FARMER'S MARKET FULL? >> THE FARMER'S MARKET IS NOT COMPLETELY FULL. FOR OUR REGULAR SEASON VENDORS, THE PEOPLE WHO ARE THERE ALL YEAR AROUND, IT'S, PRETTY CLOSE TO FULL, THERE MAY BE A FEW SPOTS LEFT. FOR THOSE SPECIALTY DATES, MOST OF THEM HAVE FILLED UP. THERE ARE ONLY A FEW OF THOSE THAT ARE NOT FILL RIGHT NOW. I'LL TURN IT OVER.

>> SCOTT HARRISON, PARKS AND RECREATION ASSISTANT DIRECTOR. WE HAD 140 CAMPERS PER WEEK.

OUR MAX CAPACITY FOR AFTERCARE AT THIS TIME. SESSION 1 CLASSES IT STARTED AUGUST 29TH. SESSION 2 REGISTRATION IS SET FOR OCTOBER 3RD. ALL OF OUR CLASSES ARE FILLING UP, WE'RE ADDING NEW TIMES, AND MORE SPOTS AND WE'RE DEFINITELY GETTING MORE PEOPLE OUT FOR SUMMERS. BOOMERS IS

[00:10:06]

SEPTEMBER 23RD, WE HAVE A GOOD AMOUNT, IT'S A FIELDTRIP TO BOOMERS, AND THEY WILL GET BACK AT 9:00 THAT NIGHT. PICKLE BALL IS TUESDAY, THURSDAY, FRIDAYS, AND SATURDAYS. OUR SATURDAYS ARE VERY BUSY. WE'RE STARTING TO LOOK AT THAT TO HAVE TO CHANGE SOME STUFF AROUND BECAUSE IT REACHES IT'S MAX CAPACITY THAT WE ALLOW, 30 MINUTES BEFORE IT OPENS. IT'S A HOT TOPIC, THE INDOOR PICKLE BALL. FIRST PARENTS NIGHT OUT IS THE 23RD FROM 5:30 TO 8:30. WE'LL HAVE IT PIZZA FOR THE KIDS. NEW PROGRAMS, WE'RE OFFERING, ROBOTICS AND MINDFUL MEDITATION.

AND THE ROBOTICS CLASS IS DOING WELL. THE MINDFUL MEDITATION HAS ALMOST REACHED MAX CAPACITY.

SENIOR TRIPS WERE TO FROST MUSEUM IN JULY, I FLY IN AUGUST, AND FLAGLER MUSEUM. WE'VE GOTTEN TWO BUSES FOR THAT BECAUSE WE HAVE 70 SENIORS. OUR SENIOR CLASS IN JULY WAS PAINTING WITH A TWIST. THEY CAME ON-SITE, IT DIDN'T HAVE THE TWIST PART. BUT, THEY DID THE PAINTS PART AND IT WAS VERY POPULAR, THEY ALL ENJOYED IT. QUESTIONS?

>> TURN OVER TO BRUNO. >> GOOD EVENING, EVERYONE, BRUNO BATTEL PARKS AND RECREATION MANAGER. SO, FOR JULY THROUGH SEPTEMBER, OUR RECREATION NUMBERS, GIRL SOFT BALL AT 163 PARTICIPANTS. LITTLE LEAGUE, THEY'RE FALL SEASON THEY HAVE 350 KIDS.

BETWEEN TACKLE AND CHEERLEADING FOR RANGERS, THERE'S ALMOST 2 HUB KIDS IN THE PROGRAM, TRAVEL SOCCER HAS 399 TRAVEL BASEBALL 121, AND TRAVEL ACROSS HAS 131. FLAG FOOTBALL JUST STARTED THEIR SEASON AND THEY HAVE 1,041 KIDS. OUR LEAGUES ARE CURRENTLY OFFERED WITH 117 PARTICIPANTS.

AND WE HAVE TENNIS LESSONS. TRAINER CONTRACTS WE HAVE FOUR PENDING AND EIGHT WHICH ARE EXECUTED. WE'RE STILL GET AGO FEW COMING IN FROM BASEBALL TRAINERS MAINLY, SO, HOPEFULLY WE CONTINUE TO GET THEM IN. BUT, THE PROGRAM HAS BEEN GOING WELL. WHEN WE EXPLAIN IT TO EVERYBODY OUT THERE, THEY UNDERSTAND IT AND THEY'RE COMING N AND THERE ARE STILL A FEW WE KEEP DRIVING. AND WE'VE HELD OUR ANNUAL LEAGUE MEETING WITH OUR LEAGUES. ALTHOUGH SOME LEAGUES WERE UNABLE TO ATTEND, WE PROVIDED ALL OF OUR MATERIAL TO EVERYBODY. WE E-MAILED THEM THE SPORT'S POLICY, THE ANTIBOWLING INFORMATION, AND OUR PARKS AND RECOGNIZE LIGHTNING PROGRAM A ADULT KICK BALL REGISTRATION STARTED THIS PAST WEEK. WE'VE HAD TWO TEAMS REGISTERED AND THE FIRST DAY OF THAT REGISTRATION WE IT WERE RECEIVED A TON OF PHONE CALLS.

SO, WE EXPECT THAT TO BE A VERY SUCCESSFUL PROGRAM. AND OUR ADULT SOFT BALL IS COMING TO CLOSE, BUT WE STARTED REGISTRATION, AND I JUST GOT A TEXT, SOMEBODY'S OUT INTEREST REGISTERING RIGHT NOW FOR ADULT SOFT BALL. IT WILL FILL UP AGAIN. AND OUR SCORE BOARDS HAVE ALL BEEN REPLACED NOW THROUGHOUT THE CITY. SO, WE HAVE ALL NEW SCORE BOARDS OVER AT TARAMAR PARK AND PINE TRAILS ON BASKETBALL WE REPLACED THOSE AS WELL.

>> ALL SCORE BOARDS? >> SOME OF THE BASKETBALL ONES WERE REPLACED A FEW YEARS AGO.

BUT, 1 AND TWO, HAD THE OLD BULBS WHICH WERE WHITE AND HARD TO SEE. WE REPLACED THEM WITH

RED, SO THOSE ARE GOOD TO GO. >> HOW MANY TEAMS CAN YOU TAKE FOR KICK BALL?

>> WE COULD TAKE SIX BUT WE MIGHT GO TO SEVEN AND DO A BUY WEEK.

>> THAT'S HOW PEOPLE OUR AGE GET HURT, DAVID. >> THANK YOU.

>> THANK YOU. >> THAT WAS VERY KIND OF YOU. >> OUR AGE. I SAID OUR AGE.

>> I KNOW, THAT WAS VERY KIND. >> I'M GETTING THERE. SO THE NEXT ITEM IS OUR PARK

IMPROVEMENT UPDATES. >> SO, COVER BRIDGE, FINALLY GOT COMPLETED AND IS NOW OPEN TO

[00:15:02]

THE PUBLIC AND HAS BEEN OPEN TO THE PUCK LICK FOR A LONG TIME. IT'S A POPULAR PARK, WE SEE A LOT OF PEOPLE WALKING THROUGH AND ENJOYING THAT NEW PASSIVE PARK THAT WE HAVE OPEN. OUR TARMAR PARK MULTIPLE PURPOSES FIELDS AND PLAT EXPANSION, FIELD C AND D HAS COMPLETED EX-TEX, THAT'S OPEN. SO, WE HAVE THE ARTIFICIAL IT FIELDS ON FIELD C AND D. THE PARKING LOT PORTION IS STILL UNDER CONSTRUCTION AND IS ANTICIPATED TO BE DONE IN THE NEXT COUPLE OF WEEKS. WE'RE WAITING FOR SOME POLES FOR THE ADDITIONAL LIGHTING IN THE PARKING LOT. AS WELL AS THE SHADE CANOPY THAT GOING IN THE FIELDS. THAT COMES IN MID OCTOBER AND THE PROJECT WILL BE

CLOSED OUT. >> HOW HAVE THE FIELDS BEEN RECEIVED?

>> SO FAR, SO GOOD. >> DRAINING WELL AND EVERYTHING?

>> YEP. >> FIELD 3 AT PINE TRAILS THAT WE'RE CONVERT TOSS ARTIFICIAL TURF IS UNDERWAY. WE GOT THE TURF LAID. WE'RE GOING TO DE THE INFIELD THIS WEEK AND WE EXPECT TO HAVE COMPLETION FOR THAT FIELD IN OCTOBER, DEPENDING ON THE WEATHER. WE'LL STAY CLOSE TO THAT. PINE TRAILS PARK PLAYGROUND UPGRADE THE, THE CONTRACT AS AWARDED AND APPROVED BY COMMISSION IN AUGUST. AND WE'RE NOW HEARING THAT THE LEAD TIME FOR THE PLAYGROUND EQUIPMENT IS GOING TO BE ABOUT 15-16 WEEKS. WE PROBABLY WILL NOT BE ABLE TO START CONSTRUCTION UNTIL AFTER THE WINTER HOLIDAYS AND TRY TO GET IT DONE BEFORE THE SUMMERTIME.

>> FIRM DATE BUT YOU COMMUNICATE THAT? >> YES.

>> I ASSUME THAT YOU WILL MAKE AN EFFORT TO GET IT OUT THERE. >> YES, WE ARE DEFINITELY WORKING CLOSE WITH THE CONTRACTOR AND WITH THE CITY'S COMMUNICATION DEPARTMENT AND SO WE'LL KNOW WHEN THE CLOSURE WILL TAKE PLACE. WE DON'T WANT TO CLOSE IT TOO EARLY. THERE'S NO

SENSE IN HAVING IT CLOSED. >> THE HOLIDAYS IS PROBABLY BETTER.

>> YES. >> I WOULD LIKE TO SHOW YOU WHAT WE'RE LOOKING AT DOING THERE. SO, THAT'S AN OVERALL SITE PLAN. REMEMBER, THIS IS JUST A REPLACEMENT. SO, THE TWO BIG STRUCTURES, THIS IS JUST AN AERIAL SHOWING YOU THAT INSTEAD OF DOING THE ARTIFICIAL GRASS THAT'S CURRENTLY THERE. WE'RE NOW CHANGING IT OVER IT A PORT IN PLACE, IT WILL BE A BLUE AND GREEN COLOR COMBINATION. ON NORTH SIDE, YOU SEE THE STRUCTURE THAT LOOKS LIKE A SWING SET, WE ARE ADDING THAT, THAT'S THE ONLY NEW AREA IN THE PLAYGROUND AND WE'RE GOING TO BE ABLE TO ADD SWINGS THERE. SO, THAT'S WHAT OUR SWINGS WILL LOOK LIKE.

>> (INDISCERNIBLE) >> YES. THAT'S STAYING.

YOU'RE TALKING ABOUT THE ROPE THING THAT LOOKS LIKE A SPIDERWEB? YES. THAT PIECE IS STAYING THERE, CORRECT. SO, THIS SLIDE WILL SHOW YOU, THIS IS THE ONE REPLACEMENT PIECE THAT THE PICTURE ON YOUR RIGHT IS WHAT CURRENTLY EXISTS THERE AND THEN, THE RENDERINGS ARE ON THE LEFT OF WHAT WE'RE REPLACING IT W IT'S GOING TO BE EQUAL SIZE, STATUE, EQUAL AGE GROUP, IT'S CURRENTLY APPROPRIATE FOR 5-12-YEAR-OLDS, AND THE NEW EQUIPMENT WILL BE FOR

5-12-YEAR-OLDS. >> IS THE CANOPY GOING TO REMAIN?

>> YES. >> THEN, THE OTHER PIECE THAT'S BEING REPLACED IS THE ONE JUST ON THE OTHER SIDE OF THAT BIG PIECE, THE ACTUAL PICTURE IS THERE ON THE RIGHT AND THE RENDERINGS ARE ON THE LEFT OF WHAT WE'RE REPLACING IT WITH, THIS IS A SMALLER PIECE OF EQUIPMENT FOR AGES 2-5, AND WE'RE REPLACING IT WITH A LIGHTER TYPE OF STRUCTURE. TON THE BIG SIDE TOWARDS THE BACK, THERE WAS A HOOP AND A SWING. IF YOU VISIT THE PLAYGROUND FREQUENTLY, YOU PROBABLY NOTICED THAT IT'S BROKEN HALF THE TIME. SO, WE DID DECIDE TO GO AHEAD AND REPLACE THAT PIECE OF EQUIPMENT AS WELL WITH THIS CONE SPINNER. MORE SPIDERWEBS.

>>. [LAUGHTER] .

>> AND THAT'S JUST AN OVERALL SITE PLAN OF WHAT IT'S GOING TO LOOK LIKE. ANY QUESTIONS ON THE PLAYGROUND STUFF? ALL RIGHT. I'LL JUMP BACK OVER. TO FINISH OUR PARK IMPROVEMENTS, SO, OUR DOG PARK. THE DATES CONTINUE TO BE PUSHED BACK, UNFORTUNATELY, YOU KNOW, WE'VE GOT DELAYS ON WHEN THE SHIPMENT'S GOING TO ACTUALLY ARRIVE, BUT I HAVE GOOD NEWS, WE DID CONFIRM IS

[00:20:06]

TECHNICALLY WENT OUT LAST FRIDAY, SO WE SHOULD RECEIVE IT WITHIN 7-10 DAYS AND WE'RE EXPECTING TO START INSTALLATION NOT THIS WEEK UP, BUT THE FOLLOWING WEEK. AGAIN, ONCE WE GET THE CONFIRMATION OF ONCE WE RECEIVE THE EQUIPMENT, WE'LL ADVERTISE THE CLOSURE AND EVERYTHING ELSE. WE TENTATIVELY WE PUT OUT SIGNS SO IT'S EXPECTED TO BE CLOSED IN TWO WEEKS. THE EQUESTRIAN CENTER. THE OUTCOME WILL BE THAT WE'RE DOING THE WEST RING ONLY ON THIS PROJECT. ON THE EAST WING, WE DID THE SAMPLES AND SO FAR, AND EVEN THOUGH THERE ARE FUTURE CONCERNS, AS OF RIGHT NOW, THE ONLY NEED IS FOR THE WEST RING. SO, WE'LL BE MOVING FORWARD WITH THAT AND THE ACTUAL CONSTRUCTION WILL BE NEXT FISCAL YEAR. OUR TARMAR PARK, RESODDING HAS BEEN COMPLETED. THE FIELDS ARE OPEN TO THE PUBLIC. OUR TARMAR PARK PAVILION PLACES ARE ALSO COMPLETED SO THEY'RE HOPE TO THE PUBLIC AS WELL. REDOING THE FENCE AND DUGOUTS FOR OUR BASEBALL FIELDS 1, 2, 5, AND OF IN TARMAR, CAME IN AT MORE MONEY THAN WE THOUGHT. IT'S ACTUALLY QUITE SUBSTANTIAL WITH THE BUDGET, AT THIS POINT, WE'RE MOVING FORWARD WITH DOING FIELD SIX. THAT'S THE ONE THAT'S REALLY IN NEED, WHICH IS THE ONE IN THE BACK.

>> YEAH, IT HAS THE TINY, ORIGINAL CONCRETE? >> CORRECT. SO, WE WILL MOVE FORWARD WITH REDOING FIELD SIX AND WE'LL PHASE OUT THE OTHER THREE FIELDS TO GET THAT CHANGED OUT. AND THEN, OUR TWO PICKLE BALL COURTS AT TARMAR, IT'S BEEN AWARDED AND WE'RE ANTICIPATING THAT CONSTRUCTION TO START OCTOBER, NOVEMBER. ANY QUESTIONS?

>> I HAVE A QUESTION, FOR THE DUGOUT REPLACEMENT, IS THAT SOMETHING THAT WE HAVE IN THE

BUDGET FOR THE NEXT PHASE OR DID IT NOT TIMEOUT? >> IT WAS IN OUR REPLACEMENT PLAN DO ALL OF THOSE FIELDS IN THE BUDGET COMING UP. STARTING IN OCTOBER.

>> SO, WHAT YOU'LL DO IN THE SUBSEQUENT TWO OR THREE BUDGETS? >> CORRECT.

>> YOU'RE BIDDING OUT THE '23 PROJECTS. >> RIGHT.

>> THAT MAKES SENSE. >> WAS IT THAT EXPENSIVE OR OVERBUDGET THAT TWO COULDN'T BE

DONE? >> SO, THE PRICING THAT WE RECEIVED FOR FOUR FIELDS TO DO THE FENCE AND DUGOUTS WAS GOING TO BE PROBABLY CLOSE TO $1 MILLION. YEAH. PRICES HAVE GONE UP EXTREMELY. SO, WE'LL DO, YEAH. WE'LL BE ABLE TO GET FIELD SIX IN. BUT, THAT'S THE ONE REALLY IN NEED OF IT AT THIS POINT. THE OTHER FIELDS, WE'LL GET THERE, IT'S JUST A REGULAR

CHAIN-LINK FENCE, BUT IT WILL ALL GET BROUGHT UP TO SPEED. >> I HAVE TWO QUESTIONS. UM, THAT ONE RELATED SPECIFICALLY TO PINE TRAILS, AND THE BASEBALL QUAD OVER THERE, ANY SORT OF

SAFETY NETTING FOR FOUL BALLS? >> I KNOW THAT WE HAD A CONVERSATION BROUGHT UP AT ONE OF OUR MEETINGS HERE, AND IT WAS DISCUSSED IN PART OF STRATEGIC PLANNING AND SO FORTH, AT THIS POINT BECAUSE OF BUDGET IT'S NOT IN NEXT YEAR'S BUDGET. IT'S NOT OFF THE RADAR. IT'S A TOPIC OF

CONVERSATION. >> IT'S A TOPIC OF CONVERSATION THERE REGULARLY.

>> EVERYDAY WHILE YOU ARE OUT THERE, RIGHT? >> AND THE NEXT ONE WAS THE SCHEDULING OF THE CONCESSION. UM, I THINK IT MAY HAVE BEEN LAST WEEK, MID WEEK OR MAY BE THE WEEK BEFORE, I GOT A TEXT FROM A COUPLE OF SOFTBALL FAMILIES ASKING WHY IT WAS NOT OPEN AT TARMAR, THEY HAD BEEN THERE ALL WEEK. I DON'T KNOW IF IT WAS A TOURNAMENT, THEY COULDN'T UNDERSTAND WHY IT WASN'T OPEN IF THINGS WERE SCHEDULED THERE. I JUST ENDED UP TEXTING RON PERSONALLY ASKING IF HE WAS GOING TO BE THERE. AND HE DIDN'T KNOW THERE WAS GOING TO BE ANYTHING THERE TONIGHT. I JUST DIDN'T KNOW HOW THE COMMUNICATION RAN FOR THAT.

>> SO, WE SEND OUT THE SCHEDULE EVERY THURSDAY, WE SEND OUT AN AUTOMATED E-MAIL THAT RON GETS AT 2:00 P.M. EVERYDAY SHOWING HIM EVERYTHING GOING ON OUT THERE. SO, AT 2:00 P.M., MONDAY-FRIDAY HE'S GETTING IT AND I BELIEVE HE'S ONE THAT GETS IT EARLY SATURDAY AND SUNDAYS, AT 6:00 A.M., WE TALK TO HIM ON FRIDAYS TO LET HIM KNOW WHAT'S COMING UP AND HE'S PROACTIVE IN

[00:25:04]

REACHING OUT TO US TOO. HE'S GREAT AT IT, HE WILL REACH OUT TO CHECK IF THERE ARE CHANGES IN THE SCHEDULE. UNLESS IT'S A LAST MINUTE ADDITION LATER IN THE DAY.

>> I CAN IMAGINE THAT THERE MUST HAVE BEEN A MISCOMMUNICATION. BECAUSE, I KNOW SATURDAY WE WERE SCHEDULED FOR THREE POKERS AND WE WERE LIKE, WE'RE MOVING UP A HALF HOUR. SO, HE'S REALLY GOOD ABOUT THAT. SO, I JUST FIGURED IT WAS -- I JUST WANTED TO KNOW SO WHEN I HAVE THESE CONVERSATIONS IN THE FUTURE, I COULD EXPLAIN THE PROCESS.

>> WE'VE GOTTEN DE AT TRYING TO AUTOMATE AS MUCH AS POSSIBLE SO THAT INFORMATION IS AVAILABLE.

[9. Old Business ]

>> THANK YOU. >> NO PROBLEM. >> ANY OTHER QUESTIONS?

>> ALL RIGHT. >> SO, THAT BRINGS US TO OLD BUSINESS. PARKS AND RECREATION,

PARKLAND DAY 60 ANNIVERSARY CELEBRATION UPDATES. >> I'LL TAKE THAT. SO, WE HAD OUR LAST MEETING ON AUGUST 31ST, AND WE'RE OFFICIALLY WITHIN 6 MONTHS OF THE EVENT TAKING PLACE, IT'S MARCH 11TH, SO, THERE'S A LOT HAPPENING BETWEEN NOW AND THEN. BUT, WOVE HAD SUCCESSFUL MEETINGS, THE PARADE APPLICATION IS COMPLETE, WHICH NICK WILL DISCUSS. THE BUSINESS EXPO APPLICATION IS NEARING COMPLETION. THE WEBSITE IS CURRENTLY UNDER CONSTRUCTION AND THE UPDATE THAT WE HAVE ON THAT IS THAT IT SHOULD BE RUNNING BY THE END OF NEXT WEEK. WE'RE ALSO WAITING ON QUOTES FOR THE RIDES, TROLLIES, AND DECORATIONS AND WE'RE IN THE PROCESS OF CONFIRMING FOOD VENDORS. AND WE WERE SUCCESSFUL IN SECURING A GREAT ARTIST, SUGAR RAY, AGREED TO PERFORM THAT NIGHT AND WE'RE IN THE PROCESS OF FINALIZING CONTRACTS ON THAT. BUT, YEAH, I THINK IT'S VERY SUCCESSFUL WITH SUGAR RAY, SO, THANK YOU, NICK FOR HELPING SECURE THAT FOR THE CITY. AND NICK WILL DISCUSS THE SPONSOR OPPORTUNITY APPLICATION AND THE PARADE APPLICATION.

>> IF YOU SEE INSIDE OF YOUR AGENDA, THE FIRST ONE IS THE SPONSORSHIP PACKET. LIKE, LEO SAID, WE'RE HOPING TO GET OUR WEBSITE UP AND RUNNING, HOPEFULLY UP BY NEXT WEEK AND WE HAVE BOTH THE SPONSORSHIP PACKET AS WELL AS THE PARADE APPLICATION. FOR A BRIEF RUNDOWN, THERE ARE A FEW DIFFERENT SPONSORSHIP LEVELS, THE FIRST IS THE MARQUEE FOR $25,000. THAT'S AVAILABLE TO ONLY ONE PERSON. ONE PERSON CAN GRAB THAT, IT HAS STUFF EXCLUSIVE TO THEM. I WON'T GO THROUGH ALL THE THINGS UNDERNEATH EACH SPONSORSHIP BECAUSE IT'S LENGTHY. YOU'LL SEE THERE ARE A FEW ITEMS THEY GET. RIGHT UNDERNEATH IS THE PLATINUM SPONSOR, IT'S $10,000. THERE'S MORE AVAILABILITY FOR THAT. 3 PEOPLE CAN GET THAT ONE. AND JUST LIKE THE ABOVE SPONSORSHIP IT HAS A FEW EXCLUSIVE ITEMS, BUT ITEMS THAT CAN BE SHARED BY PEOPLE. AND RIGHT UNDERNEATH THAT, HE HAVE THE EMERALD SPONSORSHIP, IT'S LESS EXPENSIVE BUT IT'S MORE AFFORDABLE. THAT'S UNLIMITED. JUST LIKE THE ONES UNDERNEATH, YOU COULD HAVE AS MANY SPONSORS AS WE WANT. YOU SEE THE BRILLIANT, FOR $1,000 AND AFTER THAT, THE GEM SPONSOR FOR $500. THEY'RE MORE AFFORDABLE. AND AS MANY PEOPLE THAT WANT TO APPLY FOR THAT SPECIFIC SPONSORSHIP CAN APPLY FOR THAT. ANYBODY INTERESTED IN THESE CAN REACH OUT TO ME AND REACH OUT TO THE PARKLAND EVENTS E-MAIL AT PARKLANDEVENTS@CITY OF PARKLAND.ORG. ONCE IT'S ON THE WEBSITE, ANYBODY CAN GET THE LINK.

>> SO, THIS IS GOOD? >> CORRECT, THAT IS GOOD. >>

(INDISCERNIBLE) >> (INAUDIBLE) >> YOU SEE ON THE LAST PAGE, IT

SAYS FOUR? GOTCHA. ANY OTHER QUESTIONS? >> ALL RIGHT. THE PARADE APPLICATION, I'LL GO INTO MORE DETAIL WITH TH IT'S JUST A BASIC APPLICATION FOR THE PARADE ON MARCH 11TH THAT STARTS AT 10:00 A.M. WE'RE GOING TO BE STAGING FOR THAT EARLY IN THE

[00:30:01]

MORNING AT 8:00 A.M. IT STARTS ON THE CORNER OF PINE ISLAND AND KNOB HILL ROAD AND PROCEEDS ON PINE ISLAND AND TRAILS INN. OBVIOUSLY, AS YOU COULD SEE IN THE SPONSORSHIP APPLICATION.

THE THEME IS 60 AND SENSATIONAL. WE ASK EVERYONE TO GIVE A BRIEF EXPLANATION OF THEIR BUSINESS OR ORGANIZATION, SO, AS WE ANNOUNCE THEM, WE HAVE A LITTLE BIT OF INFORMATION TO GO ON. AND THEN THERE ARE A MYRIAD OF RULES IN HERE, AND I'LL GO OVER THEM. ALL ENTRIES MUST PROVIDE A POSITIVE IMAGE TO THE COMMUNITY. ALL ENTRIES INCLUDING FLOATS OR SIGNAGE MUST BE NON-POLITICAL.

ENTRIES MUST NOT CREATE A CONFLICT OF INTEREST FOR THE CITY OF PARKLAND. THE CITY RESERVES THE RIGHT TO DENY ANY APPLICATION. THERE'LL BE NO THROWING OR DISTRIBUTION OF ITEMS OR HANDOUTS BEFORE, DURING, OR AFTER THE PARADE, INCLUDING ELECTION CAMPAIGN MATERIALS. ALL VEHICLES MUST BE PROPERLY REGISTERED AND INSURED AND MUST PROVIDE CURRENT REGISTRATION AND INSURANCE WITH THE APPLICATION. ALL VEHICLE LIGHTS MUST BE FULLY OPERATIONAL. THE DRIVER OF THE VEHICLE MUST BE 18 YEARS OR OLDER AND MUST PROVIDE A COPY OF LICENSE WITH THE APPLICATION. FLOATS AND VEHICLES MUST NORTH EXCEED 55-FEET IN LENGTH AND THE CLEARANCE OF 12 INCHES FROM THE GROUND MUST BE KEPT FROM THE FRAME, NO ITEMS SHOULD BE DRUG AROUND THE ROADWAY. PRONES SHOULD NOT EXCEED 12 FEET IN HEIGHT AND WIDTH. DECORATIVE MATERIALS MUST BE SOUND AND SHOULD NOT POLLUTE ROADWAY, ALL PARTICIPANTS MUST KEEP MOVING.

PARTICIPANTS MAY NOT JUMP ON OR OFF OF THE VEHICLE IN THE PARADE. MUSIC OR PERFORMANCES MUST MAINTAIN A VOLUME THAT DOES NOT OBSTRUCT OR INTERFERE WITH OTHER PARTICIPATING PARADE ENTRIES. HORSE ARE ALLOWED IN THE PARADE, HOWEVER, THEY MUST BE ACCOMPANIED BY A POOPER SCOOPER. GOLF CARTS ARE ALLOWED IN THE PARADE. ALL PARADE OPERATORS MUST ATTEND THE SAFETY MEETING HELD PRIOR TO THE PARADE IN ORDER TO PARTICIPATE. ALL ACCEPTED APPLICANTS WILL BE NOT NOTIFIED BY THE THIRD WEEK OF FEBRUARY OF THE STAGING LOCATIONS, DIRECTION, AND TIME FOR SETUP. ADDITIONALLY, APPLICANTS. PARKING FOR VEHICLES NOT DRIVING IN THE PARADE WILL BE AVAILABLE ON THE NORTH END OF THE PARK BY FIELDS SIX AND NINE. LASTLY, APPLICATIONS MUST BE RECEIVED BY JANUARY 31ST, 2023. AND THERE'S A SLIGHT PAYMENT SO THAT THERE'S SOME COMMITMENT LEVEL, BUT IT'S FAIRLY CHEAP, IT'S $25 PER ENTRY AND FOR ANY NON-PROFITS, IT IS $10. ANYONE WHO GETS THIS APPLICATION FOR THE TIME BEING, THEY WOULD HAVE TO E-MAIL ME. IF THEY'RE INTERESTED, I CAN SEND THEM A COPY OF IT. LIKE, I

MENTIONED BEFORE, IT'S GOING TO BE ON THE WEBSITE. >> THE DEADLINE?

>> THE DEADLINE IS JANUARY 31ST, 2023. AND E-MAIL THIS TO ME AT MWILLIAMS@CITY OF

PARKLAND.ORG. >> THE DEADLINE IS JANUARY? >> THAT ONE, WE MIGHT BE ABLE

TO MOVE JUST AS WE DID WITH THIS ONE, I THINK WE DID JANUARY 1ST. >> THE SOONER THE BETTER, BECAUSE IT TAKES TIME LOGISTICALLY TO PREPARE FOR EVENTS LIKE THIS FOR THE BUSINESS. WE WANT TO BE SURE THEY'RE IN BY JANUARY. AND ONE LAST THING THAT I DID FORGET TO MENTION, OCTOBER 12TH AT 5:30 P.M. WILL BE OUR NEXT MEETING OR ANYONE THAT WOULD

LIKE TO ATTEND. >> ANYTHING ELSE? >> ALL RIGHT. THANK YOU.

>> OKAY. NEXT WE HAVE SPONSORSHIP POLICY REVIEW UPDATE.

>> THAT IS MINE. >> MYSELF AND MR. GORDON WITH BRUNO BATTEL AND OTHER CITY STAFF MET THREE TIMES AT APPROPRIATELY NOTICED MEETINGS, AT THE PARK TRAILS RECREATION CENTER WHICH WERE ATTENDED BY HUNDREDS, OKAY, NO, IT WAS JUST US.

>>. [LAUGHTER] .

>> AND, UM, AND, WE, UM, WORKED WITH CITY STAFF ON PROVIDING RECOMMENDATIONS FOR THE UPDATE

[00:35:03]

TO THE SPONSORSHIP POLICY, WE HAD ORIGINALLY TALKED ABOUT NEEDING TO VOTE ON THIS AS THIS GROUP AND ULTIMATELY, THE CITY COMMISSION WOULD VOTE, AS IT TURNS OUT, THIS IS AN ADMINISTRATIVE POLICY, THEREFORE THE UPDATE NEEDED TO BE EFFECTIVE NEEDED ONLY CHRISTINE AND THE CITY MANAGER'S SIGNATURE. SO, AFTER THE THREE MEETINGS, WE AGREED ON WHAT IS CONTAINED IN THIS PACKET. AND, UM, IT ULTIMATELY WAS APPROVED BY BOTH CHRISTINE AND NANCY ON, UM, THE 19TH OF SEPTEMBER 2022. IT BASICALLY, THE BIG CHANGE IS THAT WE'RE NOW ALLOWING 3 X 6 BANNERS AT SOME SEVERAL COLLECT LOCATIONS. MOSTLY ON OUR BASEBALL FIELDS. THERE'S SOME RENDERINGS IN YOUR PACKET, I ENCOURAGE YOU TO LOOK AND CHECK THE PRICING. WE WERE VERY CONSERVATIVE WITH THE NUMBER OF AVAILABLE LOCATIONS. THERE IS A LIST, WHICH YOU WOULD FIND IN HERE OF PROHIBITED USES. WHICH, INCLUDE ALCOHOL AND TOBACCO USE, HUMAN REPRODUCTION, SEXUALITY PRODUCTS OR SERVICES, ADULT ENTERTAINMENT, VIOLENCE, UNLAWFUL GOODS AND SERVICES, AND POLITICAL, AND CAMPAIGN MESSAGES. SO, AND THEN THE CITY, ADDITIONALLY RESERVES THE RIGHT TO DENY SPONSORSHIP THAT DON'T COMPLY WITH THEIR GUIDELINES AT THEIR SOUL DISCRETION. SO, AS I SAID, I ENCOURAGE EVERYBODY TO GO THROUGH THIS. BECAUSE WE'RE NOT GOING TO VOTE AS A COMMITTEE, IF ANYBODY HAS ANY QUESTIONS OR CONCERNS, PLEASE REACH OUT TO ME

DIRECTLY OR TO BRUNO BATTEL AND WE'LL BE HAPPY TO ADDRESS THEM. >> I IMAGINE IT'S IN HERE, BUT,

IS IT ON A CALENDAR SCHEDULE OR? >> YEAH. IT'S JANUARY-DECEMBER, RIGHT NOW WE'RE GOING TO START TO MARKET THIS AND ALLOWING FOR SPONSORSHIP TO COME IN, LIKE DAVID SAID, THIS POLICY IS IN EFFECT AS OF TODAY. SO WE'LL START TO MARKET AND WORKING WITH OUR COMMUNICATIONS DEPARTMENT. ANYBODY THAT YOU KNOW THROUGH THE CHAMBERS OR WHATEVER, IF THEY'RE HAVE HAD, THERE ARE THREE DIFFERENT LEVELS, THE GOLD, SILVER AND BRONZE. AND THEN THE DIFFERENT LOCATIONS. BUT WE'LL TAKE THE TIME NOW TO GET THE APPLICATIONS IN. SO, FOR THE FEE THEY WILL BE ABLE TO HAVE THEIR BANNER ADVERTISED FROM JANUARY-DECEMBER. IF WE GET AN APPLICATION IN FEBRUARY OR MARCH, IT WILL BE PRORATED ACCORDINGLY TO WHATEVER MONTHS

REMAIN THROUGH DECEMBER. >> AND THEN, THE DISCUSSION WAS THAT WE WOULD SIT DOWN AS A GROUP, MAY BE, AND IT MAY NOT BE ME, BUT, MAY BE A NEW SUBCOMMITTEE TO LOOK AT HOW THE FIRST 8-10 MONTHS WENT BEFORE GETTING TO THE RENEWAL PERIOD FOR NEXT YEAR. BUT, I FELT LIKE STAFF DID AN EXCEPTIONAL JOB. THEY DID THE RENDERING AND THEY WERE GREAT. AND THAT, UM,

CONCLUDES THIS AS AN OLD BUSINESS ITEM. >> I HAVE ANOTHER QUESTION.

UM, AS SOMEONE WHO PURCHASES, DO THEY HAVE THE ABILITY TO REQUEST, LIKE, OH, I WOULD LIKE

MINE ON FIELD B OR WHATNOT? >> SO, THE SPACE ARE DEFINED. IT'S IN PAGE 30 OF YOUR PACKET.

BUT, I'M NOT SURE WHAT PAGE IT IS IN THE BROCHURE, BUT, IN ANY CASE, WHERE YOU COULD PICK, SO, ON THE APPLICATION, YOU WOULD CHECK MARK IF YOU WANT IT ON PINE TRAILS OUTFIELD FENCE ON THE OUTSIDE. AND THEN, THAT WAY, AS LONG AS WE HAVE THAT SPACE STILL AVAILABLE, THEN IT WOULD BECOME YOUR SPACE THAT YOU SELECTED. IF WE GET AN APPLICATION AND THAT SPACE IS TAKEN, WE REACH OUT TO THE ORGANIZATION AND TELL THEM WHAT'S REMAINING AND THEY CAN

[10. Comments from Staff ]

SELECT A DIFFERENT LOCATION. >> OKAY. THIS IS GREAT. OKAY. COMMENTS FROM THE STAFF?

>> I JUST WANT TO SAY, THANK YOU VERY MUCH, IT'S BEEN A PLEASURE WORKING YOU GUYS, I MEAN, WE'VE HAD A COUPLE OF TASKS THAT WE'VE GONE THROUGH, AND THESE LAST TWO HERE, ESPECIALLY WITH THE BANNER POLICY, YOU KNOW, EVERYBODY THAT STEPPED UP AND WAS A PART OF YOUR SUBCOMMITTEES HAVE BEEN DOING A GREAT JOB, AND IT'S VALUABLE INPUT FOR US SO WE APPRECIATE EVERYTHING THAT YOU GUYS ARE DOING AND CONTINUE TO DO. SO, THANK YOU.

>> THAT BRINGS US TO THE END OF OUR MEETING. SO, WE'LL GO AHEAD AND CALL FOR ADJOURNMENT AT 6:40 P.M. (MEETING ADJOURNED)
