I HAVE LIVED IN PARKLAND FOR TEN YEARS AND HAVE BEEN ACTIVE IN THE COMMUNITY IN SPORTS AND SCHOOLS.
I LOVE THE COMMUNITY AND MY KIDS AND WANT TO HELP OUT ANY WAY I CAN. I'M A BASEBALL GUY AND THAT'S MY WAY OF GIVING BACK. I'M HERE TONIGHT ABOUT THE WEST GLADES BASEBALL CLUB. I'M COACHING THE CLUB FOR THE SCHOOL. THE CLUB IS FULLY SUPPORTED AND RECOGNIZED BY THE SCHOOL. WE ARE CONSIDERED A CLUB NOT A TEAM BECAUSE THE COUNTY DOES NOT HAVE ENOUGH MIDDLE SCHOOLS WITH A BASEBALL TEAM TO CONSIDER IT AN OFFICIAL SCHOOL SPORT.
THIS IS HOW IT'S ALWAYS BEEN. WEST GLADE AS HAD A BASEBALL TEAM FOR YEARS, NOTHING HAS CHANGED EXCEPT FOR OUR ABILITY TO SECURE A FIELD. I HAVE SPOKEN TO OTHERS IN THE CITY ABOUT THIS AND THE RESPONSE WAS DISTURBING.
I DIDN'T HEAR THAT'S GREAT, LET'S MAKE IT HAPPEN.
INSTEAD I WAS GIVEN EXCUSES AS TO WHY I COULDN'T DO IT.
IN THE END I WAS TOLD I WOULD HAVE TO BE WRITTEN INTO THE SPORTS TO PRACTICE AND PLAY IN PARKLAND.
I FIRST BROUGHT MY CASE TO THE SPORTS ADVISORY BOARD AND THEY TOLD ME NO. WORST THEY TABLED IT INDEFINITELY. WHY WOULD ANYONE SAY NO TO THIS? IT'S REALLY PRETTY SIMPLE. PARKLAND KIDS, PARKLAND SCHOOL, PARKLAND FIELDS. THAT'S MY MOTTO FOR YOU TONIGHT.
SO I'M HERE ASKING THE COMMISSIONERS AND MAYOR WALKER TO GRANT AN AGREEMENT BETWEEN THE CITY AND THE WEST GLADES BASEBALL CLUB, TO USE THE FIELDS BETWEEN JANUARY AND MARCH FROM 4:30 TO 6:00. NO ONE AND I MEAN NO ONE USES IT DURING THIS TIME SLOT. AS I TOLD THE ADVISORY BOARD, I'M ASKING FOR A FIELD AT THE TIME NO ONE EVER USES.
I'M NOT INTERFERING WITH LITTLE LEAGUE, SOFTBALL, OR TRAVEL.
I HAVE THE REQUIRED INSURANCE AND WILL COMPLY WITH OTHER REQUIREMENTS. SO I'M ASKING YOU TO SUPPORT THE PARKLAND SCHOOL AND THE PARKLAND KIDS.

SO THANK YOU FOR COMING, CHRIS. SO CHRIS HAD MENTIONED THAT WEST GLADES HAS HAD A TEAM FOR SEVERAL YEARS WHICH THAT IS TRUE. THE WEST GLADES MIDDLE SCHOOL TEAM WAS RUN THROUGH THE POKERS FOR MANY, MANY YEARS.
CHRIS APPROACHED ME LAST YEAR OR WHENEVER AND ASKED ME ABOUT GETTING FIELDS. HAVING BEEN A COACH ON A WEST GLADES TEAM SINCE MY SON WAS IN SIXTH GRADE, CURRENTLY NOW IN EIGHTH GRADE, I SAID THAT WOULD BE GREAT THAT YOU WOULD BE A COACH. I DON'T HAVE TIME, WE CAN MAKE THAT HAPPEN. WE CAN HAVE YOU ON THE COACHING STAFF, I'LL GET YOU IN TOUCH WITH THE POKERS.
YOU CAN BE ON THE TEAM, YOUR DAUGHTER CAN BE ON THE TEAM.
WE CAN BUILD THIS TOGETHER AND HAVE A COMMUNITY THING.

YOU WERE OFFERED A POSITION AS A COACH ON THE WEST GLADES TEAM WHICH HAS BEEN RUN BY THE POKERS FOR MANY, MANY YEARS.
ONE OF THE THINGS THAT'S GOOD WITH THE POKERS RUNNING THE PROGRAM IS THEY HAVE 7-YEAR-OLDS, 8-YEAR-OLDS, 9-YEAR-OLDS, THEY WILL HAVE A CONTINUING LEGACY YEAR AFTER YEAR AFTER YEAR. SO THE WEST GLADES TEAM CAN RUN FOREVER AS LONG AS THE POKERS IS AROUND.
SO IT DOES CONCERN ME A LITTLE BIT THAT YOU WERE OFFERED AN OPPORTUNITY TO WORK TOGETHER AS A COMMUNITY AS PARKLAND RESIDENTS, AS A BASEBALL GUY, AND YOU DECIDED YOU DIDN'T WANT TO WORK TOGETHER, AND INSTEAD OF TRYING TO WORK WITH THE POKERS, YOU CIRCUMVENTED WHAT WAS GOING ON FOR SEVERAL YEARS AND WENT AND SAID HEY, CAN I RUN THE TEAM? AND BIANCI SINCE THE TEAM IS NOT, YES, IT'S SOMEWHAT SPONSORED BY WEST GLADES, BUT HE REALLY DOESN'T CARE MUCH ABOUT THE BASEBALL TEAM BECAUSE IT'S NOT SUPPORTED BY BROWARD COUNTY SO HE WAS LIKE SURE, GO AHEAD, CHRIS.
FORGETTING THE FACT THAT THE POKERS HAD BEEN RUNNING THE SO I APPRECIATE YOU COMING AND I APPRECIATE YOU WANTING TO HELP AND VOLUNTEER YOUR TIME BECAUSE I THINK THAT'S GREAT.
BUT I'M DEFINITELY DISAPPOINTED THAT YOU DID NOT EVEN GIVE A CHANCE TO WORK TOGETHER WITH THE POKERS.

SO I WOULD LIKE TO ALSO TALK ABOUT WHAT HAPPENED THE PAST COUPLE OF WEEKS. IT'S BEEN, WE'VE BEEN VERY BUSY.
WE HAD THE SOLDIER RUSH. THAT WAS A LOT OF FUN.
VETERANS DAY WAS AMAZING. TO SEE MANNY TALK ABOUT SERVICE AND DOING MORE FOR OTHERS THAN YOURSELF.
THAT TO ME IS WHAT VETERANS DAY IS ALL ABOUT, SELFLESSNESS.
CARING ABOUT OTHERS. THOSE ARE THE THINGS THAT ARE IMPORTANT. THOSE ARE THE THINGS WE NEED TO THINK ABOUT CERTAINLY NOW WITH THE HOLIDAYS COMING UP, WE HAD A TRAGEDY NOT THAT LONG IN OUR COMMUNITY.
I THINK THE FUNERAL WAS JUST ON MONDAY AND OBVIOUSLY CONDOLENCES TO HIS FAMILY. WE NEED TO TRY TO REMEMBER WHAT'S IMPORTANT. WHAT'S IMPORTANT.
FAMILY, FRIENDS, COMMUNITY, THAT'S WHAT'S IMPORTANT.
BEING TOGETHER, TRYING TO WORK TOGETHER, NOT HAVING AN AGENDA, NOT OUT FOR YOUR OWN THINGS, OUT TO REALLY HELP THE COMMUNITY AND WORK TOGETHER, THAT'S IMPORTANT. WE TRY TO DO THAT ALL THE TIME

TO HEAR SOME OF THOSE STORIES OF WHAT THE RIZZO FOUNDATION HAS DONE FOR SOME OF THOSE FAMILIES, IT'S AMAZING TO HEAR THAT, AND IT'S WONDERFUL THAT SOMEONE WHO HAS MADE IT SO BIG REMEMBERS HIS COMMUNITY. OBVIOUSLY HIS FATHER IS STILL HERE, HIS BROTHER IS STILL HERE. SO OBVIOUSLY THERE'S AN ATTACHMENT THERE AND WE WERE LUCKY ENOUGH TO PRESENT HIM WITH THE JERSEY WHICH I THOUGHT WAS KIND OF COOL.
I CAN'T FORGET WITHOUT SAYING CONGRATULATIONS TO NOW MAYOR MICHAEL YUDEAN. HE'S BEEN AN AMAZING ADVOCATE FOR PARKLAND FOR MANY, MANY YEARS.
I WAS GLAD TO BE THERE AND LOOKING FORWARD TO SEE WHAT HE'S GOING TO DO. SHOUT OUT TO JROTC, STATE CHAMPS, FIRST TIME IN STATE HISTORY.

JUST A COUPLE OF THINGS, NUMBER ONE JUST TO CATCH YOU GUYS UP TO SPEED ON THE SOLID WASTE AND RECYCLING WORK GROUP, NEGOTIATIONS BETWEEN THE VENDOR AND THE COUNTY BROKE DOWN SO NOW THEY'RE OUT LOOKING FOR NEW VENDORS TO DO THE WASTE GENERATION STUDY. THE COUNTY CURRENTLY HAS TWO VENDORS THEY'RE TRYING TO WORK WITH.
OBVIOUSLY AS WE GET MORE INFORMATION, WE WILL PROVIDE OR I'LL PROVIDE UPDATES. I ASKED IF THIS IS GOING TO INCREASE THE PRICE OR DECREASE THE PRICE AND AT THIS POINT, WE DON'T KNOW. BUT I THINK THE MONEY THAT WE PUT ASIDE SHOULD BE SAFE. SO DOING THE WASTE GENERATION STUDY. WE'RE ALSO MOVING FORWARD IN CREATING AN INTERLOCAL AGREEMENT AS WELL AS A MISSION STATEMENT.

VETERANS DAY CEREMONY, AGAIN A BEAUTIFUL CEREMONY.
RIZZO WALK, CAN'T SAY ANYTHING MORE ABOUT THAT THAN YOU DID, MAYOR. THE HARVEST DRIVE WHICH WE WERE AT. AGAIN GREAT OPPORTUNITY ESPECIALLY FOR THE YOUNGER KIDS THAT WERE THERE TO KIND OF LEARN AND BE PART OF GIVING BACK. A LOT OF THE ELEMENTARY SCHOOLS HAVE DONE THEIR OWN LITTLE DRIVES TO GIVE BACK.
I KNOW RIVER GLADES IS GIVING BACK TO PROVIDE TURKEYS FOR PARK RIDGE ELEMENTARY. THESE ARE SOME OF THE THINGS THAT OUR COMMUNITY ARE DOING. THE STRATEGIC PLAN IS SOMETHING THAT HELPS US SET OUR PRIORITIES TO MOVE FORWARD AND WORK TOGETHER ON COMMON GOALS.
AND THAT'S SOMETHING THAT WE'VE CERTAINLY DONE THIS YEAR.

TONIGHT ALL WE'RE DOING IS A BRIEF OVERVIEW OF THE INDIVIDUAL ACTION ITEMS THAT ARE IN THE STRATEGIC PLAN.

CONDUCTING QUARTERLY TRUST AND CONFIDENT SURVEYS REGARDING LAW ENFORCEMENT SERVICES AND ESTABLISHING PERFORMANCE MEASURES, THOSE WERE ALSO COMPLETE.
BSO DID DO THE QUARTERLY SURVEYS AND PERFORMANCE MEASURES WERE ESTABLISHED AND OUR PUBLIC SAFETY COORDINATOR IS ALSO FOLLOWING THOSE. THE TWO NEXT ITEMS THE POLICE EXPLORE PROGRAM AND THE CITIZENS ACADEMY ARE SOME PLANS THAT HAD TO BE DELAYED DUE TO COVID-19. BUT THE CITIZENS ACADEMY IS SOMETHING THAT WILL REMAIN A PART OF THE NEXT FISCAL YEAR STRATEGIC PLAN AND THEY'LL BE MONITORED AS THE PANDEMIC CONDITIONS CHANGE. MAINTAINING CODE ENFORCEMENT PRACTICES, ALL OF THE CODE RELATED INSPECTIONS WERE COMPLETED IN COMPLIANCE. CALLS AND COMPLAINTS WERE RESPONDED TO WITHIN 24 HOURS. AND CODE BEGAN ISSUING SOME WARNING NOTICES WHICH PROVIDED AN INCREASE IN VOLUNTARY
SO THE STORMWATER MASTER PLAN HAS BEEN AN ONGOING PROCESS.
WE ACTUALLY RECEIVED THE 60% VERSION OF THE PLAN.
AND STAFF RIGHT NOW IS GOING THROUGH THE REVIEW OF THAT PLAN.
OUR INTENT IS TO GET A FINAL DOCUMENT BY THE END OF THIS MONTH, EARLY DECEMBER AND WE'LL HAVE SOME PUBLIC OUTREACH BECAUSE THAT WAS PART OF THE SCOPE OF THIS EXERCISE AND WE'LL MAKE SOME ADJUSTMENT TO THE PLANS BEFORE FINALLY BRINGING IT BACK TO THE COMMISSION EARLY NEXT YEAR FOR CONSIDERATION OF ADOPTION. OUR INTENT IS TO HAVE THE PLAN ADOPTED SO WE CAN UTILIZE THAT PLAN FOR FUTURE FUNDING.
NOW AS YOU KNOW THERE ARE SOME FUNDING THAT WE ARE TAPPING INTO AS A RESULT OF THE PLAN, BUT IT LIMITS YOUR POSITION TO OBTAIN FUNDING IN THE FUTURE. THE STORM WATER UTILITY FEE IS ON HOLD BECAUSE WE ARE WAITING ON THE CAPITAL PROJECTS PORTION OF THIS MASTER PLAN TO INCORPORATE IT BACK INTO THAT FEE STUDY. AND THEN WE'LL BRING THAT FEE STUDY BACK TO THE COMMISSION AGAIN FOR CONSIDERATION OF HOPEFULLY PUTTING THAT FEE IN THE PLACE.
SO THE ANNEXATION PORTION OF THE STRATEGIC PLAN, AS YOU KNOW ANNEXATION IS COMPLETE. THAT IS ANTICIPATED FOR SEPTEMBER OF 2022. AND ALL OF OUR COMP PLAN AMENDMENTS AND MAP ANNEXATIONS WERE ALSO COMPLETED THROUGH THE STRATEGIC PLANNING YEAR. SO OUR SECURE CITY FACILITIES, WE HAD TO CHANGE THE MECHANISM OF PROCUREMENT.
WE'RE ACTUALLY GOING WITH PRIOR WE WANTED TO GO WITH DESIGN BUILD, BUT WE'RE GOING TO GO WITH THE DESIGN BID BUILD.
AND RIGHT NOW WE'RE GETTING READY TO PUT THE BID OUT IN THE UPCOMING MONTH SO THAT'S GOING TO BE TRACKED IN THE FUTURE STRATEGIC PLAN. SO THIS CPSM RECOMMENDATION, THAT IS MOSTLY COMPLETE. BUT AS YOU KNOW THE HUB SOLUTION IS IN WORK AND THE ORCUT PORTION IS STILL IN INTEGRATION.
WE'LL CONTINUE TO MONITOR THAT PROCESS AS A STAFF.

THE UNIVERSITY DRIVE ROUNDABOUT IS LOOKING GOOD.
WE'RE CLOSE TO COMPLETION. WE'RE EXPECTING SUBSTANTIAL COMPLETION WITHIN THIS MONTH AND HOPEFULLY WE WILL PUNCH OUT THE ROUNDABOUT AND CLOSE IT DOWN IN DECEMBER.
SO THAT'S EXCITING. THE ADA ACCESSIBILITY.
WE GOT OUR WORKING GROUP PORTION OF THAT PROCESS.
OUR HOPE IS TO BRING THAT TRANSITION PLAN TO THE COMMISSION IN 2022 ALSO FOR ADOPTION.
BUT THE WORKING GROUP WENT WELL, WE'RE GOING TO TAKE BACK ANY FEEDBACK WE GOT FROM THE WORKING GROUP AND WE'RE GOING TO INCORPORATE IT INTO THE DRAFT TRANSITION PLAN AND ONCE WE COMPLETE THAT PLAN, IT WILL ULTIMATELY COME TO THE COMMISSION FOR ADOPTION. THE DOT IS HOPING TO HAVE A CONTRACTOR ON BOARD IN THE SUMMER OF 22.
AND THIS PROJECT IS SLATED TO BEGIN NOVEMBER DECEMBER OF 22.
THAT'S GOOD NEWS BECAUSE INITIALLY WE THOUGHT IT WOULD BE EARLY 2023. SO IT WILL BE MOVED UP A LITTLE BIT TO GET OUR PROJECT GOING. SO THAT'S GREAT NEWS AND THE PINE TREE PROJECT AS YOU KNOW IS ON HOLD DUE TO LITIGATION.

AND WE'VE ASKED THEM TO COME TO THE COMMISSION MEETING IN JANUARY TO PROVIDE YOU ALL WITH AN UPDATE. MAINTAIN STRONG WORKING RELATIONSHIPS WITH BROWARD COUNTY PUBLIC SCHOOLS.
WE CONTINUE TO MONITOR ALL OF THE AGENDAS AND MEETINGS WITH THE PUBLIC SCHOOLS. WE PROVIDE UPDATED INFORMATION ON THINGS LIKE ENROLLMENT AND WE CONTINUE TO HAVE REGULAR COMMUNICATIONS AND MEETINGS WITH THE PRINCIPALS AND THE DIFFERENT TYPES OF STAFF AT BROWARD COUNTY PUBLIC SCHOOLS WE WOULD INTERACT WITH. MARJORY STONEMAN DOUGLAS HIGH SCHOOL MEMORIAL. THEY'VE BEEN MONITORING THE MONTHLY PROGRESS OF THIS PROJECT.
>> THIS IS A VERY COMPREHENSIVE PROCESS THAT TOOK A LOT OF INVOLVEMENT FROM THE COMMISSION, CITY STAFF AND OUR RESIDENTS AND WE WERE PROUD THAT WE WERE ABLE TO PUT TOGETHER A VERY NICE, PROFESSIONAL COMPREHENSIVE PLAN THAT WAS ADOPTED BY OUR COMMISSION. SO THAT WAS COMPLETED BACK IN DECEMBER OF 2020. AND FROM THAT PLAN, WE WERE ABLE TO DERIVE SOME OF OUR PARK PROJECTS.
ONE OF WHICH WAS OUR PINE TRAILS PARK IMPROVEMENTS WHICH WAS TO IMPROVE THE DRAINAGE ON OUR MULTIPURPOSE FIELDS 6 THROUGH 9.
AS YOU ALL KNOW THAT PROJECT HAS BEEN COMPLETED AND THOSE FIELDS ARE OPEN TO THE PUBLIC AND DRAINAGE IS WORKING GREAT.
THE NEXT ACTION ITEM WAS OUR BASEBALL FIELD RECONFIGURATION.
WE WERE ABLE TO GO AHEAD AND FINISH AND COMPLETE THE DESIGN ON THAT. IT IS CURRENTLY UNDER CONSTRUCTION AND IS SCHEDULED TO HAVE SUBSTANTIAL COMPLETION EARLY 2022. AND THEN THE LAST ACTION ITEM WAS FOR OUR PLAYGROUND IMPROVEMENT.
THERE WERE SOME DELAYS TO THE CONSTRUCTION OF THIS PROJECT.
MOST OF IT WAS DUE TO SUPPLY CHAIN ISSUES AS WELL AS SOME RECOMMENDATIONS TO REDESIGN AND ADD A SHADE STRUCTURE THERE AT THAT PLAYGROUND. BUT THAT PROJECT IS SCHEDULED TO
BE COMPLETED LATER THIS MONTH. >> ONE OF THE ITEMS THAT HAD NOT BEEN COMPLETED THIS FISCAL YEAR IS DEVELOPING A MARKETING PLAN AND THAT'S BECAUSE REALLY THE MARKETING PLAN IS A SUBSET OF THE OVERARCHING COMMUNICATIONS PLAN.
AND THERE ARE OTHER EFFORTS OUR TEAM HAS BEEN WORKING ON SUCH AS SOCIAL MEDIA AND MEDIA PRODUCTION.
THE MAYOR'S MINUTE IS SOMETHING THAT'S BECOME VERY POPULAR AND OUR COMMUNICATIONS TEAM IS DOING A FANTASTIC JOB WITH IT.
MOVING FORWARD WITH THE WAYFINDING AND SIGNAGE PROGRAM, THAT'S SOMETHING THAT WOULD NATURALLY HAVE TO OCCUR AFTER THE BRANDING INITIATIVE THAT WE HAVE COMING UP IN THIS FISCAL YEAR. THAT'S SOMETHING THAT WE'LL NEED TO DELAY A BIT. WEBSITE AND THE CITY DOCUMENTS ADA ACCESSIBILITY, THE ADA ACCESSIBILITY COMMITTEE INTERNALLY HAS BEEN CREATING CITY WIDE STANDARDS FOR DOCUMENTS TO BE IN COMPLIANCE WITH ADA STANDARDS.

FOR THE MONTH OF OCTOBER, WE RAN A TOTAL OF 235 INCIDENTS OUT OF WHICH 166 WERE FIRE AND EMS RELATED.
OF THE FIRE AND EMS COMBINATION, 166 OF THEM WERE ALL EMS, SO THERE WERE NO FIRES IN THE CITY IN THE LAST MONTH.
WE'RE HAPPY ABOUT THAT. WE CONTINUE TO WATCH COVID.
THE NUMBERS ARE CONTINUALLY GOING DOWN.
THERE STILL IS A TESTING SITE OUT AT SPORTSPLEX.
I WENT OUT THERE LAST WEEK AND THE PLACE IS EMPTY.
SO WE WILL ENCOURAGE YOUR RESIDENTS AS WELL IF THEY AREN'T FEELING WELL, IF THEY WANT TO UTILIZE THE TESTING SITE, THERE IS ABSOLUTELY NO WAIT THERE. THEY DO TAKE WALK UPS.
EVEN THOUGH THEY TAKE WALK UPS, YOU HAVE TO SCAN THE QR CODE AND TRYING TO FILL OUT THE CODE ON THE PHONE IS KIND OF HARD.
