[1. Call to Order]

[00:00:05]

>> GOOD EVENING, EVERYONE, I LIKE TO CALL TO ORDER THE REGULAR CITY OF PARKLAND ADVISORY BOARD THIS 13TH DAY OF SEPTEMBER AT 6:00 P.M.

I SEE COMMISSIONER CUTLER IS HERE, IF HE CAN LEAD US IN THE PLEDGE.

>> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND

JUSTICE FOR ALL. >> ROLL CALL PLEASE.

[4. Approval of Minutes]

>> WE HAVE A FULL HOUSE TONIGHT. EXCELLENT. NEXT ON THE AGENDA IS THE APPROVAL OF THE MINUTES FROM OUR JULY 12, 2022 MEETING. HAS EVERYONE HAD THE OPPORTUNITY TO REVIEW THE MINUTES? GREAT. CAN I GET

A MOTION TO APPROVE? >> MOTION TO APPROVE.

>> OKAY. I HAVE A FIRST AND A SECOND.

ANYONE OPPOSED? ALL RIGHT. PASSED UNANIMOUSLY. THANK YOU. NEXT ON THE AGENDA COMMENTS FOR THE PUBLIC ON NON-AGENDA ITEMS. OKAY. WE COULD CLOSE THAT OUT. HAVING NOBODY HERE FROM THE PUBLIC. WE'LL GO AHEAD AND LET'S

[6. Comments by the Chair and Board]

SEE. COMMENTS BY THE CHAIR AND THE BOARD. I KNOW WE HAVE A LOT TO GO OVER TONIGHT. SO I'M GOING TO KEEP MINE AS BRIEF AS POSSIBLE. WITH THAT BEING SAID, JEFF, DO YOU HAVE ANYTHING TO SAY?

>> I HAVE A COUPLE BECAUSE I FOLLOWED MY FRIEND NEXT DOOR AND WROTE SOMETHING DOWN. SO FIRST OF ALL I WANTED TO CONGRATULATE AND WELCOME, I UNDERSTAND WE HAVE A NEW POLICE CHIEF COMING ON BOARD. SO WHAT IS IT MICHELE MCCARDELL. OKAY. WELCOME, I HOPE SHE SAYS A LONG, LONG, LONG TIME.

ALSO I HAD THE PLEASURE OF VISITING THE SHREDTHON AND A MEDICINE CABINET DISPOSAL THIS LAST WEEKEND. IT WENT VERY WELL. I GOT THERE EARLY AND GOT TO STAND IN LINE FOR MY CAR FOR A WHILE BUT THAT WAS GREAT.

WE HAVE A LOT OF SHREDDING TO DO. AND MEDICINE WAS SLOW BUT THE SHREDDING WAS GOOD.

ON MY CALENDAR I HAVE A COUPLE OF REMINDERS. BOB IS NOT HERE TONIGHT BUT THE PARKLAND DASH WHICH I DID SIGN UP FOR. I MAY NEED TO BE DEFIBRILLATED BUT OCTOBER 16 AT 7:00 AM PINE TRAILS PARK.

THE PARKLAND PUMPKIN PATCH EVEN IF YOU DON'T HAVE YOUNG KIDS ANY MORE, OCTOBER 22 TO THE 27TH AT THE EQUESTRIAN SANTER. HALLOWEEN FESTIVAL IS RIGHT ACROSS FROM MY HOUSE IN PINE TRAILS PARK OCTOBER 28.

VETERANS DAY CEREMONY WHICH I WOULD LIKE TO CHALLENGE ALL OF US TO TRY TO GET OUT THERE AS A GROUP. WE MIGHT NOT ALL BE TOGETHER. BUT NOVEMBER 11TH, 11:00A M.TO 12:30 OUT HERE. VETERANS PARK. THEN MY ONLY GRIPE WHICH I GOT VOTED -- I DREW THE BIG STRAW WAS WE TOOK THE LAST MEETING WHERE WE AWARDED THE AMBASSADOR AND EVERYTHING AND TOOK THE GROUP PICTURE.

THE KIDS TOOK THEIR PICTURE. NONE OF US CAN FIND THE PICTURE IN ANY PUBLICATION. I DON'T KNOW IF THERE'S A HISTORY OR STORY BEHIND THAT BUT I KNOW I DON'T TAKE THE BEST PECK TIRES BUT IT WOULDN'T HAVE BEEN THAT BAD.

SO THAT'S ALL I GOT. >> ALL RIGHT. GOING BACK TO ME FOR A SECOND, I GOT TO SAY I GOT MY BOOK. KEN CUTLER'S BOOK. ALL, IF YOU HAVEN'T RECEIVED YOURS YOU NEED TO GET T. IT'S MAZING. THE HISTORY OF THE CITY OF PARKLAND, UNBELIEVABLE.

I HAD MINE SIGNED SO YOU BETTER GET YOURS SIGNED.

HE MIGHT DECIDE HE DON'T WANT TO SIGN ANY MORE FOR COPYRIGHT REASONS BUT VERY IMPRESSIVE. MY DAUGHTER IS IN THE PROCESS OF READING IT RIGHT NOW.

AMAZING. ALL RIGHT. KENDRA.

>> I WANTED TO MENTION HOW PRIVILEGED I FELT TO BE A PART OF THE CITY COUNCIL MEETING WHEN WE GAVE THE AWARDS TO THE AMBASSADORS, AND I WAS SO PROUD TO BE A PART OF PARKLAND WHEN I SEE ALL THE AWARDS THAT WERE GIVEN TO SO MANY DIFFERENT ORGANIZATIONS AND THE GAL WHO GOT HER DEGREE AT -- HOW OLD WAS SHE, 90 SOMETHING, IT WAS JUST -- YOU KNOW HOW ÚMANY CITIES DO THAT, THAT TAKE THE TIME TO DO THAT? I HAVE TO SAY I'M REALLY PROUD

TO BE A PART OF PARKLAND. >> ALL RIGHT. SHARRY?

>> SO A COUPLE OF BRIEF COMMENTS.

THE GRAND OPENING/UNVEILING/RIBBON CUTTING FOR PARKLAND'S NEWEST HISTORIC LAND PARC

[00:05:01]

THE PARKLAND LIBRARY BOOK SHELF BENCH WILL TAKE PLACE AT THE LIKE RATHER ON WEDNESDAY, SEPTEMBER 28TH AT 4:15 P.M. I HOPE THAT EVERYONE WILL TRY TO BE THERE AND HOPEFULLY THE PUBLIC WILL COME OUT. IT WILL BE A BIG DEAL. IT'S GOING TO BE COVERED WITH SOME SORT OF A SHEETING AND A RIBBON AND WE'LL HAVE A BIG SPLASH WHAT IT'S UNVEILED. IT'S SOMETHING VERY SPECIAL THAT WILL HOPEFULLY BECOME A FOREVR PART OF THE CITY.

I ALSO WAS VERY INSPIRED BY THE PARKLAND YOUTH STUDENT AMBASSADORS AT THE AUGUST COMMISSION MEETING WHEN THE AWARDS WERE PRESENTED, AND% IT IS VERY SPECIAL TO BE PART OF A COMMUNITY THAT ACKNOWLEDGES THE OUTSTANDING YOUTH THAT WE HAVE HERE. ALSO PROUD OF THIS BOARD FOR ALL THE HARD WORK. IT WAS NOT EASY COLLECTING BUT IT WAS A GREAT MOMENT. ALSO, LOOKING FORWARD TO THE PARKLAND FARMERS MARKET SEASON WHICH IS AROUND THE CORNER. THE FIRST ONE IS NOVEMBER 6TH. SECOND IS DIVERSITY FOR INCLUSION WILL BE ON NOVEMBER 20TH. MARK YOUR CALENDARS FOR THAT. HOURS ARE FROM 9:00 TO 1:00.

LOCATION IS THE EQUESTRIAN CENTER. HOPEFULLY A LOT OF PARKLANDERS WILL COME OUT FOR THAT. HAPPY OFFICIAL PUMPKIN SEASON TO EVERYONE. AND I WOULD LIKE TO ALSO JUST WISH EVERYONE THE BEST FOR THE UPCOMING RELIGIOUS HOLIDAYS, HAPPY DA WALI, ROSH HASHANAH AND DIWALI, TO

ALL WHO OBSERVE -- >> ANGELIKA.

>> SO GOOD TO BE PART, HI, EVERYONE. I KNOW SEPTEMBER MEANS IT'S THE START OF THE SCHOOL YEAR, AND FOR OUR CITY ALSO MEANS THE START OF OUR REC SPORTS LEAGUES AMONG OTHER THINGS SO I WANTED TO TAKE A MOMENT TO ACKNOWLEDGE ALL THE PARENTS AND VOLUNTEERS AND THE P.T.A.'S AND THE P.T.O.'S AND THE, EVERYONE INVOLVED IN MAKING SURE THAT OUR KIDS HAVE EXCEPTIONAL SCHOOL YEARS AND ALSO JUST WANT TO ACKNOWLEDGE THE MANY, MANY VOLUNTEERS IN OUR COMMUNITY WHO ARE COACHES, WHO ARE BOARD MEMBERS AND EVERYTHING IN BETWEEN INCLUDING OUR VERY OWN CARA OVER HERE IN DIFFERENT REC LEAGUES IN OUR CITY. IT'S ONE OF THE BIG JOYS OF THE YEAR, AND I KNOW THAT SO MANY FAMILIES MOVE TO PARKLAND BECAUSE OF ALL THE WONDERFUL ENRICHMENTS AND ACTIVITIES BUT IT'S AN OPPORTUNITY LIKE THE FARMERS' MARKET WHERE WE COME TOGETHER AND GET TO KNOW EACH OTHER. I'M SO APPRECIATIVE BECAUSE I KNOW THAT THE PARTICIPATION IN THOSE LEAGUES HAS GROWN YEAR OVER YEAR. I KNOW THE KINDS OF SCHEDULING GYMNASTICS THAT HAVE TO BE DONE LET ALONE WHEN YOU HAVE RAINOUTS.

I WANT TO ACKNOWLEDGE ALL OF OUR AMAZING VOLUNTEERS IN OUR ESTIMATE I FEEL SUCH TREMENDOUS PRIDE LIVING AMONG SO MANY NEIGHBORS WHO ARE ALWAYS LOOKING TO CONTRIBUTE TO GIVE BACK. WE CAN COUNT ON EACH OTHER.

AND TO JUST, YOU KNOW, MAKE THIS CITY A REALLY GREAT PLACE TO LIVE. THANK YOU, EVERYONE.

>> GREAT. LORI. >> THANK YOU, WELCOME BACK TO EVERYBODY. SOME OF YOU INCLUDING MYSELF I HAVE, I WAS NOT HERE IN JULY. I BRING A DIFFERENT SORT OF NEWS TO OUR FORUM. I JUST WOULD LIKE TO MAKE A NOTE THAT EVERYONE SHOULD REALLY BE CHECKING TO SEE WHERE THEIR POLLING PLACES WILL BE IN NOVEMBER. TO GIVE YOU A SYNOPSIS FOR EVERY ROOK AWN THERE IS A REACTION BECAUSE OF THE CENSUS AND REAPPORTIONMENT PARKLAND WENT FROM 5 PRECINCTS TO 3. AND MOST CITIES IN BROWARD COUNTY DID SEE A REDUCTION IN THE NUMBER OF PRECINCT BECAUSE FOR EVERY PRECINCT YOU NEED POLLING PLACES. SO IT'S BUDGETARY AND ALSO POPULATION.

BUT THAT DOESN'T MEAN THAT A PRECINCT HAS LESS VOTERS, NOT BY PARTY VOTERS. IT JUST MEANS THEY'VE INCREASED THE NUMBERS OF VOTERS. ALSO OUR SUPERVISOR OF ELECTIONS HAS STOPPED POLLING PLACES IN GATED COMMUNITIES BECAUSE THEY ARE NOT ACCESSIBLE TO THE PUBLIC EVEN THOUGH THEY SAY THEY'RE ACCESSIBLE TO THE PUBLIC.

SO FOR THE MOST PART EXCEPT IN SOME SENIOR COMMUNITIES THROUGHOUT THE COUNTY. SO MANY POLLING PLACES HAVE CHANGED, AND IN PARKLAND WE'RE ONLY GOING TO HAVE 2 POLLING PLACES ON ELECTION DAY. THAT WILL BE RIVER GLADES AND PARKS AND REC WHICH I'M SURE YOU KNOW.

SOME OF US VOTE IN CORAL SPRINGS LIKE GLADES MIDDLE SCHOOL. ETC., BUT THE POINT BEING THAT A LOT HAS CHANGED AND THAT PEOPLE SHOULD LOOK, GO TO BROWARD VOTES.ORG, MAKE SURE THAT YOUR VOTER REGISTRATION STATUS HASN'T BEEN CHANGED. MAKE SURE YOU ARE ACTIVE.

[00:10:01]

AND THE OTHER THING I WOULD LIKE TO TELL EVERYONE IS THAT IF YOU VOTE BY MAIL, THAT'S GREAT. BUT ALL VOTE BY MAIL WILL BE SUNSETTED TO USE A PHRASE DECEMBER 3 31 WHICH MEANS EVERYONE WILL HAVE TO REAPPLY TO VOTE BY MAIL. SO ALL OF THOSE CHANGES ARE A RESULT OF WHAT THE LEGISLATURE HAS PASSED, BUT AGAIN PARKLAND WENT FROM 5 PRECINCTS DOWN TO 3. SO CHECK TO SEE WHAT YOUR PRECINCT IS, IF YOU ARE INTERESTED IN DOING SO BUT YOU CAN ALWAYS GO TO BROWARD VOTES.ORG.

>> THANKS, LORI. RUPERT. >> WELCOME BACK, TO EVERYONE, VOTING. I NOTICED THAT THE AREA HAS GOTTEN SMALLER. I WENT INTO THE VOTING AREA.

IT WAS THE SMALLEST AREA I'VE VOTED IN EVER SINCE

>> AT PARK AND REC? >> YES. BUT I WOULD LIKE TO, SOMEONE TO CONVEY MY THANKS TO THE PRECINCT ON KNOB HILL. THERE IS MORE POLICE PRESENT. SPEEDING HAS STOPPED OR HAS SLOWED DOWN.

AND ALSO, TOO, I NOTICE THERE IS LESS TRAFFIC COMING INTO PARKLAND PRESERVE WHERE I LIVE. SO SOMEBODY MUST HAVE SAID SOMETHING. COULD YOU CONVEY OUR THANKS FROM PARKLAND RESERVE TO THE PRECINCT AND TO THE POLICEMEN WHO ARE NOW IN THE AREA? THANK YOU VERY MUCH.

>> IS THIS ON. >> YES.

>> YES. >> HELLO, EVERYBODY, NOT SURE IF ANYBODY IS AWARE THEY'RE REDISTRICTING OR THE SCHOOL BOARD IS DISCUSSING IT. THERE'S GOING TO BE TWO MEETINGS MONDAY OCTOBER 3 AND TUESDAY NOVEMBER 3 AT CORAL SPRINGS MIDDLE SCHOOL FROM 6:30 TO 8:30 FOR YOU TO SHARE YOUR THOUGHTS AND YOUR FEELINGS ON POSSIBLY WHERE YOU THINK THE REDISTRICTING SHOULD BEGIN OR END IN CORAL SPRINGS AND PARKLAND.

SO THAT'S RATHER IMPORTANT. WE'RE, IT'S 114 ENROLLMENT.

114 PERCENT ENROLLMENTS AT M.S.D.. SO IT LOOKS LIKE THEY'RE LOOKING TO MOVE 300-500 STUDENTS OUT OF M.S.D.. THAT'S T. THANK YOU.

>> CARA. >> I'M ALWAYS LAST SO THERE IS NEVER ANYTHING LEFT TO SAY.

[LAUGHTER] JUST A VERY BRIEF COMMENT.

I DON'T KNOW IF I'M THE ONLY ONE THAT HAS KIDS CURRENTLY AT WEST GLADES BUT I WANTED TO COMMEND WHO EVER NEEDS TO BE COMMENDED ABOUT HOW GREAT TRAFFIC AND CAR LINE AND ESPECIALLY IN THE MORNING BETWEEN LAST YEAR AND THIS YEAR. LAST YEAR WAS A NIGHTMARE. THIS YEAR, EVEN THE FIRST DAY OF SCHOOL, YOU COULD PULL RIGHT UP.

DROP YOUR KIDS. IT HAS BEEN AMAZING. I DON'T KNOW IF IT'S A DOMINO EFFECT BECAUSE BUSES HAVE BEEN WORKING ON TIME THIS YEAR, BUT WHOEVER NEEDS TO BE THANKED, IT HAS, EVEN WITH THE CONSTRUCTION THERE, IT HAS NOT BEEN A PROBLEM AT ALL.

THANK YOU. >> GREAT. NEXT WE HAVE THE

[7. Approval of the Agenda]

APPROVAL OF THE AGENDA, CAN I GET A MOTION TO APPROVE

THE AGENDA? >> SO MOVED.

>> I HAVE A MOTION. DO I GET A SECOND. I HAVE A SECOND. ANYONE OPPOSED? OKAY. PLEASE SHOW IT PASSED UNANIMOUSLY. NEXT NEW BUSINESS WHICH I SEE NO NEW BUSINESS ON THE AGENDA. SO NOW WE'LL GO INTO OLD BUSINESS. TONIGHT WE HAVE THE INCLUSION AND DIVERSITY SUBCOMMITTEE. THE END OF THE FISCAL SUNSET. WE HAVE THE CULTURAL AWARENESS AND INCLUSION EVENT AT THE FARMERS MARKET.

WE HAVE THE PRESERVING PARKLAND HISTORY SUBCOMMITTEE END OF THE FISCAL SUNSET AND PARKLAND DAYS HISTORICAL FLOAT AND COMMUNITY SERVICE PROJECT, COLLECTION OF TOILETRIES FOR THE HARVEST DRIVE. JACKIE, IF YOU WANT TO TAKE OVER, BUT BEFORE WE GET STARTED CAN I JUST -- AS FAR AS THIS FISCAL SUNSET, I SEE WE'RE DOING IT FOR THE INCLUSION AND DIVERSITY SUBCOMMITTEE AND ALSO FOR THE PRESERVING PARKLAND HISTORY SUB COMMITTEE. THE SUBCOMMITTEES, WE HAVE NEW TASKS THAT WERE BUILT OUT FROM THAT OBVIOUSLY WHICH IS GOOD. WHICH ARE GOIN TO MOVE FORWARD. EVEN THOUGH WE'RE SUNSETTING THE ACTUAL SUBCOMMITTEE, THESE PROJECTS WILL STILL MOVE FORWARD, CORRECT? WE'RE IN THE GOING TO HAVE ISSUES WITH THAT?

>> ABSOLUTELY, FOR THE RECORD JACKIE WAY MAYER SENIOR DIRECTOR OF INTERGOVERNMENTAL AFFAIRS, YES, THAT'S WHY WE HAVE THEM ORDERED ON THE AGENDA SUBCOMMITTEES WERE CREATED AS A RESULT OF OUR STRATEGIC PLANNING AND IT WAS FOR THIS FISCAL YEAR TO GENERATE WHAT

[00:15:03]

KINDS OF THINGS WE CAN DO TO HELP THE -- I'M SORE -- THESE TWO AREAS, WE'VE PROJECTS THAT ARE CONTINUING, WE'VE EFFORTS THAT ARE CONTINUING. SO THE SUBCOMMITTEES HAVEN'T REALLY MET, BUT THEY MAY NOT BE NECESSARY AS SPECIFIC SUBCOMMITTEES BECAUSE THE C.A.B.IS ALWAYS GOING TO BE HERE FOR EVERYBODY WHO WOULD LIKE TO CONTINUE ANY OF THOSE EFFORTS IF THEY HAVE IDEAS, IF THEY HAVE ISSUES. SO I CAN PROBABLY SPEAK FOR THIS GROUP TO KNOW THAT YOU ARE ALWAYS HERE TO BE A LISTENING EAR FOR THE COMMUNITY ON ANYTHING.

SO THAT'S WHY THEY'RE HERE. >> TAN EKA OR JEFF, IF THEY'VE CONCERNS OR ANY INVOLVEMENT OR IF THEY HAVE ANY IDEAS THEY CAN STILL COME TO US AND WE CAN MOVE FORWARD BECAUSE THE SUBCOMMITTEE IS NOT AROUND

WE CAN HELP THEM OUT -- >> ALWAYS.

>> ALL RIGHT. GOOD [INDISCERNIBLE]

>> PRETTY MUCH. YEAH. SO OKAY.

[9. Old Business]

>> SO ACTUALLY OUR FIRST ISSUE THERE IS THE INCLUSION DIVERSITY SUBCOMMITTEE END OF THE FISCAL YEAR SUNSET.

WE DID TALK ABOUT THAT. WHAT WE HAVE AS A RESULT OF THE SUBCOMMITTEE IS THE FARMERS MARKET THAT'S COMING UP ON NOVEMBER 20 WHICH WILL BE THE NEXT ITEM WE'RE DISCUSSING. SO THE C.A.B.WILL STILL BE CONTINUING WITH THAT WORK. WE HAD SEVERAL MEETINGS DURING THE YEAR. AND AGAIN AS ALWAYS THE C.A.B.IS HERE AS A RESOURCE FOR INCLUSION AND DIVERSITY AT ANY TIME.

WOULD YOU LIKE ME TO CONTINUE WITH THE NEXT ITEM?

>> YEAH. UNLESS ANYBODY HAS ANY COMMENTS, WHICH I DON'T

THINK THEY DO, SO, YEAH. >> SPEAKING OF THE EVENT AT THE FARMERS MARKET, THE MULTICULTURAL AWARENESS EVENT IS NOVEMBER 20TH. THE C.A.B.WILL HAVE A TENT AT THE EVENT SO YOU PROBABLY NEED TO FIGURE OUT WHO WOULD LIKE TO BE THERE, WHAT YOU WOULD LIKE TO DO. THEY'VE ALREADY GOT THE FLYER OUT OF PARKS AND REC DOESN'T DOES TO GET ANYBODY WHO WOULD LIKE TO BE A VENDOR AT ALL OF THE FARMERS MARKET BUT THEY'RE SPECIFIED ON THE CALENDAR WHICH IS WHICH. THEY'VE SENT OUT TO ALL OF THE GROUPS THEY NORMALLY SEND OUT TO. I KNOW WE HAD DISCUSSION LAST TIME ABOUT MAKING SURE WE GET SOME EXTRA COVERAGE OUT THERE AND IT HAS BEEN. SO I WOULD ENCOURAGE EVERYBODY ON THE BOARD TO PASS THE WORD AROUND TO ANYBODY THAT WOULD LIKE TO BE INVOLVED.

>> DO YOU WANT TO TAKE, MAYBE WE CAN TAKE A LITTLE VOTE ON SEE WHO WANTS TO GO AND WHO WANTS TO BE A PART OF IT. NOT A VOTE BUT I WOULD LIKE TO BE A PART OF THAT DAY. SO IF ANYBODY WANTS TO PUT THEIR NAMES ON THE LIST. ANGELICA, LORI. ALL RIGHT. [INDISCERNIBLE]

>> IT IS, SUNDAY BEFORE THANKSGIVING. YEAH.

THE DONUTS. >> GOT IT.

>> TAN EEKA [INDISCERNIBLE] DO YOU WANT TO COME UP? COME UP [INDISCERNIBLE] (OFF MIC.)

>> HOW IT'LL EVOLVE. THERE'S ANOTHER GROUP CALLED COLORS OF DIVERSITY WHO ARE VERY CREATIVE AND HAS A LOT OF IDEAS BUT WE WANT A BETTER UNDERSTANDING HOW WE CAN SUPPORT THE COMMUNITY ADVISORY BOARD IN THIS PROCESS. WHAT KIND OF SUPPORT WOULD BE NEEDED AND HOW WE CAN BASICALLY SUPPORT THE EFFORT TO MAKE SURE IT'S A SUCCESS LIKE, WE'RE OBVIOUSLY SENDING OUT NOTES TO OUR FRIENDS THAT COULD BE VENDORS BUT JUST WANTING TO MAKE IT A GOOD EVENT BECAUSE I KNOW HOW MUCH WE'RE LOOKING FORWARD TO IT. SO, YEAH. I CAN TALK TO YOU OFFLINE THEN YOU GIVE ME THE NAME OF SOMEONE ELSE TO CHAT WITH AS WELL. BUT WHATEVER COULD BE DONE AT THE BOOTH, IF YOU WANTED TO HELP SET IT UP OR HELP, WHATEVER YOU NEED, WE WANT TO BE A

SUPPORT TO YOU. >> WE RESPECT YOU TO BE

THERE. >> WE'LL BE THERE.

>> YOU ARE A PART OF THIS. >> YEAH.

>> IT'S SO NICE TO SEE YOU WITHOUT A MASK ON.

>> YEAH. HOWEVER, YOU KNOW HOW TO REACH ME. YOU HAVE MY INFORMATION BUT I WANTED TO LET YOU KNOW WE WANT TO BE A PART OF THAT. UNFORTUNATELY BETWEEN NOW AND THE BEGINNING OF NOVEMBER WE'RE FOCUSED ON A LOT OF VOTING STUFF AND GETTING PEOPLE REGISTERED AND A LOT OF THAT SO WE'LL TOUCH BASE WITH YOU, LORI.

BUT WE ARE ALSO GOING TO BE WORKING ON THIS IN THE

BACKGROUND. >> SOUNDS GOOD.

>> THANK YOU, REALLY IS GETTING THE WORD OUT TO THE VENDORS BECAUSE IT'S, YOU'VE BEEN TO OUR FARMERS MARKET BEFORE AND ESPECIALLY THE ONES THAT HAVE A SPECIAL THEME TO THEM. SO THE MORE VENDORS THE MORE VARIETY OF VENDORS, THE MORE THAT IT TOUCHES EVERY SINGLE PART OF

[00:20:07]

EVERY CULTURE, EVERY DIFFERENT WAY THAT THIS COMMUNITY CAN BE REPRESENTED IS THE BEST.

SO THE, YOU KNOW, JUST GIVING US CONTACTS FOR THE VENDORS. I'LL MAKE SURE THAT YOU HAVE OUR EVENTS COORDINATOR'S INFORMATION AND THAT WAY THEY CAN TALK TO THEM AND GET SOME SPECIFICS FOR SURE. BUT

THANK YOU VERY MUCH. >> QUESTION. IN ADDITION TO THE VENDORS HOW ELSE WILL THAT CULTURAL DIVERSITY PIECE BE INTERWOVEN IN THE EVENT. ? WILL THERE BE PERFORMANCES? ARTS GROUPS? DISCUSSIONS? ANYTHING, I'M CURIOUS IF THAT IS AN OPTION.

>> I DON'T KNOW BECAUSE THE FARMERS MARKETS, THEY KIND OF, THEY MORPH. THEY CHANGE HERE AND THERE. I'M SURE ANYBODY WHO WOULD LIKE TO DO SOMETHING OTHER THAN BEING A VENDOR IF THEY HAVE A DISCUSSION WITH OUR EVENTS COORDINATOR, ANY PROPOSAL I'M SURE WILL BE CONSIDERED AND THEY CAN TAKE A LOOK AND SEE HOW THAT WORKS INTO THE FARMERS MARKET WHILE STILL MAINTAINING IT BEING THE

FARMERS MARKET. >> ONE MORE QUESTION. IN TERMS OF HOW WE DEFINE VENDOR, IF YOU ARE NOT NECESSARILY SELLING SOMETHING BUT MAYBE YOU ARE A NONPROFIT THAT WANTS TO SPREAD A MESSAGE OF DIVERSITY OR A CITIZEN ACCIDENTS GROUP ARE YOU ALLOWED TO APPLY TO HAVE A BOOTH OR TABLE AT THE EVENT?

>> I DON'T HAVE ALL OF THE SPECIFICS OF WHO CAN BE THERE, BUT I KNOW WHEN WE'VE HAD OTHER KINDS OF THEMES, THERE HAVE BEEN GROUPS THERE. I'M NOT SURE YOU NECESSARILY NEED TO SELL SOMETHING, BUT I CAN GET THAT INFORMATION FOR YOU AND OUR EVENT COORDINATOR, THEY HAVE AN APPLICATION THAT'S ON-LINE AND I KNOW THEY LOOK THROUGH ALL OF THAT. BUT I CAN GET THAT INFORMATION FOR YOU SPECIFICALLY. YOU ARE WELCOME.

OKAY. SO I HAD WORKING AT THE EVENT BILL ANGELICA, LORI, RUBE EARTH, WHO ELIMINATES -- RUNERT, WHO ELSE, JEFF, SHARRY. WHO ELSE, GREAT. OKAY. GREAT.

THANK YOU.

NEXT IS THE END OF FISCAL YEAR SUNSET FOR THE PRESERVING PARKLAND HISTORY SUBCOMMITTEE.

SO AGAIN THERE WERE SEVERAL MEETINGS.

SOME GREAT THINGS CAME OUT OF THAT AS WELL.

THE PARKLAND DAYS PARADE, THE C. A. B. WORKING ON THE HISTORICAL FLOAT. WE'LL BE TALKING ABOUT THAT. THAT'S GOING TO BE WONDERFUL. SHARRY HAS GOTTEN TOGETHER WITH ALL OF THE PRESIDENTS OF THE H. O. A.'S AND TALKED TO THEM ABOUT BRINGING HISTORY TALKS TO ANY OF THEIR MEETINGS SO WE'VE GOTTEN THE WORD OUT THERE AND THIS GROUP IS, HAS PUT IN SOME INPUT ON THE PORTAL PROJECT WHICH IS MOVING ALONG. WE'RE SLATED TO GET THAT COMPLETED BY THE END OF THE YEAR.

SO AGAIN WE'RE ALWAYS HERE AS A RESOURCE. SO, YOU KNOW, AT ANY TIME THAT WE CAN DO ANYTHING TO HELP PRESERVE PARKLAND'S HISTORY WE'RE HERE.

>> SURE. >> HAS THERE BEEN ANY INCREASE OR MORE AT LEAST INQUIRIES ON MEMBERSHIP FROM YOUNGER PEOPLE? I KNOW WE TALKED ABOUT THAT EARLY ON

[INDISCERNIBLE] >> GET YOU ON THE RECORD.

[INDISCERNIBLE] >> JEFF SCHWARDS, PARKLAND HISTORICAL SOCIETY. I LIVE IN THE RANGES, THERE HAS BEEN ACTUALLY NOT BUT NOT IN YOUNGER PEOPLE. WE'VE GOTTEN 4 NEW ADULTS THAT WERE ALL INVITED TONIGHT.

I'M SORRY THEY HAVEN'T SHOWN UP. THREE LADIES AND A YOUNG MAN. THEY HAVE ALL JOINED THE SOCIETY.

BUT NOTHING AS FAR AS YOUNG PEOPLE.

NO INTEREST, YOU KNOW, IN THE YEARS GONE BY WE ACTUALLY GOT CALLS FROM MOTHERS THAT WANTED THEIR STUDENTS, THEIR CHILDREN TO BE WORKING ON CREDITS BY HELPING THE HISTORICAL SOCIETY OUT. WE DID A LOT OF THAT YEARS GONE BY. HASN'T HAPPENED IN IF PROBABLY THE PAST 3 OR 4 YEARS.

BUT THAT WAS ALWAYS A GREAT PROGRAM.

KIDS CAME IN. THEY WERE EXCITED. THEY WERE GETTING COMMUNITY CREDITS, SCHOOL CREDITS.

HAVEN'T SEEN ANY OF THAT HAVE IN THE PAST COUPLE OF

YEARS. >> WE NOW HAVE 5 NEW AMBASSADORS FOR THE CITY THAT SHOULD HAVE A LITTLE MEETING WITH JEFF AND MAYBE COMMISSIONER CUTLER, THEY

CAN SIT DOWN, THE 7 OF THEM. >> AS A MATTER OF FACT IT'S ALREADY ON THEIR AGENDA, VICE MAYOR CUTLER IS ACTUALLY GOING TO GIVE A HISTORY TALK TO THEM IN

THEIR OCTOBER MEETING. >> EXCELLENT. PERFECT.

BECAUSE YOU GOT SOME RESOURCES RIGHT THERE THAT I KNOW ARE GOING TO BE VERY INFLUENTIAL TO THE STUDENT

BODY. >> ABSOLUTELY.

WE FOUND THAT'S ESSENTIAL TO OUR STUDENTS LEARNING ABOUT

[00:25:01]

LOCAL GOVERNMENT IS TO UNDERSTAND THE HISTORY OF OUR CITY. SO WE'VE MADE THAT SOMETHING THAT'S A

PRIORITY. >> EXCELLENT. PERFECT.

PUT THOSE KIDS TO WORK. >> THAT'S RIGHT.

PARKLAND DAYS IS MARCH 11. I KNOW IT HAS A 2023 DATE ON IT BUT IT IS' COMING UP QUICK. IF YOU THINK ABOUT IT. SO WHAT WE COULD DO IS GET AN UPDATE ON THE LEAD ASSIGNMENTS. WE'VE FOUR DIFFERENT ASSIGNMENTS. THE FLOAT BASE, THE FUNDING, DESIGN AND THE VOLUNTEERS.

SO I DON'T KNOW IF THERE IS ANY SPECIFIC UPDATES ON ANYTHING THAT HAPPENED FROM THOSE GROUPS.

>> I SPOKE WITH A COUPLE OF PLACES. I HAVE SOME IDEA OF WHAT WE NEED TO DO AS FAR AS THE BASE IS CONCERNED.

I WANT TO SIT DOWN AND SPEAK WITH JEFF A LITTLE PRIVATE ABOUT SOME OF THE IDEAS THAT WE HAVE THAT, BECAUSE HE WILL KNOW MORE THAN ANYONE IN THE WORLD BUT I HAVE A COUPLE OF COMPANIES THAT CAN PROVIDE WHEN THE TIME COMES.

IT'S JUST A MATTER OF TRYING TO FIGURE OUT DIMENSIONS AND

ALL THAT STUFF. >> YOU KNOW I DO HAVE A COUPLE OF ITEMS THAT I LEFT AT YOUR SPACES AND ONE OF THEM IS SOME MORE DETAILS. I HAVE GIVEN YOU A LIST OF DETAILS LAST TIME, BUT THIS IS, THEY KEEP ADDING TO THEM. AND THEY ARE STARTING TO PUT IN SOME INFORMATION IN HERE ABOUT THE SIZE SUCH AS NON-EXCEEDING 55 FEET IN LENGTH, CLEARANCE 12 INCHES FROM THE GROUND. WE HAVE THE BEGINNINGS GO THAT'S WHAT WE NEED. PERFECT. YOU ARE READING MY MIND.

OKAY. GOOD.

>> I HAVE A QUESTION AS FAR AS VOLUNTEERS, I REACHED OUT TO PEOPLE. THEY SAID WHAT WILL WE BE DOING? I THOUGHT, WELL, WE HAVEN'T REALLY HAD A MEETING ABOUT WHAT YOU NEED VOLUNTEERS FOR AND HOW I CAN ASSIGN THEM.

SO IF, IS THERE SUCH A MEETING THAT'S GOING TO GO ON OR YOU CAN GIVE ME MORE SPECIFICS SO I CAN LET SOME OF THE GROUPS KNOW AND PEOPLE THAT I REACHED OUT

TO? >> WELL, YOU WOULD NEED VOLUNTEERS TO ACTUALLY CREATE THE FLOAT. PUT THE FLOAT TOGETHER. MY GUESS IT'S PROBABLY A LITTLE CLOSER TO THE EVENT. YOU ARE GOING TO PROBABLY NEED TO FIGURE OUT WHO WILL BE THE DRIVER OF WHATEVER THE VEHICLE IS THAT YOU'LL HAVE. BUT VOLUNTEERS WOULD DEFINITELY BE NEEDED FOR CONSTRUCTION OF YOUR FLOAT.

>> FROM WHAT I UNDERSTAND A LOT OF THAT HAPPENS THE NIGHT BEFORE. A LOT OF IT. YEAH. OKAY. GOOD.

>> DEPENDING ON WHAT YOU ARE PUTTING TOGETHER.

YEAH. YOU MAY NEED SOME PEOPLE TO MAYBE CRAFT SOMETHING THAT'S THE SOLID BASE THAT MIGHT BE BENEATH EVERYTHING, BUT, YEAH. THE NIGHT BEFORE.

>> WE'RE GOING TO NEED LATE-NIGHT PLAYERS.

>> WE NEED TO ADVISORY BOARD WITH WHOEVER IS DESIGN -- COORDINATE WITH WHOEVER IS DESIGNING THE FLOAT. DO I

KNOW WHO THAT IS? >> OUR LEADS ARE DENICE AND

SHARRY [INDISCERNIBLE] >> WE'VE TALKED ABOUT MEETING BUT WE HAVE NOT HAD A MEETING.

WE'LL BE HAVING A MEETING. [LAUGHTER]

>> PLEASE INCLUDE ME AND LET ME KNOW WHAT EXACTLY, HOW MANY VOLUNTEERS YOU ARE LOOKING FOR, WHAT YOU MIGHT NEED THEM FOR. THAT WOULD BE GREAT.

>> OH, GOOD. >> ONE OF THE OTHER ITEMS THAT I LEFT FOR YOU AS WELL IS A SPONSORSHIP BROCHURE.

SO THAT'S, ANY WAY YOU CAN GET THE WORD OUT TO PEOPLE FOR SPONSORING PARKLAND DAYS WOULD BE WONDERFUL.

THEY'VE ALL DIFFERENT KINDS OF LEVELS OF SPONSORSHIP BUT NOW IS THE TIME TO KIND OF SET THE STAGE FOR THAT. SO CITY'S WEB PAGE GOING TO BE PUT TOGETHER WITH INFORMATION ABOUT THAT, BUT THEY WANT TO START GETTING THE WORD OUT FOR ANY SPONSORS. IF YOU KNOW ANYBODY WHO WOULD LIKE TO SPONSOR THIS EVENT, PLEASE

PASS THE WORD ALONG. >> IS THERE A DATE, ARE THEY GOING TO HAVE SEPARATE SUBWEBSITE FOR PARKLAND DAYS

ON THE WEBSITE? >> YES.

>> DO THEY HAVEN THEY'RE GOING TO PUT A DRAFT UP? SAFE THE DATE AND POST THIS ON THERE SO --

>> I DON'T HAVE A DATE FROM THEM.

UNFORTUNATELY WHAT HAPPENED IS THE COMMITTEE THAT HAS BEEN PUTTING TOGETHER PARKLAND SOMEDAYS TENDS TO MEET A AFTER THIS MEETING SO I THINK IT'S THE BEGINNING OF NEXT WEEK. SO USUALLY WHEN I GET TO THIS MEETING I DON'T HAVE THE MOST UP TO DATE INFORMATION. BUT IF I CAN GET A DATE FOR THAT, I'LL LET YOU KNOW.

>> I THINK IT WOULD BE HELPFUL.

>> OKAY. AND THEN OUR TOILETRY DRIVE FOR HARVEST DRIVE. WE MADE THE DETERMINATION AT THE LAST MEETING WHAT WE WOULD BE FOCUSED ON THIS TIME IS TOILETRIES. RENE TOLD US THAT IS SOMETHING THEY END UP SHORT ON IN THEIR STORE. SO WE'LL BE HOLDING THAT TOILETRY DRIVE AT THE DISEASE 4TH FORMERS

[00:30:04]

MARKET. AND IT NEEDS TO BE MARKETED OUT THERE FOR PEOPLE WHO COME BY THE FARMERS MARKET.

WHEN YOU DO BRING US SOME TOILETRIES. WE WOULD NEED MEMBERS OF THE BOARD TO DO A LITTLE MARKETING TO WORK AT THE EVENT AND THEN RENE HAD SAID THAT HARVEST DRIVE CAN COME BY AT THE END OF THE EVENT AND PICK EVERYTHING UP SO THIS ISN'T SOMETHING WHERE YOU NEED TO STORE ANYTHING. BUT THE MORE WE CAN GET PEOPLE AWARE OF IT AHEAD OF TIME THEN THEY KNOW WHEN THEY COME TO SHOP, THEY'RE GOING TO DROP THEIR STUFF OFF TO YOU BEFORE THEY

START SHOPPING. >> IF THE CITY DOES A FLYER OR SOME MARKETING MATERIALS, I CAN SHARE THOSE WITH THE, MY FELLOW H.O.A.PRESIDENTS IN THE COMMUNITY AND PERHAPS AT THE LIBRARY THERE COULD BE SOME FLYERS. THAT BOARD

CAN HELP CIRCULATE. >> I THINK JEFF HAS SOMETHING TO ADD [INDISCERNIBLE]

>> WOW. GOOD RESOURCE, I SEE JACKIE ALREADY WRITING.

>> I KNOW THAT THE, THAT WE PUT OUT COMMUNICATIONS ABOUT THE FARMERS MARKET IN GENERAL, BUT IF THE C. A. B.

WOULD LIKE TO PUT OUT SOME SPECIAL FLYER OR SOME SPECIAL COMMUNICATE, WE CAN ENSURE THAT IT GOES OUT.

THERE I DON'T KNOW IF WE WOULD HAVE SOMEBODY WHO WOULD LIKE TO CREATE SOMETHING FOR THAT. WE'D NEED THAT AND WE'D NEED TO KNOW WHO WOULD BE WORKING AT

THE EVENT. >> WANT THAT NOW OR FIND OUT

AT THE NOVEMBER MEETING? >> UP TO YOU.

>> I MEAN I'LL, I'M IN. THAT SOUNDS LIKE -- YEAH.

>> OKAY. ALL RIGHT. >> JACKIE, I RECALL WHEN WE DO THIS SOME YEARS AGO, IT WAS A LOT FUN WHEN WE HAD A C.A.B.TENT. WE ORGANIZED IT IN SHIFTS TO MAKE SURE WE HAD COVERAGE. SO I WAS CURIOUS IF THAT WAS WHAT

WE'RE INTENDING. >> IT'S UP TO THE BOARD.

>> YEAH. WE'LL, WHAT ARE THE HOURS?

>> 9:00 TO 1:00. WITH THE LIBRARY TENT WE USUALLY DO SHIFTS. WE HAVE SOMEONE COME AND SET UP AROUND 8:00.

THEN THEY'RE THERE FROM SAY 8 TO 10:30 OR 11:00.

NEXT SHIFT COMES IN AROUNDS 11:00. AT 1:00 THEY TAKE EVERYTHING DOWN. IT WORKS NICELY.

>> MAYBE IN NOVEMBER FOR THE NEXT MEETING EVERYBODY CAN GIVE AN IDEA. I KNOW ME. HAVING AN 11 AND A 16-YEAR-OLD I'LL BE IN THE AFTERNOON SHIFT BECAUSE I GOT TO GET THROUGH THE BREAKFAST PROCESS, EVERYTHING LIKE THAT SO I'LL DEFINITELY WORK THE

AFTERNOON AND TEARDOWN. >> I DON'T HAVE KIDS SO CAN

I DO THE AM AND HELP SET UP. >> O.K.

>> THERE YOU GO. >> ANYTHING ELSE ON OLD BUSINESS THAT YOU WOULD LIKE TO BRING UP? OKAY.

[10.Comments from Staff]

>> COMMENTS FROM THE STAFF? >> JUST A COUPLE OF THINGS.

I WANTED TO REMIND YOU ALL OF A VERY IMPORTANT DEADLINE. THAT IS SEPTEMBER 26TH.

THAT IS THE DEADLINE FOR YOU ALL TO GET IN YOUR BOARD AND COMMITTEE APPLICATIONS. IT'S VERY IMPORTANT, THE MEMBERSHIPS ON A BOARD AND COMMITTEE DON'T JUST FLOAT OVER TO THE NEXT YEAR. SO IF YOU ARE INTERESTED AND I REALLY HOPE YOU ARE INTERESTED IN STAYING ON THIS BOARD, PLEASE MAKE SURE THAT YOU GET YOUR APPLICATION IN BY SEPTEMBER 26 SO YOU CAN GET IT ON-LINE . AND I DID WANT TO ALSO LET YOU KNOW THAT THE FIRST YOUTH AMBASSADOR PROGRAM IS TOMORROW.

TOMORROW IS MORE OF AN ORIENTATION AND THEY WILL GET TO TALK WITH OUR CITY CLERK ALLISON, TO TALK ABOUT HOW TO TAKE MEETING MINUTES AND WHAT THE CITY CLARK'S OFFICE DOES. SO WE'RE STARTING OFF THIS MONTH WITH THAT. AS I SAID NEXT MONTH WE'LL HAVE THE VICE MAYOR THERE TO DO A LITTLE HISTORY TALK AND WE'LL BE GOING OVER SOME OF THE BASICS OF THE COMMISSION MANAGER FORM OF GOVERNMENT AND ALL OF THAT. SO WE'RE EXCITED ABOUT THE BEGINNING OF THE PROGRAM. DENICE, I'M GLAD THAT YOU BROUGHT UP IN YOUR COMMENTS ABOUT THE BOUNDARY MEETINGS FOR THE SCHOOLS.

SO YOU MENTIONED THE TWO MEETINGS.

I WANTED THE BOARD TO UNDERSTAND THAT THE DIFFERENCE BETWEEN THE TWO MEETINGS SO YOU DON'T MISS OUT. OCTOBER 3 MEETING IS AN INFORMAL MEETING FOR ANYBODY WHO WANTS TO SUBMIT A PROPOSAL AND THE DEADLINE IS OCTOBER 31ST FOR PROPOSALS. THE NOVEMBER 3 MEETING WILL

[00:35:02]

BE TO LOOK AT WHAT HAS BEEN PROPOSED.

SO ANYBODY WHO WANTS TO PROPOSE OCTOBER 3 MEETING IS WHERE YOU WANT TO BE, AND THERE IS A DEADLINE OF OCTOBER 31ST. THE WAY THAT YOU GET SOME MORE INFORMATION FROM THE SCHOOL BOARD IS BY GOING TO BROWARD SCHOOLS.COM/BOUNDARY PROCESS.

SO ANYBODY THAT YOU COME ACROSS THAT HAS QUESTIONS ABOUT THAT, THAT'S WHERE YOU WOULD SEND THEM TO GET MORE INFORMATION.

>> THIS IS SPECIFIC TO M.S.D.. IT'S NOT ANY OF THE OTHER SCHOOLS IN PARKLAND, IT'S JUST M.S.D.RIGHT THIS

COMING YEAR? >> YES, THANK YOU FOR THAT.

NORMALLY THEIR PROCESS INVOLVES EVERYBODY LOOKING AT EVERY SCHOOL IN THE COUNTY BUT THEY'RE JUST LOOKING AT M. S.D.AND FOR PARKLAND AND CORAL SPRINGS BECAUSE THOSE ARE THE COMMUNITIES AFFECTED SO

THANK YOU. >> PERFECT.

>> ALL RIGHT. WELL, I WOULD LIKE TO THANK VICE MAYOR CUTLER FOR COMING OUT. JEFF, TAN EEKA, THANK YOU FOR BEING A PART OF THIS. WE APPRECIATE YOU BEING HERE TONIGHT. WE HAVE OUR NEXT MEETING NOVEMBER 11TH, 2022 AT 6:00 P.M.

WITH THAT BEING SAID, CAN I GET A MOTION TOED A -- AD

JOHN. >> YOU DON'T HAVE TO DO T.

WE CAN STAY HERE ALL NIGHT IF YOU WANT. JEFF, DO WE

HAVE A SECOND? >> SECOND.

>> OK. ALL RIGHT. ANYONE OPPOSED? ALL RIGHT. WE ARE NAIAD JOURNALED. THANK
