[1. Call to Order]
[00:00:06]
>>> GOOD EVENING, EVERYONE. I WOULD LIKE TO CALL THIS CITY COMMISSION WORKSHOP FOR THE CITY OF PARKLAND. THE PLEDGE.
>> PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA.
AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDERGOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.
>> ROLL CALL. >> COMMISSIONER IZRA.
>> HERE. >> VICE MAYOR CUTLER.
>> HERE. COMMISSIONER MAYERSON.
[4A. School Board Boundaries]
>> HERE. >> COMMISSIONER BRIAR.
>> GOOD EVENING, MAYOR, VICE MAYOR AND FOR THE RECORD, JACKIE WAYMAYER. TONIGHT'S WORKSHOP WILL BE TALKING ABOUT SCHOOL BOUNDARIES ANDPHYSICALLY FOR MARJORIE STONE MAN DOUGLAS HIGH SCHOOL. NORMALLY EVERY YEAR BROWARD COUNTY SCHOOL BOARD CONDUCTS AN ANNUAL BOUNDARY PROCESS.
THAT IS SOMETHING THEY HAVEN'T DONE IN THE PAST FEW YEARS BECAUSE OF COVID. BUT BECAUSE OF SOME COMMUNITY CONCERNS AND CONCERNS YOU HAVE FOR THE SCHOOL BOARD IT IS JUST FOR MARJORIE STO*EPB -- STO*EPB -- STONEMAN DOUGLAS.
NORMALLY THEY WOULD OPEN THIS UP TO ANYBODY IN THE PUBLIC RESIDING IN BROWARD COUNTY AND ANYBODY CONCERNED.
BUT -- DID YOU HAVE A QUESTION? >> HELLO SCHOOL BOARD MEMBER.
>> HELLO. >> THEY WILL BE LIMITING THIS JUST TO THE COMMUNITIES OF PARKLAND AND CORAL SPRINGS.
TONIGHT WHEN I TALK ABOUT COMMUNITY, WE ARE REALLY TALKING ABOUT THE MSD COMMUNITY AND THAT'S GOING TO BE BOTH THE CITIES THAT ARE AFFECTED BY THIS.
WHAT IS THE CONCERN AT MSD? THE PAST FEW YEARS IT HAS BEEN OVERCROWDED. AGAIN THIS YEAR IT IS OVERCROWDED. IN LOOKING AT THE LEVEL OF SERVICE NUMBERS WITH THE FIRST DAY ENROLLMENT, IT LOOKS LIKE THERE ARE 191 STUDENTS OVER CAPACITY.
HOW DID THEY DETERMINE THIS? THERE IS A TRI-PARTY AGREEMENT THAT IS AN AGREEMENT BETWEEN THE COUNTY, THE SCHOOL BOARD AND ALL OF THE MUNICIPALITIES IN -- MUNICIPALITIES.
IN THE TRILA THERE IS SOMETHING CALLED THE LEVEL OF SERVICE.
THE LEVEL OF SERVICE WANTS TO ENSURE THAT THE SCHOOLS ARE IN 100% OF THE GROSS CAPACITY OR 110% OF THE PERMANENT CAPACITY IN THE SCHOOLS SO THEY ARE NOT OVERCROWEDED -- OVERCROWEDED.
MSD LOOKS TO BE 190 OVER WHEN YOU LOOK AT FIRST DAYEN KROL MEANT. FIRST DAY ENROLLMENT.
THE BOUNDARY PROCESS THEY WILL LOOK AT THE PUBLIC AND SAY WHERE DO YOU THINK THESE BOUNDARIES SHOULD BE? WHERE SHOULD THESE STUDENTS BE COMING FROM THAT ARE ATTENDING MSD? THE SCHOOL BOARD HAS PUT TOGETHER A WEB PAGE ON THEIR SITE THAT IS SPECIFICALLY FOR THIS BOUNDARY PROCESS. ANYBODY IN THE COMMUNITY CAN PUT FORTH A PROPOSAL TO CHANGE THE BOUNDARIES.
AND AGAIN, THEY ARE JUST LOOKING FOR INPUT FROM THE LOCAL COMMUNITY. SO LET'S TAKE A LOOK HERE AT THE WOEUPBS -- AT THE WEBSITE. THIS IS THE PAGE WHERE EVERYTHING IS STATIONED FOR THE BOUNDARY PROCESS, AND THIS IS BROWARD SCHOOLS.COM/BOUNDARY PROCESS.
WE WILL TAKE A LOOK HERE AT THE FRONT PAGE AND TAKE A LOOK AT THE TIMELINE FIRST. THAT'S WHAT IS IMPORTANT IN THIS PROCESS. SO ON SEPTEMBER 6TH, THERE WAS A WORKSHOP AND THE PUBLIC CAN ACCESS THE POWER POINT PRESENTATION FROM THAT WORKSHOP THAT DISCUSSES THE NEED FOR THIS BOUNDARY PROCESS. IF YOU SEE TODAY'S DATE IS HERE AND THAT IS FOR BENCHMARK ENROLLMENT.
THE DATA THAT THEY USE FOR ENROLLMENT, THEY LOOK AT THE FIRST DAY ENROLLMENT FOR THE SCHOOLS, BUT THE MORE IMPORTANT DAY IS BENCHMARK DAY. THAT'S TODAY.
IT IS THE MONDAY AFTER LABOR DAY.
THEY LOOK AT ENROLLMENT IN THE SCHOOLS.
IT IS NOT GOING TO BE THAT FAR OFF FROM THE FIRST DAY.
IT IS USUALLY PLUS OR MINUS 1%. THAT DATA IS USED TO LOOK AT THE FIVE-YEAR PROJECTIONS AND SEE WHERE THEY THINK THE NUMBER OF STUDENTS WILL BE AT EACH SCHOOL. THAT NUMBER SHOULD BE RELEASED SOMETIME THIS WEEK. YOU WILL NOTICE HERE, THIS IS OCTOBER 3RD. THIS IS GOING TO BE THE FIRST COMMUNITY MEETING THE SCHOOL BOARD WILL HOLD.
THAT WILL BE OCTOBER 3RD, 6:30 TO 8:30 P.M. AND LOCATED AT CORAL SPRINGS MIDDLE SCHOOL. THIS IS THE OPPORTUNITY FOR THE
[00:05:02]
COMMUNITY TO GO AND LISTEN ABOUT THE PROCESS AND ASK QUESTIONS AND GET ALL OF THE INFORMATION THEY CAN FROM THE ENROLLMENT AND DEMOGRAPHICS TEAM. SO ONCE PEOPLE GET THIS INFORMATION, WHAT DO THEY DO? THEY WILL HAVE -- AND I WILL JUST SKIP DOWN TO THIS SECTION HERE.THE COMMUNITY HAS UNTIL OCTOBER 31ST TO SUBMIT PROPOSALS. ANYBODY CAN SUBMIT PROPOSALS.
THEY CAN DO MULTIPLE PROPOSALS. BUT THE DEADLINE IS OCTOBER 31ST AND THE INFORMATION IS HERE ON THIS WEBSITE. IT IS THE FORMS AND EVERYTHING
PEOPLE NEED TO DO THAT. >> ARE YOU GOING TO GO -- I DON'T WANT TO INTERRUPT YOUR PRESENTATION, BUT ARE YOU GOING TO GO INTO A LITTLE DETAIL AS WHAT THE PROPOSALS CAN AND SHOULD LOOK LIKE, AND WHAT TO INCLUDE AND WHATNOT TO INCLUDE?
>> THERE ISN'T ANY SPECIFIC GUIDELINES AS TO WHAT WHE NEED TO INCLUDE -- WHAT THEY NEED TO INCLUDE.
WHAT PEOPLE ARE LOOKING AT ARE SOME ZONES.
I WILL PULL UP A MAP SO YOU CAN SEE FOR INSTANCE WHAT A TAZ ZONE LOOKS LIKE SO PEOPLE KNOW WHERE IT CAN MOVE.
>> SORRY. I WANT TO GO -- I'M SORRY TO THROW YOU OFF A LITTLE BIT. I WANT TO GO INTO PROPOSALS.
>> IF YOU WOULD LIKE ME TO PULL THAT UP RIGHT NOW I CAN.
THIS IS A SLIDE FROM THE POWER POINT PRESENTATION THEY HAD AT THE WORKSHOP. IF YOU LOOK AT THIS AREA HERE, THIS IS THE BOUNDARIES FOR MARJORIE STONEMAN DOUGLAS HIGH SCHOOL. EACH OF THESE BOXES IS A TAZ ZONE AND IT TELLS YOU HOW MANY STUDENTS ARE IN THE ZONE.
WHAT A PROPOSAL TO CHANGE A BOUNDARY WOULD LOOK LIKE IS TAKING AN ENTIRE TAZ ZONE OR A PORTION OF A TAZ ZONE AND MOVING THE STUDENTS TO ANOTHER ADJACENT AREA FOR THEM TO GO TO A SCHOOL.
IT COULD BE ANYWHERE IN THIS AREA WHICH IS LOOKS LIKE CORAL SPRINGS HIGH AND CORAL GLADES HIGH AND DOWN HERE OFF THE MAP IS JP TERRA VELA HIGH SCHOOL. SOME OF IT IS MOVING THEM OUT OF THE BOUNDARIES OF MARJORIE STONEMAN DOUGLAS AND ANOTHER
SCHOOL. >> I WANT TO MAKE SURE WE ARE CLEAR, WHEN THERE ARE PROPOSALS MADE, SOME OF THE THINGS THEY NEED TO CONSIDER WHEN MAKING THE PROPOSALS, IN ADDITION TO THE TAZ ZONES ARE CLASS SIDE IMPACT AND THE LEVEL OF SERVICE IMPACT, ENROLLMENT IMPACT, DIVERSITY IMPACT, FEEDER PATTERN IMPACT, SCHOOL PROXIMITY IMPACT, NEIGHBORHOOD INTEGRITY I'M PABLGT AND -- IMPACT AND NATURAL BARRIER IMPACT.
THOSE ARE SOME OF THOSE THINGS. I WANT TO MAKE SURE THE COMMUNITY IS AWARE THAT THE PROPOSAL SHOULD INCLUDE MORE THAN JUST, YOU KNOW, THESE ARE THE TAZ'S AND WHY ARE THOSE TAZ'S THE ONES THAT ARE CHOSEN. DO THEY FIT INTO THESE DIFFERENT CATEGORIES? I WANT TO MAKE SURE WE ARE CLEAR WITH THAT SO THE COMMUNITY UNDERSTANDS THAT, YES, YOU ARE LOOKING AT A MAP AND IN ADDITION TO THE MAP THERE IS A LOT OF DIFFERENT, YOU KNOW, REQUIREMENTS OR THINGS THAT COULD IMPACT WHAT THAT PROPOSAL WOULD ULTIMATELY LOOK LIKE.
>> YES. AND I WILL BE BRINGING THAT UP.
>> LIKE I SAID -- >> I WILL BRING THAT UP ON THE SCREEN SO PEOPLE CAN SEE WHAT THOSE ARE IN DETAIL.
>> PERFECT. >> IT IS IMPORTANT THAT THE PUBLIC SEES THE SCHOOL BOARD HAS MADE A ROBUST WEB PAGE HERE WITH ALL OF THAT INFORMATION. SO IF PEOPLE WANT TO LOOK AT THE DE TAMES OF WHAT -- DETAILS OF WHAT THAT MEANS, THEY WILL BE
ABLE TO DO THAT, SO THANK YOU. >> YEP.
>> ONE OTHER THING YOU WILL NOTICE HERE ON THIS SLIDE IS THAT THEY'RE LOOKING FOR AN ENROLLMENT REDUCTION BETWEEN 300 AND 500 STUDENTS. THAT WOULD BE SOMETHING THAT WOULD BE SUFFICIENT RELIEF MORE MSD AT THIS TIME.
>> THANK YOU. CAN I ASK A QUICK QUESTION ON THE NUMBERS YOU GAVE US? YOU SAID 191 OVER.
IS THAT INCLUSIVE OR EXCLUSIVE OF THE 1200 BUILDING.
>> I TOOK OUT THE 1200 BUILDING. EVEN THOUGH IF YOU LOOK AT THE WEBSITE THEY HAVE TO KEEP THOSE NUMBERS IN ON THE WEBSITE, I REMOVED THOSE SO THAT WE ARE LOOKING AT A REALISTIC NUMBER.
>> THANK YOU. >> I MEAN, TO VICE MAYOR CUTLER'S POINT, AT THE WORKSHOP, IT IS MY UNDERSTANDING THAT THE TOTAL ENROLLMENT WAS 3,077 AND THAT'S WHAT IS ALLOWABLE AND THEY, THROUGH THE SCHOOL BOARD, PUT A NUMBER OUT THERE AT 3500
EVEN. >> THE PERMANENT CAPACITY IS $3077. BUT THE LEVEL OF -- IS 3077, BUT LEVEL OF CAPACITY IS 3385 BECAUSE THAT IS THE GREATER NUMBER OF 110% OF THE PERMANENT CAPACITY.
>> GOOD ENOUGH. >> THAT'S THE NUMBER I USED.
[00:10:03]
>> SO ANYBODY WHO IS INTERESTED IN PUTTING FORTH A PROPOSAL THAT WOULD BE TOWARD OCTOBER 31ST.
ON NOVEMBER 3RD THERE WILL BE A SECOND COMMUNITY MEETING AND THIS IS ANOTHER IMPORTANT PLACE FOR THE RESIDENTS AND THE ENTIRE COMMUNITY TO GIVE SOME INPUT. THEY WILL SHARE ALL OF THE PROPOSALS THAT WERE PUT FORWARD TO THEM BY OCTOBER 31ST.
SO NOVEMBER 3RD, 6:30 TO 8:30 P.M. AT CORAL SPRINGS MIDDLE SCHOOL. THEY WILL PROVIDE WHAT THE PROPOSALS ARE AND THEY WILL ASK FOR INPUT FROM THE PUBLIC.
SO BETWEEN OCTOBER 31ST AND NOVEMBER 14TH, THOSE PROPOSALS WILL BE HERE ON THE WEBSITE, AND THERE WILL BE AN AREA FOR PEOPLE TO COMMENT. PEOPLE CAN PROVIDE INPUT.
EITHER THEY DO OR DON'T LIKE A PARTICULAR PROPOSAL, WHY THEY DO OR DON'T LIKE A PROPOSAL AND THE SCHOOL BOARD'S GOING TO CONSIDER ALL OF THE INPUT THE COMMUNITY GIVES THEM.
BECAUSE AGAIN, THEY ARE LOOKING FOR THE COMMUNITY'S VOICE.
GIVE US SOME PROPOSALS. GIVE US YOUR INPUT.
LET US KNOW WHAT YOU THINK. NOVEMBER 14TH IS THE DEADLINE FOR ALL OF THOSE COMMENTS ON THE PROPOSALS.
AND THEN IN JANUARY, THEY WILL HOLD A WORKSHOP TO MAKE SURE THAT THE SCHOOL BOARD'S AWARE OF WHAT THE PROPOSALS ARE AND WHAT THE INPUT IS. AND THEN IN JANUARY THE SUPERINTENDENT WILL TAKE ALL OF THAT INFORMATION AND MAKE A RECOMMENDATION FOR ANY BOUNDARY CHANGES.
AND THEN YOU CAN SEE ON THE TIMELINE WHERE THERE IS SUBSEQUENT HEARINGS THE SCHOOL BOARD WILL HOLD.
ALL OF THIS AGAIN IS ON THE FRONT PAGE ON THE WEBSITE.
SO AS THE MAYOR HAD MENTIONED, RIGT HERE YOU WILL SEE THE NEXT ITEM ON THEIR WEB PAGE IS BOUNDARY CONSIDERATIONS.
THOSE ARE ITEM THAT'S ARE EITHEY ARE DICTATED BY STATE LAW OR INTER LOCAL AGREEMENT OR ARE IN LINE WITH THEIR POLICIES.
THE THINGS THAT HAVE TO BE CONSIDERED ARE, IS THE CLASS SIZE GOING TO BE IMPACTED? WILL THE LEVEL OF SERVICE THAT WE TALKED ABOUT BE IMPACTED? WOULD IT CHANGE A SCHOOL TO BE UNDERREN -- UNDER ENROLLED OR OVERENROLLED? WOULD THE BOUNDARY CHANGE AFFECT A DEMOGRAPHIC POPULATION SIGNIFICANTLY? DOES IT CHANGE A FEEDER PATTERN? DOES IT REQUIRE STUDENTS TO TRAVEL FURTHER? DOES IT BREAK UP NEIGHBORHOODS? WOULD IT REQUIRE CHANGES TO STUDENTS NEEDING TO CROSS NATURAL BARRIERS SUCH AS MAJOR ROADS OR WATERWAYS. SOMETHING THAT IS RIGHT HERE AND BOLDED FOR THE COMMUNITY TO UNDERSTAND AS WELL IS THAT BECAUSE THIS IS A COUNTY-WIDE SCHOOL SYSTEM, JUST BECAUSE THERE ARE CITY LIMITS DOESN'T MEAN THAT THAT'S WHERE THEY DRAW BOUNDARY LINES. WHEN WE ARE TALKING ABOUT COMMUNITY, THIS IS THE MSD COMMUNITY.
THERE'S ALSO A SECTION HERE FOR DOCUMENTS AND I'M -- I KNOW THAT THEY WILL CONTINUE TO ADD DOCUMENTS.
THERE ARE GOING TO BE FORMS FOR PEOPLE TO FILL OUT TO MAKE PROPOSALS. YOU CAN TAKE A LOOK AT OLD BOUNDARY PRESENTATIONS AND THE CURRENT ONE, OLD PUBLIC HEARING HAD -- HEARINGS. SOME OF THIS IS IMPORTANT BECAUSE YOU CAN TAKE A LOOK AND SEE WHAT PEOPLE HAVE PROPOSED IN THE PAST. AND THE VERY IMPORTANTLY FREQUENTLY ASKED BUSINESS SECTION.
THIS ANSWERS A LOT OF QUESTIONS THAT PEOPLE MIGHT HAVE.
AND I'M SURE THEY WILL BE ADDING TO THESE FREQUENTLY-ASKED QUESTIONS AFTER THEY HEAR FROM THE PUBLIC AND THEY SEE WHAT PEOPLE WANT TO KNOW. THIS IS ALSO AN AREA WHERE YOU CAN GET TO THE DEMOGRAPHICS PAGE.
ENROLLMENT AND DEMOGRAPHICS TEAM HAS A VERY GOOD WEB PAGE AS WELL THAT HAS A LOT OF INFORMATION FOR RESIDENTS THAT ARE LOOKING TO PROPOSE A BOUNDARY CHANGE. AND ANY QUESTIONS THE DEMOGRAPHICS AND ENROLLMENT TEAM ARE VARY SPAWNS -- RESPONSIVE AND THEY ASK PEOPLE TO CALL OR EMAIL TO GET QUESTIONS ANSWERED.
AGAIN, JUST HERE TO PROVIDE YOU ALL AND THE PUBLIC SOME INFORMATION ABOUT THE BOUNDARY PROCESS.
IT IS A SCHOOL BOARD PROCESS, BUT WE'RE HERE TO HELP IN ANYWAY THAT WE CAN TO MAKE SURE THAT OUR COMMUNITY HAS SCHOOLS THAT ARE SAFE AND ACCESSIBLE TO ALL OF OUR COMMUNITY.
>> AWESOME. DOES ANYBODY HAVE QUESTIONS FOR
>> GO AHEAD. >> QUESTION ALSO KIND OF SLASH REQUEST, RIGHT? I KNOW WE ARE HAVING TALKS ABOUT THE PROCESS BY WHICH PROPOSALS WILL BE SUBMITTED, BUT IS THERE ANYWAY WE CAN UTILIZE OUR RESOURCES AND POTENTIALLY CREATING A SUBCOMMITTEE ON THE COMMUNITY ADVISORY BOARD AND WORKING THROUGH SOME OF THE ISSUES THAT AT LEAST -- IT SEEMS LIKE THERE IS A LOT OF STUFF THAT WILL HAVE TO BE CONSIDERED.
I DON'T KNOW WHO WILL BE THE ONE DRIVING THE TRAIN, BUT AT LEAST
[00:15:02]
SOMETHING TO THINK ABOUT, IF WE HAVE THE RESOURCES I'M SURE THERE WILL BE A LOT OF ENGAGED RESIDENTS WHO WILL WANT TO PARTICIPATE IN THIS. IF WE CAN ORGANIZE IT IN A FASHION WHERE IT IS NOT JUST INDIVIDUAL RESIDENTS DOING IT ON THEIR OWN, BUT CREATE SOME SORT OF BRAIN TRUST OR OPPORTUNITY FOR PEOPLE TO WORK TOGETHER ON IT, I WOULD LOVE FOR THE CITY TO HAVE THAT ABILITY. SEPARATE FROM THAT IS IF WE ARE NOT ABLE TO DO THAT IS TO ENGAGE THE PRESIDENT'S COUNCIL OF THE HOA'S WHO AGAIN THEY HAVE A WIDE NETWORK OF COMMUNICATION AND REACH, AND EVERY NEIGHBORHOOD WILL HAVE A VESTED INTEREST IN THIS. MY KIND OF QUESTION/REQUEST IS HOW DO WE BRING EVERYONE TOGETHER TO MAXIMIZE OUR CHANCES BECAUSE TECHNICALLY WE ONLY GET ONE SHOT.WE CAN HAVE MULTIPLE PROPOSALS, BUT IN TERMS OF WHAT'S SET FORTH
WE GET ONE SHOT. >> AND YOU HIT A KEY PHRASE THERE, IS THAT THERE ARE GOING TO BE MULTIPLE PROPOSALS.
ALL OF OUR RESIDENTS, THERE ARE SOME THINGS THAT YOU SEE THAT MAY BE OBVIOUS AND THINGS THAT MAY NOT BE OBVIOUS, AND WE'RE ENCOURAGING AS MANY PROPOSALS AS POSSIBLE FROM THOSE GROUPS WHO FEEL LIKE THEY HAVE A GOOD SOLUTION.
YOU'RE RIGHT. I THINK GETTING PEOPLE TOGETHER IS GOOD. STRENGTH IF NUMBERS -- STRENGTH IN NUMBERS IS GOOD. I AM HOPING ANYBODY WATCHING THIS OR WATCHING A RECORDING OF THIS WILL GATHER TOGETHER THEIR NEIGHBORS AND THEIR FAMILIES AND TRY AND PUT TOGETHER SOME TEAM EFFORTS. THIS IS MOVING FAST.
I'M NOT SURE IF WE ARE GOING TO BE ABLE TO GET THE COMMUNITY ADVISORY BOARD ON TO THIS THAT QUICKLY BECAUSE WE ONLY HAVE UNTIL THE END OF OCTOBER FOR PROPOSALS.
THAT IS A THOUGHT. THE PRESIDENTS OF THE HOMEOWNERS' ASSOCIATIONS, I DON'T KNOW WHO WOULD ENGAGE THEM, BUT I'M SURE WE CAN TALK ABOUT THAT.
>> I HAVE SPOKEN WITH A COUPLE MEMBERS OF THE PRESIDENT'S COUNCIL AND THEY ARE MORE THAN WILLING TO BE INVOLVED IN THIS PROCESS. WE ARE GOING TO PUT THEM IN TOUCH WITH SOME OF THE COMMUNITY LEADERS WHO HAVE TAKEN AN ACTIVE ROLE IN TRYING TO GIVE THIS SOME THOUGHT.
HOPEFULLY THEY CAN SPEAK WITH ONE COLLECTIVE VOICE.
>> MY ONLY QUESTION FOR ANTHONY, ANTHONY, IF WE GET THE COMMUNITY ADVISORY BOARD OR ANY OTHER ADVISORY BOARD INVOLVED, THEN WE'RE DEALING WITH SUNSHINE, IF I'M NOT MISTAKEN.
>> THAT'S CORRECT. IT WOULD NEED TO BE OPEN TO THE PUBLIC AND MINUTES NEED TO BE TAKEN.
YES. >> AND THAT ALSO MEANS NOTICES AND TIME LENESS OF -- TIMELINESS OF THOSE NOTICES.
WE MAY NOT HAVE THE TIME FRAME NEEDED.
THIS IS SOMETHING WE NEED TO GET THE COMMUNITY INVOLVED AND ACTORS OUTSIDE THE GOVERNMENTAL ASPECT OF SUNSHINE TO MOVE THIS THING IN ORDER TO HIT THESE TIMELINES.
AND HAVING THIS MEETING AND MAKING SURE THE RESIDENTS ARE AWARE OF WHAT IS GOING ON, YOU KNOW, I SPOKE AT THE PTO AND THAT WAS A CONCERN OF THEIRS AS FAR AS THE BOUNDARY.
WE WENT THROUGH THE PROCESS SIMILAR TO WHAT YOU ARE DOING TODAY. THAT'S A GROUP THAT'S AWARE.
AS LONG AS WE CONTINUE TO -- IT IS OUR JOB TO ENGAGE IN THE RESIDENTS AND MAKE SURE THEY UNDERSTAND, HERE IS THE PROCESS.
THIS IS WHERE YOU CAN GO TO FILL OUT THE INFORMATION AND GET THAT INFORMATION TO MOVE THIS PROCESS ALONG.
THERE ISN'T MUCH TIME. IT IS A MATTER OF, YOU KNOW, CONTINUING WHAT WE ARE DOING. ENGAGE WITH THE RESIDENTS AND MAKE SURE THAT THEY ARE FOLLOWING THIS PROCESS AND MAYBE WE COULD PUT SOMETHING ON SOCIAL MEDIA THAT GOES BACK TO THE POWER POINT TO KIND OF POINT SOME OF THE RESIDENTS IN THE RIGHT DIRECTION TO SAY, LOOK, YOUR ENGAGEMENT IS REQUIRED.
WE WANT TO HEAR WHAT YOU HAVE TO SAY AND KIND OF MOVE THERE.
I THINK WE ARE DOING THE RIGHT THINGS AND WE ARE HEADED IN THE RIGHT DIRECTION. IT IS A MATTER OF CONTINUING THAT ENGAGEMENT. YES.
>> SO YOU KNOW THIS IS -- I'M SORRY.
>> GO AHEAD. >> I WAS GONNA SAY THIS IS A MORE ABBREVIATED PROCESS FOR THEM.
USUALLY THERE IS THE INCLUSION OF A COMMITTEE TO REVIEW THE BOUNDARY PROPOSALS BEFORE IT GETS TO THE LEVEL OF THE SUPERINTENDENT, BUT BECAUSE, YOU KNOW, THEY'VE HEARD THE OUTCRY FROM THE COMMUNITY AND FROM ALL OF YOU, YOU KNOW, WE'RE VERY FORTUNATE THAT THE SCHOOL BOARD HAS AGREED TO DO THIS FOR THE COMMUNITY, AND THEY ARE SPEEDING IT UP SO THEY CAN ENSURE THAT THIS PROCESS IS TAKEN CARE OF SO THAT ANY OF THESE CHANGES WOULD BE MADE FOR THE NEXT SCHOOL YEAR.
>> AS FAR AS ENGAGING THE COMMUNITY, THERE ARE TWO RESIDENTS THAT HAVE BEEN FORMALLY INVOLVED AND VERY ADEPT AT UNDERSTANDING THE REQUIREMENTS AND HOW TO DEAL WITH THEM. I'M SURE THEY ARE LISTENING -- THOSE THAT AREN'T ARE LISTENING AND THEY WILL REACH OUT TO THE
[00:20:02]
MEMBERS OF THE COMMUNITY TO HELP SPEAR HEAD THIS AND MOVE ITFORWARD. >> I THINK ONE OF THE THINGS HAVING NOT BEEN INVOLVED IN A BOUNDARY PROCESS PREVIOUSLY, WHAT SEEMS TO BE A DIFFICULT PROCESS, THE SCHOOL BOARD HAS ACKNOWLEDGED. THEY THREW OUT A NUMBER FOR WHAT THEY ARE LOOKING FOR. IT IS A MATTER OF US GETTING INVOLVED WITH THE SCHOOL BOARD AND GETTING THE PROPOSALS PUT TOGETHER. AT LEAST IT IS ACKNOWLEDGED.
WE HAD A WORKSHOP IN, WHAT, MARCH OR APRIL WITH DR. CARTWRIGHT FROM THE PRINCIPAL AT MSD.
THERE IS AN AGO -PBG -- THERE IS AN ACKNOWLEDGMENT ON THAT SIDE.
I DON'T KNOW IF IT IS NECESSARILY THERE IN THE PAST, BUT I BELIEVE THAT HELPS US ALONG, BUT WE STILL NEED TO DO OUR HOMEWORK AND PUTTING THE PROPOSALS WE FEEL ARE BENEFICIAL
FOR US AND THAT MAKES SENSE. >> ONE ADDITIONAL THING.
I WANT TO MAKE SURE THE COMMUNITY THAT IS LISTENING, MAKE SURE WE ARE WORKING TOGETHER AND NOT IN A FASHION DIFFERENT TO EACH OTHER. IT IS IMPORTANT TO SPEAK WITH A COMMON VOICE AND DO WHAT IS BEST FOR THE ENTIRE COMMUNITY.
THAT'S A REALLY IMPORTANT THING. AND LOOKING AT THINGS LIKE FEEDER PATTERNS, I DON'T KNOW IF YOU MENTIONED THAT IN YOUR LIST, BUT THE FEEDER PATTERN COULD BE IMPORTANT TO UNDERSTANDING HOW
THESE THINGS WOULD WORK OUT. >> FEEDER PATTERNS, NATURAL BARRIER IMPACT IS A KEY POINT FOR US WITH THE SAWGRASS AND THINGS OF THAT NATURE. SO THERE ARE THINGS THAT WE HAVE THAT WORK IN OUR BENEFIT TO ACCOMPLISH THE GOAL WE'RE LOOKING FOR. WE NEED TO CONTINUE WORKING FORWARD AND TO THE VICE MAYOR'S POINT, TRYING TO BE ONE VOICE.
IF IT IS DIFFERENT PROPOSALS, THAT'S FINE.
WE ALSO HAVE TO KEEP IN MIND THAT THIS IS NOT A PLEASANT PROCESS. WE WILL NEED TO UNDERSTAND THAT THERE IS GOING TO BE PEOPLE WHO ARE NEGATIVELY IMPACTED.
WE JUST NEED TO BE MINDFUL THAT THESE ARE CHILDREN THAT WILL BE NEGATIVELY IMPACTED. AS POSITIVE AS WE CAN STAY HELPS EVERYONE IN THE PROCESS. WE WANT TO TRY TO STAY AS POSITIVE AS POSSIBLE TO MAKE SURE WE UNDERSTAND THAT THE END RESULT -- NOBODY WANTS TO BE IN THIS POSITION AND WE WANT TO COME TO A RESOLUTION AT SOME POINT.
IF NOBODY HAS ANYTHING ELSE, THANK YOU, JACKIE.
IT WAS A GREAT PRESENTATION AND THANK YOU TO THE RESIDENTS WHO ARE HERE AND LOOKING TO GET ENGAGED IN THE PROCESS.
OBVIOUSLY THIS IS A NICE OPPORTUNITY FOR SOME OF YOU WHO WANT TO BE INVOLVED. YOU CAN CERTAINLY TAKE A FEW MINUTES AND MAYBE TALK TO ONE ANOTHER AND WHAT HAVE YOU.
THAT WOULD BE HELPFUL. OBVIOUSLY MORE PEOPLE WORKING TOGETHER THE BETTER AND THE BETTER CHANCE FOR A POSITIVE
OUTCOME. >> AND JACKIE, I TAKE IT THAT THE RESIDENTS CAN REACH OUT TO YOU IF THEY NEED LIAISONS WITH
THE PRESIDENT'S COUNCIL. >> I WILL DO WHATEVER I CAN TO
>> SCHOOL BOARD MEMBER LORI, I DON'T WANT TO PUT YOU ON THE SPOT, IF THERE IS ANYTHING YOU WANT TO ADD TO THIS, GO AHEAD, BUT OTHERWISE WE'RE GOOD. ALL RIGHT.
THANK YOU. ANYONE, MOTION TO --
>> MOTION TO ADJOURN. >> SECOND.
>> ALL RIGHT.
