[5. Comments from the Public on Non-Agenda Items ]

>> PASSES UNANIMOUSLY. >> ROGERS CAN GO FIRST SINCE HE ACTUALLY SIGNED UP BUT YOU

CAN STILL WALK DOWN TO YOUR LOSER. >> GOOD EVENING MAYOR AND VICE MAYOR AND COMMISSIONERSS AND CITY MANAGERS AND GERS AND ATTORNEYS.MY NAME IS ROSS AND I AM AN INTERN WITH STATE WITH STATE REPRESENTATIVE. I'M PLEASED HER AGAIN R AGAIN TONIGHT ON BEHALF OF REPRESENTATIVE TROTSKY. WE ENJOYED THE EVENT SHE WOULD LIKE TO THANK THE CITY THAT THEY DID A GREAT JOB. SHE WOULD ALSO LIKE TO THINK THAT COMMISSIONER FOR ATTENDED THE HOLIDAY OPEN HOUSE LAST SATURDAY.

THE SATURDAY, DECEMBER 18 IN PARTNERSHIP WITH THE FARM CHAIR AND THE CITY OF COCOA AND CREEK OUR OFFICES WILL BE HOSTING A DRIVE-THROUGH FOR DISTRIBUTION AT 5820 NORTHWEST 40TH STREET IN COCONUT CREEK. THE FOOD WILL BE DISTRIBUTED ON A FIRST-COME FIRST-SERVED BASIS. IF YOU KNOW OF ANY CONSTITUENTS IN NEED PLEASE TELL THEM ABOUT PLEASE TELL THEM ABOUT IT. I VERY MUCH APPRECIATE YOU ALLOWING ME TO BE HERE TODAY TO

SPEAK. THANK U. >> IS THERE ANYONE ELSETHAT WOULD LIKE TO SPEAK ON ON AGENDA YONE ELSE THAT WOULD LIKE TO SPEAK ON ON AGENDA

ITEMS?>> PETER BACK ALONE. I LIVE IN PARKLAND FLORIDA. I HAVE TWO OR THREE QUESTIONS.

THIS GOES BACK TO THE 2016 BUDGET. IN THAT BUDGET THERE IS STRATEGIC OVERVIEW AND BELOW IS A BRIEF DESCRIPTION OF EACH ACTION PLAN.

IN THAT IT SAYS FIRE HYDRANT WATER SUPPLY. THERE'S A LACK OF FIRE HYDRANTS IN THREE AREAS OF THE CITY THAT CAUSES A DELAY IN FIRE SUPPRESSION OPERATIONS WHEN WATER SUPPLY IS REQUIRED. MY QUESTIONS ARE I CANNOT FIND ANY MENTION OF THIS IN A PREVIOUS BUDGET OR SUBSEQUENT BUDGET. IT WAS IN 2016 I THINK THAT THERE WAS SOMETHING CALLED A RANCH ROAD EARLY START INSTALL. IT WAS A WATER SYSTEM.

THERE HAS BEEN DISCUSSIONS WITH OTHER COMMISSION MEETINGS ABOUT A POSSIBLE LADY OF COMPLETING THIS. THE SECOND BY USING SOME MONEY FROM THE AARP.

MY QUESTION IS HOW IS A DECISION MADE TO START IN THIS AREA MEANING THE RANCHES AS OPPOSED TO THE OTHER TWO AREAS WITHOUT ADEQUATE FIRE PROTECTION.

THERE IS A MONETARY CONCERN HERE. IT SEEMS LIKE THE COMMISSION TYPICALLY HIRES AN OUTSIDE CONSULTANT TO DO A STUDY OR ADVISE THESE IMPORTANT DECISIONS. IN THAT SAME STRATEGIC OVERVIEW TALKS ABOUT A BRIEF DESCRIPTION OF THE ACTION PLAN. IN THAT PARTICULAR BULLET IN THAT PAGE THERE IS NO ACTION PLAN. IT JUST MAKES A STATEMENT. SINCE 2016 IT DOES NOT APPEAR

[00:05:06]

THAT THERE HAS BEEN ANY ACTION PLAN TO CORRECT THE OTHER TWO AREAS.

THE OTHER THING I COULD NOT FIND AN EARLY START PROJECT THERE IS NO PROJECT DESCRIPTION FORM IN YOUR OWN BUDGET IT SAYS THERE'S OVER $25,000 FOR THE PROJECT DESCRIPTION FORM.

I'M NOT SURE THE FINAL COST OF THE PROJECT BUT WISER FUNDED FROM THE RESERVES OF THE CITY AS OPPOSED TO THE ON STRATEGIC OBJECTIVES OF HAVING THE COST BORNE BY THOSE RECEIVING SPECIAL BENEFIT? THERE ARE MULTIPLE QUESTIONS IN THERE.

>> THANK YOU. >> NANCY SO ONE DAY. >> WHAT WE WILL DO IS CHRIS

JOHNSON. >> CAN I GET THAT RESPONSE IN AN EMAIL.

>> IS THERE ANYONE ELSE THAT WOULD WISH TO SPEAK ON ON AGENDA ITEMS?

>> WE START WITH COMMISSIONER MAYOR. >> IF WE CAN HAVE JUST A MOMENT OF SILENCE WE HAD AN INDIVIDUAL PASS AWAY. LYNN CREATED THE CITIZEN

SUPPORT SON WALKER. >> THE SCHOOL BOARD PASTOR 2022 AND 2023 CALENDAR.

THE FIRST DAY FOR KIDS GOING BACK TO SCHOOL IS TUESDAY, AUGUST 16.

I JUST WANTED TO ALERT EVERYBODY HAS TO START TO PLAN FOR NEXT YEAR SO YOU CAN PERSONALLY PLAN. ALSO A REMINDER THAT JANUARY 6 AT 6:00 P.M. AT TERRA BELLA SCHOOL DISTRICT FOR THEIR HAVING THEIR MEET AND CHAT FOR THE SCHOOLS.

AGAIN DOESN'T WANT TO ATTEND ARE MORE THAN WELCOME TO. UPDATE YOU ON THE SOLID WASTE AND RECYCLING WORKGROUP WE HAD ANOTHER MEETING TODAY. THE COUNTY IS STILL ACTIVELY IN DISCUSSIONS WITH TWO VENDORS FOR THE WASTE GENERATION STUDY. THEY ARE PUSHING ALONG AND WILL NOT TAKE THE HOLIDAYS OFF SO THEY EXPECT THAT THEY WILL HAVE A VENDOR IN PLACE BY THE EARLY PART OF 2022 AND HOPEFULLY WITH AN AUGUST TIMEFRAME OF COMPLETION FOR THE STUDY.

WE ALSO DISCUSSED BLOAT CONTROL. WE WERE KIND OF LOOKING AT A COMBINATION OF AN ECONOMIC AND REGULATORY FLOW CONTROL APPROACH.

ECONOMIC OBVIOUSLY BEING SOME SORT OF ASSESSMENT RATHER THAN RELYING ON TIPPING FEES AND REGULATORY ISSUES WHICH IS MEAN WE WOULD PARTICIPATE IN CREATING ORDINANCE REQUIRING TRASH TO BE HAULED TO A SPECIFIC SITE. AS RAJ HAD MENTIONED THE LIGHT OF THE PARK WAS A GREAT EVENT. EVERYONE LOVED IT. ON A PERSONAL NOTE THE HEART AND SOUL RUN WHICH BENEFITED PARKLAND CARES I PLACED THIRD. THERE ARE ONLY THREE PEOPLE IN THE GROUP. I FINISHED THOUGH. [LAUGHTER]

>> I JUST WANT TO MENTION THAT. I ALSO HAD A GREAT OPPORTUNITY TO PARTICIPATE AS A SPECIAL GUEST CONDUCTOR IN THE WINTER ERT FOR THE SYMPHONIC BAND.

I CONDUCTING DECK THE HALLS WITH CHIPS AND SALSA. MISTER GORDON AND MISS DOT ARE JUST AMAZING THEY ARE FANTASTIC TEACHERS AND THE KIDS LOVE LOVE THEM.

[00:10:09]

>> THE NEXT TONESES WILL BE WILL BE COMING. AND THE ELECTED OFFICIALS MEETING ONE OF THE INTERESTING THINGS THAT WE WERE TALKING ABOUT WAS THE SOCIAL MEDIA UNTS. THIS IS SOMETHING WE PUT ON OUR STRATEGIC PLANNING LIST.

>> I THINK IT HAS A LOT OF MERIT FOR US. THE FLORIDA LEAGUE OF CITIES WILL BE HAVING TOMORROW A PRE-LEGISLATIVE SESSION WEBINAR STARTING AT 2:00 P.M.. I ALSO WANT TO THANK NANCY AS FAR AS GETTING OUR VENDORS TO SIGN UP FOR THE ARTISTIC FRIENDLY TRAINING. THEY ARE SIGNED UP AND READY TO GO.

AGAIN THIS IS JUST MY OPINION I'M WILLING TO HEAR WHAT EVERYBODY ELSE HAS TO SAY.

I WOULD LIKE SOME WAY TO MEMORIALIZE THAT TRAINING IN A CONTRACT SO THAT IF YOU'RE WILLING TO DO IT NOW JUST TO PUT IT IN THERE YOU MEMORIALIZE THAT TRAINING.

THAT SOMETHING TO TALK ABOUT. >> NO FESTUS TOMORROW AT 5:00 P.M. IF YOU DON'T HAVE A TICKET SOLD OUT. I JUST WANT TO WISH EVERYONE A JOYOUS HOLIDAY SEASON.

BE SAFE AND ENJOY AND SPEND TIME WITH YOUR FAMILY. >> THANK YOU COMMISSIONER

MAYERSON? >> COMMISSIONER BRIER?> THANK YOU MAYOR.

I JUST WANT ECHOES SOME OF THE SENTIMENTS. OUR HEARTS GO OUT TO LYNN'S FAMILY. TAT'S VERY TRAGIC. SHE CERTAINLY WAS AN ASSET TO THE CITY. TEACHERS AND ADMINISTRATORS ARE STARTING THEIR WINTER BREAK ON FRIDAY SO HAVE A SAFE BREAK AS COMMISSIONER MAYERSON SAID WE HAVE SNOW FAST TOMORROW AND THE FARMERS MARKET ON SUNDAY WITH THE CRAFT BEER FESTIVAL. IT'S A GREAT TIME TO BE IN PARKLAND. WE HOPE EVERYONE HAS A SAFE AND HAPPY HOLIDAYS.

>> COMMISSIONER ISRAEL QUESTIONER. >> THANK YOU MAYOR.

I WANT TO START OFF BY FIRST CONGRATULATING THE CHAMPIONSHIP OF THE FIRST INAUGURAL SOFTBALL TEAM. DESPITE THE FACT THAT OUR TEAM CAME IN SECOND PLACE IT WAS A HEARTFELT BATTLE AND ANYONE THAT'S INTERESTED IN GETTING INVOLVED IS PROBABLY ONE OF THE MORE FUN ACTIVITIES HAVE DONE IN A GREAT TIME. IT REALLY JUST GRATES TO SHOW THE COMMUNITY INVOLVEMENT IN OUR CITY WHERE YOU HAVE PEOPLE FROM WALKS OF LIFE GETTING TOGETHER ON SUNDAYS JUST TO HAVE FUN. I REALLY ENJOY THAT AND I HOPE MORE PEOPLE PARTICIPATE NEXT YEAR. LIGHT UP THE NIGHT EVENT I AGREE WAS WELL DONE MY KIDS HAD A BLAST. HOPEFULLY THIS CONTINUES TO GROW AND GROW AS IT SEEMS LIKE OUR EVENTS ARE DOING. JUST ON A MORE SERIOUS NOTE I THINK IS THE HOLIDAYS COME CLOSER I THINK THIS YEAR ESPECIALLY YOU CAN FIND SOMETHING TO BE THANKFUL FOR AND APPRECIATE EVERYTHING THAT WE HAVE AND BE GRATEFUL FOR EVERYTHING. HAVING THE FOOD DRIVE I GUESS TO ROGER'S POINT IS AN OPPORTUNITY WHERE PEOPLE CAN GET BACK WHETHER IT'S A SPECIFIC AGENDA ITEM WHICH IS DIFFERENT CHARITIES THAT THE CITY SUPPORTS OR AT LEAST HAS A LIST UNDER SUPPORT.

THERE'S ALSO A NUMBER OF 20 TO VICTIMS THAT ARE IN DESPERATE NEED OF HOUSING ITEMS WITH JUST REGULAR DAY-TO-DAY THINGS. DEFINITELY PLEASE CONSIDER GIVING OUT OR GIVING BACK.

I HOPE EVERYONE HAS A GREAT HOLIDAY AND A HAPPY NEW YEAR AND HOPEFULLY 2020 IS EVEN

BETTER. >> COMMISSIONER ISRAEL? >> VICE CHAIR CUTLER.

>> NINE YEARS AGO 26 LIVES WERE TAKEN AT SANDY HOOK. OUR HEARTS GOT TO VICTIMS AND WE JUST WANT TO PUT OUT THERE THAT WE HAVE NOT FORGOTTEN THEM.

WE KNOW WHAT THEY'VE BEEN THROUGH. WE HOPE THAT AS TIME PASSES IT WOULD HELP THEM. I ALSO WANT TO CONVEY MY CONDOLENCES TO THE FAMILY.

SHE AND I SERVED AS OFFICERS OF THE PARKLAND FRIENDS OF THE LIBRARY FOR MANY YEARS.

I CAN TELL YOU THAT CATEGORICALLY SHE WAS ONE OF THOSE PEOPLE WHO DEDICATED HERSELF TO THE SERVICE OF THE COMMUNITY AND DID AN AMAZING JOB IN THAT REGARD.

I ALSO WANT TO GIVE KUDOS TO THE CITY FOR THE LIGHT UP THE PARK EVENT.

IT WAS A GREAT EVENT AND IT FOLLOWED ON THE HEELS OF ZIMMERMAN FRAGMENTS LINEUP AND

[00:15:03]

THE LIGHT OF THE PARK WHICH IS ON DECEMBER 2. I HAD THE FORTUNE OF ATTENDING THE PARKLAND CHAMBER WOMEN'S LOT LUNCHEON WITH GUEST SPEAKER CHRISTINE.

I'M STILL HEARING FROM MEMBERS OF OUR COMMUNITY HOW GREAT THE EVENT WAS AND HOW IMPACTFUL HER COMMENTS OR SO KUDOS TO HER IT WAS A WONDERFUL EVENT. BROWARD DAYS HOLIDAY RECEPTION WAS WITH COMMISSIONER MAYERSON. I WOULD ENCOURAGE OUR COMMISSIONERS TO ATTEND THOSE KINDS OF FUNCTIONS TO MAKE CONNECTIONS WITH OTHER MEMBERS OF BROWARD COUNTY AS WE PREPARE FOR GETTING TO KNOW WHO THE PEOPLE ARE AND WHO WILL BE GOING UP FOR THAT WILL BE VERY BENEFICIAL TO THE CITY. I ALSO WANT TO WISH EVERYONE A HAPPY HOLIDAY.

SAFE HAPPY AND HEALTHY NEW YEAR. I KNOW IT'S GONNA SOUND LIKE A BROKEN RECORD BUT HE PROBABLY KNOW THAT THERE IS A NEW CORONAVIRUS VARIANT OUT THERE AND I'M HOPING THAT PEOPLE CONTINUE TO TAKE IT SERIOUSLY IN REGARDS TO VACCINATIONS, MASKS AND SOCIAL DISTANCING WHEN POSSIBLE. THOSE ARE MY COMMENTS, THANK

YOU. >> THANK YOU VICE MAYOR. I HAVE A LOT OF THE SAME THAN EVERYONE ELSE. THIS TIME OF GOING LAST SO I DON'T REPEAT EVERYTHING BUT OBVIOUSLY CONDOLENCES TO LYNN'S FAMILY. LIGHT OF THE PARK WAS FANTASTIC. I LOVE HOW WE GET THE COMMUNITY TOGETHER WITH THE SCHOOLS AND PERFORMING. I THINK THAT WAS GREAT. THE INTENDANTS WAS FANTASTIC.

YOU DO STUFF FOR THAT. WE WOULD'VE RATHER TAKEN FIRST ON SOFTBALL BUT WE WOULD START WITH SECOND AND SEE WHAT HAPPENS. I WANT TO CONGRATULATE THE P REACHING JUNIOR RANGERS FOR WINNING THE NATIONAL CHAMPIONSHIP AND MOVING ON TO GLOBALS WHICH IS IN FEBRUARY. WE ARE LOOKING FORWARD TO THAT. I ALSO WANT TO CONGRATULATE THE EAGLE REGIMEN WHO GOT THEIR OFFICIAL INVITATION TO PERFORM OR MARCH IN THE LONDON NEW YEAR'S DAY PARADE YEAR 22 AND 23. THAT'S VERY EXCITING FOR THEM.

WE'RE LOOKING FORWARD TO SEEING THEM TO DO THAT. AND THEN OBVIOUSLY HAPPY HOLIDAYS AND BEST WISHES ON A FANTASTIC HEALTHY AND SAFE AND PROSPEROUS NEW YEAR.

WITH THAT WE'RE GOING TO GO TO PROCLAMATIONS AND RECOGNITIONS. SENATOR POLSKY?

[7. Presentation ]

WE ARE GOING TO LET SENATOR POLSKY GIVE US THE LEGISLATIVE UPDATE.

IT WILL BE NICE FOR EVERYONE HERE TO SEE THAT UPDATE. THANK YOU VICE MAYOR CUTLER FOR POINTING THAT OUT AND THANK YOU SENATOR POLSKY FOR COMING IT'S GREAT TO SEE YOU AS ALWAYS.

>> WOMAN: THANK YOU SO MUCH FOR HAVING ME MAYOR AND COUNCIL MEMBERS.

EVERYONE IN PARKLAND IT'S GREAT TO SEE YOU AND LIKE YOU WISHING EVERYONE A HAPPY HOLIDAYS AND A VERY HEALTHY AND SAFE GOOD NEW YEAR. I AM STATE SENATOR TINA POLSKY.

I REPRESENT THE CITY OF PARKLAND AS WELL AS COCONUT CREEK AND PARTS OF CORAL SPRINGS AND A GOOD CHART CHUNK OF PALM BEACH COUNTY UP IN TALLAHASSEE.

WE ARE HEADED BACK THERE FOR SESSIONS ON JANUARY 11 THROUGH MARCH 11.

WE MEET ONCE A YEAR AND WE HAVE SIX COMMITTEE WEEKS THAT WE ALREADY DID FALL.

THAT IS HOW THE LEGISLATOR WORKS OTHERWISE WE ARE HERE IN THE DISTRICT AND AVAILABLE TO MEET WITH CONSTITUENTS AND DO GREAT THINGS LIKE LIGHT UP THE PARK AND MEET WITH THE VARIOUS CITIES. I WANTED TO TALK ABOUT SOME THINGS AND I'M EXPECTING TO SEE IN TALLAHASSEE THIS SESSION. AS WELL AS SOME BELLS THAT I'M DOING BUT I WANT TO START WITH MENTIONING THE APPROPRIATIONS PROJECT THAT YOU HAVE INTERESTED ME WITH.

I'M EXCITED TO WORK WITH YOU TO SECURE FUNDING FOR A ADA ACCESSIBLE PLAYGROUND AND FOR A PROJECT TO REMOVE INVASIVE PLANTS AND ALSO NOT A CITY PROJECT BUT WORKING ON MORE FUNDING FOR EAGLES HAVEN WHICH IS AN IMPORTANT RESOURCE IN THIS COMMUNITY.

HOPEFULLY THOSE PROJECTS GO WELL AND I'M SURE THAT YOU WILL HELP ALONG THE PROCESS AND I KNOW I WILL DO EVERYTHING I CAN TO GET THOSE FUNDED. I WANTED TO TALK ABOUT FIRST

[00:20:07]

WHAT I FORESEE COMING UP IN THE SESSION. THIS IS MY FOURTH YEAR IN THE LEGISLATOR AND EACH YEAR WE SEEM TO GET A LITTLE WORSE WITH RESPECT TO PREEMPTION OF HOME.

T'S VERY FRUSTRATING WHEN I FACE MY FELLOW ELECTORATES WHO ARE DULY ELECTED BY THE CITIZENS HERE AND ARE BEING TOLD THAT THEY CAN'T RUN THE CITY THE WAY THEY SEE FIT AND THE WAYPEOPLE HAVE ELECTED THEM TO DO. IN LIGHT OF THE FACT THAT THE STATE WANTS TO TAKE CONTROL OF MANY ISSUES. THIS IS BUSINESS DAMAGES AGAINST LOCAL GOVERNANCE BY SENATOR HUDSON. WHAT THAT BILL DOES IS ALLOW BUSINESSES THAT SUFFER 15% OF THE PROFIT LOSS DUE TO A LOCAL ORDINANCE TO SUE A LOCAL GOVERNMENT WHICH MEANS SUING YOU THE TAXPAYERS BECAUSE YOU PAY FOR ATTORNEYS FEES AND A POTENTIAL SETTLEMENT AND AWARD. IF THE CITY WANTS TO DO SOMETHING IMPORTANT FOR ITS CONSTITUENTS FOR EXAMPLE POLLUTION AND THAT HAPPENS TO AFFECT THE BUSINESS IN A NEGATIVE WAY BECAUSE THEY ARE NOT TREATING THE ENVIRONMENTALLY WE EXPECT THEM TO. I THINK THAT'S WRONG SO WE'LL SEE WHAT HAPPENS WITH THIS BILL IT HAS TO GO THROUGH TO MY COMMUNITIES AND PASSED BOTH CHAMBERS WITH THE SENATE AND HOUSE. I'M SURE THAT SOME OF THEM PARTICULARLY SPEAKING OUT AGAINST HER AND I APPRECIATE THE SUPPORT THAT WE GET FROM BACK HOME.

ANOTHER BILL TO LOOK OUT FOR ANY PREEMPTION AREA AS VACATION RENTALS SENATE BILL 512 WHICH BY SENATOR BURGESS WHICH AGAIN EACH YEAR OF BEEN A WITCHES RECALLED THEY ARE B&B BILL WHICH DOESN'T ALLOW A CITY TO CREATE ITS OWN REGULATIONS WITH RESPECT TO SHORT-TERM RENTALS AND LEAVES IT TO THE STATE. EVERY YEAR IT IS DIED SOMEWHERE ALONG THE COMMITTEE SO LET'S HOPE THAT THAT CONTINUES TO BE THE CASE BECAUSE WE WANT TO REGULATE THE WAY YOU SEE FIT.

THERE MIGHT BE SOME TALK ABOUT BUILDING CERTIFICATIONS IN LIGHT OF THE TRAGEDY AT SURFSIDE. THERE WILL BE SOME BELLS TO THAT EFFECT BUT I'M CONCERNED THAT WE ARE IGNORING IT. KNOW PARKLAND DOES NOT HAVE THOSE LARGE BUILDINGS ON THE WATER OBVIOUSLY BUT OTHER PARTS OF MY DISTRICT DO AND OBVIOUSLY IN BROWARD COUNTY WE HAVE MANY OF THOSE. I'M VERY CONCERNED THAT WE STAY FOCUSED ON HOW TO PREVENT ANOTHER TRAGEDY LIKE SURFSIDE AND WE HAVEN'T SEEN ANYTHING COME UP IN THE WEEKS.

WHILE EVERYONE IS FOCUSED ON THIS ON THE SUMMER IT IS GOTTEN FORGOTTEN.

LET'S HOPE THAT WE CAN KEEP THAT UP. IN MY MIND THIS IS NOT SOMETHING WE SHOULD BE DEALING WITH IN LEGISLATURE. IF WE DO IT WILL TAKE UP THE OXYGEN AND THE PRESS AND IT WILL REALLY TAKE US OFF FOCUS. I'M CERTAINLY HOPING WE DO NOT HAVE A BILL LIKE THAT. IF WE DO I'M TOLD IT WILL LOOK MUCH MORE LIKE THE MISSISSIPPI BILL WHICH IS A 15 WEEK BAN WHICH IS THE ONE THAT IS ARGUED IN THE SUPREME COURT RECENTLY.

IF IT HAPPENS IT WILL BE A LATE FILED COMMITTEE BILL AND KIND OF SNUCK IN A LITTLE BIT AT THE END. A BIG ISSUE THAT MAY OR NOT AFFECT THE CITY OF PARKING IS REDISTRICTING. EVERY 10 YEARS WHEN THE DATA COMES OUT AND THERE IS A SHUFFLING OF THE SENATE SEAT AND HOUSE SEAT I THINK PARKLAND BASED ON THE MAPS THAT I'VE SEEN IS CANNOT TO CHANGE THAT MUCH. I INTEND TO RUN AGAIN FOR REELECTION BUT STILL DOES INCLUDE PARKLAND. I DON'T THINK IT WILL AFFECT YOU THAT MUCH BUT THERE ARE OTHER AREAS THAT IT REALLY DOES AFFECT QUITE A BIT.

IT SEEMS THE GOVERNMENT WANTS TO DO POLICING WHICH AGAIN IN MY MIND IS VERY UNNECESSARY.

THE STATES ATTORNEYS ARE PERFECTLY CAPABLE OF MANAGING THE MINUSCULE AMOUNT OF FRAUD THAT IS FOUND. AGAIN TO ME IT'S A WASTE OF OUR TAXPAYER MONEY ON THE NATIONAL

[00:25:06]

GUARD WORKS JUST FINE. THE GOVERNOR HAD A PRESS CONFERENCE TODAY WHERE HE WENT OFF ON THE MADE-UP CRITICAL RACE THEORY AND THIS IS GOING TO BE A BIG TOPIC OF CONVERSATION JUST TO YOU KNOW THAT IS NOT SOMETHING THAT IS TAUGHT THERE SEEMS TO BE CONCERNED THAT WE ARE TEACHING EQUITY WHICH I THINK IS NOT A DIRTY WORD.

IT'S EVEN GOING AS FAR AS TO PRIVATE CORPORATIONS AND THEY DON'T WANT EMPLOYEES TO BE SUBJECT TO WHAT YOU MIGHT CALL DIVERSITY AND INCLUSION. IT WILL BE A CONSTITUTIONAL AMENDMENT ON THE NEXT BALLOT. THE WAY THEY ARE TREATED AS DIFFICULT AND I DON'T WANT TO SEE THAT BECOMING MORE DIFFICULT THAN IT ALREADY IS. WE WILL BE VOTING ON $100 BILLION BUDGET ONCE AGAIN THE GOVERNOR LAID OUT A $99 BILLION BUDGET.

THAT IS WHAT WE HAVE TO LOOK FORWARD TO AND THAT HAS TO BE VOTED ON BY THE END OF THE SESSION. LEMMIE RUN THROUGH SOME OF THE BILLS.

I'M WORKING ON THEM QUICKLY. I'M WORKING ON A SPECIAL ELECTIONS BILL.

IT TOOK PLACE MUCH LATER THAN IT SHOULD HAVE AND WHAT HAPPENED THEN THE BILL I'M SEEKING TO PASS WILL REQUIRE A DATE CERTAIN WHERE THE GOVERNOR, ANY GOVERNOR IN THE FUTURE IS TO SET A SPECIAL ELECTION AND NOT LET IT GO AS LONG AS THIS ONE DID.

I HAVE FILED FOR BILLS RELATING TO GUN SAFETY. THIS IS SOMETHING THAT IS VERY IMPORTANT TO ME EVEN BEFORE I REPRESENTED THE CITY OF PARKLAND AND EVEN MORE SO NOW THAT I AM YOUR REPRESENTATIVE IN TALLAHASSEE. ONE OF THEM THAT I'M DOING ALONGSIDE REPRESENTATIVE HOW TESKE IS A GHOST TO GUNS BILL ON THIS IS TO PROHIBIT KIDS TO MAKE GUN ON YOUR OWN OR THREE DEPENDING GUNS. THIS IS SB 872 AND THESE ARE VERY DANGEROUS GUNS THAT ARE NOT SERIALIZED AND DANGEROUS AND DIFFICULT FOR LAW ENFORCEMENT TO MANAGE. I'M ALSO SPONSORING JAMIE'S LAW SB 334.

IN HONOR OF JAMIE GARTENBERG. THAT IS TO REQUIRE BACKGROUND CHECKS FOR AMMUNITION.

THE OF BACKGROUND CHECKS FOR GUN OWNERSHIP AND THERE SHOULD BE BACKGROUND CHECKS FOR AMMUNITION AS WELL. WE'RE WORKING VERY CLOSELY WITH FRED GARTENBERG ON THAT ONE.

I'M SPONSORING SENATE BILL 402 WHICH IS CALLED RISK PROTECTION ORDERS WHICH REQUIRES THAT WHEN SOMEONE IS ADJUDICATED AS MENTALLY UNFIT TO OWN A GUN THAT NEEDS TO BE RECORDED IN A POLICE DATABASE. UNFORTUNATELY IT'S A GLITCH IN THE LAW OR IT'S NOT IN THE PURCHASING DATABASE BUT IN THE DATABASE THAT THE LAW ENFORCEMENT HAS.

THAT'S A PRETTY EASY FIX AND I WOULD HOPE THAT THAT ONE WOULD GET THROUGH.

FINALLY FOR THE FOURTH YEAR IN A ROW I'M SPONSORING A BILL ON SAFE GUN STORAGE.

SENATE BILL 166 AND THIS MAKES THE SAFE STORAGE OF GUNS STRUCTURE REQUIRING THAT GUNS BE LOCKED UP IN A SAFE OR TRIGGER LOCK AND NOT JUST THE WAY THE CURRENT LAW STANDS AS A REASONABLE PERSON STANDARD WHICH REALLY DOESN'T DO MUCH AND IS RARELY PROSECUTED BECAUSE TART APPEARS REASONABLE. AS WE KNOW THERE ARE ACCIDENTS AND TRAGEDIES AND SO PEOPLE ARE NOT BEING RESPONSIBLE. I THINK THE LAW NEED SOME MORE TEETH. THEY HAVE TO REPORT THEIR SALTWATER INTRUSION ASSESSMENT.

[00:30:10]

IT SEEMS WE PASSED LAWS RELATING TO RESILIENCY BUT WE DIDN'T REALLY TALK ABOUT SALTWATER INTRUSION WHICH AFFECTS OUR DRINKING WATER. FINALLY SENATE BILL 548 IS A COMPREHENSIVE ENERGY BILL THAT I'M WORKING ON WITH THE COMMISSIONER OF AGRICULTURE THAT PROMOTES SOLAR ENERGY AND BEST PRACTICES FOR FARMING. THEY MAKE SURE THAT THERE IS ENERGY EFFICIENT AS POSSIBLE. THOSE ARE SOME OF THE BILLS THAT I'M WORKING ON.

I HAVE MORE BUT I THOUGHT THOSE WERE IMPORTANT HIGHLIGHTS AND I LOOK FORWARD TO SEEING MANY OF YOU UP IN TALLAHASSEE IF ANYONE NEEDS ANYTHING I HAVE STAFF MEMBERS HERE AND WE ARE ACCESSIBLE BY EMAIL OR PHONE. WE ARE IN THIS TOGETHER SO I APPRECIATE WORKING WITH YOU.

QUICK THANK YOU VERY MUCH FOR THE UPDATE. IT'S ALWAYS GREAT TO SEE YOU.

THANK YOU FOR BEING SO VOCAL BECAUSE OBVIOUSLY BEING LOCAL GOVERNMENT OFFICIALS WE KNOW HOW IMPORTANT IT IS AND HOW MUCH THE STATE LEGISLATOR LIKES TO TAKE THAT AWAY FROM US.

THANK YOU FOR BEING SUCH A TREMENDOUS ADVOCATE FOR THAT. DOES ANYONE HAVE ANY QUESTIONS

FOR THE COMMISSIONER MAYERSON. >> I'M HEARING THAT THERE ARE AMENDMENTS FILED.

>> I WOULDN'T BE SURPRISED BECAUSE IT DIDN'T GO REALLY WELL FOR HIM IN THE COMMITTEE.

THERE WERE SOME GREAT SPEAKERS FROM THE ASSOCIATION OF COUNTIES AND LEAGUE OF CITIES WITH REPUBLICANS IN FACT. THEY REALLY LAID INTO HIM ABOUT THE BILL AND THERE'S QUITE A BIT THAT IS A VERY CLEAR. I DO BELIEVE THAT THERE WILL BE AMENDMENTS.

I THINK THE PREMISE OF THE BILL WILL PROBABLY STAY THE SAME BUT MOST BILLS GET A MINUTE ANYWAY THROUGHOUT THE PROCESS SO WE WILL KEEP AN EYE ON THAT. AND I LOOK FORWARD TO SPEAKING

TO YOU ABOUT IT. >> COMMISSIONER ISRAEL? QUICK THANK YOU FOR COMING TONIGHT IT'S VERY INFORMATIVE I APPRECIATE YOUR FOCUS ON GUN SAFETY AND ENVIRONMENTAL ASPECTS WHICH I THINK WE ARE REALLY IN FAVOR OF AN IMPORTANT REST OF THE COMMUNITY.

I LOOK FORWARD TO WORKING WITH YOU ON THAT. AT A QUESTION WITH RESPECT TO THE INTERPLAY BETWEEN BOTH THE SENATE BILL 620 AND 512 WHICH IS THE AIR B&B SHORT-TERM RENTAL. MY CONCERN AS I UNDERSTAND HISTORY THAT THE SHORT-TERM RENTAL HASN'T REALLY PASSED IN MANY YEARS THOUGH IT SEEMS TO ME AS THERE'S ALMOST LIKE A BACKDOOR EFFORT HERE AND WHAT I WOULD ASK IS TO MAKE SURE THAT IF THERE IS DISCUSSION ON THE BUSINESS DAMAGES LAW THAT IF THAT FINDS A WAY TO MAKE ITS WAY THROUGH AFTER THE AMENDMENT ACTUALLY CARVES OUT TO NOT ALLOW FOR SHORT-TERM RENTALS AS A DEFINED BUSINESS.

ULTIMATELY THEN THEY WILL GET THE SAME ABILITY TO REGULATE SHORT-TERM RENTALS UNDER THAT OBVIOUSLY WANT TO DO OUR BEST TO MAINTAIN AS MUCH CONTROL. ACCEPT AN EXCELLENT POINT.

AS IT GOES ALONG IN THE PROCESS I CAN BRING THAT UP AS AN AMENDMENT MYSELF.

IT SEEMED TO ME THAT THE 620 AS AN OVERARCHING BILL THAT WILL COVER EVERY AREA AND IF YOU ARE A BUSINESS THERE ARE BUSINESSES THAT SPECIALIZE IN AIR B&B'S. IF YOU MADE IT MORE DIFFICULT FOR THEM TO RENT AND THEY LOST SOME BUSINESS THERE COULD BE AN ISSUE.

I DEFINITELY WILL SEEK TO GET SOME CLARITY ON THAT AS IT GOES THROUGH THE PROCESS.

[6. Proclamations and Recognitions ]

>> NOW WE WILL MOVE TO PROCLAMATIONS AND RECOGNITIONS. >> THIS IS JACQUELINE MILLIE

[00:35:08]

ON. IT IS WELL DOCUMENTED THAT THE CITY PARKLAND HAS A HOMEGROWN BASEBALL STAR THAT MADE IT TO THE BASEBALL WORLD SERIES. JACQUELINE MILLIE ON A THIRD GRADER HAD MADE TO THE NATIONAL FILE AND MORALS OF THE MAJOR LEAGUE BASEBALL LL PITCH RUN COMPETITION WHICH IS HELD AT TRUEST PARK IN ATLANTA WHEN THE BRAVES PLAY THE HOUSTON ASTROS IN THE WORLD SERIES. JACLYN EARNED HER WAY TO THE WORLD SERIES FOR FOUR ROUNDS OF

LOCAL COMPETITION. >> JACQUELINE DESCRIBED THE RECORD WHEN SHE HIT THE BALL HUNDRED AND 39 FEET. JACLYN CONGRATULATIONS ON AN OUTSTANDING PERFORMANCE AND MULTIPLE COMPETITIONS AND ON FINISHING SECOND INTERNATIONAL.

WASH, JASON BAILEY AND MARK THINK OF FISH FINISHED THE SEASON UNDEFEATED IN THE CATHOLIC CONFERENCE. AFTER NEARLY TWO YEARS OF NOT BEING ABLE TO PLAY ORGANIZE SCHOOL SPORTS. NONE OF THE OTHER SEVEN TEAMS COMPETE THIS.

A FINAL GAME OF THEIR SEASON WAS PLAYED AT THEIR HOME GAME. THE ATHLETIC PROGRAM OF MARY HELP PROVIDES ORGANIZED ACTIVITIES FOR STUDENTS WHILE THEY LEARN FAILED FAIRPLAY, SPORTSMANSHIP AND TEAMWORK. IT IS CLEAR NOT ONLY THROUGH THE TEAM'S ON-FIELD SUCCESS BUT ALSO THE SPORTSMANSHIP AND IN THE CLASSROOM SUCCESS OF THESE YOUNG STUDENT ATHLETES THAT THE PROGRAMS AND IDEALS ARE MET. IN SHORT IT IS EASY TO BE PROUD OF THIS TEAM WITH THESE PLAYERS AND COACHES AND WE ARE HAPPY TO HAVE THEM AS PART OF THE PARKLAND FAMILY.

CONGRATULATIONS ON AN OUTSTANDING SEASON AND GOOD LUCK MOVING FORWARD.

[APPLAUSE] >> WILL GO TO APPROVAL OF THE AGENDA.

[8. Approval of the Agenda ]

[00:40:57]

>> MOTION TO APPROVE. >> SECOND. >> WE HAVE A MOTION TO TO APPROVE BY COMMISSIONER BRIER AND A SECOND BY COMMISSION MAYORS ARE.

[9. Consent Agenda ]

THOSE IN FAVOR? AYE. >> AND HE POSED?

IT PASSES UNANIMOUSLY. >> THE CONSENT AGENDA.> MOTION TO PROVE QUICK SECOND.

> WEAVE A MOTION TO APPROVE BY COMMISSIONER MAYERSON AND THE SECOND BY COMMISSIONER BRIER.OLL CALL. ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM?

>>.

[10. Regular Agenda ]

NTHONY, YOU UP ON THE REGULAR AGENDA. >> THINKERTHANK YOU.

OUR FIRST ITEM ON THE AGENDA TONIGHT IS 10 A. RESOLUTION 2021 Ã084.

BUILDING PLAN AND INSPECTION SERVICES. THIS APPROVES THE EVALUATION RANKING AND AUTHORIZING THE PURCHASING DIRECTOR TO NEGOTIATE A CONTRACTOR WITH TOP-RANKED PROPOSER EVER MET INC. AS A PRIMARY VENDOR AND THE NEXT RANGE PROPOSER CALVIN G O'DONNELL AND ASSOCIATES INC. IS A SECONDARY VENDOR FOR BUILDING CLINICS EXAMINATION AND INSPECTION SERVICES PROVIDING FOR EXECUTION AND PROVIDING FOR EFFECTIVE DATE.

> GETTING COMMISSIONER. AND BILL TRACY THE BUILDING OFFICIAL.

THIS IS A NEW CONTRACT. OUR EXISTING CONTRACT WHERE WE HAVE BEEN USING BOTH GOVERNMENT AND N G 'DONNELL. THE NEW EW CONTRACT IS IDENTICAL TO THE ONE THAT AWAY

FOLLOWING UP TO. IF YOU HAVE ANY QUESTIONS. >> DOES ANYONE HAVE ANY QUESTIONS FOR BILL? ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM?

>> SEEING AS THERE IS NONE MOTION TO AP. >> WE HAVE ONE.>> SECOND.

>> > WE HAVE A MOTION TO APPROVE BY COMMISSIONER ISRAEL AND A SECOND BY COMMISSIONER

MAYERSON. ROLL CALL. >>.

35 BRANDING AND MARKETING SERVICES. RESOLUTION OF THE CITY COMMISSION OF THE CITY PARKLAND FLORIDA APPROVING THE EVALUATION COMMITTEE'S RANKING AND AUTHORIZING THE PURCHASING DIRECTOR TO NEGOTIATE A CONTRACT WITH TOP-RANKED PROPOSER THE BURETTE AGENCY DOING BUSINESS AS NORTH STAR PLACE BRANDING AND MARKETING OR BRANDING AND MARKETING SERVICES PROVIDING FOR EXECUTION AND PROVIDING FOR AN EFFECTIVE DATE.

>> DID EVENING I'M VERY EXCITED ABOUT THIS ITEM AND I WANT TO GET THISHIS ROLLING.

IF YOU HAVE ANY QUESTIONS I'LL BE HAPPY TO ANSWER ANY QUESTIONS AND ENTERTAIN.

>> I'M EXTREMELY EXCITED ABOUT THIS PROJECT. I THINK IT'S GOING TO BE GREAT FOR THE CITY AND IT'S GOING TO LEAD TO OTHER PROJECTS AND THINGS.

>> I'M VERY CONFIDENT. THE SECOND BETTER IS SIGNIFICANTLY BLESSED.

WHEN YOU SAY SIGNIFICANTLY LESS ARE YOU TALKING ABOUT THE FINANCIAL COMPONENT.

>> THEY ARE ON THE FIRST FIVE DELIVERABLES. THEY ARE CONSIDERABLY HIGHER

[00:45:08]

THAN THE REST. >> THAT'S AN OPTION DELIVERABLE THAT WE MAY INVOKE.

>> CORRECT. >> FOR THEM TO DO THAT. >> THE ONLY THING THAT

CONCERNS ME. >> IT STRATEGIC PLANNING OR WHATEVER.

I KNOW GOVERNMENT AND IT'S IMPORTANT BECAUSE WERE USING OTHER PEOPLE'S MONEY.

WE WANT TO BE DILIGENT AND RESPECTFUL OF THAT MONEY AND MAKE SURE WE ARE CONSCIOUS OF WHAT WE ARE SPENDING. WE ARE OBLIGATED TO USE THE SECOND BED.

IT CONCERNS ME THAT OBVIOUSLY DIDN'T SEE THINGS HAVE THE OTHER BIDDER SAW THAT.

THE SCORING PROCESS IS LAID OUT AND ARE WE OVEREMPHASIZING PRICING SO THAT WE COULD POTENTIALLY HAVE OURSELVES IN A SITUATION THAT WE FOCUS SO MUCH ON DOLLARS THIS PARTICULAR PROJECT IN THE GRAND SCHEME OF THINGS IS NOT OVERLY LARGE PROJECT MONETARILY.

TO PUT OURSELVES IN THAT POSITION ENOUGH AT SOMETHING WE TALK ABOUT WITH THE STRATEGIC

PLAN ABOUT POTENTIALLY LOOKING AT HOW WE SCORE. >> FOR ME THIS ONE SPECIFICALLY. I WILL LET HIM TALK MORE TO THE PROCESS.

>> AND NEGOTIATE A CONTRACT WITH THE NUMBER ONE FIRM AND GO TO NUMBER TWO.

I SAY THAT WITH A BASIS AND THAT IS THIS. THIS IS A COMPANY THAT IS DONE THIS WITH SO MANY CITIES AROUND THE COUNTRY. THEY SPOKE DIRECTLY TO US IN THEIR PROPOSAL. A NUMBER OF THE RESPONDERS PUT OUT THE PROPOSAL THAT THEY WOULD PUT FOUR ANY RFP. THIS NOT ONLY SPOKE DIRECTLY TO PARKLAND BUT IT MENTIONED SOME OF THE VERY SAME THING THAT I SAID TO YOU AT STRATEGIC PLANNING.

IT COMES FROM THE RESIDENCE. OW THE BRAND IS ALREADY HERE. IT'S ABOUT BRINGING IT TO THE SURFACE THIS IS THE KIND OF FIRM THAT IS GOING TO DO IT ON THIS PROJECT.

THIS IS RIGHT UP THEIR ALLEY. AND I WILL LET ANTHONY SPEAK TO IF SOMETHING WERE TO BLOW UP WHAT WE HAVE TO DO AS FAR AS GO WITH THE NUMBER TWO. WHAT IF WE WERE UNABLE TO NEGOTIATE A CONTRACT WITH THEM. OULD WE START THE PROCESS OVER.

>> AND ANTHONY THE PURCHASING DIRECTOR. IF I UNDERSTAND YOUR QUESTION DIRECTLY I WILL HAVE ANTHONY SECOND THAT IF I CAN MAKE THAT. IT SEEMS THAT THEY HAVE TRIED TO MANIPULATE THE SCORES IN ORDER TO SCORE HIGHER ON THE DELIVERABLES AND ON THE OPTION THEY HIT AS HARD WITH $160,000 WHICH IS SIGNIFICANTLY HIGHER. THERE'S NO.

THE VALIDITY OF THIS NEEDS TO BE FURTHER REVIEWED. WE NEED TO COME TO TERMS WITH THE TOP-RANKED FIRM AND WOULD FIRST LOOK INTO THE UNBALANCED BED AND SEE IF THE TERMS AND QUALIFICATIONS THEY MADE TO DO THE WORK. AND THEN WE ALSO HAVE THE OPTION TO CONTINUE DOWN LESS THAN WE DON'T HAVE AN OBLIGATION TO GO WITH THE

SECOND BETTER. WE CAN EVEN RESTART OVER. >> THAT WAS MY MAIN CONCERN.

I DO GOVERNMENT WORK MANY TIMES DO YOU WILL SEE TWO OR THREE BEDS IN THE SAME BALLPARK AND YOU GET SOMEBODY THAT WAY OUT OF WHACK. I COULD BE ON THE HIGH SIDE TO

[00:50:03]

IT'S NOT ONLY ON THE LOW SIDE. IT'S JUST ALARMING AND WORRISOME THAT THEY IT UP IN

THE SECOND SPOT KNOWING THAT THE DOLLAR VERILY WASN'T RIGHT. >> THE BID WAS AN ACCURATE IT WAS JUST CONCERNING. I JUST WANT TO MAKE SURE THAT WE WERE NOT OBLIGATED IN ANY

WAY TO USE THEM. >> WE HAVE A PROJECT SYSTEM AND DESPITE THE FACT THAT THEY PROVIDE THIS IT DOESN'T WORK AND YOU STILL HAVE A TOP DRINK FERN THAT WAS TOP-RANKED

BECAUSE THEY GET 75 POINT ON QUALIFICATION EXPERIENCE. >> THINK YOU.

>> COMMISSIONER MAYERSON? >> I GUESS THE QUESTION IS ANTHONY.

WE'RE JUST VOTING TO APPROVE THE RANKING CRAP? WE ARE NOT VOTING TO DECIDE.

LET'S SAY FOR ARGUMENT SAKE IT WAS WE DIDN'T LIKE THE RANKINGS THAT WE FELT ANOTHER COUNTRY COMPANY SHOULD GET SECOND PLACE OR WHATEVER. WE WOULD THEN HAVE TO REDO THE

RANKINGS OURSELVES? >> FOR SOME IT CONFIRM YOU DO HAVE OPIONS THAT YOU WILL NOT BE FORCED TO GO TO THE SECOND LENDER AND I BELIEVE THOSE OPTIONS ARE ALWAYS LAID OUT.

WE RESERVE THOSE RIGHTS AND THE ACTUAL RFP DOCUMENT. I WOULD SUSPECT THAT IF FOR WHATEVER REASON NEGOTIATIONS FAIL THAT THE PURCHASING DIRECTOR AND I WOULD DISCUSS THOSE AND THE STAFF WOULD COME BACK TO YOU WITH YOUR OPTIONS AND WE WOULD ADDRESS THEM

THERE. >> SO THAN TO BOB IF I COULD INTERJECT.

WE ARE NOT APPROVING THE RANKINGS. WE ARE PROVING TODD OR ANTHONY WHOEVER TO NEGOTIATE WITH THE NUMBER ONE BITTER. IF WE APPROVE THE THINK RANKINGS AND THAT'S A PERSONAL VOTE. IF WE ARE ONLY GIVING ANTHONY PERMISSION TO NEGOTIATE WITH THE NUMBER ONE BITTER THAT'S WHAT I ASSUME WE ARE VOTING ON.

BOB IS ASKING IF WE ARE PROVING THE RANKING. >> IF I CAN ANSWER THERE IS A TWO-STEP PROCESS IN THE RESOLUTION. PTHE FIRST ONE IS TO PROVE THE RANKING AS IT IS AN AUTHORIZED ME TO ENTER INTO NEGOTIATIONS AS LONG AS I ENTER INTO A CONTRACT WITHIN THE TERMS AND CONDITIONS WE PROCEED WITH THE TOP-RANKED FIRM.

IT'S A TWO-STEP PROCESS. THE RANKING AND THE AWARD OF THE VENDOR COULD BE

SATISFACTORY NEGOTIATIONS SO WE ARE PROVING THE RANKING. >> THERE'S A RANKING AND AWARD AT THE SAME TIME AS LONG AS I CAN OBTAIN A SATISFACTORY PROJECT SHOULD I NOT BE ABLE I WOULD COME BACK TO YOU AND ASK PERMISSION TO TERMINATE THOSE NEGOTIATIONS AND MOVE ON.

>> WHILE IT SAYS WE'RE APPROVING THE RANKINGS BY YOU TELLING US TONIGHT THAT IF YOU CAN'T ENTER INTO NEGOTIATIONS WITH THE NUMBER ONE RANKING YOU WOULD COME BACK TO US SO I'M NOT IN FAVOR OF APPROVING THE RANKINGS AS THEY STAND IF IT REALLY ONLY MEANS WE'RE

APPROVING THE NUMBER ONE THAT I'M FINE AS IT STANDS. >> THERE'S A PROVISION IN THE CODE THAT SAYS I COME BACK TO YOU AND SEEK PERMISSION BEFORE MOVING ON.

>> IT IS ANOTHER QUESTION. FIRST THANK YOU FOR THE HARD WORK.

I KNOW THIS IS AN EXCITING AREA AND WE TALKED ABOUT STRATEGIC PLANNING.

I THINK JOHNSON CITY IS A PRIME EXAMPLE OF A TOWN THAT LIKE PARKLAND STARTED AS A LITTLE HOMETOWN FEEL. THERE IS BIGGER THAN PARK DOWN PARKLAND.

THEIR MESSAGING AND SIGNAGE IN THE CITY'S BRANDING AND EVEN THE WEBSITE IS SUPER INTEGRATED AND VERY HOMETOWN FEEL SO I LIKE THAT AS AN EXAMPLE. THIS IS JUST FOR THE EXTENT OF THEIR SERVICES. THIS IS JUST FOR THE MARKETING AND BRANDING OR WILL THEY ASSIST US WITH WEBSITES AND SIGNAGE AND ANYTHING ELSE FOR GIVING INSTRUCTIONS ON THAT?

OR IS THIS JUST FOR THE LOGO AND MESSAGING? >> THIS WILL BE THE LOOK AND FEEL THAT MANIFESTS ITSELF IN A NUMBER OF WAYS. LOGO, TAGLINE AND POTENTIALLY SUBLEVELS THAT WOULD BE SLIGHT VARIATION FOR DIFFERENT DEPARTMENTS WHETHER THAT BE THE LIBRARY, THE BUILDING DEPARTMENT OR WHATEVER. THERE IS NOT A WEBSITE REDESIGN THAT IS BUILT INTO THIS BUT CERTAINLY THAT LOOK AND FEEL AND THAT COLOR SCHEME OF THE LOGO IS GOING TO BE ON THE WEBSITE JUST AS YOU SEE NOW EVERY PAGE KIND OF HAS A SIMILAR LOOK AND YOU SEE THAT BUT WITH A NEW LOOK ON IT. DOWN THE ROAD IF WE WANTED TO

[00:55:09]

DO FULL-SCALE REDESIGN OF THE WEBSITE NAVIGATION THAT WOULD BE A SEPARATE PROJECT.

>> I NOTICED THAT THEY INTEGRATED THEIR LOGO WITH THE SIGNAGE IN THE CITY AND

EVERYTHING ELSE. >> REMEMBER THE STRATEGIC PLAN TALKS ABOUT WAYFINDING AND MERCHANDISING. I'M LOOKING AT YOU COMMISSIONER ISRAEL AND I'M DRAWING A BLANK.

>> IS A STEP WENT INTO THAT WHOLE PROCESS SO ONCE THIS IS DONE WE TALK MORE ABOUT

WAYFINDING AND THAT STAFF. >> WE NEED THAT LOOK BEFORE WE CAN HAVE THE WAY FINDER.

WE NEED TO LOOK BEFORE WE CAN HAVE SOMETHING TO WRAP AROUND THE MOBILE APP.

THIS IS A FIRST STEP. >> BECAUSE YOU INTEND ON ROLLING THIS OUT THIS YEAR.

>> YES ABSOLUTELY. >> 2022. >> AND THEN THE NEXT STRATEGIC PLANNING WE WOULD PRESUMABLY TALK ABOUT HOW MUCH FURTHER WE WANT TO TAKE IT.

>> THAT'S GREAT. >> I WILL MAKE A MOTION TO APPROVE THE RANKING OF THE BURDETTE AGENCY AS NUMBER ONE AND APPROVE NEGOTIATING A CONTRACT WITH THEM FOR THE

MARKETING AND BRANDING SERVICES. >> SECOND.

>> DOES ANYONE ON THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM?

>> I'M NOT SURE WHO SECOND. >> I'M GOING WITH COMMISSIONER BRIER AND WITH THE SECOND

COMMISSIONER MAYERS. >> NOW WE NEED ROLLCALL. >>.

BOULEVARD MECCA BOULEVARD ROUNDABOUT FEATURES DISCUSSION. >> TAKE IT AWAY.

>> WE HAVE A UNIQUE OPPORTUNITY ON HILLSBORO BOULEVARD.

BROWARD COUNTY IS IN THE BEGINNING STAGES OF THEIR SURTAX PROJECT TO IMPROVE THE BOULEVARD AND THAT'S FROM STATE ROAD SEVEN TO PARKSIDE DRIVE AND THAT IMPROVEMENT PROJECT INCLUDES STREETLIGHTING, BIPLANES, SIDEWALKS, 80 IMPROVEMENT AND THERE ALSO FOR IMPROVING AROUND ABOUT. THE CORRECT AND CURRENT DESIGN IS NOT INCLUDED.

IF YOU GO THROUGH THE CITY YOU NOTICE THERE IS A DISTINCTIVE FEATURE THAT BRINGS OUT THE ELEMENT OF PARKLAND. THE COUNTY DOES NOT DO THAT WITHOUT PROJECTS THE STAFF MADE A COMMENT ABOUT GETTING THIS IS A FEATURE IN THE ROUNDABOUT. THE COUNTY SAID THEY WILL BE ON BOARD AND THE CITY IS RESPONSIBLE FOR THE COST OF THE ROUNDABOUT IN THE DESIGN OF THE ROUNDABOUT AND ULTIMATELY A PERPETUAL MAINTENANCE AGREEMENT SO WE MAINTAIN THE ROUNDABOUT MOVING FORWARD. IF WE ARE ABLE TO GET THIS REQUEST THAT WE HAVE OF YOU GUYS TONIGHT WE ARE GOING TO ASK FOR EXPEDITING OUR DESIGN FUNDING.

WE WANT TO ALIGN OURSELVES WITH THE COUNTY'S PROJECT TIMELINE. WHAT THAT DOES FOR THE CITY IS ALLOWS FOR A SINGULAR ENTITY TO BE OUR CONSTRUCTION MANAGER ON THE PROJECT WHICH IS HUGE.

IN TURN THE CITY WOULD JUST BE PAYING OUR BILLS AS A COMES ALONG AS THE PROJECT MOVES FORWARD. WHAT IS ALSO DOES IT HELPS US OUT IN THE FACT THAT THE AREAS ONLY IMPACTED ONCE. AN ALTERNATIVE WOULD BE FOR THE CITY TO INVEST IN THE PROJECT WOULD HAVE TO WAIT FOR THE COUNTY TO COMPLETE THEIR SURTAX IMPROVEMENTS AND THEN MOVE ALONG WITH OUR PROJECT AFTERWARDS DISTURBING THE AREA TWICE.

IF THIS IS APPROVED WE WOULD GO THROUGH THE SAME PROCESS THAT IS DONE BEFORE WHERE WE DEVELOP THE CONCEPT RENDERING I WOULD GO OUT TO THE COMMUNITY TO GET THEIR FEEDBACK AND ULTIMATELY ASK THEM TO SELECT AN ALTERNATIVE FOR US TO MOVE FORWARD SO WE BUY IN AND THAT ALTERNATIVES WILL BE BROUGHT BACK ULTIMATELY FOR APPROVAL FOR US TO MOVE FORWARD WITH OUR DESIGN SO IT'S SIMILAR TO THE PROCESS. I HAVE WITH ME JESSICA WELLS FROM THE WILLIAMSON DESIGN ASSOCIATES. SHE'S GOING TO KIND OF GO

[01:00:08]

THROUGH A LITTLE BIT ABOUT OUR ROUNDABOUTS IN THE CITY AND HER INITIAL THOUGHTS INTO THE

ROUNDABOUT FEATURES TO START A CONVERSATION WITH YOU. >> ONE OF THE THINGS THAT I'M CONCERNED ABOUT RELATIVE TO THIS I KNOW WE HAVEN'T REALLY TALKED ABOUT IT IS WE JUST DOWNLOADED ON BRINGING ON MONEY FOR BRANDING. IN TERMS OF TIMING AND EVERYTHING I WAS GOING TO BE ABLE TO INTEGRATE THEM INTO THE PROCESS SO THAT WE ARE GOING TO BE ON BOARD RELATIVE TO THAT BRANDING PROCESS WITH THIS PARTICULAR DESIGN?

>> EXCELLENT POINT. YOU WILL SEE AS WE GO THROUGH THE PROCESS AS JESSICA KINDA GIVES YOU A VISUAL IMAGE OF SOME OF OUR PROPOSED ROUNDABOUT THAT THERE IS ACTUALLY REAL ESTATE BEING RESERVED POTENTIALLY FOR OUR BRANDING. I'M GONNA HAVE TO GET WITH TODD ON HIS TIMING AND SEE HOW IT ALIGNS WITH OUR TIMING BUT IF YOU REMEMBER WE WENT TO THE RENDERING PROCESS THAT IS ACTUALLY A 2 TO 3 MONTH PROCESS AND THEN ULTIMATELY WE BRING IT BACK TO THE PROCESS IS PLANNING TO MOVE FORWARD WITH THE DESIGN AND ARE DESIGNED TO TAKE ABOUT SIX MONTHS TO COMPLETE TO GET ON THE COUNTY'S TIMELINE. I WILL GET WITH TODD TO MAKE

SURE THAT THEY'RE BOTH SYNCHRONIZED. >> THE COUNTY'S TIMELINE AGAIN

IS WHAT? >> RIGHT NOW THEY'VE LITERALLY JUST NOT OPENED THEIR PROCUREMENT FOR DESIGN SO THEY ARE IN THEIR PREDESIGNED PHASE. THEY REACHED OUT TO US AHEAD OF TIME TO GET INPUT FROM THE CITY AS TO WHAT WE WERE DESIRING OR TRY TO MATCH UP OUR FUTURES ON THE ROUNDABOUT. THE DESIGN TYPICALLY WOULD TAKE 10 TO 12 MONTHS ON THE COUNTY

SIDE AND ULTIMATELY GOES INTO SECUREMENT. >> OKAY GREAT.

>> PERFECT I WILL BRING JUST GOT TO TALK ABOUT THE ROUNDABOUTS.

>> GOOD EVENING EVERYONE AND THANK YOU. A DISHONESTY BY SAYING WE PRESENTED A MAP OF THE CITY OF PARKLAND TRYING TO INDICATE SOME OF THE AREAS WHERE YOU PALREADY HAVE ROUNDABOUT IMPROVEMENTS. IT'S INDICATED IN ORANGE COLOR WHICH WOULD BE SOME OF THE EXISTING ROUNDABOUTS THAT ARE ALREADY INSTALLED.

AND THE ONES OF THE PURPLISH COLOR ARE ONES THAT WE HAVE CURRENTLY EITHER JUST COMPLETED CONSTRUCTION OR ARE CURRENTLY IN DESIGN FOR THE AREAS. THE ONE THAT'S IN RED IS THE ACTUAL AREA WE ARE SPEAKING ABOUT TODAY. YOU CAN SEE AT MANY POINTS THROUGHOUT YOUR CITY YOU HAVE THESE ROUNDABOUTS BEING PINSTALLED AND IT'S A GREAT OPPORTUNITY FOR LIKE YOU SAID A CITY BRANDING AND UNIFICATION. THROUGHOUT THE WHOLE AREA.

I'M GONNA WALK YOU THROUGH A LITTLE BACKWARDS OF A MORE FINISHED PROJECT DOWN TO CONCEPTION. SO, THIS WOULD BE KIND OF WHAT YOU HAVE ALREADY WORKED ON WITH IDENTIFYING FEATURES OF THE ROUNDABOUTS CHARACTERIZED BY LANDSCAPING AND SOME STATUTES.

MOVING FORWARD TO THE WORK THAT WE HAVE DONE WITH YOU GUYS. HERE IS AN IMAGE OF AND CONSTRUCTION WITH THE PGC ENTRANCE. AT THIS AREA WE TOOK A LOOK AT WHAT THE EXISTING CONDITIONS WERE AS FAR AS MATERIALS IN THE FIELD AND KIND OF WHAT THE CITY OF PARKLAND WANTED TO REPRESENT ALONG THAT ROAD. BY DOING SO WE INCORPORATED STONE MATERIAL THAT MATCHES THE AREA AT PARKLAND GOLF AND COUNTRY AS WELL AS THE INCORPORATION OF FOUNTAINS AND LIGHTING ON THAT WHOLE AREA EMPHASIZED WITH SOME RAISED PLANTER BEDS. LIKE I SAID MOVING BACKWARDS TO A PROJECT THAT HAS BEEN COMPLETED AND DESIGNED THIS WAS DURING THE RENDERING PHASE. THIS IS ONE OF THE PROJECTS FOR THE ROUNDABOUT IS COMPLETED WITH THE COUNTY AND THEN WE'RE GOING BACK TO ADD A FEATURE.

TALKING WITH THE LANDSCAPING THAT WAS INSTALLED WE KEPT THE FIELD AND THE THEME OF PARKLAND

[01:05:01]

BY ADDING THE SAME SIMILAR MUCH MATERIALS OF THE STONE AND CONTRASTING STACKED STONE IN THIS AREA THERE'S TWO COMMUNITIES SO HE DIDN'T WANT TO OVERPOWER THOSE AREAS.

THIS IS A LITTLE BIT MORE UNDERSTATED. AND THEN THIS IS ONE OF THE PROJECTS THAT IS CURRENTLY IN DESIGN. WE HAVE NOT MOVED TO THE RENDERING PHASE OF THIS PROJECT YET. THIS IS THREE ROUNDABOUTS PROGRESSIVELY ALONG LOXAHATCHEE ROAD AND THE IDEAS THAT EACH OF THESE WOULD HAVE SOME COHESIVE FEEL AS YOU GO ALONG THAT AREA THAT HELPS YOU UNDERSTAND THAT YOU ARE IN PARKLAND.

BY DOING SO IT'S KEEPING WITH THE MATERIALITY OF THE STONE AND IN THESE ONES THERE'S VARYING SIZES OF THE ROUNDABOUTS. EACH ROUNDABOUT HAS A LIMIT OF A DIFFERENT THEME BUT USING THE SAME MATERIALS WE CAN KEEP IT COHESIVE.

AS YOU CAN SEE IN THIS POTENTIAL CONCEPT WHICH WILL GO TO THE COMMUNITY FOR THEIR OPINION AND TAKE ON IT WE'RE USING A TRELLIS FEATURE THAT HAS AN OPPORTUNITY FOR BRANDING AND LOGOS OR WAYFINDING OR ANYTHING THAT WOULD REALLY COINCIDE NICELY WITH THE WORK THAT YOU ARE DOING WITH THE BRANDING. THAT BRINGS US TO MECCA ROAD AND HILLSBORO BOULEVARD. OBVIOUSLY WE HAVE NOT STARTED THIS PROJECT IS BEING PROPOSED BUT WE WANTED TO GIVE YOU AN IDEA OF WHAT COULD BE SO WE CAME UP WITH TWO OPTIONS TO GIVE YOU AN UNDERSTANDING. WE CAN MOVE FORWARD WITH THE SAME THEME OF THAT TRELLIS AND HAVE THE BRANDING AND WAYFINDING IDENTIFIED SO AS YOU COME IN ON THAT ROAD YOU WOULD KNOW THAT YOU'VE COME TO PARKLAND. THIS IS THE IDEA OF USING RAISED PLANTER IS WORKING WITH LANDSCAPE ARCHITECTS TO HAVE NATURAL PLANTS THAT REALLY WOULD SURVIVE WELL IN THAT CONDITION FOR MAINTENANCE OF THE ROUNDABOUT.

AND THEN JUST FOR YOUR CONSIDERATION ANOTHER OPTION WOULD BE TO ADD A FOUNTAIN OR WATER FEATURE IN THE CENTER AND ONCE AGAIN SURROUND THAT WITH SIMILAR MATERIALS OF STONE AND RAISED PLANTER IN'S. THESE ARE GREAT WAYS TO UNIFY THE COMMUNITY AND REALLY

IDENTIFY PARKLAND. >> AWESOME. THIS IS A REALLY EXCITING PROJECT. WE ARE LOOKING FORWARD TO IT HAPPENING.

WHAT WOULD BE THE TIMELINE FOR BEGINNINGS AND FOR THE WHOLE PROJECT WITH THE

STREETLIGHTING? >> THAT I'M NOT SO SURE I'M CANNOT GET IN CONNECTION WITH THE PROJECTS AND GET A SCHEDULE FROM THE DESIGNERS. I CAN BRING THAT INFORMATION BACK TO THE COMMISSION OBVIOUSLY. JUST FOR CLARIFICATION WHAT I'M SEEKING IS DIRECTION FOR COMMISSION TONIGHT TO MOVE FORWARD WITH BREAKING BACK A FUNDING DOCUMENT IN JANUARY BY RESOLUTION APPROVING THE EXPENDITURE OF 60,000 FOR

DESIGN WORK AND RENDERING FOR THE PROJECT. >> VICE MAYOR?

>> I AM FOR THIS BUT I WANT TO MAKE SURE THAT IF WE ARE GOING TO INTEGRATE BRANDING INTO THE CITY WITH THE DIFFERENT THINGS THAT WE WILL DO I DON'T WANT TO HAVE THE CART BEFORE THE HERD HORSE. IN TERMS OF TIMING OF EVERYTHING LET'S MAKE SURE THAT

WE ARE ON THE SAME PAGE. >> IT'S HARD TO SEE FROM THOSE IMAGES BUT THEY HAD THE MEDALLIONS IN THE CENTER THAT'S BEING LEFT BLANK AND OUR PTHOUGHT IS TO INTEGRATE

BRANDING INTO THAT. >> I THINK BASED ON HOW QUICKLY THE COUNTY MOVES.

>> WHICH IS VERY QUICK BY THE WAY, THIS PROJECT IS SOMETHING THAT WILL GO QUICKER.

I APPRECIATE YOUR CONCERN AND I THINK IT'S A VERY GREAT POINT AND SOMETHING WE DEFINITELY

NEED TO CONSIDER. >> IF I CAN JUST ADD ONE THING.

I HEAR WHAT YOU'RE SAYING AND WE MAKE THIS WITHOUT A PROBLEM. DOESN'T CONCERN ME TOO MUCH BECAUSE THERE ARE OTHER FEATURES IN THE CITY ALREADY THAT WE WILL HAVE TO INTEGRATE BRANDING INTO. THIS WOULD BE ONE MORE IF WE WERE TO MESS BUT I DON'T SEE US

[01:10:06]

MISSING OUT ON THIS. >> ANYONE FROM THE PUBLIC WISH TO SPEAK ON THE PUBLIC AGENDA

ITEM? >> JUST SO I'M CLEAR. THE 60,000 IS SOMETHING THAT WE ARE SPENDING BUT IN A WAY THERE'S ALSO A COST SAVING THAT IS RESULTING FROM DOING THIS

NOW. >> OKAY I JUST WANT TO UNDERSTAND THAT.

>> IN THE BACK TO THE MAP? >> MY ONLY CONCERN IS WHERE WE HAVE THE OTHER ROUNDABOUTS IN THE CITY. WE ARE ANTICIPATING ADDING THIS AND THESE ARE TWO LANE ROADS.

IT GOES DOWN TO A TWO LANE ROAD. IT IS A FOUR-LANE ROAD THAT GETS A GOOD AMOUNT OF TRAFFIC BUT DOESN'T HAVE A LOT OF BACKUP.

ARE WE GOING TO BE CREATING A PROBLEM WHETHER DOESN'T CURRENTLY EXIST ONE BY PUTTING

A ROUNDABOUT AND A FOUR-LANE ROAD? >> THIS PROJECT BELIEVE IT OR

NOT ACTUALLY STARTED WITH OUR RESIDENTS. >> THE COMMONLY EVALUATED AND WE BEEN DOING THIS FOR YEARS. IT PRESENTED OPPORTUNITY IN THIS ROUNDABOUT.

THERE IS A PROBLEM OF SPEEDING IT CREATES A BACKUP. I DON'T DESIGN BUT THE CAPSULE SKETCH WITH A DISCLAIMER AT THE BOTTOM. THEY ARE KEEPING A BYPASS LANE TO GET YOU ONTO MECCA. I HAVEN'T SEEN A FULL-BLOWN DESIGN.

>> I AM IN FAVOR OF CURVING SPEED. THE SPEED THAT SOME OF THE

SENATE CITY SHOULD BE UNDER CERTAIN POINT. >> WE CAN MAKE A REQUEST

BECAUSE THEY'VE DONE IT BEFORE BUT WE COULD TRY IT AGAIN. >> THAT SHOULD SOLVE OR HELP

THAT PROBLEM. >> MY UNDERSTANDING IS THAT IT'S GOING TO BE SIMILAR TO WHAT HAPPENS AT THE COUNTRY CLUB OUT HERE. TO THE POINT ACCIDENTS TRAVELING I SENT YOU SOMETHING LIKE SIX MONTHS AGO MAYBE EVEN LESS THAN THAT.

THERE WAS AN ACCIDENT AT THAT AVENUE WERE SOMETHING WAS GOING WEST OR EAST ON HILLSBORO.

IT CRUSHING TO 70 GOING WEST ON HILLSBORO. THIS IS ABOUT TAX DOLLARS.

>> ANYONE FROM THE PUBLIC WISH TO SPEAK ON SUCH AN ITEM? >> I'M OKAY WITH MOVING

FORWARD. >> I THINK WE'RE GOOD. >> THANK YOU.

>> ITEM 10 D #RESOLUTION 2021. >> A RESOLUTION OF THE CITY OF PARKLAND FLORIDA APPOINTING BLANK TO BE DETERMINED AS THE DIRECT APPOINTEE TO THE PLANNING AND ZONING BOARD

PROVIDING FOR AN EFFECTIVE DATE. >> AND TO TURN THIS OVER TO

COMMISSIONER ISRAEL.AEL. >> OBVIOUSLY THIS IS A DIFFICULT DECISION.

WE HAVE A LOT OF QUALIFIED PEOPLE IN THE CITY. I HAD SOME INTERVIEWS AND MET WITH A NUMBER OF CANDIDATES. WHAT I REALLY WAS LOOKING FOR WAS SOMEONE WHO HAD A TRUE UNDERSTANDING OF WHAT MAKES PARKLAND PARKLAND AND IN ORDER TO PRESERVE WHAT EVERYONE LOVES BUT THIS PLACE BUT ALSO HAVING AN EYE TOWARDS THE FUTURE AS TO PWHAT PARKLAND CAN BE IN TERMS OF THE GROWTH AND EVOLUTION. ELK HAS GROWN UP IN THE CITY AND HAS SEEN A NUMBER OF DIFFERENT PHASES AND HAS SEEN IT BLOSSOM INTO WHAT IT IS TODAY REALLY DEMONSTRATED NOT ONLY A KEY UNDERSTANDING OF WHAT MAKES PARKLAND PARKLAND BUT ALSO HAS AN ENGINEERING BACKGROUND THAT I THINK IS A WELL SET FOR THE BOARD AND I LOOK FORWARD TO HIS SERVICE AND

CONTRIBUTIONS TO THE BOARD. ALEX MAKE ME PROUD. >> DOING OKAY THAT?

OBVIOUSLY WE'RE OKAY. >> YOU WANT TO MAKE A MOTION? >> I WOULD LIKE TO MAKE A

MOTION TO APPOINT ALEX TO THE BOARD. >> SECOND.

>> WEAVE A MOTION TO APPROVE ALEX BY COMMISSIONER ISRAEL AND A SECOND BY VICE MAYOR.

[01:15:07]

WE ALSO GROW CALL. >> IS THERE ANYONE IN PUBLIC THAT WISHES TO DISCUSS THIS?

>> NO OBJECTION. >> BEFORE WE TOOK A ROLLCALL I WILL DO IT AFTERWARDS.

THAT PASSES UNANIMOUSLY. >> IT WOULD BE UP TO US IF WE WANT TO OPEN IT UP TO APPLICANTS OR TO THE APPLICANTS WE ALREADY HAVE. I-4 THOUSANDS THAT YOU HAVE 16 OR SO. THAT WOULD COME AT THE NEXT MEETING.

WE WOULD HAVE AN OPPORTUNITY TO TALK TO AN INTERVIEW HOWEVER YOU WANT TO HANDLE THAT PORTION OF IT. IF WE DON'T WANT ADDITIONAL WHICH IS GOOD WITH PEOPLE THAT ARTIE APPLIED WHICH I THINK WOULD BE PRUDENT BECAUSE IT'S JUST BARELY BEEN A YEAR BUT AGAIN WE CAN OPEN IT UP AND THAT'S TOTALLY UP TO US. BUT THEN AT THE NEXT COMMISSION

MEETING WE WOULD PICK A NEW ALTERNATE. >> I WOULD JUST SUGGEST THAT WE OPEN UP APPLICATIONS. IT HAS BEEN YEARS SINCE WE GOT THE LAST BATCH.

SOME OF THOSE PEOPLE ARE SERVING AND OTHER ADVISORY BOARDS OR COMMITTEES AND MAY NOT HAVE AN INTENT TO COMMIT CONTINUE TO SERVE. I THINK I SHOULD JUST BE AN OPPORTUNITY FOR WHENEVER WE ARE GOING TO VOTE ON THEIR PLACEMENT TO HAVE APPLICATION SUBMITTED X I DON'T DISAGREE. THE ONLY CONCERN I WOULD HAVE IS IF WE OPEN IT BACK UP.

IT'S AN ALTERNATE SO IT'S NOT SOMETHING THAT WE NEED TO FILL IMMEDIATELY.

I WOULD ASSUME THE NEXT MEETING WOULD BE TO SEND. >> YOU ARE ABSOLUTELY RIGHT BECAUSE THEN WE WOULD HAVE TO GATHER THE APPLICANTS AND SEND THEM TO YOU FOR YOUR REVIEW.

>> DO WE WANT TO SET A DATE NOW? AND SAY OKAY WILL OPEN THE APPLICATIONS FOR TWO WEEKS AND THEN WE WILL CLOSE THE APPLICATIONS AND HAVE ANOTHER WEEK OR TWO AND THEN WE WILL PUT IT ON THAT MEETING? DO WE WANT TO DO SOMETHING LIKE THAT SO THAT WE ARE GIVING IT TO A TIMELINE AND JUST NOT LEAVING IT INDEFINITE? SO IF I LOOK AT THE CALENDAR OUR NEXT MEETING IS NOT UNTIL JANUARY.

>> JANUARY 12. >> A JANUARY 12. SO WE COULD IF WE OPENED IT FOR

TWO-WEEK APPLICATIONS. >> THE ONLY THING IS THAT YOU ARE OPENING IT DURING THE HOLIDAYS AND THAT IS NOT THE BEST TIME TO GET APPLICATONS IN.

>> I DON'T THINK THERE IS A PNC MEETING. >> IS THERE ONE SCHEDULED FOR

JANUARY NOW? >> OKAY SO WE CAN DO IT BY THE END OF JANUARY AND TO LOVE THE

SEAT FELT BEFORE THE NEXT PN Z MEETING. >> THAN WE WOULD APPLICATIONS 14 JANUARY WHICH IS TWO WEEKS. THAT IS A FRIDAY AND THEN OUR NEXT MEETING WOULD BE.

>> 2 FEBRUARY SO THEN WE MAKE OUR APPOINTMENT FEBRUARY 2. >> I THINK THAT WORKS.

>> OKAY. >> YOU HAVE THAT? >> CONGRATULATIONS.

>> SAY HI TO YOUR FOLKS. >> ITEM 10 E RESOLUTION 2021 Ã 089 AMENDING RESOLUTION 2019 Ã THERE IS A SIX COMMISSION MEETING RULES AND PROCEDURES. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND FLORIDA AMENDING RESOLUTION 2019 Ã006 CITY COMMISSION RULES AND PROCEDURES TO MODIFY THE ORDER OF BUSINESS FOR CITY COMMISSION MEETINGS.

PROVIDING FOR COMPLEX AND AN EFFECTIVE DATE. >> I BROUGHT THIS ONE UP.

I DIDN'T REALIZE IT WAS A WHOLE ORDINANCE AND WHAT HAVE YOU. I THINK HAVING THE COMMISSION ON PUBLIC COMMENTS PRIOR TO THE PROCLAMATIONS AND RECOGNITIONS GIVES RESIDENTS AN OPPORTUNITY TO VOICE THEIR CONCERNS OR THEIR HAPPINESS WITH THE CITY IN FRONT OF MORE PEOPLE.

[01:20:09]

IT ALSO ALLOWS US TO DO THAT AND HELP OUR MESSAGE. WE SAW TONIGHT WITH SENATOR POLSKY WHO IS HERE AND ABLE TO SPEAK IN FRONT OF MORE PEOPLE. I THINK IT JUST GIVES MORE TRANSPARENCY AND OPPORTUNITY FOR PEOPLE TO SEE AND HEAR. ASK QUESTIONS AND WHAT HAVE

YOU. THAT'S REALLY MY TAKE ON THAT. >> I THINK THIS IS A GREAT IDEA. YOU CAN SEE THE DISPARITY BETWEEN THE BEGINNING OF THE MEETING AND NOW. IN TERMS OF ATTENDEES AND FOR US TO BE ABLE TO NOT ONLY SPEAK DIRECTLY TO THE PUBLIC BUT ALSO ALLOW PUBLIC COMMENT WHILE EVERYONE'S HERE AND IT'S

BENEFICIAL. >> A MINUTE GIVE YOU THE CONTRARIAN POINT OF VIEW BECAUSE THIS DID COME UP PREVIOUSLY THE CITY HAD ALWAYS HAD THIS TYPE OF FORMAT.

AFTER FEBRUARY 14 WE HAD SOME COMMENTS AND ONE GENTLEMAN I REMEMBER CAME TO THE COMMISSION MEETING AND THERE WERE 10-YEAR-OLD KIDS HERE TALKING ABOUT HOW ANYBODY WITH AUTISM IS A CRIMINAL AND THEIR PARENTS ARE CRIMINALS. THAT'S KIND OF A DOUBLE EDGE SWORD IS OUTLOOK. TONIGHT WAS GREAT. I FELT LIKE IT WAS HOME.

BUT THE CHALLENGES WE CANNOT ALWAYS CONTROL THE MESSAGE FROM THE PUBLIC.

SOMETIMES LIKE I SAID WE BRING ANOTHER EDGE TO IT AND YOU WILL HAVE SOMEONE COME UP AND SAY SOMETHING LIKE I SAID IT'S ORGANIZED AND THEY MARCHED IN AND MARCHED OUT.

WE'VE HAD IT HISTORICALLY IN THE PAST WHERE WHEN WE DID THIS IT COULD BE YOU ARE NOT HEARING THE PROCLAMATIONS AND RECOGNITIONS TOLD IT COULD BE 745.

YOUR FAMILIES THAT HAD TO GET TO THEIR KIDS SOCCER POCKET THIS FOR LUNCH.

THEY GOTTA GET HOME SO BY THE TIME THE THIRD OR FOURTH PROCLAMATION, BE LEFT ANYWAY.

THAT'S KIND OF THE DOUBLE EDGE SWORD. I'M CONFLICTED I KNOW VICE

MAYOR CUTLER WAS KIND OF THE SAME WAY. >> MY THOUGHT OR MY FEELING WOULD BE THAT WE SPLIT THE BABY A LITTLE BIT AND HAVE THE COMMISSION HAVE THERE, WHILE EVERYONE IS HERE. YOU DO THE PROCLAMATION AND THEN YOU HAVE PUBLIC COMMENT AND CAN CHOOSE TO STAY WITH HER SHOT. THAT WAY WE'RE NOT RUNNING INTO

THAT SCENARIO.I WAS HERE WITH THAT HAPPENS AND IT SUCKS. >> I TOTALLY HEAR YOU ARE SAYING AND I GET THAT. I JUST WONDER BY US ACKNOWLEDGING THAT IF THERE IS A DIFFERENCE AND THAT WE ARE TELLING THE RESIDENTS THAT WE CAN BEAT JUST WONDERING WITH TEMPLATES THAT SENDS LIKE TO HAVE PUBLIC COMMENTS I HEAR WHAT YOU'RE SAYING UNDERSTANDS WHERE THERE COULD BE AN ISSUE SOMEBODY SAYING SOMETHING BUT FOR US TO SAY IT'S OKAY FOR US TO SPEAK BUT IT'S NOT IT'S OKAY FOR YOU TO SPEAK WHEN EVERYBODY'S HERE TO ME THAT'S DEFINITELY NOT THE MESSAGE THAT I WANT TO SEND BECAUSE I WANT THE PUBLIC TO BE ABLE TO HAVE AN AUDIENCE. OUR MEETINGS ARE RECORDED. ANYONE TURN MEETINGS LIFE.

OME PEOPLE WANT. THE POINT BEING AS THEY ARE RECORDED AND PEOPLE CAN WATCH IT. PEOPLE CAN TAKE A SNIPPET OF THE RECORDING OFF AND POSTED ON FACEBOOK IF THEY WANT. I WOULD EITHER WANT TO LEAVE IT OR JUST GO IN BECAUSE I DON'T WANT TO SEND A MESSAGE TO THE RESIDENTS THAT IT'S OKAY FOR ME AND IT'S NOT OKAY FOR YOU BECAUSE THAT TO ME YOU DEFINITELY CANNOT SEND THAT MESSAGE.

[01:25:02]

>> YOU CAN'T SEPARATE THE COMMISSION COMMENTED PUBLIC COMMENTS AGAINST SOMEBODY FROM THE PUBLIC MAKES A COMMENT TO THE POINT THERE COULD BE STAYING COMMISSIONER MAYERSON BLAH BLAH BLAH AND I'M SITTING HERE WANTING TO DEFEND NOT ACTION OR STATEMENT WITHOUT

BEING ABLE TO DO THAT IT BECOMES PROBLEMATIC. >> YES AND NO.

A PUBLIC COMMENTS ARE NOT FOR BUT THE PUBLIC SPEAKS FIRST AND YOU CAN CERTAINLY USER ID AND

COMMENTS. >> WE WOULD GO FIRST COME AFTER.

>> THEN YOU HAVE TO COME BACK ADDRESS THAT VERY QUICKLY TO DEFEND OURSELVES SHOULD SOMEONE FROM THE PUBLIC COME IN AND HAVE ISSUES WITH US. THERE'S NO QUESTION THAT WE NEED THAT. TALK ABOUT THE POSSIBILITY HAVING MORE OF A CITY THING

THAT A FEW TIMES BEFORE. >> WE TALKED ABOUT DOING THAT. THE OTHER PART IS AS YOU MENTIONED THE MEETING, LOOK AT IT AS PAST TO A CAMERA VERSUS HAVING A LIVE STUDIO AUDIENCE.

IT'S TWO DIFFERENT PHILOSOPHIES FROM US PERSONALLY BUT AGAIN LOOKING AT THOSE THAT ARE OUT HERE WITH THE OPPORTUNITIES OR THE CHALLENGES THAT THEY MAY BE SUBJECTNG TO THINGS THAT MAYBE THEY DON'T WANT TO BE. I'M KIND OF A LITTLE LEERY WHEN I CAN'T CONTROL SOMETHING.

WE DON'T KNOW IT'S COMING BEFORE AN ISSUE COMES BEFORE US AND YOU HAVE 20 PEOPLE THAT WANT TO SPEAK. PARENTS ARE SAYING THEY HAVE TO GET TO WHEREVER IT IS.

THAT BECOMES CHALLENGING. >> I GUESS TO THAT POINT OF 20 PEOPLE SIGN UP TO SPEAK WE CAN VERY EASILY SWITCH AND SAY LOOK. TODAY WE SEE THESE PEOPLE HERE COMING TO SPEAK ABOUT SOMETHING AND WE HAVE A COUPLE PROCLAMATIONS WE WANT TO GET

THEM IN AND OUT AND WE CAN MAKE THAT MOVE. >> THE OTHER OPTION IS AS WE HAD BEFORE TO NATIONS AT THE BEGINNING OF THE MONTH. AND THEN THE 2ND M MEN OF THE MONTH WE DON'T HAVE THEM AGAIN. THERE MIGHT BE A SITUATION WHERE MY VILA TO DO THAT BUT THEN SWITCH UP WHERE THEY WE HAVE PROCLAMATIONS WE THE PROCLAMATION ARE YOU SEE THERE MAY BE NEW IN HERE FROM THE PUBLIC BUT THAT'S THE ISSUE OF SUBJECTING IS WON I WAS SITTING

THERE THAT WAS GUT WRENCHING. TO ME THAT'S A CONCERN. >> I LIKE THE IDEA BEING

VALUABLE A LOT. >> I LIKE THE IDEA OF PUSHING IT UP.

I ALSO LIKE COMMISSIONER MAYERSON AND COLORS POINT. I REMEMBER SOME OF THOSE MEETINGS OR LISTENING TO THE MOTHER. I DO THINK YOU HAVE A CAPTIVE AUDIENCE THAT ONLY PEOPLE THAT ARE SITTING HERE FOR THE PEOPLE ONLINE IF YOU DO IT AFTER THE

FACT THOSE PEOPLE HAVE MISSED OUT ON THIS PUBLIC. >> AGAIN ENDS JUST AS MUCH AS

IT HELPS US. >> IS ANYONE FROM THE PUBLIC WITH THIS AGENDA ITEM?

>> WE CAN STILL HAVE DIALOGUE I'M JUST GETTING PORTION OUT OF IT.

IF WE DON'T HAVE ANY OTHER COMMENTS OR CONCERNS IF SOMEONE WANTS TO MAKE A MOTION.

>> I MAKE A MOTION TO APPROVE. >> I WILL SECOND SUBJECT TO THE CAVEAT THAT CAN MOVE IT

AROUND. >> ANTHONY WE CAN ALWAYS ADJUST THAT STUFF.

>> THAT IS CLEAR TO RULES AND THIS DOESN'T CHANGE BEFORE YOU SO LONG AS THE COMMISSION AGREES TO MOVE THE ITEMS AROUND BUT SINCE IT WAS TALKED ABOUT IS DOING SOMETHING MORE PERMANENT IN THIS REGARD THAT'S WHY WE ARE MENDING THIS BEFORE YOU TONIGHT.

>> IF THEY SAY WE HAVE 10 PEOPLE SPEAKING WE CAN JUST STAND UP AND SAY HEY LET'S

SWITCH THE SURROUND IF WE ARE GOOD WITH THAT WE WILL DO IT. >> THE ONLY OTHER THING IN SECTION 3 ON THE AGENDA FOR ITEM C PROCLAMATIONS AND RECOGNITIONS THIS IS NOT THE CHIEF COMMUNICATION OFFICER. WE CAN JUST CHANGE THAT IS THAT OKAY WITH YOU TODD?

>> CONGRATULATIONS NO RACE THIS YEAR BUT YOU HAVE A NEW TITLE.

>> WE HAVE A MOTION TO APPROVE BY COMMISSIONER ISRAEL ON A SECOND BY COMMISSIONER BRIERCAL.

>>.

[01:30:03]

IN ONE. >> ITEM 10 F IS DISCUSSION AND POSSIBLE ACTIONS FOR PARKLAND

APPROVED CHARITIES LIST. >> THIS IS SOMETHING WE NEED TO DO EVERY ONCE IN A WHILE TO MAKE SURE THINGS THAT WE ARE PROMOTING AND WHAT HAVE YOU ARE ON THE CHARITIES LIST.

IT BENEFITS US IN THE CHARITIES. IT BENEFITS US AND THE CHARITIES SO DOES ANYONE HAVE SOME CHARITIES THEY WANT TO ADD?

>> I HAVE A COUPLE OF PROPOSED ADDITIONS. >> ONE IS OBVIOUSLY WE HAVE AN EVENT AND THE SOLDIER RUSH. WE WOULD LIKE TO SEE PUTTING SOLDIER RUSH IN THEIR

SUPPORTING CHARITIES. >> IT WOULDN'T HURT TO PUT SOLDIER RUSH ON THERE.

I THINK BY PUTTING SOLDIER RUSH ON THEIR IT DOESN'T HURT. >> ANOTHER ONE IS SAMARITAN'S PURSE. THERE ARE MANY IN THE COMMUNITIES AND SOME OF THE CHURCHES AROUND THAT DO THIS THIS TIME OF YEAR FOR CHRISTMAS.

IF WE CAN JUST PUT THIS EVEN FOR THEM AND FOR THE RELATED CHARITIES IT'S HELPFUL TO HAVE

THEM ON THERE. >> DO WE KNOW THE NAMES OF THE CHARITIES?

>> CAN WE JUST SAY CORAL SPRINGS PARKLAND FIRE DEPARTMENT? WE SPONSOR THE CHARITIES AND SOMETHING SPECIFIC WE HAVE THE CORAL SPRINGS PARKLAND

PROFESSIONAL FIREFIGHTER BENEVOLENT ASSOCIATION. >> WE CAN PUT A LIST OF 1000 THINGS. I GUESS WHAT I'M SAYING IS ARE WE ALLOWED TO JUST SAY CORAL

SPRINGS PARKLAND FIRE DEPARTMENT SPONSORED CHARITY? >> PART OF THIS LIST WHAT IT DOES UNDER THE COUNTY ETHICS ORDINANCE FOR CHARITABLE SOLICITATIONS, IT SHOWS THE LOCAL GOVERNMENT IN THIS CASE THE CITY PARKLAND SUPPORT FOR THESE ITEMS. IT PROVIDES THAT SOMEONE WILL HAVE TO FILE DISCLOSURE FORMS. THAT'S I'M SUGGESTING THAT YOU

INCLUDE THE SPECIFIC CHARITY SO IT'S CLEAR. >> ARE BENEVOLENT ASSOCIATION IS A 501(C)(3) AND THAT ORGANIZATION MAKES TERRIBLE DONATIONS AT THOSE EVENTS SO I BELIEVE IF YOU WERE TO DO THAT FOR THAT ORGANIZATION YOU CAN NAME IT TO GET TO ANOTHER

ORGANIZATION. >> I'M NOT WORRIED ABOUT THE PASS-THROUGH FOR YOU GUYS.

GO AND DONATE THE BENEVOLENT ASSOCIATION ON THERE AND WHATEVER WE DO TO PROMOTE AN

EVENT OR AN ATTENDANT EVENT WILL BE FILING A SEPARATE FORM. >> IT'S THE SHARKS FOUNDATION.

>> WHICH IS GOOD UNLESS IS THAT ALRIGHT? >> HE WAS THERE WITH

COMMISSIONER ISRAEL. >> I JUST HAVE ONE. AS I MENTIONED AT THE LAST MEETING MY WIFE IS ORGANIZING AN EVENT IN HONOR OF MY STEPFATHER FOR PANCREATIC CANCER. IT IS FOR CANCER RESEARCH AND AWARENESS.

ASKED TO PUT THAT ON THERE TO MAKE IT AN ANNUAL EVENT. THAT WOULD BE MY REQUEST.

>> VICE MAYOR CUTLER? >> I ONLY HAVE TWO. DYLAN'S WINGS OF CHANGE.

TWO DAYS AFTER THE MASS SHOOTING AT SANDY ELEMENTARY SCHOOL WERE DEALING WITH ONE OF THE CHILDREN THAT WAS KILLED. HIS PARENTS CAME UP WITH DYLAN'S WINGS OF CHANGE.

DYLAN WAS ON THE SPECTRUM SO THEY USE THIS AS A REACH OUT TO DO MUCH OF GREAT THINGS IN THE COMMUNITY. THE FRIENDSHIP JOURNEY WHICH MY DAUGHTER IS INVOLVED IN INVOLVES LOCAL CHILDREN AND IS COME UP WITH A PARTNERSHIP WITH THAT ENTITY CALLED CAMP WINGS OF FRIENDSHIP. OVER THE SUMMER WITH A DO IS HAVE VIRTUAL CAMPS FOR FREE FOR KIDS AND SO THOSE ARE TWO CHARITIES THAT I LIKE TO TRY TO SUPPORT.

>> SOUNDS GOOD TO ME. >> THIS IS SCOTT J BIEGEL MEMORIAL FUND.

>> THE FLIGHT CENTER WHICH IS THE INDEPENDENT TRAINING EDUCATION CENTER.

IT IS THE BENEFICIARY OF PARKLAND CARES AND I WANT TO INCLUDE THEM.

>> A CENTER FOR INDEPENDENT LIVING ON BROWARD. STAND AMONG FRIENDS.

[01:35:08]

THAT'S IN BOCA RATON AND THEY ARE A BUSINESS THAT HELPS YOUTH WITH DISABILITIES LIVE LIFE WITHOUT LIMITED EXPERIENCE. THE UNICORN CHILDREN'S FOUNDATION IS A TERRIBLE ORGANIZATION AND MARK BROWARD AS WELL. SOMEBODY THAT WE DONATE TO PUT I HAVEN'T SEEN IT IS THE AREA WHERE COUNSEL ON AGING IN BROWARD COUNTY THAT'S ON OUR

LIST. >> I SEE OTHERS THAT I DON'T BECAUSE THE COMMUNITY CHURCH.

>> MARY HELP IS ON HERE SAYS EVERYTHING I HAVE. >> IS AN ELEMENT OF STUFF SO ARE WE GOOD WITH EVERYTHING THAT WE SEND? DO WE NEED TO VOTE ON THIS?

>> MOTION TO APPROVE ADDING THE AFOREMENTIONED ENTITIES TO THE LIST.

>> JUST ONE ISSUE. ON THIS PARTICULAR LIST IT SEEMS LIKE SOME OF THE NAMES ARE ON DIFFERENT LINES. THE JUMPED MINDSET WANT TO MAKE SURE THAT THE NAMES FOR INSTANCE AT THE BOTTOM NORTHWEST COUNCIL ELECTED OFFICIALS LUNCHEON MEETING.

IS THAT ONE ENTITY? AND THE SAME THING FOR FRIENDSHIP AND FRIENDSHIP JOURNEY IS A SEPARATE ENTITY. I JUST WANT TO MAKE SURE THAT THE ENTITIES ARE ACCURATELY

[11. Comments by the Broward Sheriff's Office ]

SPELLED OUT. >> 'SFACE TO BE SEPARATED THOSE ARE TWO SEPARATE

ENTITIES. >> HAVING SAID THAT WE JUST WANT TO MAKE SURE THAT THE LIST

IS ACCURATE AND I WANT TO SECOND THE MOTION. >> WE HAVE A MOTION TO APPROVE

BY COMMISSIONER BRIER AND A SECOND BY COMMISSIONER CUTLER. >> ROLL CALL.

>>.

>> GREAT WORK. >> COMMONS BY THE BROWARD SHERIFF'S OFFICE.

>> GOOD EVENING. I HAVE NO SIGNIFICANT COMMENTS. PEOPLE ARE DOING WHAT WE ARE ASKING AND SO FAR THINGS HAVE BEEN GOOD. ANY QUESTIONS FOR DISCUSSION.

>> I THINK THE SOFTBALL TEAM HELPED TREMENDOUSLY MAKING PEOPLE AWARE OF KEEPING THE KEY FOBS. IN THEIR HOMES AND ON THEIR CARS SO KUDOS TO THAT.

>> I JUST WANT TO REMIND HER RESIDENCE IN A PASSIVE PUT IT OUT IN THE CITY IS PUT IT OUT FOR VACATION WATCH IF YOU WILL BE TRAVELING. CONTACT THE BSO AND GO ON THE

WEBSITE TO FIND OUT. >> THIS WEEK WE HAVE A SIGNIFICANT AMOUNT.

[12. Comments by the Coral Springs/Parkland Fire Department ]

PARKLAND TALK REACHED OUT TO ME. THE MORE PEOPLE TO KNOW ABOUT

IT THE BETTER. >> VICE MAYOR? >> I WANT TO GIVE KUDOS TO YOU AND YOUR TEAM AT EVERY EVENT THAT I'VE BEEN TO HAVE NOTICED A SIGNIFICANT INCREASE IN OUTREACH BY YOUR TROOPS TO THE PUBLIC. THEY SEEM TO BE MAKING A REAL EFFORT TO REACH OUT AND PUT THEMSELVES IN THE COMMUNITY AND WE REALLY APPRECIATE YOU GUYS

DOING THAT. >> THINK YOU. >> COMMONS BY THE CORAL

SPRINGS PARKLAND FIRE DEPARTMENT. >> GOOD EVENING.

I ALSO BE QUICK. >> HUNDRED AND 35 INCIDENTS ARE FIRE AND EMS WITH 130 EMS CALLS. THE ONLY THING I WOULD LIKE TO TALK ABOUT WHILE WE ARE IN THE MEETING TONIGHT. I GOT A TEXT FROM OUR MEDICAL DIRECTOR AND ASSISTANT MEDICAL

THEY ARE ALSO SAYING THAT THE UPTICKS THAT THEY ARE SEEN ARE STILL THE DELTA VARIANT NOT THE NEW VARIANT AND THAT THEY ARE ASSUMING THAT IT'S PROBABLY BECAUSE OF THE SNOWBIRDS COMING DOWN FROM THE NORTH TO THE SOUTH. SO DIFFERENT MIX OF POPULATIONS AND THEY ARE ALSO SAYING THAT THEY ARE
