IT IS A BLESSING TO WORK WITH WHAT I CALL THE A-TEAM AND OUR TURNOVER GROWING PAIN CHALLENGES WE'RE HANDLING THEM TOGETHER AND WE'VE ALREADY OVERCOME MANY OF THEM. I WOULD ALSO LIKE TO PUBLICLY THANK SCHOOL BOARD MEMBER LORI WHO ENCOURAGED BROWARD COUNTY PUBLIC SCHOOLS DEPARTMENT OF TRANSPORTATION TO CONDUCT A TRANSPORTATION SAFETY STUDY OF THE OF THE SCHOOL BUS STOP.
UPON COMPLETION ALL SCHOOL BUS STOPS WERE MOVED TO A SAFE LOCATION OF THE CLUB PARKING LOT NEAR THE TENNIS COURT. NO MORE WILL ANY CHILD HAVE TO WAIT FOR A MIDDLE OF KNOB HILL ROAD OR AT THE TRAFFIC CIRCLE IN. NOT ONLY WAS THIS A SCARY SITUATION BEFORE IT ALSO BLOCKED TRAFFIC FOR UP TO AN HOUR TWICE A DAY ON TWO BUSY ROADS.
THAT IS ALL A THING OF THE PAST AND THE BUS STOPS ARE NOW IN A SAFE WIDE SPACE AND RESIDENTS ARE GRATEFUL AND HAPPY. I WOULD ALSO LIKE TO THANK, THESE ARE WORDS WHICH YOU MAY HAVE NEVER HEARD IN HERE BEFORE, I WOULD LIKE TO THANK LENNAR.
UH-HUH. I BET THOSE ARE WORDS NOT TOO OFTEN SPOKE NONE THESE CHAMBERS.
LENNAR HAS AGREED IN WRITING TO MAKE ALL THE REPAIRS ON THE FIRST PRELIMINARY PART OF OUR PUNCH LIST THAT I PROVIDED EARLIER IN JANUARY TO THE COMMISSION AS WELL.
SINCE THAT PRELIMINARY PUNCH LIST A FORENSIC ENGINEER CAME OUT AND WROTE A REPORT AND THE FORENSIC ENGINEERING REPORT HAS BEEN ADDED AND SUBMITTED TO LENNAR AS WELL AS THE CITY. WE'RE ALSO WORKING ON A LANDSCAPE INVENTORY THAT WILL BE ADDED AS WELL.
THE BOARD IS HOPEFUL THAT LENNAR WILL CONTINUE TO BE A COOPERATIVE PARTNER DOING THE WORK THAT NEEDS TO BE DONE IN OUR COMMUNITY. THE DEVELOPERS ALMOST FINISH PAVING OUR MAIN ENTRANCE ROADWAY WITH BEAUTIFUL BRICK PAVERS OFF OF KNOB HILL ROAD AND THEY HAVE ALSO FULLY AT THEIR EXPENSE COMPLETELY ENCLOSED THE THREE WIDE OPEN GAP AREAS OF PERIMETER FENCING THAT WERE A CAUSE FOR CERTAIN SO THAT'S THE PERIMETER IS TOTALLY ENCLOSED. THEY'VE ALSO REPAIRED ALL OF THE GRAY LEDGER STONE THAT HAD FALLEN OFF THE ZEN GARDEN AREAS BY THE FRONT ENTRANCE.
SEE, SOME GOOD NEWS. THINGS SUCH AS THE SECOND LIFT HAVE NOT YET BEEN COMPLETED AND THERE ARE MANY THINGS ON THE PRELIMINARY PUNCH LIST THAT HAVE NOT THAT HAVE NOT BEEN STARTED BECAUSE THIS IS BECAUSE THE DEVELOPER IS STILL ACTIVELY BUILDING HOMES IN THE COMMUNITY. THERE ARE MANY SIDEWALKS AND CURVES THAT NEED TO BE REPAIRED, DRAINAGE IS AN ISSUE THERE AMONG OTHER THINGS AS YOU KNOW IT'S A VERY, VERY LONG PRELIMINARY PUNCH LIST.
OUR MAIN CONCERN IS OUR IRRIGATION SYSTEM.
WE HAVE AN UNDER PRESSURE TWO WIRE IRRIGATION SYSTEM WHICH IS EXACTLY WHAT IT SOUNDS LIKE.
THE SYSTEM USES TWO SEPARATE WIRES THAT TRAVEL FROM THE -- IT DOES NOT BLEED DRY AND THE VALVES ARE CHAINED TOGETHER IN WHAT YOU WOULD CALL A DAISY CHAIN.
OUR VALVES ARE LOCATED BETWEEN THE FRONT AND BACK FOR THE TWO WIRES ONE SUPPLIER SUPPLIES POWER AND THE OTHER PROVIDES COMMUNICATION INFORMATION

EACH VALVE BOX HAS A DECONNECTOR IF IN THAT TWO WIRE SYSTEM THAT RUNS THROUGH EACH DECODER AND EACH VALVE. EACH HAS ITS OWN UNIQUE SERIAL NUMBER. WHY THAT IS THE QUESTION OF THE DAY. AFTER MONTHS OF BEING DOWN THE REPAIRS ARE WORKING NOW AND IRRIGATION SYSTEM IS BACK ON. THEY HAVE HAD TO SPEND A LOT OF MONEY TO FIND OUT WHAT WAS CAUSING THE ELECTRICAL WIRING ISSUES. ONCE ALL IS RESEARCHED AND REPAIRED WE NEED TO FIGURE OUT WHO'S RESPONSIBLE HERE.IN THE MEANTIME, THE H.O.A. BOARD HAS NOTIFIED THE COMMUNITY OF A CONSERVATIVE PROPOSED ASSESSMENT FOR HOMEOWNERS. THE BOARD IS MEETING WITH THE COMMUNITY TOMORROW AFTERNOON.
THE FIRST EVER PROPOSED ASSESSMENT FOR THE RESIDENTS WILL COST EACH HOMEOWNER ABOUT $660 PER HOME PAYABLE OVER THREE MONTHS AND THE ASSESSMENT WILL COVER SOME OPERATING CAPITAL BECAUSE WE'RE BASICALLY JUST BREAKING EVEN WITH ZERO RESERVES FOR URGENT THINGS WHICH HAVE ALREADY HAPPENED. WE ALSO NEED TO PAY FOR OUR FORENSIC ENGINEER, FORENSIC ACCOUNTANT AND OTHER COSTS INCLUDING THE UPCOMING COST OF THE RECLAIMED WATER FOR NSID. THIS IS ALL PART OF THE H.O.A. DOING THEIR THEIR LEGAL DUE DILIGENCE FOR THIS COMMUNITY. LENNAR SUBMITTED PLANS BY ADDING PILES. HOPEFULLY THIS WILL BE SWIFTLY APPROVED BY THE CITY AND WORKED AGAIN RIGHT AWAY BY THE DEVELOPER. WE ALSO HOPE THAT THE CITY WILL REQUIRE LENNAR TO SUBMIT ADDITIONAL PLANS TO THE CITY FOR IMPROVING THE MIDDLE WATER FEATURES WITH BUBBLERS AT BOTH ENTRANCES. THEY HAVE SEVERE STAINING, CRACKS AND ISSUES WITH THE LIGHTS.
IT WOULD ALSO BE IDEAL FOR THE CITY OF PARKLAND TO HOLD LENNAR RESPONSIBLE FOR CHANGING THE STAINLESS STEEL TO ALUMINUM FOR LONG-TERM NONRUSTING.

HOWARD HEALTH HAD THEIR UNVEILING OF THE SPIRIT OF CARING SCULPT TURE TRULY AMAZING IF YOU HAVEN'T GONE OUT TO SEE IT I DEFINITELY WOULD.

TWO OF THE FINDINGS THAT THEY ADD WERE REGARDING S.R.O.S AND ONE WAS TO VERIFY AGAIN THE DISTRICT HAD THE POSSIBILITY TO -- THE RESPONSIBILITY THAT S.R.O.S I HAVE DISCUSSED THAT WITH NANCY TO ENSURE THAT CAPTAIN CALVETA AND NANCY COMMUNICATE RIEGLY REGARDING THE S.R.O.S AND THEIR TRAINING AND ANY ISSUES THAT THEY'RE HAVING.

MOST OF IT WAS JUST DISCUSSING THE GENERAL OVERVIEW OF WHERE WE'RE AT BUT, WE'RE GOING TO HAVE SOME I WANT TO SAY CHALLENGES BUT SOME INTERESTING DECISIONS TO MAKE AS WE MOVE FORWARD. SO THAT POINT VICE MAYOR CUTLER HAD MENTIONED I GUESS A COUPLE YEARS AGO BEFORE COMMISSIONER BREYER AND COMMISSIONER ISRAEL HAD GOTTEN ON BOARD ABOUT HAVING MORE WORKSHOPS THAN NECESSARILY PUSHING EVERYTHING TO THE STRATEGIC PLAN. THIS MAY BE ONE OF THOSE ITEMS THAT WE MIGHT HAVE TO WORKSHOP JUST SO THAT WE HAVE A BETTER UNDERSTANDING OF WHAT'S GOING ON BECAUSE IT'S A FLUID PROCESS. THEY'RE HOPING TO HAVE THE INNER LOCAL AGREEMENT FINISHED WITHIN THE NEXT MONTH SO IT WILL BE COMING TO CITY ATTORNEYS AND YOU KNOW I DON'T KNOW HOW LONG IT WILL TAKE US TO MAKE A DECISION. BUT AT LEAST TO KNOW WHAT DECISION AND WHAT DIRECTION WE WANT TOO GO IN.

THE MONEY SOME OF THESE REQUIREMENTS THAT WE HAVE TO MEET FOR THESE PROJECTS THAT WE'RE COMMITTED TO MEETING IS THE MONEY HAS TO BE INCURRED BY DECEMBER 31ST OF 2024 AND ALSO THE MONEY MUST BE PAID OUT BY THE END OF DECEMBER 2026 WHICH MEANS CONSTRUCTION COMPLETE. I'M HERE TONIGHT TO TALK ABOUT THE SURTAX PROGRAM WHICH THEY REFERRED TO AS MOBILITY ADVANCEMENT PROGRAM. JUST TO RECAP THE BROWARD COUNTY VOTERS AGREED TO ASSESS THEMSELVES ANOTHER 1% SALES TAX STARTING IN JANUARY OF 2019.
YOU THEN HAVE AN AGREEMENT THAT SAID THAT WE THE CITIES WOULD RECEIVE THE MINIMUM OF AT LEAST 10% OF THE REVENUES GENERATED BY THAT SURTAX. THEY CREATED A FIVE YEAR PLAN VERY SIMILAR TO OUR CAPITAL IMPROVEMENT PLAN AND THEY LOOK AT THAT FIVE YEAR PLAN AND REVISE IT FREQUENTLY, AT LEAST ONCE A YEAR.
WE HAVE A PROJECT CALLED WAXAHACHIE ROAD THAT WAS IN THE FIVE YEAR PLAN AND IT WAS WAY OUT IN THE OUT YEARS BECAUSE IT REALLY WASN'T RANKED AS HIGH.
BUT THEY HAVE SINCE MOVED IT UP.
SO THEY'VE MOVED IT INTO FEBRUARY OR AS OF FEBRUARY, 2020 THEY MOVED IT INTO 2022 IT IS NOW READY TO BE FUNDED. WHEN THIS STARTED EVERYONE WAS ASKED ALL THE CITIES WERE ASKED TO THROW IN WHAT PROJECTS WOULD YOU WANT FUNDED FROM THE SURTAX AND THERE WERE OVER 500. ONLY ABOUT 110 WERE TRULY ELIGIBLE FOR SURTAX FUNDING THOSE 110 ARE REFERRED TO AS CYCLE 1 PROJECTS. AND THOSE CYCLE 1 PROJECTS REALLY USE UP THE FUNDING THROUGH THE NEXT FIVE YEARS.
WE HAVE TWO PROJECTS THAT ARE CONSIDERED CYCLE ONE PROJECTS. LOCKSHACHI AND A TRAFFIC LIGHT AT UNIVERSITY HILLS DRIVE AND HILLSBOROUGH.
A BIG CHANGE HAPPENED RECENTLY IS UNDERWAY RIGHT NOW AT THE LOCKSHATCHY ROAD. BROWARD COUNTY HAS AGREED TO TAKE OVER A PORTION OF THAT. WE WERE ALLOWED ALLOWED 2.6 MILLION WE HAD AN L.F.A.A LOCAL FUNDING AGREEMENT WHICH REQUIRED US TO SET ASIDE ESCROW OF OVER $1.7 MILLION WHICH WE'VE DONE. SO NOW AS BROWARD COUNTY TAKES OVER OUR PORTION OF IT THEY WILL EXECUTE A NEW L.F.A. AND F-DOT WILL RETURN OUR ESCROW FUNDS.
IT'S NOT SLATED FOR FUNDING UNTIL FISCAL YEAR 2026 CURRENTLY.
BUT PER THE I.L.A. WE ARE ALLOWED TO SUBMIT ADDITIONAL PROJECTS AND WHEN WE DO THAT OUR DEADLINE FOR THIS YEAR IS FRIDAY, APRIL 8TH. THE M.P.O. WILL TAKE ALL OF THESE NEW PROJECTS PRIORITIZE THEM AND MAKE SURE THEY'RE ELIGIBLE FIRST AND PRIORITIZE THEM AND RANK THEM. IF THEY MAKE THE CUTS THEY'LL SLOT THEM INTO THE FIVE YEAR PLANS.
HOWEVER AS I SAID MOST OF THE FIVE YEAR PLAN IS ALREADY EATEN UP BY THE CYCLE 1 PROJECTS THEY MAY HAVE TO GO POST 2026 IF ELIGIBLE.
PART OF THE REQUIREMENT FOR THE APPLICATION PROCESS DUE FRIDAY IS A RELATIVE SOLUTION OF SUPPORT.
JUST SAYING THAT YOU AGREE FOR US TO SUBMIT NEW PROJECTS. WE ARE PROPOSING TWO PROJECTS TO BE SUBMITTED THIS YEAR.
THIS REPARKSIDE DRIVE IMMATERIAL PROMPTS AS A TRAFFIC CALMING PROJECT AND UNIVERSITY DRIVE IMPROVEMENTS IN PARKLAND STARTING FROM ABOUT ASTIN GARDENS UP TO LOXAHATCHEE ROAD.
