[1. Call to Order]

[00:00:05]

>> WE'RE GOING TO GO AHEAD AND GET STARTED.

GOOD EVENING, EVERYBODY. I WOULD LIKE TO CALL THIS REGULAR CITY MEETING FOR THE CITY OF PARKLAND, WEDNESDAY, JULY 13TH, 2022 TO ORDER. PLEASE RISE FOR THE PLEDGE.

. >>> COMMISSIONER ISROW?

>> HERE. >> ADVICE MAYOR MAYERSOHN?

[4. Approval of Minutes]

>> HERE. >> COMMISSIONER BRIER?

>> HERE. >> APPROVAL OF THE MINUTES.

>> MOTION TO APPROVE. >> SECOND.

>> WE HAVE A MOTION TO APPROVE BY COMMISSIONER BRIER AND SECOND BY COMMISSIONER CUTLER ALL IN FAVOR.

[5. Comments from the Public on Non-Agenda Items]

IT PASSES UNANIMOUSLY. COMMENTS FROM THE PUBLIC.

DO WE HAVE ANYONE FROM THE PUBLIC THAT WISH TO SPEAK ON A NONAGENDA ITEM? BEFORE WE START, I HAVE A QUICK LITTLE THING I WOULD LIKE TO READ.

THE LAST TIME WE MET AS A COMMISSIONER WAS A SPECIAL MEETING, TO FURTHER DISCUSS AND ENGAGE IN NEGOTIATIONS FOR THE POTENTIAL OF PARKLAND BUYING 65 ACRES OF THE GOLF COURSE.

I WANTED TO TAKE A MOMENT TO REFLECT ON THE MEETING.

IT WAS GREAT TO SEE LARGE PRESENCE.

FREQUENTLY, WE DISCUSS THE MEETING IN THE CHAMBERS.

THOUGH IT'S NOT EMPTY. ALL FIVE OF US UP HERE, HAD DEFINITIVE OPINIONS. THOSE OPINIONS WERE NOT ALWAYS ALIGNED. FREQUENTLY THROUGHOUT THE MEETING, WE WERE IN STARK DISAGREEMENT WITH OTHER MEMBERS OF THE COMMISSION. A LOT OF PEOPLE MAY LOOK AT THAT, YOU CAN'T AGREE ON SOMETHING.

WE'RE NOT HERE TO AGREE ON EVERYTHING.

AS LONG AS WE'RE ALL BEING CORDIAL TO ONE ANOTHER.

THIS COMMISSION ALWAYS IS. OUR DISAGREEMENTS FLUSH OUT VARIOUS TOPICS. WE WANT TO INSURE WE GET IT RIGHT FOR THE BENEFIT OF THE ENTIRE CITY.

IT WAS NOT ALWAYS PRETTY BUT IN THE END, OF OUR DISCUSSION, WE ALL AGREED UNANIMOUSLY TO TAKE THE NEXT STEP.

AFTER A LONG SPIRITED CONVERSATION WHICH WE BROUGHT OUR OWN PERSPECTIVE, OWN PASSION, WE AGREED THE NEXT STEP WAS PRUDENT. I DON'T KNOW WHAT THE FUTURE OF THE ISSUE WILL BE AS WE STILL HAVE MUCH WORK TO DO.

WE MUST STILL DISCUSS THE ISSUE AT LEAST TWO MORE TIMES UP HERE AND ULTIMATELY VOTE ON IT NOT ONCE BUT TWICE.

I THOUGHT THE DYNAMIC THAT PLAYED OUT WAS WORTH FURTHER COMMENT. WE CHOSE TO RAISE OUR FAMILIES HERE AND WE LOVE THE CITY. I'M PROUD TO SERVE AS THE MAYOR OF PARKLAND. I WOULD LIKE TO THANK THE RESIDENTS, WHO CONTINUE TO ENGAGE ON THIS OR ANY TOPIC.

IT TRULY IS AN HONOR TO SERVE. WITH THAT, WE'LL GO WITH

COMMENTS, COMMISSIONER BRIER. >> THANK YOU, MAYOR.

THANK YOU FOR THE COMMENTS. I WHOLEHEARTEDLY AGREE, FORGET ABOUT THE COMMISSIONERS. THERE'S NO BETTER HUMAN BEINGS I WOULD SERVE WITH. ALL OF US ARE PASSIONATE ABOUT PARKLAND. ALL OF US ARE PASSIONATE ABOUT SERVING THE INTEREST OF THE COMMUNITY, CONTINUING TO RAISE OUR FAMILIES AND WITH HERE, WE'VE BEEN, MANY OF US, BEYOND WHAT OUR CHILDREN HAVE GROWN-UP AND MOVED OUT, WHICH I'M ALMOST AT THAT POINT. I THANK YOU.

I THANK THE RESIDENTS, ALSO. I THINK IT'S IMPORTANT THAT BECAUSE WE HAVE A HEATED DIALOGUE HERE, JUST GOES TO SHOW, THAT ALL OF US CARE AND THIS IS NOT SOMETHING THAT WE WOULD FALL TO THE WASTE SIDE AND SLIP OUT WITHOUT DOING OUR DILIGENCE TO PROTECT AND SERVE ALL PARKLAND AND PROTECT OUR SMALL TOWN COMMUNITY FIELD. I WANT TO THANK OUR STAFF WHO CONTINUE TO WORK BEHIND THE SCENES ON THE ISSUES, CITY ATTORNEY AND SEE IF WE CAN MAKE PROGRESS AND ADDRESS THE CONCERNS THAT'S RAISED AT THAT MEETING AND CONTINUE TO BE RAISED. I WANT TO THANK, IN BETWEEN THE

[00:05:04]

LAST MEETING AND THIS ONE WHICH WAS A WONDERFUL EVENT.

WE HAD A LOT OF PEOPLE COME OUT AND I THOUGHT IT WAS WONDERFUL.

WE HAVE OUR MOVIES IN THE PARK COMING ON JULY 22ND.

IF YOU GO TO OTHER, THAT GIVES YOU THE CHARM AND IT'S AN OPPORTUNITY TO SEE THE NEIGHBORS, FRIENDS, KIDS RUNNING AROUND. IT'S A WONDERFUL ATMOSPHERE, EVEN IN THE MIDST OF THE HEAT OF JULY.

I WANT TO POINT OUT, WE HAVE WHAT I THINK IS A WONDERFUL EVENT, ESPECIALLY GIVEN THE KIDS GOING BACK TO SCHOOL IN AUGUST.

I KNOW NOBODY WANTS TO THINK ABOUT IT YET.

WE HAVE THE MEET R.O.S.O. NIGHT AUGUST 21ST.

I THINK IT'S A WONDERFUL EVENT. COME OUT AND SEE THE MEN AND WOMEN, WHO SERVE THE COMMUNITY AND ALSO IN THE FRONT LINES, AT THE SCHOOLS, GET THE KIDS TO MEET THEM, TALK TO THEM AND GET TO KNOW THEM IN A MORE SOCIAL ENVIRONMENT THAN AT THE SCHOOL.

I THINK IT GIVES THE KIDS, A GOOD SENSE, WHO THEY CAN TURN TO AND A FAMILIARITY. AND I THINK IT GIVES THE OFFICERS THE DOESN'T TO ENGAGE IN THE COMMUNITY AND I THANK THE ESO THAT'S VERY MUCH INVOLVED WITH MAKING, CONCERTED EFFORT TO ENGAGE IN THE COMMUNITY. WITH THAT, I'LL BE BRIEF AND TURN IT BACK OVER. THANK YOU, MAYOR.

THANK YOU, COMMISSIONER BRIER. .

>> FIRST, I WANT TO RESPOND TO WHAT YOU SAID.

I THINK YOU SAID IT SPOT ON. THE LAST MEETING WE HAD WAS, I THINK VERY DEMONSTRATED WHO WE ARE AS A COMMISSION.

I THINK IT'S NOT THE INDIVIDUALS WHO ARE UP HERE.

IT'S THE DYNAMICS, THAT MAKES IT A POWERFUL ADVOCATE OF THE COMMUNITY. REGARDLESS OF HOW IT SHAKES OUT, THE CITY HAS A SECONDARY MORE OVERSIGHT ROLE, I'M CONFIDENT WITH THE TEAM HERE, WITH THE CITY STAFF, WE WILL GET IT RIGHT. TWO THINGS ON MY RADAR TO TALK ABOUT. NUMBER ONE, I WANT TO CONGRATULATE ALL THE FAMILIES WHO PUT IN SO MUCH HARD WORK, TIME AND EFFORT, TO BASICALLY, I WOULD SAY, BLOOD, SWEAT AND TEARS OF PASSING THE BIPARTISAN SAFER COMMUNITY ACT, SIGNED INTO LAW JUNE 25TH. PRESIDENT BIDEN ACTUALLY INVITED THE FAMILIES TO THE WHITE HOUSE FOR A CEREMONY ON JULY 11TH.

THIS IS FURTHER PROOF THE IMPACT HOLDS NOT JUST LOCALLY, NOT ONLY IN THE STATE, BUT ACROSS THE COUNTRY AND EVEN ARGUE AROUND THE WORLD. I THINK PEOPLE ARE WATCHING.

THESE EFFORTS ARE NOT GOING UNNOTICE.

TO HAVE EXTENDED BACKGROUND CHECKS FOR GUN OWNERS UNDER 21, IT COULD HELP AND SHOULD HELP THE NUMBER OF TRAGEDIES HAPPENING AND FAIR OPERATION OF ARMS, AND FOR THOSE BUYING GUNS ON BEHALF OF SOMEONE WHO SHOULDN'T.

AND I KNOW MANY OF THEM FEEL THE WORK IS JUST GETTING STARTED.

I THINK EVERYBODY ELSE NEEDS TO GIVE THEM A HUGE ROUND OF APPLAUSE AND CREDIT FOR ALL THEY'VE DONE AT THIS POINT AND IT'S FOR THE BENEFIT OF ALL OF THEM.

I THINK IT'S IMPORTANT WE ACKNOWLEDGE THAT.

SECONDLY, THE CHAMBER OF COMMERCE, HAD A GREAT EVENT.

IT WAS TO HAVE JERRY MOSSWITCH, HE GAVE A HEART FELT AND EL WENT PRESENTATION, TO WHY HE BELIEVES HE'S THE BEST ONE TO TAKE OVER, FOR THE 22ND DISTRICT IN CONGRESS.

FOR THOSE WHO DIDN'T KNOW JARED, FORMER COMMISSIONER IN PARKLAND, HE WAS A STATE REP. AND REALITY, ANYONE WHO HAS A CHANCE TO SPEAK TO JARED KNOWS, WHAT HE SAYS, HE MEANS.

HE MAY BE CALLED A POLITICIAN, BECAUSE OF THE EXPERIENCES, BECAUSE OF THE ROADS HE'S HELD. HE CARES WHETHER YOU'RE IDEAS MAKE SENSE AND WHETHER YOU COULD SUPPORT IT BY, YOU KNOW FACTS.

AND I ASK EVERYONE, THAT IS INTERESTED IN EXPLORING WHO TO

[00:10:05]

EXPLORE FOR, TED, WHO IS A HUGE ADVOCATE, BEING ABLE TO ACCOMPLISH, WHAT NEEDS TO BE DONE TO MY COMMUNITY.

I ASK YOU TAKE A LOOK AT JARED. IF YOU HAVE ANY QUESTIONS, REACH OUT TO THEM. AND WE'VE BEEN ASTOUNDED WITH THE ABILITY, WHY HE BELIEVES, WHAT HE BELIEVES, AND THE POSITION HE'S TAKEN. NOW, IT'S BECOMING VERY RARE.

IT'S ALL I GOT. .

>> COMMISSIONER MAYERSOHN? >> THANK YOU, MAYOR.

I GOT TO TALK INTO THIS. FIRST OF ALL, APPRECIATE YOUR COMMENTS FROM THE START. I ECHO KIND OF THE SAME INKS THIS, COMMISSIONER BRIER, COMMISSIONER ISROW.

FOR ME, BEING UP HERE, AND IT'S KIND OF INTERESTING, I CONSIDER IT A SAFE PLACE. WE'RE HERE TALKING TO THE PUBLIC. WE'RE ABLE TO COMMUNICATE WITH EACH OTHER AND HAVE THE UTMOST RESPECT.

THAT'S IMPORTANT TO ME. HAVE DIFFERING OPINION, SIMILAR OPINIONS, I FEEL IS THE SAFE PLACE WE'LL BE ABLE TO EXPRESS MY VIEWPOINTS. AND I KNOW, YOU GUYS ARE DISAPPOINTED, PRIOR TO A WORKSHOP.

AND TO DISCUSS SOLID WASTE AND RECYCLING, AND I WANT TO GIVE YOU AN UPDATE, AND THE INNER LOCAL AGREEMENT IS NOT RIGHT, WORKING DILIGENTLY, WITH N NATHANNEL.

AND IT'S THE WHAT IT'S. THEY ARE TRYING TO WORK ON.

FOR OUR PURPOSES, I WANT TO KIND OF GIVE YOU AN UPDATE, THAT THE INTENT IS THAT ONCE THE LOCAL AGREEMENT COMES BEFORE US, WE WILL HAVE AN OPTION TO BUY IN HERE.

IT'S AN INITIAL PROCESS, PROBABLY ESTIMATED TO COST US ABOUT $35,000 A YEAR, BECAUSE THERE'S GOING TO BE HIRING EXECUTIVE DIRECTOR, SOME OTHER THINGS THAT WILL BE DONE.

IT DOESN'T OBLIGATE US, FOR 30 YEARS BEYOND.

AND ONCE THE COUNTY DOES THEIR MASTER PLAN, THEN AT THAT POINT, WE LOOK AT IT AND REVIEW IT AND DECIDE WHETHER OR NOT WE WANT TO CONTINUE OR NOT. THE GOAL IS, WHEN WE LOOK AT OUR SOLID -- AND THE GOAL IS TO LOWER THE WASTE ASSESSMENT.

AND IN THE LOCAL AGREEMENT. AND THE TIPPING FEES, COULD BE A LOT LESS. SO THAT'S REALLY WHAT THE GOAL IS. SO ONCE WE FIGURE OUT THE LOCAL AGREEMENT, HAVE IT ALL AND WE CAN HAVE -- AND I KNOW YOU GUYS ARE -- THAT KIND OF EXPLAINS IT ALL.

I WANT TO CONGRATULATE OUR TEACHERS, ADMINISTRATORS, STAFF, ESPECIALLY STUDENTS COMING OUT OF COVID.

BECAUSE ALL, CONGRATULATIONS TO ALL OF THEM.

THE FISHING THERE WAS FANTASTIC. WE LEARNED NEW WAYS TO CATCH FISH. RESIDENTS WERE STILL CATCHING THEM. I DO WANT TO CONGRATULATE OUR ADVISORY BOARD. AND THE WORK THEY DID IN COLLECTING THE ADVOCATE. THEY SPENT A LOT OF TIME INTERVIEWING PEOPLE. I BELIEVE THOSE APPLICANTS WILL BE COMING TO THE AUGUST 17TH COMMISSION MEETING.

IS THAT CORRECT. I DON'T REMEMBER ALL THE NAMES.

AND AS COMMISSIONER BRIER SAID, WE HAD A SUCCESSFUL MEET AND GREET. AND IT WAS REALLY GREAT TO SEE SO MANY PEOPLE ENJOYING THEMSELVES.

IT WAS A GREAT TIME. LOOKING AT, OBVIOUSLY, AND WE'RE DOING A GREAT JOB IN OUR PARKS. AND COMING ALONG EXTREMELY WELL.

FIELD DAY, INDEED. THE RESURFACING, WHERE THE REPLACEMENT, THE LASER GRADING IS COMING OUT VERY WELL.

IT'S GREAT TO SEE, WE'RE MAKING SURE, THE RESRESIDENTS, THE BESN CLASS FROM THE AMENITIES. BACK TO SCHOOL TAX HOLIDAY, NOVEMBER 25TH, DECEMBER 2ND. AND I WANT TO MENTION,

[00:15:04]

CONGRATULATIONS. I DON'T KNOW IF CONGRATULATIONS IS THE WORD, FOR THE THERAPY FAMILIES AND LEGISLATURES THAT'S UP IN WASHINGTON, D.C. FOR THE BIPARTISAN STATE COMMUNITY ACT.

IT'S DEFINITELY, WHAT I WOULD SAY AS DAY OF SADNESS.

AND A COUPLE OF OTHER THINGS. GROUND SUPERINTENDENT, AND THE PUBLIC MAY NOT HAVE REALIZED. THERE'S A CHANGE IN THE NUMBER OF PRECINCTS WE'VE HAD. WE'VE GONE FROM 6 TO 3.

THERE'S FOR THOSE WHO VOTED ON ELECTION DAY, WE'RE NOW DOWN TO 3. THEY'VE ELIMINATED CYPRESS HEAD.

WE'RE WITH WEST LAKE AND -- AND PEOPLE, GOT IN THE MAIL THERE.

STARTING JULY 16TH, WHICH IS SATURDAY, THE NATIONAL SUICIDE PREVENTION HOT LINE, HAS CHANGED FROM THE THREE DIGIT, TO 10 TEN DIGIT NUMBER. IT STILL GOES TO 211.

IT'S 24 HOURS A DAY. AND REGARDLESS WHAT'S BEEN IN THE NEWS, TRIAL IS STARTING. AND TO MAKE SURE PEOPLE, IF THEY ARE IN CRISIS, NOT WAIT. HOPEFULLY, IT WILL LITIGATE THE

STRESS ON 911. >> THANK YOU, COMMERCIAL MAYERSOHN. ADVICE -- VICE MAYOR CUTLER.

>> I'M HONORED TO SERVE WITH ALL OF YOU AS WELL.

I THINK IT'S CRITICALLY IMPORTANT, AS BOB SAID, TO HAVE AN OPEN DEBATE, ABOUT THE ISSUES THAT COMES BEFORE US.

IN THE CONTENTS OF THE DEBATE, EACH OF US, COMING FROM THE DIFFERENT PERSPECTIVES, HELPS TO WHAT IS BEST FOR THE CITY.

I THINK, YOU KNOW, AT THE END OF EVERYTHING ELSE, WE'RE STRIVING TO DO. THANK YOU VERY MUCH FOR THE COMMENTS. AS JORDAN AND THE OTHERS POINTED OUT TODAY. IT WOULD HAVE BEEN JAMIE'S 14TH BIRTHDAY. AND THEY VOLUNTEERED WITH THE FRIENDSHIP INITIATIVE AND CURRENTLY, RUN BY DAUGHTER.

JAMIE AND ZENA ARE TAKEN WITH US IN A HORRIFIC ACT OF VIOLENCE.

SINCE THAT DAY, JAMIE'S PARENTS, NEVER SEIZED PROTECTING CHILDREN, NOT JUST OF OUR COMMUNITY, THOSE AROUND OUR COUNTRY, FOR 30 YEARS, NATION FAILED TO PASS OUR MEANINGFUL GUN VIOLATION. AND CALLED TO ACTION TO PROTECT OUR COMMUNITIES AND LAST MONTH, THEIR CALLS WAS FINALLY ANSWERED, AND BIPARTISAN SAFER COMMUNITY ACT, MENTIONED EARLIER. MONDAY, SEVERAL MEMBERS, JOIN OUR PRESIDENT, VICE PRESIDENT TO ACKNOWLEDGE THE FIRST STEP TO LEGISLATION AND OVER 30 YEARS. THAT'S AN INCREDIBLE AMOUNT OF TIME, CONSIDERING HOW MANY PEOPLE WE'VE LOST PARTICULARLY, IN THE SCHOOLS AND STUFF LIKE THAT.

AND IT IS A BIG DEAL. IT DOES INCLUDE EVERYTHING, THE GUN VIOLENCE PREVENTION COMMUNITY WANTED.

AND TO ADD TO THAT, STEVE WAS CONFIRMED HEAD OF THE BUREAU OF ALCOHOL AND FIREARMS. IT'S THE PERMANENT DIRECTOR, FOR NEARLY A DECADE, WHICH IS AN IMPORTANT STEP FOR US.

BOTH OF THE EVENTS, MOVED TO THE RIGHT PATH, TOWARDS MAKING A SAFER AMERICA. AND I WANT TO COMMEND THE HARD MEMBERS OF THE COMMUNITY FOR MAKING THIS HAPPEN.

THERE'S THOSE WHO DON'T THINK THIS STEP GOES FAR ENOUGH.

[00:20:14]

MY COMMENTS GOES TO THE FISHING DERBY AND THE FIGHT IS OFF.

AND WE HAD AN INCREDIBLE SHOWING OF PEOPLE.

IT WAS A REALLY FUN CONTRARY TO EVERYBODY MUCH I WANT TO COMMEND THE STAFF FOR WHAT THEY DID AND THEY HELD A RAFFLE AND GAVE AWAY A FISHING POLE. I DON'T KNOW WHERE EVERYBODY WENT, AND IT WAS LIKE THE FIFTH POLE.

BY THE TIME WE GOTTEN THE POLE TO GIVE AWAY.

IT WAS A GREAT EVENT. THANK YOU, CHRISTINE FOR DOING

THAT. >> AND I WANT TO MENTION ONE ADDITIONAL THING. SO WE HAD, THERE WAS MY MAILMAN, HIS NAME IS MERVYN BERKELEY. HE HAD ASKED MY WIFE AND I IF WE WANTED TO GO TO A PARADE. HE WAS HAVING HIS BIRTHDAY.

HE WANTED TO HAVE A PARADE FOR THE RESIDENTS OF ASTON GUARDENS.

HE'S BEEN A MAILMAN FOR 25 YEARS.

HE'S BEEN THE ONLY MAIL CARRIER, THAT ASTON GUARDENS HAS EVER HAD. SO HE ASKED US IF HE WOULD GO ON THE PARADE. MY WIFE TOLD ME, A WEEK OR TWO AGO, I DON'T EVEN REMEMBER. I DON'T THINK MUCH OF IT.

AS THE DAY GOES ON. SHE HAD TO GET KIDS TO VOLUNTEER TO SET UP. WHAT IS GOING ON WITH THE PARADE. AND THAT WAS APPRECIATIVE.

AND I ASKED THE COMMISSION, SHORT NOTICE.

EVERYBODY COULD MAKE IT. AND VICE MAYOR CUTLER WAS THERE.

AND IT WAS AMAZING. THIS GOES BACK TO, YOU KNOW SMALL TOWN FEEL. WHAT IS THAT? IT'S A FEELING. IT'S MOMENTS LIKE THAT, YOU HAVE A MAIL CARRIER FOR HIS BIRTHDAY, BESIDES TO THROW AND HAVE A PARADE FOR THE RESIDENTS OF ASTON GARDENS.

B.S.O. WAS THERE. THERE WAS A STEEL DRUM BAND, DANCING AND MUSIC. HE HAD BALLOONS AND CAKE AND T-SHIRTS, HE MADE. IT WAS ABSOLUTELY AMAZING THAT HE DID THIS. IT WAS A LOT OF FUN.

WE GOT TO MEET A 96-YEAR-OLD PARKLAND RESIDENT, WHO JUST GRADUATED COLLEGE WITH A 4.0. THAT'S PRETTY COOL, VICE MAYOR COLLIN AND I GOT TO MEET HER. I KNOW MY WIFE WOULD BE UPSET IF I DIDN'T MENTION THAT. THANK MERVYN FOR PUTTING THAT ON FOR THE RESIDENTS OF ASTON GUARDENS.

WITH THAT, WE'LL GO TO PROCLAMATIONS AND RECOGNITIONS.

IT'S MY UNDERSTANDING THAT FREDDY IS COMING TO THE NEXT

[6. Proclamations and Recognitions (*A portion of this clip is without video*)]

MEETING. >> WITH THAT.

I'LL READ THE PROCLAMATION. .

>> YOU WANT TO GO TO THE WELL. >> JUST FOR THE PICTURES, THIS IS THE NEW GUY. I DON'T KNOW WHAT HIS NAME IS.
