THEY RECENTLY PURCHASED A PIECE OF PROPERTY JUST WEST OF THE WALLS AND A LITTLE EAST OF THE HENDRICKS FARM. PART OF THE PROPERTY IN THE CITY OF PARKLAND, PART OF THE PROPERTY IS UNINCORPORATED BROWARD, SO WE HAVE A PLAN TO DO A VERY VERY HIGH END STORAGE FACILITY THAT WE'LL LOOK -- WON'T LOOK LIKE A STORAGE FACILITY. A NUMBER OF THINGS THAT WE NEED TO DO, ANNEX THE PIECE OF PROPERTY THAT IS STILL UNINCORPORATED. WE NEED TO ADD BOTH PROPERTIES TO THE PLAN WITH THE PROPER DESIGNATION. AND CURRENTLY, THE USE THAT WE'RE PROPOSING IS NOT A PERMITTED USE IN YOUR ZONING DISTRICT.

SO WHAT WE'RE ASKING FOR THIS EVENING IS YOUR AUTHORIZATION TO WORK WITH YOUR STAFF, TO WORK ON THE ANNEXATION, SO IT COULD BE READY FOR THE NEXT LEGISLATIVE MEETINGS THAT THEY HAVE TO GO TO. AND TO WORK ON THE ZONING AND LAND USE ITEMS SO THAT WE CAN EFFECTUATE THE PLAN. THE SOUTHERN PORTION OF THE PROPERTY IS THREE-UNIT RESIDENTIAL. WE DON'T PLAN TO DO ANYTHING WITH THAT NOW, BUT EVENTUALLY BUILD HOMES THERE. WE WOULD LIKE TO FOCUS ON THE STORAGE USE, THINK IT WOULD BE BENEFICIAL TO THE STORY AND PROVIDE A SERVICE TO THE BUSINESS PEOPLE.

THE FLORIDA LEGISLATURE PASSED TWO BILLS, PROPERTY INSURANCE AND SB-4D BUILDING SAFETY

DURING THE SPECIAL SESSION THAT RAN FROM MAY 23RD TO MAY 27TH. YOU CAN FIND OUT MORE ABOUT THESE BILLS. THE FREEDOM SALES TAX HOLIDAY WILL BEGIN ON FRIDAY, JULY 1ST, AND END ON THURSDAY, JULY 7TH. FOR A COMPREHENSIVE LIST OF PRODUCTS THAT WILL BE TAX FREE AND TO SEE WHEN THE OTHER TAX HOLIDAYS ARE, VISIT WWW.FLORIDA REVENUE.COM.

THERE IS A NEW GRANT PROGRAM FOR LOCAL GOVERNMENT THAT THE SPEAKER ANNOUNCED THIS WEEK.

REPRESENTATIVE IMMEDIATELY FORWARDED THIS INFORMATION TO THE CITY LOBBYIST AND CITY ADMINISTRATION AT THE BEGINNING OF THE WEEK, SO THAT THE CITY OF PARKLAND WILL HAVE AS MUCH TIME AS POSSIBLE TO IDENTIFY A PROJECT FOR THIS GRANT OPPORTUNITY.

I WAS FORTUNATE ENOUGH TO ATTEND THE FIRST PART OF THAT BEFORE I WAS CALLED AWAY OVER TO THE MARCH FOR OUR LIVES. I WANT TO CONGRATULATE ALL OF THE MSD STUDENTS IN THEIR GRADUATION AND ALL OF THE STUDENTS IN THEIR SCHOOLS FOR MOVING UP IN THEIR CEREMONIES.

I HAD THE OPPORTUNITY TO ATTEND THE PARKLAND CHAMBER EMPOWERING WOMEN'S LUNCHEON WAS VERY SUCCESSFUL. SPEECHES AMAZINGLY INSPIRING. I WANT TO THANK THE PARKLAND CHAMBER FOR PUTTING ALL OF THAT TOGETHER. LASTLY, IN THE CATEGORY THAT I CALL HEALTH, SAFETY AND WELFARE, I WANT TO CONGRATULATE THOSE PEOPLE THAT PUT TOGETHER THE MARCH FOR OUR LIVES. I THOUGHT IT WAS A VERY SUCCESSFUL EVENT.

IT IS AN OPPORTUNITY FOR CHANGE AND EVERYONE IS WATCHING. I WANT TO THANK IN PARTICULAR, ZOE AND HEATHER WEISSMAN WHO WERE PARTICULARLY INVOLVED IN GETTING THIS SET UP, ALONG WITH

SAM AND JASON. AND I ALSO LIKE TO THANK MILK WHO TRAVELLED ALL THE WAY FROM CALIFORNIA TO HELP IN BRINGING AWARENESS TO THE COUNTRY ABOUT THESE GUN ISSUES.

YOU KNOW, EVERYONE IS WATCHING THE SENATE CLOSELY RIGHT NOW. I ESTIMATE THAT THERE WAS SOMEWHERE BETWEEN 1500 AND 3,000 PEOPLE THAT ATTENDED THIS MARCH FOR OUR LIVES.

SIX DAYS AGO, THE UNITED STATES HOUSE OF REPRESENTATIVES PASSED A WIDE RANGING GUN CONTROL BILL IN RESPONSE TO THE ALLEGED SHOOTING, WHICH I WAS VERY HAPPY TO HEAR, THERE ARE SOME SWEEPING STUFF THAT IS IN THAT. I AM ONLY HOPING THAT THE SENATE LISTENS TO WHAT HAS OCCURRED AND DOES WHAT IS NECESSARY TO PROTECT THE HEALTH, SAFETY AND WELFARE OF ALL OF THE PEOPLE IN OUR COMMUNITY, ACROSS THE COUNTRY, AND IN PARTICULAR, THE CHILDREN. AND THOSE ARE MY COMMENTS. THANK YOU VERY MUCH.

I THINK RILEY CAME TO OUR CITY ABOUT A YEAR AGO, AS A SMALL PUPPY AND NOW SHE'S GROWN.

BUT IT'S FANTASTIC THAT SHE IS A THERAPY DOG AND DEPUTY BERMAN SAID ANY TIME WE NEED A THERAPY DOG, RILEY IS MORE THAN WELCOME TO COME. WITH THAT, GOVERNOR DID SIGN A LAW, SB-266, WHICH ALLOWS HANDLERS OF RETIRED POLICE DOGS TO RECEIVE UP TO $1,500 IN REIMBURSEMENT FOR ANNUAL VETERINARY COSTS. SO THAT IS SOMETHING.

I KNOW DEPUTY BERMAN, I THINK SHE'S GOT SIX OTHER DOGS IN HER FAMILY.

SO SHE'S GOT MORE DOGS THAN KIDS. BUT ANYWAY, CONGRATULATIONS AGAIN TO RILEY. WITH NANCY, THE GRANT THAT RAJ HAD MENTIONED, WE'RE WORKING ON

I ALSO WANT TO CONGRATULATE OUR COMMUNITY ADVISORY BOARD MEMBERS FOR THE WORK THAT THEY'RE DOING IN INTERVIEWING OUR YOUTH AMBASSADORS. I THINK THEY SPENT THREE OR FOUR DAYS INTERVIEWING, MAKING SPECIAL ARRANGEMENTS FOR SOME OF THE STUDENTS THAT WERE LOOKING TO BE INTERVIEWED. I KNOW THEY DID A LOT OF HARD WORK.

ONE OF THE THINGS THAT, I GUESS JACKIE, AS FAR AS THE -- I KNOW.

BOTH WAYS. ONE OF THE THINGS THAT I KNOW -- MAYOR, YOU KNOW THIS.

THE SOLOMON LEADERSHIP PROGRAM HAS COLLEGE CREDITS. SO I'M WONDERING WHETHER THROUGH SHERI OR RUPERT THAT WE COULD LOOK INTO POSSIBLY, OBVIOUSLY THIS IS OUR FIRST YEAR, UNDERSTANDING THAT. THE OTHER THING OF INTEREST, HOUSE BILL 7049, WHICH ALLOWS CITIES STARTING JANUARY 2023, TO ADVICE ADVERTISE, TO ADVERTISE ON A COUNTY WEBSITE. SO THE BROWARD LEAGUE OF CITIES IS GOING TO BE WORK WITHING THING WITH THE COUNTY TO OBVIOUSLY PUSH THAT THROUGH, AT A NO COST OR LOW COST TO THE CITY. UNFORTUNATELY, IT'S IN PARALLEL TO THE STRATEGIES STILL HAPPENING.

BUT THE FACT THAT PARKLAND IS A PART OF THAT PROCESS, IT'S REWARDING, ESPECIALLY FOR OUR POSITION AS COMMISSIONERS OF THE CITY TO SEE THE IMPACT THAT THE RESIDENTS ARE HAVING, THE COMMUNITY. IT'S AN INCREDIBLE THING. AND I THINK HOPEFULLY WHEN THE DUST SETTLES AND THIS LEGISLATION IS PASSED, I THINK A LOT OF THE FAMILIES AND MEMBERS OF THIS COMMUNITY WILL BE ABLE TO TAKE PRIDE IN THE FACT THAT THEY ARE THE ONES WHO HELPED ACCOMPLISH THAT. SO YOU KNOW, AGAIN, IT'S A SHAME THAT WE'RE AT THIS POINT.

BUT HERE WE ARE. AND I HOPE AND REALLY AM CONFIDENT BY THE END OF THIS SUMMER, WE'LL HAVE SOMETHING THAT IS GOING TO SHOW FROM ALL OF THE PAIN AND SUFFERING THAT HAS COME OUT OF THIS IN SOME SORT OF PROGRESS. YOU KNOW, I SAY THAT TO KIND OF AT LEAST PUT THAT IN THE FRONT WITH THE GOOD STUFF IN THE BACK END, WHICH IS MY DAUGHTER, MYA, WON SECOND TO SMALLEST FISH AT THE FISHING DERBY, WHICH YOU KNOW, I DON'T KNOW HOW MUCH MORE PROUD I COULD BE. YOU KNOW, REALLY. I THINK THAT SHOWS IN ADDITION TO WHAT EVERYTHING ELSE PARKLAND DOES GREAT, WE ARE LUCKY AND FORTUNATE TO BUILD THE COMMUNITY, TO BE ABLE TO HAVE THESE TYPES OF EVENTS THAT ARE SEEMINGLY SO SIMPLE BUT HAVE SUCH AN AMAZING IMPACT. TO SEE THESE KIDS, VICE MAYOR CUTLER, RESIDENT ANGLER.

HE HAS BEEN THE ONE WHO HAS HELPED MY KIDS LEARN HOW TO FISH.

THE REALITY IS THESE EVENTS, I HOPE PEOPLE START TO PARTICIPATE AND TAKE NOTICE OF THESE THINGS. GO ON OUR CALENDAR, REALLY START TO UNDERSTAND WHAT IS OUT THERE. BECAUSE I SAY THIS ONCE AND I'LL SAY IT AGAIN, IS THAT THESE EVENTS TAKE A LOT OF TIME AND EFFORT TO YOU KNOW, TO PULL OFF AND OUR CITY DOES IT SEEMLESSLY. OUR STAFF IS AMAZING. WE PUT ON THINGS THAT I THINK IS REALLY WHAT MOST PEOPLE CONSIDER TO BE A TRUE AMERICANA TOWN FEEL.

I THINK THAT IS RARE THESE DAYS. EVERYONE OVER THE SUMMER, ESPECIALLY NOW THAT EVERYONE IS OUT OF SCHOOL THERE IS A LOT OF STUFF TO PARTICIPATE IN AND ENJOY. PLEASE TAKE ADVANTAGE OF IT. ENJOY THE FRUITS OF THE LABOR.

7320 GRIFFIN ROAD, DAVIE. WE'RE PLEASED THAT YOU HAVE HIRED US ONCE AGAIN TO UPDATE THIS FIRE ASSESSMENT STUDY. THIS IS PART OF HOW YOU FUND THE FIRE DEPARTMENT'S BUDGET.

THE FIRE PORTION OF THE BUDGET, NOT THE RESCUE. THERE IS NOT A LOT OF CHANGES FROM LAST TIME. I MEAN, THINGS WERE DIFFERENT. WE'VE LOOKED AT FIVE YEARS CALL DATA FROM THE FIRE DEPARTMENT, WHICH IS THE CORAL SPRINGS FIRE DEPARTMENT.

THE CALL DATA DETERMINES, IN LARGE PART HOW IT GETS ASSESSED TO THE COSTS GET ASSESSED TO THE DIFFERENT CATEGORIES OF PROPERTY WITHIN THE CITY. SO HERE WE GO SO FIRE ASSESSMENTS ARE AS A FUNDING MECHANISM, IT'S JUST A WAYS AND MEANS OF FINANCING OPERATIONS FOR CITIES. SOME CITIES DON'T DO FIRE ASSESSMENTS, MOST BROWARD COUNTY HAS FOR MANY YEARS DONE FIRE ASSESSMENTS, PARKLAND IS NO DIFFERENT.

YOU'VE DONE IT FOR MANY MANY YEARS. SOME OF THE METHODOLOGY CONSIDERATIONS, THE CITY WANTED TO LOOK AT AT THE END OF THE DAY, WE DECIDED TO STICK WITH WHAT YOU HAVE DONE. THERE DON'T SEEM TO BE TOO MANY COMPLAINTS WITH THAT.

PROBABLY THE MOST COMMON METHOD. YOU CAN LOOK AT SPECIAL ASSESSMENTS, REALLY JUST HAVE TWO TESTS. THEY HAVE TO BENEFIT IN A SPECIAL MANNER THE PROPERTY BEING ASSESSED. AND THEY HAVE TO FAIRLY APPORTION THE COSTS. OBVIOUSLY, IMPROVED PROPERTY, PARTICULARLY BENEFITS FROM HAVING FIRE PROTECTION. THE COURTS WILL NOT HAVE ANY PROBLEMS WITH THAT.

AND HOW YOU APPORTION IT, THERE IS MANY WAYS TO SKIN THAT CAT. WE LOOKED AT THREE.

THE CURRENT METHOD, WHICH IS WHAT WE'RE RECOMMENDING YOU STAY WITH.

ONE THAT MARRIED WITH THE SIZE OF THE RESIDENTIAL PROPERTY MOSTLY.

DISCUSSING WITH THE CORAL SPRINGS FIRE CHIEF, THEY DID NOT FEEL THAT THEIR RESPONSE TO SERVICES RESIDENTIAL PROPERTIES WERE ANY DIFFERENT, DEPENDING ON THE SIZE OF THE HOUSE.

THE ONLY DIFFERENCE IN PARKLAND, FOR THE RESPONSE PROTOCOLS, ARE HOUSES THAT HAVE A NO CITY FIRE LINE SERVICE AND A TANKER TRUCK HAS TO BE BROUGHT IN.

WE FELT THAT WAS A DIFFICULT MINUS DE MINIMUS CHANGE. WE DIDN'T FIND A RATIONAL NEXUS TO BE ABLE TO HANG OUR HAT ON THAT. THIRD IS THAT IS BASICALLY LOOKS AT A TWO-TIER PROCESS, EFFECTIVELY TRIES TO USE THE PROPERTY VALUES FOR A PORTION OF THE BUYER ASSESSMENT. THEN WE'LL LOOK AT THE COMPARISON OF CURRENT ALLOCATION AND RATES AND THE FUTURE ACTIONS THAT YOU'LL HAVE.

FIRE ASSESSMENTS HELP PAY FOR THE COSTS OF PROVIDING FIRE PROTECTION IN THE CITY, BUT NOT RESCUE SERVICES. IN THE CURRENT FISCAL YEAR, THE ONE WE'RE IN, 2022, THE CITY IS EXPECTED TO COLLECT, $3 MILLION. THE TOTAL FIRE DEPARTMENT BUDGET IS RIGHT AT $8.9 MILLION. THE FIRE ASSESSMENTS PROVIDE 37 AND A HALF PERCENT OF THE TOTAL FIRE DEPARTMENT BUDGET, INCLUDING EMS, AND PAYS FOR ABOUT 61 PERCENT OF THE TOTAL FIRE PROTECTION BUDGET. IF YOU WERE TO ELIMINATE THE FIRE ASSESSMENT ENTIRELY, AND USE A MILLAGE APPROACH OF PROPERTY TAXES, THE MILLAGE RATE WOULD HAVE TO GO UP BY .5512 MILS, WOULD BE A 13 PERCENT INCREASE IN THE CURRENT RATE. SO THAT IS ONCE AGAIN, THE WAYS AND MEANS OF FINANCING THE CITY. FIRST LEVIED THIS ASSESSMENT IN FISCAL YEAR 2005 AND LEVIED IT EVERY YEAR SINCE, IT'S ALLOWED THE CITY TO PAY FOR THE FIRE DEPARTMENT AS THE COSTS FOR THE SERVICES GREW, WHICH THEY INEVITABLY DO. I TOLD YOU EARLIER THAT THE ASSESSMENT MUST MEET THESE TWO TESTS BENEFIT TO THE PROPERTY, AND THE COSTS HAVE TO BE FAIRLY APPORTIONED. WE ALSO RECOMMEND THAT PEOPLE TRY TO CONSISTENTLY APPLY WHATEVER TAX STRATEGY YOU HAVE, FINANCING STRATEGY IN THE CITY TO TRY TO BE CONSISTENT.

BECAUSE ONE THING THAT KIND OF RISES TO THE SURFACE IS WHEN YOU MAKE CHANGES IT DRIVES SOME PROPERTY OWNERS A LITTLE CRAZY. THEY LIKE PREDICTABILITY IN THEIR TAX BILLS.

SO WHEN YOU CHANGE THINGS SIGNIFICANTLY, NO ONE IS COMPLAINING ABOUT IT, IT CAN CREATE PROBLEMS. FAIRNESS IS IN THE EYE OF THE BEHOLDER.

THERE ARE MANY DIFFERENT METHODS. MENTIONED THE THREE THAT WE LOOKED AT. DIFFERENT PROPERTY TYPES. CALL TO A HOME IS LIKELY NOT THE SAME AS A CALL TO A HOUSE, WAREHOUSE. OR ANY OTHER COMMERCIAL STRUCTURE. WE DIFFERENTIATE BETWEEN THOSE. BECAUSE THEY TEND TO REQUIRE DIFFERENT RESOURCES OR AVAILABILITY OF RESOURCES. SO WE ALLOCATE IN THE CASE OF PARKLAND, BASED UPON DEMAND BY PROPERTY TYPE, RESIDENTIAL AND THEN COMMERCIAL WAREHOUSE, INDUSTRIAL, WE LUMP THEM ALL IN TOGETHER, WE DON'T HAVE A LOT OF WAREHOUSE OR INDUSTRIAL.

WHEN YOU DO EXEMPT, CHURCHES OR NOT-FOR-PROFITS LIKE BOYS AND GIRLS CLUB, YOU'RE ESSENTIALLY GOING TO BE ABSORBING THOSE COSTS BECAUSE YOU'RE NOT GOING TO BE ABLE TO CHARGE PEOPLE MORE FOR THAT. SO IT WAS PART OF THE TRANSITION PLAN, THERE IS NOT ONLY THE SURVEY RESULTS, BUT THE RESULTS FROM OUR WORKING GROUP. SOMETHING THAT IS PART OF OUR PLAN, IT CERTAINLY WASN'T SOMETHING THAT HAD TO BE DONE, BUT WE'RE PROUD WE'RE ABLE TO DO, AUTISM FRIENDLY DESIGNATION. THIS WAS JUST RECENTLY PROVIDED TO THE CITY IN MARCH. AS YOU KNOW, EMPLOYEES AND VENDORS WERE PROVIDED WITH TRAINING AND ON OUR WEBSITE, WE HAVE SENSORY MAPS AND NARRATIVES CREATED TO HELP OUR VISITORS. MOVING FORWARD, NOT ONLY WILL ALL OF OUR EMPLOYEES CONTINUE TO BE TRAINED, NEW EMPLOYEES, THING THAT OUR VENDORS MUST GO THROUG, THEIR CONTRACTING
