THIS WEEK WE HAD SEVERAL DEDICATIONS IN THE CITY.
ONE FOR THE CHILDREN'S WING IN THE PARKLAND LIBRARY, IN HONOR OF (NAME), ONE FOR PETE AND LINDA GATO AT PLAIN TRAILS, AND ONE FOR ALYSSA (NAME). I WAS HAD TWO OF THE EVENTS, BUT THEY WERE VERY EMOTIONAL, AND ALSO VERY REWARDING THAT THE CITY IS TAKING STEPS TO HONOR THOSE FOLKS.
WE HAVE OUR FARMERS MARKET COMING UP ON SUNDAY.
AND I JUST WANT TO CONTINUE TO SEND OUT OUR PRAYERS FOR THE UKRAINIAN PEOPLE AND ALL THEY ARE GOING THROUGH.

A MONTH-LONG CAMPAIGN THAT SEEKS TO RAISE AWARENESS TO PEOPLE WITH DISABILITIES AND ALL OF THE COMMUNITY LIFE AS WELL AS THE BARRIERS PEOPLE WITH DISABILITIES STILL AND SOMETIMES FACE IN CONNECTION TO THE COMMUNITIES THEY LIVE. OUR COMMUNITY IS COMPRISED OF VARIOUS ABILITIES AND DIFFERENCES.
AND I THINK WE DO A GREAT JOB IN PROVIDING INCLUSION JUST TO GIVE THE COMMISSION AN UPDATE ON THE SOLID WASTE AND RECYCLING . WE MET AGAIN TODAY.
MOST OF IT WASDISCUSSING OR TRYING TO WORK THROUGH THE INTERLOCAL AGREEMENT'S . A DISCUSSION WITH THE ATTORNEYS. THE APRIL 1 MEETING THAT WAS SCHEDULED TO BE IN PERSON FOR ALL THE, I GUESS, THE DELEGATES? INSTEAD, WE ARE GOING TO DO A ZOOM MEETING AS OPPOSED TO IN PERSON.
THE INTENT IS TO HAVE SES PENGINEERS TO GIVE US AN UPDATE IN PROGRESS REPORT ON THE WASTE GENERATION STUDY.
THE ATTORNEYS WILL PROVIDE A HIGH-LEVEL UPDATE ON THE LOCAL AGREEMENT, AND SOME OTHER TOPICS MAY BE DISCUSSED AS WELL. AS COMMISSIONER BRIER SAID, WE HAD A FEW DEDICATIONS IN THESE PAST TWO WEEKS.

AND ACTUALLY TAKE ACTION TO ENSURE THAT IT'S ACKNOWLEDGED HOW IMPORTANT IT IS TO US.
AND I THINK THAT WAS DEMONSTRATED VERY WELL.
THAT WAS ALSO DONE WITH MELISSA (NAME), THE NAMING OF FIELD EIGHT. THAT WAS ANOTHER BEAUTIFUL TRIBUTE. OUR NAMING POLICY HAS DEMONSTRATED THAT ITS USE FOR THE RIGHT REASONS.

(NAME). >> THANK YOU, MAYOR, VICE MAYOR, MEMBERS OF THE COMMISSION, CITY MANAGER, CITY ATTORNEY, CITY CLERK. I'M VERY HAPPY TO BE HOME AGAIN! WE HAVE NORMALLY A 60 DAY LEGISLATIVE SESSION, BUT WE GOT A LITTLE -- WE NEED A LITTLE EXTRA TIME THIS YEAR. THE MONEY WAS THE OFFICIAL LAST DAY OF SESSION, WHERE WE VOTED ON A $112 BILLION BUDGET, WHICH IS BY FAR THE LARGESTBUDGET WE HAVE EVER HAD IN THE STATE OF FLORIDA . 1/3 OF WHICH CAME FROM THE FEDERAL GOVERNMENT. SO GOOD NEWS IS WE ARE ALSO STILL MEETING EXPECTATIONS IN THE BUDGET.
SO IT WAS A GOOD YEAR THIS YEAR.

ANYTHING I'M GOING TO BE TELLING YOU RIGHT NOW IS JUST PRELIMINARY. MOST BILLS HAVE NOT GONE TO THE GOVERNOR'S DESK. THE CONGRESSIONAL MAPS THAT WE VOTED ON DID NOT GO TO THE GOVERNOR'S DESK, NOR HAS THE BUDGET ONTO THE GOVERNOR'S DESK.
THE GOVERNOR DOES HAVE LINE ITEM VETO POWERS, SO WE DON'T KNOW WHAT WILL HAPPEN. SO ANYTHING I'M TELLING YOU IS ALL PREFACED WITH IT DEPENDS ON WHAT THE GOVERNOR DOES WITH THIS.I WILL SAY THAT I WAS VERY HAPPY TO HAVE WORKED ON FIVE PIECES OF LEGISLATION THAT PASSED THIS SESSION.
ONE OF THEM WAS MENTAL HEALTH PROFESSIONAL LICENSURE.
GIVING ADDITIONAL OPPORTUNITIES FOR PEOPLETO BECOME LICENSED MENTAL HEALTH PROFESSIONALS . IF ANYBODY IS AWARE OF THAT AREA, AND IT'S PRETTY MUCH EVERY AREA RIGHT NOW.

THERE ARE COMPLETE WORKFORCE ISSUES WHERE WE DON'T HAVE ENOUGH PEOPLE TO TREAT THE PEOPLE WHO NEED HELP.SO THIS IS JUST ONE MORE WAY IN ORDER TO GET PEOPLE CERTIFIED SO THAT THEY CAN BECOME PROFESSIONAL MENTAL HEALTH PEOPLE WHO CAN HELP OUT. ONE OF THE OTHER BILLS THAT WAS S INCREDIBLY PROUD TO PASS WAS OCCUPATIONAL LICENSURE FOR MILITARY SPOUSES. FLORIDA HAS A VERY LARGE GROUP OF MILITARY. MILITARY GETS MOVEDAROUND ALL THE TIME. WE TALK ABOUT SUPPORTING OUR MILITARY, BUT OFTEN THE SPOUSES GET OVERLOOKED.
THEY HAVE TO MOVE WITH THEIR SPOUSES.
WHEN THEY COME TO FLORIDA, IF THEY HAVE AN OCCUPATIONAL OR PROFESSIONAL LICENSE, THEY HAVE TO GET THAT RENEWED HERE .
MAKE SURE THEY GET ALL OF THAT IN ORDER BEFORE THEY CAN WORK.
SO WHAT THIS BILL DOES IS IT EXPEDITES THE PROCESS AND ALSO WAIVES THE FEE.O THAT HOPEFULLY THEY CAN GET TO WORK QUICKER AND IT WILL BE AN EASIER TRANSITION TO THEM AND THE STATE OF FLORIDA. ANOTHER BILL THAT I WORKED ON THAT PAST WAS MENTAL HEALTH FOR STUDENTS.
WHAT THIS DOES IS, IN THE SCHOOLS, STUDENTS ARE GETTING BEHAVIORAL HEALTH SERVICES. HOWEVER, THEIR FAMILIES AND CAREGIVERS AREN'T ALWAYS AWARE OF WHAT SERVICES ARE AVAILABLE TO THEM, EITHER AT SCHOOL OR IN THE COMMUNITY.
AND WHAT THIS BILL DOES IS IT REQUIRES THE SCHOOLS TO LET THE CAREGIVERS AND FAMILIES KNOW WHAT SERVICES ARE ALSO AVAILABLE TO THEM. IF YOU ARE JUST TREATING THE STUDENTS, THERE'S USUALLY A LOT MORE GOING ON AND IT'S REALLY IMPORTANT TO MAKE SURE THAT THE FAMILY ALSO GETS THE CARE AND RESOURCES THAT THEY NEED IN ORDER TO HAVE A VERY HEALTHY ENVIRONMENT. NOT JUST FOR THE STUDENT WHEN THEY ARE AT SCHOOL, BUT ALSO IN THE HOME ENVIRONMENT.
ANOTHER BILL THAT I WORKED ON THAT PAST IS FUNDING FOR SHIRTS. WHAT THIS DOES IS THERE ARE MANY SHERIFF'S WHO DO CHILD PROTECTIVE SERVICES STOP THE BROWARD SHERIFF IS ONE OF THOSE SERIFS.
WHAT THEY WOULD HAVE TO DO AT THE END OF THE YEAR IS ANYTHING THAT WAS LEFT OVER IN THEIR BUDGET, THEY WOULD HAVE TO SEND BACK TO DCF. IF THEY WERE IN THE PROCESS OF HIRING SOMEONE OR HAD SOME EXPENSES THAT WENT PAST THE YEAR, THAT COULD ALSO CAUSE PROBLEMS. THIS BILL ALLOWS HIM TO CARRY A PERCENT OF THAT BUDGET FORWARD.
THEY CAN'T USE IT TO CREATE ANY NEW EXPENDITURES, BUT IT WOULD BE COVERING ANY EXPENDITURES THAT MIGHT HAVE ROLLED OVER IN THE PREVIOUS YEAR. AND THEN, OF COURSE, ANOTHER BILL THAT IS VERY DEAR TO ALL OF US HERE THAT I WORKED ON THAT PAST WAS THE SCHOOL SAFETY BILL.
THIS BILL JUST ADDED ON TO SOME OF THE THINGS THAT HAVE BEEN DONE BY THE MST COMMISSION. ALSO ADDING ONTO THE MST COMMISSION THAT THEY CAN EXTEND THEIR TIME AND CONTINUE TO MEET. IT'S VERY IMPORTANT THAT WE KEEP SCHOOL SAFETY IN THE FOREFRONT.
AND I WANT TO REALLY THANK THE MEMBERS OF STAND WITH PARKLAND.
WE HAD SEVERAL UP OF THEM IN TALLAHASSEE.
(NAME) WAS THERE REGULARLY AS WELL AS RYAN PETTY.
THESE FAMILY MEMBERS REALLY WORKED HARD ON ALL SIDES OF THE AISLE TO MAKE SURE THAT THIS LEGISLATION COULD PASS.
IT IS ALSO IMPORTANT TO KEEP SCHOOL SAFETY IN THE FOREFRONT.
BECAUSE IT'S VERY EASY, AS TIME GOES BY, TO KIND OF FORGET.
AND TO THINK YOU KNOW WHAT? WE DON'T HAVE TO PAY THAT CLOSE ATTENTION. TIME IS PAST.
IT'S JUST IMPORTANT TO BE VIGILANT.
THERE IS ALWAYS A BEHAVIORAL HEALTH COMPONENT.
I WANT PEOPLE TO KNOW TRAINING -- THERE IS DE-ESCALATION TRAINING ON HOW TO HANDLE CRISIS SITUATIONS.
THAT'S ALSO IMPORTANT -- TO HAVE A SAFE AND HEALTHY SCHOOL ENVIRONMENT. SOMEOF THE APPROPRIATIONS.
THIS WAS AGAIN, SO FAR, A GOOD YEAR.
WE WILL SEE WHAT HAPPENS. BUT ONE OF THE TOP PRIORITIES THAT I HAD FOR FUNDING, EAGLES HAVEN WELLNESS CENTER, FOR THOSE WHO KNOW, WAS CREATED AFTER THE SHOOTING AT MARJORY STONEMAN DOUGLAS. THOSE WHO MIGHT KNOW, I WAS ACTUALLY AT THE TABLE WITH THE BEHAVIORAL HEALTH SPECIALISTS, CHILDREN'S SERVICES COUNCIL, AND MANY OTHERS.
WHEN WE WERE TRYING TO DECIDE WHAT KIND OF PLACE WE WERE GOING TO HAVE. WE DIDN'T WANTED TO BE SOMETHING THAT SEEMED SO INCREDIBLY CLINICAL THAT NOBODY WOULD WANT TO GO THERE, ESPECIALLY YOUNG PEOPLE.
EAGLES HAVEN IS WHAT CAME OUT OF THIS.
A PLACE WHERE YOU CAN GO IF YOU JUST WANT TO TALK, IF YOU JUST WANT TO DO ART THERAPY, OR WHATEVER TYPE OF THERAPY YOU WANT TO DO OR JUST HANG OUT. IT'S A PLACE TO GO DO YOUR HOMEWORK. A PLACE WHERE YOU CAN FEEL COMFORTABLE AND KNOW THAT IF YOU DO NEED HELP, THERE IS A PLACE WITH A WARM HAND. WHERE PEOPLE WHO ARE LICENSED CLINICIANS WILL MAKE SURE YOU KNOW YOU NEED TO GO TO GET THE SERVICES YOU NEED. EAGLES HAVEN WAS PARTIALLY FUNDED BY CHILDREN'S SERVICES COUNCIL AND ALSO WITH BOCA FUNDING. THE VOCA FUNDING RAN OUT.
SO THERE WAS A GAP THIS YEAR. OR THERE WILL BE A GAP THIS COMING YEAR. SO I PUT IN FOR A REQUEST OF $600,000 FOR EAGLES HAVEN. THANKFULLY, THAT MADE IT INTO

ONE OF THEM MADE IT INTO THE BUDGET FOR THE (INDISCERNIBLE) FUNDING.HOSE ARE THE IMPROVEMENTS OVER AT LIBERTY PARK AND (INDISCERNIBLE) PARK.THAT'S 200,000. THE GOOD NEWS IS THAT BECAUSE IT'S PART OF THE (INDISCERNIBLE) FUNDING AND IT'S IN THE BUDGET AS A BIG ITEM, IT'S MORE PROTECTED THAN THE SINGLE ITEMS THAT CAN BE MORE EASILY VETOED.
SO I FEEL PRETTY GOOD ABOUT THAT.
SOME OF THE OTHER THINGS THAT I DID, AS FAR AS FUNDING GOES, SOS CHILDREN'S VILLAGES, 500,000 TO HELP THEM FIX THEIR ROOMS. FOR THOSE WHO ARE AWARE, SOS CHILDREN'S VILLAGE DOES WONDERFUL WORK WITH FOSTER CHILDREN. THERE WAS ALSO THE BROWARD MEDICAL ALERT TEAM. $1 MILLION IN ORDER TO HAVE A MOBILE EMERGENCY (INDISCERNIBLE).
SO THAT EMERGENCY ROOM IS COMING TO THE SITUATION TO HELP. ADDITIONALLY, COP (INDISCERNIBLE) AT HOLY CROSS HEALTH.
I GOT 500,000 FOR THEM IN THE BUDGET.
IN THE DAVID (NAME) JEWISH CENTER 49,000.
SO THOSE ARE SOME OF THE NICE PROJECTS.
IT WAS A VERY MIXED BAG FOR CITIES THIS YEAR.
THERE WAS SOME REALLY GOOD THINGS. COULD NOT BELIEVE THAT THE PREEMPTION ON SMOKING IN THE PARKS WAS REMOVED.
I REMEMBER MANY YEARS AGO, I THINK I WAS STILL A COMMISSIONER. I WENT UP ADVOCATING FOR THAT BILL AND IT NEVER PASSED. SO THAT IS ON ITS WAY.
IT ALSO PASSED THROUGH. THEY REMOVED CIGARS.
YOU CAN'T REGULATE CIGARS AND PARKS, BUT YOU CAN STILL REGULATE CIGARETTES. AT LEAST THERE'S THAT.
THERE'S BEEN A BIG FOCUS ON CYBERSECURITY AND THERE'S SOME FUNDING INVOLVED IN THAT. THERE'S A REAL FOCUS THAT CITIES WORK HARDER AND GET THE HELP AND TRAINING THEY NEED IN ORDER TO PROTECT THEIR DATA . PSO CYBERSECURITY STOP IF AND WHEN THAT GETS SIGNED BY THE GOVERNOR, I'LL MAKE SURE YOU GET THE INFORMATION ON THAT AND HOW THE CITY CAN TAKE ADVANTAGE OF THAT. AND THEN, UNFORTUNATELY, SENATE BILL 620 PAST. THAT WAS THAT ONE WHERE BUSINESSES CAN SUE THE CITY IF THEY FEEL THAT THERE IS A CERTAIN AMOUNT OF FUNDING THAT WILL AFFECT THEIR REVENUES.
THE GOOD NEWS IS TOWARD THE END, THERE WERE MANY MORE EXCEPTIONS THAT WERE PUT IN PLACE, ZONING AND THINGS LIKE THAT. ANYTHING THAT IS DUE TO AN EMERGENCY ORDER. BUT I DID SPEAK OUT ON THE FLOOR ABOUT IT. IT'S UNFORTUNATE THAT WE HAVE SO MANY PEOPLE IN THE STATEHOUSE THAT HAVE NOT HAD LOCAL EXPERIENCE. IN FACT, THE ONE REPRESENTATIVE GIVE AN EXAMPLE AT A TIME WHEN THE BUSINESS WAS LOSING MONEY BECAUSE OF AN ORDINANCE THAT WAS PUT IN PLACE.
HE MENTIONED HOW THEY WERE ABLE TO WORK IT OUT WITH THE CITY IN THE END. AND THERE IS NO NEED FOR A LAWSUIT. AND I ACTUALLY EXPLAINED TO HIM THAT'S USUALLY WHAT HAPPENS IN CITIES.
IN CITIES, IT'S A VERY DIFFERENT SITUATION, YOU KNOW? THE BUSINESSES THAT ARE HERE? THESE ARE OUR FRIENDS.

THERE'S MUCH MORE OF A PARTNERSHIP BETWEEN BUSINESSES IN CITIES. THE CITY OF PARKLAND HAS ALWAYS DONE THAT WELL. THIS COMMISSION HAS CONTINUED AND THE LEADERSHIP HAS CONTINUED TO PROMOTE THOSE RELATIONSHIPS. THEREFORE, A LAW LIKE THIS IS NOT NEEDED. AND IN MY OPINION, IT IS A LAW THAT WILL ONLY BE ABUSED BY PEOPLE WHO WANT TO TAKE ADVANTAGE OF THE SITUATION AND TRY TO MAKE THE CITY DO SOMETHING THAT BENEFITS THEM. SO I DID SPEAK OUT ON THAT.
BUT -- I AM IN THE MINORITY UP THERE (LAUGHING).
OTHER THAN THAT WE HAD A LOT OF FUNDING THIS YEAR FOR MENTAL HEALTH. THERE WAS FUNDING FOR EDUCATION. AND THAT'S BASICALLY THE UPDATE FOR NOW. WE DID HAVE SOME BILLS THAT WERE TROUBLESOME IN MANY WAYS. THERE WAS THE HB FIVE, WHICH WAS THE ABORTION BAN. THERE WAS ALSO HB SEVEN.
AND EVEN THOUGH IT WAS TALKED A LOT ABOUT HOW IT WOULD AFFECT EDUCATION IN THE CLASSROOMS, ONE OF THE BIGGEST PROBLEMS THAT THAT WILL HAVE HIS TRAINING.
TRAINING THAT COMPANIES WOULD BE REQUIRED TO DO FEDERALLY.
AND THAT THIS BILL COULD CAUSE HIM TO NOT BE ABLE TO (INDISCERNIBLE) AT THE STATE LEVEL.
SO IT WOULD ACTUALLY HURT BUSINESSES IN MANY WAYS.O THERE WERE SOME THINGS THAT WEREN'T GREAT.

SOMETHING HAPPENED BETWEEN THE HOUSE AND THE SENATE AND THEY DIDN'T GO ANYWHERE.E ARE IN A COMPLETE CRISIS RIGHT NOW WITH HOMEOWNERS INSURANCE. IT IS AWFUL.
PEOPLE ARE GETTING DROPPED LEFT AND RIGHT.
CITIZENS INSURANCE, WHICH IS SUPPOSED TO BE INSURANCE OF LAST RESORT IS 900,000, A MILLION.
SOMETHING LIKE THAT. RIDICULOUS RIGHT NOW.
WE HAVE SEVERAL CARRIERS WHO ARE LEAVING THE STATE.
I'VE HEARD RUMORS THAT WE WILL BE CALLED BACK (INDISCERNIBLE) IN THE BEGINNING OF APRIL. I DON'T KNOW IF THAT'S TRUE OR NOT. I REALLY HOPE THAT WE WILL BE DOING SOMETHING TO ADDRESS IT BECAUSE THIS IS A CRISIS LIKE NO OTHER THAT WE'VE SEEN IN A LONG TIME.

THEY RANKED AND REVIEWED US, OUR APPLICATION, AND WE QUALIFIED FOR THE GRANT.FOR 1.5 MILLION.
SO YAY! BUT -- IT TOOK THIS LONG TO FINALLY GET THE GRANT AGREEMENT, WHICH IS BEFORE YOU TONIGHT, FOR APPROVAL. AND I JUST WANT TO SAY THAT BY APPROVING THIS GRANT AGREEMENT, THE CITY WILL BE HELD TO CERTAIN REQUIREMENTS. AND I WILL LIST THEM NOW.
PRIOR TO RECEIVING THE GRANT FUNDS, THE CITY MUST CREATE A MANAGEMENT PLAN DETAILING THE PROPOSED USE OF THE LAND AS A PERK. AND SUBMIT A PROJECT PLAN FOR THE DEVELOPMENT OF THE PARK. WE MUST RECORD A NEW DEED.
THE DEED MUST CONTAIN COVENANTS AND RESTRICTIONS SUFFICIENT TO ENSURE THAT THE USE OF THE LAND COMPLIES WITH SECTION 28, ARTICLE X OF THE STATE CONSTITUTION.
THE DEED MUST CONTAIN A REVERSION CONVEYANCE OR TERMINATION CLAUSE THAT BEST TITLE IN THE BOARD OF TRUSTEES OF THE INTERNAL IMPROVEMENT TRUST FUND IF ANY OF THE COVENANTS OR RESTRICTIONS OF THIS GRANT AGREEMENT ARE VIOLATED. THE CITY MUST DEVELOP THE SITE AS A PERK. AND OPEN THE DEVELOPED SITE TO THE PUBLIC WITHIN THREE YEARS OF THE DATE OF THE FINAL DISBURSEMENT OF THE GRANT FUNDS.

IN THE HOUSE AND THE SENATE WERE NOT ABLE TO RECONCILE THEIR DIFFERENCES IN THE BILL DIED. BUT DON'T BE SURPRISED IF IT COMES BACK NEXT YEAR. SO IN TERMS OF THE CITY'S LIABILITY EXPOSURE, IT WILL BE THE SAME AS IT WAS PRIOR TO THIS LEGISLATIVE SESSION. A LEASE FOR NEXT YEAR.
THE OTHER ONE WAS SENATE BILL 280, WHICH WOULD HAVE REQUIRED THE CITY AND CITY STAFF TO PREPARE A DETAILED BUSINESS IMPACT STATEMENT FOR ANY ORDINANCE THAT WAS PROPER FOR YOU. SO THAT ALSO DIED.
THAT WAS NOT APPROVED, WHICH WOULD'VE BEEN (INDISCERNIBLE).
FINALLY, I JUST WANTED TO FOLLOW UP ON ONE OF THE ITEMS

THAT REPRESENTATIVE (NAME) MENTIONED WHICH WAS SENATE BILL 620 WITH RESPECT TO THE BUSINESS DAMAGES WHICH HAS BEEN APPROVED BUT NOT YET BEEN SIGNED BY THE GOVERNOR.SO IT DOES ALLOW FOR BUSINESSES TO MAKE A CLAIM FOR CERTAIN BUSINESS DAMAGES. THOSE BUSINESSES MUST BE ESTABLISHED FOR AT LEAST THREE YEARS PRIOR TO THE ENACTMENT OF THE ORDINANCE. AND THEY HAVE TO DOCUMENT THAT AT LEAST 15 PERCENT OF THEIR BUSINESS PROFIT WOULD BE IMPACTED ON A PER LOCATION BASIS.
