THIS CITY COMMISSION, ALONG WITH THE ASSISTANT CITY MANAGER JOHNSON HAS BEEN INSTRUMENTAL IN ASSISTING ME IN THE PAST WITH COMMUNITY CHALLENGES SUCH AS WHEN THE T ACATO GATE

[00:05:05]

NEEDED TO BE POWER WASHED AND FRONT OR ENTRANCE SIGNS HAVE NOT BEEN WORKING AT ALL AND HELP HAS BEEN PROVIDED.

I CAN'T THANK YOU ENOUGH. THANK YOU FOR WORKING WITH THE DEVELOPER LENAR IN THE PERFORM OF A LIST FEW MONTHS AGO.

IMPORTANT THAT BEFORE THE DEVELOPER LEAVES THE CITY THESE ISSUES ARE INVOLVED. COMMISSIONER WALKER, JORDAN ISROW IS HAVING THE POSITIVE. WE ARE GRATEFUL.

PARKLAND IS GRATEFUL. LASTLY I COME TO YOU THIS EVENING WITH A NEW REVISED UPDATED LIST.

AS PART OF THE TURNOVER PRO PROCESS, THE DEVELOPER LENNAR THAT THE BOARD HAVE A PUNCH LIST OF ITEMS THAT MUST BE TAKEN CARE OF BEFORE ITS TRANSITION FROM THE DEVELOPER IS COMPLETE. STATE STATUTE GOVERNS THIS PROCESS. 720.37, TRANSITION OF ASSOCIATION, CONTROL IN A COMMUNITY.

THE CASCOTA HOA BOARD HAVE COME UP WITH A PRELIMINARY LIST WHICH IS NOW IN NO WAY FINAL UNTIL WE HAVE SECURED A OUTSIDE CONSULTANT TO REVIEW LIST AND THE PROPERTY.

I WANTED YOU TO HAVE THE PRELIMINARY LIST TONIGHT BECAUSE AT THE VERY LEAST THESE THINGS NEED TO BE ADDRESSED AND RECTIFIED. THESE INCLUDE THINGS THAT ARE IMPORTANT FOR THE DEVELOPER TO BE HELD ACCOUNTABLE FOR.

EVERYTHING HERE IS VERY IMPORTANT TO OUR COMMUNITY.

SO, AGAIN, I THANK YOU SO MUCH FOR YOUR SUPPORT IN THIS AND ALL MATTERS AS RESIDENCE, WE ARE ALL TRULY BLESSED TO LIVE IN A CITY WITH LEADERS WHO ARE GOOD NEIGHBORS, GOOD FRIENDS TO ALL COMMUNITY AND WHO REALLY AND TRULY DO CARE.

IF I MAY APPROACH. >> MAYOR WALKER: THANK YOU VERY MUCH. THANK YOU FOR ALL YOUR HARD WORK. THEY ARE LUCKY AND THE CITY OF PARKLAND IS LUCKY AS WELL. ANY RESIDENCE WHO WOULD LIKE TO SPEAK ON NONAGENDA ITEMS? SEEING THERE IS NONE, WE ARE GOING TO OPEN IT UP TO COMMENTS BY THE COMMISSION.

BEFORE WE DO THAT, I JUST WANT TO START ON A LITTLE BIT OF A SOMBER -- I WANT TO READ -- THIS IS ABOUT THE PASSING OF A PARKLAND FIRE FIGHTER, PARAMEDIC OR CORAL SPRINGS, PARKLAND FIRE FIGHTER PARAMEDIC JAMES NATE LEONARD.

WANT TO READING IS THAT CORAL SPRINGS PUT OUT.

WITH DEEP SADNESS WE ANNO ANNOUNCEDED PASSING OF FIRE FIGHTER PARAMEDIC JAMES LEONARD AT THE AGE OF 43.

NATE FOUGHT A COURAGEOUS T TWO-YEAR BATTLE WITH CANCER AND DIED PEACEFULLY WITH HIS FAMILY THIS MORNING.

FIRE FIGHTER OCCUPATIONAL CANCER IS THE LEADING CAUSE OF LINE OF DUTY DEATH IN THE FIRE SERVICE.

FIRE FIGHTER, PARAMEDIC NATE LEONARD WILL BE LAID TO REST WITH FULL FIRE RESCUE HONORS. NATE BECAME A MEMBER OF THE CSPD FAMILY ON APRIL 9, 2007. THROUGHOUT HIS CAREER, NATE EARNED NUMEROUS ACCOLADES INCLUDING A UNIT CITATION, THREE LIFE-SAVING COMMEN COMMENDATIONS, A ME FORIOUS DO DO YOU REMEMBER THEY COMMENDATION.

PRIOR TO HIS DEATH HE SERVED AT STATION 95.

NATE WAS A TRUE PUBLIC SERVANT AND GREAT IN HIS DUTIES AS A FIRE FIGHTER AND PARAMEDIC AND EQUALLY BRAVE WHEN HE FOUGHT CANCER. HEART BROKEN, AND FOCUS ON N NATE'S FAMILY PROVIDE THE SUPPORT AND COMFORT TO PREPARE NATE A TRUE HERO TO REST. NATE IS SURVIVED BY HIS WIFE, NINA, PARENTS, JIM AND MARILYN LEONARD AND SISTER VALLEY LEONARD. I ALSO WANT TO MENTION STEVE FURMAN WHO IS A GOOD FRIEND TO ALL OF US HERE IN THE COMMISSION AND THE CITY OF PARKLAND.

DURING THE TRAGEDY, STEVE ACTUALLY -- FUMBA.

MOST PEOPLE KNEW HIM AS FU MBA WAS A GREAT ADVOCATE FOR THE FAMILIES, STUDENTS. HE WAS, AGAIN, A GREAT COMMUNITY SERVANT. HE WILL DEFINITELY BE MISSED.

AND THEN I WOULD BE REMISSED NOT TO MENTION SARAH TROST WHO

[00:10:01]

WAS KILLED. >> MAYOR, BEFORE WE DO THAT ONE MORE CONDOLENCE. TONY MUSE PASSED AWAY SUDDENLY AND WIFE, ANNETTE, AND HIS SON, NICK.

THIS WAS TOTALLY SUDDENLY AND SHE IS A FRIEND OF THE FRIENDS OF THE LIBRARY AND NICK WAS APPOINTED SECOND LIEUTENANT OF THE UNITED STATES AIR FORCE AND PASSED AWAY.

>> MAYOR WALKER: THANK YOU FOR MENTIONING THAT.

IF WE CAN BOW OUR HEADS FOR A MINUTE.

OKAY. WE WILL START WITH COMMISSIONER JORDAN ISROW. COMMENTS?

>> COMMISSIONER ISROW: SORRY. >> MAYOR WALKER: WE CHANGED

THE ORDER. >> COMMISSIONER ISROW: FIRST HAPPY NEW YEAR, EVERYONE. GOOD TO SEE EVERYONE TODAY.

TODAY WAS AN UNIQUELY SPECIAL DAY FOR MYSELF AND MY FAMILY.

MY BROTHER-IN-LAW WAS SWORN IN AS A NEW BROWARD COUNTY COMMISSIONER. THE EVENT WAS DONE HERE IN THESE CHAMBERS AND WOULD LIKE TO GIVE A LOT OF THANKS AND CITY STAFF TO HELP MAKE THAT POSSIBLE.

BECAUSE THE PURPOSE OF THAT WAS FOR MY FATHER-IN-LAW, JARED'S FATHER WHO UNFORTUNATELY IS BATTLING PANCREATIC CANCER TO ATTEND AND WATCH HIS SON GET SWORN IN.

WHAT I CAN TELL YOU FOR JARED WHO IS A PAST CITY COMMISSIONER OF PARKLAND, TO SIT HERE WITH MAYOR OF BROWARD COUNTY, THE FORMER MAYOR OF PARKLAND AND MYSELF BEING A CITY COMM COMMISSIONER, IT IS. WHAT IT SHOWED ME THE NUMBER OF PEOPLE IN THIS CITY, HOW MUCH THEY CARE.

HOW MUCH OF A TRUE COMMUNITY IT IS.

AND I AM SO GRATEFUL TO LIVE HERE.

I AM SO GRATEFUL TO CALL THIS PLACE MY HOME.

AND I THINK TODAY CEMENTED THAT FOREVER AND FOR ETERNITY.

I WANT TO THANK EVERYONE FOR WHOEVER MADE THAT POSSIBLE.

EVERYONE WHO ATTENDED WITH AS A VERY SPECIAL EVENT AND MEANT A LOT TO ALL OF US. THAT IS REALLY ALL I GOT TODAY.

THANK YOU, ALL. >> MAYOR WALKER: THANK YOU, COMMISSIONER ISROW. COMMISSIONER PWRNGZ REIR.

>> COMMISSIONER BRIER: OUR THOUGHTS AND PRAYERS GOING OUT TO THE FAMILY. HE IS EXACTLY WHAT YOU WANT OUTS OF THE PARKLAND RESIDENT. HE WAS ENGAGED AND CHILDREN IN THE COMMUNITY HAD A VESTED INTEREST AND IN THE SCHOOLS WAS VERY ACTIVE AND SHOOTING AND COMFORTING THE FAMILY.

OUR PRAYERS GOES OUT TO HIS FAMILY AND THE TROST FAMILY.

AND WITH JAMES NATE LEONARD THE FIRE FIGHTER.

I STAYED ON THIS DAIS MULTIPLE TIMES.

POLICEMEN AND FIRE FIGHTERS WERE MY HEROES.

THEY REMAIN THAT WAY AS AN ADULT BECAUSE I GOT TO EXPERIENCE AND REALIZE WHAT THEY GO THROUGH EVERY DAY AND EVERY DAY THAT THEY LEAVE THE HOUSE, NOT ONLY BEING EXPOSED TO VIOLENCE BUT EVERYBODY ELSE AND THE 43-YEAR-OLD DYING OF CANCER, THEY ARE EXPOSED TO FAR MORE.

EVERY TIME YOU SEE A FIRE FIGHTER AND POLICE OFFICER, THANK HIM OR HER FOR THEIR SERVICE, BECAUSE MORE THAN WHAT WE SEE ON THE SURFACE. I WANTS TO CONGRATULATE JARED MOSKOWITZ OF BEING SWORN INTO THE COUNTY COMMISSION.

AS COMMISSIONER IS ROW STAYED THE OPPORTUNITY TO DO IT HERE IN THE CHAMBER. THE MAYOR AND FORMER MAYOR AND REPRESENTED ON THE COUNTY COMMISSION AND HAVING THE FAMILY HERE WHO HAVE MEANT A LOT AND MAY HAVE GONE MICHAEL MOSKOWITZ AND GIVE OUR LOVE AND SUPPORT AND CONGRATULATE THEM ON TODAY'S SWEARING IN. IN TERMS OF EVENTS COMING UP.

WE HAD THE PUBLIC SAFETY DAY AT THE PARKLAND FARMER'S MARKET.

THE FAMILY FUN FEST CARNIVAL THIS WEEKEND THAT IS A GREAT OPPORTUNITY FOR KIDS TO GET ON COOL RIDES.

AND I WANT TO TAKE A POINT TO TALK A LITTLE BIT ABOUT THE EXHIBIT. YOU HAD DR. SHERRY KIMMEL COME UP. AND BEFORE SHE CAME TO PARKLAND I SAID THE BEST THING TO COME OUT OF WEST END WAS CUBAN COFFEE BUT SHE HAS SURPASSED THAT AND THE BEST TO COME OUT OF WESTON. AND I WANT TO ENCOURAGE EVERYONE TO CHECK OUT THE EXHIBIT AT THE PARKLAND LIB LIBRARY. "NO CHILD'S PLAY"AND THE GAMES THAT THE CHILDREN OF HOLOCAUST PLAYED AT THE DARKEST OF DAY.

THIS EXHIBIT AND RESIDENTS ARE IMPORTANT TO OUR COMMUNITY.

FEBRUARY 14 HAVE A REMINDER TO US THAT OUR CHILDREN AND COMMUNITY HAVE NO STRANGERS OF SEEING EVIL UP CLOSE.

[00:15:02]

NO STRANGERS OF SEEING VIOLENCE AND NO STRANGERS SEEING THE RESILIENCE AND STRENGTH THAT CHILDREN CAN PROVIDE AFTER TIMES OF TRAGEDY AND WE ALL SAW THAT SHOWCASED NATIONALLY AFTER THE FEBRUARY 14 TRAGEDY AND HOW THE YOUNG PEOPLE CAME OUT.

BECAME ACTIVISTS AND PROACTIVE, AND I WAS OVERWHELMED AS MANY WERE ACROSS THE COUNTRY AND ACROSS THE GLOBE AT THAT.

I WOULD ENCOURAGE YOU ACTUAL GO AND CHECK OUT THE EXHIBIT.

WE IN PARK LAND ADOPTED THE PHRASE FROM THE HOLOCAUST FROM THOSE WHO REMEMBERED THE HOLOCAUST NEVER AGAIN.

NEVER AGAIN ALLOWING AGAINO SIDE OR HOLLOW -- GENOCIDE OR HOLOCAUST OF THAT NATURE TO DO ANYTHING WE CAN TO REDUCE GUN VIOLENCE IN OUR SCHOOLS. I THINK THE EXHIBIT IS POWERFUL AND FITTING TO BE IN PARK LAND AND HONORED TO HAVE IT.

I WANT TO WELCOME THE FAMILIES HERE THE PARKLAND RANGERS CHEERLEADERS AND LOOKING FORWARD TO HONOR YOU.

>> MAYOR WALKER: WELL SAID, COMMISSIONER BREIR.

COMMISSIONER MAYORSOHN. >> BOB MAYERSOHN: HAPPY NEW YEAR, EVERYBODY. NUMBER ONE, THE PASSING OF STEVE FURMAN NEAR AND DEAR AS THE MAYOR SAID TO ALL OF OUR HEARTS. STEVE WAS LARGER THAN LIFE AND HE DEMONSTRATED THAT THROUGHOUT HIS LIFE.

ALSO CONGRATULATIONS TO JARED MOSCOWITZ AND.

SWORN IN AS A COMMISSIONER AND IRONIC THAT JARED AND MICHAEL SERVING AS THE COUNTY MAYOR AND JARED SITTING DOWN THERE BEFORE HE SAT UP HERE. IT IS JUST OF KIND OF LIKE A 360 DEGREES AND THINGS COME AROUND.

I ALSO WANT TO RECOGNIZE SHERRY KIMMEL FOR HER LEADERSHIP AS WELL AS FRIENDS FOR THE LIBRARY AND THE JEWISH FEDERATION UNDER THE LEADERSHIP OF MARK FREEMAN THE INTERIM CEO AND NORTH BROWARD COMMUNITY DIRECTOR FOR BRINGING THE NO CHILD'S PLAY TRAVELING EXHIBIT TO THE ART MUSEUM IN JERUSALEM TO PARKLAND. LAST NIGHT WE HAD THE KICKOFF.

YOU KNOW THE ICING ON THE CAKE FOR ME WAS RUBY HOLOCAUST SURVIVOR'S BAND. MUCH BETTER THAN LADY GAGA AND TONY BENNETT AND SERVES AS A REMINDER HOW POWERFUL MOO MUSIC CAN BE. A LOT OF KIDS IN THE AUDIENCE AND SOME OF OUR ELEMENTARY SCHOOL PRINCIPALS, WANT TO READ A QUOTE FROM Y ANIS CORESACK AND TOOK ON A LOT OF ORPHANS AND READ BOOKS. SAYS IN THE QUOTES, CHILDREN ARE NOT A PEOPLE OF TOMORROW, BUT ARE THE PEOPLE OF TODAY.

THEY HAVE A RIGHT TO BE TAKEN SERIOUSLY AND TO BE TREATED WITH TENDERNESS AND RESPECT. THEY SHOULD BE ALLOWED TO GROW INTO WHOEVER THEY ARE MEANT TO BE.

THE UNKNOWN BUILDING INSIDE OF THEM IS OUR HOPE FOR THE FUTURE. JUST A COUPLE OF, I GUESS, HOUSEKEEPING THINGS. SOLID WASTE WORKING GROUP MET AGAIN TODAY. WE ARE VERY ACTIVE.

THE FIRST AMENDMENT TO THE MOU IS PROBABLY GOING TO BE GOING OUT SOME TIME THIS WEEK. THE ATTORNEYS ARE REVIEWING IT.

THIS IS REGARDING THE WASTE GENERATION STUDY.

SO THERE IS A VERY STRICT TIME DEADLINE BEING THAT THEY WANT THE CITIES TO EITHER APPROVE IT OR NOT APPROVE IT BY FEBRUARY 11, AS WELL AS MAKE PAYMENT TO THE COUNTY.

SO ONCE THAT GOES THROUGH, NANCY, IF WE CAN KIND OF HAVE A PLACE HOLDER FOR FEBRUARY MEETING ON THIS.

>> IT'S ALREADY THERE. >> BOB MAYERSOHN: I KNOW.

IT IS PROGRAM BASED ON CENSUS NUMBERS.

AND WE ARE PROBABLY LOOKING AT PROBABLY SOMEWHERE AROUND $10,000 TO $11,000. WELL BELOW WHAT WE BUDGETED.

I DID ATTEND LAST WEEK THE CHAPTER OF THE BROWARD COUNTY PUBLIC SCHOOLS. AGAIN, IT WAS INTERESTING CONVERSATION. SOME OF THE QUESTIONS THAT WERE ASKED. BROWARD LEAGUE OF CITIES THAT WE HAD ALSO LAST WEEK. THERE WAS A PRESENTATION ON THE ALLIANCE PERMITTING PROGRAM WHICH WE ADOPTED AND THE GOAL OF THIS PROGRAM IS BASICALLY TO HAVE A SMOOTH, YOU KNOW, ONE-STOP-SHOP PERMITTING TO ACTUALLY HELP FREE COMMERCE AND KIND OF WHAT WE CALL OUR CONCIERGE SERVICE THAT WE ADOPT THE THAT AS A CITY. THE OTHER THING IS, I WANT TO -- ONE OF THINGS THAT WE HAVE AND AGAIN I REACH OUT TO CORAL

[00:20:05]

SPRINGS PARKLAND FIRE IS THE PULSE POINT APP.

IF YOU DON'T KNOW, GO ON AND DOWNLOAD THE PULSE POINT APP.

NOT ONLY WILL IT TELL YOU WHERE TRAFFIC ACCIDENTS WILL BE AND EMERGENCIES ARE COMING. ALSO A NOTIFICATION OF CRITICAL ALERT THAT PROVIDES YOU WITH ANY CPR INCIDENT WITHIN A QUARTER-MILE RADIUS WHERE YOU ARE AT.

IF YOU WANT TO BE A CPR BYSTANDER AND THE PULSE POINT RESPONSE. IRONICALLY AN INCIDENT AT TERRAMAR PARK. WHAT WAS KEVIN'S NAME, RANGER

-- >> ANTHONY ROSARIO.

>> BOB MAYERSOHN: ANTHONY ROSARIO DID A GREAT JOB AS FAR AS RESPONDING AND A BSO OFFICER THERE AS WELL.

I DON'T KNOW WHAT WAS HIS NAME AND HE DID A GREAT WITH CORAL SPRINGS PARKLAND FIRE AND EMS CERTAINLY HELPED.

AND CERTAINLY A TEAM EFFORT. TO THAT END, NANCY, CORRECT ME IF I'M WRONG, WE ARE ENSURING THAT OUR PARK RANGERS ARE

CARRYING AEDS WITH THEM. >> NOT PHYSICALLY CARRYING

THEM, BUT IN THEIR -- >> BOB MAYERSOHN: IN THEIR C CAR, RIGHT. THEY WILL BE HAVING ACCESS TO THEM BECAUSE ONE OF THE THINGS THAT WE UNCOVERED THROUGH THIS INCIDENT THAT ALTHOUGH THERE WERE AEDS IN THE PARK, SOMETIMES THEY ARE NOT READILY AVAILABLE BECAUSE THEY MAY BE LOCKED. AND THIS WAY IT ALLOWS US TO HELP STREAMLINE THE PROCESS AND REACT QUICKER.

WITH THAT BEING SAID, THE ONE THING THAT WE WANTED TO BRING UP. IF WE CAN ADD AS A POSSIBLE ACTION OR DISCUSS ITEM. OBVIOUSLY WE ARE GOING UP TO TALLAHASSEE WITH THE LEGISLATIVE SESSION HAS STARTED AND I JUST WANT TO ADDRESS OUR POSITIONS ON SOME CATEGORICAL LEGISLATION RELATED TO REASONABLE AND CONSTITUTIONAL FIREARM PUBLIC SAFETY. SO IF WE COULD JUST HAVE A BRIEF DISCUSSION, THAT WILL BE APPRECIATED AND ALSO WANT TO THANK ONE OF THE BILLS THAT WAS HURT TODAY WAS SENATE BILL 280 THAT TALKS ABOUT BUSINESS IMPACT FEES AND REQUIREMENT FOR MUNICIPALITIES TO INSTITUTE THAT.

ALTHOUGH IS DID PASS, I KNOW A LOT OF PEOPLE WORKING ON AMENDING THE LANGUAGE AND THANK SENATOR PULSKI AND SENATORCAM FARMER FOR VOTING NO ON THAT BILL.

>> REGARDING THE CONVERSATION, I GUESS SOMETHING THAT ANTHONY.

>> THE COMMISSION CAN ADD AN ITEM UPON AN UNANIMOUS VOTE.

IF YOU COME ON APPROVAL OF THE AGENDA --

>> I UNDERSTAND THE RULES, IF IT IS A MOTION BEING MADE, IT NEEDS A SECOND TO GET IT ON THE AGENDA.

AND I WILL SECOND IT AS A MOTION JUST SO THE RECORD IS

CLEAR ON THAT. >> OKAY.

SO -- >> YOU CAN DO IT NOW.

>> LET'S DO IT NOW SO WE DON'T FORGET.

>> BOB MAYERSOHN: I MAKE A MOTION.

>> MAYOR WALKER: BOB IS MAKING A MOTION THAT WE --

>> BOB MAYERSOHN: THAT WE LOOK AT OUR -- WE HAVE A BRIEF DISCUSSION ON POSSIBLE ACTION FOR OUR LEGISLATIVE AGENDA.

>> MAYOR WALKER: A SECOND BY VICE MAYOR CUTLER.

IT IS ON THE AGENDA AND WE WILL PUT IT TO THE END.

>> IF WE CAN GET A VOTE BECAUSE IT IS UNANIMOUS.

PUT THIS TO THE PUBLIC. ANYBODY FROM THE PUBLIC? NO? ROLL CALL.

>> COMMISSIONER BRIER: YES. >> BOB MAYERSOHN: YES.

>> COMMISSIONER ISROW: YES. >> VICE MAYOR CUTLER: YES,

PEASE. >> MAYOR WALKER: YES.

PASSES UNANIMOUSLY. WAS THAT IT WITH YOUR COMMENTS.

>> BOB MAYERSOHN: THAT'S IT. >> MAYOR WALKER: THANK YOU COMMISSIONER MAYERSOHN. VICE MAYOR CUTLER.

>> VICE MAYOR CUTLER: TOUGH TO BE LAST.

>> MAYOR WALKER: I HAVEN'T GONE YET.

>> VICE MAYOR CUTLER: I WILL MAKE MY COMMENTS BRIEF.

A HAPPY AND HEALTHY NEW YEAR. WE HAD A TOUGH COUPLE OF YEARS HERE AND REITERATE THE CONDOLENCES THAT ALL OF MY FELLOW COMMISSIONERS HAVE EXPRESSED.

FOR THOSE OF HOW DON'T KNOW F UMBA.

AFTER THE SHOOTING AT MARJORY STONEMAN DOUGLAS.

HE STOOD OUTSIDE WITH THE GUARDIANS FOR WEEKS TO MAKE SURE THAT THE STUDENTS KNEW WHEN THEY WERE COMING BACK TO SCHOOL THAT PEOPLE WERE OUT THERE PROTECTING THEM COMING BACK TO SCHOOL. HE WAS AN AMAZING GUY.

I WOULD LIKE TO EXPRESS MY CONGRATULATIONS TO THE M OSKOWITZ FAMILY. I WANT TO YOU KNOW THAT TODAY MARKS THE HIGHLIGHT IN PARKLAND HISTORIES.

FORMER VICE-MAYOR AND STORY ALSTON WAS SWORN IN AS OTHER

[00:25:03]

COMMISSIONERS HAVE TOLD YOU AS BROWARD COUNTY COMMISSIONERS HERE IN THIS CHAMBER. MARKS THE FIRST TIME THAT TWO FORMER PARKLAND COMMISSIONERS AND RESIDENTS WILL ACTUALLY SHARE THE BROWARD COUNTY DAIS AS FORMER PARKLAND MAYOR MICHAEL UU DEAN WAS THE COUNTY MAYOR.

SO MICHAEL MARKOWITZ'S FATHER WAS ABLE TO ATTENDS AS JORDAN TOLD YOU AND WAS SWORN IN BY FORMER CHIEF JUDGE PETER WEINSTEIN AND ALL OF HIS FAMILY AND PARKLAND COUNTY COMMISSIONERS, COMMISSIONERS AND MANY OF THE PEOPLE HAVE ACROSS THE COUNTRY LOOKED ON. JUST FOR THOSE OF HOW DON'T KNOW, MICHAEL MARKOWITZ IS A LONG-TIME PARKLAND RESIDENT.

AND MADE SIGNIFICANT CONTRIBUTIONS TO PARKLAND FOR MANY YEARS AND I WOULD LIKE TO EXPRESS MY CONGRATULATIONS TO OUR NEW COMMISSIONERS AND I THINK THAT WILL BE A WONDERFUL THING FOR THE CITY OF PARKLAND. AS FOR THE NO CHILD'S PLAY EVENT, I DID HAVE AN OPPORTUNITY TO ATTEND THAT.

KUDOS TO DR. KIMMEL AND THE FRIENDS OF THE PARKLAND LIB LIBRARY. JUST AN INCREDIBLE, POWERFUL EVENT AT RUDY HOLLOW COST SURVIVOR BAND.

WE SAY THOSE WORDS AND THINK ABOUT WHAT THAT ACTUALLY MEANS.

RUDY WAS IN THE HOLLOW CAST. HE WAS A SURROUNDER OF ONE OF CONCENTRATION CAMPS. HE PULLED HIS LIFE TOGETHER AND ON THE ROAD AT 92 YEARS OLD PLAYING AND SINGING AND QUITE AN AMAZING PERSON. THE EXHIBIT FOCUSES ON SURVIVOR AND HOLDING ON TO LIFE DURING THE HOLLOW CAST RATHER THAN FOCUSING ON DEATH AND MASS MURDERS AND TO MAKE SURE THAT THE WORLD DOESN'T FORGET WHAT HAPPENED TO THE JEWISH PEOPLE.

PUTS A HUMAN PERSPECTIVE, TRYING TO GIVE EACH VICTIM A HUMAN FACE. REMEMBERING THE 1.5 MILLION CHILDREN MURDERED AND THE CHILD SURVIVORS OF THE HOLOCAUST.

DEMONSTRATES BRAVERY AND HEROISM OF CHILDREN IN THE WAR.

WHAT THEY USED TO COPE AND WHAT THEY USED TO SURVIVE.

THAT EXHIBIT HAS BEEN TOURING AROUND THE COUNTRY AND WE ARE EXTREMELY FORTUNATE THAT THE CITY OF PARKLAND.

THE SMALL CITY OF PARKLAND IS ACTUALLY ABLE TO BRING THAT TO OUR COMMUNITY. THAT IS PRETTY AMAZING.

THE LAST THING WANT TO LET YOU KNOW THE COMMUNITY ADVISORY BOARD AND PARKLAND HISTORICAL SOCIETY IS WORKING TOGETHER ON THE HISTORICAL PRESERVATION SUBCOMMITTEE THROUGH THE COMMUNITY ADVISORY BOARD AND THEY ARE PUTTING TOGETHER PORTALS OF PRESENTATION FOR OUR ACTUAL HISTORIC SITES AROUND THE COMMUNITY AND PUTTING TOGETHER THE MAP AND ALL KIND OF NEAT THINGS LAND BE GETTING STUDENT INVOLVEMENT IN THAT.

IT WILL BE REALLY GREAT IN ANTICIPATION OF THE 6 09S ANNIVERSARY CELEBRATION THAT WILL BE COMING UP SOON, A LOT MORE ACTIVITIES THAT ARE GOING TO BE FOCUSING ON THAT.

AND YOU SHOULD REALLY BE LOOKING FORWARD TO THAT.

THOSE ARE MY COMMENTS. >> THANK YOU VERY MUCH.

SO OBVIOUSLY EVERYBODY HAS SAID EVERYTHING ALREADY.

AND I COULDN'T SAY IT BETTER THAN COMMISSIONER BRIER OR COMMISSIONER ISROW. SHERRY, FANTASTIC.

PARKLAND IS LUCKY TO HAVE YOU. THE NO CHILD'S PLAY EXHIBIT IS AMAZING. TOSCATA IS IN REALLY GOOD HA HANDS. CONGRATULATIONS TO THE MOSKOWITZ AND LITTLE MORE FURTHER ON TERRAMAR PARK.

FRANK WENT INTO CARDIAC ARREST AND HE WAS WATCHING HIS DAUGHTER PLAY SOCCER AND CAME AND GAVE HIM CPR.

SHE KEPT HIM GOING UNTIL PARK RANGER ANTHONY ROSARIO CAME.

THEY BOTH WORKED ON HIM. BSO CAME.

ANTHONY JEROSKI, HE CAME AND CONTINUED TO HELP UNTIL CORAL SPRINGS FIRE DEPARTMENT CAME. GOT HIM STABLE.

GOT HIM TO THE HOSPITAL. LAST I HEARD HE IS DOING WELL.

AMAZING THAT A RESIDENT CAN STEP IN LIKE THAT, HELP ANOTHER RESIDENT, AND THE TEAMWORK WITH OUR RANGER, OUR BSO AND OUR FIRE DEPARTMENT TO MAKE SURE FRANK MADE IT OUT WELL IS FANTASTIC AND A TRIBUTE TO ALL THEM.

I DO WANT TO THANK THE CITY FOR HAVING COVID TESTING.

I THINK THAT IS IMPORTANT FOR PEOPLE TO FEEL AT EASE.

THEY HAVE THE NEED AND DESIRE TO GET TESTED.

THEY ARE ABLE TO DO THAT RIGHT HERE IN THE CITY WITHOUT HAVING TO TRAVEL SOMEWHERE ELSE AND THE LINES WERE MUCH BETTER THAN CORAL SPRINGS SPORTS PLEX. SO I HEARD.

[00:30:01]

NO ONE MENTIONED THE MAYOR'S CHESS CHALLENGE AND NOT JUST FOR MAYORS. STARTED MARK RYAN THE SUNRISE MAYOR AND I EXPECT ALL OF MY COLLEAGUES TO BE THERE CHALLENGING WHOEVER WILL COME FOR A GAME OF CHESS.

I ALSO WOULD LIKE TO THANK THE SCHOOL BOARD AND THEIR STAFF FOR BEING HERE TONIGHT AT OUR WORKSHOP.

THAT IS WHY WE WENT A LITTLE BI LONG BUT THEY ARE DOING A DEEPER DIVE INTO THE ENROLLMENT OF OUR SCHOOLS, MORE SPECIFICALLY STONEMAN DOUGLAS. SO WE WILL BE -- THEY WILL BE EVALUATING THE NUMBERS AND LOOKING FOR WAYS THAT WE CAN MITIGATE THE AMOUNT OF STUDENTS OUTSIDE THE JURISDICTION OR WITHIN OUR SCHOOL SYSTEM. THAT IS A BIG POSITIVE AND I THANK THE BROWARD COUNTY SCHOOLS FOR BEING HERE.

I WOULD ALSO LIKE TO THANK BROWARD COUNTY MAYOR MICHAEL UDEAN FOR SITTING IN MY SEAT. HE KEPT IS WARM AND KIND OF COOL SEEING THAT. WITH THAT BEING SAID, LET'S --

>> MAYOR TWO QUICK THINGS AND I APOLOGIZE.

>> YOU ARE GOING OUT OF ORDER. I WOULD BE REMISS IF I DIDN'T MENTION SPEAKING OF MICHAEL MOSKOWITZ.

MY WIFE IS ORGANIZEIZEING AN EVENT AT PAIN TRAILS PARK AT 10 A.M. CALLED MYTH OPERATION BATTLE AGAINST PANCREATIC CANCER. A CROSSFIT WORKOUT.

FAMILY FRIENDLY. BOUNCE HOUSES, FOOD TRUCKS.

VENDORS. I ASK THAT EVERYONE PLEASE CHECK IT OUT AND CONSIDER GOING AND IF NOT DONATING TO PANCREATIC CANCER NETWORK. AND I WOULD BE REMISS IF I DON'T RECOGNIZE MY SON AND FUTURE MAYOR OF PARKLAND,

[6. Proclamations and Recognitions]

PARKER ISROW. >> MAYOR WALKER: LET'S GO DOWN IN THE WELL AND GET READY FOR OUR PROCLAMATION AND

RECOGNITIONS. >> THE FIRST HONOR WE WOULD LIKE TO GIVE FOR BROWARD COUNTY PUBLIC SCHOOLS AND IN RELATION TO THE PARKLAND DASH. A PORTION OF THE PROCEEDS OF THE PARKLAND DAB DASH ARE FOR PUBLIC SCHOOLS IN PARKLAND.

[APPLAUSE] >>> I AM GOING TO GIVE EACH PRINCIPAL A CHANCE TO SPEAK AND IF YOU LET US KNOW WHAT YOU

PLAN TO DO WITH YOUR PORTION. >> HI, I AM FROM PARK TRAILS ELEMENTARY. AND WE HAVE A BIG STEAM PROGRAM THAT WE ARE STARTING AT OUR SCHOOL.

WE STARTED IT IN OUR ELECTIVES AND EXPANDING IT INTO CLASSROOMS. THE MONEY WILL BE USED TO FUND ENGINEERING CHALLENGES WITH OUR STUDENTS.

>> GOOD EVENING, PRINCIPAL AT RIVER GLADES ELEMENTARY AND A MATH SPECIAL TO HAVE MANIPULATIVES TO FOCUS ON COVID FOR OUR STUDENTS. THANK YOU.

>> THANK YOU ALL SO MUCH. WE REALLY APPRECIATE IT.

MICHELLE FROM STONEMAN DOUGLAS HIGH SCHOOL AND USE PROCEEDS TO

[00:35:02]

DO STAFF INITIATIVES AT OUR SCHOOL.

WE ARE OUR COMMEMORATION OF THE FEBRUARY 14 TRAGEDY COMING UP AND WE WANTS TO USE THAT TO HELP MANY OF OUR STAFF WHO ARE STILL SUFFERING FROM THAT TRAGEDY.

>> GOOD EVENING, EVERYBODY, MEREDITH, PROUD PRINCIPAL AT HERON HEIGHTS ELEMENTARY AND TO EXPAND OUR EXTRACURRICULAR ACTIVITY FOR KIDS. AND WE WOULDN'T BE ABLE TO DO IT WITHOUT IT. WE APPRECIATE IT AND THANK YOU TO THE COMMUNITY PARKLAND BUDDY SPORTS. GEARING UP FOR A IN-PERSON PARKLAND DASH. AND NOT ONLY SOUGHT TO HOLD A HEALTH EVENT OUTDOORS, BUT TO RAISE MONEY FOR GOOD CAUSE.

THIS YEAR THE CITY OF PARKLAND IS PLEASED TO SHARE FUND RAISED OF THE PARKLAND DASH WITH OUR PARKLAND BUDDIES SPORT. CONGRATULATIONS TO ALL OUR WALKERS INCLUDING RICH WALK OTHER PARTICIPATED IN THE PARKLAND DASH AND THANK YOU FOR THE AMAZING WORK THAT YOU DO FOR OUR COMMUNITY. [APPLAUSE]

>> MAYOR WALKER: YOU THOUGHT I FORGET ABOUT YOU GUYS.

DOES ANYBODY -- >> ONE QUICK COMMENT WHICH I THINK IS IMPORTANT TO KNOW. OUR BUDGETED AMOUNT WAS $ $325,340. THIS CAME IN WAY UNDER BUDGET AT $262,361. KUDOS FOR DOING THAT.

>> YES, COMMISSIONER. >> I HAVE A QUESTION AND I ECHO COMMISSIONER MAYORSOHN KUDOS OF THE BUDGET.

IN TERMS OF RESURFACE OF THE BASKETBALL COURT.

>> WE WILL WAIT UNTIL AFTER SEASON.

WE WANT TO GET EVERYTHING IN PLACE AND THE SEASON ENDS ROUGHLY IN APRIL SO WE WILL START AFTER THAT.

THINGS WE PLAN FOR. WE DO IT CONSISTENTLY AND KUDOS TO STAFF FOR THAT AND I AM GOING TO BEAT YOU TO THIS BECAUSE THIS IS ALSO UNDER BUDGET.

KUDOS FOR STAFF FOR THE LAST TWO ITEMS, UNDER BUDGET.

WHICH IN THESE TIMES IS PRETTY AMAZING, BECAUSE THAT IS NOT EASY TO DO IS TO HAVE THINGS UNDER BUDGET.

GO AHEAD. >> JUST ONE OTHER POINT BECAUSE YOU MENTIONED TAX DOLLARS THAT ARE SPENT FOR CERTAIN THINGS.

WE HAVE PARK IMPACT FEES THAT WE GET WHICH HAVE TO BE SPECIFICALLY GEARED TOWARD THE PARKS.

I DON'T KNOW WHAT THE -- WHAT THE CURRENT BUDGET IS, BUT A LOT OF STUFF THAT POSSIBLY CAN BE USED CAN BE OFFSET BY THAT COST THAT WE HAVE IN THE BALANCE THAT WE HAVE IN THE -- THE PARK IMPACT FEE BUDGET WHICH DON'T COME OUT OF CITY TAX DOLLARS. IMPORTANT PIECE.

>> COMMISSIONER BRIER. >> COMMISSIONER BRIER: I WANT TO THANK YOU AND REPLACING THESE SCOREBOARDS IS AN ITEM FOR QUITE SOME TIME. I WANT THE RESIDENTS TO KNOW OUR CITY STAFF AND CITY MANAGER WANTS US TO HAVE THE BEST PARKS IN THE COUNTRY AND WE TRY TO DO THAT WITH THE FUNDS THAT WE HAVE. WE ARE NOT ABLE TO RESPOND IMMEDIATELY, BUT I AM SO GLAD THIS IS HAPPENING BECAUSE THIS HAS BEEN A ONE ITEM FOR A LITTLE WHILE AND CERTAINLY GOTTEN A LOT OF QUESTIONS WHEN WE ARE DOING THAT.

I AM HAPPY AND EXCITED THAT IT IS HAPPENING.

>> MAYOR WALKER: GREAT. THANK YOU.

THIS WAS PART OF OUR STRATEGIC PLAN WHERE WE TALKED OF UPGRADING A LOT OF OUR PARKS TO, YOU KNOW, ANOTHER LEVEL.

THIS WAS ADDING ARTIFICIAL TURF AT PINE TRAILS AND TWO AT TERRAMAR. I THINK THAT IS SIGNIFICANT, BECAUSE THAT ALLOWS MORE PLAY FOR OUR TEAMS. BECAUSE OUR CITY IS GROWING AND TO BE ABLE TO HAVE THE KIDS OUT THERE MORE OFTEN BECAUSE YOU DON'T HAVE TO CLOSE BECAUSE OF RAIN AND YOU DON'T NEED AS MUCH DOWN TIME.

I THINK THIS IS SIGNIFICANT. THIS WILL ALSO COULD POTE POTENTIALLY ALLOW US TO THINK DIFFERENTLY COME THE NEW PARK THAT WE ARE LOOKING TO DO. MAYBE WE DON'T NEED THIS MANY THIS FIELD, THAT FIELD. I AM CURIOUS TO SEE HOW THE ARTIFICIAL TURFS EFFECT THE WAY WE ARE ABLE TO PLAY AND HOW MANY GAMES AND SO FORTH. SO ANYBODY HAVE ANY -- ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM?

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, APPROVING WORK AUTHORIZATION NUMBER 22 FOR THE INTERSECTION OF WEST HILLSBORO AND MECCA BOULEVARD IN THE AMOUNT NOT TO EXCEED $60,000.

>> THANK YOU, MAYOR, COMMISSIONERS.

AS YOU KNOW A PROJECT TO IMPROVE THE ROADWAY.

THAT IMPROVEMENT INCLUDES THE ADDITION OF STREETLIGHTS, BIKE LANES, SIDEWALKS, ADA IMPROVEMENTS AND THE PROJECT INCLUDES A PROPOSED ROUNDABOUT IN MECCA BOULEVARD AND H HILLBORO. THE CITY WOULD LIKE TO ADD A FEATURE IN THE CENTER OF THE ROUNDABOUT.

NOT TYPICAL FOR THE COUNTY AND COUNTY IS WILLING TO INCLUDE IN THE CENTER AS PART OF THEIR CONSTRUCTION.

WE WOULD LIKE FOR THEM TO HANDLE THE DESIGN ELEMENT OF IT AND HANDLE THE CONSTRUCTION. AS WE TALKED IN OUR DECEMBER 15 CITY COMMISSION MEETING, THIS WILL ALLOW FOR A SINGULAR ENTITY TO CONTROL THE CONSTRUCTION MANAGEMENT AND MINIMIZE THE DISRUPTION TO THE LOCATION WITH THE CONSTRUCTION

ONLY OCCURRING ONCE. >> MAYOR WALKER: POTENTIALLY

SAVE COST. >> DEFINITELY SAVE COSTS.

THE COMMISSION WAS ON BOARD WIT THIS INTERAGENCY DESIGN COORDINATION PROCESS. AS I MENTIONED BEFORE, WE DO RESPOND TO THE DESIGNS AND BRING FORWARD DRMP WITH OUR DESIGN CONSULTANT TO PROVIDE RENDERING AND DESIGN SERVICES IN THE AMOUNT NOT TO EXCEED 60,000.

THE DMR -- DRMP HAVE PROVIDED WORK ON ROUNDABOUTS.

THEY ARE DOING WORK ON LOCKS ROAD IN ADDITION TO ANOTHER ROUNDABOUT FURTHER WEST ON HILLSBORRO.

UNDERSTANDS OUR INTERNAL PROCESS WHICH INCLUDES THE RESIDENTS AND ANY SURROUNDING COMMUNITY IN THE FUTURE SELECTION PROCESS. AND ONCE WE RECEIVE THAT INPUT FROM THE RESIDENTS, WE WILL BRING BACK THE FINAL VERSION OF THAT RENDERING TO THE COMMISSION FOR FINAL SELECTION.

ONCE THE COMMISSION GIVES ITS APPROVAL ON THE FINAL SELECTION FROM THE RENDERING, THE D DRMP WILL MOVE INTO THE DESIGN PHASE OF THE PROJECT. WITH THAT BEING SAID, STAFF IS RECOMMENDING APPROVAL TO DRMP FOR ARCHITECTURAL, LAND SKATE AND IRRIGATION DESIGN FOR THE ROUNDWITH OF HILLSBORO BOULEVARD AND MECCA BOULEVARD IN THE AMOUNT NOT TO EXCEED $

$60,000. >> I WANT TO DIVE INTO THIS A

[01:00:01]

LITTLE MORE. THE BROWARD COUNTY PROJECT WHERE THERE ARE SIDEWALKS, STREETLIGHTS.

THAT'S CORRECT? JUST AT THE CIRCLE OR MORE.

>> THE ENTIRE ROADWAY FROM 441 TO PARKSIDE DRIVE.

LIGHTING ADDED TO THE ROADWAY. SIDEWALK IMPROVEMENTS.

MILL AND RESURFACE THE EXISTING ROADWAY AND BIKE LANES IN

ADDITION TO THE ROUNDABOUT. >> THE ROUNDABOUT IS PART OF A MUCH LARGER BROWARD COUNTY SURCHARGE PROJECT.

>> THAT'S CORRECT. >> ONE OF THINGS WE NEED TO UNDERSTAND THAT BROWARD COUNTY HAS DEEMED A ROUNDABOUT TO HELP SPEEDY. I GET CALLS OFTEN WITH PEOPLE SPEEDING ON MECCA. THERE IS GOING TO BE NEW SIDEWALKS AND STREETLIGHTS. A BROWARD COUNTY PROJECT THAT WILL HELP MITIGATE SPEEDING AND TRAFFIC.

>> THAT'S CORRECT. >> AND THIS WAS THE STUDY DONE

BY BROWARD COUNTY? >> THIS WAS A REQUEST TO BROWARD COUNTY. THIS WAS A REQUEST BACK IN 2 2018, 2019 FROM OUR OWN RESIDENTS.

THE REQUEST STARTED AT THE CITY LEVEL.

WE DID ALL WE COULD DO WITH AN ENFORCEMENT STANDPOINT WITH BSO AND THE RESIDENTS WENT TO BROWARD COUNTY INDEPENDENTLY TO REQUEST NOT ONLY THE ROUN ROUNDABOUT, BUT BELIEVE IT OR NOT THEY ASKED FOR THE TRAFFIC SIGNAL.

THEY ASKED FOR THE LIGHTING AT THE TIME.

THEY ASKED FOR PEDESTRIAN CONTROLS FOR THE LOCATION AT HILLSBORO. RESIDENT REQUEST FROM THE

COUNTY. >> WE WERE ABLE TO USE FROM THE COUNTY USING SURTAX -- I AM SURE PARKLAND RESIDENTS CONTRIBUTED TO THE SURTAX DOLLARS BUT BROWARD COUNTY SURTAX DOLLARS. DOLLARS THAT ARE COLLECTED THROUGHOUT THE COUNTY TO BETTER INFRASTRUCTURE IN VARIOUS CITIES AND THIS PROJECT WAS CHOSEN FOR THAT.

>> THAT'S CORRECT. >> SO THIS IS A PROJECT THAT IS GOOD FOR PARKLAND THAT OUR COST WILL BE THE DESIGN AND THE

FEATURE INSIDE THE CIRCLE. >> THAT'S CORRECT.

>> THAT WILL BE OUR -- THE ONLY COST TO THE RESIDENTS OF PARKLAND WILL BE THE FEATURE AND DESIGN OF THAT FUTURE.

THE STREETS, CIRCLE AND THE ROUNDABOUT AND STREETLIGHTS FROM BROWARD COUNTY SURTAX DOLLARS.

>> THAT'S CORRECT. >> ONE OTHER THING I HEARD ALSO FROM RESIDENTS. ARE WE ABLE -- IS THIS THE RIGHT TIME FOR DESIGN TO LOOK AT THE PEDESTRIAN CROSSWALK?

>> THAT REQUEST CAME IN THE LAST MONTH.

ANOTHER REQUEST THAT ACTUALLY WENT DIRECTLY TO THE COUNTY.

SO THE COUNTY HAS RESPONDED TO SAY THAT ONCE AGAIN -- IT WILL TOUCH BASE WITH CITY STAFF AND WILL COMMISSION THE STUDY TO TAKE A LOOK AT THAT POTENTIAL PEDESTRIAN SIGNAL FOR THE PARK.

SO IS MORE FOR THE PARK OR CLOSER TO THE PARK.

AND ONCE THAT STUDY IS DONE AND GO FORWARD WITH THE COMMISSION, THE COUNTY IS INDICATING THAT THE DEVICE THAT COULD POTE POTENTIALLY WORK AT THE LOCATION COULD REQUIRE FUNDSING

FROM THE CITY OF PARKLAND. >> MAYOR WALKER: BUT THAT SIGNAL WOULD HAVE NO BEARING ON THE ROUNDABOUT?

>> THAT'S CORRECT. >> MAYOR WALKER: NO REASON TO NOT GO FORWARD IN THIS PROCESS IN YOUR OPINION.

IF AND WHEN THAT SIGNAL IS REQUIRED, MORE THAN LIKELY PARKLAND WOULD HAVE TO PAY FOR IT AND IT WOULDN'T IMPACT THIS

ROUNDABOUT ANYWAY. >> WHEN THE COUNTY GETS READY FOR THE STUDY, THEY WILL REACH OUT TO THE CITY TO COMMISSION THAT STUDY. SO BASED ON WHAT I AM HEARING FROM THE COMMISSION, I WILL GIVE THE OKAY TO THE COUNTY TO GO AHEAD AND MOVE FORWARD WITH THE STUDY.

>> COMMISSIONER MAYERSOHN. THE RESIDENTS START THIS BECAUSE THEY WANTED A CR CROSSWALK.

IT IS REALLY WHAT THEY WANTED. THEY WENT TO THE COUNTY.

THEY LOOKED AT HOW THEY COULD MITIGATE SOME OF THE FLOW OF TRAFFIC AND WHATEVER AND WHAT THEY CAME UP WITH BASED ON THEIR KIND OF EVALUATION WAS TO USE THE ROUNDABOUT.

THEY ALSO NOTICED THAT THERE WERE TRAFFIC ACCIDENTS IN THAT CORNER OF MECCA BOULEVARD AND HILLSBORO AND KIND OF PUSHED THAT FORWARD. WITH THAT BEING SAID, THE COUNTY SAID THIS IS GOING TO HELP AND WILL ADDRESS THE SIGNAL AND CROSSWALK AT A LATER DATE WHEN IT WARRANTS ENOUGH TRAFFIC BUT AT THIS POINT THIS IS WHAT WE ARE GOING TO DO.

THE OTHER PART OF THAT HEARING. AND I DON'T KNOW WHAT WILL TAKE PLACE IS THERE IS CONVERSATION BETWEEN -- I THINK THE LAST TIME YOU MENTIONED WHETHER IT IS THAT FOUR LANE -- FOUR LANE TYPE OF ROUNDABOUT AT HERO N BAY AND LIKE WE ARE HAVING IT OVER AT UNIVERSITY AND WHERE IT KIND OF MERGES IN.

SO IF WE HAVE ANY SAY IN THE MATTER, I THINK THAT TWO-LANE ROUNDABOUT WOULD HELP OBVIOUSLY THE FLOW OF TRAFFIC VERSUS BOX

[01:05:03]

IT IS IN THAT AREA. >> UNDERSTOOD.

THEY HAVEN'T STARTED THE ACTUAL DESIGN PORTION OF PROJECT, BUT THE COUNTY STAFF DID SEND US LIKE A PRELIMINARY SKETCH OF WHAT IT COULD LOOK LIKE SO WE CAN ALWAYS PROVIDE FEEDBACK.

>> TO YOUR POINT ON THAT, THAT WOULD BE THE TRAFFIC STUDY WOULD DETERMINE WHETHER IT IS FOUR LANES, TWO LANES, ONE L

LANE, WHATEVER. >> CORRECT.

AND KEEP IN MIND. >> MAYOR WALKER: OBVIOUSLY WE

CAN -- >> KEEP IN MIND ALSO A BROWARD COUNTY ROADWAY AND THEY WILL HAVE TO DO THE ANALYSIS FOR WHATEVER DESIGN THEY BRING FORWARD.

COMMISSIONER BRIER. >> COMMISSIONER BRIER: I RAISED THIS AT THE LAST MEE MEETING.

HAVE THEY DONE A TRAFFIC REPORT A ROUNDABOUT TO COMMISSIONER MAYORSOHN. IF THEY HAVE DONE A TRAFFIC STUDY TO SHOW THAT A ROUNDABOUT WILL CAUSE MORE PROBLEMS THAN

IT COSTS. >> I HAVE A REQUEST FOR THAT INFORMATION AND LAID OUT THE TIME LINE.

THE RESIDENTS WENT TO THE COUNTY AND ULTIMATELY THE

COUNTY MADE A DETERMINATION. >> COMMISSIONER BRIER: I UNDERSTAND THAT, BUT BEFORE WE -- NOT TO SAY THAT THE ROUNDABOUT IS NOT THE ANSWER. BUT MY POINT IS JUST KICKING THE TIRES ON IT. BEFORE WE BLESS THE ROUNDABOUT AND SPEND MONEY OF THE DESIGN OF THE ROUNDABOUT, GET FROM THE COUNTY, THE TRAFFIC STUDY AND THE REPORT THAT THE ROUNDABOUT

IS THE SOLUTION. >> ONE CORRECTION.

WE ARE NOT SPENDING ON THE ROUNDABOUT.

THIS IS BROWARD COUNTY PROJECT. THE ONLY THING THAT WE ARE SPENDING MONEY IS THE FEATURE IN THE CENTER.

>> THAT WE DON'T HAVE TO HAVE. >> COMMISSIONER BRIER: NOT MY POINT. MY POINT IS -- AND WE ARE IN THE PROCESS OF IT. BUT WE HAVE A CITY ENGINEER.

WE HAVE OUR OWN ABILITY TO ASSESS WHETHER OR NOT A RO ROUNDABOUT IS THE BEST SOLUTION AT THIS PARTICULAR INTE INTERSECTION. I AM JUST CONCERNED BECAUSE THE COUNTY HAS ALREADY MADE THAT DETERMINATION, WE ARE GOING ALONG WITH IT WITHOUT PRESSURE TESTING THAT.

>> RIGHT -- >> COMMISSIONER BRIER: I HEARD

FROM A NUMBER OF RESIDENTS. >> MAYOR WALKER: WE WANT A TRAFFIC STUDY, WE GO TO THE COUNTY AND THEY DO A TRAFFIC STUDY. THEY HAVE DONE THE TRAFFIC STUDY AND DETERMINED THE RO ROUNDABOUT.

>> COMMISSIONER BRIER: WE HAVEN'T SEEN IT AND HAVEN'T PRESSURED IT. OUR CITY ENGINEER HAS NOT ANALYZED THE TRAFFIC STUDY THAT THE COUNTY DID AND THE COUNTY IS SUGGESTING A ROUNDABOUT AND WE ARE GOING ALONG WITH IT.

>> IN 2018, THE QUA WAS FOR THE RESIDENTS.

THEIR REQUEST WAS AT THE TIME FOR A TRAFFIC SIGNAL AND REQUEST FOR A TRAFFIC SIGNAL WAS DONE IN 2018.

IT DID NOT MEET THE WARRANTS. THE COUNTY HAD THE RESIDENTS OF THE THINGS THEY DESIRED TO BE IN THE LOCATION AND THEY ALSO ASKED THE POSSIBILITY OF A ROUND.

>>ABOUT. THE COUNTY THROUGH THAT PROCESS TO FUND THAT ROUNDABOUT THROUGH THE SURTAX PROCESS.

YOU MADE THE REQUEST OF WHAT EXACTLY DOCUMENTATION WAS PUT IN PLACE FOR THAT REQUEST, BUT I WOULD WANT TO BELIEVE THE FACT THEY HAVE BEEN WORKING ON THIS ITEM FOR A LONG PERIOD OF TIME THEY VETTED IT THROUGH THEIR PROCESS.

>> COMMISSIONER BRIER: I HEAR YOU, BUT WE HAVEN'T FELT AND IT ON OUR END. THAT IS THE POINT.

. >> THE QUESTION I WOULD ASK OF YOU, COMMISSIONER, WHY WOULD THE CITY NOT -- A COUNTY ROADWAY FOR A REQUEST THAT THE CITY MADE OF THE COUNTY.

>> COMMISSIONER BRIER: IF OUR CITY ENGINEER DOES NOT AGREE THAT A ROUNDABOUT IS THE BEST SOLUTION.

I CAN TELL YOU I HAVE BEEN ON THAT ROAD A MILLION TIMES.

I AM AS CONCERNED WITH THE SPEEDING AND THE ACCIDENTS ON THAT ROAD. I ALSO KNOW THAT THERE IS NOT A REAL TRAFFIC ISSUE ON THAT R ROAD.

AND IT IS AND WILL BE AN EVEN GREATER THOROUGHFARE INTO PARKLAND AS HILLSBORO CONTINUES ON WEST.

AND MY CONCERN IS -- AND I AM NOT A CITY ENGINEER I AM NOT A CITY PLANNER, I DON'T FILL THAT ROLE.

MY CONCERN IS NOT HEARING FROM OUR OWN CITY ENGINEER THAT THE ROUNDABOUT IS THE SOLUTION TO THAT INTERSECTION.

MY FEAR AND I RAISED IT AT THE LAST HEARING, WE WILL CREATE A SITUATION THAT DIDN'T ALREADY EXIST.

>> IF THERE IS A TRAFFIC ISSUE AND WE ALL ACKNOWLEDGE THERE IS SPEEDING AND A TRAFFIC ISSUE. YOU EITHER HAVE A TRAFFIC LI LIGHT, A STOP SIGN, OR A ROUNDABOUT.

AND PERSONALLY, I DON'T LIKE TRAFFIC LIGHTS.

[01:10:01]

STOP SIGNS WOULDN'T REALLY WORK IN THIS SITUATION, SO IT LEAVES NOTHING ELSE BUT A ROUNDABOUT. AND BEING A COUNTY ROAD, WE CAN SAY, OKAY, COUNTY, YOU GO AHEAD AND DO IT AND WE CAN SPEND ZERO TAX DOLLARS AND JUST LET THEM DO IT AND HAVE NO DISTINGUISHABLE FEATURE. THE ONLY THING WE ARE LOOKING TO DO AND THE ONLY REASON WE ARE LOOKING TO SPEND ANY MONEY WHATSOEVER NOW IS SO THAT WE CAN PUT OUR PARKLAND TOUCH --

OUR PARKLAND. >> COMMISSIONER BRIER: I AM ALL FOR MAKING THE ROUNDABOUT AS NICE AS POSSIBLE BECAUSE IT IS PART OF PARKLAND. I AM ALL FOR IT.

I WORRY ABOUT IT AT THIS INTERSECTION BECAUSE I HAVEN'T HEARD FROM OUR CITY ENGINEER THAT, HEY, THIS IS A GOOD IDEA.

>> I WOULD LIKE TO ADD FOR THE RECORD, BROWARD COUNTY PROVIDES TRAFFIC ENGINEERING SERVICES FOR THE CITY OF PARKLAND THROUGH AN INTERLOCAL AGRE AGREEMENT.

EVEN ON ROADWAYS OWNED BY THE CITY, IF WE WANT TO MAKE AN ANNOUNCEMENT TO A TRAFFIC CIRCLE.

IF WE WANTED A TRAFFIC SIGNAL, CROSSWALK, EVEN IF IT IS A CITY APARTMENT PROJECT, THE COUNTY ACTS AS OUR TRAFFIC ENGIN ENGINEERING. IN THIS CAPACITY, THE RESIDENTS BROUGHT AN ITEM TO THE CITY'S CONCERN.

THE CITY THEN PUTS A REQUEST IN TO THE COUNTY TO SAY CAN YOU HAVE THIS LOCATION ON BEHALF OF THE CITY AND DO A TRAFFIC ASSESSMENT IN HAVE I VIABLE SOLUTION.

SO THAT IS WHY WE ARE KIND OF PUSHING BACK WHY -- THE BACK END OF THAT BRING IN ANOTHER CONSULTANT TO INTERJECT WHEN THAT IS THE LAY OF HOW WE DID THE PROCESS WITH THE COUNTY.

>> MY ONLY POINT. THIS IS JUST FOR CLARIFICATION IS, WE HAVE -- AND I HEAR YOU, WE DID THAT WITH THE COUNTY, BUT THE CITY HAVEN'T ANALYZED WHAT IS THE SOLUTION TO MAKE ANY OTHER SUGGESTIONS TO THE COUNTY.

>> WE HAVE TO HIRE ONE. >> THE CITY ENGINEER AS WELL WE

GO TO THE COUNTY. >> COMMISSIONER BRIER: FOR THE TRAFFIC STUDY BUT NOT FOR ANALYZING THE RESULTS OF THE

STUDY. >> WE WOULD HAVE TO HIRE ONE OF

OUR CONSULTANT. >> WE WOULD HAVE TO HAVE A

CONSULTANT. >> I MEAN, I HEAR WHAT COMMISSIONER BRIER IS SAYING BECAUSE I HAD SIMILAR CALLS OF PEOPLE READING -- YOU GUYS ARE DOING A ROUNDABOUT.

WHO APPROVED IT? WHO DID THE TRAFFIC STUDY? TALKING OF CARMELO -- OR GETTING INFORMATION FROM CARMELO -- AND THEY ACTUALLY DID OR VETTED THE SITUATION AND THIS IS WHAT THEY CAME UP WITH TO HELP MITIGATE WHETHER IT IS A TRAFFIC FLOW, TRAFFIC CALMING DEVICE.

THEY WILL HAVE TO DO A STUDY TO DETERMINE WHAT TYPE OF RO ROUNDABOUT. WHETHER TWO-LANE, FOUR-LANE, THAT IS WHERE MY CONCERN IS. WHEN THEY TURN AROUND AND DO LIKE WE DID ON UNIVERSITY DRIVE TO CUT IT DOWN TO ONE LANE.

WE ARE GOING TO HAVE SOME CHALLENGES.

>> WE WILL BE ABLE TO -- WHEN THAT COMES BACK, THEN WE WILL BE ABLE TO SAY -- WE WILL BE ABLE TO QUESTION WHAT THAT DESIGN CAME BACK AS WHETHER IT IS ONE, TWO, THREE.

WHATEVER IT COMES BACK AS. THAT IS WHEN WE STEP IN AND S SAY, HEY. ROUNDS ABOUT GOING.

DO ONE LANE, TWO LANE, THREE LANES.

WAS IT BETTER IF ONE, VICE VERSA AND IT WILL BE -- IT WILL BE MERELY GIVING OUR OPINION ON -- ON WHAT THEY ALREADY STU STUDIED. THEY WILL COME WITH WHAT THEY BELIEVE IS ACCURATE. IT DOESN'T MEAN THAT IT MIGHT.

MAYBE COME BACK WITH ONE LANE AND SAY FOUR WILL BE BETTER AND YEAH, YOU ARE OKAY. CLOSE ENOUGH.

YOU WILL MAKE IT FOUR. >> LIKE PUTTING IN A CROSSWALK.

WE MAY WANT A CROSSWALK, BUT THE COUNTY SAYS NO.

IT IS OUR ROAD AND WE WILL NOT APPROVE IT.

>> PEOPLE WANT THE PEDESTRIAN CROSSWALK BY THE PARK.

IF BROWARD COUNTY COMES TO AND SAYS NO, YOU CAN'T.

IT IS -- IT KIND OF TIES OUR HANDS A LITTLE BIT BECAUSE IT IS THE COUNTY. AND FOR ME, WE KNOW IT WILL HELP. WILL IT SOLVE ALL THE PROBLEMS? MAYBE, MAYBE IT WON'T. MAYBE NOT SOLVE ALL THE PROBLEMS AND WILL ABSOLUTELY HELP AND THE FACT THAT WE AREN'T TECHNICALLY PAYING FOR IT.

WE WILL ONLY PAY WHAT WE WANT HERE WHICH WILL BE THE FEATURES OF IT AND THE ONLY PORTION WE ARE PAYING FROM.

PAVING THE ROADS, ADDING SIDEWALKS, ADDING STREETLIGHTS, ADDING THE ROUNDABOUTS. AND KUDOS TO US.

YOU KNOW, TO HAVE BROWARD COUNTY BE ABLE TO FUND THIS PROJECT FOR US. SO FOR ME, IT IS FREE MONEY.

KIND OF HOW I AM LOOKING AT IT. >> I AM GOING TO JUMP IN.

I THINK I -- THE ROUNDS ABOUT ARE AN INTEGRAL PART OF WHAT WE HAVE DONE IN THE CITY IN THE PAST.

AND I THINK THAT WE HAVE RESIDENTS WHO HAVE COME FORWARD TO THE COUNTY, TO THE CITY AND TO THE COUNTY WITH INDICATION OF AN ISSUE OUT THERE, AND THIS IS THE COUNTY SOLUTION TO THAT.

[01:15:04]

AS FAR AS I AM CONCERNED, I AM ALL FOR IT.

I AGREE WITH YOU MAYOR, I THINK THIS IS FOUND MONEY IN A SCENARIO WHERE WE ARE SOLVING A PROBLEM BY USING SOMEONE ELSE'S MONEY TO GET IT DONE AND KICKING IN A COUPLE OF EXTRA BUCKS TO MAKE SURE IT LOOKS WHAT WE WANT IN OUR CITY.

SO I AM IN FAVOR OF IT. >> ANYONE FROM THE PUBLIC WANT TO SPEAK ON THIS AGENDA ITEM? SEEING THERE IS NONE.

>> MOTION TO APPROVE. >> SECOND.

>> MAYOR WALKER: MOTION TO APPROVE BY COMMISSIONER ISROW.

>> COMMISSIONER ISROW: YES. >> COMMISSIONER BRIER: NO.

ORDINANCE OF THE CITY OF COMMISSION OF THE CITY OF PARKLAND, FLORIDA, AMENDING ORDINANCE 2021-016 ADOPTING THE BUDGET OF THE CITY OF PARKLAND FOR FISCAL YEAR 2021/2022 PROVIDING THE AMERICAN RESCUE PLAN ACT FUND PURSUANT TO THE CORONAVIRUS FISCAL RECOVERY AGREEMENT CONVERTING TWO P PART-TIME RECREATION AIDE POSITIONS TO ONE FULL-TIME PROGRAM SPECIALIST POSITION PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE D DATE.

WHAT WE ARE LOOKING AT IS CREATING AN ACTUAL ACCOUNTING FUND. WE CURRENTLY RECEIVED 8.5 MILLION ATTENDING ANOTHER 8.5 SHORTLY.

AND IN ORDER FOR US TO SPEND. WE HAVE TO CREATE A BUDGET.

WHAT THIS BUDGET AMENDMENT IS DOING IS CREATING THIS BUDGET TO START TO SPEND AGAINST. AND IN ADDITION, WE WILL LIKE TO CONVERT TWO PART-TIME POSITIONS TO ONE FULL-TIME POSITION IN A BUDGET AMENDMENT IS NEEDED TO CREATE A FULL-TIME POSITION. SO THIS IS OUR REQUEST.

>> GREAT. AND, AGAIN, BY CREATING THIS BUDGET ITEM, THIS FUND, WE WILL BE ABLE TO TRACK A LITTLE EASIER WHAT EXACTLY SPENDING FOR TYPES OF FUNDS.

WE HAVE TALKED WHAT WE WANT TO DO AND THAT IS GREAT.

AND OBVIOUSLY WE TALKED ABOUT AND I AM SURE YOU TALKED WITH EVERYBODY ELSE CONSIDERING CLIMATE, TRYING TO HIRE P PART-TIME -- TRYING TO HIRE ANYONE IS DIFFICULT.

LET ALONE PART-TIME PEOPLE. SO OBVIOUSLY THIS IS A MOVE WE NEED TO MAKE AND I APPRECIATE ACKNOWLEDGING THAT.

PROVIDING FOR EFFECTIVE DATE. >> WELL, WELCOME TO PARKLAND.

IN IS THE FIRST EYE THEM A YOU ARE IN FRONT OF US FOR?

>> IT IS. GOOD EVENING GAIL EASTERLING.

I AM HAPPY TO BE YOUR IN-HOUSE SENIOR PLANNER IN THE PLANNING AND ZONING DEPARTMENT. YES, TONIGHT, THIS IS MY FIRST ITEM. GOT TO GET TO WHERE I AM AT

HERE. >> MAYOR WALKER: NO QUESTIONS.

NEXT. >> THAT WAS THE QUICKEST

PRESENTATION EVER, WASN'T IT. >> MAYOR WALKER: THIS LOOKS LIKE A VERY THOROUGH PRESENTATION.

>> OH, WHY THANK YOU. THIS IS A REQUEST FOR DI PIZZA OUTDOOR DINING EXPANSION IN THE WATER WAY SHOPPES.

TWO REQUESTS AS PART OF THIS APPLICATION.

ONE IS TO EXPAND THE OUTDOOR DINING AREA AND THE OTHER IS TO INSTALL A CANVAS AWNING THAT MATCHES THE INSTALLATION ON THE

[01:20:01]

PLAZA OVER THE NEW EXTENDED DINING AREA.

FOR LOCATION, THE CENTER IS LOCATED ON THE WEST SIDE OF STATE ROAD 7, SOUTH OF WAXAHATCHIE ROAD AND NORTH OF 74TH PLACE. HERE WE GO.

NARROWING DOWN A LITTLE BIT, A LITTLE CLOSER VIEW OF THE PLAZA AND HIGHLIGHTED ON THE LEFT IN ORANGE.

YOU CAN SEE THE TENANT SPACE IN RELATION WITH THE PLAZA GENERALLY LOCATED ON THE VERY CENTER.

NEXT TO A VERY PRETTY FOUNTAIN PLAZA.

ON THE RIGHT IS A LITTLE MORE DETAILED SHOWING THE TENANT SPACE AND YOU CAN ACTUALLY SEE THE FOUNTAINS IN THE FRONT OF THE PLAZA. A CENTER FOUNTAIN IN THE MIDDLE COURTYARD. AND THEN A WATER FEATURE TO THE REAR OF THE PLAZA. THE WATERWAY SHOPPES WERE CONSTRUCTED IN 2006. DI PIZZA HAS A TENANT IN THE PLAZA SINCE 2017. HE OCCUPIES 308 SQUARE FEET.

INTERIOR SEATS AND 16 APPROVED EXTERIOR SEATS THAT ARE LOCATED CURRENTLY ON THE EAST SIDE OF THE BUILDING ADJACENT TO THE FRONT DOOR. BECAUSE OF THE COVID PANDEMIC, ALL RESTAURANTS ARE EXPERIENCING HIGH INCREASE IN THE DEMAND FOR OUTDOOR SEATING, WHICH IS -- PROMPTED THE APPLICANT TO COME FORWARD WITH THIS REQUEST TO MAKE IT A LITTLE MORE USER-FRIENDLY. SO THE COVERED AWNING WILL BE LOCATED ON THE SOUTH SIDE AND ALSO EXTENDING SLIGHTLY ON THE WEST SIDE. YOU CAN SEE THE TENANT SPACE HERE AND HIGHLIGHTED IN ORANGE IS THE GENERAL LOCATION OF THE AWNING. THE -- IT IS EXTENDING 10.3 FEET SOUTH OF -- I AM SORRY WEST OF THE CURRENTS LOCATION.

AND ABOUT 10 AND A HALF FEET SOUTH.

IT WILL LEAVE A CLEAR PATH OF ABOUT FIVE TO SIX FEET BETWEEN THE FOUNTAIN AND THE AWNING. THE OUTDOOR SEATING MEETS THE DESIGN REQUIREMENTS OF THE CODE.

THE ADDITION WILL BE 112 SEAT FOR A TOTAL CAPACITY OF 250.

THE AWNING THAT IS PROPOSED WILL MATCH THE EXISTING AWNS IN THE PLAZA. THEY WILL HAVE BLACK FRAMES WITH HUNTER GREEN VINYL. THE FOOTS FOR THE AWNS WILL BE TOTALLY UNDERGROUND, SO YOU WILL SEE THE POLE COME OUT OF THE PAVERS AND NO BASE AT THE POLE AS A TRIP HAZARD.

THERE IS STRING LIGHTING EX EXISTING AT DIFFERENT LOCATIONS AT THE PLAZA, THE OWNER IS PROPOSING TO HAVE STRING LIGHTING UNDER THE AWNING AS HE CURRENTLY HAS RIGHT NOW IN HIS STOREFRONT. PLANTERS EXISTING IN THE AREA AND HE WILL BE ADDING MORE PLANTERS TO KIND OF DESIGNATE THE SPACE AND THESE WILL MATCH ALSO.

HE CURRENTLY HAS THE SEATING AND THE PROPOSED SEATING WILL MATCH WHAT IS CURRENTLY THERE THE RATAN STYLE CHAIR WITH A MARBLE TOP TABLE. HERE IS PICTURES FROM THE FRONT OF THE PLAZA. THIS IS STAFFEDING IN FRONT OF THE STOREFRONT AT THE FRONT OF THE PLAZA AT THE LEFT, KIND OF LOOKING DOWN INTO THE COUR COURTYARD.

THE WOODEN TRELLIS THAT IS PARALLEL TO THE VERY FRONT OF THE STORE. INSIDE THE TRELLIS IS THE PICTURE TO THE RIGHT THAT SHOWS KIND OF LOOKING SOUTHWEST INTO THE COURTHOUSE AND AWNING WILL BE STRAIGHT AHEAD KIND OF ON THE RIGHT. THE STAFF IS RECOMMENDING APPROVAL. WE FEEL THAT WITH THE PANDEMIC THAT OUTDOOR SEATING IS IN HIGH DEMAND AND WE NEED TO SUPPORT OUR BUSINESSES. RERECOMMEND APPROVAL SUB TO THE CONDITIONS LISTED ON THE STAFF REPORT, AND OF COURSE ANY COSTS THAT THE CITY INCURS WILL BE REIMBURSED.

IS THERE ANY QUESTIONS THAT WE MAY HAVE? ALSO I HAVE THE BUSINESS OWNER AND -- WHO IS ALSO HERE TO

ANSWER ANY QUESTIONS. >> ANYONE WITH ANY QUESTIONS?

VICE-MAYOR. >> VICE MAYOR CUTLER: THANK YOU. THANK YOU VERY MUCH.

SO A COUPLE OF QUESTIONS. ONE RELATIVE TO STORMS. IS THE EXTENSION OF THE AWNING GOING TO PRESENT A PROBLEM FOR ANY OF THE ADJOINING RESIDENCES? I DON'T WANT IT ROLLING INTO THE HOUSES BEHIND -- BEHIND THE SHOPS THERE. SO IS THAT AN ISSUE?

>> SHOULD NOT BE AN ISSUE BECAUSE OF -- A PERMIT WILL BE REQUIRED FOR THE INSTALLATION MEETING FLORIDA BUILDING CODE, MUCH LIKE ALL OF THE OTHER AWNS THAT ARE EXISTING ON THE PLAZA.

>> VICE MAYOR CUTLER: THE OTHER AWNINGS ARE TIGHTER TO

THE BUILDING. >> THAT PARTICULAR SIZE CAN SOMETIMES BE DONE WITHOUT COLUMNS.

[01:25:01]

SO HAPPEN WILL HAVE COLUMNS TO GROUND.

AND IT GETS BETTER EVERY YEAR. >> IT WILL GET ENGINEERED I

WOULD ASSUME. >> I JUST WANTED TO MAKE CLEAR THAT IT IS SOMETHING ON EVERYONE'S RADAR RELATIVE TO THAT. SECONDARY, DO YOU ENVISION THAT SOME OF THE OTHER RESTAURANTS IN THE SHOPPING PLAZA ARE ALSO GOING TO FOLLOW SUIT AND START WANTING TO PUT AWNS OUT TO HAVE

OUTDOOR SEATING AS WELL. >> I WOULD SAY BUT I KNOW THE ONLY ONE IN THERE. BY SIDES THAT, I THINK THE RESTAURANT ACROSS THE WAY, BUT WHETHER OR NOT THEY WILL DO

ANYTHING LIKE THAT. >> THAT IS ALL I HAVE.

>> THE ONLY RESTAURANT IN THE PLAZA THAT HAS A SIMILAR SCENARIO IS BLUE AGAVE WHICH IS ON THE LEFT SIDE OF THE

COURTYARD. >> THEY ALREADY HAVE.

I DON'T KNOW IF IT IS A CANOPY AND AWNING.

>> THEY HAVE OUTDOOR SEATING AND HAS AWNS COMING OFF OF BUILDING LIKE THE EXISTING CONDITION FOR DI PIZZA.

>> ONE MORE QUESTION. >> DIOPSIDE OR DIOPSIDE.

>> I APOLOGIZE. >> I THOUGHT IT WAS DI PIZZA.

>> DI PIZZA.

DI PIZZA. >> COUPLE OF THINGS THAT THROW ME INTO A QUANDRY. STAFF RECOMMENDS ALL TABLES AND CHAIRS BE MOVED INSIDE AT THE CLOSE OF BUSINESS EACH DAY.

CURRENTLY YOU GUYS HAVE TABLES AND CHAIRS OUT THERE.

THEY ARE NOT MOVED IN. THAT IS CURRENTLY PART OF OUR CODE THAT IS REQUIRED. THEY ARE NOT MOVED IN EVERY D

DAY. >> OBVIOUSLY NOT SOMETHING --

>> SO MY CONCERN IS, IS THAT ESPECIALLY THE FACT THAT WE HAVE IDENTIFIED THAT OUTDOOR SEATING IS PROBABLY A GOOD THING, ESPECIALLY WITH WHAT IS GOING ON.

HOW DO WE HELP OUR BUSINESSES BY -- I MEAN THOSE TABLES ARE NOT EASY TO MOVE IN AND NOT EASY TO MOVE OUT.

AND, AGAIN, SHORTAGE OF LABOR AND STAFF IS JUST A NIGHTMARE.

>> WE CAN REMOVE THAT. >> THAT IS WHAT I AM LOOKING AT EITHER CHANGING OUR CODE TO HELP FACILITATE THAT IS

SOMETHING -- >> IT IS 250 FEET.

YOU ARE NOT MOVING THEM IN. >> THAT IS KIND OF WHAT -- HOW DO WE HELP, AND WHAT DO WE DO BECAUSE WE ARE APPROVING SOMETHING THAT -- I CAN TELL THAT YOU THEY CURRENTLY DON'T -- AND DON'T WANT TO SAY I APPROVE THIS, BUT YOU GUYS ARE NOT ADHERING TO WHAT THE CODE IS.

HOW WOULD YOU GO ABOUT CHANGING THIS.

DO YOU LOOK TO APPROVE THIS NOW OR AMEND THIS LATER?

>> WELL, YOU HAVE A COUPLE OF OPTIONS.

YOU CAN APPROVE IT NOW. YOU CAN WORK WITH STAFF TO ADDRESS THE ISSUE GOING FORWARD ON A MORE PERMANENT BASIS.

I THINK YOU CERTAINLY MADE THE APPLICANT AWARE OF THE ISSUE.

THEY ARE HERE. THEY HEARD YOU.

>> CAN YOU SAY WE APPROVE IT AND TAKE THAT OUT? AND YOU ADDRESS -- WE ADDRESS THE --

>> PART OF THE CURRENT -- >> YES.

CURRENTLY IT IS THE REQUIREMENT OF THE CODE.

THIS APPLICATION KIND OF BROUGHT TO LIGHT THAT MANY OF OUR RESTAURANTS ARE LEAVING THEIR TABLES OUT.

I THINK, YOU KNOW, THE MAIN INTENT OF THE CODE IS THAT TABLES AND CHAIRS DON'T BECOME WIND HAZARDS.

THE STAFF WOULD LIKE TO INITIATE AN AMENDMENT ALLOWING HEAVIER FURNITURE THAT IS NOT EASILY MOVED AND NOT A WIND HAZARD TO BE LEFT OUT AT THE CLOSE OF BUSINESS BUT ALWAYS MOVED INSIDE DURING A STORM EVENT.

IN SPEAKING WITH THE BUSINESS OWNER, HE INDICATED THAT IS HIS POLICY, THAT ANY TIME THERE HAS BEEN A STORM EVENT, THEY DO TAKE ALL THE TABLES INSIDE. BUT ON A NIGHTLY BASIS, THE TABLES HAVE MARBLE TOPS. THEY ARE VERY HEAVY.

AND WHEN HE DOES TAKE THEM INSIDE, HE USES A DOLLY TO GET THEM INSIDE AND REQUIRES A LOT OF HELP.

>> ARE THE CHAIRS TAKEN INSIDE AT NIGHT?

>> THE CHAIRS ARE TAKEN INSIDE AND LIGHTER AND STACKABLE.

>> THOSE CAN BE PUT IN A PICKUP TRUCK.

>> TABLES HAVE VERY HEAVY. >> SO THAT -- AS I SAID, -- APPRECIATE THE FACT THAT WE LOOK TO CHANGE THE CODE.

>> WHAT CAN WE DO, ANTHONY -- WHAT CAN YOU DO TONIGHT SO WE

-- SO -- >> JUST SO -- I AM JUST CONFIRMING. TABLES AND CHAIRS REQUIRED RIGHT NOW UNDER THE CODE TO BE BROUGHT IN EVERY NIGHT.

>> THAT'S CORRECT. >> SO WE HAVE A CONDITION THAT SAYS THAT. UNLESS THEY ARE GOING TO ASK FOR A VARIANCE. WOULD YOU APPROVE IT WITH THAT.

BUT WHAT I WOULD SUGGEST IS ACTUALLY REMOVE THAT AS A CONTINUE OF APPROVAL IN SECTION 2 IN THE RES.

IF YOU GO -- IF THE COMMISSION DESIRES AT SOME POINT TO CHANGE THE CODE, THEN THEY WON'T NO LONGER COMPLY WITH THAT AFTER

[01:30:05]

THE CODE IS CHANGED AND I AM SUGGESTING REMOVE IN AS A SEPARATE CONDITION OF APPROVAL AND LET THE CODE DRIVE WHAT THE REQUIREMENT IS. SO INITIALLY YOU WOULD BE REQUIRED TO BRING THEM IN. IF THAT CHANGE COMES FORWARD IN FUTURE AND IT IS ADOPTED YOU CAN LEAVE THEM OUT PER THE

LANGUAGE. >> IN OTHER WORDS, IT IS INHERENT. WE DON'T HAVE TO REITERATE IT THAT THEY HAVE TO ABIDE FROM THE CODE AS A CONDITION.

IT IS INHERENT THEY HAVE TO ABIDE BY THE CODE AND LATE

OFFICER THEY CHANGE THE CODE. >> VERSUS HAVING TO COME BACK AND MODIFY IN SOME FUTURE. THAT IS MY SUGGESTION IS TO

REMOVE SECTION NUMBER TWO. >> COMMISSIONER MAYERSOHN IS

NOT DONE. >> BOB MAYERSOHN: THE OTHER THING SAYS IN A ORDERLY MANNER TO BE KEPT CLEAN.

I DON'T KNOW WHAT YOU GUYS DO AS FAR AS CLEANING YOU DO, PRESSURE WASHING EVERY MONTH, EVERY COUPLE OF WEEKS, MONTHS OR WHATEVER, JUST TO -- JUST TO ENSURE -- I WENT OUT THERE AND IT LOOKS CLEAN, BUT JUST TO ENSURE -- NOT THAT I AM GOING TO PUT IT IN HERE, BUT JUST TO ENSURE THAT IT IS CLEAN AND KEPT UP TO DATE. SO, YOU KNOW, BEAUTIFUL LOCATION, YOU KNOW, WOULDN'T WANT, YOU KNOW, OBVIOUSLY LOOKING NOT THE WAY IT SHOULD. SO JUST WOULD APPRECIATE THAT.

THE ONLY -- THE TWO OTHER THINGS -- I WILL GO WITH EASY ONE FIRST. NORMALLY WHEN WE DO A SITE PLAN OR ANYTHING ELSE, WE SEND OUT A NOTIFICATION TO THE SURROUNDING NEIGHBORHOOD AREAS. ONLY THING IS, YOU KNOW, AGAIN, NORMALLY YOU GUYS ARE HAVING THE TABLES OUT IN THE FRONT.

NOW YOU ARE PUTTING TABLES ON THE SIDE AND THE BACK.

I DON'T KNOW AT WHAT POINT ANY NOISE MAY IMPACT THE RESIDENCE THAT ARE NEXT DOOR, BUT, AGAIN, JUST TO BE CLEAR, WE DO HAVE A -- TO COMPLY WITH ANY NOISE OR NUISANCE ORDINANCE.

THAT WILL TAKE CARE OF THAT ELEMENT.

SOMEBODY SAYS KEEP DOWN NOISE. JUST A MATTER OF -- QUIET IT DOWN AN FIGURE OUT. PUT VISQUINE IN THE BACK TO MITIGATE IT. THAT IS NOT THE ISSUE.

THE MAIN ISSUE THAT WE HAVE IS THAT LOCATION AND I AM LOOKING KIND OF FOR A SOLUTION IS THAT IN THAT FIVE-FOOT SECTION BETWEEN THE TABLES AGAINST THE WALL AND THE TABLES WHERE THEY HAVE IT ON THE SOUTH SIDE, THERE ARE SOME DRAINAGE AREAS.

SOME OF THEM LOOK LIKE THEY SLOPE DOWN.

IS THAT YOU ARE GOING TO HAVE PEOPLE WALKING THROUGH THERE, WAITERS, WAITRESSES, PATRONS. HOW DO WE MITIGATE SO NO ONE WILL SLIP, FALL AND TRIP DOWN THOSE AREAS.

>> CAN YOU GO UP TO THE MI MICROPHONE.

>> WE ALREADY HAVE TABLES ON THE SOUTH SIDE.

AND SOME IN THE BACK. AND THEN THE PEOPLE WALKING EVERY DAY. WAITERS, PEOPLE WALKING.

>> YOU ARE CONFIDENT NOBODY WILL TRIP AND FALL ON THOSE

DRAINS. >> NOBODY EVER COMPLAINED.

>> I UNDERSTAND NOBODY NEVER, BUT --

>> BUT WE HAVE SOME PEOPLE -- IT IS HARD TO PUT TABLES --

>> I AM NOT SAYING PUT TABLES CONTINUE TO, BUT HAVE THAT F FIVE-FOOT -- CALL IT CLEARANCE AREA.

SOMEBODY IS COMING THROUGH IN THAT AREA AND HAPPENS TO FALL INTO, YOU KNOW, -- THEY ARE WEARING HIGH HEELS, FALL INTO THAT DRAINAGE OR NOT LOOKING WHERE THEY ARE GOING AND SLIP.

>> BUT THE DRAIN IS NOT IN THE FIVE FOOT SPACE.

IT IS IN THE MIDDLE. >> HOW LONG HAVE THE TABLES

BEEN OUT THERE. >> YES.

>> HOW LONG HAVE TABLES BEEN OUT THERE.

>> FIVE YEARS. ALMOST FIVE YEARS.

>> AS I SAID, I MEAN, UNDERSTAND NOBODY HAS DONE ANYTHING TO THIS DATE, BUT NOW YOU ARE PROMOTING GETTING OUT THERE AND MAYBE MORE TRAFFIC WHERE THE PLACE MAY BE PACKED

-- >> I HEAR WHAT YOU ARE SAYING.

HE OBVIOUSLY NEEDS TO MAKE SURE HE IS CAUTIOUS WITH THAT.

IF THE TABLES HAVE ALREADY BEEN OUT THERE FOR FIVE YEARS.

>> THE LANDLORD AND WE SHOULD HAVE ADDRESS IT, RIGHT.

TO INITIATE THE DRAIN. >> THERE ARE DRAINS THROUGHOUT THE PLAZA. AND MULTIPLE LOCATIONS SIMILAR TO THIS. ON OTHER SEED OF COURTYARD NEXT TO BLUE AGAVE ARE THE SAME SCENARIOS.

THE DRAINS ARE SLIGHTLY SLOPED, MUCH LIKE A SHOWER STALL.

MOST OF THEM ARE NOT A TRIP HAZARD.

THEY HAVE TIGHT GRATE OVER THE TOP OF THEM AND SPEAKING WITH THE BUSINESS OWNER HE HAD THE TABLES SET UP IN GENERAL CONFIGURATION FOR FIVE YEARS AND NEVER HAD A TRIP HAZARD.

[01:35:03]

I DID OBERVE THAT THERE ARE A COUPLE LOCATIONS, NOT NECESSARILY IN THE COURTYARD, BUT IN OTHER AREAS OF THE PLAZA WHERE THERE IS BEEN -- LOOKS LIKE THERE HAS BEEN STANDING WATER AND THE PAVERS HAVE SUNK A LITTLE BIT MORE THAN THE NORMAL SLOPE GOING TO THESE DRAINS.

I WOULD -- YOU KNOW, PROPERTY MANAGER HAS BEEN INVOLVED IN THIS APPLICATION. AND I AM SURE WE CAN GET HER TO TAKE A LOOK AT THOSE FEW AREAS AND MAKE SURE THERE IS NO PROBLEM. THOSE AREAS, THOUGH, ARE NOT IN THE COURTYARD IN THIS DINING AREA.

ALSO TO ADDRESS COMMISSIONER MAYERSOHN'S COMMENT WITH NOISE.

AS LONG AS THE BUSINESS HAS BEEN THERE, NO NOISE COMPLAINTS

COMING FROM THIS LOCATION. >> EXCUSE ME FOR THE RECORD,

THEIR NAMES PLEASE. >> MAYOR WALKER: YES, FOR THE RECORD. COME TO THE MICROPHONE.

BOTH OF YOU, PLEASE. NAME AND ADDRESS FOR THE RE RECORD, PLEASE. > MARK DOMBROWSKI, 8329 NORTHWEST 62ND PLACE. PARKLAND, 33073.

>> BRENT JONES. AND I LIVE AT 8617 NORTHWEST

25TH COURT CORAL SPRINGS. >> THANK YOU.

>> MAYOR WALKER: COMMISSIONER? >> YEAH, FIRST OF ALL, FROM WHAT I HEARD YOU RUN A GREAT BUSINESS AND GREAT TO SEE THE BUSINESS EXPANDING AND WE WANT TO PROMOTE BUSINESSES OF PARKLAND AND SUPPORT THEM. I AM HAPPY THAT YOU ARE HERE.

WE HAVE OTHER BUSINESSES THAT EXPANDED THEIR OUTDOOR AREA AND HAVE BEEN VERY SUCCESSFUL AND IN COVID TIMES IT IS GOING TO BE NEEDED EVEN MORE. I AM HAPPY OF THAT.

I DO SHARE THE CONCERNS FROM COMMISSIONER MAYORSOHN.

AND I THINK YOU ARE OPEN UNTIL 11:00 AND RESIDENTIAL AREAS BEHIND AND I UNDERSTAND THERE ARE TABLES OUT THERE AND MORE TABLES AND SEATING AND IF YOU ARE MINDFUL OF THE NOISE, I IMAGINE THERE WON'T BE A PROBLEM.

WITH THAT, I AM WHOLLY SUPPORTIVE.

I AM -- CONGRATULATIONS ON CONTINUED SUCCESS.

>> MAYOR WALKER: ANYBODY ELSE? VICE-MAYOR CUTLER?

>> VICE MAYOR CUTLER: WHAT IS THE LIFE EXPECTANCY OF THE A

AWNING. >> UP TO 30 YEARS BUT THE

FABRIC, 14 YEARS. >> MAYOR WALKER: COMMISSIONER?

>> I WANT TO SAY AND REITERATE I THINK IT IS GREAT THAT YOU ARE EXPANDING. THE MORE TO GET OUTDOOR SEATING IS MORE AND MORE NECESSARY. AND I AM IN FAVOR OF IT AND GIVE YOU CREDIT THE ONLY PLACE TO HAVE FILLET PARMESAN AND IT IS DELICIOUS. CONGRATULATIONS.

>> MAYOR WALKER: I WILL ECHO WHAT THEY ALL SAID.

MUSIC AND HEARING GREAT THINGS. LOOKING FORWARD TO SITTING UNDER THE AWNING. ANYONE ELSE FROM THE PUBLIC WHO WISHES TO SPEAK ON THIS AGENDA ITEM.

SEEING THERE IS NONE. >> MOTION TO APPROVE.

>> MOTION -- BUT THE REMOVAL. >> IF WE CAN REMOVE.

>> REMOVE THE TABLES AND CH CHAIRS.

>> SECOND. >> THAT IS CONTINUE 3 UNDER

SECTION 2. >> WAIT, I AM NOT GOING TO LET YOU TAKE JORDAN. MOTION TO APPROVE BY COMMISSIONER ISROW AND SECOND BY COMMISSIONER BREIER.

ROLL CALL. >> BOB MAYERSOHN: YES.

>> COMMISSIONER ISROW: YES. >> COMMISSIONER BRIER: YES.

>> VICE MAYOR CUTLER: YES. >> MAYOR WALKER: YES.

PLEASE SHOW IT PASSES UNANIMOUSLY.

>> THANK YOU. >> MAYOR WALKER: GAIL,

WELL-DONE. >> SO HAPPY TO BE IT.

I LOVE IT. I AM A TEN-YEAR RESIDENT AND

HAPPY TO BE HERE. >> MAYOR WALKER: GREAT.

GLAD TO HAVE YOU. >> ITEM 9 G, RESOLUTION 2022, PIGGYBACK, RESOLUTION AUTHORIZING THE PIGBACK OF THE FLORIDA SHERIFF'S ASSOCIATION AND FLORIDA ASSOCIATION OF COUNTIES CONTRACT FSA 20-VEF 14.0 FOR FIRE RESCUE VEHICLES AND OTHER EQUIPMENT FOR FIRETATION 109 ENGINE REPLACEMENT IN THE AMOUNT OF $811,309 FOR TEN-8 FIRE AND SAFETY PROVIDING FOR CONFLICTS AND EFFECTIVE DATE.

>> THIS IS ONE OF THE LARGEST PURCHASES WE DO IN OUR CITY AND THE PURCHASE OF A BRAND-NEW ENGINE.

THE PURCHASE COST IS $811,309. THIS ENGINE IS REPLACING OUR CURRENT ENGINE THAT IS 15 YEARS OLD.

[01:40:01]

THE LIFE OF AN AVERAGE ENGINE IS BETWEEN EIGHT AND TEN YEARS AND THIS ONE HAS FAR EXCEEDED ITS LIFE.

WHAT YOU MAY NOT BE AWARE IS THAT EVERY YEAR THEY HAVE A FLEET SCHEDULED AND WE WORK WITH CORAL SPRINGS FIRE.

WE GO THROUGH ALL THE ITEMS AND IF WE ARE ABLE TO PUSH LIFE EXPECTANCY AN ADDITIONAL YEAR, WE MOVE IT OUT.

EVERY YEAR WE ASSESS BY THE AMOUNT OF MAINTENANCE MILEAGE AND ISSUES THAT THE ENGINE HAS HAD.

SO IT IS NOW BEEN DETERMINE THIS IS THE YEAR TO REPLACE IT.

THE REPLACEMENT OF THE ENGINE TAKES A GOOD YEAR AND A HALF.

IT IS VERY COMPLICATED PROCESS TO -- TO BUILD AN ENGINE AND A CUSTOM ENGINE FOR PARKLAND CORAL SPRINGS.

>> DID WE BUY ONE A FEW YEARS AGO?

>> WE DID. BOUGHT ONE 2017.

>> THIS ONE WILL GET TO DO THE SAME WET DOWN AND ALL THAT STUFF. THIS IS EXCITING.

YOU ARE. >> A YEAR AND A HALF AWAY FROM EXCITEMENT

>> I WANT TO ADD A FEW MORE COMMENTS ON THIS.

IN ORDER TO RECEIVE AN ADDITIONAL 237 DISCOUNT.

IF WE PAY IN FULL PO WITHIN 15 DAYS, WE CAN OBTAIN THAT

DISCOUNT. >> DO WE HAVE THE FINANCIAL

ABILITY TO DO THAT? >> YES, WE DO.

THESE ARE REPLACEMENT FUNDS AND GATHERED OVER TIME.

>> MAYOR WALKER: ONE OF GREAT THINGS YOU DO.

SAVE $23,000 BECAUSE WE PLAN AHEAD.

>> ABSOLUTELY. >> MAYOR WALKER: OR YOU PLAN

AHEAD. >> I HAVE CORAL SPRINGS

PARKLAND FIRE. >> I'LL LET THE GENTLEMAN GO

OVER WHAT THE PROCESS. >> WHILE YOU'RE ANSWERING THAT, ARE WE HAVING ANY ISSUES WITH THE OLD ENGINE THAT MANDATES US TO DO SOMETHIN TO MAKE SURE BECAUSE IT'S BEYOND ITS LIFETIME EXPECTANCY THAT WE NEED TO RECTIFY?

>> WELL GOOD EVENING, MAYOR, AND VICE MAYOR, CITY COMMISSION, CITY MANAGER. OUR FRONTLINE VEHICLES FOR THE ENGINES ARE 10 YEARS. AND WE HAVE THEM 5 YEARS IN RESERVE.

ENGINE 109 IS ACTUALLY 15 YEARS OLD. WE HAVE HAD NUMEROUS ISSUES WITH THE ACTUAL ENGINE. IT'S BEEN IN OUR SERVICE PROBABLY A LITTLE MORE OFTEN THAN MOST. I THINK AT THIS TIME WE HAVE 141,000 MILES ON THAT VEHICLE. SO YES. THE ANSWER IS THERE ARE ONGOING ISSUES WITH THAT ENGINE AND IT DOES NEED TO BE REPLACED.

>> AND I THINK THE FACT THAT IT'S GOING TO TAKE A YEAR AND A HALF TO GET IT, RIGHT? MEANS IT WILL BE A YEAR AND A HALF OLDER EVEN. IF WE ORDER IT TODAY, IT'S NOT LIKE WE'RE REPLACING IT

TODAY. >> THAT'S WHY I'M ASKING IS THERE SOMETHING THAT'S NEEDED TO MAKE SURE IT CAN CONTINUE IN SERVICE FOR THE NEXT YEAR AND A HALF SO WE'RE NOT WITHOUT AN ENGINE. I WANT TO MAKE SURE -- YOU KNOW, I ALWAYS LOOK AT HEALTH, SAFETY, AND WELFARE OF OUR CITIZENS AS MY PRIMARY GOAL IN ANSWERING ANY QUESTIONS IN ANYTHING THAT I DO UP HERE. I WANT TO MAKE SURE IN THAT REGARD THAT THIS ENGINE THAT YOU'VE NOW TOLD ME IS FIVE YEARS BEYOND ITS LIFE EXPECTANCY AND HAVING ISSUES IS GOING TO BE SERVICEABLE FOR OUR COMMUNITY.

>> IT'S 100% SERVICEABLE. ALL THE REPAIRS ARE DONE WITHIN THE DEPARTMENT IN CORAL SPRINGS. IF ENGINE 109 DOES GO DOWN, WE HAVE MULTIPLE BACKUPS THAT WE PUT IN PLACE TO MAKE SURE THE CITIZENS

ARE BEING MET (INAUDIBLE). >> ASSUMING WE DO PURCHASE THIS NEXT ONE, IS THERE A MARKET OUT THERE FOR USED 15 OR 16 YEAR-OLD

ENGINES? >> WE REACHED OUT TO A COUPLE OF DIFFERENT SCENARIOS. (INAUDIBLE) TOOK MULTIPLE PICTURES AND GAVE THEM A VERY SPECIFIC BREAKDOWN ON HOW THE VEHICLE WAS AND THEY'RE INTERESTED IN LOOKING AT POSSIBLE PURCHASE.

>> SO ANY OF THE MONIES THAT WE RECOUP FROM THAT PURCHASE WILL THEN MITIGATE SOME OF THE MONIES THAT WE MIGHT ALLOCATE TODAY.

>> YES. >> GREAT.

>> ANYONE ELSE? >> I'VE GOT A QUESTION. WHEN WE HAVE THE BENEFIT OF COMING AND CHECKING OUT THE TRUCK AND DOING ALL THE EVENTS AND ACTIVITIES, YOU KNOW, I SAW A LOT OF THE TECHNOLOGY THAT WAS ON THESE TRUCKS. AND THE QUESTION I HAVE FOR YOU IS IS THERE ANYTHING THAT IS IN YOUR MINDS NEEDED THAT MAY BE HASN'T BEEN CONTEMPLATED WITHIN THIS

[01:45:03]

BUDGETARY ITEM OR IS THIS EXACTLY WHAT YOU GUYS ARE

SPEC'ED OUT. >> WE PURCHASED ANOTHER VEHICLE, ENGINE 42 IN 2017. THAT WAS WITH ALL THE BEST SPECS. ALL OF THE NEWEST TECHNOLOGY THAT WE WANT IN THIS VEHICLE.

>> OKAY. GREAT. THAT'S ALL I GOT.

>> ANYONE FROM THE PUBLIC WISH TO COMMENT ON THIS AGENDA ITEM?

>> MOTION TO APPROVE. >> SECOND.

>> THAT WAS CLOSE. IT WAS DEFINITELY COMMISSIONER BRIER.

>> COMING FOR YOU, BOB. >> AND WE'LL GO WITH THE SECOND

COMMISSIONER MAYERSOHN. >> YES.

>> PLEASE SHOW IT PASSES UNANIMOUSLY. THANK YOU, GENTLEMEN. THANK YOU FOR ALL YOU DO.

>> GO TO THE ADD ON ITEM. I'M CALLING IT 9H. REGARDING 2022

CITY LEGISLATIVE AGENDA. >> AS WE ALL KNOW THE LEGISLATIVE SESSION HAS STARTED. MOST OF US I THINK ARE ALL GOING UP TO TALLAHASSEE, IF NOT NOW MAYBE IN THE FUTURE. ONE OF THE THINGS THAT I'VE SEEN IS ESPECIALLY IN THIS LEGISLATIVE SESSION ARE BILLS REGARDING FIREARM SAFETY. I KNOW THAT'S BEEN A STICKY POINT FOR THIS COMMISSION AND THE CITY IN THE PAST. BUT I THINK WE'VE GONE PAST THAT. AND ESPECIALLY AS ANTHONY POINTED OUT, YOU KNOW, WE'RE NOT PREEMPTED FROM SUPPORTING WHETHER IT BE STATE LEGISLATION OR LOCAL LEGISLATION. AGAIN, VERY BROADEN PERSPECTIVE IS I'D LIKE TO SEE IT ADDED ON TO OUR LEGISLATIVE AGENDA. OBVIOUSLY CHAATEGORICAL THAT WE SUPPORT REASONABLE AND CONSTITUTIONAL FIREARM PUBLIC SAFETY. GIVING US BROAD, KIND OF, YOU KNOW, SPECTRUM OF GOING AND EITHER TESTIFYING OR SUPPORTING A BILL. AND THE POINT THAT I WANT TO EMPHASIZE IS THAT THERE ARE TIMES THAT WE COULD GO BEFORE, YOU KNOW, I MEAN, YOU AND I HAVE BEEN UP IN TALLAHASSEE, MAYOR. AS COMMISSIONER CUTLER, OR VICE MAYOR CUTLER. WE CAN GO UP AND MAKE A STATEMENT. A LOT OF TIMES IT'S PERCEIVED AS THE CITY OF PARKLAND IS SUPPORTING THAT ITEM. WHEN IT MAY BE JUST YOU AS AN INDIVIDUAL. SO I DON'T WANT TO BE CONFUSING. I DON'T WANT TO PROHIBIT SOMEBODY FROM SAYING I SUPPORT THIS BILL, THIS IDEA, THIS CONCEPT. THAT'S WHY I BROUGHT IT FORWARD AND WILLING TO DISCUSS WHERE EVERYBODY'S

THOUGHT PROCESS IS ON IT. >> DO WE HAVE SPECIFIC BILLS?

>> I DON'T WANT TO GO TO SPECIFIC BILLS.

>> I MEAN, THAT'S MY ONLY CONCERN, CALL IT. I MEAN, OBVIOUSLY FIREARM SAFETY IS OF THE UTMOST IMPORTANCE. BUT WE CAN CERTAINLY DO MORE TO ENSURE THAT. HOWEVER, REASONABLE SAFETY

-- REASONABLE IS A BROAD TERM. >> RIGHT. RIGHT.

>> YOU KNOW. SO THAT'S WHY I'M MORE IS THERE A BILL OR TWO? BECAUSE I KNOW REPRESENTATIVE COMCHOWSKI HAS ONE ABOUT GHOST GUNS. THAT'S ONE THAT SEEMS TO ME COMMON SENSE. EVERY GUN SHOULD HAVE A SERIAL NUMBER. THAT MAY SEEM REASONABLE TO ME.

BUT THAT MIGHT NOT SEEM REASONABLE TO SOMEBODY ELSE.

THAT'S MY ONLY HESITATION FOR THE TERM "REASONABLE." BECAUSE AGAIN, I TOTALLY GET WHAT YOU'RE SAYING AND I SUPPORT WHAT YOU'RE SAYING. I'M JUST -- I WOULD RATHER SUPPORT A SPECIFIC BILL, YOU KNOW, POTENTIALLY SUPPORT A SPECIFIC BILL THAN NECESSARILY SAY WE'RE SUPPORTING GUN SAFETY IN THE LOOSE TERMS OF REASONABLE GUN SAFETY. BECAUSE THAT'S JUST

WHERE MY SLIPPERY SLOPE IS. >> MY ONLY RETORT TO THAT IS WHEN YOU TURN AROUND AND GO WE SUPPORT BILL WHATEVER IT IS, SB NUMBER XYZ. TODAY, THE BILL IS IN ONE FORM. TOMORROW IT GETS AMENDED AND IT'S ANOTHER FORM. SOMEBODY TURNS AROUND AND SAYS, WELL YOU GUYS SUPPORTED THIS. AND IT DOESN'T COME OUT TO THE WAY THAT WE WOULD REALLY WANT TO SUPPORT IT. SO WITH UNDERSTANDING -- I MEAN, I AGREE THT I DON'T WANT TO PUT SOMETHING OUT THERE. I MEAN, WE HAVE LIKE I SAID, SOME OF OUR LEGISLATIVE THINGS, YOU KNOW, SUPPORTING SCHOOL SAFETY. WELL THERE MAY BE A SCHOOL SAFETY ISSUE THAT, YOU KNOW, MAYBE WE DON'T SUPPORT BUT WE STILL SUPPORT SCHOOL SAFETY.

>> RIGHT. >> SO I THINK IT JUST COMES IN TO WHETHER OR NOT WE'RE TALKING TO STATE REPRESENTATIVE OR

[01:50:03]

SENATOR ABOUT. I JUST THINK THE AGENDA OR LEGISLATIVE AGENDA, AND I DON'T KNOW HOW TO CRAFT IT.

>> SO YOU'RE LOOKING FOR US AS A COMMISSION TO SUPPORT GUN

SAFETY. >> FIREARM.

>> FIREARM SAFETY. >> CORRECT.

>> NO SPECIFIC BILLS. >> NO.

>> NO SPECIFIC LANGUAGE PER SE OTHER THAN WE SUPPORT FIREARM

SAFETY. >> I MEAN, WE COULD CRAFT SPECIFIC LANGUAGE. I DON'T HAVE THAT RIGHT IN FRONT OF ME. BUT WE COULD CRAFT SPECIFIC LANGUAGE, NOT AFFECTING SECOND AMENDMENT RIGHTS. NOT REQUIRING PEOPLE, YOU KNOW, GUN OWNERS TO DO WHATEVER IT IS. I THINK IT JUST COMES BACK IN TO, YOU KNOW, LIKE YOU SAID WITH THE GHOST GUN BILL. IT SEEMS REASONABLE TO SUPPORT IT IF IT'S CRAFTED IN THE LANGUAGE, THE BROAD LANGUAGE

OF WHAT IT IS. >> AND THAT'S A GOOD POINT BECAUSE IF YOU SAY TODAY, OH, I SUPPORT HB290, THAT SAYS THIS.

AND NEXT THING YOU KNOW THEY THROW IN SOMETHING. YOU'RE LIKE,

WHOA WHOA. COMMISSIONER BRIER. >> YEAH. I'M LISTENING TO COMMISSIONER MAYERSOHN, AND I'M ALSO HEARING IN MY HEAD MANNY OLIVER AND TONY MONTALTO AND SOME OF THE OTHER FAMILIES ON THESE TOPICS. AND I DON'T WANT TO BE A CHICKEN EITHER SAYING WHAT WE FEEL. SO I AGREE IT'S HARD TO SAY WE SUPPORT X AND GIVE A BROAD STATEMENT WITHOUT IT. AND THEN ON THE FLIP SIDE, IT'S HARD TO SAY WE SUPPORT BILL Y BECAUSE BILL Y COULD CHANGE TOMORROW AND BECOME BILL Z. BUT AT THE SAME TOKEN, I THINK COMING OUT IN SOME POSITION THAT WE'RE SUPPORTIVE OF COMMON SENSE GUN LEGISLATION. WE'RE SUPPORT OF MAKING COMMUNITIES SAFER. THOSE SORT OF BROAD TOPICS IS A NO-BRAINER. AND WE CAN REFINE BASED ON THE BILL THAT COMES UP OR THE AGENDA ITEM THAT IS TALKING ABOUT SOMETHING SPECIFIC. I JUST THINK WE AS A COMMISSION AND AS A BODY IN PARKLAND COMING OFF OF A MASS SHOOTING THAT SHOULD HAVE NEVER HAPPENED HERE, LET ALONE ANYWHERE ELSE, WE'VE GOT TO DO SOMETHING TO TAKE A STAND. AND THAT'S NOT TO SAY WE NEED TO GET IN TO THE WEEDS AND SPECIFICS THIS MINUTE. BUT WE'VE GOT TO DO SOMETHING TO TAKE A STAND AND SAY HERE'S OUR POSITION. AND IT'S HARD BECAUSE WE'RE NOT THE GOVERNING BODY. I GET THAT. BUT IT'S ALSO IN MY MIND A NO BRAINER TO COME UP WITH SOME SORT OF STATEMENT THAT SAYS, WE, THE CITY OF PARKLAND OR CITY OF PARKLAND AND CITY COMMISSION SUPPORT SENSIBLE GUN LEGISLATION OR SENSIBLE GUN SAFETY, OR SOME SORT OF COMMON SENSE APPROACH.

>> I -- >> FOR WHAT IT'S WORTH. I DON'T KNOW IF IT'S WORTH MUCH BUT FOR WHAT IT'S WORTH.

>> THAT'S TO MY POINT A LITTLE BIT TOO. FIREARM SAFETY IS IMPORTANT. A LOT THAT HAPPENS IS BECAUSE OF LACK OF FIREARM

SAFETY. >> ABSOLUTELY.

>> WHAT A SENSIBLE, REASONABLE PERSON CONSIDERS TO BE SAFE IS DIFFERENT FROM THIS PERSON TO THAT PERSON. THEY MAY BOTH BE RIGHT TO SOME EXTENT. AND ONE MAY BE RIGHT. ONE MAY BE WRONG.

WHO KNOWS. I'M NOT WORRIED ABOUT MAKING A STATEMENT ABOUT IT. IT'S JUST WHAT DOES IT TURN INTO. OH, WELL HE SUPPORTED, YOU KNOW, AGAIN, I'M FULL SUPPORT OF FIREARM SAFETY. WHAT THAT IS, I

WOULD LIKE TO SEE WHAT THAT IS. >> YEAH.

>> YOU KNOW. IT GOES TO MY POINT I WOULD LIKE TO SUPPORT A BILL.

BUT WHAT COMMISSIONER MAYERSOHN SAID IS 100% RIGHT. IF WE SUPPORT THAT TODAY, TOMORROW COLD BE TOTALLY DIFFERENT. SO IT'S TOUGH. YOU KNOW. I MEAN, IT'S NOT HARD BUT IT IS HARD.

YOU KNOW WHAT I MEAN? >> AND MAYBE THE ANSWER IS, AND I KNOW WE'VE DONE IT BEFORE. MAYBE THE ANSWER IS COMMUNICATING TO OUR LOBBYISTS WHAT OUR OVERALL CONCERNS ARE IN TERMS OF THESE TOPICS. THAT THERE'S A SENSITIVITY BY THIS COMMISSION TO MAKE SURE THAT WE ARE MADE AWARE OF AND ARE ABLE TO LEND SUPPORT TO APPROPRIATE LEGISLATION THAT ADDRESSES SOME OF THESE ISSUES. AND IT CAN BE DONE ON A CASE BY CASE BASIS.

BUT IF WE GIVE THAT SIGNAL OR THAT MESSAGE TO OUR LOBBYING FIRM, WHICH I THINK WE'VE ALREADY DONE, AND WE'LL JUST CONTINUE TO REITERATE IT, THEN MAYBE THAT'S THE WAY WE GO ABOUT IT. BECAUSE THEY'RE THE ONES ON THE FRONTLINES COMMUNICATING, AND THEY COULD EASILY SAY HEY, THIS IS A PRIORITY FOR MY CITY COMMISSION. BECAUSE I AGREE WITH YOU. IT'S A SLIPPERY SLOPE. I'M A SECOND AMENDMENT ADVOCATE. BUT I'M ALSO A FATHER OF KIDS THAT WERE AT DOUGLAS AND VERY SENSITIVE TO THE ISSUES THAT

[01:55:01]

WERE HERE. >> MAYOR, IF I MAY.

>> YES, YOU MAY. >> I THINK WE HAVE SOME THAT ARE GENERAL NOT ASSOCIATED WITH SPECIFIC BILLS. I THINK WE CAN KIND OF CRAFT SOMETHING ALONG THE LINES OF HOME RULE. THE CITY APPROVES LEGISLATION THAT SUPPORTS GUN SAFETY. I DON'T THINK WE NEED TO GET IN TO COMMISSIONER BRIER'S POINT, DETAILED LOCKING UP, GUN SAFE. AS BILLS COMES OUT, I THINK WE CAN KIND OF TAKE GRANULAR APPROACHES.

>> IS THERE ANY ISSUE, ANTHONY, YOU KNOW, WITH US DOING THAT AS FAR AS YOU KNOW, US BEING A LOCAL MUNICIPALITY?

>> THANKS FOR THE QUESTION, MAYOR. AND FIRST, I JUST WANTED TO MAKE IT CLEAR FOR THE COMMISSION. YOU ADOPT YOUR LEGISLATIVE AGENDA BY RESOLUTION. YOU DON'T HAVE A RESOLUTION BEFORE YOU TONIGHT. SO WHATEVER ACTION YOU TAKE, IT WILL NOT BE FORMALLY AMENDING THAT. YOU KNOW, AS I UNDERSTOOD BASED ON MY CONVERSATIONS WITH COMMISSIONER MAYERSOHN WAS HE WAS LOOKING FOR SUPPORT FROM THE COMMISSION SO THAT WHEN HE'S IN TALLAHASSEE OR YOU'RE IN TALLAHASSEE NEXT WEEK, YOU COULD SAY THE CITY IS TAKING A POSITION ON THIS. VERSUS SAYING IT'S FORMALLY IN THE LEGISLATIVE AGENDA. TO THE POINT THAT THE MAYOR RAISED, YOU KNOW, YEARS AGO, THE FIELD OF FIREARM REGULATION AS I'M SURE MOST OF YOU IF NOT ALL OF YOU ALREADY KNOW, HAS BEEN PREEMPTED TO THE STATE. SO YOU CAN'T HAVE ANY LOCAL REGULATION AS MUCH AS YOU MAY OR MAY NOT WANT TO OR GET ASKED, YOU CAN'T DO THAT. BUT THEN THE STATE LEGISLATURE TOOK IT A STEP FURTHER AND PURPORTED TO PUT LANGUAGE IN THAT SAME STATUTE THAT WOULD ACTUALLY BASICALLY THAT SAY INDIVIDUAL ELECTED OFFICIALS COULD POTENTIALLY BE LIABLE IF THEY ATTEMPTED TO VIOLATE THAT PREEMPTION. IT'S A UNIQUE THING.

IT'S THE ONLY AREA OF LAW THAT I KNOW OF WHERE THEY HAD THAT UNIQUE PENALTY. ADDITIONALLY, IT SPOKE TO THE GOVERNOR BEING ABLE TO REMOVE THEM. IT'S STILL BEING LITIGATED IN THE COURT. THE REMOVAL ISSUE HAS BEEN LITIGATED AND DEEMED UNCONSTITUTIONAL. THE ISSUE OF FINES HAS NOT. BUT TO DIRECTLY ANSWER YOUR QUESTION, MAYOR, WHEN IT APPLIES, THE PREDICTION FOR LOCAL GOVERNMENT ACTION IS BY ENACTING OR CAUSING TO BE ENFORCED ANY LOCAL ORDINANCE OR ADMINISTRATIVE RULE OR REGULATION IMPINGING UPON SUCH EXCLUSIVE OCCUPATION. I DON'T THINK YOU'RE ENACTING OR ENFORCING A RULE OR LEGISLATION TODAY. WHAT I THINK YOU'RE DOING IT SEEMS TO ME IS EXPRESSING YOUR FIRST AMENDMENT RIGHT, EVENTUALLY, YOU KNOW, TO TAKE A POSITION ON LEGISLATION THAT'S UP THERE. THERE ARE A LITTLE BIT DIFFERING OF OPINIONS. THERE ARE ATTORNEYS THAT ARE MUCH MORE CONSERVATIVE AND SAY DON'T PASS ANYTHING ON THIS. DON'T DO ANYTHING. BUT JUST LOOKING AT THE NATURE OF THE LAW, YOU KNOW, I THINK ESPECIALLY SOME OF THE GENERALITIES YOU'RE ALL TALKING ABOUT SAYING THE CITY SUPPORTS.

>> TO YOUR POINT AND I GUESS TO COMMISSIONER MAYERSOHN, OUR CONVERSATION AT THIS POINT I THINK CERTAINLY GIVES THE IMPRESSION THAT WE ARE ALL FOR SOME TYPE OF FIREARM SAFETY. BUT TO GENERALLY AND SPECIFICALLY ANSWER THAT QUESTION WOULD BE IMPOSSIBLE WITHOUT KNOWING WHAT -- WITHOUT SEEING WHAT'S IN FRONT OF US. BUT I THINK WE'VE ALL INDICATED. SO ARE YOU LOOKING FOR MORE THAN THAT, THAN WHAT YOU'VE GOTTEN FROM US ALREADY? ARE YOU LOOKING FOR US TO FORMALIZE SOMETHING ON OUR

LEGISLATIVE AGENDA? >> RICH, BEFORE HE ANSWERS THAT, I JUST WANT TO MAKE SURE THAT I'M CLEAR ON WHAT ANTHONY IS SAYING. BECAUSE I'M LOOKING AT THE STATUTE. AND IT BASICALLY, IT TAKES AWAY THE ABILITY OF A MUNICIPALITY TO LEGISLATE BY ENACTING OR CAUSING TO BE ENFORCED ANY ORDINANCE OR ADMINISTRATIVE RULE OR REGULATION IMPINGING ON THE EXCLUSIVE OCCUPATION OR CONTROL OF THE GUNS, ET CETERA. BUT IT DOESN'T SAY ANYTHING ABOUT OUR ABILITY TO ADVOCATE FOR A POSITION. AND YOU KNOW, JUST LIKE THOSE OTHER MUNICIPALITIES THAT STOOD UP AND HAD THE COURAGE TO FILE A LAWSUIT AND TO CHALLENGE THIS PARTICULAR STATUTE, THE SAME IS TRUE FOR US AS MUNICIPALITY. IF WE'RE UP WITH THE LEGISLATIVE BODY IN THE STATE OF FLORIDA AND THEY'VE PUT FORTH LAWS OR THEY'RE ATTEMPTING TO PUT FORTH LAWS THAT ARE GOING TO HAVE AN IMPACT ON THE SAFETY OF OUR CHILDREN THROUGH REASONABLE GUN REGULATION, WHATEVER THAT MIGHT BE, I THINK THAT WE SHOULD AS A BODY, STAND UP AND BE ABLE IT SAY SOMETHING ABOUT THAT. I THINK WE SHOULD HAVE THE COURAGE TO DO THAT. WE DIDN'T JOIN THE LAWSUIT. IT'S CHALLENGING THIS STATUTE I THINK THAT AT A MINIMUM WE OUGHT TO BE ABLE TO STAND UP AND CHALLENGE BY USING OUR VOICE. BY USING OUR

[02:00:02]

CONSTITUTIONAL RIGHT TO EXPRESS OURSELVES BEFORE THE VERY LEGISLATORS THAT HAVE TAKEN OUR RIGHT TO DO THIS HERE LOCALLY AWAY. WE SHOULD BE ABLE TO DO THAT AND WE SHOULD AS A BODY DECIDE HOW WE'RE GOING TO DO THAT.

>> WELL AND I DON'T DISAGREE WITH WHAT YOU'RE SAYING. MY ONLY POINT IS IT'S DIFFICULT FOR ME TO BE TOO SPECIFIC BECAUSE I WOULD HAVE TO SEE WHAT I WOULD BE SUPPORTING. YOU KNOW. SO I'M HAPPY TO SAY THAT I'M FOR FIREARM SAFETY. YOU KNOW. IF THT'S OUR -- I GUESS FROM YOU, FOR ME PERSONALLY, I'M LOOKING TO SEE WHAT YOU'RE LOOKING FOR FROM US OR ME OR WHOMEVER.

>> ULTIMATELY, I'D LIKE TO HAVE IT ON OUR LEGISLATIVE AGENDA THROUGH A RESOLUTION TODAY THAT IS NOT PRACTICAL. NOR MAY IT BE PRACTICAL. I MEAN, IF WE APPROV IT FOR FEBRUARY'S MEETING, IT STILL MAY OR MAY NOT GIVE US ENOUGH TIME TO REALLY GO AND ADVOCATE, YOU KNOW, SOME OF THESE THINGS. BUT AGAIN, THAT'S A DECISION WE CAN MAKE AT A LATER DATE. GOING UP, AGAIN, I DON'T KNOW ANY OF THESE FIREARM SAFETY BILLS IF THEY'RE GOING TO BE UP. BUT TALKING TO A SENATOR OR REPRESENTATIVE AND SAY, YOU KNOW, WELL WHAT ARE YOU GUYS SUPPORTING THIS YEAR? FIREARM SAFETY IS AN ISSUE FOR US. WE'RE LOOKING TO -- I MEAN, AS COMMISSIONER ISROW SAID, JUST KIND OF TAKING OUT THE LANGUAGE WHERE IT SAYS SCHOOL SAFETY. BASICALLY TO IMPROVE THE SAFETY OF THE PUBLIC. THAT'S WHERE OUR PLATFORM IS.

>> RIGHT. >> THAT'S WHERE I WOULD FEEL COMFORTABLE. I COULD GO AND STAND UP AT A COMMITTEE AND TESTIFY, AS WE'VE DONE. BUT AGAIN, MY CONCERN IS, AND THAT'S WHY I SAID, I WANT TO, YOU KNOW, MAKE SURE THAT WE'RE CLEAR IS THAT I DON'T WANT TO BE PERCEIVED WHERE IT'S -- WELL COMMISSIONER MAYERSOHN WAS UP HERE AND HE REPRESENTED THE VOICE OF THE CITY OF PARKLAND. ALTHOUGH I SAID, NO, COMMISSIONER MAYERSOHN, I'M ONLY GIVING YOU MY VOICE NOT THE COMMISSION. THAT'S WHERE TO ME THAT SLIPPERY SLOPE IS, IS THAT I DON'T WANT TO GET IN TO SOMETHING WHERE ALL OF A SUDDEN NEXT THING WE'RE ON THE NEWS OR WHATEVER ELSE IS OUT THERE BECAUSE IT'S BEEN PERCEIVED AS WE ALL SUPPORTED AND WE HAVEN'T

DISCUSSED. >> I COULD TELL YOU AS A NEW COMMISSIONER, AND I'M SURE THIS HAPPENED TO JORDAN. I GET IT ALL THE TIME WHERE SOMEBODY ASKED MY POSITION OR WHAT THE COMMISSION'S POSITION IS. AND I CAN ONLY SAY WHAT MY POSITION IS. SOMEONE CAN MISQUOTE YOU OR GENERALIZE. BUT YOU GIVE THAT CAVEAT AND I THINK THAT'S THE BEST YOU CAN DO IS SAY, LISTEN, I DON'T SPEAK FOR THE ENTIRE COMMISSION. I KNOW THAT WE'RE ALL CONCERNED ABOUT GUN SAFETY AND PUBLIC SAFETY AND SAFETY FOR OUR KIDS AND OUR SCHOOLS. BUT WHAT SPECIFIC BILL OR WHAT'S THE SPECIFIC ISSUE? I'M HAPPY TO TAKE THAT BACK TO THE COMMISSION AND SEE IF WE LEND SUPPORT TO THAT SUBJECT TO SOME MODIFICATION OR WHATEVER IT IS. I THINK THAT'S THE MESSAGE.

>> LIKE I SAID, I MEAN, IT JUST BASICALLY COVERING IT TO ME WOULD BE THE TOPIC OF FIREARM SAFETY, THE CITY SUPPORTS LEGISLATION THAT IMPROVES SAFETY OF THE PUBLIC. THAT WOULD SATISFY AT LEAST FROM MY PERSPECTIVE, COMFORT THAT IF I WERE, YOU KNOW, JUST BROADLY, YOU KNOW, MAKING A COMMENT THAT IT WAS OBVIOUSLY ACKNOWLEDGED BY MY COLLEAGUES.

>> I DON'T HAVE ANY ISSUE WITH THAT.

>> I DON'T EITHER. >> NO ISSUE.

>> NO ISSUE. >> JUST UNDERSTAND.

>> YES. >> THIS IS A GREAT CONVERSATION.

BUT WHAT IS THE SCOPE OF THE AGENDA ITEM WE'RE DOING RIGHT

NOW? >> I THINK THIS IS IT. BOB IS ASKING FOR -- OR COMMISSIONER MAYERSOHN IS LOOKING FOR SUPPORT

FROM US AS A BODY. >> JUST SO THE TOPIC.

>> IF HE'S TALKING TO WHOEVER. >> OR ANY ONE OF US.

>> YEAH, THEY'RE TALKING AND HOW DOES PARKLAND STAND. HE CAN SAY PARKLAND STANDS VERSUS I STAND. THIS LEGISLATIVE AGENDA THAT WE HAVE, WE CAN ALL SAY THIS IS HOW WE. WHERE COMMISSIONER BRIER WAS SAYING BEFORE, SOMETIMES PEOPLE ASK WELL HOW DO YOU STAND ON THIS UNLESS WE'VE VOTED ON IT, HE CAN ONLY SPEAK OR I CAN ONLY -- WE CAN ONLY SPEAK FOR OURSELVES. THIS LEGISLATIVE AGENDA ALLOWS US TO COMMENT AS A GROUP. NOT SPECIFICALLY TO ANY BILL PER SE. BUT IN THE GENERAL TOPIC, THIS IS WHAT WE'RE FOR.

SO BECAUSE YOU'LL GET THAT UP THERE. SOMETIMES YOU'LL MEET WITH SOMEBODY AND THEY MAY ASK YOU, YOU KNOW, SOMETIMES IT'S

[02:05:01]

OBVIOUSLY MORE POWERFUL IF YOU SAY OUR CITY FEELS THIS WAY AS OPPOSED TO SAYING I FEEL THIS WAY. WELL ALTHOUGH WHEN COMMISSIONER MAYERSOHN SAYS IT, IT'S MORE POWERFUL THAT HE

SUPPORTS IT. >> BOB, THE REST OF THE

COMMISSION IS VERY PRO BEARD. >> SOMEBOY SAID THAT TO ME

TODAY. >> YOU KNOW, I WILL SAY WHILE WE'RE KIND OF ON LEGISLATIVE ACTION, PERHAPS MAYBE IT WAS JUST AN OVERSIGHT. BUT I KNOW WE TALKED ABOUT THE LAST TIME ROBBY WAS HERE WAS ENVIRONMENTAL -- I THINK I CRAFTED IT BUT I DON'T

SEE IT ON HERE. >> (INAUDIBLE).

>> WHO HANDED THESE OUT? >> COMMISSIONER MAYERSOHN.

>> ALISON HANDED THEM OUT. >> MAYBE THESE AREN'T THE LATEST VERSIONS. BECAUSE I REMEMBER THAT TOO, JORDAN.

>> I REMEMBER DENYING THAT ONE. I'M JUST KIDDING. JUST KIDDING.

FOR THE RECORD, I WAS JUST KIDDING.

>> (INAUDIBLE). >> THAT'S OKAY. WE CAN GET THE UPDATED ONES. WE'LL NEED THAT FOR TALLAHASSEE ANYWAY. YES, LOOKING FORWARD TO GOING TO TALLAHASEE BY THE WAY. I DON'T KNOW IF I MENTIONED THAT IN MY COMMENT.

>> SPEAKING OF WHICH, MAYOR, I WOULD RECOMMEND A MOTION ON THAT ITEM THAT WE JUST DISCUSSED AND A VOTE. IF WE'RE GOING TO TAKE A POSITION, THIS IS THE CITY'S COMMISSION.

>> COMMISSIONER MAYERSOHN. >> I'D LIKE TO MAKE A MOTION THAT THE CITY AND CITY COMMISSION SUPPORT FIREARM SAFETY LEGISLATION THAT IMPROVES THE SAFETY OF THE PUBLIC.

>> SECOND. >> MOTION TO APPROVE BY COMMISSIONER MAYERSOHN, AND SECOND BY COMMISSIONER ISROW.

ROLL CALL. >> COMMISSIONER BRIER.

>> YES. >> COMMISSIONER ISROW.

[10. Comments by the Broward Sheriff's Office]

>> YES. >> VICE MAYOR --

>> YES. >> MAYOR WALKER.

>> YES. PLEASE SHOW IT PASSES UNANIMOUSLY.

CAPTAIN CALLAVETA. GREAT TO SEE YOU. HAPPY NEW YEAR

>> HAPPY NEW YEAR. CAPTAIN CALLAVETA. SHERIFF'S OFFICE.

CRIME RATES HAVE BEEN GOOD. HAD OVER THE HOLIDAYS TWO VEHICLE BURGLARIES. ALL PERSON IS IN VEHICLES.

>> HOW ABOUT THE KEY FOBS? >> KEY FOBS HAVE BEEN GOOD. NOT

A LOT OF STOLEN CARS. >> VERY GOOD. THAT'S THE SOFTBALL TEAM ADVERTISING EVERY SUNDAY.

>> I THINK WE HAVE TO GET THE CAPTAIN A JERSEY.

>> YES. >> PLEASE KEEP IT UP. DON'T LEAVE YOUR PURSES OR WALLETS IN YOUR VEHICLE. IF YOU DO, LOCK YOUR DOORS OR AT LEAST ROLL UP YOUR WINDOWS.

>> YES, THAT HELPS. THAT'S VERY HELPFUL.

>> ANY QUESTIONS? >> I WONDER IF PEOPLE WATCHING THIS SAY THAT WAS ME HE'S TALKING ABOUT. I LEFT MY WINDOW DOWN AND MY PURSE RIGHT ON MY FRONT SEAT OF MY CAR.

>> CAN YOU JUST SHARE WITH THE DEPUTY THAT WAS AT THE PARK OUR

SENTIMENTS AS WELL. >> ABSOLUTELY.

>> YEAH, I THINK WE'RE RECOGNIZING --

>> YES, WE'RE WORKING ON THAT. >> LET ME SAY THIS, AND THIS GOES FOR MR. MOSER AS WELL. I JUST WANT TO COMMENT. I KNOW WE MENTIONED THE DEPUTY EARLIER. OR COMMISSIONER MAYERSOHN DID. BUT YOU GUYS DO YOUR JOB DAY IN AND DAY OUT AND DO IT AMAZINGLY. YOU NOT ONLY SAVED A LIFE, YOU SAVED A FAMILY. AND HIS WIFE IS A TEACHER AT RIVERGLADES ELEMENTARY SCHOOL. HIS DAUGHTER WAS ON THE FIELD PLAYING SOCCER AND SAW ALL THIS. I MEAN, WHAT YOU GUYS DID, WHAT YOUR STAFF, WHAT YOUR FOLKS DID IN SAVING THIS GENTLEMAN'S LIFE HAS RIPPLED EFFECTS THROUGHOUT THE WHOLE COMMUNITY. I THANK YOU. THE CITY THANKS YOU. I'M SURE

THE FAMILY THANKS YOU AS WELL. >> IT'S PRETTY AMAZING. ISN'T THAT WHAT THIS IS ALL ABOUT? YOU HAD A CITIZEN. YOU HAD A FELLOW MOM THERE WHO STARTED. THE CITY CAME IN. THIS IS WHAT OUR COMMUNITY IS ABOUT. WE SHOULDN'T OVERLOOK THIS ONE INCIDENT. THIS

IS THE FABRIC. >> TRUE.

>> I KNOW WE SAY IT ALL THE TIME AND I MENTIONED IT BEFORE ABOUT YOU, AND WE WANT TO GIVE YOU THE TOOLS. AND I THINK THAT'S WHAT THE ENTIRE COMMISSION WAS GETTING AT WHEN WE WERE TALKING ABOUT THE FIRE ENGINE IS WHAT TOOLS DO YOU NEED THAT WE'RE NOT GIVING YOU. AND I HAD THAT CONVERSATION WITH SHERIFF TONY TODAY, TOO. BOY, I DON'T WANT TO OVERLOOK THIS AND UNDER PLAY THIS BECAUSE WHAT YOU ALL DID AND WHAT EVERYONE FROM THE WOMAN THAT WAS THERE TO, YOU KNOW, THE PARENTS THAT HELPED. CALLED 911.

EVERYONE ON DOWN THE LINE. I MEAN, IT DIDN'T JUST SAVE ONE GUY'S LIFE. IT'S NOT JUST ONE STATISTIC. THIS IS A FAMILY.

THIS IS A COMMUNITY. THIS IS A TEACHER IN OUR COMMUNITY. IT'S JUST, I DON'T WANT TO DOWN PLAY THAT.

>> NOT TO MENTION JUST BEFORE CHRISTMAS. IT WAS A CHRISTMAS

PRESENT FOR EVERYONE. >> AND HE WENT TO THE HOSPITAL.

FROM WHAT I HEARD, AND I DON'T WANT TO GET TOO IN IT, IT WAS A POTENTIAL HUGE BLOCKAGE AND SAVED HIM FROM FUTURE ISSUES,

TOO. >> YUP. ALL RIGHT.

[11. Comments by the Coral Springs/Parkland Fire Department]

>> THANK YOU. >> THANK YOU.

>> THANK YOU. >> COMMENTS BY THE CORAL SPRINGS

PARKLAND FIRE DEPARTMENT. >> GOOD EVENING. I WILL BE BRIEF

[02:10:03]

BECAUSE OF THE TIME. I WOULD LIKE TO ECHO COMMISSIONER BRIER NOT TO UNDERSTATE IT AS WELL. WITHOUT THE 911 CALL, WITHOUT THE DEPUTY, WITHOUT THE PARK RANGER, OUR CREWS WOULD HAVE ENCOUNTERED A DECEASED PERSON THAT WAS NOT ABLE TO BE REVIVED.

SO TO YOUR POINT VERY WELL GREAT JOB BY YOUR TEAM.

>> AND THE RESIDENT. >> AND THE RESIDENTS.

>> FOR SURE. >> AND 911 OPERATOR WHO DID THE

CPR. >> BECAUSE NOT EVERY RESIDENT WOULD DO THAT. A LOT OF PEOPLE WOULD PANIC AND NOT BE ABLE TO

STEP UP AND DO THAT. >> IT WENT ACCORDING TO PLAN.

160 CALLS IN THE CITY OF PARKLAND LAST MONTH. THE COVID

RATES ARE STARTING TO GO DOWN. >> YES.

>> WE'RE VERY HAPPY. >> SAW THAT.

>> JUST A FEW DAYS AGO, ABOUT 60% OF THE HOSPITALS IN BROWARD COUNTY WERE ON CRITICAL CAPACITY. TODAY, THERE'S ONLY TWO. SO WE ARE MOVING IN THE RIGHT DIRECTION. AND FINALLY, ON A PERSONAL NOTE, I CANNOT THANK YOU GUYS ENOUGH FOR YOUR SUPPORT TO US FOR OUR MEMBER THAT PASSED. I SPOKE WITH NANCY EARLY TODAY AND SHE HAS PASSED ALONG ALL OF OUR CONDOLENCES AND WE APPRECIATE THAT. IT WAS A COWORKER OF MINE AND A PERSONAL FRIEND. AND WE VERY MUCH APPRECIATE YOUR SUPPORT NOT JUST FOR THIS, BUT FOR ALL OF OUR CRAZY EVENTS THAT HAPPEN. THANK

YOU. >> YEAH, ANYTHING WE CAN DO TO SUPPORT HIS FAMILY, DEPUTY CHIEF, LET US KNOW.

>> WE DEFINITELY WILL. THIS IS A QUICK TURNAROUND TIME. VIEWING WILL BE TOMORROW. I JUST SENT YOU THE LINK IF YOU WOULD MIND SHARING. AND THE SERVICES WILL BE FRIDAY MORNING AT ST.

ANDREWS. I DID JUST SEND NANCY THAT. I'M SURE SHE'LL SHARE. IF YOU'RE ABLE TO BE THERE, WE APPRECIATE THE SUPPORT. IF NOT, WE DO KNOW THAT YOU SUPPORT US ALL THE TIME. SO THANK YOU.

>> YES, WE ABSOLUTELY DO. THANK YOU.

>> THANK YOU. >> COMMISSIONER MAYERSOHN.

>> ONE QUICK FOLLOW UP. ON THE POST POINT AED WHERE IT SHOWS WHERE THE AEDS ARE, THERE WAS AN INCIDENT, A CRITICAL INCIDENT AT THE HABAD THE OTHER DAY. WHATEVER IT WAS. I LOOKED ON THE APP, THE HABAD SHOULD SHOW THAT IT HAS AEDS BUT IT DOESN'T. I DON'T IF IT'S BETWEEN YOU GUYS OR PULSE POINT. 3

>> IT'S PROBABLY ON US. WHEN THE INSPECTION IS DONE AT THAT PROPERTY. WHEN THE AED IS LOCATED THERE, THAT'S WHEN THE INSPECTOR PUTS IT ON THE APP WHICH THEN IN TURN PUTS IT ON THE APP FOR THE RESIDENTS. IT MIGHT BE A NEW ADDITION. NANCY SENT ME AN EMAIL ON IT AND I WILL PERSONALLY ADD IT MYSELF.

>> AND CHECK ALL THE OTHER BUSINESSES ON THERE THAT MIGHT BE ON THERE AS WELL. THERE MIGHT BE OTHERS.

>> AGAIN, WE GENERALLY ONLY CATCH THEM AT INSPECTION BECAUSE THEY'RE NOT REQUIRED TO TELL US THAT THEY HAVE ONE. ALTHOUGH A LOT OF PLACES DO. THEY'RE EXTREMELY EXPENSIVE PIECES OF EQUIPMENT. THERE'S NO MANDATE TO TELL US THAT THEY HAVE ONE. WE USUALLY ONLY CATCH THEM AT INSPECTION TIME.

>> JUST AS A FOLLOW UP, ARE YOU GUYS DOING ANY CPR -- I MEAN, OBVIOUSLY NOW WITH COVID YOU MIGHT NOT. BUT WHEN YOU DO, LET US KNOW SO WE CAN BLAST THAT OUT.

>> OUR TRAINING ACADEMY DOES PUBLIC CPR TRAINING CLASSES OFTEN. MANY TIMES A WEEK. IT'S EITHER 911CPR.ORG OR CPR911.ORG.

CPR COURSES AT OUR ACADEMY. THERE ARE CERTIFICATION COURSES.

BUT THERE'S ALSO PUBLIC AWARENESS CLASSES THAT WE DO AS WELL. YOU'RE NOT ACTUALLY GETTING A CERTIFICATE BUT WE CAN SHOW PEOPLE WHAT IT LOOKS LIKE AND THAT'S GOOD ENOUGH.

>> MAYBE WE CAN PUT THAT OUT ON OUR CITY PAGE AND BLAST THAT OUT AND INVITE OUR RESIDENTS TO PARTICIPATE. I THINK THAT'S A

[12. Comments by the City Manager]

GOOD IDEA. >> OKAY. THANK YOU.

>> THANK YOU. >> COMMENTS BY OUR CITY MANAGER.

>> YES, I JUST WANT TO LET YOU KNOW THAT WE'RE CONTINUING WITH THE TESTING OVER AT THE EQUESTRIAN CENTER FOR THE COVID TESTING NEXT WEEK. SO WE WILL BE THERE TUESDAY THROUGH FRIDAY.

SINCE MONDAY IS A HOLIDAY, IT WILL BE TUESDAY THROUGH FRIDAY FROM 8:00 TO 5:00 -- OR 8:00 TO 4:00.

>> NANCY, JUST ONE THING ON THAT. IT'S GREAT THAT WE HAVE IT. BUT PERSONALLY MY WIFE HAD THE ISSUE AND OTHERS HAVE, IS SOME SORT OF DELAY ON RESULTS. IF THERE IS SOMETHING THAT CAN BE DONE OR IF THERE MIGHT BE A PROBLEM THAT WE CAN HELP THIS WITH. I KNOW SOMETIMES IT'S GONE ON FOR ABOUT FIVE DAYS.

>> I THINK IT GOES -- THEY ALL GO TO THE SAME LAB. I THINK IT'S JUST THE LABS IN GENERAL ARE JUST SO FAR BEHIND. BECAUSE SO

MANY PEOPLE ARE GETTING -- >> THE OTHER THING YOU MIGHT WANT TO PUT OUT THERE IS THAT YOU CANNOT HAVE SOMETHING TO EAT

WITHIN 30 MINUTES. >> 30 MINUTES PRIOR TO THE TEST.

>> I THINK WHEN THEY DO THE POST.

>> WE PUT THAT OUT THERE. >> YEAH, MAKE SURE TO REALLY PUT

[02:15:02]

THAT BIG SO PEOPLE SEE THAT. BECAUSE OTHERWISE THEY'RE PARKED

THERE FOR 30 MINUTES. >> I COULD SAY THIS, NANCY, AND KUDOS TO THE PEOPLE WHO ARE RUNNING IT AND CITY STAFF COORDINATING IT. BECAUSE TO THE MAYOR'S POINT EARLIER, THE LINES HAVE BEEN MANAGEABLE. THE SERVICE HAS BEEN GREAT.

EVERYBODY IS SMILING AND HAPPY. AND HELPFUL.

>> AND SICK. >> WELL I'M TALKING ABOUT THE PEOPLE WORKING THERE. I'M TALKING ABOUT THE PEOPLE WORKING

THERE. >> OH, OKAY.

>> THEY'VE BEEN GREAT TO DEAL WITH AND HAVING IT AT THE EQUESTRIAN CENTER HAS MADE IT EVEN MORE SO.

[13. Comments by the City Attorney]

>> ABSOLUTELY. >> THANK YOU.

>> OKAY. COMMENTS BY THE CITY ATTORNEY.

>> YES, ONE TONIGHT. I WOULD LIKE TO REQUEST AN EXECUTIVE SESSION AND LITIGATION STYLE -- THE CITY OF PARKLAND CIRCUIT COURT FOR THE 17TH JUDICIAL CIRCUIT FOR BROWARD COUNTY. CASE 20--- AND I'M SURE THE CITY MANA MANAGER'S OFFICE WILL BE IN CONTACT WITH YOU SOON TO GET

THAT SCHEDULED. THANK YOU. >> OKAY. AND MOTION TO ADJOURN.

>> MOTION
