[00:06:30]
>> AND NOW WE ARE FORTUNATE ENOUGH TO HAVE A PRESENTATION BY
THE BROWARD COUNTY SHERIFF. >> GOOD EVENING MAYOR AND COMMISSION AND TO ALL THOSE IN ATTENDANCE THANK YOU FOR COMING AND ANY OF YOU WHO ARE LOGGED ONLINE WATCHING THIS HERE TODAY.
THE COMMISSION AT ALREADY SPOKE ABOUT THE IMPORTANCE AND THE SIGNIFICANCE OF WHAT OCCURRD TODAY.
AS IT IS SOMEWHAT EVERY TURNING AN CHAPTER OF THE COMMUNITY AND COUNTY. BUT IT CANNOT BE IGNORED THAT THERE IS STILL PAIN AND SUFFERING.
AMONGST THE FAMILY MEMBERS AND WAS COMMUNITY AMONGST THIS ORGANIZATION. THE LAST TIME I WAS HERE, WAS AT THE EARLY PHASE OF MY APPOINTMENT TO BECOME THE SHERIFF OF THIS COUNTY TO RECTIFY THAT ALL THE AND FAILURES THAT TOOK PLACE. I PROMISE THAT COMMISSION AT THE TIME THAT I WOULD DO MY VERY BEST TO ENSURE THAT THIS ORGANIZATION WOULD NEVER FAIL AND THAT WE WOULD ENHANCE TRAINING PROTOCOLS THE TYPE OF POLICIES AND PROCEDURES THAT NEEDED TO BE FIXED AND CLEANED UP.
TO GET THAT DONE NOT ONLY FOR THE SAKE OF DOING THE RIGHT THING BUT FOR THE SAKE OF UNDERSTANDING THAT WE FAILED.
WE FAILED BIG. I AM HAPPY TODAY THAT I CAN STAND HERE AND REPORT TO YOU THAT WE AS AN ORGANIZATION HAVE FULFILLED THAT PROMISE. BUT FULFILLING THAT PROMISE IS DOES NOT MEAN WE ARE COMPLACENT AND SO PART OF THE PRESENTATION TODAY IS TO HAVE A DISCUSSION ABOUT WHERE WE WERE AND WHERE WE ARE NOW. MY GOAL IS TO CONTINUE TO GAIN YOUR CONFIDENCE IN THIS COMMUNITIES CONFERENCE IN NOT ONLY ARE WE PREPARED BUT WE ARE COMMITTED TO KEEPING THIS RELATIONSHIP GOING. YOU ALL HAD AN OPPORTUNITY THAT IS NOT LOST ON ME, BUT YOU COULD HAVE EXPLORED THE OPPORTUNITY TO BRING IN YOUR OWN INDEPEDENT POLICE DEPARTMENT.
YOU COULD'VE WALKED AWAY FROM THIS ORGANIZATION BUT YOU GAVE ME A CHANCE. TO FIX THESE THINGS AND I APPRECIATE THAT. I REALLY DO THIS ORGANIZATION APPRECIATE. AND SO WE STARTED OFF 100% AND DRIVEN TO SELF CHECK OURSELVES AND TO DO THAT WE NEEDED TO EVALUATE THE POLICIES AND THE DEFICIENCIES THAT WERE CREATED AND OUTLINED THE REPORT AND I USE THAT AS OUR BIBLE.
WE WILL GO LINE BY LINE ITEM BY ITEM TO FIX EVERYTHING THAT WE DID NOT DO AND EXPAND OUR CAPABILITY.
TO BEGIN ONE OF THE FIRST THINGS THAT I DID MYSELF WAS TO PERSONALLY TAKE A TRIP TO WASHINGTON D.C.
UNDERSTANDING THAT THE DEPARTMENT OF HOMELAND SECURITY IN THE FBI HAVE SOME OF THE MOST OUTSTANDING TRAINING WHEN IT COMES TO ACTIVE SHOOTING PREPAREDNESS UNMATCHED ANYWHERE IN THIS WORLD. SO I SAT DOWN WITH THEM THE DIRECTOR OF THE FEDERAL LAW ENFORCEMENT TRAINING CENTER.
I SAT DOWN WITH THE DEPUTY DIRECTOR OF THE FBI AND INSTANTLY ESTABLISHED A PARTNERSHIP WITH ACE AND THEIR PERSONNEL DOWN HERE TO HELP US NOT ONLY EXPAND OUR TRAINING BUT BECOME TRAINING TRAINERS. AT THIS POINT IN TIME THE SHERIFF'S OFFICE HAS ACCOMPLISHED AND RECEIVED ALL THE TOP TRAINING CREDENTIALS THAT EXIST WITHIN THE LAW
[00:10:03]
ENFORCEMENT REALM IN THE UNITED STATES.NOT WON NOT TWO NOT THREE BUT ALL OF THEM THE FBI HAS A PROGRAM IS CALLED ALERT THE ADVANCED RESPONSE TRAINING PROGRAM. ALL OF OUR INSTRUCTOR CADRE ARE SCHEDULED IN THAT SKILL SET. PHONE FEDERAL LAW ENFORCEMENT TRAINING CENTER THEY HAVE ACTORS CHOOSE OR THREATEN INSTRUCTOR PROGRAM A 40 HOUR BLOCK. IT IS IDENTIFIED AS THE SECOND TIER OR THE TOP TIER WITHIN THEIR REALM WE HAVE THAT CERTIFICATION AND CREDENTIAL. WE'VE ALSO EXPLORED AND STARTED TO WORK WITH INDEPENDENT GROUPS AND UNIVERSITIES WILL ALSO PARTNERED UP WITH THE LBI AT HOME AND SECURITY AND WE ACCOMPLISH ALL OF THESE. WE'VE OUTWORKED HER FEMUR TO BRING IN AN ACTIVE THREAT INTEGRATIVE RESPONSE PROTOCOL.
WE WORKED WITH THE FBI WITH TO HELP WITH STRUCTURE AND OWN INTERNAL PROTOCOLS AND WHAT WE CAN DO WITH POLICY STANDPOINT.
BUT HELP US DEVELOP OUR POLICY BASED ON WHAT YOU SEE AND WE'VE EXPANDED THOSE. WE ALSO LOOKED AT THE ISSUE WHEN IT COMES TO BEING PREPARED TO EFFECTIVELY RESPOND AND THE ANSWER WAS NO WHEN IT COMES TO EQUIPMENT.
WE HAVE ROUGHLY 1600 A LAW ENFORCEMENT IN THIS COUNTY.
AT THIS TIME WE ONLY HAD ABOUT 250 RIFLE PLATFORMS AVAILABLE.
THE MAJORITY WERE SITTING IN STORAGE BECAUSE WE DID IT NOT HAVE THE CAPACITY AND SCALE AND TWO TRAINED AND CERTIFIED TO DEPLOY THEM. I MADE THE INVESTMENT OF $2.5 MILLION TO OUTFIT EVERY SINGLE DEPUTY IN THIS AGENCY NOT JUST HERE PARKLAND BUT IN THE AGENCY WITH THE NECESSARY RIFLE PLATFORMS. WE SPENT MILLIONS OF DOLLARS ON THE TYPE OF MEDICAL CARE AND EQUIPMENT USED TO TREAT INJURIES AND PENETRATING WOUNDS AND OF THINGS OF THAT NATURE.
WE NEVER SEEN THAT HAPPEN. WE WENT FROM A CREDENTIAL STANDPOINT TO TRAINING WE WENT TO TRAINING EVERY SINGLE DEPUTY IN LAW ENFORCEMENT OFFICER TO CHOOSE THEIR SKILLS TO BE SUCCESSFUL. AND THEN THE NEXT NAVIGATION WAS TO LOOK AT WHAT CAN WE DO TO ENHANCE OUR RESPONSES HERE IN THE COUNTY SHOULD WE HAVE ANOTHER INCIDENT THAT TAKES PLACE IN OUR SCHOOL. WE LEARNED SOME HARD LESSONS, SOME VERY HARD LESSONS. ONE OF THE RESPONSE ASPECTS OF THE DEFICIENCY WAS THE CONFUSION ABOUT CAMERA SYSTEMS AND WHETHER OR NOT THE THREAT WAS ON THE FIRST FLOOR OF THE SECOND FLOOR IN THE VARIABLES. SO I REALLOCATED $7 MILLION TO DATE IN TERMS OF BUILDING OUT THE COUNTY'S FIRST TIME CRIME SCENE. WHICH IS IN OPERATION CENTER ABOUT 2700 SQUARE FEET. WE HAVE A FULL STAFF OF MANAGEMENT INVESTIGATORS WHOSE RESPONSIBILITY TO CURRENTLY MONITORED 15,000 CAMERAS ACROSS ALL 256 PUBLIC SCHOOLS.
AND WE SPEND THAT INTO A PUBLIC-PRIVATE PARTNERSHIP WERE NOW CERTAIN BUSINESS AND SEIZED WE HAVE ACCESS TO THE CAMPUS.
WHAT DOES THAT DO AN OPERATIONS STANDPOINT I WILL WALK YOU THROUGH SCENARIO. FOR THE LAST YEAR END A HALF SINCE THIS PROGRAM HAS BEEN UP WE HAVE BEEN ABLE TO ACTIVATE OR GAME SYSTEM LIVE ANYTIME THAT THERE IS A THREAT THAT MAY HAVE BEEN OCCURRED IN SCHOOL WE SUSPECT THEY JUMPED OUT OF A CAR IN THE PARKING LOT INTO THE SCHOOL WE ACTIVATE THE CAMERA THOSE CAMERA SYSTEMS AFFORD US AN OPPORTUNITY TO DIRECTLY GUIDE OUR PERSONNEL TO WEAR THAT THREAT IS.
WE HAVE ADVANCED TECHNOLOGIES IN THEIR WE CAN LOCK ONTO THE BRICK AND WE CAN NAVIGATE WITH THAT PERSON AND BYPASSED HIM CAME INTO CAM TO CAM. I COULD GO ON ABOUT MORE TECHNOLOGY BUT I'M'S ASSUME THIS BAD PEOPLE WATCHING AND NOT TO GIVE UP ALL OF OUR TRICKS. IN ADDITION TO WHAT WE ARE DOING WE ALSO RECOGNIZE THAT DEALING WITH A PARTICULAR ASSAILANT THAT WE HAD HERE PARKLAND, THERE WERE TOO MANY TIMES FOR CALLS FOR SERVICES OCCURRED, AND PUT RED FLAGS AND WE DID NOTHING TO GET AHEAD OF IT. SO I THREAT MANAGEMENT DIVISION HAS WORKED BRINGING IN MENTAL HEALTH CARE SPECIALIST AND LICENSE SPECIALISTS SO THAT WHEN WE DO GET THESE FLAGS, WE ARE NOT DOING NOTHING ABOUT IT. WE HAVE THE ABILITY TO MAKE OUR ARRESTS AND EXECUTE THE ARREST BUT MORE IMPORTANTLY WE IDENTIFY SOME OF THESE WHO EXHIBITED SOME TYPE OF PSYCHOLOGICAL ISSUE THAT MAY RESULT IN THEM BECOMING VIOLENT.
WE ARE NOW TRACKING THEM, MONITORING THEM AND MAKE SURE THEY ARE GIVING THE NECESSARY CARE THAT THEY MAY NEED.
THIS IS ALSO PART OF THE REDUCTION LINE.
PRODUCING THE THREAT. WE ALSO HAD TO LOOK AT WHAT CUSTOMS CAN WE DO TO IN TERMS OF FUTURE PLANNING.
WE HAVE EMBEDDED SO MANY TRAINING PRINCIPLES AND PRACTICES OF INTEGRATED THINGS WITH THE FIRE RESCUE DIVISION AND SO MANY DEPARTMENTS HERE. WE DID NOT HAVE SUSTAINABILITY
[00:15:02]
SET UP. WE DID NOT HAVE INFRASTRUCTURE.THIS AGENCY'S BEEN AROUND FOR A HUNDRED AND SEVEN YEARS AND WE NEVER OWNED OUR OWN TRAINING CENTER UNTIL LAST YEAR.
WE FINALLY BROKE GROUND, WE SPENT $50 MILLION ON THE STATE-OF-THE-ART TRAINING CENTER WHICH WILL BE ABOUT 108,000 SQUARE FEET MULTIPLE TIER LEVELS.
WE'LL HAVE THE ABILITY TO SHIFT AND MODIFY OR MAKE WALLS SIMILAR TO SITE LOCATIONS IN ADVANCE RESPONSES.
WE ALL HAVE DIFFERENT CLASSROOM SET UPS WITH STATE-OF-THE-ART SHOOTING RANGES SO THAT WE NEVER HAVE AN ISSUE ABOUT PEOPLE NOT BEING QUALIFIED TO CARRY RIFLE. SO WE WILL ALWAYS STAY ABREAST AND GIVE US AN OPPORTUNITY TO EXPAND.
I THINK THAT WAS VERY CRITICAL. WE DID ALL OF THESE GREAT THINGS WITHOUT INFRASTRUCTURE IS GOING TO EXPIRE AND THAT THERE WILL BE AN EXCUSE IN THE FUTURE BUT WHY WE DID NOT HAVE SOMETHING.
I TOOK ALL THE EXCUSES OFF THE TABLE.
YOU WON'T HEAR IN THE EXCUSES OF ANY MY MAN UNDER MY COMMAND OR MYSELF. AFTER BUILDING OUT AND ESTABLISHING THE TRAINING PROTOCOLS WE HAD TO START LOOKING AT WHAT CAN WE DO IN TERMS OF OUR SRO PROGRAM? UNIFY THAT SYSTEM AND PUT IT UNDER ONE COMMAND, SO WE HAVE A PROGRAM WHERE PEOPLE WERE NOT DOING THINGS.
THAT TOO IS PART OF THE FAILURE. SO WE CREATED A NEW CHAIN OF COMMAND CYCLE ACCORDING TO A SINGULAR MAJOR AND HAS BEEN AN OUTSTANDING SERVER IN OUR SCHOOL SYSTEM FOR DECADES NOW.
IT'S IN ADDITION TO BRINGING IN NEW PERSONNEL AND ASSIGNING A GOOD CHAIN OF COMMAND SYSTEM HERE.
WE START LOOKING AT WHAT CAN WE DO TO MAKE SURE ALL OUR SROS IN THE COUNTY HAVE ALL THE TOOLS THAT THEY NEED.
ONE OF THE THINGS THAT WE DID WAS INVEST AND STOP THE LEAK PROGRAM. A VITAL MISSION THAT HELPS US WE SPENT SEVERAL MILLION DOLLARS THERE TO OUT FIT EVERY SINGLE SCHOOL SERVICE SCHOOL SYSTEM DOESN'T CARRY THIS RESPONSIBILITY. AND THEN WE OUTFIT EVERY SINGLE SRO. POLICIES AND PROCEDURES, THERE IS NO POLICY THAT EXISTS THAT WOULD ALLOW FOR ANY OF THE DEPUTIES TO USE UNCERTAIN OR QUESTION WHETHER OR NOT THEY SHOULD BE GOING TO SCHOOL OR IN YOUR FACILITY.
TAKE THE POLICY OUT TO MAKE SURE IT IS CRYSTAL CLEAR.
MORE IMPORTANTLY POLICIES, I MADE A CRYSTAL CLEAR.
SOMEONE FAILS TO COME INTO AN ENVIRONMENT WHERE THERE IS A LEGITIMATE THREAT OR SOMEON'S LIFE IS ONLINE YOU WON'T HAVE TO WORRY ABOUT AN INTERNAL AFFAIRS INVESTIGATION BECAUSE THEY WILL MAKE IT BACK TO THE BUILDING. IS THAT SERIOUS.
YOU ALL KNOW IT SPEAKING BRIEFLY ABOUT SOME OF THAT.
OPERATIONAL THINGS THAT WE'VE ADJUSTED WE'VE ALSO HAD A VERY GOOD PARTNERSHIP WITH CROSS SPRINGS POLICE DEPARTMENT TO MAKE SURE WE DID AS MUCH AS WE COULD TO MITIGATE SIMILAR COMMUNICATION THINGS THAT OCCURRED.
YOU KNOW WHAT THE SYSTEM FAILURES AND YOU HEARD ABOUT IT.
WE CREATED NEW TACTICAL ALERT PROTOCOLS WHICH BASICALLY ALLOWS US TO ANYTIME THERE IS A CURRENT THREAT AND IS PRODUCING ANY OF THE CITY IS NOT JUST PARKLAND, OUR DISTRICT COMMANDERS AND CAPTAINS HAVE THE AUTHORITY TO LAUNCH A TACTICAL ALERT.
WE SENT EVERYBODY WE SENT PERSONNEL FROM OUTSIDE OF THE CITY INTO PARKLAND WITHOUT THEIR HAVING TO BE A INNOCENT TRAGEDY WHERE PEOPLE ARRIVED ON SCENE AND SEE ON-SITE THAT THINGS ARE BAD. THERE ARE CERTAIN CALL FOR SERVICES THAT WILL REQUIRE MORE PERSONNEL.
SO BEFORE WE WAIT TO GET ALL HANDS ON DECK WE STAND IN AS MANY FOLKS AS WE CAN. A LOT OF SUCCESS THERE.
I WANT TO TRANSITION QUICKLY ABOUT THE COMMUNICATION SYSTEM THAT WE JUST HAD A HEARING JUST RECENTLY ABOUT THAT.
AND THAT IS STILL AN ISSUE THAT THIS COMMUNITY AS SUBTYPE TYPE OF CONCERN FOR. FORTUNATELY I HAVE COME INTO THIS OFFICE AND PUT EGO ASIDE THERE'S BEEN A LOT OF CONFLICT FOR YEARS BETWEEN SHARES OFFICE IN THE COUNTY ADMINISTRATOR BECAUSE THE SYSTEM ARE DULY CONTROLLED.
THE COUNTY ADMINISTRATOR HANDLES TECHNOLOGY MY PERSONAL DISSOLVE THE DISPATCH. THAT IS SOMETHING THAT SHOULD NEVER HAPPEN. I CANNOT TURN AND TALK BACK ON THE PAST. BUT I CAN SAY AS YOUR SHERIFF MY GOAL IS TO REABSORB COMMUNICATIONS AND BRING IT BACK UNDER ONE SINGLE ENTITY ONE ORGANIZATION.
WE HAVE MADE A LOT OF PROGRESS I THINK WHAT HAS HAPPENED HERE IS WE PUT THE PERSONALITIES ASIDE AND WE SET OUT TO WORK A LOT BETTER. COMMUNICATIONS THE AMOUNT OF HOURS THAT THEY SPEND COMMUNICATION SIDE FOR HOW TO CONNECT IN CORAL SPRINGS. WE PUT IN DIFFERENT SYSTEMS THAT ALLOW US TO FLIP THE SWITCH TO MAKE SURE ALL THESE TYPES OF COMMUNICATIONS GO THROUGH. I THINK WE STILL HAVE MORE TO DO BECASE MY JEOPARDY IS TO GET IT BACK.
I HAVE MADE THAT CLEAR TO MY COLLEAGUES AT THE COUNTY
[00:20:03]
COMMISSION AND I MAKE IT CLEAR HER TODAY.I WOULD ALSO ROLL INTO TALKING ABOUT THE THINGS THAT MAY NOT DIRECTLY IMPACT THE MST RESPONSE SO TO SPEAK.
BUT AS PART OF THE AGENCY RESPONSIBILITY AS WELL.
ONE OF THE THINGS THAT WE SEE OVER THE LAST YEAR IS THE ISSUE TO WHEN IT COMES TO POLICE REFORM THIS AREA HAPPENED AFTER THE GEORGE FLOYD MURDER IN MINNEAPOLIS.
MANY SUSCEPTIBLE THAT WE WOULD HAVE TO IGNORE THAT AND IT'S IN A PRACTICE PROTECTED. WE LIVED IN A SINGLE COUNTY, AND OUR BORDERS ARE TRANSPARENT WE CAN CROSS FROM ONE CITY TO NEXT AND THIS MOST CERTAIN COULD IMPACT US HERE IN PARKLAND.
IT COULD IMPACT US HERE IN PARKLAND, SO I WANT TO DO IS TO UNIFY OUR POLICE REFORM AND MODEL SO THAT WE WERE ALL IN IT.
MEANING MY COLLEAGUES WE ARE ALL IN THE SAME PAGE AND WHAT WE'RE DOING HERE IN THIS COUNTY TO MINIMIZE THE LIKES OF A GEORGE FLOYD AND TORSO COUNTRY. ONE SINGLE OFFICER FAILS TO KEEP HIS OLD AND BECOME SUCCESSFUL. SO WHAT DOES THAT LOOK LIKE? I'LL PUT ASIDE A MILLION DOLLARS TO CREATE THE AGENCIES AND THE COUNTIES TO VERSE TRAINING FOR LAW ENFORCEMENT.
AT TOOK DISCUSSION. WE HAD TO SIT DOWN AND TALK ABOUT HOW WE PREPARED TO MOVE IN THAT DIRECTION WE TRAINING OUR OFFICES IN THIS TYPE OF SENSITIVITY.
IT'S OUTDATED WE SHOULD HAVE BEEN DOING A LONG TIME AGO.
I WAS VERY PLEASED TO SEE THAT EVERY SINGLE CHIEF OF POLICE AGREED TO BECOME A TRAINER TRAINER AND REPRODUCE THE MODELS INTO THE AGENCY TO HELP MITIGATE ANY CONFLICT BECAUSE A HISTORY OF THIS COUNTRY IS GOING ON TOO LONG.
AND MUCH OF IT IS DRIVEN BY COMMUNICATION.
I KNOW THAT SEEMS SO SIMPLE IS COMMUNICATION.
HAVING THE ABILITY TO BE SYMPATHETIC AND UNDERSTANDING AND HOW TO COMMUNICATE WITH PEOPLE ESPECIALLY PEOPLE OF COLOR WHO HAVE TRADITIONALLY HAVE DEALT WITH SO MUCH LAW ENFORCEMENT. I'M PROUD OF THAT.
YOU SHOULD BE PROUD OF THAT WE ARE THE FIRST COUNTY IN THE STATE TO DO THAT. WE'VE ALSO DONE MORE WITHIN THE SHERIFF'S OFFICE. EARLY ON BEFORE THERE WAS A GEORGE FLOYD IT WAS A CASE WHERE A YOUNG MAN'S FACE WAS SLAM DOWN ELECTRIFIED THIS COMMUNITY IN THIS COUNTRY.
WE ARE BECAUSE OF OUT OF STATE ABOUT THIS.
SO WE HAD TO LOOK AT ARE WE GOING TO BE HOLDING OUR INDIVIDUAL PEOPLE ACCOUNTABLE TO A HIGHER STANDARD OR DO WE TAKE A PASSIVE APPROACH AND SLAP PEOPLE ON THE WRIST IN A BALL DISH AND LET IT CONTINUE. OF COURSE MY PORSCHE IS WE ARE GOING TO HOLD PEOPLE ACCOUNTABLE AND THOSE WHO DON'T DESERVE TO WEAR THE STAR ON THE CHEST SHALL BE REMOVED.
BUT THAT IS RETROACTIVE. IF I AM TERMINATING OR FIRING SOMEBODY AT THE HARM IS ALREADY DOWN TO THE COMMUNITY MAKES NO SENSE TO WAIT FOR IT TO HAPPEN. SO WE PUT IN CHECKS AND BALANCES TO ESTABLISH SOLID OR REALLY WARNING SYSTEMS THAT GIVES US AN OPPORTUNITY TO EXAMINE BEHAVIORS THAT WILL SUGGEST THE OFFICER MAYBE ON THE PATH OF BEING EXCESSIVE AND THAT GIVES US THE CHANCE BEFORE WE HAVE TO TERMINATE A FIRE SOMEONE AWAY FOR SOMEBODY TO GET HURT TO PULL THAT OFFICER ASIDE PUT THEM IN REMEDIATION PUT THEM IN SENSITIVITY TRAINING MAY BE A SIGN THEM MAYBE EVEN GET TO A POINT WHERE I HAVE TO GET RID OF HIM. THAT SYSTEM HAS BEEN WORKING VERY WELL. IN ADDITION TO THAT THE USE OF FORCE REVIEW BOARD AND COMPRISE A PANEL OF EXPERTS WHO HAVE THE AUTHORITY TO SUPPORT YOUR DISTRICT CAPTAIN WHEN A HE HAS ABUSE OF FORCE WERE HUMANE OR MAY NOT BE ONE 100% COMPLIANT.
WE DIDN'T WANT TO A CAPTAIN TO BE STUCK WITH THAT RESPONSIBILITY BY HIMSELF OR HERSELF.
SO LET'S SUPPORT HIM. LET'S GET THE EXPERTS IN.
IT'S OUR USE OF FORCE REVIEW BOARD WILL RECEIVE A POTENTIAL OR REACH DOWN AND LOOK AT HER USE OF FORCE AND GIVE THE RECOMMENDATION TO PAY THIS IS GOING TO GO ON INTERNAL AFFAIRS OF THIS 1% IN COMPLIANCE. AND WHAT HAS HAPPENED OVER THE LAST YEAR SINCE WE'VE ESTABLISHED THAT WE HAVE BEEN IN THE FRONT OF ISSUES AND MITIGATING PROBLEMS OR GETTING IN FRONT OF THINGS AND SAY ENOUGH THIS IS IN COMPLIANCE.
THIS IS NOT AN ISSUE OF EXCESSIVE FORCE.
FURTHERMORE IF YOU LOOK AT A PROFESSIONAL STANDING.
THE PERSONAL STANDARDS COMMITTEE WAS A BODY THAT IS ESTABLISHED 30 YEARS AGO AND THE CONCEPT BEHIND IT WAS TO INTRODUCE A COMBINATION OF LAW ENFORCEMENT PERSONNEL AND CIVILIANS INTO COMMITTING THAT WILL HAVE THE ABILITY TO LOOK AT TERMINALS AND
[00:25:05]
CONCLUDING INTERNAL AFFAIRS INVESTIGATIONS AND THEN RECOMMEND ACTION TO SHARE. THE SYSTEM THAT HAD A NUMBER IN PLACE FOR SO LONG HAD GROWN COMPLACENT.IT HAD GROWN INTO A BLUE BALL WHICH IS TALKED ABOUT OUR ORGANIZATION OUR PERSONNEL AT ALL COST.
SO I HAD TO HIT THE RESET BUTTON.
AND ESTABLISH A NEW STRUCTURE WHERE WE WERE MORE INCLUSIVE IT MORE EDUCATED PEOPLE FROM THE COMMUNITY AND THE ENVIRONMENT THAT CAN COMPETE AND MAKE AN ARGUMENT AGAINST OUR MAJORS AND I GUESS OUR CAPTAIN'S BECAUSE IT HAD BEEN THAT WAY.
AND BOTH ARE JUST SUCCUMBING TO BE QUIET AND NOT A ONE UPSET THE BUT THAT DOESN'T HELP US. ANOTHER ELEMENT THAT WE INTRODUCE IS TO HIRE A JUDGE TO SIT AS THE CHAIRMAN TO CONTROL THIS. WHO BETTER THAN A TRUDGE TO BE MORE OBJECTIVE IN THIS ENVIRONMENT? BECAUSE IT'S LIKE A COURTROOM PROCEEDING.
THAT IS BEEN SUCCESSFUL. WE ALSO FOR THE FIRST TIME CREATED THE AGENCY OFFICE OF INSPECTOR GENERAL.
WE HAVE A CERTIFIED INSPECTOR GENERAL WITH THE SCHOOL TRAINING CERTIFICATION. SO WE ARE AGAIN AGGRESSIVELY LOOKING AT OUR POLICIES AND PROCEDURES AND TRYING TO FIND PROBLEMS BEFORE THE SURFACE. I THINK THAT IS A HUGE ACCOMPLISHMENT HAS BEEN EXCELLENT SO FAR LOOK FORWARD TO SEEING IT IN THE FUTURE. THE LAST THING I WILL TALK ABOUT IS THE FACT THAT WE HAVE STARTED TO LOOK AT HOW WE ENHANCE OUR COMMUNITY POLICING MODEL. COMMUNITY POLICING HAS BEEN A TERM THROWN OUT AND COME BACK AS FAR AS 1970.
WHAT I RECOGNIZE AND A SCHOLAR AND A DOCTOR STUDENT AND LOVING MY PROFESSION IS WE CANNOT HAVE A COOKIE-CUTTER APPROACH FOR COMMUNITY POLICING WHERE POPULATION OF 1.9 MILLION PEOPLE, ACROSS 30 CITIES INSTEAD.
OUR COMMUNITY POLICING MODEL NEEDS TO BE SPECIFIC FOR THAT CITY. SO WE CREATED SOMETHING CALLED THE NEIGHBORHOOD SUPPORT TEAM STRUCTURE.
WHERE EVERY SINGLE ONE OF THE DISTRICTS INCLUDING THIS ONE HAS AN INSIDE PERSONNEL AND CIVILIAN WHO IS SUPPORTED BY OVER A DOZEN PLUS DIFFERENT PERSONNEL THAT CAN COME IN AND HELP US NAVIGATE PROBLEMS THAT ARE UNIQUE TO PARKLAND.
AND MAKE ADJUSTMENTS ON HOW WE WILL INVEST IN THAT RELATIONSHIP. AND THAT IS ALSO BEEN MORE SUCCESSFUL. I HAVE ALSO HEARD THERE HAS BEEN A LACK OF KNOWING MY DEPUTY. I DON'T KNOW WHO WORKS MY DISTRICT SHERIFF. SO WE LAUNCHED SOME CALL THE PARK WALK AND TALK INITIATIVE. WE ARE NOW ENCOURAGING AND INCENTIVIZING OUR FOLKS TO GET OUT OF THE CAR AND TALK TO THE COMMUNITY. WE HAVEN'T TAKEN THIS INCENTIVIZE IT ALL FOR SPONSOR FOR WRITING CITATIONS.
LET'S INCENTIVIZE THEM FOR MAKING THAT CONFLICT.
SO INSTEAD LET'S INCENTIVIZE OUR OFFICERS TO DO THE THINGS THAT ARE POSITIVE WHILE WE ARE ENGAGED THE COMMUNITY.
OUR NEIGHBORHOOD SUPPORT TEAM IS ALSO RESPONSIBLE FOR AGENCY SOCIAL JUSTICE TASK FORCE. THEY SUPPORT ALL OF THE DISTRICT COMMANDS. A SOCIAL JUSTICE TASK FORCE WAS SET UP A STRUCTURE RIGHT AFTER THE GEORGE FLOYD SO WE CAN HAVE COMMUNITY STAKEHOLDERS FROM A CROSS-SECTION OF THE COMMUNITY, PASTORS, LAWYERS, YOU NAME IT, IT IS THEY ARE.
WHO CAN HAVE HARD CONVERSATIONS WITH THE ISSUES THAT ARE TAKING PLACE AGAIN SO WE CAN MODIFY AND RESPOND TO THE COMMUNITY.
MY MOTHER USED TO SCREAM AND SHOUT THIS YEAR LISTENING TO ME SOMEBODY YOU NOT HEARING ME. SO GOD REST HER SO I REMEMBER MOM. I HAVE LISTENED AND I FOR THIS COMMUNITY AND WE PUT THE NAMES IN PLACE.
I CAN GO ON AND ON BUT IN SHORT. WE APPRECIATE YOU WELL, I APPRECIATE YOU YOU'VE GIVEN THIS OPPORTUNITY AND TRUSTING THAT I WILL PUT THE RIGHT PEOPLE I WAS COMMANDERS UP WHERE THIS SITE LOCATION IT ABSORBED ONE OF THE WORST SCHOOL SHOOTINGS IN AMERICAN HISTORY. YOU ALL HAVE EVERY RIGHT MY OPINION TO VACATE THIS PARTNERSHIP.
I HOPE YOU'RE PROUD OF WHAT WE HAVE DONE.
WE ARE BUT WE ARE NOT COMP COMPLACENT.
>> GREAT THANK YOU VERY MUCH SARAH.
[APPLAUSE] >> OBVIOUSLY WE APPRECIATE EVERYTHING THAT YOU HAVE DONE. ALWAYS SEE YOU TOOK OWNERSHIP OF IT. AND MADE A LOT OF CHANGES THAT NEEDED TO BE MADE. I APPRECIATE THE WAY YOU COMMUNICATE, YOUR NO-NONSENSE ACCOUNTABILITY FOR YOURSELF YOUR EXECUTIVE TEAM IN YOUR DEPUTIES. I ALSO LIKE HEARING WHAT YOU SAY ABOUT THE COMMUNITY POLICING. SO EVERYTHING YOU HAVE DONE OBVIOUSLY TO THE COMMUNITY APPROVED.
AS YOU ARE REELECTED, SO I APPRECIATE THAT KEEP UP THE
[00:30:01]
GREAT WORK AND DOES ANYBODY HAVE ANY QUESTIONS FOR THE SHERIFF?>> I JUST WANT TO SAY THANK YOU FOR BEING HERE, I KNOW YOU SERVE YOUR LEADERSHIP HAS BEEN A COMFORT TO OUR COMMUNITY.
TO THE FAMILIES OF THE VICTIMS, AND I HAVE DEFINITELY SEEN A TANGIBLE CHANGE IN THE INTERACTION WITH OUR LAW ENFORCEMENT OFFICERS HERE IN THE CITY.
FROM THE CAPTAIN ON DOWN IN TERMS OF LEADERSHIP.
SO I REALLY APPRECIATE ALL THAT YOU ARE DOING.
WE WILL CONTINUE TO EVOLVE AND IMPROVE AND I THANK YOU FOR
BEING HERE TONIGHT. >> SHARE FIRST OF ALL I WANT TO THANK YOU FOR COMING OUT TONIGHT BRING OUT YOUR TEAM GREATLY APPRECIATED. I JUST WANT TO SHARE MY CONDOLENCES, EVEN THOUGH IT WAS NOT A BSO OFFICER IS STILL A LAW ENFORCEMENT OFFICER THAT WAS GUNNED DOWN SUNDAY NIGHT.
IN HOLLYWOOD, WE SHARE YOUR PAIN AND WE ARE EMPATHETIC AND SYMPATHETIC FOR THE FAMILIES OF HOLLYWOOD ESPECIALLY FOR WHAT WE WENT THROUGH AND PARKLAND AND WE CERTAINLY UNDERSTAND THAT.
SO I WANT TO PASS THAT ALONG TO YOU AND YOUR DEPUTIES TO UNDERSTAND I THINK EVERYBODY UNDERSTANDS YOU GUYS MAKE A GREAT SACRIFICE. AND I AM TOLD YOU LEAVE YOUR HOME IN THE MORNING OR THE EVENING, YOU DON'T KNOW IF YOU'RE COMING BACK. JUST TO REACH OUT TO ALL OF THOSE DEPUTIES AND PUT THEIR LIFE ON THE LINE EVERY DAY I
WANT TO SAY THANK YOU. >> I WILL PASS THAT ALONG TO
CHIEF O'BRIEN. >> SHERIFF I WOULD I GUESS REITERATE EXACTLY WHAT MY FELLOW COMMISSIONERS OF SAID WE REALLY APPRECIATE YOU COMING OUT, AND THAT WAS A VERY THOROUGH BRIEFING. I'M SURE THERE'S A LOT MORE DETAILS THAT GO INTO IT AT A LOT OF THINGS THAT YOU SAID.
I'VE HAD AN OPPORTUNITY TO ATTEND SOME OF THE TRAINING THAT YOU ALL HAVE BEEN DOING. YOU KNOW WHERE YOUR OFFICE IS ACTUALLY GOING INTO THESE ENVIRONMENTS AND IS REALLY HAVE AN OPPORTUNITY TO SEE WHAT THAT IS LIKE.
AND BRAVERY OF THE MEN OR WOMEN UNTO YOU, IS AMAZING.
SO I THANK YOU FOR ALL THAT YOU DO, AND WE LOOK FORWARD TO THE
FUTURE. >> SHERIFF, ALL I CAN SAY IS JUDO C. AND I SAY THAT FOR MANY REASONS BECAUSE NOT JUST IN THE ABILITY TO STEP IN THE TIME WHEN THERE IS A VERY DIFFICULT SITUATION THAT IS NOT OF YOUR DOING AND YOU ARE KINDA TASKED WITH UNDOING IT.
BUT I THINK YOU JUST DEMONSTRATED LIKE YOU SAID OF NEVER BEING COMPLACENT. AND I THINK THAT IS SOMETHING ALL OF US WILL TAKE IN MANY DIFFERENT FACETS NOT JUST AN ORGANIZATION BUT YOU KNOW FOR LAW ENFORCEMENT BUT FURNACE CELLS IN THE CITY. I GREATLY APPRECIATE THAT.
AND I THINK I CAN SPEAK FOR MYSELF AS I FEEL COMFORTABLE SOMEONE HAVEN'T LEADERSHIP LIKE YOU AT THE TOP OF AN ORGANIZATION MAKES ME FEEL SAFER AND I WANT TO JUST SHARE THAT WITH YOU. BECAUSE I THINK YOU ONLY CAN APPRECIATE WHAT YOU HAVE WHEN YOU COMPARE TO WHAT YOU DIDN'T HAVE BEFORE. AND I THINK THAT SITE DAY.
I THINK IT IS FITTING THAT YOU ARE HERE TODAY THAT YOU ARE ACKNOWLEDGING AND RECOGNIZING THE LOVED ONES THAT WE HAVE LOST IN A COMMUNITY THAT HAS BEEN SO HURT BY THIS ONE EVENT.
BUT TO SEE KIND OF WE CAN TURN THAT TRAGEDY INTO OPPORTUNITY AND APPROVE WHAT OUR SAFETY AND SECURITY MEASURES AND TO BE ABLE TO CONTINUOUSLY EVOLVE IS CRITICAL.
SO I THINK OUR ONGOING WELL-BEING SO I APPRECIATE EVERYTHING YOU'VE DONE FOR THAT. AND YOU KNOW AS I TOLD YOU EARLIER I WAS VERY APPRECIATIVE OF YOUR COMMENTS IN YOUR PRESENTATION AT THE M SD COMMISSION MEETING.
I KNOW THERE WAS OUTSTANDING ISSUES THAT WE ARE STILL BEING WORKED THROUGH. A COUPLE OF I WANT TO JUST ASK YOU IF YOU HAVE A PLATFORM NOW TO SEE IF THERE IS ANY WAY TO ASSIST YOU INTO THOSE ISSUES, ONE WHICH WAS THE MAPPING OF CAMERAS AND SOME OF THE SCHOOLS IS STILL OUTSTANDING.
IF THERE IS ANYWAY OBVIOUSLY I DON'T WANT TO GET IN THE SPECIFICS. BUT HOW WE CAN SUPPORT THAT ALREADY OR ANY WAY WE CAN HELP THEM.
>> CAN I ANSWER THAT THAT WAS ONE OF MY THINGS THAT I SKIPPED PAST. LEADERSHIP IS SO IMPORTANT.
WE SPENT ALMOST $7 MILLION ON A REAL-TIME CLIENT-CENTERED DESIGN TO PROTECT PEOPLE. WE DID NOT REQUEST 1 PENNY OF THE SCHOOL WAS $3.5 BILLION BUDGET.
WE JUST DID THE RIGHT THING. WE REQUESTED FOR CAMERA ACCESS TOOK A LITTLE BATTLE TO GET UP BUT WE GOT IT.
THEN WE NEED SOME MODIFICATIONS TO REALLY TAKE ADVANTAGE OF THE TECHNOLOGY THAT WE HAD. GPS TRACKING.
AND THAT TOOK FOREVER AND IT WITH DEEP CONSIDERATION.
CHANGING OF THE GUARD NEW SUPERINTENDENT.
FIRST MEETING I HAD WITH HER, CAME IMMEDIATELY AFTER THAT.
[00:35:04]
SHE SAID SHERIFF SHE CAME TO MY OFFICE SHE DID NOT CALL ME SHE CAME IN. SHE CAME IN WITH A PAD AND A PEN. SHE NOT ONLY LISTEN TO WHAT I SAID, BUT SHE HEARD IT. AND OUR TEAM HAS BEEN WORKING WITH ER TEAM GIVING THESE THINGS IS LEADERSHIP.THAT'S LEADERSHIP. SO AS LONG AS SHE CONTINUES ON THAT TRACK I WILL SUPPORT HER. I THINK SHE UNDERSTANDS IT.
THE THINGS THAT TOOK ALMOST THREE YEARS TO DO, CHANGING OF
THE GUARD, MOVING FORWARD. >> I'M GLAD TO HEAR THAT AND I THINK THAT HOPEFULLY WILL BE KIND OF THE CONTINUOUS THEME HERE TO SECOND ONE I WANT TO BRING UP IS ALSO I KNOW THERE'S SOME TEACHERS ARE STILL ARE NOT TO THE STATE ENACTED THE APP ON THE PHONE THAT'S REQUIRED TO ENALE MORE REAL-TIME RESPONSES.
SO MAYBE IF HE COULD SPEAK A LITTLE BIT TO THAT TO ANY
TEACHERS WHOEVER'S LISTENING. >> MOST CERTAINLY I LOVE TO TALK TO THE COMMUNITY. SO ONE OF THE THINGS HE'S TALKING ABOUT HERE IS WE'VE INVESTED IN SAFER WATCH WITH ALL OF OUR PARTNERS TO ENSURE AS THE LESER LAW WAS PASSED.
THE PANIC BUTTONS BEING ESTABLISHED.
AN AUTHORIZE, THAT EVERY SINGLE TEACHER WOULD HAVE THE ABILITY TO PRESS THE PANIC BUTTON ON THE CELL PHONE WHICH WOULD INSTANTLY COORDINATE WITHOUT REAL-TIME CRIME SERIES.
AND UNDER FIXING THE CAMERA SYSTEM.
MAKING SURE THE GPS SYSTEM IS ACTIVATED WHAT WOULD HAPPEN IS, AS THEY HIT THE PANIC BUTTON, IT WOULD DIRECTLY ACTIVATE THE CAMERA'S CLOSER PROXIMITY. HOW DOES THAT BENEFIT.
BECAUSE NOW WE KNOW EXACTLY WHERE TO GO.
THERE IS NO GUESSING. SAFER WATCH DID A PHENOMENAL JOB WITH ESTABLISHING WORKING AND EMBEDDING ALL THE IDENTIFIERS THAT WE KNOW EXACTLY WHICH TEACHER THAT HIT THE BUTTON.
TO EVEN FINALLY OUR TOWN AND AT THE TIME AT THIS HAD TAKEN PLACE ROUGHLY 29,000 PLUS DIFFERENT EMPLOYEES.
WE HAVE HAD THAT SYSTEM EMBEDDED IN THE CORRECT WAY ONLY ABOUT 22% ABOUT 4,440 CHANGE HAD ACTUALLY EXECUTED THE DOWNLOADING OF THE APP. SO THAT WE CAN'T MAKE SURE THAT THEY ARE SAFE. MY ARGUMENT ON MY COMMENT THAT THE MSD COMMISSION IS THE SAME DAY HASN'T CHANGED THIS IS UNACCEPTABLE. WE HAVE 0 INTEREST IN TRACKING PEOPLE, BECAUSE THAT WAS PART OF THE DIALOGUE WE DON'T WANT TO KNOW WHERE THEY ARE AND I DON'T WANT TO KNOW WHERE YOU ARE UNTIL YOU NEED OUR HELP. THEN I WANT EVERY SINGLE ADVANTAGEOUS TOOL TO BE SUCCESSFUL IN SAVING YOUR LIFE, TALK TO THE SUPERINTENDENT ABOUT THAT WORKING WITH THE UNION REPRESENTATION AND THINGS THAT NATURE TO ENSURE THAT THIS GETS DONE. THE LAST THING I WANT TO SEE HAPPEN IS A TEACHER HAS AN ISSUE BUT THEY DIDN'T DOWNLOAD NAP.
EVERYONE IN THIS ROOM RIGHT NOW IS FACEBOOK I GUARANTEE IT TO MAKE ME SHAKE YOU DOWN. BUT I GUARANTEE EVERYONE IN HERE IS FACEBOOK, THERE'S PROBABLY A 90% PROBABILITY THEY HAVE INSTAGRAM. WE ARE TALKING ABOUT AN APPLICATION DESIGNED TO SAVE YOUR LIFE.
AND I HAVE TO SELL YOU ON THAT. EVEN IF YOU ARE SELF-CENTERED AND ABSORBED AND YOU CHOOSE NOT TO DOWNLOAD THIS APP FOR YOUR OWN PERSONAL CONFIDENTIALITY OR WHATEVER MAY BE.
THE TEACHER HAS AN OBLIGATION TO DOWNLOAD IT.
THAT'S MY OPINION. >> THANK YOU FOR THAT APPRECIATE
YOU BEING HERE. >> NOW I COULDN'T AGREE MORE WITH WHAT COMMISSIONER SAID. I THINK LEADERSHIP IS IMPORTANT, AND I'M VERY HAPPY TO SEE THAT DR. CARR JUMPED RIGHT IN TO GET A HANDLE ON THAT, I JUST WANTED TO BRING UP A QUICK STORY GOING BACK TO LEADERSHIP. NANCY AND I WERE TALKING ABOUT SOME DIFFERENT ISSUES AND QUESTIONS AND CONCERNS THAT WE HAD. WITH BROWARD SHERIFF'S OFFICE, I REACH OUT TO SHERIFF TONY. WE IMMEDIATELY HAD A MEETING, HE HAD HIS EXECUTIVE TEAM THERE AND ANSWERED ALL MY QUESTIONS, AND FOLLOWED UP WITH EVERYTHING YOU KNOW HE TALKED TO TODD.
I JUST WANT TO MAKE SURE EVERYONE KNOWS THAT.
YOU TALK A GOOD GAME THERE IS NO QUESTION ABOUT THAT BUT YOU FOLLOW IT UP. YOU DO THAT, YOU DON'T JUST TALK ABOUT IT. YOU'VE TALKED ABOUT A LOT OF THE THINGS THAT YOU HAVE ACCOMPLISHED.
AND I'M SURE THERE'S A LOT MORE THAT YOU WILL DO AND YOU WILL DO IT BECAUSE YOU HAVE DONE IT. SO I HAVE A LOT OF FAITH, AND WHAT COMMISSIONER SAID THAT MAKES ME FEEL SAFER IN MY
FAMILY. >> I JUST WANT TO FOLLOW UP ON ONE THING THAT YOU WERE TALKING ABOUT WITH THE SAFER APP.
I HAVE HEARD FROM SOME OF THE TEACHERS THAT THERE ARE ISSUES
[00:40:02]
RELATIVE TO THE TYPE OF SERVICE THAT THEY HAVE.FOR EXAMPLE VERIZON MAY NOT NECESSARILY BE ACCESSIBLE IN THE CLASSROOM. THEY HAVE TO GO OUTSIDE THEIR ROOM TO GET ANY ACCESS TO THE INTERNET OR SOMETHING.
IS THAT AN ISSUE THAT YOU ARE CURRENTLY LOOKING AT AND TRYING
TO ADDRESS? >> I HONESTLY HAVE NOT HEARD THAT THAT WAS ONE OF THE ISSUES OR CONCERNS.
BUT WHAT I CAN TELL YOU IS SAFER WATCH, WE ARE PAYING THEM, FOR THE SERVICES. TO SCHOOL IS PAYING THEM FOR THEIR SERVICES. SO IF THERE'S SOMETHING THAT NEEDS TO BE MODIFIED TO MAKE THAT WORK EFFECTIVELY AND THEY BETTER DO IT. IF NOT THEN WE ARE WASTING MONEY ON THE PRODUCT THAT DOES NOT MEET THE NEEDS OF THE COMMUNITY.
>> I GLAD I BROUGHT THAT UP TO MY WIFE IS A SCHOOLTEACHER AND SHE DOES HAVE ISSUES WITH HER SERVICE.
>> I WILL MAKE SURE WE TAKE A LOOK AT THAT.
>> BASED ON KNOW HE SCRATCHED HIS HEAD.
BASED ON SOME OF THE MSD FOLLOW-UP TO BEHAVIOR THREAT ASSESSMENT. IF THERE WAS SOME CONCERN ABOUT OFFICERS NOT SIGNING THE AGREEMENTS BUT FROM I UNDERSTAND OFFICES WERE NOT INVITED TO THE TABLE.
HAS THAT YOU ARE WORKING ON THAT.
>> THAT WAS PART OF THAT EARLY PHASE ALSO, WHAT WAS OCCURRING AS PEOPLE WERE THINKING THAT THIS WAS AN OPTION AND DIDN'T REALIZE THAT LEGISLATION WAS PASSED IN MANDATED FOR LAW ENFORCEMENT PERSONNEL AND THAT WE WERE OBLIGATED TO HAVE LITERALLY A SIGNATURE ASPECT APPLIED TO THESE TYPE OF THINGS.
SO WE TURNED INTO ONE OF THESE THINGS LIKE DO WE HAVE TO DO IT THE ANSWER IS YES YOU HAVE TO DO IT.
WE ARE AN ESSENTIAL PART OF IT THE IDEA BEHIND IT IS TO HAVE SUBJECT MATTER EXPERT IN THE ARENA AS A FIRST RESPONDER AS IT VALIDATES WHAT HAS BEEN PUT IN PLACE.
OR DECLINE IT AND SAY WE ARE NOT THERE YET.
SO WHEN THAT STARTED BEING MITIGATED, AND RESET IT CLEANING IT UP AND WE START AGAIN PARTICIPATION IT WAS AN EARLY ISSUE WHEN NOT HAVING ISSUE ANYMORE.
>> ONE LAST., I KNOW THAT THROUGH COVID-19 SOME OF THE COMMUNITY POLICING WAS NOT AS EXTENSIVE FOR WHATEVER REASON.
BUT, HOPEFULLY WE WILL GET BACK TO SOME OF THAT AT NIGHT NOTE ONE OF THE THINGS THAT WAS SUCCESSFUL WAS COFFEE WITH A COP. SO I WOULD LIKE TO KINDA LOOK AT
SOME SORT OF START DATE. >> WE BEEN OPENING UP TO GETTING BACK TO NORMAL BUSINESS THAT IS ESSENTIAL PART OF THE POLICING SINCE YOU'RE NOT THERE. AND I LOVE COFFEE, SO WE ARE MOST CERTAINLY MOVING BACK INTO THAT DIRECTION.
THERE WAS A HESITANCY ASPECT OF SAFETY THAT WE HAD TO PAY ATTENTION TO IN THE VIRUS OF IT. BUT NOT DISAPPEARING BUT WE ARE GETTING A LITTLE BIT BETTER AT MANAGING IT I THINK WE'LL HAVE SOME MORE OF THOSE TYPE ACTIVITIES.
WE NEED THEM. >> JUST ONE QUESTION, I KNOW WITHOUT HAVING METAL DETECTORS IN THE SCHOOLS THAT POSES A SECURITY ISSUE. AND I HAVE HEARD IS SOME DISCUSSION ABOUT HAVING A WEAPONS SNIFFING DOG WITH THOSE TYPES OF THINGS IS THAT ANYTHING WE ARE LOOKING INTO?
>> I HAVE NOT BEEN IN ANY DISCUSSIONS RELATED TO THOSE TYPES OF K-9 UNITS OR ANY OF THEM BEING DEPLOYED.
THAT IS NOT TO MEAN THAT MY STAFF HASN'T I CAN CHECK ON IT LET ME TALK TO MAJOR DIMARCO SEE IF USING THAT DISCUSSION POINT.
>> THANK YOU VERY MUCH ERROR. >> ABSOLUTELY THANK YOU SO MUCH.
[APPLAUSE] >> OKAY SO NOW WE HAVE COMMENTS
[7. Comments from the Public on Non-Agenda Items]
FROM THE PUBLIC ON NON- AGENDA ITEMS.>> WE HAVE SOMEONE SIGNED UP. WE HAVE SOME IN SPEAKING ON
BEHALF OF STATE SENATOR. >> GOOD EVENING EVERYONE I AM HERE ON BEHALF OF FLORIDA STATE REPRESENTATIVE CHRIS SEEM A JOB UNFORTUNATELY DUE TO A SCHEDULING CONFLICT REPRESENTATIVE WAS NOT ABLE TO TO ATTEND TONIGHT.
I AM HAPPY TO BRING BACK TO HER ANY QUESTIONS OR CONCERNS YOU MAY HAVE. PLEASE KNOW THAT REPRESENTATIVE AND THE TEAM ARE HERE TO HELP AND YOU CAN ALWAYS REACH US AT THIS TELEPHONE NUMBER. REPRESENTATIVE HAS ASKED ME TOO THANK YOU ALL FOR ALL YOU DO AND FOR BEING SUCH WONDERFUL PARTNERS. SHE IS HONORED TO REPRESENT YOU IN TALLAHASSEE AND I VERY MUCH APPRECIATE THE EIGHT YOU ALLOW ME TOO BE HERE TO SPEAK AND THANK YOU.
>> GREAT THANK YOU VERY MUCH FOR COMING.
[00:45:02]
ANYONE ELSE ON NON- AGENDA ITEMS? OKAY SO WE WILL GO TO THE COMMISSION AND WE WILL STARTWITH COMMISSIONER ISRAEL. >> THANK YOU MAYOR I'LL KEEP IT BRIEF, I KNOW TODAY IS BEEN A BAFFLED DAY FOR OUR COMMUNITY AND OUR COMMUNITY AND WHAT THEY HAVE GONE THROUGH AND I KNOW THERE'S A LOT TO BE DONE. BUT IT IS VERY I THINK ASSURING TO HEAR FROM OUR SHERIFF AND ALL THE WORK THAT IS GOING INTO KIND OF REBOUNDING FROM THE FAILURES THAT HAVE HAPPENED IN THE PAST.
SO I WOULD LIKE TO BELIEVE THAT THIS IS A NEW DAY GOING FORWARD AND HOPEFULLY WE CAN CONTINUE TO HEAL AND USE THIS AS AN OPPORTUNITY TO NOT ONLY JUST PROVIDE COMMUNITY BUT EVEN JUST BEYOND THE COUNTY OF BROWARD I THINK WE SHOULD ALL BE SETTING THE EXAMPLE BECOMING THE MODEL OF WHAT IT MEANS TO BECOME A SAFE SCHOOL CITY IN A SAFE COMMUNITY.
SO I THINK THAT WAS THE REALLY GREAT INSIGHT INTO WHERE WE ARE GOING. KIND OF ON A LIGHTER NOTE IT WAS NICE TO HAVE THE APARTMENT. AT THAT IT WAS AN AMAZING EVENT.
VERY PROUD OF THE TEAM FOR ORGANIZING THAT.
THAT WAS ACTUALLY MUCH BETTER ATTENDED THAN I EVER ANTICIPATED. IT LOOKED LIKE THE NEW YORK MARATHON. BUT REALLY COOL AND IT'S REALLY GREAT TO SEE EVERYONE BACK OUT TO SEE EVERYONE PARTICIPATING AND ENJOYING. I'M JUST PROUD OF A SAY THAT'S
ALL I THANK YOU. >> THANK YOU COMMISSIONER IS
ISRAEL. >> THANK YOU MAYOR, TODAY THEIR MURDERER AND SHOOTER OF 34 OF OUR PRECIOUS COMMUNITY MEMBERS PLED GUILTY TO ALL OF THE CHARGES AGAINST HIM IN GRAPHIC DETAIL THE STATE ATTORNEY LAID OUT THE FACTUAL BASIS FOR THOSE CHARGES. TO THE FAMILY AND FRIENDS AND OTHER MEMBERS OF THE COMMUNITY. THIS IS A STEP HOPEFULLY TOWARDS PUTTING SOME FORM OF CLOSURE ON THE HORRIBLE TRAGIC EVENTS OF FEBRUARY 14, 2018. THE UNFORTUNATE TRUTH OF TODAY'S PLEA IS THAT ONCE AGAIN IT REMINDS US OF THOSE EVENTS AND IT BRINGS US BACK TO THE EMOTIONAL ELEMENTS RAISED AS A RESULT. I WANT TO REMIND EVERYONE, THAT HELP IN DEALING WITH GRIEF AND ANGER THAT COMES FROM HEARING THESE EVENTS AND THE CONSTANT NEWS IN THE SOCIAL MEDIA THE BOMBARDMENT OF DETAILS, IT MAY BRING ABOUT FAILINGS IN THE COMMUNITY THAT CAN BE ADDRESSED TO THE HELPERS AVAILABLE IN THE COMMUNITY. HELP IS A PHONE CALL AWAY AT 211. HELP IS AVAILABLE THROUGH ORGANIZATIONS LIKE EAGLES HAVEN PARK LANE CARE'S TOMORROW'S RAINBOW TO NAME A FEW. PLEASE REACH OUT IF YOU NEED IT.
LET'S CONTINUE TO CARE FOR EACH OTHER IN OUR COMMUNITY AND BE THERE FOR ONE ANOTHER, THERE WILL BE MORE TO COME AS WE MOVE TO THE NEXT PHASE OF THE TRIAL. AND WE WILL NEED PROBABLY NECK MORE THAN EVER TO STAND WITH ONE ANOTHER.
I WANT TO EXPRESS MY SINCERE GRATITUDE TO ALL THE SURVIVORS OF THE EVENTS WHO CHANNELED THEIR GRIEF AND TO MAKING POSITIVE CHANGES IN THE PROTECTION, SAFETY, AND WELFARE OF THE CHILDREN AND TEACHERS OF OUR SCHOOL.
YOUR WORK HAS BEEN SO HARD BUT SO NECESSARY AND SO VERY MUCH APPRECIATED THANK YOU THAT'S ALL I HAVE.
>> THANK YOU COMMISSIONER, COMMISSIONER BUYER?
>> THANK YOU MAYOR, ECHOING THE COMMENTS OF MY FELLOW COMMISSION. THIS PAST WEEK LAST WEDNESDAY AND THIS WEDNESDAY HAVE BEEN VERY TOUGH FOR THE COMMUNITY ESPECIALLY FOR THE FAMILIES OF VICTIMS INVOLVED.
I WOULD ENCOURAGE ALL OF OUR COMMUNITIES TO REACH OUT TO THEM TO BUY THEM LOVE AND SUPPORT AND ENCOURAGEMENT THIS IS BEEN A TOUGH DAY JUST TO WATCH AND TO BE THERE IN PERSON IN HEARING ABOUT THEIR LOVE ONES. ABOUT WHAT HAPPENED COUPLE YEARS AGO IN MY HEART GOES OUT TO THEM I AM PROUD SOME OF THEIR OWN FAMILIES IN THE STATUS QUO SO OUR STUDENTS AND STAFF ARE BETTER PROTECTED. SO I WOULD ENCOURAGE EVERYONE TO PUT YOUR ARMS AROUND THEM AND KEEP THEM IN YOUR PRAYERS AND SEND THE MESSAGES OF LOVE AND SUPPORT I THINK IT'S VITAL AT THIS TIME. AS COMMISSIONER, SAID CONTINUE TO DO WITH THIS AS WE GET THE NEXT PHASE IN A TRIAL.
ON A MUCH LIGHTER NOTE WE HAVE A POINT.
PATCH COMING UP SATURDAY. WHICH IS A TRADITION IN PARKLAND I'M GLAD TO SEE COMING BACK. I REMEMBER THE DAYS WE HAD A PUMPKIN PATCH ON THE HONOR SYSTEM SO I AM HAPPY TO SEE THAT AND ENCOURAGE EVERYONE IN THE FAMILY SO WE HAVE OUR PARKLAND FLAG FOOTBALL HAS SET UP LAYOFFS AND SUPER BOWLS.
AND IF YOU ARE OUT THERE IS VERY ONE OF THE MOST EXCITING WEATHER AND HIS BOYS OR GIRLS ON THE FIELD AND THE COACHES.
HOPEFULLY THE CONTINUING THEMSELVES WHAT IS AN EXCITING TIME IN A GREAT OPPORTUNITY TO FEEL A SENSE OF COMMUNITY HERE IN PARKLAND. I WANT TO WE HAD THE MAYORS FOR
[00:50:07]
A MONTH TO HER AT THE WORKSHOP I WANT TO THANK THEM FOR CONTINUED INVOLVEMENT. AND TO THAT END WE HAVE RAJ HERE TONIGHT ON BEHALF OF THE REPRESENTATIVES OF THE SPIRIT FOR THOSE OF YOU WHO DON'T KNOW ROCHE I HAD AN OPPORTUNITY TO SPEAK WITH THEM HE IS A MODEL STUDENT AT MARJORIE STROH WERE MEN DOUGLAS AND HIS VERY INTELLIGENT YOUNG MAN APPROACHED, FRIEND THANK YOU FOR BEING HERE TONIGHT AND I WANT TO GIVE KUDOS TO OUR CHAMBER I KNOW WE RECOGNIZE THEM EARLIER, BUT THEY HAVE DONE A TREMENDOUS JOB IN SUPPORTING OUR BUSINESSES ESPECIALLY THROUGH THE TRYING TIMES OF COVID-19.KEEPING OUR COMMUNITY AT LARGE INFORMED ABOUT WHAT IS GOING ON THE BUSINESS COMMUNITY, AND THE GOVERNMENT ASPECTS, AND SO I WANT TO THANK THEM FOR ALL THEY DO AS WELL.
>> THANK YOU COMMISSIONER BUYER VICE MAYOR?
>> I THINK YOU TOOK EVERYTHING I WAS GOING TO SAY.
JUST AGAIN TO REITERATE TODAY WAS AT A VERY DAY FOR A LOT OF US ESPECIALLY COMMISSIONER KUTTNER AND I.
WE SET APPEAR DURING THE TRAGEDY.
JUST AGAIN IT IS IMPORTANT TO REACH OUT TO THEIR FAMILIES AND REALIZE THAT THEY GO THROUGH THIS EVERY DAY.
YOU KNOW FOR THEM THERE IS NO CLOSURE, BUT ONE OF THE THINGS THAT I THINK AS A COMMUNITY THAT WE ARE GOOD AT WE ARE VERY RESILIENT AT AND WE WOULD HAVE THE POSTTRAUMATIC.
SO JUST AGAIN BE MINDFUL OF WHAT GOES ON ESPECIALLY FROM A SOCIAL MEDIA STANDPOINT. MAKING SURE THAT WE ARE STRUGGLING TO CONTACT 2114 EAGLE HAVEN OR OTHER MENTAL HEALTH OPTIONS AND JUST KEEP AN EYE ON EACH OTHER ESPECIALLY OVER THE NEXT COUPLE OF MONTHS AS WE GO THROUGH THIS CONTINUATION OF THE TRIAL. I DO WANT TO ECHO THE SAME SENTIMENTS AS COMMISSIONER TO PARKLAND WAS AMAZING IT WAS A GREAT SHOWCASE. I THINK WE THE MOST WEEK PARTICIPANTS WE'VE HAD AND RAISE THE MOST MONEY SO TO KIND OF IMPROVE TO MAKE IT EVEN BETTER FOR NEXT YEAR SO WE CAN DFINITELY DO THAT. I THINK WAS AT 550 I THINK WOULD BE UP TO 1500 NEXT YEAR. AGAIN AS I MENTIONED THE OFFICER FROM HOLLYWOOD. AND I WOULD REQUEST MAYOR IF YOU WOULD LIKE TO SEND JUST A ON BEHALF OF THE CITY AND THE COMMISSION JUST A LETTER TO HOLLYWOOD SHE WAS LETTING THEM KNOW WE ARE HERE FOR SUPPORT AND WE UNDERSTAND WHAT THEY'RE GOING THROUGH ANYTHING THAT WE CAN DO. WE ARE HERE.
AND THEN FINALLY NEXT WEEK IS HOW IT READS FOR THE RECORD, I BELIEVE JACKIE WE HAVE A STORY WORK.
TIME 3:00 O'CLOCK? 3:00 O'CLOCK AT THE LIBRARY.
SO I KNOW COMMISSIONERS ISRAEL'S FAMILY WILL BE THERE BECAUSE I LOVE THAT STORY ONE. HE IS A GREAT OPPORTUNITY TO COME OUT READ AND ENJOY READING OUTSIDE AND HAVING SOME ACTIVITIES AS WELL. IN THE COMMENTS.
>> THANK YOU VICE MAYOR AND OTHER SEAGOING LAST BUT NO OBVIOUSLY I WANT OUT TODAY WAS CERTAINLY A DIFFICULT DAY.
AND I JUST HOPE THAT OUR COMMUNITY CAN GIVE OUR FAMILIES AND THOSE VICTIMS STRENGTH TO KNOW THAT THEY ARE LOVED THAT IS ONE THING THE COMMUNITY HAS SHOWN THAT IT CAN STAND TOGETHER. AND REALLY GALVANIZE THE FEELINGS AND THE SENTIMENTS AND JUST FAMILIES HAVE DONE SO MUCH FOR US AS COMMISSIONER CUTLER POINTED OUT.
THEY MAY POSITIVE CHANGE NOT JUST HERE IN OUR COMMUNITY NOT JUS IN OUR STATE BUT ■ACROSSTHE. ÚSOVEREIGNAND SID WOULD BE%-ÚDE,

[01:59:33]
CAN EVERYBODY HEAR ME? PERFECT.[01:59:35]
MY NAME IS HIS FAME HE APPLE BOMB I AM 12085 PORT AWAY AT[01:59:43]
FOUR SEASONS. I AM UPSET TONIGHT.[01:59:46]
ALL I HEAR IS MONEY AND GREED AND A PERSISTENT BAGEL TEAM.[01:59:54]
I AM WORRIED ABOUT STORM DRAINAGE I THINK IS FLOOD MODELS[01:59:59]
ARE INCORRECT I'M WORRIED ABOUT ROAD CONGESTION THE INCREASE OF[02:00:09]
POPULATION'S DENSITY ESPECIALLY WITH SCHOOL CHILDREN.[02:00:11]
BECAUSE WE HAVE OVERCROWDING. I KNOW I CANNOT STOP THIS, I AM[02:00:17]
ONLY ONE PERSON. BUT I BEG OF YOU TO MAKE IT FOR[02:00:21]
55 PLUS I THINK IT IS A MORE RESPONSIBLE COMMUNITY THAT WAY[02:00:27]
WE HAVE A LOT OF NATURE WHERE WE ARE AT WE ARE RIGHT AT THE[02:00:31]
SAWGRASS. I CAN ONLY IMAGINE THE IMPACT[02:00:34]
THAT WE WILL BE SEEING FROM CONSTRUCTION RIGHT NEXT TO THE[02:00:36]
SAWGRASS. I THINK THAT WITH THIS BUILDING IT IS A LOSS OF CHARACTER IN OUR NEIGHBORHOOD.I THINK THAT WILL BE MORE NOISE AND SAFETY FACTORS.
STRAIN ON THE WATER SYSTEMS. DEMAND OF THE CELL TOWERS BECAUSE WE CAN EVEN GET RECEPTION NOW SO I KNOW THAT THEY'LL BE DOING THAT. I HEAR THAT YOU'RE MAD THERE'S A COUPLE TOWERS ANYWAY FOR BUILDING.
OUR INFRASTRUCTURE IT WOULD BE STRETCHED I DO NOT KNOW IF YOU EVER CALLED FOR GARBAGE ON LOXAHATCHEE OR A DEAD ANIMAL.
BUT IF YOU CALL PARKLAND THEY HAVE TO SEE WHERE IT IS LOCATED AND THEN IT MAY HAVE TO GO TO BROWARD COUNTY TO REMOVE IT.
I CAN'T SEE OVERCROWDING WITH THE RED, WHITE AND BLUE CONDOMINIUMS THAT I JUST SAW PICTURES OF RESIDENTS HAVE THE RIGHT TO SHAPE THE FUTURE WHEN WE BOUGHT OUR HOUSE AT PARKLAND.
AT FOUR SEASONS AFTER SAVING FOR YEARS AND YEARS TO LIVE THERE.
WE WERE TOLD THAT NOTHING WOULD BE BUILT BETWEEN US AND THE PRESERVE. PLEASE CONSIDER THE NEED OF THE CITY OF PARKLAND AND LIKE RCL SAYS LET'S REMAIN ENVIRONMENTALLY PROUD BECAUSE THIS WILL DISRUPT THE ENTIRE ECOSYSTEM WHERE WE LIVE. IF I DON'T HAVE ANY SAY SO AS OF OR PARKLAND ROYALE OR GATOR ACRES I JUST AT LEAST DO WANT TO RECOMMEND 55 PLUS. AND YOU KNOW THEY ARE THROWING AND I GUESS A PARK FOR A BARGAINING CHIP.
AND I JUST DON'T THINK WE NEED TO DO THAT.
CHANGE GOOD EVENING MIND IS MARY KRANZLER I LIVE AT FOUR SEASONS AT PARKLAND WITH MY HUSBAND. WE HAVE MOVED HERE FOR ABOUT A YEAR END A COUPLE MONTHS AGO. AND WANTED TO MAKE THE PARKLAND BECAUSE OF ITS REPUTATION. IT IS QUIET AND PEACEFUL IT IS MY UNDERSTANDING THAT THIS PARTICULAR ACCUMULATION OF PARCELS AND THE REQUEST FOR VARIANCES THAT WE ARE NOT AWARE OF, MAY BE BECAUSE THE DEVELOPER HAS A BUYER IN THE WINGS.
AND AT THIS CHANGE OF ZONING WILL MAKE IT MORE PROFITABLE.
THE DEVELOPER WILL RECEIVE MORE MONEY.
BECAUSE OF THE CHANGES ZONING. I WANT TO RAISE THAT QUESTION BECAUSE WE CAME FROM MIAMI-DADE COUNTY.
MANY TIMES DID WE APPEAR BEFORE THE COMMISSION TO OPPOSE VARIOUS SUNDRY DEVELOPMENTS. ONE OF THE MAIN REASONS AND AM VERY SURPRISED IN YOUR LIST OF COMMENTS BY VARIOUS DEPARTMENTS THAT THERE IS NO COORDINATION TO SCHOOL BOARD.
OBVIOUSLY WE ARE GRANDPARENTS AND PARENTS.
WE KNOW WE HEARD THAT ONE OF THE PREVIOUS MEETINGS SEVERAL PEOPLE SPOKE PARENTS, AND THE STUDENTS WHO SPELL.
REGARDING THE OVERCROWDING OF THE SCHOOLS.
BUT AT THE HIGH SCHOOL, THEY HAVE TWO LUNCH SESSIONS.
THE CHILDREN DON'T HAVE ENOUGH TIME TO HAVE THEIR LUNCH.
THEY SIT ON THE STAIRCASES IS NOWHERE FOR THEM TO SIT.
YOU HAVE TO TAKE THIS INTO CONSIDERATION.
CHANGING FROM 55 PLUS, TO FAMILY MEANS A WHOLE LOT OF DIFFERENT ISSUES. IT IS MY UNDERSTANDING THAT IN
[02:05:03]
2,005, A STUDY WAS DONE ON LOXAHATCHEE.THE TRAFFIC ON LOXAHATCHEE THE WORK BASED ON THAT STUDY IS TO BEGIN NEXT DECEMBER. THAT STUDY IS SO OUTDATED THAT DEVELOPMENTS THAT ARE LONG LOXAHATCHEE NOW AND DEVELOPMENTS THAT USE LOXAHATCHEE, WEREN'T IN EXISTENCE IN 2,005.
SO I DON'T UNDERSTAND HOW YOU COULD GO AHEAD WITH THAT KIND OF YOU KNOW IMPROVEMENT AS YOU CALL IT, TO LOXAHATCHEE WHEN IS BASED ON FAULTY INFORMATION. YOU ADD ANOTHER 205 UNITS AS THEY MOVED FIVE, FAMILY UNITS, WITH CHILDREN, TWO ADDITIONAL TRIPS A DAY. NOT TO MENTION THE PEOPLE WHO ARE GOING TO BE GOING TO WORK BECAUSE IT IS A FAMILY.
UNLESS THEY'RE WEALTHY AND CAN STAY HOME.
THEY ARE GOING TO BE MAKING A LOT OF TRIPS.
LOXAHATCHEE TODAY IS THE MOST DANGEROUS ROAD AND PARKLAND.
WE ONLY HAVE ONE UNIVERSITY ROW. I DID NOT SEE WHERE THE EGRESS IS FROM THAT DEVELOPMENT. MY EYESIGHT IS NOT THAT GOOD.
SO I ASK YOU, PLEASE DO NOT CHANGE IT FROM 55.
IT DOES NOT MAKE ECONOMIC SENSE. THAT STRETCH OF ROAD IS BECOMING MORE AND MORE DANGEROUS. THE OTHER DAY THERE WAS A TRUCK THAT TOOK DOWN AN ELECTRIC POLE. THE WHOLE COMMUNITY WAS DISRUPTED. WE HAD TO GO TO 441.
WE HAD TO GO ON THE EXPRESSWAY. WE HAD TO DIVERT.
WHAT IS THE OUTLET FOR PEOPLE USING IT LOXAHATCHEE? IF IT IS BLOCKED? YOU JUST CAN'T ADD MORE PEOPLE.
>> THANK YOU. >> THANK YOU VERY MUCH.
>> IS THERE ANYONE ELSE WHO WOULD LIKE TO SPEAK ON THIS
AGENDA ITEM? >> 677 WEST 119TH AVENUE.
I'VE LOOKED AT THIS PLAN A FEW TIMES AND WHEN YOU LOOK AT THE PLAN THAT THEY PUT TOGETHER NOW. THEY TAKE OUT THE ROADS AND SIDEWALKS IT LOOKS LIKE A MODULAR WAREHOUSE.
THERE IS ABSOLUTELY NO SPACE BETWEEN ANY OF THIS.
AND IF THAT IS WHAT THE FUTURE OF PARKLAND OR ANY FUTURE BUILDING. THEY TALKED ABOUT THE TRAINING AND ALL OF THAT AND THEY TALKED ABOUT THE FACT THAT THEY ARE GOING TO START WITH THE AIR CONDITIONING AND THE FACT THAT YOU HAVE TO STAGGER THE AIR CONDITIONING TELLS YOU RIGHT THERE THAT MAYBE THESE THINGS ARE TOO CLOSE TOGETHER, DO WE REALLY HAVE TO DO THAT THAT'S A CONSIDERATION PEOPLE SHOULD BE CONCERNED WITH. I KNOW THAT IT SHE SAID AND YOU WANT TO REMOVE THE 55 DESCRIPTION.
YOU SHOULD MAKE A DECISION ON THIS BECAUSE I THINK THERE IS A LOT OF IMPACT IN SCHOOLS. THEIR ATTORNEY TALKED ABOUT THE APPEAL OF PARKING SCHOOLS AND IF WE KEEP OVERCROWDING THEM THAT PEOPLE WILL NOT BE SO ATTRACTED TO OUR SCHOOLS ANYMORE THAT'S
IT. >> THANK YOU IS THERE ANYONE ELSE ALLISON? YOU HAD A COUPLE THINGS TO READ INTO THE RECORD? IS THERE ANYONE ELSE AND SAY
THEY WOULD LIKE TO SPEAK? >> ALLISON IF YOU WOULD READ
THOSE ENDS. >> THIS IS FROM DR. SIVAN AND OF 12025 CHALMERS CIRCLE NORTH. TO WHOM IT MAY CONCERN, WE ARE STRONGLY OPPOSED TO THE ZONING BOARD DROPPING THE 55 PLUS REQUIREMENT FOR THE 200 NEW PLUS HOMES THAT ARE BUILT IN THE WEDGE. OUR OPPOSITIONS ARE NOT BASED ON ANY KIND OF NIMBY IS HIM NOT IN MY BACKYARD.
BUT ON THE DRAMATICALLY INCREASED TRAFFIC THAT THAT WILL INEVITABLY CLOG TO LANE LOXAHATCHEE ROAD.
FAMILIES WITH CHILDREN WILL MAKE MULTIPLE CHURCH UP AND DOWN THE TREE -- CHECK STRAIGHT WITH ALL HOURS OF THE DAY AS THEY TAKE THEIR CHILDREN TO SCHOOL AND ACTIVITIES.
LOXAHATCHEE ROADS ARE DANGEROUS ENOUGH.
ADDING APPROXIMATE 200 TRIPS A DAY MAKING SEVERAL TRIPS ELITE WILL MAKE ANY DRIVING ON THE STREET A NIGHTMARE.
[02:10:04]
WE ARE NOT EVEN CONSIDERING THIS CONSTRUCTION THAT WILL START NEXT YEAR AND WILL BREAK LOXAHATCHEE ROAD TO ONE LANE IN PARTS. THERE IS THE MAYOR AND COUNCIL TO VOTE AGAINST US AND REQUIRE THE DEVELOPER TO RESTORE THE 55 PLUS DESIGNATION TO THE DEVELOPMENT.THIS IS FROM LENORE SACK, 1195 CAL MUST CIRCLE NORTH.
TO THE PARKLAND COMMISSION MEMBERS.
I AM WRITING TO REQUEST THAT YOU RETAIN THE AGE RESEARCHES OF PROPERTIES RELATED TO THE ANNEXATION OF GATOR ACUS.
THE ONLY WAY INTO AND OUT OF THIS PROPERTY IS A WRONG LOXAHATCHEE ROAD A SMALL TWO LANE ROAD.
MY HOUSE BACKS ONTO LOXAHATCHEE, AND I CAN GIVE YOU A FIRST-HAND LOOK OF WHAT THE ROAD IS CURRENTLY LIKE.
RIGHT NOW WE HAVE CARS USING THE BACK ENTRANCE TO PARKLAND BAY OWN TWO BUSINESSES AND HEADING TO AND FROM THE BOAT RAMP.
THERE IS TRAFFIC ALL HOURS OF THE DAY AND NIGHT.
EVERYONE SPEEDS AND WANTED HIS DOG DID DRAG RACING STARS.
THE LAST THING WE NEED IS HUNDRED MORE CARS IN YOUNG DRIVERS. IF YOU DECIDE TO ALLOW MORE HOMES PLEASE KEEP THEM FROM OLDER RESIDENTS.
OTHERWISE THE PROBLEMS WILL GET WORSE.
ALSO AS YOU CONSIDER ANNEXATION PLEASE HAVE A PLAN FOR EMERGENCIES. HOW WILL PERHAPS A THOUSAND CARS QUICKLY LEAVE ON A TWO LANE ROAD.
LOXAHATCHEE IS THE ONLY WAY OUT. I URGE YOU TO KEEP ALL OF PARKLAND EVEN THIS NORTHWEST CORNER IS SAVED AS PEACEFUL PLACE. KEEP THE AGE RESTRICTION IT WAS A WISE DECISION BEFORE AND IT IS A WISE DECISION NOW.
>> THIS IS FROM BERNARD SPRINGS 19 CALVINIST CIRCLE NORTH.
CITY COMMISSIONERS, THERE IS ALREADY TOO MUCH TRAFFIC ON LOXAHATCHEE ROAD. THE TWO MAJOR ACCIDENTS IN THE LAST COUPLE WEEKS PROVES THAT. IT WAS MEANT TO BE A QUIET COUNTRY ROAD. DO NOT ALLOW THE GATOR ACRES DEVELOPER TO THREATEN YOU INTO APPROVING HUNDREDS OF OF HOUSES THAT WILL INCREASE TRAFFIC BY THOUSANDS OF CARS DAY.
THIS AREA PARKLAND SHOULD BE RESPECTED NOT DEGRADED.
>> OKAY THANK YOU ALLISON. SO I JUST WANT TO MAKE A COUPLE COMMENTS REALLY QUICK AND I WOULD LOVE TO HEAR WHAT EVERYBODY HAS TO SAY REGARDING THIS.
I JUST WANT TO MAKE SURE THAT EVERYONE IS CLEAR, THAT THIS DECISION IS NOT A, IT IS NOT A GOOD ONE, BECAUSE WE HAVE TO PERMIT ADDITIONAL DEVELOPMENT. WE ARE NOT PERMITTED TO NOT ALLOW DEVELOPMENT. SO SOMETHING WILL BE BUILT HERE.
THEY WILL EITHER BE A 55 PLUS COMMUNITY BUILT THERE, WITH A POTENTIAL WILL JUST USE POTENTIAL 200 UNITS.
AGE RESTRICTIONS AT 55 PLUS. WHICH WOULD LEAVE POTENTIAL GATOR ACRES LET'S CALL IT 70 UNITS.
HOW REAL IS THAT PROJECT? WHO KNOWS? BUT THERE IS A POTENTIAL. FOR A TOTAL OF 270 UNITS.
THEN YOU HAVE A POTENTIAL NON- AGE RESTRICTIVE WHICH REMOVES THE POTENTIAL OF THE 70 UNIT COMPLEX.
WHATEVER THAT IS. FOR A TOTAL OF AS UP-TO-DATE 205 UNITS. FROM ORIGINALLY 210 UNITS.
SO THAT IS WHAT WE HAVE TO DEAL WITH.
IT WOULD BE NICE IF WE COULD SAY NO MORE DEVELOPMENT NO WANT WOULD LIKE THAT MORE THAN I WOULD.
BUT THAT IS NOT UP TO US RIGHT NOW WE HAVE TO CHOOSE ONE OR THE OTHER. SO THAT IS WHAT WE ARE STRUGGLING WITH. NOT HAPPY WITH EITHER BUT WE HAVE TO CHOOSE ONE. WE ALL UNDERSTAND LOX ROAD, THE ISSUES WITH LOX ROAD. I THINK WE ALL WOULD LIKE TO SEE LOX ROAD FIXED SOONER. IT WOULD BE NICE IF IT WAS A FOUR LANE ROAD BUT IT IS NOT. IT IS ON THE SCHEDULE TO START CONSTRUCTION, IT WILL MAKE IT SAFER, WILL IT BE BETTER? IS IT GOING TO BE PERFECT? NO, BUT IT WILL BE SAFER.
AND IT WILL BE BETTER, AGAIN WE WOULD HAVE LOVED TO HAVE DONE SOONER. SO THERE IS NO QUESTION LOX ROAD IS A DANGEROUS ROAD. WE ARE UP.
EVERY MEETING WHERE HAVE WE ARE ASKING PEOPLE, WE ALWAYS TALK ABOUT LOX ROAD. ASKING PEOPLE TO SLOW DOWN, AND BE CAUTIOUS, I DRIVE LOX ROAD EVERY DAY.
AND I SEE THE DANGERS OF IT SO I UNDERSTAND IT.
PERTAINING TO THE SCHOOLS I HAVE TWO KIDS IN MSD RIGHT NOW.
I WILL HAVE TWO KIDS AND MST NEXT YEAR.
[02:15:01]
I WILL HAVE ONE AGAIN THE YEAR AFTER THAT THAT WHEN THE AIR AT THAT. MY YOUNG IS SERVICE IS OLD.I AM FULLY AWARE OF THE SCHOOL SYSTEM.
AND I UNDERSTAND THE ARE CROWDING.
AND THEY ARE ISSUES. AND THE ISSUES ARE EVERYWHERE.
IT DOES NOT EXCUSE THE ISSUES THAT WE HAVE IN OURS, BUT WE PRIDE OURSELVES IN HAVING A AMAZING SCHOOLS AND IT IS IMPORTANT TO ME NOT JUST FOR MY OWN CHILDREN BUT FOR EVERYONE ELSE'S APARTMENT SCHOOL REMAIN AS GOOD AS THEY ARE.
I WAS JUST TALKING TO SOMEONE THE OTHER DAY, IT IS VERY DIFFICULT TO FIND A COMMUNITY THAT HAS GRADE A SCHOOLS AT EVERY LEVEL IN THE SCHOOL SYSTEM.
ELEMENTARY, MIDDLE, AND HIGH SCHOOL, OTHERWISE YOU HAVE TO PAY FOR PRIVATE SCHOOL. SO MOM WITH FIVE KIDS PRIVATE SCHOOLS NOT AN OPTION. SO IT IS IMPORTANT TO KEEP OUR PUBLIC SCHOOLS AS GOOD AS POSSIBLE.
ABSOLUTELY ALWAYS CONSIDER THAT IN EVERY DECISION THAT I MADE.
SO AGAIN THE MAIN POINT OF THE DISCUSSION WAS TO MAKE SURE IT IS CLEAR WE HAVE TWO DECISIONS TO MAKE.
WILL THE DEVELOPER MAKE MORE MONEY WITH NON- AGE RESTRICTED? I'M SURE HE WILL. BUT THAT IS BETWEEN HIM AND HIS DEVELOPER OR WHATEVER HE DOES. WE HAVE TO DECIDE WHAT IS BEST FOR PARKLAND IN THE CONVERSATIONS THAT WE HAVE WITH RESIDENTS. BECAUSE WE ARE ALL OUT THERE EVERY DAY TALKING TO DIFFERENT RESIDENTS FINDING OUT WHAT THEY THINK, AND WHAT WE THINK AND THOSE TYPES OF THINGS.
SO THOSE DECISIONS WE MAKE ARE NOT JUST FOR US, WE DON'T GET ANYTHING OUT OF IT. WE DO THE BEST WE CAN WITH THE INFORMATION THAT WE HAVE AND WITH THOSE WE SPEAK WITH.
SO, THAT IS JUST IN A NUTSHELL I WANTED TO KIND OF OVER THAT.
AND I WOULD LIKE TO HEAR WHAT THE REST OF THE COMMISSION HAS TO SAY ON THE POTENTIAL REMOVAL OF THE 55 PLUS.
BEFORE WE GET INTO THAT DISCUSSION, I AM NOT HAPPY WITH THE FIVE TEST RECORD WITH THE NON- AGE RESTRICTED PLANS THE VARIANCES ARE NOT SOMETHING THAT I WANT TO DO.
THE LOT COVERAGE, IS SOMETHING I THINK ABSOLUELY NEEDS TO BE ADDRESSED. I UNDERSTAND HE IS SOMEWHAT SIMILAR IN LOTS TO SIZES AND PERCENTAGES AND WHAT HAVE YOU.
BUT, SOME OF THOSE COMMUNITIES YOU ARE COMPARING THIS PLAN TO, HAVE PUMP HOUSES AND LARGE LAKES.
IT IS VERY DIFFICULT TO COMPARE THIS PROJECT TO PARKLAND BAY.
FOR OTHERS, LOT COVERAGE WOULD GO A LONG WAY IN SOLVING SOME OF THAT. OR MAKING IT EASIER TO SWALLOW.
SO DOES ANYBODY HAVE ANY COMMENTS THAT THEY WOULD LIKE TO THROW OUT NOW? OR QUESTIONS FOR ANYONE WHO IS
HERE. >> SURE I WILL GO MAYOR.
ECHOING THE MAYOR'S COMMENTS I AM SURE I CAN TELL YOU MY PARENTS WOULD PARKLAND IN 1984 THE CITY WAS ABOUT A THOUSAND RESIDENTS IN. WE WERE LEFT WITH THE DECISION TONIGHT THAT IS NO DIFFERENT THAN THE DECISIONS THAT THEY MADE OVER THE LAST 30 WHICH EVERYONE WAS COME TO PARKLAND EVERYONE IS CLOSE THE DOOR BEHIND THEM AND NO ONE ELSE.
AND UNFORTUNATELY AS THE MAYOR POINTS OUT, THE LAWS REQUIRE US TO ALLOW DEVELOPMENT ALTHOUGH WE CAN BE WITH CERTAIN RESTRICTIONS. AND SO WE CAN UP RECRUITED.
SO WE ARE FACED HERE WITH WHICH IS WORSE OR WHICH IS BETTER SCENARIO. HAVING SAID THAT, I HAVE SOME CONCERNS. I APPRECIATE MR. MOSCOWITZ BEING HERE, AND HIS TEAM AS WELL AND PRESENTING.
I HAVE CONCERNS WITH SOME OF THE SPECS OF THE SITE PLAN AND ALSO SOME COMMENTS THAT WERE MADE. WHILE WE WERE WHILE WE APPRECIATE THE SLIDES THAT SHOW THE COMPARISON TO SOME OF THE NEIGHBORING COMMUNITIES. IN THIS DESIRE TO BE DIRECTLY HARMONIOUS AND COMPATIBLE WITH THE SURROUNDING COMMUNITIES.
WHAT IS NOT UP THERE ON THE SLIDE IS THE DIFFERENCE BETWEEN THE UNITS PER ACRE. AND IF YOU DID A, YOU ARE TALKING ABOUT A DEVELOPMENT THAT HAS FAR MORE UNITS PER ACRE AND IN SOME CIRCUMSTANCES DOUBLE OF THE SURROUNDING COMMUNITIES HAVE. AND AS A RESULT OF THAT WHAT YOU GET THIS TO PARAPHRASE THE PLANNING AND ZONING BOARDS COMMENTS YOU GET 10 POUNDS OF BALONEY AND A FIVE PUMP BAGS.
AND I THINK THAT BECOMES TRUE WHEN YOU SEE THIS I PLAN TO SITE PLAN DOES NOT SHOW ANYTHING BUT ONE CUL-DE-SAC IT SHOWS A STRAIGHT STREETS GOING THROUGH, THERE IS NOT MUCH GREEN SPACE AND I THINK THAT IS PROBLEMATIC I THINK THE LOT COVERAGE WOULD
[02:20:04]
DO SOME GOOD TO TRY TO RESOLVE THAT I THINK THERE WOULD ALSO RESOLVE SOME CONCERNS AT THE PLANNING AND ZONING BOARD RAISING SETBACKS. AND DENSITY ISSUES THAT NEED TO BE ADDRESSED I APPRECIATE THE DEDICATION OF POTENTIALLY A LARGER PARK I DON'T THINK THAT IS WHERE WE NEED TO END UP.BUT PERHAPS WE SOLVING THAT IN A GREATER FASHION MIGHT RESOLVE SOME OR ADDRESS SOME OF THE DENSITY ISSUES.
I WOULD LIKE TO ASK A COUPLE QUESTIONS OF YOUR ENGINEER, YOU MENTIONED BEFORE THAT THE DRAINAGE ISSUES AND WE WENT OVER THE SITE PLAN, WITH REGARDS TO THE DRAINAGE.
YOU ALSO MANAGEMENT WATER WILL BE PUMPED NOT TO NSAID ON THE DRAINAGE ISSUE PART OF THE REASON WHY IT IS BEFORE MY TENURE IN THE COMMISSION WE COME FORWARD WITH IS TO ADDRESS WITH THE MYRIAD OF PROBLEMS THAT HAVE COME IN THE WEDGE AND DRAINAGE BEING ONE OF THEM. IS IT THAT WATER IS BEING PUMPED SOMEWHERE ELSE OR THE COMMUNITY IS NOT GONNA REQUIRE WATER
INFRASTRUCTURE. >> SO TO ADDRESS THE FIRST ONE THE SITE DRAINAG WILL BE GRAVITY IT IS DOESN'T RELY PUMP IT OPERATES ON GRAVITY. BASED ON OUR CALCULATIONS IT'S PLACED ON TRAINERS WE DON'T REALLY NEED THE L4 WE JUST AT THE RATE BACK DOWN. SO IT ENDED RIGHT HERE AT CITY HALL. SO YOU REALLY CAN'T COMPARE THE PROBLEMS THAT YOU ARE SEEING IN OTHER PLACES WITH OTHER DEVELOPMENTS THEY ARE A LITTLE BIT DIFFERENT.
I CAN'T REALLY SPEAK TO THOSE OTHER SITES AND THERE IS ENGINEER ON THEM. I CAN TELL YOU THE AMOUNT OF INFORMATION REPORTING INTO COLLECTIVE DRAINAGE AND COLLECTING IT IS MORE THAN I SEEN ON ANY PROJECT GENERALLY REPORTED IN THE REAR YARD DRAINS AND COLLECT THAT SYSTEM.
WE COLLECT WATER FROM THE BACK OF THE YARDS IN THIS CASE WE ARE COLLECTING ON IT IS BASIC LIKE EVERY HOUSE IS IN THE TRAINING SYSTEM. WHEN THE SUN PASSES EAST TO WEST THERE IS NOT ENOUGH SON COVERAGE OR ACCESS TO BE ABLE TO DRY UP WHAT IS PERMEATED OR WHATEVER IS ACCUMULATED BETWEEN THE TWO HOUSES. THIS SITE PLAN I SEE IT AS BEING EXPONENTIALLY WORSE BECAUSE YOU HAVE EVERYBODY ON TOP OF IT.
>> EVAPORATION IS NOT A FACTOR IN DRAINAGE DESIGN.
IT IS NOT. >> CAN I JUST ASKED ONE THING I WANT TO TOUCH ON WHAT YOU'RE SAYING.
>> SURE. >> THIS IS SIMILAR TO THE CHANGES THAT ARE BEING IMPLEMENTED NOW AND THE BALANCE OF PARKLAND BAY AND THE BALANCE OF DISK OUT OF HOMES IS THAT CORRECT? THIS IS A SIMILAR DESIGN.
TOO THAT. >> IT IS A SIMILAR CONCEPT, AND ADDITION WE ARE WORKING WITH THE STORMWATER MASTER PLAN AND THE CONSULTANTS THAT ARE DEVELOPED IN THE STORM THE STORMWATER MASTER PLAN, OR SIMILAR CONSULTANTS THAT IS HELPED WITH THE REVIEW OF THE PROPOSED DESIGN FOR THESE PROJECTS.
SO A LOT OF WHAT'S COMING IN THE STORMWATER MASTER PLAN IS WHAT YOU WERE SEEING IN THE PLANS PROPOSAL.
>> SO THAT IS PART OF MY NEXT QUESTION.
>> I WOULD VENTURE TO SAY IS BETTER IN THE SYSTEM THEN THE RETROFIT THAT YOU HAVE TO DO TO THE ZONING COMMITTEES.
BECAUSE YOU'RE COMING FROM THE BEGINNINGS AND NOT HAVING TO TRY TO GO BACK AND FLEX IT. WE ARE GOING IN THE FRONT OVER
THE CORRECTED. >> WE HAVE PASSED A MORATORIUM ON FUTURE DEVELOPMENT PERMITS BASED ON GETTING THE RESULTS OF THE ENGINEERING CONSULTANTS THAT WE HAVE HIRED TO PROPOSE CHANGES TO ADDRESS THESE ISSUES. NOT ONLY WITH EXISTING COMMUNITIES BUT WITH THEM GOING FORWARD.
TOO THAT END HAS OUR CONSULTANTS REVIEWED THE PLAN AT HAND THAT
[02:25:06]
THAT IS ADEQUATELY ADDRESSING THESE.>> THAT IS CORRECT SO MASTER PLANS THEIR ENGINEERS ARE VIRTUALLY PRC REVIEWS FOR THE DRAINAGE FOR THIS PARTICULAR PROJECT. JUST KNOWING HOW IMPORTANT THIS PROJECT IS, AND THE RESULTS FROM THIS DESIGN OF THIS PROJECT WOULD BE INHERITED BUT THE FACT THAT WE HAVE NOT ADAPTED TO MASTER PLAN TODAY. WE WORK PROACTIVELY TO MAKE SURE THERE WILL BE PROPOSED BY THE CONSULTANTS WAS IN LINE.
>> WE WORKED WITH THE CITY'S CONSULTANTS AND HAVE GONE THROUGH AND SATISFIED ALL OF THE COMMENTS AND I JUST WANT TO BRING TO LIGHT WHAT YOU ARE EXPERIENCING WITH OTHER COMMUNITIES IS CONSIDERED LOCALIZED DRAINAGE ISSUES.
IT IS TRAPPED IS IN SOMEBODY'S FRONT YARD IS BUBBLING IN FRONT OF THE BRICK PAVERS THAT IS THE PATH OF LEAST RESISTANCE.
YOU HAVE A SIDEWALK THAT IS LOW AND IS PONDING THERE.
THAT'S A LOW TRAINING ISSUE. WE HAVE DUMBLY ELEVATED THIS.
THE WAY TO LOOK AT DRAINAGE IS THIS.
THERE IS CONTROL USUALLY YOU WOULD SAY WHAT IS THE GROUNDWATER ELEVATION WAS DECISIONAL HIGH? WE ARE IN AREAS WHERE EVERYTHING IS CONTROLLED.
IT ALL RUNS ON COMPS IS MAINTAINED LOWER THAN WHAT WE NEED. SO IN OUR CASE WE ARE CONNECTED TO HILLSBOROUGH CANAL THAT ALLOWS US TO BASED ON THEIR
CONTROL ELEVATION. >> YOU MENTION IN SID, IT IS MY UNDERSTANDING THAT AN SID WOULD HAVE TO PROVIDE THE UTILITY INFRASTRUCTURE IN THE WATER TO THE SITE?
>> YES THEY WILL PROVIDE WATER AND SEWER YES.
AND WE HAVE SUBMITTED PLANS TO THEM AND WE HAVE COORDINATED WITH THEM SINCE THE START OF THE PROJECT AND IT IS ALSO PROVIDING REUSE WATER EXTENSION OF THE REUSE WATER MAIN AS IRRIGATION.
>> AND AS I UNDERSTAND IT THE SID HAS A SPECIAL UTILITY BONE FOR PARCELS BASED ON THEM BEING IN THE CITY APARTMENT CORRECT
NOT IN THE COUNTY. >> THEM BEING WITH AN SID
SERVICE AREA. >> CORRECT THAT IS NOT THE
COUNTY. >> THAT IS NOT THE COUNTY.
>> IN ORDER FOR THIS PROJECT TO GO FORWARD AND GET THE BENEFIT OF THE SPECIAL UTILITY BOND THAT IT HAS TO BE WITHIN THE CITY
CORRECT? >> JUST DECATUR AKERS PORTION
YOU KNOW GOING TO. >> I DON'T WANT TO INTERRUPT YOU BUT I WANT TO ASK HIM A QUESTION ABOUT THE DRAINAGE.
THE CHANGES THAT THEY'RE MAKING IT PARKLAND ANTICS, SCOTLAND HAVE THEY PROVED TO BE SUCCESSFUL?
>> TO DATE THAT IS A YES. TO DATE, ONE MORE THING I WANTED TO ADD BECAUSE AGAIN IT WAS BROUGHT UP AT THE PLANNING AND ZONING BOARD MEETING THAT A FEW OF THE ITEMS WERE CONSIDERED SOMEWHAT PREMATURE BECAUS WE HAVE NOT ADOPTED THE STORMWATER
>> A KEY ELEMENT THAT WILL COME OUT OF THAT PLAN WHICH IS THE LANGUAGE, IT WILL TALK ABOUT TYING YOUR DRAINAGE TO A POSITIVE OUTFALL. SO IF YOU TAKE A LOOK AT THE PLANT IS BEING PROPOSED, THAT IS ONE ELEMENT THAT I AM AGREEMENT WITH. EVERY ELEMENT OF THE LOT THAT IS BEING SHOWN IS BEING CONNECTED TO A POSITIVE DRAINAGE LAWS.
SO YOU ARE TALKING FROM THE GUTTER, THAT IS GOING UNDERGROUND, THAT IS GOING TO A YARD DRAIN SYSTEM IN THE BACK AND ULTIMATELY TIMES AT THE LAKE OF THE COMMUNITY.
YOU HAVE A FRONTS DRAINAGE SYSTEM THAT IS BEHIND THE SIDEWALK THAT IS TIEBACK IN TO THAT YARD DRAIN SYSTEM THAT GOES BACK TO LAKE. SO ULTIMATELY THE MAJORITY OF WHATEVER WATER IS COMING ONTO THAT LOT IS GOING INTO A MECHANICAL SYSTEM THAT ULTIMATELY SIT TO THE POSITIVE
TRAIN SYSTEM. >> I'M SORRY COMMISSIONER, I JUST WANTED TO. NO.
>> NOTO FAIR ENOUGH. >> LET ME SAY THIS AND I'LL ADDRESS THE OTHER COMMENTS TOO. WITH THE REGARD TO THE AGE RESTRICTION AND I UNDERSTAN COMMENTS OF THE FOLKS THAT ARE SPOKEN OR SENT IN LETTERS. I AM OF THE BELIEF THERE ARE PROS AND CONS MOST WEIGHT WAYS. AND THIS CERTAINLY ISSUES THAT I COULD SUPPORT REMOVAL OF THE AGE RESTRICTION.
MY CONCERN IS WITH THIS PARTICULAR PROJECT WE ARE TRYING TO SHOEHORN IN ALL OF THE PARAMETERS FOR AGE RESTRICTED COMMUNITY AND NON- AGE RESTRICTED COMMUNITY AND I THINK THAT GETS BACK TO THE DENSITY AND SOME OF THE OTHER ISSUES.
WHILE THERE MAY BE COMMUNITIES THAT ARE SIMILAR IN DENSITY THEY ARE NOT AGE NONAGE RESTRICTED NONCOMPLIANT OR INSTILL HARMONIOUS TEMPORALITY WE HAVE A DENSITY HERE OF 2.73 THAT IS MY
[02:30:19]
PROBLEM WITH THE SITE PLAN IF YOU LOOK AT IT IT LOOKS VERY COMPACTED THEIR OWN PARKLAND ASKED, IT IS NO ROUNDABOUTS OR CUL-DE-SACS THEY ARE ESSENTIALLY FIVE OR SIX STRAIGHT DRAG STRIPS. AND I KNOW IS THE LOWER DRAINAGE MAIL THERE IS ALSO AN EXTRA BODY OF WATER THAT IS IN THE SITE PLAN. IN YOUR DRAINAGE SLIDE,.>> THAT IS A DRIVER RETENTION AREA, IT SERVES OFFS THE PURPOSE FOR WATER QUALITY. IT IS NOT A QUOTE QUOTE OR QUOTE A LAKE. IT IS AT AN ELEVATION THAT IS LOWER THAT PROVIDES WATER TREATMENT SO THAT'S WHERE WE
SHOW THAT. >> IT ESSENTIALLY TURN INTO A
POND? >> KNOW WHICH IS THE DRAIN AREA IS JUST A LOW AREA THAT PROVIDES A GREEN AREA.
IT IS NOT EXCAVATING BELOW THE CONTROL ELEVATION.
SO IT'LL BE ABOVE THE WATER TABLE BUT IT SERVES OFFS A PURPOSE ON WATER QUALITY. YOU CAN COMPARE THAT TO YOU KNOW PARTS OF HER RIGHT AWAY LOWER GREEN AREAS WITHIN DEVELOPMENT THAT QUALIFY. SO THAT'S WHY WE HAVE IN THERE, SO IT CAN STAGE IN THOSE AREAS AND THAT BRINGS ON THE PONDS.
SO MY CONCERNS ARE THE DENSITY OVERALL, AND I UNDERSTAND THE DESIRE TO GET AS MUCH SINCE HE IS POSSIBLE.
MY CONCERNS ARE THE STRAIGHTAWAY WOES, AS ARE ESSENTIALLY FIVE OR SIX DRAGSTRIP'S IN THE COMMUNITY WITH THE BUFFER OR ACCESS THE LACK OF TWO LANES GOING TO COMMUNITY WE ARE ALMOST ROW.
WE HAVE ESSENTIALLY ONE ACC ACCESS.GOING INTO THE COMMUNITY I UNDERSTAND YOU GOING TO THE SIDE GATE FOR ACCESS AND EVERYTHING ELSE BUT YOU HAVE ONE ACCESS.AND WITHOUT HAVING TO LANES FOR GAS FOR EGRESS GUESTS AND VISITORS YOU HAVE A PROBLEM BECAUSE NOT ONLY BECAUSE OF THAT NO GUARD GATE IN TERMS OF AND YOU WILL GOING UP CALL BOX THERE.
AND A LOT OF PEOPLE SITTING THERE WAITING AT THE CALL BOX.
>> THE INTENTION WAS NOT TO PUT THE PART OF HIM.
THERE'S A NUMBER OF COMMUNITIES IN PARKLAND THAT HAVE A GATE, AND THAT HAVE DECIDED NOT TO MEND.
SO I UNDERSTAND. SO THE OTHER ELEMENT IS THAT PART OF OUR PLAN IS FOR MODIFICATION OF LOX ROAD EVEN THOUGH IT IS BEING APPROVED. WE ARE COORDINATING WITH THE ENGINEERS TO PUT A LANE, A CENTER LEFT TURN LANE ON LOGS ROAD INTO THE SITE. TO ALLOW SO YOU DON'T HAVE PSYCHING OUT INTO THE ROAD. YOU EVER TURN LANE THAT WILL BE BLOCKING ANYBODY THAT IS GOING INTO THE PARK BECAUSE YOU HAVE DO HAVE A LOT OF PEOPLE ON LOGS ROAD I USE LOSS ROAD EVERY DAY
MYSELF. >> SO THIS NOT TO LANES TO THE COMMUNITY CHANCE CAN YOU PUT THE DIAGRAM UP OF THE SITE PLAN SO
WE CAN ALL SAY. >> SKEWS ME UP MYSTICALLY IS THE DESIGN OF THE COMMUNITY IT MIGHT MAKE SENSE EVER COME UP.
>> YOU CAN PULL THAT UP PLAYERS. >> I THINK IT IS ON THE DESKTOP.
>> GOOD EVENING I AM WENDY WITH URBAN DESIGN STUDIO WITH A DESIGNER OF THE PLAY. THERE WAS SOME CONFUSION -- MY CONFUSION ABOUT THIS AND THE COMMISSION OF APPROVAL.
I THINK THE INTENT OF THE CONDITION WAS TO EXTEND THE TWO LANES PAST THE CALL BOX TO WHERE THE GATES ARE LOCATED.
CURRENTLY IT IS DESIGNED THAT THERE ARE TWO LANES, THE RESIDENT AND THE GUESSTIMATE THAT BOTH EXCEED THE COVERT FIRE
[02:35:02]
OF 220 FEET. THE CONDITION WAS TO EXTEND THETWO LANES TO THE GATE. >> IN OTHER WORDS, SIMILAR TO AND I'M SURE YOU'RE FAMILIAR WITH IN BOTH X-RAY IN ALL THREE OF THE ENTRANCES TO AARON PAY. THERE WERE TWO LANES FROM THE INCEPTION OF EITHER RIDGE DRIVE OR HIS POWER.
GOING INTO THE COMMUNITY. AND I THINK THAT HELPS ALLEVIATE THE TRAFFIC BOTH IN THE TURN LANE AND ON THE ADJACENT ROAD.
>> EXACTLY,. >> IT ALLOWS THE RESIDENTS TO HAVE DIRECT ACCESS INTO THE COMMUNITY WITHOUT HAVING TO WAIT ON THE VISITOR THAT IS ON THE CALL BOX OR A MAN TO GAPE.
>> SO THAT'S THE GATE AT WHATEVER IT IS AT THE TOP THERE?
>> KNOW, IN THE MIDDLE. >> SO THE WAY THAT IS DESIGNED
NOW. >> BY THE ROUNDABOUT YES OKAY.
>> ONCE THE RESIDENT DRIVES PAST THE SCANNER IT MERGES DOWN TO ONE LANE WHERE THE GATES ARE. AND I THINK THE CONDITION IS JUST ASKING THAT THE RESIDENTS WOULD HAVE THE ROOM SEGREGATING
GATE. >> IS IT A DOUBLE OR JUST ONE DAY? IN OTHER WORDS IS THAT THE
TRAFFIC. >> CURRENTLY IS NOT DESIGNED AS
A TRAPPIST DEVELOPERS DO BEFORE. >> I KNOW THERE'S SOME ISSUES REGARDING THE SL, AND HERON BAY WAS ACTUALLY SAYING THAT.
>> SOMEBODY OPENING UP IN SOMEONE TAILING BEHIND A FALLEN LIMIT. SO FROM A SAFETY CONCERN.
>> IT RIGHT NOW OUR SITE PLAN WE DID NOT CONCLUDE ALL THE ENTRY FEATURES THAT WE WERE GOING TO FOLLOW UP WITH THE FUTURE LOCATION TO HAVE THAT. AND I THINK AT THAT TIME IS WHEN WE WOULD GET INTO THE DETAIL OF DOUBLE GATE AND SINGLE GAY.
>> GOT UP. >> SO I THINK HAVING TWO LANES GOING TO LOGS ROAD TO THE GATE, I DON'T CARE WHAT HAPPENS AFTER THEY ARE WRITTEN. AND IT LEARNS IT MERGES INTO ONE LANE. I THINK THAT IS CRITICAL.
>> IT HAS TWO LANES. >> YES THAT IS I WAS CURRENTLY
DESIGNS. >> TWO LANES TO LATCH ROAD?
>> COMING IN. >> YES THERE IS CURRENTLY TWO LANES. FROM THE START.
>> RIGHT EXTENDED THAT WOULD BE HELPFUL.
THE MAYOR BROUGHT A BLOCK COVERAGE I DON'T KNOW I WILL LET THE OTHER COMMERCIAL STOCK OF EVERYTHING ELSE HAS COME BACK.
>> VICE MAYOR COMMISSIONER ANYONE? BICE AMERICA HAD? -- VICE MAYOR GO AHEAD.
>> WHAT YEAR DO WE CHANGE THE CODE?
>> I BELIEVE VERSE 2019, AND WHAT WAS THE REASON WHY WE CHANGE? WE WERE TRYING TO ADDRESS A VARIETY OF ISSUES THAT WE HAVE SEEN AS A RESULT OF THE BUILDOUT OF OTHER. COMMUNITIES BEING BOTH INFRASTRUCTURE AND AESTHETIC CONCERNS.
WE WERE TRYING TO ENHANCE THE VISUAL APPEARANCE OF THE COMMUNITY WHILE ALSO THERE WERE FUNCTIONING AND ASPECTS LIKE CHANGE. HOW LONG HAS THE APPLICANT HAD THE SOVEREIGN SID PROPERTY ANNEXED TO THE CITY WHAT YEAR
WAS AT A? >> I'M NOT SURE THE ANNEXED DATE I'M NOT SURE THE APPLICANT KNOWS.
>> THIS OPERA I BELIEVE WAS CERTIFIED 2015, AND THE SID YOU WAS IN 2020. 2020 SOIL SOIL -- BY 2021
ASHLEY. >> THE COUNTY SENDS A LETTER AND HE WAS CERTIFIED THAT HAPPENED ABOUT SIX OR EIGHT MONTHS AGO.
>> WE CAN SPEAK TO THAT. >> I THINK THAT'S WHAT YOU WERE
REFERRING TO RIGHT? >> FIRST OF ALL MR. MOSS? THANK YOU FOR BEING HERE. IT IS ALWAYS GOOD TO SEE YOU.
WE MAY NOT AGREE ALL OF THE TIME, BUT I CERTAINLY HAVE YOUR CONVERSATION AND WHAT YOU BRING FORWARD TO ALL OF YOUR CLIENTS.
THE REASON WHY I ASKED THAT QUESTION WAS IF I WERE A
[02:40:02]
LANDOWNER OWNING 70 ACRES IN THE CITY IN THE CITY WAS GOING TO CHANGE YOUR CODE WHICH MIGHT AFFECT FUTURE DEVELOPMENT I WOULD BE THE FIRST ONE IN HERE WEATHERBY HAVING A CONVERSATION WITH THE PLANNING DEPARTMENT OR OBJECTING TO WHAT IS GOING ON.RESIDENTS COME HERE TODAY THAT LIVE IN THE NEIGHBORING COMMUNITIES AND THEY COME HERE AND THEY VOICE THEIR OPINION.
WE'VE HAD NUMEROUS RESIDENTS COME OVER AND DIFFERENT THINGS.
OTHER AREAS THAT THEY COME. AS THE DEVELOPER OR LANDOVER IF THE STANDARDS DON'T MEET THE QUALITY WHAT THE DEVELOPMNT IS, DOES THE TIME TO VOICE IT NOT AFTER THE FACT IT DOESN'T FIT WHAT I'M TRYING TO ACHIEVE. THE OTHER THING THAT I WANT TO BRING UP SCHOOLS OVERCROWDING OF SCHOOLS, I THINK THE MAYOR KIND OF REITERATED AS WELL CLASS-SIZE REDUCTION WE DON'T CONTROL THE NUMBER OF KIDS IN CLASS. THAT IS OUTWARD OUT OF OUR JURISDICTION. HOWEVER, ONE OF THE ISSUES THAT WE HAVE BEEN VERY SUCCESSFUL ON IN THE COMMUNITY IS UNDER PROCESS. WHEN WE HAVE BEEN THREATENED AS A COMMUNITY TO HAVE KIDS REMOVED OUT OF THE PARK WITH STUDENTS OUT OF PARKING SCHOOLS WE WENT DOWN TO THE SCHOOL BOARD AND FAR FOR THAT. I WOULD ENCOURAGE ANYBODY WHO IS CONCERNED THE OVERCROWDING OF STOMA DOUGLAS TO GO DOWN TO THE SCHOOL BOARD AND VOICE THEIR OPINION, I MEAN, EVERYBODY HAS R IT MAY BE HOWEVER, THERE ARE ANNUALLY BOUNDARY CHANGES THAT CAN BE MADE. AND MAKE CHANGES AND I AM NOT GOING TO NECESSARILY POINT AT CORAL SPRINGS BUT THERE ARE PROBABLY IN THE NEIGHBORHOOD 30,400 STUDENTS THAT LIVE IN A SMALL ENCLAVE AREA THAT COULD GO TO TARA BELLO OR CORA BLAZE OF CORAL SPRINGS I THAT WOULD RELIEVE SOME OF THE OVERCROWDING AT STONE MAN DOUGLAS, WHICH MIGHT NOT
>> THAT'S NOT WHAT WE ARE TALKING ABOUT BUT I AM A LITTLE CONCERNED, WE ARE VOTING ON AT LEAST 2 OF THE ITEMS THAT ARE CONDITIONAL TO A SITE PLAN THAT WE TRULY HAVEN'T SEEN THE FINAL VERSION OF. IT COULD ÃTHE APPLICANT HAS MENTIONED CERTAIN UNITS I PERSONALLY AM NOT SUPPORTIVE OF THE PARK OR NOT THAT, TO ME, I'D RATHER SEE COVERAGE AND AS I SAID I DON'T WANT TO GET NECESSARILY INTO THE SPECIFICS OF THE SITE PLAN AND FOR ME AT THIS POINT SEEING WHAT'S COMING DOWN THE ROAD I AM WILLING TO TRY TO MAKE THIS THE BEST POSSIBLE COMMUNITY BASED UPON THE FACT THAT WE CHANGE THE CODES TO MAKE IT MORE AND I AM WILLING TO WORK TO GET TO THAT POINT BUT IF WE ARE PUTTING OURSELVES UP AGAINST A TIME DEADLINE BECAUSE WE NEED TO GET THIS BEFORE THE DELEGATION IF WE ARE PUTTING THIS UP AGAINST A TIMELINE BECAUSE THE APPLICANT NEEDS TO MAKE A DECISION TO GO TO THE COUNTY TO GET THEIR APPROVAL AND WHATEVER THEY NEED TO DO AND THEN I CAN'T SIT HERE TODAY AND
[02:45:05]
APPROVE SOMETHING OR TRY TO WORK WITH SOMETHING I THINK THE BOUNDARY PROCESS CHANGES AND THERE ARE OTHER THINGS WE CAN SIT DOWN AND LOOK AT AS FAR AS LOT COVERAGE AS COMMISSIONER BREYER SAID SOME OF THE DESIGN PEOPLE ARE ALWAYS HEARING FROM BS, THE STRAIGHT LINES PRESENT AN OPPORTUNITY FOR SPEEDING ESPECIALLY IN THE COMMUNITIES. WHAT I WOULD SUGGEST AND I DON'T KNOW HOW THE APPLICANT FEELS OR HOW THE COMMISSION FEELS I WOULD LIKE TO TABLE THIS AND WHEN I SAY TABLE IT, OBVIOUSLY THE PARKLAND ROYAL PHASE REZONING THAT'S NOT AN ISSUE BUT THE REMOVAL OF THE AGE RESTRICTION I WOULD LIKE TO TABLE IT AND HAVE STAFF AND THE APPLICANT WORKED TOGETHER TO SEE WHAT WE COULD DO MORE WORK WITH THE SCHOOL BOARD TO SEE IF WE CAN WORK WITH SOME BOUNDARY PROCESS OR CHANGE AND OPEN IT UP IN THAT TIME COMES TO MAKE A[INDISCERNIBLE] >> THANK YOU, MAYOR I WANT TO S HAD MANY CONVERSATIONS ABOUT THIS INCLUDING THE CITY ATTORNEY SO FULL DISCLOSURE MR. MOSCOWITZ IS MY FATHER-IN-LAW, BUT THAT SHOULDN'T HAVE ANY EFFECT ON MY DECISION AND I THOUGHT LONG AND HARD ABOUT CONSIDERING ABSTAINING FROM THIS DESPITE THE ADVISORY Ã THAT I HAVE RECEIVED FROM ANTHONY SAID THERE IS NO VOTING CONFLICT BECAUSE I DON'T STAND TO GAIN ANYTHING INITIALLY FROM NEITHER DOES MR. MOSCOWITZ AND ALTHOUGH I RECOGNIZE IN TODAY'S DAY AND AGE OBJECTS MATTER MORE THAN FACTS I AM RESIGNED TO THE FACT THAT I SIGNED UP FOR THIS JOB BECAUSE I TRULY CARE ABOUT THE CITY AND I WANT TO SEE THE BEST OF IT AND THIS IS ONE OF THOSE DECISIONS THAT MAY ABSTAINING IS ACTUALLY JUST BEING DERELICT IN MY DUTIES AND I REFUSE TO DO THAT DESPITE WHAT I KNOW AND THAT'S PART OF THE JOB SO I THOUGHT LONG AND HARD ABOUT THIS AND I LISTENED AND I HEARD, I THINK ALL THE COMMENTS SO FAR ARE WELL-FOUNDED WHEN IT COMES TO THE OVERALL DENSITY I THINK THE 10 POUND BALONEY IN A FIVE POUND BAG AS STRANGE OF A VISUAL AS THAT IS IT'S A PRETTY GOOD METAPHOR AND I THINK THERE'S SOMETHING TO BE SAID ABOUT THIS PARK AND WE ARE HERE WE HAVE OPTIONS AT STORE NUMBER ONE OR DOOR NUMBER TWO AND I NOW MR. BELLO ALSO SAID HE THINKS THAT ÃIS BLUFFING AND I'M A BIG POKER FAN I DON'T WANT TO GET INTO A GAME OF TRYING TO CALL SOMEONE'S BLUFF AND SEE WHERE IT GOES BECAUSE IT'S ABOUT THE ALTERNATIVE IN THE ALTERNATIVE HERE IS IF WE DON'T GO FORWARD I AGREE THERE NEEDS TO BE A CHANGE FOR THE NUMBER OF UNITS AND IF WE REALLY ARE ASKING ABOUT WHAT'S IN THE COMMUNITY. LET'S FOR EXAMPLE WE ARE NOT GOING TO LIVE THE AGE RESTRICTION AND DEVELOPER YOU GO BACK TO THE COUNTY ALL THE CONCERN THAT I HAVE EXPRESSED SO FAR THOSE ARE STILL GOING TO REMAIN A 70 ÃBUILDING NOT BECAUSE IT'S IN THE PARKLAND AND IT'S STILL IN THE BOUNDARIES IS STILL GOING TO AFFECT OUR SCHOOLS THERE'S NOTHING TO BE SAID THAT THIS APARTMENT BUILDING WILL NOT ALLOW CHILDREN MOST PEOPLE WILL MOVE INTO WORKFORCE HOUSING AND NOW ALL WE HAVE IS A 55+ DEVELOPMENT OF FEES 55 AND PEOPLE STILL DRIVE IS NOT MAGICALLY GOING TO TAKE PEOPLE OFF THE ROAD WE WOULD NOW HAVE 200 SOMETHING UNITS OF ONE NEIGHBORHOOD OF 55 AND UP AND 70 UNITS OF NON-AGE RESTRICTED AND ON TOP OF THAT I DON'T BELIEVE THAT GIVING UP THE PARK IS OF SIGNIFICANT I CAN
[02:50:11]
UNDERSTAND PEOPLE SAY THAT'S NOT YOUR FOCUS AND THAT'S A VERY IMPORTANT PART OF YOUR PUZZLE AND THAT'S WHAT WE PRIDE OURSELVES IN SOFTWARE GOING TO TALK ABOUT NOT BEING ABLE TO PREVENT DEVELOPMENT AND RECOGNIZE AT SOME POINT THIS LAND WILL GET DEVELOPED IF WE HAVE THE ABILITY TO PRESERVE AN AREA OF AT LEAST THREE OR FOUR ACRES I WOULD HOPE THAT WOULD BE THE TOTAL AMOUNT OF 4.7 WE WILL TALK ABOUT THAT IF WE CAN PRESERVE THAT AND NOT ONLY DO WE HAVE A PARK THAT'S GOING TO BE ABLE TO SERVICE THIS DEVELOPMENT WHICH IS INEVITABLE BUT IT'S A UNIQUE PARK WE TALK ABOUT BEING ENVIRONMENTALLY PROUD STRATEGICALLY PLANNING I WAS HOPING FOR THE OPPORTUNITY TO HAVE A UNIQUE PART DO MY PART.I THINK IT WILL BECOME SOMETHING THAT WOULD BE VERY DESIRABLE FOR PEOPLE TO JUST GO OUT AND SIT THERE AND I THINK IT WILL BE A VERY INTERESTING OPPORTUNITY FOR FIELD TRIPS AND OR EDUCATIONAL FACILITY WHATEVER OUR IMAGINATION ALLOWS THEM I AGREE THIS IS TIME TO BE NEGOTIATING IT'S NOT TIME TO BE I THINK JUST WILLING TO ACCEPT SOMETHING THAT NOT EVERYONE CAN BE HAPPY WITH BUT AT THE SAME TIME RECOGNIZING NOT EVERYONE'S GOING TO BE HAPPY AND WHEN IT COMES TO THAT THE SITE PLAN IF IT'S TABLING THE ISSUE OR NOT EVERYTHING HAS A CONSEQUENCE ALL OF OUR DECISIONS HAVE CONSEQUENCES AND I'M NOT HERE TO SAY WHETHER OR NOT TIMING IS OF THE ESSENCE THAT'S FOR THE APPLICANT TO DETERMINE THEIR INTEREST AND MY UNDERSTANDING WAS THERE WAS SOME ALLEVIATION OF THE TIME CONSTRAINT BASED UPON RECENT CONVERSATION AND I DON'T KNOW IF THAT'S STILL ACCURATE.
>> THE DELEGATION WAS PUSHED BACK TO NOVEMBER 9 AND I BELIEVE THE APPLICANT'S HERE IT'S IN THEIR POSITION THEY WOULD WANT TO SEE THIS GO THROUGH AND
>> I'M GUESSING THAT STILL PART OF THE PLAN GETTING ON THE AGENDA FOR THIS YEAR'S?
>> WE CAN'T LOSE AN ENTIRE YEAR AND APPROVED BY THE LEGISLATURE ANIMATES THE JANUARY AND FEBRUARY AND SO THE FIRST HALF IS BEING APPROVED BY A LOCAL DELEGATION AND THEY HAVE TO MEETING SET ONE AT THE END OF OCTOBER ONE WAS NOVEMBER NIGHT AND WE WERE SUCCESSFUL IN GETTING THE ANNEXATION PUT ON AND ALTHOUGH WE ASKED NOVEMBER 9 WE ARE LOOKING AT ANNEXATION REQUESTS THAT WOULD BE CONSIDERED IN THE BEGINNING OF 2023 WHICH MEANS THE PROPERTY WOULD NOT BE IN THE COUNTY UNTIL THE EARLIEST 2024 AND SOMEWHERE AROUND THERE AND WE NEED TO PROCEED ON THIS TIMETABLE.
>> THAT'S UNDER THE ASSUMPTION THERE'S GOING TO BE SOME UNITS IN HER MIND AND THAT'S WHY IT WOULD NEED TO BE ANNEXED IF IT WAS TO BE TOTALLY GIVEN UP AS A PARK THERE WAS NO EMERGENCY ON
THE ANNEXATION. >> AND PART OF THE ACCESS ROAD IS ON GATOR ACRES AND THAT'S NOT A POSSIBILITY AND IN TERMS OF BEING ANNEXED INTO THE CITY AND NEEDS TO BE PART OF ONE LOCAL DEVELOPMENT AS I SEE IT AND YOU CAN IMAGINE THE CITY OF BROOKLAND BONING A PARK THAT IS NOT EVEN LOCATED IN THE CITY OF BROOKLYN.
>> I'M NOT TRYING TO TAKE AWAY THE PARK I'M TRYING TO ALLEVIATE THE TIME CONSTRAINT EVEN IF THIS PARK WOULD BE DEDICATED THROUGH SOME MUTUAL AGREEMENT THE COUNTY RECOGNIZING WE COULD STILL USE IT DESPITE THE FACT IT'S NOT ANNEXED IS THAT A POSSIBILITY IS THERE WAY TO GET AROUND THIS?
>> I DON'T KNOW THE ANSWER BUT I MIGHT ASK THAT YOU DIRECT THAT QUESTION TWO ÃTO SEE IF
HE HAS ANY THOUGHTS. >> MR. SOROKA.
>> I WILL TAKE A STAB. IF MAJORITY OR SIGNIFICANT MAJORITY OF GATOR ACRES IS BEING USED AS A PARK AND IS NOT DEVELOPED FOR RESIDENTIAL UNITS AND I DON'T KNOW WHEN IT
[02:55:06]
ACTUALLY COMES IN IF THAT IS THE CURRENT PROCESS OR A YEAR LATER SO THAT IS UP TO YOU ALL.>> MY UNDERSTANDING BASED ON THE OFFER OF THE APPLICANT TO GIVE THE FIVE UNITS THE REMAINING RESIDENTIAL DEVELOPMENT ON GATOR ACRES.
>> I BELIEVE SO. >> SO I THINK THAT'S IMPORTANT BECAUSE NOT TO SAY WE DON'T WANT TO DELAY THIS PROCESS THE SHOT CLOCK GIVES COMMISSIONER BREYER AND OTHERS CONCERNED ABOUT HAVING TO WORK OUT ALL OF THESE ISSUES WHEN WE FEEL THERE'S A TIME PRESSURE AS OPPOSED TO GETTING IT RIGHT SO I WANT TO POINT OUT AGAIN SOME OF MY CONCERNS WHICH IS INFRASTRUCTURE, PARKING, WATERCRESS, PEOPLE ARE PARKING ON THE STREET ALL THE TIME BECAUSE THERE IS NOWHERE FOR PEOPLE TO PARK IN SOMETIMES WE CAN BARELY FIT ON OUR DRIVEWAY SO I THINK THAT ALSO NEEDS TO BE ADDRESSED WITH THE SETBACKS COMMENSURATE WITH WATERCRESS WE THINK THAT'S A SIGNIFICANT FACTOR RECOGNIZING THAT THIS WAS CHANGED BECAUSE OF DRAINAGE CONCERNS IT'S OUR CONCERN THAT THE DRAINAGE STRUCTURE YOU ARE PROPOSING IS GOING TO OBVIATE THE NEED FOR ANY FURTHER ISSUES AND I THINK THAT AT LEAST DOES AWAY WITH THAT CONCERN SO IT SOUNDS LIKE THAT'S BEING CONSIDERED.
RIGHT?IT'S YES OR NO. THE PREVIOUS COMMITTEE WAS SHOWING COMPARISONS AND IN BETWEEN THE SIDE YARDS THE CODE WAS CHANGED TO 7 AND A HALF YOU ARE PROPOSING 6 AND A HALF AND
THE INFRASTRUCTURE AS AN ALTERNATIVE THREE >> SO AT LEAST WE CAN SAY WE ARE MORE CONFIDENT WE SHOULD ADDRESS THAT DRAINAGE ISSUE.
>> NEXT IS THE TRAFFIC I'M NOT SURE I UNDERSTAND I SEE THERE ARE TWO ROADS GOING INTO THE MAIN ACCESS STREET ARE YOU SAYING IT'S GOING TO SPLIT INTO THREE LANES WOULD BE A LEFT TURN LANE AND WALL WILL BE A STRAIGHT DRIVE BY AND RUNNING WEST TO EAST IS THAT WHAT I'M
HEARING? >> THAT WOULD BE A MODIFICATION TO ADD A TURN LANE AND BY DOING THAT IT WOULD BE THAT YOU ADDED ON THE BOTTOM AND IT WOULD BE A
ÃTO ALLOW FOR THAT >> YOU'RE CONFIDENT THAT COULD HAVE ENOUGH STACKING CAPACITY SO I DON'T HAVE TO DEAL WITH OTHER COMMUNITIES. I HAVE SEEN IN OTHER PLACES WHERE EVEN SOMETIMES YOU GET TO THE POINT WHERE YOU START SEEING PEOPLE BACK UP ON THE
MAIN ROAD AND >> AND THAT ADDITIONAL TERM LENGTH A LOT OF COMMUNITIES DON'T HAVE THAT TURN LANE AND ALMOST EVERY ENTRANCE OF THE EXISTING COMMUNITIES HAVE THEIR OWN STRUGGLES IN THIS CASE WE DO HAVE A TURN LANE ON THE SETBACK FOR THE GATE SO THE ONE BENEFIT IS EVERYBODY GOING PAST TO UTILIZE THE PARK YOU DON'T HAVE THAT MUCH TRAFFIC THAT'S
GOING TO BE PASSING BY. >> AT SOMEWHAT SPECULATIVE AND MY HOPE IS IF WE CAN FIGURE THIS OUT IN THE PARK BECOMES AN ATTRACTION POINT WE MAY HAVE SCHOOL BUSES TAKING KIDS ON SCHOOL BUSES AND THINGS OF THAT NATURE AND THINKING BEYOND THE
PLACE AT THE END OF THE ROAD THAT NO ONE'S GOING TO GO TO >> I DON'T SEE IT AS AN
UNDESIRABLE PLACE. >> UNDERSTOOD.
[LAUGHTER] >> I ENJOY THE AREA AND THAT DID NOT GO TO THE TRAFFIC
STUDY. >> FIRST OF ALL I ALREADY RESIGNED. AND SECOND OF ALL ÃDID NOT MAKE THAT COMMENT.
>> THAT'S AN IMPORTANT THING TO BRING OUT AND IT CAN BE AND HOW IT CAN BE USED AND ACCESSED AND IF YOU GIVE IT TO US AND IT DOESN'T HAVE THAT MUCH VALUE IF YOU CAN'T MAKE GOOD USE OF IT.
[03:00:08]
>> THAT BACKS UP TO THE REST OF THE PARK AND I THINK YOU HAVE A REALLY GOOD OPPORTUNITY THERE ON HOW TO UTILIZE IT AND WHAT YOU DO IS ÃYOUR CREATION AND ONE THING THAT DOES COME TO LIGHT IS SECURITY YOU HAVE TO THINK ABOUT THAT ABOUT MAINTAINING IT AND IF YOU GO OUT THERE RIGHT NOW YOU ARE EITHER GETTING IN THE WATER OR YOU'RE GETTING ÃMUD ON YOUR TIRES YOU CAN GO OUT THERE AND RELAX AND OBSERVE.
>> I WANT TO GO BACK ABOUT ENVIRONMENTAL IMPACT AND I DON'T NECESSARILY AGREE WITH THE COMMENT THAT THE 55 RESTRICTION IS GOING TO HAVE SOME IMPROVEMENT ON THE ENVIRONMENTAL IMPACT AND WHAT WILL HELP IS MAINTAINING GREEN SPACE THAT WILL BE DEVELOPED AS RESIDENTIAL DEVELOPED PROPERTY SO IT COVERS A LOT OF THE AREAS THAT ARE PLUSES AND I GET IT BOTH OPPORTUNITIES HAVE PROS AND CONS AND TO ME IT'S A MATTER OF MASS WE ARE TALKING ABOUT ALL THESE THINGS AND IF IT'S 205 OR 195 THAT STILL MUCH SMALLER THAN THE OPPORTUNITY OF 200 UNITS FOR +70 UNITS AND TO ME THAT MATH STILL MAKES SENSE ONE WAY OR ANOTHER AND MY FELLOW COMMISSIONERS AND I CAN FIND AGREEMENT AND THOSE ARE MY THOUGHTS I AM HOPEFUL THAT ALL OF US WORKING TOGETHER CAN FIND SOMETHING THAT'S BENEFICIAL FOR EVERYONE, IT'S NOT ABOUT MONEY THIS IS ABOUT WHAT'S IN THE LONG-TERM BEST INTEREST OF THE CITY AND AS THEY SAID THERE ARE PROPERTY RIGHTS, SOMEONE IS GOING TO BUILD ON THIS PROPERTY, IT'S INEVITABLE.
IT'S A QUESTION ABOUT WHAT'S GOING TO BE BUILT IF WE HAVE SOME SORT OF CONTROL.
THOSE ARE MY THOUGHTS RIGHT NOW.
>> IF I CAN JUST QUICKLY TO CLARIFY FOR THE RECORD WE DISCUSSED MOVING THE FIVE UNITS OR LOTS BETTER HERE ON THE SOUTHERN PORTION OF GATOR ACRES WOULD ELIMINATE DEVELOPMENT WITH THE EXCEPTION OF THE STREET THERE ARE 2 LOTS THIS LOT AND THIS LOT THAT ARE
PARTIALLY ON ÃACRES >> VESSEL ONE THEY THINK ABOUT. THEY WANT TO ÃTHOSE SLOTS WOULD NEED TO BE ADDRESSED IF ANNEXATION SHOULD NOT HAPPEN.
>> YOU'RE THE ONLY ONE WHO HAS NOT SPOKEN.
>> I APPRECIATE YOU POINTING THAT OUT. LIKE MY FELLOW COMMISSIONERS I AM VERY HAPPY TO SEE YOU ÃI WISH YOU NOTHING BUT GOOD HEALTH AND SUCCESS AND AS ALWAYS YOUR PRESENTATIONS ARE INCREDIBLE AND REPRESENTATION OF ÃAND I REALLY APPRECIATE YOU I WANT TO SAY THIS I CAME INTO THIS TONIGHT WITH A LOT OF APPREHENSION AND I WAS GIVEN TO UNDERSTAND THROUGH MY DISCUSSIONS WITH OUR COUNSEL THAT WE BASICALLY WERE FACING AN ULTIMATUM AND IT WAS THAT YOU DO IT THIS WAY YOU DO IT THAT WAY AND ONE WAY OR ANOTHER IT WAS LITTLE IF NO FLEXIBILITY COMING IN AND YOU MADE YOUR PRESENTATION TONIGHT AND IN ADDITION TO THE 2.8 ACRES YOU NOW HAVE YOUR CLIENT AGREED TO ÃUNITS AND I HAVE BEEN GIVEN TO UNDERSTAND THAT AT LEAST BASED ON YOUR PRESENTATION THAT GIVING UP THOSE UNITS MEANS HE IS GIVING TO THE CITY AND ISSUING $2 MILLION IF I HEARD YOUCORRECTLY AND THAT
>> ACCORDING TO HIS MAP IT WOULD BE Ã >> HE SAID 2 MILLION.
>> 300,000C IS 1.5 MILLION AND IF IT'S NOT $2 MILLION COMMISSIONER CUTLER IT'S CLOSE.
[03:05:11]
>> I STILL WAS STRUGGLING BECAUSE WE ARE ADDRESSING THE ZONING ISSUE AND SECONDARILY THE QUESTION BEFORE US IS WHETHER OR NOT WE ARE GOING TO RELEASE ÃAND I HEARD FROM MY FELLOW COMMISSIONERS AND I LISTENED TO TWICE NOW TO YOUR WONDERFUL SALES MEETING THAT YOU HAD THE OTHER NIGHT AND SOME OF THEIR GRAVE CONCERNS CONCERNING THE VARIANCES BROUGHT FORTH THAT WHAT THIS IS GOING TO LOOK LIKE FOR US IN THE COMMUNITY AND COUPLED WITH THIS CONCEPT AND THE APPLICANT WAS NEVER GOING TO BE WILLING TO NEGOTIATE ANY FURTHER SO I HAVE HEARD FROM MY FELLOW COMMISSIONERS CONCERN ABOUT WHAT THIS LOOKS LIKE WHAT IMPACTS WILL BE ON OUR COMMUNITY AND I GUESS WHAT I WANT TO DO IS ASK YOU POINT-BLANK NOTWITHSTANDING WHAT HAS BEEN SAID BY MY FELLOW COMMISSIONERS HERE ARE YOU TELLING ME THAT IF WE DON'T AGREE TO THE CONCERNS AND THE THINGS THAT HAVE BEEN RAISED BY THE RESTRICTION ASPECT BUT ALSO IF WE DON'T VOTE THAT WAY, THE VARIANCES OR NO VARIANCES THERE IS NO MORE DISCUSSION OR NEGOTIATION AND HE IS HER ÃSHE IS EITHER GOING TO GO TO THE COUNTY OR HE IS NOT GOING TO GO TO THE COUNTY.
>> FIRST, THE TIMEFRAME WE ARE FACING I DOUBT THAT WE CAN PLAY OR MOVE WITH THE LEGISLATIVE DELEGATION SO LET'S START WITH THE FACT THAT NEGOTIATIONS ASSUMING FLEXIBILITIES TAKE TIME AND WE DON'T HAVE A LOT OF TIME AND SECOND, A LOT OF IT NEGOTIATION THAT WENT INTO THE PROCESS THAT BRINGS US HERE TODAY TOOK PLACE WITH FEWER STAFF AND SOME CONVERSATIONS FROM TIME TO TIME OVER THE LAST YEAR LET'S BE HONEST WITH EACH OTHER, THE DEVELOPER DID NOT COME UP WITH THE IDEA OF DEDICATING A PARK TO THE CITY. IT'S A GREAT THING AND I AM PROUD OF MY CLIENT FOR DOING IT BUT THAT WASN'T SOMETHING ÃAS I SAID IN MY PRESENTATION THE CITY WANTS SOME THINGS THE DEVELOPER WANTS SOME THINGS AND IT'S GIVE-AND-TAKE ALONG THE WAY AND SO WHAT I AM SAYING IS REALLY NOT THE BEGINNING OF THE PROCESS I KNOW FROM YOUR STANDPOINT I AM JUST BEGINNING THE PROCESS BUT IT'S NOT THE BEGINNING OF THE PROCESS ASSESSMENT GOING ON WELL OVER A YEAR WHICH RESULTED OBVIOUSLY IN THE ANNEXATION AGREEMENT THAT WAS DISCUSSED QUITE SIGNIFICANTLY THAT WAS A PRODUCT OF MANY NEGOTIATIONS GIVE OR TAKE ON BOTH SIDES THIS AGREEMENT AND SO WE CAN CERTAINLY ADVISE YOU NOW WE HAVE BETWEEN NOW AND TWO WEEKS FROM TODAY POTENTIALLY TO SEE IF IT CAN BE SOME ADDITIONAL CHANGES MADE LET ME ÃWE ARE NOT GOING TO REDO ÃTHERE IS NO INTEREST IN IT.
BUT ARE THERE SOME THINGS THAT POTENTIALLY CAN CHANGE? I HAVE HAD SOME DISCUSSIONS I AM NOT MAKING ANY PROMISES I WANT TO MAKE IT CLEAR. MY CLIENT HAS AN IDEA AS TO WHAT SIZE HOME HE WANTS TO BUILD CAN HE ACCOMPLISH THAT PURPOSE WITH A HIGHER LOT COVERAG? A LOWER LOT COVERAGE.I'VE MISSPOKE.
IN OTHER WORDS 60 PERCENT, 50 PERCENT, FIVE PERCENT. THE ANSWER TO THAT IS YES AND HOW MUCH AND I THINK THAT QUESTION CAN BE ANSWERED AND WORKED ON AND I SAY THIS WITHOUT MAKING PROMISES OTHER THAN I HAVE HAD CONVERSATIONS WITH THE CITY IN MY CLIENT IN
[03:10:03]
THAT REGARD AND AS YOU REDUCE LOT COVERAGE YOU MAY REDUCE THE SETBACKS AS REQUIRED JUST AS A NATURAL CIRCUMSTANCE AND THE EXTENT THAT IS ACCOMPLISHED AND I NOW ÃSTANDING BEHIND ME AND THEY ARE LISTENING INTENTLY KNOWING THAT THAT COULD BE ACCOMPLISHED AND AT THE END OF THE DAY IT WILL NOT ELIMINATE THE NEED FOR THE VARIANCES IT MAY REDUCE THE AMOUNT THE NUMBER OF VARIANCES BUT I AM MAKING UP NUMBERS HERE. INSTEAD OF HAVING THE VARIANCE OF THREE FEET WE ONLY NEED TWO FEET AND I'M JUST USING THAT BY SHEER EXAMPLE AND THAT IS A POSSIBILITY SO THERE ARE POSSIBILITIES THAT CAN OCCUR OVER THE NEXT COUPLE OF WEEKS ONE OF THESE SUGGESTIONS MY CLIENT HAD MADE, YOUR QUESTION WAS A LOT SHORTER.>> MIKE I AM OKAY WITH YOU TALKING. >> THE SUGGESTIONS THAT MY CLIENT MADE EARLY IN THE WEEK WAS LET'S PROCEED ON WEDNESDAY NIGHT WHICH IS OBVIOUSLY THIS EVENING LET'S SCHEDULE A WORKSHOP AND SOMETIME NEXT WEEK WHERE HE BASICALLY WANTED TO SIT HERE IN FRONT OF YOU AND SEE WHAT COULD BE NEGOTIATED AT A WORKSHOP WITH NO OFFICIAL ACTIONS TAKEN THE GOAL WOULD BE TO COME TO A FINAL CONCLUSION AS TO WHAT HE IS WILLING TO DO ETC. AND HAVE SOMETHING ON THE TABLE SO TO SPEAK AND THEN BASED ON WHAT'S ON THE TABLE 1 OF TWO THINGS WOULD HAPPEN EITHER A HE WILL RECOGNIZE THAT IT MAY BE ACCEPTABLE AND AT THE SECOND MEETING OR MAYBE RECOGNIZE THAT WHAT'S ON THE TABLE IS STILL UNACCEPTABLE IN A VARIETY OF, SIN REASONS IN WHICH EVENT MY CLIENT WOULD WITHDRAW THE MATTER AND NOT EVEN HAVE TO INQUIRE AND UP AND DOWN VOTE SO TO SPEAK THAT WAS A SUGGESTION BECAUSE HOW ARE WE SUPPOSED TO NEGOTIATE THIS. YOU AND YOUR STAFF HAVE PROVED TO BE EXCELLENT PEOPLE TO DEAL WITH. BUT THEY HAVE TO MEET WITH YOU IT'S AROUND PROCESS WHICH I DON'T THINK ACCOMPLISH IS THE PURPOSE SO I DON'T THINK IF THAT'S A CONSIDERABLE CONSIDERATION BECAUSE IF WE WANT TO SEE WHETHER OR NOT WE CAN REACH A COMMENT ABOUT THUS
THE METHODOLOGY. >> IF I CAN INTERRUPT REAL
QUICK >> INTERRUPT WAR AND PEACE.
>> IF I CAN SUMMARIZE BECAUSE I HEAR WHAT YOU ARE SAYING ABOUT THE WORKSHOP BUT WITH OUR CONVERSATION I THINK WE HAVE HAD A GOOD CONVERSATION TONIGHT AND I THINK A LOT OF THINGS HAVE COME UP SO TO SUMMARIZE IF I COULD AND OBVIOUSLY INTERJECT WHATEVER YOU GUYS WOULD LIKE WE ALL TALK ABOUT LOT COVERAGE SO THAT IS SOMETHING WE HAVE AN ISSUE WITH.
DENSITY IS ANOTHER ONE WE ALL BROUGHT UP SO I THINK COMMISSIONER BRIAR MADE A GREAT POINT ABOUT THE ROADS ARE SO STRAIGHT MAYBE IN LOSING SOME OF THAT DENSITY WE CAN PUT IN SOME CUL-DE-SACS AND AT THE SAME TOKEN LOSE ONE OR TWO MORE HOMES I THINK THE PARK I AGREE A THOUSAND PERCENT THAT I AM EXCITED FOR THE PARK I AM GLAD IT'S THERE I AM GLAD IT'S LARGER AND LOT COVERAGE IS AN ISSUE DENSITY IS STILL AN ISSUE BUT TO ME, IT'S CLOSER POTENTIALLY BECAUSE WHAT'S ON THE OTHER HAND IS MORE IF IT'S DANCE OR NOT AND LOT COVERAGE REDUCED DENSITY AND MAKING THE WHOLE PLAN MAKE LOOK MORE PARKLAND LIKE BY ADDING MORE
[03:15:03]
GREEN SPACE A COUPLE OF CUL-DE-SACS COULD BE EASILY OBTAINED BY REMOVING A HANDFUL OF THOSE AND I THINK THAT'S WHAT I HEARD FROM COMMISSIONER BRIAR.>> HOW MUCH LAND ARE WE TALKING ABOUT THAT IS STILL WITHIN Ã ACRES THAT YOU ARE TALKING
ABOUT >> IT'S VERY SMALL. THE WESTERN PROPERTY LINE IN THE NORTHERN PROPERTY LINE I BELIEVE.
>> WHAT ARE WE TALKING ABOUT >> IF I WAS TO ASK THE APPLICANT TO GIVE UP A LITTLE BIT MORE OF LAND THAN COMMISSIONER ISRAEL WAS POINTING OUT RELATIVE TO THE TIMEFRAME TO COMPLY WITH THAT GOES AWAY AND WE DON'T HAVE THOSE KINDS OF CONSTRAINTS
>> THEY WOULD FALL BELOW THE CURRENT REQUESTS MINIMUM LOT SIZE AND LOT WIDTH AND WE LOOK AT THE TO AND FROM LANGUAGE AND THE WIDTH THAT IS CROSSING THAT PROPERTY BOUNDARY THERE BECAUSE THE SITUATION AS IT'S PRESENTED NOW, THAT PROPERTY LINE GOES AWAY AND WHEN WE DO THE TITLE
SO THAT DIMENSION WILL BE SPECIFIED >> MR. EVANS CAN YOU HELP US UNDERSTAND WHAT WE ARE DEALING WITH HERE I AM OKAY WITH ANY OF IT.
>> WE HAVE NOT DONE ANY CALCULATIONS BUT CAITLIN DESCRIBES WHERE THE PROPERTY
CROSSES OVER AND WE WOULD HAVE TO LOSE THE ENTIRE LOT >> OKAY BUT AGAIN, GOING BACK TO THAT UNDERSTANDING OF WHERE YOUR CLIENT IS AT RELATIVE TO GIVING UP THOSE LOTS AND WE NOW HAVE TIME CONSTRAINTS IMPOSED ON US AND WE CAN IRON OUT BY WORKSHOP OR OTHER METHODOLOGY THE PROJECT THAT WILL BE SATISFACTORY TO THE CITY PARK.
>> I CANNOT ANSWER THAT QUESTION THE ACCESS ROAD IS NOT ALL BEYOND THE ACRES A
SUBSTANTIAL AMOUNT IS BEYOND. >> A SUBSTANTIAL ANNEXATION BECAUSE THE ROAD IS NOT INTO ANYTHING ¦
DEVELOPMENT. >> IS THAT CORRECT ANTHONY?
>> THAT'S AN ACCESS ROAD, AND EMERGENCY ACCESS.
>> I DON'T THINK I GOT A CHANCE TO FULLY ANSWER THE QUESTION AND I THINK THIS TIMING ISSUE KEEPS COMING UP WE ARE THE DATES WE ARE THE TIMELINES WHERE IS THE PRESSURE SO ONE OF THEM IS THE LEGISLATIVE DELEGATION OF THE NOVEMBER 9 DATE IF YOU WANT TO ANNEX DURING THIS CURRENT PROCESS OR WAIT A YEAR IF THE CITY IS OKAY AND IT'S ALL GOING TO BE PRIMARILY MOST OF IT AND YOU ARE OKAY WITH WAITING AN EXTRA YEAR NOT NECESSARILY A CITY ISSUE. SO WHAT ARE THE OTHER POTENTIAL TIME CONSTRAINTS? IN OUR ANNEXATION AGREEMENT WE HAD THAT NOVEMBER 1 DEADLINE THAT WAS EXTENDED TO DECEMBER 1 TONIGHT AND THEY WERE CLEAR THAT THEY WANTED AN ANSWER THEY WANTED TO GET THIS IN AND IF NOT THEY WANT TO SEE PROCEED WITH THEIR PRIOR APPLICATION PART OF THE ANNEXATION AGREEMENT HAD THEM WITHDRAW THAT AND SUBMIT A NEW APPLICATION FOR ÃCONSISTENT
[03:20:02]
WITH THE DEVELOPMENT YOU SEE BEFORE YOU SO ULTIMATELY, IT'S UP TO THE APPLICANT AT THIS POINT AND IF THEY ARE WILLING TO WAIT THAT LONG AND POTENTIALLY HOLD OFF ON THEIRCOUNTY APPLICATION. >> IF I DON'T UNDERSTAND WHAT YOU ARE TELLING ME BUT WITHDRAWING THE NUMBER OF UNITS THAN THE NEED FOR ANNEXING IT IN GOES AWAY IT'S NOT SOMETHING
THAT IS MATERIAL IN THE CONTRACT ANYMORE >> BUT WHAT I THINK ANTHONY IS SAYING THE APPLICANT IS USING THAT AS A LEVERAGE TO GET US TO MAKE A DECISION BECAUSE IT'S BEEN ENOUGH HE HAS BEEN DOING THIS FOR FOUR OR FIVE YEARS AND HE JUST WANTS TO MOVE ON.
>> SO LET ME Ã >> COMMISSIONER BRIAR WANTED TO GO NEXT.
>> THAT'S THE REASON I ASKED THE QUESTION OF MIKE IF HE WAS GIVING US A DROP DEAD BUT NOW HE IS COMMITTING THE VARIABLES ON THIS SO WE NOW HAVE AN OPPORTUNITY TO DO SOMETHING
>> WHICH WE HAVE UNTIL NOVEMBER 3 WHICH IS WHAT MR. MOSCOWITZ HAD SAID
>> AND MAYBE IF YOU COULD COME UP TO THE PODIUM THAT WOULD BE HELPFUL I AM FAIRLY CERTAIN THIS GOES ALL THE WAY TO LOX ROAD IT'S ON THE GATORADE COMPULSION THE DEVELOPMENT CAN BE BUILT WITHOUT ÃBECAUSE THAT IS THE ACCESS WHICH IS MANDATED BY POLICE AND FIRE SO IF YOU
COULD EXPLAIN THE CIRCUMSTANCE >> ON THAT ISSUE IS IT POSSIBLE TO ENTER INTO AN AGREEMENT WITH THIS PARTICULAR PROPERTY BEING DEVELOPED ON THE PARTIES BOTH AGREEING IT'S NECESSARY FOR
THAT DEVELOPMENT. >> WE HAVE A AGREEMENT RIGHT NOW IN EXISTENCE TO DEAL WITH THE APPLICATION FOR GATOR ACRES.
WHAT I DON'T KNOW OFF THE TOP OF MY HEAD, I'M NOT A BUILDER, HOW DOES THAT AFFECT THE ROAD ISSUE AND THE TIMELINE WHEN THEY BUILD ON ÃTHAT I DON'T KNOW THAT SOMETHING THEY WOULD HAVE TO LOOK INTO AND HAVE A COMFORT LEVEL WITH IF THIS WAS GOING TO EXTEND.
>> SO I DON'T KNOW IF THE ANSWER IS QUICK BUT MY QUESTION ON THE ANNEXATION AGREEMENT IT'S MY UNDERSTANDING THAT THE DELEGATION HAD THEIR FIRST MEETING AND SECOND READING WOULD BE NOVEMBER 9. IF LET'S SAY THEY APPROVE IT HOWEVER WE ARE DISCUSSING IT AND THE APPLICANT GIVES US ALL ÃIN THE APPLICANT WANTS TO HAVE THAT COMMERCIAL AGREEMENT, HOW COULD THEY WITHDRAW THAT ANNEXATION IS THAT A POSSIBILITY BECAUSE IT'S NOT APPROVED FOR ANOTHER
YEAR. >> THE WAY WE SET THIS UP WAS TO PROVIDE A PROCESS WHERE IT WOULD BE EASY TO WITHDRAW THE APPLICATION I THINK IT IS A LITTLE MORE CHALLENGING AFTER NOVEMBER 9 BECAUSE WE COULD HAVE JUST DRAWN IT AND APPROVED AN ORDINANCE REPEALING OUR PRIOR ANNEXATION ORDINANCE SO I WOULD REALLY HAVE TO FLESH THAT OUT WITH THE DELEGATION IT'S THEY ESSENTIALLY VOTED FOR AND SENT IT OFF TO BE PART OF THE PROCESS THAT'S MY UNDERSTANDING TO DEFER TO THE LOCAL DELEGATION AND IT GENERALLY
GOES THROUGH. >> THINKING MAYOR.
MR. MOSCOWITZ I APOLOGIZE IN ADVANCE BECAUSE I TALK LIKE I PLAY BASKETBALL WHICH IS NOT WITH A LOT OF SUBTLETY. A COUPLE OF THINGS NUMBER ONE I THINK IF WE CAN LIKE ANYTHING ELSE TO PARTIES IN AGREEMENT AND THERE NEEDS TO BE LAWYERS WORKING ON HAVING A DRAFT SO BOTH PARTIES ARE PROTECTED TO HONOR THAT AGREEMENT HYPOTHETICALLY IT ALLEVIATED THE TIMING ISSUES I THINK WE ARE CLOSER THAN WE HAVE EVER BEEN TO SEE IF WE CAN GET A
[03:25:03]
RESOLUTION AND I ALSO TELL YOU I HAVE THE ATTENTION OF THIS COMMISSION AND THE PLANNING AND ZONING AND I CAN SHARE WITH YOU MY PERSONAL THOUGHTS AND I HOPE YOU HEAR THE MESSAGE LOUD AND CLEAR IF WE HAD TO CHOOSE FROM THE CHINESE MENU OF OPTION A OR B WE PICKED ÃWE WOULD RATHER SEE A DEVELOPMENT THAT IS COMMENSURATE WITH VALUES AS A SINGLE-FAMILY HOME DEVELOPMENT AS LONG AS IT IS DONE IN A MANNER IN WHICH WE HAVE ADDRESSED SOME OF THE CONCERNS THAT HAVE BEEN RAISED SO I HOPE THE MESSAGE TO YOUR CLIENT IS THAT THE COMMISSION IS WILLING TO WORK WITH YOUR CLIENT INTO HALF NEGOTIATIONS AND WORK WITH THE PROCESS ADDRESSING THOSE ISSUES WE HAVE RAISED TONIGHT AND THAT HAVE BEEN RAISED BY PLANNING AND ZONING I CAN TELL YOU PERSONALLY AND YOU MENTIONED WE ARE AT THE END OF THE NEGOTIATION AND I CAN TELL YOU PERSONALLY FOR WHAT IT'S WORTH I HAD TWO MEETINGS WITH YOUR CLIENT THE DEVELOPER SHARING THE SAME CONCERNS AND DESIRES AND NONE OF THEM MATERIALIZED INTO A REVISION FOR THE PROPOSED SITE SO I AM GLAD WE ARE OPEN TO MAKING SOME PROGRESS BECAUSE I DO FEEL IF WE CAN CONTINUE THIS IN A TIMELY FASHION WE MAY BE ABLE TO GET THERE IF YOUR CLIENT IS WILLING TO DO SO. I ALSO AGREE WITH COMMISSIONER AND THE MAYOR HAVING A PARK IN THIS AREA WOULD BE BENEFICIAL TO THIS DEVELOPMENT INSTEAD OF HAVING ANOTHER DEVELOPMENT IT WOULD BE BETTER AND I HAVE HEARD FROM MANY RESIDENTS IN MY DISTRICT THAT THEY WOULD MUCH RATHER HAVE A SINGLE-FAMILY COMMUNITY THAN A FOUR OR FIVE STORY TOWER SO WE ARE DESIROUS OF COMING TO A RESOLUTION AND WORK THROUGH THIS PLAN AND I THINK IF WE CAN FIGURE OUT A MECHANISM AS ANTHONY MENTIONED IT LOOKS LIKE IT'S ONLY MAYBE A UNIT OR TWO WHERE THE ENTIRETY OF GATOR ACRES I AM SURE WE CAN FASHION SOME THAT ALLOW THE DEVELOPER TO BUILD THE ROAD OR MAYBE IT WON'T BE BUILT UNTIL IT GETS TO ANNEXED IN AND HAVE THAT ACCOMPLISHED SO I'M HOPEFUL WE CAN CONTINUE TO DIALOGUE AND MEET THOSE NEEDS. > I JUST WANTED TO RESPOND WITH WHAT CAITLIN HAS PUT UP THERE LOOK AT THAT THAT IS THE BOUNDARY SO AS YOU CAN SEE GATOR ACRES TAKES INTO ACCOUNT SOME OF THE ROAD A COUPLE OF THE UNITS AND WHAT YOU ARE ALSO SEEING AND THANK YOU FOR HOLDING THAT UP IS A PORTION OF THE PARK IS COMING FROM AN SID NOT JUST GATOR ACRES IN OTHER WORDS WE WANTED TO CREATE AND I REMEMBER THIS NOW A BROAD FRONT RATHER THAN CREATE A NARROW RECTANGLE I WANTED TO CREATE A BROADER FRONT WE JUST THOUGHT IT WAS A BETTER DESIGN WE DIDN'T JUST SAY HERE'S GATOR ACRES GATOR ACRES AS LONG ANDRECTANGULAR SO >> I AM NOT A CITY PLANNER BUT >> HOLIDAY INN EXPRESS BUT THIS ROAD NOT ONLY PROVIDES AN EXIT ABILITY FOR THE DEVELOPMENT BUT ACCESS TO THE ARK AND IF I UNDERSTAND DRAWN AND I WOULD IMAGINE I WOULD HAVE NO PROBLEM WITH THE DISCUSSION THAT THE ROAD CAN REMAIN ON THE EASTERNMOST EDGE OF THE GATOR ACRES PARCEL THE QUESTION BECOMES CAN WE FASHION SOME SORT OF AGREEMENT THAT ALLOWS YOU TO MOVE FORWARD WITH THE DEVELOPMENT BUT ALLOWS THE ANNEXATION PROCESS TO BE PUSHED BACK AND I WOULDN'T SURMISE ANTHONY IS MORE OF AN EXPERT ON THESE AREAS BUT LAWYERS CAN DRAFT UP ANYTHING SO IF IT'S
[03:30:01]
GETTING RID OF LOT 50 AND MAYBE EVEN POSITIONING THE ROAD A LITTLE FURTHER EAST ANDBUILDING A ROUNDABOUT WE CAN FIGURE OUT SOME SORT OF Ã >> RIGHT AT THE END OF MICHAEL
STREET. >> OR POTENTIALLY GET ANOTHER PLAN TO US BEFORE NOVEMBER 3. AND THIS WHOLE ANNEXATION DEAL WE DON'T HAVE TO PUSHOFF OKAY.
I WOULD LIKE TO SEE IF THERE'S ANYONE ELSE FROM THE PUBLIC WHO WOULD LIKE TO COME BACK UP
MARCUS? >> I WASN'T GOING TO SAY ANYTHIN BUT YOU KNOW ME, CAN YOU NOT SEE HOW RIDICULOUS THIS IS TONIGHT? LIKE HAVING TO SAY IF THIS, IF THAT YOUR QUESTION WASN'T EVEN ANSWERED MR. CUTLER.
HE TOLD US WHAT THE OPTION WAS. TAKE THIS OR I WILL GO BACK TO BRIAR COUNTY.
INSTEAD OF WASTING ANOTHER 15 MINUTES, COMMISSIONER WITH ALL DUE RESPECT, YOU BROUGHT OUT THERE WILL BE TRAFFIC EITHER WAY, LET'S GO FOR THE ÃWE'VE GOT NOTHING TO LOSE THAT'S WHERE LOOK AT IT VERY AND IF THEY CAN'T HAVE THAT STREET THERE'S NO DEVELOPMENT.
IT SEEMS SIMPLE TO ME THERE'S ONLY ANYWAY FOR EMERGENCY SERVICES TO GET IN AND OUT.
IT'S RIGHT NEXT TO THAT THERE'S GOING TO BE MORE COMING WE CAN'T STOP DEVELOPMENT.
BUT THIS IS RIDICULOUS THAT'S ALL I HAVE TO SAY.
>> >> IF YOU DON'T GO FORWARD WITH THE ANNEXATION THAT PROPERTY Ã IT'S STILL IN BROWARD COUNTY WHAT'S THE POINT THEN? YOU'RE GOING TO HAVE ÃTHAT
BELONGS TO BROWARD COUNTY >> AND THEY WOULD OBTAIN OWNERSHIP.
>> WE ARE TALKING ABOUT COMING TO AN AGREEMENT AND IN THAT CASE YOU WOULD HAVE TO WORRY ABOUT THE ANNEXATION YOU WON'T HAVE TO WORRY ABOUT THE TIME CONSTRAINT
>> THE ALTERNATIVE IF IT'S NOT IN PARKLAND YOU CAN'T CONTROL WHAT GOES THERE IF IT'S IN BROWARD COUNTY BROWARD COUNTY CAN DICTATE. HEAR ME OUT.
IF IT STAYS IN BROWARD COUNTY BROWARD COUNTY CAN DICTATE SOMEWHERE BETWEEN 70 AND 100 UNITS IN A FOUR-STORY BUILDING AND IS THE DEVELOPER'S INTENTION IF THE PROPERTY IS NOT ANNEXED AND BECOMES SOME PART OF THIS PROPOSAL.
>> YOU ARE GOING ALL AROUND. THAT'S MY POINT PEOPLE ARE TRYING TO ALLEVIATE ÃBY MAKING AN AGREEMENT SO YOU DON'T HAVE TO ANNEX THE PROPERTY STILL BELONGS TO BROWARD COUNTY.
>> THE AGREEMENT WOULD BE CONTINGENT UPON US ANNEXING IT IN AND IT WOULDN'T BE DEVELOPED AS ANYTHING BUT A FOUR-STORY UNIT WAS 72 100 UNITS WOULD NOT GO UP THERE.
>> IF THE PROPERTY UNDER ANNEXATION >> CONDITIONAL ANNEXATION.
>> WE WILL LET HER FINISH >> WE WILL LET YOU FINISH THIS IS NOT A DIALOGUE BACK AND
FORTH SO WE ARE NOT SUPPOSED TO GO THIS IS NOT >> I AM JUST TRYING TO
UNDERSTAND. >> WHAT I WOULD LIKE TO SEE AND I AM SPEAKING TO THE REST OF OUR COMMISSION A DEVELOPER COME BACK WITH A PLAN BEFORE NOVEMBER 3 I WOULD NOT LIKE TO SEE THE ANNEXATION PUSHED OFF I WOULD LIKE TO SEE US COME TO AN
[03:35:03]
AGREEMENT ONE WAY OR ANOTHER BEFORE NOVEMBER 3 I DO NOT WANT TO PUSHOFF ANNEXATION I WANT TO SETTLE THIS SITUATION ONCE AND FOR ALL WHAT WAY THAT SITUATION IS IT IS IF THE DEVELOPER AND THE PROPERTY OWNER REFUSES TO MODIFY A SITE PLAN THEN HE HAS GIVEN US HIS ANSWER I BELIEVE WE HAVE BEEN OPEN AND TRANSPARENT ENOUGH TO SEE WHERE HE NEEDS TO GET THE AGREEMENT OF THE COMMISSION BECAUSE AGAIN I HAVE HEARD A LOT OF COVERAGE I HAVE HEARD DENSITY AND I HAVE HEARD WE ARE CLOSE. SO IT IS UP TO THE APPLICANT IT'S UP TO THE APPLICANT TO PROVIDE US WITH SOMETHING THAT WE CAN LIVE WITH I DON'T WANT TO GO BACK AND FORTH THIS IS MY PERSONAL OPINION I DON'T WANT TO GO BACK AND FORTH A THOUSAND DIFFERENT TIMES IT SEEMS TO ME THAT WE ARE CLOSE ENOUGH IF IT'S 205 OR 200 IT DOESN'T MAKE A DIFFERENCE.WHAT WE WANT TO SEE IS A BETTER LOOKING SITE PLAN PEER THAT'S WHAT I WANT TO SEE WITH SMALLER LOT COVERAGE AND I AGREE VERY MUCH AS I LOOK HERE IF THIS IS AN EXIT IF THIS IS AN EGRESS OFF OF GATOR ACRES THE ROADS ARE STRAIGHT LIKE THEY SHOULD BE CUL-DE-SACS.
I MEAN ARE PEOPLE GOING TO COME IN AND OUT OF THERE OR IS THERE GOING TO BE A GATE OUT OF THOSE STRAIGHT ROADS I AM TALKING ABOUT HAUNCH OF THIS RIGHT NOW. WHERE LOT 30 IS THAT ROAD GOES STRAIGHT ONTO AN EGRESS ROAD IS THAT GOING TO BE AN EXIT? FROM THE COMMUNITY SO THAT MEANS SO HOW SOMEONE GOING TO ACCESS THE PARK? ONE FURTHER DOWN?
MICROPHONE SO WE CAN CATCH ON THE RECORD.
>> SO THERE IS AN ENTRANCE RIGHT THERE.
>> AHEAD OF THE GATES. >> SO AGAIN COMMISSIONER BRIAR'S POINT HE BRINGS UP A GOOD ÃBUT IT'S VERY STRAIGHT NEED SOME THOUGHT WE NEED SOME THOUGHT INTO THE SITE PLAN 00 THOUGHT INTO THE SITE PLAN WE WENT WITH 60 PERCENT LOT COVERAGE 60 PERCENT LOT COVERAGE GIVES YOU A NEARLY 4000 SQUARE-FOOT ONE-STORY HOME IS HE GOING TO BUILD 7000 SQUARE-FOOT HOMES HERE? OF COURSE HE'S NOT SO THAT'S A 60 PERCENT LOT COVERAGE IT WAS A LAZY DECISION BY THE DEVELOPER TO NOT PUT THOUGHT INTO THIS SITE PLAN SO HE NEEDS TO COME BACK WITH THE SITE PLAN WITH SOMETHING THAT HE IS GOING TO BUILD. AND I AM VERY CONFIDENT HE IS NOT GOING TO BUILD 7000 SQUARE-FOOT HOMES BACK THERE WITH NO CLUBHOUSE AND ZERO AMENITIES.
SO IF HE WANTS AN APPROVAL AND I BELIEVE HE IS CLOSE LISTENING TO MY COMMISSIONERS HE NEEDS TO
COME BACK WITH A SITE PLAN BEFORE NOVEMBER 3. >> IF I MAY I DON'T AGREE WITH IT ÃDISAGREE WITH ANYTHING YOU SAID OTHER THAN WHETHER OR NOT IT'S FEASIBLE IF IT'S FEASIBLE
FOR HIM TO COME BACK >> IT'S ABSOLUTELY POSITIVELY FEASIBLE HE JUST HAS TO HIRE SOMEONE TO REDO IT.IS IT FEASIBLE? IT'S FEASIBLE. THE BUTT BUT ABSOLUTELY POSITIVELY FEASIBLE. IT'S A DESIRE OF WHETHER OR NOT HE WANTS TO DO IT.
SO THAT IS WHAT I AM, I DON'T KNOW IF SOMEBODY WANTS TO MAKE THAT MOTION OR I WILL PASS THE GAVEL I AM HAPPY TO PASS THESE MOVE THIS FORWARD BUT I WANT TO SEE A NEW SITE PLAN BEFORE
NOVEMBER 3. >> MY ISSUE IS WE HAVE A MANUFACTURED DEADLINE THAT IF
[03:40:02]
THAT GOES AWAY IT WOULD NOT ONLY GIVE THE APPLICANT TIME TO PREPARE THE SITE PLAN BUT GO THROUGH THE NORMAL COURSE THE NORMAL PROCESS WHICH IS THE SITE PLAN MAY NEED TO GO TO PNC TO MAKE SURE WE HAVE ADDRESSED THOSE ISSUES WE ARE TRYING TO EXPEDITE THE PROCESS BECAUSE OFA MANUFACTURED DEADLINE. >> I BELIEVE PLANNING AND ZONING ADVISED US WE SPOKE WITH SEVERAL BOARD MEMBERS AND THEY MADE IT CLEAR THAT THEY ARE NOT HAPPY WITH THE SITE PLAN AND IF WE MAKE THOSE CHANGES WE GET THE LOT COVERAGE THAT'S REALISTIC THAT HE'S GOING TO USE THE PLANNING AND ZONING BOARD HAS SPOKEN LOUD AND
CLEAR. >> IF WE ARE MAKING MINOR CHANGES AND YOU GET A PLAN AND SOME OF THE CHANGES WE ARE TALKING ABOUT WITH CHANGES POTENTIALLY WE HAVE TO GO BACK TO PLANNING AND ZONING I JUST WANT TO PUT IT ON THE RECORD.
>> THE ONLY THING THAT'S STOPPING THAT PROCESS IS THIS DEADLINE IF WE CAN FIGURE OUT A WAY TO GET RID OF THE DEADLINE WE CAN GIVE THE APPLICANT THE UTMOST OF ASSURANCES THAT WERE GOING TO BE EXPEDITIOUS AND GOING THROUGH THE PROCESS AND TRY TO NEGOTIATE THROUGH THAT
PROCESS. >> THAT'S WHAT I WANTED TO KNOW
ABOUT THAT PIECE OF LAND. >> THERE ARE OTHER DEADLINES YOU SHOULD BE AWARE OF I APOLOGIZE WE HAVE A PUBLIC HEARING SCHEDULED BEFORE BROWARD COUNTY WHICH IS THE FINAL PROCESS FOR NOVEMBER 4 THAT WE PUT THAT OFF A MONTH I AM SURE WE CAN MANAGE TO DO THAT BUT THAT CAN'T BE PUT OFF INFINITELY AND AS YOU KNOW HE KNOWS WHAT I'M TALKING ABOUT AND AS YOU KNOW THAT WOULD FINALIZE SOMETHING THAT I DON'T WANT TO FINALIZE SEPARATE OR APART FROM THE ACTION WE ARE TAKING SO I APOLOGIZE FOR BEING A BIT OBTUSE IN THAT DISCUSSION BUT I AM SURE YOU CAN BETTER EXPLAIN IT.
>> LET'S SAY YOU MOVE THE DEADLINE BACK A MONTH OR TWO MONTHS AND IT COMES DOWN TO IF THE APPLICANT IS WILLING AND ABLE TO REVISE THE SITE PLAN THAT CAN GO BACK WITH THE PROPER CHANNELS SO I CAN TELL YOU THAT HAS THE CITY IT SEEMS TO ME WE WILL DO OUR PART WITH THE FIRST PNC MEETING ON AN EXPEDITED BASIS WE WILL DO OUR PART IN MAKING SURE THAT PROCESS GOES AS QUICKLY AS POSSIBLE.
>> FROM A PROCEDURAL STANDPOINT WHERE DO WE MOVE TODAY'S AGENDA.
>> THEY ARE BEFORE YOU TONIGHT THEY ARE ON THE FIRST READING SO IF YOU VOTED UP OR DOWN NOTHING IS GOING TO GET APPROVED TONIGHT FOR THOSE ITEMS SITE PLAN AND VARIANCES ARE NOT BEFORE YOU THAT IS ON NOVEMBER 3 SO THE NORMAL COURSE WOULD BE TO GO ON THOSE ITEMS AT FIRST READING. SO I GO BACK TO MY ORIGINAL COMMENT TO TABLE THESE ITEMS AND AGAIN HEARING THE CONVERSATION I CAN TELL YOU ALLOWING THE APPLICANT MORE SPACE TO DEVELOP SOMETHING THAT'S MORE IMPORTANT GIVEN THAT OPPORTUNITY I DON'T THINK I'M GOING TO WIN THAT BATTLE BUT MY REASON FOR WANTING TO TABLE THIS IS WE HAVE ALL SAT HERE AND AGREED THAT IF THERE ARE SUBSTANTIVE CHANGES THAT ARE BEING MADE THAT NOVEMBER 3 DEADLINE IS REALLY ÃSO THIS WAY STILL MAINTAINING THE IDEA OF THE AMENDED ORDINANCES AND THE FIRST READINGS I AM OKAY WITH DOING THE PHASE 1 REZONING BECAUSE THAT HAS NOTHING TO DO WITH THE SITE PLAN AND AT LEAST TABLE THAT IF THE APPLICANT IS UNWILLING TO REVISE A SITE PLAN
[03:45:03]
WE ARE NOT GOING TO HEAR THIS ANYMORE HE IS GOING TO WITHDRAW IT AND I THINK MOVING THAT FORWARD GIVES US THE ABILITY TO SAY WHERE IS THE APPLICANT? WE ARE NOT SITTING HERE WAITING FOR NOVEMBER 3 WE ARE WILLING TO GO FORWARD WITH IT BUT WE NEED TO SEE SOMETHING THAT'S MORE SUBSTANTIVE AND SO IF WE WERE TO APPROVE THIS ON FIRST READING TONIGHT OR TABLE ITWILL SAY WE APPROVE IT WE HAVE TO HEAR THIS ON NOVEMBER 3? >> WE COULD POTENTIALLY RESCHEDULE THE NOVEMBER 3 DATE BUT THERE WOULD NEED TO BE OTHER CONSIDERATIONS WE WOULD NEED TO ADDRESS WITH THE APPLICANT FOR EXAMPLE THEY WOULD NEED TO BE WILLING TO PUSH THAT BACK IF WE WOULD BE TO TABLE THIS TONIGHT THEN I AM CONCERNED THAT IT WOULD NOT BE
AS LONG >> MY POINTS TO THAT IS I WOULD LIKE TO SHOW THE APPLICANT WE ARE WILLING TO MOVE FORWARD VOTE ON THESE WHAT HAPPENS HAPPENS WE HAVE TIME TO SPEAK TO THE APPLICANT OR WHOEVER TOMORROW OR THE NEXT DAY AND HE CAN SAY FORGET YOU GUYS I AM NOT SUBMITTING A NEW SITE PLAN OR OKAY FINE I NEED XYZ AND IF NOVEMBER 3 DOES NOT MATERIALIZE AND WHAT EVER HE GOES OFF TO WHATEVER THAT IS BUT AT LEAST WE ARE SAYING WE ARE MOVING THESE FORWARD OR WE ARE NOT AND AT LEAST WE ARE STILL CONTINUING THE PROCESS AND IT DOESN'T MEAN I HEARD WHAT COMMISSIONER BRIAR SAID IT DOESN'T MEAN WE ARE HELD TO THE DATE IT IF HE HAS TO GO BACK TO DRC TO PLANNING AND ZONING SO BE IT AND WHATEVER IT ENDS UP BEING IF HE SUBMITS A NEW SITE PLAN A WEEK FROM NOW OR TWO WEEKS FROM NOW GOES BACK TO PLANNING AND ZONING IN A WEEK WHATEVER THAT TIMING IS WE DO A SECOND READING OF THE SITE PLAN
>> WE ARE TALKING ABOUT EXIGENCY TONIGHT THE VOTE IS CONDITIONAL EVEN IF WE VOTE TO APPROVE ITS CONDITIONAL AND THAT'S GETTING US FURTHER ALONG IN THE PROCESS WITHOUT COMMITTING TO ANYTHING SO IF WE ARE TALKING ABOUT TIMING WE ALLEVIATE SOME OF THAT TIME CONSTRAINT. OKAY. SO DOES ANYONE WANT TO MAKE A MOTION WE HAVE TO DO THESE ONE AT A TIME.
>> THE FIRST ONE WOULD BE THE REZONING ORDINANCE 2021 Ã012.
>> MOTION TO APPROVE. >> SECOND.
>> WE HAVE A MOTION TO APPROVE BY COMMISSIONER CUTLER AND A SECOND BY COMMISSIONER ISRAEL.
>> ITEM 10 D AMENDING ORDINANCE 2015 ACTION 15.
>> ANYBODY FROM THE PUBLIC? >> I JUST WANTED TO KNOW HERE TO REMIND YOU IF YOU WISH TO APPROVE THIS THAT MY SUGGESTION WOULD BE TO DO IT WITH AN AMENDMENT TO SECTION 4 TO REFLECT THE DECEMBER FIRST DATE TO BE CONSISTENT WITH THE Ã
>> NOTED. >> MOTION TO APPROVE WITHOUT REVISION AND AGAIN THIS IS CONFIRMING THERE IS NOTHING BEING COMMITTED TO THIS IS CONTINGENT UPON SITE PLAN APPROVAL.
>> THAT'S FIRST READING NOTHING IS BEING APPROVED TONIGHT THAT'S WHY WE ARE DOING THE ORDINANCES FIRST THE OTHER ITEMS THAT YOU WOULD SEE MAY BE ON NOVEMBER 3 WOULD BE THE SITE PLAN THAT ONLY REQUIRES ONE READING. ONE TIME.
>> SECTION 4 WITH DECEMBER 1. >> I HAVE A MOTION TO APPROVE AND A SECOND BY COMMISSIONER
CUTLER. >> COMMISSIONER CUTLER, COMMISSIONER ISRAEL, COMMISSIONER CUTLER, VICE MAYOR, NO.
>> IT PASSES 3-2. >> YOU ARE NOW ON 10 D 2020 1018 AGAIN I WOULD MAKE THE SAME RECOMMENDATION WE HAD THE SAME RECOMMENDATION THE
[03:50:04]
DECEMBER 1 DATE. THIS IS BY THE WAY YOU HAVE 255+ RESTRICTIONS ON HERE BECAUSE IT'S TWO DIFFERENT PARCELS THAT'S WHY THERE ARE TWO SEPARATE.>> SECOND. >> I HAVE A MOTION TO APPROVE
>> IT PASSES 3-2. >> I JUST WANT TO THANK YOU AND THE COMMISSION AGAIN FOR THE ACCOMMODATIONS IT'S VERY MUCH APPRECIATED.
>> THANK YOU MR. MOSCOWITZ. >> ITEM 10 F RESOLUTION 2021 HOUSEHOLD HAZARDOUS WASTE AGREEMENT WITH BROWARD COUNTY. HIGH-RESOLUTION THE CITY OF PARKLAND FLORIDA AUTHORIZING THE INTERLOCAL AGREEMENT FOR HOUSEHOLD HAZARDOUS WASTE SERVICES PROVIDING FOR CONFLICTS AND THE EFFECTIVE DATE.
>> GOOD EVENING AGAIN. GOOD NIGHT.(THE PUBLIC WORKS DIRECTOR FOR THE RECORD A COUPLE OF YEARS AGO WE LEFT THE COUNTY AND OUR AFFILIATION WITH THEM FOR THE REMOVAL OF HOUSEHOLD HAZARDOUS WASTE AND WE JOINED A CO-OP AND WE HOSTED TWO EVENTS A YEAR AND THE EQUESTRIAN CENTER AND SUCCESSFUL EVENTS A LOT OF MATERIAL WAS COLLECTED CONVENIENCE WISE NOT AS CONVENIENT WITH BEING WITH THE COUNTY AND WE HEARD A TREMENDOUS AMOUNT OF FEEDBACK FROM RESIDENTS IN MY OFFICE SAYING THAT THEY DID NOT LIKE TO GO TO THE OTHER LOCALES BECAUSE THEY WERE NOT CONVENIENT AND IT WAS ONLY ONCE A MONTH SO FORT LAUDERDALE AND SOME OF THE OTHER PLACES THAT WERE IN THE CO-OP SO THE THINKING WAS AND IT BECAME REALITY, PEOPLE WOULD CLEAN AND STORE WHEN WE HAD OUR EVENTS A TREMENDOUS AMOUNT WAS BOUGHT OUT SO A TYPICAL EVENT WOULD COST THE CITY BETWEEN 30 AND 35,000. THE LAST YEAR WE WERE WITH THE COUNTY WE WERE PAYING SOMEWHERE BETWEEN 55 AND $60,000 SO OUR RECOMMENDATION IS THAT WE GO BACK TO THE COUNTY WE PROVIDE THE AVALABILITY OF THE SITE ONCE A WEEK SATURDAYS LIKE IT WAS BEFORE IT WILL BE AT POWERLINE ROAD IS NOT A TREMENDOUS DISTANCE AWAY AND WE BELIEVE IT WILL BE LESS COSTLY TO THE CITY IF YOU LOOK AT THE BACK OF THE ILA YOU WILL SEE 22 CENSUS NUMBERS AND SO AND COMPLETE TRANSPARENCY THE COUNTY IS NOT PLUGGED IN TO THE 2020 CENSUS NUMBERS AND THAT CAN HAPPEN IN THREE MONTHS IT COULD HAPPEN NEXT YEAR THOSE NUMBERS COULD COME AND IF THEY PLUG IT IN FOR THE TUNE OF 249 PER CAPITA INCOME UP TO A FIGURE SO IF YOU READ THIS AGENDA ON THE BACKSIDE OF THE SECOND PAGE I HAVE PUT IN THEIR THE PHYSICAL IMPACT COULD BE UP TO THAT WOULD GO THIS DIRECTION AND WE HAVE THE MONEY AND WE HAVE THE MONEY TO COVER THIS MY ONLY RECOMMENDATION IS THAT WE BUMP THIS PHYSICAL IMPACT NUMBER OF UP TO 90,000 IF THOSE
[03:55:10]
2020 FIGURES AREN'T PLUGGED IN KNOWING THAT WE HAVE HUNDRED THOUSAND DOLLARS BUDGET AND IT'S MORE CONVENIENT WE HAVE A LOT OF POSITIVE FEEDBACK WHEN WE SAID THIS WAS ACONSIDERATION AND I THINK THE BETTER DEAL FOR THE CITY >> VICE MAYOR.
>> SO THIS IS AN ANNUAL CONTRACT SO ALL YOU ARE ASKING TODAY IS FOR US TO MAKE THE CHANGE I AGREE WITH YOU THERE ARE A LOT OF RESIDENTS AND I GOT MY STUFF AND I'M READY TO DROP IT OFF AND IF I DON'T TAKE THE STUFF I WILL TAKE IT BACK HOME I CAN SUPPORT IT AND I DON'T HAVE A PROBLEM WITH THAT THE COST IS WHAT IT IS AND YOU SAID HUNDRED THOUSAND DOLLARS
IS IN THE BUDGET ALREADY >> SO JUST ON I WANT TO BE COMPLETELY TRANSPARENT THE
IMPACT IS $70,000 IN IF THEY PLUG IN THE CENSUS NUMBERS >> IS THAT MORE OF A ÃTYPE OF
THING >> HE IS JUST BRINGING IT TO YOUR ATTENTION AND SO I'M BEING
HONEST. I MAKE A MOTION TO APPROVE >> ANYONE FROM THE PUBLIC WISH
TO SPEAK ON THIS AGENDA ITEM? >> I AM NOT IN THE PUBLIC BUT
>> HERE IS MY CONCERN I HAVE GOTTEN THE OPPOSITE FEEDBACK THAT WHEN WE WENT AWAY FROM HAVING THE CITY HOLD THESE EVENTS IT'S LESS CONFUSING THEY HAVE TO GO DOWN AND DO IT AND IF I AM HEARING RIGHT IT COST US ABOUT 30 GRAND OR WE CAN SPEND $90,000 SO FOR THREE EVENTS THE PRICE OF THEORY EVENTS WE CAN DO ONE EVERY FEW MONTHS OR WE COULD HAVE IT IN THE CITY WHICH I THOUGHT WAS A BENEFIT I PARTICIPATED IN BOTH OF THEM I SEE IT AS A BENEFIT RATHER THAN GOING DOWN EVEN THOUGH THEY COULD DO IT ESSENTIALLY ONCE A WEEK ON A SATURDAY WE HAVE AN EVENT IN THE CITY WHICH IS A COMMUNITY EVENT AND IT'S A COMMUNITY EVENT AND IT'S A CONVENIENCE TO OUR RESIDENTS TO BE ABLE TO COME AND BRING THEIR STUFF TO THE EQUESTRIAN CENTER AND I TOOK ADVANTAGE OF THAT THIS PAST YEAR AND I HAVE HAD THEM CONTENT WITH THAT PROCESS SO I DON'T KNOW WHEN YOU MAY HAVE A BETTER SENSE I SEE IT IS MORE BENEFICIAL TO OUR RESIDENTS AND MORE CONVENIENT TO HAVE EVENTS OR WE COLLECT DISPOSABLE WASTE AT THE EQUESTRIAN CENTER SO THERE'S A COUPLE OF THINGS OVER THE LAST 18 MONTHS WE ARE IN A PANDEMIC PEOPLE STAYED AT HOME AND THEY HAD A TREMENDOUS AMOUNT OF STUFF SO WHAT WE HEARD WAS I DON'T WANT TO TAKE MY STUFF AND DRAG IT TO FORT LAUDERDALE I DON'T WANT TO TAKE IT TO ONE OF THESE OTHER LOCALES SO I HOUSE IT WAITING FOR THE EVENT HERE SO WHAT WE ARE HEARING IS HIGH WANT TO GO EVERY SATURDAY I WILL TAKE A LITTLE BIT THIS SATURDAY AND NEXT SATURDAY ON THE NEXT SATURDAY THE FOLLOWING SATURDAY WHATEVER IT MAY BE I AM NOT SAYING THAT YOU WEREN'T HEARING SOMETHING DIFFERENT IS JUST SPEAKING TO THE LADIES THAT WORK IN MY OFFICE 95 PERCENT OF THE PHONE CALLS EVEN TODAY IT'S A LOT MORE THAN A LOT AND I HAVE NO REASON TO NOT BELIEVE THEM THE PHONES RINGING ALL THE TIME IF IT'S WASTE MANAGEMENT STUFF FOR HOUSEHOLD MANAGEMENT WASTE THEY FIELD THE CALLS ON THE FRONT LINE FOR US AND THEY DO A VERY GOOD JOB AND I STILL BELIEVE THIS IS A BETTER WAY TO GO IT'S GOING TO BE CHEAPER AND IF I WAS A RESIDENT I WOULD THE STUFF I HAVE IDENTIFIED WITH HOUSEHOLD HAZARDOUS WASTE IT'S WHATEVER THAT IS WHATEVER IT IS I DON'T WANT TO WAIT THREE MONTHS TO GET RID OF IT I DON'T
[04:00:10]
WANT TO DRIVE ALL OVER THE PLACE SO I AM JUST SAYING I THINK IT PROVIDES MORE CONVENIENCE AND IS IT A TREMENDOUS SAVINGS? I DON'T KNOW WE WILL HAVE TO SEE WE LOOK AT THE END OF THE YEAR AND YOU CAN CURSE ME AS I LEAVE AND SAY BILL DID NOT MAKE THE RIGHT DECISION BUT I STAND HERE TONIGHT AND I TELL YOU I THINK IT'S THE RIGHT DECISION.>> IF WE ARE DOING TWO EVENTS A YEAR WE ARE TALKING ABOUT 70 GRAND.
>> IT'S 7000 A YEAR OR 8000. >> WE ARE IN THE CO-OP SO FAR
PEOPLE DECIDE TO GO THIS 30,000 SO 60,000 FOR US AND 7000 A.M. >> SO I THINK WE ARE CLOSE TO HUNDRED AND 3000. THE SAVINGS OF THIS MAY BE SOMEWHERE BETWEEN Ã
>> SO I SEE THIS I AM NOT SURE IF THIS IS A FINANCIAL DECISION NECESSARILY MORE SO AS IS IT
EASIER O GO ONCE A WEEK WHEREVER YOU WANT OR >> YOU CAN'T GO WHEREVER YOU WANT. OR IS IT EASIER TO WAIT AND JUST HE WOULD HEAR
>> THIS IS NOT THE BIGGEST ISSUE IN THE WORLD I GET THAT BUT LIKE BULK PICKUP AT THE END OF THE MONTH AND SO PEOPLE SAVE THEIR CRAP UNTIL BULK PICKUP BUT THEY DO IT BECAUSE BULK PICKUP JUST COMES TO YOUR DOOR IF THEY HAD TO BRING IT DOWN THE POWER LINE THEY WOULD NOT GO ONCE A MONTH THEY WOULD GO ONCE EVERY FOUR MONTHS AND I VIEW THIS IS THE SAME THING IF I HAD TO BRING MY PAINT BAND DOWN TO THE POWERLINE I WOULD NOT HAVE GOTTEN RID OF THEM YET. RATHER THAN GOING TO THE EQUESTRIAN CENTER.
>> I WOULD BE THAT PERSON. I FORGOT NOW I HAVE TO WAIT ANOTHER THREE MONTHS.
[LAUGHTER] >> THE OTHER POINT HAZARDOUS WASTE IS TOXIC SO STORING IT IN YOUR HOUSE FOR THREE MONTHS COULD BE PROBLEMATIC IF FOR SOME REASON YOUR HOUSE CAUGHT ON FIRE SO THE QUESTION IS DO PEOPLE REALLY GET RID OF IT IT'S NOT A MATTER OF WEEKLY IT'S A MATTER OF EDUCATING THE SAME WAY AS WHEN WE DID TRYING TO DO RECYCLING IF YOU'VE GOT IT GET RID OF IT IT SHOULD NOT BE HOW TO RECYCLE THAT'S THE IMPORTANT PART YOU DON'T HAVE THAT HANGING AROUND YOUR HOUSE I HAVE PAINT CANS HANGING AROUND MY HOUSE MOST PAINTS NOW IF YOU LET THEM DRY OUT THEY ARE FINE.
>> SO PAINT ISN'T EVEN AN ISSUE LIKE IT USED TO BE. >> PEOPLE I HAVE SPOKEN TO
>> I'M GOING TO DEFER TO THE VICE MAYOR AND COMMISSIONER BREYER NO ONE HAS TALKED TO ME
ABOUT HAZARDOUS WASTE. >> IS THAT MOTION INCLUDING Ã
>> I WILL SECOND. >> DO I GO TO THE PUBLIC IF NOT? SO WE HAVE A MOTION TO APPROVE AND A SECOND BY COMMISSIONER
>> IT WAS A GARBAGE ARGUMENT. >>
>> ARE YOU READY FOR 10 G? >> IS A SURE THING?
