>> GOOD EVENING, MAYOR, VICE MAYOR AND FOR THE RECORD, JACKIE WAYMAYER. TONIGHT'S WORKSHOP WILL BE TALKING ABOUT SCHOOL BOUNDARIES ANDPHYSICALLY FOR MARJORIE STONE MAN DOUGLAS HIGH SCHOOL. NORMALLY EVERY YEAR BROWARD COUNTY SCHOOL BOARD CONDUCTS AN ANNUAL BOUNDARY PROCESS.

THAT IS SOMETHING THEY HAVEN'T DONE IN THE PAST FEW YEARS BECAUSE OF COVID. BUT BECAUSE OF SOME COMMUNITY CONCERNS AND CONCERNS YOU HAVE FOR THE SCHOOL BOARD IT IS JUST FOR MARJORIE STO*EPB -- STO*EPB -- STONEMAN DOUGLAS.

NORMALLY THEY WOULD OPEN THIS UP TO ANYBODY IN THE PUBLIC RESIDING IN BROWARD COUNTY AND ANYBODY CONCERNED.

BUT -- DID YOU HAVE A QUESTION? >> HELLO SCHOOL BOARD MEMBER.

>> HELLO. >> THEY WILL BE LIMITING THIS JUST TO THE COMMUNITIES OF PARKLAND AND CORAL SPRINGS.

TONIGHT WHEN I TALK ABOUT COMMUNITY, WE ARE REALLY TALKING ABOUT THE MSD COMMUNITY AND THAT'S GOING TO BE BOTH THE CITIES THAT ARE AFFECTED BY THIS.

WHAT IS THE CONCERN AT MSD? THE PAST FEW YEARS IT HAS BEEN OVERCROWDED. AGAIN THIS YEAR IT IS OVERCROWDED. IN LOOKING AT THE LEVEL OF SERVICE NUMBERS WITH THE FIRST DAY ENROLLMENT, IT LOOKS LIKE THERE ARE 191 STUDENTS OVER CAPACITY.

HOW DID THEY DETERMINE THIS? THERE IS A TRI-PARTY AGREEMENT THAT IS AN AGREEMENT BETWEEN THE COUNTY, THE SCHOOL BOARD AND ALL OF THE MUNICIPALITIES IN -- MUNICIPALITIES.

IN THE TRILA THERE IS SOMETHING CALLED THE LEVEL OF SERVICE.

THE LEVEL OF SERVICE WANTS TO ENSURE THAT THE SCHOOLS ARE IN 100% OF THE GROSS CAPACITY OR 110% OF THE PERMANENT CAPACITY IN THE SCHOOLS SO THEY ARE NOT OVERCROWEDED -- OVERCROWEDED.

MSD LOOKS TO BE 190 OVER WHEN YOU LOOK AT FIRST DAYEN KROL MEANT. FIRST DAY ENROLLMENT.

THE BOUNDARY PROCESS THEY WILL LOOK AT THE PUBLIC AND SAY WHERE DO YOU THINK THESE BOUNDARIES SHOULD BE? WHERE SHOULD THESE STUDENTS BE COMING FROM THAT ARE ATTENDING MSD? THE SCHOOL BOARD HAS PUT TOGETHER A WEB PAGE ON THEIR SITE THAT IS SPECIFICALLY FOR THIS BOUNDARY PROCESS. ANYBODY IN THE COMMUNITY CAN PUT FORTH A PROPOSAL TO CHANGE THE BOUNDARIES.

SO ON SEPTEMBER 6TH, THERE WAS A WORKSHOP AND THE PUBLIC CAN ACCESS THE POWER POINT PRESENTATION FROM THAT WORKSHOP THAT DISCUSSES THE NEED FOR THIS BOUNDARY PROCESS. IF YOU SEE TODAY'S DATE IS HERE AND THAT IS FOR BENCHMARK ENROLLMENT.

THE DATA THAT THEY USE FOR ENROLLMENT, THEY LOOK AT THE FIRST DAY ENROLLMENT FOR THE SCHOOLS, BUT THE MORE IMPORTANT DAY IS BENCHMARK DAY. THAT'S TODAY.

IT IS THE MONDAY AFTER LABOR DAY.

THEY LOOK AT ENROLLMENT IN THE SCHOOLS.

IT IS NOT GOING TO BE THAT FAR OFF FROM THE FIRST DAY.

IT IS USUALLY PLUS OR MINUS 1%. THAT DATA IS USED TO LOOK AT THE FIVE-YEAR PROJECTIONS AND SEE WHERE THEY THINK THE NUMBER OF STUDENTS WILL BE AT EACH SCHOOL. THAT NUMBER SHOULD BE RELEASED SOMETIME THIS WEEK. YOU WILL NOTICE HERE, THIS IS OCTOBER 3RD. THIS IS GOING TO BE THE FIRST COMMUNITY MEETING THE SCHOOL BOARD WILL HOLD.

THAT WILL BE OCTOBER 3RD, 6:30 TO 8:30 P.M. AND LOCATED AT CORAL SPRINGS MIDDLE SCHOOL. THIS IS THE OPPORTUNITY FOR THE

COMMUNITY TO GO AND LISTEN ABOUT THE PROCESS AND ASK QUESTIONS AND GET ALL OF THE INFORMATION THEY CAN FROM THE ENROLLMENT AND DEMOGRAPHICS TEAM. SO ONCE PEOPLE GET THIS INFORMATION, WHAT DO THEY DO? THEY WILL HAVE -- AND I WILL JUST SKIP DOWN TO THIS SECTION HERE.

THE COMMUNITY HAS UNTIL OCTOBER 31ST TO SUBMIT PROPOSALS. ANYBODY CAN SUBMIT PROPOSALS.

THEY CAN DO MULTIPLE PROPOSALS. BUT THE DEADLINE IS OCTOBER 31ST AND THE INFORMATION IS HERE ON THIS WEBSITE. IT IS THE FORMS AND EVERYTHING

WHAT A PROPOSAL TO CHANGE A BOUNDARY WOULD LOOK LIKE IS TAKING AN ENTIRE TAZ ZONE OR A PORTION OF A TAZ ZONE AND MOVING THE STUDENTS TO ANOTHER ADJACENT AREA FOR THEM TO GO TO A SCHOOL.

IT COULD BE ANYWHERE IN THIS AREA WHICH IS LOOKS LIKE CORAL SPRINGS HIGH AND CORAL GLADES HIGH AND DOWN HERE OFF THE MAP IS JP TERRA VELA HIGH SCHOOL. SOME OF IT IS MOVING THEM OUT OF THE BOUNDARIES OF MARJORIE STONEMAN DOUGLAS AND ANOTHER

SCHOOL. >> I WANT TO MAKE SURE WE ARE CLEAR, WHEN THERE ARE PROPOSALS MADE, SOME OF THE THINGS THEY NEED TO CONSIDER WHEN MAKING THE PROPOSALS, IN ADDITION TO THE TAZ ZONES ARE CLASS SIDE IMPACT AND THE LEVEL OF SERVICE IMPACT, ENROLLMENT IMPACT, DIVERSITY IMPACT, FEEDER PATTERN IMPACT, SCHOOL PROXIMITY IMPACT, NEIGHBORHOOD INTEGRITY I'M PABLGT AND -- IMPACT AND NATURAL BARRIER IMPACT.

THOSE ARE SOME OF THOSE THINGS. I WANT TO MAKE SURE THE COMMUNITY IS AWARE THAT THE PROPOSAL SHOULD INCLUDE MORE THAN JUST, YOU KNOW, THESE ARE THE TAZ'S AND WHY ARE THOSE TAZ'S THE ONES THAT ARE CHOSEN. DO THEY FIT INTO THESE DIFFERENT CATEGORIES? I WANT TO MAKE SURE WE ARE CLEAR WITH THAT SO THE COMMUNITY UNDERSTANDS THAT, YES, YOU ARE LOOKING AT A MAP AND IN ADDITION TO THE MAP THERE IS A LOT OF DIFFERENT, YOU KNOW, REQUIREMENTS OR THINGS THAT COULD IMPACT WHAT THAT PROPOSAL WOULD ULTIMATELY LOOK LIKE.

ON NOVEMBER 3RD THERE WILL BE A SECOND COMMUNITY MEETING AND THIS IS ANOTHER IMPORTANT PLACE FOR THE RESIDENTS AND THE ENTIRE COMMUNITY TO GIVE SOME INPUT. THEY WILL SHARE ALL OF THE PROPOSALS THAT WERE PUT FORWARD TO THEM BY OCTOBER 31ST.

EITHER THEY DO OR DON'T LIKE A PARTICULAR PROPOSAL, WHY THEY DO OR DON'T LIKE A PROPOSAL AND THE SCHOOL BOARD'S GOING TO CONSIDER ALL OF THE INPUT THE COMMUNITY GIVES THEM.

BECAUSE AGAIN, THEY ARE LOOKING FOR THE COMMUNITY'S VOICE.

GIVE US SOME PROPOSALS. GIVE US YOUR INPUT.

LET US KNOW WHAT YOU THINK. NOVEMBER 14TH IS THE DEADLINE FOR ALL OF THOSE COMMENTS ON THE PROPOSALS.

AND THEN IN JANUARY, THEY WILL HOLD A WORKSHOP TO MAKE SURE THAT THE SCHOOL BOARD'S AWARE OF WHAT THE PROPOSALS ARE AND WHAT THE INPUT IS. AND THEN IN JANUARY THE SUPERINTENDENT WILL TAKE ALL OF THAT INFORMATION AND MAKE A RECOMMENDATION FOR ANY BOUNDARY CHANGES.

AND THEN YOU CAN SEE ON THE TIMELINE WHERE THERE IS SUBSEQUENT HEARINGS THE SCHOOL BOARD WILL HOLD.

ALL OF THIS AGAIN IS ON THE FRONT PAGE ON THE WEBSITE.

SO AS THE MAYOR HAD MENTIONED, RIGT HERE YOU WILL SEE THE NEXT ITEM ON THEIR WEB PAGE IS BOUNDARY CONSIDERATIONS.

THOSE ARE ITEM THAT'S ARE EITHEY ARE DICTATED BY STATE LAW OR INTER LOCAL AGREEMENT OR ARE IN LINE WITH THEIR POLICIES.

THE THINGS THAT HAVE TO BE CONSIDERED ARE, IS THE CLASS SIZE GOING TO BE IMPACTED? WILL THE LEVEL OF SERVICE THAT WE TALKED ABOUT BE IMPACTED? WOULD IT CHANGE A SCHOOL TO BE UNDERREN -- UNDER ENROLLED OR OVERENROLLED? WOULD THE BOUNDARY CHANGE AFFECT A DEMOGRAPHIC POPULATION SIGNIFICANTLY? DOES IT CHANGE A FEEDER PATTERN? DOES IT REQUIRE STUDENTS TO TRAVEL FURTHER? DOES IT BREAK UP NEIGHBORHOODS? WOULD IT REQUIRE CHANGES TO STUDENTS NEEDING TO CROSS NATURAL BARRIERS SUCH AS MAJOR ROADS OR WATERWAYS. SOMETHING THAT IS RIGHT HERE AND BOLDED FOR THE COMMUNITY TO UNDERSTAND AS WELL IS THAT BECAUSE THIS IS A COUNTY-WIDE SCHOOL SYSTEM, JUST BECAUSE THERE ARE CITY LIMITS DOESN'T MEAN THAT THAT'S WHERE THEY DRAW BOUNDARY LINES. WHEN WE ARE TALKING ABOUT COMMUNITY, THIS IS THE MSD COMMUNITY.

IT IS A SCHOOL BOARD PROCESS, BUT WE'RE HERE TO HELP IN ANYWAY THAT WE CAN TO MAKE SURE THAT OUR COMMUNITY HAS SCHOOLS THAT ARE SAFE AND ACCESSIBLE TO ALL OF OUR COMMUNITY.

SOMETHING TO THINK ABOUT, IF WE HAVE THE RESOURCES I'M SURE THERE WILL BE A LOT OF ENGAGED RESIDENTS WHO WILL WANT TO PARTICIPATE IN THIS. IF WE CAN ORGANIZE IT IN A FASHION WHERE IT IS NOT JUST INDIVIDUAL RESIDENTS DOING IT ON THEIR OWN, BUT CREATE SOME SORT OF BRAIN TRUST OR OPPORTUNITY FOR PEOPLE TO WORK TOGETHER ON IT, I WOULD LOVE FOR THE CITY TO HAVE THAT ABILITY. SEPARATE FROM THAT IS IF WE ARE NOT ABLE TO DO THAT IS TO ENGAGE THE PRESIDENT'S COUNCIL OF THE HOA'S WHO AGAIN THEY HAVE A WIDE NETWORK OF COMMUNICATION AND REACH, AND EVERY NEIGHBORHOOD WILL HAVE A VESTED INTEREST IN THIS. MY KIND OF QUESTION/REQUEST IS HOW DO WE BRING EVERYONE TOGETHER TO MAXIMIZE OUR CHANCES BECAUSE TECHNICALLY WE ONLY GET ONE SHOT.

WE CAN HAVE MULTIPLE PROPOSALS, BUT IN TERMS OF WHAT'S SET FORTH

ALL OF OUR RESIDENTS, THERE ARE SOME THINGS THAT YOU SEE THAT MAY BE OBVIOUS AND THINGS THAT MAY NOT BE OBVIOUS, AND WE'RE ENCOURAGING AS MANY PROPOSALS AS POSSIBLE FROM THOSE GROUPS WHO FEEL LIKE THEY HAVE A GOOD SOLUTION.

YOU'RE RIGHT. I THINK GETTING PEOPLE TOGETHER IS GOOD. STRENGTH IF NUMBERS -- STRENGTH IN NUMBERS IS GOOD. I AM HOPING ANYBODY WATCHING THIS OR WATCHING A RECORDING OF THIS WILL GATHER TOGETHER THEIR NEIGHBORS AND THEIR FAMILIES AND TRY AND PUT TOGETHER SOME TEAM EFFORTS. THIS IS MOVING FAST.

THAT IS A THOUGHT. THE PRESIDENTS OF THE HOMEOWNERS' ASSOCIATIONS, I DON'T KNOW WHO WOULD ENGAGE THEM, BUT I'M SURE WE CAN TALK ABOUT THAT.

USUALLY THERE IS THE INCLUSION OF A COMMITTEE TO REVIEW THE BOUNDARY PROPOSALS BEFORE IT GETS TO THE LEVEL OF THE SUPERINTENDENT, BUT BECAUSE, YOU KNOW, THEY'VE HEARD THE OUTCRY FROM THE COMMUNITY AND FROM ALL OF YOU, YOU KNOW, WE'RE VERY FORTUNATE THAT THE SCHOOL BOARD HAS AGREED TO DO THIS FOR THE COMMUNITY, AND THEY ARE SPEEDING IT UP SO THEY CAN ENSURE THAT THIS PROCESS IS TAKEN CARE OF SO THAT ANY OF THESE CHANGES WOULD BE MADE FOR THE NEXT SCHOOL YEAR.

THEY THREW OUT A NUMBER FOR WHAT THEY ARE LOOKING FOR. IT IS A MATTER OF US GETTING INVOLVED WITH THE SCHOOL BOARD AND GETTING THE PROPOSALS PUT TOGETHER. AT LEAST IT IS ACKNOWLEDGED.

WE HAD A WORKSHOP IN, WHAT, MARCH OR APRIL WITH DR. CARTWRIGHT FROM THE PRINCIPAL AT MSD.

I DON'T KNOW IF IT IS NECESSARILY THERE IN THE PAST, BUT I BELIEVE THAT HELPS US ALONG, BUT WE STILL NEED TO DO OUR HOMEWORK AND PUTTING THE PROPOSALS WE FEEL ARE BENEFICIAL

THAT'S A REALLY IMPORTANT THING. AND LOOKING AT THINGS LIKE FEEDER PATTERNS, I DON'T KNOW IF YOU MENTIONED THAT IN YOUR LIST, BUT THE FEEDER PATTERN COULD BE IMPORTANT TO UNDERSTANDING HOW

THESE THINGS WOULD WORK OUT. >> FEEDER PATTERNS, NATURAL BARRIER IMPACT IS A KEY POINT FOR US WITH THE SAWGRASS AND THINGS OF THAT NATURE.
