THE BROWARD COUNTY SHERIFF. >> GOOD EVENING MAYOR AND COMMISSION AND TO ALL THOSE IN ATTENDANCE THANK YOU FOR COMING AND ANY OF YOU WHO ARE LOGGED ONLINE WATCHING THIS HERE TODAY.

THE COMMISSION AT ALREADY SPOKE ABOUT THE IMPORTANCE AND THE SIGNIFICANCE OF WHAT OCCURRD TODAY.

AS IT IS SOMEWHAT EVERY TURNING AN CHAPTER OF THE COMMUNITY AND COUNTY. BUT IT CANNOT BE IGNORED THAT THERE IS STILL PAIN AND SUFFERING.

AMONGST THE FAMILY MEMBERS AND WAS COMMUNITY AMONGST THIS ORGANIZATION. THE LAST TIME I WAS HERE, WAS AT THE EARLY PHASE OF MY APPOINTMENT TO BECOME THE SHERIFF OF THIS COUNTY TO RECTIFY THAT ALL THE AND FAILURES THAT TOOK PLACE. I PROMISE THAT COMMISSION AT THE TIME THAT I WOULD DO MY VERY BEST TO ENSURE THAT THIS ORGANIZATION WOULD NEVER FAIL AND THAT WE WOULD ENHANCE TRAINING PROTOCOLS THE TYPE OF POLICIES AND PROCEDURES THAT NEEDED TO BE FIXED AND CLEANED UP.

TO GET THAT DONE NOT ONLY FOR THE SAKE OF DOING THE RIGHT THING BUT FOR THE SAKE OF UNDERSTANDING THAT WE FAILED.

WE FAILED BIG. I AM HAPPY TODAY THAT I CAN STAND HERE AND REPORT TO YOU THAT WE AS AN ORGANIZATION HAVE FULFILLED THAT PROMISE. BUT FULFILLING THAT PROMISE IS DOES NOT MEAN WE ARE COMPLACENT AND SO PART OF THE PRESENTATION TODAY IS TO HAVE A DISCUSSION ABOUT WHERE WE WERE AND WHERE WE ARE NOW. MY GOAL IS TO CONTINUE TO GAIN YOUR CONFIDENCE IN THIS COMMUNITIES CONFERENCE IN NOT ONLY ARE WE PREPARED BUT WE ARE COMMITTED TO KEEPING THIS RELATIONSHIP GOING. YOU ALL HAD AN OPPORTUNITY THAT IS NOT LOST ON ME, BUT YOU COULD HAVE EXPLORED THE OPPORTUNITY TO BRING IN YOUR OWN INDEPEDENT POLICE DEPARTMENT.

YOU COULD'VE WALKED AWAY FROM THIS ORGANIZATION BUT YOU GAVE ME A CHANCE. TO FIX THESE THINGS AND I APPRECIATE THAT. I REALLY DO THIS ORGANIZATION APPRECIATE. AND SO WE STARTED OFF 100% AND DRIVEN TO SELF CHECK OURSELVES AND TO DO THAT WE NEEDED TO EVALUATE THE POLICIES AND THE DEFICIENCIES THAT WERE CREATED AND OUTLINED THE REPORT AND I USE THAT AS OUR BIBLE.

I SAT DOWN WITH THE DEPUTY DIRECTOR OF THE FBI AND INSTANTLY ESTABLISHED A PARTNERSHIP WITH ACE AND THEIR PERSONNEL DOWN HERE TO HELP US NOT ONLY EXPAND OUR TRAINING BUT BECOME TRAINING TRAINERS. AT THIS POINT IN TIME THE SHERIFF'S OFFICE HAS ACCOMPLISHED AND RECEIVED ALL THE TOP TRAINING CREDENTIALS THAT EXIST WITHIN THE LAW

ENFORCEMENT REALM IN THE UNITED STATES.

NOT WON NOT TWO NOT THREE BUT ALL OF THEM THE FBI HAS A PROGRAM IS CALLED ALERT THE ADVANCED RESPONSE TRAINING PROGRAM. ALL OF OUR INSTRUCTOR CADRE ARE SCHEDULED IN THAT SKILL SET. PHONE FEDERAL LAW ENFORCEMENT TRAINING CENTER THEY HAVE ACTORS CHOOSE OR THREATEN INSTRUCTOR PROGRAM A 40 HOUR BLOCK. IT IS IDENTIFIED AS THE SECOND TIER OR THE TOP TIER WITHIN THEIR REALM WE HAVE THAT CERTIFICATION AND CREDENTIAL. WE'VE ALSO EXPLORED AND STARTED TO WORK WITH INDEPENDENT GROUPS AND UNIVERSITIES WILL ALSO PARTNERED UP WITH THE LBI AT HOME AND SECURITY AND WE ACCOMPLISH ALL OF THESE. WE'VE OUTWORKED HER FEMUR TO BRING IN AN ACTIVE THREAT INTEGRATIVE RESPONSE PROTOCOL.

WE WORKED WITH THE FBI WITH TO HELP WITH STRUCTURE AND OWN INTERNAL PROTOCOLS AND WHAT WE CAN DO WITH POLICY STANDPOINT.

BUT HELP US DEVELOP OUR POLICY BASED ON WHAT YOU SEE AND WE'VE EXPANDED THOSE. WE ALSO LOOKED AT THE ISSUE WHEN IT COMES TO BEING PREPARED TO EFFECTIVELY RESPOND AND THE ANSWER WAS NO WHEN IT COMES TO EQUIPMENT.

WE HAVE ROUGHLY 1600 A LAW ENFORCEMENT IN THIS COUNTY.

AT THIS TIME WE ONLY HAD ABOUT 250 RIFLE PLATFORMS AVAILABLE.

THE MAJORITY WERE SITTING IN STORAGE BECAUSE WE DID IT NOT HAVE THE CAPACITY AND SCALE AND TWO TRAINED AND CERTIFIED TO DEPLOY THEM. I MADE THE INVESTMENT OF $2.5 MILLION TO OUTFIT EVERY SINGLE DEPUTY IN THIS AGENCY NOT JUST HERE PARKLAND BUT IN THE AGENCY WITH THE NECESSARY RIFLE PLATFORMS. WE SPENT MILLIONS OF DOLLARS ON THE TYPE OF MEDICAL CARE AND EQUIPMENT USED TO TREAT INJURIES AND PENETRATING WOUNDS AND OF THINGS OF THAT NATURE.

WE NEVER SEEN THAT HAPPEN. WE WENT FROM A CREDENTIAL STANDPOINT TO TRAINING WE WENT TO TRAINING EVERY SINGLE DEPUTY IN LAW ENFORCEMENT OFFICER TO CHOOSE THEIR SKILLS TO BE SUCCESSFUL. AND THEN THE NEXT NAVIGATION WAS TO LOOK AT WHAT CAN WE DO TO ENHANCE OUR RESPONSES HERE IN THE COUNTY SHOULD WE HAVE ANOTHER INCIDENT THAT TAKES PLACE IN OUR SCHOOL. WE LEARNED SOME HARD LESSONS, SOME VERY HARD LESSONS. ONE OF THE RESPONSE ASPECTS OF THE DEFICIENCY WAS THE CONFUSION ABOUT CAMERA SYSTEMS AND WHETHER OR NOT THE THREAT WAS ON THE FIRST FLOOR OF THE SECOND FLOOR IN THE VARIABLES. SO I REALLOCATED $7 MILLION TO DATE IN TERMS OF BUILDING OUT THE COUNTY'S FIRST TIME CRIME SCENE. WHICH IS IN OPERATION CENTER ABOUT 2700 SQUARE FEET. WE HAVE A FULL STAFF OF MANAGEMENT INVESTIGATORS WHOSE RESPONSIBILITY TO CURRENTLY MONITORED 15,000 CAMERAS ACROSS ALL 256 PUBLIC SCHOOLS.

AND WE SPEND THAT INTO A PUBLIC-PRIVATE PARTNERSHIP WERE NOW CERTAIN BUSINESS AND SEIZED WE HAVE ACCESS TO THE CAMPUS.

WHAT DOES THAT DO AN OPERATIONS STANDPOINT I WILL WALK YOU THROUGH SCENARIO. WE HAVE ADVANCED TECHNOLOGIES IN THEIR WE CAN LOCK ONTO THE BRICK AND WE CAN NAVIGATE WITH THAT PERSON AND BYPASSED HIM CAME INTO CAM TO CAM. I COULD GO ON ABOUT MORE TECHNOLOGY BUT I'M'S ASSUME THIS BAD PEOPLE WATCHING AND NOT TO GIVE UP ALL OF OUR TRICKS. SO I THREAT MANAGEMENT DIVISION HAS WORKED BRINGING IN MENTAL HEALTH CARE SPECIALIST AND LICENSE SPECIALISTS SO THAT WHEN WE DO GET THESE FLAGS, WE ARE NOT DOING NOTHING ABOUT IT. WE HAVE THE ABILITY TO MAKE OUR ARRESTS AND EXECUTE THE ARREST BUT MORE IMPORTANTLY WE IDENTIFY SOME OF THESE WHO EXHIBITED SOME TYPE OF PSYCHOLOGICAL ISSUE THAT MAY RESULT IN THEM BECOMING VIOLENT.

WE ARE NOW TRACKING THEM, MONITORING THEM AND MAKE SURE THEY ARE GIVING THE NECESSARY CARE THAT THEY MAY NEED.

WE FINALLY BROKE GROUND, WE SPENT $50 MILLION ON THE STATE-OF-THE-ART TRAINING CENTER WHICH WILL BE ABOUT 108,000 SQUARE FEET MULTIPLE TIER LEVELS.

WE'LL HAVE THE ABILITY TO SHIFT AND MODIFY OR MAKE WALLS SIMILAR TO SITE LOCATIONS IN ADVANCE RESPONSES.

WE ALL HAVE DIFFERENT CLASSROOM SET UPS WITH STATE-OF-THE-ART SHOOTING RANGES SO THAT WE NEVER HAVE AN ISSUE ABOUT PEOPLE NOT BEING QUALIFIED TO CARRY RIFLE. SO WE WILL ALWAYS STAY ABREAST AND GIVE US AN OPPORTUNITY TO EXPAND.

I THINK THAT WAS VERY CRITICAL. WE DID ALL OF THESE GREAT THINGS WITHOUT INFRASTRUCTURE IS GOING TO EXPIRE AND THAT THERE WILL BE AN EXCUSE IN THE FUTURE BUT WHY WE DID NOT HAVE SOMETHING.

I TOOK ALL THE EXCUSES OFF THE TABLE.

YOU WON'T HEAR IN THE EXCUSES OF ANY MY MAN UNDER MY COMMAND OR MYSELF. ONE OF THE THINGS THAT WE DID WAS INVEST AND STOP THE LEAK PROGRAM. A VITAL MISSION THAT HELPS US WE SPENT SEVERAL MILLION DOLLARS THERE TO OUT FIT EVERY SINGLE SCHOOL SERVICE SCHOOL SYSTEM DOESN'T CARRY THIS RESPONSIBILITY. AND THEN WE OUTFIT EVERY SINGLE SRO. POLICIES AND PROCEDURES, THERE IS NO POLICY THAT EXISTS THAT WOULD ALLOW FOR ANY OF THE DEPUTIES TO USE UNCERTAIN OR QUESTION WHETHER OR NOT THEY SHOULD BE GOING TO SCHOOL OR IN YOUR FACILITY.

WE SENT EVERYBODY WE SENT PERSONNEL FROM OUTSIDE OF THE CITY INTO PARKLAND WITHOUT THEIR HAVING TO BE A INNOCENT TRAGEDY WHERE PEOPLE ARRIVED ON SCENE AND SEE ON-SITE THAT THINGS ARE BAD. THERE ARE CERTAIN CALL FOR SERVICES THAT WILL REQUIRE MORE PERSONNEL.

SO BEFORE WE WAIT TO GET ALL HANDS ON DECK WE STAND IN AS MANY FOLKS AS WE CAN. A LOT OF SUCCESS THERE.

THE COUNTY ADMINISTRATOR HANDLES TECHNOLOGY MY PERSONAL DISSOLVE THE DISPATCH. THAT IS SOMETHING THAT SHOULD NEVER HAPPEN. I CANNOT TURN AND TALK BACK ON THE PAST. BUT I CAN SAY AS YOUR SHERIFF MY GOAL IS TO REABSORB COMMUNICATIONS AND BRING IT BACK UNDER ONE SINGLE ENTITY ONE ORGANIZATION.

WE HAVE MADE A LOT OF PROGRESS I THINK WHAT HAS HAPPENED HERE IS WE PUT THE PERSONALITIES ASIDE AND WE SET OUT TO WORK A LOT BETTER. COMMUNICATIONS THE AMOUNT OF HOURS THAT THEY SPEND COMMUNICATION SIDE FOR HOW TO CONNECT IN CORAL SPRINGS. WE PUT IN DIFFERENT SYSTEMS THAT ALLOW US TO FLIP THE SWITCH TO MAKE SURE ALL THESE TYPES OF COMMUNICATIONS GO THROUGH. I THINK WE STILL HAVE MORE TO DO BECASE MY JEOPARDY IS TO GET IT BACK.

MANY SUSCEPTIBLE THAT WE WOULD HAVE TO IGNORE THAT AND IT'S IN A PRACTICE PROTECTED. WE LIVED IN A SINGLE COUNTY, AND OUR BORDERS ARE TRANSPARENT WE CAN CROSS FROM ONE CITY TO NEXT AND THIS MOST CERTAIN COULD IMPACT US HERE IN PARKLAND.

IT COULD IMPACT US HERE IN PARKLAND, SO I WANT TO DO IS TO UNIFY OUR POLICE REFORM AND MODEL SO THAT WE WERE ALL IN IT.

HAVING THE ABILITY TO BE SYMPATHETIC AND UNDERSTANDING AND HOW TO COMMUNICATE WITH PEOPLE ESPECIALLY PEOPLE OF COLOR WHO HAVE TRADITIONALLY HAVE DEALT WITH SO MUCH LAW ENFORCEMENT. I'M PROUD OF THAT.
