED? IT YOU NOTICE WHEN YOU SEE CHARGING STATION THEY USUALLY HAVE GRAY STRIPING ON THE PAVEMENT.
YOU CAN HAVE A SIGN THAT DESIGNATES A TRAFFIC CODE CONTROL DEVICE SIGN. AND YOU CAN HAVE A SIGN THAT INCLUDES CONSUMER AND OPERATED CONTACT INFORMATION.
WHAT YOU CANNOT HAVE UNDER T IS ADVERTISING.
IF YOU SEE SOME OF THE NEWER CHARGING STATIONS SOME OF THEM HAVE A DOUGHNUT IN THE MIDDLE. BUT OTHERS NOW ARE INSTALLING A VIDEO SCREEN AND RUNNING ADVERTISEMENTS ON THE VIDEO SCREEN. ADVERTISING WOULD NOT BE PERMITTED IT IS DISTRACTING AGAINST ROADWAYS.
THE COURTS AND CONNECTORS HAVE TO HAVE HANGING APPARATUS.
THE STATIONS HAVE TO BE SCREENED FROM VIEW FROM THE ABUTTING STREETS. AND FROM ALL ADJACENT RESIDENTIAL PROPERTIES. AND FOR EV CHARGING STATIONS INSTALLED ON SURFACE PARKING LOTS THE EQUIPMENT IS SOUTH HAS TO BE SCREENED WITHIN THE PARKING LOT EITHER BY A FENCED WALL, SHRUBS ARE HEAVY LANDSCAPING.
IF IT ISN'T THE PARKING GARAGE NEEDS TO BE IN AN ENCLOSED ENCASEMENT. WE DID GET SOME FEEDBACK FROM SOME OF THE INDUSTRY. YOU WILL NOTICE THAT THE CABINET HEIGHT AT SEVEN FEET. SWITCH GEARS AT FIVE FEET.
AND A POST AT 60. THE FEEDBACK WE HAVE GOT HIS WE NEED TO INCREASE THOSE BY HAVE A FOOT FOR EACH OF THOSE PARAMETERS. IF YOU ARE OKAY WITH THAT WE CAN INCORPORATE THAT CHANGE FOR SECOND READING.
I AND J HAVE TO GO WITH FLORIDA FLOODING CODE TO HAVE MINIMUM
[00:55:01]
ELEVATION AND THE KETCHUP THEY NEED TO BE MAINTAINED IN A NEAT AND GOOD APPEARANCE. AND WITH THAT, THAT KIND OF WRAPS IT UP. I HAVE A LITTLE BIT OF INFORMATION I PROVIDE YOU HERE. OTHER CITIES, THESE ARE SOME OF THE CITIES WE LOOKED AT. YOU CAN GET AN IDEA OF WHAT THEY WERE AT. MOST CITIES ARE REQUIRING T.V.STATIONS. BUT IT WOULD NOT BE HIGHLY UNUSUAL. THERE ARE SOME CITIES THAT ARE JUST ENCOURAGING AT THIS POINT. AND WE DID HAVE SOME FEEDBACK FROM TESLA WHO HAD INQUIRED ABOUT SOME STATIONS IN THE CITY.
AND WE ALSO HAD SOME INTERACTION AND THEY REVIEWED THE ORDINANCE.
WITH A COALITION THAT THE CITY IS A MEMBER OF THE.
AND THE RECOMMENDED, ACTUALLY, REQUIRING 10 PTEN PERCENT EV CHARGING STATIONS. YOU CAN SEE MOST OF THE RANGES FOR BETWEEN 2 PETWO PERCENT. SOME WERE TEN AND YOU HAD SOME REALLY HIGH AREAS IN CORAL GABLES FOR 20 PERCENT.
AND YOU CAN SEE CORAL GABLES TEN SPACES ARE REQUIRED FOR EV CHARGING. SO 50 IS ABOUT THE SIZE OF VULVA THEY HAVE 60 SPACES AT SITE. TO GIVE YOU AN IDEA THAT IS THE SIZE THRESHOLD THIS ORDINANCE WOULD THEN ENCOURAGE EV CHARGING STATIONS. FOR THAT LARGE.
>> RICHARD W. WALKER, MAYOR: I AM ALL FOR ENCOURAGING I AM NOT A FAN OF MANDATING ANYONE TO DO TOO MUCH.
JUST A COUPLE QUICK QUESTIONS. I AM GLAD YOU TALKED ABOUT THE HEIGHT BECAUSE OBVIOUSLY IT SHOULD BE MORE STANDARD TO THE INDUSTRY RATHER THAN WHAT WE HAVE.
BASED ON THE FEEDBACK THAT WE GOT FROM TESLA ANYWAY.
THEY SAID MOST ARE A LITTLE BIT TALLER THAN THAT.
AND TO ME THE HEIGHT SEVEN FEET, EIGHT FEET IS NOT MUCH OF A DIFFERENCE. WE ARE SAYING YOU CANNOT CHARGE ANY FEE FOR THE ELECTRIC CHARGING STATION?
>> YOU CAN CHARGE A FEE. >> RICHARD W. WALKER, MAYOR: AND THE NO ADVERTISING. THE ONLY REASON I GO TO THE GAS STATION THAT IS TWICE AS EXPENSIVE AS EVERYONE ELSE IS THEY HAVE LITTLE TVS AND IT KEEPS ME BUSY AND I FORGET WHERE I AM OUT FOR A COUPLE OF MINUTES.
I DO NOT MIND I AM PAYING USD0.75 EXTRA A GALLON.
FOR ME IF IT IS A LITTLE SCREEN WHATEVER.
BUT IT IS WHAT IT IS. I WILL NOT NOT FOOD FOR SOMETHING. AND YOU ARE TALKING ABOUT SCREENING IN THE AREA? DO WE MANDATE TO SCREEN IN GAS
STATIONS? >> ON GAS STATIONS THERE WOULD BE A PERIMETER LANDSCAPE ON EVERY.
>> RICHARD W. WALKER, MAYOR: IF THEY DID THE IF THE STATIONS AT
WAWA, IF THERE ARE ADDITIONAL. >> IF THEY ARE RESIDENTIAL AND
THE SCREENING WAS NOT ENOUGH. >> ONLY FOR RESIDENTIAL.
FOR ME I WOULD ALMOST THINK THAT WOULD BE POTENTIALLY A SAFETY HAZARD YOU WOULD BE SCREENED IN AN AREA THAT WAS SCREENED IN.
I WOULD NOT WANT - I DO NOT SEE ANY REASON WOULD HAVE TO BE SCREENED IN IF YOU HAVE YOUR PERIMETER SCREENING FROM THE WAWA. WHAT IS SAYS EV CHARGING SHALL BE SCREENED FROM VIEW FROM ALL ABUTTING RIGHT OF WAYS.
AND FROM ALL ADJACENT PROPERTIES THAT ARE USED AND DESIGNATED FOR RESIDENTIAL USE. THAT IS A LITTLE BIT DIFFERENT THAN G. AS YOUR PERIMETER, FOR EXAMPLE IF THEY WERE ALONG STATE ROAD SEVEN YOU WOULD HAVE A STANDARD LANDSCAPE BUFFER AND YOU MIGHT GET A PEEK THROUGH THE ACTUAL CHARGING STATION FROM STATE VII. THAT WOULD BE ADDRESSED UNDER F WAS PERIMETER LANDSCAPING. G TALKS ABOUT THE TRANSFORMERS AND THE EQUIPMENT BOX THAT ARE TERMINAL TO THE SITE AND PARKING LOT. IN THE CENTER MEDIANS OVER THE
EQUIPMENT BOXES AND UP. >> RICHARD W. WALKER, MAYOR:
JUST THE EQUIPMENT BOXES? >> YES.
THE SHRUBS, OR HEDGES TO SCREEN THAT IN THE PARKING LOT.
>> RICHARD W. WALKER, MAYOR: VICE MAYOR AND THEN COMMISSIONER
>> KEN CUTLER, VICE MAYOR: I JUST HAVE A COUPLE OF QUESTIONS.
ON THE SCREENING ISSUES WE HAVE EV STATIONS AT THE LIBRARY.
ARE THEY IN COMPLIANCE WITH THIS PROPOSED CODE RIGHT NOW? I DO NOT WANT TO SAY TO AS I SAY NOT WHAT I DO TYPE OF SITUATION.
SO IF WE - IF THIS IS WHAT WE WILL CALL OUR CODE WE NEED TO
[01:00:09]
MKE SURE WE DO THE SAME THING. I JUST WANT TO ASK THAT QUQUESTION. >> THE EV CHARGING STATION AT THE LIBRARY IS AN OLDER STATION. I HAVE LOOKED AT IT ONCE OR TWICE. I DO NOT BELIEVE IT HAS ANY LARGE EQUIPMENT BOX NEXT TO IT I THINK IT IS A SINGLE STATION.
WITH THAT, THERE IS NO SCREENING.
IT IS INTERIOR TO THE SITE. >> KEN CUTLER, VICE MAYOR: SECOND QUESTION RELATIVE TO THE SPECIFIC SITES THEMSELVES THERE WAS A SCREEN YOU TALKED ABOUT HOW YOU WILL MARK THE PARTICULAR PARKING SPOT FOR PURPOSES AND THAT.
WHAT IS THE ENFORCEMENT ASPECT OF THIS CODE? IS THAT SOMETHING THAT FALLS IN THE TRAFFIC STATUTES THEMSELVES? OR IS THAT SOMETHING WE NEED TO PUT IN OUR OWN ORDINANCE? AND TO EFFECTUATE
THAT? >> I KNOW THE CHARGING STATIONS ARE COVERED OVER FLORIDA STATUTE.
I BELIEVE THEY CAN BE ENFORCED BY THE POLICE DEPARTMENT.
IF THE MARKINGS WERE NOT VISIBLE.
OR IF A NON-EV VEHICLE WAS PARKED IN AN EASY SPOT.
IS LIKE SPARKING IN AN ADA ACCESSIBLE SPOT.
STATED THAT IS CORRECT THERE IS A STATE LAW SIMILAR TO DISABLED PARKING. THAT IF YOU ARE PARKING IN THAT SPOT AND YOU DO NOT HAVE AN EV VEHICLE IT PROVIDES FOR A FINE.
IT COULD BE ENFORCED UNDER STATE LAW WITH THE PROVISION IN OUR CODE. WE CAN TAKE IT TO CODE
ENFORCEMENT. >> THAT IS WHY I AM ASKING THE QUESTION DOING WANT TO INCLUDE IN THE CODE OR NOT INCLUDED IN THE CODE? THAT IS WHAT IT IS IN THEIR.
>> I CHECKED TO SEE IF IT NEEDS TO BE IN THE CITY CODE.
>> RICHARD W. WALKER, MAYOR: COMMISSIONER BRIER?
>> SIMEON BRIER: I VIEW THIS IN TANDEM WITH THE EV CHARGING STATIONS WE ARE CONTEMPLATING PUTTING ONLINE IN PARKS AND OTHER AREAS. I THINK THERE SHOULD BE A HOLISTIC APPROACH OF A NUMBER OF CONCERNS WITH THESE EV CHARGING STATIONS BACK CONCERNS NUMBER ONE IS WHAT IS CONTEMPLATED WILL BE SUPERCHARGERS OR FAST CHARGERS.
THAT WILL ATTRACT PEOPLE INTO THE CITY OF PARKLAND WERE NOT PARKLAND RESIDENTS NECESSARILY BECAUSE THE CHARGE TO CHARGE YOUR EV VEHICLES AT THAT STATION WILL BE MULTIPLE OF WHAT IT WOULD BE TO CHARGE IT AT YOUR HOME.
YOU WILL HAVE NONE PARKLAND RESIDENTS COMING INTO OUR CITY FOR THE OTHER FRIDGES WERE FURTHER INTO OUR CITY FOR SUPERCHARGING CAPABILITIES. THERAPY AVAILABLE ON GPS YOU CAN NAVIGATE TO THEM. WE WILL BE THE CLOSEST SUPERCHARGING TO POMPANO BEACH THAT IS THE NEXT ONE.
SO I HAVE A CONCERN WITH ESSENTIALLY CREATING EIGHT BY SIX-FOOT BILLBOARDS THAT WILL ATTRACT NONRESIDENTS OF PARKLAND TO COME INTO OUR CITY TO SUPERCHARGE EV VEHICLES.
I ALSO HAVE A CONCERN IS SEEMS LIKE - I UNDERSTAND THE SIZE ISSUES ARE ISSUES THAT WERE NOT COMPLIED WITH TESLA.
BUT THESE ARE DIFFERENT I DID THESE DIFFERENTLY THAN THE EV STATION OUTSIDE OF OUR LIBRARY. THESE STATIONS WILL BE PAID STATIONS. THEY WILL HAVE SIGNAGEAN THE EV OUR LIBRARY. THESE STATIONS WILL BE PAID STATIONS. THEY WILL HAVE SIGNAGE IS PUTTING OUT. AND TO THE MAJORS BUT THEY MAY HAVE ADVERTISING SCREENS, ETCETERA I WORRY. WE HAVE ENOUGH ISSUES WITH THE WAWA SHOPPING CENTER AND NOW WE WILL TAKE AWAY SPACES AND BRING TRAFFIC OUTSIDE OF PARKLAND INTO PARKLAND.
AND I HAVE CONCERNS IT SEEMS THE SUGGESTIONS THAT WERE MADE BY PLANNING AND ZONING. I O NOT HAVE A CHART TO SEE HOW MANY SUGGESTED CHANGES MADE ITS WAY INTO THIS REVISED ORDINANCE.
IF WE CAN GET SOME STAFF REPORT OR ANALYSIS TO SHOW.
WE HAD A 3.5 + OUR MEETING MOST OF IT TALKING ABOUT THE EV STATION ISSUE. I WOULD LIKE TO SEE SOME COMPARISON ABOUT WHAT SUGGESTED CHANGES WERE MADE BY THEM.
THAT HAVE BEEN AUGMENTED OR MEMORIALIZED IN THIS REVISED ORDINANCE AND WHAT DIDN'T. I WOULD ALSO LIKE TO SEE A CASE-BY-CASE APPROACH. I VIEW THIS AS HAVING A SIGNIFICANT IMPACT, ASIDE FROM THE TRAFFIC ISSUE VICE MAYOR CUTLER ABOUT ENFORCEABILITY ON PARKING AND EVERYTHING ELSE.
I THINK IT IS ALL DEPENDED IN MY VIEW IF WE ALLOW THE STATIONS TO
[01:05:07]
BE SITE DEPENDENT. THERE IS A DIFFERENCE BETWEEN PUTTING THEM AT A GAS STATION WHICH WE ONLY HAVE TWO IN THE CITY OF PARKLAND ON THE FRINGES OF 441.AND PUTTING THEM IN A PUBLIC SHOPPING AREA AND OTHER AREAS MORE EMBEDDED IN OUR CITY. I WOULD LIKE TO SEE US HAVE A MORE HOLISTIC APPROACH. LOCATED IN THE CONTEXT OF WHAT WE WILL DO WITH OUR PARKS. CANDIDLY, IF WE ALLOW FOR PAY PARKING STATIONS IN OUR CITY I DO NOT KNOW IF WE NEED TO PROVIDE FREE PARKING. I THINK IT NEEDS TO BE LOOKED AT COLLECTIVELY. I WOULD PREFER TO DO THAT IN STRATEGIC PLANNING AND TABLE THAT ORDINANCE.
AND, CANDIDLY, WHILE I HAVE GOT PLENTY OF FRIENDS AND NEIGHBORS WHO HAVE EV AND CONTEMPLATING EV FOR OUR FAMILY.
I AM NOT AGAINST PROGRESS BUT AGAINST IT AT THE SAKE OF DIMINISHING ARE LOOK AND FEEL OF OUR CITY.
AND BRINGING IN OUTSIDE FACTORS THAT DO NOT NECESSARILY NEED TO BE IN THE CITY OF PARKLAND. FOR THOSE REASONS I THINK WE SHOULD WAIT ON IT. WE SHOULD DISCUSS IT AND ADDRESS IT. TO ME THE EV WHILE IT PROVIDES A BENEFIT IS NO DIFFERENT THAN COCA-COLA HAVING A 6' X 8' SODA MACHINE IN THE PARKING LOT. AND SERVED AS AN ADVERTISEMENT AND REVENUE GENERATOR. SO WE HAVE GOT TO LOOK AT IT.
WE ARE TRYING TO BE CUTTING EDGE AND PROMOTE ELECTRIC VEHICLES.
BUT WE HAVE GOT TO BE MINDFUL OF KEEPING THE AESTHETICS OF PARKLAND AND HER COUNTRY ELEGANT AND KEEP THOSE THINGS THAT HURT.
I WOULD LIKE TO SLOW THE PROCESS OUT OF IT.
LOOK AT IT HOLISTICALLY. SEE IF MAYBE WE WANT TO DO THIS ON A SITE BY SITE BASIS OR CASE-BY-CASE BASIS.
AND THEN ADDRESS ALL THE ISSUES PLANNING AND ZONING RATE AND THE TESLA REPRESENTATIVES HAVE RAISED.
ON WHY THEY COULD NOT COMPLIED WITH THE PARKING PERCENTAGE OR THE SIZING. I WILL WAIT TO MAKE A MOTION OR
I DO IT NOW. >> RICHARD W. WALKER, MAYOR: REAL QUICK TO COMMENT ON A COUPLE OF YEARS.
IF WE DON'T HAVE AN ORDINANCE WE DO NOT NEED AN ORDINANCE.
BUT IF WE DON'T HAVE AN ORDINANCE PEOPLE PROBABLY WOULD NT EVEN BOTHER TRYING TO COME HERE LIKE A TESLA.
WE DO NOT HAVE AN ORDINANCE. THAT IS THE ONLY REASON WE ARE HAVING THE ORDINANCE. SO PEOPLE KNOW WHAT THE RULES ARE. AND NOBODY WILL DO A SUPERCHARGER. THEY WILL DO IT ON 441 THAT IS THE ONLY PLACE HE WILL DO IT IS THE ONLY PLACE THAT MAKE SENSE.
NOBODY WILL DO A SUPERCHARGER IN THE CITY OF PARKLAND - YOU KNOW IT IS NOT MAKE FINANCIAL SENSE. ONE OF THE THINGS WE TALKED ABOUT EVEN FOR THE CHARGERS WE WOULD DO.
ONE OF THE MAIN REASONS WE TABLED IT, COMMISSIONER MAYERSOHN MADE A GOOD POINT WERE NOT DOING SUPERCHARGER'S BECAUSE THOSE COST SO MUCH MORE. THEY WANT TO DO IT WHERE THE TRAFFIC IS. IT WILL BE ON 4:41.
TO ME IF WE TABLE IT I FIND ONE WAY OR ANOTHER.
AND NOT CHOMPING AT THE BIT TO BE THE LEADER IN EV TECHNOLOGY.
AND IN BROWARD COUNTY. WEBSITE AND NOT AGAINST IT EITHER BUT IT TALKING ABOUT ON A SITE-SPECIFIC BASIS.
IF WE ARE TALKING ABOUT WAWA AT THE GAS STATION SOUTH OF WAWA I GET MY ARMS AROUND WHAT WILL BE THE IMPACT ON THE DRAW THERE.
BUT IF WE ARE CREATING AN ORDINANCE THAT ALLOWS YOU TO BRING THIS INSIDE THE CITY. THE REALITY IS - AND I TALKED TO TESLA ABOUT THIS. YOU WILL NOT HAVE PEOPLE WHO LIVE NEARBY WHO WILL PUT IT THE CHARGER IN THE CAR.
WHO WILL PAY A LITTLE FRACTION. I THINK IT IS - I FORGET THE NUMBERS THEY WENT OVER WITH BUT A FRACTION OF THE COST TO PAY.
YOU WILL HAVE PEOPLE OUTSIDE OF PARKLAND COMING IN AND CHARGING AT PARKLAND PUBLIX OR SHOPPING CENTER.
>> RICHARD W. WALKER, MAYOR: I AGREE 100 PERCENT FOR EVERYTHING YOU SAID. BUT TO ME WE ARE ONLY MAKING AN ORDINANCE TO POTENTIALLY ENTICE SOMEONE WHO MAY WANT TO COME.
THAT IS THE ONLY REASON WE ARE MAKING AN ORDINANCE.
WHETHER INSIDE OR OUTSIDE. TO ME NOBODY IS COMING INSIDE TO SUPERCHARGE A 12 STATION SUPERCHARGER IS AT THE CENTER OF PARKLAND BECAUSE IT WILL NOT MAKE FINANCIAL SENSE.
COMMISSIONER MAYERSOHN? >> BOB MAYERSOHN: I AM ON THE SAME LINES AS COMMISSIONER BRIER.
HAVE NOT GOTTEN TO THE POINT OF I WANT TO TABLE IT OR AT LEAST MOVE THIS FORWARD. BUT SOME OF THE THINGS I AM LOOKING AT HERE. AND MAYBE WAYS TO GET AROUND WILL WE ARE TALKING ABOUT. POMPANO BEACH I BELIEVE HAS A CHARGING STATION ORDINANCE. THEY HAVE IN DIFFERENT AREAS OF
[01:10:08]
THE CITY WHAT IS SIMILAR TO OUR BUILDING CODE.WHAT IS ALLOWED FOR OUR BUSINESS CODE.
WHAT IS PROHIBITED, WHAT IS NOT PROHIBITED.
WHAT IS THE SPECIAL EXCEPTION? MAYBE WE LOOK AT THOSE TYPE OF THINGS. WE DO NOT WANT IT IN THE WATERWAY SHOPS WE CAN MAKE THAT IS THAT TYPE OF ENVIRONMENT IS PROHIBITED. WHETHER CHARGING ONE, TWO OR A FAST CHARGER. IS SOMETHING AT A GAS STATION MAYBE WE ALLOW IT AS A SPECIAL EXCEPTION.
THIS WAY WHOEVER WANTS TO COME AND GIVE US THE FLEXIBILITY TO CREATE WHAT WE ARE LOOKING FOR. HERE IS WHAT YOU WANT HERE IS THE FLEXIBILITY THIS GIVES US OPTIONS.
I THINK LOOKING AT THAT MAY GIVE US SOME FLEXIBILITY TO CREATE SOMETHING THAT BENEFITS THE ONES WHO WANT TO COME IN AND CHARGE.
AS WELL AS, AGAIN, IF THERE IS SOMETHING FOR ADDITIONAL RESIDENTS USING IT. WITH THE POINT OF HOW MANY PEOPLE WE ARE EXPECTING FROM OUTSIDE OF THE COMMUNITY TO COME IN. LET ME FINISH FOR A SECOND.
THE OTHER PART, AND THIS IS MAYBE MORE OF A LONG-TERM CONVERSATION. IS WE GET THE HALF CENT SALES TAX OR WHATEVER IT IS FROM FUEL. WHAT DO WE GET FROM A CHARGING STATION? 0. SPOKE WHATEVER WE WANT WE ARE
MAKING AN ORDINANCE. >> CURRENTLY WE DO NOT GET ANYTHING. SOMETHING ALONG THE LINE OF CREATING THAT WE GET REVENUE TO OVERCOME SIN WILL HAVE A CHARGING STATION. BECAUSE WE ARE LOSING REVENUE FROM THEM GETTING GAS. TO THE POINT THIS WAY PROVIDES US THAT EQUAL BALANCE. WHETHER OR NOT.
AND AGAIN I DO NOT THINK WE SHOULD HAVE EXCLUSIVITY.
BUT SOME - I DO NOT KNOW FRANCHISE IS THE RIGHT TERMINOLOGY. BUT SOME SORT OF AGREEMENT WHETHER WITH A CHARGING COMPANY LIKELY USED TO HAVE WITH COMCAST. OR AT&T WHICH THOSE THINGS HAVE GOT AWAY. BUT WE HAVE A FRANCHISE AGREEMENT WITH WASTE MANAGEMENT OF FRANCHISE WITH HDML MAYBE GET ADDITIONAL REVENUE COMES INTO THE CONVERSATION.
AND ELECTRIC VEHICLES ARE NOT JUMPING OFF THE PRODUCTION LINE.
IT IS A SLOW PROCESS. >> BOB MAYERSOHN: THE NUMBER OF CARS IN THE STATE OF FLORIDA OR IN BROWARD COUNTY IS LIMITED TO THE NUMBER OF CARS THAT ARE CAST DRIVEN.
IT WILL EVENTUALLY GET THERE. I WOULD RATHER BE ON THE CUTTING EDGE OF IT IN THE TRAILING EDGE OF IT.
I THINK THE OTHER CONCERN LIKE ANYTHING WITH THE STATE.
THIS HAS NOT HIT THE STUDIO. HOPEFULLY WE GET AN ORDINANCE THAT FITS OUR CITY. WHEN THE STATE GETS A HOLD OF THE WILL NOT CREATE WHAT WE HAVE HAD.
>> RICHARD W. WALKER, MAYOR: BOB EVERYTHING YOU SUGGEST IS YOU TABLE THIS AND GET A DEEPER DIVE AND STRATEGIC.
>> BOB MAYERSOHN: I AM OKAY HAVING A DEEPER DIED.
I AM POINTING OUT. >> NONE OF THOSE THINGS YOU SUGGESTED WHICH ARE GOOD POINTS ARE INFO WE ARE LOOKING AT.
>> BOB MAYERSOHN: THAT IS WHY I AM SAYING.
WE COULD PASS IT ON THE FIRST READING AND NOT HAVE UNTIL 20
YEARS LATER. >> RICHARD W. WALKER, MAYOR: THERE IS NO POINT DOING THAT WE TALKED ABOUT DOING CHARGERS ON OUR OWN. WE DECIDED TO TABLE THAT TO HAVE A BROADER DISCUSSION. AND COMMISSIONER BRIER SAID THE SAME THING ABOUT THIS. QUICK MOTION TO TABLE QUICK
SECOND. >> RICHARD W. WALKER, MAYOR: YOU DO NOT WANT ANOTHER THREE HOUR DISCUSSION, JORDAN?
>> JORDAN ISROW: I TRIED DOING THAT EARLIER.
>> RICHARD W. WALKER, MAYOR: ANYONE FROM THE PUBLIC WISH? NO? WE HAVE A MOTION BY COMMISSIONER COMMISSIONER BRIER TO TABLE IT.
I GUESS TABLE IT INDEFINITELY WE ARE HAVING THE CONVERSATION
STRATEGIC PLANNING. >> JORDAN ISROW: CORRECT.
>> RICHARD W. WALKER, MAYOR: WE HAVE GOT TO VOTE ON THIS, ROLL
CALL. >> COMMISSIONER BRIER? WHAT JUST
QUICK COMMISSIONER MAYERSOHN? >> YES.
>> COMMISSIONER ISROW? WHAT JUST.
>> MAYOR WALKER? >> RICHARD W. WALKER, MAYOR: YES. PLEASE SHOW IT PASSES
UNANIMOUSLY. >> THANK YOU FOR YOUR HARD WORK
ON THAT. >> RICHARD W. WALKER, MAYOR:
EVEN THOUGH WE PUSH IT AWAY. >> JORDAN ISROW: I KNOW WE TABLE THE YOU HELPED US GET ANOTHER LEVEL ON IT SO THANK YOU.
>> I AM JUST CONCERNED IF WE HAVE SOMEONE IN PROPOSING EV CHARGING STATIONS WE WILL HAVE TO FIGURE OUT HOW TO DO THAT
BECAUSE WE HAVE NO RULES. >> RICHARD W. WALKER, MAYOR: BUT WE WOULD HAVE FLEXIBILITY TO DO MORE? BUT IT WOULD BE A SITE PLAN AMENDMENT SEE YOU TAKE A LOOK AT WHAT CAN WE ALSO LOOK AT
[01:15:05]
PARKING REQUIREMENTS? I AM LOOKING AT WAWA AS A GAS STATION AT LOOKED AT POMPANO BEACH. ISROW 4100 FT. IT IS ONEPARKING SPOT. >> THAT IS CORRECT.
>> I DO NOT KNOW THE CITY OF PARKLAND STANDARD OR DOES IT IN COMPARISON TO OTHER CITIES WHAT THEY ARE DOING? MAYBE SOME OTHERS. NOT THAT I COMPARING CITY TO
CITY. >> IT SOUNDS LIKE YOU ARE GOING
TO. >> BUT CORAL SPRINGS LET'S SAY IN A GAS STATION IS 300 FT. FOR PARKING SPACE QUICK THAT IS
CORRECT. >> I WANT TO MAKE SURE WHEN THIS IS INSTITUTED IT PERTAINS TO WHAT WE WANT IN PARKLAND.
AS OPPOSED TO HAVING MORE FLEXIBILITY.
BECAUSE SOME WORK LIKE THE WATERWAY, SHOPS THEY HAVE ENOUGH PARKING FOR 85 MILLION PEOPLE THAT DO NOT USE IT.
>> INTO YOUR POINT GOING WITH WAWA.
DO WE TREAT WAWA AS A GAS STATION OR TREAT WAWA AS A CONVENIENCE STORE? BECAUSE THEY OBVIOUSLY GET MUCH MORE TRAFFIC.
>> BECAUSE OF THE STYLE. >> AND THE EGRESS THERE IS NOT
GREAT YOU ARE ADDING TO THAT. >> I AM BRINGING A CODE AMENDMENT AND ORDINANCE TO THE PLANNING AND ZONING BOARD IN DECEMBER. RECOMMENDING CHANGES TO 15 DIFFERENT CATEGORIES OF OUR PARKING CODE.
ONE OF THEM INCLUDES CONVENIENCE STORES.
OUR CODE REQUIRES ONE SPACE PER 100.
ALMOST ACROSS THE BOARD IF YOU LOOKED AT 90 PERCENT OF THE CITIES IN BROWARD COUNTY CONVENIENCE STORES ARE PARKING ONE SPACE PER 300 FEET. OUR CODE IS REQUIRING 62 SPACES FOR WAWA WAS WOULD REQUIRE 21-22.
BUT WAWA OVER PARKS THEIR SITE BY DOUBLE.
YOU KNOW THEY ARE PROVIDING 64 OUR CODE REQUIRED 62.
IF OUR CODE WAS IN LINE REQUIRED 31-32 THEY WOULD PROBABLY PROVIDE 40-45 SPACES QUICK THAT IS WHY I GO BACK AS A VARIANCE.
>> MAYBE THE PARKING IS TO BE LOOKED AT BEFORE WE LOOK AT
THIS. >> AS FAR AS PLANNING AND ZONING TO RESPOND TO COMMISSIONER BRIER'S QUESTION.
THERE WERE FIVE, SIX THINGS MENTIONED BY THE PLANNING AND ZONING FOR THE WERE PULLED OUT AND VOTED ON SEPARATELY.
ONE WAS TO REQUIRE EV CHARGING STATION OR ENCOURAGE.
ENCOURAGE WAS ADDED TO THE ORDINANCE THAT WAS THEIR RECOMMENDATION. THERE WAS SCREENING OR NO SCREENING. CUT THE CHARGING STATIONS BE VISIBLE AND CLEARLY USES ADVERTISEMENT AGAINST THE RIGHT-OF-WAY? THE RESPONSE WAS NO THEY SHOULD BE SCREENED.
THAT WAS STILL IN THE ORDINANCE. DOES THE CHARGING SPACE COUNT TOWARD REQUIRE PARKING? THAT IS WHERE WE ADDED THE 10 PTEN PERC THAT YOU CAN COUNT UP TO TEN PERCENT.
THERE WAS A DISCUSSION REGARDING MULTIPLE USERS.
GOOD ONE PROVIDER COME IN AND BASICALLY MONOPOLIZE THE SITE? OR WOULD WE REQUIRE YOU HAD TO ALLOW AT LEAST A SECOND USER? THEIR RECOMMENDATION WAS LET THE MARKET DICTATE THAT.
WE DID NOT ADD ANYTHING TO ADDRESS HOW MANY USERS COULD BE AT A SITE. THERE WAS A TABLE THAT HAD BEEN PROVIDED BY ONE OF THE COMMUNITIES.
IT WAS SLIGHTLY LESS THAN TWO PERCENT IT WAS AT 1.541.75.
THE ORDINANCE WAS WRITTEN TWO PERCENT.
THE BOARD SUPPORTED THE TABLE BUT THEY WERE SO CLOSE AND LUCKY TO PRESENT IN. THERE WAS NO BIG DIFFERENCE.
AND THEY ACTUALLY MADE A MOTION TO DIFFER IT AND IT DID AND THEY
APPROVED IT. >> RICHARD W. WALKER, MAYOR: FRAMEWORK. THANK YOU.
>> I WILL BRING THOSE BACK LATER.
>> ANTHONY SOROKA, CITY ATT.: ITEM 10D RESOLUTION 2022-067: COMMUNITY ADVISORY BOARD APPOINTMENTS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, APPOINTING FIVE (5) REGULAR MEMBERS, TWO (2) AT-LARGE MEMBERS, A 1ST ALTERNATE AT-LARGE MEMBER, AND A 2ND ALTERNATE AT-LARGE MEMBER TO THE COMMUNITY ADVISORY BOARD; PROVIDING FOR AN EFFECTIVE DATE.

>> MAYOR WALKER? >> RICHARD W. WALKER, MAYOR: YES. PLEASE SHOW IT PASSES
UNANIMOUSLY. >> SIMEON BRIER: PERSON WANT TO SAY THANK YOU EVERYBODY ON THIS DAY IS FOR GRENADIAN THIS.
I JUST WANT TO SAY. >> RICHARD W. WALKER, MAYOR: WE DID A GREAT JOB WE SHOULD APPLAUD OURSELVES.
THE OTHER THING IS THAT, YOU KNOW, AND YOU HAVE PEOPLE WHO HAVE SERVED TWO YEARS SOME FOUR SOME EIGHT.
I THINK WE SHOULD RECOGNIZE THAT IS SOME SORT OF LUNCHEON OR SOMETHING. JUST FOR THOSE WHO HAVE BEEN SERVING, THOSE CURRENTLY SERVING AND THOSE WHO DO WE SERVE.
JUST TO GET A FLAVOR OF THE COMMUNITY TYPE PROGRAM.
WE HAVE DONE IS SOMETIMES BEFORE.
AND WE EVEN TALKED ABOUT IT TWO YEARS AGO AT STRATEGIC PLANNING.
TO IMPLEMENT A LUNCHEON THANK YOU.
>> RICHARD W. WALKER, MAYOR: I THOUGHT WE WERE DOING THAT FOR VOLUNTEERS I WOULD BE CURIOUS ABOUT SUNSHINE AT THAT END.
AT THAT WE TALKED ABOUT DOING SOMETHING FOR VOLUNTEERS LIKE
COACHES AND THINGS LIKE THAT. >> THEY CAN'T TALK ABOUT MATTERS
THAT COME BEFORE THE BOARD? >> RICHARD W. WALKER, MAYOR: I
WOULD BE FIND WITH THAT. >> I WANT TO ADD TO THAT I AGREE
[01:25:08]
WHOLEHEARTEDLY WITH COMMISSIONER MAYERSOHN.AND I WANT TO THANK YOU THE RESIDENTS WHO APPLIED.
BECAUSE WHAT WE GO THROUGH EACH TIME AND I HAVE ONLY GONE THROUGH IT TWICE. YOU HAVE GONE THROUGH IT MUCH MORE. WHAT WE HAVE GONE THROUGH WE SEE HOW MANY AMAZING AND TALENTED PEOPLE IN OUR CITIES WILLING TO CONTRIBUTE SIGNIFICANT AMOUNTS OF TIMES TO THE SPORT.
I KNOW WE TALKED ABOUT IT IN STRATEGIC PLANNING + LIKE TO BRING IT UP AT THE NECK STRATEGIC PLANNING.
ADDITIONAL WAYS WE CAN GET RESIDENTS INVOLVED.
WHETHER SUBCOMMITTEES OR ANYTHING ELSE.
WE HAVE 35,000 RESIDENTS NOW. AND WE HAVE THE SAME 27 POSITIONS, ESSENTIALLY ON THREE ADVISORY BOARDS.
FOR RESIDENTS TO GET ENGAGED. NOT THAT IS THE ONLY WAY THEY CAN VOLUNTEER THEIR COMMITTEES UNDER THE CAP WE HAVE CREATED SINCE OUR LAST STRATEGIC PLANNING.
I WOULD LIKE TO CONTINUE TO LOOK AT THAT.
AS WE GET TO BE A BIGGER CITY OPPORTUNITIES TO ENGAGE RESIDENTS THAT ARE SEALEVEL FOLKS ARE.
>> I DO NOT DISAGREE BUT WHEN WE SPOKE ABOUT A STRATEGIC PLANNING +. NOT ONLY TO THE RESIDENTS VOLUNTEER BUT THERE ARE STAFF THAT COME INTO PLAY.
IT BECOMES - I DO NOT WANT TO SAY A BURDEN THAT IS NOT THE RIGHT WORD. BUT IT BECOMES AN EFFORT FOR STAFF. WE TALKED ABOUT IT LAST TIME AND TALKED ABOUT ADDING AN EXTRA BOARD.
AND WE STOPPED ON THAT BECAUSE OF THE BURDEN IT WOULD PUT ON STAFF. NOT THAT WE CAN'T CONTINUE QUICK THAT IS FAIR BUT MAYBE WE NEED TO LOOK AT STAFFING.
MAYBE ADDITIONAL RESOURCES OR SOMETHING.
WE CAN TALK ABOUT THAT THAT IS A GOOD IDEA.
>> IF I MAKE THAT WE PLAN ON RECOGNIZING THOSE WHO PARTICIPAT IN OUR BOARDS AND VOLUNTEER AT OUR PARKLAND DAYS
EVENT. >> I WAS LOOKING FOR SOMETHING MORE FORMALIZED. NECESSARILY - WE HAD ONE HERE THAT WE HAD AN OUTSIDE YEAR. A BANQUET WHEN EVERYBODY WAS
RECOGNIZED. >> ALL THE VOLUNTEERS, YES QUICK THIS IS SOMETHING MORE FOR OUR ADVISORY BOARDS.
AS A COMMISSION I WOULD LIKE TO DO.
NOT TO SAY COACHES ARE NOT IMPORTANT AND SOCCER LEAGUE, BASKETBALL LEAGUE ALSO DO A FANTASTIC JOB.
BUT THIS IS JUST FOR OUR ADVISORY BOARD.
>> RICHARD W. WALKER, MAYOR: YOU ARE SAYING YOU WANT TO DO IT.
SAYING US AS A COMMISSION NOT. >> I WILL GIVE YOU A BUDGET.
[LAUGHTER]. >> RICHARD W. WALKER, MAYOR:
OKAY, WE HAVE GOT A BUDGET. >> COMMISSIONER WILL BRING SOME
BROKERED FOOD. >> RICHARD W. WALKER, MAYOR: OKAY. THE SELECTION OF THE VICE MAYOR.
>> MAY I SAY SOMETHING ON THIS ISSUE?
>> RICHARD W. WALKER, MAYOR: ON THIS ONE?
>> ON THE NEXT ISSUE. ON NOVEMBER 14, 2013, AND NOVEMBER 172, 2021, THE COMMISSION ELECTED ME TO SERVE AS VICE MAYOR. I WANT TO THANK YOU FOR THAT HONOR. FOR ALLOWING ME TO SERVE IN THAT CAPACITY UNDER BOTH YOU AND MAYOR HOCHAWSKI.
THANK YOU FOR YOUR FATE I WANTED TO SAY THAT BEFORE WE GOT INTO DOING THIS THING. AND IF YOU WILL ALLOW MERKLAND
HISTORY. >> RICHARD W. WALKER, MAYOR: WAIT I HOPE I AM INCLUDED IN THAT.
>> KEN CUTLER, VICE MAYOR: NO, YOU ARE NOT.
>> KEN CUTLER, VICE MAYOR: THE FIRST VICE MAYOR WAS SELECTED BY THREE SITTING COMMISSIONERS FOUR OF THE FIVE SITTING WAS JON GUERIN HE WAS ABSENT THAT DAY. I WAS MARCH 2ND, 1965.
WHEN VAN COGENS WAS ELECTED UNANIMOUSLY HE WAS ELECTED AND HIS PICTURE IS ON THE BALL. AND WITH THAT IF IT IS OKAY WITH YOU. I WOULD LIKE TO NOMINATE SIMEON
BRIER AS OUR NEXT VICE MAYOR. >> I WILL SECOND THAT.
>> RICHARD W. WALKER, MAYOR: ANYONE IN THE PUBLIC? DO WE GET TO VOTE ON THIS? ANYONE FROM THE PUBLIC WISH TO COMMENT? NO WE HAVE A MOTION BY VICE MAYOR CUTLER AND A SECOND COMMISSIONER WAS IT ISROW OR MAYERSOHN? MAYERSOHN.
SECOND I COMMISSIONER IS- IS-MAYERSOHN.
>> ALLISON, CLERK: COMMISSIONER MAYERSOHN?
[01:30:02]
>> YES. >> ALLISON, CLERK: COMMISSIONER
ISROW? >> ALLISON, CLERK: COMMISSIONER
CUTLER. >> KEN CUTLER, VICE MAYOR: YES,
CONGRATULATIONS. >> ALLISON, CLERK: VICE MAYOR
BRIER? >> SIMEON BRIER: I CANNOT VOTE.
I HAVE A CONFLICT. THANK YOU, I VOTE?
>> ALLISON, CLERK: MAYOR WALKER? >> RICHARD W. WALKER, MAYOR: YES PLEASE SHOW IT PASSES UNANIMOUSLY.
[APPLAUSE]. >> SIMEON BRIER: THANK YOU YOU
ALL. >> RICHARD W. WALKER, MAYOR: NOW HE GETS TO MOVE SEATS? I DO NOT KOW WHAT SIDE YOU NEED TO SIT
ON. >> SIMEON BRIER: I WILL TELL
ALLISONS >> SIMEON BRIER: I WILL TELL
ALLISONIM >> SIMEON BRIER: I WILL TELL ALLISON WITH YOU CAN BE HAPPY WHERE YOU ARE OR YOU CAN SWITCH.
>> RICHARD W. WALKER, MAYOR: I CANNOT PASS THE GAVEL ALL OVER
THERE BUT WILL STILL IT. >> SIMEON BRIER: WE WILL FIGURE
THAT OUT IT IS AN HONOR. >> THANK YOU KEN FOR SERVING AS VICE MAYOR AND A LITTLE BIT OF HISTORY.
[11. Comments by the Broward Sheriff's Office]
>> RICHARD W. WALKER, MAYOR: WE HAVE COMMENTS BUT THE BROWARD SHERIFF'S OFFICE. THIS WAS ACTUALLY PRETTY GOOD IT
IS ONLY 8:30. >> GOOD EVENING, EVERYBODY.
AND HAPPY TO REPORT FROM THE LAST COMMISSION MEETING TO THIS MEETING WE NOT HAD ANY SIGNIFICANT CRIMES REPORTED TO US. SO THANKFUL FOR THAT.
I WANT TO BRING ATTENTION TO THE RESIDENCE FOR THE UPCOMING HOLIDAY SEASON APPROACHING. WE WANT TO MAKE SURE EVERYBODY IS MINDFUL OF THEIR SURROUNDINGS ARE NOT DOING HOLIDAY SHOPPING.
KEEP VALUABLES OUT OF SIGHT AND KEEP VEHICLES LOCK.
IN ADDITION TO THAT IF WE ARE GETTING ANY PACKAGES DELIVERED MAKE SURE THEY ARE BEING DELIVERED TO A SAFE PLACE.
SOMEBODY TRUSTWORTHY WHO COULD PICK THEM UP IF YOU ARE NOT THERE TO RECEIVE THEM. ONE MORE REMINDER WE HAVE A FACEBOOK PAGE WE WILL BE PUTTING EVENTS AND SAFETY TIPS ON THAT
[12. Comments by the Coral Springs-Parkland Fire Department]
AS WELL. IF YOU CAN GIVE IS A FOLLOW THATWOULD BE GREAT. >> RICHARD W. WALKER, MAYOR: THANK YOU, VERY MUCH. COMMENTS BY THE CORAL SPRINGS PARKLAND FIRE DEPARTMENT QUICK SCREENING I WILL BE QUICK.
CONGRATULATIONS TO ALL OF YOU AND YOUR REAPPOINTMENT AND TO YOU VICE MAYOR. LAST MONTH WE HAD 165 INCIDENTS IN THE CITY OF PARKLAND. ONE FIRE AND 165 EMS CALLS.
JUST A QUICK UPDATE WE ARE TRAVELING TO OCALA TOMORROW FOR A SERVICE ON FRIDAY FOR THE STATE OF FLORIDA: FIREFIGHTER MEMORIAL. WE WILL BE HONORING A CORAL SPRINGS FIREFIGHTER WHO PASSED AWAY LAST YEAR FROM CANCER.
WE WILL BE JOINING HIS FAMILY THERE FOR THAT.
THE ONLY GOOD THINK I WILL TAKE AN OPPORTUNITY QUICKLY TO US THE RESIDENCE TO SUBSCRIBE TO CLOSE POINT.
IT IS AN APP WE TALKED ABOUT BEFORE ALL THE INCIDENTS BETWEEN CORAL PARKLAND. THEY WOULD BE REPORTED IMMEDIATELY AFTER CARDIAC ARREST INCIDENT CLOSE TO THEIR LOCATION. I THINK A QUARTER-MILE IT GIVES YOU CPR INSTRUCTIONS ON THE UP AND DIRECTIONS TO GET THERE.
WE HAVE HAD SEVERAL INSTANCES WHERE THE APP HAS ALERTED SOMEONE. THEY HAVE RESPONDED AND WERE ABLE TO PERFORM CPR. IT IS A PRODUCT USED THROUGHOUT THE COUNTRY AND IS VERY SUCCESSFUL HERE IN SOUTH FLORIDA. ! I KNOW BOB, COMMISSIONER MAYERSOHN IS ALWAYS TALKING
ABOUT PULL! >> BOB MAYERSOHN: IF YOU DO NOT HAVE IT ON YOUR PHONE I WOULD ENCOURAGE YOU AND GET YOU TRAFFIC UPDATES. AND THE BULL! PARKLAND IS USING HIS ALERTING HUNDREDS OF DOLLARS EVERY SINGLE MONTH TO CARDIAC ARREST CALLS AND EMERGENCY INCIDENT.
>> RICHARD W. WALKER, MAYOR: THAT IS NOT A GOOD THING BUT IT
IS GOOD YOU GET AN ALERT. >> IT IS GOOD FOR THE CPR SIDE BUT IF YOU WANT TO SUBSCRIBE TO INCIDENTS FOR FIRES IT WILL ALERT YOU TO THOSE THINGS AS WELL.
>> CHIEF HAVE A QUICK QUESTION THERE WAS A GAS LEAGUE ALERT THE OTHER DAY. CAN YOU SAY TO THE PEOPLE
RESPONSIBLE TO THE GAS LEAGK >> THE INCIDENT ARE FROM CONSTRUCTION CREWS THEY ARE DOING WORK IN THE AREA.
AND WE SPOKE ABOUT THIS BRIEFLY BEFORE.
IF THEY BECOME PREVALENT OR LONG-TERM INCIDENT YOU AS A CITY CAN GO AFTER THEM FOR RESTITUTION FOR THE RESPONSE.
GENERALLY THE RESPONSE IS NOT THAT EXPENSIVE WHICH IS NOT TOO.
[01:35:02]
IF YOU SMELL SOMETHING OR SEE SOMETHING JUST CONTACT 9-1-1 IMMEDIATELY. IT IS DANGEROUS.>> RICHARD W. WALKER, MAYOR: AND CALL 8-1-ONE BEFORE YOU DIG QUICK THAT MIGHT SOLVE THE PROBLEM.
>> WHAT TYPE OF RESOURCES ARE USED WHEN THIS HAPPENS?
>> IT IS A SIGNIFICANT RESPONSE TO ASSIST WITH TRAFFIC.
AND TWO HAZMAT TEAMS FOR CORAL SPRINGS AND THE BROWARD SHERIFF'S OFFICE COMING FROM THE AIRPORT.
SENDING 2-THREE TRACKS AS A HAZMAT TEAM EACH OF THOSE RESPONSES. IS LABOR INTENSIVE AND PERSONNEL
INTENSIVE. >> FROM A RESIDENT STANDPOINT THERE ARE EVACUATIONS THAT MIGHT BE INVOLVED.
THERE ARE STREETS BLOCKED OUT PEOPLE CANNOT GET TO THEIR HOMES. PEOPLE NEED TO PAY CLOSE ATTENTION TO AND TAKE CARE OF. THANK YOU FOR WHAT YOU DO.
>> RICHARD W. WALKER, MAYOR: CAN YOU PROVIDE NANCY WHERE YOU ARE AT WITH IT? YOU MAY HAVE TO DO WITH THE SYSTEM AND THE COUNTY
TESTING IT? >> TODAY THERE WAS AN MST COMMISSION MEETING. I THINK THE FLORIDA LIVE STADIUM. IT IS NO LONGER BB&T THE DISCUSS THAT THERE HAVE BEEN DISCUSSIONS ABOUT BSO HANDLING THE FORECAST PORTION OF THE SYSTEM.
CORAL SPRINGS PURCHASED THE SOLUTION TWO YEARS AGO.
WE HAVE BEEN ATTEMPTING TO TEST THEIR PRODUCTS.
AND IT IS NOT BEEN HIS OPEN AS WE WOULD LIKE IT TO BE UNDERSHIRTS OFFICE HAS COMMITTED THAT THEY ARE ON BOARD.
THE POLICE CHIEF BRAD MCKEON GOT UP TO THE PODIUM AND SAID LET'S PUT A DATE ON THIS THING. AND FOR WHAT HE WOULD LIKE TO DEADLINE FURTHER TESTING. WE ARE ON BOARD FROM THAT.
>> IF WE NEED TO PROVIDE A LETTER OF SUPPORT.
OR WHATEVER IT MAY BE FROM THIS COMMISSION.
IF THAT HELPS THE PROCESS? >> I BELIEVE THE MSD COMMISSION WILL PUT PRESSURE ON THOSE WHO NEED TO BE.
THEY TALKED ABOUT LEADERS OF VARIOUS ORGANIZATIONS IF NEED
BE. >> RICHARD W. WALKER, MAYOR:
OKAY, THANK YOU. >> I HAVE ONE LAST QUESTION AND WANT TO MAKE SURE. IN THE EVENT SOMEBODY A DEVELOPER BREAKS A GAS LINE AND CAUSES AN ISSUE.
YOU ARE ABLE TO GO AFTER THEM TO GET THE EXPENSES YOU DO NOT GO AFTER THEM BECAUSE OF THE EXPENSE.
BUT YOU SAID IT IS LABOR INTENSIVE AND ALL THESE THINGS
HAPPEN. >> FOR EXAMPLE THE CORAL SPRINGS FOR DEPARTMENT CAN GO AFTER THE EXPENSES WE OCCUR.
A 2-3 OUR GUEST LEAK MAYBE 1500 OR 2000 OF COST.
BUT TO YOUR POINT IN YOUR QUESTIONS TO CLARIFY.
YES, BSO, SUNRISE. >> THEY ARE ALL DISPARATE
CHARGES. >> IF PARKLAND WAS CALLED OUT TO BRING IT DUMP TRUCK FULL OF SAND TWO. A HOLD OF YOU AS A CITY CAN
[13. Comments by the City Manager]
ATTEMPT TO RECOUP THAT THROUGH STATUTE.>> THANK YOU. >> RICHARD W. WALKER, MAYOR: ARE WE DONE THAT IS A LOT OF QUESTIONS.
WELL DONE. COMMENTS BY THE CITY MANAGER?
>> I WOULD LIKE TO CONGRATULATE MAYOR WALKER, VICE MAYOR BRIER AND COMMISSIONER ISROW ON YOUR APPOINTMENT FOR AN ADDITIONAL FOUR MORE YEARS. I LOOK FORWARD TO WORKING WITH YOU. AND I WANT TO REMIND EVERYONE WE
