[5. Comments from the Public on Non-Agenda Items]
PASSES UNANIMOUSLY.COMMENTS FROM THE PUBLIC ON NON-AGENDA ITEMS. DO WE HAVE ANY.>> MAYOR, VICE MAYOR, CITY MANAGER, CITY ATTORNEY AND CITY CLERK. MY NAME IS ANTHONY AND I'M AN INTERIM ESTATE REPRESENTATIVE CHRISTINE OFFICE.
I'M PLEASED TO BE HERE TONIGHT ON BEHALF OF REPRESENTATIVE WHO IS CURRENTLY IN TALLAHASSEE. THIS WEEK ONE OF THE REPRESENTATIVES BILLS, HOSPITAL 899 UNANIMOUSLY PASSED TO THE APPROPRIATIONS COMMITTEES HAVING PREVIOUSLY SUPPORT IN THE EARLY MORNING AND ELEMENTARY SUBCOMMITTEE.
THE CHILDREN, FAMILIES AND SENIORS SUBCOMMITTEES.
THIS BILL HAS ONE OR COMMITTEE STOP.
HOUSE BILL 899 TO ENSURE WHOLE FAMILIES ARE MADE AWARE OF AVAILABLE MENTAL HEALTH SERVICES, NOT JUST THE STUDENTS TO ENSURE CONTINUITY OF CARE. THE REPRESENTATIVE IS WORKING ON A SCHOOL SAFETY BILL WITH REPRESENTATIVE HAWKINS.
THEY CONTINUE TO RECEIVE FEEDBACK AND IMPROVE IT AS IT MOVES THROUGH THE LEGISLATIVE PROCESS .
THE BILL MADE A STOP IN THE EARLY LEARNING AND ELEMENTARY SUBCOMMITTEE. WHICH THE REPRESENTATIVE SERVES ON. SHE THANKED HER COLLEAGUES FOR HER SUPPORT FOR SCHOOL SAFETY AND MENTION THE NAME OF THE VICTIMS OF THE MST SHOOTING TO REMIND THEM OF THE IMPORTANCE OF SCHOOL SAFETY BOARD YOU CAN FOLLOW ALL THE BILLS FILED BY VISITING WWW.MY FLORIDA HOUSE.GOV.
AS ALWAYS, THE REPRESENTATIVE AND HER TEAM ARE AVAILABLE TO HELP AND CAN BE REACHED AT 954956 5600 OR BY EMAIL AT HDISD096@MYFLORIDAHOUSE.GOV. THE REPRESENTATIVE IS HONORED TO REPRESENT YOU IN TALLAHASSEE AND I VERY MUCH APPRECIATE YOU ALLOWING ME TO BE HERE TODAY TO SPEAK.
THANK YOU. >> THANK YOU VERY MUCH ANTHONY FOR THAT UPDATE AND I APPRECIATE IT.
NAME AND ADDRESS FOR THE RECORDS WITH MINIMUS ERIC ROY.
71 25 . >> AND YOU GET CLOSER TO THE
MICROPHONE? >> IS THAT BETTER? THANK YOU FOR YOUR TIME. I EMAILED ON THIS ISSUE.
I SAID I WOULD COME HERE TO SPEAK AND I AM DEALING WITH SINCE WE PURCHASED THE HOME IN 2020 BUT I HAVE BEEN A RESIDENT FOR 10YEARS AND I LOVE THE CITY .
IT IS AMAZING. I WAS ABLE TO REALIZE MY DREAM.
[INAUDIBLE] MY HOME I PURCHASED IT NEEDED
[00:05:19]
SOME HELP AND WE NEEDED TO DO WORK ON IT ONE OF THE TREES WAS HAVE HAZARDOUS AND WE NEEDED TO REMOVE IT.I DON'T WANT THE TREE. I DON'T WANT TO PUT ANOTHER TREE IN. FOR MANY TREES ON THE PROPERTY.
I THINK THE CITY NEEDS TO SET A LIMITATION ON TREES PER ACRE AND MAKE IT FAIR FOR HOME OWNERS, WHETHER THEY HAVE PROPERTY OR LARGELY VEGETATED PROPERTY.
MAINTAINING MANAGEMENT ALL WITHIN THE CITY PERMITS AND THE COUNTY REGULATION IS FINE, BUT TELLING A HOMEOWNER IF THEY REMOVE SOMETHING THEY DON'T WANT TO IMPROVE THE PROPERTY THE MUST REPLACE IT ÃIF I CHANGE THE BATHROOM AT HOME AND IS TO BE PERMITTED AND TREATED TO HALF-BATH I DON'T HAVE TO BUT THE SHOWER ON THE PROPERTY. MAY SHED, IF I REMOVE MY SHED WE HAVE TO GET A DEMO PERMIT AND WE ARE NOT REQUIRED TO PUT ANOTHER ONE ON MY PROPERTY. AGAIN, THIS IS ABOUT GOOD GOVERNANCE AND NOT PUNISHING HOMEOWNERS THAT WANT TO DO THE RIGHT THING WITH IT ALREADY ESTABLISHED.
I APPRECIATE YOUR TIME. THANK YOU FOR LISTENING TO ME.
HAVE A WONDERFUL EVENING. >> GREAT.
THANK YOU VERY MUCH. ANYONE ELSE FROM THE PUBLIC WISHING TO SPEAK ON A NON-AGENDA ITEM? WE WILL MOVE TO THE COMMISSION. AND SINCE IT IS COMMISSIONER BRIER BIRTHDAY, WE WILL HAVE HIM GO FIRST.
>>SIMEON BRIER : THANK YOU MAYOR.
THANK YOU EVERYONE FOR COMING OUT TONIGHT.
WE HAVE A NUMBER OF EVENTS COMING UP IN THE CITY, BUT I WANT TO REMEMBER THOSE WE JUST HAD.
WE HAD THE BATTLE AGAINST PANCREATIC CANCER PUT ON BY A TEAM LED BY JESSICA ISRAEL IN HONOR OF MICHAEL AND HIS PASSING PORTAL WANT TO CONTINUE TO WISH MY CONDOLENCES TO THE FAMILY AND I WANT TO CONGRATULATE JESSICA AND JORDAN AND THE REST OF THE TEAM ON A JOB WELL DONE FOR THE EVENT.
WE HAVE OUR FARMERS MARKET COMING UP THIS WEEKEND ON SUNDAY. WE HAVE A VERY IMPORTANT ANNIVERSARY COMING UP IN LESS THAN TWO WEEKS.
THE 40 YEAR ANNIVERSARY OF THE SHOOTING AT DOUGLAS.
AND SO I WANT TO CONTINUE TO KEEP THOSE FAMILIES IN OUR PRAYERS. BOTH THE VICTIMS AND THEIR FAMILIES IN OUR PRAYERS AND THOUGHTS AND I ENCOURAGE OUR COMMUNITY AND RESIDENTS TO RALLY AROUND THEM DURING THIS TIME, AND ANNIVERSARY WE DON'T WANT TO CELEBRATE BUT ARE FORCED TO BE REVIEWED AND WE WANT TO KEEP THE NAMES OF THE VICTIMS ALIVE AND REMEMBER THEM BUT ALSO KEEP THEIR FAMILIES IN OUR PRAYERS. THANK YOU VERY MUCH.
I WILL KEEP IT BRIEF. >>RICH WALKER : THANK YOU COMMISSIONER BRIER . COMMISSIONER MAYERSOHN?
>>BOB MAYERSOHN : I WANT TO WISH COMMISSIONER BRIER A HAPPY BIRTHDAY. FOR THOSE OF YOU KNOW, TODAY IS GROUNDHOGS DAY ANY PROGNOSTICATING SIX MORE WEEKS OF WINTER FOR THOSE HERE IN FLORIDA THAT IS PRETTY GOOD BECAUSE IT BRINGS IN THIS IS IMPORTANT FOR THOSE UP NORTH IT IS NOT TOO INVITING. A COUPLE OF THINGS WE ALL ATTENDED IS BROWARD DAYS. FOR THE MOST PART I BELIEVE IT WAS SUCCESSFUL. VERY PRODUCTIVE.
AND ITS IMPACTFUL WHEN YOU GO UP TO TALLAHASSEE AND VISIT THE LEGISLATURES IN THEIR OWN ENVIRONMENT.
THAT IS WHY WE GO UP THERE. YOU APPRECIATE IT MORE, YOU GET MORE INSIGHT INTO WHAT IS GOING ON WHICH HELPS US ADVOCATE AND I WILL CALL IT LOBBY FOR THINGS WE NEED TO BRING BACK TO THIS COMMUNITY TO MAKE SURE WE ARE GOVERNING THE WAY WE SHOULD.
BROWARD LEAGUE OF CITIES HAD OUR GENERAL MEETING A COUPLE WEEKS AGO WE HAD OUR SENIOR VP BEN PRUITT OF BRIGHT LINE.
WE TALKED ABOUT THE FUTURE OF TRAIN TRAVEL TO FORT LAUDERDALE TO ORLANDO AND ALSO SOME OF THE CHALLENGES THEY HAD REGARDING PEDESTRIANS CROSSING THE TRACKS AND TRYING TO CREATE TO MAKE THOSE CHANGES SO THAT IT PROTECTS PEOPLE FOR IT ESPECIALLY IN LARGE RESIDENTIAL NEIGHBORHOODS.
THE INDIAN PRINCES HAD THEIR CHICKEN WING GOLF.
FOR THOSE OF US THAT WERE THERE, THEY HAD A GOOD TIME EATING CHICKEN WINGS. CONGRATULATIONS TO THE WINNERS FOR THIS PAST WEEK I BELIEVE WAS LITERACY WEEK FOR THOSE AT
[00:10:01]
RIVER GLADE, I'M SORRY I DIDN'T READ TO YOU GUYS.BUT I DID READ WEST GAGE INHERENT HEIGHT AND I WILL PROMISE YOU I WILL GET BACK TO YOU SOMETIME.
WE ALSO THE MARIST CHEST CHALLENGE I CAME OUT UNDEFEATED. ONLY PLAYED ONE GAME.
BUT IT IS AMAZING TO SEE HOW SOME OF OUR KIDS AGES FIVE, SIX OR SEVEN. ONE OF THEM WAS ALMOST LIKE ÃI CALLED HIM THE GRAND MASTER. JUST INCREDIBLE HOW HE PLAYS CHESS. JUST TO UPDATE YOU, OUR WASTE AND RECYCLING WORKGROUP CONTINUES TO MEET.
WE REVIEWED THE INTERLOCAL AGREEMENT.
WE HAVE TWO MORE PARTS TO REVIEW SO THE ATTORNEYS ARE LOOKING AT IT. AND JUST WHILE SOME YOU GUYS ARE HERE TODAY, ON 24 FEBRUARY WE HAVE A STORY WALKED THAT WE DO FROM OUR LIBRARY OR. MICHAEL WOODWARD JUNIOR IS GOING TO BE ÃSHE'S AN AUTHOR. IS GOING TO BE READING A BOOK ENTITLED FOREVER A SCHOLAR. IN THE STORY IS HEIRS BIG HEART. SO FOR YOU WHO HAVE NEVER BEEN OR HEARD AN AUTHOR READ THEIR BOOK, IT IS CERTAINLY AN OPPORTUNITY. THE OTHER THING THAT I WANTED TO MENTION THAT I MENTIONED TO SOME OF THE PEOPLE IN THE AUDIENCE. AND NO CORAL SPRING PARK Ã THERE IS AN APP ON YOUR PHONE CALLED PULSE POINT.
AND I WOULD RECOMMEND THAT YOU GUYS DOWNLOAD IT.
IT PROVIDES YOU WERE INCIDENTS ARE, MS INCIDENTS, TRAFFIC INCIDENTS, EMERGENCY INCIDENTS. BUT THERE IS ALSO A NOTIFICATION FOR A CPR INCIDENT.
SO IF YOU ARE IN 1/4 OF A MILE AND YOU HAVE DOWNLOADED THE APP AND PUT YOUR ALERT ON, YOU CAN HELP ASSIST.
TONIGHT WE WILL HEAR ABOUT THE STORY, BUT IT IS CERTAINLY SOMETHINGAND WORTHWHILE FOR ALL OF US TO DO.
THOSE ARE MY COMMENTS . >>RICH WALKER : GREAT.
THANK YOU. COMMISSIONER ISROW?>>JORDAN ISROW : THANK YOU, MAYOR. GOING TO ECHO THE HAPPY BIRTHDAY WISH AND TO MR. BENJAMIN BUTTON.
KEEPS GETTING BETTER EVERY DAY. IT'S AMAZING.
I WANT TO TALK ABOUT THE LAST TIME OUR COMMISSION MEETING, I WAS THINKING CITY STAFF AND A NUMBER OF PEOPLE FOR MAKING ACCOMMODATION FOR MY FATHER-IN-LAW TO BE ABLE TO COME AND WATCH HIS SON BE SWORN IN AS BROWARD COUNTY COMMISSIONER. IT WAS AN EXTREMELY TOUCHING AND SPECIAL MOMENT BUT I ALSO EXPLAINED THAT WAS GOING TO BE AN EVENT IN HIS HONOR TO RAISE MONEY FOR PANCREATIC RESEARCH, WHICH HAPPENS ÃIRONICALLY IN A STRANGE TWIST OF FATE, A WEEK AFTER HIS PASSING. ALL I CAN SAY FROM THE BOTTOM OF MY HEART. MY FAMILY, MY WIFE, KIDS AND EVERYONE IS JUST THANK YOU ALL FOR MAKING THAT HAPPEN.
THANK YOU FOR GIVING ME CREDIT. BUT I'M NOT GOING TO TAKE ANY CREDIT FOR IT WA MY WIFE ALONG WITH ANDREA FROM CROSSFIT AND THE WONDERFUL CATHERINE WALKER, ALL OF THEM SUPERSTARS.
THE TRUTH IS THIS IS WHAT PARKLAND DOES WELL.
THERE'S A LOT OF CITIES THAT DO A LOT OF GREAT THINGS FOR THERE'S A LOT OF CITIES WHO HAD THEIR CLAIM TO FAME OR WHATEVER IT MAY BE. BUT THE ONE THING PARKLAND DEMONSTRATES TIME AND TIME AGAIN IS HOW MUCH PEOPLE CARE ABOUT ONE ANOTHER AND ARE THERE FOR EACH OTHER IN THEIR TAMMANY LINDA SUPPORT ONE ANOTHER BUT ANYONE WHO HAS LOST A FAMILY MEMBER ABOUT ONE KNOWS HOW IMPORTANT THAT IS.
THERE'S SOMETHING ABOUT THE COMMUNITY HUB THAT MAKES A DIFFERENCE. I WANT TO THANK EVERYONE.
THEY ALWAYS SAY IT TAKES A VILLAGE AND I DON'T THINK THERE'S ANY OTHER VILLAGE I WOULD PICK OVER PARKLAND AND I THINK THAT IS SAYING SOMETHING. SO THE EVENT ACTUALLY RAISED OVER $25,000, WHICH IS A PRETT INCREDIBLE FEAT .
HOPEFULLY THAT WILL GO A LONG WAY IN HELPING SOMEONE BEYOND JUST IN FRONT OF US OR AT LEAST RAISING AWARENESS.
SO THANK YOU AGAIN FOR THAT. OTHER THAN THAT, SPEAKING OF TAKING A VILLAGE, THE ANNIVERSARY ON FEBRUARY 14 IS ANOTHER ONE OF THOSE MOMENTS DEVOTED TIME AND TIME AGAIN WE DEMONSTRATE THIS IS ANOTHER ONE OF THOSE TIMES IT SHOULDN'T JUST BE A SOMBER EVENT BUT ALSO A CELEBRATION OF THE LIVES OF THESE VICTIMS AND MAKE SURE THEY ARE REMEMBERED IN A POSITIVE LIGHT AND NOT JUST THE TRAGEDY WE KNOW IT TO BE.
THANK YOU ALL AGAIN, I APPRECIATE EVERYONEAND THOSE
ARE MY COMMENTS . >>RICH WALKER : WELL SAID.
VICE MAYOR CUTLER? >>KEN CUTLER : THANK YOU.
I WOULD ALSO LIKE TO EXPRESS MY WISHES TO SIMEON.
COLLEGE OFFICIALS REPORT THERE'S AN ACTIVE SHOOTER ON
[00:15:01]
THE BRIDGEWATER COLLEGE CAMPUS IN VIRGINIA.LAW ENFORCEMENT OFFICER AND CAMPUS SAFETY OFFICER WAS SHOT AND KILLED DURING THAT INCIDENT FROM YOU THE SUSPECT IS NOW IN CUSTODY AND I WOULD LIKE TO TAKE THE PRIVILEGE FOR ASKING FOR A MOMENTOF SILENCE FOR THE VERY FIRST RESPONDERS WHO LOST THEIR LIVES IN ANOTHER TRAGIC SCHOOL SHOOTING .
NO MATTER HOW MUCH TIME PASSES, SEVERE 14TH AT MARJORY STONEMAN DOUGLAS HIGH SCHOOL WILL ALWAYS BE A DAY THAT HAS PROFOUND INFLUENCE UPON THE COMMUNITY. EVER TO BE FORGOTTEN ARE THOSE THAT LOST THEIR LIVES NOR THOSE THAT ENTERED THE PAINFUL EFFECTS OF BEING WOUNDED ANNENBERG DURING BOTH PHYSICAL, PSYCHOLOGICAL AND EMOTIONAL INJURIES.HOSE ANTICIPATING THE NEED TO, I ASK YOU TO SEEK HELP.
SUPPORT CONTINUES TO BE AVAILABLE TO ADD INGLES HAVEN WILL MISINTERPRET 211 IS AVAILABLE IN OTHER PLACES AROUND THE COMMUNITY. THERE'S INFORMATION ON THE CITIES WEBSITE. ALL WE HAVE TO DO IS GO THERE AND YOU WILL FIND PLENTY OF PLACES THAT CAN HELP WITH THIS YEAR AS IN THE PAST A DAY OF SERVICE WILL BE OBSERVED AT MARJORY STONEMAN DOUGLAS HIGH SCHOOL WITH MANY PLANNED ACTIVITIES. ENCOURAGE EVERYONE TO GET INVOLVED IN SUPPORT THOSE FAMILIES WHO HAVE BEEN WORKING DILIGENTLY TO MAKE A CHANGE IN OUR COMMUNITY AND THE COUNTRY.
I WANT TO WISH ALL THOSE WHO CELEBRATE A HAPPY AND HAPPY PCHINESE LUNAR YEAR. THIS MONTH IS BLACK HISTORY MONTH. IN THAT REGARD I AM HAPPY TO REPORT ON FEBRUARY 8 AT 1:00 P.M. AT SAINT THOMAS GUINNESS CENTER FOR THE ARTS AT 2812 S. WEST THE CITY OF FORT LAUDERDALE WILL HOLD AN UNVEILING CEREMONY FOR THE CHANGING OF JV BOULEVARDS NAME TO RUBEN STACY MEMORIAL BOULEVARD PURDUE MAY RECALL OUR COMMISSION AND SEVERAL OTHER CITIES AROUND THE COUNTY PASSED RESOLUTIONS IN SUPPORT OF THIS LAST YEAR AND NOW WE WILL BE ERECTIN SIGNS ALL ALONG THE ROADWAY. IS MY HOPE THAT BY DOING SO THE SYMBOLIC CHANGE WILL SPUR A DIALOGUE ABOUT RACISM, SYMBOLISM MATTERS WHEN THESE SYMBOLIC CHANGES OCCUR TO BRING ABOUT UNITY AND HOPE AND OPEN CONVERSATIONS I CAN BRING THE NEEDED CHANGE FOR OUR COUNTRY. ALTHOUGH I MISSED THE MEETING BECAUSE I UNFORTUNATELY HAD COVID WHICH I WOULD LIKE TO USE AS A REMINDER TO EVERYBODY TO GET VACCINATED, I AM TRIPLE VACCINATED. MY COVID TIME WAS A BREAKTHROUGH CASE AND I CANNOT IMAGINE HOW BAD IT WOULD HAVE BEEN WITHOUT THE PROTECTION OF HAVING VACCINATION.
ENCOURAGE YOU TO PLEASE GET THAT SHOT THROUGH THE LAST THING I HAVE TO REPORT IS THE SUBCOMMITTEE FOR OUR CELEBRATION MET ALONG THE MEMBERS OF THE PARKLAND HISTORICAL SOCIETY ON JANUARY 26 IN PREPARATION FOR THE 60TH ANNIVERSARY OF THE FOUNDING OF THE CITY OF PARKLAND.
I AM HAPPY TO REPORT THAT WE WILL APPROVE BRINGING THE PARKLAND DAY PARADE BACK TO PARKLAND WITH LOTS OF OTHER FESTIVITIES. MORE DETAILS TO COME, BUT IT LOOKS LIKE MARCH 11, 2023 WILL BE THE DATE OF THE BIGOVEN.
THANK YOU. >>RICH WALKER : LOOKING FORWARD TO THAT. EVERYBODY UP HERE TALKED ABOUT WHAT A SPECIAL PLACE PARKLAND IS WERE WE ALL HAVE THE ABILITY TO COME TOGETHER WITH THE TRAGEDY OF 2/14 AND THAT ANNIVERSARY COMING UP THERE AGAIN IT'S IMPORTANT WE SHOW EACH OTHER SUPPORT. NOT JUST THE FAMILIES, BUT EVERYONE IN OUR COMMUNITY BUT WE CAN EVERYONE HAS DEALT WITH THAT TRAGEDY IN A DIFFERENT WA .
IT IS IMPORTANT WE LOOK OUT FOR ONE ANOTHER, CHECK ON YOUR NEIGHBORS. AND IF YOU NEED SOME HELP THERE IS HELP AVAILABLE TO RENT THE MAYOR CUTLER MENTIONED INGLES HAVEN WHICH IS A WONDERFUL PARTNER HERE IN OUR CITY.
ON 2/14 THEY WILL BE HAVING SOME EVENTS AT THEIR FACILITY FROM 12:00 TO 5:00.OURS STARTED 5:30.
AGAIN, IT IS A DIFFICULT TIME, BUT OUR COMMUNITY ALWAYS TEST COMES TOGETHER AND IT IS WONDERFUL SEE.
TONIGHT WE ARE GOING TO TALK ABOUT AN INCIDENT THAT HAPPENED IN THE PARK, WHICH AGAIN SHOWS THE RESILIENCY OF OUR COMMUNITY, OF ITS RESIDENTS. AND IT IS A PLEASURE TO SERVE YOU ALL AND I DO REALLY APPRECIATE IT.
JUST TO TOUCH ON THAT A LITTLE BIT MORE.
AS A COMMISSIONER MENTIONED, AND IS AN OPPORTUNITY FOR US TO GO TO TALLAHASSEE TO TALK TO HOUSE REPRESENTATIVES, SENATE REPRESENTATIVES TO TRY TO GO A LITTLE BIT FURTHER TO MAKE SURE THEY HEAR FROM OUR OWN VOICE THE NEEDS OF THE RESIDENTS.
TABLE A BIT MORE IMPACTFUL THAN IF YOU ARE SENDING AN EMAIL OR
[00:20:01]
WHAT HAVE YOU. SO I APPRECIATE THE OPPORTUNITY TO HAVE DONE THAT AND I THINK WE MADE SOME NICE PROGRESS.LAST THING I WOULD LIKE TO ADDRESS VERY QUICKLY.
WHAT YOU HEARD HERE TONIGHT IS A BUNCH OF PEOPLE WHO LOVE THEIR COMMUNITY. ALL FIVE OF US LOVE PARKLAND AND WE WILL ALWAYS WANT TO DO WHAT IS BEST FOR PARKLAND.
BUT SOMETIMES YOU CAN'T SOLVE EVERY PROBLEM.
BUT IT IS IMPORTANT HAVE DIALOGUE, REAL DIALOGUE.
IF ANYBODY EVER HAS QUESTIONS OR CONCERNS, WANTS, NEEDS, DESIRES, WHATEVER IT IS, FEEL FREE TO REACH OUT TO ANYONE OF US. OUR EMAILS ARE AVAILABLE, PHONE NUMBERS ARE READILY AVAILABLE. I DO THE BEST I CAN TO MAKE SURE I PUT MY PHONE NUMBER OUT EVERYWHERE.
CALL ME, TEXT ME, EMAIL ME ANYTIME OF THE DAY AND NIGHT.
VERY SAID HE SENT ME AN EMAIL SUNDAY AND HE SAID I'M SURPRISED YOU HAVEN'T RESPONDED AND I DIDN'T SEE IT.
IF YOU SEND ME AN EMAIL, IF YOU SEND ME A TEXT, YOU CALL ME, I WILL GET BACK TO YOU IMMEDIATELY.
AND IT IS NOT USUALLY VERY LONG BEFORE I GET BACK BECAUSE IT'S TAKE THIS POSITION SERIOUSLY AND I THINK IT IS IMPORTANT WE HAVE DIALOGUE. EVERYONE IS FREE TO POST ON FACEBOOK AND THAT IS GREAT AND THAT IS A WONDERFUL TOOL TO US , BUT IT IS MORE IMPORTANT TO PICK UP THE PHONE, SEND AN SOMETHING FACE-TO-FACE SO WE CAN ACTUALLY HAVE SOME REAL DIALOGUE.ND AGAIN, JUST REALIZE WE DO THE BEST WE CAN EVERY SINGLE DAY AND WE ALL APPRECIATE THE POSITIONS THAT
[6. Proclamations and Recognitions]
WE HAVE. AND SO WITH THAT I WILL MOVE T PROCLAMATIONS AND RECOGNITIONS .GOING TO START WITH A PROCLAMATION ON BLACK HISTORY MONTH. THE CITY OF PARKLAND IS COMMITTED TO CELEBRATING AND COMMEMORATING BLACK HISTORY MONTH AND RECOGNIZING AND CELEBRATING BLACK AMERICAN HISTORY, CULTURE AND HERITAGE IS IMPORTANT TO.

THIS MONTH HOPES TO INSPIRE PARKLAND RESIDENTS TO TAKE IT INTEREST IN BLACK HISTORY AND HOW BLACK LEADERS HAVE SHAPED CHANGE IN OUR SOCIETY. THE STATE OF FLORIDA ENCOURAGES ALL CITIES AND TOWNS TO JOIN IN ITS OBSERVATION.O PARTICIPATE IN ACTIVITIES AND EDUCATE EACH OTHER ABOUT OUR BLACK AMERICAN HEROES AND THE PROGRESS NEEDED TO CONTINUE TO MOVE FORWARD AND EQUALITY. BE IT RESOLVED BY MAYOR RACHEL WALKER AND THE CITY COMMISSION HEREBY PROCLAIM THE MONTH OF FEBRUARY 2022 BLACK HISTORY MONTH IN THE CITY OF PARKLAND.
SO NOW LET'S HOP DOWN IN THE WELL.
SO I GUESS WE SHOULD CALL UP Ã IF FRANK WANTS TO COME UP.
AND IF YOUR WIFE WANTS TO COME UP.
WHERE IS ANTHONY OUT? COME ON UP.
ON STATION 42. YOU GUYS WANT TO COME UP TOO? NAOMI? SO AS A COMMISSIONER SAID EARLIER, WE ALL SPOKE ABOUT IT. MOTHER IT WAS TONIGHT OR BEFORE. THIS STORY WE ARE ABOUT TO TELL IS ANOTHER REASON THAT THE CITY OF PARKLAND IS BEYOND NEAT.
ANYWAY, DECEMBER 16 WAS LIKE MANY THURSDAY NIGHTS IN
[00:25:01]
PARKLAND. WHAT WAS EXPECTED TO SEPARATE TONIGHT FROM ANY OTHER WAS THE SOCCER GAME AT TERRA MOORPARK FEATURING PARENTS PLAYING AGAINST KIDS.BUT IT WAS WHAT HAPPENED DURING THAT GAME THAT WAS MEMORABLE.
A 45-YEAR-OLD FATHER OF TWO GIRLS WHO WERE AT THE PARK THAT NIGHT SUFFERED A MASSIVE HEART ATTACK DURING THE GAME.
THAT IS VERY MUCH THE BEGINNING OF THE STORY, NOT THEEND .
NAOMI, A SOCCER PARENT FOR FRANK'S DAUGHTERS TEAM, LITERALLY SPRING INTO LIFE-SAVING ACTION AND BEGAN CPR COMPRESSIONS ON FRANK. 9-1-1 WAS CALLED AND WHEN UNITS FROM THE CORAL SPRINGS PARKLAND FIRE DEPARTMENT ARRIVED, THEY SAW NOT ONLY NAOMI BUT BSO PARKLAND DISTRICT DEPUTY ANTHONY AND CITY OF PARKLAND PARK RANGER ANTHONY ROSARIO.
WERE ALSO HELPING NAOMI SAVE FRANK'S LIFE.
IN FACT, THIS IS THE SECOND TIME THE DEPUTY HAS TAKEN LIFE-SAVING MEASURES HAVING SAVED THE CHILD FROM DROWNING IN LAUDERHILL LAST YEAR. THE EFFORTS WERE AIDED BY EMERGENCY 9-1-1 DISPATCH CENTER FOR CORAL SPRINGS FIRE PARK AND RESCUE WHICH PROVIDED CPR INSTRUCTIONS BY PHONE UNTIL PARAMEDICS ARRIVED.ALL DEFIBRILLATORS HAVE LONG BEEN IN CITY PARKS, THEY WILL SOON BE IN EVERY PARK RANGER VEHCLE AS THEIR VALUE HAS NEVER BEEN MORE EVIDENT FOR THE CITY OF PARKLAND IN THE CITY OF CORAL SPRINGS WHERE FRANK AND HIS FAMILY LIVE, HAVE ENDURED SIGNIFICANT DIVERSITY OVER THE YEARS. THE OUTCOME THIS TIME WAS ANOTHER EXAMPLE OF WHAT WE CAN ACHIEVE WHEN WE COME TOGETHER.
FOR THOSE WHO WOULD LIKE TO BE PREPARED TO HELP THEIR NEIGHBOR, YOU CAN GO TO WEBSITE 9-1-1 CPR.ORG TO ENROLL IN A CLASS AND LEARN HOW TO TAKE LIFE-SAVING MEASURES.
IN THE MEANTIME, FRANK CONTINUES TO RECOVER AND WE ARE AS GRATEFUL FOR THAT AS WE ARE FOR THE THREE HEROES WHO SAVED HIS LIFE ON AN OTHERWISE NORMAL THURSDAY NIGHT.
AND FRANK, IF YOU WANT TO TALK I SEE YOU ARE ALL WEARING THESE T-SHIRTS WHICH I THINK IS AMAZING.
IF YOU WANT TO SAY SOMETHING ABOUT THAT, THAT WOULD BE
AWESOME. >> HAPPY BIRTHDAY COMMISSIONER.
GOOD EVENING. I WOULD LIKE TO START BY GIVING THANKS ULTIMATE WOMAN WHO SAVED MY LIFE THAT NIGHT.
ON BEHALF OF MY FAMILY AND MYSELF, THANK YOU.
THANK YOU ALL. THAT THIS DATE NIGHT STARTED NO DIFFERENT THAN ANY OTHER SOCCER NIGHT PICKING UP MY DAUGHTER TESSA AT TERRA MOORPARK. HIS PARENTS VERSUS KIDS NIGHT WHICH IS SOMETHING I ALWAYS LOOK FORWARD TO AND THEN THIS A TRAGEDY OCCURRED AND BROUGHT YOU ALL INTO MY LIFE.
I KNOW MY STARS ALIGNED THAT NIGHT AND BY STARS I MEAN THOSE WHO SAVED ME.YOU GUYS ARE MY STARS.
IT WAS NAOMI HIS WILLINGNESS AND QUICK ACTION TO ADMINISTER CPR THAT STARTED A CHAIN REACTION.
NEXT IT WAS BSO DEPUTIES TRAINING AND EXPERIENCE I CONTINUED THIS. I WAS TOLD HE RUNS A PRETTY QUICK 40 YARD DASH AND FOR THAT I AM VERY GRATEFUL FOR THE PARK RANGER WAS THERE LENDING A HAN , HELPFUL HAND AS WELL BUT FINALLY WAS A PARAMEDICS FROM STATION 42 IS QUICK RESPONSE TIME AND THE DRIVE TO FIGHT FOR ME ALL THE WAY TO THE HOSPITAL TO KEEP ME ALIVE. IT TAKES REAL COURAGE TO BE FIRST RESPONDER THESE DAYS. YOUR NATURAL INSTINCT IS TO RUN FROM PROBLEMS, THESE MINIMUM AND RUN TOWARDS IT AND IT TAKES EXTRAORDINARY COURAGE TO BE A CITIZEN WITH MINIMAL TRAINING EXPERIENCE TO JUMP IN WHEN NEEDED.
THANK YOU FOR SAVING MY LIFE FOR A HUSBAND, FATHER, BROTHER AND SON. THERE ARE NO WORDS TO EXPRESS MY GRATITUDE TO YOU WILL. THANK YOU.
[CLAPPING] THANK YOU TO EVERYONE WEARING OR BLUE SHIRTS TONIGHT AND RAISING AWARENESS CPR SAVES LIVES IN THE IMPORTANCE OF GETTING CPR CERTIFIED.
[00:30:01]
I'M LIVING PROOF. CPR SAVES LIVES.[CLAPPING] >> WE CAN'T THANK YOU ALL ENOUGH. IT'S SO AMAND TO BE HERE WITH THESE HEROES. LIKE FRANK SAID, FIRST RESPONDERS ARE THE ONES WHO RUN TOWARD DANGERS WHEN OTHER PEOPLE ARE LOOKING TO GET OUT OF HARMS WAY.
THESE MINIMUM AND ARE COMING IN HERE TO MAKE SURE WE ARE SAFE, WE ARE HEALTHY AND WE CAN NEVER THANK YOU ALL ENOUGH.
I KNOW WE ALL THINK THAT 100 PERCENT.
AGAIN, WANT TOTHANK EVERYBODY . IF WE CAN TAKE A PICTURE.
>>RICH WALKER : SO EVERYONE IS WELCOME TO STAY.NORMALLY WE DON'T HAVE PEOPLE STAY FOR THE REMAINDER OF OUR MEETING.
WE WON'T BE OFFENDED IF YOU GUYS GO AHEAD AND HEAD HOME.

Resolution 2022-014: Supporting Legislation that would Authorize the Prohibition of Smoking on Public Beaches and in Public Parks Wednesday, February 2, 2022 A Resolution of the City Commission of the City of Parkland, Florida, urging all members of the Florida Legislature and Governor Ron DeSantis to support Senate Bill 224 (Gruters) and House Bill 105 in the 2022 legislative session which, if enacted, would authorize counties and municipalities to restrict smoking on public beaches and in public parks, directing the City's State Lobbyists to advocate in favor of Senate Bill 224 and House Bill 105, and providing for distribution, severability, rescission of conflicting resolution provisions, and an effective date.]
BETTER VOICE THAN ME ANYWAY. >> RESOLUTION 2022 Ã014 SUPPORTING LEGISLATION THAT WOULD AUTHORIZE THE PROHIBITION OF SMOKING ON PUBLIC BEACHES AND IN PUBLIC PARKS.
THE RESOLUTION OF THE CITY COMMISSION OF THE CITY PARKLAND FLORIDA URGING ALL MEMBERS OF THE LEGISLATURE AND GOVERNOR RON DESANTIS TO SUPPORT SENATE BILL 224 AND HOUSE BILL 105 IN THE 2022 LEGISLATIVE SESSION WHICH IF ENACTED WOULD MUNICIPALITIES TO RESTRICT SMOKING IN PUBLIC BEACHES AND PPARKS DIRECTOR IN THE CITY STATE LOBBYIST ADVOCATE IN FAVOR OF SENATE BILL 224 AND HAS BUT WON SOME EVENT REGARDING. I KNOW THE HOUSE BILL IS COMING UP IN COMMITTEE TOMORROW.
THE SENATE BILL IS COMING UP IN COMMITTEE ON MONDAY.
BUT AS WE TALKED ABOUT BEFORE, SOMETIMES SOME OF THESE THINGS ARE NOT FULLY BAKED. WE DO HAVE IN OUR LEGISLATIVE SESSION PLATFORM THAT WE DO SUPPORT HOME RULE THAT WE DO SUPPORT SMOKING. WE WANT TO BE ABLE TO CONTROL SMOKING IN THE PARKS. I WOULD DEFER THIS UNTIL OUR MEETING IN MARCH TO SEE WHERE IT IS AT.
I'M HEARING THERE'S GOING TO BE AN AMENDMENT OF THE SENATE BILL.O I THINK IF WE ARE GOING TO PROVIDE RESOLUTION.
AGAIN, WE CAN PROVIDE AN EMAIL TO THE COMMITTEES OR REPRESENTATIVES. REACHED OUT TO THE REPRESENTATIVE TODAY.
SHE IS GOING TO BE SUPPORTING THE BILL.
I WOULD AGAIN COMMIT RECOMMENDATION THAT WE DEFER IT OR TABLE IT UNTIL THE MARCH MEETING.
>> I THINK THAT CERTAINLY MAKES SENSE.
YOU NEVER KNOW WHAT THEY PUT IN THEIR APPROPRIATE THAT IS DEFINITELY A GOOD IDEA. AND WE SHOULD TRY TO REACH OUT.
I REACHED OUT TO THE LAST COMMITTEE IN THIS COMMITTEE WHO ARE HERE. AS LONG AS WE CONTINUE TO DO
THAT, THAT IS SUFFICIENT.>> THE OTHER THING IS YOU WANT ON OFF OF THE COMMISSION THEY CAN ALWAYS WRITE A LETTER AS WELL.
WE DON'T HAVE TO FORMALIZE IT IN A RESOLUTION.
AGAIN, DEPENDING UPON HOW THE SESSION IS MOVINGFORWARD .
I WOULD LIKE TO THEN MAKE A MOTION TO TABLE IT UNTIL OUR

REGIONAL OPIOID SETTLEMENT FUNDS I ONLY RECOUNTED RESOLUTION TO THE COMMISSION OF THE CITY PARKLAND FLORIDA INTERLOCAL AGREEMENT WITH BROWARD COUNTY AND OTHER BROWARD MUNICIPALITIES GOVERNING THE USE OF BROWARD COUNTY REGIONAL OPIOID SETTLEMENT FUNDS THROUGH AUTHORIZING EXECUTION OF THE INTERLOCAL AGREEMENT PROVIDING FOR IMPLEMENTATION AND IN EFFECTIVE DATE.
AS IS STATED IN THE AGENDA MEMO, THIS IS PART OF THE MULTIDISTRICT OPIOID LITIGATION THAT IS OCCURRING NATIONWIDE IN THE STATE OF FLORIDA AS PART OF THE PROPOSED SETTLEMENTS THEY CREATED THREE SEPARATE FUNDS. ONE OF THEM IS THE CITY COUNTY FUND. WE DEALT WITH THAT PREVIOUSLY AT YOUR PREVIOUS MEETINGS. THAT IS WHERE THE CITY GETS MONEY. THIS ITEM IS ABOUT THE REGIONAL FUND WHICH ONLY GOES TO COUNTIES AND THE COUNTY NEEDS TO BE DEEMED A QUALIFIED COUNTY IN ORDER TO RECEIVE THAT AND SPEND IT COUNTYWIDE. IN ORDER TO BE A QUALIFIED COUNTY THEY NEED CITIES IN BROWARD COUNTY REPRESENTING AT LEAST 50 PERCENT OF THE POPULATION TO APPROVE ILA IN SUPPORT OF THEM GETTING THE REGIONAL MONEY.
SO THIS DOES NOT AFFECT THE MONEY THAT WOULD COME TO THE CITY. IT IS JUST SO THE COUNTY CAN GET MORE REGIONAL MONEY TO SPEND THROUGHOUT THE COUNTY.
>> THIS IS ESSENTIALLY OUR CITY SUPPORTING OUR COUNTY?
>> CORRECT. >> ANYONE FROM THE PUBLIC.
SEEM THAT THERE IS NONE. >> MOTION TO APPROVE.

IN BROWARD COUNTY AND THE COUNTY TO LOOK AT SOLID WASTE AND RECYCLING FROM AND MORE REGIONAL PERSPECTIVE.THERE WAS A SOLID WASTE WORKING GROUP WITH COMMISSIONER MAYERSOHN IS A CITIES REPRESENTATIVE ON THE GROUP AND THEY HAVE DECIDED THAT TO DO COUNTYWIDE WASTE GENERATION AND PCOMPOSITION STUDY, THAT STUDY IS GOING TO BE THE MAX COST IS $1 MILLION PER THE COUNTY AGREED TO FUND 50 PERCENT OF THAT OR 500,000 WITH THE REMAINDER OF THE STUDY TO BE FUNDED BY THE CITY BASED ON THEIR POPULATION.
UNTIL BASED ON THE PER CAPITA WERE BASED ON THE POPULATION THE CITY CONTRIBUTION IS $10,157.83 HERE THAT REPRESENTS 90 PERCENT OF THE CITIES PARTICIPATING, WHICH IS A MINIMUM REQUIREMENT. IF MORE CITIES PARTICIPATE IN 90 PERCENT, THE ACTUAL CONTRIBUTION FOR THE CITY WILL BE LESS. BUT THE MAXIMUM HE WASSPEND IS
10,100 AND $0.83 . >> ANTHONY, CAN YOU ADDRESS FOR THE PUBLIC THE IMPORTANCE OF THIS STUDY AND WHAT IT IS
HOPING TO ACCOMPLISH? >> I CAN DO IS COMPOSITION STUDY IS TO DO A DETAILED ANALYSIS AND IN COORDINATION WITH THE WASTE HAULERS THAT ARE USED THROUGHOUT THE COUNTY TO FIND OUT WHAT THE COMPOSITION IS OF THE WASTE, HOW MUCH WASTE IS GENERATED FROM EACH CITY AND HOW MUCH RECYCLING THEY GENERATED FROM EACH CITY SO THE COUNTY AND THE CITIES WHEN THEY ARE LOOKING AT THIS REGIONAL APPROACH CAN HAVE ALL THE DATA TO TAKE INTO CONSIDERATION AS THEY MAKE DECISIONS GOING
ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM?
>> ONE THING I WANT TO ADD. >> THAT IS FINE PRETTY GOOD AT IT. YOU CAN SPEAK FOR AN HOUR IF YOU LIKE. OKAY.
CINNAMON FROM THE PUBLIC? >> JUST ONE THING I WANT TO ADD IS IT APPEARS 100 PERCENT OF THE CITIES ARE GOING TO PARTICIPATE SO THEREFORE THE COST IS GOING TO BE OBVIOUSLY
LESS, WHICH WE GET CREDIT BACK. >> GREAT.
>> BOB, WOULD YOU LIKE THE OWNER?WHICH ARE.
>> WE HAVE A MOTION TO APPROVE BY COMMISSIONER MAYERSOHN AND A SECOND BY THE BIRTHDAY BOY, COMMISSIONER BRIER.ROLL CALL.
>> COMMISSIONER MAYERSOHN. >> YES.> COMMISSIONER ISROW.
>> YES BUT COMMISSIONER BRIER. > YES.
>> PLEASE SHOW IT PASSES UNANIMOUSLY.> RESOLUTION 2022 Ã009 PLANNING AND ZONING BOARD APPOINTMENT HEARD RESOLUTION OF THE CITY COMMISSION OF THE CITY PARKLAND FLORIDA APPOINTING AS THE SECOND ALTERNATE LARGE MEMBERS OF THEPLANNING AND ZONING BOARD PROVIDING FOR AN EFFECTIVE DATE
.>>RICH WALKER : I AM PRETTY CONFIDENT IN SAYING I THINK WE ARE ALL ON THE SAME PAGE HERE. THIS IS AN UNCOMFORTABLE POSITION FOR US BECAUSE ANYONE WHO WANTS TO VOLUNTEER THEIR TIME TO HELP THEIR CITY SHOULD BE COMMENDED.
WHETHER OR NOT SOMEONE IS CHOSEN.
THAT TO ME IS IRRELEVANT. BY YOU WANTING TO HELP YOUR CITY ON A VOLUNTEER BASIS SHOULD ABSOLUTELY AND TOTALLY BE APPLAUDED AND WE APPRECIATE EVERYONE WHO SUBMITTED AN APPLICATION. I KNOW WE TALKED A LITTLE BIT, NANCY. MAY BE IN STRATEGIC PLANNING WE CAN TALK A LITTLE BIT TO SEE HOW WE COULD POTENTIALLY ALTER HOW WE HANDLE THIS PROCESS. I KNOW WE TALKED ABOUT A COUPLE IDEAS BUT OBVIOUSLY NOW IS NOT THE TIME.
IF WE COULD PUT THAT ON STRATEGIC PLANNING.BECAUSE AGAIN, WE WOULD LOVE TO PICK EVERYONE WHO APPLIED.
BUT THERE IS A LIMITED AMOUNTOF SEATS THAT WE HAVE .
EVERYONE CANNOT BE CHOSEN. BUT AGAIN, WE CANNOT THANK PEOPLE ENOUGH JUST SUBMITTING THE APPLICATION TELLS NOT JUST AS BUT ALL THE RESIDENTS HOW MUCH YOU LOVE THE CITY AND HOW YOU'RE WILLING TO VOLUNTEER YOUR TIME TO MAKE IT EVEN BETTER. AND SO WITH THAT BEING SAID.
>> IF I MAY? >> I HAVE A COUPLE COMMENTS ECHOING THE MARIZ COMMENT. I'M ALWAYS OVERWHELMED SINCE I GOT INTO THIS PROCESS AT THE AMOUNT OF TALENT WE HAVE WITHIN THE CITY. WE HAVE SOME AMAZING INDIVIDUALS WHO HAVE FANTASTIC BACKGROUNDS IN THE PRIVATE AND PUBLIC SECTORS AND THEIR WILLING WITH THE BACKGROUNDS AND THEIR OTHER TIME COMMITMENTS, THEIR FAMILY COMMITMENTS AND EVERYTHING ELSE TO VOLUNTEER AND STEP UP TO SERVE IN THESE ROLES. I THINK WE ARE BLESSED AND FORTUNATE AS A CITY TO HAVE SO MANY VISUALS WHO ARE WILLING TO COMMIT THE TIME AND EFFORT FOR NO PAY TO GET INTO THESE POSITIONS AND HELP THE CITY. IF SOME MEMBERS HERE IN THE
[00:50:02]
GALLERY PREDATING MEMBERS OF OUR ADVISORY BOARD ARE AN ASSET TO THE CITY BECAUSE THEY HELP NOT ONLY CITY STAFF AT THE COMMISSION AND FOCUSING ON THE ISSUES RELATIVE AND THAT ADVISORY BOARD AND THE COMMITTEES UNDER THEM.WE ARE TRULY FORTUNATE. I DON'T KNOW HOW WE WANT TO APPROACH THIS PROCESS. I HAVE A LIST OF A FEW FINALISTS. I'M HAPPY TO MENTION THE NAMES PERHAPS THERE IS SYNERGY WITH OTHER FINALISTS BY MEMBERS OF THE COMMISSION WE CERTAINLY NEED TO HAVE FOLKS FILL THIS WERE SOMEONE FILL THIS POSITION WHO IS NOT ONLY CAPABLE AND EVERY ONE OF THE APPLICATIONS, BUT I ALSO TEND TO THINK THAT WE WANT SOMEONE WHO WILL INJECT NEW BLOOD AND THOUGHTS AND
IDEAS INTO THAT ROLE. >> YOU WANT TO JUST DO ONE
I WILL LIST THE THREE FINALIST .
>> I THINK IF WE JUST DO ONE IF WE ARE IN AGREEMENT.
OR DO YOU WANT THREE? >> HONESTLY, I DON'T THINK THERE IS A RIGHT ANSWER TO THIS.
>> YOU UP THE MICROPHONE. >> I HAVE ON MY LIST.
I SAY THIS WITHOUT ANY DISRESPECT TO ANY OF THE OTHER APPLICANTS BECAUSE I THINK ANYONE OF THESE APPLICANTS WOULD BUILD A ROLE IN DOING AMAZINGLY WELL AND I APPRECIATE THEIR EFFORT. I'M JUDY DAVISON, ASHLEY AND
DAVID SILVER. >> THAT WASN'T ONE.
>> THOSE ARE MY THREE FINALISTS.
I DON'T KNOW IF THERE'S ANY OVERLAP BUT WE CAN TALK ABOUT
THOSE. >> YOU HAVE TWO OF YOUR THREE.
ASHLEY AND DAVID. >> I HAVE TWO OF YOUR THREE.
>> AND I HAVE TWO OF YOUR THREE.
>> ASHLEY AND DAVID. >> I'M GOOD WITH ANY OF THEM.
HONESTLY, I LOOK AT THE PACKET OF APPLICATIONS AND IT IS
INCREDIBLE. >> I WAS GOING TO SAY.
BASED ON THAT, JORDAN I HAVE TWO OF YOU THREEAND BOB HAS TWO OF YOUR THREE . SO ASHLEY IS THE ONE WITH EVERYONE'S LISTED. ASHLEY, I GUESS WE HAVE TO
FORMALLY MAKE A MOTION? >> YES, SIR.
>> COMMISSIONER BRIER, WOULD YOU LIKE TO DO IT?
>>SIMEON BRIER : SURE. I WILL MAKE THE MOTION.
>>RICH WALKER : FOR? [LAUGHING]
>>SIMEON BRIER : MOTION TO APPOINT ASHLEY AS A SECOND ALTERNATE ON THE PLANNING AND ZONING.
>> I WILL SECOND. >>RICH WALKER : WE HAVE A MOTION BY COMMISSIONER BRIER AND A SECOND BY COMMISSIONER MAYERSOHN TO APPOINT ASHLEY AS THE SECONDALTERNATE ON THE PLANNING AND ZONING. ROLL CALL.> COMMISSIONER
ISROW. >> YES BUT COMMISSIONER BRIER.
> YES BUT COMMISSIONER MAYERSOHN.
>> YES . >> VICE MAYOR CUTLER.
[10. Comments by the Broward Sheriff's Office]
>> YES. >> MAYOR WALKER.>> YES.
>> CONGRATULATIONS ASHLEY. LOOKING FORWARD TO YOU SERVING ON THE BOARD. COMMENTS BY THE BROWARD
SHERIFF'S OFFICE? >> GOOD EVENING.
SO WE HAD A VERY GOOD RUN. IT CAME TO AN ABRUPT END TWO WEEKS AGO. WE DON'T HAVE A PATTERN WITH QUITE A FEW VEHICLES STOLEN TO THE PATTERN IS THEY ALL SEEM TO BE RANGE ROVERS AND EVERY ONE OF THEM HAPPENED TO HAVE LEFT IN THE CARS. SOME DEVELOPMENT.
PEOPLE RIDE THEIR BIKES. LOOKING TO BURGLARIZE UNLOCKED VEHICLES AND PROCESS THROUGH THE OF A CAR, THEY LEAVE THE
BIKE. >> SO THIS IS NOT FUNNY, BUT I WOULD LIKE TO GIVE IT A LITTLE TWIST.
YOU HAVE TO BRING YOUR KEYS UNLOCK YOUR CAR.
WE STARTED A SOFTBALL TEAM TO TRY TO HELP PROMOTE PEOPLE TO PUT THEIR KEY FOBS IN THEIR HOUSE.
SO OUR TEAM IS WHERE IS YOUR KEY FOB, RIGHT? IT'S FUNNY BUT IT'S NOT TO. SOMEONE ACTUALLY MADE A VERY GOOD POINT ON FACEBOOK, ACTUALLY.BUT THEY SAID YOU SHOULD FEEL A LEVEL OF COMFORT IN YOUR HOME.
[00:55:05]
WHILE THAT IS TRUE, NO ONE LEAVES THEIR FRONT DOOR OPEN.SO YOU SHOULDN'T LEAVE YOUR KEYS IN YOUR CAR.
GRANTED OUR TEAM IS IN LAST PLACE.
SO OUR WORD IS NOT GETTING OUT ENOUGH.
WE NEED TO DO A BETTER JOB PROMOTING AND MAKING SURE WE COMMUNICATE WITH THE RESIDENTS. BRING THE KEY IN YOUR HOUSE.
YOU ARE ASKING MORE PEOPLE TO COME WHEN THEY REALIZE HOW EASY IT IS TO COME TO PARKLAND BECAUSE NO ONE LOCKS THEIR DOORS, MORE CALM. BECAUSE THEY SAY LET'S GO TO PARKLAND, THEY DON'T EVEN LOCK THEIR DOORS.
AND THEY HAVE LOTS OF STUFF IN THEIR CARS.
WHETHER IT IS WALLETS, POP POCKETBOOKS OR WHATEVER.
REALLY. I DO AGREE YOU SHOULD FEEL COMFORTABLE IN YOUR HOME, YOU SHOULD FEEL SAFE.
BUT THE LEAST YOU CAN DO IS LOCK YOUR CARS.
BRING YOUR VALUABLES INSIDE UNLOCK YOUR CARS.
SORRY TO STEAL YOUR THUNDER. >> WE WOULD LIKE TO GET BACK TO THAT 9:00 ROUTINE. 9:00 WE PUT IT OUT ON SOCIAL MEDIA. 9:00 GO OUT AND CHECK YOUR DOORS. BETTER THING IS STAND AT YOUR DOOR AND HIT YOUR KEY FOB. IF YOU CAN'T LOCK YOUR DOORS FROM YOUR HOUSE, GO IN YOUR CAR AND GET YOUR KEY FOB AND LOCK YOUR KEY CARD OR. CHECK YOUR DOORS AT NIGHT BUT WE ARE NOT HAVING WINDOWS BROKEN WITH VERY FEW EXCEPTIONS, ALL UNLOCKED CARS THAT WAS A QUESTION IS TO ASK.
I SAW SOME ON FACEBOOK, WHICH TAKE IT WITH A GRAIN OF SALT PRINT SUPPOSEDLY ONE OF THE RANGE ROVERS WAS STOLEN FROM THE CAR WAS LOCKED APPARENTLY AND THAT THERE WAS NO FOB IN THE CAR. WE SHOULD IS NO OTHER METHOD BY WHICH THESE PEOPLE ARE FINDING EITHER GHOSTS OR WAYS TO MOCK OR MIMIC THE KEY FOB THIS WEEK EVERYONE IN THE RANGE ROVERS STOLEN, THE KEY FOBWAS IN PITTSBURGH I SAW ONE STORY WHERE IT WAS A VALET KEY.O EVEN THOUGH YOU MAY HAVE THE FOB ITSELF, IF YOU HAVE A VALET KEY IN YOUR CAR .
I DON'T HOW A VALET FOB WORKS. BUT BRING THEM ALL IN PARIS BECAUSE WE HAVE SO MANY GATED COMMUNITIES AND PARKLAND THERE IS A MANUFACTURE BY GATE SINCE ACUTE SECURITY FOR IT I KNOW OUR HOA PRESIDENTS ARE, AND I HAVE SPOKEN TO A COUPLE OF THEM. YOU KNOW THEY ARE WORKING ON HARDENING MEASURES TO LIMIT THE AMOUNT THE PEDESTRIAN TRAFFIC INTO THE COMMUNITIES AT NIGHT ORGANS WOULD ENCOURAGE THEM TO CONTINUE DOING THAT BURDEN BUT THEY CAN'T HELP IF THE RESIDENTS DON'T MEET THEM HALFWAY.
AND PART IF THAT IS MAKING SURE WE HAVE TAKEN THE MEASURES, AS SILLY AS IT SOUNDS.ND I FEEL FOR THOSE WHO BEEN VICTIMIZED BECAUSE IT'S AN INVASION OF PRIVACY AND EVERYTHING ELSE, BUT WE NEED TO TAKE THE MEASURES THAT WE CAN TO PREVENT THE CRIME. BUT THE OTHER THING IS THE ACCESS AND THAT IS A CONCERN I HAVE.
AND IT IS A CONCERN WITH THE SECURITY COMPANIES THAT THESE HOA IS OF HIRED PREVENTIVE 90 OF ALL TAKEN MEASURES TO GO OUT AND SPEAK WITH THEM AND SPEAK WITH THE SECURITY COMPANIES, BUT I THINK THAT THE HOA IS NEED TO PUT PRESSURE ON THE SECURITY COMPANIES TO TRY TO FIGURE OUT WAYS TO ASSIST THEM IN LIMITING THE ACCESS. AS I UNDERSTAND IT, MUSTARD WAS SOMEONE COMING IN THE CAR AND GETTING A GATE IS TRANSFERRED TO SOMEBODY COMING ON A BIKE OR WALKING INTO A COMMUNITY AT NIGHT TO TAKE THESE CRIMES OF OPPORTUNITY.
>> BUT MOST OF THE COMMUNITIES DO NOT HAVE SECURITY.
THEY JUST HAVE PEOPLE AT THE GATE.O THEY DON'T HAVE SECURITY DRIVING AROUND. AND WE SHOULDN'T NEED THAT BECAUSE WE ARE A SAFE COMMUNITY.
AND IF WE DIDN'T TELL EVERYONE ON THE PLANET THAT THEY CAN COME TO PARKLAND AND RANDOMLY PICKED FIVE DRIVEWAYS AND TO THOSE CARS WOULD BE UNLOCKED, PEOPLE WOULDN'T COME.
>> THAT IS ABSOLUTELY RIGHT. MOST OF THE COMPANIES ARE THEREFORE ACCESS SECURITY. NOT FOR SECURING THE NEIGHBORHOODS THEMSELVES. THAT IS A JOB OF WE HAVE A FINE POLICE FORCE AND BSO. BUT I THINK RESIDENTS OF THE FALSE SENSE OF SECURITY WHERE THEY THINK EVERYTHING IN THAT COMMUNITY BECAUSE IT IS IN SOME MANUFACTURED GATE WITH GAPING HOLES IS SOMEHOW IMMUNE FROM CRIME.
>> AND THAT IS WHY WE ARE PUSHING WHERE IS YOUR KEY FOB.
LIKE PUT YOUR KEY IN YOUR HOUSE.
LOCK YOUR CARS AND THAT IS IT. WORD IS OUT YOU CAN COME TO PARKLAND AND YOU ARE GUARANTEED TO FIND AN UNLOCKED CAR WITH A
[01:00:03]
COUPLE TRIES. GUARANTEED.>> MRS. ALL ABOUT CHANGING BEHAVIOR. TO SOME POINT I REMEMBER YEARS AGO, AND I BELIEVE IT WAS BSO, THEY WOULD COME AROUND WITH THE AGREEMENT OF THE COMMUNITIES IT WOULD COME AROUND THE COMMUNITIES. I GOT A CALL ONCE AT 2:00 IN THE MORNING THAT MY GARAGE DOOR WAS OPEN.
I DON'T KNOW IF IT IS SOMETHING WHERE THE AGREEMENT THROUGH, BECAUSE HE HAVE SOME TRAFFIC AGREEMENT THROUGH AN HOA TO COME IN AND DO RANDOM CHECKS WERE YOU WOULD GO AND CHECK A CAR TO SEE IF THEY HAD A FOB IN.
>> WE WILL NEVER GO THROUGH A NEIGHBOR CHECKING CARS.
IT'S A GREAT IDEA. WE STILL GO THROUGH NEIGHBORHOODS. STILL TO NOTIFY YOU YOUR GARAGE DOOR IS OPEN. OR TIMES THAN NOT I WILL GET YELLED AT FOR WAKING YOU. WE NOT BLAMING THE VICTIM.
WE ARE JUST ASKING FOR HELP. MAKE IT ALITTLE BIT MORE DIFFICULT. EVERYONE KNOWS PARKLAND IS NICE . HELP US BY LOCKING THE DOORS.
>> RIGHT. WE ARE NOT SAYING IT'S OKAY PEOPLE ARE GOING IN PEOPLE SCARS BECAUSE THAT IS NOT OKAY.
THEY SHOULD BE PUNISHED TO THE FULLEST EXTENT OF THE LAW, HOWEVER, YOU SHOULD LOCK YOUR CAR.
>> YOU SHOULD KNOW ONE ARREST HAS BEEN MADE.
>> GOOD. THANK YOU FOR THE GIVE THAT.
>> THANK YOU FOR ALL YOU GUYS ARE DOING.
[11. Comments by the Coral Springs/Parkland Fire Department]

PUT UP WILL BE IN OPERATION UNTIL THE END OF FEBRUARY AT THE LEAST. AND SO IF THE NUMBERS GO BACK UP THEY WILL STAY EVEN LONGER. EVEN THOUGH THEY ARE IN DECLINE THEY HAVE AGREED TO STATE IN SOME LOCATION, NOT ALL, UNTIL THE END OF FEBRUARY.
