MY CHILDREN ARE PART OF THE BROWARD COUNTY PUBLIC SCHOOL SYSTEM, AND I WAS ONE OF THE TEACHERS THAT AFTER THE TRAGEDY AT MSD THAT I OFFERED MY TIME AND SUBSTITUTED FOR SOME OF THE TEACHERS WHO COULDN'T RETURN. THE SCHOOL ITSELF IS IMPORTANT TO ME. I HAVE COLLEAGUES WHO WORK THERE AND PART OF THE COMMUNITY. I LIVE IN CORAL SPRINGS, BUT I AM ON THE BORDER OF PARKLAND. YOUR TARGET IS MY TARGET.

I AM HERE BECAUSE OF WHAT HAPPENED RECENTLY WITH THIS MAN, AND I USE THE TERM LIGHTLY, WHO DESECRATED THE MEMORIAL AT THE SCHOOL. BASICALLY I HAVE SOMEWHAT OF A CONCERN AND A QUESTION AND PERHAPS A SUGGESTION MOVING FORWARD. MY CONCERN IS, I READ WHAT HE WAS ARRESTED FOR ON FIVE COUNTS. THREE OF THEM WAS FOR THE DESECRATION PART, VANDALISM. I AM NOT SURE OF THE TERM IT USED. THEY ARE HOLDING HIM ON PREVIOUS CHARGES OF BATTERY AND VIOLATING PROBATION.

I DIDN'T SEE ANYTHING ABOUT ANIMAL ABUSE AND KILLING.

HE KILLED A DUCK AND A POSSUM AND A RACCOON.

THAT IS ACTUALLY VERY SERIOUS, AND I'M SURE YOU ALL KNOW THAT.

I HATE TO BRING UP NIKOLAS CRUZ'S NAME, BUT FOR ME, BEING IN THE SCHOOL SYSTEM NOW, IT HAS AFFECTED MY LIFE AS I'M SURE OTHER PEOPLE IN THIS ROOM, AND HE DID THE SAME THING.

HE WAS TORTURING ANIMALS ON SOCIAL MEDIA AND PEOPLE SAW IT AND NOTHING HAPPENED. RECENTLY IN TEXAS THAT SCHOOL SHOOTER WAS KILLING ANIMALS. YOU ALL KNOW -- I'M NOT TELLING YOU ANYTHING YOU DON'T KNOW. YOU ALL KNOW THIS IS HOW IT BEGINS. MY CONCERN IS, WOULD IT BE POSSIBLE TO MAKE HIM AND OTHERS LIKE HIM AN EXAMPLE? I WORK IN A HIGH SCHOOL AND THEY ARE SAYING, OH, THAT'S ALL HE GOT CHARGED FOR? I WANT TO TELL THEM, NO.

HE IS A VERY VIOLENT INDIVIDUAL. I DON'T THINK ANY OF US WANT HIM OUT AND ABOUT AND DOING THAT TO THOSE IN -- INNOCENT ANIMALS, YOU START WITH THAT AND THEN YOU MOVE TO CHILDREN.

I GUESS MY QUESTION IS, WHAT CAN I DO? IF THERE'S NOT A LAW THAT -- I MEAN, I UNDERSTAND THE DUCK AND THE RACCOON AND THE POSSUM ARE CONSIDERED PESTS, BUT REALISTICALLY, THEY'RE INNOCENT. THE CEREMONY REC COOK TPHAOEUZS -- RECOGNIZES LAW ENFORCEMENT AND CITIZENS PROTECTING FLORIDA'S CHILDREN AND HIGHLIGHTS THE NEED FOR COMMUNITIES TO WORK TOGETHER TO PROTECT CHILDREN FROM VICTIMIZATION.

A COUPLE OF THINGS THAT THERE WAS SOME OVER THE WEEKEND SOME SOCIAL MEDIA CHATTER REGARDING LIGHTNING ISSUES.

I DID REACH OUT TO OUR CITY MANAGER AND I ADD CONVERSATION WITH OUR PARK AND REC DIRECTOR JUST IN HOW TO INFORM THE PUBLIC MORE SO THAN NECESSARILY ARE LEAGUES.

I KNOW THE LEAGUES ARE TRAINED AND THEY GO THROUGH A PROCESS.

I KNOW A COUPLE YEARS AGO, MAYOR, YOU WERE STRONG IN ADVOCATING AND WE FOUND AN ISSUE THAT NOT EVERYBODY COULD SEE THE PROTECTORS. DETECTORS.

WE GOT DETECTORS AT TERRA MAR PARK.

HOPEFULLY WE CAN SEND OUT A MESSAGE TO BE VIGILANT.

WE DID HAVE A LIGHTNING STRIKE AT HENDRIX -- HENDRICKS FARM.

ESPECIALLY AT THIS TIME OF YEAR, 4:00, 5:00, YOU KNOW, IT RAINS AND LIGHTNING GOES OFF, AND JUST TO MAKE SURE WE ARE VIGILANT AND WE HAVE A ROBUST ENFORCEMENT APPROACH TO ENSURE THE SAFETY OF EVERYBODY. HOPING WE CAN START DOING THAT.

TOMORROW IS THE SOLID WASTE AND RECYCLING DELEGATE MEETING.

WE WILL ADDRESS THE INTER LOCAL AGREEMENT THAT STILL HAS WORK TO DO. AFTER TOMORROW'S MEETING, I WILL PROVIDE YOU WITH A MORE COMPREHENSIVE UPDATE.

I DO WANT TO THANK REPRESENTATIVE OCHOFSKY FOR FIGHTING TO GET US A FLOOD MITIGATION GRANT FOR THE RANCHES, AND A SHOUTOUT TO SHERRY AND CHRIS FOR THEIR GREAT WORK. JUST TO PUT THIS IN PERSPECTIVE, THERE WERE 971 PROJECTS SUBMITTED FOR CONSIDERATION FOR A TOTAL -- AND THIS IS STATEWIDE, BUT $846 MILLION.

ONLY 238 OF THOSE PROJECTS WERE AWARDED FOR A TOTAL OF 175 MILLION. GREAT WORK AND GREAT WORK BY REPRESENTATIVE CHOFSKY. THIS WAS NOT A COMBINATION OF THE SENATE AND THE HOUSE. THIS WAS A REPRESENTATIVE PROGRAM. THERE WAS A SHORT PERIOD FOR TIME SHARING SO KUDOS TO EVERYONE WHO WORKED ON THIS.

AND FINALLY I WANT TO CONGRATULATE ALLISON WHO IS ON THE FLORIDA MUNICIPAL -- THE FLORIDA LEAGUE OF CITIES MUNICIPAL CITIES COMMITTEE. YOU ARE GOING THERE WHEN?

AS MANY PEOPLE IN OUR COMMUNITY KNOW, TRAVIS SCAPINO HAS BEEN A DEDICATED -- HIM AND HIS WIFE AND THEIR ENTIRE FAMILY HAVE BEEN DEDICATED TO SERVING OUR COMMUNITY THROUGH PARKLAND SOCCER AND THE VARIOUS ATHLETIC ENDEAVORS. I ENCOURAGE RESIDENTS ESPECIALLY AS THE WEATHER DIPS COOLER TO GET OUT THERE AND ENJOY THE COVERED BRIDGE PARK.

IT IS A GREAT TREASURE ON THE EASTSIDE OF OUR CITY.

WE HAVE PARK -- PARKLAND FLAG FOOTBALL THAT KICKED OFF, NO PUN INTENDED AND SOCCER IS SIGNING UP.

WE HAVE THE SPLASH BASH COMING UP ON SATURDAY MORNING.

I ENCOURAGE THOSE WHO HAVEN'T SIGNED UP TO DO THAT.

I DON'T KNOW IF WE ARE AT CAPACITY OR NOT, BUT THAT IS ALWAYS WELL-ATTENDED. WE HAVE THE HUH -- HABAD IS DOING THE OPENING FOR ALYSSA'S PLAYGROUND ON SUNDAY MORNING.

THAT WILL BE A GREAT EVENT. AND THEN ONE OF OUR CHARITIES, A CHARITY THAT WAS STARTED NOT TOO LONG AGO TO HELP NEEDY FAMILIES AND SINGLE MOMS AND THOSE IN DIRE FINANCIAL STRAITS.

HOPEFULLY PEOPLE ARE NOT JUST USING THE ANNIVERSARY AS A TIME TO, YOU KNOW, REMEMBER AND REFLECT AND KIND OF PAY TRIBUTE TO THE PEOPLE WHO LOST THEIR LIVES AND AFFECTED BY IT, BUT ON A GOING FORWARD BASIS OF HOW IT CAN INFLUENCE AND COLOR WHAT WE DO ON -- DO GOING FORWARD AND HELP SOLVE OUR ISSUES AND BECOME A MORE UNIFIED NATION. ALSO HAD THE HONOR OF ATTENDING A TED DOICH FAREWELL RECEPTION. AFTER 12 YEARS OF SERVICE, THE MAN HAS A LENGTHY TRACK RECORD. ALL OF WHICH IS ALMOST UNPARALLELED IN TERMS OF THE DIFFERENT AREAS HE HAS HIT AND THE DIFFERENT POLICIES HE AFFECTED, WHETHER IT IS LGBTQ TO GUN VIOLENCE AND HIS SUPPORT TO THE MSD FAMILIES IN THE WAKE OF THE TRAGEDY AND TO ISRAEL AND MANY OF THE ISSUES OF HOMELESSNESS AND HUNGER. LISTENING TO HIS SPEECH OF HIS ACCOLADES IS SOMETHING THAT I THINK MOST PEOPLE CAN ONLY DREAM ABOUT IN A LIFETIME CAREER. HE HAS DONE IT IN A RELATIVELY SHORT PERIOD OF TIME. WE ARE EXTREMELY GRATEFUL FOR HIM AND LOOKING FORWARD TO SEEING WHAT HE DOES IN HIS NEW ROLE. IT WAS NICE TO SEE WHAT PUBLIC SERVICE CAN AND SHOULD BE ABOUT. HE IS A GREAT EXAMPLE OF THAT.

I ALSO ATTENDED THE COVERED BRIDGE PARK CEREMONY WHICH WAS ALSO A BEAUTIFULLY VENT. BEAUTIFUL EVENT.

THANK YOU TO THE CITY STAFF FOR PUTTING THAT TOGETHER.

NOT ONLY BRINGING NEW COMMISSIONS TOGETHER, BUT MEMBERS OF PARKLAND YEARS AGO FROM MAYOR MARKS TO THE OTHER COMMISSIONERS AND THE PEOPLE WHO ALL PLAYED A ROLE IN MAKING THE DECISION. I THINK IT IS IMPORTANT TO RECOGNIZE THE DECISION THAT WAS MADE YEARS AGO IS FINALLY COMING TO FRUITION. IT SHOWS THAT WHILE SOMETIMES THE VOTES MAY NOT MAKE AN IMPACT TOMORROW, IT REALLY DOES MATTER.

I AM GRATEFUL TO WORK WITH YOU ON THESE.

THERE ARE A BUNCH OF BIG ISSUES BEFORE US.

THEY ARE GOING TO HAVE AN IMPACT ON THE CITY ONE WAY OR ANOTHER IN THE FUTURE. I AM HAPPIFUL THAT WE CAN LEARN FROM THE HISTORY AND USE IT ON A GOING FORWARD BASIS.

I WANT TO MENTION THE FACT THAT ON AUGUST 27TH, I HAD THE OPPORTUNITY TO ATTEND THE PORK LAND FORCEMAN'S ASSOCIATION YEAR-END AWARD BANQUET. IT WAS REALLY GREAT.

AND LET EVERYBODY KNOW THAT THE HISTORY OF OUR CITY BEGAN WITH INVOLVEMENT BY OUR RESIDENTS IN HORSES AND A LOT OF EBG -- EQUINE EVENTS. THE HORESEMAN'S ASSOCIATION, THE PARKLAND HORSEMAN'S ASSOCIATION IS VERY ACTIVE.

ON THE 24TH AND THE 25TH OF THIS MONTH, THEY WILL BE AT THEY QUESTIONS STKRAOE -- THE EQUESTRIAN CENTER WITH THEIR SHOW. IF YOU ARE NEW TO THE CITY OR OLD TO THE CITY AND HAVEN'T SEEN THE HORSES IN AWHILE, THAT'S A GOLDEN OPPORTUNITY TO SEE WHAT THE CITY STARTED WITH.

I ALSO HAD AN OPPORTUNITY TO ATTEND THE COVERED BRIDGE RIBBON CUTTING. I WANT TO THANK THE FORMER COMMISSIONER VICE MAYOR WHO IS ONE OF THE COMMISSIONERS WHO LOBBIED STRONGLY AND I TOO HAD AN OPPORTUNITY TO ATTEND AND TED HAS DONE A LOT FOR OUR KPHAOEUP. I KNOW HE WILL DO A LOT OF OTHER GREAT THINGS. I WISH HIM WELL.

AS TO 9/11, FROM A HISTORICAL PERSPECTIVE FOR THOSE WHO ARE IN THAT YOUNGER SET, WE DO CONTINUE ON A DAILY BASIS TO HAVE A MEMORIAL HERE AT THE PARKLAND LIBRARY FOR THE 9/11 EVENT.

MAYOR MARKS WAS ABLE TO SECURE PIECES OF THE TOWERS.

BROWARD COUNTY IS A BIG STATE. WE HAVE MORE PARCELS THAN EXISTS IN MANY STATES. WE WERE ABLE TO PROSECUTE AND CONVICT TWO PEOPLE THAT STOLE $12 MILLION OF PROPERTIES IN BROWARD COUNTY AND NEW YORK.

ONE OF THE PEOPLE CONVICTED RAN FOR THE STATE SENATE IN BROWARD COUNTY AND FORTUNATELY LOST. WE WORK WITH THE U.S. ATTORNEY'S OFFICE IN THE SOUTHERN DISTRICT OF FLORIDA AND PROSECUTED A MARRIED COUPLE WHO STOLE MILLIONS OF DOLLARS OF PROPERTY IN BROWARD COUNTY AND THEY ARE GOING TO JAIL FOR A LONGTIME.

AND FOR THE RECORD, THE PROPOSED OPERATING MILLAGE RATE FOR 2023 IS 4.29.79MILLS.

AND THE PROPOSED MILLAGE IS 7.60 MORE THAN THE ROLL BACK RATE OF 3.9943. CALCULATED PURSUANT TO FLORIDA

IT IS THE FIRST BUDGET HEARING ON THE MILL -- MILLAGE RATE.

IT IS THE SECOND AND FINAL HEARING FOR THE FIRE AND SOLID WASTE ASSESSMENT. THE HEARING WILL BE NEXT WEDNESDAY. HERE IS EXACTLY WHAT WE WERE THINKING. IT WAS SECONDS .6 MILLION AND IT WAS JUST ABOUT A 10% INCREASE. OUR NEW CONSTRUCTION VALUE WAS 142 MILLION AND OUR TOTAL INCREASE WAS 602 MILLION.

AS MARTY SAID, 82% OF OUR HOMES ARE HOMESTEADED.

THEY CANNOT INCREASE MORE THAN 3% IN PROPERTY VALUE IN ANY GIVEN YEAR. THAT IS KEY WITH US BEING A HOMESTEADED COMMUNITY. 82% AND TAKE ADVANTAGE OF THAT HOMESTEAD. AGAIN, THIS BUDGET AS WE MENTIONED IN JULY AND AUGUST IS 4.2979 MILLS WHICH WAS THE SAME AS LAST YEAR BASED ON THE 6.6 BILLION PROPERTY VALUE.

REVENUE WILL INCREASE 2.3 MILLION WHICH IS JUST BELOW -- 27 MILLION EXCUSE ME. AS ANTHONY SAID IT IS CALCULATED WITH 3.9943 MILLS. AS DIRECTOR OF STRATEGIC PLANNING IN APRIL AND THEY GAVE US PERMISSION TO INCREASE $290 PERES DEN SHALL USE IT IS INCREASING A MILLION DOLLARS AND THE POSSIBILITY TO ADD TO THE FIRE ASSESSMENT.

CURRENTLY IT IS $310 PER HOUSE. HERE YOU CAN SEE WHERE WE HAVE BEEN HISTORICALLY FOR THE LAST TENNIS CAL YEARS.

LAST 10 FISCAL YEARS. WE DID A FIRE ASSESSMENT STUDY THAT WILL SHOW UP TO $350 PERES DEN SHALL UNIT -- PER RESIDENTIAL UNIT. THIS WAS THE FIRST TIME WE DID THIS ASSESSMENT SINCE I BELIEVE 2010.

IT WAS LONG OVERDUE GIVEN THE GROWTH WE HAVE SEEN IN THE LAST 10 TO 12 YEARS. OUR SOLID WASTE ASSESSMENT IS INCREASING FROM $403 TO $417. THIS IS AN AGREEMENT WITH WASTE MANAGEMENT. BASED ON THE CONTRACT IT CAN ONLY GO 3.5% IN ANY GIVEN YEAR. THAT'S HOW YOU GET FROM 403 TO 417. AS WE MENTIONED IN PREVIOUS SESSIONS ONCE WE GET TO FISCAL YEAR 2025, WE HAVE NO OTHER INCREASES AND WE STOP GETTING NEW GROWTH.

WE WILL HAVE OPERATIONAL COSTS FOR THE NEW 36-ACRE PARK AND CONTRACTUAL INCREASES. WE WILL INCREASE MORE THAN OUR NATURAL INCREASES. THOSE WILL BE FUTURE DISCUSSIONS HELD AT FUTURE STRATEGIC PLANNING SESSIONS.

I WANT TO ILLUSTRATE TO ANY RESIDENTS IN THE AUDIENCE OR ANYONE WATCHING AT HOME, THIS IS THE COMPONENT OF YOUR TAX BILL.

A LOT OF PEOPLE ARE MISTAKEN WHEN THEY THINK ALL OF THEIR TAXES GO TO THE CITY OF PARKLAND WICH IS NOT TRUE.

THIS CHART ILLUSTRATES THAT THE CITY RECEIVES 23% OF THE TAX

BILL WITH THE SCHOOL BOARD AND BROWARD COUNTY MAKING IT TWO-THIRDS OF THAT. AND THEN A LITTLE SMALL CHUNK BETWEEN HOSPITAL DISTRICTS AND SOUTH FLORIDA WATER MANAGEMENT DISTRICT AND A FEW OTHER SMALLER AGENCIES.

THIS IS HOW WE COMPARE TO OTHER NEIGHBORING CITIES.

IT IS TWO MILLS LOWER THAN THE NEIGHBORING CORAL SPRINGS AND COCONUT CREEK AND EVEN LOWER THAN -- MORE OF A DIFFERENCE BETWEEN MARGATE AND TAMARACK. ALL OF THIS WAS SAID PREVIOUSLY.

WE ARE ADDING THREE NEW POSITIONS.

THE FLEET MECHANIC TO SERVICE THE EVER-GROWING FLEET.

BY DOO -- BY DOING THAT WE ARE ELIMINATING FOUR POSITIONS.

IT CALLS FOR A COST OF LIVING INCREASE AND SO WE ARE GIVING THEM A 5% COST OF LIVING INCREASE.

THERE ARE INCREASES OF 0 TO 3% IN THE BUDGET.

ONE THING THAT IS REALLY EXCITING FOR US IS WE ARE GOING TO INCREASE THE CITY CONTRIBUTION TO THE RETIREMENT FUND. ANOTHER EXCITING THING IS IF THEY PUT THEIR SALARY IN, THEY WILL MATCH FOR ALL FULL TIME EMPLOYEES CITY WIDE. HEALTH INSURANCE IS GOING UP WHICH IS GREAT. THAT WAS 29%.

GENERAL INSURANCE IS GOING UP WHICH HAS BEEN BUDGETED ACCORDINGLY. BSO IS INCREASING $700,000.

AS MENTIONED BEFORE CORAL SPRINGS IS GOING UP A MILLION DLLARS. STABLIZATION COVERS US IN THE EVENT OF ANY EMERGENCY SITUATIONS AND WE CAN BRIDGE THAT GAP. INSURANCE DEDUCTIBLE OF 2.5% OF THE COVERED PROPERTY. OUR INFRASTRUCTURE REPLACEMENT FUNDING, WE HAVE INCREASED $50,000 SINCE THE JULY MEETING.

WE HAVE $500,000 SET ASIDE FOR EQUIPMENT REPLACEMENT GOING FORWARD. BASE -- BASED ON WHERE WE ARE WE ARE SEEING 9.7%. THAT'S FOR ALL OF THE LABOR INCREASES AND COST OF FUEL. THE COST OF DOING BUSINESS IS SKY ROCKETING, UNFORTUNATELY. I WON'T GO THROUGH THESE IN THAT MANY DETAILS, BUT THE ONE THING THAT REALLY CHANGED IS THAT BASED ON YOUR GUIDANCE WE ADDED $200,000 FOR LIGHTING.

WE MOVED THAT UP FROM FISCAL 24 TO 23.

YOU WILL SEE THAT HIGHLIGHTED IN GREEN ON THIS SLIDE.

OTHERWISE FROM THE PROPOSED WE REMOVED THE $625,000 FOR PARKSIDE DRIVE AND THEN WE MOVED PINE TRAIL PARK ENHANCEMENTS FROM THE REPLACEMENT FUND AND ADDED AN ADDITIONAL $100,000 TO BRING THAT TO $500,000 FOR 2023. THESE WERE ALL OF THE PROJECTS PRESENTED IN JULY. THERE WERE NO CHANGES HERE.

FOR THE ARPA FUND, WE HAD TWO -- ONE OR TWO OUT STANDING AND $1.5 MILLION. YOU WILL SEE THAT WE ACTUALLY REDUCED WHAT IS GOING TO BE THE ADOPTED AMOUNT BY THOSE OUTSTANDING PURCHASE ORDERS. YOU WILL SEE A LITTLE DECREASE IN THE OVERALL BUDGET BASED ON THE DESIGN SERVICES.

WE WANT TO POINT OUT THAT BACK TO A MONTH AGO WE RECEIVED 8.5 MILLION FROM THE STATE WHICH WE WERE HAPPY TO SEE.

WE MOVED THE PLAYGROUND TO THE CAPITAL IMPROVEMENT FUND.

OTHERWISE ALL OF THE -- ALL OF THESE HAVE STAYED THE SAME IN JULY AND AUGUST AND THERE WERE NO CHANGES.

THE PROPERTY VALUES WENT UP AND THE MILLAGE WENT UP AND WE ALSO INSTITUTED A FRANCHISE FEE WITH FPNL.

I KNOW PEOPLE DON'T TALK ABOUT IT AND I DON'T SEE IT IN THE REPORT. WHY ARE WE STILL GOING AHEAD WITH THE FRANCHISE FEE? I HEARD AT THE TIME THAT THIS WAS GOING TO BE A TEMPORARY THING, BUT NOW IT LOOKS LIKE A PERMANENT THING. I KNOW IT'S NOT A LOT OF MONEY.

LOW -- LOCATION, CHARACTER AND SIZE, PROVIDE REGULATIONS RELATED TO DRIVEWAY WIDTH FOR SINGLE FAMILY DWELLING UNITS, PROVIDING CONFLICT AND AN EFFECTIVE DATE. THIS IS THE SECOND READING.

AS A REMINDER WHAT WE DISCUSSED BEFORE IS DEALING WITH OFF STREET PARKING AND DRIVEWAY EXPANSION.

IT IS IN SECTION 9520 OF THE CODE.

SKWR*EUGS TO RE-- JUST TO REMIND YOU OF TERMS THAT IS IMPORTANT, LOCK FRONTAGE IS THE -- LOT FRONTAGE IS THE WIDTH OF THE LOT AT THE BACK EDGE OF THE SIDEWALK.

AND IMPORTANT TO THE ORDINANCE IS AN UNDERSTANDING AND DEFINITION OF THE REQUIRED FRONT YARD.

THAT'S THE AREA BETWEEN THE MINIMUM FRONT SETBACK LINE AND THE FRONT PROPERTY LINE. YOU CAN SEE THE EXPANSIVE WIDTH OF THE LOT. IT DOESN'T ALWAYS COME UP TO THE FACE OF THE HOUSE BECAUSE SOMETIMES THE HOUSE IS SET FURTHER BACK FROM THE MINIMUM SETBACK.

THAT YARD AREA IS THE MINIMUM SETBACK IN THE FRONT TO THE FRONT PROPERTY LINE TO THE WIDTH OF THE LOT.

JUST TO GIVE YOU AN EXAMPLE OF HOW THOSE NUMBERS LOOK, WHEN YOU HAVE A SMALL LOT AND THAT'S PRIMARILY WHERE THE STAFF HAS BEEN FOCUSED ON VERSUS THE LARGE E -- LARGER LOT, WHEN YOU HAVE A SMALL PLOT WITH A TYPICAL SINGLE-FAMILY HOME ON A 50 OR 55-FOOT WIDE LOT WITH A TWO-CAR DRIVEWAY, YOU GENERALLY HAVE ABOUT 20 FEET CROSSING TO THE SIDEWALK.

IT IS CROSSING THE LOT FRONTAGE. AND WHEN YOU GET INSIDE, THE COVERAGE THAT IS IN THE REQUIRED FRONT YARD IS THE DRIVEWAY THAT IS IN THE YARD BETWEEN THE HOUSE AND THE SIDEWALK.

ON A TYPICAL TWO-CAR DRIVEWAY YOU CAN SEE THAT ABOUT 40% ON A 50-FOOT WIDE LOT. A LOT OF HOMEOWNERS ARE REQUESTING PERMITS TO EXPAND THOSE DRIVEWAYS.

RIGHT NOW THE CURRENT QUOD ONLY REQUIRES A 5-FOOT SETBACK ON EACH SIDE. IF THAT EXPANSION OCCURRED, AND THIS WAS A RECENT PERMIT, IT WOULD GO TO APPROXIMATELY 80%.

YOU GET UP ABOVE 75 -- 70, 75% AND THAT'S WHEN YOU START TO SEE A SIGNIFICANT CHANGE IN THE WAY THE LOT LOOKS ON THE STREET.

THE REASON THIS HAS -- THIS ISN'T A PROBLEM FOR THE LARGER LOT IS THIS SCENARIO HERE. YOU ARE DEALING WITH LIKE THE

PINE TREE LOT WHICH IS 142 FEET IN WIDTH AND 330 IN DEPTH, THE FRONT YARD FOR THAT TYPE OF LOT IS 75 FEET IN DEPTH VERSUS ON A SMALLER LOT. AND THEN BECAUSE OF THE WIDTH IT IS 142 FEET WIDE BY 75. TYPICALLY WE SEE THE PARKING OCCURRING UP NEXT TO THE HOME THAT'S BEHIND THE 75-FOOT MINIMUM SETBACK LINE. USUALLY WE WILL SEE A SINGLE DRIVEWAY MAYBE 20 FEET WIDE GOING BACK TO VEHICULAR COURT.

WHEN YOU HAVE THIS KIND OF A SCENARIO IT COVERS 15%.

YOU CAN SEE WITH THE MINUTE -- WITH THE MINIMAL COVERAGE, IT IS NOT THE LARGE -- LARGER LOTS WITH THE PROBLEM.

IT IS THE SMALLER LOT. THIS IS AN EXAMPLE OF THE LOTS WE WERE SHOWING YOU. THE HOUSE ON THE LEFT IS THE 50-FOOT LOT AND IT IS SPANNED TO THE MINIMUM SITE SETBACKS.

THE PICTURE TO THE BOTTOM LEFT THEY EACH HAVE FIVE-FOOT SETBACKS. THE VISUAL ON THE RIGHT IS A LARGER LOT THAT YOU CAN SEE THE STREETS ARE NARROW AND THERE IS NO SIDEWALK SO THE SWAIL APPEARS TO BE PART OF THE FRONT YARD.

AND WITH THE SETBACK, THE CARS ARE WAY BACK NEAR THE HOUSE.

>> WE ARE DEALING WITH TWO REGULATIONS.

ONE IS THE AMOUNT OF DRIVEWAY THAT CROSSES FROM THE STREET AND CROSSES SWAIL UP TO THE SIDEWALK.

THAT'S TO HELP PRESERVE THE STREET IN THE SWAIL AREA.

AND IT IS THE APPEARANCE ON THE STREET.

FOR 60-FOOT LOTS, THE MAXIMUM DRIVEWAY IS 30 FEET OR LOTS BETWEEN 60 AND A HUNDRED FEET OF FRONTAGE.

WE ARE TALKING ABOUT 40 FEET. AND THEN LOTS HAVING OVER 100 FEET OF FRONTAGE WOULD BE ABLE TO HAVE 60 FEET OF DRIVEWAY CROSSING. REMEMBER, THIS IS THE AREA THAT CROSSES OVER FROM THE STREET TO THE BACK EDGE OF THE SIDEWALK AND ACROSS SWAIL. THE SECOND REGULATION DEALS WITH HOW MUCH PAVEMENT YOU CAN HAVE IN THE REQUIRED FRONT YARD AREA.

AND BECAUSE THERE IS SO MANY DIFFERENT -- [INAUDIBLE] HEAD PARKING FROM THE STREET, WHAT WE ARE DOING IS PUTTING A PERCENTAGE OF HOW MUCH OF THE REQUIRED FRONT YARD CAN BE PAVED. OF COURSE, THE SMALLER THE LOT, THE SMALLER THE FRONT YARD AND THE HIGHER PERCENTAGE IN EXPANDING YOUR DRIVEWAY. WE ARE RECOMMENDING 75% ON A 60-FOOT OR LESS FRONTAGE LOT AND 70% FOR 60 TO 100 AND 50% FOR LOTS OVER 100 FEET OF FRONTAGE. THIS IS AN EXAMPLE OF THE 60-FOOT LOT THAT STARTED OUT WITH THE 20-FOOT TWO-CAR DRIVEWAY. YOU CAN SEE THE FRONTAGE ON THE LOT IS 54 FEET. THE COVERAGE IN THE FRONT YARD IS ABOUT 40%. SO THAT LOT LOOKS FINE.

EVERYTHING IS NICE AND GREEN IN THE FRONT.

THE SECOND EXAMPLE IS UNDER THE CURRENT CODE.

THE TWO SETS ARE REQUIRED IF YOU CAN DEAL WITH DRAINAGE.

THAT INCREASES THE REQUIRED FRONT YARD TO 81 AND 82%.

THAT'S WHEN YOU START SEEING A SIGNIFICANT VISUAL I'M PABLT -- IMPACT. IT GOESES FROM PARKING TWO DRIVEWAY VEHICLES TO APPROXIMATELY FIVE.

UNDER THE CURRENT -- I'M SORRY. UNDER THE PROPOSED CODE, THESE ARE TWO SCENARIOS THAT WOULD BE POSSIBLE WITH THE SAME-SIZE LOT.

THE TWO-CAR DRIVEWY COULD BE EXPANDED TO THREE.

THAT WOULD GIVE YOU 30 FEET OF PAVEMENT IN -- IN LIEU OF THE CURRENT. AND IT WOULD GIVE YOU THREE SIDE BY SIDE PLUS THE TWO-CAR GARAGE. AND THEN DOWN BELOW IS AN EXAMPLE OF A CIRCULAR DRIVE. AND AGAIN, REMEMBER THE 12 AND THE 18, THE CROSSING OVER IS LIMITED TO 30 FEET ON THIS SIZE LOT. SO YOU CAN EITHER HAVE ONE DRIVEWAY AT 30 OR YOU COULD POTENTIALLY HAVE A CIRCULAR DRIVEWAY AND MAX OUT THE 30-FOOT FRONTAGE ALSO.

BECAUSE THE CIRCULAR DRIVE HAS MORE PAVEMENT, THAT LOT COVERAGE IS ABOUT 62, 63%. WE DO HAVE A REQUIREMENT FOR A SEPARATION BETWEEN THOSE DRIVEWAYS TO GET THE GREEN SPACE IN THE MIDDLE WHICH HELPS THE STREET APPEARANCE.

HERE IS THE VISUAL OF HOW THIS KIND OF LOT WOULD LOOK.

IF THAT LOT SPABDED TO THE -- EXPANDED TO THE FIVE-FOOT SETBACKS ON EITHER SIDE IT WOULD LOOK LIKE THE PICTURE ON THE

THEY PROVIDED THE CIRCULAR DRIVE AND THE LANDSCAPING REQUIREMENT IN THE MIDDLE AND YOU CAN SEE THE VISUAL ON THE RIGHT SIDE OF HOW THAT WOULD LOOK. YOU GET A LOT MORE VISUAL FROM THE STREET, BUT THERE IS A NEED FOR THESE HOMES TO HAVE ADDITIONAL PARKING. IF YOU GET INTO THE LARGER LOT, YU KNOW, THE SITUATION IMPROVES BECAUSE YOU GENERALLY HAVE LARGER SIDE YARDS THAN THE FIVE FOOT THAT WE CAN SEE ON THE SMALLER LOTS. THIS EXAMPLE IS A 72-FOOT WIDE LOT WITH A THREE-CAR GARAGE AND A THREE-CAR DRIVEWAY.

IF THEY EXPAND OUT TO WHAT IS ALLOWED BY THE CURRENT CODE, THAT LOT COVERAGE IN THE FRONT YARD WOULD BE AROUND 79%.

BECAUSE OF THE DEPTH OF THIS HOUSE BEING BACK, THIS HROLT -- LOT WOULD PARK THREE CARS IN THE GARAGE AND 10 OR 11 VEHICLES IN THE DRIVEWAY. JUST A NOTE ON THE CURRENT CODE, THE LANDSCAPE SHOWN IN THE MIDDLE WOULD NOT BE REQUIRED.

THE LOT COVERAGE WOULD BE 57% AND IT ADDS TWO MORE DRIVEWAY VEHICLES. YOU CAN SEE THE GREEN SPACE BECAUSE THIS IS MORE OF A CIRCULAR DRIVEWAY CONFIGURATION.

THE SMALLER THE LOT, THE MORE SIGNIFICANT THE IMPACT.

IF YOU ARE A SMALL LOT WITH A THREE-CAR DRIVEWAY, THAT'S ALL YOU COULD GET. THERE IS NOT ENOUGH PAVEMENT FOR A WHOLE OTHER SPACE. WITH EVERYONE ELSE, IT IS PRETTY FLEXIBLE. IT IS A PERCENTAGE OF THE REQUIRED YARD LAID OUT HOW YOU WOULD LIKE.

WE WILL REVIEW IT AND A VEHICLE CAN ACTUALLY TRAVEL TO THE SPACE. THE OTHER REQUIREMENT ADDRESSES THE CROSSING FROM THE SIDEWALK TO THE STREET AS A WAY TO

AND I WANTED TO HIGHLIGHT, IF YOU ALLOW ME BRIEFLY, AFTER WE HAD THE TWO CASES WE PUT A NUMBER OF EFFORTS IN PLACE. MOST OF WHICH I CAN'T TALK ABOUT PUBLICLY, BUT WE HAD MANY THINGS IN PLACE TRYING TO CATCH THIS CRIMINAL. ONE OF OUR DEPUTIES WAS DOING HER ROUND OF PATROLS AND LOCATED A THIRD ANIMAL.

BASED ON HER WORK WE BACKTRACKED AND IDENTIFIED A VEHICLE.

LATER THAT NIGHT ONE OF OUR OTHER DEPUTIES WORKING SAW THE VEHICLE AND CONDUCTED A TRAFFIC STOP AND WAS ABLE TO IDENTIFY THE DRIVER WHO LATER WE IDENTIFIED AS BEING A CRIMINAL.

HAD THEIR EFFORTS NOT BEEN IN PLACE, WE MAY HAVE NEVER CAPTURED THIS PERSON. I WANT TO COMMEND THE DEPUTIES AND THE SERGEANT FOR THEIR EFFORTS ON THIS CASE.

WITHOUT THEIR WORK, THE THREAT MENTIONED WOULDN'T HAVE GOTTEN WHAT THEY HAD. THEY DID A GREAT EXTENSIVE FOLLOW-UP INVESTIGATION. HE IS CURRENTLY IN CUSTODY ON 9 CHARGES AND HAS NO BOND HOLD SO IS NOT GETTING OUT ANY TIME SOON. IN ADDITION TO THAT, WE HAVE HAD A COUPLE OF THEFT OF APPLIANCES TAKEN FROM HOMES UNDER CONSTRUCTION IN PARKLAND BAY. AND WE ARE WORKING WITH OUR STATEWIDE PROSECUTOR. WE HAD LED LIGHTING TAKEN FROM A HOME UNDER CONSTRUCTION. WE HAD A STABBING AT CYPRESS HEAD. THERE WERE ADULT MALES AT A PARTY AND PARTYING TOO MUCH. ONE STABBED THE OTHER IN THE ABDOMEN. HE SURVIVED.

IT WAS A MINOR WOUND, ALL THINGS CONSIDERED, AND HE WAS ARRESTED THAT NIGHT. WE RECENTLY HAD A VEHICLE BURGLARY AT PINE TRAILS PARK WHERE THEY SMASHED THE WINDOW AND UNFORTUNATELY TOOK SOMEONE'S WORK TOTE AND ELECTRONICS AND THINGS LIKE THAT. WE WANT TO REMIND THE COMMUNITY, PLEASE DON'T LEAVE YOUR VALUABLES IN YOUR CAR.

I KNOW IT IS EASY AND WE ARE RUNNING AROUND AND TRYING TO GET KIDS TO PRACTICE OR THE PARK AND WE MAY FORGET THAT WE HAVE VALUABLES IN THE CAR. THAT'S WHAT CRIMINALS ARE WAITING FOR AND THEY ARE JUST WAITING FOR THE OPPORTUNITY.
